[00:00:12]
ARE THERE A COUPLE OF WEEKS AGO AND GET COMMENTS BACK AND WE GOT THOSE COMMENTS AND THEN ACR SPENT THE LAST WEEK AND A HALF OR TWO WEEKS COMPILING THOSE COMMENTS AND MAKE ANY EDITS TO THE REPORT.
UM, BUT AS MORE TIME PASSED, I THOUGHT MAYBE IT'D BE MORE APPROPRIATE THAT WE JUST HAVE A KIND OF FINAL CONCLUSION, A FACE-TO-FACE MEETING HERE, WEBEX MEETING, JUST TO TALK ABOUT ALL THOSE EDITS AND TO GIVE EVERYBODY AT THE COMMITTEE, UM, FRONT FRONT VIEW, BEFORE WE BRING THIS OUT TO COUNTY COUNCIL AND TOWN COUNCIL, UM, AND THERE, AND, UM, FORGIVE ME IF YOU REPLIED AND I HADN'T SEEN IT, BUT DO YOU GUYS HAVE A TIMEFRAME FOR TOWN COUNCIL WHEN YOU GUYS WOULD LIKE PRESENTATION? YES.
I ENDED DEVISE THAT, UH, IT IS GOING TO BE, UH, UH, MAY 3RD AT 10:00 AM IN THE MORNING.
UH, THERE IS A, UH, SPECIAL TOWN COUNCIL MEETING THAT MORNING.
UH, THE FIRST AGENDA ITEM PERTAINS TO WORKFORCE HOUSING AND, UH, THIS'LL BE THE SECOND AGENDA ITEM.
UM, SO, UM, I, UH, I, I REACHED OUT TO PHILIP, UH, LATE LAST WEEK, UM, IN LIEU OF A, UH, EMAIL RESPONSE FROM YOU, JARED.
UH, I REACHED OUT TO PHILLIP DIRECTLY AND, UH, UH, AND HE REACHED OUT TO JEFF AND THEY MUTUALLY CONFIRMED THEIR ABILITY TO PRESENT THE TOWN COUNCIL THAT TIME.
AND THEN COUNTY COUNCIL MEETING WILL BE LATER TONIGHT THIS EVENING AT COUNTY COUNCIL.
SO, UH, I GUESS PHIL, MAYBE IF YOU CAN KIND OF TAKE US THROUGH THE COMMENTS, UM, AND THE MATRIX THEN JUST SO WE KNOW WHAT WE ENDED UP WITH.
AND, UH, AGAIN, MY GOAL IS RATHER THAN US, UH, MAKE EDITS IS JUST, EVERYBODY KNOWS WHAT THE CONCLUSION OF THE REPORT, AND THEN ALSO WHAT THE PRESENTATION IS TO BOTH TOWN COUNCIL ON COUNTY COUNCIL WILL ENTAIL.
SO, UM, PHILLIP, IF YOU CAN KIND OF TAKE US THROUGH.
UM, JARED TOO, I GUESS I WANTED TO JUST KIND OF GO THROUGH A LITTLE BIT OF MAYBE WHAT WE'RE GOING TO GO THROUGH TONIGHT WITH, UM, THE COUNCIL AND THEN IT'LL BE SOMETHING SIMILAR WITH THE TALENT COUNCIL NEXT MONDAY.
UM, AND, AND JUST KIND OF GIVE YOU LIKE A, UH, A QUICK BRIEF OVERLOOK OF WHAT THAT'S GONNA LOOK LIKE.
SO WE PRESENTED, UH, MAYBE IT WAS ABOUT A MONTH AGO OR SO, UH, THE INTERIM UPDATES.
SO WE'RE GOING TO USE THOSE SAME FEW SLIDES AS, UM, KIND OF A QUICK INTRO AGAIN, MAYBE A COUPLE OF MINUTES JUST ON, UM, LIKE WHAT THE COORDINATION WAS WITH DDOT, WHAT WERE REVIEWED THINGS THAT WE ANALYZED.
UM, AND, UM, JUST KEY THINGS THAT THE OVERSIGHT COMMITTEE HAS BROUGHT UP FOR US TO LOOK AT, UM, WITH THAT.
AND THEN WE'LL GO INTO THE RECOMMENDATIONS, WHICH ARE IN THE REPORT.
SO WE'LL GO THROUGH THOSE, UM, ONE BY ONE AND KIND OF POINT OUT WHAT, WHAT THE HISTORY WAS BEHIND THAT.
AND WHILE WE'RE MAKING THAT RECOMMENDATION, I GUESS SOME OF THE, UM, KEY THINGS THAT I WANTED TO POINT OUT THERE THAT I DON'T KNOW HOW MUCH WE'VE GONE THROUGH ON THIS, ON THESE CALLS, BUT AS FAR AS THE RECOMMENDATION GOES, UM, WE HAVE RECOMMENDATIONS, UM, KIND OF A LONG TWO 78.
IT JUST SEEMS LIKE THE, THE LEAST IMPACTFUL AND MOST LIKELY ALTERNATIVE THAT DUT WILL MOVE FORWARD WITH WOULD BE SOMETHING THAT GOES ALONG THAT THE TWO 78 CORRIDOR.
AND SO WE HAVE, UM, GIVEN, UM, RECOMMENDATIONS FOR KIND OF A LOT OF THINGS THAT THE OVERSIGHT COMMITTEE HAD CONCERNS ABOUT AS FAR AS SAFETY AND SPEED LIMIT AND THE CHARACTER OF THE CORRIDOR AND HOW TO HANDLE A BIKE LANES AND, UM, HOW TO HANDLE JUST THE CHARACTER GOING THROUGH THIS JOURNEY COMMUNITY, UM, HOW TO HANDLE THE AMOUNT OF TRAFFIC THAT WILL BE GOING THROUGH THERE AND, UM, STILL BEING ABLE TO CROSS PEDESTRIANS AND THINGS LIKE THAT.
SO THAT'S WHERE WE'RE, WE'RE GOING WITH THAT ALSO, UM, TO MY KNOWLEDGE, THE TOWN HAS HIGHER IS UNDER CONTRACT WITH A LAND PLANNER TO LOOK AT SPECIFICALLY THIS AREA EAST OF THE BRIDGES, UM, WITH REGARDS TO, YOU KNOW, CHARACTER, THE ROADWAY AND LAND PLANNING, ADJACENT TO THE RIDGEWAY AND LAND PLANNING AND OTHER AREAS OF THAT, OF THAT, UM, LANDSCAPING, UM, BYPASS.
SO TO THAT SITUATION, AND WE HAVE BEEN IN CONTACT WITH THEM A COUPLE OF TIMES.
[00:05:01]
ARE MOVING FORWARD WITH THEIR, UM, REPORT ON, UM, WHAT THIS CORRIDOR SHOULD LOOK LIKE IN THE FUTURE.UM, AND THEN I GUESS THE LAST THING I WANTED TO POINT OUT THAT, YOU KNOW, DEITY IS, IS KIND OF FOLLOWING THE NEPA PROCESS.
AND SO I DON'T THINK THEY'VE MADE THEIR PREFERRED ALTERNATIVE PUBLIC YET THAT THAT HAS TO BE SIGNED OFF BY AGENCIES, UM, IN ORDER TO DO THAT.
SO, UM, I THINK A LOT OF THE THINGS THAT WE'RE HOPEFUL TO GET INFORMATION FROM DDOT WILL BE AT THE PUBLIC HEARING THAT WILL BE THEIR NEXT OPPORTUNITY TO GET THINGS OUT TO THE PUBLIC.
SO SOME OF THESE RECOMMENDATIONS ARE ITEMS THAT THE OVERSIGHT COMMITTEE AND KIND OF THEREBY THE PUBLIC IN GENERAL WOULD LIKE TO SEE IN, TO, YOU KNOW, COST FOR EACH ALTERNATIVE, UM, COST FOR INTERSECTION CONCEPTS, UM, A, UH, TRAVEL TIME MOVING THROUGH THE AREA.
CAUSE I KNOW THE, THE LEVEL OF SERVICE HAS BEEN CONFUSING WITH THE A THROUGH F GRADING.
IT'S NOT NECESSARILY YOUR, UH, GRADE SCHOOL GRADING SCALE.
SO, UM, I KNOW THAT THE COMMITTEE HAS MENTIONED THAT AT THE TIME TRAVEL OR THE TRAVEL TIME, BUT WHERE THIS CORRIDOR IS IMPORTANT TO UNDERSTAND WHAT IMPROVEMENTS THEY'RE GOING TO BE MADE ON THE CORRIDOR BASED ON THE DIFFERENT INTERSECTION OPTIONS OR WHATEVER DEITY IS GOING TO DO.
SO, UM, THOSE ARE SOME ITEMS THAT I JUST WANTED TO POINT OUT, BUT AGAIN, WE'RE JUST GOING TO GO THROUGH, UM, THE FOUR SLIDES THAT WE HAD AT THE PREVIOUS MEETING WITH, WITH, UM, THE COUNTY AND THEN GO THROUGH, UH, BASICALLY ONE SLIDE, A PIECE ON EACH OF THE, UM, RECOMMENDATIONS THAT WE'VE MADE.
UM, BUT THE COUNCIL THIS EVENING, AND THEN I, I THINK EVERYBODY HAS HAD A CHANCE TO GO THROUGH, UM, OUR RESPONSE MATRIX.
SO I KNOW EVERYBODY HAD SENT EMAILS IN WITH, UM, COMMENTS.
SO WE DID THE BEST I COULD DO TO JUST KIND OF PUT THESE IN A, UM, MATRIX FORMAT WITH, UM, COMMENTS AND THEN, UM, RESPONSES.
I KNOW SOME OF THESE WERE MORE IN, IN PARAGRAPH FORM, BUT I THINK WE DID A DECENT JOB OF PUTTING THOSE IN AND THEN MAKING THOSE RESPONSES TO THE CHANGES THAT WE'VE MADE IN THE REPORT BASED ON YOUR RESPONSES.
SO I REALLY DO APPRECIATE THE VERY, VERY THOROUGH REVIEW THAT EVERYBODY DID ON THE REPORT, UM, AND THE COMMENTS THAT WERE MADE.
AND I THINK WE'VE TAKEN THOSE INTO ACCOUNT IN THE NEW REPORT THAT THAT WAS SENT OUT AS WELL.
JEFF, DO YOU WANT TO ADD ANYTHING TO THAT OR JARED? UH, UH, I'LL JUST REITERATE, UM, I THINK WE DID, UH, LIKE YOU SAID, I APPRECIATE EVERYBODY, UM, REPLYING IN A TIMELY FASHION.
I KNOW THAT WAS SOMETHING WE WOULD WORRY ABOUT THAT EVERYBODY GOT COMMENTS BACK AND, AND, UH, WE WERE ABLE TO GET THIS TURNED AROUND BY THE END OF APRIL, SO WE CAN PRESENT THIS TONIGHT AND THEN CERTAINLY, UM, DARREN TO YOUR POINT NEXT MONDAY WITH THE TOWN.
SO, UH, I DON'T HAVE ANYTHING ELSE, JARED.
NO, I MEAN, I FEEL LIKE, UH, WE WE'VE KIND OF RUN THIS FROM INFANCY TO, TO THE END TO COME TO THIS FINAL CONCLUSION.
UM, AND I THINK WE'VE VETTED OUT A LOT OF GOOD THINGS ALONG THE WAY.
UH, WE'VE HAD A LOT OF GOOD CONCERNS AND I THINK WE'VE GOT A LOT OF THINGS IN THIS REPORT THAT WE CAN PRESS IT, PLAN DUP TO MAKE SURE THEY'RE CONSIDERING AS THEY MOVE FORWARD, UM, ALL THE WAY FROM THE STONEY INITIATIVES TO THE TRAFFIC MODEL GROWTH AND EVERYTHING IN BETWEEN.
SO, UM, I FEEL LIKE IT'S, IT'S PRETTY COMPREHENSIVE AND THAT WE REALLY, UM, FOLLOW THE, THE SCOPE THAT WAS OUTLINED.
AND I FEEL THAT WE'VE SUFFICIENTLY MET THAT.
SO, UM, THAT'S US TALKING TO ANY, ANY COMMENTS FROM EVERYBODY ELSE? UM, I JUST HAD OF JOHNSON, UM, TO, WELL, FIRST OF ALL, I THINK THAT I APPRECIATE YOU GUYS DOING A WRAP UP CALL LIKE THIS.
AND I THINK HE DID TAKE INTO ACCOUNT ALMOST EVERYTHING DURING THIS PROCESS THAT WE HAD BROUGHT UP.
I MEAN, AT LEAST THE VERY, YOU KNOW, EVEN IF HE DIDN'T ANSWER THEM, CAUSE YOU COULDN'T USE YOU AT LEAST PRESENTED THEM TO VOT NEEDS TO ANSWER THEM.
SO I APPRECIATE ALL THE WORK THAT'S BEEN DONE.
I REALLY JUST HAD TWO LITTLE JUST MINOR THINGS, UH, WHICH I SENT THE GERA, BUT A REALLY TINY, BUT SPELLED MITCHELLVILLE CORRECTLY ON YOUR, ON YOUR REPORT.
IT'S GOT ONE L UH, GOT TWO AND THE MITCHELL AND, UM, AND I, I WASN'T SURE
[00:10:01]
OF ALL THE FIGURES AGAIN, THESE ARE MINE ARE, BUT I THOUGHT FIGURE TWO, I DIDN'T THE SECOND, THE SECOND ILLUSTRATION OR SECOND PHOTO WITH A GATED, UH, GATED ENTRY.I MEAN, THAT'S, TO ME THAT JUST GROWS.
I MEAN, THAT'S NOT SOMETHING ANYBODY WANTS TO SEE, SO I I'D TAKE THAT OUT, FRANKLY.
ON YOUR, ON YOUR AESTHETICS, DO YOU REMEMBER WHAT I'M TALKING ON THE GATE ON THE GATEWAY? OKAY.
I THINK THAT IS, UM, THAT IS, IS IT THAT IT'S THE ONE IN THE APPENDIX? YES.
SO THAT IS ACTUALLY, UM, THAT IS, THAT IS THE, UM, DDOT MITIGATION PLAN THAT WAS PUT IN THE APPENDIX.
UM, AS A REFERENCE ITEM, THEY'VE GOT A CADENCE, THEY'VE GOT A GATE, WHERE WOULD IT BE GATE THING, DAVID? I DON'T THINK THAT WAS, UM, THAT WAS SOMETHING WE DISCUSSED ELLIS, SOMETHING D A T HAD BEEN COORDINATING WITH STONEY.
YOU'RE TALKING ABOUT THE KIND OF OVERHEAD ARCHING SIGNAGE SLASH GOT IT.
BUT THERE'S, THERE'S, THERE'S A FINGER TWO AND THERE'S ONE THAT SHOWS LIKE A GATED COMMUNITY GOING DOWN.
AND I, I DON'T KNOW WHERE THAT WOULD BE, BUT ANYWAY, I MEAN, I, I DON'T KNOW IF ANYBODY ELSE NOTICED THAT, BUT I THOUGHT IT WAS A LITTLE ODD THAT WE WOULD HAVE GATED ANYWAY, BUT MORE IMPORTANTLY, SPELLED MITCHELL BILL CORRECTLY.
THAT'S, THAT'S AN IMPORTANT THING.
LOOKING AT THAT PICTURE IN THE COMMENT IN FRONT OF ME, DAVID, THOSE WERE CONCEPTS THAT, UM, DUT USE TO FACILITATE DISCUSSION AS THEY HAD BEEN MEETING WITH MITCHELLVILLE.
I MEAN, UM, COMMUNITY MEMBERS, UM, KIND OF LABOR OF DESIGN IN BEING NOT NECESSARILY, WE'RE GOING TO PUT A GATE ANYWHERE, BUT YEAH, YOU GUYS MIGHT WANT TO JUST PUT, PUT, PUT UP, YOU KNOW, PREFACE IT WITH THAT, JUST TO MAKE SURE PEOPLE DON'T KNOW THAT THAT'S HDR AND VOT.
THAT'S A HOT, THAT'S A HOT TOPIC.
MAYBE, MAYBE THAT WE CAN JUST PUT IT ON, ON THERE, UM, ON THAT, UM, YEAH.
AND I GUESS JUST TO CLARIFY A LITTLE BIT, UM, AS I MENTIONED, SO THE TOWN HAS A, AS A LAND PLANNER ON, ON BOARD NOW, SO THAT THEY'RE ACTUALLY GET AN INPUT INTO THAT REPORT THAT THEY'RE PUTTING TOGETHER.
SO, UH, I DON'T KNOW HOW MUCH THEY'LL BE COORDINATING WITH THESE MITIGATION PLANS, BUT, UM, I THINK THE HOPE IS THAT, UH, THE TOWN WILL BE ABLE TO PUT IN THEIR INPUT TO WHAT THIS ENTRANCE, OR LIKE, I GUESS, AS IT'S REFERRED TO HERE, A KIND OF A GATEWAY CONCEPT IS, IS TO LOOK LIKE, OKAY.
BUT WE'LL, WE'LL CLARIFY THAT IT'S APPENDIX B WE'LL CLARIFY WHAT THAT IS MAYBE, BUT JUST PUT SOMETHING ON THERE.
A W WHILE WE HAVE YOU ON THE PHONE, CAN I PICK YOUR BRAIN ON JUST ONE ISSUE? UM, NOT REALLY RELATED TO THE REPORT, BUT, UM, WE EARLY ON IN THIS PROJECT AND DAVID, YOU'LL PROBABLY RECALL THAT SOME PEOPLE MENTIONED, UH, SOME VISUALIZATION OR MODELING OF DIFFERENT PATTERNS.
HAVE YOU SEEN THAT BEFORE? I MEAN, I'VE, OBVIOUSLY I'VE SEEN SOME YOUTUBE VIDEOS WHERE YOU SEE, YOU KNOW, CARS GO THIS WAY, CARS GO THAT WAY.
IS THAT, IS THAT TYPICALLY SOMETHING THAT IS DONE IN THESE SITUATIONS? COULD WE PUSH THE DOD TO DO THAT? WHAT'S THE, FROM Y'ALL'S PERSPECTIVE, SEEING MANY MORE OF THESE PROJECTS THAN MANY W W WHAT'S YOUR THOUGHTS ON THAT? YEAH.
JEFF, DO YOU WANT TO, UM, TALK TO THAT? I GUESS IT'S COMPLEXITY, BUT I THINK THE OT WOULD BE ABLE TO DO THAT ON, ON THE CORRIDOR.
YEAH, JOHN, I THINK I UNDERSTAND JUST SOMETIMES WEBSITES SHOULD JUST HAVE A HYPERLINK TO YOUTUBE AND IT JUST KIND OF SHOWING LIKE, ALMOST LIKE A FLY OVER VIEW OF THE CORNER.
IS THAT KINDA WHAT YOU'RE THINKING OR SEEING WHERE LIKE THE TRAFFIC BEING MODELED THROUGH AN INTERSECTION WILL ACTUALLY SHOW YOU THE VOLUME OF CARS THAT MAKE IT THROUGH AND THEN THE SIGNAL CHANGE, AND THEN THE OTHER ONES GO THIS WAY.
SO IT'S ACTUALLY, IT'S, IT'S ALMOST LIKE LITTLE, LITTLE DOTS IN AN INTERSECTION AND YOU CAN KIND OF SEE, YOU KNOW, WHAT IT LOOKS LIKE BASED ON THE ASSUMPTIONS OF, OF TIMING OF, UH, I GUESS SIGNALS AS WELL AS VOLUME OF TRAFFIC.
AND I, AND I THINK THAT THE SED TEAM CAN DEFINITELY DO THAT AS WELL, BASED ON THE, I MEAN, WE'RE ALREADY ASKING THEM TO DO THAT, UM, COURT OR ARTERIAL TRAVEL TIME SO THAT THEY'RE ALREADY KIND OF REVISING THEIR MODEL AND CAN HAVE SOME KIND OF OUTPUTS.
I DON'T THINK THAT SHOULDN'T BE AN ISSUE AT ALL NOW IS THAT MARBLE, IS THAT
[00:15:02]
SYNCHRO OR WHATEVER, RIGHT.THAT SAYS SEGRO AND SHIN TRAFFIC IS KIND OF THAT OUTPUT
UM, BUT INSTEAD OF SHIELDING THE KIND OF CARS FROM OVERHEAD AND THE ACCOUNT THEY HAD BEEN ASKED TO, UH, FACILITATE A MODEL THAT SHOWS LIKE IF YOU WERE DRIVING THE CAR, WHAT IT FEELS LIKE, OKAY.
I'VE SEEN SOME OF THOSE BEFORE, TOO.
THOSE, THOSE CAN BE HELPFUL FOR PEOPLE TO VISUALIZE IT.
SO THEY ARE WORKING ON THAT MODEL.
UM, AND THEY'RE GOING TO MAKE PRESENTATION ON THAT MOST LIKELY THAT IS THAT THE BOTH HEARING, UM, WHENEVER THAT SCHEDULED FOR THEM, BUT I KNOW THEY HAVE THAT MODEL THAT THEY'RE WORKING ON ONE.
I'M NOT SURE WHEN THEY PLAN ON PRESENTING.
I, UH, WANT TO SAY THAT I REALLY APPRECIATE THE, UM, THE EFFORT ON, UH, HDR'S PART TO PREPARE THIS, UH, COMMENT RESPONSE MATRIX.
I THINK IT WAS, UH, UH, VERY WELL-PREPARED AND, UH, AND I THINK THAT THEY DID A GOOD JOB, BUT RESPONDING TO THE COMMENTS OF THE OVERSIGHT COMMITTEE, UH, ON THE DRAFT REPORT, UH, I JUST HAVE TWO MINOR COMMENTS.
AND, UH, THAT IS IN HDR'S RESPONSE TO COMMENT 43, UM, WHICH PERTAINED TO FIGURE FIVE, UH, ON PAGE 11 OF THE REPORT, UH, HDR'S RESPONSE TO NO LEFT TURNS ARE SHOWN AT THE OLD WILD HORSE ROAD INTERSECTION.
UH, AS I LOOK AT FIGURE FIVE, UH, I DO SEE A MEDIAN SHOWN THAT WOULD PREVENT ANY LEFT TURNS, BUT THERE ARE STILL LEFT TURN ARROWS SUPERIMPOSED AT TOP OF THAT MEDIAN, UH, SHOWING, UH, LEFT TURNS OFF OF THE ARTERIAL, UH, IN BOTH DIRECTIONS.
UH, I WANTED TO POINT THAT OUT.
AND, UH, MY OTHER MINOR COMMENT, UH, PERTAINS TO THE, UH, FIRST PARAGRAPH ON PAGE 13, UH, TITLED REDUCED CONFLICT INTERSECTION, UH, WITH NEW CONNECTOR, UH, THAT PARAGRAPH BEGINS WITH A REFERENCE TO THE SQUIRE COAT ROAD INTERSECTION.
UH, BUT THEN IT STARTS DISCUSSING THE OLD WILD HORSE INTERSECTION, UH, AT LENGTH.
AND IN THE LAST SENTENCE, THERE'S A REFERENCE TO THE CURRENT TRAFFIC SIGNAL.
AND I HAD TO PAUSE THERE FOR A MOMENT, UH, BEFORE I REALIZED THAT, UH, OR, OR, OR I GUESS ASSUMED, UH, THAT THE REFERENCE TO THE CURRENT TRAFFIC SIGNAL, UH, IS A REFERENCE TO THE CURRENT TRAFFIC SIGNAL AT SQUIRE POLK ROAD.
UH, BUT, UH, I JUST WANTED TO POINT THAT OUT, UH, THAT REFERENCE TO THE CURRENT TRAFFIC SIGNAL, UH, IF I ASSUME CORRECTLY, UH, AND THAT'S A REFERENCE TO THE EXISTING SIGNAL AT SQUIRE POPE ROAD, UH, MAYBE JUST CLARIFY THAT, SAY THE EXISTING SIGNAL AT SQUIRE OAK GROVE.
I THINK ACTUALLY SINCE THERE'S SO MUCH CHOCOLATE GOING ON, I THINK THAT X SENSE IS IF WE WERE TO KEEP THAT CONFIGURATION AND SPANISH WELLS AND WILD HORSE, THAT PARTICULAR INTERSECTION, UM, BECAUSE OF ALL THE LEFT TURNS THAT WOULD BE GOING TO THAT, THAT PARTICULAR INTERSECTION MAY NOT FUNCTION CORRECTLY.
UM, DUE TO THE ANGLE THAT ALL THE, ALL THE LEFT TURNS THAT WOULD BE GOING ON TO SQUIRE PEPPER WOULD THEN BE COMING DOWN TO WILD HORSE, HAVE INCREASED TRAFFIC AT THAT SIGNAL.
AND SO MAYBE A SIGNAL THAT WOULDN'T WORK, UM, VERY EFFICIENTLY.
SO THAT REFERENCE TO THE CURRENT TRAFFIC SIGNAL IS A REFERENCE TO THE SPANISH WELLS ROAD SIGNAL.
MY WANT TO, I WANT TO HIGHLIGHT THAT BECAUSE I WAS UNCLEAR ON THAT.
SO, YEAH, PHILLIP, UH, MIKE GARRIGAN HERE, UH, LET ME ASK THE QUESTION THAT'S RELATED TO THE REPORT, BUT IN SOME WAY IS NOT RELATED TO IT.
[00:20:02]
ARE YOU AWARE OF AT ANY TIME, WHETHER OR NOT S E D O T OVER THE PAST SEVERAL YEARS, WE'VE BEEN DISCUSSING THIS US TWO 78 GIFTS, THERE HAS EVER BEEN ANY ATTEMPT TO LOOK AT OR INVESTIGATE OR LOOK INTO, UH, THE ALTERNATIVE THAT, UH, HIS OWN PAGE STARTS ON PAGE FIVE AND GOES OVER TO PAGE SIX, AND THAT IS AN ALTERNATIVE GATEWAY OR, OR ENTRANCE TO WINDMILL HARBOR.AND I'M NOT THE ONE IN THE HARBOR, BUT TO, UM, ACTUALLY TO THE ISLAND ITSELF, JENKINS ISLAND, UM, ET CETERA.
WHAT I WAS THINKING ABOUT IS THERE, THERE HAS ALWAYS THE PLAN TO EXTEND THE BLUFFTON PARKWAY ALL THE WAY THROUGH TO US AND TO THE INTERSTATE.
AND I JUST WAS CURIOUS, HAVE YOU, HAVE YOU EVER HEARD OF ANY DISCUSSION BY DDOT TO LOOK AT A NEW SET OF BRIDGES ACROSS THE WATER, UH, TO HILTON HEAD ISLAND? DOES THAT EVER COME UP IN ANY OF YOUR DISCUSSIONS? SO I, I KNOW, I THINK, UM, RISA QUESTION THAT AS WELL.
UM, AND I THINK IT WAS ONE OF THE QUESTIONS IN THE COMMENT MATRIX THAT THERE'S BEEN DISCUSSIONS ABOUT THAT, UH, I THINK MAYBE ON THE LOCAL LEVEL, BUT THAT PARTICULAR PROJECT HAS NOT EVER MADE IT INTO A LONG RANGE PLAN TO OUR KNOWLEDGE, OR, UM, EVEN THE, THE LOCAL COUNCILOR GOVERNMENT PLAN, UM, OR EVEN THE, UM, DUTY THAT WHAT THE STATE, UM, TRANSPORTATION IMPROVEMENT PLAN.
I DON'T THINK THAT HAS HAPPENED.
THE ONLY REAL REFERENCE THAT I SAW FROM DDOT WOULD BE IN THERE.
UM, THE 19 PRELIMINARY ALTERNATIVES THAT THEY LOOKED AT, UM, I KNOW ALTERNATIVE SAID THERE'S LIKE SIX, A SIX, B SIX C, I BELIEVE THAT'S RIGHT.
AND THOSE WERE ALL SORT OF, UH, NEW LOCATION, UM, ALTERNATIVES THAT THEY LOOKED AT.
BUT AS FAR AS, UH, PUTTING IN A LONG RANGE PLAN OR SOME OTHER STUDY, I, I HAVE NOT SEEN THAT.
UM, THE EXTENSION TOWARDS THE INTERSTATE ON THE WEST SIDE, UH, ONCE THERE A BLUFFTON PARKWAY, IT'S ACTUALLY WHAT THE PARKWAY IS ENTIRELY ACCOUNTING OWNED ROAD.
UM, SO THAT WOULD BE MORE OF A COUNTY PROJECT AS FAR AS THE EXTENSION WESTWARD.
UM, AND I WOULD ALMOST, THE VOT WOULD HAVE THAT SAME STANDPOINT GOING EASTWARD CONNECTING TO THE ISLAND.
SO I HAVEN'T SEEN THAT ANYTHING BESIDES WHAT PHILIP IS DESCRIBED AS THE ALTERNATIVE, I DON'T KNOW ONCE YOU GET, I THINK YOU MIGHT'VE BROKE UP.
I WAS JUST SAYING, ONCE YOU GET PAST THE, UH, THE COST AND ENVIRONMENTAL IMPACT AND, AND OTHER, UM, ISSUES, IT, IT HAS A LOT OF MERIT.
I THINK, UM, MY, BETWEEN MY HAIR, UH, I, MY, MY, MY DAUGHTER HAS, MY DAUGHTER HAS A CONDO ON PENSACOLA BEACH AND YOU GO ACROSS THAT THREE MILE BRIDGE TO GET TO SANTA ROSA ISLAND FROM PENSACOLA AND A BARGE BROKE LOOSE LAST YEAR, SLAMMED INTO THE UNDERPINNINGS.
AND THAT, THAT BRIDGE WAS COMPLETELY CLOSED TO TRAFFIC.
I'M NOT EXACTLY SURE, BUT IT WAS CLOSED FOR MONTHS.
AND IT MEANT THAT PEOPLE HAD TO TAKE AN ALTERNATIVE BRIDGE, WHICH WAS LIKE 23 MILES FURTHER NORTH, UM, THAT, UM, IF, IF WE HAVE EVER HAD, UM, AN ISSUE LIKE THAT, IT'S JUST, YOU KNOW, THAT'S JUST ONE OF THE THINGS OUT THERE THAT, UM, COMES TO MIND WITHOUT AN ALTERNATIVE, UM, INFERENCE WAY OR EXIT OFF OF THE ISLAND, ESPECIALLY IN A HEAVY STORM.
UH, YOU KNOW, I DON'T KNOW, IT'S JUST THAT SOMETHING, A LOT OF PEOPLE, UM, HAD TALKED TO ME ARE VERY SUPPORTIVE AND BEING EITHER ANOTHER BRIDGE ACROSS THE WATER TO HILTON HEAD ISLAND ARE EVEN PEOPLE HAD DISCUSSED TUNNELING.
AND I DON'T KNOW THE IMPACT OF EITHER OF THOSE IN TERMS OF ENVIRONMENT OR COST, IF COST IS NOT AN ISSUE WITH SOME PEOPLE HAVE RAISED, THEN, UH, MAYBE THAT'S A LESSER POINT TO BE RAISED, BUT, UH, I KNOW THERE CERTAINLY WOULD BE ENVIRONMENTAL ISSUES, UM, THAT WOULD HAVE TO BE OVERCOME, BUT, UM, IT, IT HAS TREMENDOUS
[00:25:01]
MERIT, UH, IN THE EYES OF A LOT OF PEOPLE, INCLUDING MYSELF.AND I KNOW IT'S OUTSIDE THE COUNTRY, IT'S OUTSIDE THE CONTEXT OF WHAT WE'RE DISCUSSING HERE, BUT, UM, UH, TO SOME EXTENT IT DOES TIE IN, UM, I'M GLAD THAT IT WAS DISCUSSED AND I'VE BEEN PART OF IT.
UM, IN HERBERT, HE BROUGHT IT UP, WHETHER IT'S THIS OR CONNECTING TO ST.
UM, MIKE, I THINK HE MUST'VE BEEN LESS THAN, THAN SOME OF MY CONVERSATIONS LAST WEEK WITH STAFF THAT, UM, WE, WE PREPARE FOR HURRICANES, BUT WHAT ABOUT OTHER OCCURRENCES? LIKE A BAR AND STRIKING A BRIDGE OR SOMETHING LIKE THAT.
SO, UM, I THINK IT'S DEFINITELY SOMETHING WE CAN, WE CAN TEASE OUT OF THIS AS A KICKOFF TO, UH, MAYBE A STUDY.
I THINK IT'S SOMETHING WE PROBABLY NEED TO DO AS A REGION AND TAKE A LOOK AT BEYOND PROJECT.
WE DON'T HAVE TOO MANY BARGES COMING THROUGH THAT ALWAYS HELPS.
I DON'T THINK I'VE EVER SEEN A BARGE DOWN THERE, BUT THERE ISN'T A BIG, THERE'S A BIG CRUISE SHIP THAT DOES THE REGIONAL ONE.
WELL, WE'VE HAD A BAR TIT, UH, LADIES OUT AND BRIDGE, SO WE'RE GOING UP RIVER IT'S IN THE AREA, BUT REGARDLESS, I MEAN, IT COULD BE FROM A STORM AND THEN A STORM EVENT OR A EARTHQUAKE OR WHOEVER KNOWS, BUT, UH, I GUESS TO SUM UP MY IT'S, IT'S A VERY GOOD IDEA AND SOMETHING THAT, UM, I THINK WE'RE GOING TO START POURING A LITTLE BIT EXTRA ENERGY INTO OUTSIDE OF THE SCOPE OF PRIVATE.
SO, UM, JARED, I, I DID PLAN ON MENTIONING THAT THIS, THAT, THAT WAS BROUGHT UP, UM, DURING OUR OVERSIGHT COMMITTEE.
SO, UM, MAYBE THAT WILL HELP THE COUNTY COUNCIL AS WELL.
SO YEAH, I ACTUALLY HAVE SOME FAMILY THAT LIVED DOWN IN PENSACOLA.
I THINK THAT WAS THE BARS THAT BROKE LOOSE DURING A HURRICANE.
SO IT WAS A COMBINATION OF BOTH BARGE AND HURRICANE AT THE SAME TIME.
IT'S A VERY, VERY LONG DETOUR.
MY, MY, AS A REP, YOU COULD NOT, UNFORTUNATELY, UM, OUR DESIRE WAS FOR, UH, EXISTING, UH, BUT NOT TO BE EXPANDED, BUT IT, UH, WE, WE, WE SEE THAT AFTER THE DIRECTION WE'RE HEADED IN AND IT IS GOING TO HAVE AN IMPACT ON US FROM A SAFETY PERSPECTIVE IN OUR MIND.
UM, AND AS YOU KNOW, WE HAVE, WE'VE ALWAYS SAID THAT THERE SHOULD BE AN ALTERNATIVE ROUTE COMING TO HILTON AS OPPOSED TO THE EXISTING, BUT MIGHT SAY THAT'S THE PURVIEW, BUT IS SOMETHING, AND HOPEFULLY IT WILL BE IMPLEMENTED IN THE FUTURE.
SO THAT'S ESSENTIALLY MY COMMENT.
WELL, I SAID IT, IT, THERE'S SOME, UH, SECONDARY AND TERTIARY BENEFITS OUT OF THIS STUDY THAT I THINK THAT WERE TEASED OUT.
AND THAT, THAT IS DEFINITELY ONE OF THEM, UH, ALTERNATE ROUTE TO THE ISLAND, WHEREVER THAT CONNECTION POINT MAY BE IS SOMETHING WHERE CONSIDERATION.
SO, ALL RIGHT, THEN, UM, WELL, AGAIN, I JUST, UH, I FELT IT WAS PROBABLY WORTHWHILE FOR US TO JUMP ON JUST TO HAVE A KIND OF CLOSE OUT CALL.
UM, I APPRECIATE THE OPPORTUNITY TO WORKING WITH EVERYBODY.
UM, I GET PAID TO COME TO WORK AS DOES DARIN'S THAT THIS IS PART OF OUR JOB REGARDLESS, AND ALL YOU GUYS ARE DOING THIS ON, ON YOUR OWN TIME.
SO I REALLY, REALLY APPRECIATE, UM, ALL THE INPUT AND TIME SPENT TOWARDS THIS EFFORT, UH, TO MAKE THIS, UH, UH, GENERATIONAL PROJECT, SOMETHING THAT WE CAN ALL STAND BEHIND AND BE PROUD OF SOMETHING THAT WE CAN SAY THAT WE ARE INVOLVED WITH AND HELP SHAPE AND CRAFT.
AND, UM, IT MAY NOT BE THE PURPOSE SOLUTION, OR IT MAY NOT BE THE PURPOSE SOLUTION FOR ONE, UH, ROUTE VERSUS THE OTHER, BUT WE CAN SAY THAT ALL THE GROUPS CAME TOGETHER, UM, TO MAKE WHAT IT IS WORTHWHILE.
AND I THINK WE CAN ALL BE PROUD OF THAT.
SO AGAIN, I APPRECIATE EVERYBODY'S COMMITMENT TO THE TASK.
UM, ONE TAKEN THE TASK AS A, AS A COMMISSION GROUP AND THEN TO STAY IN THROUGH THE, THE GROUP AND THE WORKING MEETING.
SO I'M SURE WE'LL RUN INTO EACH OTHER ON OTHER, UH, ITEMS, WHETHER IT'S TWO 78 OR OTHER PRIVATES, BUT UNTIL THEN, I REALLY APPRECIATE EVERYBODY'S EFFORT IN, AND WE WILL MAKE THESE PRESENTATIONS, HDR WILL OVER THE NEXT WEEK AND A HALF.
SO, ALL RIGHT, THANKS EVERYONE.
[00:30:01]
YES.WE REALLY APPRECIATE READING, ENJOYED WORKING WITH YOU AS KIND OF ONE OF THE THINGS THAT WE DO IS, IS, UH, AS WE GO THROUGH DESIGN AND PROJECTS IS GETTING FEEDBACK FROM THE LOCAL COMMUNITY AND LIKE, THIS IS REALLY GREAT FOR US.
ACTUALLY, WE, WE ENJOY, UM, MAKING SURE THAT WHAT GETS BUILT IS, IS SOMETHING THAT THE PEOPLE WANT TO SEE.
AND THERE WAS A LOT OF GREAT POINTS THAT WERE BROUGHT OUT IN THIS MEETING THAT I THINK, UM, THAT DLT WILL, WILL, UM, TAKE NOTICE OF AND MAKE SURE THAT THEY IMPLEMENT.
