UM, THIS PROJECT FOR OTA RIVER PARK IS COMING BEFORE YOU AS PART OF AN AGREEMENT THE COUNTY HAS WITH MR. ROBERT GRAVES REGARDING THE PEPPER HALL DEVELOPMENT AGREEMENT.
UM, THAT WAS APPROVED A COUPLE OF YEARS AGO.
UH, WE HAVE BEEN AND THROUGH A COUPLE OF PUBLIC COMMENTS PERIODS FOR THE CONCEPTUAL PART PLAN, AS IT WAS PRESENTED TO YOU IN YOUR PACKET.
UH, WE DID A SURVEY, UM, EARLIER THIS YEAR IN THE SPRING, UH, DEVELOPED A DRAFT CONCEPTUAL PLAN, REVIEWED THAT PLAN WITH THE PUBLIC, UM, A MONTH AGO OR GO A MONTH AND A HALF AGO AND HAVE, ARE NOW COMING TO YOU WITH, WITH THIS, UM, FINAL DRAFT OF THE CONCEPTUAL MASTER PLAN.
THERE IS A PORTION OF THE TRAILER SYSTEM, UM, THAT IS IN THE RIVER BUFFER AND DUE TO CONSISTENCY AMONG THE REST OF THE TRAIL THAT WE HAVE ON THE PROPERTY.
UM, WE WANTED TO, UH, INCREASE TO MAINTAIN THE 10 FOOT WIDTH OF THAT TRAIL THROUGH THIS ONE SECTION WHERE IT CAN'T BE RELOCATED TO OUTSIDE OF THE RIVER BUFFER DUE TO THE WETLANDS ON THE PROPERTY.
UM, OUR PUBLIC SURVEY INDICATED THAT MOST VISITORS WANTED TO HAVE A HIKE, A WALKING BIKING TRAIL.
AND SO WE ARE PROPOSING A PERVIOUS, UH, PATH, UH, TO THAT TRAVERSES THE PROPERTY.
THE ONLY WAY TO GET FROM THE SOUTH PART OF THE PROPERTY WHERE THE ACCESS POINT IS TO THE NORTH PART OF THE PROPERTY, WHERE THE OPEN FIELD LAWN IS, UH, IS TO TRAVERSE THIS PARTICULAR SECTION WHERE THERE IS AN EXISTING BERM AT THE SOUTH POND.
UH, YOU HAVE BEEN PROVIDED A PICTURE, AN AERIAL OF THAT BERM OF THE EXISTING CONDITIONS OF THE POND, THE SOUTH POND WITH THE, UM,

WITH THE BERM THAT YOU CAN SEE HAS A SMALL BOAT CURRENTLY SITTING ON IT.UH, THE PATH ITSELF IS ALREADY THERE.
IT IS ALREADY 10 FEET PLUS WIDE.
UM, WE WOULD JUST BE IMPROVING THE SURFACE TO MAKE IT, UM, MORE ADA ACCESSIBLE AS FAR AS LIKE LEVELING IT OUT AND JUST COMPACTING IT, MAKING SURE IT'S IT'S SMOOTH SURFACE RIGHT NOW, IT'S RATHER ROUGH.
UM, BUT THAT BERM IS ALREADY THERE.
IT IS ALREADY IN THE REV RIVER BUFFER.
UM, THE ADDITION THAT WE WOULD HAVE WOULD BE THE BOARDWALK TO SPAN A, UM, A SECTION OF WETLAND THAT CUTS OFF THE PROPERTY FROM THE NORTH SIDE TO THE SOUTH SIDE, UM, WHICH IS IN THAT AREA ON THE CENTRAL PLAN LABELED BOARDWALK.
SO WE WOULD HAVE A SMALL BOARDWALK ACROSS THAT PARTICULAR SECTION.
AND SO THAT, THAT IS THE WAIVER WE'RE TO GO FROM FIVE FEET THAT IS IN CODE TO 10 FEET, WHICH IS CURRENTLY EXISTING ON SITE.

UM, I SPENT MY ENTIRE LIFE WALKING ACROSS THIS BERM AS, AS, UH, STEPHANIE CALLED IT IN ORDER TO MAKE IT 10 FEET WIDE AND SAY FOR TRAVEL, YOU'RE GOING TO HAVE TO INCREASE THE WIDTH OF THAT DAM, WHICH IS GOING TO CAUSE MORE EROSION GOING INTO THE WETLANDS, WHICH IS EXACTLY THE OPPOSITE REASON OF WHY THIS PROPERTY WAS PURCHASED IN THE FIRST PLACE.
NOT ONLY THAT DEVELOPERS ALREADY CUT MOST OF THE TREES OFF OF THAT DOWN AND THE REST OF THE TREES WILL HAVE TO BE CUT OFF OF IT, WHICH HE'S ALREADY DOING IT TO THE REST OF THE PROPERTY ON THE BACK SIDE AS WELL NOW.
SO I URGE THE COUNTY TO DO WHAT THE COUNTY TAXPAYERS ORIGINALLY ELECTED TO DO WAS IT PROVIDED THE CRITICAL ROLE IN CRITICAL LANDS FUND TO PROTECT THE RIVER AND PROTECT THIS PROPERTY, WHICH IS NOT BEING CURRENTLY DONE.

UM, I REALLY THINK WHAT WE'RE LOOKING AT HERE IS WE'RE GOING FROM A WALKING PATH TO A 10 FOOT WIDE, BASICALLY A ROAD.
UM, I BELIEVE THE COUNTY WANTS THIS VARIANCE TO INCREASE THE BOARDWALK, WHICH WILL IMPACT WETLANDS AND ALSO TO PUT IT ACROSS THE, THE OLD ORIGINAL DAM THAT'S THERE AS PART OF THE STORM WATER SYSTEM, BECAUSE THEY REALLY DON'T HAVE A WAY TO GET BACK AND FORTH FROM ONE SECTION OF THE COUNTY PARK TO THE OTHER, WITHOUT GOING ALL THE WAY BACK OUT GRAVES' ROAD ALL THE WAY BACK ONTO 2 78 AND COMING BACK AROUND IN, THROUGH THE NEW STOPLIGHT ENTRANCE.
SO, UH, I COULD SIT UP HERE AND, AND TELL YOU A COUPLE OF REASONS WHY WE'RE AGAINST IT.
UM, WE JUST TRY AND LIMIT ACCESS TO VEHICLE TRAFFIC.
THAT'S GOING TO BE COMING AND GOING FOR MAINTENANCE FOR EMERGENCY USE AND STUFF LIKE THAT.
THEY ALREADY HAVE AN EMERGENCY ACCESS ON THE BACK PART OF THE PROPERTY.
UM, WE ARE CONCERNED ABOUT THE RIVER.
OBVIOUSLY THE COUNTY HAS TAKEN A LITTLE DIFFERENT APPROACH, UM, THEIR IMPACT AND IN AS MUCH DEVELOPMENT ON THAT PIECE OF PROPERTY AS THEY CAN GET.
SO WE'RE JUST TRYING TO PROTECT OUR RESIDENTIAL NEIGHBORHOOD, WHICH THE COUNTY'S OPENING UP TO THE PUBLIC, WHICH IS MAKING IT COMMERCIAL.
SO I GUESS WE'RE AT THE POINT OF DECIDING, ARE WE GOING TO BE A COMMERCIAL AREA OR ARE WE GOING TO BE RESIDENTIAL? LIKE IT'S BEEN MY ENTIRE LIFETIME.

CAN WE WAIT? WE CAN PUT THIS ON THE SCREEN SO THAT EVERYBODY CAN SEE THE AREA IS AT THE POINT WHERE IT'S LABELED BOARDWALK TO THE POINT, UM, IN THE TRAIL JUST, UH, BEFORE YOU GET TO THE AREA LABELED COVERED PIER.
SO THAT IS THE SECTION OF TRAIL THAT IS CURRENTLY IN, IN THE RIVER BUFFER.
UM, SO THE VARIANCE IS NOT THAT WE CAN'T PUT A TRAIL THERE, JUST THAT THE TRAIL IN THE CODE SAYS FIVE FEET.
AND IN ORDER TO BE CONSISTENT FOR TWO WAY, TRAFFIC, FOR BICYCLES AND WALK AND, UH, WALKERS, UM, 10 FEET IS REALLY A MINIMUM WIDTH FOR PARK PLANNING PURPOSES TO ALLOW TWO-WAY TRAFFIC WITHOUT HAVING SOMEBODY FALL OFF THE BERM.
ESSENTIALLY WE'LL, WE'LL, WE'LL BE OPEN TO VEHICULAR TRAFFIC AT ALL.
IT IS RESTRICTED FROM VEHICULAR TRAFFIC BY THE PARKING LOT.
AND THE ACCESS POINT, THAT'S ALL THE WAY ON THE SOUTH SIDE, WHICH IS ALL THE WAY TO THE RIGHT OF YOUR PROPERTY.
SO THE PUBLIC ACCESS ENTRANCE WILL COME IN TO A GATE THAT IS, UH, OPEN AND CLOSED ON AUTOMATIC TIMER.
THE PARKING LOT PEOPLE COME IN AND WE'LL PARK AT THE PARKING LOT.
THERE'S GOING TO BE, UM, HEADER CURVES AND SUCH IN THE PARKING LOT TO PREVENT VEHICLES FROM JUST DRIVING NILLY ACROSS THE PROPERTY.
AND THEN IT'S JUST PEDESTRIAN, TRAFFIC, PEDESTRIAN, AND BICYCLE TRAFFIC THAT GOES ALONG THE TRAIL.
AGAIN, A 10 FOOT TRAIL IS THE MINIMUM REQUIREMENT FROM PARK PLANNING PURPOSES FOR TWO WAY TRAFFIC, ESPECIALLY IF YOU HAVE TWO BICYCLES, THE BERM THAT IS THERE IS ACTUALLY ALREADY PERMITTED TO BE BY OUR STORMWATER FOLKS BY OCRM, BY, UM, BY THE STATE TO BE PERMITTED.
SO THAT ENTIRE SECTION THAT IS EXISTING, WHERE THERE'S AN EXISTING DAM IS BEING, UM, CURRENTLY, UM, UH, RECONSTRUCTED TO IMPROVE THE DAM STRUCTURE.
RIGHT NOW, THERE IS A RATHER DILAPIDATED STRUCTURE WITH THERE'S A LOT OF PITFALLS AND STUFF.
WHERE'S THE DAM YOU'RE TALKING ABOUT.
THE DAM IS ON THE BOTTOM SIDE OF THE SOUTH POND.
SO WHERE THE, WHERE YOU SEE THE TRAIL BETWEEN THE SOUTH POND AND THE RIVER THAT'S, THAT'S THE, THE BERM SECTION.
UM, SO THAT AREA IS ALREADY GOING TO BE, IS GOING TO BE UNDER CONSTRUCTION IN THE VERY NEAR FUTURE TO IMPROVE THE DAM, CREATE A NEW DAM STRUCTURE DAM, AND WE ARE STRUCTURE.
AND SO, UM, IT'S GONNA, BUT IT'S IN THE EXISTING FOOTPRINT, WHICH IS 10 FEET CURRENTLY.
UM, PLUS WITH, IF YOU INCLUDE THE BANK SLOPES, YOU WANT TO HAVE ANY QUESTIONS I HAVE, I'M LOOKING AT THIS PICTURE HERE.

OH, WITH THE ONE CONDITION THAT THEY KIND OF CHANGED THE STEPS INSTEAD OF IT GOING STRAIGHT DOWN THE STEPS TO GET IT.

SO IN 17, 19 SOUTH CAROLINA, SUNDAY FLEET TO NORTH CAROLINA, WHICH CAPTURED STEVE BONNET AND SANK.
HIS VESSEL DROVE BLACK BEER NORTH INTO BEAUFORT, NORTH CAROLINA, WHERE VIRGINIANS CAPTURED HIS VESSEL AND KILLED BLACK BEARD.
AND HIS VESSEL QUEEN ANNE'S REVENGE IS BEING ARCHEOLOGICALLY RECOVERED OFF OF BEAUFORT, NORTH CAROLINA, AS WE SPEAK, UH, SOUTH OF CHARLESTON, THIS PLACE BECAME A VERY ACTIVE CENTER FOR A PRIVATEER WAR IN THE 1730S AND 1740S.
THAT WAS ESSENTIALLY A CONTEST BETWEEN THE SPANISH AND ST.
AUGUSTINE AND THE ENGLISH AND CHARLESTON DURING THE 1740S SPANISH PRIVATEERS INFESTED THIS COAST AND VIRTUALLY STOPPED THE MARITIME TRADE FROM PORT ROYAL, NEAR BUFORD AND FROM CHARLESTON HARBOR.
THE MOST NOTABLE OF THOSE SPANISH PRIVATEERS WAS FRANCISCO.
HE CAPTURED MANY SOUTH CAROLINIANS IN HIS VOYAGES CAPTURED 56 ENGLISH VESSELS OFF THE COAST OF SOUTH CAROLINA IN THE SINGLE YEAR OF 1741.
BUT ALL OF HIS PRISONERS, HE TREATED WELL WHEN HE WAS FINALLY CAPTURED BY SOUTH CAROLINA NAVAL FORCES IN LATE 1741, HE WAS TAKEN TO CHARLESTON AND THE POPULATION ASSEMBLED AND CHEERED HIM WHEN HE CAME TO SHORE BECAUSE HE HAD BEEN SUCH AN HONORABLE PIRATE.
IF THERE IS SUCH A THING, OTHER PIRATES, FRENCH AND SPANISH CONTINUED TO INVEST THE COAST FROM 1742 TO 1744.
AND THEN AGAIN FROM 1748 TO 1751, THE LAST SPANISH PIRATE DON JULIAN DE VEGA, UH, WAS HERE AS LATE AS 1760.
AND HE WAS CAPTURED BY SPANISH GARDA, KOSTAS, NOT ENGLISH COAST GUARDS.
DURING THAT TIME, THE BEAUTIFUL TONY ANS AND THE CHARLESTONIANS BUILT TO INLAND GALLEYS, ROWED GALLEYS WITH HEAVY GUNS THAT COULD PROTECT THE INLAND WATERS FROM THE SPANISH AND FRENCH FREE BOOTS.
BUT BETWEEN 1739, WHICH IS THE BEGINNING OF THE WAR OF JENKINS EAR AND 1763, WHICH WAS THE TREATY OF PARIS THAT ENDED THE FRENCH AND INDIAN WAR.
THIS WAS AN ACTIVE AREA FOR PRIVATEERS AND PIRATES AND THEIR COUNTER FORCES, THE GALLEYS OF SOUTH CAROLINA AND JORDAN.
