[1. CALL TO ORDER – ROLL CALL]
[00:00:04]
BEST TRANSPORTATION COMMITTEE MEETING OF MAY 19 20 21. WE HAVE A CALL TO WORK ROLL
CALL PLEASE. >> MR. STROMAN HERE MR. MCKAY SUE MR. GLOVER.
>> YEAH,THAT'S NOT EXCUSE FACTOR HERE MR. BALL EXCUSE ME. >> MR. GORDON HERE MR. HILL
HERE MR. WINSLOW EXCUSE MISS RAY FELLOWS EXCUSE. >> I WAS GONNA GO THROUGH ONE KIND. LET ME PLAY HERE'S MY INTRODUCE THE MEMBERS OF THE AUDIENCE TODAY. STEPHANIE, I WANT TO GO FIRST LET ME OFFER YOU A LOCAL TAKE MY EVERY AFRICAN DIRECTOR HERE RIBAUT GEARED FOR THIS ASSISTANT COUNTY ADMINISTRATOR ENGINEER. ALL RIGHT. THANK YOU VERY MUCH.
IT'S ALL RISE FOR THE PLEDGE OF ALLEGIANCE. I PLEDGE ALLEGIANCE OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY JUSTICE FOR ALL. THANK YOU, MR. HILL.
I'M GOING TO HAVE TO REMAIN STANDING, YOU KNOW, LIKE ONE TO THANK YOU FROM THE BOTTOM MY HEART FOR THE TIME YOU'VE DEDICATED TO COMMITTEE A SMALL TOKEN OF OUR APPRECIATION THAT A DIFFERENT CUP OF COFFEE SOMETIME. WE VERY MUCH APPRECIATE YOUR SERVICE. THANK YOU, CRAIG. THANKS FOR A RECOGNITION THAT THE OTHER MEMBERS OF LIFE AND I WILL BE LEAVING THE AREA OF THE MONTH AND I'VE TENDED MY
RESIGNATION TO CRAIG. >> IT'S A SURPRISE THAT IT IS KIND OF A EMERGENT THING BUT I'M SORRY TO LEAVE WHILE THERE'S CERTAINLY A LOT OF WORK TO BE DONE.
I KNOW YOU'LL CARRY ON. THANK YOU OKATIE VERY PUBLIC COMMENT.
HAS ANYBODY REGISTERED YET? OK, PROVABLE. IT'S MARCH 17 20 21 MEETING
[4. APPROVAL OF MINUTES March 17, 2021]
MINUTES. JERRY QUESTIONS COMMENTS. MOVE IT.DO BE ACCEPTED BY THE SECOND GRADE FURTHER DISCUSSION. >> ALL THOSE THERAPY SAY I.
MOTION CARRIES ALL BUSINESS. WE'RE GONNA START WITH YOUR FOUR RESURFACING.
[5.A. YEAR 4 RESURFACING UPDATE Ms. Andrea Atherton, Transportation Engineering Director]
ANDRE. YOU'RE UP BASE THAT WAY JUST AT AGAIN.YES. THANK YOU, CHAIRMAN LORD. SO WE'LL UPDATE ON YOUR FOR RESURFACING CONTRACT WAS AWARDED TO BLIGH. THANK YOU ALL FOR YOUR VIEW DOING BUSINESS AS BLIGHTER. A MILLION 3 9 2 1. WE HAVE HAD OUR FIRST CHANGE ORDER TO ADD TWIN LAKES, DUKE STREET, SCHWARTZ AND SCHALKE FOR THREE HUNDRED AND FORTY FIVE THOUSAND NINE HUNDRED AND THREE DOLLARS. WE HAVE A PENDING CHANGE ORDER THAT WILL BE DISCUSSED LATER ON IN THE AGENDA TO DO SOME REPAIR WORK AT BIGGEST STATE CIRCLE TO BE FUNDED HALF BY C FUNDS AND HALF BY TAG FUNDS. THEY ARE ABOUT 45 PERCENT COMPLETE BASED ON THE VALUE OF THEIR CONTRACT. THEY HAVE COMPLETED THE ASPHALT OVERLAY ON BURTON WELLS AND CHEROKEE FARMS. ALL THE MICRO SURFACING IS COMPLETE SHERRINGTON PLANTATION PARK DRIVE PINTO NICE FORM AND HAIL MARY DRIVE.
NEXT UP WILL BE TWIN LAKES AND OLD SALEM. SCHALK AND SCHWARTZ.
AND IF IT'S APPROVED TO PROCEED WITH BIG ESTATE, A BIG ESTATE WILL BE ON THE LIST TO TACKLE NEXT A BIG ESTATE AND TWIN LAKES. THE GOAL IS TO HAVE THEM COMPLETED BY JUNE 30 THIS FISCAL YEAR FOR SEED FUNDS ANTICIPATED COMPLETION FOR ALL OF THEIR CONTRACT READ FOR RESURFACING IS OCTOBER OF THIS YEAR.
>> ONE POINT FOR EVERYBODY'S IS CLARIFICATION THE THREE HUNDRED FORTY FIVE THOUSAND DOLLARS
CHANGE ORDER. >> WE HAVE ONLY THIRTY EIGHT THOUSAND THIRTY NINE THOUSAND DOLLARS. IT'S OVER FOR TWIN LAKES RIGHT PORTION OF TWIN LAKES CORRECT.
THE REST IS THROUGH TAG FUND AND SOME GRANTS AND THE UTILITY TAX CREDITS.
[00:05:05]
>> THE ONLY QUESTION I HAVEN'T WONDER YOU HOW DO WE LOOK WITH OUR 10 PERCENT?
WE HAVE STUCK SO FAR ON FULL THAT PATCH. >> WE'RE DOING OK.
WE WE HAD INCLUDED THAT FOUR FOLD THAT PATCH AND INCLUDED A 5 PERCENT CONTINGENCY.
SO THEY DO HAVE THE TWO BIGGEST ROADS DONE. SO THE NEXT ONE THAT I THINK IT WAS IN THE HERITAGE LAKES OVERALL FOR BURKE CHURCH NOT HERITAGE LAKES NEIGHBORHOOD WE'RE DOING OFF OF BURKE CHURCH IS THE ONLY ONE THAT THAT HAS A CONSIDERABLE AMOUNT THAT PATCH LEFT TO DO. SO THAT'S OBVIOUSLY IMPORTANT FOR BUDGETING.
OKAY. THE QUESTION I'M NOT SURE THAT YOU'RE AWARE ABOUT.
[5.B. YEAR 4 REJUVENATOR UPDATE Ms. Andrea Atherton, Transportation Engineering Director]
>> LAST YEAR WE DECIDED TO SEPARATE THE REJUVENATE OUR NEXT SLIDE THERE.
WE DECIDED TO SEPARATE THE REJUVENATING CONTRACT FROM THE RESURFACING CONTRACT AND THAT WAS A REALLY ONE ISSUE. WE SAVED A CONSIDERABLE AMOUNT OF MONEY BY DOING THAT.
THE CONTRACTOR WAS PAYMENT TECHNOLOGY WHICH HAS BEEN IN THE COUNTY BEFORE AND DONE THE RED LIGHT FOR US. THE ORIGINAL CONTRACT WAS ONE HUNDRED AND NINETY TWO THOUSAND. WE DID GIVE THEM A CHANGE TO DO BLOCK ISLAND FROM FLOORING ISLAND TO BUCK OLDER FOR JUST UNDER 20 GRAND. THEY COMPLETED ALL OF THEIR WORK WITHIN 14 DAYS AND IT CAME IN AT NINETY FOUR CENTS A SQUARE YARD WHICH IS AWESOME UNDER A DOLLAR A SQUARE YARD IS AWESOME WHEN WE PAID OBVIOUSLY MORE THAN THAT WHEN WE HAD IT AS A SUBCONTRACT TO OUR PREVIOUS RESURFACING ABOUT A BUCK SEVENTY.
IT WAS I. YEAH IT WAS IT WAS CONSIDERABLY MORE SO IT WAS A GOOD MOVE.
AND I THINK I'M NOT SURE I HAVEN'T LOOKED AT YEAR FIVE YET BUT IF WE HAVE ANY IF THERE'S REJUVENATE HERE AND I'D ALSO LIKE TO CONSIDER SEPARATING THE MICRO SURFACING FROM THE MAJOR RESURFACING PART BECAUSE THEY DO ALL THEIR TRAFFIC THEY GET SO IT WORKED OUT VERY WELL SAVE SOME MONEY ALONG THE WAY. I WOULD ASK YOU TO SIT DOWN WITH ELIZABETH.
HAVE YOU GOT THE CORDON SET UP TO CORE A BOOK? IT'S NOT SCHEDULED JUST YET.
JUST CURIOUS. THANK YOU. >> OK.
[5.C. DIRT ROAD PAVING CONTRACT #52 UPDATE Ms. Andrea Atherton, Transportation Engineering Director]
JUST AN UPDATE ON SOME DIRT ROAD PAVING PROJECTS NOT THERE'S NOT A SLIDE HERE BUT DIRT 51 WHICH WAS RICE ROAD THAT'S COMPLETE SALAH CORNING OF THAT IS COMPLETE.WE'RE WORKING ON WARD'S LANDING RIGHT NOW WHICH ROCKED IT SHOULD BE PAVED BY THE END OF THE MONTH AND THEN WE'VE STARTED SURVEYING AND SOME GRADING ON GEORGE WILLIAMS IN NORTHERN COUNTY AND THE COMPLETION DATE FOR THAT WILL BE THE END OF JULY OF THIS YEAR. AND THAT LEADS TO THE UPDATE ON CONTRACT NUMBER 50 TO IT IS THE SAME CONTRACTOR IT'S DESIGN BUILD CONTRACT JAY HIRES THE CONTRACTOR AND ANDREW'S ENGINEERING FOR THE FOR THE DESIGN. THERE ARE ALSO FOUR ROADWAYS IN THIS CONTRACT HARRISON IRELAND OVER AND OKATIE RIGHT PLACE ON HILTON HEAD WITH CLIFF BEAUFORT AND DAVID GREEN ROAD IN ST. HELENA. BY THE WAY, THE WAY THOSE ARE LISTED THAT'S THE ORDER IN WHICH THEIR PLAN IS TO DESIGN AND CONSTRUCT THEM.
>> WE'VE GONE THROUGH DAVID GREEN ON YOUR DOWN AND ENGINEERING HAS STARTED CONTRACT WAS LEFT ABOUT A MONTH AGO AND ANDREWS HAS STARTED INTO THE SERVING AND ENGINEERING ALREADY. AND ON THAT CONTRACT ALL ROADS ARE ANTICIPATED TO BE COMPLETE BY AUGUST OF 2022. SO WHO'S THE YEAR THE BETWEEN AND ROADS DIRT ROAD FOR THAT IS CORRECT YEAR THREE ROADS WE WILL BEAT OUT HERE IN THE SEPTEMBER OCTOBER TIMEFRAME TV WISE WORDS DWIGHT JD WASHINGTON I HAVE A FULL ON LET ME SEE IF IT'S IN YOUR FILE.
>> I HAVE THAT THINK BECAUSE WHERE? YES SIR.
YOU'RE FIVE, RIGHT? YEAH. SO THAT WOULD BE AND BE 22, 23, 24, 25, 25, OK. YEAH. AND THE LAST UPDATE IS ON
[5.D. PAVEMENT CONDITION SURVEY UPDATE Ms. Andrea Atherton, Transportation Engineering Director]
PAYMENT CONDITIONS SURVEY. AS YOU KNOW WE HAD DONE A PAYMENT CONDITION SURVEY IN THAT WAS COMPLETED IN JULY OF 2008 17 AND THAT ESTABLISHED OUR FIVE YEAR PAVING PROGRAM OF WHICH WE JUST WENT OVER WHERE WE ARE ON YEAR FOR WE WILL BID OUT YEAR FIVE AGAIN IN[00:10:04]
THE FALL TO BE DONE IN THE SPRING AND SUMMER. SO WE ARE READY TO START A NEW PAYMENT CONDITION SURVEY WITH THE NEXT FIVE YEAR PLAN IN PLACE.THE CONTRACT HAS BEEN LEFT TO AFGHAN ARMY. THE PLAN UP UNTIL ABOUT A DAY AGO HAD BEEN TO HAVE A DOJ TEAM WORK WITH FOOD. ROVE WHO HAD DONE THIS SERVING HERE IN THE STATE TO PROVIDE THE DATA FOR FNMA AND I THINK WE'RE WE'RE GOING TO HAVE A DIFFERENT PLAN GOING FORWARD TO ACTUALLY COLLECT THE SURVEY DATA.
BUT ONCE THE DATA IS COLLECTED FNMA WILL BE CALCULATING THE PEAK UI DEVELOPING OUR MAINTENANCE PRESERVATION OPTIONS, DEVELOPING OUR NEXT FIVE YEAR FISCALLY CONSTRAINED MAINTENANCE AND PRESERVATION PROGRAM AND THEN THEY ARE ALSO GOING TO MAKE SOME RECOMMENDATIONS TO US FOR POSSIBLY A MANAGEMENT SOME MANAGEMENT SOFTWARE FOR US TO USE ANTICIPATED COMPLETION DATE AT THIS TIME PENDING WHEN WE CAN GET THE SURVEY DATA.
IS IS IS LATE FALL NOVEMBER OF THIS YEAR. I WILL STEP IN AND SIMPLY SHARE WITH YOU SOME THINGS A LITTLE BIT OF BACKGROUND ON THIS FUGRO.
DO THE STATE SECONDARY AND THE DOCUMENTS WE HAVE IN OUR POSSESSION WHICH IS FOR YOU FOR COUNTY FUGRO DATA THROUGHOUT THE WHOLE STATE. PAUL THE STATE SECONDARIES FUGRO PARTNERED WITH FNMA AND SUFFOLK TO DO THE WORK FOR TOGETHER AS A TEAM.
>> FUGRO IS CHARGING THREE TO FOUR TIMES THE DOLLAR AMOUNT DERIVED ROADS UNDER FNM CONTRACT AND WHAT THEY WERE CHARGING THE STATE THEN SO BECAUSE OF IT.
FUGRO GOT TO THE POINT WHERE THEY WERE NOXIOUS ABOUT IT AND CHANGED THEIR CRITERIA IN THEIR
UNDERSTANDING OF THE BID DOCUMENTS. >> THAT'S A POLITE WAY OF SAYING AND ONE AND ALMOST DOUBLED THEIR MONEY TO DO THEM AND THEY WERE GOING TO COME TO US. WE BASICALLY SAID WE HAD THE HELP OF EFFORT.
I MEAN THEY WENT IN THE STATE AND THEY TRIED USING THE STATE'S CONTRACT WHICH WAS CONSIDERABLY LESS DOLLAR AMOUNT THAT WOULD HAVE BEEN A SAVINGS FOR US.
AND SO AS THIS ALL PLAYS OUT AGAIN, FUGRO GETS DONE AND SAYS WE'RE GOING BACK TO CANDIDATE TOUGH LUCK. WE'RE NOT GOING TO DO YOUR WORK .
AND SO RIGHT NOW FNMA IS WORKING ON WHETHER THEY USE DTA S OUT OF ORLANDO WHO DID IT THE LAST TIME OR WHETHER THEY WORK A DEAL WITH THE STATE OF THE STATE.
THE STATE HAS THE SAME EXACT EQUIPMENT THAT FUGRO SO WE'RE NOT LOSING ANYTHING.
WHAT IS OUR RESPONSIBILITY TO FIGURE IT OUT? GET BACK WITH US AND KEEP US IN A QUESTION. YEAH. DOES THIS CONTRACT ALSO INCLUDE THE SURVEY WORK TO BE DONE AND FOSTER? YES, SIR.
ANY OTHER QUESTIONS? OKAY. ALL RIGHT.
[6.A. REORGANIZATION OF THE ENGINEERING DIVISION Mr. Jared Fralix, Assistant County Administrator - Engineering]
THANK YOU. THANK YOU. LIKE NEW BUSINESS SIDE, MAJOR, IF YOU'RE UP. THANK CHAIRMAN GORDON AND MEMBERS OF THE COMMITTEE I'M JUST A LITTLE BIT OF UPDATE TO YOU OR AS A STAFF AND REORGANIZATION INSIDE THEENGINEERING DIVISION. >> I WAS HIRED ON LAST YEAR AS A TRANSPORT ASIAN ENGINEERING DIRECTOR AND IN THE FALL TO PROMOTION TO THE ASSISTANT COUNTY ADMINISTRATIVE WHICH I SERVE NOW FROM THAT TIME. WE HAVE BEEN IN SEARCH OF PLACE IN THAT POSITION AND REHIRING THAT TRANSPORTATION ENGINEER DIRECTOR. ALSO WE'VE WE LOST UNFORTUNATELY LOST ONE OF OUR STAFF MEMBERS MISS DAYS JACKSON AS A PROJECT MANAGER.
SO WE WERE REALLY DOWN TO SPOTS IN THE TRANSPORTATION DEPARTMENT.
SO WE PUT OUT A SOLICITATION IN ADVERTISING AND WE'VE HAD A FEW THAT KIDS BUT WE'RE NEVER
SUCCESSFUL IN GETTING ANY. >> AND THEN I DON'T KNOW WHY WE DIDN'T THINK OF THIS MUCH SOONER. WELL, WE'RE ANDREWS OVER HERE DOING ALL THE CTC ROADS AND AND RESURFACING CONTRACTS AND DIRT ROAD PAVING CONTRACTS AND WHY DON'T WE LOOK AT MAYBE DOING SOME SHUFFLING THE INTERNAL SO WE ACTUALLY DID THAT AND IN HERE RECENTLY WE MOVED ANDREA SHE WAS SERVING AS CAPITAL PROJECTS DIRECTOR AND MOVED HER OVER TO SERVE AS A TRANSPORTATION ENGINEER AND DIRECTOR AND MR. DAVE WILHELM WHO WAS SERVING AS SPECIAL
PROJECTS DIRECTOR. >> WE MOVED THAT AND BASICALLY DID AWAY SPECIAL PROJECTS
[00:15:01]
DEPARTMENT AND MOVED HIM OVER TO CAPITAL PROJECTS. SO NOW WE'RE SQUARELYPOSITIONED ANDREWS IN THE LEAD AT THE TRANSPORTATION GROUP. >> WE'RE STILL SEARCHING FOR THAT ASSISTANT THAT TRANSPORTATION CONSTRUCTION MANAGER WHICH IS OUT FOR ADVERTISING NOW. BUT WE'RE IN MUCH BETTER PLACE THAN WE WERE.
AND ANDREA IS PICKING UP A LOT OF THE SLACK THAT I WAS CARRYING TO THAT SPOT.
SO THAT'S THAT'S WHERE WE ARE INSIDE THE ENGINEERING DIVISION.
>> QUESTION I WANT TO ASK YOU A QUESTION. I'M NOT QUITE SURE HOW MUCH FAMILIARITY IS WITH THE FEDERAL GOVERNMENT OVER POSITIONS AND I'M FAMILIAR WITH THE GSA FOR TEENS AND 15S AND DIRT TEAMS. DO YOU HAVE ANY KIND I KNOW THE TERMINOLOGY.
I'M NOT SURE HOW MY QUESTION IS THE THE TRANSPORTATION ENGINEERING POSITION YOU'RE ATTEMPTING TO FILL. WHAT IS CIVIL SERVICE? WHAT GREED IS THAT WHAT ARE YOU ADVERTISING AT? WELL, IT'S WHAT IT'S CALLED TRANSPORTATION CONSTRUCTION
MANAGER. >> I'M NOT SURE WHAT GRAY BUT GSA GSA REALLY?
>> YEAH, THAT WAS YEAH. >> ALL RIGHT. YEAH.
OK, BUT ANSWERED MY QUESTION. ANY OTHER QUESTIONS? THANK YOU.
[6.B. BIG ESTATE CIRCLE Mr. Kraig Gordon, Chairman Mr. Joseph Stroman, District 1 Mr. Jared Fralix, Assistant County Administrator – Engineering]
YOU'RE WELCOME. THE BIGGEST STINK CIRCLE STILL WILL BE AN INTERESTINGCONVERSATION. >> THIS STARTED ABOUT TWO YEARS AND WAS IS THE LEAD IN I'M WANT TO GIVE TO IT JUST ROLL TO KIND OF WALK THROUGH HIS PORTION. HE'S DONE AN OUTSTANDING JOB FOR US IN DISTRICT ONE YOU'RE ON. I'M A THIS YOU GET CONFUSED.
YOU JUST WAIT. DO I FINISH? I WAS CONFUSED QUITE A BIT MYSELF TO GET ME TO JUST KIND OF GO THROUGH IT AGAIN AND JUST SAY WHAT I DID AND THEN I TRIED TO BE HELPFUL TO THE PEOPLE LIKE BIG STATE AND JUST SUM IT UP BY SAYING TO THE BEST OF MY KNOWLEDGE I INITIATE CONVERSATION WITH THE CONDITION OF STATE CIRCLE BEGINNING HERE TO NINETEEN WITH MR. WILLIAMS A RESIDENT OF THIS COUNTY. I EXPLAINED TO HIM THAT THIS IS A CDO T ROAD AND REFERRED HIM TO MR. ELIZABETHS SANDERS WITH WHOM HE SPOKE.
AND AS I RECALL, SCOTT MADE I'M SORRY GOD MADE AN ASSESSMENT OF THE ROAD.
SOME REPAIRS ARE MADE FEBRUARY 16TH 2000. TWENTY ONE I RECEIVED A MAIL FROM THIS FIELDS NOT A RESIDENT OF THIS COMMUNITY IN THIS E-MAIL SHE EXPERIENCE HER CONCERNS ABOUT THE CONDITION OF BIG ESTATES CIRCLE THE 222 PLAN TO REVALUE THE ROADS AND AVAILABLE CONDITIONS AND FIND FUNDS IN THE CTC RESERVE ACCOUNT TO PAY THIS ROAD.
SHE ALSO REQUESTED THAT I PARTICIPATE IN IT TO THE WITH HER AND OTHER MEMBERS OF THE COMMUNITY GRACIOUSLY I DID. ON FEBRUARY 19 BY EMAIL I RESPOND TO MS. FIELD THIS IS A AGAIN THIS IS EXISTING DEAL T ROWE NOT IN THE NETWORK OF CTC FOR MAINTENANCE . I SUGGEST THAT SHE PRESENT THAT SHE PRESENT HER CONCERNS AT THE NEXT CTC SCHEDULED MEETING ON MARCH 17 AND I DON'T THINK THEY SHOWED UP AT THE END.
WE DID NOT DID NOT SHOW UP AT THEIR REQUEST ON MARCH 15TH 2021 I MET WITH MY DAUGHTER AND HER TWO FIELDS. I SEE HER CONCERNS AGAIN. WE GO ON THE ROAD AGAIN I SUGGEST THAT THE PERSON PUT HER CONCERNS AT THE NEXT GAME. SEE MEETING CONTACT MISS ELIZABETH SANDERS AND I SHARED MY CONCERNS WITH MYSTICALLY GONE AND THAT'S WHERE WE STAND RIGHT NOW. THANK YOU TO GIVE YOU A LITTLE BIT OF A PICTURE BIGGEST STAGE
ROAD BIGGEST LATE ROAD IS ABOUT TWO MILES LONG. >> IT'S LOCATED IN JOHN'S DISTRICT. IT HAS AN ADT OF LESS THAN FIVE HUNDRED AND IS LESS THAN TWO HUNDRED. VERY, VERY LITTLE TRAFFIC ON THE ROAD.
THE ROAD IS BASICALLY ALL STATE SECONDARY. VERY SECONDARY PROBLEM.
YOU KNOW, MY 40S AND 50S THROUGH TIME. IT IS DELINEATE THE LOVING AND SOME OF THE AREAS OF SPORT WE HAVE. JOE HAS MET WITH TALK WITH HIM.
ROSABETH HAS HAD FORCES I WORKING ON ABOUT TWO MONTHS AGO ELIZABETH AND GERARD AND I MET
[00:20:05]
CONCERNING IT AND OTHER TOPICS. AND IT WAS DISCUSSED HOW WE WOULD TRY USING ANOTHER BUDGET, ANOTHER METHODOLOGY OF MAKING SOME REPAIRS ROADS WHICH WERE UNSUCCESSFUL.SO JARED CAME AND MADE THE RECOMMENDATION THAT UNREAL MET WITH BLIGHT AND I'LL LET YOU DESCRIBE WHAT YOU'RE GOING TO DO UNDER YOUR SO THAT THEY HAVE A PICTURE OF THE REPAIR.
OK, SO AS YOU SAID, THE ROAD IS LAMINATED. >> THERE'S IT'S FALLING OFF IN AREAS. THERE'S NOT REALLY ANY POTHOLES BUT IT IS YOU KNOW, IT'S IT'S A ROUGH RIDE IN CERTAIN SPOTS FOR SURE. SO A LITTLE HISTORY JUST ABOUT A MILE FROM THERE FROM WHERE BIG STATE CIRCLE IS IS A BOOKER T WASHINGTON.
AND WHEN WE PAVED EL BERTHA FIELDS ROAD, OBVIOUSLY WE DID SOME DAMAGE TO OKATIE AND WE WENT IN THERE TO REPAIR IT AND FOUND OUT THAT IT IS IT IS, YOU KNOW, AN INCH OR TWO MAYBE THREE OF ASPHALT ON ON SOME GREAT ON SOME GREAT. THERE REALLY WASN'T A SUBSTANTIAL AGGREGATE BASE AND IT HAD FAILED. WHEN WE WENT IN THERE AND MILLED OFF THE EXISTING ASPHALT WE ACTUALLY MADE IT WORSE BY EVEN TAKING THE STRUCTURE AWAY.
WE MADE IT WORSE. SO I SPOKE WITH BLAKE ABOUT THIS.
I TOLD HIM THE SITUATION THAT WE'D HAD ON BOOKER AND THEY LOOKED AT BIGGEST A CIRCLE AND SAID WELL BASED ON WHAT WE KNOW OF THE GROUND OUT HERE, WE REALLY DON'T WANT TO MILL ANYTHING OFF. WE DON'T WANT TO TAKE ANY STRUCTURE AWAY FROM THIS ROADWAY. SO WHAT WE WANT TO DO IS ADD TO IT IN THE BAD AREAS.
SO WHAT THEY'RE GOING TO DO IS THEY'RE GONNA COME IN AND THEY'RE GOING TO ADD ONE HUNDRED TWENTY FIVE POUNDS OF I THINK SURFACE DRC WHICH IS ABOUT AN INCH AND A QUARTER MAYBE AND THEY WILL MILLION FOR A SMOOTH TRANSITION OF THE AREAS WHERE THEY'RE NOT GOING TO TAKE CARE OF BUT THEY'RE GOING TO GO TO ALL THE AREAS THAT ARE LAMINATED AND DO DO RESURFACE OVER THEM. IT'S NOT THE ENTIRE ROAD. IT'S NOT MEANT TO BE A PERFECT FIX BUT IT MIGHT COMPLEMENT WENDY DOTY WHEN IT ACTUALLY SHOWS UP ON DEO TEES ROAD TO BE RESURFACED LIKE NOW I SHARED WITH YOU ALL A LETTER THAT I SENT BACK TO THE SENATOR.
>> SHE HAD SENT A LETTER TO ME AS WELL AS THE SECRETARY OF TRANSPORTATION BASICALLY TELLING US WE WOULD TAKE CARE OF THE ROAD. AND NEEDLESS TO SAY IT HERE WE ARE WORKING ON IT TRYING TO MAKE REPAIRS TO IT. AND SHE HAS THE AUDACITY TO STEP IN AND TRY TO PLAY POLITICS WITH IT. AND NEEDLESS TO SAY YOU BREAK MATTHEW'S INFURIATED ME TO SAY THE LEAST. PUTTING IT MILDLY.
>> SO THE BIG THING THAT I TAKE EXCEPTION TO IS THE FACT THAT I WANT TO START A CIRCUMSTANCE WHERE A PRECEDENT WHERE WE GET A LETTER FROM THE STATE SENATOR ENFORCING US JUST TO START
PAVING DIRT ROADS BECAUSE SHE SAYS I WANT IT PAVED. >> GOT THIS WRONG.
THAT'S NOT THE WAY WE'VE SET UP TO RUN OUR BUSINESS OR ANYTHING ELSE.
BUT BELIEVE OR NOT, I HAD THIS CONVERSATION WITH CRAIG FOREST .
>> AND CRAIG ACTUALLY UNDERSTOOD WHY I THINK UNDER THE CIRCUMSTANCES THE OKATIE
THOUSAND DOLLARS IT'S GOING TO BE NEEDED TO DO THIS. >> WE HAVE TO SPEND ROUGHLY TWO HUNDRED AND SEVENTY FIVE THOUSAND DOLLARS RUF DOLLARS BEFORE 1 JULY.
THAT'S OUR REQUIRED FOR THIS FISCAL YEAR WHICH I'LL EXPLAIN A BIT MORE WHAT WE'RE GOING TO DO WITH THAT AS WE GO ON MY RECOMMENDATION HAS BEEN THAT WE GO AHEAD AND STEP UP FOR FORTY THOUSAND DOLLARS PROVIDE FORTY THOUSAND DOLLARS TOWARDS THIS PAVING THAT WAY CTC IS DONE APART AND IF NOTHING ELSE OR A BIT OF FACE WORK IN THE PROCESS.
>> SO THAT IS WHAT I HAVE BEFORE YOU. >> AND THAT'S WHY THIS TOPIC IS BEING DISCUSSED. DOES ANYBODY HAVE ANY QUESTIONS OR CONCERNING WHEN YOU USE WHEN YOU USE THE TERM SPEND ARE YOU REFERRING TO OBLIGATE THE MONEY OR EXPENDED?
>> WE DO BOTH OBLIGATED AND SPENDING WILL BE EXPENDED BY THE 1ST OF JULY.
YEAH. WELL WE PRETTY GOOD POINT HAS ALREADY BEEN YOU'VE LOOKED AT
IT. >> THEY'RE PROGRAMED TO GO AHEAD AND DO IT.
THAT THE PATCH CORRECT. IT'S NOT TO DO THE COMPLETELY. IT'S NOT TO DO A COMPLETE RESURFACING BUT IT IS A THEY WILL DO SOME RESURFACING ABOUT A ONE INCH LIFT IN SOME AREAS
[00:25:04]
WHERE IT IS DELINEATED AS A RIGHT WAY OF DESCRIBING IT. WE DIDN'T HAVE WE HAVE PICTURES OF IT BUT IT'S IT'S EIGHTY THOUSAND DOLLARS DOESN'T GET YOU MUCH ON A TWO MILE ROAD ITS COSTS ROUGHLY THREE HUNDRED AND TWENTY FIVE THREE AND FIFTY THOUSAND DOLLARS TO PAY TO RUN TWO MILES OF ROAD. SO OBVIOUSLY WE'RE JUST RESEARCHING AREAS NECESSARY ANDTHERE ARE ANY QUALIFICATIONS TO THE COMMITMENT. >> SO TO NOT HAVE THIS APPEAR TO BE SETTING PRECEDENT FOR THE MOTION I'D GLADLY TAKE THAT AS A MOTION.
I THINK WE SHOULD HAVE SOME TYPE OF QUALIFICATION FOR THIS MAY BE EXTRAORDINARY TYPE OF EXPENDITURE BASED ON PERCEPTION OF , YOU KNOW, POLITICAL INFLUENCE ON OUR DECISION. I I I TOTALLY AGREE. I WOULD ACCEPT THAT IF YOU WANT TO MAKE A MOTION TO THIS I WOULD MOVE THAT MAYBE YOU HAVE TO CLEAN UP THE LANGUAGE A LITTLE BIT. BUT I THINK WE SHOULD WE SHOULD QUALIFY WHY WE ARE
PARTICIPATING IN THIS REPAIR SPECIFIC REPAIR. >> SO THE MOTION WOULD BE YOU ARE APPROVING THE EXPENDITURE FORTY THOUSAND DOLLARS FOR REPAIRS TO BE MADE TO BIGGEST STATE CIRCLE WITH THE PREMISES THAT THIS IS NOT UNDER ANY QUOTE POLITICAL PRESSURE THAT WE HAVE SOMETHING THAT WE ARE NOT ESTABLISHING PROCESS OF KNOW GUIDANCE FROM POLITICAL
ENTITIES. >> CORRECT. IS IT ALSO CONTINGENT WOULD BE CONTINGENT ON. I DON'T RECALL WHO IS GOING TO BAR THE OTHER FORTY THOUSAND TAG. SO IS THOSE FUNDS ALREADY SPOKEN FOR? YES. SAID THEY HAVE 30. THERE WERE ONLY TWO COMMUNITY.
>> YEAH I WOULD CONCUR IN SUCH A MOTION. SECOND BY SECOND ANY FURTHER DISCUSSION WHEN WAS DONE TO BE COMPLETED AND THEN WE'VE GONE WITHIN 60 DAYS WITHIN SPOTLIGHT
BY THE END OF JUNE. >> YES THAT'S RIGHT. OKAY.
JIM HEARING NO FURTHER DISCUSSION ALL THOSE FAVOR PLEASE SAY I.
CHRIS, THANK YOU. SECONDARY ROAD REVIEW ASSIGNMENTS.
[6.C. SECONDARY ROAD REVIEW & ASSIGNMENTS Mr. Kraig Gordon, Chairman Ms. Elizabeth Penn-Sanders, SCDOT Resident Maintenance Engineer]
I'VE WORKED WITH ELIZABETH AND ELIZABETH PROVIDED US WITH IN YOUR PACKET A SET OF MAPS OF ALL THE ROUTES THAT WILL BE WORKING ON AND IN THE COMING YEARS.>> WHAT SHE'S DONE IN TWENTY TWENTY ONE WHAT SHE'S DONE IN 2022 COMING UP AND ALSO WHAT'S PROJECTED IN 2023 GOT A CURVE BALL FOR YOU GENTLEMEN AND CURVE BALL IS SIMPLY THIS.
>> YOU KNOW THERE WAS A TIME WHEN I WANTED TO GO I WAS GOING TO GO I HAVE A COMMITTEE FORMED AND HAVE THE COMMITTEE COME BACK AND MAKE RECOMMENDATIONS FOR PAVING PROJECTS IN THE
FUTURE YEARS. >> AND I THOUGHT THAT'S THAT'S FOOLISH.
AND SO I ASKED ELIZABETH TO PROVIDE THIS LIST AND ESSENTIALLY THE LIST WAS PROVIDED WITH THE IDEA THAT EACH OF THE COMMITTEE MEMBERS WOULD GO THROUGH THE LIST AND I KIND OF WENT THROUGH THE LIST AND FOR MY OWN EDIFICATION AND I DIDN'T PUT IT ON YOUR BECAUSE
I WANT YOU GUYS TO GO THROUGH IT. >> I WENT THROUGH AND LOOKED AT WHAT DISTRICT IT IS AND I SAY YOU'RE GOING TO LOOK GOTTA GO LOOK TO SEE WHOSE DISTRICT IS IN IT AND ALSO WHAT IT DOES IS IT ADVISES YOU AND GETS YOU INVOLVED IN UNDERSTANDING WHERE THE PAINTING PROJECTS ARE GOING TO BECOME GO WORKING IN THE FUTURE YEARS.
>> NOW OUR PLAN IS BY OUR JULY MEETING TO HAVE FROM YOU ALL A LIST OF PROJECTED ROADS THAT ARE IN THESE DISTRICTS AND CLOSE TO THE ROADS. IT'S ON HERE.
>> SO I'LL GIVE YOU ONE THAT ISN'T REPRESENTED HERE IN THAT WAY.
>> I'M NOT GIVING ONE AWAY. THAT'S 7 4 0 6 SEA ITEM PARKWAY.
THAT'S IN DISTRICT 2. >> AND SO WHAT'LL HAPPEN IS I WOULD ASK FOR YOU TO TAKE IN
[00:30:11]
YOUR PACKET IF WE PROVIDED THIS DOCUMENT. >> THIS DOCUMENT DOES MULTIPLE PAGES AND IT HAS A LISTING. THIS IS THE P.M. EST WAS DONE ON ALL THE STATE SECONDARY.
SO YOU CAN GO ON HERE AND LOOK AT THE CONDITION OF THE ROAD. THE ADT DON'T BE COMING IN HERE WITH A ROAD THAT HAS AN EPA THREE HUNDRED COMING IN HERE WITH THE ROAD AS AN ADT OR FOUR
TIMES. >> SO YOU HAVE THIS IN YOUR POCKET.
WE'VE PREVIOUSLY HAD PROVIDED YOU WITH YOUR ATLAS A LISTING OF ALL THE COUNCIL DISTRICTS YOU HAVE A LISTING OF THE ROADS IN YOUR PACKET. YOU ALSO HAVE A LISTING OF THE CONVERSION SHAPE OF THE ROAD NAMES TO THE HIGHWAY NUMBER THAT YOU'RE IN.
>> SO YOU HAVE EVERYTHING IN YOUR POWER TO BE ABLE FOR YOU TO DO YOUR JOB.
AND WHAT WE'RE TRYING TO DO IS IN THE OUT YEARS BE ABLE TO COME UP WITH A PAVING PROGRAM THAT WE HAVE INPUT TO WILL PROVIDE THE MONEY AND THE ROUGH NUMBERS AND WE'LL HAVE TO PROVIDE ON AN ANNUAL BASIS. WE'LL TALK A LITTLE MORE ABOUT THAT.
>> STEVE, LITTLE BIT MORE ABOUT THAT UNDER A FINANCIAL FORECAST BUT THE DOLLAR AMOUNT IS ABOUT EIGHT HUNDRED AND TWENTY FIVE THOUSAND DOLLARS. AND THAT MEANS YOU'LL BE ABLE TO RESURFACE ROUGHLY TWO AND A HALF MILES TO THREE HUNDRED AND TWENTY FIVE THOUSAND GETS US TO
ROAD FROM OUR TRADING. >> SO IT'S INCUMBENT UPON YOU TO SHOW UP AT OUR NEXT MEETING WITH LISTING OR RECOMMENDATIONS OF ROADS THAT MARRY UP WITH THE ROADS WILL BE PAID THAT WAY.
WE DON'T HAVE TO HAVE WHAT IT STOPS IS THE UPFRONT COST OF CONTRACTORS MOBILIZATION THINGS AND WE'LL GET A GOOD FEDERAL SPENDING OF OUR MONEY. AND THIS SEE FUNDS KNOWING THAT SEE FUNDS ROUGHLY YOU SAW IN OUR PACKET WE ARE GETTING BY THE END OF THE YEAR ABOUT ONE HUNDRED OR ONE POINT RANDOM WAS ONE POINT THREE MILLION DOLLARS FOR THE FIRST SIX MONTHS.
IT'LL TAKE US ABOUT TWO POINT SIX MILLION DOLLARS. SO WHEN WE GIVE EIGHT HUNDRED THOUSAND DOLLARS IT LEFT ONE HUNDRED AND SEVENTY ONE POINT SEVEN MILLION FOR US TO SPEND ON OUR ROADS AND A HUNDRED THOUSAND WE HAVE TO SPEND ON STATE ROADS QUESTIONS OF MEANS
. >> SO THEY'VE GIVEN US A HOMEWORK ASSIGNMENT HERE.
>> YEAH. THAT WAY IT GETS YOU INVOLVED RIGHT THAN ME PICKING ROADS IN YOUR INDUSTRY THAT WHAT YOU HAVE TO GO LOOK AT HIM AND I WOULD RECOMMEND THAT PART OF THE PACKAGE. THAT'S PRESENTED IS THAT YOU WOULD PROVIDE PICTURES THAT WAY AT THEN I WILL SIGN A COMMITTEE TO PRIORITIZE THEM SEPARATE FROM ANY QUESTION COMMENTS BEN ,I'M JUST LOOKING TO SEE IF THIS LIST LOOKS LIKE IT IS SORTED BY DISTRICT.
>> NO, NO IT'S NOT. >> IT'S SORTED BY NOW. OK.
>> ON THE FAR LEFT HAND SIDE YOU'LL SEE SEVEN FIFTY NINE. YEAH BUT THAT IS GOING TO TAKE THIS MAGICAL DOCUMENT THAT CONVERTS STREET NAME TO A PRIMARY FORM ON UP WAS A PLACE
I HONESTLY COULDN'T HEAR YOU. >> BUT IF I CAN'T HEAR YOU. >> I'M NOT SURE ANYBODY ELSE COULD MAKE BUT YES THEY'RE JUST DIVIDED BY PRIMARY FEDERAL AID SECONDARY AND NONFEDERAL AID SECONDARY. SO THOSE ARE THREE DIFFERENT TYPES OF FUNDING SOURCES THAT
WE HAVE. >> THANK YOU. WHILE YOU'RE STANDING THERE, I WANT TO GIVE YOU BACK COMMENT THAT I HAD WITH JOE FROM A SUNNI LOOK NUMBER.
>> I PICKED THAT UP UNDER THE NEXT TOPIC. BUT REGARDING COMMITMENT VERSUS EXCUSE ME REGARDING COMMITMENT AND COMMITMENT, I NEED TO KNOW THE ROAD THAT YOU'RE GOING TO
USE. >> OK. HE WAS ADAMANTLY SAYS WHENEVER YOU SEND THE MONEY TO ME I HAVE TO HAVE THE ROAD. SO WHY DON'T WE TAKE CARE
[6.D. STATE SECONDARY FUNDING Mr. Kraig Gordon, Chairman Mr. Jim Backer, Treasurer]
OF THAT? THE DISCUSSION IS WE'RE GOING TO TAKE THE TWO HUNDRED AND EIGHTY THOUSAND RUPEES WHAT YOU COME UP WITH PROJECTION TWO HUNDRED EIGHTY THOUSAND DOLLARS[00:35:03]
WE'RE GOING TO SUBTRACT THE FORTY THOUSAND DOLLARS OF IT, TAKE IT DOWN TO 240 AND SO WEWILL BE FUNDING FOR THE STATE'S SECONDARY. >> TWO HUNDRED AND FORTY THOUSAND DOLLARS WHICH CHECK WILL BE SUBMITTED TO HOW IT'S DONE IS I HAVE TO DRAFT A
LETTER. >> WHAT'S THE NAME OF THE ROAD IS GOING TO GO ON BE USED FOR? WE LAST DISCUSSED ISLANDS CAUSEWAY ISLAND CAUSEWAY BUT THAT'S LOOKING AT A FUTURE
TWENTY TWENTY THREE PLACEMENT. >> WELL I CONFIRMS YOU AND I TALKED THAT WE MAKE THE COMMITMENT IN THIS FISCAL YEAR. IF YOU SPEND THE NEXT THIS YEAR IT'S NO NO FAULT THERE.
WE'RE CLEAR. OK SO ISLAND CAUSEWAY WILL BE THE ROAD WHERE THE TWO HUNDRED FORTY THOUSAND DOLLARS IS GOING ON AND THAT'S HER COMMITTED PROJECT.
SO I'M ASKING FOR A MOTION FOR US TO SUBMIT TWO HUNDRED FORTY THOUSAND DOLLARS TO COMPLETE OUR STATE REQUIRED FUNDING FOR THIS FISCAL YEAR TO THE PROGRAM MANAGER WHO TURNS AROUND
TRANSIT TO HER DISTRICT TO EXPEND. >> SO I HAVE A MOTION.
YES. SECOND SECOND. FURTHER DISCUSSION.
NONE. >> I'LL BE SENDING A CHECK. SECOND THIRD WEEK TWO OF JUNE
NUPTIALS NOT BEFORE. >> THANK YOU. THANK YOU.
>> ANYTHING ELSE? WE'RE GOOD. >> SO THAT KIND OF TOOK CARE
OF OUR STATE SECONDARY FUNDING. JIM? >> STATE WROTE 170 UPDATE.
[6.E. SC 170 UPDATE Mr. Kraig Gordon, Chairman]
>> MY NAME'S UNDERNEATH IT BUT I'M LAST TO START THAT CONVERSATION CAUSE JEREMY SO IN 2019 THE LAST COMMITTEE FINALIZED AND FINISHED A CORRIDOR ACCESS MANAGEMENT STUDY ON 170 FROM US FROM US TO 78 TO SC 460 TO OUT OF THIS STUDY.
>> THERE WERE THREE SEPARATE PROJECTS NEAR-TERM LONG OR MEDIUM TERM AND LONG TERM PROJECTS. THERE HAS BEEN A VOICE FROM COUNSEL THAT THAT THEY ASKED WHAT CAN WE DO TO START THIS PROJECT IN THIS PROCESS? AND WE IDENTIFIED NEAR-TERM SOLUTIONS. THERE'S A TOTAL OF EIGHT PROJECTS I BELIEVE AND ONE OF WHICH HAS ALREADY BEEN ACCOMPLISHED BETWEEN CTC COUNTY SEAT DC AND JASPER COUNTY WHICH IS THE INTERSECTION OF 462 AND 170 INSTALLING THAT SIGNAL.
BUT THERE'S SEVEN OTHER REMAINING PROJECTS OUT OF THE NEAR-TERM PROJECTS WITH A COST APPROXIMATELY AND THREE MILLION DOLLAR RANGE. SO THEY HAVE COMMISSION STAFF TO MOVE FORWARD ON THE DESIGN AND PERMITTING PART FOR THOSE NEAR TERM PROJECTS AND WE'RE FACILITATING THAT GOING THROUGH THE METHODS TO GET THAT WORK UNDER PROCUREMENT AND GET THAT
SETUP. >> SO THAT'S WHERE WE ARE IN THE GLADLY TAKE ANYTHING FROM THERE. ONE OF THE THINGS THAT HAS BEEN DONE IS I MET WITH JASPER COUNTY ADMINISTRATOR AND BASICALLY REQUESTED OF HIM TO HAVE JASPER COUNTY CONTRIBUTE ROUGHLY A MILLION DOLLARS NOT TO EXCEED A MILLION DOLLARS FOR THE PROJECT.
>> AND WITH THAT HAPPENING THEY WENT BACK TO A CALM AND A CALM. IT'S GOING TO BE MAKING A PRESENTATION TO THEIR COUNTY COUNCIL AND I HOPE WITH THE HOPE THAT THEY WILL PROVIDE A MILLION DOLLARS TO HELP WORK THESE PROJECTS ALONG WITH THAT. I SET OUT HAVE SOME INTERESTING TO HAPPEN. I ELIZABETH AND I HAVE TALKED ABOUT IT.
>> IT WAS THANKING HER FOR THE FACT THE WAY SHE PUT TOGETHER THE THREE YEARS I PROJECT AND LO AND BEHOLD IN THE FOUR HOURS I WENT THROUGH ALL THE PROJECTS THE OTHER DAY, I HAPPEN TO NOTICE THAT SHE WAS FUNDING OR PUTTING IN A REQUEST TO FUND THE INTERSECTION OF ONE 17 TO 78 REPAYMENT. IT'S AN PRETTY BAD SHAPE AROUND IT.
AND SHE SAYS, YOU KNOW THE COMMISSION AND THIS IS WAY IT WORKS THE COMMISSION HAS TO APPROVE PAVING PROJECTS. ALL SHE DOES IS THIS POINT IN TIME BRING PROJECTS TO THE DISTRICT LEVEL. THE DISTRICT LOOKS OUT AND WORKS ON IT WITH HER AND THEY COME UP WITH THEIR LIST WHETHER IT STAYS ON R OR NOT. AND I WENT TO MADE A PHONE CALL MICHAEL BLACK AND MICHAEL CALLS ME THIS MORNING AND I SAID MICHAEL, WHY CAN'T YOU PARTY WITH US IF YOU'RE GOING TO GET THE MONEY TO DO THIS, WHY CAN'T I KEEP YOU PARTNER WITH US TO PROVIDE SOME MONEY TO DO THE RESURFACING OR DO THE RESURFACING IN CONJUNCTION WITH
[00:40:03]
US? BUT I SAID IT'S IN 2023 IS WHEN YOU HAVE THIS SPECULATOR.HE SAYS I CAN'T CHANGE 40 22. BUT LET ME GO AND CHECK MY SOURCES TO SEE IF I CAN GET SOME FUNDING MONEY TO HELP DO THE RESURFACING WHILE AND AS WE'VE TALKED A LITTLE BIT ABOUT THIS GERARD AND I'VE TALKED BACK AND FORTH IT'S BEEN KIND OF THE DEAL WHERE WE'D LOOKED AT BY THE END OF THE YEAR WE MIGHT HAVE THE PROJECT DESIGN AND BID AND THEN SOMETIME IN THE FIRST QUARTER OF 2022 TO BE ABLE TO DO PHYSICALLY DO THE WORK.
SO I'M SUPPOSED TO GET A PHONE CALL BACK FROM MICHAEL EARLY NEXT WEEK TO SEE IF HE CAN'T FIND FUNDING TO HELP US WITH THIS BECAUSE FOLKS IT'S A IT'S A STATE PRIMARY ROADS STATE SECONDARY ROAD HIS PRIMARY ROUTE 44000 VEHICLES A DAY I MEAN 45000 STATE IT IS A MAJOR, MAJOR THOROUGHFARE. SO WE NEED TO BE PUTTING TAKING ACTION ON THIS PROJECT AND KEEPING IT MOVING. SO JARED'S RUNNING WITH THE ENGINEERING AT THIS POINT IN TIME AND I'M TRYING TO DO SOURCES TO HELP MAKE CERTAIN WE GET ENGINEERING FUNDING QUESTIONS. YOU VERY SMILED BACK THERE, ELIZABETH AND FINDING US FOR HELP FINDING US THAT MONEY. IN YOUR POCKET I PROVIDED YOU ALL RIGHT HERE.
[6.F. SCDOT 2021 FINANCIAL FORECAST Mr. Kraig Gordon, Chairman]
YOU KNOW THERE SHOULD COME A TIME. DON'T MOVE ON.I PUT IN YOUR POCKETS THE FORECAST THAT WAS BEING PROVIDED TO US FROM THE SEA FUND PROGRAM MANAGER AND TARP MONEY WAS ONE POINT TO FOUR MILLION WHICH WOULD GIVE US ROUGHLY TO TWO AND A HALF MILLION DOLLARS AND OUR DONOR FUNDS WHICH DON'T WE DO NOT
HAVE TO USE OF DONOR FUNDS. >> WE DON'T HAVE TO SPEND OUR 33 PERCENT OF IT ON STATE RIGHTS. THAT'S OUR FUNDING FOR US. SO WE WILL BE SPENDING ROUGHLY EIGHT HUNDRED THOUSAND DOLLARS EIGHT HUNDRED TWENTY FIVE THOUSAND DOLLARS OF THE TWO AND HALF MILLION DOLLARS WE'RE GETTING NEXT YEAR AND THAT'S WORK THAT YOU ARE DOING COMING UP WITH PICTURES THIS WERE YEARS PROJECTS FOR STATE RIGHTS .
ANY QUESTIONS CONCERNING THAT? THIS IS THE TWENTY ONE WHAT WAS IT LAST YEAR THEY GOT US THEY REDUCED THIS LAST YEAR. I CAN TELL YOU EXACTLY. I WOULD CALL IT FROM PREVIOUS MEETING YOU MENTIONED IT WAS IT WAS GOING TO BE REDUCED AND 21 OUR TOTAL FOR LAST YEAR WAS TWO POINT THREE. YEAH. SO WE'RE JUST A LITTLE BIT FROM AND IT'S THE WAY OUR YEAR IS RUNNING THIS YEAR. WE'RE NOT KIDDING.
THE DOLLAR AMOUNT PROJECTED THE QUESTIONS OK NOTICE THIS MAY BE JUST BUT WITH THINGS LIKE GASOLINE SHORTAGES WHAT WE'RE CURRENTLY EXPERIENCING ANY ANALYSIS BEEN DONE ON HOW MUCH REVENUE WE LOSE ON GAS IT'S NOT SO I ASKED THAT QUESTION OF JOE .
>> AND HE HAD NO INPUT. THEY ARE AND I'M SURE WE'LL PROBABLY HAVE SOME EFFECT IN OUR WHAT OUR FUNDING FOR OUR JUNE WILL BE MAY OR JUNE PROBABLY.
OKAY. OKAY. >> MR. FRAZIER BREWSTER BACK IN
[7. TREASURER’S REPORT]
EUROPE AND SIR OK. >> WE HAVE COVERED SOME OF THE SIMILAR TIME CRITICAL ITEMS OF APPROPRIATING FUNDING FOR THE REMAINDER OF THIS YEAR AND THAT 283 THOUSAND DOLLARS HAS NOW BEEN BEING COMMITTED IN TERMS OF THE FORECASTING FOR THE BALANCE OF THE YEAR.
I MEAN WE'RE LOOKING AT FROM A FORECAST OF TOTAL SEA FUND REVENUE WHICH ALSO INCLUDES DONOR REVENUE THE DONOR FUNDS OF ABOUT 2.8 MILLION FOR THIS FISCAL YEAR GOING INTO NEXT YEAR AS WE TRANSITION INTO THE NEXT FISCAL YEAR IN JULY 1ST. OUR COMMITMENT TO STATE ROADS IS SAFE. SECONDARY ROADS WILL BE AT 33 AND A THIRD PERCENT LEVEL WHICH IS WHERE CRAIG CAME UP WITH THE WITH THE APPROXIMATELY EIGHT HUNDRED TWENTY FIVE THOUSAND DOLLARS BASED ON WHAT WE BELIEVE WE WILL BE ALLOCATED NEXT YEAR AND THAT THAT'S
[00:45:07]
THAT'S REALLY KIND OF THE HIGHLIGHTS. >> ANY QUESTIONS NOW?
>> BETTER UNDERSTANDING NOW OF OUR HOMEWORK ASSIGNMENT THE BACKGROUND HOMEWORK ASSIGNMENT
THAT'S HOW THAT'S WHAT SHAKES WITH US. >> ANY ANY QUESTIONS CONCERNING IT AT ALL OR DID YOU HAVE ANYTHING TO ADD? THANK YOU.
ANY PUBLIC COMMENT TO TODAY'S AGENDA? >> IN CLOSING OUT CHAIRMAN'S
[9. CHAIRMAN COMMENTS]
COMMENTS TWO ITEMS FOR DISCUSSION RIGHT THEN THE TWO ITEMS ARE.NUMBER ONE IS ATTENDING SPELLS VERY EXPLICITLY IN OUR TRANSPORTATION PLAN THAT NO MEMBER CAN MISS MEETINGS BACK TO BACK WITHOUT BEING APPROVED. IT'S A VERY SIMPLE PHONE CALL IF YOU HAVE A CONFLICT PHONE CALL, PICK UP THE PHONE CALL ME AND SAY HERE'S WHAT'S GOING ON, WHY I'M NOT THERE. IT'S THAT SIMPLE. WELL, UNFORTUNATELY WE'VE HAD A MEMBER THAT HASN'T EVEN ATTENDED A MEETING VIRTUALLY OR IN PERSON THIS YEAR AND IT'S ONLY TIME THAT HAS HAPPENED. ACTUALLY I HAVE EVERYBODY THAT CALLED ME VERY MUCH HAD CONFLICTS UNTIL THIS MEETING. AND IT'S BEEN THAT WAY THROUGHOUT THE YEARS I'VE SERVED AS CHAIRMAN BUT I TAKE EXCEPTION AND I WILL BE TALKING TO A COUNTY COUNCIL MEMBER ON AN APPOINTMENT FOR THE FAILURE OF THIS PERSON TO LIVE UP TO THEIR OBLIGATIONS.
>> THE NEXT ITEM IS ADMINISTRATOR FUNDS AT OUR LAST COMMITTEE MEETING.
>> WE MAKE NOTE THAT WE WERE GOING TO WORK AND TRY TO GROW OUR ADMINISTRATIVE FEES UP 4000 DOLLARS. AS I CLEVE MENTIONED THEN THAT THERE ARE THREE C.T. IS OUT OF THIS THAT 46 COUNTIES WHERE THE CHAIRMAN'S PAID ON ALL SORTS OF CRAZY STUFF THAT THEY SPEND MONEY FOR COMPUTERS AND EVERYTHING ELSE AND I HAVE NO DESIRE FOR ANY OF THAT.
BUT I DO HAVE DESIRE FOR THIS AND THIS IS APPLICABLE FOR EVERY MEMBER SITTING HERE OR THAT'S NOT SITTING HERE. I HAVE MANY MEETINGS THAT I GO TO AND WIND UP AND I'M NOT TALKING ONE OR TWO I AM I'M TALKING IN A QUARTER PROBABLY FOUR TO SIX MEETINGS AND I'M REQUESTED TO ATTEND THEIR LUNCHES AND I'VE BEEN TAKING THEM OUT OF MY POCKET AND I'M NOT COMPLAINING AND I HAD JOHN ATTEND A MEETING FOR ME WITH THE SECRETARY OF TRANSPORTATION COMMEMORATING THE BRIDGE AND I LOOKED AT IT AND ROUND TRIP MALIK ALONE WAS OVER ONE HUNDRED AND THIRTY MY HOUSE AND GETS TO THE POINT OF DONATING ISN'T THIS EXACTLY THE FAIR THING TO DO? WE HAVE ADMINISTRATIVE FEES AND ANYTIME SOMEBODY IS DOING SOMETHING FOR COMMITTEE BUSINESS THAT ISN'T THE STANDARD MEETING DATE.
I'M NOT REQUESTING TO BE PAID FOR ANYBODY TO BE PAID TO DRIVE HERE FOR THEIR NORMAL MEETING BUT IF THEY'RE X ACCEPT MEETINGS THAT YOU'RE TAKING OUT OF YOUR DISTRICT YOU SHOULD BE REIMBURSED FOR THE SAME AS I SHOULD BE REIMBURSED FOR THAT ONGOING AS WELL.
IS THERE ANYBODY HAVE ANY CONFLICT WITH THAT? QUESTIONER WE ADDRESS THAT IN WRITING OF OUR TRANSPORTATION PLAN NEXT YEAR SO THAT IT'S SPELLED OUT MORE DEFINITIVELY APPLIES TO ALL THE MEMBERS CORRECT COMMITTEE. IT APPLIES FOR ALL MEMBERS
FUNDS ARE THERE AND WE'RE NOT USING THIS USING OKAY. >> OUR NEXT MEETING IS JULY THE 21ST. IF YOU COULD HAVE YOUR HOMEWORK DONE FOR SOMEWHERE AROUND THE 14TH OF JULY, I'D VERY MUCH APPRECIATE THAT. SO THERE WE HAVE SCHEDULED IN
OUR MEETING DOCUMENTS 21ST MEETING JULY 21ST. >> I'D LIKE TO HAVE THE REPORTS THAT YOU'RE DOING FOR YOUR DISTRICT BY THE 14TH CHAIRMAN YOU MENTIONED SUPPORTING PICTURES TO GO WITH COMMENTS BUT DO YOU HAVE. DO YOU HAVE A FORM THAT YOU'D LIKE TO SEE THINGS COME BACK IN WHAT FORMAT WOULD YOU LIKE THAT TO BE IN BRITAIN?
>> BRITTANY? YEAH. >> THE IMAGES ARE EVEN RELATED RELATED DESCRIPTIVE COMMENTS. I HAVEN'T JUST SEEN OVER ANY TYPES OF PHOTOGRAPHS BY EMAIL
[00:50:09]
THAT WE FIND THEY HAVE A MOTION FOR GERMAN LESSONS FOR THE BUSINESS TO BE BEFORE THISCOMMITTEE. >> ALL RIGHT. MAKE A MOTION AT THE CTC GERM BY THE SECOND TERM THANKING ALL THOSE I
