UM, WE HAVE NO, UM, LARGE MEETINGS.

AND BECAUSE WE ARE OPEN TO THE PUBLIC PUBLIC AS WELL, WE HAVE ALSO, UM, SOLD A SMALL PARCEL TO A RESIDENT.
WHO'S GOING TO BUILD A HIGH-END STORAGE FACILITY, WHICH WILL INCLUDE SOME SERVICES.
HE'S TALKING ABOUT, UM, DOG GROOMING AND A FEW OTHER THINGS.

UM, THERE'S SOME VACANT POSITIONS AS WELL AS A LOT OF, UH, CONTRACTS THAT COME TO RENEW TOWARDS THE END OF THE FISCAL YEAR.
SO THERE'S A LOT OF, UH, UH, EXPENDITURES THAT CORRECT.
SO LOOKING AT PROPERTY TAXES FIRST, UM, WE, EVEN THOUGH BILLS WERE RELATE GOING OUT FROM, FROM THE COUNTY, UH, WE DID CONTACT THE TREASURER'S OFFICE IN, UH, EARLY DECEMBER, UH, FOR THEM TO GIVE US, UH, SOME NUMBERS ON WHAT THEY EXPECT THE BILLINGS TO BE.
SO WE GOT A GOOD IDEA ON WHERE WE WILL END UP IN 21 A YEAR END AND EXPECT TO BE ABOUT $6.7 MILLION, WHICH IS 3% MORE THAN LAST YEAR.
UM, AND WE BUDGETED PRETTY MUCH FLAT FROM ME FROM THE PREVIOUS YEAR, UM, PREVIOUS YEAR ACTUALS.
AND THIS IS 37% OF OUR GENERAL FUND REVENUE.
SO IT'S AN IMPORTANT, UH, REVENUE LINE ITEM TO TRACK.
AND, UH, WE'RE PRETTY CONFIDENT WE'LL BE AROUND 6.7 MILLION NEXT FOR BUSINESS LICENSES.
UH, THIS REFLECTS ABOUT 12% OF OUR REVENUES.

UH, WE TOOK A TEN-YEAR LOOK SO YOU CAN SEE, UH, KIND OF WHERE WE ARE THIS YEAR COMPARED TO WHERE WE'VE BEEN IN THE PAST.
SO THIS TOP LINE REFLECTS WHERE WE WERE AS OF JANUARY ONE AND BUSINESS LICENSES ARE ON A CALENDAR YEAR BASIS.
THE SECOND LINE IS THE NUMBER OF RENEWALS BY DECEMBER 31.
AND THEN THE DROP-OFF IS THE DIFFERENCE.
SO AS YOU SEE, UM, EVERY YEAR THERE'S A BIT OF A DROP-OFF THAT IS KIND OF NETTED OUT WITH NEW BUSINESS LICENSES, BUT, UH, THIS YEAR AT 811 IS PRETTY SIGNIFICANTLY LARGER THAN WE TYPICALLY SEE.
UM, AND THAT CAN MOST DEFINITELY BE ATTRIBUTED TO WHAT WE EXPERIENCED BECAUSE OF THE PANDEMIC, UH, NEW BUSINESS LICENSE ISSUED.
WE'RE PRETTY ON PAR WITH WHAT WE TYPICALLY SEE.
UM, OBVIOUSLY THERE WAS AN OUTLIER YEAR IN 2017, BUT, UH, RIGHT AROUND FIVE, BETWEEN 505 50 IS TYPICALLY WHAT WE WOULD SEE.
SO THE NET CHANGE IT IS ITS LICENSE WAS A DROP OF 302.
UM, AND THAT IS, UH, CORRESPONDS PRETTY WELL TO THE 12.6% REDUCTION THAT WE ARE, UH, EXPERTS.
UH, AS I MENTIONED, BUILDING PERMIT REVENUE, WE ARE DOING VERY WELL.
WELL, UH, UH, THIS YEAR FROM JULY THROUGH YOUR CURRENT, UM, AS YOU CAN SEE, UH, NEW RESIDENTIAL, UM, IS WE'RE EXPECTING IT TO BE A LOT MORE THAN WHERE WE, UH, UH, ORIGINALLY BUDGETED AT AND WE'RE SEEING PERMITS, I THINK 30% HIGHER THAN WHERE WE DID LAST YEAR AT THIS TIME.
UM, SO WE EXPECT TO BE AROUND 2.6 BY THE END OF THIS FISCAL YEAR.
UM, ONE THING I WANT TO POINT OUT HERE IS THE NEW RESIDENTIAL NEW COMMERCIAL AND THE RESIDENTIAL PLAN CHECK FEE, WHICH IS ESSENTIALLY 50% OF THE NEW RESIDENTIAL BUILDING PERMIT.
UH, THESE THREE REVENUE SOURCES ARE OUR GROWTH, UH, THAT IS OUR GROWTH REVENUE.
UM, THIS REFLECTS ABOUT $2.1 MILLION.
UM, IF YOU ADD IN DEVELOPMENT FEES, WHICH AREN'T ON HERE, UM, YOU'RE TALKING ABOUT $2.5 MILLION ANNUALLY, UM, OF OUR, OUR GENERAL FUND REVENUE OPERATIONS, UH, THAT, UH, SUPPORTED BY SIMPLY GROWTH.

UM, BUT THE NET NET OF THE TOURISM TAX WILL PRETTY MUCH BE EVEN THROUGH BY THE NEW YEAR.
AND AGAIN, THESE ARE NOT, UH, BUDGETED FUNDS OTHER THAN THE TRANSFERS TO, TO OTHER FUNDS TO SUPPORT CIP AND, UM, AND A LITTLE BIT, IT GOES TO GENERAL FUND FROM HOSPITALITY TAX.

UM, AND LIKE THE MAYOR STATED I'M HERE TONIGHT TO PRESENT TO YOU PROPOSED AMENDMENTS TO THE FLOOD DAMAGE PROTECTION ORDINANCE RELATED TO THE NATIONAL FUND SHIRTS, PROGRAM REGULATIONS AND THE NEW REVISED, UH, FROM FLOOD INSURANCE RATE MAPS THAT ARE, WILL BECOME EFFECTIVE, UH, MARCH 23RD OF THIS YEAR.
SO THE FEMA, THE FEDERAL EMERGENCY MANAGEMENT AGENCY RECENTLY COMPLETED A RE-EVALUATION OF ALL THE FLOOD HAZARDS IN THE COMMUNITY.
AND THAT RESULTED IN REVISED FROM MAPS.
THOSE FOUR MAPS HAVE BEEN, UM, UNDER REVISION FOR A PERIOD OF SEVERAL YEARS.
THEY DID GO THROUGH THE PRELIMINARY AND, UM, STUDY OF THAT WENT THROUGH THE PUBLICATION AND THE APPEALS PERIOD.
SO THAT HAS ALL BEEN MET AND THAT WAS ALL CONDUCTED BY FEMA AS WELL AS, UM, THE STATE AND BUFORD COUNTY.
SO ALL OF THAT INFORMATION HAS BEEN, UH, WENT THROUGH THE APPROPRIATE PROCESS.
WE DO HAVE, UM, SOME MAPS ON THE TOWN'S WEBSITE THAT WE'VE HAD THROUGHOUT THE PUBLIC PROCESS THAT SHOWS THAT THOSE CHANGES BECAUSE THAT FLOOD INSURANCE STUDY REPORT ESTABLISHES THE FLOOD HAZARD DETERMINATIONS.
AND BECAUSE THAT HAS BEEN COMPLETED, THERE ARE CERTAIN ADDITIONAL REQUIREMENTS THAT MUST BE MET UNDER THOSE FEDERAL RULES AND REGULATIONS.
AND WE RECEIVED NOTIFICATION FROM THEM, UM, THAT ALL OF THAT NEEDS TO BE COMPLETED AND AMENDED NO LATER THAN MARCH 23RD OF THIS YEAR.
THAT IS THE SAME AS THE EFFECTIVE DATE OF THE FARM OUTS THAT I JUST STATED THESE REQUIRED AMENDMENTS WERE, UM, PART OF AN AUDIT THAT THE FEDERAL GOVERNMENT AND THEIR STATE AGENCIES DID CONDUCT FOR US.
THEY REVIEWED OUR ORDINANCES AND OUTLINED THE THINGS THAT NEEDED TO CHANGE MANY AND MOST OF WHICH WERE SIMPLE, JUST EDITS AND VERBIAGE.
FOR EXAMPLE, YOU MAY SEE CHANGE OF DESIGNATION FROM THE CHIEF BUILDING OFFICIAL TO THE TOWN MANAGER AND THINGS LIKE THAT.
UM, JUST THINGS TO MAKE SURE THAT WE ARE IN LINE WITH THOSE REQUIRED REQUIRED CHANGES.
UH, THE STATE ALSO REVIEWED THE PROPOSED CHANGES THAT ARE IN YOUR PACKET AND PART OF THE, THE PROPOSED AMENDMENTS, AND THEY ARE ALL IN LINE WITH THOSE FEDERAL REGULATIONS IN THOSE THANKS.
UH, AND AGAIN, ALL OF THE PROPOSED AMENDMENTS, DO YOU INCORPORATE THOSE REQUIRED, UH, CHANGES, UH, TO MOVE FORWARD.
AND THESE CHANGES ARE ALSO REQUIRED FOR OUR PROPERTY OWNERS AND THE CITIZENS TO REMAIN, UM, L TO HAVE TO MAINTAIN THEIR ELIGIBILITY FOR FLOOD INSURANCE.
SO AGAIN, IT'S TO MAKE SURE THAT WE'RE ALIGNED WITH THOSE FEDERAL AND STATE REGULATIONS AND TO MEET THAT SAME EFFECTIVE DATE OF THE NEW, UM, PROVIDES MAPS, WHICH I'LL GET INTO A LITTLE BIT IN A MINUTE HERE.
THE ONLY OTHER CHANGE THAT IS IN ADDITION TO THE REQUIRED CHANGES FROM FEMA IS CURRENTLY THERE IS A ONE FOOT OF FREEBOARD.
AND, UM, THAT IS THAT ADDITIONAL, UH, DIFFERENCE BETWEEN THAT BASE FLOOD ELEVATION THAT IS PROPOSED BY THE TOWN, UH, TO INCREASE TO THREE FEET FOR ALL NEW CONSTRUCTION.
AND THERE'S REASONS THAT I'LL GO INTO HERE.
THE OVERALL BASE FLOOD ELEVATION IS, UM, DECREASING OR LOWERING, UM, BY BILLY FIVE FEET.

SO THAT ADDITIONAL TWO FEET OF FREEBOARD WE'LL DO A COUPLE THINGS.AND THAT WILL AGAIN REDUCE FLOOD LOSS, UH, BE A LITTLE BIT MORE THAN THAT MINIMUM.
LIKE I SAID, THE MINIMUM CODE REQUIRES IS ONE FOOT OF FREEBOARD.
AND AGAIN, IS THAT, IS THAT ADDITIONAL, UH, DIFFERENCE ABOVE FLOOD LEVEL? UM, IT WILL ALSO REDUCE INSURANCE RATES.
THE MORE FREEBOARD THAT IS REQUIRED PER, UM, MUNICIPALITY OR COUNTY, WHATEVER THE JURISDICTION, THE MORE THERE IS A COST SAVINGS TO THE, UM, FLOOD INSURANCE POLICY.
AGAIN, UM, THAT TWO FEET OF FREEBOARD WILL ULTIMATELY RESULT IN A DRASTIC HEIGHT DEVIATION BETWEEN WHAT'S NEW WHAT'S CURRENTLY REQUIRED AND THE EXISTING.
AND THIS IS A BRIEF EXPLANATION AS TO WHY OUR CURRENT BASE FLOOD ELEVATION RIGHT NOW.
AND PRIOR TO THAT, MARCH 23RD DATE RANGES FROM 11 TO 15 FEET, WE HAVE FOUR DIFFERENT SPECIAL FLOOD ZONES LOCATED WITHIN THE TOWN.
THE NEW BFS THAT ARE EFFECTIVE, UM, IN A COUPLE MONTHS HAVE DECREASED AND WILL RANGE FROM FIVE TO NINE FEET.
SO THAT IS, I BELIEVE I MISSPOKEN SAID FIVE, BUT THAT'S A SIX FOOT REDUCTION.
SO EVEN WITH AN INCREASE OF TWO FEET AND FREE BOARD, IT STILL IS A LOWER, UM, FINAL BUILDING HEIGHT THAT WOULD BE REQUIRED AS FAR AS NEW CONSTRUCTION.
AND AGAIN, RESULTS IN A DECREASE IN FLOOD INSURANCE PREMIUMS FOR THOSE RESIDENTS WHO CHOOSE TO USE THAT CURRENTLY RIGHT NOW ABOUT 5% OF THE TOWN OF BLUFFTON IS LOCATED IN A FLOOD ZONE WITH THOSE REVISED MAPS.
THAT'S REDUCED TO ABOUT 3%, PRIMARILY THOSE AREAS THAT ARE ALONG THE RIVER, AND ALSO IN PALMETTO BLUFF.

SO IT IS ACTUALLY EVEN MORE FREEBOARD THAN THREE FEET.
SO THEY'RE MAINTAINING WHATEVER YOU'RE, UM, WOULD RE BE REQUIRED TO BUILD THAT TODAY.

AND AGAIN, UM, SO AT THIS POINT YOU WILL NOT SEE AS MUCH LEVEL OF DETAIL AND ANALYSIS AS YOU MAY HAVE AT, AT THE INTENT TO ANNEX.

UH, THE OTHER USES THAT IT WOULD, THAT WOULD BE PERMITTED IN THE BEAVER COUNTY WOULD BE A CAMPGROUND OR RECREATIONAL VEHICLE PARK, RURAL SMALL LIFE SUBDIVISION.
UM, AND IF IT WERE DEVELOPED UNDER THOSE REQUIREMENTS, IT COULD BE DEVELOPED WITH 15 PARCELS, WHICH WOULD EQUATE TO 15 DWELLING UNITS AND 15 ACCESSORY UNITS.
THERE'S ALSO A FAMILY COMPOUND, UH, DEVELOPMENT THAT'S PERMITTED IN THE COUNTY THAT WOULD EQUATE TO APPROXIMATELY 41 PARCELS.
