IT WAS ADDRESSED SPECIFICALLY TO THE LIBRARY BOARD OF TRUSTEES, DEAR LIBRARY, BOARD OF TRUSTEES.
I AM THE HEAD OF THE COMMUNITY-BASED POISON PIN MYSTERY BOOK CLUB THAT HAS BEEN MEETING MONTHLY AT THE BUFORD BRANCH FOR SEVERAL YEARS DURING THE COVID EPIDEMIC, WE WERE FORCED TO MEET VIA ZOOM.
THIS MONTH MET IN PIGEON POINT PARK.
HOWEVER, THERE'LL BE SOME OR WE'LL MAKE THIS UNACCEPTABLE SINCE OUR GROUP IS SMALL.
I AM HOPING WE CAN MEET IN THE LARGE MEETING ROOM, STARTING IN JUNE.
MOST NOT ALL OF OUR MEMBERS ARE VACCINATED MEMBERS ALWAYS HAVE THEIR MASKS AVAILABLE.
WE COULD USE THE SEPARATE ENTRANCE UTILIZED DURING TAX PREPARATION SEASON.
WE WOULD NOT NEED TO USE TABLES AS WE HAVE IN THE PAST.
WE COULD SANITIZE ALL CHAIRS AFTER OUR MEETING AND DURING OUR BUSIEST TIME OF YEAR, WE NORMALLY HAVE 10 TO 14 ATTENDEES.
THE REST OF THE YEAR, SIX TO 10, WE MEET ON THE SECOND MONDAY OF EACH MONTH FROM FIVE 30 TO 7:00 PM.
HOPEFULLY YOU WILL BE ABLE TO GRANT US THIS PERMISSION UNTIL THE OVERALL POLICY EXPANDS.
OKAY, WE'RE GOING TO TALK ABOUT THAT SHORTLY UNDER A RECOMMENDATION FROM AMANDA.
SO AMANDA, WHY DON'T WE JUST MOVE RIGHT INTO YOUR DIRECTOR REPORT? THANK YOU.
UM, IS A PLEASURE TO PRESENT THIS TO YOU AS YOUR OFFICIAL LIBRARY DIRECTOR.
SO I WILL FIRST START WITH PERSONNEL.
WE CURRENTLY HAVE 12 VACANCIES, EIGHT OF THOSE ARE ADVERTISED AND WE ARE HIRING AN ORDER OF PRIORITY.
WE DO HAVE SEVERAL PROJECTS THAT ARE ONGOING AT FIRST, LIKE TO UPDATE YOU ON OUR SUMMER READING 2021 PROJECTS, OUR STAFF CONTINUED TO PREPARE FOR A VERY ROBUST AND EXCITING SUMMER READING PROGRAM.
THIS WILL TAKE PLACE FROM JUNE 19TH THROUGH JULY 31ST.
WE HAVE AGAIN PARTNERED WITH THE BUFORD COUNTY SCHOOL DISTRICT FOR CONTINUED COLLABORATION.
IN ADDITION TO THE, AN AMAZING ASSORTMENT OF PRIZES FOR READERS.
AND I DO SAY AN AMAZING ASSORTMENT OF PRIZES.
OUR LIBRARY ADMINISTRATION HAS REQUESTED THAT ALL OF OUR BRANCH LIBRARIES BE SELECTED AS SITES FOR THE SUMMER FEEDING PROGRAM, PROVIDING MEALS TO CHILDREN MONDAY THROUGH FRIDAY THROUGHOUT THE SUMMER MONTHS.
IF YOU REMEMBER, IN PREVIOUS SUMMERS, WE HAVE HAD THAT, UM, FOOD AVAILABILITY TO KIDS AT OUR NORTHERN DIFFERENT LIBRARIES.
BUT THIS YEAR WE ARE OFFERING IT ALL OF OUR LIBRARIES TO SUPPORT VIRTUAL PROGRAMMING.
FOR THIS SUMMER READING PROJECT, WE HAVE BEEN AWARDED TO LIBRARY SERVICES AND TECHNOLOGY ACT SUB GRANTS FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES ADMINISTERED BY THE SOUTH CAROLINA LIBRARY.
A $1,000 GRANT WILL FUND SIX VIRTUAL PERFORMANCES AND THE $500 TECHNOLOGY GRANT WILL BE USED TO PURCHASE AN ADDITIONAL WEBCAM FOR EACH OF OUR BRANCH LIBRARIES.
IT IS ALSO MY PLEASURE TO REPORT TO YOU ABOUT OUR VERY FIRST VIRTUAL STAFF DEVELOPMENT DAY ON WEDNESDAY, APRIL 21ST LIBRARY STAFF PARTICIPATED IN OUR VERY FIRST VIRTUAL STAFF DEVELOPMENT DAY THROUGHOUT THE DAY.
OUR LIBRARY STAFF PARTICIPATED IN THREE VIRTUAL TRAINING SESSIONS IN WHICH COVERED SUMMER READING COLLECTION DEVELOPMENT AND OUR CIRCULATION PROCEDURES.
ADDITIONALLY, OUR BRANCH MANAGERS SCHEDULED ACTIVITIES FOR OUR STAFF TO WORK ON AT EACH OF THEIR BRANCH LIBRARIES SPECIFIC, SPECIFIC THIS BOARD.
I'D LIKE TO SHARE THAT OUR STAFF EXPRESSED GREAT APPRECIATION THAT YOU PROVIDED THE HEART SHAPED STRESS BALL IN THEIR GIFT BAG, RECOGNIZING THAT THEIR WORK PROVIDES ESSENTIAL SERVICES TO BUFORD COUNTY RESIDENTS.
[00:10:01]
MY FACILITIES, PROJECT UPDATES.I KNOW WE HAVE SEVERAL FACILITIES PROJECTS TO TALK ABOUT ALPHAGO THAT FOR THE LATER PART OF THIS MEETING, WHEN, WHEN BERNIE LEADS THE FACILITIES COMMITTEE UPDATE, AND THEN THAT BRINGS US TO OUR STATUS OF LIBRARY OPERATIONS.
UH, BUFORD COUNTY LIBRARY REMAINS AT PHASE THREE OF OUR PANDEMIC REOPENING PLAN.
IF YOU RECALL, IN THIS PHASE, OUR LIBRARIES ARE OPEN TO THE PUBLIC FOR QUICK BROWSING, CURBSIDE SERVICE, LIMITED COMPUTERS AVAILABLE FOR USE.
NOW THAT ALL MASK ORDINANCES IN MUNICIPALITIES AND UNINCORPORATED AREAS OF OUR COUNTY HAVE EXPIRED OR ABOUT TO EXPIRE LIBRARY, EMPLOYEES AND VISITORS ARE NO LONGER REQUIRED TO WEAR A MASK IN OUR LIBRARIES.
HOWEVER, WE STRONGLY ENCOURAGE OUR EMPLOYEES AND VISITORS TO WEAR A MASK IF THEY WISH TO, ESPECIALLY WHEN USING SHARED SPACES AND IN SITUATIONS IN WHICH SOCIAL DISTANCING IS NOT POSSIBLE.
WE CONTINUE TO OFFER COMPLIMENTARY MASKS FOR ANYONE WHO ASKS FOR ONE.
AND WE HAVE HAND SANITIZER AT ALL.
SERVICE POINTS AS RESTRICTIONS IN OUR PRIVATE AND PUBLIC SECTOR.
LOOSEN LIBRARY ADMINISTRATION IS RECEIVING AN INCREASED NUMBER OF QUESTIONS FROM OUR CUSTOMERS.
INQUIRING ABOUT MEETING ROOM USE.
AS YOU HEARD FROM THE EMAIL EXAMPLE SHARED RECENTLY TONIGHT, I'D LIKE TO OFFER THE RECOMMENDATION THAT YOU CHOOSE TO ADMIT IT TO PHASE THREE OF OUR PANDEMIC REOPENING PLAN TO INCLUDE RESUMING MEETING ROOM RESERVATIONS AT OUR BRANCH LIBRARIES, FOLLOWING HEALTH AND SAFETY MEASURES IN ACCORDANCE WITH GOVERNOR MCMASTER'S EXECUTIVE ORDER 20 2123 ISSUED YESTERDAY, TUESDAY MAY 11TH, 2021.
THOSE CONDITIONS WOULD BE THE FOLLOWING NUMBER ONE THAT, UH, WE WOULD NEED TO COMPLY REDUCED MAXIMUM CAPACITY NUMBERS POSTED IN EACH MEETING ROOM.
NUMBER TWO, ALL PERSONS WOULD ADHERE TO SOCIAL DISTANCING GUIDELINES WHERE POSSIBLE AT LEAST SIX FEET.
AND NUMBER THREE, ALL PERSONS ARE ENCOURAGED TO WEAR A MASK IN SHARED SPACES WHERE SOCIAL DISTANCING IS NOT POSSIBLE IN ORDER TO ENSURE THAT MEETING ROOMS ARE READY AND READY FOR USE.
UM, WE WOULD REQUEST THAT RESERVATIONS COULD BE ACCEPTED NOW, BUT FOR MEETING DATES OCCURRING AFTER TUESDAY, JUNE THE SECOND, LEAVE IT OPEN FOR DISCUSSION.
OF COURSE, UH, PLEASE RECOGNIZE THAT MEETING ROOMS WOULD NOT BE AVAILABLE OFTEN BRANCH LIBRARY UNTIL THAT LIBRARY HAS COMPLETED THEIR RENOVATION.
DOES THE COUNTY HAVE TO KNOW THE QUESTION IS TO THE TRUSTEES, IF YOU BELIEVE WE SHOULD OPEN OUR MEETING ROOMS WITH LIMITED CAPACITY AND EVERYTHING ALONG THE WAY MS. GOVERNOR MCMASTER'S GUIDELINES HAVE MOST OF THE LIBRARIAN'S BEEN VACCINATED OVER, IS THAT AN ISSUE? I CAN SHARE THAT ALL OF OUR EMPLOYEES THAT HAVE, THAT HAVE HAD AMPLE OPPORTUNITY TO GET THE VACCINE AND THOSE THAT HAVE WANTED TO HAVE DONE.
SO I'D LIKE TO MAKE A MOTION AMANDA'S REQUEST AND JAY, THAT YOU'D LIKE TO SECOND IT.
SO BERNIE MAKES THE MOTION TO APPROVE THE RECOMMENDATION FOR OPENING MEETING ROOMS WITH THOSE DETAILS, JANET SECONDS.
IF PEOPLE HAVE A QUESTION OR A COMMENT, OKAY.
I DISCUSSED WITH A VENDOR THAT I THINK WE HAVE TO KEEP MOVING FORWARD AS WITH THE COUNTY AND OTHER PLACES.
AND I THINK IT WOULD FOLLOW THE GOVERNOR'S RECOMMENDATIONS.
SO, UM, I'LL CALL THE QUESTION.
HOW MANY PEOPLE ARE IN FAVOR OF THE MOTION ON THE TABLE? RAISE YOUR HAND, TRACY.
THERE'S NOBODY OPPOSED EVERYBODY VOTED.
SO THE MOTION PASSES AND AMANDA, UH, WE CAN GO FORTH WITH THAT RECOMMENDATION.
UM, I KNOW OUR COMMUNITY WILL BE VERY HAPPY TO HEAR THIS NEWS.
THAT IS THE CONCLUSION OF MY, UH, DIRECTOR'S REPORT.
BEFORE I SPEAK TO, UM, AN INTRODUCTION TO JOE'S FINDINGS UPDATES IN TERMS OF OUR BUDGET.
UH, I'LL PAUSE THERE FOR A BRIEF SECOND TO ASK IF ANYONE HAS ANY QUESTIONS ABOUT THE REPORT THAT I'VE SHARED SO FAR, I DO WANT TO COMMEND AMANDA ON THE STAFF DEVELOPMENT DAY,
[00:17:05]
THAT'D BE FOUR AND THAT'S IMPACT, BUT STARTING WHAT STARTED WITH THE FINANCIAL IS THAT I'D LIKE TO REMIND EVERYONE WHAT WE'RE LOOKING FOR IS REALLY 10 YEARS, 10 YEARS, 10 YEARS, 10 MONTHS, HOW FINANCIAL, UM, ACTIVITY THROUGH THIS FISCAL YEAR OR ABOUT 83% OF THE WAY THROUGH THE YEAR IN A WORD WE ARE UNDERSPENT AND WELL-FUNDED, UH, AND TO A LARGE EXTENT, THIS IS, THIS IS THE ANTICIPATED.AS AMANDA SAID, THAT WE'RE STILL IN REDUCED MODE.
UH, WE DON'T HAVE MANY ROOMS OPEN AS YET.
UM, PROGRAMS HAVE BEEN CUT BACK, BUT HOPEFULLY THIS WILL CHANGE IN THE NEXT, IN THE NEXT COUPLE MONTHS.
WHAT I'D LIKE TO DO IS TO, WITH OUR USUAL PROGRAM, UH, FINANCIAL REPORTS BEGINNING WITH SPECIAL FUNDS, AND THIS WAS IN YOUR PACKET AND STARTING ON THE LEFT-HAND COLUMN, YOU WILL SAY THAT WE ARE AT A VERY HANDSOME NUMBER OF $205,000 IN STATE AID LOTTERY.
UM, WE'VE JUST RECEIVED OUR FOURTH STATE AID INSTALLMENT PLAN AGAIN, WHICH STATEMENT YOU'RE LOOKING AT.
THE SPECIAL, UH, THE SPECIAL FUND REPORT AND THE STATE AID LOTTERY, WHICH IS IN THE FAR LEFT-HAND CORNER.
YOU'LL SEE THAT WE'RE AT 205,000, WHICH IS A VERY HANDSOME NUMBER.
AND I'M ASSURED THAT WE'RE GOING TO SPEND ABOUT HALF THAT AMOUNT, HALF OF THAT NUMBER IN THE REMAINING TWO MONTHS OF THIS FISCAL YEAR, WHICH WILL BRING US UP TO A NICE, NICE ROUNDED MATERIAL SPAN IN BOTH SPEAK TO THAT MORE IN THE NEXT FEW MINUTES.
AND THEN MOVING OVER TO THE CENTER COLUMN, MY FAVORITE TOPIC, IMPACT FEES, YOU WILL STAY THAT WE ARE AT AN EXTRAORDINARY NUMBER, NEVER BEFORE WE ARE ALIVE AT 5.2 MILLION.
I THINK THE SPECIAL ACCOLADES SHOULD BE GIVEN TO BOTH THE DIRECTOR AND THE FINANCE CHAIR FOR THIS NUMBER, BUT THAT IS WHERE WE ARE.
IT'S A VERY, VERY GOOD NUMBER.
UM, THIS IS, THIS IS A GAIN FOR ABOUT 126,000 SINCE MARCH.
WE'VE HAD UNDER SEATS IN THE LAST, IN THE LAST REPORT IN PERIOD OF 189,000.
MOSTLY AGAIN FROM THE BLASTING DISTRICT FOLLOWED BY ST.
AND WE HAD AN EXPENDITURE OF ABOUT A LITTLE OVER 62,500 BOND BLOCKED AND ACCOUNT FOR RENOVATION ACTIVITY IN THAT PARTICULAR FACILITY IN THIS REPORTING PERIOD, 73% OF THE MONEY AND THE IMPACT FEE REVENUE HAS COME FROM BLUFFTON 12% FROM ST.
[00:20:01]
IS A LITTLE BIT OF DIFFERENT FROM WHAT WE'VE SEEN IN THE PAST, UH, FISCAL YEAR TO DATE, WE'VE HAD EXPENDITURES OF 327,230,000 OF THAT IS FOR LIBRARY MATERIALS, ANOTHER 97,000 FOR THE BLUFFTON RENOVATION ITSELF AND THE FIRE COLUMN OVER HERE, WHICH IS REALLY SPECIAL FUNDS.WE'VE HAD A SMALL $339,000 EXPENDITURE FOR THE BLUFFTON COLLECTION OF MATERIALS.
SO THAT IS WHERE THEY WERE, WHERE THEY ARE.
WE ARE VERY WARY OF WELL FIND THAT AS YOU CAN EXPECT, AND THEN MOVING OVER TO OUR BUDGET UPDATE.
AND AGAIN, 83, 10 MONTHS THROUGH THE YEAR, WE ARE 72% SPENT AS EXPECTED.
WE'RE 73% SPENT ON, UM, ON PERSONNEL.
THIS IS REALLY SALARIES AND SURCHARGES IN RHONDA, NOT TO THE SAME NUMBER ON AN OVERALL OPERATING EXPENSES HERE.
UM, YEAH, WE HAVE ROUGHLY AN UNSPENT RESERVE OF ABOUT 487,000 AGAIN, RIGHT BEHIND.
THIS IS NOT REFLECTIVE OF NORMAL OPERATING CONDITIONS.
AS, AS, AS AMANDA SAID, YUP, WE'RE STILL OPERATING IN THE COVID MODE AND HOPEFULLY THINGS WILL GET BACK TO NORMAL OVER THE NEXT, OVER THE NEXT YEAR.
AND THEN LASTLY LOOKING AT OUR MATERIALS SUSPENDED THROUGH REPORT.
SO THEY'RE MY FAVORITE OUT OF ALL OF THESE, YOU CAN SEE THAT IN THE PAST 10 MONTHS WE ARE $407,000 SPENT.
AND AS I MENTIONED, WE'LL SPEND ABOUT HALF OF THAT $200,000 RESERVE SITTING IN STATE AID, WHICH SHOULD BRING US UP TO A LITTLE OVER 500,000 FOR THIS, FOR THIS FISCAL YEAR, WHICH IS, WHICH IS A VERY GOOD NUMBER.
ROUGHLY 37% OF THE SPENDING IS FOR LEAST BOOKS AND THAT'S ON THE FOOT.
AND IN THE BOTTOM COLUMN HERE, UM, FOLLOWED BY HOOPLA AT 32%.
SO REALLY ALMOST TWO 32, OUR SPEND IS REALLY FOR LACE BOOKS AND FOR WHOLE CLASS, WHICH IS WHICH AN INTERESTING WAY THAT THINGS ARE THINGS THAT ARE MOVING HERE.
UM, 56% OF OUR SPEND COMES FROM IMPACT CASE.
AND AGAIN, YOU CAN SEE THAT $238,000 NUMBER, AND WE'RE GOING TO TALK ABOUT IMPACT PHASE AND MATERIAL, ANY OF IT IN THE NEXT, IN THE NEXT FEW MINUTES HERE.
AND THEN ON A PERSONAL NOTE, WHEN I GO INTO THE HILTON HAVE LIBRARY AND I SAY THEY ABUNDANT DISPLAY OF FIXTURES AND ON THE LEFT AND THEN NON-FICTION, AND THEN ON THE SIDE THERE, AND THEN THE RESERVE BOOKS SITTING THERE, WHICH ARE REALLY OVERFLOWING ON TO SOME OF THE RACKS NEARBY, I'M VERY HEARTENED TO SAY THAT I THINK WE'RE DOING THE RIGHT THING FOR OUR CITIZENS AND PROVIDING APPLE MATERIALS FOR THEM TO COME IN AND TO LOOK AT AND TO BROWSE SHOP.
AND THAT WRAPS UP MY REPORT ON THE FINANCIAL DOCUMENTS HERE.
AND WE FOLLOW AGAIN INTO IMPACT PHASE.
IF THERE ARE ANY QUESTIONS ON THESE DOCUMENTS, BE GLAD TO FEEL THAT HAVING DONE DAMN, LET ME, LET'S, LET'S TALK ABOUT IMPACT PHASE FOR A SECOND.
AND WHERE I WANT TO START WITH IS REALLY THE FACT THAT THE TISSUE BISH COUNTYWIDE STUDY I STARTED LAST YEAR IS STILL AT THE, AT THIS POINT OF WORK AND WORK IN PROGRESS.
NOTHING HAS BEEN FINALIZED AS YET.
AND REALLY WHAT THIS MEANS FOR US IN THE LIBRARY IS THAT THE FIVE SEPARATE FEE REPORTING DISTRICTS THAT WE CURRENTLY HAVE ARE STILL STILL REMOTE THAT WE'RE OPERATING UNDER.
THEY TISH OUR BEST RECOMMENDATION TO MOVE JUST SIMPLY NORTH OF THE BROAD SOUTH OF ABROAD IS STILL A WORK IN PROGRESS AS A POSSIBILITY, BUT NOT YET A REALITY, BUT WHAT HAS BEEN CONCLUSIVELY DETERMINED.
AND THIS HEARKENS BACK TO WHAT AMANDA SPOKE WITH ERIC ABOUT EARLIER IS THE FACT THAT WE WILL NOT ANY LONGER BE ABLE TO USE IMPACT FEES FOR MATERIAL SPENDING.
AND AS A MAN, AS WAS NOTED IN OUR MINUTES OF LAST OF LAST MONTH, UH, AND THEN JANUARY, UM, IS THAT WE STARTED WITH A TOWNIE FINANCE RECOMMENDATION OF 180,000 FOR MATERIALS.
AND THAT HAS, THAT HAS NOW MOVED 266,000, WHICH IS REALLY THEIR RECOMMENDATION.
AND AS AMANDA SAID, THAT NUMBER ALSO TIES INTO OUR STATE AID REQUIREMENTS.
AND AS A REMINDER, EVERY YEAR, WE HAVE TO, WE HAVE TO FILE A MAINTENANCE OF EFFORT CERTIFICATION, WHICH IS DAN SIGNED
[00:25:01]
OFF BY THE COUNTY.AND THIS IS NUMBER FOUR MATERIALS DOVETAIL INTO THAT REQUIREMENTS SO THAT WE CAN CONTINUE TO RECEIVE STATE AID.
AND WE DO HAVE, AND MEMORIZED MEMORANDUM OF EFFORT CONTINUING TO IN THE, IN THAT AREA HERE.
UM, AND IF WE TAKE A LOOK AT WHAT, AND, AND IF WE TAKE A LOOK AT WHAT HAS HAPPENED IN THE PAST AND READY TO PUT THIS INTO PERSPECTIVE, AND LAST FISCAL YEAR LIBRARY IMPACT BASED CONTRIBUTED ABOUT 202,000, OR ALMOST A $600,000 OVERALL MATERIALS IN SPANISH.
AND THEN AS A SECOND, BY APRIL OF THIS YEAR, WE SPENT 230,000 FOR A $500, $500,000 MATERIAL SPEND.
SO WHEN WE TAKE A LOOK AT WHERE I THINK OUR MATERIAL IS SPANISH SHOULD BE, IT'S REALLY IN THE FIVE TO $600,000 MARK.
AND THIS KEEPS AN AMPLE SUPPLY OF GOOD AND CURRENT MATERIALS ON THE SHELF FOR, FOR OUR PATRONS HERE.
SO THE NUMBER THAT AMANDA AND AND COUNTY FINANCE PUT TOGETHER IS IT'S REALLY SPOT ON.
AND AT THIS POINT IT'S REALLY UP TO COUNTY COUNCIL AND THEIR NEXT STEPS ON THE BUDGET, BUT WE HAVE OUR FINGERS CROSSED THAT THIS IS GOING TO WORK OUT.
AND ALSO OFTEN IN THE FUTURE, WE HOPE TO GET SOME MATERIALS FUNDING FROM, FROM THE STATE LOTTERY RETURNS.
BUT THAT AGAIN IS SOMETHING THAT PLACENTA NEXT FIX A YEAR.
NOW, BACK IN, BACK IN JANUARY, WE, I PUT TOGETHER THE DIRECTORS UPDATED CAPITAL PROJECTS LIST TOGETHER WITH, UM, THE MONEY THAT WE HAD IN OUR IMPACT, THE FUND AND THE TISSUE GRAYISH.
AND WE FELT THAT OUR 10 YEAR NUMBER 10 YEARS REVENUE NUMBER ABOUT 11.1 MILLION WAS REALLY CONSISTENT WITH THE 12.1 MILLION THAT WAS IN THE CAPITAL RESERVE FUNDING.
AND ALSO AT THAT TIME, AND WE SAID, NOT ALL THIS IS GOING TO BE WELL, IF THIS IS GOING TO BE REALIZED AND NOT ALL OF THE FUNDING IS GOING TO COME OUT OF MATERIALS OUT OF IMPACT BASED.
SO WE'RE REALLY COMFORTABLE WITH THAT.
NOW, THE OTHER DOSE THINK THAT THIS HAPPENED BETWEEN NOW AND THEN IS THAT WE'VE CUT OUT THE MATERIALS FUNDING IMPACT PHASE THREE, THAT WE NOW HAVE ABOUT OVER A 10 YEAR HORIZON, ABOUT $2 MILLION ADDITIONAL THAT WE CAN DIVERT INTO CAPITAL PROJECTS AND SUCH.
NOW AT POINT IN TIME, WE'RE LOOKING AT SUBSTANTIAL EXPENDITURES OUT OF IMPACT FEES FOR LOFTON FOR NEW GROVER SIDE GRANT.
AND WE FELT THAT IT WAS REALLY TIMELY TO PUT THIS TOGETHER WITH THE FACTS WE'RE NOT GOING TO BE SPENT.
WE ARE GOING TO BE FUNDING MATERIALS AND HAVE IMPACT AND TO SEE WHAT ALL OF THIS MEANS AND WHAT WE PUT TOGETHER WITH AMANDA'S HELP AND RENDER STAFF'S HELP IS REALLY SORT OF LOOK AHEAD, WHERE HAVE WE BEEN? WHERE ARE WE NOW? AND THEN CAN WE GO IN OVER TO THE NEXT 14 MONTHS SO THAT WE, AS THE BOARD HAVE A GOOD PERSPECTIVE ON OUR IMPACT PHASE AND OUR ABILITIES TO REALLY HANDLE ALL THE PROJECTS THAT ARE, THAT ARE COMING HERE.
AND REALLY THIS IS A SORT OF A ROADMAP AND THE INTEREST WAS REALLY ENSURING THAT THERE ARE NO POTHOLES HERE AND ALL OF THIS IT'S REALLY JUST PROOF FINANCIAL ADMINISTRATION.
IT'S REALLY NO DIFFERENT FROM A PRIVATE FIRM LOOKING AHEAD AND GIVE ME AN, AN KNEE PROJECTION IN THIS CASE, WE'RE USING IMPACT FEES AND EARNINGS.
BUT AGAIN, AS A GREAT YOGI BERRA, ONCE SAID, PREDICTIONS ARE DIFFICULT, ESPECIALLY ABOUT THE FUTURE.
SO MIND THAT THIS IS REALLY, THIS IS REALLY A BEST GUESS, AND ALSO TAKE THIS AS A BIT MORE DIRECTIONAL THAN GRANULAR AND WHAT I'D LIKE TO INTRODUCE TO YOU.
AND IF YOU COULD PULL THIS OUT OF YOUR PACKET IS REALLY THIS DOCUMENT THAT WE'VE PUT TOGETHER.
AND I THINK THIS GIVES YOU, AS I SAID, THIS IS THE ROADMAP, AND THIS IS THE GUIDANCE AND WHAT WE HAVE HERE ACROSS OUR REGION THREE YEARS.
FISCAL YEARS, 2020 TO ACTUAL IS IN THE PAST 2050 OR 2021.
THIS IS WHERE WE'RE THINKING WE'RE GOING TO BE, UM, AT THE BOTTOM OF EACH COLUMN, YOU'LL SEE WE'VE IDENTIFIED AND WHERE THE EXPENDITURES HAVE GONE.
AND THEN JUST SIMPLY HAVE BEEN THAT YOU'VE ALSO SAID, THIS IS A TOTAL RECEIPTS FOR THE AIR EXPENDITURES FOR THE YEAR.
AND THEN WHAT IS OUR BALANCE AT THE END OF THIS FISCAL YEAR, WHICH IS ALSO THE BEGINNING OF THE NEXT FISCAL YEAR.
AND THIS GIVES US SORT OF HARD NUMBERS TO LOOK AT IT AS TO WHAT'S HAPPENING
[00:30:01]
TO IMPACT FEES BECAUSE THE IMPACT FEES ARE, THIS IS REALLY THE LIFEBLOOD OF OUR CAPITAL PROJECTS.SIX IMPACT PHASE ARE WHAT ALLOW THE BLUSTER RESERVATION TO MOVE FORWARD.
HELTON HAD A RENOVATION TO BE FORWARD AND THE RIVERSIDE BRANCH REALLY TOO BIG REALITY.
SO SORT OF START THIS DIALOGUE AND WE'LL START OVER HERE, FISCAL YEAR 2020 ACTUAL, WHICH BEGAN JULY 1ST OF NEXT YEAR.
AND WE BEGAN THAT YEAR WHEN AN IMPACT, THE BALANCE OF 4.1 BRIGHTON.
THAT'S NOT ON YOUR SHEET, BUT WE KNOW THAT FOR A FACT, WE STARTED THE YEAR WITH 4.1 DAY DURING THE YEAR, DURING THE YEAR, WE HAD IMPACT PHASE OF 637,000.
AND WE HAD EXPENDITURES OF ABOUT 202,000.
ALL OF THESE WERE FORMED MATERIALS.
UM, AND THIS NETTED US A GAIN FOR THE YEAR, THE FISCAL YEAR, UH, 434,000.
SO WE ENDED THAT FISCAL YEAR AND BEGAN THIS FISCAL YEAR WITH 4.3 MILLION AND THE CAPITAL AND IMPACT THE BALANCE.
NOW LIBRARY STAFF IS PROJECTING THAT THIS YEAR WE'RE GOING TO STAY IN RECEIPTS, MUCH HIGHER 977,000.
AND WE'RE GOING TO HAVE EXPENDITURES OF 605,000 WAS EXPENDITURES 230 ARE FOR MATERIALS, AS WE'VE SAID BEFORE.
AND, AND THAT CONSISTENT WITH THE MATERIAL REPORT ITSELF, BLUFFTON RENOVATION PROJECTED AT 317 5,000, WHICH MEANS WE'RE GOING TO END THE YEAR WITH ABOUT $5 BILLION IN THE END, THE CAPITAL AND IMPACT TEAM.
WHEN WE PUT ON A PARK CRYSTAL BALL AND START TAKING A LOOK AT NEXT YEAR, WE'RE GOING TO START WITH, WE'RE GOING TO START THE FISCAL YEAR WITH 5 MILLION AND THE IMPACT, THE ACCOUNTS PROJECTED RECEIPTS OF 737,000 EXPENDITURES OF TWO, TWO PLUS MILLION.
SO VAN 50,000 IS REALLY THE, THE NUMBER HERE.
WHICH MEANS THEN INSTEAD OF A GAIN, WE'RE GOING TO HAVE A LOSS OF 1.3 MILLION, ACTUALLY NOT SO MUCH A LOSS, MORE OF A DRAWDOWN OR THE END, THE IMPACT FEE ACCOUNTS.
AND WE'RE GOING TO END NEXT FISCAL YEAR, WHICH IS REALLY JUNE 30TH OF 2022 WITH THE BALANCE OF $3.7 MILLION, WHICH IS REALLY A GOOD, HEALTHY NUMBER NOW, IS THAT THE PURPOSE OF ALL OF THIS IS TO REALLY HAVE A BALANCED LOOK AHEAD WHAT IS GOING TO HAPPEN? BECAUSE OUR IMPACT FEE ACTIVITY IS REALLY RAMPING UP HERE.
WE HAVE GOING TO HAVE THE MAJOR EXPENDITURES FOR BLUFFTON, FOR NEW RIVERSIDE, UH, BRANCH BEHIND US.
AND WE ALSO GOING TO HAVE DUBLIN HAD STARTED, AND WE'RE GOING TO HAVE THE IMPACT ALSO OF NOT FUNDING MATERIALS OUT OF CAPITAL.
SO THIS PUTS US IN A VERY, VERY HEALTHY STATE.
UM, IT ALSO TELLS US THAT WE ARE, WE HAVE SUSTAINABILITY AND RESILIENCY IN OUR FINANCIAL STRUCTURE WHEN WE MARRY THIS WITH THE 10 YEAR TEMPORAL PROJECTS LIST THAT, THAT THE DIRECTOR PUT TOGETHER, WE'LL SAY THAT WE ARE IN A VERY, VERY GOOD STAGE IN THAT CAPITAL PROJECTS LIST.
NEW RIVERSIDE BRANCH WAS 6.7 BILLION OF THE 12.1 MILLION INVENTORY PACKAGE.
NOW, BEAR IN MIND WHEN ALL THE INS AND OUTS OF NEXT YEAR ARE DONE WITH LUFT, AN ACCOUNT IS LEFT WITH 1.8 MILLION AND WE'VE SPENT, AND WE'VE SPENT ABOUT A MILLION AND A HALF ON, ON, UH, I KNOW RIVERSIDE, WHICH, WHICH MEANS THAT OF THE REMAINING 4.7 AND ROUGHLY THAT MONEY CAN NOT COME FROM IMPACT BASIS.
THIS ISN'T ENOUGH IN THERE, BUT IT DOES MEAN THAT THE MONEY IS GOING TO HAVE, HAVE TO COME FROM OTHER SECTIONS OF THE ACCOUNTING OR OTHER FINANCIAL MECHANISMS WITHIN THE COUNTY, WHICH REALLY MEANS THAT THE 10 YEAR CAPITAL PROJECTS LIST IS ULTIMATELY SUSTAINABLE.
AND IT REALLY SAYS THAT AS, AS A FINANCIAL ENTITY, THE LIBRARY HAS RESILIENCY AND IT HAS STRENGTH IN ORDER TO MEET THE GROWING NEEDS OF OUR COMMUNITY
[00:35:01]
AND WHAT OUR PATRIOTS ARE LOOKING FORWARD TO NOW, THIS LIBRARIAN, AND FOR ME, IF THE LIBRARY STAFF, AND FOR ME, THIS HAS BEEN A GREAT TIME CONSUMING AND A VERY TEDIOUS AND INTEGRATIVE EXERCISE, BUT I THINK IT'S WELL WORTH DOING.AND I THINK AT THIS, THIS IS NOTHING DIFFERENT FROM, BUT ENTERPRISE SAYING, THIS IS OUR RENEE'S LOOK AHEAD.
WE HAVE TO DEAL WITH IMPACT THESE BECAUSE THAT'S, THAT'S THE LIFEBLOOD OF OUR FUTURE OF OUR SUSTAINABILITY OF CAPITAL PROJECTS HERE.
SO HAVING HAVING SAID THAT, I FEEL, I FEEL GOOD ABOUT IT.
THE CAPITAL STRUCTURE, THE FUNDING STRUCTURE OF THE LIBRARY SYSTEM ITSELF.
AND IF ANYONE HAS ANY QUESTIONS, OR IF ANYONE FROM THE FINANCE COMMITTEE WANTS TO ADD SOMETHING HERE, THIS IS A GOOD TIME TO DO SO.
AND IF NOT BACK TO YOUR CHAIRPERSON, I HAVE A QUESTION.
THESE ARE NOT TO BE USED FOR, UM, THESE, UH, ITEMS THAT YOU HAD MENTIONED, WHAT ARE THE IMPACTS SHE'S SUPPOSED TO BE USED FOR GOING FORWARD? OKAY.
IF WE GO BACK TO THE ENABLING REGULATIONS, IMPACT PAYS, WE'RE TOTALLY, WE'RE EXCLUSIVELY INTENDED FOR SURE.
CAPITAL PROJECT AIDS OF THE COUNTY.
IT WAS ALL THE THRILL WOULD SAY THE COUNTIES ACT.
WE ASKED THEM THAT THEY ALLOWED US TO SPIN OFF A LIMITED PERCENTAGE OF OUR CAPITAL OF OUR IMPACT FEES FOR LIBRARY MATERIALS.
THERE WAS AN EXCEPTION THAT EXCEPTION HAS NOW ENDED, AND WE'RE BACK TO THE, REALLY THE CORE APPLICATION.
OTHERS OF THIS, UM, IMPACT FEES ARE, ARE LINEATED IN BOTH GEOGRAPHY AND BY TIME, OKAY, WE CANNOT KEEP THIS GOING ON FOREVER.
THERE'S THIS TIME LIMITATION TO IMPACT BASE.
SO AGAIN, USING THEM FOR CAPITAL PROJECT AGE ENSURES THAT WE CAN USE THEM IN A TIMELY FASHION.
AND AMANDA, I'LL LET YOU ROUND THAT UP.
WELL, THAT'S AN EXCELLENT SUMMARY, JOE, UM, IMPACT FEES.
THE WAY THAT I THINK OF THEM IN MY MIND ARE MORE DEVELOPER FEES.
THIS IS NOT A TAX ON RESIDENTS.
THIS IS FEES IMPOSED ON DEVELOPMENT.
UM, AND IT'S MEANT TO ADDRESS THE IMPACT THAT NEW DEVELOPMENT HAS ON COUNTY SERVICES.
AND SO IN TERMS OF THE LIBRARIES, THE LIBRARY IMPACT FEE IS THERE TO ADDRESS THE INCREASE OF LIBRARY SERVICES, WHERE GROWTH IS HAPPENING IN THE COUNTY, AS DREW MENTIONED, UM, DISTRICTS IN WHICH THOSE IMPACT FEES ARE COLLECTED, DETERMINES WHERE THAT MONEY CAN BE SPENT.
SO FOR EXAMPLE, RON'S IN YOUR DISTRICT WITH THE BLOCK AND RENOVATION, UH, THE BLUFFTON LIBRARY DISTRICT IMPACT FEES ARE ONLY THERE TO SUPPORT THAT LIBRARY IN THE, IN THE ITEMS IN YOUR DISTRICT.
AND IT IS NOT MEANT TO BE A SAVINGS ACCOUNT.
IT IS MEANT TO BE EXPENDED WITHIN A VERY FINITE TIME PERIOD.
UM, AND IT IS MEANT TO ADDRESS IF WE GET A SECOND LIBRARY IN THE BLUFFTON AREA THAT WE HAVE ACCUMULATED BE ABLE TO BE USED THERE.
YES, MA'AM WITHIN THAT DISTRICT.
UM, SO, UM, I DON'T UNDERSTAND.
SO YOU'RE TELLING US THAT LEAVE, WE HAVE TAKEN HOW MUCH MONEY FOR MATERIALS OUT OF IMPACT THESE LAST YEAR.
DID YOU SAY 200,000? DID I HIT, I MAKE THAT UP OR WAS THAT EXPENDITURE AND THIS FISCAL YEAR, THIS 230,000 FOR MATERIALS.
SO EXPAND THAT HERE ON MATERIALS.
WHERE'S THE MONEY TO BUY MATERIALS.
THEN LET ME, LET ME EXPLAIN THIS.
UM, AS WE KNOW THAT WE HAVE COUNTABLE, WE HAVE CAPITAL PROJECTS FOR THE NEXT 10 YEARS.
WE HAVE A POTENTIAL NEW LIBRARY.
WE HAVE MORE RENOVATIONS TO DO SO WE NEED TO BE ABLE TO USE THE LIBRARY IMPACT, JEEZ, TO ADDRESS THE CAPITAL PROJECTS.
UM, THERE WAS A COUNTY ORDINANCE ON THE BOOKS THAT ALLOWED FOR A CERTAIN PERCENTAGE OF THAT MONEY FOR US TO BE ABLE TO SPEND ELABORATE IN FACTORIES, MORE MATERIALS.
WELL, WE KNOW WE NEED TO ADDRESS THE GROWTH.
SO THE COUNTY HAS ASKED ME TO PUT $266,000 FOR MATERIALS IN OUR LIBRARY BUDGET.
SO WE'RE ACTUALLY NETTING AN ADDITIONAL 20 TO $30,000 TO MATERIALS IN ORDER TO MATCH THE REQUIREMENTS OF STATE AID.
[00:40:01]
SO WE HAVE NOT LOST ANYTHING.IN FACT, THE COUNTIES WOULD BE PROVIDING US WITH MATERIAL MONIES IN OUR BUDGET, AND THEN WE ARE ABLE TO USE LIBRARY IMPACT FEES FOR OUR CAPITAL PROJECTS I CAN NOW, BECAUSE THEY DON'T COVER MATERIALS.
ANY OTHER QUESTIONS? I'M FINE.
NO, JOE, I KNOW YOU JOKINGLY SAID GET THE CHAIR OF THE COMMITTEE IEU AND THE DIRECTOR.
I E AMANDA COULD BE COMMANDED.
AND I, BUT I WANT TO SAY I'M NOT JOKING WHEN I SAY THAT YOU VOTE SHOULD BE COMMENDED FOR, UH, THIS GOOD REPORT.
AND FOR CLARIFY, I THINK THE FINAL DOCUMENT THAT WAS THE THREE YEARS, EITHER LAST YEAR, THIS YEAR, AND YOUR PROJECTION OF IMPACT FEES WAS ESPECIALLY HELPFUL.
SO I WANT IT TO MANDATE FOR ALL THE WORK YOU DID TO MAKE IT SO CLEAR TO THEM.
WE APPRECIATE THAT AMANDA STAFF FOR PUTTING THIS TOGETHER, IT WAS QUITE A BIT OF WORK.
I DO WANT TO SAY ONE THING THOUGH, JOE, I DO THINK YOU'RE PROJECTED TO HAVE RECEIPTS FOR, FOR THE NEXT FISCAL YEAR IN AMTRAK.
AND SO YOUR REPORT IS EVEN BETTER BLOGS BECAUSE I EXPECT THE SAME ECONOMIC BOOM THAT FUEL RECEIPTS, THIS FISCAL YEAR IN 2020 AND 2020 TO CONTINUE IT IT'S ONE 82.
SO IT LOOKS GOOD EVEN WHEN IT'S CONSERVATIVE.
AND I THINK IT IS GOOD WHAT'S THAT SHE HAS DONE A GREAT DEAL OF WORK ON THIS, AND HE LIVES IN BREEDS THE IMPACT FEES.
AND WE'RE VERY LUCKY TO HAVE HIM ON THIS BOARD.
AND I KNOW HE WORKS A LOT WITH AMANDA AND JOSH, SO WE'RE VERY, I'M VERY FORTUNATE THAT HE'S WITH US.
AND I'D LIKE TO, I'D LIKE TO ALSO SAY THANK YOU VERY MUCH BECAUSE, UM, YOU KNOW, EXPLANATION JUST HELPS ME TO UNDERSTAND MORE AND MORE AS FAR AS THE FINANCE PART OF OUR LIBRARY SYSTEM IS CONCERNED.
SO THANK YOU, JOEL, FOR A WONDERFUL REPORT.
UM, AND SO I'D GO THROUGH THE REGULAR COMMAND REPORTS.
I WANT TO GO TO LYNN FOR NOMINATING COMMITTEE BECAUSE WE'RE SUPPOSED TO OUR BYLAWS SAY WE'RE SUPPOSED TO DO OFFICERS EVERY TWO YEARS.
WE'RE DOING IT A LITTLE BIT DIFFERENT LANDLORDS WITH BERNIE AND BRENDA AS A NON-PAYING COMMITTEE.
SO LEN WOULD YOU TAKE IT FROM HERE PLEASE? I GUESS, UM, UH, WE HAVE, UM, TO NOMINATE, UH, TO VOTE ON THE PRESIDENT, IT HAS TO BE A SECRET BALLOT.
SO WE WERE A, AMANDA WAS ABLE TO, UH, SET ALL OF THE, ALL OF THE NOMINEES ON A BALLOT AND SEND IT TO YOU.
AND THE NOMINEES WERE A TAB FOR PRESIDENT, UH, LYNDON MALLARD PROVIDES PRESIDENT JUMBO GAS FOR FINDING PANTS, CHAIR, AND JACK AND AT PORTER FOR SECRETARY AND, UM, UM, UH, AMANDA TALLY, THE VOTES.
AND I BELIEVE SHE HAD AS A QUORUM AND THAT, UH, THAT, UM, BALLOT WAS APPROVED.
SO I HAVE AN EVIDENCE THING THAT I COULD BRING IT UP TO THAT, TO ALL OF YOU, UM, PARENT, UM, THE OTHER BOARDS AND OTHER PLACES DOES IT CORRECT? UM, THERE'S ANOTHER UNDER THAT WE HAVE PEOPLE COMING TO THE BOARD IN THE NEXT AND THE NEXT YEAR, THE NEXT TWO YEARS.
AND, UM, PART OF THE, UH, MISSION OF THE NOMINATING COMMITTEE IS TO, UM, TO STRENGTHEN THE BOARD, TO HAVE A BOARD GOVERNANCE, TO BE ONE OF THEIR, ONE OF THEIR, UM, UH, DUTY.
SO WITH THAT BEING SAID, WE DON'T DO ANY OF THAT.
AND I I'VE BEEN LOOKING INTO WHAT THAT ENTAILS, WHAT THAT REALLY ENTAILS IS TO INTERVIEW ALL THE MEMBERS AND TO TRY TO FIND OUT WHAT YOU THINK THE STRENGTHS AND WEAKNESSES ARE OF OUR BOARD AND HOW TO MAKE IT BETTER, OR, OR ARE WE GOOD ENOUGH AND ARE THERE OTHER ISSUES AND ALSO WHERE YOU AS A BOARD MEMBER FIT INTO THAT AND WHAT YOU WOULD LIKE TO DO, WHAT YOU'D LIKE TO SEE, BUT YOUR MISSION WOULD BE ON AS A BOARD MEMBER AND ALSO WHAT, UM, UH, WHAT, WHAT WE'RE LOOKING FOR FOR FUTURE BOARD MEMBERS.
SO, UM, IF THAT WOULD BE AMENABLE TO ALL OF YOU, UM, I WOULD LIKE TO TAKE THE LEAD ON THAT AND WITH TAB AND JANET, WHO IS, IS PRETTY, UM, SEASONED IN ALL OF THIS KIND OF INFORMATION, PUT TOGETHER A COUPLE OF QUESTIONS, MAYBE FOUR OR FIVE QUESTIONS AND CALL YOU AND
[00:45:01]
JUST KIND OF GET YOUR UNDERSTANDING, YOUR TAKE OF OUR BOARD AND HOW WE COULD MAKE IT BETTER.THERE ARE ANY THOUGHTS ON THAT.
AND, UH, I'D LIKE TO HEAR OTHER PEOPLE'S THOUGHTS ON IT THAT WAY WE CAN ALL WEIGH IN.
I THINK IT'S A WONDERFUL IDEA.
UM, YOU KNOW, THE MORE WE HAVE, UH, INPUT FROM EVERYONE, I THINK THAT THE BETTER OFF WE WILL BE AS FAR AS THE BOARD OF TRUSTEES TO SERVE OUR COMMUNITY.
ANYBODY ELSE WANT TO WEIGH IN? I THINK IT'S A GOOD IDEA TO AGREE.
SO, UM, LAN, I'M GOING TO LEAVE IT TO YOU TO INITIATE AND WE'LL BE GETTING TO EVERYONE, YOU KNOW, ROUND ROBIN KIND OF WAY.
I'LL BE IN TOUCH WITH YOU IN THE NEXT MONTH OR SO I'LL GET IN TOUCH WITH YOU.
DO YOU BERNIE AND BRENDA FOR PUTTING TOGETHER THE NOMINATING, UH, THE GROUP AND HAVING THE OFFICERS PUT IN PLACE.
FOUNDATION, BACK TO YOU LATER, THE FOUNDATION HAS THAT SINCE OUR LAST MEETING, I DON'T BELIEVE, AND WE WILL MEET NEXT WEEK OR, AND THEN IN THE NEXT MONTH, SO I'LL HAVE A WEEK PART NEXT, NEXT TIME WE MEET.
WE'LL GO TO FRIENDS OF THE LIBRARY, VERY IMPORTANT GROUPS THAT SUPPORT OUR LIBRARIES, UH, BUFORD, BRENDA'S NOT WITH THIS.
JAMES, DO YOU KNOW ANYTHING ABOUT THAT ONE? UM, YOU KNOW, UH, LAST MARCH THEY DID, THEY DID A FINAL REPORT ON THE BOOK SANDWICH THAT WAS HELD THIS PAST JANUARY, FEBRUARY, UM, REPORTED ABOUT AN AVERAGE OF ABOUT 94 FOLKS, WHICH WAS DONE VIRTUALLY.
SO BY 94 ATTENDED EACH ONE OF THOSE.
AND THE COOL THING ABOUT IT THAT THEY'VE DONE IS THAT THE COMMUNITY, FOR THOSE WHO WERE UNABLE TO ATTEND, UH, ABLE TO DO RECORDINGS ON YOUTUBE, BUT YOU CAN SIMPLY GO TO YOUTUBE AND VIEW ALL OF THE DIFFERENT, UH, BOOKS SANDWICHES.
UM, THEY'LL ALSO BE REVIEWING AND VOTING ALSO ON THEIR, UH, NEW DIRECTORS AT THE NEXT MEETING THAT THEY WILL BE HAVING.
UM, AND ALSO I'VE BEEN IN DISCUSSIONS ABOUT REJOINING OR REDOING THE ANNUAL BOOKS IN NOVEMBER.
UM, SO THINGS ARE THERE REALLY BIG, UM, BIG EVENTS THAT THEY DO.
THERE'S AN ANNUAL MEETING SCHEDULED FOR SATURDAY, JUNE 12TH, UM, AT SCOTCH FREE LIBRARY THAT FOLKS WILL BE ATTENDING.
AND I JUST WANT IT BECAUSE THEY MENTIONED IT.
I MENTIONED, YOU KNOW, UH, FRIENDS OF THE LIBRARY MEMBER, UM, IS DADDY WATSON, DOTTIE WILSON PASSED AWAY THIS PAST MARSHALL JUST KIND OF WANTED TO HONOR HER AND JUST KIND OF SAY HER NAME OFFICIALLY ON BEHALF OF THE FRIENDS.
UM, SO AT THAT TIME, THIS IS ALL THAT I HAVE.
UM, BLUFFTON, I KNOW ROGER, YOU'VE BEEN TRYING TO GET A HANDLE OF THAT.
I WAS ABLE TO GET IN TOUCH, UM, PREVIOUS, UM, PERSON THAT WAS, UH, FRIENDS OF THE LIVE.
THAT WAS THE REPRESENTATIVE TO FRIENDS OF THE LIBRARY BLOCKED IN.
UM, JENNIFER ZOMBA IS, I GUESS THE CHAIR AND WE ARE GOING TO HAVE A MEETING VIRTUALLY MAY 27TH.
UM, AMANDA WILL BE AT THAT MEETING ALSO.
AND, UM, I GOT A LIST OF, WE WILL BE DISCUSSING A BUNCH OF DIFFERENT THINGS.
AND THEN I'LL REPORT TO YOU BACK AT THE NEXT MEETING.
AND ONE OF THE THINGS THAT THEY HAVE BEEN TALKING ABOUT WAS SOMETHING TO DO WITH, UH, THE BOOKS.
UM, THE BOOKCASE THAT WE SELL THE BOOKS FROM, THEY WERE GOING TO SUPPLY SOME KIND OF A TOPPING FOR IT, SOMETHING TO LOOK MORE ATTRACTIVE, BUT I WILL FIND MORE, I'LL FIND OUT ABOUT THAT AT THE MEETING.
AND THAT'S WHAT WE'RE GOING TO DO MAY 27TH.
[00:50:01]
WHAT TIME IS THAT MEETING? 11 O'CLOCK.AND, UH, COULD YOU MAKE SURE THAT I GET A LINK OR WHOEVER SENDS IT OUT, ENDED UP, I WILL LET JENNIFER KNOW.
AND AMANDA ALSO WILL BE AT THE MEETING.
HILTON HAD FRIENDS OF THE LIBRARY BACK TO YOU, LYNN.
UM, THEY ARE, THEY'RE LOOKING FOR, THEY PROBABLY HAVE A DEFICIT OF THREE TO FOUR BOARD MEMBERS NOW PEOPLE ARE GOING OFF.
SO THEY'RE REALLY MAKING SOME EFFORTS TO GET MORE COORDINATORS.
UM, UH, AT THE, WHAT ELSE DID THEY TALK ABOUT? ONE OF THE THINGS THAT YOU'RE GETTING THE WEBCAM, UM, UH, WE TALKED ABOUT THAT WE DON'T DO BOOKS, SANDWICH, JAN, WE D WE DO A PROGRAM CALLED BOOK, RIGHT.
UM, WHICH WE DID NOT DO THIS YEAR.
WE TAGGED ONTO THE BOOKS SANDWICH IN WHICH WAS, OH, NOW WE'RE TRYING TO FIGURE OUT HOW TO CONTINUE THAT.
IF LET'S SAY THOSE TWO IN-PERSON OR THINKING, MAYBE THERE WAS SOME WAY THEY COULD TELEVISE IT OR RECORD IT.
SO THAT'S WHAT THEY'RE KIND OF WORKING ON, THINGS LIKE THAT.
SO, UM, THAT'S ABOUT WHAT THEY'VE TALKED ABOUT, UM, POLICIES AND PROCEDURES, ROZ.
I DON'T THINK WE HAVE ANYTHING ON THE BOOKS.
I'M GOING TO ASK AMANDA TO HELP ME HERE.
UM, EVER SINCE AMANDA WAS, UM, OFFICIAL, I THINK LIKE THE DAY AFTER SHE BECAME OUR OFFICIALLY OUR DIRECTOR, WE STARTED TALKING ABOUT STRATEGIC PLANNING AND JUST TO REMIND THOSE WHO ARE WATCHING AND ALSO EVERYONE ON THE BOARD, WE INTENDED TO DO REDO OUR STRATEGIC PLAN IN 2020.
AND WE HAVE THAT ALL, ALL THE PLANNING IN JANUARY AND FEBRUARY AND MARCH.
AND WE HAD OUR FIRST STRATEGIC PLANNING COMMITTEE MEETING LITERALLY THE WEEK BEFORE COVID SHUT EVERYTHING DOWN.
UM, AND, UH, AT THIS TIME ALSO, RAY WAS NOT
SO, AND WE THOUGHT IT WOULD BE REALLY SMART FOR US TO HAVE OUR EFFORT, UM, BE WHEN WE GOT OUR NEW DIRECTOR WHO COULD REALLY HAVE AN IMPRINT ON THE PLAN.
SO NOW THAT WE HAVE OUR NEW DIRECTOR, UM, AMANDA AND I HAVE BEEN HARD AT WORK, UH, DOING SOME HOMEWORK.
SO I'M GOING TO LET HER EXPLAIN A COUPLE THINGS WE'VE DONE IN MEETINGS WE'VE HAD.
UM, AND, UH, AND WHAT WE'RE THINKING.
UM, OUR FIRST ORDER OF BUSINESS WAS TO, UM, TALK WITH A COLLEAGUE OF MINE, THE EXECUTIVE DIRECTOR OF THE CHARLESTON COUNTY PUBLIC LIBRARY SYSTEM.
UM, SHE'S A PART OF THE, UM, APPLE GROUP THAT MEETS EVERY TUESDAY, WHICH IS THE ASSOCIATION OF PUBLIC LIBRARY, ADMINISTRATORS ACROSS THE STATE.
UM, AND ANGELA WAS GRACIOUS TO GIVE US OVER AN HOUR AND A HALF OF HER TIME TO DISCUSS THEIR MOST RECENT STRATEGIC PLAN.
AND WHAT WAS INTERESTING TO JANET AND I, AND, AND ADVANTAGEOUS TO US TO HAVE THE CONVERSATION WITH HER IS THAT THEY COMPLETED THEIR STRATEGIC PLAN DURING COVID.
AND SO WE WERE ABLE TO, UM, UH, LEARN SOME TIPS AND SOME TRICKS AND TO HEAR THEIR PRACTICE ON HOW THEY ACCOMPLISH THEIR STRATEGIC PLAN.
AND THEN ADDITIONALLY, UH, JANET AND I BOTH ATTENDED A TWO-PART WEBINAR HOSTED BY THE STATE LIBRARY ON RAPID RESULTS FOR STRATEGIC PLANNING.
AS WE KNOW, WE ARE UNDER THE GUN AND BEHIND IN OUR STRATEGIC PLANNING EFFORTS, WE WANTED TO HEAR WHAT THESE CONSULTANTS HAD TO SAY ABOUT RAPID RESULTS.
AND SO WE, WE HAD OUR FINAL PART, UH, TO THE WEBINAR THIS AFTERNOON AT TWO O'CLOCK, WHICH IS WHY WE WERE FRESH OFF OF ONE ZOOM AND TALKING TO YOU TODAY ON ANOTHER.
UM, BUT WE HAVE LEARNED A LOT AND I KNOW WE WILL HAVE AN UPCOMING DISCUSSION, UH, TOWARDS THE END OF THIS WEEK TO KIND OF SHARE, UM, ALL OF OUR PERSPECTIVES AND WHAT WE'VE LEARNED, AND MAYBE WHAT WE WANT TO DO TO FRAME OUR APPROACH FOR THE STRATEGIC PLANNING PROCESS THIS TIME AROUND.
SO, I MEAN, I THINK WE HAVE A CONVERSATION WITH TAB FRIDAY, YOU AND I, BUT I THINK WE'RE THINKING THAT BY OUR NEXT STRATEGIC PLANNING BOARD MEETING, THE NEXT BOARD MEETING OF THE COUNTY LIBRARY LIBRARY KIND OF DIRECTORS, UM, WE'RE GOING TO BE PREPARED TO CARRY THIS PRIVATE APPROACH AND A TIMELINE TO YOU.
UM, AS TO THE PROCESS WE RECOMMEND, WE, I JUST WANT TO SAY, WE WANT TO CONTINUE TO BE THOUGHTFUL ABOUT THE FACT THAT WE STILL ARE IN A PANDEMIC, EVEN THOUGH PEOPLE HAVE BEEN VACCINATED.
AND WE WANT TO PLAN A PROCESS THAT IS INCLUSIVE, WHERE WE HEAR A WIDE VOICE FROM THE COMMUNITY, UM, SO THAT WE THINK ABOUT, BUT BY THE SAME AND THAT WE CONSIDER, BUT BY THE SAME TIME GETS US A GREAT ACTRESS.
AND I THINK AMANDA AND I ARE GOOD AT, UH, RECOMMENDING
[00:55:01]
SOMETHING TO YOU AS AN EXPORT MANAGER WILL ACCOMPLISH.I WANT TO SAY THAT I REALLY THINK, AND LISTENING TO MY RESIDENTS HERE IN SUN CITY, I REALLY BELIEVE THE LIBRARY.
AND WHEN THE BOOK WILL BE AT ONE BACK ONLINE, IT HAS BEEN A REAL LIFELINE TO PEOPLE DURING COVID TO KEEP EVERYBODY'S MIND ACTIVE AND OPPORTUNITIES TO USE HOOPLA AND EVERYTHING ELSE.
SO I REALLY THINK WE'VE DONE A GREAT SERVICE FOR OUR COMMUNITY.
AS JANET SAID, WE'LL BE LOOKING HOW TO MAXIMIZE OUR EFFORTS.
I BELIEVE YOU'RE STILL ON CHALLENGE, JOE.
THIS IS OUR BIG ONE FOR TODAY.
SO I'M GONNA TURN IT OVER TO BERNIE YOU'RE ON BERNIE UNMUTE YOUR MICROPHONE.
BERNIE, UM, AMANDA AND I HAVE PERIODICALLY MET VIA PHONE TO GO OVER THE PROGRESS WITH THE BOSTON BRANCH LIBRARY.
RIGHT NOW, THE CONSTRUCTION PHASE IS MOVING TOWARDS COMPLETION AHEAD OF SCHEDULE JOEL AND UNDER BUDGET.
THE NEXT PHASE IS TO RECEIVE FUNDING OR APPROVAL FROM COUNTY COUNCIL TO SELECT CAROLINA FURNISHING AND DESIGN, OR THE POST RENOVATION FURNITURE FOR THE POST RENOVATION FURNITURE AND SHELVING NEEDS.
NOW, THE BUDGET BREAKS DOWN TO THE BOOK OF THE BLUFFTON RENOVATION, THE A BUDGETED AMOUNT OR PRE-CONSTRUCTION COST WAS 64,000.
THE ESTIMATED TURNED OUT TO BE 62,000 IN CONSTRUCTION COSTS WERE 479,000 BUDGETED AND ACTUAL, IT LOOKS LIKE IT'S GOING TO BE ABOUT 400.
TWENTY-FIVE THE POST-CONVERSION CONSTRUCTION FURNITURE, FIXTURES AND EQUIPMENT.
WE HAVE REQUESTED 300,000 ESTIMATE, AND NOW IT LOOKS LIKE TWO 73, SIX BY CAROLINE FURNISHINGS.
SO THE PROJECT WAS ORIGINALLY BUDGETED AT 843,000, AND IT LOOKS LIKE IT'S GOING TO COME IN AT AROUND 787, UH, 781,000.
WELL, THE PUBLIC HAS BEEN VERY UNDERSERVED, STANDING DOWN THERE AND BLOCKED THEM IN MY NOTES ARE ALL FLYING AROUND HERE.
THE, UH, LOCAL NEWSPAPERS, UH, HAS DONE A NICE JOB INFORMING THE PUBLIC.
LET'S SEE IF YOU CAN SEE THIS ONE.
THAT'S FROM THE MARCH 2ND, UH, 20, 21 NEWSPAPER.
THEN WE HAVE THIS ONE FROM ON THE MARCH 10 AND 12 INSERT, VERY INFORMATIVE, UM, HOTELS AND NAVY PEOPLE, THINGS ABOUT, UH, YOU KNOW, COSTS, UH, WHEN THINGS MIGHT GET DONE.
THERE'S SOME MENTION OF THE RIVERSIDE BRANCH PROJECT.
UH, SO RIGHT NOW IT LOOKS LIKE WE'RE GOING TO BE DONE AHEAD OF SCHEDULE.
UH, THE PUBLIC HAS BEEN VERY GOOD ABOUT ALL THIS AT THE BOSTON LIBRARY.
UH, AMANDA HAS BEEN GOOD TO WORK WITH THE BLUFFTON LIBRARY DIRECTOR, OUR BRANCH MANAGER, AND TO, UH, MAKE SURE THAT THE PUBLIC THAT CAN BE HANDLED AS EASILY AS POSSIBLE UNDER THE SURFACE.
SO THERE'S LOTS OF FACILITIES AND MOVING THINGS AROUND, BUT I THINK SO FAR, EVERYBODY IS ANTICIPATING THE COMPLETION OF THIS PROJECT SO THAT THE IN LIBRARY WILL BE MUCH BETTER ABLE TO SERVE THE PEOPLE DOWN THERE.
UH, NOW THE, UH, NEW RIVERSIDE LIBRARY, THE LAND PURCHASE, THE BUFORD COUNTY UPLOAD FACILITIES IS SEEDING APPRAISAL TO INFORM LAND PURCHASE DECISIONS BY THIS FACILITIES COMMITTEE IT'S POSSIBLE REQUEST TO PURCHASE LAND WILL BE BROUGHT BEFORE THE COMMITTEE ON THE COUNCIL AS EARLY AS JUNE OF 2021.
SO THAT'S TWO MONTHS FROM NOW.
NOW THAT DESIGN BUILD BUFORD COUNTY ENGINEERING AND PROCUREMENT OFFICE AS RECEIVED SIX RESPONSES TO THE REQUEST FOR QUALIFICATIONS ON THEIR VENDOR REGISTRY SITE FOR PROSPECTIVE DESIGNERS, BUILDERS WHO SUBMIT THEIR QUALIFICATIONS RELATED TO THIS PROJECT.
NOW THE NEXT PHASE OR THE RIVERSIDE IS A REVIEW COMMITTEE MEETS TOMORROW TO EVALUATE THE PROPOSALS.
SO IT'S MOVING ALONG SLOWLY, SLOWLY.
UH, THERE'S A POSSIBLE CHANCE THAT THE COUNTY COUNCIL AT LEAST IS LOOKING INTO
[01:00:02]
THE, UH, PROJECT BEING FINISHED EARLY JUNE.NOW, I'M NOT SURE IF THAT, I DON'T THINK THAT INCLUDES THE FURNITURE.
DOES IT AMANDA, UH, FOR NEW RIVERSIDE? NO, WE WOULD JUST BE TALKING ABOUT, UM, LAND PURCHASE AND ACTUALLY SELECTING A DESIGN BUILD CONTRACTOR THAT WOULD PROVIDE THOSE SERVICES TO US.
BUT THE RENOVATION PROGRAM, UH, AT BLUFFTON IS THAT EXPECTED TO BE FINISHED IN JUNE.
UH, WE'RE STILL WAITING ON, UH, AN OFFICIAL, UH, INMATE FOR THAT, UH, SO THAT WE CAN, YOU KNOW, PROJECT THAT WHEN THAT WOULD HAPPEN, THE CONSTRUCTION PHASE, I DO FEEL WILL BE DONE BY THE END OF THIS MONTH OR JUNE, BUT WE HAVE A LONG PROCESS OF GETTING ALL THE FURNITURE AND FIXTURES THAT WE NEED TO GET.
AND I HAVE A PRESENTATION PREPARED TO GIVE YOU A VISUAL UPDATE OF WHAT'S GOING ON WITH THE BLUFFTON LIBRARY, IF YOU WANTED TO ADD SOMETHING TO IT.
JUST A POINT OF CLARIFICATION.
THE RFQ IS FOR ARCHITECTURAL ENGINEERING.
IT'S NOT SPECIFIC DESIGN BUILD.
I JUST WANTED TO POINT THAT OUT.
IS THAT YOUR FULL REPORT, BERNIE? YEAH.
ARE THERE ANY QUESTIONS I KNOW A MAN RIGHT NOW.
TALK ABOUT THE BLUFFTON RENOVATION A LITTLE BIT MORE IN DEPTH WITH THE FURNITURE, CORRECT? CORRECT.
UM, THERE IS, UM, A DISCUSSION CURRENTLY ABOUT OUR LOW VICO LIBRARY LEASE, UM, THAT IS BEING DONE BY LEGAL AND DIFFERENT COUNTY SCHOOL DISTRICT.
UM, IT DOES NOT AFFECT LIBRARY SERVICE AT THE LIBIDO LIBRARY AT ALL.
I WANT TO REITERATE THAT, UM, IT JUST HAS TO DO WITH MAKING SURE THAT THE VERBIAGE IN OUR LEASE WITH THE BUFORD COUNTY SCHOOL DISTRICT IS SEPARATE THAN THE VERBIAGE WITH BUFORD COUNTY SCHOOL DISTRICT AND HEADSTART WHO OCCUPIES THE OTHER PORTION OF THAT PROPERTY.
UM, HEADSTART HAS AN OPPORTUNITY WITH FEDERAL FUNDING AVAILABLE TO RENOVATE THAT PORTION OF THE PROPERTY THAT THEY WOULD LIKE TO AGAIN USE.
UM, AND SO WE JUST NEED TO MAKE SURE THAT THE LEASE CLEARLY SEPARATES THE TWO PARTIES AND THE TWO PIECES OF THE PROPERTY.
SO THE OPTION WILL BE EITHER THAT WE AMEND THE LANGUAGE IN THE CURRENT LEASE, WHICH EXPIRES IN 2025 OR THE COUNTY ENTERS INTO A NEW 25 YEAR LEASE EITHER WAY.
WE HAVE A LIBRARY IN LIBIDO AND NOTHING AFFECTS OUR YOU ALREADY.
I WOULD LOVE TO SHARE WITH YOU, UM, SOME UPDATES, SOME VISUAL UPDATES ABOUT OUR BLUFFTON RENOVATION AND THE PROGRESS THAT WE HAVE THERE.
UM, SO JOSH WILL TAKE OVER THE SCREEN AND YOU'RE GOING TO SEE OUR PRESENTATION ON SCREEN, AND I WILL TRY TO GET THROUGH THIS VERY QUICKLY TO HONOR YOUR TIME, BUT I DO WANT TO MAKE SURE THAT YOU GET TO SEE SOME OF THE EXCITEMENT THAT I GET TO SEE ON A DAILY BASIS.
SO THIS IS OUR BLUFFTON BRANCH RENOVATION CONFERENCE UPDATE VERY QUICKLY, JUST TO REMIND YOU OF THE HISTORY.
THE BLUFFTON LIBRARY WAS BUILT IN 2002.
AND AFTER ABOUT A YEAR OF WAITING IN MARCH, 2021, CONSTRUCTION BEGAN.
UH, AND AGAIN, WE'RE EXPECTING THE CONSTRUCTION TO FINISH, UH, PERHAPS, UH, IN, UH, THE END OF THIS MONTH OR THE FIRST PART OF JUNE, BERNIE ALREADY WENT THROUGH THESE NUMBERS WITH YOU.
SO I WON'T HAVE TO GO OVER THEM AGAIN WITH YOU, BUT WE ARE AT LEAST, UH, EXPECTING TO THE, IN THIS PROJECT UNDER BUDGET.
WE'RE NOW MOVING INTO COMPOSTS, CONSTRUCTION, FFNE, OR FURNITURES FIXTURES AND EQUIPMENT PORTION OF THIS PROJECT, UH, BECAUSE OF COVID, WE ARE, HAVE BEEN ADVISED TO EXPECT DELAYS IN GETTING SHELVING IN FURNITURE FOR A NUMBER OF DIFFERENT REASONS THAT ARE CONTRIBUTING TO AN EXTRA AMOUNT OF TIME NEEDED TO GET THESE THINGS, UH, FOR OUR NEEDS.
WE WILL NEED SHELVING IN THE ADULT AND CHILDREN'S COLLECTION FURNITURE AND OUR NEW ADULT AND CHILDREN'S SPACES, A NEW PUBLIC COMPUTER DESK ARRANGEMENT SERVICE DESKS IN OUR NEW ADULT AND CHILDREN'S SPACES, TABLES, AND CHAIRS FOR OUR BRAND NEW CHILDREN'S PROGRAMMING ROOM WORKSTATIONS FOR OUR NEW OFFICE SPACES AND CONFERENCE TABLES AND CHAIRS TO MATCH THE ADDITIONAL COMMUNITY ROOM WE ARE ADDING WHEN WE APPROACHED IT, UH, CONTRACT VENDORS ABOUT OUR NEEDS.
WE PROVIDED THE FOLLOWING AS OUR DESIGN CRITERIA.
WE WANTED DURABILITY FOR LONG LASTING PRODUCTS.
WE WANTED PRODUCTS THAT WOULD PROVIDE MULTIPLE CONFIGURATIONS ALL FOR US.
ADAPTABILITY CERTAINLY BE COVID COMPLIANT IN TERMS OF FABRICS AND FINISHES AND FORWARD-THINKING, AS WE KNOW THAT RENOVATIONS LIKE THESE COME AROUND ONCE EVERY 10 TO 20, WE RECEIVED TWO PROPOSALS FROM VENDORS ON STATE
[01:05:01]
CONTRACT VENDOR.NUMBER ONE CAME IN AT ROUGHLY $342,000.
IF YOU ADD IN APPROXIMATE 7% SALES TAX, THAT WOULD BE ABOUT $367,000 FOR THEIR QUOTE TO FINISH THE RENOVATION VENDOR.
NUMBER TWO CAME IN AT JUST UNDER 274,000, INCLUDING APPLICABLE TAX AS THEY ARE THE LOWEST QUOTE AND THE MOST RESPONSIVE TO OUR DESIGN CRITERIA.
WE WILL BE ASKING COUNTY COUNCIL TO APPROVE FOR OUR FURNITURE, FIXTURES AND EQUIPMENT NEEDS.
THE NEXT FEW SLIDES ARE GOING TO JUST REMIND YOU OF WHAT IS BEING DONE AT THE BLUFFTON LIBRARY.
THE AREAS SHADED IN RED ARE NOT A PART OF THIS RENOVATION.
THAT WOULD BE A PART OF A PHASE TWO RENOVATION THAT LEAVES ROUGHLY 60% OF THE, THE EXISTING BLUFFTON LIBRARY THAT IS BEING RENOVATED.
NEARLY 100% OF THIS SPACE IS PUBLIC SPACE.
IT IS THE SPACE THAT OUR PUBLIC USES.
IF YOU REMEMBER, OUR ADULT FICTION AND LARGE PRINT IS MOVING TO THE FRONT OF THE LIBRARY, AS SOON AS SHOWN IN THE PICTURE AND OUR CHILDREN'S COLLECTION IS GOING TO ALMOST DOUBLE IN SIZE AND THEY GET THE BENEFIT OF A DEDICATED LARGE PROGRAMMING ROOM ABOUT THE SAME SIZE AS THE LARGE PROGRAMMING ROOM AT THE FRONT OF THE LIBRARY.
WE ALSO WILL ADD A YOUTH SERVICES OFFICE, UH, ADJACENT TO THAT AS WELL AS A NEW COMMUNITY ROOM BEFORE CONSTRUCTION.
UH, THESE PILLARS THAT YOU SEE ON THE SCREEN OR PRE PRE SELECTED BY DESIGNERS AND UNDER MR. MCBRIDE'S LEADERSHIP, YOU CAN SEE THAT WE HAVE VERY NEUTRAL COLORS WITH SOME LIGHT GREEN AND LIGHT BLUE ACCENTS THROUGHOUT THE SPACES.
THIS IS THE MAIN GALLERY, AS YOU REMEMBER IT BEFORE RENOVATION, WHERE OUR PUBLIC WOULD SIT AND USE COMPUTERS AT THESE, UM, STUDY TABLES THAT WE CAN ADMIT HAVE SEEN A LOT OF USE AND A LOT OF LOVE.
AND NOW HERE IS WHAT IT LOOKS LIKE.
CURRENTLY THE FLOOR IS READY TO BE REPLACED, UM, WITH AN LVT LUXURY VINYL TILE TO MATCH THE LOBBY AND THE, UH, EXISTING LARGE MEETING ROOM IN THE FRONT.
YOU CAN SEE THAT IT IS A WIDE OPEN SPACE AND IT'S READY FOR NEW PUBLIC COMPUTER DESKS IN THIS SPACE.
THE NEXT SLIDE YOU'RE GOING TO SEE IS OUR, UH, OUR VISUALS FROM OUR VENDOR NUMBER TWO, OR THE SPACE, AND KEEP IN MIND WHEN WE ASK FOR MULTIPLE CONFIGURATIONS ADAPTABILITY, COVID COMPLIANT, AND FORWARD-THINKING AT THE TOP OF THE SCREEN, YOU SEE THE COMPUTER DESK AND POTENTIAL TASK CHAIR.
THOSE CAN BE USED AS INDIVIDUALS.
THEY CAN BE LINKED TOGETHER IN A LINEAR FASHION.
AS YOU SEE DEPICTED IN THE ARCHITECTURAL DRAWING THERE, THEY CAN ALSO BE PUT INTO PODS OF THREE TO FOUR OR FIVE TO SIX.
THIS GIVES US MULTIPLE CONFIGURATIONS TO MATCH ANY SITUATION IN WHICH WE MIGHT FIND OURSELVES.
UH, WE HAVE EIGHT DEPICTED IN THIS SPACE.
THEY ARE FROM, THEY, UM, HAVE A VERY HIGH WEIGHT CAPACITY.
SO WE'RE NOT CONCERNED ABOUT THE LONGTERM OF THESE CHAIRS.
THREE OF THEM IN THIS SPACE, WE ARE REQUESTING HAVE AN OCCASIONAL TABLE THAT CAN POP UP FOR OUR VISITORS WHO MAY USE WIFI.
THEY MAY BRING THEIR TABLET OR COMPUTER AND WANT TO SIT IN THESE COMFORTABLE CHAIRS AND USE THAT DEVICE TO AID THEM AT THE VERY BOTTOM OF THE, OF THAT CHAIR.
IT WOULD HAVE AN ELECTRICAL OUTLET IN A USB OUTLET, SIMILAR TO WHAT YOU FIND IN A PUBLIC TRANSPORTATION, WAITING AREAS AND AIRPORTS.
UM, SO THAT WHILE THE PERSON IS USING THEIR DEVICE, THEY CAN GET, UH, AN ELECTRICAL CHARGE.
YOU REMEMBER THAT BASED ON MY LEFT, AS YOUR CHILDREN'S ENTRANCE TO THE CHILDREN'S COLLECTION, THIS WILL BE THE SPACE DEDICATED TO OUR ADULT FICTION MAGAZINES, PERIODICALS AUDIO, VISUAL MATERIALS HERE IS WHAT IT LOOKS LIKE PRESENT DAY.
THE LARGE SERVICE DESK HAS BEEN REMOVED AND THE FLOOR IS LITERALLY TO BE REPLACED.
AND YOU CAN SEE, WE HAVE A LARGE OPEN AREA READY FOR THE NEW SHELVING FURNITURE AND EQUIPMENT IN THIS SPACE.
UM, I WANT TO DRAW YOUR ATTENTION TO THE PROPOSED ARCHITECTURE DRAWING THERE.
WE HAVE OUR STANDARD SHELVING, BUT WE'VE MIXED IN THESE, THIS TEACUP CHAIR, UM, THROUGHOUT THE SPACE, WE WANTED TO MAKE SURE THAT THE CHAIR HAD ARMS IN THAT IT OFFERED SUPPORT FOR OUR VISITORS.
UM, YOU ALSO SEE THAT WE'VE INCLUDED LIGHTER SHELVING IN TERMS OF COLOR.
UM, AS WE WANT TO MAKE SURE THAT THE SHELVING INS MATCH AND COMPLIMENT THE CARPET THAT WILL BE GOING IN THAT SPACE.
[01:10:01]
ALSO, I HAD A FOLDER SERVICE DESK, SO NOT A BUILT-IN SERVICE DESK, BUT A SERVICE DESK ON WHEELS SO THAT WE CAN POSITION THAT SERVICE DESK THROUGHOUT THE SPACE WHERE IT WILL SERVE THE MOST USE FOR US AND BE ABLE TO ASSIST OUR CUSTOMERS AT THE POINT OF CONTACT IN WHICH THEY NEED US.WE ALSO WILL HAVE THESE MAGAZINE BOXES.
IT'S A NEW TYPE OF CLEAN DISPLAY THAT SHOWCASES OUR MAGAZINES AND NEWSPAPERS FROM THE COVER.
AND THAT WILL BE LOCATED CLOSE TO THE PORCH ENTRANCE, UH, FOR EASE OF ASSESSABILITY AND ENJOYMENT OF OUR OUTDOORS, NATURAL LIGHT.
AS YOU MAY RECOGNIZE AS THE HOME OF OUR FORMER AUDIO BOOKS AND AUDIO, VISUAL MATERIALS, NEW BOOKS, AND OUR MAGAZINES, PRESENTLY, IT LOOKS LIKE THIS AS IT IS GETTING READY TO BE OUR NEW CHILDREN'S COLLECTION.
YOU SEE THE ENCLOSED GLASS, UM, THAT WILL CONTAIN THAT EXCITEMENT.
WE HOPE TO HEAR FROM OUR, OUR YOUNGEST VISITORS.
AND YOU CAN START TO SEE A LITTLE POP OF COLOR STARTING TO HAPPEN ON THE WALL.
OUR CHILDREN HAS MOST OF THE MOST EXCITING PIECES OF FURNITURE THAT I WOULD SAY, UM, HERE, WE TRIED TO ADD TASTEFUL, BUT YET EXCITING, UH, UNUSUAL PIECES, UH, THAT OUR KIDS WILL GRAVITATE TOWARDS.
WE HAVE THE HARMONY TABLE HERE, IT'S SHOWN IN TWO DIFFERENT COLORS, BUT OUR INTENT IS TO USE THAT OCEAN BLUE FOR BOTH PORTIONS OF THAT TABLE.
IT CAN BE USED AS A CIRCULAR TABLE, OR IT CAN BE SEPARATE IN CASE WE NEED TO HAVE TWO SEPARATE TABLES.
WE'VE ALSO COMPLIMENTED IT WITH THE LIMELIGHT COLOR CHAIR FOR CHILDREN PERHAPS IS THE MOST ADVENTUROUS PORTION OF OUR FFNE REQUESTS.
AND THAT IS THESE DOUBLE-SIDED CURVED SHELVES.
THESE ARE IN THE SPACE, THERE ARE 12 INDIVIDUAL HERBS SHELVES THAT GIMPY PUT TOGETHER IN A WIGGLE KIND OF SHAPE.
AS YOU SEE IN THE ARCHITECTURAL DRAWING THERE, OR A PROPELLER OR PINWHEEL STYLE SHAPE FOR BROWSING OF OUR PICTURE BOOKS.
THIS IS A TREND IN LIBRARY SERVICES.
MOST LIBRARY BUILDS HAVE MOBILE SHELVING SO THAT ULTIMATELY YOU CAN, UH, REINVENT THE SPACE AS YOU NEED THROUGHOUT THE LIFETIME OF THE SPACE, BUT SHOULD YOU NEED TO HAVE THE USE OF THE ENTIRE FLOOR SPACE? YOU CAN WHEEL THESE TO THE PERIMETER OF THE ROOM AND USE THE ENTIRE AREA OR A LARGE PROGRAM OR A LARGE EVENT.
WE'VE ALSO ADDED A BACKLESS SEATING AT THE ENTRANCE TO OUR NEW PROGRAMMING SPACE.
THIS REMINDED ME OF BEING A CHILD OUTSIDE OF MCDONALD'S PLAY PLACE, WHERE MY MOM NEEDED TO TIE MY SHOE RIGHT BEFORE GOING INTO A PROGRAM, OR IF I HAD A BOOBOO OR IF I JUST NEEDED A MOMENT TO CALM DOWN BEFORE OR DURING AN EVENT.
AND SO WE WANTED TO MAKE SURE WE HAD SOME SEATING ALONG THE GLASS ENTRANCE THERE, UH, FOR, FOR PEOPLE TO RELAX AS THEY ARE EITHER ENTERING A PROGRAM OR LEAVING A PROGRAM.
WE ALSO WANT TO TRY THESE BOOK BROWSERS FOR OUR BOARD BOOKS.
UM, THESE WOULD BE OUR YOUNGEST READERS, AND WE KNOW THAT THEY LIKE TO COMB THROUGH MATERIALS TO FIND THE THINGS THAT THEY'RE GOING TO HOLD IN THEIR HANDS AND CHECK OUT.
WE'VE ALSO REPLICATED THE SAME STYLE OF MOBILE SERVICE DESK FOR THIS SPACE, SO THAT WE KNOW THAT WE CAN POSITION THE SERVICE AREAS.
IS WE ALSO, UH, WE'D LIKE TO ADD A FEW, WE HAVE FIVE SHOWN HERE OF THESE MUSHROOM LOOKING SEATS.
WE'VE ASKED THE MANUFACTURER TO DOUBLE CHECK THAT THEY ARE STURDY.
THEY ARE SAFE AND THEY WON'T WOBBLE OR TILT.
UM, THEY ARE ALSO, THIS IS ALSO A TREND IN LIBRARY DESIGN TO GIVE CHILDREN SOMETHING THAT THEY DON'T, UH, A SHAPE OF A CHAIR THAT THEY DON'T ALREADY SEE IN, IN ANY TYPE OF HOME OR SCHOOL.
UM, WE ALSO HAVE THE BOW TIE SEATING HERE AS WELL.
IT COULD SERVE AS A, UM, MANAGING FURNITURE.
IT'S VERY FIRM AND THE FABRIC CAN BE REPLACED.
UM, AND THE HIGHLIGHT OF THIS RENOVATION IS BEING ABLE TO PROVIDE OUR CHILDREN IN THE BLUFFTON AREA WITH A BRAND NEW PROGRAMMING ROOM THAT CAN ACCOMMODATE LARGE PROGRAMS WHERE, UH, SUMMER READING PERFORMERS, FRAPPES STORYTIMES.
AND SO THE SPACE THAT USED TO BE OCCUPIED BY OUR ADULT FICTION.
NOW THAT LOOKS LIKE THIS, YOU CAN SEE THE, UH, THE GLASS ENTRANCE WHERE WE, WHERE WE WOULD BE PUTTING THAT, UH, RELAXING BACKLESS SEATING IN THE EXTERIOR OF THAT.
AND MY FAVORITE PART IS THE BRIGHT BLUE ACCIDENT WALL AT THE, AT THE END OF THE SPACE.
[01:15:01]
ROOM, WE WANTED TO KEEP THE SPACE FUNCTIONAL.AND SO WE HAVE TABLES THAT ARE HAVING A WHEELBARROW STYLE LEG, WHICH MEANS THAT, UM, TWO LEGS ARE ON WHEELS AND THE OTHER TWO ARE STANDARD SO THAT WHEN A CHILD SITS AT THE TABLE, THE TABLE WON'T ROLL AWAY FROM THEM.
AND WE'VE CHOSEN A, A DARKER FINISH THERE AS AN IDEA, UH, SO THAT IT WON'T GET MARKED ON COLORED ON, UH, OR RUINED IN ANY TYPE OF DUE TO ANY PROGRAMMING AND FOR A POP OF COLOR IN THE SPACE.
WE WOULD RECOMMEND THE LIME GREEN IN BLUE CHAIRS TO ADD SOME VISUAL EXCITEMENT IN THE ROOM.
WE'VE ALSO INCLUDED THE SOFT FLOOR SEATING, LILY PADS, UM, AS A MODERN VERSION OF CARPET SQUARES THAT WE USED TO SIT ON DURING STORY TIME, UM, I NEEDED TO CONVERT THE TEAM FORMER TEAM SECTION INTO A NEW YOUTH SERVICE OFFICE SO THAT IT WOULD BE ADJACENT TO THE COLLECTION AND THE NEW PROGRAMMING ROOM.
AND SO TODAY THIS IS WHERE WE ARE IN THAT PROCESS.
YOU CAN SEE THE WALLS HAVE GONE ON, SO THE WINDOWS HAVE GONE UP AS WELL IN THIS SPACE.
WE WOULD LIKE TO SEE THE FOLLOWING FURNITURE FOR OUR STAFF TABLES, WITH WANTING TO NOT HAVE A BUILT IN TABLE FOR THEM.
WE HAVE THESE TABLES THAT ARE ON WHEELS SO THAT WE CAN RECONFIGURE THEIR OFFICE ARRANGEMENT AT ANY TIME.
THIS WOULD HAVE BEEN REALLY HELPFUL DURING COVID.
UH, WE HAVE THE PARTITIONS THAT YOU SEE THERE WE'LL CHOOSE ONE OF THOSE TWO COLORS.
THOSE ARE JUST COLOR OPTIONS AT THIS POINT, AND THEN A SHARED RUCKUS WORK TABLES SO THAT OUR STAFF CAN COLLABORATE ON LARGER PROJECTS TOGETHER, OR, UH, WITH OUR SMALL CONFERENCE ROOM IN OUR MULTIMEDIA LAB, YOU WOULD HAVE TO ENTER FROM BEHIND A WALL.
THE ARTWORK IS ALSO LOVELY, BUT, UH, THE RENOVATION CALLED FOR NEW ENTRANCES TO THE SPACE.
AND SO YOU CAN SEE WHERE WE ARE IN THE PROCESS.
NOW, WHEN WALK INTO THE LIBRARY, YOU WILL IMMEDIATELY SEE HOW YOU WILL ACCESS THOSE ROOMS. YOU WILL BE ABLE TO SEE ACTIVITY GOING ON THERE, WHETHER A MEETING IS BEING HELD OR WHETHER IT IS AVAILABLE IN THOSE SPACES.
WE WANTED TO REPLICATE THE EXISTING TABLES AND CHAIRS THAT WE HAVE IN OUR OTHER MEETING ROOMS. SO WE'VE SIMPLY REQUESTED MORE OF THE SAME, AND THAT IS WHERE WE ARE WITH OUR BLUFFTON RENOVATION PROJECT.
IT HAS BEEN EXCITING, AND I HAVE APPRECIATED YOUR FEEDBACK ALREADY ON OUR, UM, OUR FURNITURE, OPTIONS AND SELECTIONS.
AND I HOPE THAT YOU ARE LIKING WHAT YOU SEE.
I AM OPEN TO ANY QUESTIONS THAT YOU MAY HAVE.
I JUST WANT TO SAY AMANDA, I THINK I A GREAT PRESENTATION.
WHEN I WAS LOOKING AT THAT, AMANDA WAS JUST THINKING THAT WE HAVE A LOT OF ARTWORK AROUND THE LIBRARY, THEN WE'RE GOING TO HAVE TO THINK ABOUT WHERE WE'RE GOING TO PUT IT NOW WITH GLASS WALLS AND NO WALLS, AND A LOT OF SECTIONS.
WE MAY HAVE TO RESTATE WHAT WE'LL DO WITH THAT, THAT A VERY GOOD POINT.
AND WHAT ARE OUR WHEELS ARE ALREADY TURNING TO FIGURING OUT HOW WE CAN REPURPOSE OUR SPACES AND MAKE SURE THAT ALL OF THE ARTWORK THAT WE ARE BLESSED TO HAVE AS A HOME.
UM, AMANDA, I HOPE, UM, YOU AND CHUCK CAN PRESENT THIS TO COMMUNITY SERVICES.
IT'S A GREAT PRESENTATION AND, AND IT LOOKS LIKE THAT'D BE A REAL FUN PLACE TO GO.
IF YOU'RE A CHILD OR AN ADULT.
AND AT THIS TIME, CHUCK OR ALICE, DO YOU HAVE SOMETHING ELSE TO ADD THAT EITHER ONE OF YOU CHUCK, HER ALICE.
I'D LIKE TO MAKE A COMMENT TAB WHEN THAT'S APPROPRIATE.
FOR WHAT I CONSIDER TO BE PART OF THE, OF THE FACILITIES COMMITTEE, UM, BUT THE FACILITIES ALONE FOR A WHILE THERE, THE LIBRARIES DUE TO THE PANDEMIC LOCKDOWNS COULD NOT ACCEPT DONATIONS OF BOOKS, BUT NOW THEY CAN'T.
AND, UH, I GUESS IT WAS A MONDAY.
YEAH, MONDAY WE, MY WIFE AND I BROUGHT OVER A TREASURE TROVE OF BOOKS COLLECTED THROUGH THE ADULT LIFETIME OF THE RETIRED MINISTER FROM ST.
HELENA'S EPISCOPAL, THAT'S ROGER SMITH.
AND HIS WIFE HAD LIKE, AND THEY ARE MOVING INTO MORE, UH, PROTECTIVE FACILITIES
[01:20:01]
UP NEAR THEIR CHILDREN IN MASSACHUSETTS.AND THEY WANTED A LIBRARY TO HAVE BOOKS.
AND WE ACTUALLY GOT THEM INTO MY CAR.
THE COCKER SPANIEL HAD TO SIT ON MY WIFE'S LAP.
AMANDA CAME BY WHILE WE WERE OFFLOADING.
AND THEN THE LIBRARY ENCOURAGED THE PUBLIC TO TRY AND TAKING BOOKS THAT THEY WANT TO DONATE.
SOMETIMES WE CAN FIND SOME REAL GEMS IN THERE, AND THOSE GEMS MIGHT BE GOOD FOR ENRICHMENT OF OUR BOOKS.
ANY OTHER COMMENT ON THE BLUFFTON RENEWAL OR ANYTHING ELSE THAT'S BEEN DISCUSSED? I THINK IT'S, IT'S LOOKS BEAUTIFUL.
I THINK YOU'VE PUT A LOT OF THOUGHT INTO THIS AND I THINK THAT I THINK PEOPLE ARE GONNA LOVE IT.
AND I THINK IT'S, UH, IT'S GONNA BE A BIG CLASS AND A BIG SHELL PLACE FOR BLESSING.
THEY'RE GOING TO BE VERY PROUD OF THIS.
AND I THINK IT JUST SHOWS WHAT OUR COMMUNITY CAN DO.
AND YOU KNOW, WE WOULD BE REMISS IF WE DIDN'T THINK THE COUNTY, I MEAN, CHUCK'S BEEN BEHIND THIS ALL THE WAY AND ALICE SUPPORTS US.
UH, IT, ISN'T A COOPERATIVE ENDEAVOR WITH THE COUNTY.
WE NEED THE COUNTY WITH US AND YOU KNOW, THEY'D BEEN RIGHT THERE WITH US.
SO I WANT TO THANK BOTH OF THEM.
I HAVE NO OLD BUSINESS LISTED UNLESS WE MISS SOMETHING AND SOMEONE HAS SOMETHING AND I HAVE NOTHING UNDER NEW BUSINESS, BUT WE WILL GO INTO EXECUTIVE SESSION TO DISCUSS PERSONNEL ISSUES AND FOR THE PUBLIC, JUST TO KNOW, WE'LL GO INTO EXECUTIVE SESSION, NO VOTES WILL BE TAKEN.
WE WILL HAVE DISCUSSION AND WE WILL RETURN FOR ANY VOTES THAT NEED TO BE TAKEN INTO ADJOURN.
SO CAN I HAVE A MOTION TO GO INTO EXECUTIVE SESSION SHOW MOVED? OKAY.
WE GOT EVERYBODY MOVED AND SOMEBODY WANTS A SECOND, PLEASE.
LINDELL SECONDED ALL IN FAVOR TO MOVE TO EXECUTIVE SESSION, RAISE YOUR HAND.
WE WILL ASK SCOTT TO STOP RECORDING US.
CARS ALL OVER BUFORD COUNTY ARE BEING TARGETED BY THESE.
WE WANT TO REMIND YOU NOT LEAVE VALUABLES IN YOUR CORE AND TO KEEP YOUR DOORS LOCKED.
IF YOU HAVE ANY INFORMATION ABOUT RECENT DEATHS, PLEASE CONTACT THE BEAVER COUNTY SHERIFF'S OFFICE FOR CRIMES.
WE CAN'T STOP THE DISASTER FROM HAPPENING.
HE'LL BE CAMP, A PAIR TO SURVIVE THEM.
DISASTER PLANNING CONSISTS OF THREE SIMPLE STEPS.
MAKE A PLAN, BUILD A KIT, STAND FOR THEM.
EVERY FAMILY SHOULD HAVE A PLAN FOR HOW THEY WILL COMMUNICATE DURING AN EMERGENCY AND WHERE THEY WILL MEET IF SEPARATED, HAVING BASIC EMERGENCY SUPPLIES ON HAND WHEN NOT ONLY KEEPING YOU ALIVE, BUT MORE COMFORTABLE DURING YOUR FIRST FEW DAYS OF A DISASTER MONITORED LOCAL RADIO STATION FOR IMPORTANT INFORMATION AND UPDATES VISIT ECSO.NET FOR MORE INFORMATION ABOUT EMERGENCY PLANNING.
OKAY, WE'RE COMING UP INTO AN EXECUTIVE SESSION.
WE TALKED ABOUT PERSONNEL AND BOARD, UM, PERSONNEL ISSUES.
I WOULD LIKE WE DON'T HAVE ANYTHING ELSE ON THE AGENDA UNLESS SOMEBODY HAS AN ITEM.
HOWEVER, I DO WANT TO RAISE THE FACT THAT OUR NEXT MEETING IS IN JULY.
AND I WOULD LIKE TO KNOW FROM THE TRUSTEES, HOW MANY WOULD LIKE TO MEET IN PERSON? IF YOU COULD RAISE YOUR HAND, IF YOU'D LIKE TO DO AN IN PERSON I'M OUT OF TOWN.
SO I COULD DO IT FROM WHERE I AM, OR IF YOU MEET IN PERSON, I HAVE TO SKIP IT.
I WOULD HAVE TO CALL IN, WELL, THE COUNTY HAS APPROVED MEETINGS COULD BE HYBRID, CORRECT AMANDA.
SO IF YOU'RE OUT OF TOWN, YOU CAN CERTAINLY ZIP IN BY ZOOM OR BY PHONE.
BUT THE REST OF US, WE WANT TO MEET IN PERSON.
DO THEY SEE EVERYBODY'S HAND GO UP.
THEN OUR MEETING IS SUPPOSED TO BE A BLUFFTON, WHICH OF COURSE IT CANNOT BE SINCE THE MEETING TOPIC LIBRARY.
THE NEXT ONE, AFTER THAT I ASKED AMANDA IS HILTON HEAD, CORRECT? WE DECIDED, SO LET'S, LET'S AGREE TO GO TO HILTON HEAD.
[01:25:01]
ALRIGHT.IS THAT GOOD FOR EVERYBODY? THAT'S GOOD.
SO, AMANDA, COULD YOU SET THAT UP? THAT WE HAVE THE MEETING ROOM PLEASE? FOR OUR JULY MEETING, IT'LL BE FOUR O'CLOCK AT THE HILTON HEAD AND WHAT'S OUR PROJECTED, UM, IN TIME FOR THE BLUFFTON LIBRARY, AGAIN FOR THE RENOVATION, I STILL TO BE DETERMINED BASED ON POTENTIAL DELAYS IN GETTING THE SUPPLIES THAT WE NEED, BUT WE, WE HOPE TO GET IT DONE AS SOON AS POSSIBLE.
SO IT IS POSSIBLE, BUT BY OUR SEPTEMBER MEETING, WE CAN DO BLUFFTON LIBRARY AND I'LL BE THERE TO SEE THE NEWS STUFF.
WE'LL SEE, BUT WE WILL LEAVE IT THAT OUR JULY MEETING, I BELIEVE IS JULY 14TH WILL BE 4:00 PM AT HILTON HEAD LIBRARY.
ALL RIGHT, ANYBODY ELSE HAVE SOMETHING THEY NEED TO PUT ON THE TABLE? ALL RIGHT, I'LL ENTERTAIN A MOTION TO ADJOURN, PLEASE.

AND THIS IS YOUR BUFORD COUNTY MOMENT.
OYSTERS PLAY AN IMPORTANT PART OF OUR SOCIAL SCHEDULE DURING THE WINTER MONTHS.
I'D ALWAYS THERESE, BUT FOR THOUSANDS OF YEARS, THEY'VE BEEN IMPORTANT TO OUR HISTORY HERE.
NATIVE AMERICANS USE THEM FOR FOOD.
WE USED IT FOR PROCESSING INDIGO, AND EVEN FOR FERTILIZING FIELDS OF COTTON MOISTER FACTORIES WERE USED IN THE BUFORD COUNTY AREA, ALL THREE OF THE 19TH AND 20TH CENTURY TO PROCESS OYSTERS AND CANNED THEM AROUND TOWN.
YOU CAN SEE EVIDENCE OF TABBY ARCHITECTURE THAT'S MADE FROM OYSTER SHELLS, BUT ONE OF THE MOST IMPORTANT THINGS THAT OYSTERS DO FOR US IS FILTER OUR WATER SEVEN GALLONS OF WATER PER OYSTER PER DAY.
THIS IS WHY IT'S SO IMPORTANT TO KEEP OUR WATERWAYS CLEAN OF STORMWATER.
AS THESE ARE FILTERING ALL THE TIME, REMEMBER TO RECYCLE THOSE OYSTER SHELLS WHEN YOU FINISH YOUR OYSTER ROAST.
SO WE HAVE NEW PLACES FOR BABY OYSTERS TO GROW, ENJOY THE SEASON.
AND THIS HAS BEEN YOUR BUFORD COUNTY MOMENT TO SEE MORE BEAVER COUNTY MOMENTS, GO TO THE BUFORD COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB.
