I WOULD LIKE TO READ THE FIRST TWO PARAGRAPHS IN THE FORWARD SECTION OF THE HANDBOOK FOR EFFECTIVENESS.THIS IS YOUR SOUTH CAROLINA SCHOOL IMPROVEMENT COUNCIL HANDBOOK FOR EFFECTIVENESS.
IN CASE WE HAVE, UH, THE PUBLIC ALSO, UH, WATCHING OUR MEETING AT EFFECTIVE SCHOOL IMPROVEMENT COUNCIL AND SIC IS ONE THAT HARNESSES, THE ENERGY CREATED WHEN PARENTS, STUDENTS, AND COMMUNITY MEMBERS PARTNER WITH THEIR SCHOOL'S PRINCIPAL AND TEACHERS TO ACHIEVE RESULTS.
THE BETTER THE EDUCATION AND EDUCATIONAL ENVIRONMENT PROVIDED BY THEIR SCHOOL FOR NEARLY 40 YEARS.
SCHOOL IMPROVEMENT COUNCILS HAVE BEEN BY SOUTH CAROLINA LAW DIRECTLY INVOLVED IN THE SCHOOL IMPROVEMENT PLANNING PROCESS AND HELPING TO CARRY OUT AND EVALUATE THE OUTCOMES OF SUCH PLANS.
SIC IS MUST ALSO TO THE SCHOOLS, PARENTS AND THE COMMUNITY, HOW THE SCHOOL IS PROGRESSING TOWARD ITS IMPROVEMENT GOALS AND EFFECTIVE SIC WORKS CLOSELY WITH SCHOOL STAFF AND INDEED ALL STAKEHOLDERS TO PROVIDE REAL-WORLD SOLUTIONS SO THAT STUDENTS ARE BETTER PREPARED TO COME TO SCHOOL ARE CHALLENGED AND SUPPORTED WHILE IN SCHOOL AND LEAVE SCHOOL BETTER EQUIPPED FOR THE NEXT PHASE OF THEIR EDUCATION.

IT'S ABOUT AN EIGHTH OF THE WAY THROUGH THE ENTIRE PROJECT.
AND THIS SUMMER IS WHERE WE WILL REALLY START TO, UM, HAVE OUR LARGEST NUMBER OF PROJECTS.
SO WE'RE KICKING INTO HIGH GEAR AS WE GO INTO THE SUMMER, IF YOU CAN GO TO THE NEXT PAGE, ROBIN.
SO AS FAR AS THE REFERENDUM SO FAR, WHAT WE'VE COMPLETED, WE CAME OUT OF THE GATES WITH SHOVEL-READY PROJECTS AT RIVER RIDGE AND MAY RIVER, THOSE ADDITIONS.
AND SINCE THEN, SOME OF THE OTHER PROJECTS THAT YOU'VE SEEN, UM, HAVE BEEN THE ATHLETIC FIELDS THAT, UH, BUFORD HIGH AND WELL BRANCH EARLY COLLEGE, HIGH SCHOOL, ALONG, ALONG WITH, WE JUST COMPLETED THE STADIUM LIGHT TO HILTON HEAD HIGH SCHOOL, LOT OF, UH, ATHLETIC IMPROVEMENTS AT YOU FOR IN HIGH SCHOOL AND THEN MANY, UH, SECURITY VESTIBULES, UH, THAT HAVE BEEN COMPLETED.
UM, BUFORD HIGH LADIES ON THE MIDDLE, RIGHT CHOICES, HILTON HEAD SCHOOL FOR THE CREATIVE ARTS AND SEVERAL PLAYGROUNDS AS WELL.

AND I JUST WANT, AS FAR AS THE REFERENDUM PROJECTS GO, I JUST WANT TO MAKE EVERYBODY AWARE, UM, THAT THERE IS A GROUP THERE CALLED THE CLOCK CITIZEN LED OVERSIGHT COMMITTEE.THEY MEET EVERY WEDNESDAY AND THEY REVIEW THE STATUS OF THE REFERENDUM PROJECTS AS FAR AS THE CONSTRUCTION SCHEDULE AND FINANCIAL UPDATES ON WHERE WE ARE, AND THOSE ARE OPEN TO THE PUBLIC.

SO THAT COULD INCLUDE PAINTING HPAC, UM, UH, YOU NAME IT, UH, RENOVATION WORK, ALL THAT IS GOING TO BE GOING ON THIS SUMMER.
UH, YOU SEE THE SUMMER START PROJECTS, WE'RE GOING TO GET IT UNDERWAY, WHICH INCLUDE BATTER CREEK HIGH SCHOOL AND ROBERT SMALLS, WHICH IS THE, THE REBUILD OF ROBERT SMALLS WILL WE'LL BEGIN, UH, CALL IT LATE SUMMER.

WE'VE ALWAYS HAD A FIFTH GRADE, UM, THAT BALL GAME WHERE THE TEACHERS ARE AGAINST THE STUDENTS, AND WE'RE GOING TO STILL CONTINUE TO DO THAT, BUT MAKING SURE THAT IT'S OUTSIDE OF WHERE WE HAVE AMPLE SPACE, BUT BECAUSE THE, OUR CAFETERIA ISN'T LARGE ENOUGH TO HOLD PARENTS AND STUDENTS, THE STUDENTS WILL GO THROUGH THE FORMAL CEREMONY, BUT THE PARENTS WILL HAVE TO WATCH FROM FACEBOOK AND THEN COME THROUGH AFTERWARDS TO, TO GREET THEIR STUDENTS AND CHEER THEM ON.
IT WILL BE VERY SIMILAR TO PRE-K AND KINDERGARTEN.
AND SO WE'VE TOUCHED JUST A COUPLE OF OUR VETERAN PRINCIPALS.
WE'VE GOT A ROOKIE PRINCIPAL THIS YEAR AS WELL.
AND THEN I ALSO, I'M GOING TO LET, UH, MS. VICKIE GOUT, UH, SHARE A LITTLE BIT ABOUT WHAT'S GOING ON AT, AT PORT ROYAL, AND THEN MAYBE WE'LL, UM, OPEN IT UP FOR ANY ADDITIONAL QUESTIONS YOU MIGHT HAVE.
UM, AT PORT ROYAL ELEMENTARY SCHOOL, WE'RE ACTUALLY, UM, HAVE A LITTLE BIT OF A LUXURY WHEN IT COMES TO THIS, UM, PANDEMIC TIME, BECAUSE WE'RE A MUCH SMALLER SCHOOL WITH A SMALLER GRADUATING CLASS OF FIFTH GRADERS.

WE'RE GOING TO MOVE FORWARD WITH OUR FIFTH GRADE CEREMONY, UM, AND INVITE PARENTS TO COME TO THE SCHOOL.
WE'RE GOING TO TRY TO DO IT OUTSIDE AND HAVE, UM, GROUPS, UM, FAMILY MEMBERS SITTING, UM, SPACED APART SO THAT WE, UM, ARE YOU, UM, PAYING ATTENTION TO THIS SOCIAL DISTANCING REQUIREMENTS, BUT WE ARE GOING TO TRY TO HAVE A TRADITIONAL GRADUATION OR MOVING UP CEREMONY FOR OUR GROUPS, KIDS.

UM, UH, SO THE ODDS ARE FOREVER IN THEIR FAVOR.
UM, ALL OF THIS IS BEING PUT TOGETHER WITHIN THE NEXT WEEK OR SO.
SO THE FIFTH GRADERS ARE BEING BROUGHT INTO THE PLAN.
AS A MATTER OF FACT, THEY'RE THE ONES WHO DECIDED THEY SHOULD DECORATE THOSE PARKING SPACES, ALLAH HIGH SCHOOL, UM, STUDENTS DECORATING THEIR PARKING SPACES, UM, IN, IN HIGH SCHOOL PARKING LOTS, UM, AS THE FIFTH GRADERS GET MORE AND MORE INFORMATION, THEY ARE GOING TO ASSIST US IN WRITING THE RELEASES, THE PRESS RELEASES AS IT WERE TO THE FIFTH GRADE PARENTS.
AND YES, WE'LL KEEP CLASS TAGGING THEM AS WELL TO MAKE SURE ALL PARENTS UNDERSTAND.
WE DID NOT WANT TO LIMIT THE NUMBER OF PARENTS WHO COULD ATTEND OR FAMILY MEMBERS WHO COULD ATTEND.
SO WE WANTED TO, UM, WE NEEDED TO MAKE IT OUTSIDE THERE, 86, FIFTH GRADERS.
WE WOULD NOT HAVE HAD SPACE INSIDE.
AND AS LONG AS THE WEATHER COOPERATES, WE'LL BE FINE IF IT DOESN'T.
OUR RAIN DATE RUNS INTO A HIGH SCHOOL COMMENCEMENT, WHICH MEANS WE WOULD LOSE THE RISERS THAT WE WOULD NEED, BECAUSE THERE'S A FINITE NUMBER OF RISERS.
SO COMMUNICATION WILL BE ONGOING, BUT MOSTLY FROM FIFTH GRADERS, BECAUSE THEY'RE PRETTY EXCITED ABOUT THIS.
THIS IS THE FIRST TIME WE'RE DOING IT IN THIS FASHION.
AND IF IT WORKS, IT WOULD BE, UM, IT WOULD BE A GOOD IDEA GOING FORWARD.

IT WAS KIND OF FUNNY BECAUSE WE HAD A PARENT THAT DIDN'T REALIZE IT WAS AN SIC.
SO HOWEVER WE SENT OUT THE ZOOM INVITATION THAT TIME, IT JUST PROMOTED A LOT MORE TO DO IT.
UM, THEY THOUGHT MAYBE IT WAS ABOUT THIRD CHILD SPECIFICALLY AND THEY WERE REST ASSURED THAT IT WASN'T, BUT IT WAS, IT WAS GREAT TO GET SO MANY NEW PEOPLE ON BOARD AND EXPLAIN TO THEM WHAT SIC WAS AND WHAT WE DO.
SO HAVING THOSE ZOOM MEETINGS DID ACTUALLY KIND OF WORK IN OUR FAVOR THIS YEAR.
IT JUST ALLOWED MORE OPPORTUNITY FOR PEOPLE TO COME.
THE OTHER THING IS, IS THAT BY DOING SO MANY OF OUR EVENTS THROUGH THE FACEBOOK LIVE, I THINK THAT ALSO ALLOWED FOR MORE PEOPLE TO BE ABLE TO STREAM GRANDPARENTS, THINGS LIKE THAT, UM, THAT WOULDN'T HAVE BEEN ABLE TO ATTEND EITHER BECAUSE OF WORK SCHEDULES OR SPACE AVAILABLE OR WHAT HAVE YOU.
SO SOME OF THOSE THINGS HAVE ACTUALLY WORKED AS A BENEFIT FOR US.
AND WHAT ABOUT, UM, ENGAGING THE COMMUNITY IN OTHER WAYS, BESIDES JUST PARENTS? UH, WHAT ABOUT FROM BUSINESSES OR SPECIAL INITIATIVES OR ANYTHING LIKE THAT? HAS THERE BEEN ANYTHING THAT YOU'D LIKE TO SHARE FROM THIS YEAR OR ANYBODY ELSE THAT YOU'D LIKE TO SHARE THAT CAME ACROSS IN THE LAST YEAR? I THINK THAT WITH THE BUSINESSES IT'S JUST BEEN, YOU KNOW, REALLY REACHING OUT TO THE PARENTS THAT MIGHT KNOW BUSINESSES AND EXPLAINING TO THEM SOME OF OUR NEEDS WHERE SOMETIMES PEOPLE AREN'T AWARE OF WHAT THE NEEDS COULD BE AND HAVING OUR TEACHERS CREATE, YOU KNOW, THESE, WE HAD OUR MUSIC TEACHERS SINCE THEY WEREN'T ABLE TO DO CHORUS, WANTED TO TEACH YOU THE LAYLI.
SO SHE WENT OUT AND GOT A GRANT.
SO IT'S EVEN JUST PUTTING THAT INFORMATION OUT THERE MORE PUBLICLY THAT NOW PEOPLE ARE SAYING, OH, I KNOW SOMEBODY WHO'S AT THIS BUSINESS THAT COULD SPONSOR, OR, I MEAN, THERE'S DEFINITELY BEEN LOWER TURNOUT FROM BUSINESSES THAN BEFORE, BUT IT'S, IT'S JUST KIND OF FINDING THOSE CREATIVE WAYS TO, TO GET TO KNOW THEM.
AND I THINK JUST SHARING MORE INFORMATION HAS ALLOWED FOR IT TO KIND OF FILTER THROUGH.

AND SO WE TOOK IT, UH, WE TALKED TO THE TEAM AND, UM, WE OFFER TRANSLATION SERVICES AT ALL THE MEETINGS.
WE HAVE A BIG CARE EDUCATION INITIATIVE THAT NIGHT AND PART OF THEIR HOMEWORK, UH, IS PART OF THIS CLASS WAS TO PARTICIPATE IN DIFFERENT, UH, ORGANIZATIONS, SUCH AS SIC.
AND SO NOW OUR MEMBERSHIP DEFINITELY IS COMPARABLE TO THE DEMOGRAPHICS OF OUR SCHOOL, WHICH WAS A BIG FOCUS FOR THIS YEAR.
AND I DO AGREE WITH THE EARLIER SPEAKER THAT ZOOM HAS BEEN, HAS ALLOWED FAMILIES THAT HISTORICALLY HAVEN'T BEEN ABLE TO PARTICIPATE JUST BECAUSE OF CHILDCARE AND WORK SITUATIONS.
UM, IT'S ALLOWED A LOT MORE FLEXIBILITY.
WE HAVE, UM, A LOT OF PARENTS THAT PARTICIPATE AT THEIR WORK.
THEY MIGHT WORK THE NIGHT SHIFT AND THEY HAVE PERMISSION TO PARTICIPATE.
UM, SO THAT'S BEEN A REALLY GOOD OPTION THAT I THINK WILL CONTINUE POST PANDEMIC, UM, AS AN ALTERNATIVE TO SCHEDULING CONFLICTS THAT WE'VE HAD.

SO WHAT WE ACTUALLY DID LAST MONTH FOR OUR SIC MEETING IS WE ACTUALLY HELD A JOINT SIC PTO MEETING WHERE WE COMBINED BOTH GROUPS TOGETHER, UH, SO THAT THE SIC COULD, UM, JUST BE ABLE TO HAVE AN OPPORTUNITY TO ENGAGE WITH THE PTO ABOUT HOW WE COULD SUPPORT THEM IN THEIR EFFORTS.
UM, AND THE TWO GROUPS COULD PARTNER TOGETHER BECAUSE WHAT WE, WHAT WE SEE IS, YOU KNOW, PTO MEETS FROM FIVE O'CLOCK TO SIX O'CLOCK, UH, SIC MEETS SIX TO SEVEN, AND THERE'S NOT A WHOLE LOT OF OVERLAP BETWEEN THE TWO GROUPS.
UM, AND SO BY ACTUALLY HOSTING A JOINT MEETING, WE ACTUALLY GOT THE NIGHT TO JUST ONE HOUR, WHICH WAS NICE.
UM, AND IT ALSO, IT ALSO GOT EVERYBODY TOGETHER KINDA ON THE SAME PAGE, UM, IN THE S IN THE SCHOOL WORKING TOWARDS ONE COMMON GOAL AND PURPOSE.
UM, ONE OTHER THING THAT WE'VE DONE AS AN SIC IS, AS A FEW OTHERS HAVE SHARED IS JUST REACHING OUT TO LOCAL BUSINESSES TO SUPPORT OUR EFFORTS, UM, WITH TEACHER RETENTION, UM, FOR JUST SIMPLE DONATIONS, YOU KNOW, LITTLE THINGS THAT WE CAN SLOT INTO A TEACHER'S MAILBOX OR GIVEAWAYS THAT WE CAN, UM, HAND OUT TO TEACHERS.
UM, SO THOSE ARE SOME OF THE THINGS THAT WE'VE DONE FOR COMMUNITY ENGAGEMENT AND INCREASING SIC PARTICIPATION.

WE HAD A DISCUSSION ABOUT THE DECLINE IN MEMBERSHIP, WHICH PROMPTED ME TO REACH OUT TO FRIENDS THAT I HAD AT MULTIPLE SCHOOLS.
UM, I BELIEVE I SPOKE WITH SOMEBODY FROM ONE OF THE MIDDLE SCHOOLS, BUT SEVERAL OF THE ELEMENTARY SCHOOLS, JUST TO SEE IF THEY WERE SEEING THE SAME THING AND WHAT THEY MAY, WHAT IDEAS THEY HAD HAD, WHAT HAD WORKED IN TERMS OF INCREASING MEMBERSHIP.
AND SOME OF WHAT WE'VE TALKED ABOUT TONIGHT WAS SEEMED TO BE SOME OF THE HOT TOPICS, ONE BEING, UM, PUTTING TOGETHER WITH THE PTA MEETING WITH, UM, WITH THE SIC MEETING, JUST TO DRAW A FEW MORE PEOPLE IN.
AND ONE SUGGESTION THAT CAME OUT OF, I BELIEVE ONE OF THE HIGH SCHOOLS WAS TO LINK SOME OF THE HOT TOPICS, I GUESS, THAT WERE GOING ON AT THE TIME GRADUATION.
UM, ANYTHING THAT WAS GOING ON, THAT WAS A BIG, IMPORTANT TOPIC FOR PARENTS AT THE SCHOOL OR STUDENTS AT THE SCHOOL, AND THAT THEY FELT THAT, THAT DREW IN PEOPLE, AT LEAST FOR THOSE PARTICULAR MEETINGS, SOME OF WHO WOULD THEN START COMING TO MORE OF THE MEETINGS.
SO IT SEEMED EVERYBODY THAT I TALKED TO WAS SEEING A VERY SIMILAR THING TO WHAT WE ARE SEEING AT RIVER RIDGE THIS YEAR, WHICH IS JUST A HANDFUL OF PARENTS AND A HANDFUL OF TEACHERS.
UM, BUT SOME OF THE STRATEGIES THAT THEY WERE TRYING SEEM TO BE, UM, HELPING AT LEAST SOMEWHAT TO DRAW IN MEMBERSHIP.

WE DID THE BOYS BOOKS AND BARBERS, AND SO WE PUT BOOKS IN BARBERSHOPS AROUND THE COMMUNITY.
WE IDENTIFIED 12 BARBERSHOPS WITHIN OUR DISTRICT, AND WE ACTUALLY HAD AN OPPORTUNITY TO SPEAK TO THE BARBERS BEFORE WE IMPLEMENTED THIS INITIATIVE.
AND MANY OF THEM ARE ENGAGED IN THE COMMUNITY.
THEY WANT TO CONNECT WITH CHILDREN, BUT WE HAVEN'T REALLY DEFINED HOW TO CONNECT THEM.
SO THIS WAS AN INITIATIVE THAT THEY COULD WRAP AROUND AND IT REALLY SUPPORTS OF MANY OF OUR SCHOOL'S INITIATIVES AND ALSO OUR STRATEGIC PLAN.
SO I THINK WE NEED TO THINK OUTSIDE THE BOX AND NOT JUST THINK THAT THEY'RE GOING TO COME TO US AND WE NEED TO GO TO THEM AND FIND WAYS THAT WE CAN ENGAGE, BUT DO IT IN THE REVERSE ORDER RATHER THAN EXPECTING PEOPLE TO COME TO US, BUT REALLY ENGAGE AND GO TO THEM.
ANOTHER AVENUE IS OUR ECUMENICAL PARTNERS.
UH, WE HAVE IDENTIFIED THEM, I THINK WITH COVID WE'VE NOT HAD THAT THIS YEAR, BUT TWICE A YEAR, WE MEET WITH OUR PASTORS.

AND SO EVERY LAST ONE WAS APPROVED AND EVERY LAST STUDENT, BUT DESIRE TO HAVE A HOTSPOT HAS ONE IN THEIR HAND.
DO YOU HAVE ANYTHING TO SAY ABOUT HOME BOUND STUDENTS? UH, I WOULD JUST COMBINE WHAT THEY SAID WITH THE FACT THAT ALL OF OUR STUDENTS AND TEACHERS ARE NOW VERY WELL VERSED WITH THE USE OF GOOGLE CLASSROOM.

SO REALLY IT HAS, IT HAS VERY MUCH BRIDGE THE GAP SPECIFIC.
I HATE TO SAY COVID WAS GOOD FOR SOMETHING, BUT, UH, IT, IT REALLY DID CAUSE, UM, IT, IT CLOSED THE GAP FOR US TO BE ABLE TO GET SERVICES TO HOMEBOUND STUDENTS WITH THE EXCEPTION OF WHAT MS. DIXON JUST TALKED ABOUT THOSE WHERE EVEN THE HOTSPOTS DON'T CARRY THROUGH DR.
SHE HAS HER HAND UP ON THIS TOPIC OF THE HOTSPOT.
SO, UM, MY IMPRESSION OR UNDERSTANDING IS THAT THAT WOULD NOT BE A DISTRICT PROBLEM WHERE THE HOTSPOTS ARE NOT PICKING UP ISN'T THAT A PROBLEM WITH THE PROVIDERS OF INTERNET SERVICE, AS OPPOSED TO THE DISTRICTS.
AND I THINK THE STATE AS WELL, I KNOW THE STATE, UH, THAT'S UH, YOU KNOW, ONE OF THE PRIORITIES IN TERMS OF LEGISLATIVE PRIORITIES IS TO BE CERTAIN THAT WE EXPAND BROADBAND AND INTERNET SERVICE TO STUDENTS STATEWIDE.
IT'S A FRIGHTENING STATISTIC, BUT WHEN THE PANDEMIC STARTED, THERE WERE 160,000, SOUTH CAROLINA STUDENTS THAT HAD ZERO, NO ACCESS TO INTERNET.
SO I THINK IT'S NOT SOMETHING THAT THE DISTRICT CAN CORRECT.
IT CAN SOMEBODY, UH, THERE'S SOMEBODY KNOWLEDGEABLE ABOUT THAT.
UM, IS THAT, IS THAT ACCURATE? AND IT'S SOMETHING THAT ACTUALLY THE PROVIDERS HAVE TO, UM, TAKE A MASK OFF.
RODRIGUEZ HAS BEEN TALKING TO SOME OF THE PROVIDERS AND SOME OF THEM SAYING, DAVE IT'S CAUSED SO MUCH FOR THEM TO JUST BASICALLY DO IT.
SO I WOULD HOPE THAT THE GOVERNOR AND ALSO THE FEDERAL GOVERNMENT GIVE US THE FUNDS TO DO THAT.

SO I THINK THIS IS A LITTLE BIT OF AN EXAMPLE.

UM, THE LAST, UH, DISCUSSION ITEM WAS THE FORMAT TONIGHT WE BROKE INTO, UM, I GUESS YOU'D SAY AGE GROUPS, YOU KNOW, ELEMENTARY, MIDDLE, AND HIGH SCHOOL, WHEREAS IN THE PAST WE'VE TEND TO DO IT BY CLUSTERS, GEOGRAPHIC REGIONS.
DOES ANYBODY HAVE ANY COMMENTS ABOUT, UH, WHICH WAY THEY PREFER OR WHICH WAY THEY THOUGHT WORKED BETTER OR HAVE SOME OTHER SUGGESTION TO DO IT DIFFERENTLY THAN THE WAY WE'RE DOING THOSE TWO OPTIONS? SO I'LL ASK MR.

I WAS JUST GOING TO COMMENT, I WASN'T FORTUNATE ENOUGH TO PARTICIPATE IN THE LAST MEETING, SO I DON'T HAVE ANY EXPERIENCE WITH THE OTHER FORMAT, BUT I DID THINK THAT THIS FORMAT WHERE YOU PUT THEM BY GRADE LEVEL AND INVITE YOU BRING ESSENTIALLY THE WHOLE DISTRICT TOGETHER.
UM, I THINK THAT'S REALLY BENEFICIAL FOR ALL OF US TO HEAR WHAT'S GOING ON DISTRICT WIDE SO THAT WE CAN CONTINUE WITH A CULTURE OF, YOU KNOW, EVERYONE WORKING TOGETHER, SHARING BEST PRACTICES THROUGHOUT THE ENTIRE DISTRICT.
