[7. A DISCUSSION TO PROVIDE STATUS OF LIBRARY RENOVATION AND CONSTRUCTION PROJECTS]

BE CLOSE. WE WERE MOVING AGENDA ITEMS. ITEM NUMBER SEVEN ON THE AGENDA IS A DISCUSSION TO PROVIDE THE STATUS OF LIBRARY RENOVATION AND CONSTRUCTION PROJECTS.

MR ATKINSON, WHERE YOU'VE BEEN HANDLING THAT MATTER? >> YES, SIR.

OUR LIBRARY DIRECTOR AMANDA DICKMAN IS ON THE CALL. SHE'S GONNA BE SHARING HER SCREEN AND GIVING US AN UPDATE ON THE BLUFFTON LIBRARY RENOVATION AND THEN BRIEFLY SPEAKING ABOUT WHERE WE ARE WITH THE NEW RIVERSIDE CAMPUS BILL.

SO AMANDA, THANK YOU AND WELCOME AMANDA. THANK YOU.

I'M GOING TO GO AHEAD AND LET MY COLLEAGUES GUSH AND START TO SHARE THE SCREEN.

AND WHILE THAT LOADS, WE DO WANT TO THANK YOU FOR THE OPPORTUNITY TO UPDATE YOU ON THE EXCITING PHASE 1 OF THE BLUFFTON BRANCH RENOVATION. THIS WHAT YOU WILL SEE OVER THE NEXT COUPLE OF SLIDES IS EXACTLY WHERE WE AS OF TODAY ON OUR ON OUR FIRST SLIDE.

>> WE JUST REMIND YOU WHAT THE SCOPE OF THIS PHASE 1 RENOVATION IS SO THAT YOU CAN SEE IT IS ABOUT 60 PERCENT OF OUR LIBRARY IS UNDER RENOVATION.

SO THAT'S THE PART THAT'S SHADED IN WHITE, THE PART THAT YOU SEE THAT SHADED IN RED OR PINK. IT SHOWS UP THAT WAY ON YOUR SCREEN IS PRIMARILY OUR STAFF IN STORAGE AREAS AND THOSE ARE SCHEDULED TO BE RENOVATED IN A FUTURE PHASE 2.

BUT THE PARK THAT YOU SEE SHADED IN WHITE. IT SHOWS THE SCOPE OF THIS PHASE ONE RENOVATION WHICH INCLUDES LIKE I SAID ABOUT 60 PERCENT OF THE EXISTING FLOOR SPACE AT THE LIBRARY. BUT NEARLY ALL OF THIS SPACE IS USED BY THE PUBLIC.

SO THIS IS A REALLY BIG WIN FOR THE COMMUNITY. YOU CAN SEE THAT WHAT WE'VE DONE IS IN ESSENCE MOVED OUR ADULT FICTION, OUR LARGE PRINT ,THE NEW BOOKS TO THE FRONT OF THE LIBRARY AND WE'VE NEARLY DOUBLED THE SIZE AVAILABLE TO OUR CHILDREN'S SERVICES INCLUDING CHILDREN'S COLLECTION IN A BRAND NEW LARGE PROGRAMING ROOM FOR SPECIFICALLY DEDICATED TO CHILDREN'S PROGRAMING. WE WILL ALSO CO-LOCATED THE CHILDREN'S SERVICES AREA FOR OUR STAFF TO BE IN THAT SAME PROXIMITY. AND WE REPURPOSED A PREVIOUS REFERENCE SERVICES OFFICE SPACE TO BE A NEW SMALL COMMUNITY COMMUNITY BETWEEN EIGHT IN THE

COMMUNITY. >> SO THIS JUST TO GIVE YOU AN IDEA OF WHAT ACTUALLY HAS BEEN GOING ON IN THIS PART OF THE BLOCK THE RENOVATION I'LL GIVE YOU A LITTLE BIT ON THE COMMUNITY MEETING ROOM GIVE ACCESSIBLE ENTRANCES WHICH IS ACCESSIBLE FROM THE OUTSIDE OR

ACA ACCESSIBLE ACCESSIBLE FROM THE ENTRANCE. >> WE'LL SHOW YOU A PICTURE IN JUST A FEW SECONDS. YOU CAN SEE THE DIFFERENCE IN WHAT IT WAS AND WHAT IT WILL BE

. >> IN 2002 THE BLUFFTON BRANCH LIBRARY OPENED IN NEARLY 20 YEARS LATER WE'RE LOOKING AT AN EXPANSIVE AND EXTENSIVE RENOVATION PROJECT THAT REALLY STEAMROLLED STARTING IN THIS JANUARY. OUR CONSTRUCTION AS A THIS WEEK WE WILL DO A FINAL WALKTHROUGH WITH THE ENGINEER AND THE CONTRACT AND WE WILL MOVE IN TO THE POST CONSTRUCTION FURNITURE FIXTURES AND EQUIPMENT PHASE OF THIS PROJECT.

[00:05:02]

THE ESTIMATED BUDGETED AMOUNT FOR THIS PROJECT FROM RECONSTRUCTION TO CONSTRUCTION

IN THE POST CONSTRUCTION NEEDS. >> WE'VE BEEN BUDGETED FOR AN AMOUNT OF ABOUT EIGHT HUNDRED FORTY THREE THOUSAND DOLLARS AGAIN TO BE PAID BY LIBRARY IMPACT FEES.

WE ARE ON TARGET TO AT LEAST COME IN ON BUDGET IF NOT UNDER IN TERMS OF CLOSED CONSTRUCTION

FURNITURE FIXTURES AND EQUIPMENT. >> WE NEEDED TO REPLACE SHELVING IN OUR ADULT AND CHILDREN'S SPACES FURNITURE IN OUR BUILT AND CHILDREN'S SPACES AS WELL AS BRAND NEW PUBLIC COMPUTER DESKS FOR THOSE WHO VISIT TO USE COMPUTERS.

WE NEEDED NEW SERVICE DESKS, TABLES AND CHAIRS THAT BRAND NEW CHILDREN'S ROOM AS WELL AS WORKSTATIONS AND CONFERENCE TABLES AND CHAIRS AND THE ADDITIONAL COMMUNITY ROOM AS

FAR AS DESIGN. >> WE KNOW THAT A RENOVATION ON THIS SCALE COMES AROUND ABOUT EVERY 20 YEARS. AND SO WE WANTED TO MAKE SURE THAT FROM THE FLYING TO THE FURNITURE THAT EVERYTHING DURABLE LONG LASTING THAT IT WOULD OFFER US MULTIPLE CONFIGURATIONS THAT WE WOULDN'T HAVE IT A LITTLE BIT AND THEN ALSO THAT IT WOULD BE CODED

COMPLIANT AND OF COURSE FORWARD THINKING. >> SO AS YOU CAN SEE ON THE LEFT, THIS IS KIND OF A SCALED DOWN VERSION OF THE NEW FLOOR PLAN OF THE BLUFFTON BRANCH LIBRARY. YOU CAN SEE A LITTLE BIT OF CURVED SHELVING IN THE NEW CHILDREN'S AREA RIGHT THERE IN THE MIDDLE. YOU CAN SEE PUBLIC COMPUTER DESKS ARE THERE AND OUR ALL THE SPACES ARE ACCOUNTED FOR AND MAXIMIZED FOR EFFICIENCY AND PRODUCTIVITY. THE COLOR BOARD THAT YOU SEE KIND OF SHOWS THAT WE'VE SHAPED NATURAL COLORS WITH SOME COASTAL OR LOW COUNTRY ACCENTS TO TO REALLY BRIGHTEN THE

SPACE. >> AND NOW OVER THE NEXT SLIDE YOU'RE GOING TO SEE BEFORE.

AND THEN WHERE WE ARE NOW THIS IS THE BEFORE PICTURE OF THE MAIN GALLERY WHEN YOU WOULD WALK INTO THE LIBRARY YOU WOULD SEE THESE INDIVIDUALS STUDY CAROLS USED FOR PUBLIC COMPUTER ACCESS. AND BEHIND THAT YOU SAW A REFERENCE DESK WITH A WALL THAT THAT BLOCKED THE MAIN ENTRANCES TO THOSE COMMUNITY ROOMS. NOW WE HAVE LV T FLOORING THAT MATCHES THE THE LOBBY AS WELL AS THE LARGE MEETING ROOM AND EXTENDS TO THE CONFERENCE ROOMS IN THE BACK. YOU CAN SEE FAINTLY IN THE DISTANCE THAT THOSE ARE GLASS DOOR ENTRANCES FOR THOSE COMMUNITY ACCESS. SO YOU NO LONGER HAVE TO WALK BEHIND A WALL TO ACCESS THOSE COMMUNITY ROOMS. YOU CAN SIMPLY WALK STRAIGHT

INTO THEM IN THE FORMER CHILDREN'S ROOM. >> THIS WILL NOW BE OUR NEW ADULT FICTION AND IN THE PRESENT PICTURE YOU CAN SEE THAT WE'VE MAXIMIZED AND OPENED UP THE FLOOR SPACE. WE'VE REPLACED THE FLOORING AND ALL THAT'S LEFT IS NOW FOR US TO ADD BACK SHELVING AND RELAXING SOFT FURNITURE FOR OUR ADULT BROWSERS.

THE NEW CHILDREN'S COLLECTION WILL BE IN WHAT USED TO HOUSE OUR NEW BOOKS AND AUDIO VISUAL NEWSPAPERS AND MAGAZINES. THE SPACE IS NOW HAS NEW FLOORING.

IT HAS A POP OF COLOR THAT THOSE NATURAL LIGHT ACCENT COLORS POPPING UP ON THE WALLS AND ALL THAT'S LEFT NOW IS OUR NEW FURNITURE IN HELPLINE FOR CHILDREN.

>> THE HALLMARK OF THIS RENOVATION HAS BEEN TO PROVIDE A LARGE PROGRAMING ROOM FOR CHILDREN SPECIFICALLY DEDICATED TO FAMILY STORY TIMES IN CRAFTS IN SUMMER READING.

AND SO THIS SPACE USED TO BE THE PLACE OUR ADULT FICTION SHELVES LIVE.

AND NOW IT IS AN ENCLOSED GLASSED IN HALF WALLED PROGRAMING SPACE.

EXCITING FOR KIDS AND FAMILIES. IT IS THE EXACT SIZE AS THE LARGE MEETING ROOM AT THE TARGET OF THE LIBRARY. AND THEN ALSO I MENTIONED WE WANTED TO CO-LOCATED THE YOUTH SERVICES OFFICE WITH OUR CHILDREN'S COLLECTION AND SO WE REPURPOSED THE FORMER TEEN SECTION AND NOW IT IS A A ENCLOSED STAFF WORK AREA WITH WINDOWS SO THAT THEY CAN SEE OUT TO BE ABLE TO ASSIST AND ALSO TO WALK INTO THE PROGRAMING TO PREPARE FOR AN

UPCOMING PROGRAM. >> AND COUNCILMAN MACMILLAN, HERE'S WHERE I WANTED TO SHOW

YOU THE ENTRANCES TO THE MEETING ROOM. >> SO BEFORE YOU HAD THAT THAT GRAY WALL AND NOW THERE ARE THREE INDICATED YOU WILL BLAST ENTRANCES MAKING THESE ROOMS A LOT MORE VISIBLE AND ACCESSIBLE FOR FOUR FOR SMALL CONFERENCE. I SAY STILL IN THE NEXT COUPLE OF SLIDES WE'RE JUST GONNA SHOW YOU A COUPLE OF THE CATALOG PHOTOS OF THE FURNITURE THAT

WE'VE SELECTED AGAIN. >> WE WANTED DURABLE SUSTAINABLE CLEAN ABL COBRA COMPLIANT FORWARD THINKING BUT ALSO COMPLEMENTARY COLORS. AND SO WE HAVE CHOSEN NOT TO

[00:10:03]

GET ANY CRAZY FABRIC PRINTS OR ANYTHING LIKE THAT. WE'VE INSTEAD OPTED FOR COLORS AND CLEAN LINES AND SO WE HAVE OUR PUBLIC COMPUTER DESK THAT YOU SEE IN THE UPPER LEFT HAND CORNER ALONG WITH CHAIRS TO MATCH SOME OF THE TABLES AND CHAIRS THAT WERE IN THE PREVIOUS PART OF THE LIBRARY BEFORE. SO WE REALLY JUST WANTED TO TIE EVERYTHING TOGETHER AND MAKE EVERYTHING COMPLEMENTARY IN THE KIDS ROOM.

WE'VE CHOSEN COLORS TO ACCENT THE COLORS THAT THEY WILL HAVE ON THEIR WALLS AS WELL AS MAKING SURE THAT IT'S VIBRANT AND DOES FOSTER A LOVE OF READING PROBABLY THE BIGGEST OR MOST INTERESTING THING THAT WE'VE ADDED IN THIS RENOVATION IS THAT THIS CHILDREN'S COLLECTION WILL BE THE FIRST TO HAVE A SMALL PORTION OF SHELVES THAT ARE CURVED AND ON CASTERS OR ON WHEELS. NOW THOSE ARE LOCKABLE SO THAT THEY AREN'T GOING TO BE ROLLING AROUND THE ROOM. BUT THE REASON FOR THIS IS THAT WE COULD SLIDE THEM OUT OF THE WAY TO ACCOMMODATE A LARGER CRAFT OR A LARGER PROGRAM OR WE CAN RECONFIGURE THEM IN DIFFERENT SHAPES SO THAT THE SPACE FOR KIDS IS ALWAYS INVITING AND EXCITING AND ALWAYS SOMETHING DIFFERENT. AND THEN FINALLY IN OUR YOUTH SERVICES OFFICE NEW SPACE WE WANTED TO TAKE THE LESSONS WE'VE LEARNED FROM COVERED AND NOT HAVE BUILT IN CABINETS OR BUILT IN DESKS. WE CHOSE INSTEAD FOR ADJUSTABLE HEIGHT DESKS THAT OUR OWN WHEELS AND CHAIR WORKSPACES THAT CAN EASILY BE RECONFIGURED IF WE NEEDED TO DO MORE INDIVIDUAL SOCIAL DISTANCING IN THE WORKPLACE TYPES OF CONFIGURATIONS.

AND THAT WAS THE IN MY UPDATE ON THE BLUFFTON LIBRARY. IT'S CERTAINLY BEEN EXCITING TO SEE THAT COME TO PASS TO SEE IT COME TO LIFE. ONLY SECOND TO THE IDEA OF THE POTENTIAL RIVERSIDE LIBRARY. AND SO IT'S A PLEASURE. SECOND, A QUICK QUESTION.

IS THERE A FOOTPRINT THROUGH OR THROUGH ALL THAT INTERNAL REHABILITATION?

>> IT WAS ALL INTERNAL REHABILITATION. NO, NO, NO.

EXPANDING THE EXISTING FOOTPRINT OR YOU MOVE ON. ANYONE HAVE ANY QUESTIONS ABOUT THE BLUFFTON RENOVATION HEARING DONE? GO AHEAD, PLEASE, MAN.

SURE. WE'RE AT THE END OF MY PRESENTATION HERE.

JUST WANTED TO END ON A HIGH NOTE. YOU'VE SEEN THIS.

MASTERPLAN I HOPE A COUPLE OF TIMES. THIS IS FROM THE NEW RIVER.

VILLAGE THE CIVIC BUILDING BEING THE PROPOSED SITE FOR A NEW RIVERSIDE LIBRARY.

I KNOW THERE'S A LOT OF COMMUNITY AND COUNCIL INTEREST IN SEEING A LIBRARY IN PRITCHARD BILL. WE KNOW THAT'S BEEN IN THE SINCE 2010.

AND JUST TO GIVE YOU A LITTLE BIT OF HISTORY OF HOW THIS IS ALL COMING TOGETHER IN AUGUST OF 2019 YOU RECEIVED A BRIEFING BY THEN LIBRARY DIRECTOR RAY MCBRIDE ABOUT THIS POTENTIAL AT RIVERSIDE VILLAGE IN FEBRUARY OF 2020. THE BLUFFTON COUNCIL APPROVED THE INITIAL MASTER PLAN FOR THE OVERALL DEVELOPMENT AND THEN IN APRIL 22 COUNTY COUNCIL SENT A LETTER OF INTEREST TO MAYOR SOKOL ABOUT A LIBRARY IN THIS DEVELOPMENT AND THEN WE HAD THE CODED FORMS WHICH I AM FORTUNATE TO SAY HAS HAS BEEN RESUMED AND WE ARE NOW LOOKING AT A JUNE 20 21 REQUEST FOR THE PURCHASE AND THE SELECTION OF A FIRM TO PROVIDE ARCHITECTURAL AND ENGINEERING SERVICES. A LOT OF HARD WORK HAS BEEN HAP HAS HAPPENED PRIOR TO ME BEING THE LIBRARY DIRECTOR TO JUST SEE THIS PROJECT MOVE FORWARD AND IT IS A PLEASURE TO RUN

WITH THE BALL ON THIS ONE. >> WELL, THANK YOU AMANDA AND WELCOME TO THAT NEW.

WELCOME TO THE POSITION THAT YOU'VE TAKEN ON. VERY IMPRESSIVE SUMMARY OF THE BLUFFTON LIBRARY AND WE ARE ALL LOOKING FORWARD TO WHAT WILL DEVELOP IN THE RIVERSIDE PROJECTS. THANK YOU VERY MUCH. DOES ANYONE HAVE ANY QUESTIONS FOR AMANDA WITH REGARD TO EITHER OF THOSE TWO PROJECTS THIS SHOW? I DON'T REALLY HAVE ANY QUESTIONS BUT JUST AN UPDATE FOR THE REST OF YOU GUYS AND COUNCIL MEMBERS. I HAVE SPOKEN TO MAYOR SULKED ABOUT THIS BLUFFTON TOWN COUNCIL'S ON BOARD TO MOVE IT FORWARD AND THE OWNERS OF THE LAND WANT TO MAKE IT HAPPEN.

THEY'RE EVEN HELPING WITH AFFORDABLE HOUSING ON THAT PROPERTY FOR SOME OF THE APARTMENTS AT THE BUILDING AND TOWNHOUSES. SO IF WE CAN GET THIS MOVING ALONG LIKE THE WAY IT IS, I THINK WE'RE IN GOOD SHAPE. AND I THINK TALKED TO CHUCK ABOUT THAT AS WELL SO THAT IT'S LOOKING GREAT. OK.

ANY OTHER COMMENTS OR OBSERVATIONS ON THIS MATTER? THANK YOU VERY MUCH.

MAYOR. THANK YOU, CHUCK, FOR ARRANGING .

[8. MOSQUITO CONTROL DEPARTMENT UPDATE- INTRODUCTION OF ONCOMING MOSQUITO CONTROL PILOT]

I APPRECIATE THAT VERY MUCH. THANK YOU. ITEM NUMBER EIGHT IS MOSQUITO CONTROL MONOPOLY. THE INTRODUCTION OF THE ONCOMING MOSQUITO CONTROL PILOT

[00:15:01]

. MR.. YES, SIR.

GOOD AFTERNOON. I JUST WANT TO TAKE A FEW SECONDS AND INTRODUCE OUR NEW CHIEF PILOT. WE'VE BEEN WAITING A LONG TIME TO GET A NEW PILOT ON BOARD.

I WAS HOPING THAT HE WAS GONNA BE WITH US ON THIS CALL. NOT SURE WHERE HE'S AT.

PEOPLE THINK HE'S PROBABLY PILOTING SOMEWHERE. PROBABLY SO BECAUSE THERE HE IS. HE IS. SO I'M GOING TO TALK ABOUT IT REALLY QUICK. HIS NAME IS MATTHEW MORGAN. MATT WAS RAISED BEAUFORT COUNTY WAS A MULTI SPORT ATHLETE AND HILTON HEAD CHAPTER'S CIVIL AIR PATROL VOLUNTEER AFTER HIGH SCHOOL. HE WAS ACCEPTED TO THE UNITED STATES NAVAL ACADEMY IN ANNAPOLIS, MARYLAND AND WENT ON TO COMPLETE AN ILLUSTRIOUS 25 YEAR CAREER AS A NAVY FIGHTER PILOT CULMINATING AS THE COMMANDING OFFICER OF AN F 18 SQUADRON BASED IN CALIFORNIA.

HE DEPLOYED ON BOARD AIRCRAFT CARRIERS NINE TIMES IN SUPPORT OF U.S. INTERESTS AROUND THE GLOBE INCLUDING COMBAT MISSIONS OVER IRAQ, AFGHANISTAN AND SYRIA.

HE FEELS BLESSED TO RETURN TO THE LOW COUNTRY WITH HIS BEAUTIFUL WIFE SARAH AND THREE CHILDREN MACKENZIE MADISON AND MIKHAIL. MATT, WELCOME ABOARD.

WE LOOK FORWARD. DID YOU FIND OUR WONDERFUL MOVIE 10 LADIES AND GENTLEMEN FOR HAVING ME. MR FOOTE, THANK YOU FOR THE INTRODUCTION AND IT IS GREAT TO BE BACK HERE IN THE COUNTRY AFTER ALL THESE YEARS. WELL, THANK YOU, MATT AND WELCOME TO BEAUFORT COUNTY. YOU JUST HAVE TO MAKE THE ADJUSTMENT TO A MORE SLOW FLYING AIRCRAFT. VERY GOOD LUCK IN THAT. GOOD LUCK IN THAT POSITION.

GORDON IS GOING TO BE VERY MUCH APPRECIATED BY ALL OF THE PEOPLE THAT WERE PROVIDING THIS SERVICE TO BECAUSE AS YOU KNOW IT GETS TO BE TAKEN TO THE SPRING.

SO THANKS FOR AGREEING TO TAKE THIS JOB AND WISH YOU THE BEST OF LUCK IN THIS POSITION.

>> THANK YOU. THANK YOU, MATT. NEXT UP, WE WILL HAVE A PRESENTATION FROM OUR DEPUTY FROM MOSQUITO CONTROL ROBERT GARDNER AND I BELIEVE HE'S

GONNA SHARE HIS SCREEN WITH US. >> HOPEFULLY HE IS ON MY ROBERT I'LL TURN IT OVER TO YOU BY YOU

YOU ALL SEE MY PRESENTATION AS YOU LEARN IT. >> MY YOU'RE LOOKING AT MY NOTES OR PRESENTATION RIGHT NOW. THE PRESENTATION.

OK, PERKINS, I WANT TO THANK YOU ALL FOR GIVING ME THE OPPORTUNITY TO SHARE SOME OF THE INFORMATION ABOUT OUR MOSQUITO CONTROL PROGRAM AND I WANTED TO SAY WE WERE VERY LUCKY TO GET A PILOT MATT CALVERT TO JOIN US. SO SOMEBODY THAT ALREADY HAD PLENTY OF THE SKILLS YOU WERE LOOKING FOR BECAUSE OF THAT WE FLY AT A RELATIVELY HIGH SPEED FOR HOW LONG WE FLY. SO MATT, WAS CAMERON PERFECTLY HAD PLENTY OF PLENTY

OF EXPERIENCE AND PRACTICE. >> SO WE WERE VERY LUCKY HE HIT THE GROUND RUNNING PRETTY MUCH

ALL RIGHT. >> SO TODAY I'M JUST GONNA GIVE YOU ALL A BRIEF OVERVIEW OF OUR DEPARTMENT AND THEN I'LL JUST SKIM THE SURFACE OF THE SURVEILLANCE ASPECT.

SO IF I SAY SOMETHING BAD THAT YOU DIDN'T CATCH OR YOU'LL EXPLAIN.

FEEL FREE TO STOP ME. FINE. SO WE ARE 13 WHOLE TIMES STAFF.

WE HAVE THREE PART TIME STAFF WHICH INCLUDES OUR PART TIME AIRPLANE PILOT, OUR PART TIME HELICOPTER PILOT AND OUR PART TIME SPRAY TRUCK OPERATOR WHO LIVES ON THE BUS GUY.

WE ALSO HAVE TWO COLLEGE INTERNS THAT WORK WITH ME IN THE LAB.

WE'VE GOT SEVEN SPRAY TRUCKS FOR CONTROLLING THE ADULT THOSE WE'VE GOT THE OVER 10 BRONCO WHICH MATT WISE I'M MORE THAN CAPABLE AIRPLANE EVEN IF IT'S A LITTLE BIT OLD AND IT'S PRIMARILY USED TO CONTROL THE ADULT MOSQUITOES OUR WORKERS THE METAL PICTURE THERE IS AN INDY 500 HELICOPTER AND IT IS TYPICALLY USED TO CONTROL THE LARVAL AQUATIC STAGE AND THOSE BUT IT'S NOW CAPABLE OF FLYING MISSIONS. WE CONTROL ADULT MOSQUITOES AND THIS IS DUE TO CUSTOM BUILT SYSTEM THAT WE BUILT LAST YEAR MAINLY BUILT BY SHOT THE MOSQUITOES IN COUNTY. WE'VE GOT 53 DIFFERENT TYPES BUT THE TWO SALT MARSHES, THOSE SPECIES THAT WE HAVE ARE THE PRIMARY PEST AND THEY'RE THE CAUSE OF MOST OF OUR STUDENTS AND SERVES US ONLY A FEW OF THOSE 53 SPECIES THAT WE HAVE ARE ABLE TO TRANSMIT DISEASES LIKE WE FROM FOREIGN SUPPLIERS. WEST VIRUS OR ZIKA VIRUS BUT A

[00:20:02]

LARGER PORTION OF THOSE DECISIONS ARE ABLE TO TRANSMIT THE PARASITE COMMONLY KNOWN AS

DOG HEARTWORM. >> AND THIS INCLUDES OUR PRIMARY PEST AND SOME ARE SO IT PRETENDING TO CONTROL. WE USE AN INTEGRATED MOSQUITO MANAGEMENT JUST LIKE THE PICTURE SHOWS EACH ASPECT IS JUST ONE PIECE. TODAY WE'RE JUST GONNA GRAB THE SURVEILLANCE ASPECT BECAUSE YOU COULD SPEND HOURS TALKING ABOUT ALL OF THE PIECES INTEGRATED

INTO THAT. >> SO WHETHER MONITORING A TRULY IMPORTANT ESPECIALLY RAINFALL WE HAVE TO KNOW WHEN WHERE AND HOW TO BEHAVE SO THAT WE CAN CONTROL MOSQUITO LARVAE

BEFORE THEY BECOME QUIET. >> WE HAVE A CUSTOM BUILT PROGRAM THAT ALLOWS US TO EXPORT WEATHER DATA FROM ANY OR ALL OF YOUR 74 PERSONAL WEATHER STATIONS AND WE CAN THE PROGRAM TAKES ABOUT TWO MINUTES TO RUN AND RUN IT. WHEREAS IF WE WERE TRYING TO GET THIS DATA MANUALLY IT'D TAKE A COUPLE OF HOURS EVERY DAY.

AND SO THE WEATHER STATIONS YOU ALL MIGHT HAVE ONE IN YOUR YARD SOMETHING YOU'RE SEEING ONE THERE SIMILAR TO WHAT'S IN THE PICTURE THERE AND A CONSUMABLE BY ONE AND THEN CERTAIN ONES CAN BE SET UP TO WIRELESS WIRES AND TRANSMIT DATA TO WEATHER UNDERGROUND.

AND THAT'S WHERE WE EXPORT DATA. THIS CAPABILITY IS REALLY IMPORTANT BECAUSE WE ONLY HAVE SIX STAFF THAT ARE ASSIGNED TO THE FIELD.

SO BY HAVING SO MANY WEATHER DATA POINTS WE CAN FOCUS OUR EFFORTS ON THE AREAS WITH THE MOST RAINFALL. AND THERE ARE SOME GLARING GAPS IN THEIR HOPEFULLY WE'LL HAVE THOSE NOT IN THE FUTURE SO YOU CAN SEE SOME OF THE POINTS THERE.

THOSE ARE THE 74 WEATHER STATIONS THAT ARE CURRENTLY TRANSMITTING DATA TO WEATHER

UNDERGROUND. >> THESE ARE SOME OF THE EXAMPLES OF THE MAPS THAT WE USE FOR SURVEILLANCE WE'RE DOING RIGHT COLLECTING RAINFALL DATA.

>> THE MOST IMPORTANT TAKEAWAY FROM THESE MAPS IS THE DISTRIBUTION OF RAINFALL, NOT NECESSARILY VOLUME. SO THE MAP ON THE RIGHT IS THE RAINFALL FOR THE LAST SIX DAYS.

AND YOU CAN SEE HOW THE RAINFALL IS MOSTLY CONCENTRATED SOUTH BROADCASTS SO SO THIS HELPS OUR FIELD CREW KNOW WHERE THEY CAN INSPECT FOR WATER REFERS TO SAVE SAVE SOME TIME.

THE BUREAU AND OUR STAFF ARE ASSIGNED A CERTAIN AREAS AND COUNTING SO THEY'RE VERY KNOWLEDGEABLE ABOUT WHICH SITES IN THEIR AREA ARE MORE PRONE TO HOLDING WATER AFTER RAIN.

SPEAKING OF MOSQUITO BREEDING, AS I MENTIONED BEFORE THERE ARE 53 MOSQUITO SPECIES WITH A COUNTY IN EACH HAS A PREFERRED BREEDING HABITAT HABITAT. AND THESE ARE SOME OF THE COMMON HABITATS THAT WE HAVE HERE WHO'VE GOT SALT MARSH OBVIOUSLY TIRES OR A MANMADE CONTAINMENT HOLDS WATER THAT'S PRETTY COMMON SWAMPS OR WOODED AREAS FLOODED BY RAINFALL AND TIRES. TERRORISTS FLY BY RAINFALL AND THAT THOSE PRODUCE PRETTY AGGRESSIVE BEES AS WELL. SO I FEEL PRETTY GIRL GOES OUT AND THEY KNOW PRETTY MUCH WHERE MOSQUITOES MIGHT GREENLAND'S HABITAT. SO SO ANY TIME IT RAINS WE GIVE THEM A MAP OR THEY MAY KNOW EXACTLY WHERE IT'S AT. SOME WE'LL GO OUT, INSPECT

THOSE WATER BODIES OR SEE A. >> SO WE WERE LOOKING FOR MOSQUITO LAURA.

WE USED TOOLS CALLED DIPPERS AND THEY'RE VERY SIMPLE. THEY'RE BASICALLY PLASTIC OR METAL CUPS ON TELESCOPING HANDLES SO WE CAN CONTROL THE MOSQUITO LARVA AND HOW WE DO THAT WILL DEPEND ON THE QUANTITY OF MOSQUITO LARVA. AND WHAT STAGE OF DEVELOPMENT YOU'RE IN. I WILL ALSO CHECK TO SEE IF THERE IS A NATURAL PREDATORS IN THE WATER. AND IF WE SEE FISH THEN WE GENERALLY WON'T FIND AS MANY MOSQUITO LARVAE. SO THE WHOLE GOAL THE POINT OF THE MOSQUITO SURVEILLANCE, THE WARRANTLESS SURVEILLANCE IS TO CONTROL THE LARVA BEFORE THEY BECOME LIKE ADULTS.

SO THOSE FIRST TWO PICTURES UNLESS THEY'RE WE'RE TAKING TAKEN AT A SITE ON THE SOUTH END OF HUNTING ISLAND. AND SO THIS NEXT SLIDE IS THE REALLY SHORT VIDEO THERE I TOOK IN TWENTY NINETEEN AT THE SAME SITE. OHIO.

SO THIS IS A FLOODED AERIAL. THAT SAID AND IN TOTAL IT'S ABOUT A HALF AN ACRE UNDERWATER IN EACH LITTLE BLACK DOT AND THERE IS A MOSQUITO PUPA AND I THINK WE CAN ESTIMATE THERE'S MILLIONS. SO MOSQUITO PUPA IS THE LAST AQUATIC STAGE BEFORE WE BECOME ADULTS AND SEE YOU CAN KIND OF SEE THAT ONE MALE MOSQUITO OR COUPLES SITTING ON TOP OR SO. HAD WE GOTTEN THERE A DAY LATER ALL OF THOSE MOSQUITO PEOPLE WOULD HAVE BEEN ADULTS AND IT WOULD'VE BEEN MUCH MORE DIFFICULT TO CONTROL.

SO UNFORTUNATELY WE'LL NEVER BE ABLE TO STOP ALL THE MOSQUITO LARVAE FROM BECOMING ADULTS.

>> SO A LARGE PORTION OF OUR SURVEILLANCE ACTIVITIES ARE DEVOTED TO COLLECTING ADULTS SKILLS AND WE USE ABOUT A VARIETY OF MOSQUITO TRAPS THAT TARGET DIFFERENT MOSQUITOES.

YOU MAY COME ACROSS ONE OF THESE IN THE PAST, HE ARGUED RECOUNTING THEY'RE ALL IN PLACE OF MANY TRANSFUSIONS. THESE GUYS WERE DRAGGING THIS YEAR AND THEN DRIVES RELEASES CO2 GAS WHICH MOSQUITOES ARE TRACKING. AND SO THE ADULT MOSQUITO TRAPS

[00:25:04]

SERVE TWO PURPOSES TO ANALYZE THE MOSQUITO POPULATION, THE NUMBERS AND THE SPEECH AND IN THERE AND TO COLLECT LIVE ADULT MOSQUITOES FOR THE PURPOSE. SO THOSE ARE BASICALLY THE MAIN

FOUR TRAPS. >> SO WE USE DIFFERENT TRAPS FOR DIFFERENT MOSQUITO.

>> SO THIS IS AN INTERESTING TRAP THAT WE THAT WE GOT IN GOT LAST YEAR ACTUALLY WE'VE GOT

SIX IN THE FIELD RIGHT NOW. >> IT'S CALLED A BIG COUNTER. IT'S AN AUTOMATED MOSQUITO TRAP THAT COUNTS THE NUMBER OF MOSQUITOES LYING ACROSS THE SENSOR AND IT TRANSMIT THAT TRANSMITS THAT DATA TO A CLOUD BASED DATABASE. SO THE TRAPS DEPLOYED IN THE FIELD WITH CO2 TANK, 20 MORE BATTERY, A SOLAR PANEL AND THE BENEFIT IS THAT IT ONLY NEEDS TO BE SERVICED ONCE EVERY TWO WEEKS BASICALLY TO CHANGE THAT CO2 TANK SO THAT TRAP ITSELF IS PICTURED ON THE FAR RIGHT BUT THE MINERAL TRAP IS WHAT MOST OF OUR SIX LOOK LIKE.

WE USED OUR 3D PREDATOR TO MODIFY THE SUIT OUR NEEDS BEFORE YOU HAD TO USE IT ON A SPECIAL PIECE OF EQUIPMENT OR A SPECIAL TRAP THAT THE COMPANY SELLS.

BUT WE WERE ABLE TO MODIFY IT IN A WAY THAT WE COULD USE IT MUCH EASIER FOR OURSELVES.

SO THE MAJOR BENEFIT OF THIS TRAP IS THAT IT GIVES REAL TIME DATA 24 HOURS.

IT WOULD TAKE A PERSON GOING OUT EVERY SINGLE DAY SEVEN DAYS ,365 DAYS A YEAR TO GET THE SAME DATA. SO THIS IS JUST AN EXAMPLE OF SOME OF THE DATA WE GET FROM

THAT CAR. >> IT AUTOMATICALLY GRASS AND STUFF FOR SO YOU CAN SEE TO THOSE GRAPHS THAT FIRST ONE IS ACTUALLY OUR TRAP HUNTING ISLAND AND IN A SIX HOUR PERIOD IT COLLECTED SHOOTING OUT OF MOSQUITOES. THAT WAS ON FRIDAY WHICH IS WHICH IS QUITE A SO YOU CAN CUSTOMIZE THE OPERATION. WE HAVE SET TO RUN FROM SUNSET AND SUNRISE AND THAT'S TYPICAL FOR MOST MOSQUITO CONTROL PROGRAMS THAT HAVE THESE TRAPS BECAUSE THAT'S GENERAL MOSQUITO ACTIVITY FROM FROM SUNSET TO SUNRISE.

THEY'RE ACTIVE SO OUR MOSQUITOES AROUND TRAPS WE ACTUALLY HAVE BETWEEN 45 TO 50

SAT AROUND THE COUNTY AT ANY WEEK. >> WE HAVE MULTIPLE SITES SOME TRAPS ARE SET IN THE EXACT SAME SITE EVERY WEEK AND THEN ROTATE AROUND TO DIFFERENT SITES AROUND TOWN DEPENDING ON WHAT WE'RE LOOKING FOR. AND SO THIS GRAPH JUST KIND OF SHOWED SOME OF THE RESULTS OF ALL OF OUR DATA COLLECTION. IT SHOWS THE CORRELATION BETWEEN RAINFALL EVENTS AND AN INCREASE IN MOSQUITO POPULATIONS SOMETHING THAT WE ALL KNOW AS YOU CAN SEE WHEN THERE'S RAINFALL SHORTLY AFTER THE MOSQUITO POPULATIONS INCREASE. SO ALL OF OUR DATA COLLECTION IS NOT OR NOT.

IT DOES GIVE US A GOOD IDEA OF WHAT WE'RE DOING IS CORRECT. SO ANOTHER METHOD THAT WE USE TO ANALYZE MOSQUITO POPULATIONS IN AN AREA IS AN OLD METHOD FOR OR LEAST FOR JUST POPULATIONS.

IT'S LANDING RIGHT DOWN AND IT'S A LITTLE RUDIMENTARY BUT TECHNICIAN COUNT THE NUMBER

OF MOSQUITOES THAT LAND ON THEM IN A MINUTE. >> THIS JUST GIVES US A QUICK AND DIRTY LOOK AT MOSQUITO POPULATION IN THAT PARTICULAR AREA AND IT CAN BE CHYTRID YOU'VE GOT TO KNOW EXACTLY WHERE TO GO TO MAKE IT WORK. BUT THIS METHOD IS DEFINITELY NOT USED WHEN A MOSQUITO BORNE DISEASE HASN'T BEEN IDENTIFIED FOR OBVIOUS REASONS.

SO IN ADDITION TO OUR TRAPS WE HAVE THROUGHOUT THE CHARLEY YOU ALSO SEE A MAP OF ALL THE LANDING SITES. SO LAST BUT NOT LEAST WE ALSO USE CITIZEN SERVICE TO MONITOR

THE MOSQUITO POPULATION. >> SO THESE ARE ALL IN THE MAP ON THE LEFT.

THESE ARE ALL THE THE CITIZEN'S PRESS FROM 2020 AND IT COULD BE MULTIPLE REQUESTS THROUGHOUT THE YEAR FROM ONE SITE WHICH TYPICALLY HAPPENS. BUT WHEN SOMEONE NOTIFIES US THAT THEY'RE SEEING MORE MOSQUITOES THAN USUAL, A FIELD TECHNICIAN WILL VISIT AND TRY TO LOCATE THE SOURCE. THIS WAY WE KNOW WHETHER TRAP OR AERIAL SPRAYING IS NECESSARY AND WE'LL ALSO COMPARISON THIS REQUEST RECENT RAINFALL AND MOSQUITO TRAP AND BIGGER AND SO THIS GRAPH OF GRAPH SHOWING THE CORRELATION BETWEEN SERVICE REQUESTS AND THE OF COLLECTIONS FROM LAST YEAR. SO GENERALLY WHEN YOU SEE MORE PEOPLE COMPLAINING ABOUT MOSQUITOES REGULAR THAN USUAL, IT DOES CORRELATE WITH AN INCREASE IN THE OF THE POPULATION. SO ONCE OUR MOSQUITO TRAPS ARE COLLECTED THEY'RE BROUGHT BACK TO THE LAB WHERE THE MOSQUITO IN THE TRAPS ARE COUNTED AND IDENTIFIED AND DEPENDING ON THE NUMBER OF SPECIES YOU'RE COLLECTED AND THE NUMBER OF TOTAL MOSQUITOES THEY COULD

BE TESTED. >> SO NOT ALL MOSQUITOES FEED ON HUMANS.

SO WE GENERALLY ONLY TEST MOSQUITOES THAT CAN TRANSMIT DISEASE TO HUMANS AND THIS HAS DONE MORE FOR AN ECONOMIC REASON THAN ANYTHING ELSE. SO OUR TESTING IS DONE IN-HOUSE IN OUR LAB IN 2019 STARTED USING A NEW TESTING METHOD IT'S CALLED REAL TIME PCR AND VISE VERSA AND IT ALLOWS US TO THIS PARTICULAR ONE ALLOWS THE TEST FOR THREE DIFFERENT MOSQUITO BORNE DISEASES AT ONCE. SO WE CAN TEST FOR WEST NILE VIRUS.

HE'S MADE QUITE A SEPARATIST VIRUS IN ST. LEWIS AND SAID WHY AS VIRUSES SO PREVIOUS TO THIS

[00:30:01]

AND ALL THE ONLY METHOD WE CAN ONLY TEST FOR WEST NILE VIRUS AND THIS NEW METHOD IS MUCH MORE SINCE OUR TESTING EQUIPMENT YOU CAN SEE IT'S RIGHT IN THE MIDDLE OF MIDDLE PICTURE. THAT'S OUR MAIN MACHINE FOR OUR TESTING.

AND THEN THERE'S SOME SOME ANCILLARY MACHINES ON THE SIDE THAT THAT HAVE A SEPARATE ROLE.

BUT WE ALSO HAVE OUR BIOSAFETY CABINET ON THE LEFT, FLUID ON THE RIGHT AND THAT'S TO PREVENT ANY CONTAMINATION OF THE SAMPLE. WE'RE DOING TESTING AND ALSO TO BRING INFECTION FROM OURSELVES . SO ANY TIME THERE'S ANY POSITIVE MOSQUITO BORNE DISEASE THAT WE DETECT, WE NOTIFIED ABOUT WHAT THESE RESULTS.

>> SO FINALLY WE HAVE A COUPLE COLLABORATIVE PARTNERS. >> WE SEND SOME, YOU KNOW, TRACK LEGEND COLLECTIONS TO PERIODICALLY. THIS IS PART OF THE STATE OF THE VIRUS SURVEILLANCE PROGRAM AND THIS HAS BEEN ONGOING FOR MANY YEARS.

WE ALSO COLLABORATE WITH THEIR PREVENTATIVE MEDICINE BUREAU SILENT.

WE SHARED DATA BACK AND FORTH AND WE HELP THEM WITH THEIR MOSQUITO TRAPPING OR MOSQUITO IDENTIFICATION WHENEVER THEY HAVE NEW STAFF COMING INTO OUR THAT'S ALL I HAVE FOR YOU RIGHT NOW. DO YOU HAVE ANY ANY QUESTIONS REGARDING SPECIFIC THINGS WE'D LIKE TO KNOW? WELL, THANK YOU. THANK YOU VERY MUCH, ROBERT, FOR THAT. THEY'RE PRETTY CLEAR TO EVERYONE WHO'S WATCHING AND LISTENING THAT YOU ARE A BRIGHT ,WELL-INFORMED AND FOCUSED INDIVIDUAL AND I THINK WE COUNT OURSELVES BOTH LUCKY AND FORTUNATE TO HAVE YOU HEADING UP THIS PROGRAM.

IT WAS VERY INTERESTING, VERY INFORMATIVE AND VERY IMPRESSIVE QUITE FRANKLY TO SEE THE SURVEILLANCE PROGRAM THAT YOU UTILIZE AS JUST ONE ASPECT OF YOUR OVERALL MOSQUITO CONTROL PROGRAM. SO MY CONGRATULATIONS TO YOU AND YOUR STAFF AND COLONEL FOOTE FOR MANAGING THIS PROGRAM . I WILL ASK THE OTHER PEOPLE WHO ARE ON BOARD HERE IF THEY HAVE ANY QUESTIONS OR COMMENTS OR OBSERVATIONS FOR MR. CARTER.

I HAVE ONE I KNOW THAT WE HAVE A MOSQUITO CONTROL APP THAT WORKED VERY WELL ON AN IPHONE BUT NOT SO WELL ON AN ANDROID PHONE. HAS THAT BEEN FIXED IF IT HAS.

WHERE IS IT LOCATED? >> THAT'S A VERY GOOD QUESTION. AH, FORGET IT.

GREG, I THINK GREG'S ON DIRECTOR. THAT WAS AN ISSUE I KNOW LAST YEAR THAT DIDN'T WORK. I ENJOYED IT BUT I CAN'T REMEMBER GREG WHO IS IT? THAT'S THAT DOES THE APP IS IT IS WRONG BECAUSE ROBERT GETS THE THAT.

YEAH I'M NOT I'M NOT 100 PERCENT WE CAN FIND OUT THE ANSWER TO THAT BECAUSE WE DON'T BUT WE DON'T MAINTAIN THAT APP AND OF COURSE EVERYBODY HERE HAS IPHONES SO SOMETIMES WHEN THERE'S AN ISSUE WHEN WE DON'T KNOW THAT IT WORKS ON THE IPHONE BUT WE CAN FIND OUT FOR YOU AND SAVINGS AND HOW DO YOU GET BACK TO THE. THANK YOU, ROBERT.

ANY OTHER FURTHER COMMENTS OR QUESTIONS OR OBSERVATIONS? >> CHRIS, I JUST WANT TO MR. CHAIRMAN, IF I COULD. YEAH. THE TIRE PAULA IS THAT UP? IT YOU OR IS THAT IN DIFFICULTY? NO, THAT WAS NOT HERE.

THAT ONE THAT WAS JUST OUT ONE I PULLED OFF THE INTERNET. NOW THERE ARE SOME HERE I GO OUT AND I NEED TO KNOW ABOUT. OKAY. YEAH.

THAT WRAPS UP. THANK YOU ONCE AGAIN. I CAN'T PUT YOU BACK ON BOARD

[Items 9 & 10]

WITH THE DETENTION CENTER DEPARTMENT UPDATE SIR. >> AGAIN, THANK YOU ROBERT FOR THAT PRESENTATION. VERY INFORMATIVE. WE DO HAVE A SHORT VIDEO PRESENTATION THAT I HOPE THAT YOU WILL ENJOY FROM THE DETENTION CENTER GIVES YOU SOME

VISUAL OF THE INSIDE THE DETENTION CENTER. >> WE'RE GOING TO QUEUE IT UP.

COLONEL GRANT IS NARRATING THROUGH THIS AND EXCUSE ME. >> ONCE WE GET THROUGH THE VIDEO, COLONEL GRANT IS ONBOARD WITH THIS AND SHE CAN ANSWER ANY QUESTIONS THAT WE MIGHT HAVE. THANK YOU. WELL, GO AHEAD AND START WITH VIDEO . OBVIOUSLY IT'S SOMETHING SELLING AT REX THE FACILITY THAT REX WHAT DOES THAT REX THAT'S GOING TO LOOK TO THE CENTER FOR THESE TYPES OF SUPER

[00:35:11]

. CAN THE HAVING MORE AUDIO? IF WE'RE HAVING SOME AUDIO DIFFICULTY AS THEY SAY. WHAT DO YOU WANT TO DO HERE? COLONEL, I'M BROADCASTING HAS A COPY OF THIS VIDEO SO THEY'RE ABLE TO PLAY IT. OK.

THERE WAS AN ISSUE SO LET'S SWITCH OVER TO THEM AND START THIS OVER TO REMEMBER THAT WHILE WE'RE WAITING ON BROADCASTING CAN I GO OVER SOME OF THE 2020 IMPLEMENTATIONS MADE FOR CODE IN NINETEEN FORM ONE WITH THE ONGOING SPREAD OF CODE THE NINETEEN THE BEFORE KIND OF DETENTION CENTER HAS TAKEN SIGNIFICANT MEASURES TO MAINTAIN THE SAFETY AND HEALTH OF OUR INMATES STAFF AND ALL THOSE INTERACT FACILITY IMMEDIATELY FOLLOWING THE DECLARATION OF THE NATIONAL EMERGENCY CONCERNING THE CORONA VIRUS OUTBREAK THE DETENTION CENTER BEGAN ADOPTING NEW STRATEGIES TO PROTECT THE HEALTH OF OUR STAFF.

>> THOSE IN OUR CUSTODY ON MARCH 13TH 2001. PER ORDERS OF GOV. HENRY MCMASTER WE CLOSE OUR DOORS TO ALL NON-ESSENTIAL VISITATION AND EDIT HAND SANITIZING STATIONS IN OUR LOBBY FOR ALL THOSE ENTERING THE BUILDING. WE INSTALL VISITATION FOR THE INMATES TO KEEP IN TOUCH WITH LOVED ONES AS WELL AS ATTORNEYS WHO CHOSE NOT TO VISIT BEHIND THE SECURITY BARRIER WITH SECURITY TELEPHONE LINES. THE INMATES WERE ALSO GIVEN THREE FREE TELEPHONE CALLS PER WEEK. WE BEGAN TAKING TEMPERATURE READINGS ON EVERYONE ENTERING THE FACILITY ORDERED AND DISTRIBUTED SANITIZING POKER MACHINES TO USE INSIDE THE FACILITY AS WELL AS THE BOOKING SALLY PORT FOR USE BY LOCAL LAW ENFORCEMENT AGENCIES TO SANITIZE EVERY HIT HECKLES AFTER THE DELAY OF DELIVERY OF INMATES. LEXI AND SNEEZE GUARDS WERE INSTALLED.

>> ALONG THE BOOKING COUNTERS BY BEAUFORT COUNTY FACILITY MAINTENANCE DEPARTMENT AND A MANDATORY MASS REQUIREMENT WAS PUT IN PLACE OH DETENTION STAFF WERE REQUIRED TO WEAR A MASK AT ALL TIMES WHILE IN THE CONFINES OF THE FACILITY AND INMATES WERE ALSO PROVIDED MASKS AND HAD TO WEAR THEM ANYTIME THEY WERE OUT OF THEIR ASSIGNED CELLS.

DISTRIBUTION OF CLEANING AND SANITIZING WIPES, GELS AND OTHER PERSONAL PROTECTIVE EQUIPMENT WAS PROVIDED TO ALL HOUSING AREAS. SOAP DISPENSERS WERE MADE AVAILABLE IN ALL AREAS FOR INMATE USE THE USE OF SURGICAL GOWNS, JUMPSUITS AND FACE SHIELDS WERE MADE AVAILABLE TO ALL STAFF DEALING WITH SUSPECTED CUBAN 19 CASES.

THE FACILITY OBTAIN COVID TEST KITS FROM DEA TO BE ADMINISTERED BY MEDICAL STAFF TO ALL INMATES. AFTER SEVEN DAYS OF INCARCERATION COVID 19 INFORMATION WAS DISTRIBUTED TO STAFF AND DISPLAYED THROUGHOUT THE FACILITY.

TRAINING VIDEOS WERE PLAYED THROUGHOUT THE FACILITY DAILY TO KEEP THE INMATES EDUCATED.

TODAY WE HAVE HAD ZERO EXPOSURE TO A GENERAL POPULATION INTENDED WEEKLY WEB MEETINGS WITH OTHER FACILITIES TO GAIN INSIGHT ON WHAT THEY HAVE IMPLEMENTED.

X WAS ALSO USED TO TAKE BOND HEARINGS AND COURT APPEARANCES IN ORDER TO ENSURE ADEQUATE STAFFING LEVELS. WE WERE COMPELLED TO TEMPORARILY SUSPEND PERSONAL LEAVE TIME FOR STAFF AND ALL SUPERVISORS REPLACED MANDATORY OVERTIME ROTATION ALTHOUGH THESE TACTICS ARE IN PLACE. THERE IS STILL IMPROVEMENT NEEDED TO LOWER OUR VULNERABILITY. EXPOSURE TO THE VIRUS CAN OVERWHELM OUR CURRENT IN-HOUSE MEDICAL SERVICES AND LEAD TO STAFF SHORTAGES LEAVING US INCAPABLE OF OPERATIONS.

WE HAVE OFFERED OUR STAFF AS WELL AS THE INMATE POPULATION THE OPPORTUNITY FOR VACCINATION. AS WE CONTINUE TO LEARN MORE THE VIRUS WE WILL CONTINUE TO

[00:40:04]

MAKE CHANGES TO AVOID INTRODUCTION OF THE VIRUS INTO OUR FACILITY AND PREPARE IN CASE OF AN EXPOSED SO THOSE ARE THE IMPLICATIONS IMPLEMENTATIONS THAT WE NEED FOR 2020. THANK YOU COLONEL. FOR THOSE OF YOU WHO ARE WATCHING AND YOU MAY NOT KNOW COLONEL GRANT THAT IS COLONEL QUAN GRANT WHO IS THE DIRECTOR OF THE YEAR FOR COUNTY DETENTION CENTER. HE'S BEEN THERE FOR A NUMBER OF YEARS AND PROVIDES EXCEPTIONAL SERVICE RUNNING THAT DETENTION CENTER.

HOW MANY YEARS HAVE YOU BEEN THERE NOW, COLONEL? TWENTY SIX.

HOW LONG HAVE YOU BEEN THE DIRECTOR OF THE JAIL FOR? >> SINCE 2000.

14. YEAH. WELL CONGRATULATIONS ON THAT APPOINTMENT WAS WELL DESERVED. WE WERE VERY HAPPY THERE. COLONEL FOOTE, WHAT DO YOU WANT TO DO ABOUT THE VIDEO? YOU WANT TO POSTPONE AND HAVE IT COME FORWARD AT ANOTHER TIME? I'VE ALWAYS ASKED THE DEPARTMENT'S OPERATING WITHIN THE COMMUNITY SERVICE BRANCH SO TO SPEAK, TO BE PREPARED TO MAKE PRESENTATIONS TO COUNSEL AND TO ALL OF THOSE WHO ARE WATCHING ON TELEVISION TO GET A CLEAR UNDERSTANDING OF THE KINDS OF SERVICES THAT ARE BEING PROVIDED. THIS IS ONE OF THOSE EFFORTS AND SOMETIMES THE VIDEOS GO SIDEWAYS. SO HOW WE WANT TO HANDLE IT, SIR? I THINK THEY'VE GOT IT READY TO ROLL.

SO WE'RE GONNA GIVE IT ONE MORE SHOT BEFORE WE CALLED OUT. OK, THANK YOU.

THANK YOU, COLONEL GRANT FOR THAT PRESENTATION. THANK YOU VERY MUCH.

YES. >> SEE TUCKER CARLSON. I HEAR THAT THEY HAVE SET UP FOUR IN THE ROOM IS NOT MENTIONED WITH OUR AUDIO IN THE SYSTEM NOTHING BROADCASTING SO THEY CAN PLAY ON AIR. THEY CANNOT PLAY IT IN THE ROOM, SEE? OK. THANK YOU. JEREMY MCCALLUM AND IT LOOKS LIKE WE'RE GONNA HAVE TO TRY THIS ANOTHER TIME. YEAH, I'M SORRY ABOUT THAT BUT WE CAN CERTAINLY MAKE THOSE ARRANGEMENTS. THIS MAY BE SOMEWHAT UNFORTUNATE THAT YOU ARE NOW WILLING TO SPEND TIME ON THE DISCUSSION STIPENDS FOR THE M.S. DETENTION CENTER STAFF WHICH IS A VERY IMPORTANT ITEM THAT WE WANT TO BRING FORWARD TODAY WHO WOULD BE MAKING THAT PRESENTATION IF IT'S OKAY? I'LL START.

OFFICER THANK YOU, SIR. >> I HAD REQUESTED FROM THE COUNTY ADMINISTRATOR THAT WE WAS COULD INCREASE OUR DIFFERENTIAL FOR OUR SHIFT DIFFERENTIAL FOR OUR UMASS STAFF. THAT WORK A DOUBLE SHIFT AND WE'RE ASKING THAT AT THE CURRENT RATE RIGHT NOW WE ARE GIVING IT A FIFTY DOLLAR SHIFT DIFFERENTIAL FOR WORKING A DOUBLE SHIFT TO TWO HUNDRED FIFTY DOLLAR SHIFT DIFFERENTIAL FOR WORKING A DOUBLE SHIFT OUR STAFF DEFINITELY HAVE ENDURED LOT IN THIS PAST YEAR I THINK WITH CODED AND WHEN YOU TALK ABOUT BEING ON THE FRONT LINES OUR STAFF HAS CERTAINLY BEEN THE ONES ON THE FRONT LINES WHEN IT CAME TO COVE WHILE THEY DID NOT HAVE THE OPPORTUNITY TO STAY AT HOME OR WORK FROM HOME, THEY CAME IN EVERY DAY THEY PUT THEMSELVES IN JEOPARDY TO MAKE SURE THAT THEY GOT TO EVERY CALL AND A LOT OF TIMES THOSE CALLS WERE FOR A COACH WITH PATIENTS TO TAKE A MED SO THEY PUT THEIR OWN SAFETY AND RISK EVERY DAY AND THEY DO THAT WITHOUT ASKING TOO MUCH AND

THEY SHOW UP EVERY DAY. >> AND FOR THE PEOPLE THAT WE HAVE WORKING THEY ARE VERY HARD WORKING PARAMEDICS AND EMT. AND I THINK WE'RE ALL PROUD OF THEM.

WE HAVE ONE OF THE BEST SYSTEMS IN THE STATE AND I'M VERY PROUD OF ALL THE STAFF THAT WE HAVE WORKING FOR US. SO I ASK THAT WE DURING OUR SHORTAGES OF STAFF RIGHT NOW WHICH WE ARE SURE ABOUT 16 STAFF ABOUT 10 OF THOSE ARE PARAMEDICS AND THE OTHER SIX OR EMT IS IT'S BEEN A DIFFICULT YEAR. I DON'T THINK ANYBODY DOESN'T REALIZE THAT IT'S BEEN A DIFFICULT TIME FOR HIRING STAFF .

[00:45:05]

I THINK EVERYBODY REALIZES WHEN YOU GO DOWN THE ROAD YOU SEE JUST ABOUT EVERY BUSINESS OUT THERE LOOKING FOR STAFF AND I DON'T EVEN KNOW THAT THE EXPERTS EVEN KNOW WHY IT IS THE WAY IT IS. SOME PEOPLE THINK IT'S BECAUSEEE PAYING OUT I'VE HEARD JUST ABOUT EVERY THING OUT THERE THAT'S IMAGINABLE OF REASONS WHY PEOPLE AREN'T WANTING TO WORK OR WHY PEOPLE ARE LEAVING. SOME OF THE PROFESSIONS THAT THEY'RE LEAVING I KNOW FOR A MEDICAL M.S. AND ALSO FOR THE HOSPITALS A LOT OF IT WAS JUST SHEER BURNOUT.

A LOT OF THEM WANTED TO FIND ANOTHER LINE OF WORK TO GET INTO.

AND SO JUST PUT A REAL CRUNCH ON US TRYING TO KEEP THE SYSTEM GOING WHEN YOU HAVE SHORTAGES LIKE THAT. AND THESE ARE SHORTAGES WHERE THESE AMBULANCE HAVE TO BE MANNED BY TWO TO STAFF MEMBERS. WE CAN'T CUT IT DOWN TO ONE. I DON'T THINK THEY CAN DRIVE THE AMBULANCE AND WORK ON SOMEBODY AT THE SAME TIME. SO WE HAVE TO HAVE TWO STAFF MEMBERS ON EACH AMBULANCE. AND SO IT'S IMPERATIVE THAT THESE STAFF MEMBERS SHOW UP EVERY DAY AND GO TO WORK. AND UNFORTUNATELY SOME HAVE TO WORK OVERTIME TO FILL OPEN.

I THINK TO PUT THIS IN PERSPECTIVE. COULD YOU JUST TELL EVERYONE WHO MAY NOT BE INFORMED WHAT YOUR REGULAR SCHEDULE CONSISTS FOR A PAY PERIOD FOR THE TWO WEEK PERIOD? WHAT WE EXPECT FROM THE E M S AND FROM THE DETENTION CENTER WITH REGARD TO WHAT THEIR NORMAL SCHEDULE IS AND WHAT THIS STIPEND WOULD BE USED FOR JUST SIR. I'D BE HAPPY TO. SO FOR MASS THEY WORK A 24 ON 48 OFF SHIFT. IN A PERFECT WORLD IF WE HAD NO OPENINGS THEY WOULD ONLY BE WORKING TWO DAYS, ONE WEEK AND THREE DAYS THE FOLLOWING WEEK. SO YOU'D BE WORKING A TOTAL OF FIVE DAYS IN A TWO WEEK PERIOD. THAT'S ABOUT ONE HUNDRED AND TWENTY ONE DAYS AND A YEAR THAT THEY WOULD WORK A NORMAL EIGHT HOUR EMPLOY WOULD WERE ROUGHLY ABOUT TWO HUNDRED AND FIFTY DAYS 260 DAYS A YEAR. SO THEY WORK ABOUT HALF THE AMOUNT OF DAYS THAT A HATE 5 EMPLOYEE WORKS UNFORTUNATELY WITH THE OPENINGS THAT WE HAVE.

SOMETIMES WE ARE ARE SHORT AND THEY WOULD HAVE TO PICK UP A SECOND SHIFT WHICH CAUSED THEM TO GO FROM A WORKING A 24 HOUR SHIFT INTO A 48 HOUR SHIFT AND THAT'S WHY WE'RE ASKING FOR THE INCREASE BECAUSE WE'RE SEEING MORE AND MORE OF IT UNFORTUNATELY AT THIS POINT.

WE HAVE ABOUT ON AN AVERAGE ABOUT 20 SHIFTS THAT HAVE TO BE PICKED UP ON A TWO WEEK PERIOD AND SOME OF THE STAFF ARE PICKING UP ONE, TWO AND SOMETIMES THREE ADDITIONAL SHIFTS IN A TWO WEEK PERIOD. SO I THINK IT'S IMPORTANT THAT WE RECOGNIZE THAT AND GIVE THEM THE ADDITIONAL SHIFT DIFFERENTIAL THAT I'VE ASKED FOR THE DETENTION CENTER SET UP A LITTLE BIT DIFFERENTLY. THEY'RE ON A 12 HOUR SHIFT AT WORK THREE DAYS ON FOUR DAYS OFF OR DAYS ON THREE DAYS. SO THEY'RE A LITTLE SETUP A LITTLE BIT DIFFERENTLY.

ORIGINALLY I DIDN'T ASK FOR A SHIFT DIFFERENTIAL FOR THE DETENTION CENTER ONLY BECAUSE THEY DON'T WORK A A DOUBLE SHIFT. THEY DON'T WORK TWO TWELVE HOURS JUST BECAUSE THEY DON'T HAVE THE SAME SETUP AS A STATIONS DO THE EMS PERSONNEL LIVE IN A FIRE STATION THAT HAS A KITCHEN. THEY HAVE LIVING QUARTERS, THEY HAVE A DAY ROOM WHERE THEY CAN HAVE DOWNTIME IN BETWEEN CALLS WERE AT THE DETENTION CENTER ONCE YOU GO INTO DETENTION CENTER IT'S ALL ON FOR TWELVE HOURS AND THERE IS AND IT IS NONSTOP. I CAN PROMISE YOU THAT I KNOW BECAUSE I WAS THERE AND FORGOT WHERE I CAME FROM SO THEY WORK APPROXIMATELY ONE HUNDRED AND EIGHTY TWO DAYS IN A YEAR WORKING A 12 HOUR SHIFT THAT THEY WERE PERFECT AND BE RUNNING NO SHORTAGES AND

PERSONNEL. >> SO I HOPE THAT CLARIFIES FOR YOU SIR.

YEAH YEAH. JUST LIKE THE IMF GUYS THAT THEY WORK FIVE DAYS IN A PAY PERIOD AND YOU SPEAK THAT THAT IS TWENTY FOUR HOUR DAY THOUGH, CORRECT? RIGHT. WELL THAT'S ONE HUNDRED AND TWENTY HOURS PAY PERIOD AND THAT COMES OUT OVER 3000 HOURS A YEAR. THE NORMAL PERSON WORKS A 40 HOUR WEEK ONLY WORKS TWO THOUSAND HOURS A YEAR. SO THE PEOPLE WHO ARE WORKING IN THE MSA ARE ACTUALLY WORKING A THOUSAND HOURS MORE A YEAR THAN PEOPLE HAVE A 40 HOUR WORK WEEK. IS THAT RIGHT? YES, SIR.

THAT'S CORRECT. JUST STIPEND THAT YOU'RE TALKING ABOUT USED TO BE 50

[00:50:03]

DOLLARS WHEN THEY HAD THAT EXTRA 24 HOURS WHICH AGAIN WOULD BE IF THEY DID THAT EVERY WEEK THAT WOULD BE 26 PAY PERIODS AT 24 HOURS AND THAT'S LIKE 50 DOLLARS FOR THEM TO DO THAT. IF WE WOULD GIVE THEM TWO HUNDRED FIFTY DOLLARS A STIPEND AND THEY WORK THAT 24 HOUR SHIFT THAT ACTUALLY COMES OUT TO ABOUT EIGHT DOLLARS AN HOUR, DOESN'T IT PAYMENT JUST. OKAY. OKAY.

SO ANYBODY ON BOARD HERE CAN GIVE US A MORE CLEAR UNDERSTANDING OF THE FINANCIAL ASPECTS? I HAVE QUESTIONED WHITNEY. WHITNEY IS ON BOARD.

CAN I FINANCIAL MATTER I. OH OH SOMEBODY HAD A QUESTION, CHAIRMAN.

I JUST HAD A QUESTION REGARDING THE DETENTION CENTER HE SAID IN THE PERFECT WORLD.

BUT HOW HOW PERFECT IS NOT THAT WORLD RIGHT NOW MY WORLD IS NO PERFECT.

SO HOW MANY EXTRA HOURS ARE THEY WORKING THERE? PROBABLY PICKING UP THEY WERE FROM ABOUT TWO TO THREE ADDITIONAL SHIFTS IN A PAID PERIOD TIME AND A HALF PACE AT THE TIME AND A HALF. AND WHAT WOULD YOU RECOMMEND AT THIS POINT? AT THIS POINT IF THE CONSENSUS IS TO GIVE A SHIFT DIFFERENTIAL TO THEM, I WOULD HAVE TO WORK OUT SOME KIND OF A MATRIX TO FIGURE OUT WHEN THEY WOULD BE GIVEN THAT THAT SHIFT DIFFERENTIAL ONLY BECAUSE THERE'S SOME TIME SWAPPING GOES ON SOMETIMES WHERE PEOPLE WILL SWITCH SHIFTS AND I DON'T I THINK IF YOU'RE DOING THAT VOLUNTARILY THAT'S A DIFFERENT STORY AND A WORKING MAN IS POURING THE AMOUNT FILLED FOR THE DETENTION CENTER ONE TWENTY FIVE STIPEND AS OPPOSED TO 50 JUST SIR BECAUSE THERE ARE 12 HOUR SHIFTS.

RIGHT. OK, WE NEED TO GET SOME INPUT WORTH IF WE GO IN THERE.

>> COULD I JUST ASK A QUESTION OF MR. FOOTE YOUR CLASS SHOKO IS THE PERFECT WORLD.

>> I THINK THAT'S WHERE I WANT TO BE BECAUSE WHEN I WHEN I SEE ALL THESE HOURS REALLY WORRY

ABOUT FAMILY QUALITY TIME AT HOME. >> SO SHOULD WE NOT BE MOVEMENT TOWARD A PERFECT SETTING AND THEN LIGHTING UP VERSUS COMPENSATING PEOPLE WILL REALLY HURT OUT AT THIS TIME AND AT SOME POINT IN TIME THEY'RE GOING TO WALK AWAY BECAUSE THERE'S JUST TOO MANY HOURS HERE. THANK AND TO BE WORKING.

AND IF I HAVE A FAMILY I WANT TO SPEND SOME TIME AT HOME WITH MY FAMILY SO SHOULD WE NOT BE MOVING TOWARD A PERFECT TIME SETTING IN AND TRY TO COMPENSATE PEOPLE TO GO MAY GO OVER AND ABOVE THAT AT THIS TIME OR BECAUSE I KNOW WE GOT THE SALARY SCHEDULES COMING DESK TO HELP WITH MOVING PEOPLE SALARY AND MAYBE THAT COULD ATTRACT SOME MORE PEOPLE IN THE EMPLOYMENT BECAUSE THEY'RE PROBABLY NOT MAKING. I THINK I HEARD YOU MISS MAKING ELEVEN THOUSAND. OH AND I THINK THAT'S 13. TWENTY SEVEN THAT'S 13.

OKAY. AND SO IT IS IT SHOULD BE NOT BE MOVING THEIR SALARY UP SO THAT WE CAN ATTRACT PEOPLE AND THEN SEE HOW THAT BALANCE OUT AND THEN MAKE THE ADJUSTMENT VERSUS HOUSE. BUT I LIKE YOUR YOUR THOUGHT PROCESS.

I REALLY DO. AND THAT'S WHERE I AM RIGHT NOW.

SO YEAH. AND I WANT TO GET TO A PERFECT WORLD TOO.

AND I'D RATHER NOT BE PAYING THIS RATHER THAN HAVING MORE STEP.

I'D LIKE TO HAVE MORE STAFF TRUST ME. WHO WOULD MAKE SCHEDULING A EASIER. AND SO YES, WE ARE WORKING TOWARDS THAT.

YOU WILL SEE THEY PAY INCOMPETENT STATION PLAN B COMING FORWARD FOR YOUR APPROVAL. I HOPE THAT YOU APPROVE BECAUSE I THINK WITH THOSE ADJUSTMENTS AND THERE I'M ALWAYS AN OPTIMIST. I'M ALWAYS LOOKING FOR THE SILVER LINING AND I'M HOPING THAT I'M GOING TO GET THERE AND I THINK THAT IF THAT CLASS AND COMPENSATION STUDY GETS APPROVED, I'M HOPING THAT WE WILL RECRUIT SOME GOOD STAFF TO FILL IN THESE VACANCIES THAT WE HAVE. SO THIS THE RECOMMENDATION FOR TEMPORARY SOLUTION. YES. OK.

UNTIL UNTIL CARBON CLASSIFICATION KICKS IN AND WE CAN TRY TO EASE THE BURDEN ONCE HIGHER COMING ON BOARD. THANK YOU. THANK YOU, SIR.

APPRECIATE IT. SOME OF THE THINGS THAT WE ALREADY DO IS WE GO TO JOB FAIRS. WE ALSO WORK WITH ACE WHICH IS DUE FOR JASPER ACADEMY FOR CAREER EXCELLENCE. THEY JUST STARTED AN EMT PROGRAM AND WE HAVE UNFORTUNATELY OR FORTUNATELY ONE OF OUR PARAMEDICS LEFT TO BECOME AN INSTRUCTOR FOR THAT CLASS. AND SO WE'VE KIND OF GOTTEN IN WITH THEM AND WE WE HAVE BROUGHT OUR AMBULANCES OVER THERE FOR THESE STUDENTS TO GO THROUGH AND TAKE A LOOK AT THE AMBULANCE AS PART OF THEIR CLASS TO GIVE THEM SOME MOTIVATION THAT REALLY GET TO

[00:55:03]

SEE A REAL LIVE AMBULANCE AND AND HOW IT LOOKS AND SO WE'RE WE'RE WORKING THOSE ANGLES AS FAR AS TRYING TO START AS EARLY AS POSSIBLE BECAUSE THESE ARE STUDENTS THAT ARE IN 11TH AND 12TH GRADE NOW. OBVIOUSLY THEY HAVE TO BE 18 YEAR OLDS IN ORDER TO BECOME AN EMT BUT THEY'RE GOING THROUGH THE REGULAR BASIC EMT COURSE AND CAN BECOME CERTIFIED ONCE THEY BECOME 18 AND TAKE THEIR THEIR CERTIFICATION. THE OTHER ONE THAT WE WORK WITH VERY CLOSELY IS TCO, OUR LOCAL TECHNICAL COLLEGE. THEY HAVE THE BASIC EMT COURSE.

THEY'RE ALSO AN WE ALLOWED THE STUDENTS THAT ARE GOING THROUGH THE COURSE TO RIGHT ALONG WITH US ALSO SO THAT WE'RE TRYING TO RECRUIT OUT OF THERE ALSO. SO WE ARE WE'RE ALL WE'RE TRYING TO GET OURSELVES OUT THERE TO RECRUIT PEOPLE AND A QUICK QUESTION ON IT WOULD YOU ALLOW THOSE STUDENTS WHEN WHEN THEY BECOME A TEAM TO WORK PART TIME AND GO TO SCHOOL CONTINUOUSLY? OH, IS THAT AN OPTION THAT YOU MAY WANT TO USE? JUST A FILL IN THE GAP. TWELVE HOURS A DAY, YOU KNOW, PART TIME.

BUT IF I WAS A SCHOOL I WOULD PROBABLY TAKE THAT THAT'S JUST JUST MAKE IT LOOK LIKE WE'RE GETTING PROJECTS UP HERE, FELLA. I'M IN FAVOR OF INCREASING THE STIPEND. THIS IS JUST A FACT OF LIFE FOR FIRST RESPONDERS, PEOPLE IN LAW ENFORCEMENT AND FIRE POLICE M.S. DETENTION CENTERS ALL OVER THE COUNTRY TO DO MORE WITH LESS BECAUSE THE RECRUITING IT'S A TOUGH JOB AND THEY'RE RECRUITING AND RETENTION ARE REAL ISSUES. AND THE STRESS THAT IS PLACED ON PEOPLE TO DO THE JOB AND ALSO KEEP A BALANCE BETWEEN THEIR WORK LIFE AND THEIR FAMILY LIFE ADDS ADDED STRESSORS. THIS IS A YORK THIS IS A TEMPORARY FIX FOR THE PRESENT SITUATION. SURE. WE'RE GOING TO TRY AND BUILD A PROGRAM TO RECRUIT AND RETAIN PEOPLE AND TO ALSO INCREASE THEIR CURRENT SALARY STRUCTURE WITH THAT NEW WEIGHT STUDY THAT WE'RE PERFORMING. BUT I THINK IN THE MEANTIME THIS STIPEND FOR THE EXTRA 24 HOUR PERIOD THAT THEY HAVE TO WORK OR THE 12 HOUR PERIOD THEY HAVE TO WORK ISN'T EXTREMELY EXPENSIVE WHEN YOU CONSIDER THAT THAT EXTRA 24 HOURS THE COMPENSATION REALLY THE EXTRA STIPEND COMES DOWN TO ABOUT EIGHT DOLLARS AN HOUR.

SO I THINK IT'S A I THINK IT'S A GOOD PROGRAM AND IT WILL WHEN THERE'S NOTHING ELSE YOU CAN DO FOR SOME TO REDUCE THE STRESS IN THEIR LIFE. SOMETIMES WHEN THEY'RE SUFFERING ABSENCES FROM THE FAMILY MONEY IN THE SHORT TERM MAY MAKE UP FOR THAT SOMEWHAT BUT IT NEVER IS THE ANSWER FOR A LONG TERM SOLUTION. AND I KNOW THAT WE'RE ALL FOCUSED ON TRYING TO BRING MORE PEOPLE INTO BOTH AND THE DETENTION CENTER AND FAMILY.

SO ARE THERE ANY FURTHER OBSERVATIONS OR COMMENTS IN THIS AREA? SAMPLE ME START OUT BY SAYING I AM IN FAVOR OF THE STIPEND FOR YOU TEMPORARY FIX BUT I DO THINK WE DO HAVE THE RIGHT MINDSET. WE HAVE TO START LOOKING TO THE FUTURE. ALL YOU GUYS ARE THERE LAST MONDAY WHEN I MADE THE COMMENTS ABOUT OUR SCHOOL DISTRICT AND YOU KNOW I GOT CAUGHT A LOT OF FLACK FOR IT.

I SPOKE WITH MULTIPLE SCHOOL BOARD MEMBERS AND WE'RE ACTUALLY ALL ON THE SAME PAGE NOW. IT'S THE SAME CONCEPT HERE. AND I SAID THERE WE HAVE TO RETAIN. WE HAVE TO ATTRACT. WE CAN THROW MONEY AT A PROBLEM ALL WE WANT BUT IT'S NOT GONNA FIX EVERYTHING. I WOULD EVEN BE IN FAVOR OF SIGNING BONUSES IF THEY SIGN ON FOR X AMOUNT OF TIME FOR ON M.S. OR EVEN FIRE AND POLICE.

THAT'S ANOTHER ISSUES THAT WE HAVE IN OUR AREA. I JUST THINK WE HAVE TO CONTINUE TO BE ACTIVE. WE'RE BEHIND BECAUSE WE WEREN'T ACTIVE BEFORE.

WE'VE GOT TO FIGURE THAT OUT. I'M SAYING I HAVE THE ANSWER BUT I'M SAYING MONEY IS NOT GOING TO FIX THIS PROBLEM AND YES, WE HAVE TO JUSTIFY THIS NOW TO TO SET THIS RIGHT.

BECAUSE YOU'RE RIGHT, THEY ARE WORKING LIKE CRAZY MORE THAN ANY OF US.

THERE'S NO DOUBT ABOUT THAT. I JUST WANT TO KNOW HOW WE CAN CONTINUE TO BE COMPETITIVE.

WE'RE LOSING OUT TO CHARLESTON. WE'RE LOSING OUT TO GREENVILLE LEFT AND RIGHT.

WE'VE GOT TO COME UP SOMETHING WHETHER IT'S LIKE WE DID WITH TCO WITH THE CULINARY PROGRAM, MAYBE WE COME UP WITH OUR PROGRAM HERE TO GET OUR OWN HOMEGROWN TALENT.

I JUST HAVE TO FIGURE OUT SOMETHING. OUR PEOPLE ARE JUST GOING TO QUIT LEAVING. I THINK WE EVEN HAVE THE BLUFFTON POLICE DEPARTMENT HAS

[01:00:01]

13 OPENINGS. I MEAN IT'S JUST JUST NOT JUST ONE DEPARTMENT.

IT'S A LOT OF PROBLEMS WE HAVE RIGHT HERE IN BEAUFORT COUNTY THAT WE HAVE TO START ADDRESSING. BUT I SEE ANOTHER HAND UP I THOUGHT I DID.

YEAH. CHRIS YEAH. YEAH.

APPRECIATE IT. I'VE GOT A QUESTION. THE QUESTION IS WHAT IS THE TEMPORARY NATURE OF THIS? HOW LONG IS THIS THE LAST? THAT'S THE QUESTION I HAVE, SIR. NOW YOU GO AHEAD. I THINK IT'S LIKE I CAN FEEL LIKE WE'RE WE'RE GETTING SOMEWHERE WITH HIRING STAFF ON BOARD.

I WISH I COULD GIVE YOU AN ANSWER. I WISH IT WAS LESS THAN THREE MONTHS BUT I KNOW I DON'T KNOW THAT IT'S GOING TO BE THAT SHORT OF EXPAND.

WE HAVE TO GET THE CLASS AND COMP STUDY THROUGH THE BUDGET IMPASSE AND GET IT OUT THERE.

WE HAVE NOT HAD AN OPPORTUNITY TO BE ABLE TO PUT WHERE OUR NEW SALARIES ARE GOING TO BE OUT ONLINE AND START ATTRACTING THOSE PARAMEDICS THAT WE NEED. GOT YOU.

OK. SO IT'S OPEN ENDED AND UNTIL WE'RE AT A PLACE WHERE IT MAKES SINCE THE IT I GOT IT THE COMMENT I THINK LARRY AND YOU'RE SPOT ON WITH THEIR COMMENTS ESPECIALLY THE NUMBER OF HOURS THESE FOLKS WERE AND WE JUST CAN'T PAY FOR THEM.

THAT'S 13 HOURS AND HOURS. JUST CRAZY TALK. REALLY, REALLY CRAZY TALK.

SO I'M LOOKING FORWARD TO THE TIME WHEN WE ARE THINGS PEOPLE ON APPROPRIATE WAGE NOT ALWAYS THAT I STILL WANT WORK THIS. IN THE MEANTIME HOPEFULLY THAT WAGE AND THE COMPENSATION STUDY

YOU ARE. >> WELL COMPENSATION AND BENEFITS WILL BE DONE SOON AND THIS IS WHERE THE FIRST STEP WILL BE MADE FOR AN ADJUSTMENT THAT MAY MAKE IT MORE ATTRACTIVE FOR PEOPLE TO WATKINS COUNTY. IS IT POSSIBLE TO MAYBE PUT IN A TIME FRAME FOR US TO DISCUSS IT AGAIN TO EXTEND? WELL, IT'S NOT OPEN ENDED LIKE THAT. I THINK IT'S NECESSARY TO PUT A TIMEFRAME.

I THINK WHAT WE'LL DO IS WRAP THIS UP WHEN WE ARE ADEQUATELY STAFF AND I DON'T THINK WE'RE GOING TO HAVE TO REVISIT IT EXCEPT TO DO SOMETHING JUST TO STOP IT.

>> WE WILL WE WILL. WE WILL AS A STAFF NOT NECESSARILY FRACTURING ANYTHING BUT WE WILL PROVIDE YOU A STATUS UPDATE THREE MONTHS AFTER WE START.

NO ONE THAT'S FROM THE TIME OF APPROVAL. SO SOMETIME IN SEPTEMBER WE'LL GIVE YOU AN UPDATE AS TO WHERE WE STAND WITH THE HAMAS IN THE WASTE AND DETENTION CENTER IN THE WAY OF AN UPDATE SO THAT YOU ALL CAN DECIDE DOWN WHAT WHAT YOU ALL WOULD LIKE TO ADVISE US TO DO LAURA OR. FURTHER COMMENT. YES.

JOE BUT I WOULD SUGGEST THAT YOU ASK FOR A MOTION TO MOVE THIS TO COUNTY COUNTS.

WE'RE JUST GOING TO ASK OUR NEXT STEP WOULD BE TO MOVE THIS TO THE FULL COUNCIL FOR IMPLEMENTATION. A MOVE AS THE CHAIRMAN FOR FURTHER DISCUSSION.

BUT BEFORE WE DO THAT, I WOULD LIKE TO SEE IF THERE ARE ANY FURTHER COMMENTS FROM THE COMMITTEE. MR. DAWSON SO MORE. OK.

LET'S GET ON WITH SECOND. ANY FURTHER DISCUSSION? IS THIS JUST IS THIS 120 THE

ANNUAL FIGURE? >> THIS IS 250 DOUBLE SHARE FOR E-MAIL SOMEONE TWENTY FIVE.

BASED ON A DOUBLE SHOW FOR DETENTION. IS THAT WHAT YOU'RE LOOKING AT? THE ANNUAL FIGURE GETS. SORRY. YEAH.

CAN THIS BE DONE IN ONE READING ,BOB? I'M NOT EVEN SURE IT COUNTS.

ALL NEED TO APPROVE THIS. I'M DONE. I'M SIMPLY BRINGING THIS TO YOU ALL TO ASK YOU ALL TO PARTICIPATE WITH ME TO SEND A MESSAGE TO BOTH OUR DETENTION CENTER EMPLOYEES AND OUR UMASS EMPLOYEES THAT WE AS A GROUP ARE CONCERNED ABOUT THE CONDITIONS THAT ARE WORKING IN AND THAT WE AS A GROUP ARE GOING TO TAKE THE STEPS NECESSARY TO TO TO CORRECT THE ISSUE. IS THERE SOMETHING THE COUNTY ATTORNEY'S OFFICE THERE ERIC YOU KNOW, DO WE NEED ORDINANCE FOR THIS?

WE JUST DO THIS WITH A RESOLUTION AND A VOTE. >> MR. RIBAUT?

>> I WAS THINKING ABOUT THAT IS AS WE WERE WENT THROUGH WHAT I NEED TO THINK ABOUT THAT A BIT AND GET WITH ERIC TO DISCUSS THE APPROPRIATE METHODOLOGY. I DON'T KNOW IF IT'S IN SUPPLEMENTAL APPROPRIATION OR IF IT'S MERELY SOMETHING ADMINISTRATIVE.

I HAVE TO THINK ABOUT. THE BACKUP THAT WAS PROVIDED BY BARTON SHOULD HAVE THE NUMBER THAT WE NEED TO REACH TO TAKE CARE OF THIS IN THE SHORT TERM. AND THEN I GUESS IN JULY WE'LL HAVE TO REVISIT IT AND SEE WHAT IT'S GOING TO LOOK LIKE IN THE NEXT BUDGET.

YEAH. SO WHEN WE PUT THE AGENDA TOGETHER FOR THE UPCOMING MEETING WE'LL HAVE AN ANSWER AS TO WHETHER OR NOT NEEDS TO BE AS AN AGENDA ITEM A RESOLUTION ,AN ORDINANCE OR JUST A DIRECTION. OBVIOUSLY THE WILL OF THIS COMMITTEE SEEMS TO BE THAT THIS IS AN ESSENTIAL STEP THAT WE HAVE TO TAKE IN THE SHORT TERM

NOW. >> YEAH, I THINK IT'S GOING TO FULL COUNCIL SO EVERYBODY IS

[01:05:04]

INFORMED. NO ONE WOULD RAISE OBJECTIONS TO NOT BEING INFORMED ABOUT THAT WOULD BE THE PURPOSE OF . CORRECT. YEAH WELL THIS WILL CLOSE OUT THIS MATTER UNLESS THERE'S I THINK FURTHER I THINK FURTHER FROM ANYBODY IN THIS REGARD.

>> WENDY, THANK YOU BOTH FOR STANDING BY WITH THE FINANCE INFORMATION.

WE DON'T NEED IT AT THIS MOMENT BUT THERE MAY BE SOME QUESTIONS ABOUT THE COST WHEN WE GET TO FULL COUNCIL. SO THANK YOU FOR PREPARING ALL OF THAT.

[Items 11 - 13]

OK. THE NEXT THE ITEMS WOULD BE ITEM ELEVEN 12 AND 13.

I'M GOING TO READ THOSE SAY THAT WE THAT WE CONSIDER THEM. I'M SORRY.

I'LL TAKE A VOTE. WE HAD A MOTION SECOND IT'S A DISCUSSION ON MOVING ITS FULL COUNCIL. NO DISCUSSION. I'D LIKE TO MOVE THIS ALONG WITHOUT OBJECTION. OBJECTION. HEARING NO OBJECTIONS.

WE'LL MOVE THIS ALONG TO COUNCIL ON ELEVEN TWELVE THIRTY.

THOSE ARE RECOMMENDATIONS FOR POSITIONS ON BOARDS AND COMMISSIONS.

NUMBER ELEVEN IS THE RECOMMENDATION OF THE GOVERNOR'S OFFICE BUT THE APPOINTMENT OF MARY ANN RADTKE TO THE DISABILITIES AND SPECIAL NEEDS BOARD A RECOMMENDATION TO THE GOVERNOR'S OFFICE FOR THE APPOINTMENT FAMILY MAYOR TO THE DISABILITIES AND SPECIAL NEEDS BOARD AND NUMBER 13 RECOMMENDATION TO COUNTY COUNCIL FOR THE APPOINTMENT OF SHERRY PHILLIPS TO THE SHELBURNE FIRE DISTRICT BOARD. WE'D LIKE TO MOVE ALL OF THESE THE COUNCIL FOR THEIR CONSIDERATION MAY HAVE A MOTION TO DO THAT.

MOVEMENT CHAIRMAN. MR. CHAIRMAN. ANY DISCUSSION DURING YOUR DISCUSSION I'D LIKE TO GAIN APPROVAL WITHOUT OBJECTION OVER ANY OBJECTIONS? NO OBJECTION. SO YOUR RECOMMENDATION FOR FURTHER CONSIDERATION THE ITEM

[14. UPDATE ON BOARDS AND COMMISSIONS- VACANCIES]

NUMBER 14 IS NOT THERE ON BOARDS AND COMMISSIONS AND VACANCIES.

ARE WE DOING THAT TODAY? I DON'T REMEMBER THAT OR DOING THAT TODAY.

WE DON'T HAVE TIME. YES. WE DON'T HAVE TIME.

WE'D LIKE TO MOVE ON NATURAL RESOURCES COMMITTEE. I AGREE I WOULD FIND SO ABSENT ANY OTHER FURTHER COMMENTS OR OBSERVATIONS. THIS IS ADJOURNED.
