CLOSED CAPTIONING PROVIDED BY BEAVER COUNTY.

THEY FEBRUARY 24TH, 2021.

I WANTED TO CALL THIS MEETING OF THE BEAVER COUNTY BOARD OF VOTER REGISTRATION AND ELECTIONS TO ORDER THE TIME IS 2:05 PM.

AND WE'LL GET STARTED WITH THE PLEDGE OF ALLEGIANCE.

YOU HAVE THE FLAG, MARIE YOU'RE MUTED.

ARE YOU TALKING TO ME? OKAY.

OKAY.

WE CAN JUST DO IT WITHOUT THE FLAG IF YOU CAN'T GET IT UP RIGHT NOW.

THANK YOU, RON.

OKAY.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

OKAY.

I WAS GOING TO ASK FOR ANY PUBLIC COMMENTS, BUT THERE'S NO ONE ON THE CALL RIGHT NOW.

CHRIS, DID YOU HAVE ANY LEADING INTO THIS MEETING? NOPE.

OKAY.

OKAY.

SO THE FIRST THING ON THE AGENDA IS TO APPROVE THEM MINUTES FROM THE JANUARY 27TH MEETING.

DO I HAVE A MOTION TO APPROVE THOSE MINUTES? RON'S MEDIA, BUT I THINK HE DID.

OKAY.

DO I HEAR A SECOND, SECOND, ANY DISCUSSION? ALL RIGHTY.

ALL IN FAVOR OF APPROVING THE MINUTES FOR JANUARY 7TH, ALL OPPOSED.

ALL RIGHT.

THE MINUTES ARE APPROVED.

UM, THE ONLY UNFINISHED BUSINESS THAT WE HAVE FROM LAST MONTH ARE THE, UM, THE COMMITTEE ASSIGNMENTS.

SO JUST SO THAT THEY GO ON RECORD, I WAS JUST GOING TO READ WHO'S ON WHICH COMMITTEES, JUST SO THAT THE GENERAL PUBLIC KNOWS.

SO OUR RULES COMMITTEE IS CHAIRED BY JIM ROWE AND THE OTHER MEMBERS ARE CAROLINE FERMIN, BERNADETTE HAMPTON, AND CRAIG PELLEY.

THE LEGISLATIVE LEGISLATIVE AFFAIRS COMMITTEE IS CHAIRED BY BERNADETTE HAMPTON AND BEVERLY DOR CAROLINE FERMIN AND CRAIG KELLY SIT ON THAT COMMITTEE.

THE FINANCE COMMITTEE IS CHAIRED BY CRAIG PELLEY AND RON CLIFFORD AND JIM ROWE SIT ON THAT COMMITTEE.

UH, THE FACILITIES COMMITTEE IS CHAIRED BY ROWAN CLIFFORD WITH BEVERLY DOR AND ILENE MITCHELL.

AND THE PRECINCT REAPPORTIONMENT COMMITTEE IS CHAIRED BY BEVERLY DOOR WITH ELENE MISHY, MITCHELL AND JIM ROWE.

UM, ALSO SITTING ON THAT COMMITTEE WITH HER.

UM, THERE HAVE BEEN, AS FAR AS I KNOW, THREE COMMITTEE MEETINGS WITHIN THE LAST WEEK OR TWO, UM, THE FINANCE COMMITTEE MET ONCE AND THE LEGISLATIVE AFFAIRS COMMITTEE MET TWICE.

SO WE'RE GOING TO MOVE ON TO THE COMMITTEE REPORTS AND WE'RE GOING TO START WITH FINANCE.

SO CRAIG, THE FLOOR IS YOURS.

SO, UM, WE MET YESTERDAY WITH MARIE AND WENDELL AND WENT OVER THE, UH, BUDGET AND THERE REALLY WASN'T ANY SURPRISES.

AS YOU KNOW, IT'S JUST PRETTY MUCH THE SAME BUDGET AS LAST YEAR, EXCEPT FOR THE ADDITIONAL COST FOR THE UPCOMING ELECTION.

NEXT YOU ARE PRIMARY ELECTION PRIMARIES NEXT JUNE FOR THE GOVERNOR.

AND I BELIEVE IT'S THE CONGRESSIONAL SEATS

[00:05:01]

OR SENATOR, YOU KNOW, SOME PRIMARY ELECTIONS NEXT JUNE.

SO BECAUSE OF THAT, THE, UM, UH, THE ADDITIONAL EXPENSE WAS PUT IN THE BUDGET FOR MALIN AND FOR PERSONNEL OVERTIME.

AND THAT WAS, UH, THE OTHER, THE OTHER ADDITIONAL COSTS WAS A COVID-19 UH, SINCE, UH, THE TRAINING WAS DONE VIRTUAL ALL OF LAST YEAR, UH, NEXT YEAR, WE'RE HOPING TO DO, UH, THE TRAINING IN PERSON.

SO THOSE COSTS ARE GONNA GO UP FROM LAST YEAR.

THAT WAS REALLY ABOUT IT.

ANYTHING TO ADD MARIA OR, OR ANYBODY WHO'S IN THE MEETING.

YEAH.

I'D LIKE TO MAKE A COMMENT THAT YOU PUT THAT OVERTIME $50,000 OVERTIME IN POSTAGE SLASH OVERTIME, WHICH MAKES POSTERS LOOK LIKE A JOKE THROUGH THE ROOF AND ALL YOU COME IN ON, OUT THERE ON THE RIGHT IS THE POSTAGE, CAN'T BE $50,000 WORTH OF POSTAGE.

AND SO I THINK WE WANT TO CHANGE THAT COMMENT.

NO, THEY OVER PERSONNEL, ISN'T IT? WHAT DOES IT SAY NEXT TO POSTAGE? OTHER LOOKED LIKE OT TO ME.

I READ THE COMMENTS.

SO IT EXPLAINS WHAT'S THE, WHAT THE COSTS, WHY THE COSTS AROUND THERE.

OKAY.

BUT THAT 50,000 WASN'T THERE, IT SHOULD BE UP IN THE PERSONNEL LAST MONTH ON THE POSTAGE ALONE.

NO, THE OVERTIME IS AFTER THE PERSONNEL LINE.

YEAH.

OKAY.

CAN I JUST JUMP IN FOR A SECOND, THE POSTAGE LINE? UM, THEY'D GO UP SINCE THE MEETING.

AND THAT WAS BECAUSE WE REALIZED THAT WE WILL BE MAILING OUT COUNTY-WIDE VOTER REGISTRATION, UM, CARDS DUE TO THE REAPPORTIONMENT.

THAT'S GOING TO BE TAKING PLACE IN THE NEXT FISCAL YEAR, STARTING SOMETIME IN SEPTEMBER THROUGH MARCH.

SO, UM, ONCE THAT'S OVER, WE WILL BE DOING A COUNTY-WIDE MAILING AND THE OVERTIME COSTS IS WE ADDED THE EXTRA SOME EXTRA MONEY FOR ALL THE TIME COSTS BECAUSE A BUDGET IS ALWAYS OVER IN OVERTIME BECAUSE OF THE EXTRA WORK THAT'S REQUIRED FOR STAFF TO PREPARE FOR ANY ELECTION.

THAT $10,000 THAT WE'VE HAD FOR THE LAST 20 YEARS IS NOT GOING TO GET IT ANYMORE.

WE HAVE INCREASED OLLIE PERSONNEL ON BOARD AND THEY ARE REQUIRED TO WORK OVERTIME.

SO WE JUST TRYING TO COVER THOSE COSTS, NOT HAVE A BUDGET IN THE RED.

SO YOU'RE SAYING THAT 50,000 EXTRA POSTAGE SLASH OT, WHATEVER THAT IS, THAT'S SOME OF THAT IS POSTED.

YOU'RE GOING TO MAIL A HUNDRED THOUSAND CARDS OUT AT 50 CENTS EACH, WHICH WOULD BE 50,000.

I'LL BE A BIT CAUTIOUS, 50 CENT.

I WOULD THINK WE COULD SEND IT GROUP MAIL OR SOMETHING, BUT ANYWAY, SO THAT IS COVERING SOME OVERTIME AS WELL AS POSTED.

NO, RIGHT? YES.

OH, THAT'S OVERTIME ALSO IN POSTAGE.

YES.

THE OVERTIME WAS UP IN PERSONNEL.

WELL, IF YOU LOOK AT THE BOTTOM LINE, LET ME GO BACK TO THE, TO THE, UM, BUDGET.

IF YOU LOOK DOWN HERE, WE HAVE A DIFFERENCE OF $74,000 IS NOT JUST 50 FROM WHAT IT WAS BEFORE.

THE TOTAL ALL BUDGET IS $74,000 AT THE TOP.

PLEASE SAY THAT AGAIN.

WOULD YOU TAKE THAT TO THE TOP? OKAY.

SO IT SAYS HERE, THE DIFFERENCE IN THE REQUESTED FOR 2021 AND THE FIRST LINE TO 2022 IS TO ACCOUNT FOR AN INCREASE IN OVERTIME.

AND THAT'S THE 50,000 PRACTICALLY 40,000, I GUESS.

RIGHT? WHAT, WHATEVER THE DIFFERENCE IS, WHAT SHOULD WE EXPLAIN IN THE BOX TO THE RIGHT UNDIGESTED VACATION IS YES, IT IS.

SO IS THE OVERTIME.

SO WAS PERSONNEL.

OKAY.

[00:10:01]

SAME PERSONNEL IS, HAS SEVERAL OTHER LINE ITEM.

WE JUST LUMPED THEM ALL TOGETHER.

CAUSE THAT'S INCLUDING ALL BENEFITS, ALL, UM, TAXES THAT ARE REQUIRED OF, OF, OF THE, YOU KNOW, FOR THE COUNTY TO PAY SO FAR AS MEDICARE, UM, WORKERS' COMP, WHATEVER ELSE GOES ALONG WITH PERSONNEL, THAT'S A LUMP SUM.

IT'S NOT BROKEN OUT INTO INDIVIDUAL ACCOUNTS.

SO THERE'S SEVERAL ACCOUNTS THAT'S ADDED INTO THIS.

OKAY.

$50,000 FOR OVERTIME IS THAT $50,000 SPLIT BETWEEN THE POST AND PERSONNEL OR IS ALL THAT IN PERSONNEL.

AND THEN THERE'S AN ADDITIONAL OVERTIME COST FOR POSTAGE.

THAT'S ADDITIONAL INCLUDED FOR POSTAGE, EVERYBODY.

YES, PLEASE.

YOU SHOULD APPLY TO PUT OTHER, YOU ONLY THINK THAT OVERTIME MANAGEMENT WHO PAID OVERTIME, THAT JUST MEANS DAY TO CALL.

HELLO.

IT'S NOT GOOD FOR ME.

IT'S OTHER THAT OLD TEAMMATES.

IT DOESN'T MEAN THAT SNAP, THE ACRONYM NAM IS THE CORRECT ACRONYM.

THERE WAS NOT MISTAKE.

THAT WAS MY MISTAKE, BUT THAT'S WHAT IT MEANT.

IT MEANT FOR OTHER, NOT OT, NOT OVERTIME IN A PERSONNEL, IT'S UP $40,000 FROM LAST YEAR.

AND THAT'S BECAUSE WE HAD $10,000 OVER TIME ALLOCATED LAST YEAR.

SO THIS YEAR WE'RE EXPECTING $50,000 OVER TIME.

AND THAT'S, THAT'S IN LINE THREE, THE PERSONNEL LINE AND ALL OF THIS STUFF UNDER POSTAGE SLASH OTHER IS STRICTLY FOR THE ADDITIONAL POSTAGE CONCERNING THE REGISTRATION.

RIGHT.

OKAY.

ANY OTHER QUESTIONS AND JEAN, SO JEAN, JEAN, I SENT YOU THAT THE WRITE-UP ON IT.

I DUNNO.

I DUNNO HOW WE APPLY THAT OR WHAT HAPPENS TO HIM IF YOU WANT ME TO SEND IT TO EVERYBODY, YOU SEND IT TO EVERYBODY.

UH, CHRIS DID.

OH, OKAY.

OKAY, GREAT.

THANKS.

OKAY.

OKAY.

SO IF THERE ARE NO OTHER QUESTIONS THEN WE NEED NOW IS WE NEED A MOTION TO APPROVE THIS BUDGET.

SO IT CAN MOVE TO THE COUNTY FOR FURTHER APPROVAL.

THIS HAS TO BE SUBMITTED BY FRIDAY, I'M OVER THE BUDGET AS POSTED.

OKAY.

BUT IT SAYS, THEY EXPLAINED IT ON THE RIGHT HAND SIDE UNDER JUSTIFICATION.

AND IT DOESN'T SAY ANYTHING ABOUT OVERTIME OVER THERE AND I'M SURE WENDELL WILL CORRECT IT.

AND PUT O T H E R IN THERE IS NOT GOING TO PRE PRESENT IT IN THIS FORMAT.

SO THIS IS JUST THE FORMAT FOR YOU ALL.

IT'S NOT GOING TO BE PRESENTED TO THE COUNTY IN THE SAME FORMAT, BUT THE FORMAT WE HAD YESTERDAY, YOU HAD THE SAME ABBREVIATION.

SO YOU NEED YOUR CHANGE.

THIS IS JUST FULL UP THE BOARDS USE.

THERE IS A COMPLETELY DIFFERENT PROCESS THAT WE WILL BE USING TO SUBMIT THESE FIGURES TO THE COUNTY.

YEAH.

RON SECOND, ALL IN FAVOR.

ALL OPPOSED.

OKAY.

THE MOTION TO APPROVE THE FISCAL YEAR 2022 BUDGET IS APPROVED.

UM, NOW WE CAN MOVE ON TO MS. BERNADETTE TO GET THE LEGISLATIVE AFFAIRS COMMITTEE.

OKAY.

UM, THE REPORT WAS IN YOUR PACKET AND, UM, MARIA IS GOING TO POST IT ON THE SCREEN.

BUT DURING OUR DISCUSSIONS, WE HAD OUR FIRST MEETING ON FEBRUARY 11TH AND THEN OUR SECOND MEETING WAS ON SEPARATE AT 19TH.

AND WHAT WE DID WAS WE DISCUSSED, UM, SCAS PRIORITIES OR THIS YEAR PRIORITY ONE WAS TO ESTABLISH EARLY VOTING FOR BALANCED CAST IN PERSON

[00:15:01]

BEFORE ELECTION DAY, ABSENTEE VOTING WOULD APPLY TO VOTERS, CASTING THEIR BALLOT BY MAIL OR EMAIL PRIORITY.

NUMBER TWO, REVISING AND PERMANENTLY MAKING THE CHANGE TO SOUTH CAROLINA LAW FOR SENATE BILL SIX 35 A TO ALLOW THE OPENING OF RETURN ENVELOPES TO BEGIN AT 7:00 AM.

IT WAS ONE DAYS BEFORE THE ELECTION B THE BALLOT HERE IN AN ENVELOPE, MAYBE OPEN STARTING 7:00 AM ON THE DAY BEFORE THE ELECTION, SEE BALANCE MAY BE TABULATED BEGINNING AT 7:00 AM ON THE DAY BEFORE THE ELECTION.

AND THEN THE THIRD PRIORITY IS TO INCREASE THE PAY FOR POLL MANAGERS TO THE FOLLOWING RATE.

THEY CLERKS $300 PER DAY.

THE POLL MANAGERS, $200 FOR A DAY AND SEE ASSET CLUBS $150 PER DAY.

SO THOSE ARE THE PRIORITIES SO SCARE.

AND WE WANTED TO MAKE SURE THAT, UH, ARE ANY QUESTIONS IN RELATION TO THE PRIORITIES.

THOSE WERE THE PRIORITIES THAT WE SEE DURING OUR SECOND MEETING.

I GOT IT.

THAT MUST BE $300 FOR AN ELECTION.

NOT A DAY.

THAT'D BE SOME MAN HOURS FOR A CLERK.

I WANT THAT JOB, UH, UM, ELECTION DAY FOR ELECTION.

I'M SORRY.

OKAY.

AND THEN WE HAD THE SCAM POSITION STATEMENTS ON THE FIRST ONE IS TO IMPROVE VOTER EXPERIENCE.

UM, FIRST IN CREATION OF VOTER VOTE CENTERS FOR VOTERS TO CAST THEIR BALLOT AT REGIONAL LOCATIONS ON ELECTION DAY SECOND WAS TO REDUCE LIMIT OF BALLOT BY ALLOWING THE LISTING OF ONLY BALLOT QUESTIONS SHOW AT TITLE WITH YES, NO SELECTION FOR BALLOT QUESTIONS, TEXTS, CONTENT, SUMMARY, AND OR EXPLANATION WOULD BE PUBLISHED, CRYING TO ELECTION DAY POLLS THROUGH EDUCATIONAL MATERIALS.

THAT'S THE FIRST STATE POSITION OF HIS STATEMENT.

THE SECOND POSITION OF MISSTATEMENT FOR SCALE IS ENHANCED ABSENTEE, BOTH VOTING DELETE WITNESS SIGNATURE ON MAILING ABSENTEE BALLOT ENVELOPES.

SECOND BULLET ALLOW PERMANENT ABSENTEE STATUS FOR SOME REASONS SUCH AS OVER 65, PHYSICALLY DISABLED.

SO THE NEXT STATEMENT AND THAT ONE IS ENHANCED ABSENTEE VOTING.

THE NEXT SECTION IS TO REFINE ELECTION CALENDAR.

FIRST BULLET CHANGE THE RUNOFF WINDOW BETWEEN PRIMARY ELECTIONS FROM TWO WEEKS TO FIVE WEEKS OR CHANGE PRIMARIES TO BE A ROLE CLARITY INSTEAD OF A MAJOR WIN MAJOR WINNER.

SECOND BULLET, IF THERE IS A VACANCY OF AN OFFICE ESTABLISHED UNIFORM, OKAY, SHE GOT IT.

IT'S ESTABLISHED UNIFORM AND STANDARDIZED ELECTION DATES FOR A SPECIAL ELECTIONS OR FILL VACANCIES WITHIN AN APPOINTMENT UNTIL THE NEXT GENERAL ELECTION.

LAST BULLET CONDUCT PRESIDENTIAL PREFERENCE PRIMARIES ON THE SAME DATE.

THEN THEY HAD A STATEMENT OF EMERGENCY AUTHORIZE AND OR CLARIFY AUTHORITY TO POSTPONE ELECTIONS IN THE EVENT OF AN EMERGENCY.

AND THEN THE LAST POSITION OF STATEMENT IS FUNDING OF ELECTIONS, REIMBURSEMENT FOR DELIVERY OF VOTER MACHINES AND BALLOT COSTS.

THOSE ARE THE STAFF POSITION STATEMENTS AND THOSE AREAS.

ARE THERE ANY QUESTIONS OR DISCUSSIONS IN REFERENCE TO THE SCAM POSITION STATEMENTS? HMM.

OKAY.

THEN NEXT ONE, WE HAD, WE DISCUSSED BILLS OR RESUBMIT, A REPORT THAT COMES OUT ON EVERY FRIDAY IN REFERENCE TO LEGISLATION THAT'S BEING INTRODUCED.

THAT IMPACTS THE VOTING PROCESS.

IN OUR STATE.

WE HAVE SEVERAL BILLS THAT WE DISCUSSED THAT WE WOULD LIKE TO KEEP AN EYE ON.

AS WE MOVE THROUGH THE GENERAL LEGISLATIVE PROCESS FOR THIS YEAR, THE FIRST ONE

[00:20:01]

IS HOUSE BILL 35 33, WHICH CREATES AN EARLY VOTING PERIOD THAT BEGINS 10 DAYS BEFORE ANY ELECTION AND IS THREE DAYS BEFORE THE ELECTION.

UH, THE NEXT BILL THAT WE WOULD LIKE TO WATCH HIS HOUSE BILL 33 72, THAT EXPANDS IN-PERSON VOTING TO ALL REGISTERED VOTERS, 14 DUMMIES PRIOR TO AN ELECTION AND ESTABLISHES A MAXIMUM OF SIX ABSENTEE VOTING LOCATIONS PER COUNTY ABSENTEE MAILING OVERLOAD, MAYBE OPEN AT 8:30 AM ON THE DAY BEFORE THE ELECTION AND TABULATION OF BALANCE CAN BEGIN AT 7:00 AM ON HIM.

NEXT SUNDAY, IT AMENDS SEVEN DASH FIVE 22, WHICH REQUIRES VOTER REGISTRATION, 30 DAYS PRIOR ELECTION, REGARDLESS OF METHODS OF REGISTRATION IN IMMENSE SESSION, SEVEN DASH 17, FIVE 60 AND REPEALS SESSION SEVEN 17 FIVE 27, 17 FIVE 37, 17 FIVE 40 AND SEVEN 17 FIVE 60 REQUIRES THE SEC TO HEAR ALL ELECTION PROTESTS, AMENDS.

OTHER SECTIONS RELATING TO CANDIDATE FILING AND CERTIFICATION ARE ANY QUESTIONS ON THOSE TWO BILLS, MARIA, WHERE YOU'RE TRYING TO PULL IT UP OR YOU CAN'T PULL IT UP.

I THOUGHT I WAS SHARING YOU.

SHOULDN'T WE SEE YOUR FILES.

WE DON'T SEE THE DOCUMENT.

OKAY.

LET'S SEE.

I'M DOING SOMETHING WRONG.

WELL, WE HAD TWO ADDITIONAL BILLS TO WASH.

ONE WAS HOUSE BILL 32 OH SIX.

CAN YOU SEE IT? OKAY.

YEAH.

THAT'S EXACTLY WHERE WE ARE.

THESE TWO BILLS.

YOU HAD THESE TWO BILLS THAT WE ALSO WOULD LIKE TO WATCH HOUSE BILL 30 TOOLS, SIX AS WELL AS SENATE BILL THREE 65.

SO NOW I DON'T HAVE TO READ IT BECAUSE YOU CAN SEE IT FOR YOURSELF.

AND THEN THERE'S ALSO AN ADDITIONAL BILL THAT DID NOT GET INTO THE REPORT THAT WE WOULD ALSO LIKE TO WATCH THAT WE DISCUSSED, WHICH WAS HOUSE BILL 34 10.

AND THAT WAS PRESENTED TO US AT OUR LAST BOARD MEETING AND APPLAUD OF THE LEGISLATIVE UPDATES.

THE CONCERN IS A REFERENCE TO THE WITNESS SIGNATURE CONFIRMING THE APPLICANT'S OLD CONTAINING WITNESSES, SOUTH CAROLINA, DRIVER'S LICENSE NUMBER OR SOUTH CAROLINA VOTER REGISTRATION NUMBER, WHICH IS NOT NECESSARILY THE QUIET AT THIS TIME.

THAT CHANGE KIND OF CAUGHT OUR ATTENTION.

AND THAT'S WHY WE WANTED TO ADD THAT TO THE LIST FOR BILLS TO WATCH NONE OF BILLS.

WE HAVE TO WATCH OUR KUDOS THAT WE FEEL ARE NOT NECESSARILY PARTS OF THE BILLS ARE IN COMPLIANCE WITH THE SCALP PRIORITY.

AND THEN PARTS OF THE BILLS WE FEEL MAY IMPOSE, UH, CHALLENGES FOR THE VOTER.

AND THAT IS WHAT WE TRYING TO MAKE SURE THAT AS THESE BILLS ARE INTRODUCED, THEY DO NOT INFRINGE UPON THE VOTING PROCESS.

AND IT ALSO STAYS IN LINE WITH THE SCAM PRIORITIES.

ALL RIGHT.

ANY QUESTIONS OR DISCUSSION? OKAY.

SO NOW ONCE THAT WE HAVE BROUGHT THIS TO YOUR ATTENTION, IS THERE ANY FURTHER ACCIDENTS YOU FEEL THAT WE NEED TO DO AS A COMMITTEE, AS WE MOVE FORWARD, AS WE CONTINUE TO MONITOR THESE BILLS? I'M SURPRISED.

I THOUGHT THERE'D BE A LOT MORE QUESTIONS.

OKAY.

MADAM CHAIR, I'D TURN IT BACK OVER TO YOU.

OKAY.

WELL, SINCE THERE'S NO QUESTIONS OR COMMENTS, UM, DID ANY OF THEM STICK OUT AT SOMETHING THAT WE WANTED TO TRY TO TAKE ACTION ON ANY, LIKE REACH OUT TO THE LEGISLATORS IN ANY WAY, EITHER FOR OR AGAINST ANY OF THESE BILLS THAT BRING IT UP PRESENTED

[00:25:02]

LOOKS LIKE HE WANTS TO SAY SOMETHING.

HE DOES.

YOU HAVE TO UNMUTE YOURSELF, MR. ROWE THERE.

OKAY.

HERE WE GO.

NO, I DO APPRECIATE WHAT THE COMMITTEE HAS DONE TO BRING THESE TO OUR ATTENTION.

I WOULD, I WOULD SUGGEST AND OFFER THAT IF, IF ONE OR MORE OF US FEELS THAT WE NEED TO BRING PARTICULAR ATTENTION TO ONE OR MORE OF THE BILLS, UH, WE DON'T HAVE TO WAIT UNTIL A BOARD MEETING ITSELF, UH, THAT, THAT WE SHOULD FEEL, UM, ENERGIZED BETWEEN BOARD MEETINGS TO, TO, TO THE EXTENT THAT EITHER BECAUSE OF, OF, UH, UH, THAT HAS, THAT HAS, THAT IS ALREADY RECEIVING OUR INTERVENTION OR OTHERS THAT COME UP WITH DURING THE BOARD MEETINGS.

IF YOU LET US KNOW, WE CAN PROBABLY TAKE A CLOSER LOOK AT THOSE, UM, INDIVIDUALLY AND COLLECTIVELY, I DO SEE ONE OR TWO THAT HAVE BURNED THAT BROOKE AND THE COMMITTEE BROUGHT TO OUR ATTENTION SPECIFICALLY.

I THINK THIS BOARD SHOULD TAKE, IT SHOULD TAKE INTO CONSIDERATION THE LAW.

I DON'T REMEMBER THE LAST, I DON'T REMEMBER THE NUMBER OF IT, BUT IT'S THE ONE THAT CALLS FOR REQUALIFYING EVERY THREE YEARS.

WE NEED TO TAKE A LOOK AT THAT FOLKS.

THAT'S THE ONE THAT WE SPENT A LOT OF TIME TALKING ABOUT ALSO, BECAUSE WHILE I UNDERSTAND WHY IT WOULD HAVE BEEN BROUGHT UP, YOU KNOW, TO MAKE SURE THAT OUR VOTER REGISTRATION LIST IS NOT COMPLETELY OUTDATED WITH PEOPLE THAT ARE EITHER DECEASED OR HAVE MOVED OR WHATEVER, THERE'S A HUGE POPULATION, PEOPLE THAT THEY'RE JUST NOT GOING TO BE ABLE TO DO THAT.

YEAH.

YEAH, ABSOLUTELY.

AND, UH, WHAT, WHEN, WHEN IN DOUBT THEY'RE ESTABLISHED, THEY MIGHT OFFER, I WILL NOW UNMUTE OR I WON'T BE ABLE TO.

OKAY.

UM, MARIE, DO WE KNOW WHERE SENATE BILL THREE 65 RIGHT NOW WITH THE LINE, LIKE ONLY GOING TO BE ALL THE BILLS THAT WE ARE, UM, ADDRESSING TODAY ARE STILL IN COMMITTEE.

UM, REMEMBER WE CAN FOLLOW THOSE BILLS.

MOST OF THESE BILLS WERE PRE-FILED BACK IN DECEMBER OF LAST YEAR.

AND, UM, THEY ALL WENT TO COMMITTEE, I THINK LIKE THE FIRST WEEK WHEN, UM, THE LEGISLATORS WERE BACK IN SESSION AND THAT'S WHERE THE BEEN A FEW ACTIVITY WHERE SOME LEGISLATORS ARE JUST ADDING THEIR NAMES AS SPONSORS, BUT THEY'RE STILL IN COMMITTEE, WHICH MEANS THE BEING RESEARCHED AND THE BAITED AND WHATEVER ELSE IS GOING ON WITH THEM.

BUT NOTHING HAS COME BACK TO THE FLOOR.

YET.

CHRIS SENT OUT A LISTING OF ALL OF THE RULES THAT ARE UP THERE.

I DIDN'T BRING IT UP, BUT IT'S ABOUT SIX OR EIGHT PAGES CAME WITH THAT STRUCK PRESENTERS BOARD MEETING.

AND YOU CAN GO ONLINE ANYTIME AND IT'LL TELL YOU WHERE THEY ARE AND WHAT'S HAPPENING.

YEAH.

I JUST PUT FOR RIGHT NOW, I JUST DIDN'T HAVE A CHANCE TO GO BACK AND LOOK THEM UP AGAIN, BERNADETTE, ISN'T, ISN'T FEASIBLE FOR US TO AT LEAST, UM, SHARE WITH OUR LOCAL DELEGATION, HOW WE FEEL ABOUT THESE BILLS THAT WE ARE WATCHING.

DEFINITELY.

YEAH.

SO I WOULD LIKE TO, UM, MOVE THAT WE, UH, SHARE OUR CONCERNS OF THE MEALS THAT WE HAVE PUT ON OUR WATCH LIST WITHOUT LOCAL DELEGATION THROUGH YOU.

MADAM CHAIR, I GUESS ANN MARIE.

OKAY.

DO I HEAR A SECOND, JIM ROWE? SECOND.

I SAW IT ALL IN FAVOR.

ALL OPPOSED.

ALL RIGHT.

THE MOTION APPROVED.

WE'LL REACH OUT TO OUR LOCAL DELEGATION ABOUT OUR CONCERNS FOR ALL FOUR OF THE BILLS THAT YOU BROUGHT FOR AN EXAMPLE.

OKAY.

ALSO IN HOUSE BILL 34 10, BECAUSE THAT'S NOT ON THE LIST, BUT THAT'S ANOTHER ONE WITH HAVING THIS, THE WITNESS, SIR, THE WITNESS DRIVER'S LICENSE NUMBER OR REGISTRATION FORM.

[00:30:03]

SO THEY NEED TO BE ADDED TO, OKAY.

WE GOT IT.

ALL RIGHT.

THAT IT'S OUR COMMITTEE REPORTS AND I'LL HAND IT OVER TO YOU IN THREE FOR THE DIRECTOR'S REPORT.

LET ME SEE IF I CAN FIND MY POWER POINT, UM, WHEN IT WAS SUPPOSED POST THE SECOND TIME AND ASK HIM TO THE CHECK HMM.

FLASH SCREEN.

BUT IF YOU WERE IN A CHAT BOX THAT MAY BE ACCURATE.

UM, I DON'T SEE IT.

EXCUSE ME GUYS FOR A MINUTE HERE.

TWICE VOICE TO ECHO.

DID Y'ALL SEE ANYTHING A FEW MINUTES AGO? YEAH.

POPPED UP WITH YOUR FILES, TRYING TO, I WASN'T WAITING.

UM, WHEN I WAS ASKING FOR RESPONSE, IN TERMS OF THE AUDIO PROBLEM, NOT, NOT LEGIT, THAT'S THE BUDGET IS OKAY.

YOU EITHER HAVE TWO TABS OPEN OR YOU GOT TWO DEVICES ON.

ALL YOU HAVE TO DO IS CLOSE ONE OF THOSE TABS AND LEAVE THE OTHER ONE OVER THERE.

THAT'S WHY I WAS ASKING FOR HELP.

WELL, WHAT'D YOU NEED TO DO LEAVE THE MEETING AND COME BACK IN AND IT'LL ONLY BE THE ONE THAT YOU HAVE ON LEFT.

OH, OKAY.

CAN YOU ALL SEE THIS REPORT? OH, IT WAS STILL JUST A LISTING OF THE STUFF ON YOUR COMPUTER.

OKAY.

I GOTTA CALL MY TEXTS.

THANK YOU, WINDOW POWERPOINT.

AND THEN PUT IT ON HERE.

HUH? SHE'S TRYING, BUT IT WON'T OPEN.

OKAY.

YES.

YES.

IT'S OPEN NOW.

OKAY.

CAN YOU, CAN YOU HEAR ME? YES.

OKAY, SWEET.

SORRY.

SOMETHING'S GOING ON WITH MY, WITH THIS COMPUTER TODAY AND THE OPERATOR.

OKAY.

THE OVERVIEW.

UM, WE'VE ALREADY HAD THE LEGISLATIVE UPDATES.

GREAT JOB.

UM, MS. BERNADETTE, AND, UM, GREAT JOB TO MR. PELLEY ON YOUR BUDGET REPORT.

I'M GLAD YOU GUYS ARE TAKING AN ACTIVE ROLE IN WHAT'S GOING ON.

SO THAT'S A GOOD SIGN.

UM, WE WILL TALK A LITTLE BRIEFLY.

THIS IS A VERY SHORT REPORT ABOUT THE ELECTION UPDATE AND, YOU KNOW, WE HAVE THE ONE ELECTION

[00:35:01]

COMING UP NEXT WEEK, UM, FACILITY UPDATES.

UM, WE DIDN'T HAVE A FACILITY MEETING, BUT MR. CLIFFORD MAY HAVE SOMETHING HE WANTS TO SAY.

AND THEN WE WILL TALK BRIEFLY ABOUT, UM, SCARE AND SOME MISCELLANEOUS INFORMATION.

SO AS YOU KNOW, WE HAVE, THE CITY OF BUFORD IS CONDUCTING A SPECIAL ELECTION, OR WE ARE CONDUCTING A SPECIAL ELECTION FOR THE CITY OF BUFORD THAT WILL TAKE PLACE ON NEXT TUESDAY.

UM, WE HAVE, UM, ALREADY DONE ALL THE NECESSARY TRAINING, UM, IN PERSON IS UNDERWAY AS WE, WELL, YEAH, AS WE SPEAK.

UM, AND THAT WILL GO THROUGH TO MONDAY.

AND, UM, THE CITY JUST RECENTLY APPOINTED TWO NEW COMMISSIONERS AND THEY'VE ALL BEEN, UM, INVOLVED IN TRAINING.

THEY DO HAVE ONE VACANCY, SO THEY ONLY HAVE THREE MEMBERS.

THEY WILL BE READY FOR A CERTIFICATION ON NEXT, ON THE 4TH OF MARCH FOR THEIR ELECTION, UM, FACILITY UPDATE.

THE ONLY THING THAT WE NEED TO REPORT IS, UM, SOMETIME THIS WEEK, UM, I THINK OUR FACILITIES DEPARTMENT, YEAH.

MEETING WITH, UM, UH, VENDOR TO LOOK AT SECURITY FOR THE BLUFFTON OFFICE AND I SHOULD BE GETTING A REPORT ON THAT HOPEFULLY SOMETIME NEXT WEEK.

UM, AS YOU KNOW, OUR WAREHOUSE IS AT CAPACITY AND, UM, MR. CLIFFORD IS LOOKING INTO, UM, WHAT WOULD YOU CAN DO ABOUT THAT? WE DID SUBMIT A CAPITAL IMPROVEMENT OF $600,000 FOR THE PURCHASE OF STORIES, SPACE, OR PROPERTY OR LAND OR WHATEVER WE CAN GET FOR THAT AMOUNT OF MONEY.

UM, SO THAT WE CAN INCREASE, UM, OUR STORAGE.

UH, ONE THING THAT WE HAVE NOT TALKED ABOUT IT, WE MENTIONED THAT IN THE BUDGET REPORT ABOUT THE 20, 20 CENSUS INFORMATION, AND THIS IS INVOLVING MRS. DOERR WHO LEADS THE REAPPORTIONMENT REDISTRICTING COMMITTEE.

UM, AS YOU KNOW, THE CENSUS INFORMATION, SHE HAS BEEN DELAYED, UM, DUE TO COVID PRETTY MUCH, UH, ON A FEDERAL LEVEL.

SO WE HAVE NOT GOTTEN ANY INFORMATION ON THE 2020 CENSUS.

UH, I DID GET A REPORT THAT THE INFORMATION SHOULD BE OUT IN SEPTEMBER OF THIS YEAR TO THE LOCAL GOVERNMENT.

AND THEN WE WILL BE STARTING THAT THE PROCESS, THEY ARE HOPING THAT IT ALL WILL BE DONE BY MARCH, BEFORE THE FILING FOR, FOR JUNE PRIMARIES.

I DON'T KNOW HOW ALL THAT IS GOING TO WORK.

IT DOES TAKE A LONG TIME TO SET UP COMMUNITY MEETINGS AND EVERY, UM, POLITICAL LEVEL WILL BE INVOLVED IN THIS, WHICH MEANS IT'S, WE'LL START WITH IMPRESSIONABLE, UM, LEVEL AND THOSE PEOPLE WILL NEED TO DRAW THEIR LINES.

UM, AND THEN ON THE STATE LEVEL, AND THEN ON THE LOCAL LEVEL.

SO ALL OF THAT WILL TAKE PLACE.

WE WILL IN TURN ONCE ALL OF THAT IS DONE, WE WILL LOOK AT IT HOW THE PRECINCTS ARE SITUATED.

WE KNOW THAT WE HAVE SEVERAL PRECINCTS THAT ARE OVER 2000 VOTERS AND THOSE PRECINCTS WILL HAVE BE REALIGNED, WHICH WILL GIVE US ADDITIONAL PRECINCTS.

AND SO THAT'S WHAT WE WERE TALKING ABOUT WITH THEIR ADDITIONAL, UH, WHAT WAS IT? WINDOW, 40,000, $50,000.

WE WILL MEET TO SEND OUT NEW VOTER REGISTRATION CARDS ONCE ALL THAT IS DONE.

AND THEY EVOLVE EVERY VOTER IN THE COUNTY, 68,068,000.

OKAY.

THIS IS EVERY 10 YEARS.

THIS PROCESS TAKES PLACE.

LET'S SPELL BLEEDING.

HAVE ANYTHING YOU WANT TO SAY ABOUT THAT? NO.

NO.

OKAY.

ALL RIGHT.

SO THAT'S WHERE WE ARE.

AND, UM, THE OTHER THING THAT WE NEED TO TALK ABOUT BRIEFLY IS THE NEW OFFICERS FOR SCAM.

YOU ALL ARE A MEMBER OF SCALE.

I SEE YOUR SMILE, MR. G, I SEE YOUR SMILE AS SHE, YOU, SOME OF YOU MAY KNOW SOME OF YOU MAY NOT KNOW THAT I WAS ELECTED TO SERVE AS PRESIDENT FOR THE NEXT TWO YEARS OF SCARE AND I'M, SO I AM GRACIOUS AND I APPRECIATE ALL OF YOUR SUPPORT AND, UM, BUT WE HAVE A LOT OF WORK TO DO.

AND, UM, I, I'M KINDA LOOKING

[00:40:01]

FORWARD TO IT.

AND I'M LOOKING FOR YOU GUYS TO HELP ME, UM, MAKE SURE THAT THE ORGANIZATION, UH, REMAIN GREAT OR GET EVEN BETTER.

SO, BUT THAT BEING SAID, I AM THE PRESIDENT.

WE HAVE THE FIRST FRENCH PRESIDENT OUT OF DORCHESTER COUNTY.

THE DIRECTOR OF DORCHESTER COUNTY IS TODD BILLMAN.

I'M.

THE SECOND VICE PRESIDENT WILL BE CYNTHIA HOLLERED OUT OF AIKEN COUNTY.

UH, SECRETARY ANGELA UPCHURCH FROM COLLINGWOOD COUNTY.

THE TREASURE WILL BE WANDA HEMPFIELD.

YOUR COUNTY HISTORIAN IS CONSTANT MOODY GREENVILLE COUNTY KIRSTIE.

THESE FOLKS ARE DISTRICT DIRECTORS, BUT DISTRICT DIRECTORS ARE FOLKS WHO KIND OF LIKE MONITOR WHAT'S GOING ON IN CERTAIN COUNTIES, WHAT'S GOING ON IN CERTAIN COUNTIES.

AND, UM, EVERYBODY IS A SIGN OF DISTRICT AND WE HAVE SEVEN JUST FRICKING OUR STATE.

AND SOME OF THEM CONSISTS OF, I THINK THE ONE DISTRICT ONLY CONSISTS OF TWO COUNTIES BECAUSE THEY'RE SO LARGE AND EVERYBODY ELSE HAS SEVERAL COUNTIES THAT THEY ARE RESPONSIBLE FOR.

BUT KIRSTIE BERG WILL, UM, BE SERVING AS DISTRICT DIRECTOR FOR THE FIRST DISTRICT DIRECTOR, AURORA SMALLS OUT OF ORANGEBURG.

SECOND LINDY WEST FROM LAWRENCE COUNTY, THE THIRD ALFREDA PARK FROM SPARTANBURG.

SHE'S THE ONE THAT ONLY HAVE TWO, UM, COUNTIES, SPARTANBURG AND GREENVILLE DISTRICT WILL BE REPRESENTED BY JOHN KAUFMAN OUT OF KERSHAW COUNTY, DISTRICT SIX OR SHAYLA JENKINS FROM CALHOUN COUNTY.

AND DISTRICT SEVEN WILL BE SUSIE EDWARDS FROM DILLON COUNTY.

SO THOSE ARE THE NEWLY ELECTED OFFICERS OF SCALE OUR OFFICE.

UM, OUR TEN-YEAR STARTS APRIL 1ST.

SO I'M THE PRESIDENT ELECT.

AND UNTIL APRIL 1ST SCARE HAS BEEN RESCHEDULED TO SEPTEMBER 17TH THROUGH THE 21ST.

SO PLEASE PUT THAT, UH, THOSE DATES ON YOUR CALENDAR SO THAT YOU WILL BE PREPARED TO ATTEND THE FIRST GEAR CONFERENCE WITH ME AS YOUR PRESIDENT.

I WAS ASKING THE QUESTION, I DIDN'T KNOW WHETHER I WAS ON MUTE OR NOT.

UM, FIRST I ASKED THE QUESTION ABOUT THE $68,000, THE 68,000 BIGGER THAT YOU MENTIONED.

I DIDN'T GET ALL OF THAT.

AND THEN THE SECOND QUESTION IS, ARE THE DISTRICTS CORRELATING TO CONGRESSIONAL DISTRICTS OR DISTRICT OR MEMBERS OF THE FIRST DISTRICT? CORRECT.

OKAY.

AND THEN THE QUESTION ABOUT THE 68,000, UM, WE CALCULATED THAT TO SEND VOTER REGISTRATION CARDS TO 140,000 PLUS VOTERS AT 35 CENTS.

I THINK IT WAS WINDOW AT 35 CENTS A PIECE.

SO THAT'S, THAT'S WHERE WE CAME UP WITH THAT, UM, AMOUNT 49 49, 2735 CENTS.

WE DID IT A DIFFERENT PLACES CAUSE WE WEREN'T SURE WHAT THEY WERE GOING TO CHARGE.

ANY OTHER QUESTIONS.

ALRIGHTY, THANK YOU, MARIE, FOR THAT.

UM, CHRIS, HAVE YOU BEEN ANY COMMENTS FROM THE PUBLIC WHILE WE'VE BEEN MEETING? NO.

MA'AM NO COMMENT.

UM, JUST TO REMIND HER ABOUT THE ETHICS FORMS, I GUESS ETHICS FORMS ARE DUE BY THE END OF MARCH AND THEY ARE LOCATED ONLINE.

MARIE, DO YOU HAVE THAT WEBSITE FIRST? I'LL EMAIL THAT TO YOU AND ALSO EMAIL YOU COPIES OF THE PREVIOUS YEARS IF YOU WERE ON THE BOARD.

OKAY.

OKAY.

THE LAST THING THAT I HAVE A COMMENT ABOUT IS LET ME LEAD WITH SAYING, I DON'T MIND CONTINUING DOING IT.

WE'LL START OFF THAT WAY, BUT IF THERE'S ANYBODY THAT WOULD LIKE TO START DOING THE MINUTES FOR EACH BOARD MEETING, UM, JUST LET ME KNOW AND WE CAN GET THAT.

I DON'T KNOW IF THE BOARD HAS TO VOTE ON, DOES THE BOARD HAVE TO VOTE ON IT FOR THAT PERSON TO DO IT? YES.

NO OFFICIAL POSITION.

SO I MEAN YOU VOLUNTEERED SO MAYBE SOMEBODY

[00:45:01]

ELSE COULD VOLUNTEER.

YEAH.

OKAY.

LIKE I SAID, I DON'T MIND DOING IT, BUT IF YOU WOULD LIKE TO DO IT, PLEASE JUST LET ME KNOW.

AND CRAIG, WHERE ARE YOU GOING TO SAY SOMETHING? WHERE ARE YOU GOING TO VOLUNTEER? CRAIG'S GONNA VOLUNTEER NOW.

NO, I'M JUST KIDDING.

I THINK MY SCREEN IS GOING BLANK ON MY PLATE RIGHT NOW.

WELL, UM, RON CLIFFORD HAS COMMAND OF THE GRANDMA.

WHAT YOU'RE REALLY SAYING IS THAT YOU WANT TO DO IT? NO, NO.

LIKE I SAID, I W I REALLY DON'T MIND.

IT DOESN'T TAKE THAT MUCH, BUT IF THERE'S SOMEBODY WHERE YOU GONNA SAY SOMETHING, JIM? NO.

OKAY.

THE COUNTY IS ONE OF THE OLDEST FORMS OF LOCAL GOVERNMENT AND THE UNITED STATES EARLY SETTLERS FROM ENGLAND BROUGHT THE TRADITION OF COUNTY GOVERNMENT TO AMERICA.

TODAY MORE THAN 3000 COUNTY GOVERNMENTS PROVIDE SERVICES THAT AFFECT ALMOST EVERY CITIZENS LIFE.

SOUTH CAROLINA'S 46 COUNTIES ARE VERY REPRESENTATIVE OF HOW COUNTY GOVERNMENT HAS EVOLVED.

NATIONALLY.

THE COUNTY UNIT IN SOUTH CAROLINA WAS REGARDED AS THE LOCAL EXTENSION OF STATE GOVERNMENT, BUT A STATE CONSTITUTIONAL REFORM MOVEMENT IN THE EARLY 1970S LED TO THE SOUTH CAROLINA GENERAL ASSEMBLY PASSING THE LOCAL GOVERNMENT LAW.

ALSO KNOWN AS THE HOME RULE ACT IN 1975, THE HOME RELAXED, GREATLY EXPANDED COUNTY AUTHORITY AND CHANGED THE NATURE OF COUNTY ORGANIZATION AND ADMINISTRATION TO WHAT WE KNOW TODAY BEFORE COUNTY WENT FROM HAVING A BOARD OF DIRECTORS TO A COUNTY COUNCIL MEMBERS OF THE 1975 COUNCIL INCLUDED CHAIRMAN ARTHUR HORN BIAS, CHAIRMAN GRADY THEMES, LEROY BROWN, GARY FORDHAM, WILLIAM GRANT, HARRIET KAISER LANE, DAVID JONES, BILL MCBRIDE AND BOOKER WASHINGTON.

AS THE NEW COUNSEL SOUGHT TO DISTINGUISH ITSELF.

COUNCIL MEMBERS DESIRED AN OFFICIAL SYMBOL THAT WOULD REPRESENT THE JURISDICTIONS IDENTITY AND UNIQUE CHARACTER

[00:50:01]

COUNCIL APPOINTED AN AD HOC COMMITTEE TO UNDERTAKE THE TASK AND CARRY OUT A CONTEST FOR THE BEST COUNTY SEAL DESIGN WAS A MEMBER OF KIND OF COUNCIL.

AND IT WAS HER IDEA BECAUSE WE DIDN'T HAVE ANYTHING THAT COULD SIGNIFICANTLY IDENTIFY A BEAUTIFUL, BEAUTIFUL COUNTY.

WE MET THEN UP AT, UH, I, IT WAS A CAROLINA BANK AT SOME YEARS AGO, BACK THERE ON WEST STREET.

AND THEN WE PUT THEM IN PILES, YOU KNOW, LIKE GOOD, BAD, MAYBE UNTIL WE FINALLY GOT IT DOWN TO THE ONE THAT WE NOW USE COUNTY COUNCIL APPROVED THE SALE COMMITTEE'S RECOMMENDATION, WHICH REFLECTED THE COUNTY'S HISTORY, TRADITIONS AND NATURAL BEAUTY.

THE SALES COLORS OF BLUE AND GREEN REPRESENT THE COLORS OF THE COUNTY'S OUTDOOR ENVIRONMENT WITH ITS MANY WATERWAYS MARSHLANDS AND MARITIME FOREST.

THE FIVE IMAGES WITHIN THIS SEAL DEPICT SOME OF THE COUNTIES, DISTINGUISHING FEATURES, ANCIENT LIVE OAK TREES, THE SEAFOOD INDUSTRY, RICH NATURAL RESOURCES, AND A RARE MARINE ECOLOGY, LOW COUNTRY ARCHITECTURE AND MILES OF RIVERS, CREEKS, AND INLANDS.

I WAS REALLY IMPRESSED.

I THOUGHT IT ENCOMPASS WHAT WE AS A BODY, WE'RE LOOKING FOR A SEAL.

IT WOULD WHEN YOU LOOKED AT IT AND JUST THOUGHT ABOUT A LITTLE BIT, IT REALLY COVERS THE ASPECTS OF BUFORD COUNTY.

SO HE DID A GOOD JOB OF BRINGING TOGETHER THE THINGS THAT WE HOLD THERE AND WHAT WE REALLY LIKE ABOUT BUFORD COUNTY, COUNCILMAN BILL MCBRIDE WAS AN OFFICE WHEN THE CONTEST WAS HELD AND WAS PRESENT WHEN THE COMMITTEE REVEALED THE WINNING DESIGN, I THINK COUNCIL WAS ECSTATIC ABOUT IT.

IF WE THOUGHT THAT THE, THE SLIM WAS ON THE SEAL REPRESENTED, UM, ASPECTS OF LIFE IN BUFORD COUNTY, THERE IS A SLIGHT CHANGE IN THE ORIGINAL ON DRAFT THAT WAS PRESENTED TO US WHERE YOU HAVE THE SHRIMP BOAT TODAY.

INITIALLY, THAT WAS A PLEASURE CRAFT, A SAILBOAT YACHT AND BOAT.

AND, UH, IT WAS CHANGED BY COUNTY COUNCIL BECAUSE WE FELT THAT THE SHRIMP BOAT WAS THE BETTER REPRESENTATION, UM, OF A MORE COMPREHENSIVE, UH, ASPECTS OF YOUTH ACCOUNT OF LIFE.

BECAUSE YOU HAD OTHER THINGS ON THE SEAL THAT REPRESENT THE PLAYERS IN RECREATION, THE FISHING AND THE BEACH.

SO THEY THOUGHT IT WAS SHRIMP BOAT, WHICH WAS A VERY IMPORTANT PART OF BEEF COUNTY CULTURE SHRIMPING, ESPECIALLY AT THAT TIME WOULD BE REFLECTED ON THEM.

THE WINNER OF THE CONTEST WAS AN ARTIST FROM HILTON HEAD ISLAND.

THE LATE LEE PAIN, HIS DESIGN WAS SELECTED FROM MORE THAN 126 CENTURIES SUBMITTED FROM AS FAR AWAY AS INDIANA AND TENNESSEE, HE WAS AWARDED $250 FOR HIS DESIGN, BUT MORE IMPORTANTLY, HE CAPTURED THE LEGACY OF OUTDOOR BEAUTY CULTURE AND HISTORY THAT HELPED TO DEFINE IMPORTANT ASPECTS OF LIFE IN BUFORD COUNTY TO SEE MORE BEAVER COUNTY MOMENTS, GO TO THE BUFORD COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB.

THERE IS NO TYPICAL DAY.

EVERY DAY IS DIFFERENT.

EVERY CALL IS DIFFERENT.

EVERY TIME YOU PICK UP A PHONE, THAT'S GOING TO BE A DIFFERENT SITUATION.

YOU CAN'T PREDICT ON NINE 11.

IT'S JUST A WARNING FEELING.

WHEN YOU KNOW THAT YOU'RE PICKING UP THE PHONE AND SOMEBODY ASKS YOU FOR HELP, ARE YOU ABLE TO SEND THEM THE HELP THAT THEY NEED? YOU CAN REMAIN ANONYMOUS AND YOU STILL GET THE HELP TO THAT PERSON.

YOU CAN BE THE HERO WITHOUT GETTING ALL THE CREDIT AND EVERYTHING.

THAT'S.

I REALLY ENJOY THAT PLAYING A VITAL ROLE AND SAVING LIVES, MAKING SURE THAT RESPOND TO THE, ABLE TO GET TO THE ADDRESSES AND HELP PEOPLE THAT ARE CALLING INTO THE CENTER THAT NEED HELP AS WELL AS BEING THAT SUPPORT FOR OUR FIRST RESPONDERS, MAKING SURE THEY HAVE ALL THE INFORMATION THEY NEED.

100 PAOLO AFTER WITH THE PHONE NUMBER (843) 812-4388.

I THINK IT TAKES MULTIPLE QUALITIES IN ORDER TO BE A GOOD DISPATCHER.

YOU GOTTA BE ABLE TO MULTITASK PROBLEM SOLVE, MAKE QUICK, BUT SOUND DECISIONS.

YOU DEFINITELY HAVE TO HAVE A PASSION FOR HELPING PEOPLE.

PATIENTS HAVE THICK SKIN, THE ABILITY TO CALM YOURSELF WHEN YOU'RE IN REALLY STRESSFUL SITUATIONS, SELF-CONTROL TASSIE THE SERVE YOUR COMMUNITY AS WELL AS BEING ABLE TO MULTITASK.

MA'AM CAN YOU HURRY, PLEASE? WE ARE A CONSOLIDATED DISPATCH CENTER, MEANING THAT WE DISPATCH FOR THE WHOLE COUNTY POLICE, FIRE AND EMS RADIOS ANSWER ADMIN LINES, NOT EMERGENCY LINES, NINE 11 LINES AT THE SAME TIME ON MANY OCCASIONS, OTHERS JUST BY BEING A LISTENER.

THE TRAINING PROGRAM IS DEPENDENT ON EACH TRAINEE.

THERE'S MULTIPLE STAGES IN THE TRAINING PROGRAM, BUT THEY HAVE THE OPPORTUNITY TO TRAIN EACH POSITION AND WORK ON THAT POSITION UNTIL THEY'RE READY TO MOVE ON.

THE TRAINING IS THE HARDEST PART OF THE JOB.

IF YOU CAN GET THROUGH THE TRAINING AND NO MAN WILL BE RIGHT OUT FRONT, MAN, WE'LL BE RIGHT UP THERE.

AND GO AHEAD AND DISCONNECT NOW, THANK YOU SO MUCH AND GET TO WORK WITH SUCH A GREAT TEAM OF RESPONDERS.

WE HAVE LAW ENFORCEMENT, EMS, AND FIRE THAT THEY'RE ALL REALLY GREAT PEOPLE.

AND THEN YOUR DISPATCH TEAM THAT BECOMES THEIR SECOND FAMILY.

IT'S JUST A REALLY GREAT GROUP OF PEOPLE THAT WORK HERE.

IF THERE'S SOMETHING THAT YOU REALLY WANT TO DO, AND YOU WANT TO PERCEIVE IT, BEING ABLE TO GET THAT CALLER ON THE LINE, WHEN THEY FIRST, YOU FIRST ANSWERED THE PHONE, THEY'RE SCREAMING AND CRYING BECAUSE THEY'RE SO STRESSED OUT AND YOU GET THEM THE HELP THAT THEY NEED AND GIVE THEM THE MEDICAL INSTRUCTIONS THAT THEY NEED THEM.

SO THAT, THAT HELPS ON THE WAY.

AND BY THE TIME THEY GET THERE, THEY'VE CALMED DOWN AND THEY'RE READY TO HANDLE THE SITUATION WITH THE RESPONDERS.
