UH, WE, WE HAD A SPECIAL MEETING, UM, UH, AND THE 2021 MEETING CALENDAR.
WE ESTABLISHED THAT ON FEBRUARY THE FIRST.
UH, WE ALSO HAD A, UH, GULLAH GEECHEE TASK FORCE MEETING ON, ON, ON MARCH THE FIRST AS WELL.
STAFF PROVIDED AN UPDATE ON THE PUBLIC PLANNING.
COMMITTEE'S RECOMMENDATION TO MOVE FORWARD WITH THE FAMILY COMPOUND AND FAMILY SUBDIVISION APPLICATIONS FOR, UH, PROPERTIES WITHIN THE HISTORIC NEIGHBORHOODS.
UH, WE UNDERSTAND THAT THERE WAS SOME ADDITIONAL DISCUSSION AND WE'RE ALSO, UH, ESTABLISHING A PLAN TO IDENTIFY THE PROPERTIES AND EHRS PROPERTIES AND UPDATES FOR OPTIONS FOR PROPERTY OWNERS WHO ARE HAVING DIFFICULTY PAYING TAXES.
WE CONTINUE TO ASK FOR THE DATA TO BE GATHERED, UH, SO WE CAN UNDERSTAND THE PROGRESS OR THE LACK OF PROGRESS THAT WE'RE MAKING.
UH, JUST AS A MEASURE OF HOW WE'RE DOING AS A TASK FORCE AND HOW WE ARE DOING AS A TOWN AND AS A COMMUNITY, UH, WHICH FEEL LIKE THAT ISSUE IS IMPORTANT.
SO AGAIN, THAT WE UNDERSTAND THE DYNAMICS AND, UH, WHAT IT IS, THE ISSUES THAT WE'RE TRYING TO ADDRESS.
UM, THERE WERE NO WORKSHOPS HELD, UH, DURING THIS QUARTER.
I'M HOPING THAT THAT WILL BE SOMETHING THAT WILL, UH, ALSO THROUGHOUT THE YEAR, WE'LL HAVE SOME WORKSHOPS TO WORK TOGETHER ON SOME OF THESE ISSUES, BUT MORE IMPORTANTLY, I FEEL LIKE IT'S IMPORTANT TO EDUCATE THE COMMUNITY AS WELL AS EDUCATE THE MEMBERS OF OUR COUNCIL, WHO ARE MAKING SOME VERY IMPORTANT DECISIONS.
UM, SOME OF THE ITEMS WITH SPECIAL INTERESTS COUNCIL TOWN COUNCIL MET ON APRIL THE SIXTH, 2021 FOR THE FIRST READING OF AN ORDINANCE TO AMEND THE LMO, TO CREATE FAMILY COMPOUND

AND FAMILY SUBDIVISION APPLICATIONS, UM, THAT INCLUDED, UH, ADDING THE FAMILY COMPOUND AND FAMILY SUBDIVISIONS PROVISIONS TO THE LMR, UH, TO PROVIDE GREATER FLEXIBILITY TO THE RIGHT OF WAYS AND DRAINAGE, EASEMENTS, AND FAST TRACK DEVELOPMENT REVIEW PROCESS.UM, I UNDERSTAND THAT WE ARE HAVING SOME LEGAL CHALLENGES WITH MOVING SOME OF THOSE PIECES FORWARD, SUCH AS THE FAMILY COMPOUND AND FAMILY SUBDIVISION.
UM, I WILL SAY HONESTLY THAT THAT DEFINITELY CAUSES SOME ANXIETY AND SOME HEARTBURN, UH, FOR ME PERSONALLY, AND TASK FORCE HAS BEEN IN EXISTENCE NOW FOR SOME THREE YEARS MORE OR LESS.
AND THERE HAVE BEEN EFFORTS OVER THE PAST MANY YEARS, THE LAST 30, 40 YEARS.
AND EVEN LONGER THAN THAT, EVEN BEFORE THERE WAS A TOWN, WE CONTINUE TO HAVE CHALLENGES, UH, WITH HOW THIS CULTURE THRIVES AND EXIST ON AN ISLAND.
WE ARE BEING DIMINISHED, UH, BY A LOT OF FACTORS, MOST OF ALL DEVELOPMENT, AND CERTAINLY BEING ABLE TO USE PROPERTY, UH, AS WE CAN.
AND OF COURSE, TAXES, IT NEEDS TO BE AN ISSUE.
REASON I MAKE THOSE POINTS IS BECAUSE THE COMMENTS AND COMMUNICATIONS I HAVE FROM VARIOUS PEOPLE IN THE COMMUNITIES, WITHIN THE GULLAH CULTURE, AND ALSO THOSE PEOPLE WHO ARE IN THE LARGER COMMUNITY, I THINK PEOPLE ARE FRUSTRATED AND AGAIN, NEED TO BE EDUCATED AND UNDERSTAND EXACTLY WHAT IT IS WE ARE INTENDING TO DO AS WAS DIRECTED BY RETREAT UPTOWN COUNCIL.
UM, THREE YEARS AGO, THREE PLUS YEARS AGO.
NOW WE CONTINUE TO SAY THAT THIS CULTURE IS IMPORTANT, UH, PIECE OF, OF OUR ISLAND FABRIC, PEOPLE ON THE ISLAND THAT ARE WITHIN THE CULTURE, CERTAINLY FEEL FRUSTRATION AND MANY ARE WAITING FOR, UH, THESE PIECES TO MOVE FORWARD SO THAT THEY CAN DO THINGS WITH THEIR PROPERTY, SUCH AS SUBDIVIDE.
UH, SOME PEOPLE DO HAVE, UH, AMBITIONS TO DEVELOP AND OTHERS JUST SIMPLY WANT TO LIVE AND ENJOY THE PROPERTY THAT THEY LIVE ON.
AND THAT CERTAINLY INVOLVES WHATEVER OCCUPATIONS THEY HAVE.
AND THESE ARE THINGS THAT PEOPLE HAVE BEEN ENJOYING FOR YEARS.
AND THERE IS A CERTAIN LEVEL OF FRUSTRATION.
UH, NOW THAT WE UNDERSTAND THAT MAYBE THERE IS A DELAY AND HOPEFULLY AGAIN, WITH OUR COMMUNICATION AND EDUCATION, WE WILL LET PEOPLE KNOW THAT HOPEFULLY THIS IS JUST SIMPLY A, ANOTHER STUMBLING BLOCK ON THE PATH TO GETTING SOMETHING PASSED.
I ENCOURAGE AND IMPLORE OUR TOWN COUNCIL AND OUR STAFF TO USE THIS AS A PRIORITY.
UH, PEOPLE HAVE A CERTAIN FEELING THAT WE ARE NOT ABLE TO GET ANYTHING DONE TO ADDRESS THESE ISSUES WITH HOW WE USE OUR PROPERTY AND USE THE LAND HERE, WHICH IS A GREAT BIG PIECE OF CULTURAL PRESERVATION.
UM, AND, UH, AGAIN, I JUST ASK THAT YOU KEEP US AS A PRIORITY, UH, AS IT WAS ESTABLISHED SOME TWO, THREE OR THREE YEARS AGO.
NOW, WHEN WE SAY WE, THIS CULTURE IS IMPORTANT TO OUR TOWN, UH, IT TAKES MORE THAN JUST SAYING IT OR ENJOY, UH, THE VARIOUS ACTIVITIES THAT WE DO WITHIN OUR CULTURE, WITHIN THE MUSIC OR THE FOOD OR THE DANCING OR THE JUMPING AROUND, BUT THERE'S MORE TO IT BECAUSE THESE ARE SERIOUS ISSUES THAT ARE AFFECTING PEOPLE'S LIVES EVEN AS WE SPEAK.
SO, UH, AGAIN, I DO THANK YOU FOR YOUR EFFORTS AND YOUR SUPPORT FOR OUR GULLAH GEECHEE LAND AND CULTURAL PRESERVATION TASK FORCE.

UM, THERE WAS, UM, A REFERENCE TO A DELAY DUE TO LEGAL CHALLENGES.
WHAT'S THAT ALL ABOUT? I HAVEN'T, HADN'T HEARD ABOUT THAT.
I KNOW THAT, UM, COUNCILMAN STANFORD HAS BEEN WORKING WITH TERRY AND JENNIFER RAY ON THE REVISIONS, UM, THAT CAME UP AT THE LAST COUNCIL MEETING.

BUT IN TERMS OF A LEGAL DELAY, I'M NOT SURE WHAT THAT IS.I DON'T KNOW IF TERRY OR JENNIFER ON THE CALL TONIGHT, PERHAPS THERE'S SOMETHING, I DON'T KNOW.
MY UNDERSTANDING IS THERE WERE A FEW EDITS, SOME CLARIFICATION POINTS MADE AND BROUGHT UP AT THE LAST MEETING.
COUNCILMAN STANFORD IS INVOLVED TO, UH, IDENTIFY AND HELP WITH THOSE EDITS.
AND I'VE BEEN TRACKING THOSE EMAILS AND THINKING IT'S MOVING ALONG ANTICIPATING IN EARLY MAY, SECOND AND FINAL READING ON THE AGENDA.

AND I'LL JUST CLARIFY, I WOULDN'T SAY THAT IT'S A LEGAL CHALLENGE AT THIS POINT, BUT THE QUESTIONS THAT WERE RAISED AT YOUR LAST MEETING AND THAT WE HAVE BEEN WORKING WITH MR. STANFORD ON CURTIS HAS WEIGHED IN AND WANTS US TO AVOID FUTURE LEGAL CHALLENGE BY CALLING THOSE USES AND ADDING THEM TO THE USE TABLES FOR ALL OF THE DISTRICTS THAT OVERLAP WITH THE HISTORIC NEIGHBORHOODS BECAUSE OF THE PROPERTY OWNERSHIP LANGUAGE.
SO THAT'S SOMETHING NEW THAT'S DIFFERENT FROM WHERE WE BROUGHT IT FORWARD TO YOU ALL, UM, WHICH WILL DELAY IT COMING BACK BECAUSE IT'LL HAVE TO HAVE ANOTHER PUBLIC HEARING AT THIS POINT.
UH, I, I THINK JUST FOR, UH, TO BE CLEAR, IN MY OPINION, AT OUR LAST MEETING, THERE WAS A DISCUSSION REGARDING, UM, WHETHER OR NOT THERE SHOULD BE THE, THE WIGGLE ROOM OR THE OPPORTUNITY FOR INTERPRETATION, UH, AND IT WAS DISCUSSED THAT IT DIDN'T MAKE SENSE, UH, FOR THAT WIGGLE ROOM.
I THINK WHERE I COME OUT ON THAT IS THAT IF, IF WE ARE LOOKING AT ONE SECTION OF THE ORDINANCE, UH, WE SHOULD BE LOOKING AT ALL SECTIONS OF THE ORDINANCE.
SO I'M JUST LOOKING FOR CLARIFICATION AS TO WHETHER OR NOT THE ISSUE OF ADMINISTRATIVE, UH, UH, DECISIONS IS SOMETHING THAT APPLIES TO THE, UH, ENTIRE ORDINANCE ORDINANCE OR NOT LEN THANK YOU.
UM, FOR CLARIFICATION HERE AT THE LAST COUNCIL MEETING, YOU ARE CORRECT, DAVID, THERE WERE QUESTIONS RAISED ABOUT A DISCRETIONARY REDUCTION OF THE SETBACKS AND SO FORTH THAT ARE AFFORDED IN THIS ORDINANCE.
I REACTED TO THAT BY STUDYING THAT FURTHER AND SEE THAT THE ORDINANCE CAN ALLOW US AND HIS CURRENT DRAFT ALLOWS A UP TO A 30% REDUCTION OF FIVE FOOT AND 10 FOOT SETBACKS.
UM, I DON'T THINK THAT IS SOMETHING THAT SHOULD BE DISCRETIONARY RATHER.
I THINK IT IS SOMETHING IF IT IS NECESSARY TO HAVE A VARIANCE FROM THOSE SETBACKS, THAT THE MOVE TO THE BZA, WHICH HAS THE
I THINK THAT THE DRAFT ORDINANCE IS GOING TO BE AMENDED ACCORDINGLY.
UM, I HAD A DISCUSSION WITH, UH, TERRY LEWIS, UM, EARLIER, AND, UH, IT WAS MADE CLEAR THAT NOW, IN FACT, CURTIS COLTRANE IS REVIEWING THE ORDINANCE FROM THAT POINT OF VIEW.
IN ADDITION, LOOKING AT THE ORDINANCE AGAIN, I SEE THAT IT WOULD ALLOW OUR SOULS THAT HAVE NOT BEEN OWNED BY TRADITIONAL FAMILIES.
THE LINE OF A TRADITIONAL FAMILY SINCE 1956, COULD BECOME ELIGIBLE FOR TREATMENT UNDER THIS.
IT SEEMS TO ME THAT THAT IS VERY BROAD AND VERY OPEN AND IT SHOULD BE NARROWED AND SHOULD BE THOUGHT THROUGH MORE CAREFULLY, PARTICULARLY IN LIGHT OF THE FACT THAT THE MAP OF THE HISTORIC CULTURAL AREAS, WHICH WAS ORIGINALLY PART OF THE DRAFT ORDINANCE, WAS STRIPPED AWAY FROM IT, WHICH MEANS THAT ANY PARCEL, UH, COULD BE SUBJECT TO THIS.
I'M CONCERNED ABOUT THE BREADTH OF THAT.
UM, AND I RAISED THOSE QUESTIONS AND THEY'RE BEING DEALT WITH, AND I THINK THERE WILL BE FURTHER HEARINGS.
AND I DO HOPE AND EXPECT THAT WE'LL ABLE TO PASS A REVISE VERSION OF THIS ORDINANCE VERY SOONER.
IT WOULD BE MY HOPE THAT IF THE

IT WOULD ALLOW THAT FAMILY TO ACQUIRE A PARCEL ANYWHERE ON THE ISLAND, AND THAT WOULD THEN BE ELIGIBLE FOR TREATMENT AS A FAMILY COMPOUND AND A FAMILY SUBDIVISION.
