>> I GUESS INTRODUCED MR. WARREN PARKER WHO'S GONNA GIVE US SOME INFORMATION ON THE SOUTH COAST CYBER CENTER. SO WITHOUT WARREN GO AHEAD, DIANE.
ARE YOU GOING TO PULL MY SLIDES ? DIANE MACMASTER CURRENTLY ON
[00:05:10]
ROB MAY BE ABLE TO HELP WITH THAT OR NO. DIANE HAS A SLIDE TO SHOOT A FORMAL I DON'T I DON'T KNOW DIANE FROM HER HAND HAS THE SHARING KEEP PLEASE BECAUSE ROB'S THE HOST. THEY'RE FIGURING IT OUT I BELIEVE.YEAH, WELL I WILL COME UP WITH THE SLIDES IN JUST A FEW MOMENTS.
I APOLOGIZE. >> PAUL, BY WAY OF INTRODUCTION ON MY WORK PARKER A RETIRED MARINE CORPS COLONEL HAVE DEEP ROOTS IN BEAUFORT GOING BACK A NUMBER OF YEARS AND I JUST WANT TO SAY IT'S IT'S ALWAYS A PLEASURE TO BE ABLE TO REALLY FUN.
IT'S EVERYTHING THAT'S OUT THERE. IT'S CYBER KIDS THAT BECAUSE I THINK IT'S AN INTERESTING AND NEAT OPPORTUNITY THAT WE WE'VE DEVELOPED HERE RIBAUT THE BEAUFORT BRIDGE. AND I SAY TO BEAUFORT IT GOES BEYOND JUST BEING.
I THINK WE ARE AT THE CENTER OF ART AND WE THE TECHNICAL ONE TECH BUSINESS IN BURLINGTON AND THE GROWTH IN THE AUGUSTA AREA AROUND 40 GORDON NOT ILL SUITED TO BE IN TAKE ADVANTAGE OF THE WE'RE REALLY ROBERT JUST A FEW MOMENTS. MIKE WELL ROB IS GETTING THAT SETUP JUST FOR CLARIFICATION. THERE'S NO PUBLIC COMMENT AT THIS TIME.
OK. THANK YOU KNOW WE USUALLY HAVE A SECTION ON HERE FOR MILITARY OPERATIONS EITHER FROM THE PUBLIC OR STAFF. QUESTION IS IS THE PARRIS ISLAND MIRROR STUDY KICKOFF GOING TO REPLACE THAT AGENDA ITEM AND WILL WE BE COVERING ISSUES UNDER THAT AT THIS POINT? I'LL ASSUME THAT THAT'LL BE ANYTHING WE NEED TO KNOW ABOUT MILITARY TREE OPERATIONS. CAN YOU ALL SEE THE SCREEN? YES, WE DO. OK. ARE YOU READY, MIKE? YES. PLEASE GO. OK.
BE UP. GULF COAST CYBER CENTER AS YOU CAN SEE HERE IS A COLLABORATION OF NUMEROUS SOUTH CAROLINA BEAUFORT PCL YOU DIFFERENT QUARTER THE BEAUFORT COUNTY ECONOMIC DEVELOPMENT CORPORATION AND BUSINESS AND LOCAL LEADERSHIP.
AND WE GOT TOGETHER ABOUT 16 MONTHS AGO AND BEGAN TO PUT TOGETHER IDEAS ABOUT HOW WE COULD DEVELOP A CYBER ECOSYSTEM HERE IN THE BEAUFORT REGION. THE SOUTH COAST CYBER CENTER CAME TOGETHER AS 5 0 ONE SEED THREE. AND OUR VISION IS TO ESTABLISH CENTERS OF ACADEMIC EXCELLENCE INNOVATION AND ECONOMIC GROWTH BASED ON CYBER SECURITY.
NEXT SLIDE. WELL, WE QUICKLY FOUND OUT IN THE CYBER CYBERSECURITY WORLD THAT ESTABLISHING A NATIONAL SECURITY AGENCY DHS DEPARTMENT, HOMELAND SECURITY CENTERS OF ACADEMIC EXCELLENCE OR CYBER DEFENSE EDUCATION IS REALLY YOUR FIRST STEP.
IT'S IT'S THE COIN OF THE REALM IN THE CYBER SECURITY COMMUNITY.
NSA AND DHS ESTABLISHED A PROCESS TO CERTIFY SCHOOLS AS CENTERS ACADEMIC EXCELLENCE FROM YEARS AGO IN ORDER TO PRODUCE A WORK WORSE PRIMARILY FOR THE FEDERAL GOVERNMENT.
BUT NOW IT'S EXPANDED TO CYBER COMMUNITY AS A WHOLE. WE WANT TO BUILD AN EDUCATED WORKFORCE BECAUSE AN EDUCATED WORKFORCE IS THE FIRST THING THAT EMPLOYERS LOOK FOR SO THAT WE CAN GROW THIS BUSINESS IN AN ECONOMIC ENVIRONMENT BASED ON CYBER TECHNOLOGY INTEND TO GROW
[00:10:03]
THE SOUTH COAST CYBER CENTER REALLY INTO AN ECOSYSTEM WHICH WOULD HOST UNDER AN UMBRELLA.>> THE UNIVERSITY OF SOUTH CAROLINA BEAUFORT THE TECHNICAL COLLEGE, THE DIGITAL CADRE BUSINESSES AND OTHER INSTITUTIONS FOCUSED ON CYBER TECHNOLOGY.
ANYONE HERE IS FAMILIAR WITH THE GEORGIA CYBER CENTER UP IN AUGUSTA.
IT'S A MODEL FOR WHAT WE'RE TRYING TO DO AND A GROUP OF IT TO GET UP THERE AND IT'S REALLY EXCITING WHAT THE OPPORTUNITIES ARE FOR NEXT SLIDE. ROBERT NEXT NEXT SLIDE ROBERT.
I'M VERY PROUD OF THE ADVISORY BOARD THAT WE'VE BEEN ABLE TO PUT TOGETHER.
WE'VE BEEN ABLE TO PUT TOGETHER A GROUP OF PEOPLE FROM ACADEMIA, BUSINESS, RETIRED MILITARY AND CIVIC LEADERSHIP FROM AROUND THE REGION AND THE STATE HIGHLIGHTS FOR INSTANCE, MAJOR GENERAL CHRIS BAUER OF U.S. ARMY, FORMER DEPUTY OPS AT THE NATIONAL SECURITY AGENCY. RICH GOFF, THE PRESIDENT PCL KEVIN HOMAN FROM THE BLACK CHAMBER OF COMMERCE. ALICE HOWARD FROM THE COUNTY COUNCIL.
JOHN L. CORE WHO FOUNDED FISH LABS CYBERSECURITY COMPANY THIRD UP OVER CHARLESTON.
NEXT SLIDE, BOB, WE'LL FOLLOW YOU. >> MANY OF YOU PROBABLY KNOW HERE THE DEAN OF THE CAMPUS IN BEAUFORT BIG MESS AND BERG WHO'S THE MANAGER AT LOCKHEED MARTIN OVER AT THE STATION, ONE OF THE VISIONARIES BEHIND THE SOUTH COAST CYBER CENTER AND A PERSON WHO IS AND REALLY INSTRUMENTAL IN HELPING US GET OFF THE GROUND.
STEPHEN MURRAY WHO IS OUR CHAIRMAN AND THE MAYOR OF BEAUFORT.
WE JUST JOINED JOE FIG NEWTON, IAN SCOTT, THE PRESIDENT AND CEO OF THE CHAMBER OF COMMERCE . ERIC SKIPPER VISE CHANCELLOR OVER AT AT USC USC AND STORE.
WE'RE ADDING TO THAT. DR. FRANK RODRIGUES IS GOING TO JOIN OUR BOARD HERE IN APRIL.
SO WE'RE REALLY PROUD TO HAVE FRIGHT JOIN FROM THE COUNTY SCHOOL DISTRICT.
NEXT SLIDE. WHY WHY SOUTH COAST? WHY HERE WE THINK THAT WE HAVE AN EXCEPTIONAL OPPORTUNITY THAT THE QUALITY OF LIFE AND THE GROWTH HERE IN THE BEAUFORT REGION HAS ATTRACTED PEOPLE FROM ALL OVER THE COUNTRY AND HAS GROWN OUR TALENT POOL SUCH THAT WE ARE READY TO MOVE OUT INTO INTO CYBER TECHNOLOGY. THERE'S A LONGSTANDING CULTURAL RELATIONSHIP WITH THE MILITARY AND WE THINK THAT A LOT OF THOSE THOUSAND OR SO MARINES AND SAILORS WHO WILL LEAVE IN THE MILITARY EVERY YEAR WANT TO LIVE AND WORK IN BEAUFORT AND WE WANT TO GIVE UP TO DO THAT. YOU SHOCKING BEAUFORT DANTE C.L. ALREADY HAVE HIGH QUALITY EDUCATION THAT THEY'RE DELIVERING AND THIS WILL BE THE NEXT STEP IN TERMS OF HIGH QUALITY EDUCATION. KEY AS I SAID BEFORE IS OUR LOCATION.
I THINK BETWEEN CHARLESTON AND AUGUSTA. THE NAVY INFORMATION WARFARE COMMAND ATLANTIC AND CHARLESTON TECH COMMUNITY IT'S AROUND NINE WEEK ATLANTIC THE ARMY CYBER COMMAND AND ARMY CYBER CENTER OF EXCELLENCE OF THE FORT GORDON IN AUGUSTA.
LOCKHEED MARTIN GULFSTREAM. THE SAVANNAH RIVER SITE WHICH IS BECOMING A NATIONAL LAB IN A GEORGIA CYBER BECAUSE OF CYBER CENTER OUT BEAUFORT AS A PLACE IT'S ATTRACTIVE OR THERE WERE THERE FOLKS. SO WE THINK WE'RE LOCALIZING HERE IN THE CENTER OF THAT ARC AND WE WILL BRING TRUCKS SLOTH POLLUTIONS TO THE REGION AS WE GROW AS WE GROW OUT OF THIS.
NEXT SLIDE WHAT'S THE OPPORTUNITY? THERE'S A HUGE TALENT CRUNCH OUT THERE. BACK IN DECEMBER WHEN ONCE AGAIN WALL STREET JOURNAL
[00:15:05]
HIGHLIGHTED CYBERSECURITY JOBS GO UNFILLED. YOU KNOW, RIGHT HERE IN BEAUFORT COUNTY THERE ARE CYBER SECURITY JOBS THERE ARE GOING UNFILLED.THE SKILLS GAP IS TREMENDOUS. OVER THREE THOUSAND UNFILLED CYBER JOBS IN THIS COUNTRY ALONE. THERE IS ZERO UNEMPLOYMENT IN THE FIELD IN SIGNIFICANT GROWTH THAT WE'RE NOT EVEN WE DON'T EVEN REALIZE WHAT IT MIGHT BE AT THIS POINT.
THE BUREAU OF LABOR STATISTICS IS 32 PERCENT OVER THE NEXT DECADE BUT IT MAY BE EVEN GREATER NEXT SLIDE. WHEN YOU LOOK AT BUILDS, I'M NOT GOING READ TO YOU BUT BASICALLY THE GOALS ARE THERE TO GAIN NSA DHS A CENTER OF ACADEMIC DESIGNATION BY THAT SUMMER OF 2020 2024 USCCB MTC. NEXT SLIDE ROBERT DIFFERENT DIGITAL CADRE.
WE ENVISION THEM AS OFFERING CYBER SECURITY AND CODING BOOT CAMPS BEING MENTORS FOR ENTREPRENEURS AND STARTUPS AND HELPING TO RECRUIT CYBER SECURITY FIRMS TO THE REGION AND WORKING WITH THE BEAUFORT COUNTY SCHOOL SYSTEM TO CREATE BROAD STUDENT INTEREST IN CYBER SECURITY. MUCH THE SAME WAY THE BEAUFORT COUNTY ECONOMIC DEVELOPMENT CORPORATION BUT CERTAINLY FOCUSED ON THE RECRUITMENT OF CYBER SECURITY AND CYBER DEFENSE FIRMS TO THE REGION. NEXT SLIDE WHERE ARE WE NOW? MARCH 15 AWARDED A ONE POINT THREE MILLION GRANT BY THE OFFICE OF LOCAL DEFENSE COMMUNITY COOPERATION WHICH USED TO BE THE OFFICE OF ECONOMIC ADJUSTMENT. I'LL GET THE WORD.
THE GRANT ALLOWS US TO DO HERE IN JUST A MINUTE BUT WE'VE BEEN ENDORSED BY BEAUFORT CITY COUNCIL. NO JURY ENHANCEMENT COMMITTEE BOTH USCCB AND DETAIL HAD BEGUN THE CENTER OF ACADEMIC EXCELLENCE PROCESS. IT IS A IT IS A INTENSE PROCESS FOR BOTH THOSE SCHOOLS OVER A COUPLE YEARS AND THEY'RE WELL WITHIN IT.
THEY HAVE THEIR MENTORS DESIGNATED FROM SCHOOLS THAT ARE ALREADY THERE AND WE DEVELOPED A GOOD RELATIONSHIP, FOR INSTANCE WITH THE CITADEL WHICH HAS ALLOWED US TO TAP INTO THEIR KNOWLEDGE. WE JUST DID A CYBERSECURITY TABLETOP EXERCISE WITH THE NATIONAL GUARD AND SLED AND FOLKS FROM ALL OVER NORTHERN BEAUFORT COUNTY THAT PARTICIPATED IN THE NET VERY GOOD. VERY GOOD EXERCISE.
WE DEVELOPED A LOT OF GREAT RELATIONSHIPS OVER AND OVER THE PAST 16 MONTHS AND WE'VE DEVELOPED WORKING RELATIONSHIPS WITH WITH ALL THE IMPORTANT MILITARY AND I THINK CIVILIAN CYBER SECURITY GROUPS AROUND GEORGIA AND SOUTH CAROLINA WE'RE WORKING WITH.
YOU'VE GOT A SCHOOL DISTRICT, CHARTER SCHOOLS AND ADJUSTED COUNTY SCHOOL SYSTEM TO DEVELOP EVERY SECURITY PROGRAMS IN THOSE SCHOOLS. WE'RE GAINING ENDORSEMENT OF GOVERNMENT MASTER TO LOOK TO GOVERNOR AND OUR LEGISLATIVE DELEGATION IS ALWAYS IMPORTANT GOVERNING, MACMASTER SAID. I'M 100 PERCENT BEHIND WHAT YOU GUYS ARE TRYING TO DO.
EXPLAINED ROBERT. HERE'S WHAT WE THINK OUR GRANTS GOING TO ENABLE US TO DO.
IT IS GOING TO ENABLE US TO PLAN FOR FACULTY CURRICULUM AND THE INFRASTRUCTURE TO SUPPORT THE CERTIFICATION PROCESS. WE PLAN FOR PROGRAMS THAT CONNECT TRANSITIONING MILITARY WITH CAREERS IN CYBERSECURITY VERY IMPORTANT WHEN WE THINK THAT IS ABSOLUTELY NEEDED.
WE ARE GRATEFUL FAYETTEVILLE TECH FAVORABLE NORTH CAROLINA. THEY HAVE A TREMENDOUS COOPERATIVE PROGRAM WITH FORT BRAGG IN THE ARMY THERE TO BRING YOUNG SOLDIERS OVER INTO THE CYBERSECURITY WORLD. O SEE THAT EXPANDED AND REPLICATED HERE IN VIEW EXPAND OUR RELATIONSHIPS, PLAN FOR JOB PLACEMENT, APPRENTICESHIPS AND INTERNSHIPS FOR OUR CYBER SECURITY STUDENTS AND PLAN FOR GREATER CYBERSECURITY AWARENESS.
[00:20:07]
IT IS EVERYWHERE IT RUNS EVERYWHERE FROM THE APPLIANCES IN YOUR HOME, YOUR REFRIGERATOR UP THROUGH YOUR SMART HOME AND OF COURSE THROUGH THE NATIONAL DEFENSE ARENA.IT EQUITIES IN OUR ENVIRONMENT . NEXT SLIDE.
HERE'S OUR VISION AN EDUCATED CYBERSECURITY WORKFORCE. THESE LITTLE GUYS RAN IN A CODING CAMP AT VISUAL CORRIDOR . THEY WILL GROW INTO THE WORKFORCE OF THE FUTURE AND WHAT WE WANT IS THAT EDUCATIONAL AND ECONOMIC SYSTEM THAT WILL WELCOME. AND WE THINK THE BEAUFORT REGION AS A TREMENDOUS OPPORTUNITY TO MANAGE OF THAT SLIDE. ROBERT QUESTIONS OVER PRETTY BOY SLEEP. THAT WAS THAT WAS VERY GOOD. MR. BARKER, I APPRECIATE YOU'RE DOING A PRESENTATION KIND OF GETTING US UP TO SPEED. I'M SURE THERE'S A LOT MORE FOR US TO BE KNOWLEDGEABLE ABOUT THAN WHAT YOU WERE ABLE TO COVER .
THIS THIS MORNING THE SEEMS LIKE YOU'RE REALLY REACHING OUT TO A LOT AREAS OF OUR COMMUNITY. SO I THINK WE'LL BE GREAT TO SEE HOW YOU PROGRESS.
OH, THANK YOU, LARRY. WE'VE TRIED TO TALK VERY, VERY HARD TO BUILD BUILD RELATIONSHIPS. NOT ONLY WITH A VIEW FOR FOUND THE REGION CHAIRMAN.
I'D JUST LIKE TO SAY THANK YOU TO CARL PARKER. HE HAS DONE AN OUTSTANDING JOB AND AND I WAS ABLE TO GO ON A TRIP TO AUGUSTA AND I'LL TELL YOU THE EXCITEMENT JUST SEEING WHAT COULD BE DONE AND AND THE COOPERATION FROM PEOPLE LIKE THE SITE GEORGIA CYBER CENTER THEIR VISION COULD INSPIRED ALL OF US THAT WENT ON THAT TRIP. BUT AGAIN, THANK YOU, COLONEL PARKER FOR DOING WHAT YOU'VE BEEN DOING. THANK YOU, MS. AND THE OTHER COMMENTS AGAIN. THANK YOU, MISS PARKER. APPRECIATE IT.
[7. PARRIS ISLAND‐MIRR STUDY KICKOFF ‐ MR. JIM REMLIN, SHERWOOD DESIGN ENGINEERS]
WE'LL MOVE ON TO OUR AGENDA ITEM WITH THE PARIS ISLAND MAYOR AND MR. GREMLIN IS YOU HAVE A PRESENTATION THAT YOU WANTED TO MAKE? I DO.YEAH. AND I WILL I WILL SHARE MY SCREEN IF YOU WANT TO INTERRUPT. I JUST WANTED TO JUMP IN REAL QUICK.
I'M STEPHANIE ROSSI WITH THE COUNTRY COUNCIL OF GOVERNMENTS. I SPOKE TO A FEW MONTHS BACK ABOUT THIS PROJECT AND WE'RE HAPPY TO SHARE THAT WITH OUR. AFTER WORKING WITH OUR TECHNICAL COMMITTEE AND SENDING OUT AN RFP WE HAD SELECTED SHERWOOD ENGINEERS TO DO THE ASSESSMENT FOR THIS PROJECT AND WE'RE KICKING IT OFF TODAY. SO RUMBLING I'M SURE WHAT ENGINEERS WILL BE DOING AT A BRIEF PRESENTATION AND WE'LL BE TELLING YOU MORE ABOUT THE TEAM. HAVE A GREAT TEAM THAT THEY PUT TOGETHER.
SOME OF THEM MAY BE FAMILIAR NAMES TO YOU AS THEY WORKED ON SOME OF THE PRIOR PROJECTS WE'VE DONE WITH THE BASICS. SO I'LL TURN IT OVER TO JIM NOW.
THANK YOU. THANK YOU VERY MUCH. APPRECIATE THAT.
EXCELLENT. THANKS, STEPHANIE. CAN YOU ALL SEE MY SCREEN SHOWING ON? YEAH, I BELIEVE WE CAN GET RIGHT.
WELL, FIRST OFF I WANTED TO JUST SAY I APPRECIATE THE THE OPPORTUNITY TO PRESENT TO YOU ALL. I'LL GIVE YOU A QUICK RUN THROUGH WHEN WHEN WE HEARD ABOUT THIS PROJECT COMING OUT, WE QUICKLY ORGANIZED OUR TEAM THINKING ABOUT REALLY HOW WE CAN BEST SERVE THE NOT ONLY THE BASIS OF THE MARINE CORPS AIR STATION AND THE THE MARINE CORPS RECRUIT DEPOT BUT ALSO THE SURROUNDING COMMUNITIES. AND ONE OF OUR FIRST WAYS IN WHICH WE STARTED TO DEVELOP OUR TEAM WAS TO THINK ABOUT HOW WE CAN BUILD LOCAL KNOWLEDGE AND BRING THE RIGHT TEAM MEMBERS INTO SUPPORT US. SO I WANT TO WHAT I WANT TO DO IS TAKE A FEW MOMENTS NOW TO JUST KIND OF WALK YOU THROUGH TO OUR TEAM AND HOW WE WILL APPROACH THE PROJECT AND WE'RE WE'RE PLANNING ON KICKING OFF IN THE NEXT FEW WEEKS SO WE HOPE TO BE ABLE TO GIVE YOU GUYS FEEDBACK AS THEY WORK THIS PROCESS.
[00:25:01]
SO ALL OF A MOMENT AT THE END TOO IF YOU GUYS HAVE ANY QUESTIONS.SO TO START I JUST WANTED TO KIND OF WALK YOU THROUGH IT'S A LITTLE LATE TO GET TO THE SECOND BUT I WANTED TO JUST WALK YOU THROUGH ARE OUR TEAMS SO WE WE BASED OUR TEAM LIKE I HAD SAID ON REALLY A COUPLE OF KEY PRINCIPLES OF UNDERSTANDING WHAT IS THE EXISTING KNOWLEDGE THAT WE HAVE OF THE BASE THAT WE CAN GATHER QUICKLY TO BE MOST EFFECTIVE.
WE WANTED A STRONG TEAM WITH THAT CAN REALLY UNDERSTAND NOT ONLY THE INFRASTRUCTURE, THE HEART OF THE STRUCTURE OF ENGINEERING BUT ALSO THE SOFT INFRASTRUCTURE, THE ENVIRONMENT. AND THEN REALLY UNDERSTAND HOW WE CAN BEST COMMUNICATE NOT ONLY TO INTERNAL FOLKS LIKE YOU BUT ALSO THE COMMUNITY AND AND FUNDING SOURCES TO BUILD TO REALLY MAKE THIS PLAN THAT WE ARRIVE AT AT THE END. SOMETHING THAT'S REALLY IMPLEMENTABLE AND ACTIONABLE OVER, YOU KNOW, SHORT TERM MID-TERM AND LONG TERM.
SO OUR TEAM IS LED BY MYSELF AND TOM JONES, THE PRINCIPAL SERVER DESIGN ENGINEERS TO GIVE YOU A LITTLE BIT OF BACKGROUND, WE ARE A CIVIL ENGINEERING FIRM THAT WE LIKE TO THINK OF OURSELVES AS A LITTLE BIT DIFFERENT THAN JUST YOUR STANDARD CIVIL ENGINEERING FIRM AS WE TAKE A BROADER LOOK AT THE SYSTEMS IN PLACE AND ENVIRONMENT AND THEN DRILL DOWN TO WHAT THOSE SOLUTIONS ARE. BUT WE ALSO KNOW THAT WE CAN'T DO IT ALONE AND AND THAT'S WHY WE REALLY KIND OF BROKE OUR TEAM INTO TWO CATEGORIES WHERE WE HAVE A GROUP KYLE SCHMIDT YOU GUYS MIGHT KNOW FROM GEOSCIENCE A LOT OF WORK LOCALLY AROUND BEAUFORT.
HE'S GOT A GOOD HANDLE ON EXISTING DATA THAT HE KNOWS IS GOING TO BE SUPER CRUCIAL FOR US TO BE ABLE TO KIND OF HIT THE GROUND RUNNING. DAVID CRISWELL FROM NSA IS GOING TO BE SUPER HELPFUL AND KIND OF UNDERSTANDING SOME OF THE ENVIRONMENTAL CONCERNS BUT ALSO SOME OF THE DATA ON THE BASES THEMSELVES AND HOW WE CAN BEST USE THAT.
AND THEN ALSO TYSON SMITH FROM FROM FROM PLANNING AND LAW CAN HELP US TO REALLY THINK ABOUT WHAT TYPE OF STRATEGIES THAT WE ARE PUTTING IN PLACE AND HOW SOME POLICIES MIGHT NEED TO CHANGE TO BUILD OR MANIPULATE. THOSE WERE POLICIES THAT ARE IN PLACE THAT HELPS KIND OF MAKE SOME OF OUR DECISIONS MORE EFFECTIVE SO THAT THAT KIND OF BACKGROUND RIGHT THERE GET THOSE SET UP TO BE ABLE TO REALLY DOVE DEEPER INTO THE PLANNING OF WHAT WE WANT TO DO WHICH IS REALLY BROKEN UP BETWEEN US REALLY LEADING THIS PROCESS AND UNDERSTAND THE THE WAYS IN WHICH WE'LL EVALUATE THE DATA AND THE ENGINEERING BEHIND IT.
AND THEN WE BROUGHT IN BIO HABITAT. THERE A LOCAL FIRM TO SOUTH CAROLINA THERE ARE NATIONAL FIRM AS WELL. WE WORK WITH THEM A BUNCH ACROSS THE NATION ACTUALLY. THEY ARE REALLY THEY TAKE A DEEP DOVE IN TO UNDERSTAND THE ENVIRONMENT AND WHAT'S HAPPENING AND HOW IS EFFECTIVE NOW AND HOW IT COULD BE EFFECTIVE IN THE FUTURE. AND THEN ONE ARCHITECTURE IS ANOTHER.
ANOTHER GROUP THAT WE ACTUALLY RECENTLY DID A PROJECT WITH THEM AND ORI COUNTY TO REALLY STUDY THEIR FLOOD MITIGATION AND PUT RESILIENCE STRATEGIES THERE.
THEY'LL BE HELPING OUR TEAM TO NOT ONLY MAKE THE PROJECTS COME TO LIFE BUT ALSO TO MAKE SURE THAT THEIR RESPECTIVE OF THE COMMUNITIES AND THE CHARACTER THE PLACE THAT WE BECAUSE WE KNOW THAT YOU KNOW, ONE OF THE SOLUTIONS HERE IS NOT JUST TO PROTECT AND TO REALLY THINK ABOUT THE INFRASTRUCTURE THAT'S THERE AND HOW WE CAN PLAN FOR BUT ALSO THAT IT IS PUT IN PLACE IN A WAY WHICH IS MOST RESPECTIVE OF THE LOCATION THAT WE'RE DEALING WITH.
SO THAT'S OUR TEAM WE THINK IT'S THE RIGHT MIX OF FOLKS TO BE ABLE TO REALLY EXECUTE ON THIS PROJECT AND THEN YOU KNOW, THE MAKEUP OF THIS TEAM REALLY HELPS US TO TO BREAK DOWN THE LOCAL KNOWLEDGE THAT WE HAVE BRING IN OUR RESILIENCE EXPERTISE THAT WE HAVE FROM OUR DESIGN SIDE TO ULTIMATELY PROVIDE YOU WITH CREATIVE THINGS THAT ARE BOTH THOUGHTFUL AND RESPECTIVE OF THE ENVIRONMENT BUT BUT ALSO IMPLEMENTABLE.
ONE OF THE THINGS THAT AS WE READ THROUGH THE RFP IT WAS YOU THE UNDERSTANDING OF NOT ONLY WHAT ARE THE THE KEY VULNERABILITIES TO THE TO THE SURROUNDING YOU KNOW, TO THE AIR THE AIR STATION RECRUIT DEPOT BUT ALSO THE COMMUNITIES AT LARGE AND HOW DO THOSE THOSE BOTH INTERACT AND WHY ARE THOSE IMPORTANT? AND ONE OF THE THINGS THAT WE WANT TO MAKE SURE THAT WE'RE WE'RE DOING IS IS CREATING SOLUTIONS THAT HAVE WHERE POSSIBLE NATURE LED. SO NATURE FIRST LIKE WHAT'S HAPPENING NOW? HOW ARE THOSE SYSTEMS AS MAKE NATURAL SYSTEMS WORKING AND HOW CAN WE KIND OF DO A NEW HYBRID CONNECTIONS WHERE WHERE WE MAYBE BUILD UP SOME IN SOME OF THE ENVIRONMENTAL STABILITY IN ONE AREA AND MAYBE ANOTHER AREA AREAS WE HAVE TO THINK OF A MORE KIND OF HARD INFRASTRUCTURE CONDITION. SO WE'LL BE THINKING AND STRATEGIZING WITH WITH STAKEHOLDERS AND YOU KNOW, OUR INTERNAL TEAM TO PRESENT YOU GUYS.
BUT THOSE TYPES OF SOLUTIONS JUST AS A KIND OF OVERALL CONVERSATION ABOUT YOU KNOW, WHAT IS OUR GOAL HERE IS IS THAT WE'RE GOING GO THROUGH A STEP PROCESS TO REALLY GET YOU ALL YOU KNOW, A PROJECT IN THE END THAT THAT GETS YOU ACTIONABLE SOLUTIONS TO THE GOALS OF THE VULNERABILITIES OF YOUR INFRASTRUCTURE AND THAT STARTS WITH UNDERSTANDING WHERE THAT CRITICAL INFRASTRUCTURE IS AND BE ABLE TO PRIORITIZE THAT. AND WE KNOW THAT THAT PROCESS
[00:30:05]
REALLY CAN'T HELP HAPPEN UNLESS YOU REALLY HAVE SOME GOOD STAKEHOLDER INVOLVEMENT.AND THIS IS TRUE THROUGH MANY OF THE PLANNING PRODUCTS THAT WE WORK WITH IS THAT YOU GET MOST THE BEST DATA BY REALLY TALKING TO FOLKS AND ENGAGING WITH FOLKS TO REALLY UNDERSTAND WHAT'S WORKING AND WHAT HASN'T WORKED, WHAT CAPITAL IMPROVEMENTS ARE COMING ONLINE THAT MAYBE WE CAN EVEN START TO LEVERAGE TO THINK ABOUT WHERE SOLUTIONS CAN HAPPEN QUICKER.
AND THEN WE WILL BASICALLY WORK WITH DEVELOPING A VULNERABILITY ANALYSIS TO BEN S. ASSESS KIND OF WHERE OUR RECOMMENDATIONS ARE WHEREAS OUR CONSTRAIN WHERE OUR HIGHEST PRIORITY IS AND HOW DO WE KIND OF THINK THROUGH THOSE THAT THE DIFFERENT SCALES OF SHORT TERM AND LONG TERM AND WE PRESENT YOU WITH A REPORT THAT WILL BE SOMETHING THAT WILL WILL HOPEFULLY BE, YOU KNOW, ACTIONABLE AND WE CAN START TO KIND OF MOVE THOSE THROUGH SOME FUNDING SOURCES THAT CAN HELP YOU GUYS GET TO THE NEXT STEP. AS I MENTIONED, MY LAST BLOOD YOU KNOW, STAKEHOLDER ENGAGEMENT IS THE KEY TO THIS AND I THINK WE'VE ALREADY ACTUALLY STARTED THE CONVERSATION WITH STEPHANIE TO KIND OF START TO SET UP WHO WHO ARE THE RIGHT STAKEHOLDERS. BUT OF COURSE, YOU KNOW, THIS IS YOU GUYS ARE PROBABLY JUST HEARING YOU KNOW, GETTING GETTING YOUR HEAD AROUND WHAT THIS PROJECT IS.
SO IF ANYTHING COMES RISES TO THE TOP OF FOLKS THAT SHOULD BE INVOLVED IN THIS OR SOURCES THAT THAT WE SHOULD HEAR ABOUT. WE DO WE WE WELCOME THE OPPORTUNITY KIND OF CONTINUE THE CONVERSATION AND TO MAKE SURE THOSE PEOPLE ARE ENGAGED. BUT THAT PROCESS, YOU KNOW, GIVEN COVID 19 COURSE AND ALL THOSE KIND OF RESTRICTIONS AROUND THAT WE HAVE STILL DONE A LOT OF THE PUBLIC STAKEHOLDER ENGAGEMENT. AND I'LL TELL YOU THAT TO BE HONEST WE'VE NOTICED THAT ACTUALLY IT'S CREATED MORE ENGAGEMENT BECAUSE PEOPLE ARE MAYBE THEY DON'T SHOW UP TO THE PLACE BUT THEY FEEL AN ABILITY TO ACTUALLY STILL VOICE THEIR OPINION RATHER THAN STANDING UP IN FRONT OF A MICROPHONE. THEY THEY ACTUALLY I THINK WE GET EVEN MORE COMMENTS BACK WHICH IS TELLS US THAT THERE'S THERE'S STILL AN OPPORTUNITY TO REALLY ENGAGE IN KIND OF THIS YOU KNOW, THIS KIND OF IN-BETWEEN TIME THAT WE'RE IN. SO STAKEHOLDER ENGAGEMENT IS GOING TO BE A KEY PART.
WE'RE GONNA HAVE TO USE THAT DATA AND ANALYZE IT TO TO BE ABLE TO PRIORITIZE WHERE WE FOCUS. AND THEN WE'RE GOING TO USE THAT DATA TO INTEGRATE INTO OUR DESIGN SOLUTIONS AND AND KEEP THAT WE BELIEVE YOU HAVE FIVE STAKEHOLDER ENGAGEMENT SESSIONS THROUGHOUT THIS PROCESS, A COUPLE IN THE EARLY GOING TO MAKE SURE WE'RE WE'RE GATHERING RIGHT DATA HEARING FROM FOLKS ABOUT WHAT THEIR CONCERNS ARE AND WHERE THEIR FOCUS NEEDS TO BE. AND THEN THERE'S MOMENTS AT THE END TO KIND OF UNDERSTAND WHERE WHERE OUR ACTION ITEMS HAVE HAVE LED US AND WHERE OUR ALTERNATIVES ARE HEADING.
SO THIS PROCESS JUST YOU KNOW, IN SHORT IS DATA COLLECTION. IDENTIFYING THE RISKS DEVELOP ALTERNATIVES AND THEN CREATING RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES THAT CAN WORK WITH WITH THE ISLAND AND WITH ALL OF THE CONSTRAINTS ON FUNDING SOURCES AND AND YOU KNOW, OPERATIONS MAINTENANCE CONCERNS THAT THAT MIGHT BE IN PLACE.
THIS PROCESS IS NOT SOMETHING THAT WE HAVEN'T DONE BEFORE WHERE WE'RE VERY FAMILIAR WITH DOING THAT BOTH BIO HABITAT AND OURSELVES WORKING IN CHARLESTON RIGHT NOW ON A ON A RESPONSE TO THE ARMY COURSE PLAN FOR THEIR SEAWALL AND THINKING OUT STRATEGIES THAT PROTECT BUT ALSO THINK ABOUT THE ENVIRONMENT FIRST. SO THAT'S AN INITIATIVE THAT WE'VE BEEN ASKED TO DO BECAUSE WE KEPT RUNNING BY THE FDIC TO THINK ABOUT THAT AND TO END TO TAKE A HARDER LOOK AT WHAT IS THE RIGHT MOVE FOR PROTECTION THAT REALLY IS RESPECTIVE OF THE PLACE. AND I THINK THAT'S KEY IN REALLY CREATING SOLUTIONS HERE IS THAT THESE SOLUTIONS NEED TO WORK BUT THEY ALSO NEED TO WORK WITH WITH THE FUTURE OF OF THE PLACE. SO ULTIMATELY, YOU KNOW, THE STEP PROCESS AS WE TALKED IS SITE ASSESSMENT, THE ALTERNATIVE STRATEGIES, STAKEHOLDER ENGAGEMENT ALONG THE WAY AND RESILIENCE PLAN IN THE END THAT THAT HOPEFULLY WILL WILL BE SOMETHING THAT WE GET YOU KNOW, WE'RE LOOKING FOR ALL THE FEEDBACK WE CAN GET. SO THIS IS A GOOD OPPORTUNITY TO YOU KNOW, IF YOU IF YOU HAVE ANYBODY THAT YOU THINK NEEDS TO BE INVOLVED THAT HASN'T BEEN ALREADY IN THIS PROJECT. PLEASE LET US NOW LET STEPHANIE KNOW.
BUT WE'RE REALLY EXCITED. OUR TEAM IS EXCITED. A LOT OF THE FOLKS THAT ARE LOCAL ARE ALREADY GOING PLANNING TO GO OUT THERE AND DO SOME MORE TOURS, TAKE MORE PHOTOS FOR ALL OF US AND WE SHOULD BE GETTING KICKED OFF IN THE NEXT NEXT TWO WEEKS.
AND AT THAT I JUST WANTED THAT OVER TO ANY QUESTIONS AND THANK YOU ALL FOR YOUR TIME.
AND THE OPPORTUNITY TO TO WORK ON THIS PROJECT. THANK YOU, MR..
THIS ROSSI DO YOU HAVE ANYTHING YOU WANT TO SAY? I'M NOT AT THE TIME WE'LL BE FOLLOWING ABSOLUTELY. WE HAVE MORE INFORMATION TO BRING BACK TO THE COMMITTEE AND AS JIM SAID, IF YOU HAVE ANY FOLKS WE ALREADY HAVE KIND OF TAPPED SEVERAL OF YOUR SUBJECT MATTER EXPERTS, STAFF FOLKS FROM YOUR AGENCIES AND DEPARTMENT PLANNING DEPARTMENTS
[00:35:04]
TO ALREADY BE ON OUR TECHNICAL COMMITTEE. BUT IF YOU WANT TO DOUBLE CHECK WITH ME, FEEL FREE TO AND IF YOU HAVE ANY IDEAS OF ANYBODY THAT SHOULD BE ON THIS TO THE STAKEHOLDER, PLEASE REACH OUT TO US. THANK YOU.ANY QUESTIONS OR DISCUSSION FROM THE BOARD AGAIN? THANK YOU VERY MUCH.
I APPRECIATE. MISS ROSSI, MR. GREMLIN AND WE LOOK FORWARD TO HEARING MORE FROM YOU. I THINK AS YOU MOVE FORWARD IN THIS PROCESS LET'S SEE IF WE CAN'T GET YOU SCHEDULED FOR UPDATES TO THIS COMMITTEE ON WHERE YOU'RE AT AND WHERE YOU'RE GOING. WITH THAT WE'LL MOVE. THANK YOU.
[8. PRIORITIZED LIST OF ACTION ITEMS 2021]
WITH THAT WE'LL MOVE ON TO OUR NEXT AGENDA ITEM AND WE'LL GO INTO OUR ACTION ITEMS LIST 20 21. AND DID EVERYBODY GET THE THE THE FORM THAT I HAD SENT OUT OR WE SENT OUT TO EVERYBODY? AGAIN, I THINK THERE WAS SOME TROUBLE LAST TIME AND SOME PEOPLE NOT GETTING IT. SO I WOULD JUST WANT TO MAKE SURE YOU DID THIS TIME.GREAT. I'M GOING TO GO FROM THAT FORM FORWARD WITH IT.
SO WE'RE GONNA GO WITH NUMBER ONE ON THAT FORUM WHICH IS AN UPDATE ON WHERE EACH OF THE MUNICIPALITIES ARE WITH THE REVISED AND RPI C MANDATE. MR. CHAIRMAN, THIS IS WE'RE OPERATING WITH DIFFERENT COUNTY . ONE OF THE RECOMMENDATIONS THAT WE GAVE WAS THAT WE DO LADIES ISLAND PLAN HAS A RECOMMENDATION TO CONSIDER MOVING THE GROWTH BOUNDARY AND THAT IS SOMETHING THAT THE CITY AGREED TO TAKE ON ONCE THE COUNTY ADOPT SEVERAL LOWER FENCES WERE RECOMMENDED BY THE PLAN.
AND SO YOU KNOW, MY RECOMMENDATION IS THAT WE REVISIT SOME OF THE LANGUAGE OF THE GOVERNMENT AGREEMENT AT THAT TIME WHEN WE PROPOSE MAKING CHANGES TO THE GROWTH BOUNDARY. OK. I THINK ROB'S GOT A GOOD POINT THERE. WE PROBABLY SHOULD DO IT AS A GROUP AND DO IT ONE TIME.
SO I THINK ROB'S POINT WELL TAKEN OUT MACK ANSWERED. THANK YOU MSCI MARRIED TO VITO AND WE'RE KIND OF IN AGREEMENT OVER HERE. WELL I'LL DO IT AS A GROUP THAT WE WEREN'T REALLY INVOLVED A LOT WITH THE PREVIOUS GROWTH TO BE PLANNING BUT WE ARE IN THE PROCESS OF STARTING UP OUR COMPLAINT DATE. SO THAT'S SOMETHING THAT WE'RE
DEFINITELY INTERESTED IN. >> MIKE HERE. ANY COMMENT FROM THE CITY WE'VE BEEN IN DISCUSSION AND OBVIOUSLY RUDD'S BEEN KEEPING US ABREAST OF THE MOVEMENT OF THE RESILIENCY BOTH FOR THE FILM AUDIENCE AND THOSE ARE THE ITEMS THAT WE'RE REALLY PART OF A NEW ZEALAND PLAN THAT WE ARE MONITORING. SO I KNOW THAT THAT'S ON OUR BOOKS SO WE'RE IN AGREEMENT WITH MOVING FORWARD. SHARON.
ARE YOU GOING TO JUST SEND OUT DRAFT SO SO YOUR RECOMMENDED RECOMMENDATIONS TO THE VENICE BALLY'S AND THEN GET INPUT FROM THAT WELL. WELL, WE CONTINUE IF WE WANT TO TAKE THIS UP AT THE NEXT NORTHERN REGIONAL MEETING AS AN AGENDA ITEM AND IN THE MEANTIME, YOU KNOW, OUR OUR LOCAL STAFFS CAN LOOK OVER THE LANGUAGE OF THE INTERGOVERNMENTAL AGREEMENT, SEE IF THERE'S ANY RECOMMENDED CHANGES AND THEN YOU KNOW, AS FAR AS THE GROWTH BOUNDARY CHANGES WE HAVE THE RECOMMENDATIONS COMING OUT.
>> THE LATEST IRELAND PLAN. SO YOU KNOW AND I GUESS THE THE OTHER PART OF THAT IS THAT IF THE TOWN OF THE EMBASSY IS INTERESTED IN BEING PART OF THIS AGREEMENT, THEN THAT REALLY OPENS UP A MORE DIFFICULT ONE TO SIT DOWN AND MAYBE THROUGH THIS COMMITTEE WORK WITH THE EMBASSY ON WHAT YOU KNOW WHAT THE GROWTH FEBRUARY IT LOOKS LIKE IT INCLUDES THE TOWN IS OUT OF COMMITMENT ALL IN THE ATMOSPHERE WILLING TO TRY AND MAKE YEAH. WE'RE COMMITTED TO SITTING DOWN WITH THE COMMITTEE AND REPRINTS OF THE GROWTH BOUNDARY WHAT THAT ANNEXATION LAST MONTH OF COTTON ULTIMATELY PLANTATION NOW IT'S ABOUT FIFTEEN HUNDRED DAYS OR SO. IT DEFINITELY NEEDS TO BE
[00:40:01]
REVISITED. THE COUNCIL THERE ARE VERY INTERESTED IN LOOKING AT THAT AND UPDATING IT. WE'RE COMMIT TO WORKING WITH THE COUNTY AND OTHER STAKEHOLDERS IN THE AREA TO GET THAT TAKEN CARE OF HIM. LOOK AT THAT.OKAY. THAT'S GREAT. I WOULD I'D LIKE TO GET A COPY OF WHATEVER YOU COME UP WITH TO AS REVISIONS OR RECOMMENDATIONS PRIOR TO OUR MEETING COMING UP . AND ONE OF THE ONE OF THE OBJECTIVES I HAD I LOOKED AT THE CURRENT MANDATE WAS THAT I WOULD LIKE TO SEE SIGN OFFS FROM ALL THE PARTICIPATING MUNICIPALITIES WITH THE WITH THE MANDATE NOT JUST THE COUNTY BUT I'D LIKE TO SEE THE MEANEST MUNICIPALITIES SIGN OFF AS BEING COMMITTED TO THE MANDATE TO.
OKAY. I'M SORRY. HEY, I BELIEVE THAT THE MUNICIPALITIES ALL SIGNED THE AGREEMENT AS WELL. IT'S JUST THAT.
YEAH. YEAH THAT THAT THAT ALL HAPPENED BACK IN ARIZONA AT THE BEGINNING WHEN WE WENT FROM A TECHNICAL COMMITTEE TO THIS GROUP THAT WAS PART OF THAT IS THE MUNICIPALITIES ALL AGREED AND WE MOVED AND FROM A TECHNICAL COMMITTEE TO THIS
GROUP AS THE NORTHERN REGIONAL PLAN. >> SO THEY'RE OUT THERE SOMEWHERE. WE JUST HAVE TO GET THEM AND ATTACH IT TO IT AND ROB OFF TO FIGURE OUT A MECHANISM TO START. YOU KNOW, IF YOU REMEMBER WE DID HAVE A SMALL OR TECHNICAL GROUP THAT WAS WORKING ON THOSE GROWTH BOUNDARIES BACK THEN.
YEAH. AND NOW WE MIGHT BE SEEING THE THREE OF US ON THIS ON THIS CALL RIGHT NOW THAT MAY INVOLVE LINDA AND I SEE LIBERTY INTEREST POPPED UP ON THE
BOTTOM THERE. >> SO SHE WAS INVOLVED ALSO AT THAT TIME.
SO THERE WAS THREE OR FOUR OF US HERE THAT WERE PART OF THAT AND WE SHOULD THINK ABOUT MAYBE AS WE MOVE FORWARD . I THINK THE FIRST THING WE NEED TO DO IS REALLY SAY HOW DO WE DO THIS UPDATE AND NEXT MONTH AND FIGURE THAT OUT LATER.
YEAH. SO MAYBE SOME OF US ARE WORKING ON THE GROWTH BOUNDARIES OTHERS ARE WORKING ON AND MEMBERSHIP AND SOME OF THE TECHNICAL THAT ARE IN THE ORIGINAL AGREEMENT.
SO MAYBE THAT'S A THOUGHT NEXT MONTH. YEAH.
MAYBE WE WE COULD INTRODUCE IT BY MAKING AVAILABLE WE CAN INCLUDE IT IN THE PACKET THE CURRENT LANGUAGE INTERGOVERNMENTAL AGREEMENT AND THEN ANY INITIAL RECOMMENDATIONS FROM STAFF. I THINK THAT THE LANGUAGE OF IT IS VERY SOLID AND IT WAS WELL THOUGHT OUT THERE MIGHT BE SOME YOU KNOW SOME THINGS THAT NEED TO BE UPDATED SINCE WE ALL HAVE NEW ORDINANCES BUT OTHER THAN THAT, YOU KNOW, WE'LL START WITH THE DOCUMENT WE HAVE AND THEN YOU SHOW SAID OF A SUBCOMMITTEE MIGHT BE THE BEST MECHANISM ESPECIALLY FOR WORKING WITH THE TOWN OF MSE SO WE COULD KIND OF SIT DOWN AND DO MORE KIND OF ROLL UP OUR SLEEVES AND SOMETHING WORTH OKAY. THAT SOUNDS GOOD.
DEMANDED THE COPY OF THE MANDATE I RECEIVED JUST HAD THE COUNTY SIGNED OFF ON IT AND BASICALLY NONE OF THE PEOPLE ARE THERE NOW. I JUST THINK YOU KNOW IF THAT GETS UPDATED WITH EVERYBODY'S APPROVAL THAT'D BE GREAT. SO WITH THE NEXT AGENDA ITEM THAT I HAVE IS THE LADIES ISLAND PLAN I'LL JUST GIVE YOU A UPDATE ON WHAT'S GOING ON.
THE AS IS AS I SAID FOR THE ALLIES CPC IS REALLY BEEN REACTIVATED NOW.
JASON WINTER IS HEADING THAT UP AND I BELIEVE HIS FIRST MEETING FOR THAT PRESERVATION COMMITTEE IS GOING TO BE APRIL THE 19TH. THEY'RE GONNA KEEP THE SAME MEETING SCHEDULE THAT THAT THEY HAD PREVIOUSLY. I THINK THAT'S EVERY THIRD I DON'T REMEMBER NOW IF IT'S A THURSDAY OR NOT OF THE MONTH EACH TIME. THE ALSO THE HOW I SEE NEXT MEETING IS GONNA BE I THINK PROBABLY APRIL 19TH AND THERE'LL BE A NEW AGENDA WITH ACTION ITEMS THAT'LL SHOW UP ON THAT THAT'LL BE SIMILAR TO WHAT WE'RE DOING HERE FOR FOR OUR ACTION ITEMS WITH NORTH REGIONAL THE LADY'S ISLAND VILLAGE CENTER TASK FORCE HAS APPROVED THE TASK FORCE MANDATE THAT WE'LL BE ISSUED IN AND IF THE BOARD WOULD LIKE I WOULD BE GLAD TO PUT THAT OUT TO EVERYBODY SO THEY COULD SEE WHAT THAT MANDATE IS AS WELL AS PART OF THE NEXT PACKAGE THAT GOES OUT FOR THE NEXT AGENDA. THE WE HAVE BEEN COORDINATING AS EVERY TWO WEEKS WE HAVE OUR MEETING WE COORDINATE WITH THE COUNTY ENGINEERS AND THE
[00:45:05]
ENGINEERING. IT'S BEING DONE WITH BOTH THE ACCESS ROADS AS WELL AS TWENTY ONE AND THE NEW PATHWAYS AND SECONDARY ROAD SYSTEMS THAT THE TASK FORCE IS IS PROMOTING AT THIS POINT AND AND AND TRACKING . SO THAT'S A PRETTY REAL GOOD COOPERATION I THINK BETWEEN WHAT'S GOING ON WITH THE TASK FORCE AS WELL AS THE ENGINEERS AND THEN TO THAT END WE HAVE AN INTERIM MASTER PLAN CONSULTANT THAT THE COUNTY HAS BEEN PUTTING FORWARD AND HAS A PROPOSAL FROM AND I THINK ROB, DO YOU HAVE ANYTHING YOU'D LIKE TO COMMENT ON THAT WITH? YES, WE CAN TALK ABOUT A LADY SIDELINE OUR VILLAGE CENTER MASTER PLAN AND IT IS SPEND I GUESS THE VIEW OF OUR OUR GROUPS THE BIGGEST AND MOST IMPORTANT THING HAPPENING ON LADY SIDE AND NOW OR ALL THE PROPOSED PENNY SALES TAX PROJECTS THAT CONNECT TO ROADS AND BE IMPROVEMENTS TO SEA ISLAND PARKWAY ALONG WITH SOME PATHWAYS AND THE CONCERN IS FAN IF THESE ARE DONE KIND OF INDIVIDUALLY I'M NOT REALLY TAKING INTO ACCOUNT THE LADY FILE PLAN AND THE VISION FOR THE AREA THAT WE MIGHT MAY MISS SOME OPPORTUNITIES. SO WE HAVE BEEN CASE SCRAMBLING TO TRY TO FIGURE OUT HOW WE CAN DO SOME EFFECTIVE PLANNING WORK BEFORE THOSE PROJECTS MOVE TOO FAR FORWARD.SO WHAT WE'RE PROPOSING TO DO IS THAT ONE OF THE ENGINEERING CONSULTANTS THEY'RE THE ONES WHO HAVE BEEN CHOSEN FOR THE SEA ISLAND PARKWAY IMPROVEMENTS AND ALSO FOR THE HIGH SCHOOL CONNECTOR ROAD THAT IS STAND TECH. THEY'VE BEEN ENGAGED BY THE COUNTY THAT FIRM NOT ONLY DOES TRANSPORTATION ENGINEERING BUT THEY'RE KIND OF A FULL SERVICE PLANNING FIRM AND SO WE'RE WORKING WITH THEM TO LOOK AT THE POSSIBILITY OF ADDING A MASTER PLANNING PROCESS THAT WOULD OCCUR IN THE NEXT FOUR TO SIX MONTHS PRIOR TO GOING INTO THE HEAVY DESIGN OF THESE INDIVIDUAL PROJECTS AND THE GOAL WOULD BE TO MAKE SURE THAT WHAT WE'RE LOOKING AT THE LARGER PICTURE AND HOW THE LADIES ISLAND VILLAGE CENTER VISION MAY INFORM THE DESIGN OF THOSE PROJECTS. SO THEY'VE PUT TOGETHER A PROPOSAL AND THIS IS SOMETHING THAT WE WOULD LIKE TO LOOK AT AT A COST SHARING ARRANGEMENT WITH THE CITY OF BEAUFORT AND THEN ALSO YOU KNOW AND THEN HOPEFULLY AT A VERY SHORT TIMEFRAME LOOK AT BRINGING TO OUR RESPECTIVE LOCAL GOVERNMENTS AND SEEING IF THIS IS SOMETHING THAT WE'RE INTERESTED IN TAKING ON. THANK YOU, ROB.
AND AS I SAID BEFORE THE TASK FORCE SINCE OCTOBER HAS MOVED BEEN MOVING FORWARD WITH THE GETTING OUT THERE IN FRONT OF IT AND TRYING TO SEE WHAT THE POSSIBILITIES ARE FOR THE DEVELOPMENT OF THAT MASTERPLAN. THIS WILL NOT NEGATE THE NEED FOR A MASTER PLANNING CONSULTANT YET FOR THE LADY'S ISLAND VILLAGE CENTER. BUT DID IT NEEDS TO BE DONE TO PREEMPT THE POSSIBILITY OF CAUSING PROBLEMS LATER ON DOWN THE ROAD WITH MASTERPLAN? ARE THERE ANY COMMENTS OR DISCUSSIONS? FOR THIS AGENDA ITEM, ROBERT? IT'S NOT A QUESTION THAT GAVE SIDE AND BILL WERE INVOLVED IN THAT CONVERSATIONS ABOUT STAN TECH IS THE MASTER OF PLANNING INITIALLY A SHARD HAS BEEN ACTIVE ON OUR LADY'S ISLAND VILLAGE CENTER COMMITTEE AND SO HE'S AWARE OF THIS. THIS PROPOSAL THAT'S OUR NEXT STEP IS I REALLY WANT TO SIT DOWN AND MAKE SURE WE'RE ALL ON THE SAME PAGE.
UNDERSTOOD. UNDERSTAND MOVING FORWARD. THANK YOU.
NEXT ITEM ON THE AGENDA IS THE LOCAL OPTION SALES TAX AND WE HAD A VERY GOOD DISCUSSION LAST TIME. IS THERE ANY UPDATE TO THAT WITH ACTIONS GOING ON BY THE MUNICIPALITIES? GETTING INFORMATION TO THE COUNTY?
>> WELL, CHEERLEADER I WOULD SAY THAT I HEARD THAT IT WAS DISCUSSED PRETTY HEAVILY AT AN EARLIER MEETING THIS WEEK AND SO LOKO. I DON'T KNOW HOW US IF YOU HAPPEN TO ATTEND THAT ONE. SO I'VE BEEN ABLE TO GET A BOTTLE TIME.
[00:50:04]
MY UNDERSTANDING WAS DISCUSSED AT SAL LOCO AND THE CHAIRMAN COUNTY CHAIRMAN WAS THERE.>> AND ERIC GREENWAY WAS ON WAS THERE AND I'M TRYING TO GET VERIFICATION THAT IT WAS KIND OF COMMITTED TO PUSH THIS FORWARD TO MOVE IT FORWARD THIS YEAR.
SO THAT WAS SAID AT THE SOLE LOCAL MEETING EARLIER IN THE WEEK.
WE'RE TRYING TO FIND SOME VERIFICATIONS ON THAT. I WAS GOING TO REACH OUT TO THE CHAIRMAN TODAY AND ASK HIM IF THAT WAS WAS THE INTENT OF WHAT CAME OUT OF THAT MEETING.
AND IF I HEAR THAT I COULD TRY TO SEND EVERYBODY WE COLLECT LOCAL OPTION WITHIN THE TOWN.
>> HE HAD HAMPTON CATEGORIES THAT WE'D BE MORE THAN HAPPY TO PROVIDE INFORMATION TO BE FOR COUNTING JUST ON HOW IT'S BENEFITED US AND HAVE USE SOME OF OUR PHONES AND APPLY IT.
SO WE'D BE MORE THAN HAPPY TO DO THAT. MATT MATT WE'D LOVE TO HEAR THAT AS WELL AS THE MUNICIPALITIES WOULD LOVE TO ESPECIALLY AS WE START MOVING FORWARD ON HOW TO EDUCATE THE COMMUNITY. THAT'S DEADLINES COMING UP PRETTY QUICK. SO WHATEVER ANYBODY CAN DO TO MOVE THAT WOULD BE GREAT.
I THINK WITH THE PROJECTS WE HAVE ON OUR PLATE WE DEFINITELY WOULD LIKE TO SEE THAT ANY SALES TAX MOVEMENT FORWARD MIGHT YOU HAVE ANYTHING YOU WANT TO COMMENT ON WITH THAT? OK. I THINK MOVING FORWARD THAT THAT WILL STAY ON THE AGENDA FOR AN UPDATE TO THE NEXT MEETING AS WELL. THE UNIFORM YARD WASTE POLICY IS THERE ANY UPDATE ON THAT AT ALL? OKAY.
MOVING FORWARD THE CURBSIDE PICKUP. IS THERE ANY PROGRESS ON THAT WITH DISCUSSION BETWEEN THE DIFFERENT MUNICIPALITIES IN THE COUNTY? NOT TO MY KNOWLEDGE. WE'RE WE'RE STILL DEALING WITH A LOT OF QUESTIONS ABOUT THE DECALS AT THE CONVENIENCE CENTERS BUT IT IS IT'S STILL ON THE LIST TO DO.
>> I THINK THE CITY OF BEAUFORT WOULD HAVE TO CHANGE THEIR CONTRACT FOR YARD WASTE AS IT IS NOW BECAUSE THEY ALLOW IT TO BE PUT IN PLASTIC BAGS. THE COUNTY WOULD STILL LIKE TO HAVE THE ABILITY TO YOU KNOW, HAVE A UNIFORM POLICY BUT THAT'S ALL I KNOW TODAY.
WHATEVER ANYONE FROM THE COUNTY OR FROM THIS COMMITTEE YOU HAVE ADDITIONAL INFORMATION ON THAT.
WE WEREN'T LOOPED IN ON THAT ORIGINAL OUR FAULT. BUT IF SOMEONE COULD PLEASE GET SOME INFORMATION ON THAT. WE GREATLY APPRECIATE IT. VERY GOOD.
ANY OTHER COMMENTS? I'M GOING TO LEAVE THAT ON FOR A FURTHER DISCUSSION AND UPDATE . I'D SAY IT'S THE WAY WE LEFT IT THE LAST TIME.
EVERYBODY IS GOING TO BE REVIEWING THEIR CONTRACTS AND SEEING BECAUSE IT SOUNDS LIKE THEY'RE ALL GOING TO BE COMING DUE HERE IN THE NEXT YEAR AND SOMETHING SHOULD DEFINITELY BE DONE IF IT'S GOING TO BE DONE. BETWEEN NOW AND THEN WE'LL UPDATE THAT NEXT TIME AS WELL.
REGIONAL STORMWATER SEA LEVEL RISE AND ORDNANCE. ROB, DO YOU HAVE ANY UPDATES TO THAT? LAST TIME THE MAYOR SAID THAT BY THE END OF MARCH THEY WERE GOING INCLUDING THEIR STORM WATER PLANS WITH THIS INFORMATION.
WELL, REGIONAL STORM WATER THE ORIGINAL IDEA WAS THAT OUR STORMWATER DEPARTMENT WOULD PRESENT THE NEWS SO LOCAL A STORMWATER ORDINANCE THIS GROUP THEY ARE ALL IN TRAINING TODAY.
AND SO THE OKATIE I HAS AGREED TO PRESENT TO THIS GROUP IN AT OUR APRIL MEETING 17 TO GIVE AN UPDATE ON OUR NEW ORDINANCE AND SOME CHANGES THAT ARE IN EFFECT SINCE SINCE IT'S BEEN ADOPTED.
AS FAR AS THE FILL ORDINANCE AND THIS DEEP SEA LEVEL RISE OVERLAY OR WHAT WE'RE CALLING THE COASTAL RESILIENCE OVERLAY BEAUFORT COUNTY THAT WENT TO OUR PLANNING COMMISSION AT OUR MARCH MEETING AND IT IS SCHEDULED TO GO TO NATURAL RESOURCES AT OUR APRIL 5TH MEETING. SO IT'S MOVING FORWARD IN THE STOCK COUNCIL.
WE'LL BE SEEING IT SHORTLY. AND I CAN SPEAK FOR FOR LINDER ,THE TOWN OF PORT ROYAL.
THEY BROUGHT SIMILAR ORDINANCES FORWARD IN METRO AT THE METRO PLANNING COMMISSION AT THE MARCH MEETING IN THE CITY I BELIEVE HAS ADOPTED SIMILAR STANDARDS IN THEIR FLOOD
ORDINANCE. >> WE WERE AT A WITH FIRST ABOUT THE DOVETAILING OF THE TWO BUT AT THIS POINT WE STILL HAVE SOME WORK TO DO ON THE PHIL RESILIENCY SIDE.
[00:55:10]
ANY OTHER COMMENTS? OK. >> THANK YOU.
SO WE'LL UPDATE THAT AGAIN ON MEETING MIKE. I STILL THINK THAT YOU'RE COMMITTED TO GET THIS INFORMATION BY THE END OF MARCH.
IS THAT CORRECT? ARE YOU TALKING ABOUT THE RESILIENCY AND THE PHIL ORDINANCE? YOU'RE CORRECT. WE'VE HAD A WORK SESSION AND WE'VE WORKED WITH OUR STAFF ON IT. I'M NOT SURE EXACTLY WHAT THAT AVAILABILITY FROM OUR STANDPOINT WE OUR LAST MEETING IS THE THIRTY FIRST AND I KNOW IT'S NOT ON OUR AGENDA FOR THE THIRTY FIRST AS FAR AS COUNCIL IS CONCERNED.
SO IT'S PROBABLY GOING TO BE TO APRIL AT THIS POINT. OK.
THANK YOU. I'M NEW BACK ON THE BLOGS. GIVE ME A LITTLE BITE.
NO PROBLEM. OK. ROB AND NOAH UPDATE ON THE FINAL DRAFT REPORT FOR THE PATHWAYS COULDN'T SPEAK TO THAT.
WE HAVE A BICYCLE INDUSTRIAL TASK FORCE MEETING APRIL 13TH WHERE WE'LL BE LOOKING AT THE FINAL HOPEFULLY THE FINAL REVISIONS TO THE DOCUMENT AND THEN A LITTLE BIT FURTHER DOWN THE ROAD. WE ARE WE HAVE BEEN IN COMMUNICATION WITH BLACKS TO ENSURE THAT WE ARE BOTH INCORPORATING OUR RECOMMENDATIONS INTO THE LONG RANGE TRANSPORTATION PLAN UPDATE AND MAKING SURE THAT THAT REFERENCE FRANCE HAS OUR PLAN AS WELL. ON A BROADER SCALE I DON'T REMEMBER HOW RECENTLY IT WAS BUT CDO DOTY AS HIRED CAN WE OWN AS A CONSULTANT FOR STATE WIDE PEDESTRIAN BICYCLE SAFETY ACTION PLAN MYSELF TO OTHERS REGIONALLY FROM HARDY VILLE AND JASPER COUNTY I BELIEVE MET WITH A CHEMICAL REPRESENTATIVE AND GAVE OUR FEED OUR FEED OUR INPUT RATHER FOR POLICIES FOR THAT PLAN. THINGS THAT HAVE BEEN WORKING WELL IN OUR AREA, THINGS THAT WE'RE GOING TO BE PUSHING WITH OUR PLAN IN THE AREA. AND FULLY INFORMED THE STATEWIDE ACTION PLAN THE BEST THAT WE CAN. OKAY.
THANK YOU. I WOULD REALLY LIKE TO SEE IT WHENEVER YOU HAVE FOR A DRAFT OF THAT. I'D LIKE TO SEE THAT SO THAT I HAVE A LITTLE BETTER SENSE.
AS WE'RE LOOKING AT THE LADIES IRELAND PLAN HOW THAT HOW THAT WORKS WITH THAT.
ABSOLUTELY. IT WAS ABOUT THIS TIME. I'M SORRY ACTUALLY A WEEK AND A HALF FROM NOW IS WHEN I PLAN TO SEND IT OUT. SO FOLKS ON THE TASK FORCE HAVE A WEEK TO REVIEW. SO ONCE THAT DRAFT IS AT THAT POINT I CAN I CAN SEND IT OVER TO MIKE AND YOU CAN DISTRIBUTE IT TO MEMBERS OF THIS BOARD IF THAT'S WHAT DO YOU DO? WELL, I DON'T KNOW THAT THE MY BOARDS NEED NEED TO LOOK AT THAT BUT I'D LIKE TO TAKE A LOOK AT IT MYSELF AT LEAST RECENTLY. OK.
THANK YOU VERY MUCH, CHAIRMAN. CAN I ASK A QUESTION BEFORE YOU MOVE ON? YES, PLEASE. YES, PLEASE. THANK YOU.
NO, I APPRECIATE YOUR COMMENTS AND I THINK THE INCLUSION WITH YOUR TEAM AT THE STATE LEVEL AND IN PARTICULAR IS VITAL FOR ALL ROADWAYS RIGHT DOWN AND I THINK WE MISSED AN OPPORTUNITY WITH THE HARBOR ISLAND BRIDGE TO GET A PEDESTRIAN PATHWAY THERE AND I DON'T THINK WE NEED TO MAKE THAT MISTAKE AGAIN AS IT WOULD HAVE BEEN AN EXCELLENT PATHWAY FOR A LOT OF PEOPLE TO WALK IN THAT AREA AND STUFF. BUT SO YOU KNOW, WHATEVER YOU DO WITH THE INCLUSION OF DUTY TO MAKE IT BAD BIKE PATH, PEDESTRIAN WALKWAYS IS FATAL. SO YEAH, I APPRECIATE WHAT YOU'RE DOING RIGHT NOW. THANKS. YEAH.
HEY MR. GO ALL RIGHT. >> I KID AGREE WITH YOUR SENTIMENT MORE AND I CAN'T TELL YOU HOW HARD WE FOUGHT TO GET THAT BIKE PATH ON THAT BRIDGE. AND WE JUST CITIZENS AND I THINK THE KEY TO THIS AND I'VE MENTIONED THIS IN THE PAST NOT ONLY IS WHAT DFT IS DOING BUT WHAT WE'RE DOING HERE WITH NOAH AND HIS DASHBOARD GROUP AND IT'S SOLID RESOLUTIONS AND PUSH FROM ALL THE GOVERNMENTAL AGENCIES WHEN THE DOJ IS WORKING IN OUR AREA THAT THIS IS WHAT WE WANT. THIS IS WHAT OUR COMMUNITY SHOULD DESERVE TO GET TO ARE
[01:00:03]
GOING TO REQUIRE THE POLITICAL PRESSURE OF US TO GET THE DAY OFF TO YOU TO DO THAT AND WE MISSED A GREAT OPPORTUNITY THERE. WE MISSED IT BACK WHEN THEY DID THE BROAD RIVER BRIDGE. THINK ABOUT WHAT HAPPENS IN CHARLESTON.I THINK WHAT THAT WOULD HAVE BEEN LIKE ON THE BROAD RIVER BRIDGE IF WE HAD PUSHED HARDER FOR THAT ONE AS WELL. WE'VE GOT TO STAY ON TOP OF THAT.
THANKS FOR BRINGING THAT UP AGAIN, MR. GLOVER. AND IF I COULD JUST OFFER A
BRIEF RESPONSE. >> A MONTH OR SO AGO THE DEPARTMENT OF TRANSPORTATION SAID THERE ACTED FOR COMPLETE STREETS POLICIES STATEWIDE SO STATE.
YOU KNOW THERE'S THAT STEP TOWARDS COMPLETE STREETS ON ALL STATE ROADS AND ALL OUR FAULT.
NONE OF OUR PLAN RECOMMENDATIONS WILL BE THE SAME.
COUNTY AND MUNICIPALITIES ADOPTING SOME SORT OF COMPLETE STREETS POLICY.
SO I THINK THAT ALL OF THOSE THINGS IN CONCERT WILL BE A GOOD STEP FORWARD FOR MAKING SURE WE DON'T MISS THE BOAT AGAIN. THAT'S ALL I HAVE.
THANKS TO ALL OF YOU. I KNOW I WOULD SAY WHEN WHEN YOU THINK IT'S APPROPRIATE TO BRING THIS ALL UP TO SPEED ON THE MAJOR ISSUES RELATED TO THE STATE AND THE PATHWAYS IF YOU WOULDN'T MIND GETTING YOURSELF ON THE AGENDA TO DO A PRESENTATION SO THAT WE CAN ALL BE BROUGHT UP TO SPEED AT THE SAME TIME I WOULD APPRECIATE THAT, CANDY.
>> THANK YOU. THANK YOU. THANK YOU.
YEAH, I WAS GOING TO ADD THAT I THINK THIS PLAN SHOULD COME BACK TO NORTHERN IMPLEMENTATION. I THINK WE GAVE YOU A BRIEFING LAST FALL.
IT IS IN PROGRESS WHERE I THINK WE SHOULD COME BACK TO THIS GROUP BECAUSE THIS IS SOMETHING THAT MAKES RECOMMENDATIONS FOR FOR THE REGION AND NOT JUST FOR THERAPY FOR COUNTY.
ABSOLUTELY. MOVING MOVIE ON TO THE NEXT AGENDA ITEM.
THERE'S NO OTHER COMMENTS WE GET TO CONVENIENT CENTERS AND I THINK YOU ALICE STARTED TO TALK ABOUT DECALS AND ISSUES THAT NEW YORK MAY WANT TO PIPE IN TO.
WE'RE GETTING A LOT OF QUESTIONS ABOUT THE DECALS FROM OUR CONSTITUENTS.
THERE'S MAYBE SOME MISLEADING INFORMATION THAT WE WERE GONNA START CHARGING PER DROP OFF AT THE CONVENIENCE CENTERS. THAT'S NOT IN THE WORKS. I DON'T KNOW WHERE THAT'S COMING FROM. WE ARE LOOKING AT CHANGING OUR SOLID WASTE SYSTEM TO AN ENTERPRISE FUND WHICH IS INSTEAD OF HIDDEN ON THE PROPERTY TAXES YOU'LL SEE JUST LIKE YOU DO FOR STORMWATER. WHAT THE CHARGE IS FOR SOLID WASTE AND THAT'S PRIMARILY TO HELP PAY FOR OUR RECYCLING PROGRAM AND DISPOSAL OF WASTE AS IS ALL YOU KNOW THE COUNTY PAYS FOR ALL THE DISPOSAL AT WASTE MANAGEMENT AT THE LANDFILL THERE IN JASPER COUNTY AND THOSE COSTS JUST KEEP GOING UP SO THE DECALS. IT'S IT'S BECOMING MORE.
I THINK IT'S A LOT OF THE KINKS HAVE BEEN WORKED OUT OF THAT BUT STILL MORE TO COME.
AND YOU KNOW, WE'RE GETTING THEM OUT TO PEOPLE WE CLOSE TO CONVENIENT CENTERS ONE GATE AND ONE PRITCHARD BILL YORKIE GUY THING TO ADD TO THAT. THANK YOU.
NO MORE THAN I THINK WE NEED TO MAKE SURE THAT PEOPLE UNDERSTAND.
AND THAT'S WHERE THE CONFUSION MAY COME IN IS THAT WHEN WHEN WE GO TO THE ENTERPRISE ENTERPRISE SYSTEM AND WE SHOWING THAT ON YOUR TAX NOTICE THERE'S GOING TO BE ALSO BE A REDUCTION IN YOUR CURRENT TAX SO THAT YOU'RE NOT GONNA HAVE AN INCREASE IN TAXES.
AND I THINK PEOPLE MAY NEED WE NEED TO PROBABLY DO A BETTER JOB OF COMMUNICATING THAT.
BUT THAT'S ALL I WANT TO SAY IS THAT THAT MAY BE SOME OF THE CONFUSING THINGS THAT'S GOING OUT HERE AND HOPEFULLY BY JUNE WE'LL HAVE A PR PERSON ON STAFF THAT CAN GET THAT KIND OF COMMUNICATION OUT FOR AT THIS TIME. THAT'S ALL I HAVE TO SAY.
I WAS KNOW THAT. THANK YOU. THE NEXT ITEM ON THE AGENDA WE WON'T BE COVERING AGAIN UNTIL COVER IS OVER. THE NEXT ITEM IS THE COMMUNITY PARKS AGAIN. GREAT INFORMATION ROB AND AND I'LL REITERATE THAT I THINK IF THERE IS A WAY FOR US TO GET THAT INFORMATION OUT FOR VISITORS IT WOULD BE A REALLY GOOD THING TO DO. I KNOW THAT WE HAVE A VACATION RENTAL HERE AND WE GIVE A LOT
[01:05:01]
OF THAT KIND OF INFORMATION NOW TO OUR PEOPLE. AND I'D SAY THE MAJORITY OF THE PEOPLE THAT COME AND VISIT HERE ARE VERY ACTIVE IN TERMS OF GOING TO PARKS, BIKE RIDING, THOSE KINDS OF THINGS. SO A LIST LIKE THAT BE HELPFUL .NOW THE LAST MEETING THAT WE HAD THERE WAS MOTION TO MOVE THE NATIONAL NAVAL PARK OVER TO THE REGIONAL PARK LIST PIGEON PARK TO THE COMMUNITY PARK LIST AND SANDY BEACH TO THE PASSIVE PARKS LIST AND THAT WAS BASICALLY APPROVED BY THE BOARD I BELIEVE ROB, YOU PROBABLY ALREADY DID THAT. SO MY QUESTION TO THE BOARD IS ARE THERE ANY OTHER PARKS THAT WERE MISSED OR PARKS THAT YOU WANT TO SEE MOVE TO ANOTHER AREA? OK. DURING NONE THEN ROB, IF YOU'LL REPRODUCE THAT NEW PARK LIST EVERYBODY THEN FOR THE NEXT MEETING WE CAN PUT THAT ONE TO BED AS BEING SATISFIED.
WE'LL SKIP THE CONSOLIDATED FIRE SERVICE AGAIN. WE ALREADY COVERED WITH UTILITY POLLUTION. JOE DID THAT. WELL, THE NEXT ITEM THAT WE HAVE IS THE DIRECTION OF GROWTH DEVELOPMENT AND THE COORDINATION OF THE MASTER PLANS. I BELIEVE THAT WE'RE STILL LOOKING TO HAVE A PRESENTATION MADE TO NPC ON THAT AND I DON'T SEE DAVID. I KNOW THE CITY IS HAVING THEIR CONFERENCE SO ROB, YOU HAVE ANY UPDATE ON THAT? Q YOU'RE NOT RIGHT AT THIS
TIME. >> OK, WE'LL LEAVE THAT TO COME UP I GUESS FOR THE NEXT TO THE NEXT MEETING. AND WE DON'T HAVE ANYTHING. I THE WORKFORCE DEVELOPMENT I DON'T BELIEVE ANYBODY HAS AN UPDATE FOR THAT EITHER. NEXT ITEM WE HAVE ON OUR LIST
[9. REGIONAL HOUSING TRUST FUND]
IS THE REGIONAL HOUSING TRUST FUND. YES, I HAVE REALLY NOTHING TO REPORTS. THE CONSULTANT IS BUSY GETTING ALL THE BACKGROUND INFORMATION TOGETHER. HOPEFULLY WE'LL HAVE MORE INFORMATION OR PROGRESS TO REPORT IN THE NEXT MEETING, OK. GOOD. WE'LL HAVE THAT UPDATED AT THE NEXT MEETING THEN. IS THAT SOMETHING YOU WANT TO DO A PRESENTATION FOR OR JUST ASTATUS UPDATE? >> I I CAN ASK THE CONSULTANT IF THEY'RE GOING TO BE AT A POINT WHERE THEY CAN KIND GIVE A PROGRESS UPDATE WHETHER THEY'D BE WILLING TO DO THAT BECAUSE IT'S DEFINITELY REGIONAL IN NATURE. SO IT MAKES SENSE TO GO BEFORE A REGIONAL BOARD LIKE THIS. I'LL TOUCH BASE WITH THEM AND SEE IF WE WANT TO HAVE A KIND STATUS FROM THE CONSULTANT. OK. THANK YOU.
I THINK WE'VE COVERED ALL OF OUR OTHER AGENDA ITEMS UNLESS THERE'S SOMETHING THAT
[12. ROUND THE TABLE COMMENTS]
WE MISS SO I'LL OPEN IT UP TO ANY ROUNDTABLE COMMENTS FROM THE BOARD.MR. CHAIRMAN, THIS IS YORK. I JUST JUST WANT TO THROW OUT SOMETHING FOR US TO HOPEFULLY PUT ON A PRIORITY LIST. THIS IS PRIMARILY FOR RURAL AREAS OF BEEF COUNTY.
YOU KNOW, WE TALK ABOUT FIRE PROTECTION AND I THINK ONE OF THE MOST IMPORTANT THING THAT WE CAN DO TOWARD FIRE PROTECTION IS TO MAKE SURE THAT RURAL COMMUNITY AS WOULD HAVE BROADER ACCESS SO PUBLIC WATER RIGHT NOW AND IN CERTAIN COMMUNITIES EVEN SEEING HOW ON EARTH THERE ARE POCKETS OF AREAS THAT ARE NOT BEING SERVED RIGHT NOW WITH PUBLIC WATER AND THERE AREAS AND BURTON AND I KNOW THAT AREAS AND SHELDON SO YOU KNOW WHEN YOU START LOOKING AT EVEN FIRE PROTECTION SERVICES IT'S A SHAME THAT WHEN YOU SEND A TRUCK OUT TO FIRE IN A RURAL COMMUNITY AFTER THE WATER IS EXHAUSTED OUT OF THE TRUCK, THERE IS NO MORE WATER SERVICE THERE. SO I THINK WE COULD DO OUR COMMUNITY BEST SERVICE BY MAKING SURE THAT WE HAVE ADEQUATE WATER PUBLIC WATER IN
[01:10:01]
ALL ASPECTS OF COMMUNITY. SO I WOULD LOVE FOR THAT TO BE ON THAT LIST OF ACTION ITEMS PRIORITY THAT WE CAN WORK TOWARD AND PROBABLY NEED TO BEING I DON'T KNOW OR EVERYBODY TO BEAR TO SEE HOW WE CAN ACTUALLY IMPLEMENT THAT IN BEFORE COUNTY.>> YORK MIGHT WANT TO TALK ABOUT THIS TO THE COUNTY. WE HAVE LOOK LOOKED AT THE ATX H TAX AND PUTTING A LOT OF MONEY INTO SEVERAL RECONSTRUCTION PROJECTS.
AND I THINK THIS IS GOING TO GIVE THE HOSPITALITY AND TOURISM A BOOST FOR THE RECONSTRUCTION PROJECTS THAT WE'VE GOT GOING ON BOTH IN NORTH OF THE BROAD AND SOUTH ABROAD. BUT I JUST WANT TO KIND OF LET PEOPLE KNOW THAT THAT MONEY IS GOING FOR GOOD USE TO TO TO AND A LOT OF IT'S GOING TOWARD THE RECONSTRUCTION PROJECTS THAT WERE ON THE LIST I THINK YOU SAID IT BEST WAS THAT ALL THESE SAY NO THANKS.
>> OKAY I'LL BRING THAT UP FOR A GENERAL DISCUSSION NEXT TIME ON OUR PRIORITY LIST.
ANYTHING ELSE ANY OTHER PUBLIC ANY OTHER COMMENTS? WITHOUT OUR LAST PROMOTION FOR A GERMAN YOU COULD JUST SECOND A SECOND. OKAY.
>> MOST OF THIS SECOND ALL IN FAVOR RAISE YOUR RIGHT HAND. THE NEXT NEXT MEETING BE APRIL
[13. THE NEXT REGULAR MEETING IS SCHEDULED FOR FRIDAY, APRIL 23, 2021, 9:30 A.M. ADDITIONAL DETAILS WILL BE PROVIDED PRIOR TO THE APRIL MEETING DATE.]
20 THIRD. THANK YOU ALL VERY MUCH FOR PARTICIPATING.APPRECIATE YOUR PATIENCE. THANK YOU. OKAY.
