FIRST, I WANT TO SAY WELCOME BACK.

AND IT'S SO WONDERFUL TO HAVE EVERYBODY TOGETHER AND WE'RE NOT HAVING TO WEAR MASKS.

SO THAT'S A GOOD THING TO PUT A HISTORY ON MY PART.

AND I SERVED ON THE PARKING SERVICES BOARD 24 YEARS AGO AND SAW THE GREATER, I GUESS, PARKSON RIGHT, BECOMING PART OF THE COMMUNITY SERVICES DEPARTMENT LAST YEAR WAS A WONDERFUL THING. I CAN TELL YOU THAT SHANNON'S PASSION FOR PARKS AND REC IS CONTAGIOUS.

LIKE YOU DIDN'T ALREADY KNOW THAT.

RIGHT? AND COMING OUT OF COVID FIRST PART OF THIS YEAR, STARTING WITH COUNTY COUNCIL'S RETREAT, THERE HAS BEEN A LOT OF MOMENTUM AND A LOT OF PUSH FOR INCREASED SERVICES FROM PARKS AND REC BRINGING THINGS BACK UP TO A HIGH STANDARD AS FAR AS OUR FACILITIES ARE CONCERNED, BUDGET ALLOCATIONS AND WHAT WE FOR THIS PARTICULAR FACILITY.

I'M NOT GOING TO STEAL YOUR THUNDER IN YOUR REPORT, BUT A LOT OF MONEY HAS BEEN ALLOCATED AND COUNCIL IS DEDICATED TO MOVE THINGS FORWARD IN PARKS AND REC.

SO I'VE HAD A LENGTHY SPEECH TO TALK ABOUT 16 MONTHS.

WARSAW NARROWED IT DOWN TO THAT.

WE REOPENED A YEAR AGO BASED ON REQUIREMENTS PUT FORTH BY THE CDC AND THE GOVERNOR AND OTHER THINGS. AND WHEN WE REOPEN, THAT INCLUDES A POOL FOR THOSE WHO WE DON'T KNOW.

THE REC CENTER WAS FULLY REMODELED, OPENED IN 2019 WITH THE SECOND BUILDING.

WE OPENED THE PLAYGROUND AND SOME OTHER THINGS AND THAT WAS ALL CLOSED DOWN.

BUT THEN WE MOVED INTO REOPENING IN LAST YEAR.

ABOUT THIS TIME BY SEPTEMBER, WE WERE FULLY OPEN, FULLY OPERATING IN OUR SCHEDULES BACK UP. WE OPENED ON A LIMITED SCHEDULE BASIS THROUGHOUT THE SUMMER MONTHS.

BY SEPTEMBER, WE'RE FULLY GOING.

ONE THING THAT WAS KIND OF UNIQUE THAT WE DID OVER THE FIRST FEW MONTHS BEGINNING IN SEPTEMBER, WE ALSO WERE A SITE FOR VIRTUAL LEARNING AND WE HAD ABOUT 50 KIDS ON A DAILY BASIS COMING TO THE REC CENTER.

WE NEED THE EXTRA EXTRA EFFORT TO PUT IN SOME ADDITIONAL WI-FI THROUGHOUT THE BUILDING AND WORKED OUT VERY WELL.

AND WE TRANSITIONED INTO THE AFTER SCHOOL PROGRAM WHEN THE SCHOOL DISTRICT WENT INTO WENT BACK TO FACE LEARNING AND SOME OTHER THINGS.

SO ONE OF THE THINGS TO BREAK THIS DOWN INTO SEGMENTS, BECAUSE WE HAVE SEVERAL DIFFERENT SEGMENTS THAT WE UTILIZE AT THE WREXHAM ONE BEING OUR SENIOR PROGRAMS, WE ACTUALLY DID OPEN OUR SENIOR CENTER BACK IN SEPTEMBER AND IT WORKED OUT REALLY WELL.

AND WE KIND OF MOVED FORWARD WITH THE PROGRAMING.

WE HAVE A NEW DIRECTOR NOW AND KIND OF GOT A NEW FOCUS HERE WITH NOT ONLY UTILIZING THE FITNESS CENTER, WE HAVE THE REC CENTER, BUT CREATING SOME NEW FITNESS PROGRAMS AT THE SENIOR CENTER AND KIND OF TAKING A NEW APPROACH TO THE PERSON THAT CAME TO US.

SHERRY BRONSKY ACTUALLY WORKED AT SUN CITY FOR 20 YEARS.

SO THE FITNESS COMPONENTS WHO WERE REALLY LUCKY TO HAVE HER, CAN BE ABLE TO MOVE THOSE TYPE OF PROGRAMS FOR KIDS WHO ARE EXTREMELY EXCITED ABOUT THAT REC CENTER ITSELF.

IT'S BEEN LIKE A SLOW MOVING TRAIN WHEN IT COMES TO THE FITNESS COMPONENT.

WE HAVE MORE AND MORE. AND OBVIOUSLY WE HAD THE MASCORD AND SOME OTHER THINGS TO DEAL WITH AND WE DEALT WITH THAT AND WE KEPT MOVING FORWARD EVERY DAY.

OUR MEMBERSHIPS HAVE BEEN PRETTY CONSISTENT.

WE'VE BEEN ABLE TO YOU KNOW, WE'VE GOT SOME NEW PEOPLE COMING ON AND SOME OTHER THINGS.

SO OUR CLASSES ACTUALLY HAVE BEEN AT THE SAME LEVEL BEGINNING IN JANUARY AS THEY WERE BEFORE WE SHUT DOWN, WHICH MAKES IT PRETTY, PRETTY GOOD FOR US.

YOU SPORTS. I'M JUST GOING TO TOUCH ON THREE.

BUT OUR NUMBER ONE FASTEST GROWING SPORT IS FENCING IS CRAZY.

BUT THE WOMAN WHO DOES THE FENCING CLASS, PATTY, SHE'S BEEN AFTER US FOR YEARS TO DO IT, GOT THE NEW BUILDING, GETTING THE PROGRAM READY TO CRANK UP.

WE HAD TO SHUT DOWN. AND THEN WHEN WE CAME BACK, WE GOT THE PROGRAM GOING.

BUT IT'S LIKE THE FASTEST GROWING SPORT.

SO IF YOU GUYS FOLLOW US ON OUR FACEBOOK PAGE, THERE'S A GROUP OF TEN LITTLE GIRLS THAT ARE FENCING. I MEAN, SO I MEAN, THAT'S COOL.

AND IT'S ACTUALLY AN OPPORTUNITIES AWAY FROM SOCCER, AWAY FROM TRADITIONAL SPORTS.

BUT THAT'S WHAT'S GOING ON THERE.

AND OUR BASKETBALL PROGRAM ACTUALLY GREW THIS YEAR BEFORE WE SHUT DOWN.

LAST YEAR, WE HAD ABOUT 250 WERE UP TO 300 KIDS THIS YEAR.

SO WE SAW THAT AT LEAST OUR INDOOR ACTIVITIES WERE GROWING A LITTLE BIT AND ACTUALLY GETTING ABOVE THAT PRE COVID LEVEL.

SAME THING WITH SOCCER.

WHEN WE SHUT DOWN LAST YEAR, WE HAD FIVE HUNDRED KIDS SIGNED UP.

WE ONLY HAD THREE HUNDRED. AND IN THE SPRING TO THE FALL, EXCUSE ME, BUT WE HAD FIVE HUNDRED BACK HERE IN THE SPRING.

SO WE SEE MORE AND MORE PEOPLE COMING OUT AND BEING INVOLVED IN MORE ACTIVITY.

SO WE'RE PRETTY EXCITED ABOUT THAT.

NOW THE POOL IS BEEN GOING GREAT GUNS EVER SINCE WE OPENED UP.

IT'S AN OUTDOOR FACILITY.

WE DIDN'T PUT THE DOME UP THIS YEAR, WHICH WORKED OUT REALLY WELL.

AND A LOT OF THE REASON WE DIDN'T PUT THE DOME UP IS BECAUSE WE DIDN'T KNOW WHAT WAS GOING TO HAPPEN AND IF WE WERE GOING TO BE SHUT DOWN AGAIN.

YOU KNOW, MY POOL STAFF LOOKS LIKE THE SMARTEST PEOPLE ON EARTH BECAUSE WE TOOK DOWN THE DOME TWO WEEKS BEFORE THE OVERALL SHUTDOWN.

IF THE DOME WOULD STILL OPEN UP, WE WOULD HAVE HAD TO DOME UP AT LEAST THROUGH JUNE AND BEFORE WE COULD EVEN GET IT DOWN, BECAUSE A COMPANY THAT HELPS US TAKE IT DOWN WEREN'T SENDING ANY PEOPLE OUT TO WORK ON DOME.

SO WE KIND OF LUCKED OUT, WE HAD THE DOME DOWN AND SO WE'RE ABLE TO GO INTO OUTSIDE SWIMMING, WHICH WE DID ALL WINTER, AND IT WORKED OUT PRETTY WELL.

OUR NUMBERS WERE GOOD.

IT WAS JUST LIKE SEVERAL YEARS AGO BEFORE WE HAD THE DOME, DIDN'T HAVE THE DOME BACK UP IN THE TRANSITION. SO IT WORKED OUT WELL.

YOU KNOW, OUR SWIM LESSONS WERE FOR THE SPRING.

WE ANTICIPATE THEM TO BE FULL AGAIN THIS SUMMER.

AND WE HOSTED SWIM TEAM DOWN ON THE BEACH TODAY, BUT WE ALSO HOSTED THE HIGH SCHOOL SWIM

TEAMS AND OTHERS OUT THERE.

SO WE'RE BUSY. THAT'S ONE THING THAT DIDN'T REALLY KIND OF TAIL OFF BECAUSE OF KOVEN TO TALK A LITTLE BIT, PICKLEBALL, BECAUSE COURTS ARE FULL.

AND SO ALL I CAN SAY, THEY'VE BEEN FULL SINCE WE'VE BEEN OPENED BACK UP.

LOTS OF PEOPLE OUT THERE PLAYING PICK A BALL IN THE MIDDLE OF THE WINTERTIME.

YOU COULD SEE 70 TO 75 PEOPLE AT THE REC CENTER ALONE PLAYING PICK A BALL ON A DAILY BASIS. SO THAT'S IT'S KIND OF GREAT.

AND HOPEFULLY THAT THAT WILL CONTINUE.

WE DID GET BACK INTO THE EVENTS BUSINESS, AND THAT'S AROUND OCTOBER.

WE DID A COUPLE OF DRIVE BY EVENTS.

HALLOWEEN, THEY DROVE THROUGH, DROVE THROUGH SHELTERED COVE.

I CALLED THEM ALL BUT XEROGRAPHY MITCHELTON SHELTERED CODE.

AND WE HANDED OUT CANDY AND WE DID A COUPLE OF THINGS LIKE THAT FOR CHRISTMAS TO TURKEY.

AND THEN WE DID TWO LOCATIONS, ALL WHERE I'VE SEEN IN THE PAPER WITH THE OPENING OF THE LOWCOUNTRY CELEBRATION PARK AND CALLIGNEE.

WE ACTUALLY DID OUR FIRST LITTLE EVENT DOWN THERE AND WE HANDED OUT EASTER EGG BACK TO ME. IF YOU HAVEN'T HAD AN OPPORTUNITY TO GO SEE THAT PART, Y'ALL NEED TO GO SEE IT.

WE BETWEEN THE PLAYGROUND AND THE ABILITY FOR US TO DO EVENTS AND JUST THE OPEN SPACE IN ITSELF IS FANTASTIC.

HOPEFULLY WE'LL BE BACK IN OUR SUMMER JAMS BUSINESS, WHICH IS OUR TUESDAY NIGHT EVENT.

BUT THEN WE'RE GOING TO WE'RE GOING TO TRY AND OPEN HOUSE ON THE TWENTY SEVENTH OF THIS MONTH AND WE WANT TO INVITE EVERYBODY OVER.

I THINK THAT WE'RE GOING TO PROMOTE OUR SUMMER PROGRAMS. WE HAVE SOME OTHER THINGS THAT ARE GOING ON THAT WE WANT TO LET THE COMMUNITY KNOW THAT WE'RE DOING KIND OF SUMMER.

WE KIND OF PLANNED A FULL SCHEDULE.

I WOULD TELL YOU ONE THING WE DID LEARN FROM COVID IS THAT WE'RE GOING TO CONTINUE TO HAVE OUR BEFORE WE'VE HAD 200 TO 220 KIDS A DAY CAMP AT THE CENTER.

WE'VE REDUCED THAT DOWN TO 140.

AND SOME OF THAT WE FOUND IS JUST SO IT'S A LOT MORE MANAGEABLE.

AND THEN WITH THE CENTER ITSELF BEING A FITNESS OF HAVING MULTIGENERATIONAL PEOPLE IN THE BUILDING THROUGHOUT THE DAY, IT MAKES FOR A MUCH BETTER, BETTER PLACE TO BE.

IT'S NOT AS CRAZY.

AND AND SO WE'RE REALLY YOU KNOW, WE DID LEARN SOMETHING FROM CODE IS KIND OF THE REDUCE IN NUMBERS AND BE ABLE TO PROVIDE A PROGRAM.

STILL, SOME OF THE GOOD STUFF THAT'S GOING ON, I THINK, IS I TALKED ABOUT THE LOW PRESSURE CELEBRATION PARK WITH A TOWN OF HILTON HEAD IS WORKING ON DOING THREE MASTER PLANNING PLANTINGS OVER THERE, ONE FOR THE CROSSINGS, PART ONE FOR CHAPMAN PARK, BUT ALSO WHAT THEY'RE CALLING IT, MIDDLE PARK.

FOR THOSE WHO DON'T KNOW, IT'S WHERE PORT ROYAL GOLF COURSE IS.

AND THERE WAS THERE'S ONE HUNDRED ACRES THERE THAT THE TOWN IS GOING TO DO SOME MASTER PLANNING ON IN THE NEXT NEXT SIX MONTHS.

AND FOR THOSE WHO DON'T KNOW ARE WE ARE FEATURING AN ORGANIZATION AS A NONPROFIT AND TRYING TO BALANCE THAT BALANCE, THAT RIGHT THERE BETWEEN DOING, YOU KNOW, WHAT CAN PARENTS AFFORD COMING OUT OF COVID AND VERSUS OUR OPERATIONAL COSTS AND AND HOW THEY'RE GOING TO EXPAND. ALL THE EVENTS THAT YOU HAD AS FUNDRAISERS OVER THE YEARS, EVERYTHING THAT YOU'VE DONE, OBVIOUSLY, THAT WENT AWAY DURING KOFOD.

AND NOW THAT WHEN YOU LOOK BACK AND AND THOSE CHALLENGES THAT YOU HAD, THEN YOU HAD INCREASED EXPENSES AS WELL.

THE FACILITIES, SOME OF THAT WAS FUNDED BY SOME NONPROFITS, I BELIEVE.

SUCH AS US, BUT HOW DID YOU WEATHER THE ECONOMIC STORM? WELL, ONE GOOD THING, WE WERE ABLE TO KEEP ALL THE FULL TIME PEOPLE EMPLOYED THROUGHOUT THE DAY. AND WE HAD WE HAD HAD A RESERVE THAT WE'RE ABLE TO TAP INTO, ALONG WITH SOME COMMITMENTS NOT ONLY FROM THE COUNTY IN THE TOWN TO HELP FUND OUR BUDGET AND IN REDUCING COSTS DURING THE SHUTDOWN.

AS WE GEARED UP, WE WE BUDGET STAFF VERY TIGHTLY AND DID SOME OF THOSE THINGS AS WE

STARTED GENERATING SOME MORE REVENUES MOVING FORWARD.

OUR BIGGEST CHALLENGE AND THEN I'VE BEEN TELLING MY BOARD THAT WE'RE GOING WHERE WE'RE REALLY GOING TO SEE HOW THINGS ARE GOING TO COME OUT.

IT'S REALLY IN SIX MONTHS FROM NOW BECAUSE NOW WE'RE OPERATING FULLY.

BUT AS I WAS TALKING, THE MAN IS TELLING HIM, I GOT THIS GREAT SPONSORSHIP.

I GOT IT TWO YEARS AGO.

I'VE CARRIED IT FORWARD SO I DON'T HAVE ANY NEW MONEY TO OFFSET THAT SPONSORSHIP.

AND SO THOSE ARE THE TYPE OF THINGS THAT WE'RE GOING TO BE CHALLENGED TO BE LOOKING AT ON A REGULAR BASIS AND THAT.

WHEN WE OPEN UP FULLY BECAUSE OF THE REVENUES THAT WE WERE ABLE TO COLLECT BEFOREHAND, WE WERE LUCKY. A LOT OF PEOPLE EITHER MADE A DONATION WHEN THE PROGRAMS WERE CANCELED OR THEY THEY DIDN'T TAKE A REFUND AND THEY GOT CREDIT.

NOW, SOME OF THAT CREDIT IS GOING AWAY.

SO SOME OF IT I'M GETTING SOME NEW MONEY BACK.

BUT THIS SPRING, I HAD A LOT OF CREDIT SET ONE OUT.

SO IT'S A JUGGLING ACT, BUT I THINK THAT WE'LL GET THROUGH.
