[1. CALL TO ORDER]

[00:00:02]

TYLER I WOULD EVERYBODY PLEASE STAND AND JOIN ME WITH THE PLEDGE ALLEGIANCE IS I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

>> I THANK YOU ALL. >> AS EVERYBODY TUNE IN. ALL RIGHT.

ANYBODY HERE? ANY PROBLEMS? >> NO.

DO YOU HEAR ME? YES. OK.

OK. NOTIFICATION THE PUBLIC NOTIFICATION THAT HAS BEEN

[4. APPROVAL OF MINUTES - March 1, 2021, meeting minutes]

POSTED. WE HAVE THE MINUTES FROM MARCH 1ST TO REVIEW.

ARE THERE ANY COMMENTS, QUESTIONS, CORRECTIONS TO THE MINUTES OF MARCH THE 1 OR NONE MAY HAVE A MOTION TO APPROVE THE MINUTES OF MARCH 1. WHO IS THAT? JASON THAT'S JASON. OK, AND SIMPLE AS OUR I'M SORRY DID NOT HEAR.

OH, DEFINITELY. WE'LL SECOND. ALL RIGHT.

THANK YOU, CECILY. ALL THOSE WHO FAVOR RAISE YOUR HAND OR INDICATE BY SAYING I AND HE OPPOSED YOUR POST. ALL RIGHT. WE HAVE AN AGENDA.

[5. APPROVAL OF AGENDA]

WE HAVE ONE MAJOR ITEM ON THE AGENDA. WHAT DOES ANYBODY WISH TO ADD

ANYTHING TO THE AGENDA? >> OK. CARRYING NOTHING FOR ADDITIONS

[6. CITIZEN COMMENTS]

TO THE AGENDA. I'M GOING TO GO TO CITIZEN COMMENTS ON ANYTHING PERTAINING THAT AS IT PERTAINS TO THE ISSUE TONIGHT. ANY COMMENTS TO BE OFFERED UP? ANYBODY WOULD LIKE TO SPEAK TO THE PLANNING COMMISSION. MR. CHAIRMAN, THIS IS TONY TELL

I WISH TO SPEAK TO THE PLANNING COMMISSION. >> ALL RIGHT, TONY, YOU'RE WRONG. GO FORWARD. THANK YOU VERY THROUGH THE TIMES I SPEAK TO YOU. I'M GOOD. I'M ASKING QUESTION.

THE PLANNING COMMISSION AND THE PLANNING STAFF. >> IN REGARD TO AMENDMENTS TO THE CONFERENCE PLAN. ARE WE ENTERTAINING QUESTIONS OF AMENDMENT TO THE COMPREHENSIVE PLAN AT THIS TIME ? I'VE WRITTEN TWO LETTERS TO THE COUNTY PLANNING STAFF REQUESTING AN OPPORTUNITY TO AMEND THE CONFERENCE PLAN AND I HAVE RECEIVED NO COMMENT BACK FROM THE STAFF. I'M ASKING WHETHER OR NOT WE ARE IN FACT ALLOWING CITIZENS TO AMEND THE CONFERENCE PLAN AT THIS TIME AND I DON'T.

I'LL JUMP IN ON THAT AND RATHER YOU ADD TO IT BASED ON WHAT YOU AND I HAVE DISCUSSED TONIGHT.

WE'RE BASICALLY GIVING IT JUST KIND OF AN INTRODUCTION OVERVIEW OF THE COMPREHENSIVE PLAN. IT IS IT IS NOT IN ITS DIGITAL PRINT FORM YET.

AND WHEN IT DOES BECOME AVAILABLE WE WILL PLANNING WE PLANNING ON WORKSHOPS, PUBLIC WORKSHOPS AND THAT WILL ALLOW THE COMMISSIONERS AND THE PUBLIC TO PROVIDE ANY INPUT ON THAT DOCUMENT. AND AT THAT TIME WE WILL. WE WILL TAKE SUGGESTED AMENDMENT SUGGESTIONS GOING FORWARD. IS THAT ABOUT IT, ROB? YES. I JUST WANT TO ADD THAT THE PLANNED ON LINE AND WE WILL LATER IN THE MEETING ANNOUNCE THE WEB SITE AND LINK SO SO THAT THE PUBLIC CAN DO THE PLAN AND WE'RE GOING TO PUT OUT A PRESS RELEASE LATER THIS WEEK SO THAT THE PUBLIC KNOWS THAT THEY HAVE AN OPPORTUNITY TO READ AND COMMENT, OK? SO IF I MIGHT ASK THE QUESTION

HOW LONG WILL THIS PROCESS TAKE ? >> WELL, LET ME IF YOU'LL HOLD YOUR QUESTION ON THAT WE'LL BE GIVE TO IT AFTER WE HAVE A GENERAL OVERVIEW.

WE'RE GOING TO BE TALKING ABOUT THE PROCESS GOING FORWARD AND WHAT THE ANTICIPATED ACTIVITIES AND TIMELINE FOR THAT WILL BE. SO THAT IS PART OF THE AGENDA DISCUSSION THAT WE'LL BE GETTING INTO AFTER WE'VE HEARD THIS GUY THE OPENING REVIEW OF THE COMPREHENSIVE BLAST AS A COUNTY COUNCIL ENACTED A PENDING WAR IN DOCTRINE IN REGARD TO THE CONFERENCE A PLAN

TONY. >> I CAN'T ANSWER THAT QUESTION AT THIS TIME.

I WOULD LIKE I WOULD REQUEST THAT YOU LEAVE ANY FURTHER QUESTIONS UNTIL WE INTRODUCE THE PROCESS AND THEN WE'LL ENTERTAIN AS BEST WE CAN. AN ANSWER I WILL SAY THAT WE

[00:05:06]

HAVE NOT BEEN BACK TO THE PENDING ORDINANCE OR THE CONFERENCE OF PLANNED IF YOU ARE MARRIED TO A PENDING ORDINANCE THEN IT SEEMS TO ME THAT A THAT A REQUEST FOR AN AMENDMENT TO THE CONFERENCE PLAN BY A CITIZEN IS IN ORDER. AND WHEN I REQUESTED A PRE APPLICATION CONFERENCE AND HEARD NOTHING BACK AFTER TWO LETTERS REQUESTING OR PRE APPLICATION CONFERENCE I WOULD PRESUME THAT THAT PENDING ORDINANCE IS BEING PURSUED.

OTHERWISE WHY HAVE I HAD NOT HEARD ANYTHING ROB UNLESS YOU FEEL OTHERWISE I'D LIKE TO ADD IF FOR ANY FURTHER DISCUSSION OR A DIALOG WITH MR. KRISTA CELLO ON THIS.

>> IF YOU ARE ABLE TO ANSWER HIS QUESTIONS IN YOUR REVIEW PROCESS THAT WOULD APPROPRIATE.

IF NOT I'M SURE THAT OFF LINE YOU WILL BE ABLE TO DISCUSS THAT WITH MR. CHRISTIE.

TELL OK. >> MY ONLY MY ONLY MY ONLY THOUGHT IS THIS IF THE IF THE DESIRE THAT I HAVE EXPRESSED PREVIOUSLY TO THE PLANNING COMMISSION AND TO THE STAFF A BELL DINGING PLANTATION IS NOT IN CORPORATE OR AT LEAST DISCUSSED AND THEN WE WOULD SAY

WELL WE WILL TAKE IT UP IN THE FIVE YEAR REVIEW. >> YOURS TRULY MAY BE DEAD IN FIVE YEARS. OK, OK SO IT SEEMS TO ME THAT IT'S THE ONLY OPPORTUNITY FOR MY REQUEST TO RECEIVE DUE CONSIDERATION BY THE PLANNING COMMISSION IS THROUGH THE NORMAL AMENDMENT PROCESS AND WITHOUT KNOWING AND THE CONFERENCE A PLAN WILL BE ADOPTED MAY BE NINE MONTHS FROM NOW. THE TYPICAL PROCESS OF AMENDMENT USUALLY RUNS ABOUT FOUR MONTHS SO AT A COST TONY WILL.

WELL NOW WE NOTE YOUR COMMENTS ARE NOTED. WE WILL UNDERTAKE THE REVIEW AND UPDATE YOU JUST AS SOON AS WE HAD A CHANCE TO TAKE AN INITIAL LOOK AT THE OVERVIEW OF THE PLAN. WE WILL ADDRESS YOUR CONCERNS. ALL RIGHT.

LET'S MOVE FORWARD. WE ALLOW US TO MOVE FORWARD AT THIS POINT.

[Items 7 & 8]

I WOULD LIKE TO MOVE ON TO THAT ISSUE OF DISCUSSION BY GLEN WALTERS WHO IS THE DESIGN WORKSHOPS RESULTING IT GIVES US A AN OVERVIEW AND THEN A DISCUSSION ON THE PROCESS GOING FORWARD FOR A REVIEW WORKSHOP AND ULTIMATELY SUBMISSION AND APPROVAL BY THE COUNTY GLEN.

THANK YOU. >> I'M GOING TO SHARE TO MY SCREEN.

HOPEFULLY IT'LL IT'LL WORK. BELOW FROM WHAT? HERE WE GO.

YOU SEE MY SCRIPT NOW AND SEE THE WEB SITE THAT SAYS PROJECT BACKGROUND ON IT.

YES. OK. THIS IS THE WEBSITE THAT WE HAVE BEEN USING THROUGHOUT THE PROCESS. IT'S THE PLACE WHERE THE COMMUNITY HAS COME TO OFFER THEIR COMMENTS TO TAKE THE SURVEY AND TO PARTICIPATE WITH US THROUGH THIS RATHER INTERESTING TIME. THIS LAST YEAR, BELIEVE IT OR NOT, IT'S REALLY EFFECTIVELY ONLY WELL IT'S JUST BEEN A LITTLE BIT OVER A YEAR SINCE WE'VE GOTTEN STARTED ON THIS. AND I THINK ROB TURNED US LOOSE JUST AFTER THE NEW YEAR WE WERE ABLE TO GET ONE COMMUNITY MEETING DONE IN BEFORE COVE . IT REALLY HIT AND THE REST OF THE TIME WE'VE BEEN DOING THINGS VIRTUALLY AND I'VE LEARNED QUITE A BIT ABOUT CONDUCTING VIRTUAL COMMUNITY ENGAGEMENT WITHIN THAT TIME AS WELL.

>> WE WERE ASKED TO DO THE THREE CREDIT PLAN AND THEN COMPLETED THAT PLAN AND SHARED THAT WITH YOU ALL. A COUPLE A FEW WEEKS AGO IF YOU RECALL.

SO WE HAD TWO EFFORTS GOING ON AND AND BOTH OF THEM I BELIEVE TO WORK TOGETHER TO REALLY ACCOMMODATE EXPRESS AND AND SORT OF LAY OUT THE VISION THAT THE COMMUNITY HAS TALKED ABOUT WITHIN THIS PROCESS OR FOR THE COMPREHENSIVE PLAN FOR 2014. SO WHAT WE DID WITH THE COMPREHENSIVE PLAN WE SET OUT WITH WITH THE PLANNING DEPARTMENT TO THINK A LITTLE BIT DIFFERENTLY ABOUT THE STRUCTURE OF THE PLAN. MANY TIMES NO COMPREHENSIVE PLAN SPEND A LONG TIME TALKING ABOUT THE EXISTING CONDITIONS WHICH IS IMPORTANT BUT IT'S HARD TO FIND THE YOU KNOW, THE INFORMATION THAT WILL KEEP YOU MOTIVATED TO KEEP READING IT.

AND SO WE NEED TO ORGANIZE THE DOCUMENT IN INTO THREE PIECES. IF YOU THINK ABOUT IT, THE

[00:10:06]

GREEN PLAN IS KIND OF A FOURTH PIECE BUT WE'VE GOT THE DOCUMENT ITSELF, THE 20 40 COMPREHENSIVE PLAN ITSELF WHICH CAN BE ACCESS TO THIS LINK WHICH INCLUDES THE VISION.

IT INCLUDES A DESCRIPTION OF THE COMMUNITY PROCESS. IT INCLUDES THE DELINEATION OF SEVERAL THEMES THAT ARE ARE ABLE TO CAPTURE CAPTURE THINGS A LITTLE BIT MORE SYNERGISTICALLY THEM THEN THEN PUTTING A PLAN TOGETHER IN TERMS OF THE REQUIRED ELEMENTS ALTHOUGH THE REQUIRED ELEMENTS ARE ACCOMMODATED AND IT ALSO IS ORGANIZE AROUND THREE OVERRIDING CONCEPTS WHICH IS RESILIENCE EQUITY AND UNIQUE TO PLACE.

AND SO I'M. WELL LET ME JUST GIVE YOU THE OVERVIEW OF EACH DOCUMENT FIRST AND THEN I'LL THEN I CAN THUMB THROUGH EACH ONE AND SHOW YOU WHAT WHAT IT'S ALL ABOUT.

THE NEXT DOCUMENT IS WHAT WE CALL THE ACTION PLAN PLAYBOOK AND IT TAKES AND ORGANIZES THE PRIORITY ACTIONS THAT HAVE COME OUT OF THE COMPREHENSIVE PLAN PROCESS.

IT'S THOSE THINGS THAT ARE GOING TO BE COMMITTED TO GETTING DONE OVER THE NEXT 10 20 YEARS AND PUTS THEM INTO A A MATRIX SO THAT ACCOUNTABILITY IS CREATED SO THAT A NAME GETS OR DEPARTMENT GETS PUT NEXT TO THAT TASK AND THERE IS SOME DESCRIPTION OF WHEN A TASK NEEDS TO BE ACCOMPLISHED BY ADDING A CHECK OFF IN TERMS OF WHETHER OR NOT IT'S ACTUALLY BEEN ACCOMPLISHED. SO A LITTLE BIT MORE CLARITY BROUGHT TO THE ACTION AND IMPLEMENTATION COMPONENT WITHIN THIS PLAN. THEN MAYBE THE PREVIOUS PLAN AND THEN THE FINAL DOCUMENT IS WHAT WE CALL THE ATLAS AND ONE OF THE THINGS THAT WE WE UNDERSTOOD REALLY GOING INTO THIS THING IS THAT MANY TIMES PLANNING DOCUMENTS OVER AND OVER AND OVER AGAIN SAY BASICALLY THE SAME THINGS FOR MANY, MANY PAGES AND THAT INCLUDES ALL THAT EXISTING CONDITIONS INFORMATION. AND SO THE IDEAL WAS CAN WE CREATE AN ATLAS THAT IS UPDATE ABLE? THAT'S A LIVING DOCUMENT.

BUT HAS THOSE DATA ORIENTED THINGS HAS THOSE STATISTICAL ORIENTED THINGS IN IT.

SO THAT IT CAN BE UPDATED. IT CAN BE USED FOR OTHER PLANNING EFFORTS THAT OTHER PLANNING EFFORTS CAN REFER TO IT RATHER THAN DUPLICATING THAT INFORMATION OVER AND OVER AND OVER AGAIN EVERY TIME A NEW EFFORT GETS STARTED. SO THAT WAS KIND OF A STRUCTURAL CHANGE IDEA FOR HOW THE COUNTY MIGHT CONSIDER KNOW CREATING EFFICIENCIES WITHIN FUTURE PROCESSES. SO WITH THAT I'M GOING TO OPEN UP THE COMP PLAN AND SHARE THE SHARE A LITTLE BIT WITH YOU. IT'S LET ME GO BACK TO SINGLE VIEW WE WAY.

>> I GOT IT. I GOT IT. I GOT IT.

WE'RE REALLY I DON'T KNOW IF ANY OF IT. WHAT DO YOU SEE IT? BUT AS TO, YOU KNOW, A FAIRLY TYPICAL STRUCTURE WE'VE GOT ACKNOWLEDGEMENTS AT THE BEGINNING. WE'VE GOT A TABLE OF CONTENT THAT TALK ABOUT THE DIFFERENT THEMES THAT WE HAVE BUILT THE PLAN AROUND. WE DO AN INTRODUCTION WHERE WE TALK ABOUT THE IMPORTANCE OF THIS PLAN FOR THE COUNTY AND WE DISCUSS THOSE ISSUES OF RESILIENCE EQUITY IN PLACE. WE'VE REALLY LEARNED FROM THE COMMUNITY.

AND YOU KNOW, THE REALITY IS THERE THAT THE TIME IS NOW TO THINK ABOUT IT RESILIENCE FROM MAJOR STORM EVENTS, ECONOMIC RESILIENCE RELATED TO BEING A BROADENING THE ECONOMY AND MAKING IT MORE SUSTAINABLE AND MULTIGENERATIONAL. THINKING ABOUT INFRASTRUCTURE AND THEN THINKING ABOUT THAT HARMONY BETWEEN THE BUILT IN NATURAL ENVIRONMENT AND SECURING WITHIN THE PLAN THE MECHANISMS THAT CAN HELP LEAD TO THAT.

SO WE SPEND SOME TIME TALKING ABOUT THAT. THE INTRODUCTION INCLUDES WHAT THE REQUIRED ELEMENTS ARE, WHAT THE GOALS OF THE PLAN ARE, HOW TO USE THE DOCUMENT AND HOW IT LINKS TO OTHER DOCUMENTS THAT ARE PART OF THIS PACKAGE AS WELL AS OTHER DOCUMENTS THAT RELATE TO IT SUCH AS LONG RANGE TRANSPORTATION PLANS AND PARK AND REC PLANS AND THOSE SORTS OF THINGS. SO WE REALLY WANT TO EXPRESS INTO RELATEDNESS OF THESE DOCUMENTS AND THE IMPORTANCE THAT THEY ALL FLOW TOGETHER AND START TO SAY THE SAME THINGS HERE WE TOUCHED ON THIS IDEA OF RESILIENT, EQUITABLE AND UNIQUE TO PLACE AND THAT EACH OF THE CHAPTERS AS WE GET TO THEM DELINEATE STRATEGIES WITHIN THOSE THREE MAJOR

[00:15:03]

CONCEPTS WE'VE CAPTURED THE COMMUNITY ENGAGEMENT PROCESS WHICH WE FELT WAS AS ROBUST AS WE COULD MAKE IT GIVEN THE CIRCUMSTANCES WE DID. WE WERE ABLE TO HAVE A MEETING AT THE BEGINNING WITH NO MASKS AND WE HAD A MEETING AT THE END WITH MASKS BUT IN BETWEEN WE HAD QUITE A LOT OF GOOD PARTICIPATION THROUGH OUR AH VIDEO CONFERENCING, OUR VIDEO PRESENTATIONS AND I KNOW EVERYBODY THE COUNTY AND US INCLUDED WORKED REALLY HARD TO GET AS MUCH OF A BROAD OF AN INPUT AS WE POSSIBLY COULD ONTO THIS PLAN.

SO THEN THE NEXT CHAPTER GOES INTO THE DIFFERENT THEMES AND I'LL JUST WALK YOU THROUGH WHAT A TYPICAL CHAPTER LOOKS LIKE RATHER THAN GOING THROUGH ALL THE CHAPTERS.

BUT THIS ONE IS NATURAL ENVIRONMENT SO WE HAVE A STATEMENT ABOUT THAT ALMOST LIKE A MINI VISION WITHIN NATURAL ENVIRONMENT WE HAVE CORE VALUES AND THEN ULTIMATELY ONCE THIS THING GETS REVIEWED AND PUT BACK TOGETHER AGAIN WE WILL HAVE LINKS WITHIN EACH CHAPTER TO OTHER DOCUMENTS THAT ARE SENSIBLE TO ALSO CONSIDER OR ARE RELEVANT TO THE COMPREHENSIVE PLAN. EACH CHAPTER HAS A CONTEXT WHERE WE ESTABLISH YOU KNOW, BASED ON EXISTING CONDITIONS KIND OF WHAT THE LAY OF THE LAND IS WITHIN EACH OF THOSE THEMES. SO THIS CONTEXT RELATES TO NATURAL ENVIRONMENT AND THEN WE GET INTO STRATEGIES AND ACTIONS AND WE'VE WORKED REALLY HARD BACK AND FORTH WITH THE PLANNING DEPARTMENT TO YOU KNOW, LISTEN TO THE COMMUNITY PROCESS TO THINK ABOUT THOSE THINGS THAT WE'RE STILL RELEVANT FROM THE PREVIOUS PLANS AND THEN AND ALSO TO CREATE THE CRITICAL LINKS BETWEEN THIS PLAN AND SEEK THE PLANS THAT THE SEA LEVEL RISE TASK FORCE HAVE BEEN WORKING TOWARDS THE PLANS THAT THE THE FOLKS THAT WE'RE WORKING ON BY ARE WORKING TOWARDS. AND THEN LIKE I MENTIONED BEFORE YOU GO TO THE GREEN PLAN. SO EACH YOU KNOW, EACH CHAPTER, EACH THEME HAS A SET OF STRATEGIES. THIS BOXED NUMBER NEXT TO THAT STRATEGY TALKS ABOUT ITS ASSOCIATES WITH EITHER RESILIENCE OR EQUITY OR PLACE AND THEN WE'VE ARTICULATE SPECIFIC ACTIONS THAT THE COUNTY CAN COMMIT TO WITHIN EACH OF THOSE STRATEGIES AND BROKEN THOSE DOWN INTO SOME DETAIL SO THAT THAT WORK CAN ACTUALLY GET DONE.

SO THIS IS WHAT A CHAPTER LOOKS LIKE. WE GO THROUGH CULTURE IN THE SAME WAY USING A LOT OF REALLY GREAT G.I. BASE MAPS THAT WE WORKED WITH THE G.I. S DEPARTMENT ON GATHERING THE BACKGROUND INFORMATION FOR. YOU CAN SEE WE'RE SCROLLING THROUGH HERE. WE'VE GOT A SPOTLIGHT ON ST. HELENA WITH THAT THAT TALKS ABOUT THE IMPORTANCE OF THAT PLACE AND SPECIFIC STRATEGIES AND ACTIONS RELATED TO IT.

WE TALK ABOUT ECONOMY WITH STRATEGIES AND ACTIONS TO WE TALK ABOUT MOBILITY AND THE NEED FOR MULTI-MODAL THE NEED TO THINK CREATIVELY ABOUT HOW TO HANDLE GROWING TRAFFIC CONCERNS AS HOW TO EXPAND UPON THE BENEFITS OF THINGS LIKE THE SPANISH MOSS TRAIL, HOW TO PROMOTE EVEN MORE WALKABILITY AND BIKE ABILITY AS WELL AS UPGRADING AIRPORTS WE GET INTO HOUSING. I LOVE THE PICTURE OF THE HOUSE IN THE WATER THERE AND HAVE MAPPING THAT TALKS ABOUT POPULATION DENSITIES AND INCOME DISTRIBUTE AND AND POVERTY AND THOSE THINGS WE TALK ABOUT COMMUNITY FACILITIES WHICH INCLUDES PARKS AND SCHOOLS AND LIBRARIES AND THOSE THINGS AND WE'VE MAPPED OUT ACCESSIBILITY TO EXISTING FACILITIES AND HAVE ALSO MAPPED IT RELATIVE TO SOCIAL VULNERABILITY SO THAT IT HIDES CLUES AS TO WHERE NEW FACILITIES MIGHT BEST BE LOCATED TO HELP ACCOMPLISH EQUITY OR THE EQUITABLE DISTRIBUTION OF THESE FACILITIES TO ALL CITIZENS. WE DID THAT WITH HEALTH CARE M.S. POLICE ASKS RELATIVE TO POPULATION DENSITY PARKS RELATIVE TO SOCIAL VULNERABILITY PARKS RELATIVE TO DRIVING DISTANCES WE GET INTO A BUILT ENVIRONMENT AND HERE'S

WHERE IT GETS REALLY FUN. >> WE IF THOSE OF YOU THAT TRACKED ALONG WITH OUR PROCESS WE HAD A GREAT SET OF DISCUSSIONS AROUND GROWTH AND THE REALITIES OF GROWTH AND

[00:20:07]

THAT PART OF THE PLAN THAT WE CAN'T PLAN AS WELL AS THE GREEN PRINT PLAN WENT THROUGH A PROCESS TO REALLY TRY TO UNDERSTAND THE AVAILABLE LAND AND THE AVAILABLE LAND RELATIVE TO NATURAL ENVIRONMENTAL CONDITIONS AND WHAT LANDS WOULD BE MOST SUITABLE TO ACCOMMODATE THAT GROWTH. AND THAT WAS A PRETTY INTENSE EXERCISE INTO THE NATURAL SYSTEMS TO TRY TO UNDERSTAND THE AMOUNT OF LAND THAT WOULD BE CATEGORIZED SIZED AS SUITABLE. HOW MANY ACRES OR SQUARE MILES? THAT IS WHAT THAT MEANS IN TERMS OF ACCOMMODATING PROJECTED POPULATION DEMANDS AND THOSE SORTS OF THINGS.

SO WE REALLY DUG IN TO UNDERSTAND THE REALITIES OF GROWTH.

WE UNDERSTOOD THAT A LOT OF INVENTORY WAS REMAINING IN PD.

WE UNDERSTOOD THAT THAT THERE WAS LAND WITHIN RURAL AREAS THAT SUPPORT SOME POPULATION AND WE WERE ABLE THEN TO REALLY FEEL COMFORTABLE THAT THE COUNTY CAN CONTINUE TO HAVE THIS HARMONY BETWEEN THE BUILT ENVIRONMENT, THE NATURAL ENVIRONMENT AND THAT BY FOCUSING DEVELOPMENTS APPROPRIATELY WITHIN DIFFERENT ENVIRONMENTAL CONDITIONS SAY THE UPLAND LAND AREAS THAT ARE LESS CRITICAL OF OUR ENVIRONMENTAL STANDPOINT THAT THE POPULATED GROWTH CAN CAN BE ACCOMMODATED AND BE DONE SO IN A VERY ENVIRONMENTALLY FRIENDLY WAY THAT PRESERVE AND PROTECTS THOSE CRITICAL ENVIRONMENTS OVER THE LONG TERM AND KEEPS PEOPLE OUT OF HARM'S WAY FROM MAJOR FLOODING EVENTS. WE TALKED IN TERMS OF CONCENTRATED GROWTH CORRIDORS AND PLANNING VERY LONG TERM FOR MEANINGFUL TRANSIT CONNECTIONS. WE HAVE OTHER STRATEGIES JS TO TALK ABOUT GROWTH MANAGEMENT RELATED TO TRANSFER DEVELOPMENT RIGHTS RELATED TO CONSERVATION POLICIES THAT RELATE TO THE GREEN PRINT MAP EXPANDING UPON THE PLACE TYPE AND PRESERVATION AREA PROGRAM THAT ALREADY EXISTS THINKING ABOUT THE POTENTIAL USE OF MORE GROWTH BOUNDARIES POSSIBLY TO ENSURE THAT YOU PLACES THAT ARE HOPING TO NOT GET ENCROACHED UPON WITH URBAN SPRAWL DO NOT AND THAT MUNICIPALITIES PASS MAY GET MORE CONTAINED THAN WE WENT THROUGH A NICE SECTION WHERE WE DESCRIBE THE INTEGRATION WITH THE GREEN PRINT PLANS. SO WE PROVIDE A SUMMARY OF THE GREEN PRINT PLAN AND WHAT ITS PRIORITY MAP PRODUCED RELATED TO LANDS THAT WERE THE HIGHEST PRIORITY FOR PRESERVATION IN THOSE LANDS THAT WERE OF A LITTLE BIT LESSER PRIORITY SIMILAR TO THE SUITABILITY STUDY I SHOWED YOU BUT MORE FOCUSED ON SPECIFIC ENVIRONMENTS THAT WERE THAT WERE BEING MAPPED AS PART OF THE GREEN PRINT PLAN THAT LED TO WHAT WE CALL THE SHADES OF GREEN MAP AND WE SUMMARIZE THOSE CRITICAL ENVIRONMENTS INTO FOUR DIFFERENT SHADES OF GREEN. AND SO THE LIGHTEST COLOR WOULD BE THE MOST DEVELOPABLE. AND SO WE WOULD ENCOURAGE THE HIGHEST USE OF THOSE THE HIGHEST DENSITY OF THOSE THE MORE MIXING OF USES AND THERE THE MORE ACCOMMODATION OF DIVERSE HOUSING USES INTO THOSE LIGHTER AREAS AS YOU GET MORE DARK.

IT GETS A LITTLE MORE THOSE THOSE LANDS GET A LITTLE MORE SENSITIVE.

AND WE WOULD SUGGEST THAT THOSE HAVE THE HIGHEST PRIORITY FOR CONSERVATION.

THOSE TWO IN BETWEEN ARE CERTAINLY DEVELOPABLE BUT MIGHT BENEFIT FROM USING HIGHER LEVELS OF RESTRICTIONS DEPENDING UPON THE ENVIRONMENTAL CONDITIONS.

SO WE ANYWAY GO THROUGH A LITTLE BIT OF DESCRIPTION ABOUT HOW THE HOW THE SHADES OF GREEN INTERACTS WITH EXISTING ZONING, HOW THE SHADES OF GRAY INTERACTS WITH PLACE TYPES.

A BRIEF DISCUSSION OF THE ZONING THAT EXISTS WITHIN THE COUNTY FROM WORLD OR URBAN AND THEN THIS PAGE ON THE LEFT TAKES THOSE ZONES APART AND SAYS YOU KNOW BASED ON THE THE SHADE OF GREEN COLOR HERE ARE THE MOST APPROPRIATE RESPONSES WITHIN EACH ONE OF THE ZONES.

SO IT APPLIES A CONNECTION BETWEEN THE SHADES OF GREEN MAP MAPPING OF DIFFERENT ENVIRONMENTAL ZONES INTO A RESPONSE THAT CAN OCCUR WITHIN THE ZONING PLAN TO MAKE SURE THAT THERE IS, YOU KNOW, A COMPATIBILITY BETWEEN WHAT'S GETTING DEVELOPED AND THAT

[00:25:04]

UNDERLYING ENVIRONMENT WHILE STILL ALLOWING FOR ALL THE YOU KNOW, THINGS THAT THOSE ZONING THOSE TRANSACT BASED IS ALL FOR. RIGHT.

SO SO FOR INSTANCE IN SOME OF THESE THE DARKER COLORED AREAS IT REALLY TALKS ABOUT USING LOW IMPACT DEVELOPMENT PRINCIPLES AND GREEN BUILDING STANDARDS MAKE.

NUMBER THREE TALKS ABOUT USING CONSERVATION AND CLUSTER BASED DEVELOPMENT.

NUMBER FOUR IS NO DEVELOPMENT. NUMBER ONE IS DEVELOP IT FOR THE FURTHER DEVELOPMENT CODE BUT REALLY ENCOURAGE THE HIGHEST DEVELOPMENT USE AND DENSITY THAT THE MARKET AND AND FOLKS WILL ALLOW IN THERE TO TRY TO CONTINUE TO AN EFFORT TO USE LESS LAND FOR DEVELOPMENT.

SO THAT'S THE BUILT ENVIRONMENT SECTION. >> AND THEN WE THEN WE HAVE A CHAPTER THAT'S ABOUT SOME FOCAL AREAS WITHIN THE COUNTY AND STRATEGIES ABOUT INTEGRATING THINKING ABOUT MULTI-MODAL PLACE TYPE IN PARTICULARLY ALONG 270 A THINKING LONG TERM AGAIN WHERE THIS PLAN LOOKS TO 2040. HOW CAN THAT CORRIDOR EVOLVE TO BE MORE RESPONSIVE TO TRANSIT OPPORTUNITIES AS AS THE FUTURE UNFOLDS INTEGRATING PLACE TYPES ALONG THOSE CORRIDORS THINKING ABOUT HOW TRAIL NETWORKS WORK AND ALSO GETTING DOWN INTO A LITTLE HIGHER LEVEL OF DETAIL ABOUT HOW CURRENT ZONING AND CURRENT LAND USE INTERACTS WITH SOME OF THESE SHADES OF GREEN TO SHOW YOU KNOW TO THE TIP TO SORT OF PROVIDE GUIDANCE ABOUT WHAT THE APPROPRIATE DEVELOPMENT RESPONSES ARE INDEPENDENT OF WHAT THE CURRENT ZONING IS. THIS IS THE ONE 70 CODE OR STRATEGIES ABOUT INTERACTING WITH JASPER COUNTY AND HARDY VILLE ALONG THIS EDGE IN THE INTEGRATION OF PLACE TYPES BEAUFORT AND PORT ROYAL. WE ALSO DID THE PLAN FOR PORT ROYAL.

SO THAT PLAN INTERACTS WITH THIS PLAN PRETTY NICELY TO LADIES ISLAND ST. HELEN'S ISLAND. SHELDON DALE CETERA. SO THAT'S THE COMP PLAN.

EVEN EVEN EVEN SPLITTING IT INTO TWO DOCUMENTS WE MANAGED TO GET THAT ONE TO BE A HUNDRED AND THIRTY PAGES. SO ANYWAY THE. SO THAT'S THE COMP PLAN.

WE THEN I'LL JUST BRIEFLY RUN THROUGH THE IT LOOKS LIKE THAT WHEN MAY WE WOULD WE CHANGE THAT ONE NOW? LET ME GO TO THE ATLAS. WE'RE IN THE PROCESS

OF CHANGING THE ACTION PLAN. SO THEY PUT UP THERE. >> YEAH.

YOU'LL GET YOU YOU'LL HAVE A CHANCE TO DIGEST ALL OF THIS YOURSELVES BY GOING TO THE WEBSITE AND LOOKING AT IT. HERE'S THE ACTION PLAN. SO THE ACTION PLAN TALKS ABOUT THE CONSISTENCIES WITH STATES REQUIREMENTS AND IMPLEMENTATION STEPS THE LINK WITH THE PRIORITY INVESTMENT ELEMENT THAT'S REQUIRED YOU KNOW HOW TO COORDINATE WITH THE IP OR ANY STRATEGIC PLANS THAT HAPPEN OUT AT COORDINATES WITHIN THE DOCUMENT OTHER DOCUMENTS.

>> AND THEN AS I MENTIONED, WE GO AND BRING DOWN EACH OF THE ACTIONS THAT WERE PART OF THOSE THEMES. WE STILL HAVE TO FILL THIS OUT. YEAH.

WITH WITH WITH WITH YOU ALL OR WITH WITH THE COUNTY JUST TO MAKE SURE WE UNDERSTAND WHO'S THE RESPONSIBLE PARTY, WHAT WE KNOW WHEN WE THIS WORK TO BE INITIATED.

BUT THIS IS THIS PARTY IS LIVING MATRIX THAT CAN BE USED AS PLANS FOR THE YEAR ARE BEING DEVELOP AND IT CAN REFER BACK TO AS ACTIONS ARE CONSIDERED. AND THEN FINALLY I'M JUST THUMBING THROUGH THIS QUICKLY. WE WE HAVE INCLUDED THE CAPITAL IMPROVEMENT PLAN IN HERE AS WELL WHICH I GUESS THE PUBLIC WORK FOLKS HAVE WORKED SO THAT THIS I CAN TELL RIGHT NOW THAT WE WE WILL HAVE TO WORK ON THE FORMATTING OF THIS PARTICULAR PAGE.

BUT THIS HAS ALL THE PROJECTS THAT ARE PLANNED FOR TO 2030 THROUGH THAT THROUGH THE COUNTY SO THAT THAT ALL THAT INFORMATION IS HERE AS WELL. AND THEN IF I CAN IF I CAN GET TO THE AT 0. IT LOOKS LIKE WE HAVE A BUDGET ALREADY HERE.

SO IT LOOKS LIKE THE THE ATLAS IS NOT UP HERE AND I'M SORRY FOR THAT BECAUSE IT'S A BEAUTIFUL DOCUMENT THAT HAS ALL OF THE BACKGROUND INFORMATION RELATED TO HOUSING AND

[00:30:03]

ENVIRONMENT AND CULTURE AND HISTORY AND ALL THOSE PIECES AND I WILL WORK TO GET THAT UP AND THESE LINKS ACTUALLY I CAN PROBABLY LET GET HERE IT IS. LET ME JUST GO I'LL GIVE IT TO YOU FROM MY COMPUTER. HOW ABOUT THAT? LET ME SEE.

I'VE GOT TO SHARE. HANG ON. HERE WE GO.

ALL RIGHT. HERE'S THE ATLAS AND I GUESS I'LL JUST THUMB THROUGH THIS AS WELL. BEAUTIFULLY FORMATTED DOCUMENT INTRODUCTION ABOUT WHAT ITS PURPOSE IS. IT GOES INTO A CHAPTER ABOUT THE DEMOGRAPHICS PEOPLE WOULD CALL IT PEOPLE. THAT'S A LITTLE BIT ABOUT GROWTH POPULATION SNAPSHOT WHERE PEOPLE ARE LIVING. YOU KNOW HOW THE DEMOGRAPHIC MAP SPATIALLY SOCIAL VULNERABILITY GOES IN THE NATURAL RESOURCES. A LOT OF THIS INFORMATION IS YOU KNOW, MIRRORS A GREEN PRINT PLAN IN THIS NATURAL RESOURCES SECTIONS TALKS ABOUT CHALLENGES

,MAPS THESE THINGS. >> WE REALLY WANTED TO BRING A LOT OF MAPPING INTO THIS DOCUMENT BECAUSE YOU KNOW, A LOT OF THIS IS SPATIAL, RIGHT? IT'S NOT JUST CONCEPTS AND SO WE WANTED TO MAKE SURE THAT PEOPLE ARE UNDERSTANDING WHERE SOME OF THESE THINGS HIT THE

GROUND CULTURAL RESOURCES, HISTORY. >> SO THIS WILL BE FUN TO TAKE A LOOK AT TOO. IT'S REALLY WELL AGAIN WHAT WE'RE HOPING TO DO WITH THIS DOCUMENT IT HAVE SOMETHING THAT IS USEFUL BEYOND THE COMPREHENSIVE PLAN THAT IT IT CAN SUPPORT OTHER PLANNING EFFORTS AND NOT HAVE TO BE REDONE EACH TIME.

SO WE TALK ABOUT, YOU KNOW, THE BUILT FORUMS THAT EXIST OUT THERE EXISTING LAND USE DEVELOPMENT PATTERNS, ZONING OK, HOUSING, TRANSPORTATION, PUBLIC FACILITIES, SCHOOLS, LIBRARIES, RECYCLING EMERGENCY SERVICES, OK. SO THAT'S THAT'S THE OUTLET.

SO YEAH AGAIN WE HAVE WE HAVE THIS THREE THREE DOCUMENT STRUCTURE AND AND WE FEEL VERY GOOD ABOUT NOT ONLY ITS ITS TECHNICAL YOU KNOW TECHNICALLY DOING WHAT A COMPREHENSIVE PLAN IS SUPPOSED TO BE DOING IN THE STATE OF SOUTH CAROLINA WE THINK IT'S AN ATTRACTIVE DOCUMENT THAT'LL BE THAT PEOPLE WILL ENJOY READING AND LOOKING AT AND WE THINK WE'VE BROUGHT SOME A LITTLE BIT OF INNOVATION IN THE ORGANIZATION HERE SO THAT THESE THINK THESE THREE DOCUMENTS CAN WORK TOGETHER AS ONE PIECE OR THEY CAN BE INDIVIDUALLY LOOKED AT DEPENDING UPON WHAT YOUR PARTICULAR USE OF ONE OF THOSE IS.

AND THEN THE LAST THING I'D LIKE TO MENTION IS THAT WE'RE STILL WORKING ON THIS BUT YOU KNOW THE QUESTION ABOUT HOW DO THESE DOCUMENTS LIVE AND WE WE THINK THAT THEY LIVE ON A WEB SITE LIKE THIS BUT THAT THERE'S OTHER DOCUMENTS THAT ALSO CAN LIVE ON THAT WEB SITE THAT ARE RELEVANT TO THE COMPREHENSIVE PLAN SUCH AS THE SEA LEVEL RISE PLAN SUCH AS THE GREEN PRINT PLAN, SUCH AS A LONG RANGE TRANSPORTATION PLAN, HOUSING STUDIES PARKS MASTER PLAN.

RIGHT. AND SO IF YOU HAD A PLACE WHERE YOU COULD GO WHERE THERE WAS TILED COVERS OF EACH ONE OF THESE PLANS, IT COULD BE REALLY HELPFUL TO SHOW HOW EACH OF THESE THINGS ARE INTEGRATED WITH EACH OTHER AND HOW THEY SUPPORT EACH OTHER AND HAVE KIND OF A ONE STOP SHOP OR GO IN AND GET EVERYTHING YOU NEED TO KNOW ABOUT BEFORE COUNTY SO . SO WITH THAT I CAN I CAN TAKE SOME COMMENTS OR TAKE SOME QUESTIONS IF YOU'D LIKE. YEAH. FLATOW RIGHT.

[00:35:03]

BUT I DON'T KNOW WHICH KIND OF HELP. HELLO? YEAH. GLENN THIS IS THIS IS ED PAPPAS.

YEP. I'M SURE THERE'S A LOT OF THINGS WANDERING AROUND IN PEOPLE'S MIND RIGHT NOW ABOUT THIS DOCUMENT WHICH LOOKS TO BE PRETTY EXTENSIVE.

MY GUESS IS OVER 300 PAGES A LOT TO DIGEST BRINGS UP THE QUESTION WHAT IS THE WORD PLAN OR WHAT IS THE PROCESS BY WHICH WE WILL GET TO A FINAL APPROVAL AND SUBMISSION OF THIS PLAN? I'M SURE YOU'VE HAD SOME DISCUSSIONS WITH THE PLANE DEPARTMENT AND PERHAPS THOUGHT OUT AN INITIAL PROPOSAL. SO IF YOU'VE GOT THAT IN MIND EITHER YOURSELF OR INTO A ROD, MAYBE YOU CAN JUST KIND OF LAY OUT FOR THE PROCESS BY WHICH IT WILL BE REVIEWED BY ALL THOSE NEED TO REVIEW IT WITHIN COUNTY GOVERNMENT AS WELL AS THE BOARD'S COMMISSIONS AND PUBLIC IMPORTANTLY. ROB'S GOING TO HELP ME ON THIS. AS SOON AS I HAVE THAT ONE LINK FIXED IT WILL BE PUBLIC. IT'S ALREADY PUBLIC THAT YOU KNOW THE OTHER TWO ARE ALREADY PUBLIC SO PEOPLE CAN START LOOKING AT THAT. YOU KNOW, AS I UNDERSTAND IT, THERE IS A PERIOD OF TIME FOR THIS REVIEW AND AND YOU KNOW, WE CAN'T KEEP THAT OPEN ENDED.

I THINK IT'S LIKE 30 IS AND SO THAT WE THAT ROB AND HIS TEAM CAN GATHER THE COMMENTS, CAN ORGANIZE THE COMMENTS THAT NEED NEED TO BE ADDRESSED AND DELIVER THOSE TO US SO THAT WE CAN MAKE THOSE REVISIONS SO THAT THE PLAN IS THEN READY FOR DELIVERY TO COUNCIL.

SO I ASSUME THAT THAT THAT THE DELIVERY AFTER THE COMMENTS OR MUDDLE THROUGH BY BOARD MEMBERS BY ANY OF THE PUBLIC WANTS THE INPUT. THERE'LL BE A A SUBSEQUENT REVIEW AND APPROVAL BY THE PLANNING COMMISSION THEN ON TO THE NATURAL RESOURCES COMMITTEE, THEN TO COUNTY COUNCIL. IS THAT THE PROCESS? ROB? YES, ABSOLUTELY. SO NOW WE CAN ADD TO THAT.

I HAVE I THINK FOR PRACTICAL PURPOSES KIND OF WE'D LIKE TO USE A IT'S PROBABLY TOO SOON TO CONSIDER ACTION BY THE PLANNING COMMISSION AT THE MAY MEETING BECAUSE WE'RE GOING TO NEED TIME TO REVIEW THE DOCUMENT, GET OUR COMMENTS TOGETHER IN ADDITION TO GATHERING ALL THE PUBLIC COMMENTS THAT WE RECEIVE . BUT THAT WOULD BE GOOD TO TARGET THE JUNE PLANNING COMMISSION MEETING. SO WITH THAT TIME FRAME KIND OF FINISHING THE HEAVY LIFTING IN OUR REVIEW WITHIN THE NEXT MONTHS AND THEN USING THE REMAINING TIME OF COORDINATING ALL THE COMMENTS AND GETTING THEM TO DESIGN WORKSHOPS SO THEY HAVE TIME TO MAKE THE CHANGES THIS KIND OF IMPRESSION TO THE TIMELINE MOVING FORWARD LOOKING LIKE. OKAY. SO THE PERIOD OF REMAINING IN APRIL INTO MAY WE'LL BE FOR HOLDING ONE OR MORE WORKSHOPS THAT WILL AS A GROUP WE CAN REVIEW THE DOCUMENTS EITHER MOST LIKELY ONLINE AND I WOULD IMAGINE NOT ALL IN ONE CHUNK BUT IN SEGMENTS. WHAT'S YOUR LATEST THINKING REGARDING THAT? I THINK WHAT THE PLANNING COMMISSION IS MOST COMFORTABLE WITH YOU KNOW IF WE WANTED TO HAVE A SERIOUS OF WHAT SAY TO OUR AFTERNOON MEETINGS EVERY WEEK TO GO OVER THE PLAN AND DIVIDE UP IS AS WE SEE MOST LOGICAL WAY TO DIVIDE OUR VIEW THAT MAY WORK OR IF IT IS THE WISH YOU KNOW TO MAYBE HAVE A FEWER NUMBER OF LONGER SESSIONS .

BUT I DEFINITELY WANT TO GIVE THE PLANNING COMMISSION MEMBERS ENOUGH TIME TO REVIEW IT AND THEN TO REALLY SIT DOWN WITH STAFF AND KIND OF GO OVER QUESTIONS AND COMMENTS SO WE CAN START GATHERING WHETHER WE ONE WAY THE RIGHT WAY WITH THESE WITH THESE PUBLIC MEETINGS AND THAT THE PUBLIC WOULD ALSO PARTICIPATE DURING THIS OR WOULD THERE BE SEPARATE MEETINGS HELD FOR THE PUBLIC IN LATE EITHER AFTERNOON, EARLY EVENING HOURS FOR THE WORKING

PUBLIC? >> I DIDN'T ANTICIPATE HAVING SEPARATE PUBLIC MEETINGS.

>> WE WERE GOING TO HANDLE PUBLIC INPUT BASED ON PUTTING OUT A PRESS RELEASE AND AN OFFERING THE ABILITY FOR THE PUBLIC TO COMMENT AND KEEP THAT THAT OPEN AS FAR AS THEM DEALING WITH STAFF AND LETTING US KNOW THEIR COMMENTS. SO ACTING WORKSHOPS THAT YOU'RE

[00:40:03]

TALKING ABOUT THESE WOULD BE FOR THE PLANNING COMMISSION PRIMARILY AND COMMISSION MEMBERS WOULD THERE BE A OF DEAL THEY'LL NEED TO BE PUBLIC MEETINGS BECAUSE IF YOU HAVE A QUORUM. RIGHT. BUT THE IDEA IS THAT IT'S PRIMARILY THE PLANNING COMMISSION ROLLING UP HIS SLEEVES AND GOING TO THE DOCUMENT. OK. I'D LIKE TO GET SOME INPUT FROM THE COMMISSION MEMBERS AS TO WHAT YOUR THOUGHTS ARE ON HOW MANY OF THESE MEETINGS WE WOULD TOLERATE. AND WITHOUT LOOKING AT THE DOCUMENTS, HARD TO TELL.

I JUST CAN SEE THIS A LENGTHY DOCUMENTS GOT A LOT OF PARTS AND IT'S NOT GOING TO BE EASY TO UNDERSTAND THE FIRST OR SECOND TIME THROUGH. HOPEFULLY WE'LL CATCH ON QUICKLY BUT WHAT'S YOUR SENSE ANYBODY WOULD LIKE TO OFFER INPUT ON THE SENSE OF OF MEETINGS, THE LENGTH AND NUMBER DEFTLY CAN YOU HEAR ME? AM I IN THE GAME HERE? YES, I HEAR YOU. OH, GREAT. SO AND THANK YOU, ROB AND THANK YOU. GLENN, I THINK IT'S VERY IMPORTANT TO SEGMENT THE SEGMENT OR BREAK UP THIS MATERIAL BECAUSE EVEN IF I AM AN INTERESTED PARTY OR TO SEE A 300 PAGE DOCUMENT WOULD PROBABLY WOULDN'T DOWNLOAD ONTO MY COMPUTER.

IT HAS TO BE SEGMENTED. WE HAVE TO HAVE FIVE PUBLIC MEETINGS LIKE AND I DO BELIEVE THAT'S IMPORTANT. AND I ALSO THINK THAT MAYBE IT'S INCUMBENT UPON PLANNING STAFF TO PRODUCE SOME DRAFTS THAT GO TO ONE DRAFT DOCUMENT EACH OF THE PUBLIC LIBRARIES.

SO IT'S NOT ONE PRESS RELEASE. IT'S SAYING THIS IS A VERY IMPORTANT THING AND IT MIGHT BE FIVE. PRESS RELEASE REMEMBER THIS IS WHAT WE'RE DOING.

REMEMBER IS THE PUBLIC WAITING? SO ED, IN SHORT I THINK IT'S A HUGE DOCUMENT.

I THINK IT'S A VERY IMPORTANT DOCUMENT. I MYSELF HAVE QUESTIONS ABOUT IT. I WOULD LIKE TO SEE THE MOST PUBLIC INPUT POSSIBLE.

OF COURSE YOU CAN PUT A BOOKEND ON THAT SIX WEEKS WHATEVER YOU WANT, ROB.

AND IN BERLIN. BUT I DO. I WOULD ADVOCATE FOR A MORE PUBLIC EDUCATION AND PUBLIC OPPORTUNITY RATHER THAN LESS THAN MOST CERTAINLY AGREE WITH

THAT OTHER POINT. >> THIS IS WHERE I DO SEE I WOULD REALLY LIKE A HARD COPY OF THE DOCUMENTS SO I CAN GO THROUGH AND MAKE MY NOTES. SO ON THAT HARD COPY READ THAT HAVING THE POINT THREE HUNDRED PAGES ON MY IN-HOME POINT TO WRITE A BRIEF PRINCIPAL THAT YOU JUST YOU KNOW IN CASE ANYBODY DIDN'T UNDERSTAND THAT IT IS PRINCIPLE FROM THE WEB SITE I KNOW BUT THAT'S 300 PAGES WE HAVE TO POINT WELL HOW YOU WANT TO READ HUNDREDS PAGES. AND THAT'S SOMETHING THAT I'D LIKE TO YOU KNOW, GATHER FROM THIS MEETING IS HOW MANY OF YOU WOULD WOULD RATHER WORK FROM A HARD COPY.

AND THEN WE CAN GO AHEAD AND PRINT THOSE IN OUR OFFICE AND FIND A WAY TO DISTRIBUTE THEM TO YOU ALL. YOU KNOW, WE CERTAINLY WANT TO MAKE THIS AS EASY ON AS POSSIBLE. WHAT'S YOUR MOST COMFORTABLE WITH USING TO ADD A I CAN'T SEE EVERYBODY. I CAN'T SEE ANY OF EVERYBODY ON THE SCREEN.

BUT WHY DON'T YOU JUST VOICE IF YOU'RE INTERESTED IN GETTING A PRINTED COPY? YEAH. CECIL. YEAH.

I DEFINITELY WOULD LIKE ONE TO READ OFF ALSO WITH LAURA. WE'VE GOT YOU FOR I WAS LIKE ONE THAT'S FIVE AND GO AND CONSIDER MOST FAVORABLE AND IT'S NOT HERE NOW.

>> I'D LIKE YOU TO PLEASE AT CHECHESSEE. I HAVE A FEELING THAT IT'S UNANIMOUS. I THINK I FEEL GOOD. YEAH, I THINK THAT PRINTING A COPY FOR ALL THE COMMISSIONERS WOULD BE APPROPRIATE. THAT WOULD BE NINE COPIES.

>> BUT ED, LET ME JUST AGAIN REITERATE I REALLY THINK IT'S IMPORTANT WHAT THE PRESS COMING FROM THE COUNTY OUGHT TO BE THAT THESE COPIES ARE GOING OUT.

SO THAT SOMEBODY DOESN'T NEED TO CALL ME IN MY ST. HELENA NEIGHBORHOOD.

CAN I BORROW A COPY? NO, A DRAFT LABELED DRAFT IS ST. HELENA LIBRARY.

I MEAN I THINK THESE DRAFTS ARE IN PAPER COPY ARE VERY GOOD FOR US.

BUT I THINK INCUMBENT UPON US TO INSIST THAT DON'T NO FIVE MAKING UP A NUMBER HERE BE AVAILABLE FOR REVIEW AT COUNTY LIBRARY THRIVED. IS THAT DOABLE? I WOULD SUGGEST WE TRY TO HONOR THAT IF WE CAN. YES.

AND THERE ARE FIVE LIBRARIES. SO THAT'S A GOOD NUMBER. NOW OTHER THERE COULD ALSO BE

[00:45:03]

ONLINE FOR HAVING THE FIVE PRINTED CUT I PRINTED COPIES WOULD BE AVAILABLE.

I LIKE TO LIKE THE SUGGESTION OF OTHER OTHER COMMENTS. THIS IS RANDOLPH.

I RAN OFF. I'VE GOT IT. >> IT'S NOT JUST ON THAT BECAUSE I BELIEVE EVERYTHING SINCERELY AND SAID AND WHAT WE AGREED TO.

I THINK THAT LIBRARY IS GREAT. THANK YOU KNOW I JUST HAVE SOME SOME COMMENTS.

I'M NOT SOMEONE WHO QUESTIONS IF YOU'RE THERE WITH ME. FIRST OF ALL, MR. WALTER'S GREAT DOCUMENT. I THINK IT'S A WHOLE LIFE. I SINCERELY FELT THAT IT'S A PLAN LIKE YOU INTENDED IT TO BE . IT DOESN'T NEED TO START OVER IN THE NEXT 10 OR 20 YEARS. IT CAN BE AMENDED AND ADJUSTED AND BUILT FROM.

AND I LOOK FORWARD TO CHECKING THINGS LIKE YOUR ECONOMY AND TRAFFIC AND ANY PUBLIC SPACES ET CETERA, ET CETERA ON AND ON . YOU LAY IT ALL OUT THERE.

A COUPLE OTHER THINGS. UM, MOST EVERYONE MUNICIPALITY IN THE COUNTY HAS THEIR OWN COMPREHENSIVE PLAN. I'M LOOKING AT ONE NOW AND IN BLUFFTON.

AND I'M WONDERING IF THERE IF THERE WAS SOME CHANGE BETWEEN THE MUNICIPALITIES AND THE COUNTY PLAN SO THAT WE DOUBLE CROSS I THINK YOU KNOW WHAT I'M TRYING TO SAY HERE.

BUT SO THAT THEY ALL AND GET BETTER BECAUSE OF WHAT'S GOING ON IN OTHER AREAS BESIDES JUST THE COUNTY PROPER. SO THAT'S A COMMONALITY THAT I HAVE IF ONLY OTHER COUNTIES COULD FIND THE FUNDS TO DO THE SAME THING. I WOULD LOVE TO SEE THIS COUNTY SURROUNDING US HAVING THE SAME KIND OF FORMAT PLAN. I LOVE THE THREE COMPREHENSIVE PLAN ACTION PLAN AND THE ATLAS BECAUSE WHEN SOMEONE SEES OR HEARS A COMPREHENSIVE PLAN.

WHAT'S THAT? OH A BUNCH OF WORDS OR WHAT DOES IT REALLY DO THAT I DO.

IF YOU HAVE YOU HAVE BROUGHT THIS TO LIFE AND PARDON ME FOR BEING A LITTLE BIT LONGER HERE.

IT'S QUITE ALL RIGHT. YOU GET ANOTHER SHOT AT BEFORE IT'S WE REALLY GET A PAT ON THE BACK. SO I APPRECIATE IT. WELL.

IT'S GREAT WORK AND HOME CARE. WHAT STATE OF WEAPONS POLICY? I WAS WONDERING WHY YOU SINGLED OUT ST. HELENA. WELL, THERE'S SOME OF THE OTHER PLACES I'M JUST GETTING TO PASSKEY AND AND WHAT HAVE YOU. THE LADIES I'LL LET YOU THEY CAN BE ALSO SINGLED OUT FOR WHAT PURPOSE YOU SINGLED OUT ST. HELENA. THAT'S EVER SINCE A COMMENT IS SO VERY COMPREHENSIVE AND I LOVED IT. YOU BROKE IT DOWN AND YOU'RE MAKING IT USER FRIENDLY FROM THAT STANDPOINT. OR.

WELL, WE LOOK FORWARD TO YOUR GETTING INTO IT. AND THOSE OF YOU THAT HAVE BEEN WORKING WITH THE PREVIOUS COMPREHENSIVE PLAN OR YOU KNOW, YOU WILL WILL FIND SOME FAMILIARITY SO IT WON'T BE LIKE YOUR JUST STARTING FROM SCRATCH AND GOING ON WHAT'S A COMPREHENSIVE PLAN? RIGHT. SO I HOPE THAT IT'S IT'S IT'S ALL UNDERSTANDABLE. WE'VE WITNESSED WE'VE WRITTEN AND REWRITTEN THIS THING TOGETHER WITH ROBERT AND HIS CREW SEVERAL TIMES. BUT THAT DOESN'T MEAN THAT THERE WON'T BE WORDS OR TWO IN THERE THAT WE DIDN'T GET WITH PETE THAT WE'RE PREPARED FOR THAT. BUT LIKE I SAID, WE HAVE WE FOLLOWED THE THE STATUTE ON WHAT WE COVER ROOM CONDUCTED THE COMMUNITY PROCESS AS BEST AS WE COULD GIVEN THE SITUATION THAT WE WERE DEALT. LET'S HERE YOU GOT THE PLAN. DAN REILLY AND YOU KNOW, 13 MONTHS WHICH IS WHICH IS ACTUALLY PRETTY PRETTY GOOD ESPECIALLY WHEN YOU THINK ABOUT AND WE THREW IN THE GREEN PRINT PLAN PROCESS IN THERE AS WELL. SO WE'RE PRETTY STOKED ABOUT IT. WE WHERE YOU KNOW, WE FELT GOOD TO SEND TO TELL ROB THAT WE HAVE THIS UP ON THE ON THE WEB SITE LIVE AND THAT PEOPLE CAN START TO LOOK AT HOW.

YOU ADDRESS THAT QUESTION I HAD ABOUT COORDINATION OR MAYBE WHAT'S MORE IMPORTANT FOR THAT WITH OTHER MUNICIPALITIES THAT YOU KNOW THAT MAY HELP THIS PLAN BE BETTER OR AND THERE IS WELL, ROBERT YEAH. WELL I'LL SAY ALSO THAT WE REALLY TRIED TO DO TO WORK WITH

[00:50:04]

THE MUNICIPALITIES TO THE POINT THAT ORIGINALLY OUR PLAN WAS TO DO THIS AS WELL ON CONTRACT AND UNFORTUNATELY THAT DIDN'T QUITE WORK OUT THE WAY WE WANTED TO. WE DID WORK IN CONJUNCTION WITH THE TOWN OF PORT ROYAL. SO WE HAVE KNOW A SIMILAR PLANNING PROCESS WITH THEM WITH THE SAME CONSULTANT. WE HAD A REALLY GOOD MEETING. THIS IS THIS IS JASPER COUNTY AND HARDY FILM WHERE WE TALKED ABOUT THE FUTURE OF THE 170 CORRIDOR.

SO THERE WAS DEFINITELY SOME COORDINATION WITH THE TOWN AND ONE OF THE I WOULD SAY THE MOST CRUCIAL AREAS OF THE COUNTY WHERE THERE IS THERE'S A LOT OF UNKNOWNS ABOUT THE FUTURE DEVELOPMENT AND A LOT OF CONCERN ABOUT GROWTH. AND THAT ALSO IS PART OF THIS REVIEW PROCESS WE WILL BE TARGETED. SENDING E-MAILS DIRECTLY TO THE PLANNING DIRECTORS OF EACH OF THE MUNICIPALITIES AND ASKING FOR THEIR COMMON INPUT.

SO WE'LL DEFINITELY BE INCLUDING THEM IN THIS REVIEW PROCESS AS WELL.

ALL RIGHT. I HAVE A QUESTION OF YOU. GLEN HAVING DONE THIS.

I'M SURE MANY TIMES THIS KIND OF A ROOM OF A DEVELOPMENT OF A COMPREHENSIVE PLAN I'M UNDERSTANDING THE SIZE OF THIS PLAN AND THE SEGMENTS OF THIS PLAN.

ARE THERE ANY YOU HAVE ANY SUGGESTIONS FOR THAT PIECES THAT WE CAN SEPARATE OUT AND BEGIN TO BUILD TOWARD OTHER THAN TRY TO TAKE IT ALL IN ONE CHUNK? ARE LOGICAL PROCESS FOR THIS? I THINK SO. I PERSONALLY IF IT WAS ME.

WELL, IT IS. I WOULD I WOULD START WITH THE 20 30 COMPREHENSIVE PLAN DOCUMENT THAT IS. THAT IS WHAT IS HOUSING THE VISION THAT IS WHAT IS HOUSING THE POINT OF VIEW OF THE PLAN. THAT IS WHAT IS HOUSING THE THEMES AND THE GOALS AND STRATEGY AND AN ARTICULATION OF THE ACTIONS THE ACTION PLAN PLAYBOOK IS REALLY SOMETHING THAT IS USED BY STAFF PRETTY MUCH RIGHT. IT'S IN ITS BOOKS, GOT ITS OWN LITTLE BITS AND I DON'T THAT MATT DOES. I DON'T KNOW THAT NECESSARILY YOU KNOW THAT'S PULLING STRAIGHT FROM THE COMPREHENSIVE PLAN.

SO IT PROBABLY DOESN'T NEED A LOT OF TIME PUT TO IT EXCEPT FOR WHAT ROBIN I NEED TO DO TO MAKE WHAT YOU SAW AND CLEAR AND GOOD AT. OKAY.

THAT SHOULD BE PRETTY STRAIGHTFORWARD. THAT'S JUST PULLING STATISTICAL DATA THAT'S PULLING MAPPING THAT YOU KNOW BECAUSE COMING STRAIGHT FROM G.I. THAT'S PULLING FROM STUDIES AND PLANS AND WRITING THAT HAS OCCURRED UP TO THIS POINT.

AND SO I THINK IT'S SUPER INTERESTING AND I LOVE THE WAY IT'S FORMATTED BUT I DON'T THERE'S A WHOLE LOT TO ARGUE WITH IN IT. SO I WOULD I MIGHT KEEP YOUR FOCUS ON THE COMPREHENSIVE PLAN AND WITHIN THOSE THEMES JUST TO REALLY MAKE SURE THAT THE STRATEGIES THAT ARE BEING PUT FORTH, THE ACTIONS THAT ARE BEING PUT FORTH WITHIN EACH OF THOSE THEMES, YOU KNOW, REALLY CAPTURE WHAT NEEDS TO BE DONE IN ORDER TO REALIZE THE

VISION. >> OK, SO IF WE WERE GOING TO PUT THAT CONCENTRATION INTO THE COP DOCUMENT, CAN THIS BE DONE AT ALL IN ONE TWO HOUR SESSION AND WHAT WHAT WOULD YOU THINK WOULD BE A REASONABLE APPROACH FOR OUR FOLKS ARE TAKING A FIRST LOOK AT THIS.

I MEAN I CERTAINLY COULD BECAUSE YOU KNOW, I'M NOT A WORDSMITH OR I WOULD REALLY COUNSEL YOU ALL I KNOW IT'S GONNA BE TOUGH FOR A LOT OF YOU ALL DEPENDING UPON YOUR BACKGROUND TO NOT THIS IS NOT TO WHOM? WELL, IT'S WE WOULD LOVE THE REVIEW TO BE FOCUSED ON THE CONTENT. WE WOULD LOVE THE REVIEW TO BE FOCUSED ON DOES THIS CAPTURE WHO WE ARE AND WHERE WE WANT TO GO BASED ON WHAT YOU KNOW, WHAT WE'VE HEARD AND WHAT ARE THE STRATEGIES THAT ARE ARTICULATED IN HERE APPROPRIATE FOR US? WE YOU KNOW, I'M SURE THAT YOU CAN OFFER UP WORD CHOICES THAT COULD BE BETTER.

IT'S NOT THAT WE WILL DISCARD THOSE. I MEAN WE'RE YOU WE CERTAINLY WOULD LEARN FROM THAT. BUT I THINK THAT TO REVIEW IT AS SOON AS A AS A YOU KNOW, AS A ED ED WRITING EDITOR VERSUS REVIEWING IT AS A PLANNING COMMISSIONER I THINK ARE TWO DIFFERENT THINGS AND I WOULD LOVE IT IF YOU GUYS FOCUSED ON THIS AS AS A PLANNING COMMISSIONER AND REALLY THOUGHT ABOUT ABOUT THE VISION FOR BEAUFORT COUNTY FIRST AND

[00:55:07]

FOREMOST IN YOUR REVIEW. SO FROM THAT STANDPOINT I THINK IT CAN BE YOU KNOW, THE REVIEW CAN BE RELATIVELY INTUITIVE AND RELATIVELY QUICK. BUT AGAIN, I I DEAL WITH THESE THINGS QUITE A BIT. SO YEAH, I'LL LEAVE IT HERE. ROB, I HAVE PROBLEMS TOO HERE.

OK, AND YOUR COMMENTS REGARDING THE NUMBER AND LENGTH OF THE WORKSHOP I I THINK IT REALLY COMES DOWN TO KIND OF FORWARD GLENN SAID HOW WE APPROACH IT. I'VE SAT THROUGH SESSIONS LIKE THIS WHERE WE GET BARELY THROUGH A CHAPTER AND ONE MEETING BECAUSE IT JUST TAKES A LONG TIME TO FOR EVERYONE TO KNOW RIGHT THERE. COMMENTS TODAY SOMETIMES SO GIVE YOU KNOW RANGE FROM EVERYTHING FROM WHETHER WE SHOULD HAVE OXFORD COMMAS OR YOU KNOW SOME THINGS MORE SUBSIDIES. SO I THINK, YOU KNOW, IF WE CAN KIND OF MAYBE AGREE EACH HAVE OUR COMMENTS IN ADVANCE OF MEETINGS WE COULD PROBABLY WORK THROUGH QUICKER AND KEEPING OUR COMMENTS KIND UP AT THE HIGHER LEVEL VERSUS YOU KNOW AND THEN WE COULD PROBABLY A STAFF GIVE ONE FINAL PASS IN TERMS OF TYPOS OR GRAMMAR ISSUES LIKE. AND WE'RE GOING TO WE'LL DO THAT.

>> WE'RE GONNA DO ANOTHER PASS INTERNALLY AS WELL FOR THE QM PIECE PS SO SO THAT YEAH I MEAN AGAIN WE WE IT'S NOT THAT WE DON'T WANT THAT. IT'S JUST I THINK THAT'S WHAT IT TAKES WOULD TAKE A LONG TIME FOR EACH OF YOU ALL AND THEN THAT THERE IS A TON OF WORDS IN THERE SO JUST IF POSSIBLE JUST YOU KNOW LET'S LET'S KEEP IT AT A HIGHER LEVEL.

AND THEN WHAT WE WOULD NEED IS TO YOU KNOW HAVE AN ARBITRATION IF YOU WILL, ON THOSE COMMENTS.

WE CAN'T CHASE DOWN EVERY SINGLE COMMENT WE GET OBVIOUSLY BECAUSE THAT COMMENT MIGHT CONTRADICT SOMEBODY ELSE'S COMMENT. SO IT'LL HAVE TO THEY WILL HAVE TO GO THROUGH A FUNNEL AND WE NEED TO BE GIVEN DIRECTION ON YOU KNOW, THESE ARE THE ONES THAT WE NEED TO CHANGE BECAUSE IT MAKES COMPLETE SENSE TO US WHY THESE CHANGES NEED TO BE

MADE. OK. >> AND OUR OUR DEPARTMENTS WILL ULTIMATELY BE THAT FUNNEL. I THINK AT SOME POINT THE PLANNING COMMISSION WE MAY NEED TO WORK WITH YOU ALL ON WHEN WE RECEIVE PUBLIC COMMENTS. SO WE HAVE A DIFFICULT TIME TRYING TO FIGURE OUT WHETHER WE NEED TO MAKE CHANGES OR NOT. BUT ULTIMATELY WHAT WE WOULD LIKE TO PASS ON TO DESIGN WORKSHOP IS ONE SET OF COMMENTS THAT THEY CAN FOR ONE KIND SUGGESTED ADDED SO THEY COULD TAKE AND INCORPORATE SO THAT THEY'RE NOT OVERWHELMED WITH

ALL SAID IT'S I THINK LETTER WOULD APPRECIATE THAT. >> OH GOSH YEAH.

>> THIS IS THE SCARY PART BUT YOU KNOW, AGAIN WE HAVE WE'VE CYCLED IT QUITE A BIT BETWEEN US AND IN THE PLANNING DEPARTMENT. SO SO WE'RE HOPEFUL THAT IT'S IT'S YOU KNOW, IT'S UNDERSTANDABLE ANYWAY. OUR FINGERS ARE CROSSED ON THAT

. >> WELL, WELL LET ME JUST SAY I THINK BASED ON MY REVIEW OF THE GREENPOINT PLAN AND ITS I THINK HOW AND HOW MUCH IN DEPTH IT WENT ON THE ISSUES OF RESILIENCY EQUITY IN PLACE THAT I THOUGHT WAS AN OUTSTANDING DOCUMENT AND I THOUGHT THE FIRST REVIEW OF THIS I MIRROR THE COMMENTS RANDOM THAT THIS LOOKS TO BE JUST AS AN OUTSTANDING DOCUMENT MUCH, MUCH DIFFERENT, MUCH IMPROVED OVER THE COMPREHENSIVE PLAN PAST THAT WE'VE REVIEWED. I LOOK FORWARD TO READING IT A LITTLE MORE DETAIL.

I'M LOOKING TO ADDRESS ONLY CONTENT I DON'T KNOW. I'LL LEAVE THE OXFORD DICTIONARY FOLKS TO THESE DO INTERPRET ANY NEEDS THERE BUT I WOULD I AS YOU PROBABLY CAN TELL I'M KIND OF PRESS FORWARD TO SCHEDULING THE REVIEWS THERE.

AND SO KIND OF DEADLINE THAT ROB IS SET FOR A FINAL REVIEW BY THE COMMISSION WOULD BE AT THE JUNE P.C. MEETING WHICH IS THE FIRST WEEK IN JUNE.

SO WE'VE GOT ROUGHLY SEVEN WEEKS BETWEEN NOW AND THEN TO DO OTHER REVIEWS, COMMENTS, PUBLIC SHARING, DIGESTING SO ON AND SO FORTH. I WOULD IMAGINE YOU'RE GOING TO NEED A PERIOD OF TIME TO DO YOUR REVIEW OF OUR REVIEW. AND SO WE'RE PROBABLY THE NEXT MONTH OR SO IS WHEN WE SHOULD HAVE OUR ANY SCHEDULED MEETINGS.

[01:00:01]

ROB, I'M TALKING TO YOU ON THIS FOR THE PLANNING COMMISSION TO WORK IN A WORKSHOP SESSION, THE AFTERNOON SESSIONS FINE WITH WITH ME. PREFERENCE OVER EVENING WHEN THE DAY IS LONG AND WHAT YOU HAVE YOUR FOCUS TOTALLY IN PLACE.

SO YOU KNOW, AFTERNOON SESSIONS IF YOU THINK WE CAN BITE OFF WITH IT WHAT OUR FIVE CHAPTERS ,20 PAGES, FIVE CHAPTERS, SOMETHING LIKE THAT IF YOU THINK WE CAN DIVIDE THAT IN SOME YOU WE CAN TRY TO GO FAR WE CAN GO IN THE FIRST SESSION BASED ON THAT SCHEDULE A SECOND SESSION IF NECESSARY AND OR A THIRD SESSION. BUT I DON'T WANT TO LET THIS SCHEDULE THE FIRST ONE AND SEE WHAT WE CAN WHAT WE GET TO RECOGNIZE IS THAT WE'RE GOING TO FOCUS ON THAT ON THE COMPREHENSIVE DOCUMENT. YEAH.

IN TERMS OF THE PRINTING. THIS IS JUST MY OPINION. I PROBABLY WOULD JUST PRINT THE COMPREHENSIVE PLAN PIECE AND DISTRIBUTE IT TO YOU. I'LL JUST SAY BECAUSE OTHERWISE YOU'RE GOING TO GET A J A J. NORMAL S BIT OF PAPER THERE AND YOU KNOW, LIKE I SAID I THINK THAT I THINK THE MOVE LOOKING FORWARD PART IS THE PARTS THAT I WOULD THINK ARE THE MOST CRITICAL TO GET YOUR INPUT ON NOT WHAT HAS HAPPENED IN THE PAST PARTS WHICH IS REALLY WHAT THE ATLAS IS ALL ABOUT. OK. WHEN CAN WE HAVE THOSE PRINTED COPIES FOR THE COMMISSIONERS? YOU HAVE A PARTICULAR THINKING ON THAT.

I THINK LOGISTICALLY WE'D PROBABLY BE LOOKING AT THURSDAY OR FRIDAY OKATIE UNLESS WE REALLY KNOW IT IN MY DO WE WANT TO GIVE IT UNTIL THE I'M JUST OFFERING THE DATES THE 20TH OF APRIL KNOW GIVE YOU ABOUT 10 DAYS TO HAVE THE FIRST MEETING AND BE PREPARED TO MAKE COMMENTS ON THE FIRST FIVE CHAPTERS. WOULD THAT BE A FAIR SOUNDS OKAY TO ME. HOW IS ANYBODY ELSE IN POINT OR SUGGEST SOMETHING DIFFERENT OK

TO ME. >> SECONDLY OK NOT HEARING ANY OBJECTIONS TARGET THAT WAS SET UP SOMETHING FOR THE 20TH FOR A SPECIAL WORKSHOP INVOLVING THE COMMISSIONERS AND ANY PUBLIC WILLING TO ATTEND. IN THE MEANTIME THERE WILL BE COPIES PRINTED UP BY THIS THURSDAY AND FRIDAY AND AVAILABLE AS WELL COPIES IN THE LIBRARIES AND THE PRESS RELEASE. AND CAN YOU SHARE THE LINK WITH US AT THIS POINT SO WE CAN JUST

GO ON EVEN TO. I THINK I GOT THE SEEDS AT ALL. >> SURE.

LET ME JUST LET ME JUST DO IT AGAIN. WELL I'M SITTING HERE SO YEAH THAT ONE CAME THEY WILL SEND OUT AN EMAIL TO EVERYONE ALSO. OK.

WE JUST HAVE AT THIS MEETING WHAT WHAT IS IT? WHAT IS THE WEBSITE? AND GLENN, I CAN'T DESOTO I'M SORRY IF IT'S INVASION BEAUFORT COUNTY DOT COM GIVE.

OKAY. NOW I GOTTA MAKE SURE I LIVE. THIS IS WORKING OUT.

IT'S STILL THEY APPARENTLY THEY WENT AND THEY MADE IT WORK AND NOW IT'S NOT WORKING AGAIN.

SO SQUARED AWAY AT DO YOU WANT ME TO SEND YOU A DATA LIKE THIS WHEN IT'S ONLINE? OH IF YOU REFRESH THAT WAS AGE THEY SHOULD BE WORKING. OKAY, COOL.

YEAH. YEAH, SURE WE CAN GET IT AND YOU FOR US WHO ARE JUST DYING

TO POUR INTO IT. >> LET ME LET ME JUST LITTLE PURSUIT AGAIN I'M GOING TO VERIFY THE OF THIS BOTH THE OUTLET. OKAY.

WE'RE IN GOOD SHAPE. WE ARE ALIVE. OKAY.

YEAH SURE. LOGISTICAL QUESTION HOW WOULD YOU MOST IF YOU PREFER TO

RECEIVE YOUR HARD COPIES I CAN PICK MINE UP. >> I CAN PICK MINE UP DEFINITELY. OKAY I'LL PICK ONE UP. THANK YOU.

I'LL GET MINE PICKED UP. THANK YOU. OKAY SO I'LL JUST WHEN THE COPIES ARE READY TO SEND OUT AN EMAIL TO THE PLANNING COMMISSIONERS AND JUST WE'LL MAKE SURE THAT YOU KNOW BOTH FRONT DESK IN OUR OFFICE ARE AWARE OF THE COUNTY BUILDING IS OPEN TO THE PUBLIC. SO WOLFE WILL PROVIDE DIRECTIONS ON HOW TO GET TO YOUR OFFICE. MR. CHAIRMAN, IF I MAY, I DO HAVE A COUPLE MORE COMMENTS AND QUESTIONS IF I CAN. SURE. OKAY.

[01:05:01]

DO WE CONSIDER AT THIS POINT EVEN THOUGH IT'S NOT A COMPLETE DOCUMENT? IT'S A WONDERFUL DOCUMENT. GO AHEAD AND GET A COPY TO NATURAL RESOURCES COUNCIL SO THEY CAN BEGIN THEIR REVIEW OF THE DOCUMENT AND NOT GET IT TWO MONTHS FROM NOW.

QUESTION ONE I GUESS ONE HAS ANSWERED AND THIS WAS TO MR. WATERS.

I DON'T KNOW. I DON'T KNOW IF IT'S THERE BUT TO BE IS THERE SUCH A THING OR WHERE YOU HAVE LIKE A LIST OF MAJOR CHANGES, MAJOR POINTS ,MAJOR MOTIONS FOR US TO REVIEW THAT ARE YOUR TOP 20 TOP 10 AND DIFFERENT IN THE DIFFERENT CATEGORIES? AND WHEN IT COMES TO WHAT ED SAID ABOUT THE PROCESS, A HUNDRED PERCENT FOR WHAT IT SAID AND TOO MUCH SHOULD BE ENOUGH AND ROB WORKING OUT THE PUBLIC WITH THE MORE THE MERRIER. JACKSON YEAH. I LIKE YOUR IDEA.

I LIKE YOUR THOUGHT OF THE TOP. LET'S GO LET'S TOP 10 OR 15 MUST HAVES OR MUST BE REVIEWED.

WE COULD SHOULD PAY SPECIAL ATTENTION TO I GOT NO I'M THINKING IF MY THINKING GROWN

CLOSE ME I WILL WORK WITH BARBIE ON THAT. >> I KNOW IT'S SINCE YOU GUYS AREN'T AS FAMILIAR WITH THE DOCUMENT AS WE ARE I COULD I COULD SEE WHERE THAT THAT QUESTION WOULD COME FROM AND THAT I CAN GIVE YOU A BETTER DIRECTION.

LET ME GET WITH ROBIN AND SORT OF SORT THAT OUT. I THINK IT'S WITHIN THE SEEMS TO BE HONEST AND ONCE YOU GET IT TO DOCUMENT YOU'LL SEE THE THEMES, THE FIVE THEMES.

THAT'S THAT'S WHERE THE RUBBER IS MEETING THE ROAD. IT'S WITHIN THOSE THOSE SECTIONS AND IF I MIGHT ADD, I THINK IT'S ALSO GOOD FOR THE PUBLIC.

BECAUSE THE AVERAGE PUBLIC MAY SPEND AN HOUR OR TWO HOURS THE ENTIRE DOCUMENT WHEREAS IF THEY HAD SOMEWHERE THEY CAN GO TO AND MOST IMPORTANT FOR THEM TO BE AWARE OF .

I THINK THAT THAT MIGHT BE HELPFUL. OK.

I. GO AHEAD. AS I SAY AS I THINK ABOUT THAT THEY'RE DIFFERENT DIFFERENT SEGMENTS OF THE PUBLIC. YOU IF YOU'RE TALKING ABOUT BUILDING DEVELOPMENT, CONSTRUCTION INDUSTRY MIGHT HAVE ONE PARTICULAR INTEREST IF YOU'RE TALKING ABOUT THE ENVIRONMENTAL COMMUNITY AND THE ANOTHER SET OF DIRECTED INTERESTS ETC. AND FOR THAT THEY'LL BE DIFFERENT STAKEHOLDER INTEREST GROUPS.

ANYWAY, I THINK GREAT IDEA ESCAPES SUGGESTION OTHER SUGGESTIONS AND I JUST HAD A PROBLEM WITH THAT APRIL 20 THAT I WILL NOT BE AROUND UNTIL THE END THAT WEEK.

>> SO I WOULD BE MISSING THAT APRIL 20TH MEETING. >> WELL WE KNOW THAT YOU WILL GIVE US YOUR INPUT FOR SURE. I I WILL PROBABLY SEND YOU E-MAILS.

>> DOES ANYBODY ELSE HAVE A PROBLEM WITH THAT DATE? >> I MEAN IF WE WERE PICKING A DATE AND NOBODY CAN MAKE IT THAT IT'S NOT GOOD ON THE SURFACE IS OR EVER IS.

EVERYBODY ON THIS CALL ABLE TO ATTEND THAT MEETING OR NOT. YEAH, MAKE IT HAPPEN.

DO WE GET THE INFORMATION OUT TO THE OTHER COMMISSIONERS AS WELL? YEP. ONE IS ABOUT ONE PERFORMANCE OPEN HOUSE HOW CAN I OPEN OUT PRIVATE PARTY BRAND OPENING WAS JIMMY YES. I'M GOING TO BE THE 20TH.

OK. WHO WAS TALKING ABOUT PARTIES OR WHAT? I NEVER HEARD OF OK SO I'M NOT HEARING ANYONE ELSE HAVING A PROBLEM WITH THAT DATE AT THIS POINT. SO WE'LL WE'LL GO WITH THAT. AND IF YOU KNOW IF YOU DO RUN INTO A PROBLEM, LET US KNOW. WE'LL FIGURE OUT SOMETHING ELSE.

OK. WE DO NEED A QUORUM TO DISCUSS IT IN A MEANINGFUL WAY.

SO I APPRECIATE THEM. YOU'RE ATTENTION TO THAT DATE AND AS WE NEED WE'LL SET UP A SUBSEQUENT DATE TO EVERYBODY'S MUTUAL INTEREST. DR. WOW.

NOW ONE OTHER QUICK COMMENT I'VE GOT GUYS. DOES THE COUNTY BROADCASTING STAFF HAVE THE ABILITY OR COMMISSIONERS THAT WEREN'T HERE TO SEE JUST THE PRESENTATION BECAUSE I THINK IT WAS EXCELLENT. AND IT'S WORTH SEEING IF THEY DIDN'T SEE IT. MEAN, I WOULD PUT THIS ON TV ON THE LAST YEAR OR THEY CAN HAVE A LINK WHERE THEY CAN GO AND WATCH MR. WATERS WALTER'S PRESENTATION.

>> HE MADE THE ENTIRE DOCUMENTARY WHAT IT ENTAILS. >> WELL, THAT SHOULD BE

[01:10:03]

HONORED. AND THE COUNTY WEB SITE CHANNEL THAT HE BE AND I DON'T KNOW.

I DON'T KNOW. I DON'T KNOW WHEN OR HOW QUICKLY IT'LL GET THEIR WAGES.

THE USUAL TIME FOR HE SEEMS TO GO IN THE COUNTY CHANNEL. ROB, HE USUALLY TAKES ABOUT A A DAY OR TWO. OK, GREAT. ALL RIGHT.

OK. WE STILL HAVE A PUBLIC ATTENDEE AT THIS MEETING.

I BELIEVE I CAN SEE WHETHER OR IF I SEE THAT HE'S STILL THE BLUFFTON.

TONY, WOULD YOU LIKE TO ASK ANY TO MAKE ANY COMMENTS? >> TONY TONY COSTELLO, ARE YOU STILL WITH US? WELL, I CAN'T. I DON'T HEAR ANYTHING.

>> TONY, YOUR MUTED. IF YOU COULD ON MUTE YOURSELF. THERE WE GO.

ALL RIGHT. >> YEAH, I'M FINE. WITH THIS CONVERSATION.

THANK YOU VERY MUCH FOR ALLOWING ME TO SIT IS A CITIZEN.

MY ONLY COMMENT IS THIS THAT AP THE ONLY ELEMENT HERE INVOLVED IS THE PRIORITY INVESTMENT ELEMENT. AND THAT'S MY MAIN CONCERN. THE THE THE DOCUMENT THAT I AM CONCERNED ABOUT IS THE DOCUMENT THAT DEALS WITH BENJ AND PLANTATION AND THERE IS A CONSERVATION EASEMENT THAT WE PAY TWO POINT FIVE MILLION DOLLARS FOR WITH THE IDEA THAT WE WOULD HAVE AN ENVIRONMENTAL EDUCATION SENATOR THERE. IT IS OUR PLAN.

THAT'S THE WORDS OF THE COUNTY COUNCIL. THEY'RE NOT A DREAM.

IT'S NOT A STATEMENT DESIRE. IT'S A STATEMENT OF FACT. THE COUNTY COUNCIL'S PLAN IS TO BUILD AN ENVIRONMENTAL EDUCATION CENTER. BRENDAN.

SO I DON'T WANT TO SEE THIS DOCUMENT MISS THE FACT THAT BUILDING AND PLANTATION PLANTATIONS BEEN THE RESISTANCE FOR OVER THREE HUNDRED YEARS AND IT NEEDS TO BE NOT FORGOTTEN THAT IT IS IN FACT THE COUNTY COUNCIL'S PLAN TO BUILD AN ENVIRONMENTAL EDUCATION CENTER I.E. BOTANICAL GARDEN IS A GOOD IDEA. IT'S A DREAM BUT IT'S A WORTHY DREAM THAT WE SHOULD PURSUE. AND SO IT NEEDS TO BE ADOPTED IN THE CONFERENCE A PLAN.

THANK YOU, TONY. THANK YOU. OK.

ANY OTHER CLOSING COMMENTS? THIS IS DEFINITELY I HAVE A COUPLE OF QUESTIONS.

YES. I'D LIKE TO FOLLOW UP ON WHAT RANDOLPH SAID THAT A WEDDING BEEN IN SOMEBODY'S LIFE WHICH IS A LOT OLDER SECONDS TO MAKE IT EASY FOR ME TO GET YOU TO

MEET UP WITH FEMA MAPS. >> THAT IS BEAUFORT CITY AND PORT ROYAL I THINK HAVE UPDATED THEIR FEMA MAPS. SO IN THE THREE ITEMS YOU KNOW, RESILIENCE PARTICULARLY I REALLY THINK WE NEED IT AS WE PROCEED HERE TO HAVE MORE UNDERSTANDING OF HOW THE NEW FEMA MAPS ARE IMPACTING RESUME PLANTS AND WHAT OUR RESPONSIBILITY IS AND WHAT THE COUNTIES RESPONSIBLE. SO I'D LIKE TO THROW THAT OUT THERE AND MAYBE IT'S ALSO TO MR. BRODER. I DON'T KNOW WHERE TO ROB, BUT IT HASN'T BEEN MENTIONED AND

I'D REALLY LIKE TO HAVE IT MENTIONED. >> OK.

SO THAT'S SO THAT'S FEMA. SO FOR EXAMPLE, FOLLOWING UP ON RANDOLPH IN OUR MARCH IN ITS GREEN PRINT PLAN WAS A CROSSWALK TO THE COMP PLAN. SO I'M NOT SURE WHY IT'S NOT INCLUDED IN LIKE HOW DOES IT INTERACT WITH THE FEMA MATCH SO THAT IT'S NOT FLOOD NO ETC..

SO SO THAT'S A QUESTION A OK WELL THAT IT MENTALLY WE WE KNOW WE BRIEFLY JUST WENT THROUGH THOSE DOCUMENTS ONCE YOU ONCE YOU LOOK AT THE COMPREHENSIVE PLAN YOU WILL SEE QUITE A BIT IN THERE ABOUT RESILIENCE AND ABOUT THE POSSIBLE FROM THE GREEN PRINT PLAN INTO THE COMPREHENSIVE PLAN AND FOCUS ON PRE ENTERING DEVELOPMENT OUT OF THOSE FLOOD PRONE AREAS. AND NATALIE, THAT IS ALSO A REFERENCE IN A RELATIONSHIP BETWEEN THE NETWORKS DESCRIBING IN THE CAR PLAN AND WHAT THE COUNTIES ARE ALSO DOING WITHIN

[01:15:02]

ITS CITY LEVEL RISE TASK FORCE AND AND THE OTHER POLICIES THAT ARE COMING OUT OF THAT.

SO YOU KNOW, THE FLOOD MAPPING WILL CHANGE OVER TIME. THAT'S FOR SURE.

AND AND THE COMP PLAN, THE GREEN PRINT PLAN AND THE SEA LEVEL RISE TASK FORCE PLAN YOU

KNOW, ACCOMMODATE THOSE CHANGES. >> I GUESS WHAT I'M SAYING IS THAT MAYBE I MISSED THE MEMO BUT I HAVE NOT SEEN THAT LINE OR IN THE DOCUMENT THAT YOU PROVIDED. SO FAR. SO SEE WHERE MY PLAN IS SEEN

ONCE THAT WAS READY. >> I HAVE NOT SEEN ANY INTERSEX ONE OF THE CHANGES IN WHAT FEMA HAS VERY RECENTLY IN LAST COUPLE OF WEEKS IN THE NEW FEMA DOCUMENTS ABOUT THE FLOOD LEVEL. RIGHT. I HAVEN'T SEEN THAT INTEGRATED INTO MAPS PARTICULARLY IN THE RESILIENCE SECTION OF YOUR PLAN.

MAYBE TO EDUCATE ME BUT I DON'T GOT A QUESTION WORKSHOP FOR FEMA.

MR. CHAIRMAN, IF I MAY. I'M PERSONALLY INVOLVED IN A PROJECT ON THE OCEAN.

AND AS OF MARCH 20 THIRD THE FLOODPLAIN THERE DROPPED A FOOT.

RIGHT. RIGHT. AND I THINK WHAT CICELY IS IT IS THE NEW PLAN INCORPORATE THE NEW FEMA FLOOD PLAIN WHICH WOULD CHANGE THE FLOOD MAPS AND WHAT HAVE YOU. YOU. AND TO MAKE SURE THAT YOU'RE AWARE OF WHERE AND WHEN YOU WERE IF IT'S NOT, YOU'RE WORKING ON MATCH.

THAT'S RIGHT. RANDOLPH I MEAN I THINK THAT THE KIND OF SURPRISE I SUPPOSE IS THAT THERE WERE MORE PROPERTIES THAT WERE UNDER LESS RISK.

IF YOU SEE WHAT I MEAN AND THE NEW FEMA MAPS MAKE IT A AND I THINK THAT OUGHT TO BE

REFLECTED IN THE WORK THAT WE ARE SUPPORTING GOING FORWARD. >> I WILL SAY THAT THERE IS A RECOMMENDATION THAT DEALS DIRECTLY WITH THAT ISSUE BECAUSE IT IS A CONCERN OF STAFF THAT FEWER AREAS ARE WITHIN THE FLOODPLAIN AND AS A RESULT BASE FLOOD ELEVATION IS LOWER AND WE COULD BE SEEING NEW BUILDINGS COMING INTO LOWER ELEVATION THAN THEY HAVE BEEN FOR THE LAST 40 YEARS. SO THAT IS INTEREST IN THE PLAN AND PERHAPS A RECOMMENDATION OR A WORKSHOP. YES, SUPER. THE LAST THING IS I MEAN I DON'T MEAN TO BE A SUPER OXFORD COMMA PERSON HERE ALTHOUGH I AM A WRITER.

BUT MR. WATERS, YOU'VE TALKED A LOT ABOUT THE DATE OF 2040. UNLESS I MISS HEARING YOU I THOUGHT THIS WAS A 10 YEAR PROJECT THAT WE SHOULD BE KIND OF FINISHING THIS IN 20 21 OR PROJECTING THE 20 30. AM I MISSING SOMETHING HERE BECAUSE 20 40 SEEMS LIKE A LONG TIME TO GET PEOPLE INTERESTED. TWENTY TWENTY FIVE MAYBE IS MORE COMPELLING.

AM I MISSING? ARE OUR MANDATE HERE FROM THE STATE I COULD SPEAK TO THAT REAL QUICK. WE HAVE A PLANNING HORIZON. WE'RE TRYING TO LOOK FORWARDS OVER THE NEXT 20 YEARS AND ANTICIPATE GROWTH BUT THE ACTIONS THAT ARE IN THE PLAN ARE THINGS THAT WE ARE MEANT TO BE ADDRESSED WITHIN THE NEXT 10 YEARS.

SO IT'S LOOKING FORWARD BUT WE'RE TRYING TO MAKE VERY CONCRETE RECOMMENDATION THAT WE

COULD TACKLE WITHIN THE 10 YEAR TIMEFRAME. >> BUT ROB, YOU'RE NOT COMPELLED BY STATE OR FEDERAL MANDATE TO DO IT WITHIN 10 YEARS BECAUSE I ALWAYS THOUGHT THAT'S WHY AND IF TONY IS STILL ON HE COULD SAY I THOUGHT THE WHOLE DEAL WAS THAT WE RE UP THE COMPREHENSIVE PLAN FOR THE COUNTY EVERY 10 YEARS AND THAT WAS STATE MANDATED.

I DON'T KNOW THAT THE STATE IMPELLED THAT ON COUNTIES. AM I WRONG HERE?

>> WHAT THE STATE REQUIRES IT REQUIRES EVERY FIVE YEARS THAT WE REVIEW THE PLAN EVERY 10 YEARS MAKE REVISIONS CORRECT THAT WHEN WE'RE LOOKING FORWARD WE CAN STILL LOOK FORWARD 20 YEARS AND UNDERSTATED THAT ANY PLANNING PROCESS THAT SECOND 10 YEARS IS USUALLY PRETTY FLUIDS BECAUSE A LOT OF THINGS CAN CHANGE BUT YOU'RE STILL TRYING TO TAKE A LONG VIEW.

AND THEN MAKE YOUR ACTIONS MORE WITHIN A SHORTER TIMEFRAME. SO THAT'S KIND OF YOU KNOW, WE'RE LOOKING OUT 20 YEARS. WE'RE PROPOSING ACTIONS OVER THE NEXT 10 YEARS THAT MAKE

SENSE. >> OKAY. SO IF I HAD TO WEIGH IN HERE AND I DON'T MEAN TO, YOU KNOW, FOCUS TIME BUT I THINK IT'S QUITE IMPORTANT THAT WE FOCUS ON THE 10 YEARS BECAUSE PEOPLE DO NOT WANT TO HEAR ABOUT 20 40.

[01:20:04]

THEY WANT TO HEAR ABOUT THIS IS THE PLANNING PROCESS 20 YEARS. SO I'M TALKING ABOUT LET US SAY MORE THAN A PUBLIC RELATIONS EFFORT. THIS IS WHAT I'VE BEEN INVOLVED WITH PLANNING IN BEAUFORT COUNTY. IT'S ALWAYS BEEN THIS FIVE YEAR

AND 10 YEAR REVIEW. >> MY OWN OPINION I WOULD URGE US NOT TO TALK ABOUT 20 40 WHICH I'VE HEARD THREE TIMES TONIGHT. MY OWN OPINION.

THANK YOU, CECILY. ANY ANY OTHER COMMENTS? OK.

>> I'M I'M GOING TO EXCUSE I GUESS GLEN AT THIS POINT. I I REALLY DON'T HAVE ANYTHING

[9. CHAIRMAN’S REPORT]

ELSE FOR THE AGENDA. THE ONLY THING I WOULD DRAW YOUR ATTENTION TO IS THAT THE MONTH OR SO BACK A DYNAMIC DYNAMIC MEASURES SENT OUT A A A PROPOSED PROGRAM FOR THE THE NATIONAL PLANNING CONFERENCE FOR 2012 1. AND IN THAT I LAID OUT A PROGRAM A THREE DAY PROGRAM FROM MAY 5TH THROUGH 7TH ON SEVENTY FIVE DIFFERENT WAS I COULD COUNT ON YOUR TOPICS TO BE DISCUSSED ALL AROUND PLANNING A LOT OF THE TOPICS AS I LOOK SCAN THROUGH THEM ARE RELEVANT TO SOME POINTS THAT WERE DISCUSSED IN THE COMPREHENSIVE PLAN THIS EVENING . WE'VE GOT THREE PEOPLE I KNOW THAT HAVE SIGNED UP FOR THAT THREE DAY CONFERENCE. IF YOU'RE ANY IF YOU'RE INTERESTED. DIANE HAS ALL THE INFORMATION FOR REG HOSTING.

I BELIEVE THAT THE COUNTY WAS GOING TO SUBSIDIZE COMMISSIONERS TO ATTEND THAT.

SO IF THIS IS A VIRTUAL CONFERENCE AND SO I WOULD ENCOURAGE YOU IF YOU'RE INTERESTED SITTING IN INCREASING YOUR KNOWLEDGE AND UNDERSTANDING OF BEST PRACTICES OR RECOMMENDATIONS THAT COME FROM THE NATIONAL PLANNING CONFERENCE TO ATTEND THAT SESSION. THAT BEING SAID, I I DON'T HAVE ANY OTHER THING TO OFFER THIS EVENING. ARE WHERE ANYBODY HAVE ANY OTHER COMMENTS YOU'D LIKE TO MAKE ITEMS TO BE DISCUSSED? OK, THAT
