WHAT IMPROVEMENTS COULD BE MADE BOTH SHORT TERM, INTERMEDIATE TERM AND LONGTERM? UM, A CALM WAS THE CONSULTANT THAT WAS CHARGED TO DO THAT STUDY. AND OUT OF THAT STAGE, THEY DID COME UP WITH THOSE RECOMMENDATIONS, UM, IN TOTAL, THOSE RECOMMENDATIONS TOTAL, UM, JUST OVER $80 MILLION. SO THERE'S A LOT OF DIFFERENT PARTIES THAT ARE INVOLVED. UM, BOTH THE STATE, UH, JASPER COUNTY, BUFORD COUNTY HARTVILLE ARE ALL KEY STAKEHOLDERS INTO THIS PROJECT. SO IT'S, IT'S A PROJECT IT'S GOING TO TAKE A LOT OF EFFORT FOR US TO COME TO A LONG-TERM SOLUTION, BUT WE ARE WORKING TOWARDS THAT. UM, THE, THE SIX PROJECTS, UM, ARE, ARE FROM ONE 70, THEY'RE KIND OF SPY INTERSECTIONS FIRST BEING THERE AT THE RAMP AT 2 78, 1 70. UM, AND I DON'T KNOW THAT I CAN NAME THEM RIGHT OFF THE TOP OF MY HEAD. AND THAT PLAN WOULD ENTAIL, UM, LOOKING AT, UM, IMPLEMENTATION OF PROJECTS, COST ASSESSMENTS, FUNK FUNDING MECHANISMS. SO WHAT EXACTLY IS A RESILIENCE REVIEW? AND, UH, SO IT'S, UM, BASICALLY WE'RE DIVIDING THIS PROJECT INTO THREE PHASES AND LOOKING AT IDENTIFYING THEM THE RISKS AND THREATS TO THE SURROUNDING AREA. AND THIS IS FOCUSING ON NATURAL HAZARDS, RIGHT? AND WE REALLY THOUGHT THROUGH OUR HAZARD MITIGATION PLANNING EFFORTS THAT WE'VE DONE HERE, OUR BIGGEST THREATS ARE REALLY WATER, UM, SEA LEVEL RISE, STORMS, SEARCH FLOODING STORM, YOU KNOW, JUST EVEN, UM, KING TIDES. SO WATER IS KIND OF OUR BIG KEY THING THAT WE'RE LOOKING AT. SO THEY'RE DOING A LOT OF DATA COLLECTION AND THREAT ANALYSIS RIGHT NOW TO SEE WHAT KIND OF INFRASTRUCTURE WOULD BE UNDER THREAT IN THOSE SITUATIONS, UH, NEXT. SO IT WOULD BE ASSESSING VULNERABILITY AND RISK, UM, LOOKING AT CUTE FUTURE AND CURRENT DEVELOPMENT PATTERNS THAT ARE ALREADY GOING ON IN THE REGION AND THEN PREPARING, UM, KIND OF FRAMING OUR COMMUNITY RESILIENCE PLAN UNDER THE, UM, CATEGORIES OF PREPARE, RESPOND AND RECOVER. THAT'S KIND OF WHAT THE THOUGHTS WE WERE LOOKING AT IN TERMS OF WHAT KIND OF SOLUTIONS WE WANT TO HAVE. AND THIS WOULD BE LOOKING AT SHORT, MID AND LONG TERM LONG-TERM IS 20 YEARS. SO REALLY IN SOME ASPECTS ISN'T THAT FAR OUT. SO THAT'S KIND OF THE TIME RANGE WE'RE LOOKING AT. AND THEN, UM, THE END PRODUCT I SAID IS THE THIRD PHASE, WHICH IS REFINING AND PRIORITIZING THE TYPES OF SOLUTIONS THAT THEY COME UP WITH. AND THAT WOULD INCLUDE THE, UH, SORT OF LIKE A IMPLEMENTATION PLAN, PRIORITIZING THE PROJECT COSTS, FUNDING MECHANISMS. HOW CAN WE FIND ALL THESE WONDERFUL IDEAS? SO, UM, THE PROJECT HAS BEEN MOVING ALONG. MOST OF THE WORK HAS BEEN KIND OF BEHIND THE SCENES LATELY, BUT WE HAD AN EARLY JULY, UH, STAKEHOLDER WORK SHOP. WE HAD THREE DIFFERENT MEETINGS, THREE SEPARATE MEETINGS OF DIFFERENT FOLKS TO GET EVERYBODY IN DIFFERENT TIME SLOTS. UM, IT WAS, UH, PRETTY WELL ATTENDED. WE INVITED, UH, WE LOOKED OUT TO ABOUT 36 DIFFERENT, UH, LOCAL AGENCIES, UH, CHARITABLE ORGANIZATIONS, INTEREST GROUPS, GOVERNMENT AGENCIES. SO THEY INCLUDED, UM, YOU KNOW, BUFORD, JASPER WATER, OUR LOCAL GOVERNMENTS. UM, WE HAD THE SCHOOL DISTRICT, COASTAL CONSERVATION LEAGUE, THE PEW, UM, CHARITABLE FOUNDATION. I'M SURE I'M GOING TO MISS A WHOLE BUNCH. CAUSE I HAVE THIS REALLY LONG LIST. WE HAD THE DNR, SO WE HAD A LOT OF DIFFERENT PERSONALITIES AND INTERESTS AT THE TABLE. SO IT WAS GREAT TO REALLY HEAR FROM EVERYBODY. SO WE ALL HAD FAIRLY CONSISTENT MESSAGE THROUGH THREE GROUPS, UM, WHICH WAS EXCITING TO HEAR THAT AND NOT HA HEAR A HUNDRED DIFFERENT OPINIONS BECAUSE WE KIND OF NARROWED IT DOWN TO FIVE BECAUSE THIS IS YEAH. UM, IT'S, IT'S A BIG UNDERTAKING FOR THE WHOLE REGION. SO ONE OF THE FIRST THINGS THAT WE HEARD WAS THE REGION REGIONAL ORGANIZATIONS ARE TAKING INITIATIVE TO FOSTER ENVIRONMENTAL STEWARDSHIP. THAT WAS KIND OF ONE THING TO LOOK AT AT THE TOP. UM, MILITARY PRESENCE IN THE LOW COUNTRY IS CRITICAL TO THE COMMUNITY AND EVERYBODY AGREED ON THAT. AND THAT'S SOMETHING WE WANT TO CONTINUE ENTHUSIASTICALLY AND WORK ON BETTER RELATIONSHIPS ON HOW, UM, BETWEEN THE LOW COUNTRY IN THE MILITARY AND HOW WE CAN HELP EACH OTHER OUT, UH, THE PUBLIC NEEDS THE FURTHER UNDERSTAND SCIENTIFIC BACKGROUND ON DIFFERENT KINDS OF CLIMATE CHANGE RESILIENCE AND THESE DIFFERENT TYPES OF THREATS THAT COULD BE AFFECTING US. SO THAT WAS JUST KIND OF A PUBLIC EDUCATION COMPONENT THAT WAS BROUGHT UP AND THEN THE LOCAL, THE COUNTRY FOR THE LOW COUNTRY AND THE ENVIRONMENT IS A BIG FACTOR HERE. YEAH. IN OUR ECONOMY, PEOPLE COME HERE BECAUSE OF THE ENVIRONMENT PEOPLE LIVE HERE BECAUSE OF THE ENVIRONMENT. AND YEAH, WE WANT TO MAKE SURE THAT, UM, THAT'S ALSO, THERE'S THE FUTURE DEVELOPMENT IN THE AREA IS TAKING THAT INTO CONSIDERATION AND PROTECTING OUR ENVIRONMENT. AND THEN CULTURAL CONTINUATION WAS ALSO BROUGHT UP, UM, BEING SENSITIVE TO OUR DIFFERENT POPULATIONS, SUCH AS THE GULLAH OUT ON ST. HELENA. AND THIS IS DIFFERENT THAN IN A LOT OF COMMUNITIES WHERE A LOT OF THE, THESE FACILITIES ARE ON THE BASIS AND EITHER THEY HAVE BEEN CHANGED OR THEY'VE BEEN CLOSED. AND SO IT'S THINGS LIKE BEING ABLE TO GET TO WORK IF THE WA IF THE ROADS ARE FLOODED IN THE COMMUNITY. YEAH. YEAH. OKAY. YEAH. I MEAN, THAT'S A WHOLE DIFFERENT ISSUE. ARE, IS THIS LIST GOING TO BE IN ADDITION, IS IT GOING TO BE LOOKING AT CLOSE THE NEEDS INVENTORY LIST? AND WELL, WE BELIEVE THAT THIS ROAD IS MORE QUALIFIED THAT I'M TRYING TO FIGURE OUT WHAT WE'RE DOING AS IT RELATES TO SPENDING THE $800,000. WHAT IT DOES IS THAT BY DOING THE, GOING BACK AND DOING THIS ANALYSIS ONE MORE TIME, THEN WE GET ESTIMATES PERFORMED AGAINST. THEY WERE THE ONES THAT DID THE PQI AND THEY'RE THE ROADS THAT THEORETICALLY SHOULD BE IMPROVED NEXT BY AND SELECTED BY EACH DISTRICT MEMBER. . THESE ARE, WE WERE THE ONES WHO HAVE PUSHED O T TO GET OUR PQI DONE. THEY HAVE HAVE COMPLETED THE COMPLETE PQI OF ALL THE STATE SECONDARIES IN THE STATE. AS OF 2020, EVERYTHING IS CAUGHT UP. THEY'VE COMPLETED THE PROGRAM STATE SECONDARIES ARE DONE. THEY DO IN-HOUSE STATE PRIMARIES AND, UM, INTERSTATE. OKAY. SO THEY AGREE TO DO IT. THEY'VE DONE IT.
