SO I'M GOING TO CALL THIS, UH, UH, FEBRUARY 26TH MEETING OF THE, UH, NRPC, UH, TO, UH, UH, TO ORDER AND, AND ASK FOR THE PLEDGE OF ALLEGIANCE.

SO I WOULD ASK THAT WE GET THAT CORRECTED AND MAYBE THESE, THE, THESE, UH, THE AGENDA SENT BACK OUT AGAIN.

AND ANOTHER THING IS, UH, I HAVE BEEN REMISS IN STRAIGHTENING OUT THE, UH, DISCUSSION ITEMS. SOME OF THESE ARE ON THE, UH, UH, 21 ACTION ITEMS, UH, LIST.

UM, UH, THERE'S SOME ITEMS HERE ON THE UPDATES, UH, LIKE, UH, UH, THE, UM, UH, IMPACT, UH, FEES AT PARKS AND RECREATION, UH, AND THE, UH, LOCAL PARKS LIST.

UH, SO THOSE ARE ALL ON MY PRIOR PRIORITIZED LIST OF ACTION ITEMS, UH, WHICH IS NUMBER NINE AT THE TOP.

SO WHEN I GO THROUGH MY PRIORITIZE OF ACTION ITEMS, I'LL GO AHEAD AND INCLUDE THESE AS A SHOW UP ON THE NUMBERED LIST THAT I HAVE OUT.

UM, THE REASON I'VE DONE THAT NUMBERED LIST WITH RESPONSIBILITIES AND DATES ON IT IS JUST TO GIVE US A BETTER IDEA OF WHAT ALL THE ACTION ITEMS ARE AND MAKE IT A CONTINUING LIST WITH DATES THAT WE'VE ACTUALLY DONE REVIEWS.

ON THIS SLIDE, WHAT WE'VE DONE IS IDENTIFIED.

WHAT ARE WE CONSIDER ARE IMPORTANT ISSUES IN THIS DEPARTMENT? UH, FIRST ONE IS, UM, PROGRAM COSTS.

UH, OUR JOB IS TO MANAGE SOLID WASTE AND RECYCLED MATERIALS IN THE MOST COST EFFECTIVE AND ENVIRONMENTALLY SUSTAINABLE.

AND YOU'LL SEE, ON THE NEXT LINE, WHICH CINDY, WE'LL TALK ABOUT, GIVE SOME MORE DETAIL HOW MUCH OUR COSTS ARE INCREASING EACH YEAR.

SO THIS IS SOMETHING THAT'S VERY IMPORTANT TO US, AND WE VERY MUCH KEEP A CLOSE EYE ON THAT, UM, INCREASING POPULATION.

UM, HOW DOES THAT IMPACT US? UM, ON AVERAGE, EVERY PERSON GENERATES ALMOST A TON OF WASTE PER YEAR.

UM, B FOR COUNTY TAXES, UH, PAY FOR DISPOSAL OF ALL RESIDENTIAL WASTE GENERATED WITHIN BUFORD COUNTY.

SO AS POPULATION INCREASES, THE AMOUNT OF WASTE PROPORTIONALLY INCREASES.

SO OUR, OUR COSTS INCREASE TOO.

SO THAT'S, THAT'S OBVIOUSLY A FACTOR, UH, WITH WHICH WE HAVE TO MANAGE, UH, THE CONVENIENCE CENTERS.

UM, I HOPE EVERYBODY'S FAMILIAR.

WE HAVE, UH, CONVENIENCE CENTERS FOR A RESIDENTIAL DISPOSAL OF WASTE.

IF YOU DON'T HAVE CURBSIDE COLLECTION, THESE COMMUNITY CENTERS ARE 20 PLUS YEARS OLD.

UM, SOME OF THEM ARE LOCATED ON PRETTY SMALL FOOTPRINTS ORIGINALLY OF CONVENIENCE CENTER USAGE, OR FOR BASICALLY FOR RURAL RURAL AREAS THAT DON'T HAVE THE ABILITY TO, UH, GET CURBSIDE COLLECTION.

SO THERE'S BEEN SOME CHALLENGES, UH, MAINTAINING THOSE, OPERATING THOSE.

UH, WE'VE IMPLEMENTED A FEW CHANGES RECENTLY AND CINDY WE'LL GIVE SOME DETAILS ON THAT.

AND I THINK WE'RE MAKING SOME IMPROVEMENTS, UH, RECYCLING MARKETS, UH, BACK IN 2016, 2017, UH, THERE WAS SOMETHING THAT WAS KNOWN AS THE CHINA SWORD POLICY, AND THAT'S BASICALLY A POLICY THAT CHINA IMPLEMENTED WHERE THEY RESTRICTED THE AMOUNT OF RECYCLABLE MATERIALS.

UH, THEY WOULD IMPORT, UM, UP UNTIL THEN 90 TO 95% OF ALL RECYCLABLES WENT TO CHINA ONCE THEY CLOSED THEIR DOORS, UH, IT REALLY HURT THE, UH, RECYCLING MARKETS.

UH, THE PRICE HAS PLUMMETED AND IT, UH, YOU KNOW, THE MARKETS REALLY TOOK A DOWNTURN.

UH, THE GOOD NEWS IS IN THE LAST SIX, EIGHT MONTHS RECYCLING MARKETS HAVE STARTED COMING BACK.

SO, UH, WE'RE VERY OPTIMISTIC ABOUT THE RECYCLING MARKETS MOVING FORWARD.

UM, LITERARY CONTROL, LITERATURE AND ENFORCEMENT, UH, WE'VE IDENTIFIED LITTER AS A VERY SERIOUS PROBLEM IN BUFORD COUNTY.

UH, FOUR YEARS AGO, WE CREATED A FULL-TIME LITTER IN FOR OUR LITTER CONTROL TEAM.

UH, WE HAVE A THREE PERSON TEAM THAT WORKS 40 HOURS A WEEK, UH, PICKING UP LITTER, UH, AND JUST RECENTLY, UH, COUNTY COUNCIL, UH, COMMISSIONED TWO ADDITIONAL, UH, AN ENFORCEMENT OFFICER'S LITTER CONTROL OFFICERS.

SO THAT GIVES US A TOTAL OF THREE.

OH.

SO I FEEL WE'RE, WE'RE MAKING GREAT STRIDES IN, UH, CONTROLLING LITTER.

WE ALSO HAVE VERY ACTIVE ADOPT THE HIGHWAY PROGRAM.

WE HAVE A HUNDRED AND IT'S OVER A HUNDRED, I THINK IT'S 107 ACTIVE WITHOUT THE HIGHWAY GROUPS, WHICH DO A GREAT JOB OF PICKING UP LATER AND HELPING US CONTROL, UH, LATER ON THE ROADSIDES.

SO AGAIN, WE'VE IDENTIFIED THAT AS AN IMPORTANT ISSUE AND SOMETHING THAT WE'RE VERY AWARE OF AND FINALLY, A HICKORY HILL LANDFILL, UH, HICKORY HILL LANDFILL IS THE LANDFILL OWNED AND OPERATED BY WASTE MANAGEMENT.

IT'S IN JASPER COUNTY.

ALL OF OUR WASTE GOES TO THAT LANDFILL.

WE ARE CONTRACTUALLY OBLIGATED TO TAKE ALL OF OUR WASTE TO THAT LANDFILL THROUGH JUNE OF 2025.

UH, SO WE'RE LOOKING AT AUCTIONS, UH, WHAT ARE WE GOING TO DO WITH OUR WASTE AFTER THAT? HOW ARE WE GOING TO MANAGE IT? UH, IT'S GOING TO TAKE QUITE A WHILE TO GO THROUGH THE PROCESS OF SITING DESIGN, PERMITTING AND CONSTRUCTION.

IF WE'RE GOING TO GO WITH A DIFFERENT, UH, GOING A DIFFERENT ROUTE, UH, THE LANDFILL ITSELF PROBABLY ONLY HAS SIX TO EIGHT YEARS OF LIFE LEFT.

AFTER THAT TIME WASTE MANAGEMENT WILL PROBABLY EITHER BUILD A TRANSFER STATION OR THEY MAY LOOK FOR ADDITIONAL LAND.

SO THERE MAY BE A POSSIBILITY TO CONTINUE A RELATIONSHIP WITH WASTE MANAGEMENT, BUT WE'RE CERTAINLY EXPLORING ALL OPTIONS BECAUSE WE FEEL THERE MAY BE SOME OTHER ALTERNATIVES TO LANDFILLING THAT MAY BE BETTER FOR BUFORD COUNTY.

SO THOSE ARE JUST SOME OF THE IMPORTANT ISSUES THAT WE'VE BEEN DEALING WITH.

UH, RALPH CAN GO TO THE NEXT SLIDE PLEASE.

AND CINDY, I THINK YOU'LL TAKE THIS ONE.

YOU CAN SEE THAT OUR COST ARE ESCALATING.

WE'VE TRIED TO, UM, PLAN AHEAD THE FIRST FEW YEARS YOU CAN SEE THAT THE SOLID LINE IS REALLY WHERE OUR CALLS ACTUALLY WERE.

UM, AND THEN WE STARTED THE RED DASH LINE THIS YEAR, WHERE WE WERE ON TARGET THE $9.3 MILLION.

THAT'S IN OUR CURRENT FISCAL YEAR.

UH, WE ARE PUTTING IN A BUDGET, UH, CURRENTLY FOR OUR NEXT FISCAL YEAR, AND IT WAS ESTIMATED AT 10.3 MILLION.

IT LOOKS LIKE IT MIGHT BE CLOSER TO 10.6.

UM, IN WHAT WE SUBMIT FOR THIS YEAR, UM, AS DAVE MENTIONED WITH THE POPULATION INCREASE, IT'S HARD TO PINPOINT EXACTLY WHAT THOSE COSTS ARE GOING TO BE.

AND EACH YEAR OUR VENDORS OBVIOUSLY INCUR THE CPI INCREASES THAT WE HAVE TO PUT IN THE BUDGET AS WELL.

UM, THE THREE MAJOR, UM, THINGS THAT CONTRIBUTE TO THIS BUDGET, OUR HAULING COST, UM, OUR DISPOSAL COST AND OUR, UM, CALLS FOR HANDLING RECYCLABLES.

SO NEXT SLIDE.

SO WE TRIED TO PUT TOGETHER, UM, ABOUT EIGHT POINTS THAT WE WANTED TO WORK TOWARDS, AND YOU'LL SEE THAT WE'VE ACTUALLY MADE SOME PROGRESS.

UH, ONE IS TO CREATE AN ENTERPRISE FUND, UH, AS DAVE MENTIONED, UM, THE CALLS FOR YOUR SOLID WASTE PROGRAM IS IN THE GENERAL FUND.

AND SO MANY PEOPLE THINK THAT IT'S FREE.

UM, WE'RE, WE'RE TRYING TO CREATE AN ENTERPRISE FUND WHERE THERE WOULD ACTUALLY BE A FEE LISTED ON EACH TAX BILL SO THAT PEOPLE CAN SEE THAT IT'S NOT FREE.

UM, IT'S NOT AN ADDITIONAL CHARGE IS THE SAME CHARGES THAT WERE IN THERE IN THE GENERAL FUND.

IT'S JUST SEPARATED OUT SO THAT EVERYONE CAN SEE WHAT THE SOLID ALWAYS COSTS ARE.

WE'RE WORKING RIGHT NOW ON TRYING TO GET THAT IMPLEMENTED.

UM, ABOUT A YEAR AND A HALF AGO, WE PUT OUT AN RFP FOR CURBSIDE, UH, TRYING TO GET US AN IDEA OF HOW MUCH IT WOULD COST IF WE DID.

COUNTY-WIDE, UH, WE'VE DECIDED TO DEFER THAT NAIL, UH, SO THAT WE CAN GO AHEAD AND LOOK AT OUR OPERATING, UM, OPERATIONS IN TOTAL

AND THEN COME BACK AND WE WILL REVISIT, UH, ITEM NUMBER TWO.

SO IN DOING THAT, WE THOUGHT, WELL, WE'RE GOING TO HIRE A CONSULTANT.

SO WE DID THAT IN TWO PHASES.

UH, ABBY GOLDSMITH DID A REVIEW OF ALL OF OUR OPERATIONS AND OUR CONVENIENCE CENTERS, AND THEN WESTERN AND SAMSON REVIEWED A REGIONAL APPROACH FOR SOLID WASTE.

UH, WE'RE WORKING RIGHT NOW WITH THE GOLDSMITH REPORT AND WE'VE IMPLEMENTED SEVERAL OF HER RECOMMENDATIONS, UM, WHICH GOES ON TO, UH, NUMBER FOUR IS EVALUATE OUR CON CONVENIENCE CENTER USAGE.

WE'VE DONE THAT.

WE'VE IMPLEMENTED SEVERAL THINGS, I'M SURE MOST OF YOU ARE AWARE.

WE, WE DID HAVE TO CLOSE TWO OF OUR CENTERS.

THEY WERE OVER CAPACITY.

THERE WAS NO ROOM FOR EXPANSION.

AND WITH THE IMPLEMENTATION OF OUR NEW DECAL SYSTEM, THERE WAS NO WAY TO PUT THAT IN.

SO OUR GATES CENTER AND OUR PRITCHER VILLE CENTER WERE CLOSED DECEMBER 31ST.

UM, THOSE RESIDENTS WILL GO TO NOW OUR BLUFFTON CENTER OR OUR SHANKLIN CENTER, AND THEN SOME OF THE SMALLER CENTERS THAT ARE OUT IN THE RURAL AREAS, UM, HAVE, UH, GONE DOWN TO THREE DAYS A WEEK.

WE TRIED TO ALTER THOSE SO THAT THE COVERAGE IS ACTUALLY ALL SIX DAYS.

WE CLOSE OUR CENTERS ON WEDNESDAYS FOR MAINTENANCE.

UM, BUT WE'VE, WE'VE PUT A FEW THINGS INTO PLACE.

THE OTHER THING WE'VE DONE WITH OUR CENTERS IS, UH, IN COMPARISON WITH OTHER CENTERS AND OTHER COUNTIES OR LIGHT COUNTIES, UH, WE'VE REDUCED THE HOURS OF OPERATION FROM 7:00 PM TO 6:00 PM.

WE'VE BEEN DOING THAT NOW SINCE, UH, WE'RE IN OUR SECOND MONTH.

UH, IT SEEMS TO BE GOING VERY SMOOTHLY.

UM, WE HAVE NOT DONE A FULL IMPLEMENTATION OF THE DECAL SYSTEM.

UH, WE STARTED IT JANUARY 1ST.

WE HOPE TO GO TO FULL IMPLEMENTATION AT THE END OF MARCH.

UH, NEXT SLIDE, PLEASE.

OBVIOUSLY WE'RE LOOKING AT OUR MATERIALS, RECOVERY FACILITY OPTIONS.

DAVE, WE'LL TALK ABOUT THAT MORE LATER.

UM, WE DID INCREASE OUR ENFORCEMENT EFFORTS AS HE MENTIONED.

UH, WE ALREADY HAD ONE FULL-TIME, UH, ENFORCEMENT OFFICER.

WE HAVE OUR TWO FOREMEN NOW THAT ARE BEING ABLE TO HELP WITH ANY ISSUES THERE AT THE CENTERS.

AND WE STILL HAVE THE SUPPORT OF THE, UH, BEAVER COUNTY SHERIFF'S OFFICE.

UH, ONE OF OUR ANOTHER INITIATIVES WAS TO TAKE ALL OF OUR COUNTY BLASTS TO THE NEW FACILITY THERE IN BUFORD GLASSWORKS, SOUTH CAROLINA.

UH, WE HAVE DONE EVERYTHING ON THE COUNTY END.

I THINK THEY ARE WAITING NOW TO GET APPROVAL FROM WASTE MANAGEMENT.

AND THEN OUR LAST WAS TO TRY TO LOOK AT SOME OTHER OPTIONS FOR SOME OF OUR OTHER WASTE STREAMS. THEN WE'LL TALK ABOUT THAT MORE IN DETAIL LATER.

UH, BUT SOUTH CAROLINA HAS THREE CLASSIFICATIONS FOR WASTE.

UH, CLASS ONE IS YARD OR VEGETATIVE WASTE.

UH, IT'S BASICALLY LAND CLEARING DEBRIS.

IT'S IT'S, UH, BRANCHES, LEAVES, GRASS CLIPPINGS.

UM, IT'S ALL ORGANIC MATTER THAT MATERIAL SHOULD NOT BE GOING TO THE, UH, REGULAR, UH, SUBTITLE D LANDFILL.

UH, SO, UH, SANDY, WE'LL TALK ABOUT WHERE THESE PRODUCTS ARE GOING AND HOW MUCH IT'S COSTING US, BUT, UH, CLASS ONE IS VEGETATIVE WASTE.

CLASS TWO IS CONSTRUCTION, DEMOLITION DEBRIS.

UH, WHAT THAT ESSENTIALLY CONSISTS OF IS INERT MATERIAL.

UH, I THINK THE BEST WAY OF LOOKING AT IT IS IF YOU SEE A NEW HOUSE BEING BUILT OR A NEW BUILDING CONSTRUCTION, AND THERE'S A ROLL-OFF CONTAINER, ANYTHING THAT WOULD BE PUT IN THAT ROLL OFF CONTAINER, IF IT'S, UH, YOU KNOW, CUT OFF TWO BY FOURS, ROOFING, SHINGLES, UH, BLACK, UH, MATERIAL THAT REALLY LENDS ITSELF TO BEING RECYCLED PRETTY EASILY CLEAR THREE IS BASICALLY EVERYTHING ELSE.

THAT'S YOUR HOUSEHOLD GARBAGE.

UH, EVERYTHING YOU THROW AWAY, UM, IS DEFINED AS CLASS THREE THAT'S FAR AND AWAY, THE LARGEST WASTE STREAM THAT WE HAVE TO MANAGE.

UH, ALL OF THAT GOES TO THE WASTE MANAGEMENT HICKORY HILL, LANDFILL, AND JASPER COUNTY.

AND THE FOURTH CLASSIFICATION, I CONSIDER THIS MORE OF A RESOURCE RATHER THAN WASTE IS THE RECYCLABLE MATERIALS.

UM, THAT'S YOUR, UH, CARDBOARD GLASS, PLASTIC METALS.

UM, SO THOSE ARE OUR FOUR MAIN WASTE STREAMS. IN ADDITION TO THAT, IF WE DO HAVE SOME ADDITIONAL, UH, STREAMS THAT WE HAVE TO MANAGE HOUSEHOLD HAZARDOUS WASTE, ELECTRONIC WASTE E-WASTE, UH, TIRES, WHITE GOODS, UH, THEY'RE ALL COMPONENTS, BUT THE QUANTITIES ARE RELATIVELY SMALL.

SO JUST WANT TO DEFINE WHAT THE, UH, FOUR WASTE STREAMS WERE.

JUST TO CONCENTRATE FIRST ON OUR YARD WASTE AT OUR CONVENIENCE CENTERS, THERE

ARE CONTAINERS THERE THAT PEOPLE CAN BRING, UH, THEIR YARD WASTE.

UM, THEY'RE SUPPOSED TO LIMIT THOSE TO NO MORE THAN ONE PICKUP TRUCK LOAD.

THEY'RE SUPPOSED TO COVER THOSE LOADS WHEN THEY COME IN.

SO WE DON'T HAVE A LITTER ISSUE.

AND THEN FROM THE CONVENIENCE CENTERS, OBVIOUSLY WE ARE RESPONSIBLE FOR THE POOLS OF THOSE CONTAINERS AWAY FROM THE CENTERS AND OWN FOR DISPOSAL.

UH, THE TWO PLACES THAT WE GO OR OAKWOOD LANDFILL, AND WE DO USE, UH, SOUTH COAST LOGGING, UH, WHERE THEY ACTUALLY GRIND OUR WASTE AND SEND IT OFF FOR FUELS BLENDING.

MOST OF THE LARGER, THE STUMP LIKE MATERIAL WILL GO TO OAKWOOD AND MOST OF THE REGULAR YARD DEBRIS WILL GO TO SOUTH COAST.

UH, WE SPENT ABOUT 260,000 EACH YEAR FOR JUST HANDLING YOUR DEBRIS.

SO, AS WE'VE TALKED ABOUT WITH THE DECAL SYSTEM, IF IT'S PRIVATE HOMEOWNERS, AND THEY'RE JUST DOING A LITTLE WORK AROUND THE YARD, THAT'S NOT USUALLY A PROBLEM.

UM, WE WERE GETTING A LOT OF ABUSE FROM CONTRACTORS, BRINGING IN, YOU KNOW, SEVERAL LOADS A DAY, INSTEAD OF THEM PAYING FOR THE DISPOSAL.

THEY WERE TRYING TO MAKE SURE THAT THE COUNTY PAID FOR THE DISPOSAL.

SO THE DECAL SYSTEM, WE HOPE WILL CURB SOME OF THAT ACTIVITY.

OUR CLASS TWO WASTE IS OUR CONSTRUCTION AND DEMOLITION TO ALSO INCLUDES BULKY SESSION.

UM, ONCE AGAIN, AS DAVE MENTIONED, UH, THIS IS WHAT YOU WOULD CONSIDER, UM, MATERIAL THAT WOULD COME FROM HOUSE CONSTRUCTION.

UM, IT WOULD ALSO BE IF YOU HAVE ANY BOLT FURNITURE, UH, AND YOU CAN SEE THAT WE WERE ALSO HAVING A LITTLE ABUSE HERE.

UH, CONTRACTORS IS SO MUCH EASIER FOR THEM TO PILE UP THINGS INTO OUR CONTAINERS FOR US TO HAVE TO WORRY WITH INSTEAD OF GOING DIRECTLY TO THE LANDFILL.

SO WE DO HOPE THAT OUR DECAL SYSTEM IS GONNA, UH, CURB SOME OF THIS, UM, WITH THE BULKY.

UM, OBVIOUSLY IF YOU'RE A RESIDENT OF BEAVER COUNTY AND YOU HAVE A COUCH, YOU NEED TO GET RID OF, YOU COULD BRING IT TO ONE OF OUR CENTERS.

HOWEVER, THE ORDINANCE DOES NOT COUNT IF YOU HAVE A VICTIM WHERE YOU'RE TRYING TO EMPTY OUT A WHOLE, UM, RESIDENCE, UH, THAT NEEDS TO GO DIRECTLY TO THE LANDFILL.

UH, YOU CAN SEE THE CALLS FOR DISPOSAL, UH, AND THERE ARE OTHER OPTIONS FOR CONTRACTORS BESIDES OUR CENTERS, WHICH ARE JUST SUPPOSED TO BE FOR RESIDENTIAL.

MUNICIPAL SOLID WASTE IS WHAT WE THINK OF IS YOUR HOUSEHOLD TRASH.

UH, WE DO CURRENTLY USE HICKORY HILL LANDFILL.

WE'RE PAYING ABOUT $44 A TON FOR THAT WASTE.

WHEN IT COMES ACROSS THE SCALE, WE ALSO PAY FOR NOT ONLY THE WASTE, THAT'S GENERATED OUR CONVENIENCE CENTERS.

WE HAVE ABOUT 10 HAULERS IN THE COUNTY AND THEY COME AND GET A PERMIT FROM US EACH YEAR.

SO WHEN THEY TAKE RESIDENTIAL WASTE TO HICKORY HILL, THE COUNTY IS ALSO PAYING FOR THAT DISPOSAL CHARGE.

SO WE USUALLY END UP WITH ABOUT $2.6 MILLION IN TOTAL COST TO HICKORY HILL EACH YEAR.

YEAH, I'LL TAKE THIS ONE TO RECYCLABLES.

I THINK THAT'S WHERE WE HAVE A LOT OF OPPORTUNITY.

UH, THE RECYCLABLES THAT WE COLLECT ARE CARDBOARD PLASTIC, MIXED METALS, GLASS, AND MIXED PAPER.

UH, WE GET ABOUT 4,000 TONS PER YEAR COLLECTED AT THE CONVENIENCE CENTERS.

THIS DOES NOT INCLUDE THE RECYCLABLES THAT ARE COLLECTED THROUGH THE VARIOUS SINGLE STREAM PROGRAMS, UH, THROUGHOUT THE COUNTY.

UH, SO IF YOU HAVE CURBSIDE SERVICE AND YOUR HOLLER PROVIDES A BIN FOR YOU WHERE YOU THROW YOUR RECYCLABLE MATERIALS IN, UH, THE 4,000 TONS PER YEAR NUMBER DOES NOT INCLUDE THOSE QUANTITIES.

SO THOSE QUANTITIES ARE BEING DELIVERED DIRECTLY TO, UH, WE HOPE WASTE MANAGEMENT MATERIAL, RECOVERY FACILITY, WE'RE GOING DIRECTLY TO MARKET, BUT I THINK THERE'S AN OPPORTUNITY TO CAPTURE THOSE.

UM, CURRENTLY WE'RE SENDING ALL OF OUR RECYCLABLE MATERIALS THAT WE COLLECTED THE COMMAND CENTERS TO THE WASTE MANAGEMENT MATERIAL, RECOVERY FACILITY, UM, AND JASPER COUNTY, WE'RE PAYING $58 A TIME.

UH, WE'RE ALSO PAYING PROCESSING CHARGES.

UM, WE'RE CONTRACTUALLY OBLIGATED TO TAKE ALL THESE MATERIALS TO WASTE MANAGEMENT THROUGH JULY 30TH OF THIS YEAR.

UM, WE'RE LOOKING AT, AND CINDY, I DON'T KNOW WHAT THE LATEST NUMBERS ARE.

WE'RE, WE'RE LOOKING AT A MILLION DOLLARS.

DOES THAT SOUND ABOUT RIGHT FOR THIS PROGRAM? YES.

SURE.

YEAH.

SO A MILLION DOLLARS, UH, TO COLLECT AND PROCESS 4,000 TONS OF RECYCLED MATERIALS IS, UM, I DON'T THINK IT'S VERY COST-EFFECTIVE SO WE ARE LOOKING AT OPTIONS.

UH, ONE OF THE THINGS WE'RE LOOKING AT IS POSSIBLY CREATING OUR OWN MATERIAL RECOVERY FACILITY IN THE COUNTY.

UH, WE'RE WORKING THROUGH THAT EVALUATION PROCESS RIGHT NOW.

UNFORTUNATELY, WE'RE NOT GOING TO HAVE THAT DONE

IN TIME TO MEET THE DEADLINE.

UH, SO WE'RE GOING TO BE ISSUING A NEW REQUEST FOR PROPOSAL FOR THIS SERVICE.

WE'RE GOING TO OPEN IT UP TO OTHER VENDORS.

UH, WE HOPE WASTE MANAGEMENT, UM, SUBMITS A PROPOSAL, BUT, UH, WE KNOW THERE'S OTHER VENDORS THAT HAVE EXPRESSED AN INTEREST.

SO WE FEEL VERY CONFIDENT THAT WE'RE GOING TO BE ABLE TO, UH, REDUCE THOSE COSTS AND, AND INCREASE OUR RECYCLING PERCENTAGE.

THEN THE CHINA SWORD POLICY HIT, WHICH REALLY RESTRICTED THE, UH, AS I SAID, THE COMMODITY IS GOING TO CHINA AND THE RECYCLING MARKETS PLUMMETED.

SO THE COST WENT UP TREMENDOUSLY.

UH, WE'RE PROJECTING OUR COSTS TO CONTINUE TO INCREASE.

UH, SO IN ADDITION TO TRYING TO FIND A WAY TO BE MORE EFFECTIVE OPERATIONALLY WITH CONVENIENCE CENTERS, WE'VE IDENTIFIED THIS PROGRAM AS THE NEXT HIGHEST PRIORITY, UH, IS SOMETHING THAT WE REALLY NEED TO ADDRESS.

AND WE'RE WORKING TOWARDS THAT.

SO WE'RE LOOKING AT A MATERIAL RECOVERY FACILITY WE'RE LOOKING TO TRY AND INCORPORATE SINGLE STREAM RECYCLING.

UM, RIGHT NOW, JUST REAL QUICKLY RIGHT NOW THAT THE SYSTEM IS BACKWARDS.

UM, ALL RESIDENTS, RONALD RESIDENTIAL WASTE THAT IS COLLECTED IN BUFORD COUNTY GOES TO THE WASTE MANAGEMENT LANDFILL AND IT'S PAID FOR BY BUFORD COUNTY TAXES.

AND AS CINDY SAID, OUR TIPPING FEES AROUND $44 AT A TIME.

SO IF A HOLLER IS COLLECTING RESIDENTIAL WASTE, HE TAKES IT TO THE WASTE MANAGEMENT LANDFILL.

HE SAYS, IT'S FROM BUFORD COUNTY.

THE BILL GETS SENT TO YOU FOR COUNTY, AND WE PAY FOR THROUGH OUR TAXES.

IF THAT SAME HOLLER IS COLLECTING CURBSIDE RECYCLABLES, THEY TAKE THAT TO WASTE MANAGEMENT MATERIAL, RECOVERY FACILITY.

THEY ARE BEING CHARGED.

I THINK IT'S 160 TO $165 A TON.

SO THERE'S A TREMENDOUSLY HIGH COST TO THE HOLLER FOR RECYCLING.

AND WHEREAS WASTE DISPOSAL IS ESSENTIALLY FREE BECAUSE IT'S PAID FOR THROUGH OUR COUNTY.

SO SYSTEM IS BASICALLY UPSIDE DOWN AND WE'VE GOT TO KIND OF FIND A WAY TO MAKE RECYCLING THE MORE ATTRACTIVE OPTION.

AND WE'RE WORKING TOWARD THAT.

UM, WE'RE ALSO WORKING TO SEE IF THERE IS ANY BENEFIT TO DEVELOP A REGIONAL PLAN.

UH, WE'VE BEEN WORKING WITH JASPER COUNTY AND CARLTON COUNTY HAMPTON COUNTY.

THEY'RE PART OF THE, UH, STUDY THAT WAS COMPLETED BY WESTERN AND SAMPSON.

SO WE'RE LOOKING INTO SOME REGIONAL OPTIONS.

UM, CINDY TOUCHED ON IT.

I THINK WE'RE MAKING SOME GOOD PROGRESS ON NUMBER THREE.

UH, WE'VE MADE SOME CHANGES TO CONVENIENCE CENTER SYSTEM, THE PRELIMINARY NUMBERS, SINCE WE IMPLEMENTED THE DECAL ARE LOOKING VERY GOOD.

AND, UH, W WE HOPE TO MAKE SOME MORE CHANGES AND NUMBER FOUR IT'S A, OR, OR BIG PICTURE GOAL IS TO INITIATE A ZERO WASTE, UH, PROGRAM.

UM, IT'S VERY IDEALISTIC.

IT'S A, A PROGRAM THAT'S BEEN GETTING A LOT MORE, UM, POPULARITY, A LOT MORE MOMENTUM IN THE UNITED STATES, UH, PARTICULARLY IN A WEST COAST.

AND, AND IT'S BASICALLY JUST GETTING PEOPLE TO RETHINK A WAY THEY, THEY MANAGE THEIR WASTE, UH, RATHER THAN JUST, YOU KNOW, NOT THINKING ABOUT IT AND THROWING EVERYTHING AWAY.

THERE SHOULD BE SOME IMPACT ASSOCIATED WITH THE WASTE REGENERATE.

UH, SO WE'RE GOING TO DO A LOT OF EDUCATION, A LOT OF OUTREACH TO TRY TO WAIT, TRY TO CHANGE THE WAY PEOPLE THINK AND, UH, BE MORE RESPONSIBLE FOR THE WASTE THEY GENERATE, WHICH WILL HELP US NOT ONLY FROM AN ENVIRONMENTAL PERSPECTIVE, BUT OBVIOUSLY FROM A COST PERSPECTIVE.

AND I THINK THAT IS IT.

SO THE VERY FIRST ROLLOUT, YOU KNOW, WE WERE KIND OF HIT AND MISS, AND I GUESS, SO A LOT OF PEOPLE, THERE WERE SOME DELAYS, A LOT OF THE INFORMATION THAT WE GOT, THAT WASN'T DONE A LINE ON THE POSTCARDS.

A LOT OF THAT INFORMATION WAS VERY POOR.

UM, WE HAD ANTICIPATED OUT OF, UH, THE TAX OFFICE, GAVE US A RESIDENTIAL COUNT OF ABOUT 92,000 HOUSEHOLDS.

AND WE KNEW FROM THE DATA THAT WE GET FROM THOSE PERMITTED CURBSIDE HAULERS, THAT THERE'S ALREADY ABOUT 57,000 HOUSEHOLDS IN BEAVER COUNTY, THAT RECEIVED SERVICE.

SO WE KIND OF FELT LIKE WE WERE LOOKING AT A POPULATION FOR DECALS OF ABOUT 35,000.

UM, THAT'S NOT TO SAY, IF YOU HAVE CURBSIDE, YOU COULD NOT GET THEM DECAL.

SO WHERE WE ARE RIGHT NOW IS WHERE WE'VE ISSUED A LITTLE OVER 38,000 DECALS.

WE ARE DOWN TO THE LAST ABOUT 1500 THAT WE ARE HAVING TO MANUALLY GO THROUGH, CALL PEOPLE.

A LOT OF THEM ARE AIR PROPERTIES.

SO YOU MAY HAVE A MULTIPLE RESIDENTS ON ONE, UH, PARCEL OF LAND.

UM, I HAVE TO ALWAYS CONGRATULATE ANGEL MARCENE KOWALSKI'S, SHE'S MY BUSINESS MANAGER, AND SHE WORKS NONSTOP EVERY DAY.

I THINK IT'S A REMARKABLE FACILITY OUT THERE THAT AS THEY COME ONLINE IS GOING TO HELP US AND HELP PROVIDE REALLY GREAT JOBS THAT ARE GOING TO TAKE CARE OF SOME OTHER BROADER COMMUNITY PROBLEMS AROUND THERE, AROUND THE REGION, LONGTERM, UH, HAVE YOU, AND YOU HAD ANY CONVERSATIONS WITH OLIVER'S CLEAN BURN, UH, WHICH IS JUST DOWN THE STREET FROM GLASSWORKS.

THEY'VE GOT A SMOKELESS INCINERATOR WHERE THEY CAN TAKE A TREE AND YARD DEBRIS, UH, HEATED AT HIGH TEMPS TO BURN IT OFF.

UH, AND IT CREATES FROM A HOMETOWN, A A HUNDRED POUNDS OF DEBRIS.

IT TAKES IT TO LIKE A POUND OR TWO POUNDS OF POT ASH THAT THEY'RE ABLE TO USE.

AND, UH, AGRICULTURE, A NUMBER OF OTHER COMMERCIAL USES.

UM, I, I DO KNOW FROM A FEMA STANDPOINT, THERE IS A DEADLINE ON GETTING THE FLOOD PREVENTION ORDINANCE PASSED, I BELIEVE BY THE END OF MARCH.

SO, UM, YOU KNOW, OF COURSE ONLY WE SORT OF BACKED OURSELVES INTO A CORNER ON THE FLOOD PREVENTION SIDE WHERE I FEEL LIKE WE'VE GOT TO GET THAT THING PASSED BY THE END OF THE MARCH.

UH, IS THERE ANY UPDATE ON THAT AT ALL? CERTAINLY THE MAYORS HAVE, UH, HAD A CONVERSATION ABOUT THAT AND ARE, UH, FORMULATING A JOINT MESSAGE BACK TO THE COUNTY ON WHERE WE WOULD LIKE TO SEE LOSS.

UH, WE WOULD LIKE TO SEE LOCAL OPTION SALES TAX PUT ON THE BALLOT IN NOVEMBER OF 2021.

I KNOW THERE'S SOME COUNCIL MEMBERS HAVE EXPRESSED A CONCERN ABOUT, ABOUT THE IDEA OF A SPECIAL ELECTION FOR ONE ITEM LIKE THIS.

UM, BUT IT'S IMPORTANT TO REMEMBER BOTH THE TOWN OF BLUFFTON AND THE TOWN OF HILTON HEAD WILL ALSO HAVE ELECTIONS FOR THEIR, UH, LEADERSHIP AT THE SAME TIME.

UM, WE BELIEVE THE TIME IS RIGHT TO GO AFTER A LOCAL OPTION SALES TAX TO NOT ONLY PROVIDE TAX RELIEF IN A TAX REBATE FROM OUR CITIZENS, BUT ALSO TO PROVIDE A NEW FUNDING SOURCE.

SO THE RESPECTIVE JURISDICTIONS, THE CITY OF BUFORD, IT'S GOING TO GO SOLELY TO OUR CAPITAL IMPROVEMENTS PLAN.

UM, SO SOME MORE FORMAL COMMUNICATION IT'S COMING SOON, BUT, UH, I WOULD HOPE THAT THE FOLKS ON THIS CALL WOULD HELP ADVOCATE, UH, FOR A LOCAL OPTION SALES TAX WITH, WITH THE MUNICIPALITIES WHO SEEM TO BE IN LOCK STEP ON THE ISSUE.

AND I'M SORRY, THE TOWN OF CORAL ALSO HAS AN ELECTION 10 THIS NOVEMBER BALLOT.

UM, SO THE DEAL, THE ELECTION PROCESS IS ALREADY IN PLACE.

THE ELECTRIC COMMITTEE IS WORKING, SO IT'S JUST A MATTER OF ADDING, UH, POLLING LOCATIONS.

SO DO YOU ALL HAVE ANY, UM, A DATE IN MIND OR A TIMEFRAME IN MIND, UH, FOR, UH, PASSING ALONG THE INFORMATION TO THE REST OF US AND OR TO THE COUNTY A LETTER IS BEING WORKED ON RIGHT NOW? UM, BUT THERE WAS A COMMITMENT BY THE COUNTY AT THAT TIME TO DRAFT ORDINANCE LANGUAGE AND TO GO AHEAD AND GET IT MOVING THROUGH THE PROCESS SO THAT IT WOULD BE PUT ON THE BASS.

UM, SO ALL WE'RE GONNA DO IS SORT OF REINFORCE THAT POSITION, UH, THAT WE'D LIKE TO GET IT PUT ON BALLOT AND A COMMITMENT BY THE COUNTY THAT HAPPENED SOONER RATHER THAN LATER, BECAUSE IT IS GOING TO TAKE A EDUCATIONAL EFFORT, UH, FOR CITIZENS TO UNDERSTAND THE BENEFITS AND HOW IT, THE MECHANICS OF A LOCAL OPTION SALES TAX WORK DIFFERENTLY THAN A CAPITAL PENNY.

UM, SO, YOU KNOW, WE'RE PROBABLY LOOKING AT 2 CENTS SALES TAX.

UM, AND I GUESS MY QUESTION IS REALLY, UM, IF WE WENT WITH THE LOSS IN 2021 AND THE COUNTY CAME BACK IN 2022, UH, WITH A CAPITAL PENNY SALES TAX, UM, WONDER WHAT KIND OF, UH, COMMENTS, THE CITIZENS WHO WAS GOING TO, UH, HAVE AT THAT TIME, UH, BECAUSE, YOU KNOW, IT'S, IT'S 2 CENTS VERSUS IF WE DID IT ALL THE SAME TIME AND DID THE PROPER EDUCATION, UM, IT WOULD FLY, UH, WITH THE 2 CENTS HAVING IT DONE AT THE SAME TIME.

THAT'S JUST WHERE I AM.

AND I NEED Y'ALL TO HELP ME PROCESS, UM, MOVING FORWARD WITH A LOSS IN 2021, VERSUS DOING BOTH THE CAPITAL IN 2022 AND THE LOSS IN 2022 AND PROPERLY EDUCATING THE CITIZENS TO LET THEM KNOW THAT, UM, IT'S GOING TO BE IN THE CITIZENS INTEREST FOR BOTH, UM, TO BE DONE.

THAT'S, THAT'S ALL, NOPE, BECAUSE WE'RE GLOBAL, RIGHT? I UNDERSTAND YOUR CONCERN.

AND HERE'S MY THOUGHT ON THAT.

I'M NOT GOING TO SPEAK FOR ALL THE MAYORS, BUT WE EACH HAVE OUR THOUGHTS, BUT I THINK WE'RE PRETTY UNIFIED ON THIS.

IF YOU WERE TO DO THE LAST IN 2021, THEN YOU WOULD KNOW THAT THAT REVENUE IS GOING TO BE COMING AND THAT'S IN PERPETUITY.

THAT'S NOT A SHORT-TERM, YOU CAN USE THAT AND REPLANT THEN THE CAPITAL, AND YOU MAY BE ABLE TO REDUCE THE ONE.

THE SECOND ONE SAID EITHER FOR ITS TIMEFRAME WHEN THE AMOUNT OF DOLLARS, BECAUSE YOU'RE LOCKING IN A LOSS FIRST, AND LAST IS GOING TO GIVE THE COUNTY AS WELL AS THE MUNICIPALITIES, A CAPITAL POT THAT THEY CAN USE IT IN SLASH BORROW AGAINST.

SO BY SEPARATING THEM A LITTLE BIT, IT ALLOWS YOU TO PUT, EDUCATE THE CITIZENS, PUT IT IN PLACE, AND THEN REDUCE THAT CAPITAL ONE SENSE THAT YOU MAY NEED LATER ON.

PLUS, YOU'D BE ABLE TO FOCUS THAT ON SPECIFIC PROJECTS, IT ALLOWS THE MUNICIPALITIES TO HAVE ITS CAPITAL POT AND WORK AND WORK WITH THE MUNICIPALITIES, INSTEAD OF TRYING TO ADD OUR PROJECTS TO YOUR CAPITAL LIST.

AND THEN YOU HAVING TO DECIDE WHETHER YOU WANT TO KEEP THEM ON, TAKE THEM OFF AND PRIORITIZE THE MUNICIPALITIES CAN FOCUS ON THEIR OWN AND WORK.

SO THAT'S WHY WE BELIEVE LOST WORK BY SEPARATING THE TWO, WHICH WAS THEN WE KNOW THAT FUNDING STREAM IS IN PLACE.

WE CAN PLAN PROJECTS OFF OF THAT FUNDING STREAM AND THEN LOOK AT THE BIGGER CAPITAL FOR THOSE REGIONAL ITEMS THAT ARE NOT SO MUCH LOCALIZED.

YEAH.

I AGREE WITH THAT, JOE AND COUNCILMAN GLOVER, I WOULD JUST ADD THE OTHER, THE OTHER THING THAT I LIKE ABOUT LOST, UM, IS THAT SINCE ACT THREE 88 WAS PASSED IN 2008.

IF YOU LOOK AT THE MILLAGE INCREASES, ESPECIALLY ON THE SCHOOL DISTRICT OPERATION SIDE, IT'S BEEN A SIGNIFICANT INCREASE, UH, AND THAT'S PRIMARILY ON SIX PERCENTERS.

AND I THINK WHEN WE THINK ABOUT SIX PERCENTERS, WE GENERALLY THINK IT'S COMMERCIAL PROPERTY OWNERS, BUT IT'S ALSO OUR LONG-TERM RENTALS.

AND SO MANY OF OUR WORKING OR WORKING POPULATION, UH, FOLKS WHO ARE LIVING AT, OR BELOW THE POVERTY LINE, OR JUST ABOVE THEY'RE IN THESE LONG-TERM RENTALS.

AND IF YOU LOOK AT THE 6% PROPERTY TAX GETS PUT A TREMENDOUS STRAIN ON THOSE PROPERTIES, AND THEN THOSE, THOSE RANGERS, UH, LOST PROVIDES A PROPERTY TAX CREDIT.

I KNOW IT'S NOT DIRECT TO THE RENTERS, BUT MY HOPE IS IT DOES PROVIDE SOME INDIRECT LONG-TERM RELIEF, UH, ON THE LONG-TERM RENTAL, UH, POPULATION.

UH, THE OTHER THING I THINK IT DOES IS THAT CAPITAL PHINEAS TYPICALLY LOOKED AT FOR MAJOR PROJECTS, $30 MILLION WORTH OF ROAD WORK ON LADY'S ISLAND, $180 MILLION ON HILTON HEAD FOR BRIDGES, BUT THE MUNICIPALITIES HAVE A PILE OF SMALLER PROJECTS, SIDEWALKS, PARKS, UH, SOME ROAD ROAD REPAVING THAT I'M NOT SURE RAISED TO THE LEVEL OF BEING PUT ON A CAPITAL TENNY LIST.

SO THIS WOULD GIVE US AN ONGOING SOURCE OF FUNDING THAT WE CURRENTLY DO NOT HAVE TO BE ABLE TO CONSISTENTLY ANNUALLY TACKLE THOSE, THOSE SMALLER PROJECTS THAT MIGHT NOT, MIGHT NOT RISE TO THE LEVEL OF BEING PUT ON THAT, THAT CAPITAL LIST.

AND I LIKE THAT 40 TO 50% OF THE PAINTING IS GOING TO BE PAID BY VISITORS, NOT BY LOCAL RESIDENTS.

UM, SO I I'D CERTAINLY WORTH A FURTHER CONVERSATION BETWEEN ALL OF US, ESPECIALLY AS WE FIGURE OUT HOW TO EDUCATE VOTERS ON WHY IT'S THE RIGHT WAY TO GO.

AND WE ASKED THEM TO GO BACK AND, UH, THEY COME BACK WITH RECOMMENDATIONS ON HOW TO FUND PROJECTS.

AND PART OF THAT DISCUSSION WAS OF COURSE, UM, THE 1 CENTS OR THE PENNY SALES TAX IMPLEMENTATION.

SO WITH THIS, I THINK WE JUST PROBABLY NEED TO, UM, UM, IF YOU'RE GOING TO DO SOMETHING IN 2021, LIKE I WOULD SAY IT JUST NEED TO BE NEW ON THE AGENDA, BUT IT ALSO NEEDS TO BE A PART OF THAT STRATEGY OF HOW DO WE FUND ALL THESE PROJECTS OVER THIS TIME PERIOD.

AND HOW DO WE INCORPORATE LOSS AS WELL AS THE 1 CENT SALES TAX TO GET ALL THIS STUFF ACHIEVED? UM, I LIKED WHAT YOU SAID, UM, MEMORY THAT, UM, A THIRD OF THE COST WILL BE PAID BY OUTSIDE FOLKS.

AND I ALWAYS LIKED THAT.

UM, SO I THINK WE NEED TO MOVE FORWARD WITH IT.

AND I REALIZED THAT A LOT OF TIMES THINGS DON'T NEATLY FALL IN A CATEGORY, BUT WE HAVE, UM, YOU KNOW, ONE CATEGORY ARE POCKET PARKS.

THESE ARE SMALL PARKS AND SQUARES PRIMARILY.

UH, THEY, THEY TEND TO BE MUNICIPAL IN NATURE, TOWN OF PORT ROYAL CITY BUFORD.

AND WE'VE SEEN A LOT OF IMPROVEMENTS.

UH, THERE'S SEVERAL ON HERE THAT ARE UNDEVELOPED, LIKE WHITE HALL, UM, THE PINE VIEW TRACT ON LADY'S ISLAND, YOU KNOW, THOSE ARE ALL KIND OF IN THE PLANNING STAGES.

UM, AND THEN WE ALSO HAVE, YOU KNOW, PORT ROYAL, CYPRESS WETLANDS, CRYSTAL LAKE PARK, FORT HERITAGE PRESERVE, YOU KNOW, SO YOU KIND OF AND UNDERSTAND, YOU KNOW, YOU CAN SEE FROM THIS, THAT THESE ARE ALL TEND TO BE PASSIVE IN NATURE AND SOMETIMES HAVE SOME SORT OF HISTORIC, UM, YOU KNOW, SITE INTERPRETATION OF HISTORIC SITE.

UM, AND WHAT MY TECHNICAL COMMITTEE COMMITTEE DECIDED TO DO WAS TO PUSH IT OUT ONE MORE TIME.

UM, SO IT, THE PUBLIC COMMENT PERIOD JUST CLOSED OUT ON FEBRUARY 19TH.

SO OUR CONSULTANTS HAVE THAT, UH, THOSE ENHANCED, THAT ENHANCED PUBLIC, UH, UH, UH, PARTICIPATION, UH, THEY'RE FOLDING IT IN.

UM, SO WE LOOK FORWARD TO THE TECHNICAL COMMITTEE AND THE CONSULTANT ONCE AGAIN, GET BACK TOGETHER PROBABLY WITHIN THE NEXT WEEK OR SO.
