AND ONE REQUEST FOR STORED RECORDS SCANNING AND MY CREW FILMING PERMANENT RECORDS FOR HISTORICAL PURPOSES. YES, SHE DOES CARRY OUT THE DESTRUCTION OF APPROVED RECORDS THAT MET THEIR RETENTION REQUIREMENTS AND SHE DOES MASS ALL THE LOOP STUFFING JOBS SHE OFF SERVERS OVERSEAS COUNTIES INTERNAL MAIL SYSTEM AND THAT'S QUITE A TASK EVERYDAY FOR HER TO CARRY THAT OUT. SHE ALSO SERVES VARIOUS DEPARTMENTS WITH SUPPORT FUNCTIONS ON A DAILY BASIS, INCLUDING OVERSEEING THE FLOW OF DOCUMENTS, SOME SUBMISSIONS FOR ATTORNEY APPROVAL AND SIGNATURE.

KATHY WORKS WITH THE SOUTH CAROLINA INSURANCE RESERVE FUND TO TRACK POLICY COVERAGE OF LITIGATION CASES IN THE COUNTY AND MAINTAINS RECORDS OF DISTRIBUTION OF LEGAL FEES REIMBURSEMENTS PAID BY THE SOUTH CAROLINA INSURER RESERVE FUND TO BEAUFORT COUNTY.

WE SAW NO INCREASE IN THE BUDGET. SO YOU'LL SEE HERE THAT STATE AND FEDERAL MANDATES MAKE UP 39 PERCENT OF THE BUDGET. OTHER EMPLOYEE COMPENSATION AND BENEFIT INCREASES ACCOUNT FOR 21 PERCENT. WE HAVE OPERATIONAL INCREASES WHICH ARE GENERALLY OUR CONTRACTUAL SERVICES. SERVICE PROVIDERS SUCH AS MAINTENANCE AND CUSTODIAL STUDENT ACHIEVEMENT. WE HAVE SOME FUNDING TO ADDRESS STUDENT ACHIEVEMENT YOU'LL SEE MORE LATER IN THE PANDEMIC FUNDS AS WE AS WE REVIEW THOSE AT THE END OF THE PRESENTATION DISTRICT SUPPORT SAFETY AND SECURITY AND EFFICIENCY STUDY.

THAT WAS WAIVED IN 2012 WHEN THEY WERE RECESSIONARY IN A RECESSIONARY PERIOD AND AND SO WE ARE ASKING TO PROPOSING TO RESTORE THAT STEP THAT HAS BEEN MISSED FROM 10 YEARS AGO. AND LASTLY THE WE ARE PROPOSING TO RAISE THE MAX TEACHER STEP FROM 24 TO 25 YEARS. THE STATE CURRENTLY FUNDS THROUGH UP THROUGH A MAX STEP OF TWENTY THREE YEARS OUR SCHOOL DISTRICT.

SMACK STEP IS 24 MORE YEARS AND WE ARE RECOMMENDING TESTS RAISED BY ONE STEP THAT COST IS RELATIVELY MINIMAL IN THE TERMS OF THE SIZE OF THIS BUDGET BUT IT IS VERY IMPACTFUL.

>> BUT IF YOU CAN'T GET KIDS TO SCHOOL THERE, THEY'RE NOT WORTH MUCH SO.

SO THERE IS A VERY IMPORTANT CATEGORY AS WELL AS ALL OF OUR OTHER EMPLOYEES AS WELL.

SO AS YOU KNOW, THE REVENUES FOR THE DISTRICT ARE MADE UP LOCALLY AT 60 PERCENT.

WE HAVE 37 PERCENT STATE REVENUE AND A VERY SMALL PORTION OF FEDERAL AND OTHER REVENUE SOURCES. SO LOCALLY TAX REVENUES IS THE MAJORITY OF THAT THAT LOCAL

SOURCE AND OUR STATE REVENUES. >> THERE ARE A COUPLE OF MAJOR CATEGORIES EFA EDUCATION FINANCE ACT STATE CLASSROOMS, ACT 3 TO 8 OR TIER 3 REIMBURSEMENT IN SOME OTHER STATE PROPERTY TAXES WITH THIS EFA OR EFA BEING A SMALLER PORTION WHICH EFA IS THE STATE FUNDING FORMULA? PRIMARY STATE FUNDING FORMULA SOUTH CAROLINA FOR SCHOOL DISTRICTS. HOWEVER BEAUFORT IT RECEIVES THE SMALLEST PERCENTAGE OF BASE STUDENT COST IN THE ENTIRE STATE DUE TO OUR PERCEIVED WEALTH BASED ON ASSESSED VALUE.

SO WE'RE AT 24 PERCENT. SO WHEN THE STATE ALLOCATES TWENTY ONE HUNDRED DOLLARS PER PUPIL WHICH THEY HAVE THIS YEAR WITH I BELIEVE THERE'S A RECENT PROPOSAL TO RAISE TO TWENTY FIVE HUNDRED AND SIXTEEN. WE RECEIVE ABOUT SIX HUNDRED DOLLARS PER STUDENT SO OUR EFA ALLOCATION IS ABOUT 17 MILLION DOLLARS OF ABOUT 90 MILLION OF STATE REVENUE.

FIRST IT WAS THE LACK OF LEGISLATIVE AUTHORITY AND THEN IT WAS THE CUMBERSOME PROCESS OF HIRING A CONSULTANT COMPLYING WITH STATE LAW AND THERE'S BEEN A LOT OF MANY STUMBLING BLOCKS ALONG THE WAY AS WELL. WE FINALLY REACHED A POINT WHERE WE CAN ACTUALLY MOVE FORWARD ON THIS THING. AND AS MR. GREENWAY, OUR NEW ADMINISTRATOR CONGRATULATIONS SIR HAS JUST POINTED OUT THERE ARE PLENTY OF SCHOOL, PLENTY OF HOUSES OUT THERE LOOKING FOR A CERTIFICATE OF OCCUPANCY OR FOR A BUILDING PERMIT AND THE OWNER AND IF THEY GET THESE THINGS WITHOUT PASSING. I'M TALKING ABOUT THE UNINCORPORATED COUNTY IF THEY GET THOSE PERMITS AND MOVE ON WITH THAT THAT MONEY JUST GOES OFF THE TABLE. THERE'S LITERALLY MILLIONS OF DOLLARS ON THE TABLE.

SOME OF THESE DEVELOPMENTS THAT ARE COMING ON STREAM RIGHT NOW. SO WHILE I'M DISAPPOINTED THAT THE MUNICIPALITIES SOUTH OF THE BOARD HAVE NOT SIGNED ON TO THIS YET, THERE IS NOTHING I CAN DO ABOUT THAT. BUT I THINK WE NEED TO BE ABLE TO TAKE LEADERSHIP HERE.

PASS IT WITHOUT INC. COUNTY AND BEGIN TO COLLECT THESE FEES AND LET'S HOPE THAT THE MUNICIPALITIES WILL GET WHATEVER THEY MAY HAVE AND COME ON BOARD AS QUICKLY AS POSSIBLE. BUT FOR US TO LET TO TO ALLOW THIS TO BE KICKED DOWN THE ROAD BY ANYBODY AT THIS POINT I THINK IS IS MALFEASANCE AGAINST THE SCHOOL DISTRICT.
