[4. APPROVAL OF MINUTES – December 3, 2020]

[00:00:09]

REGARDING OUR LAST MEETING DID EVERYBODY HAVE A CHANCE TO LOOK AT IT AND GO THROUGH THE MINUTES AND THAT'S WHAT HAVE BEEN FROM DECEMBER THE 3RD I WENT THROUGH THOSE MINUTES AND GRAB THEM AND THEY ALL SEEMED VERY ACCURATE IN WHAT WE WELL STATED AND QUITE ARTICULATE SO I WOULD RECOMMEND THAT WE APPROVED THE MINUTES FROM THE DECEMBER 3RD TWENTY TWENTY MEETING. I HAVE A SECOND I CAN SECOND THIS IS KIM.

OH OK. HI KIM. HI.

SO THEN LET'S GO AHEAD THEN AND SAY LOOK AT THAT THE AGENDA. SO HAS EVERYONE LOOKED AT

[3. APPROVAL OF AGENDA]

TODAY'S AGENDA? I'D LIKE TO MOVE INTO IT. I HAVE GONE THROUGH IT AND I APPROVED THE AGENDA FORTHCOMING AND WANTS TO GET ON. I HOPE EVERYONE HAS IN THAT EVENTS ARE READY AND I HAVE A SECOND I'M MOVING FORWARD INTO THE AGENDA.

>> HOW ARE YOU DOING? BILL GREEN OF GOOD AFTERNOON. HOW ARE YOU? OKAY. GOOD. GOOD.

GLAD YOU'RE ON THE PHONE WITH US. SO APPRECIATE IT VERY MUCH.

[5. INTRODUCTIONS]

SO INTRODUCTIONS. LET'S JUST RUN THROUGH EVERYONE THAT'S ON THE CALL AND OR ON VIDEO. I START WITH MYSELF. SO THIS WHO IS IN ATTENDANCE OF THIS CURRENT MEETING? SO I AM RANDY BOMBING AND I AM DISTRICT 9.

CAN WE JUST KIND OF GO THROUGH AND EVERYONE MENTIONED YOUR NAME AND YOUR DISTRICT FOR CINDY'S PURPOSES? I'M SURE THIS IS KIM CORLEY DISTRICT GATE VALLEY DENNIS LADIES ISLAND GOING TO DISTRICT 6. WE ARE WE MISSING ANYONE?

OH, WE DON'T HAVE LAWRENCE BRYAN BUT WE'VE. >> AND WE DON'T HAVE ANY OF THE

X THIS YEAR'S EXCEPT FROM MIKE BENNETT. >> OK, HEY MIKE, ARE YOU GOOD? I'M GOOD. THAT. WE HAD HIS MUTE BUTTON TURNED AROUND SO WELCOME MIKE. OK, SO LET'S CONTINUE MOVING FORWARD HERE.

SO IS THERE ANY PUBLIC COMMENT THAT HAS BEEN SUBMITTED, CINDY? NO, THERE HAS NOT.

OK. I THOUGHT YOU WERE GONNA SAY YES.

IN REGARDS TO THE DETAILS AND BECAUSE THEY SPEND A LOT OF CONVERSATION ABOUT IT BUT WE'RE PAST THROUGH THAT BECAUSE I WOULD IMAGINE OUR NEXT MEETING WE'RE HAVING FOUR MORE COMMENTS ABOUT THE DETAILS SYSTEM. LET ME ADD THOUGH THAT I'VE STOPPED BY A COUPLE OF TIMES. IT'S CINDY'S OFFICE AND THE TREMENDOUS AMOUNT OF WORK WITH US TO SPEND TO STUFFING ENVELOPES WITH DECALS. AND THE HOURS THAT SHE AND CAROLINE HAVE PUT IN JUST EXTRAORDINARY SHOW ON BEHALF OF THE GORGEOUS.

THANK YOU VERY MUCH. I THINK THIS WAS A WELL THOUGHT OUT SYSTEM AND I KNOW THE PUBLIC IS AT THIS EXACT MOMENT NOT HAPPY WITH IT BUT IN THE SAME VEIN THEY WILL ONCE IT'S ALL UP AND RUNNING IN THE COUNTY SHE'LL BE IN A BETTER POSITION.

THERE'S ABSOLUTELY NO DOUBT ABOUT THAT. SO THANK YOU, CINDY.

THANK YOU, CAROLYN AND ANYONE ELSE THAT PARTICIPATED. IMPORTANT CONTINUES TO

PARTICIPATE IN THAT. >> THANK YOU, RANDI. I CAN'T GO WITHOUT SAYING REALLY THE BRUNT OF THIS HAS FALLEN ON ANGEL AND SHE'S DONE A PHENOMENAL JOB.

>> THAT'S VERY COOL STUFF. VERY, VERY COOL STUFF. SO WE'VE COME A LONG WAY WITH

[7. UPDATES REGARDING MEETINGS WITH COUNTY COUNCIL (ALL)]

THAT PROGRAM AND BACK OFF THREE OF YOU. SO UPDATES REGARDING ANY POTENTIAL MEETINGS WITH YOUR COUNTY COUNCIL MEMBERS. I THINK YOU GUYS HAD AN OPPORTUNITY TO SIT AND DRINK COFFEE AND GRAB A BEER. JUST A PHONE CALL OR E-MAIL OR WHATEVER. IF YOUR COUNTY OR COUNCIL MEMBERS AS IT PERTAINS ABOARD AND WHAT WE END FOR ON I HAVEN'T HAD A CHANCE BUT IT'S ON MY AGENDA.

SO YOU KNOW SOMETHING I HAVE TO DO OK? MY KIDS IS ME AND RAISED.

YEAH. WE HAD A GOOD MEETING WITH JOSH FRYDENBERG AND DAVE AMES PART OF THE COUNCIL ON IT WAS MYSELF CHRIS FISHER AND DEREK REMEMBERED ERIC'S LAST NAME FROM BETH'S WORKS AND REALLY JUST THE MEETING WAS PRIMARILY TO LET THE TOWN KNOW ABOUT

[00:05:04]

GLASS WORKS WHEN IT DOES AND SEE IF THERE IS ANY POTENTIAL FOR SUPPORT.

AND REALLY WE CAME AWAY FROM THAT MEETING WITH THE TOWN DIRECTLY BEING VERY SUPPORTIVE OF HAVING GLASS WORKS AS A COMPANY NEARBY IN ORDER TO HELP US SUSTAIN GLASS RECYCLING PROGRAM. AND SO IT WAS A GOOD OVERALL MEETING.

THERE'S SOME POTENTIAL AVAILABILITY FOR SOME COLLABORATIVE MARKETING GLASS WORKS AND AND AND MAYBE SOME USE OF SPACE AND JUST SOME OPPORTUNITY.

THAT WAS THE THAT'S GREAT. MIKE. THERE IS A LOT OF POTENTIAL CHANGE ON THE HORIZON WHICH WILL BE JUST SO FANTASTIC. I LOOK FORWARD TO THE MEETINGS THAT WE CAN TALK IN DEPTH ABOUT THAT. BUT IT'S ALL MOVING IN THE RIGHT DIRECTION. APPRECIATE YOU REACHING OUT. ANYONE ELSE HAVE AN OPPORTUNITY TO MEET WITH ANYONE IN PARTICULAR THAT THEY WOULD LIKE TO COMMENT ON?

[8. ELECTION OF VICE CHAIRMAN – REPLACES DAVID UEHLING]

OK, I WILL MOVE I WILL MOVE ON . SO WE HAVE ASKED IF ANYONE WOULD CONSIDER THE POSSIBILITY OF FULFILLING THE VISE CHAIR SEAT AND I'M VERY HAPPY TO REPORT THAT WE HAVE SOMEONE THAT IS READY AND WILLING AND VERY, VERY CAPABLE DOING THAT TO REPLACE DAVE. SO IN SAYING THAT I WOULD LIKE TO NOMINATE KIM CORALIE FROM DISTRICT 8 TO FULFILL DAVID'S SPOT AS VISE CHAIR OF THIS BOARD AND I'M LOOKING FOR SECONDS AND THIRDS IN SECOND THIRD GRADE. GREAT.

THAT'S FANTASTIC. KIM, THANKS FOR STEPPING UP. WE APPRECIATE THAT.

CINDY AND I HAVE TALKED ABOUT WE WERE HOPEFUL THAT YOU WOULD BE IN YOU'RE GOING TO BRING AN AWFUL LOT TO THE TABLE AND WE APPRECIATE IT VERY MUCH. I WANT TO SAY ANYTHING KIM.

WELL, NOT RIGHT THIS TIME. OK. OK.

WELL, ONCE AGAIN, WE APPRECIATE YOU STEPPING UP. THAT'S AWESOME.

REPORTS GOT A FEW REPORTS TO GO THROUGH. EXCUSE ME.

AND I'M SORRY THAT I'M ON MY PHONE AND NOT ON MY COMPUTER. I'M JUST RUNNING LATE AND I DIDN'T WANT TO DO THIS OUTSIDE. SO WHEN THE POLLEN. THE POLLEN IS TERRIBLE.

EXCUSE ME. SO LET'S WHAT'S INTO THE REPORTS AND HAVE OUR MEETING

[9. SWR MONTHLY REPORT OVERVIEW]

SOLID WASTE RECYCLING THE OVERDUE REPORT. CINDY, ARE YOU GOING TO TAKE THAT? I'M GOING TO AND I'M NOT GOING TO GO SPECIFICALLY THROUGH THE DATA I'VE ATTACHED THE JANUARY AND FEBRUARY REPORTS TO THE AGENDA THAT WAS ON LINE.

THERE'S A COUPLE OF THINGS I'D LIKE TO MENTION THOUGH WHERE WE'RE TALKING ABOUT DETAILS AND WHAT IT WOULD DO THAT IN A FEW MINUTES. YOU YOU KNOW, I'VE ALWAYS KIND OF WATCH THE PERCENTAGES OF THE DATA THAT COMES FROM WASTE MANAGEMENT AS FAR AS WHAT WE PAY FOR ACROSS THE SCALE THAT CURBSIDE VERSUS WHAT'S COMING OUT OF OUR CONVENIENCE CENTERS IN THE LAST FOUR MONTHS. I CAN TELL YOU THAT THAT PERCENTAGE IS GROWING TOWARDS CURBSIDE. BACK IN NOVEMBER IT WAS 68 PERCENT.

THEN IN DECEMBER IT WAS 70 PERCENT. JANEY, WHERE YOU CURBSIDE ACROSS THE SCALE WAS SEVENTY TWO PERCENT. AND AS OF FEBRUARY SEVENTY FIVE PERCENT OF THE TOTAL OUTAGE IS GOING ACROSS MUNICIPAL SOLID WASTE.

THIS DOES NOT INCLUDE LAND CLEARING DEBRIS. YOU'RE SEEING A BIT OF YOUR HOUSEHOLD TRASH GOING ACROSS THE SCALES WHERE IT'S 75 PERCENT OF CURBSIDE.

TWENTY FIVE PERCENT OF IT'S COMING THROUGH THE CONVENIENCE CENTER'S THOSE NUMBERS ARE SIGNIFICANT. THEY ARE. IT'S A PATTERN ALSO THAT CONTINUES TO GROW LIKE THAT. I MEAN SUSTAINABILITY OF THAT WE WILL HAVE TO ACCOMMODATE THOSE NUMBERS. THAT'S THE FIRST THING THAT POPS IN MY MIND.

RIGHT? >> WELL, I'LL TALK ABOUT SOME OF THE OTHER FIGURES WHEN WE GET TO TALKING ABOUT THE CHANGES THAT THE CONVENIENCE CENTERS.

BUT THAT'S THE SO I MEAN THAT'S THE WHOLE POINT OF THE REPORTS. I'LL GO AHEAD AND TELL YOU AS

[10. RECYCLING COORDINATOR REPORT]

FAR AS THE RECYCLING COORDINATOR REPORT SINCE WE MET LAST WE'VE HAD TWO ELECTRONIC VISITS IN THE COUNTY, ONE BACK IN DECEMBER AND ONE BACK IN FEBRUARY.

WE HAD SEVEN HUNDRED AND SIX PEOPLE FOR THE FIRST ONE AND A THOUSAND FIFTY FOUR FOR THE SECOND ONE. THE NEXT OF IT WILL BE MAY 22ND AND AS HISTORICALLY WE'LL HAVE

[00:10:02]

ONE AT 140 SCHENKEL AND THE OTHER AT 9 BENTON FEEL I'M ALSO VERY EXCITED.

SHE'S ON THE PHONE WITH US RIGHT NOW. ASHLEY JENKINS, IF YOU REMEMBER LEFT OUR EMPLOYMENT BACK AROUND THANKSGIVING AS OUR RECYCLING COORDINATOR WE'VE HAD A LONG FEW MONTHS OF OF LOOKING FOR THE PERFECT PERSON TO FILL THAT SPOT.

AND VICTORIA HOFFMAN STARTED WITH US ON MONDAY. SHE'S EXCITED AND RARING TO GO WITH EVERYTHING. AND I CAN'T WAIT FOR YOU GUYS TO MEET OR SEE JUST POPPED OUT ON YOUR OWN OF THE VIDEO. FEEL FREE TO SAY HELLO AND TELL ME A LITTLE BACK FOR SALE.

HI. NICE TO MEET ALL OF YOU. >> JUST COMING TO THE COAST AFTER LIVING OUT WEST FOR A COUPLE OF YEARS. I'M REALLY IMPRESSED WITH WHAT WE'RE DOING NOW IN BEAUFORT COUNTY AND I'M REALLY EXCITED TO GO FORWARD WITH SUCH A GREAT

THING. >> WE BOARDED TO COME FROM A WEST.

I'M GOING TO PREFACE THAT WITH SAYING I'M FROM NORTH CAROLINA SO I'M GOING TO CLAIM IT AS MY

HOME. >> BUT I LIVED IN LAS VEGAS FOR THE PAST SEVEN.

OK, SO CALL AFTER ALL WE'RE DOING. YEAH, THANKS.

IT'S REALLY NICE TO GET BACK TO THE COUNTRY COASTAL LIVING. THAT'S GREAT.

YOU GOT AN EXCELLENT TEAM AROUND YOU. THAT'S FOR SURE.

SO WE'RE VERY THANKFUL. DOES ANYONE ELSE WANT TO MAKE ANY COMMENTS? WE'RE IN NORTH CAROLINA. WE SAY THERE'S A LITTLE TOWN YOU'VE NEVER HEARD OF .

CLUBS NEEDS VARY. IT'S A LITTLE COASTAL VILLAGE OUTSIDE OF TOPSAIL ISLAND, CAMP LAGOON, JACKSONVILLE. IT'S ABOUT AN HOUR NORTH OF WILMINGTON.

SO TINY A LITTLE FISHING VILLAGE WHERE I GREW UP. I HAVE A DAUGHTER UP IN GREENVILLE, NORTH CAROLINA. OK, KIND OF CLOSE A LITTLE MORE IN LONDON.

>> MY DAD SPENT A LOT OF TIME ON CANCELATION SO YEAH, THAT'S A THAT'S A WONDERFUL AREA.

BUT WE'RE GLAD YOU'RE HERE. SO ONCE AGAIN, WELCOME TO THE TEAM.

SO I THINK YOU'D BE QUITE IMPRESSED WITH THE ENTHUSED I MEAN THE PASSIONS THE PEOPLE INVOLVED IN THIS PROCESS. IT'S NOT JUST A GROUP A COLLECTIVE GROUP.

TRYING TO DO SOMETHING FOR BEAUFORT COUNTY BUT IT'S A LITTLE BIT DEEPER.

IT'S ABOUT TRYING TO CLEAN THIS COUNTY UP AND DO IT IN AN EFFICIENT AND CORRECT MANNER.

SO THAT WE CAN PREPARE FOR THE GROWTH THAT IS THAT IS CURRENTLY EXISTING WHAT IS ON ITS WAY. SO WE GET SOMEWHAT PASSIONATE ON THIS BOARD.

SO WE'RE VERY HAPPY WITH SO AGAIN, WELCOME. SO CINDY, A QUESTION FOR YOU.

SO THE TWO THOUSAND POUNDS OF ELECT ELECTRONIC RECYCLING AND THOSE THOSE TWO EVENTS.

IS THAT A TYPICAL NUMBER OR IS THAT HIGH? THAT WASN'T ACTUALLY TONNAGE.

>> THAT WAS VEHICLES. HAVE TO PULL THAT TONNAGE FOR YOU AND GET IT FOR THE NEXT REPORT. I CAN TELL YOU AS FAR AS COMPARING TO OTHER EVENTS PROBABLY THE DECEMBER ONE WAS A LITTLE BIT LOW. I THINK THE FEBRUARY WHERE WE

HAD ABOUT A THOUSAND OR ASSESS ABOUT NORMAL. >> OK, OK.

YOU THINK WE'RE GETTING THE WORD OUT TO MAXIMIZE ITS RETURN ? WELL, I THINK THE WORD MOST PEOPLE ARE ARE AWARE OF IT BECAUSE WE'VE DONE THE PROGRAM

FOR SO LONG. >> WE ARE PUTTING THE WORD OUT IN PRESS RELEASES.

WE PUT IT UP ON THE LITTLE SAND WHICH BOARDS AT THE DROP OFF CENTER.

SO WE KNOW THAT YOU KNOW, THE LOCALS ARE SEEING THAT. AND I GET VERY FEW CALLS BETWEEN EVENTS OF PEOPLE NEEDING DISPOSAL OPTIONS. SO I FEEL LIKE IT IS IT'S DOING WHAT IT NEEDS TO DO. GOOD, GOOD. I ONLY CARE THAT BECAUSE OF THE GROWTH. IT BOGGLES MY MIND. SO MANY PEOPLE COME HERE AND THEY DON'T KNOW THE SERVICES THAT ARE OFFERED. EVEN JUST IN OUR LITTLE NEIGHBORHOOD HERE THEY COME AND THEY DON'T THEY DON'T KNOW YOU KNOW I MEAN BUT JUST A SMALL TOKEN OF WHAT AVAILABLE. SO JUST A QUESTION. SO THANK YOU FOR THEIR CONTRACT IN THE THE NEXT INTERVIEW WILL BE WELL RECEIVED. GOOD, GOOD, GOOD.

QUESTION IS YOUR EFFORT TO VOLUNTEER FOR ANY ANYTHING RELATIVE TO THE PAPER RECYCLING WITH PLANS FOR PAPER PAPER? NO, WE WE ACTUALLY DISCONTINUED OUR PAPER SHREDDING FOR THIS YEAR. IT WAS COMPOUNDED NOT ONLY WITH TELEVISION BUT WITH THE LAST

[00:15:04]

FEW EVENTS THAT WE'VE HAD. WE HAD A LOT OF PEOPLE THAT WERE DISGRUNTLED BECAUSE WELL FIRST OF ALL IT WAS BECAUSE A LOT OF PEOPLE WERE BUSINESSES AND EVEN THOUGH WE PUT THE LIMITS OF FOUR BAGS BOXES ON THE PEOPLE WHEN THEY CAME IN THEY WERE HOLDING TRUE TO THAT.

BUT THE TRUCKS WERE STILL WHEN WE ASKED FOR AN EXTRA TRUCK. THE COMPANY CAME OUT OF COLUMBIA AND A LOT OF TIMES EVEN THOUGH THE EVENT WAS SUPPOSED TO BE FROM NINE TO THREE. THOSE TRUCKS WOULD FILL UP ABOUT NOON OR 1.

WHAT OUR OPERATIONS SUPERINTENDENT SAID WAS SO MANY PEOPLE WERE COME INTO THOSE EVENTS AND THEY'RE SHREDDING THINGS THAT DON'T NEED TO BE SHREDDED LIKE THEIR CHRISTMAS CARDS OR INFORMATION THAT DOES NOT HAVE PERSONAL INFORMATION ON IT.

I CAN TELL YOU THE FEW CALLS THAT I'VE GOTTEN IN 20 2021 WHEN I ACTUALLY TALKED TO THOSE FOLKS IT TURNED OUT THEY WERE ALSO BUSINESSES THAT WERE SO UPSET.

SO IF YOU GO TO OUR WEB SITE, WHAT WE'VE DONE IS WE'VE GIVEN SOME OPTIONS OF WHAT PEOPLE CAN DO FOR SHREDDING IF THEY REALLY NEED SHREDDING AND ONE OF THOSE IS ACTUALLY A LOCAL BUSINESS IN BLUFFTON. I'M SURE THERE MAY BE SOME CHARGES BUT WHEN WE REALLY TALKED ABOUT IT, MOST PEOPLE THESE DAYS HAVE THEIR OWN LITTLE DESKTOP SHREDDERS.

IT'S NOT A REGULATORY REQUIREMENT. WE MAY REVISIT BUT FOR RIGHT NOW WE'VE DISCONTINUED THE SHREDDING. OK.

IT'S A GOOD QUESTION. THANKS, ANDY. SURE.

VOLUNTEER COORDINATOR REPORT IT WANTS TO TAKE THAT ONE. THAT'S GOING TO BE CAROLINE CARROLL THAT'S GOING TO SOUTH CAROLINA. YES, SHE'S ON I DON'T HEAR HER BUT SHE'S ON IT. IT'S GOT HER MUTE BUTTON PUSHED .

SHE MAY HAVE TO COME IN HERE WITH ME. MAYBE WE'LL MOVE ON AND THEN

[12. LITTER AND ENFORCEMENT REPORT]

COME BACK TO HER. >> OK, IS NOT JOINING US TODAY BUT I WANTED TO LET YOU KNOW THAT WE ARE GOING TO HAVE A COUNTYWIDE LITTER CLEANUP FOR EARTH DAY.

WE'RE GOING TO DO IT A ROLL THE TWENTY FIRST WHICH IS A WEDNESDAY WHEN OUR CENTER IS REPLACED. WE'VE ASKED FOR ALL OF OUR DEPARTMENT HEADS TO GIVE US A FIRM COUNT OF HOW MANY PEOPLE WANT TO VOLUNTEER FOR THAT WITHIN THE COUNTY.

WE'VE ALSO COORDINATED WITH THE NEW KEY JASPER COUNTY BEAUTIFUL GREAT TO HELP WITH THE JASPER SIDE OF 170. SO IF ANY OF YOU HAVE ANY DESIRE TO HELP THAT DAY PLEASE LET OUR TRAIL KNOW BY THE THIRTY FIRST SO WE CAN GET YOU ASSIGNED TO A GROUP.

WE ARE NOT GOING TO PROVIDE TRANSPORTATION. WE'RE TRYING TO KEEP THINGS A LITTLE LOW KEY BUT AT THE SAME TIME WE WANT TO MAKE SURE EVERY COUNCIL DISTRICT IS REPRESENTED WITH THE CLEANUP. OK, EXCUSE ME. THIS PILE ON SO QUESTION FOR YOU. YES. AND SOMEWHAT ACTIVE IN THIS AREA. AND ASK THAT CAROLINE KNOWS THIS.

I'VE GOT I DON'T KNOW SIX POTENTIALLY EIGHT PEOPLE THAT WANT TO JOIN.

SO IN THAT CASE I WOULD JUST HAVE THEM CONTACT OUR TRAIL OR IF I WANT TO FIND THEM YOU CAN YOU CAN PICK UP ON YOUR REGULAR GRADES YOU'RE ABOUT TO HAVE GRADES DON'T ANY WEEKEND LIKE YOU NORMALLY DO. IT'S JUST IF YOU WANT TO PARTICIPATE WITH THE COUNTY ON

APRIL 20, SARA, PLEASE LET OUR TRAIL MAY OK. >> WHAT DO WE HAVE? CAROLINE'S IN THE US. NANCY. I'M SORRY.

WHAT ARE WE DOING AS FAR AS PRESS BECAUSE WOULDN'T IT BE GREAT IF WE COULD GET THE PACKET TO COME OUT OF SOME KIND OF A FEATURE AND ALL THE WORK THAT'S DONE BY SO MANY VOLUNTEERS? IT'S HARD WORK AND THEY'RE GIVEN THEIR TIME.

IF WE TRIED TO REACH OUT TO THEM AND TRY TO SOLICIT SOME KIND OF OFFER OF A STORY TO BE WRITTEN, AN ART WOULDN'T BE PUBLISHED ANY OF THAT STUFF. WE HAVE A PLAN THAT EVEN SOME

OF THE MUNICIPALITIES ARE GOING TO JOIN US ON THE 21ST. >> AND OUR TRAILS CREWS ARE GOING TO TAKE THEIR TRAILER AND PICK UP ALL OF THE BAGS FOR EVERYBODY.

WE'RE GOING TO TAKE IT OVER TO THE ENGINEERING BUILDING IN BEAUFORT AND EVEN THEN WE'RE DOUBLE HANDLING WE'RE GOING TO DO A PHOTO OP OF HOW MANY BAGS ARE PICKED UP THAT ONE DAY AND THEN WE'LL DO A PRESS RELEASE AFTER THE FACT. OK, GREAT.

WE DID THAT YEAR, DIDN'T WE? JUST LIKE THAT LAST YEAR WE HAD TWO VERY LOW KEY EVENTS BECAUSE

[00:20:05]

OF KEVIN WE ONLY HAD PUBLIC WORKS AND SOLID WASTE THAT PARTICIPATED.

WE'RE GOING TO BUMP IT UP JUST A LITTLE BIT BUT WE'RE STILL TRYING TO BE MINDFUL OF SOCIAL DISTANCING. SO THAT WOULD HAVE BEEN TO YOUR SCOPE THAT THAT PHOTO OP WOULD HAVE HAPPENED. MAN THIS TIME FLAG. YOU I REMEMBER IT BEING SIMILAR

TO THAT SO THAT TWO YEARS OF THAT WOW, CAROL EVERY YEAR. >> YES.

[11 VOLUNTEER COORDINATOR REPORT]

SEE YOUR BY MY AUDIO IS NOT WORKING ON MY COMPUTER BUT JUST GIVING ANY EVERYBODY AN UPDATE.

ADOPT HIGHWAYS GOING VERY WELL. WE'VE PICKED UP ONE THOUSAND SIX HUNDRED AND THIRTY ONE BAGS TODAY ALMOST TWENTY FIVE THOUSAND POUNDS. EIGHT HUNDRED AND TWENTY FOUR VOLUNTEERS AND TWO THOUSAND ONE HUNDRED HOURS. SO THINGS ARE GOING WELL.

JUST GOT AN E-MAIL FROM SD OKATIE. THEY JUST HAD THEIR SPRING SPRUCE CLEAN UP WHERE THEY SEND OUT THE JYOTI CREWS AND THEY PICKED UP A HUNDRED BAGS SO THAT'S WHAT'S GOING ON. THAT'S GREAT. CAROLINE, IF YOU MET WITH THE JASPER SIDE IT'S GOING GONNA BE PICKING UP EAST OF 170. HAVE YOU SPOKEN TO THEM YET? I HAVEN'T SPOKEN YET WITH LYNN BOYLES. THAT'S NOT ANY EMPLOYEES.

YOU KNOW THE COUNTY EVENT IS GOING TO BE COUNTY EMPLOYEES. SHE'S JUST TRYING TO RECRUIT VOLUNTEERS TO HELP THAT DAY. SO IT'S NOT LIKE ANY COUNTY EMPLOYEES IT'S GOING TO BE KEEP YOU FOR ACCOUNT THERE. KEITH JUST FOR BEAUTIFUL IS SEPARATE FROM THE COUNTY.

SHE'S WITH THE CONSERVATION DISTRICT AND JASPER CONSERVATION DISTRICT.

BUT YEAH, WE'RE WE'RE CONNECTING WITH HER. CINDY'S CONNECTING WITH HER AS WELL. THAT'S EXCELLENT. I BRING THAT UP BECAUSE I SENT YOU GUYS A PICTURE OF TWO NEW PARTICIPANTS WILL MCNAIR AND HIS WIFE AND THEY'RE ABSOLUTELY ON FIRE. THEN THEY PICKED I DON'T KNOW I THINK IT WAS NINE OR 10 BAGS BUT THEY PICKED THEY WERE COMPLETELY FULL AND SPENT AN AFTERNOON THE EVENING DOING IT.

BUT AS IT TURNS OUT, IT ACTUALLY LEE WAS IN JASPER COUNTY JUST BARELY BUT JUST IN JASPER COUNTY IN IT MADE ME THINK I WONDER IF WE COULD SOMEHOW GET JASPER COUNTY SOMEWHAT ON BOARD BUS DO SOME KIND OF A OF A JOINT MISSION, PICK UP WHATEVER.

AND I'M KIND OF WISHING IN THE STARS RIGHT NOW. BUT WE'LL SEE THIS TOWN WITH LEADS MILES. AND I THINK SHE'S A LITTLE OVERWHELMED WITH THEIR NEW.

KEEP. KEEP JASPER COUNTY BEAUTIFUL. THEY'VE DONE A FEW ITEMS ON THEIR OWN LIKE. I THINK SHE SAID A RADIO SOMETHING ELSE.

SO SHE WAS A LITTLE HESITANT AT FIRST TO JOIN US ON THE 21ST OF APRIL BUT THEN CALL BACK AND SAID SHE WAS GOING TO TRY TO GET SOME FOLKS. I THINK THEY'RE COMING ALONG.

THEY'VE BEEN THERE BUT THEY HAVEN'T BEEN OFFICIAL UNTIL RECENTLY.

AND WE'LL STAY IN TOUCH AND HELP NURSE THEM ALONG. I THINK PROBABLY MORE OF OUR KEY COUNTY BEAUTIFUL BOARD WILL BE INTERACTING WITH THEM MORE SO THAN THAN THIS BOARD.

SHE DID SAY SOMETHING STATING THAT SHE CONNECTED WITH WASTE MANAGEMENT AND THAT THEY PICKED UP THEY DID DO A LITTER PICKUP ON 462. WASTE MANAGEMENT WAS OUT THERE SO SHE'S TRYING TO GET THEM TO TAKE SOME RESPONSIBILITY FOR THE ROAD AS WELL, WHICH IS GREAT. THAT WOULD BE FANTASTIC. JUST AS LONG AS THEY DON'T SEND YOU GUYS AN INVOICE, RIGHT? RIGHT. YEAH.

IS THERE ANYTHING ELSE, CAROLYN, THAT HAVE THAT YOU'D LIKE TO SHARE WITH?

>> NO. NOTHING RIGHT NOW. WE'RE JUST, YOU KNOW, FOCUSING ON TRYING TO GET THESE DECALS. RUSSO SO NO ONE LEAVES ANY LITTER ON THE SIDE OF THE ROAD . YEAH. AND FIRST SOME EDUCATIONAL PROGRAMS THAT SOME OF US HAVE TALKED OFF LINE ABOUT. I THEY HAVE ENVISIONED FOR THE FUTURE. MIKE BENNETT WHO'S ON THE PHONE IS TALKING ABOUT THAT.

SO THERE'S THERE'S SOME PRETTY GOOD MOMENTUM. I FELT LIKE WE KIND OF HAD I WAS A LITTLE DEPRESSED BECAUSE IT SEEMED LIKE WE HAD THAT UPSIDE DOWN BELL CURVE LIKE WE BOTTOMED OUT A LITTLE BIT AND COLD. KOLBERT I'M SURE HAD A LOT TO DO WITH IT. BUT JUST A COUPLE MONTHS AGO IT FELT LIKE I HAD THE TRASH BACK AND WE JUST PICKED IT UP. BUT IN MY DRIVING I'M SEEING CLEANER ROADS ROUTE 46 THAT I

[00:25:01]

DRIVE ON QUITE A BIT. IT'S SUCH I MEAN I WOULD SAY IT'S NINETY FIVE PERCENT CLEAN.

IT CAN'T EVER BE 100 PERCENT BUT UM BUT I THINK WE HAVE A LOT OF MOMENTUM AND WE HAVE YOU KNOW, A REALLY GOOD VISION FOR THE FUTURE. FEEL REAL GOOD ABOUT IT.

[13. UPDATE CONVENIENCE CENTER CHANGES]

ABSOLUTELY FEEL GREAT ABOUT IT. MOVING ON UPDATE ABOUT THE CENTER CHANGES SO SURE.

CINDY IT WILL BE I CAN TELL YOU AS OF YESTERDAY WE HAVE NOW ISSUED FORTY ONE THOUSAND SEVEN HUNDRED AND THIRTY SEVEN DECALS. WE FEEL LIKE THEY'RE BEING APPROVED LITTLE AND LITTLE IMPROVEMENTS MILES. SO WE'RE AT THE END LAB.

IT'S GOING TO BE APRIL 1ST. WE'RE STILL STRUGGLING WITH SOME OF THE ERRORS PROPERTY.

WE'RE GOING TO CONTINUE TO WORK THROUGH THOSE IF THOSE ERRORS FOR SOME REASON CANNOT GET A DEKALB BEFORE APRIL 1ST. WE'RE GOING TO TRY OUR BEST TO TRY TO FIGURE OUT SOMETHING TO DO WITH THEM WHERE WE CAN MOVE THEM TO THE TOP OF THE LIST. WE STILL HAVE OF SOME POST CARDS LEFT THAT SOME OF THE INFORMATION IS JUST TOTALLY NOT IGNORABLE INTO OUR SYSTEM.

SO WE'VE HAD TO ACTUALLY PHYSICALLY CALL PEOPLE. IT'S VERY TIME CONSUMING BUT WE'RE REALLY EXCITED ABOUT HOW THIS IS GOING. I WAS AT HILTON HEAD CENTER AND CENTER TODAY. I CAN TELL YOU EVERYBODY HAD THEIR DETAIL.

THAT LINE WAS MOVING SMOOTHLY. I HAD ONE LADY THAT SAID SHE WAS NEW TO THE AREA AND TOOK ONE OF THE LITTLE CARDS TO REGISTER ONLINE. THERE NO HICCUPS AT ALL.

WE WILL HAVE OUR TRAIL OWN ALERT AS WELL AS OUR TWO FOREMEN THAT CAN WRITE TICKETS STARTING APRIL 1ST TO TRY TO PREVENT ANY OPEN DUMPING. SO I'M EXCITED THAT THIS IS ACTUALLY GOING TO GO WOW. KIND OF AS A SIDE NOTE WE'VE HAD SOME INQUIRY ABOUT OUR NEW SYSTEM. SOME FOLKS CAME IN FROM DORCHESTER COUNTY.

THEY WERE MUCH IMPRESSED AND THEY'VE GOT A PROBLEM WITH ADDED COUNTY WASTE MORE SAVING CONTRACTORS. AND THEN AS OF THIS MORNING WE'VE BEEN ASKED FROM THE CAROLINA RECYCLING ASSOCIATION TO DO A PRESENTATION IN MAY 4 FOR THAT GROUP OF PEOPLE.

SO I THINK THEY'RE GOING TO BE REALLY IMPRESSED WITH WHAT'S HAPPENED.

>> THAT'S FANTASTIC. I CUT THEM A COUPLE TIMES THE SAME QUESTION ASKED OF ME AND I DON'T KNOW HOW TO ANSWER CINDY . SO JUST THE DETAIL HAVE TO BE

ATTACHED TO THE WINDSHIELD OR CAN THEY JUST SHOW THE DETAIL? >> THEY CAN JUST SHOW THEIR DECALS AND WHAT I'M SAYING MOST IS PEOPLE ARE JUST DOWNLOADING IT INTO THE WALLET OF THEIR PHONE AND WHEN THEY GO THROUGH THE CENTER THEY'RE HAVING IT STAND FROM THEIR ACTUAL SMART OH THAT'S GREAT. I DIDN'T KNOW HOW TO ANSWER THAT.

SO IF THEY HAD TO SOMEHOW ATTACH SO GREAT THAT I MEAN THAT'S 21ST CENTURY.

SO THAT MAKES GREAT SENSE. MIKE MIKE HAS A QUESTION FOR THANK YOU.

YOU'RE WELCOME. YES, MIKE, I KNOW YOU JUST MENTIONED THIS.

HAVE YOU SEEN ANY SORT OF UPTICK IN ILLEGAL DUMPING WAS A BIG CONCERN.

WE HAVE NOT. WE HAD OUR TRAILS CREWS ESPECIALLY DO SOME MONITORING IN FRONT OF THE GATE STATION THAT WAS CLOSED AND THE PRITCHARD VEIL TO MAKE SURE THAT THOSE AREAS WERE NOT LIT OR YOU KNOW, BECAUSE A LOT OF TIMES IF YOU SEE A LITTER THAT PROPAGATES OTHER THINGS. BUT WE HAVE NOT HAD AN UPTICK YET.

WE DON'T HAVE ONE. THAT'S FANTASTIC. A REAL RISK OF THAT ESPECIALLY FROM SOME OF THE REAL OUTLIER OUTLIERS PRIOR TO NOW KNOW ANYTHING NOT CONCERNED APRIL 1ST. HEATHER, THE OTHER QUESTION I HAD WAS THAT YOU MENTIONED THAT CURBSIDE TONNAGE HAD GONE UP BY WHAT WAS A PRETTY STANDARD SOMETHING OVER THE PAST FEW MONTHS WAS IT CONVENIENT CENTER TONNAGE GO DOWN THAT SAME YES. I THOUGHT THAT WAS UNDERSTOOD BUT I JUST WANT THAT WE HAVEN'T GOT ALL THE NUMBERS YET. BUT JUST IN JANUARY AND FEBRUARY ALONE IN OUR TRAFFIC HAS DROPPED TREMENDOUSLY. YOU CAN SEE THAT ON THE REPORTS THAT YOU OUT ON AND IF YOU'LL NOTICE PULLS COLUMN HAS DROPPED TREMENDOUSLY FOR THOSE TWO MONTHS. SO AS WE GET INTO THE TIME A YEAR WHEN WE USUALLY SEE OUR VOLUME ESCALATING, YOU KNOW IN THE SPRING AND SUMMER THIS GO JOB IN APRIL IS GOING TO BE

VERY TELLING. >> GOD HAS SO MANY DIFFERENT IMPACTS THAT I DON'T HAVE.

>> I MEAN WE KIND OF KNEW THEY WERE GOING TO HAVE BUT IT VERY INTERESTING YOU HAD A SOLID WAY PROBABLY OUT PROBABLY SAW IT TO DROP OFF CONVENIENCE CENTERS BECAUSE EVEN WITH THE PEOPLE DOING ILLEGAL CONSTRUCTION DEBRIS WE'RE STILL BRINGING SOMEONE WAY.

[00:30:03]

SO YOU HAD A LITTLE RESIDUAL FROM THERE. OBVIOUSLY THE DROP IN THE WALLS FROM CONSTRUCTION DEBRIS DOES IT SOUNDS LIKE IT'S WORKING? EXACTLY.

WHAT WHAT THE GOAL WAS WITH A TEAM THAT I STILL HAVE MY FINGERS CROSSED.

YEAH. >> THANK YOU. SO NEXT IS SOLID WASTE

[14. UPDATE ENTERPRISE FUND]

MANAGEMENT PLAN. HERE'S ME NEXT AN UPDATE ON THE ENTERPRISE FUN, RIGHT?

IF YOU REMEMBER THE ENTERPRISE . >> OH YES.

TISCHLER BUYS. WELL, WE ALREADY HAD THE ORDINANCE THREE THAT THE ORDINANCE IS IN PLACE THAT WE CAN ENACT AN ENTERPRISE FUND. WE ARE TO THE POINT WHERE TISCHLER BUYS THE DONE THE FACE STUDY THAT OBVIOUSLY WENT THROUGH THE BOARD.

IT WENT THROUGH PUBLIC FACILITIES COMMITTEE AND ON MONDAY OF THIS WEEK IT WENT THROUGH THE FIRST RATING OF COUNCIL. THERE'S STILL A LOT OF QUESTION MARKS. I DON'T KNOW WHAT'LL HAPPEN AT THE SECOND READING IN APRIL.

WE HAVE A LOT OF PROPERTIES IN THE IN THE TAX FIELD AND UNDERSTAND THAT'S WHERE WE GOT OUR DATABASE FOR DETAILS. THERE'S A LOT OF PROPERTIES THAT INSTEAD OF BEING CALLED RESIDENTIAL THEY'RE CALLED COMMERCIAL PROVED AND THEY DON'T QUALIFY FOR A DETAILED IS KIND OF LIKE OUR ORDINANCE READS THAT COMMERCIAL IMPROPERLY INCLUDE SAY APARTMENTS AND IN MULTI-FAMILY DWELLINGS LIKE THAT. WE FOUND THAT THERE ARE CLUSTERS OF DUPLEXES THAT ARE REGISTERED AS COMMERCIAL IMPROVED THAT FEEL LIKE THEY QUALIFY FOR DEKALB BECAUSE THEY ARE RESIDENTS. SO WE'RE STILL WORKING THROUGH SOME OF THAT. OBVIOUSLY THE FIGURES COUNCIL IS LOOKING AT BECAUSE NOW IN THE BUDGET SOLID WASTE FUNDING THROUGH THE AD VALOREM TAXES AND IT'S A MILLAGE WHEREAS THIS WOULD COME OUT AND IS A FLAT FEE SO THIS IS THE SAME AMOUNT OF MONEY.

IT'S JUST IT'S A DIFFERENT SOURCE. SO WE'RE TRYING TO FIGURE OUT WHERE THE BREAKPOINT IS OF YOU KNOW, IS SOMEBODY BENEFITING OR BEING UNDULY TAXED.

THE OTHER DIFFERENCE IS THE FEE HAS SOME CAPITAL MONEY IN IT BECAUSE OBVIOUSLY MOVING FORWARD WE'RE GOING TO NEED SOME STRUCTURES AND SOME FACILITIES FOR SOLID WASTE IMPROVEMENTS. SO JUST STAY TUNED TO COUNTY COUNCIL MEETINGS.

THEY'RE WORKING THROUGH IT. WE'RE TRYING TO GET THEM ALL THE DETAILS THAT THEY'RE ASKING FOR. OH, I HAVE A QUESTION. YES, SIR.

I GET HUNG UP ON TERMINOLOGY IN LOOKING AT THE ENTERPRISE FUND. AGAIN, THE TERMINOLOGY USING HOUSEHOLD UNIT AND OTHER THINGS THOUGH IS I SEE A LOT OF INCONSISTENCIES WITH CHAPTER 62. I'VE GONE THROUGH CHAPTER 62 AND IT NEEDS A COMPLETE UPDATING IN IN LANGUAGE. IT STILL HAS ALL THINGS IN IT AND YOU MADE SOME REFERENCE BEFORE TO MUNICIPAL SOLID WASTE THAT ALWAYS BOTHERS ME AS TO WHAT PEOPLE PERCEIVE AS BEING MUNICIPAL SOLID WASTE. THERE IS NO DEFINITION IN CHAPTER 62 OF MUNICIPAL SOLID WASTE. BUT THERE IS A DEFINITION IN THE SOLID WASTE PLAN TOTALLY INCONSISTENT WITH HOW EVERYONE USES MSW. NO, IT'S CONVENIENT TO SAY MSW WHAT IT MEANS A LOT OF DIFFERENT THINGS TO DIFFERENT PEOPLE AND HOW IT'S USED IN ORDINANCES AND HOW IT'S USED IN REPORTS GETS VERY CONTRADICTORY.

I'VE BEEN INVOLVED IN A LOT OF LITIGATION AND THAT'S WHAT YOU JUST LOVE TO FIND ARE INCONSISTENCIES BETWEEN REPORTS AND ORDINANCES. SO YOU SAY NO.

JUST BE CAREFUL WHEN PEOPLE BEGIN TO USE TERMINOLOGY NO. WHAT'S A HOUSEHOLD THAT IS INCLUDED IF YOU GO INTO WITHIN 62? IT BECOMES KIND OF CONTRADICTORY. AS OF LAST WEEK WE MET WITH OUR LEGAL STAFF AND I THINK THEY'RE LEANING MORE NOW TOWARDS THE THE WORD DWELLING WHICH IS IN THE DEFINITIONS OF SIXTY TWO

[15. SOLID WASTE MANAGEMENT PLAN]

AND A KIND OF SEGUE WAY INTO OUR NEXT ITEM OUR SOLID WASTE MANAGEMENT PLAN IS IN NEED OF REVISION. WE HAVE A TASK AUTHORIZATION IN-HOUSE FROM GOLDSMITH RESOURCES WHO DID OUR STUDY OF THE CONVENIENCE CENTERS. IT HAS NOT BEEN APPROVED YET FROM MANAGEMENT BUT I HAVE BEEN VERBALLY TOLD IT WILL BE SAYS SHE WILL BE UPDATING OUR SOLID WASTE MANAGEMENT PLAN IN THE VERY NEAR FUTURE. I'LL BE SURE TO SHARE THAT

[00:35:03]

TERMINOLOGY WITH HER. I HAVE A FEW QUESTIONS RELATIVE TO THAT ISSUE CURRENTLY OR HAS SHE DONE SOLID WASTE MANAGEMENT PLANS TO TAKE A LOOK AT? I RECOGNIZE DECADES AGO SHE WAS IN RW BECK AND STUFF WHICH WERE QUOTE PROFESSIONAL CONSULTING GROUPS AND DOES SHE HAVE THE RESOURCE TO TRULY UNDERTAKE THAT COMPLETE ROLL WITH FOR BEAUFORT COUNTY? I GET CONCERNED BECAUSE I'VE BEEN IN CONSULTING, I'VE DONE PLANS THEN RECYCLING PLANS.

I'VE BEEN IN GOVERNMENT, LIVED WITH THEM AND YOU NEED SOME REAL CONTINUITY.

I HAVEN'T SEEN THING AS TO KNOW WHO'S REALLY A PROJECT MANAGER .

SO THE DELINEATION THAT YOU'RE ASKING OR I TOTALLY AGREE SENDING YOU'RE SAYING THAT AT THIS POINT IN TIME LEGAL IS TALKING THROUGH AND CONTEMPLATING HOW THEY CAN MATCH THAT SO THAT THERE WILL BE NOTHING EXCLUDED. IT WILL BE ALL INCLUSIVE.

IS THAT WHAT I UNDERSTAND? THAT'S WHAT WE'RE TRYING TO DO .

>> AND I CAN TELL YOU THAT MISS GOLDSMITH, HER EXPERTISE IS SOLID MANAGEMENT PLANS.

SO IT'S JUST AND SHE'S FAMILIAR OBVIOUSLY WITH OUR ORDINANCE. SO I THINK SHE'S PROBABLY THE BEST PERSON WE COULD FIND WITH HER HISTORY OF WORK AND BE FOR COUNTY TO TRY TO TACKLE THIS PROJECT AND IT LOOKS LIKE MR. GREINER KEEPS COMING IN AND OUT.

SO IT WASN'T THAT HE QUIT TALK AND HE JUST WENT OUT ON FROM THE WEB.

I'M SURE HE'LL COME BACK IN. OK, LET'S KEEP MOVING FORWARD. SO ARBOR NATURE SEEING THE

[16. ARBOR NATURE C & D RECYCLING and TRANSFER STATION]

RECYCLING AND TRANSFER STATION . CINDY, ONCE AGAIN IS THAT YOU OR SECOND SOMEONE ELSE? WELL, I CAN TELL YOU WHAT I KNOW MR. GREINER WANTED THIS ON THE AGENDA TO BASICALLY LET EVERYBODY KNOW THAT OUR URBAN NATURE HAD APPLIED WITH SOUTH

CAROLINA AT FOR A C AND D RECYCLING AND TRANSFER STATION. >> THEY'RE ACTUALLY ON HILTON HEAD ISLAND NOT ADJACENT TO THE HILTON HEAD CENTER. BUT ON THE SAME GENERAL CONTINUATION OF SUMMIT DRIVE, THE COUNTY HAS HAD VIRTUALLY NO DIRECT INVOLVEMENT WITH THAT.

I THINK HE JUST WANTED TO BRING THAT UP AS FAR JUST AS AN AWARENESS TO EVERYONE.

THE PERMIT WAS ISSUED I KNOW HE SAID THAT HE HAD A FEW QUESTIONS SO I DIRECTED HIM TO THE PERMITTING ENGINEER JUSTIN IN WHO WAS WITH DEAC AND COLUMBIA IDENTIFIED THE ARMOR NATURE AND I'M A LITTLE FAMILIAR WITH THIS BECAUSE IT SAID IT'S OBVIOUSLY BEING AN THAT IT'S AND BEING A TRANSFER STATION. IT'S BEEN ON EVERYBODY'S RADAR UP DOWN IN THESE PARTS. I THINK THOUGH IF I'M NOT MISTAKEN THE PERTINENT WAS ISSUED. BUT I THINK IT'S BACK UNDER REVIEW AND I KNOW YOU CAN'T QUOTE ME ON THAT BUT THERE WAS SOME THEY WANTED SOME CLEAR CLARIFICATION ON SOME OF THEIR CONTAINMENT POLICIES. YOU KNOW, WHAT WAS SPECIFICALLY GOING TO BE THERE AND WHAT WAS GOING DUMP? THERE WAS A LOT OF CONFUSION RIGHT OFF THE BAT.

I THINK THE PACKETS PRINTED AN ARTICLE AND IT WAS REALLY THEY KIND OF FRAMED IT LIKE IT WAS SOLID TRANSFERRED STATION WHICH IT'S AS TO EVERY WHICH IS TOTALLY DIFFERENT.

AND ONCE THEY DID THAT IT WAS VERY, VERY, VERY, VERY YOU KNOW, WE TRASH TRASH DUMP OR TRANSPORTATION ANYBODY'S BACK BACKDOOR PERK UP A LITTLE BIT. AND SO THAT REALLY KIND GOT A LOT OF HOOPLA. THE CLARIFICATIONS COME OUT THAT YOU KNOW, IT IS A TRANSFER STATION FOR CONSTRUCTION AND LANDSCAPE DEGRADES CLASS TO WHAT'S IN THERE NOT BEEN ANY MATERIAL ON SITE BUT I BELIEVE THAT IT'S HELD UP FOR AN ADDITIONAL REVIEW BASED ON CONTAINMENT. THINGS LIKE THAT. BUT I PERSONALLY THOUGHT IT WAS IT WAS VALUABLE ASSETS BEING RIGHT THERE NEXT TO THE CONVENIENCE CENTER WHEREAS WHEN YOU'RE YOU'RE STARTING TO RESTRICT CONSTRUCTION ACCESS THOSE CONVENIENT CENTERS THEY NOW HAVE AN ALTERNATIVE IF TO GO TO. SO MY VIEW AND THE SUSTAINABILITY ADVISORY COMMITTEE RIBAUT IS ON THE WHOLE THING AS A BENEFIT LIMIT TRUCK GOING OFF THE ISLAND. IT'LL LIMIT THAT ILLEGAL DUMPING.

IT'S VERY POSSIBLE FROM THE RESTRICTIONS THAT CENTER AND SO ON AND SO FORTH.

[00:40:04]

SO IT'S THEY'RE WORKING ON IT. THEY'RE TRYING TO FIGURE IT OUT.

THERE'S DEFINITELY SOME QUESTIONS THAT NEED TO BE ANSWERED.

BUT HOPEFULLY WE CAN. >> AND MIKE, I THINK WE FELT THE SAME WAY THAT NOW THAT WE WERE TRYING TO LIMIT CONTRACTORS THAT WERE USING OUR CENTER.

IT WAS NICE TO KNOW THAT THEY HAD SOMEWHERE CONVENIENT GAY. >> YOU KNOW, IT'S SUCH A TRICKY THING WHEN YOU WHEN YOU SAY YOU KNOW, THERE'S YOU KNOW, WHEN YOU FRAME IT LIKE IT'S IN THE BACK YARD AND THAT'S HOW IT KIND OF GOT FRAMED IS IMMEDIATELY YOU KNOW, PEOPLE THINK ABOUT GIANT MOUNTAIN, YOU KNOW, SITTING THERE RIGHT THERE ON HILTON HEAD THAT YOU'RE GOING TO BE OR THEY THINK OF RECYCLING APES, YOU KNOW WHERE THEY THINK OF THESE BIG CATASTROPHE ISSUES AND IT'S REALLY NOT IT'S A TRANSPORT STAGE FOR CONSTRUCTION DEBRIS WHICH IS MUCH REMODEL AND CONSTRUCTION THAT GOES ON IN HILTON HEAD.

I THINK IT'S A HUGE ASSET WHERE NOW THEY'LL TRUCK IT OFF IN BULK.

IT'S SENDING ALL THESE THESE LITTLE TRUCKS BACK AND FORTH. ALL RIGHT.

[17. GLASSWRXSC (CHRIS FISHER)]

I WOULD LIKE TO ADDRESS CHRIS FISHER AND GLASS. >> CHRIS FISHER IS ON THE LINE AND I THINK HE'S GOING TO ADDRESS THEM. HOW ARE YOU? GOOD AFTERNOON, EVERYONE. CHRIS, LAST WORKS. WE'RE 3 0 TWO PARKER DRIVE, BEAUFORT AND WE HAVE THE FIRST OF ITS KIND GLASS RECYCLING PLANTS.

WE'VE BEEN HERE. MIKE'S BEEN HERE. EVERYONE IS WELCOME.

I'M JUST A WE'RE GONNA DO A VERY LIMITED WALKTHROUGH OF THE PLANT BECAUSE IT'S WE'RE HOPING TO OPEN IN THE NEXT 10 DAYS AND THERE'S SO MUCH GOING ON ON THE FLOOR.

I JUST HAVE TO RESPECT ALL THE GUYS THAT ARE WORKING AND IT'S ALL GOOD IF YOU CAN SEE WHAT I HAVE IN MY HAND. IT'S LIKE A PUMICE ROCKETS. NINETY NINE PERCENT RECYCLED GLASS THAT WE MAKE AND WE TAKE ALL THE GLASS AND TURN IT INTO AN EXTRA FINE BABY POWDER AND THEN PUT IT THROUGH FILM. SEVENTEEN HUNDRED DEGREES. IT STARTS AT 1 INCH THICK BANKS FOR ABOUT 45 MINUTES TO AN HOUR AND IT COMES OUT FOUR INCHES THICK AND INTO IRAQ.

IT CAN BE USED IN ALL ROAD BED. THE GOAL WOULD BE BEAUFORT COUNTY INSTEAD OF USING A GRAVEL BASE. YOU CAN USE THIS AS A REPLACEMENT FOR ALL GRAVEL IT COMPACTS WELL AND IT RETAINS 35 PERCENT OF ITS OWN WATER WEIGHT SO WATER CAN GO THROUGH IT AND YOU'LL HAVE A GREEN ROAD. THE GOAL IS TO BRING TRUCKS IN WITH GLASS AND TURN AROUND, TAKE TRUCKS OUT WITH RECYCLED GLASS PRODUCTS THE SAME PRODUCT WE'RE USING THE CITY FOR TO SIGNED UP FOR TO DO THE FIRST EVER FIRST IN THE WESTERN HEMISPHERE THE SEA WALL MADE OF ROMAN CONCRETE. WE HAVE THE FORMULA TO TAKE THIS PRODUCT AND TURN IT INTO A CONCRETE THAT WILL HARDEN UNDERWATER WHEN SALTWATER HITS IT IT WILL GET HARDER AND HARDER OVER THE YEARS. THE ROMANS DID IT TWENTY SEVEN HUNDRED YEARS AGO.

NOW WE'RE GONNA DO IT AND IT'S GOING TO BE THE FIRST MODEL IN THE WESTERN HEMISPHERE.

FORTUNE MAGAZINE GOT WIND OF THIS ABOUT THREE WEEKS AGO AND DID A WHOLE PIECE ON IT.

SO IT'S PRETTY NEAT. THE SAME I DON'T KNOW IF YOU CAN SEE THE COLOR THIS.

WE HAVE A WHOLE LAB IN HERE THAT WE CAN COAT THIS ROCK WITH A DIFFERENT TYPE OF BACTERIA THAT WILL CLEAN ALL WATER SYSTEMS WASTEWATER TREATMENT PLANTS.

WE CAN TAKE THE LEACH AT IT LEACH AID OUT OF LANDFILLS, ALL THE FRACKING MATERIAL.

WE CAN CLEAN ONSITE. SO WE'LL DO GREEN BUILDING CLEAN WATER AND THEN WE CAN CLEAN AIR SYSTEMS. AN ACTIVATED CARBON ARE DIFFERENT TYPES OF CARBON TO CLEAN ALL AIR SYSTEMS AROUND THE WORLD. SO THIS IS OUR FIRST PLANT WE HOPE TO OPEN IN THE NEXT TWO WEEKS OR THREE WEEKS. I HOPE AND THEN THE GOAL IS TO DO 38 OF THESE PLANTS ALL ACROSS THE COUNTRY AND CHANGE THE WAY PEOPLE RECYCLE GLASS.

IT'S VERY EXCITING. AND WE ARE I CANNOT SAY ENOUGH GREAT THINGS ABOUT BEAUFORT COUNTY AND WHY WE'RE HERE AND THE SUPPORT WE'RE GETTING ALL THE WAY AROUND.

IT'S JUST BEEN AMAZING. THANK YOU. GOT EVERYBODY.

VERY MUCH. IT'S BEEN GREAT. SO I'M GOING TO WALK AROUND AND IT'S GONNA BE A LITTLE NOISY I MIGHT MUTE FOR A LITTLE BIT. OK.

AMONG TO WALK YOU OUT INTO THE PLANT AND GO UP A FLIGHT OF STAIRS WOULD BE VERY LIMITED WHAT I CAN SHOW YOU. STANDBY WHY THIS IS GOING GET DISCONNECTED AND NOW ON MY TELEPHONE. WELCOME BACK. SO GIVE YOU A QUICK ALL RIGHT.

HELLO. >> GOOD. HOW ARE YOU?

[00:45:01]

OK. MY TV OK RIGHT HERE IS A CHICKEN STATION BEFORE YOU GO OUT INTO THE PLANT EVERYBODY WILL GET ALL THEIR BPP EVERYTHING HERE AND ALL THE NOISE BUT THAT'S A QUICK OVERVIEW AND I IT'S SO MUCH BETTER.

>> OR IN PERSON I'D LIKE TO INVITE EVERYBODY OVER IF YOU'D LIKE TO COMBINE.

TAKE A LOOK. CHRIS, THIS IS RANDY. YOU GOING TO HAVE A GRAND OPENING? A RIBBON CUTTING CEREMONY. YOU'RE GOING TO HAVE ANYTHING LIKE THE YES, WE WILL. WE JUST DON'T HAVE THAT SET YET.

BUT EVERYONE YOU ALL BAND BODIED SAID I WAS GOING TO SAY THIS FOR.

IT'D BE GREAT IF EVERYBODY COULD BE FROM THIS BOARD BECAUSE YOU'RE A COMPONENT NUMBER ONE OF ALL ALONG CONVERSATION THAT'S GONE ON FOR A COUPLE OF YEARS AS IT PERTAINS TO RECYCLABLES FROM SUSTAINABILITY PARKS AND YOU KNOW THE STORY.

SO WE WOULD LIKE TO GET BEHIND YOU AND TRY TO HELP YOU. JUST ASK NICHELLE BE DONE.

I'D LIKE TO COME OUT, SPEND SOME TIME WITH YOU MYSELF PERSONALLY.

I KNOW MIKE SPEAKS VERY HIGHLY OF YOU. SO THANK YOU FOR BEING HERE.

IT'S A WONDERFUL PROJECT. WONDERFUL BECAUSE SIDE NOTE TO THIS WE HAVE TO ASK PAYS BETTER OUT RIGHT NOW. ONE IS FOR SCRAP METAL AND WHITE GOODS AND ANOTHER FOR MURPH PRICING. SO WE'RE ANXIOUS TO SEE IF WE CAN GET ALL OF THESE FOUR

COUNTIES GLASS TO THIS FACILITY. >> ONE THAT REQUIRES CASH.

YEAH, ACTUALLY LOOK DO LOOK AT WORK SIDE CYCLING AS A WHOLE. COMPANIES LIKE GLASS WORKS AND CHRIS FISHER COME INTO THE AREA ARE REALLY CRITICAL TO REPLACE SLATING FROM WHAT CAN BE A VOLATILE MARKET. IF YOU HAVE THE MATCHING MANUFACTURING BACKDOOR YOU REALLY, REALLY HAVE A LOT OF OPPORTUNITY. SO WE'RE I'M I'M A FAN OF CHRIS CHRISTIE. CHRIS, GO BACK A LONG WAY BUT IT'S REALLY NICE NICE TO HAVE

YOU HERE. >> THANK YOU. YOU HAD SOME BIG HAIRY.

THANK YOU VERY MUCH. WE'RE WE'RE EXCITED AND WE NEED EVERY PIECE OF GLASS IN BEAUFORT COUNTY. I NEED TWENTY THOUSAND TONS MINIMUM TO COME THROUGH THE PLANT THE YEAR SO IT'S TWO AND A HALF TO THREE TRACTOR TRAILER LOADS THAT WE NEED.

SO START DRINKING EVERYTHING IN BOTTLES PLEASE. THIS THERE IS A LOT OF WINE ON AN OLD. YEAH. YOU HAVE NO PROBLEM WITH THAT.

A FULL MENTAL BLOCK OF CANDY AS FAR AS THE OTHER BIDS THAT ARE OUT THAT YOU REFERENCED TIMELINES. DO YOU HAVE ANY TIMELINES WHEN YOU GET RESPONSES? THE SCRAP METAL AND WHITE GOODS CLOSES ON APRIL THE 6TH AND THE OTHER ONE I WANT TO SAY IS APRIL 16TH. MAYBE I'M NOT SURE ABOUT THOSE LAST ONE.

MY DO YOU HAVE THAT DATE? >> THE 16TH WAS THE RFP FOR THE MONTH.

>> SO THIS THE 16TH. >> OK, GOOD. I JUST WANT TO MAKE SURE EVERYONE KNOWS YOU GUYS WILL WORK ON EXPEDITION MAN AND THAT IT'S RIGHT AROUND THE CORNER.

IT'S BETWEEN NOW AND OUR NEXT MEETING. IF YOU CAN BELIEVE THAT.

SO CHRIS, THANK YOU FOR THE TOUR. VERY IMPRESSIVE AND WE LOOK FORWARD TO WORKING WITH YOU. AND YOU'VE GOT OUR SUPPORT 100 PERCENT SUPPORT SINCE WE DIDN'T

[00:50:01]

REALLY HAVE ANY PUBLIC PARTICIPATION. I ASSUME THERE'S NO PUBLIC

[19. BOARD REQUESTS]

COMMENT. WHICH BRINGS US TO THE BOARD'S REQUEST.

SO IS THERE ANYONE OUT THERE THAT HAS ANYTHING THEY'D LIKE TO BRING UP AND TALK ABOUT? OKAY. THINK THINGS ARE GOING ALONG VERY WELL ESPECIALLY CONSIDERING THE LIMITATIONS WITH COVERED SANDY. I AM ASSUMING WITH WHAT'S TAKING PLACE AT BEAUFORT COUNTY THAT WE WILL BE ABLE TO MEET IN PERSON ON MAY 20 7.

ARE YOU IN AGREEMENT WITH THAT OR DO YOU THINK THAT'S PREMATURE? I AM IN AGREEMENT WITH THAT. I KNOW THEY HAVE BEEN MEETING VIRTUAL I MEAN IN IN-PERSON IN COUNCIL CHAMBERS. SO MY MY THOUGHT IS THAT WE WOULD BE MEETING IN COUNCIL CHAMBERS INSTEAD OF THE EXECUTIVE CONFERENCE ROOM. BUT I'LL HAVE TO CONFIRM THAT.

OK, OUR NEXT MEETING IS THE 20 7 OF MAY WHICH WERE JUST SNAP OUR FINGERS THAT'LL BE HERE PLUS APRIL THE 21ST. LET'S ALL PARTICIPATE AND GET OUR FRIENDS AND AS MANY PEOPLE AS WE CAN ON EARTH DAY AND MAKE THAT A BIG BIG BANG. AND THEN CHRIS, IF YOU CAN FOLLOW WITH SANDY AS IT PERTAINS TO SOME KIND GRAND OPENING RIBBON CUTTINGS, IT WOULD BE GREAT TO HAVE BOARD MEMBERS THERE ESPECIALLY IF THE PRESS COULD SHOW UP BECAUSE THIS WAS WHAT WE WENT FOR EVERYTHING. WHAT? WHAT? I GUESS ALTERNATELY WE WANTS 60 PERCENT OF WHAT'S GOING TO I MIGHT GET THIS NUMBER WRONG IF I DID PLEASE CORRECT SANDY. BUT WE WENT 60 PERCENT ON WHAT'S GOING INTO LANDFILL TO BE RECYCLED IN A MATTER OF JUST A COUPLE OF YEARS.

IS THAT STATE AND CORRECTLY THEN GOAL IS 40 PERCENT RECYCLING? SO I MIXED THOSE NUMBERS UP 40 PERCENT RECYCLED 60 PERCENT INTO THE LANDFILL.

SO THAT'S THAT THAT THAT'S A BIG ASK. SO WHAT YOU GOT US AND PLEASE USE US IF YOU CAN, CHRIS. THANK YOU VERY MUCH. NOW I'LL KEEP YOU POSTED ON OPENING DAY AND THE RIBBON CUTTING THEN PLEASE. CINDY AGAIN, THANK YOU FOR ALL YOUR HELP HAS JUST BEEN AMAZING AND ALL THE PHONE CALLS I GAVE YOU.

THAT'S ALL RIGHT. BUT YOU PROBABLY SEE EVERYBODY POSTING AND IF YOU'D LIKE TO COME BY FOR A PERSONAL TOUR, I'D BE HAPPY TO OFFER THAT ALSO IN ADDITION TO THAT I'D LIKE TO THANK HIM FOR STEPPING UP. WE'RE GOING TO BE ASKING A LOT OF YOU.

I DON'T KNOW WHEN MY HOME ENDS BUT I'M PRETTY SURE I COULD BE IN THERE, KIM.

OTHER THAN THAT, I THINK THIS HAS BEEN A VERY OPTIMISTIC MEETING THAT WE'VE HAD OVER THE LAST HOUR. EVERYTHING'S MOVING IN THE RIGHT DIRECTION AND I KNOW NO REAL HURDLES THAT I SEE THAT WE CAN'T GET OVER. I GUESS EVERYBODY ASKED ME.

SO PUBLICLY ASK JUST AS DAVE CINDY, DO YOU STILL WORK WITH DAVE ON A LIKE A DAILY BASIS OR IS THIS SPECIAL PROJECTS NOW OUTSIDE THE REALM OF WHAT WE DO ? I DO TELL TODAY DAILY MOSTLY I'M INVOLVED WITH THE PROJECTS THAT PERTAIN TO SOLLOWAY

OBVIOUSLY. >> OK. I WAS JUST CURIOUS BECAUSE WE MISS HIM HERE, THAT'S FOR SURE. HE'S A GREAT ASSET. AND SAYING THAT.

DOES ANYONE HAVE ANY ANYTHING THEY'D LIKE TO ADD BEFORE WE HAVE A MOTION TO TO END THE MEETING? TO ALL OF YOU THAT PARTICIPATED.

THANK YOU VERY MUCH. AND I LOOK FORWARD TO SEEING YOUR FACES.

MAY 27 HOPEFULLY SEE YOU BEFORE THAT MAYBE EVEN ON THE 21ST OR AT CHRISTMAS GRAND OPENING.

BUT THANK YOU EVERYONE FOR YOUR TIME. SO GO AHEAD.

MAKE A MOTION THAT THIS MEETING IN THANKS FOR AMY'S REALITY. THANK YOU.

THANK YOU. OKAY GUYS
