WE'RE CALLING IT A STABLE HOUSING, BUT HOUSING IS 71 HALF MORE. AT LEAST THAT THAT'S WHERE WE ARE RIGHT NOW WITH THAT. UM, SO WE HAVE DONE THAT. AND AGAIN, WE HAVE A LOT OF SETTLEMENTS THAT ARE GONNA PROBABLY FALL UNDER THOSE PARAMETERS. AS FAR AS THE RICHMOND PRICE POINTS, WE HAVE DONE SOME OTHER CHANGES. ACCESSORY DWELLING UNITS, DISTRICTS, WHERE THEY WEREN'T PREVIOUSLY ALLOWED. THAT'S GOOD BECAUSE IT CREATES A UNIT. AND A LOT OF TIMES IT ALSO ALLOWS FOLKS MAYBE WHO ARE STRUGGLING TO CONTINUE TO MAKE THEIR PAYMENTS, TO, YOU KNOW, RECEIVE SOME ADDITIONAL INCOME AS WELL. THERE'S CERTAINLY SOME REQUIREMENTS THAT, THAT AS FAR AS PARKING AND THINGS LIKE THAT, BUT BUDGET THAT'S SOMETHING THAT WE WANTED TO OFFER. AND WE ALSO, WE PREVIOUSLY DID NOT HAVE A PROVISION TO ALLOW FOR DUPLEXES AND A LOT OF EXPANSION, AND WE CHANGED THAT AS WELL. SO NOW WE HAVE DUPLEXES OR TWO FAMILY BELONGINGS AS WELL. AND ALSO THE SCHOOLS HERE IN HARTSVILLE, WE HAVE VOLUNTARY DEVELOPMENT FEES THAT WE NEGOTIATE EVERY TIME WE DO A DEVELOPMENT AGREEMENT. AND, UH, UH, WE, WE AGREED THAT UP TO 50% OF THEIR UNITS COULD, COULD PAY SOME REDUCED FEES IF THEY FELL WITHIN CERTAIN PRICE. AND THEY'LL THEY'LL, THEY WILL SHOW US EACH YEAR, THEY'LL SHOW US LIKE KIND OF, YOU KNOW, WHAT THE ACTUAL SALES PRICE WAS OF CERTAIN UNITS. AND THEN WE WILL REFUND THE DIFFERENCE IN THOSE FEES. WE FELT LIKE IT WOULD BE KIND OF AFTER THE FACT, BUT THEY WILL GET THEIR MONEY BACK TO MAKE THOSE UNITS MORE AFFORDABLE. SO THAT'S A GOOD THING, BUT THAT'S REALLY WHERE WE, WHERE WE ARE RIGHT NOW. AND, YOU KNOW, THERE'S A LOT OF DIFFERENT COMPONENTS OF THAT. UM, I THINK WE'RE GETTING SO AGAIN, WE'RE, WE'RE, UH, WORKING WITH THEM, GIVING THEM INFORMATION THAT CONSULTANT, THEN WE'LL SEE WHAT THEY FOUND WITH. UM, A COUPLE OTHER THINGS WE'VE LOOKED AT IS CERTAINLY THE CITY PURCHASING SOME LAND MAY BE, AND THEN TURNING IT AROUND AND LETTING IT GO RELATIVELY INEXPENSIVELY TO PROVIDE FOR THIS KIND OF HOUSING. AND THE OTHER THING WE'VE LOOKED AT THAT IS, UM, AND I'M SURE YOU ALL ARE AWARE OF THIS, THAT THE CONNECTION FEES WITH BJ WSA ARE, CAN BE VERY EXPENSIVE. AND WE'RE TRYING TO FIGURE OUT IF WE CAN CREATE A PROGRAM THAT MAYBE CAN AT LEAST OFFSET OR, OR SOMEWHAT REDUCE THOSE FEES. I MEAN, CERTAINLY WE USE AWSA NEEDS TO BE MADE WHOLE IN SOME MANNER, BUT WE NEED TO FIGURE OUT A WAY TO MAYBE TAKE THAT COST OFF OF THE PRICE AS WELL, HOMES WITHIN THESE PRICE RANGES. WE HAVE ADOPTED A COMMERCIAL REUSE POLICY AND A DENSITY BONUS PROGRAM. WE CONTINUE TO LOOK AT TOWN OWNED LANDS, UM, ABOUT THE POSSIBILITY OF MAKING THAT AVAILABLE AND ALSO, UM, IMPACT FEE REBATES. UM, QAP FOR THE LOW INCOME HOUSING TAX CREDITS DID MAKE THEIR CRITERIA A LITTLE MORE PALPABLE FOR PROJECTS AND B FOR COUNTIES ISSUE. AND WE HOPE TO CONTINUE WITH THAT. UM, BUT THE EMPLOYER IS JUST A HOUSING AND HOMELESS HOME SHARING PROGRAM. WE KIND OF HAVE LEFT THOSE ON THE BACK BURNER IN THE HOPES THAT A PRIVATE ORGANIZATION WOULD TAKE THOSE OUT. UM, WORKFORCE HOUSING FOR THE TOWN OF HILTON HEAD IS DEFINED AS 60 TO A HUNDRED PERCENT OF THE AREA MEDIAN INCOME WITH 60 TO 80% AMI BEING FOR RENTAL UNITS AND 80 TO A HUNDRED PERCENT FOR OWNER OCCUPIED UNITS FOR THE SHERIFF. AND SO OUR COMMERCIAL REUSE POLICY, WE'RE CALLING COMMERCIAL CONVERSION, WHICH HAS ADOPTED THIS PAST NOVEMBER, ALLOWS THEM VERSION OF EXISTING NON-RESIDENTIAL SHARE FOOTAGE TO RESIDENTIAL. SO WE LOOKED AT OUR HARVARD DISTRICT, WHICH IS A LOW DENSITY DISTRICT, BUT IF YOU HAVE A LARGER AMOUNT OF ACREAGE, IT GIVES YOU MORE DENSITY. SO WE WENT WITH SINGLE PARCELS OF AT LEAST THREE ACRES, WHICH WOULD THEN GIVE THEM A BY RIGHT DENSITY OF SIX ACRES. THERE WAS A COUPLE OF OTHER CONDITIONS WE PUT IN ABOUT NOT BEING ON WATER PLAN. SO IN ORDER TO NOT HAVE AN ENVIRONMENTAL IMPACT TOO CLOSE TO OUR MINOR ARTERIALS FOR TRANSPORTATION TO NOT BE NEAR THE AIRPORT, WE DID NOT WANT DORMITORY STYLE LIVING. SO WE EXCLUDED GROUP LIVING, BUT WE DID INCLUDE MANUFACTURED HOME PARKS FOR THE OPPORTUNITY FOR THE REDEVELOPMENT OF THOSE. AND THIS ONE IS A MUCH SMALLER AREA. SO THEN WE'VE HAD A COUPLE OF PEOPLE CALL IN TO TALK ABOUT THIS, BUT MOST OF THEM HAVE NOT MET A SINGLE PARCEL OF THREE ACRES. SO THIS IS SOMETHING THAT WE'RE GOING TO HAVE TO CONTINUALLY EVALUATE TO SEE IF WE NEED TO CHANGE THE CRITERIA OR ADD MORE ZONING CLASSIFICATIONS IN ORDER TO SEE IF IT CAN BE TAKEN ADVANTAGE OF THE NUMBER OF, BUT AS PART OF THIS PROGRAM, THEY HAVE TWO OPTIONS THEY HAVE WHERE THEY CAN GET A 50% BONUS ON THEIR BASE VERSUS CENTRAL DENSITY OR A HUNDRED PERCENT. BUT THEY'VE GOT TO GIVE US A CERTAIN AMOUNT OF COURSE UNITS. SO WE HAVE A THREE ACRE PARCEL THAT ALLOWS 18 BY WAY. THEY COULD GET UP TO 36 UNITS IF THEY GET 18 WORKFORCE HOUSING UNITS OR THEY COULD GET 27 UNITS, IF THEY GO TO SIX HOUSING UNITS. AND THAT IS CAPPED AT 12 UNITS TO THE ACRE FOR ANY WORKFORCE HOUSING DEVELOPMENT, BECAUSE THE DENSITY BONUS PROGRAM, BUT WE HAVE A WORKFORCE HOUSING PROGRAM THAT GOES WITH BOTH OF THOSE THAT HAS REQUIREMENTS THAT THEY PUT COVENANTS ON THE PROPERTY, LET PEOPLE KNOW THERE'S A 30 YEAR AFFORDABILITY TERM ON IT, AND THEY HAVE TO INITIATE A WORKFORCE HOUSING AGREEMENT WITH THE TOWN THAT BASICALLY LETS US KNOW THAT THE PROPERTY OWNER OR THE DEVELOPER IS AWARE THAT THEY HAVE TO COMPLY WITH THE PROGRAM, WHICH MEANS THAT THE WORKFORCE UNITS CAN'T BE DIFFERENT THAN THE MARKET RATE. THEY'VE GOT TO BE SIMILAR TYPES OF MORE STYLE MATERIALS THAT CAN'T [00:20:01] BE CLUSTERED AWAY FROM EVERYTHING ELSE IT'S GOT TO BE INTEGRATED. THERE ARE OCCUPANCY REQUIREMENTS THAT THE TENANTS HAVE TO BE. THIS HAS TO BE THEIR SOLE RESIDENCE AND THEY CAN'T SUBLEASE IT, THAT THEY HAVE TO MEET THE INCOME REQUIREMENTS. 80% OF IT'S RENTAL OR 80 TO A HUNDRED PERCENT IF IT'S OWNER OCCUPIED LAND THAT WE ALSO, BECAUSE IT'S A WORKFORCE HOUSING TO MAKE SURE THAT IT'S CATERING TO THE WORKFORCE OF THE ISLAND. SO AT LEAST ONE MEMBER OF THE HOUSEHOLD HAS TO WORK FOR A LOVELY LICENSED BUSINESS FOR THE TOWN OF HILTON HEAD ISLAND. AND SO AS A WAY OF TRACKING THAT INITIAL CERTIFICATE DEVELOPMENT ELIGIBILITY FOR THEIR TENANTS, THAT THEY COMPLY WITH THOSE. AND THEN FOR RENTAL UNITS THAT ANNUALLY HAVE TO CERTIFY THAT THE TENANTS ARE MEETING THOSE REQUIREMENTS. AND AGAIN, THERE WAS A 30 YEAR AFFORDABILITY TERM, BOTH ON RENTAL. AND WE TALKED ABOUT THE REASON I'LL HAVE TRUST FUNDS. OF COURSE, WE'RE ALL PARTICIPATING IN THAT. AND WE'RE HOPEFUL THAT WE GET THE PROPOSAL BACK IN JUNE TO BE ABLE TO LOOK FORWARD TO POSSIBLY WORKING TOGETHER ON THAT.
