FOR EXAMPLE, WALMART PLAZA, THE CLEAR-CUT EYESORE OF THE, OF THE STORAGE BUILDING ON BUCK WALTER PARKWAY AND THE NEW MEDICAL BUILDING THAT IS GOING UP ON THE PARKWAY.

I'M JUST APPALLED THAT WHOEVER'S RESPONSIBLE FOR HANDLING THE PERMITS.

AND I HAVE THREE CONCERNS THAT I FEEL WARRANT A REJECTION OF THE PROPOSED ORDINANCE AMENDMENT.

NUMBER ONE, IF, IF ONLY ONE UNIT MAY BE SHORT-TERM RENTED, CAN THE OTHER BE LONG-TERM RENTED? I DO NOT THINK IT IS WITHIN THE SCOPE OF THIS COUNCIL TO DEFINE THE NUMBER OF UNITS THAT MAY HAVE A SPECIFIC USE POST-CONSTRUCTION TO LIFE SAFETY OF THE OWNER, GUESTS AND VISITORS WHO STAY IN THE RENTAL SHOULD BE THE PRIORITY.

AND THREE, THE BUILDING DEPARTMENT IS TASKED WITH MAKING SURE COMPLIANCE FOR SPECIFIC USE OF A SPACE IS ACHIEVED AND THIS USE SHOULD BE TREATED NO DIFFERENTLY THAN ANY OTHER IS RENTING AN ACCESSORY DWELLING UNIT OR THE MAIN HOUSE OF A SINGLE FAMILY HOME, A BUSINESS, ACCORDING TO ALBURY VERSUS UNITED STATES, THREE OH TWO F DOT TWO D SEVEN 90 OWNING RENTAL PROPERTY QUALIFIES AS A BUSINESS.

THE DOCUMENT BEGINS ON PAGE 1.2, BY SAYING NESTLED ALONG THE, ALONG THE BANKS OF THE MAY RIVER, THE OLD TOWN, BLUFFTON IS TREASURED BY RESIDENTS AND BUSINESSES ALIKE OR NATURAL BEAUTY AND UNIQUE PHYSICAL CHARACTER.

I SUGGEST THIS CHANGE WOULD ONLY BE FOR THE OLD TOWN AREA, ROUGHLY FROM PRITCHARD STREET TO HAYWARD STREET.

AND FROM THE MAY RIVER TO MAY RIVER ROAD DEVELOPMENT IS IMPORTANT AND ENCOURAGED, BUT WE MOST RESPECT OUR HISTORY AND HERITAGE.

SO WHAT THEY DID IN THE OLD TOWN MASTER PLAN ON PAGE 1.2, THE TOWN STRIVES TO ACHIEVE ECONOMIC VITALITY THROUGH DEVELOPMENT AND REDEVELOPMENT WHILE ENSURING THAT BLOCKCHAIN'S COMMUNITY CHARACTER AND HISTORICAL HERITAGE ARE PRESERVED.

UM, IT WAS IDENTIFIED, UH, FIRST A WORKSHOP A COUPLE OF YEARS AGO IN CONJUNCTION WITH STRATEGIC PLANNING.

BUT THE PURPOSE OF THIS WORKSHOP TONIGHT IS TO GET YOUR INPUT ON DEVELOPING SOME STANDARD OPERATING PROCEDURES TO SUPPORT THE DEMEAN, THE DOMINION ENERGY TREE TRIMMING ACTIVITIES THAT ARE GOING TO TAKE PLACE, UH, WITHIN THE TOWN OF LEFT-HAND PROBABLY WITHIN THE NEXT SIX MONTHS OR SO, A LITTLE BIT OF BRAC BACKGROUND FOR YOU.

UH, AS I SPOKE BEFORE, FORMALIZING A PROCESS FOR THIS WAS IDENTIFIED AS A PRIORITY IN THE FY 1920 STRATEGIC PLAN, UH, DOMINION ENERGY, WHICH IS FORMERLY SCE AND G PERFORMS RIGHTS OF WAY MAINTENANCE AND TREE TRIMMING ON A FIVE-YEAR CYCLE.

IN THE LAST TIME THEY PERFORMED THIS, UH, MAINTENANCE WAS FIVE YEARS AGO IN 2015.

AND SO IN 2020, WE ARE DUE, AND THIS HAS BECOME A RELEVANT TOPIC FOR US TO MOVE FORWARD ON.

UH, STAFF CONTACTED THE TOWN OF EDISTO BEACH, WHO WE UNDERSTOOD, UH, HAD A PROCESS IN PLACE TO PROVIDE SOME OVERSIGHT OF TRIMMING ACTIVITIES WITH SCE AND G.

WHAT WE FOUND OUT WAS THERE WAS NO FORMAL AGREEMENT WITH SCE AND G HOWEVER, UH, THE TOWN DID GET SOME COOPERATION FROM THEM FOR THE USE OF AN AD HOC COMMITTEE THAT THE, UH, TOWN COUNCIL APPOINTED AND THAT BODY FOLLOWED THE TRIMMING CREWS AROUND, AND THEY PROVIDED INPUT AS THEY WERE DOING THE TRAINING.

THE BODY CONSISTED OF REPRESENTATIVES FROM THE EDISTO BEACH PROPERTY OWNERS ASSOCIATION AND THE EDISTO LAND TRUST.

OKAY.

UH, STAFF HAS ALSO BEEN IN CONTACT WITH DOMINION ENERGY STAFF.

UH, KIM JONES HAS BEEN IN CONTACT WITH THEM.

I HAVE BEEN IN CONTACT WITH THEM.

THEY HAVE BEEN VERY RESPONSIVE TO US.

UH, WE DO KNOW THAT MAINTENANCE IS TENTATIVELY SCHEDULED FOR THE NOVEMBER, DECEMBER TIMEFRAME, BUT MAY POSSIBLY BE PUSHED LATER THAN THAT.

UH, IT'S AN EARLY 20, 21.

UM, WE ARE ASSURED THAT DOMINION ENERGY WILL PROVIDE AMPLE NOTICE OF ACTIVITY, AND, UH, THEY HAVE PROMISED US THAT THEY WILL MEET WITH TOWN STAFF AS NEEDED PRIOR TO BEGINNING WORK.

SO THE NEXT STEP OF THIS PROCESS IS DETERMINED WHAT YOUR WILL IS, UH, WITH REGARD TO PROVIDING OVERSIGHT FOR THIS ACTIVITY AND WORKING WITH THE MINION ENERGY, AND THEN PENDING YOUR DIRECTION.
