UM, I'M ALSO SERVE ON THE SOLID WASTE AND RECYCLING BOARD OF FOUR PLUS YEARS AS THE REPRESENTATIVE OUT OF FILM HEAD.
UM, AND I'VE BEEN A CITIZEN OF BEAVER COUNTY FOR 12, 24 YEARS.
UM, AND IT'S WITH THOSE COLOR QUALIFICATIONS THAT I'D LIKE YOU TO CONSIDER THESE COMMENTS AND, AND, UH, CONCERNS, AND MAYBE ADDRESS SOME OF THESE QUESTIONS WHEN YOU REVIEW THIS RFP AND THE ONE AS A I, TO RECYCLE, WE CAN PUT A BID ON THAT CONTRACT.

WELL, NEITHER ME WERE PROTOTYPES BODEL OR SELECTED, OR EVEN LOOKED AT TO BE CONSIDERED, ALTHOUGH THEY WERE COMPREHENSIVE AND WE HAD SOME OF THE LOWEST NUMBERS.
BUT MY QUESTION FOR YOU IS TO ASK IS WHAT WERE THE QUALIFICATIONS AND HOW WERE THE RATINGS, UH, YOU KNOW, HOW DID YOU COME UP? HOW DID WE COME UP WITH THE RATINGS SELECTING COMMITTEE? UM, CAUSE IT SEEMS A LITTLE BIT, UH, UNFAIR OR BIASED NOW LEVEL.
NOW FROM A BOARD PERSPECTIVE, UM, I SIT ON THE SOLID WASTE AND RECYCLE WORK.
UM, WE SPEND A LOT OF TIME GIVING OUR INPUT AND OUR ADVICE AND THIS RFP DIDN'T EVEN COME UP FOR REVIEW.
IT IS CUSTOMARY THAT ALL OF THESE RFPS, ESPECIALLY THESE CONTRACTS THAT ARE AWARDED GO TO THE SOLID WASTE AND RECYCLING BOARD, UM, FOR REVIEW AND FOR THEIR ADVICE AND FOR THEIR RECOMMENDATION.
AND FOR SOME REASON THAT DIDN'T, IT DID NOT ALLOW, I DON'T KNOW IF IT WAS NOT ME.
THAT SHOULD BE A QUESTION THAT SHOULD BE ASKED AS A BOARD MEMBER.
YOU KNOW, WE SPEND A LOT OF TIME TO, TO DO THESE THINGS AND IF NOT, WHY DO WE HAVE THE, UH, THE LAST THING I'D LIKE TO ADD IS AS A CITIZEN, YOU KNOW, YOU GUYS, THE COUNTY, THE COUNCILMAN, YOU GUYS, ALL, WE ALL PUT FORTH A LOT OF EFFORT OR HECK THIS COUNTY BETTER.
IF P WAS, IS, UH, BEGINNING TO SHOW LEADERSHIP TO SHOW THE VISION, UM, TO CREATE NEW INDUSTRIES, TO DEVELOP A PROCESS THAT'S NEW AND NOT GO WITH THE SAME OLD THING WE'VE BEEN DOING FOR 25 YEARS.
AND I WOULD ASK THAT YOU LOOK, WHEN YOU LOOK AT THE LORD AND WHERE IT'S GOING TO GO ASK YOURSELF, WHERE IS THIS GOING TO REALLY IS THE RIGHT, UH, RIGHT ROAD AND RIGHT PATH FOR THE COUNTY INTO THE, WE ALL KNOW THAT THE LANDFILL AND IT'S CONTRACTS AND THINGS LIKE THAT ARE CRITICAL.
YOU KNOW, THEY KIND OF HIDE BACK IN THE, IN THE, IN THE WOODS, YOU KNOW, BUT THEY ARE CRITICAL TO EVERYTHING WE DO.
AND, UH, I BELIEVE THE COURT BELIEVES THAT THE COUNTY SHOULD TAKE OWNERSHIP AND THIS AWARD REFLECTS THE OPPOSITE OF TAKING OWNERSHIP.
UM, SO WITH THAT, YOU KNOW, JUST, I WOULD ASK THAT AS YOU GUYS LOOK AT THIS, TO TAKE THOSE THINGS IN CONSIDERATION, AS A BUSINESS OWNER WHO SPENDS TAXES AS A CITIZEN, I PAY TAXES.

AND IT ALSO HELPS TO PREVENT A LITTLE BIT OF A ROJAN WHEN WE HAVE THE THUNDERSTORMS AND THE HEAVY RAINS AT THE AIRFIELD.
SO IT BECOMES, UH, A SAFETY IMPROVEMENT FOR US AT THE AIRFIELDS, AS WELL AS A REDUCTION IN OUR LONG-TERM MAINTENANCE COSTS.

WE DID DO THIS ONCE, BUT WE DID NOT GET SATISFACTORY RESPONSES.

UM, BUT AFTER LOOKING AT THE PRICING AND ABILITY, UM, AS REQUESTED OUR, AS MENTIONED EARLIER, WE MADE ONE INTERVIEW, UH, WITH THE HIGHEST PROPOSAL AND THOSE COMMITTEE MEMBERS THEN SELECTED WASTE MANAGEMENT.
UM, AFTER THAT, AFTER HEARING THE, THE INTERVIEW.
UM, SO THIS PROPOSAL IS FOR A TWO YEAR TIMEFRAME WITH THREE ADDITIONAL ONE-YEAR REVIEWS.
UM, IT'S A UNIT RATE CONTRACT, UM, SO IS DEFINED BY HOWEVER MANY SCHOOLS ARE HOW MUCH WASTE IS OUR RECYCLABLES FOR THE POSITIVE, AT OUR CONVENIENCE CENTERS, WITH THE ESTIMATED COST OF A MILLION DOLLARS, WHICH HAS BEEN BUDGETED IN OUR FISCAL YEAR TO LEGENDS.

SO THIS WAS A RESOLUTION THAT WAS PASSED, UM, LAST YEAR IN ORDER TO MAKE THE APPLICATION FOR THE CTBT COMMUNITY ENRICHMENT FUNDS, UM, FOR THE SIDEWALK PATHWAY IN WHALE BRANCH, NEAR THE WILLOW BRANCH SCHOOL UPON GRANT APPROVAL, THE DEPARTMENT OF COMMERCE REQUIRES THAT A REVISED RESOLUTION BE PASSED, REFLECT JUST PROJECT FUNDING.
SO AS MENTIONED BEFORE IN THE APPLICATION, THE PROJECT OR THE PROJECT COST IS $461,868.
WE HAVE 250 OF THAT COMING FROM THE SECRET SOLAR FARM DONATION AND 61 8 68 COMING FROM REDUCE FEES, TECH FEES.
UM, THE 200,000 REMAINING IS THE GRANT THAT WAS APPLIED FOR AND AWARDED.

UM, THIS IS A CONTRACT OVER THAT IS COST SHARED BETWEEN US AND THE MUNICIPALITIES, UH, CITY OF NEED FOR IN TOWN FOR OIL AND OTHERS.
UM, IT WAS INITIALLY $90,000, BUT IT HAS GROWN OVER THE YEARS AS WE'VE WE'VE, UH, INSTALLED MORE DATA COLLECTION POINTS, ALSO ADDED THE MUNICIPALITIES AND ALSO ADDED SOME TESTING REQUIREMENTS.
SO THE TOTAL CONTRACT VALUE IS 170,000 OF WHICH THE COUNTY WOULD BE REIMBURSED BY THE, UH, MUNICIPALITIES OF WHICH WE HAVE AN MOU THAT WE SHARE COSTS WITH FOR SERVICES PROVIDED IN THEIR JURISDICTIONS.

IT WOULD BE FUNDED FROM, UM, A TRANS TRANSFER FROM THE SHERIFF'S DEPARTMENT OF A MILLION DOLLARS THAT THEY HAVE TO PUT TOWARDS THIS PROJECT.
SO STAFF RECOMMENDS AWARDING THE PROJECT OR THE HPAC REPLACEMENT AT 1501 BAY STREET, THAT TREE ADD MECHANICAL CONTRACTORS FOR $983,059.
AND LASTLY, WE SYDNEY FLY OVER GRANGE PARISIAN IMPROVEMENTS.
SO THIS IS AT THE BASE OF THE 2 78 FIREBIRD THAT WE OWN AND MAINTAIN STAFF RECOGNIZED DURING SUBVERSION PAIRING AT THE OUTLET STRUCTURES BUILT IN THE ROADWAY.
UM, AND THIS IS TO REPAIR AS SOON AS POSSIBLE.
WE PUT IT OUT IN THE BID AND WE HAD TWO BIDDERS TRULA CONSTRUCTION WAS THE LOWEST BID OF $147,530.
SO WITH A 10% CONTINGENCY, THE TOTAL COST FROM THIS PROJECT IS $162,283.
AND THIS FUNDING WOULD COME FROM STORMWATER FUNDS AS WELL WITH A BALANCE OF $350,000.

AND BY THE WAY, IN NEGOTIATIONS BY AGENTS OR ADMINISTERS AND NEED FOR COUNTY, UH, WHAT IT DID NOT INCLUDE WAS THE VALUES OF THE LOOSE, UM, NEGOTIATION.
SO WHAT, THIS IS A UPDATE TO THAT RESOLUTION, ASSIGNING VALUES THROUGHOUT STAFF, ALL THE WAY FROM THE RILEY MANAGER UP TO THE COUNTY ADMINISTRATOR TO HELP EXPEDITE THE PROJECT.

THIS IS THE DEFINITION OF A PUBLIC PRIVATE PARTNERSHIP AT WORK TO THIS IS AN AGREEMENT THAT WAS ENTERED INTO BETWEEN COUNTY AND DEVELOPER IN 2017, TO DEVELOP A REGIONAL STORMWATER, UM, FOND FOR WHAT A FOLLY AND LITTER, UM, QUANTITY.
UM, THE PROJECT WAS THAT THE COUNTY WOULD OWN AND MAINTAIN AS A CONCLUSION OF THE CONSTRUCTION.
SO THE, THE DEVELOPER WOULD BUILD IT AND THEN WE WOULD PURCHASE IT AND MAINTAIN IT THEREAFTER, STAY IN THE MIDDLE LANE TO GO RIGHT OVER TO.
AND THE PRIVATE HAS BEEN CONSTRUCTED IN A DISCIPLINED TO CAUSE THE GOOD PUBLIC PRIVATE PARTNERSHIP WITH THE COUNTY, ACTUALLY COUNTY'S CONTRACTOR THERE DURING A NEARBY ROTATING PROJECT.
UM, SO WE GOT AN ADDITIONAL PUBLIC COUNTY PARTNERSHIP OUT OF THIS.
