SO THE ROAD WILL ENTER THE SITE HERE.

THERE IS A PARKING WITH ADA ACCESSIBLE PARKING, UM, A RESTROOM FACILITY, WHICH IS A COMPOSTING FACILITY.

UH, THERE IS, UM, THERE IS, UH, AS I SAID EARLIER, A TOTAL OF FOUR AND A HALF ACRES, OR EXCUSE ME, FOUR AND A HALF MILES OF THE TRAILS, SOME OF THEM ARE VERY NARROW TRAILS.

UM, VERY PRIMITIVE.

THEY'RE NOT MEANT TO BE PAVED.

UM, AND AS THE, THIS PROCESS, AS THIS GOES THROUGH THE PROCESS AND THE DEVELOP DEVELOPMENT PLAN ASPECT, UM, IT WOULD BE A FIELD SERVED, UM, REMOVAL OF ANY VEGETATION IN ORDER TO, UH, CREATE THE TRAILS.

SO IF THERE, UM, YEAH, YOU KNOW, GOING THROUGH AND THEY FIND A VERY LARGE TREE THAT THEY DON'T WANT TO CUT DOWN, THEY'LL JUST ACTUALLY JUST MOVE THE PATH AROUND THAT.

UH, AND THEN OF COURSE, PHASE TWO IS HERE, WHICH IS, UM, PART OF THE OLD RICE FIELDS, UH, THAT HAVE A LOT OF WATER CANALS.

UM, ONCE THIS PROJECT GOES IN, THERE IS A, THERE IS A TOTAL OF 5.5 ACRES OF WETLANDS THAT WILL BE IMPACTED, AND THAT IS ALREADY BEEN APPROVED THROUGH THE ARMY CORPS OF ENGINEERS THROUGH THEIR, UH, PREVIOUS, UM, UH, MITIGATION PLAN THAT WAS APPROVED WITH THE NEW RIVERSIDE PD.

SO, UH, THERE WILL BE SOME IMPACT, BUT AS ALREADY BEEN ACCOUNTED FOR ALL RIGHT, MOVING ON FOR THE PARK MANAGEMENT ASPECTS OF IT.

UH, AGAIN, WE HAVE FOR AN ENFORCEMENT STANDPOINT, THAT IS, UM, OBVIOUSLY IT BEING A COUNTY PROPERTY, UH, AND ENFORCEMENT IS THROUGH BUFORD COUNTY SHERIFF'S DEPARTMENT.

UM, THEY DO, THERE IS AN ORDINANCE THAT IS ALREADY IN PLACE, UM, THAT FOR PASSIVE PARKS THAT APPLIES

SO IT CAN BE ENFORCED BY EITHER THE SHERIFF'S DEPARTMENT OR THE BLUFFTON POLICE DEPARTMENT EMERGENCY SERVICES.

UM, AGAIN, WITH THE VERY LIMITED OVERNIGHT CAMPING IN THAT FUTURE PHASE OF PHASE TWO, UH, THE PARK ENTRANCE ITSELF WILL HAVE A TIME TO AUTOMATIC GATE.

SO AT, AT DUSK, THE GATE WILL GO DOWN, UH, AND IF ANYONE IS STILL IN THERE, THE GATE WILL AUTOMATICALLY OPEN UP FOR, TO ALLOW THEM TO LEAVE.

HOWEVER, ANYONE THAT'S COMING IN WOULD NOT BE ABLE TO ACCESS THE SITE MINUS EMERGENCY PERSON.

UM, THERE WILL BE, UH, SECURITY CAMERAS, AS WELL AS LIGHTING AROUND THE PARKING AREA.

UM, THE APPLICANT HAS STATED THAT, UM, IN THE EVENT THAT A GROUP WANTED TO HAVE AN EVENT OUT THERE, UH, IF THEY EXCEEDED MORE THAN HALF OF THE PARKING SPACES, IT WOULD NOT BE PERMITTED AGAIN, THAT'S TO ENSURE THAT ANY VENDOR, THE GENERAL PUBLIC WOULD HAVE ACCESS TO THE SITE.

UH, AND, AND, AND IN SOME TYPE OF SOME TYPE OF EVENT OUT THERE, YOU'RE NOT ABLE TO USE ALL OF THE PARKING FOR YOUR EVENT TO WHICH WOULD PROHIBIT ANYONE ELSE FROM BEING ABLE TO USE THE SITE FROM A LAND MANAGEMENT STANDPOINT.

UM, THERE INITIALLY THEY'LL HAVE THE INITIAL OF THE TIMBER OUT THERE.

UH THAT'S TO OBVIOUSLY GET PARKING, UH, LOCATED IN THERE, THE ROAD, UM, THE PAY, THE ADA PAVED, UM, PATH, UM, AS WELL AS THE NEED TO REMOVE, UM, ANY TYPE OF, UH, VEGETATION FOR THE TRAILS.

UM, AS WELL AS THERE, THEY DO HAVE A, UM, CIVIC CULTURE PLAN, WHICH INCLUDES THE, THEIR LONG-TERM, UM, MANAGED FORCE, UH, JUST TO HELP THEY HAVE TO CUT BACK SOME INVASIVE PLANT SPECIES, AS WELL AS JUST TO BEING ABLE TO CONTROL IT.

SO THAT WAY, UH, IT HELPS TO PREVENT FOR ANY TYPE OF FOREST FIRES IN THE FUTURE.

UH, AGAIN, WE TALKED ABOUT THE PARKING, UM, THEY'RE PROVIDING APPROXIMATELY 25 PARKING SPACES TO THIS, UM, IN OUR ORDINANCES, WE DON'T HAVE A SPECIFIC PARKING CALCULATION FOR A PARK LIKE THIS.

IT'S, UH, IT'S MEANT TO BE VERY LOW KEY PRIMITIVE PARK.

AND THEN AGAIN, FROM A TRAFFIC IMPACT ANALYSIS, UM, AS I STATED EARLIER, THIS, UM, WHEN THE COUNTY AND THE RURAL, RURAL AND CRITICAL LANDS PROGRAM PURCHASE THIS, THEY ALSO PURCHASE THE 200 ACRES OF BUSINESS PARK, UH, IN THE INITIAL, UM, TRAFFIC ANALYSIS THAT WAS PROVIDED.

UM, THEY HAD A TRIP GENERATION WHICH INCLUDED, UM, THE 350, THEY, THEY ASSUMED THEY HAD TO ASSUME, UH, CAUSE THIS WAS BEFORE CONSTRUCTION.

THEY ASSUMED THAT THERE WAS 3,500 HOMES, A 1.7 MILLION SQUARE FEET OF RETAIL, AND THEN 1 MILLION SQUARE FEET OF OFFICE SPACE.

SO, UH, BY EXTINGUISHING THOSE 200 ACRES OF THAT, OF THAT OFFICE SPACE, THAT WAS APPROXIMATELY A MILLION SQUARE FEET OF OFFICE, WHICH FROM A DAILY TRIP COUNT IS 7,780 TRIPS THAT ARE NO LONGER A PART OF THE NEW CONCEPT PLAN.

THEY CONTACTED THE POLICE IMMEDIATELY.

UM, AND FOLLOWING THE SHIPPO REQUIREMENTS, SHIPPO CAME OUT, THEY'RE ESTABLISHED THAT THEY ARE GRAVE SITES.

UM, AND THEY'VE BEEN FOLLOWING, UM, THE, UH, THEIR REGULATIONS, UH, THROUGH THIS ENTIRE TIME.

UH, THEY HAVE SINCE BEEN COVERED, BACKED OVER THE HEADSTONES HAVE BEEN, UH, REPLACED.

UH, BUT BECAUSE OF THAT, WE FELT THAT IT WAS APPROPRIATE THAT, THAT THIS COMMERCIAL DESIGNATION THAT WAS PREVIOUSLY ON THE, ON THE PROPERTY HERE ALONG THE MAIN ENTRANCE, BE REMOVED AND HAVE IT JUST LISTED AS THAT OPEN SPACE, UH, FROM A DEVELOPMENT RIGHTS STANDPOINT, UM, THE MAGNOLIA GROUP, WHICH OWNED IT, UM, HAD ACTUALLY ALREADY CONVERTED SOME OF THEIR COMMERCIAL RIGHTS INTO RESIDENTIAL UNITS.

UH, THIS IS PART OF THE JONES ESTATE, WHICH IS, UM, 1,885 ACRES, A TOTAL OF 2,482 RESIDENTIAL DWELLING UNITS, AND 139 ACRES OF COMMERCIAL TO DATE, A TOTAL OF 1,361, UM, DWELLING UNITS HAVE BEEN CONSTRUCTED AND APPROXIMATELY 26 ACRES OF COMMERCIAL.

UH, THEY DIDN'T HAVE AN EXACT DESIGN OF THOSE 44 UNITS, UH, AS THEY'VE MOVED FORWARD AND PROGRESSED, AND THEY ACTUALLY KNOW WHAT THOSE UNITS WERE GOING TO LOOK LIKE, AND THEY ACTUALLY PLOTTED IT OUT ON THE PLAN.

THEY'RE ABLE TO SEE THAT IT WOULD ACTUALLY LOOK, YES, THE PLANNING COMMISSION, UM, VOTED AT THEIR NOVEMBER MEETING, UM, TO ALLOW FOR THE RELOCATION OF THE 44 UNITS.

UH, THEY DID HAVE SOME, UH, CONDITIONS WHICH WAS TO ALLOW FOR PEDESTRIAN CONNECTIVITY, THAT THE DEVELOPMENT PLANS, MICHAUD SIDEWALKS ON BOTH SIDES OF BIKERS, UM, AND THE CENTER STREET, UH, THAT PROVIDES THE PRIMARY ACCESS TO THE HOMES AND THEN REQUIRE THE CONSTRUCTION OF A SIDEWALK ALONG THE FRONT OF THE HOMES THAT FRONTS THE NEW STREET THAT PROVIDES ACCESS TO THE COMMERCIAL PROPERTY AND CONNECTS TO MILL CREEK AND DILLARD LANE.

AND THEN AT THE TRANSFER OF DEVELOPMENT RIGHTS FOR COMMERCIAL DEVELOPMENT FROM DR.

HORTON TO MAGNOLIA, RESIDENTIAL WAS NOT ALLOWED.

SO FROM SOME OF THE SITE DESIGN STANDARDS, UH, THE ARCHITECTURAL GUIDELINES AND DECLARATION OF COVENANTS AND CONDITIONS AND RESTRICTIONS SET BY CYPRESS RIDGE, UH, WILL MEET THIS, UH, FOR THEIR DEVELOPMENT STANDARDS.

UM, ADDITIONALLY, A PORTION OF THE SITE DOES FALL ON THE HIGHWAY CORRIDOR OVERLAY DISTRICT, WHICH REGULATES ARCHITECTURAL DESIGN LIGHTING AND LANDSCAPING.

UH, SO THEY'D HAVE TO MEET THOSE REQUIREMENTS.

UH, THEIR BUILDING SETBACKS AND HEIGHTS ARE REVIEWED BY CYPRESS RATES, ARCHITECTURAL REVIEW, UM, TO FORM A SAFETY REGULATIONS.

AND THEN THAT THE INDIVIDUAL PARCELS WITHIN THE COMMERCIAL SITE, CYPRESS RIDGE ALSO HAVE DESIGN GUIDELINES.

A LITTLE BIT OF THE BACKSTORY, HOW WE GOT HERE IS THAT ALL OF YOU ON JULY 12TH ADOPTED THE STRATEGIC PLAN FOR THE BLUFFTON POLICE DEPARTMENT FOR THE NEXT THREE TO FOUR YEARS GOING FORWARD.

AND THAT PLAN WAS BUILT ON THE SIX PILLARS OF 21ST CENTURY POLICING, WHICH WAS A CONCEPT THAT WAS, EXCUSE ME, ORDERED BY PRESIDENT OBAMA TO DISCUSS ONGOING COMMUNITY ENGAGEMENTS AND ISSUES THAT LAW ENFORCEMENT HAS.

WE REALIZED THAT THIS WAS AN ISSUE THAT WE WERE AT AN AREA WHERE WE WERE LACKING.

AND SO WE BRING FORTH BEFORE YOU A RESOLUTION FOR THE CITIZENS ADVISORY COMMITTEE, WHICH WILL ENGAGE OUR COMMUNITY AND OUR POLICE DEPARTMENT.

SO THE PURPOSE OF THIS COMMITTEE IS TASKED WITH SERVING AS AN ADVISORY BOARD, UM, TO THE BLUFFTON POLICE DEPARTMENT TOWN COUNCIL, BY BRINGING TO THEIR ATTENTION, THE FEEDBACK OF COMMUNITY WITH REGARD TO PUBLIC SAFETY MATTERS, UH, FURTHER THE COMMITTEE IS DEVOTED TO FACILITATING THE FREE FLOW OF IDEAS AND DISCUSSION, UH, FROM THE COMMUNITY TO THE POLICE DEPARTMENT.

AND OUR MISSION IS TO INTERACT WITH THE COMMUNITY BASED ON BASED ORGANIZATIONS THAT PROVIDE SERVICES WITHIN THE TOWN OF BLUFFTON SUPPORT, VARIOUS GROUPS IN THE TOWN OF BLUFFTON TO ENSURE COORDINATED EFFORT FOR PUBLIC SAFETY, WITH ALL PARTIES.

AND SOME OF THE RESPONSIBILITIES THAT WE DISCUSSED AND THAT ARE OUTLINED IN THE, THE, UH, RESOLUTION IS THAT THIS COMMITTEE SHALL ASSIST AND PARTICIPATE IN DISCUSSION WITH TOWN COUNCIL AND THE BLUE BLUFFTON POLICE DEPARTMENT ON MATTERS SUCH AS, BUT NOT LIMITED TO, UH, COMMUNITY FEEDBACK REGARDING POLICE SERVICES.

UM, I'M NOT REALLY RESPONDED TO ONE PERSON'S COMMENT, BUT I WILL SAY ONE MORE TIME THAT I'VE BEEN FIGHTING FOR WATER QUALITY FOR OVER 30 YEARS, TOOTH AND NAIL SPENT THOUSANDS OF DOLLARS.

MY OWN MONEY TO GO TO COLUMBIA, TO GO HERE, TO GO THERE, ATTEND MEETINGS, SET ON BOARDS.

THE ISSUE IS THAT PEOPLE WANT TO POINT FINGERS A LOT, BUT I STILL SAY IT WASN'T, IT'S NOT TOTALLY THE NEW DEVELOPMENTS.

WE'VE GOT ENOUGH BOND WITH THAT BELIEF TOO.

BUT THE, THE WAY THAT WE EVEN KNOW THAT WE HAVE AN ISSUE GOING ON IN THE RIVER IS FECAL CALIFORNIA, WHICH COMES FROM WARM BLOODED ANIMALS, HUMANS.

WE ARE OUR WORST ENEMY BECAUSE WE'RE NOT ONLY HAVE, DO WE HAVE EVERYWHERE.

YOU LOOK ON THE WATER'S EDGE, THERE'S A HOUSE OR A DOCKER ONE COMING UP AS WE SPEAK EVERYWHERE BECAUSE THAT'S THE MOST DESIRED PLACE TO BE.

AND THAT'S THE BIGGEST AREA THAT THERE IS NO SEWER.

SO NO MATTER FRESHWATER, I UNDERSTAND THAT FRESH WATER DOES NOT KILL FECAL, CALIFORNIA AS WELL AS SALT WATER, BUT IT RAINS IN THE RIVER TOO.

DOESN'T JUST RAIN ON LAND AND WASH IT OUT.

IT RAINS ON EVERY PIECE OF WATER, JUST LIKE IT DOES ON THE LAND.

AND UNTIL WE CAN GET THE HUMAN FACTOR OF SEPTICS WHERE THAT WATER CLEAN OR DIRTY RUNS THROUGH WASHINGTON INTO THE RIVER, WE WON'T FIX OUR PROBLEM, BUT I WON'T GIVE UP PERSONALLY UNTIL IT'S DONE.

AND I THINK FOR SURE THAT IT'S THE WILL OF THIS COUNCIL THAT WE'RE DOING ALL WE CAN, BUT OUR BIGGEST ISSUES ARE NOT IN THE TOWN OF BLUFFTON.

SO WE HAVE TO ELIMINATE WHAT WE HAVE IN BLUFFTON BEFORE WE CAN GET THE ATTENTION OF OUR COUNTY AROUND US.
