THIS IS A CHARACTER, UM, PROGRAM THROUGH THE BUFORD COUNTY SCHOOL DISTRICT.

AND WE HAVE CONTINUED IT FOR YEARS TO REALLY CELEBRATE OUR KIDS WHO MAKE IT ALL THE WAY THROUGH OUR CLUSTER OF SCHOOLS OF ELEMENTARY, MIDDLE, AND HIGH SCHOOL TO BE SELECTED FROM ALL OF THOSE APPLICANTS.

AND THIS YEAR, I MEAN THIS MONTH IT WAS PERSEVERANCE AND KATIE BANTON, UM, WHO IS RIGHT THERE WITH BLUFFTON MIDDLE SCHOOL.

UM, SHE WAS NOMINATED BY HER ELA TEACHER, ALLIE WALTON, AND SHE SHARED THE FOLLOWING ABOUT KATIE.

SOMETIMES SHE FACED CHALLENGES WITHOUT KNOWING WHAT THEY ARE.

SOMETIMES SHE PERSEVERE AGAINST A FOE WITHOUT A NAME SCHOOL DOESN'T COME EASY TO EVERYONE.

OUR SEVENTH GRADE MUSTANG OF THE MONTH HAD FACED CHALLENGES AND PERSEVERED THROUGH THEM.

ALL HER TEACHERS HAD BEEN IMPRESSED WITH HER ADOPTION AND, AND HER EFFORT.

SHE HAS ALWAYS THROWN HER VERY BEST EACH AND EVERY DAY.

EVEN IF THE ODDS ARE STACKED AGAINST HER, WHEN HER DANCE STUDIO WAS CLOSED, SHE CONTINUED ON WITH DANCE.

WHEN IT WOULD HAVE BEEN ABLE TO SO EASY TO GIVE UP, SHE TRIED OUT AND MADE THE DANCE COMPETITION TEAM ENTIRELY VIRTUALLY ON IT'S AMAZING AND DANCE THROUGH INJURY.

AND COVID WHEN SHE HAD TO MISS A DAY.

SHE WAS MAKING SURE SHE EVEN MAKE IT UP.

WHEN SHE FACES A CHALLENGE, SHE ALWAYS PERSEVERES.

WE'RE VERY PROUD TO CELEBRATE KATIE.

SHE'S A SEVENTH GRADER AND SHE IS OUR, UM, OUR STUDENT FOR THE CHARACTER TRAIT PERSEVERANCE.

OUTSIDE OF, UM, HEAD IN BED.

WE ALSO, UM, MANAGE, UH, THE WEBSITE METRICS AND HOW THOSE PERFORMED FOR US AS WELL AS OUR SOCIAL MEDIA HANDLES FOR THE TOWN OF BLUFFTON IN TERMS OF TOURISM INTO THE DESTINATION AS OPTICS AWARENESS AND PEOPLE LOOKING FOR, UM, BLUFFTON AS A WHOLE.

WE HAVE OCTOBER THROUGH DECEMBER, THE VISITS WERE AT 24,000 REFERRALS AS ARE HANDSHAKES OUT TO BUSINESS FOR OVER 6,000, OVER THAT THREE MONTH PERIOD AND OUR WEBSITE, UM, ALSO COMPLIMENTS ALL THE WORK THAT'S BEING DONE ON SOCIAL MEDIA.

SO AS YOU CAN SEE, WE HAVE SEEN MONTH OVER MONTH GROWTH WITH OUR SOCIAL MEDIA NUMBERS AND OUR METRICS NEED TO OUTPERFORM OUR COMP SET.

UM, AND THOSE ARE THOSE SURROUNDING TOWNS AROUND US THAT ALSO DRAW ON TOURISM.

UM, AND WE, UM, HAVE A PASSIONATE FOLLOWING AND THEY LOVE TO SEE ANYTHING TO DO WITH THE OUTDOORS.

THEY LOVE, UM, ANY OF OUR PET POSTINGS AND, UM, THEY LOVE OUR SUNSETS.

SO THE TOP PERFORMING POSTS OVER THOSE PAST THREE MONTHS WAS THIS BEAUTIFUL CUP HERE IN FRONT OF, UH, THE CHURCH OF THE CROSS.

YES, WE'RE OVER, OVER THE THREE MONTHS, 28 EVENTS HELD SOME OF THOSE EVENTS JUST SO WE CAN KIND OF WORK THROUGH THEM.

THERE WERE A COMBINATION OF TWO RIBBON CUTTINGS.

WE HAD A HANDFUL OF VIRTUAL EVENTS.

WE HAD OUR GOLF EVENT CONVERSATION AND COCKTAIL.

SO WE JUST LOOK AT THAT AS A WHOLE 28 EVENTS WERE HELD.

THERE WAS OVER 19,000 PARTICIPANTS, EITHER VIRTUALLY OR IN PERSON AND AS A WHOLE AS WELL, WE LOOK AT JUST THE RECOGNITION OF OUR REGION AND THAT IS DERIVED IN OUR PUBLIC RELATIONS NUMBERS.

SO OVER HERE WITH OUR IMPRESSIONS WITH 1.7 BILLION, UM, WHICH EQUATED TO AN AD VALUE OF OVER 2.4 BILLION.

SO THAT EQUATED TO AS A TOTAL, AGAIN, TALKING ABOUT OUR REGION AS A WHOLE WE'RE 590 STORIES AND MENTIONS, AND THAT AGAIN WAS IN YOUR QUARTERLY UPDATE.

SO PEOPLE ARE TALKING ABOUT THE LOW COUNTRY AND IT'S A GREAT THING.

SEE, WE'VE TALKED, UM, PRIOR ABOUT THE BLUFFTON, UM, SERIES OF VIDEOS THAT WE WILL BE BRINGING TO LIFE THAT WILL LAUNCH AT THE END OF MARCH AND COMPLIMENT THE WEBSITE EFFORTS THAT WE'LL TALK ABOUT IN A LITTLE BIT.

IN ADDITION, WE HAVE OUR SOUTHERN LIVING MEDIA BY, UM, THE WORK IN TERMS OF THE BUY AND CREATION OF THE AD ITSELF.

AND THE OPPORTUNITY HAS COME TO US WHERE WE ARE GOING TO PRODUCE A TON OF BLUFFTON SPECIFIC VACATION PLANNER THAT WILL HIT IN EARLY APRIL.

THIS WAS RIGHT AT THE HEIGHT OF THE PANDEMIC.

WE WERE UNSURE OF WHERE THE FUTURE WAS GOING TO BE OVER THIS PAST YEAR.

UM, BUT AS WE WORKED THROUGH THE YEAR, WE RE, UH, WORKED CLOSELY WITH BOTH THE TOWN AND OUR RAY DEALER, OUR CONTROLLER, AND OBVIOUSLY THE QUARTERS HAVE SHOWN, UM, WELL FOR US OVER, UM, IN TERMS OF WHAT WAS APPROVED ORIGINALLY BACK IN, UH, EARLY PART OF 2020.

SO WE ARE JUST BRINGING FORTH AN AMENDED BUDGET TO, UM, SIT CLOSELY AND MORE ALIGNED WITH THE ACTUAL, SO, UM, SORRY, ACTUAL DOLLARS THAT, UM, WE HAVE RECEIVED FROM THE ACCOMMODATION TAX.

SO, UM, IN FRONT OF YOU TODAY, UM, FOR DISCUSSION AND APPROVAL, ARE, ARE THE AMENDED, UM, NUMBERS AGAINST THE PROGRAMS AND INITIATIVES THAT WE HAD PRESENTED ORIGINALLY.

AND WE WANTED TO MAKE SURE THAT WE AMENDED THAT IN, UM, IN FRONT OF THE COUNCIL, AS WELL AS YOURSELF TO UNDERSTAND THAT THESE ARE THE NUMBERS THAT SUPPORT, UM, THE ACTUAL AND THAT WHAT IS COMING IN TO SUPPORT AND HOW WE'RE GOING TO BREAK THOSE DOLLARS OUT AS TO MAINTAIN, UM, INITIATIVES THAT WE PUT FORTH EARLIER IN THIS POWERPOINT, WHICH WOULD BE THE WEBSITE, CONTINUED SOCIAL EFFORTS, THE VACATION PLANNER, RIGHT? THE REASON I ASK, I MEAN, THAT'S COMING BEFORE SOME BUDGET AND IT IS A NUMBER THAT WE'RE REQUIRED TO PAY, AND YOU'RE JUST GIVING THE PRESENTATION, BUT MAYBE QUESTIONS FROM COUNCIL ON, ON THAT.

AND, YOU KNOW, MORE DETAILS WOULD BE GOOD RIGHT NOW, IF I COULD JUST JUMP IN FOR JUST A MOMENT, UM, JUST AS A REMINDER TO, TO COUNSEL BEFORE THE QUESTIONS COME, UH, WE, WE CHALLENGED THE DMO THIS YEAR WITH MAKING A PLAN THAT WAS SCALABLE, BUT BECAUSE OF THE VOLATILITY OF THE REVENUES THAT WE WERE EXPECTING, UM, CLEARLY THIS REFLECTS THAT OUR REVENUES FROM A TAX ARE MUCH GREATER THAN WE ANTICIPATED, UH, GIVEN THE COVID ENVIRONMENT THAT WE'RE IN.

AND SO THESE NUMBERS AS, AS, UH, ALREADY ALLUDED TO, UH, RECOGNIZE THE FACT THAT, UM, THOSE REVENUES ARE GREATER, WE ARE OBLIGATED, UH, FOR THOSE AT HOME THAT ARE WATCHING THIS.

WE WERE OBLIGATED BY LAW STATE LAW TO ALLOCATE 30% OF OUR ACCOMMODATIONS TAX REVENUES TO OUR, UH, DMO.

UH, IN ADDITION, WE HAVE A LOCAL BUDGET POLICY WHERE WE ALLOT UP TO 8% OF OUR LOCAL ACCOMMODATIONS TAX REVENUES TO OUR DMO.

AND THE PROJECTION OF TWO 20 IS REFLECTIVE OF THE EXPECTED INCREASES TO REVENUE THAT WE DID NOT ANTICIPATE WHEN WE PASS OUR F 21 BUDGET.

SO WE THINK THAT, YOU KNOW, THAT'S, THAT'S A PLACE PEOPLE ARE GOING TO WANT TO GO AND COME FROM.

AND THEN, UM, IN LOOKING AT, UM, THE PIECE OF BUCK WALTER PARKWAY, THAT GOES UP TO TWO 78, UH, YOU KNOW, THERE'S A LOT GOING ON THERE TOO.

WHEN YOU CONTINUE ON, THERE'S ALSO, UM, REGULATIONS CONCERNING LIGHTING, UM, AS WELL AS, UH, DIFFERENT DEFINITIONS.

AND IN SOME OF THOSE INSTANCES, REGULATIONS CONTAINED IN THE DEFINITIONS GOING THROUGH, UM, THE CHANGES THAT WOULD BE PROPOSED AS PART OF THE VIDEO WOULD NOT NECESSARILY, UM, GOVERN PROPERTIES THAT ARE LOCATED IN PUD OR PLANNED UNIT DEVELOPMENT.

AND THEN AGAIN, LIKE I STATED, MAKE SURE THAT WE REFLECT ANY CHANGES TO CURRENT CASE LAW, AND WE ALREADY BEGAN THE CONVERSATIONS WITH THE TOWN ATTORNEYS AND WE WILL CERTAINLY CONTINUE TO DO SO TO MAKE SURE THAT WE ARE INCLUDING ANY CURRENT, UH, DECISIONS THAT HAVE BEEN MADE CONCERNING SIGNED REGULATIONS AND CONTENT SPECIFIC MOVING FORWARD IN THE HISTORIC DISTRICT.

LIKE I SAID, THERE ARE SPECIFIC REGULATIONS THAT ARE DIFFERENT IF YOU ARE IN THE HISTORIC DISTRICT.

THIS IS FOR THE PROPERTY LOCATED AT 200 NEW RIVERSIDE DRIVE OR NEWBURGH RIVERSIDE ROAD.

THIS IS ALSO KNOWN AS THE NEW RIVERSIDE BARN PARK.

UM, AS YOU KNOW, BUFORD JASPER IS CONSTRUCTING A 36 INCH WATER LINE ALONG A C 46.

UH, THIS WATER LINE IS PART OF A LARGER PROJECT IN ORDER TO BETTER SERVE THE CURRENT CUSTOMERS, PROVIDE BETTER WATER, PRESSURE AND WATER FLOW TO THOSE COMMUNITIES.

AND THEN TO PLAN FOR FUTURE DEVELOPMENT.

UM, P FOR JASPER AND STAFF HAD WORKED TOGETHER

TO COME UP WITH A ROUTE THAT WOULD PRESERVE THE MOST TREES POSSIBLE.

UM, IT'S WOULD INVOLVE COMING ON TO TOWN PROPERTY AND OUT OF THE RIGHT OF WAY NEAR THE RE UH, ROUNDABOUT, A NEW RIVERSIDE AND AREA IN RED IS THE PROPOSED EASEMENT.

IT'S ABOUT 5,000 SQUARE FEET.

IT'S 25 FEET WIDE.

YOU CAN SEE WE'RE NOT REMOVING ANY TREES ON TOWN PROPERTY.

THERE WILL BE TWO TREES REMOVED JUST OUTSIDE OF THE EASEMENT AREA AND THAT'S IN A SED OT RIGHT AWAY, BUT NO TREES WILL BE REMOVED ON TOWN PROPERTY.
