FIRST THING, DIRECTORS REPORT IS LEGISLATIVE PRIORITIES.
AS YOU MAY RECALL BEFORE LAST YEAR, EACH OF THE COMMERCIAL AIRPORTS FROM SOUTH CAROLINA AND GEORGIA WOULD GET TOGETHER AND TRAVEL TO DC ABOUT THIS TIME OF YEAR.
AND THERE WAS ALWAYS A LEGISLATIVE CONFERENCE GOING ON, BUT WE WOULD WORK BOTH STATES.
ALL THE AIRPORTS HAVE WORKED TOGETHER BEFORE THAT TRIP.
LET'S PUT TOGETHER A LIST OF LEGISLATIVE PRIORITIES THAT WE WOULD GO UP AND TALK TO OUR DELEGATION AND THEIR, THEIR STAFFS ABOUT.
UM, SO BECAUSE OF COVID LAST YEAR AND COVID THIS YEAR, WE'RE NOT ACTUALLY TRAVELING TO DC, BUT WE DID HOLD SOME PHONE CONFERENCES.
AND, UH, WE'VE GOT SOMEBODY NOT ON MUTE THERE.
SO YOU CAN JUST CHECK YOUR MIC IF YOU WOULD.
WE'RE GETTING SOME BACKGROUND NOISE.
UM, SO WE, WE DID MEET A FEW TIMES AND PUT TOGETHER OUR LEGISLATIVE PRIORITIES FOR THIS YEAR.
AND WE JUST, THIS WEEK, UH, SENT ALL OF THE, UM, UH, MEMBERS OF THE DELEGATIONS OF BOTH SOUTH CAROLINA AND GEORGIA, UH, UP IN THE U S CONGRESS.
EACH OF THEM RECEIVED AN IDENTICAL LETTER THAT DETAILS OUT THE LEGISLATIVE PRIORITIES THAT WE HAVE IN COMMON ACROSS THE TWO STATES.
AND IT CERTAINLY SPREADS WIDER THAN OUR TWO STATES, BUT WE JUST HAVE, HAVE TEAMED UP OVER THE LAST SEVERAL YEARS.
AND, UH, OUR FOLKS IN DC HAVE ALWAYS RECOGNIZED THE IMPACT THAT HAVING TWO STATES TOGETHER ON, ON THESE ISSUES IS PRETTY STRONG.
SO FIRST OF ALL, IS THE NEW ONE IS PANDEMIC RELIEF AND KIND OF THE KEY POINTS THERE IS THAT WE WANT TO SUPPORT THE A HUNDRED, 100% AIP GRANTS.
SO IF YOU REMEMBER LAST YEAR, AS PART OF THE CARE CARES THAT GRANT THE FAA, INSTEAD OF FUNDING, A 90% LEVEL OF AN INFRASTRUCTURE GRANT ACTUALLY STEPPED THAT UP TO A FULL A HUNDRED PERCENT.
SO WE ADVOCATE THAT THAT CONTINUES ON AT THE 2019 LEVEL.
SO IT DOESN'T DECREASE AND THEN IT'S 100% FUNDING.
ANOTHER ONE OF THOSE IS JUST, UH, JUST ON A, ON A GENERAL BASIS AS THE DIFFERENT, YOU KNOW, BRANCHES OF BUREAUCRACY DECIDE TO, UM, THINK UP SOME CREATIVE LEGISLATION THAT THEY THINK WILL HELP DEAL WITH THE PANDEMIC.
WE'VE ASKED OUR MEMBERS TO BE SURE THAT THEY WEIGH THE COST AND BENEFITS OF ANY KIND OF THESE IDEAS SUCH AS DOMESTIC TESTING AND HEALTH TRAVEL PASSPORTS AND THINGS LIKE THAT, THAT THEY WEIGH THE IMPACT IN THE INDUSTRY BEFORE THEY MOVE FORWARD ON SOMETHING THAT, UH, THAT SOUNDS GOOD AND FEELS GOOD.
SO IT MAY NOT ACTUALLY WORK FOR THE, UH, FOR THE ECONOMY AND IT MAY NOT PROVE EFFECTIVE.
SO WE JUST ASKED THEM TO CAREFULLY WEIGH THOSE, THOSE COSTS AND BENEFITS ON THE INFRASTRUCTURE SIDE.
UH, THE MAIN ITEM THERE IS JUST SO WE WANT TO BE SURE THAT AIRPORTS ARE AT THE TABLE WHEN THERE'S AN INFRASTRUCTURE BILL THAT'S DISCUSSED IN DC.
WE FEEL PRETTY CERTAIN THAT THERE'S GOING TO BE SOMETHING THAT, UH, THAT COMES UP IN THE NEXT WEEKS AND MONTHS.
AND WE CERTAINLY WANT TO BE AT THE TABLE, UH, AS FAR AS PFC AND AIP GOES, YOU'LL HAVE HEARD ME SAY THIS YEAR AFTER YEAR THAT THE PFC CAP, WHICH IS CURRENTLY AT FOUR 50 AND HAS BEEN SINCE THE YEAR 2000.
SO FOR THE LAST 21 YEARS NOW, IT'S BEEN KEPT, UH, WE ALL REALIZED CONSTRUCTION COSTS PROBABLY HAVE.
THEY HAVEN'T CHANGED EITHER, RIGHT SINCE THE YEAR, 2000 THERE, THEIR LEVEL OF THOSE, THOSE 2000 CONSTRUCTION LEVELS.
THE, UH, SO WE'RE ASKED, WE'RE LOBBYING AGAIN FOR A LIFTING OF THE AIP CAP.
IT REALLY NEEDS TO GO UP TO ABOUT $8 OR SO, UH, BUT ANY KIND OF AN INCREASE THERE WOULD CERTAINLY BE HELPFUL.
AND THEN THERE'S MORE FLEXIBILITY IN GENERAL AS TO HOW AIP FUNDS AND PFC FUNDS CAN BE USED BY THE AIRPORTS, BECAUSE WE'RE, AS YOU RECALL, WE'VE GOT 30 SOME GRANT ASSURANCES OR STRINGS THAT ARE TIED TO OUR FUNDING, AND YOU'D WALK A PRETTY TIGHT LINE ON THE EGGSHELLS WHEN YOU RECEIVE A FEDERAL GRANT FUNDING.
SO WE NEED A LITTLE BIT MORE FLEXIBILITY THERE, A LITTLE BIT MORE TRUST AND VERIFICATION AS WE USE THOSE FUNDS, UH, ON TSA AND CB P THAT'S, CUSTOMS BORDER PATROL, UH, THEREBY KNOWS TSA.

THEN ALSO I KIND OF LUMP FAA INTO THAT, I GUESS, BUT REALLY JUST WANT TO POSE ANY MORE UNFUNDED MANDATES.WE DON'T HAVE CBP, BUT TSA IS VERY FAMOUS FOR JUST FOISTING, UH, UNFUNDED MANDATES ON AIRPORTS.
UM, THEY, THEY'VE GOT A LOT OF GREAT IDEAS AND GOD BLESS THEM.
THEY DO A GREAT JOB AND WE APPRECIATE WHAT THEY DO, BUT WE WISH THEY'D COME WITH A BUCKET OF CASH WHEN THEY HAVE THESE GREAT IDEAS.
UM, AND THEN THE OTHER ONE REALLY IS JUST TO REALLY THE, TO HELP TSA IS WE WANT TO MAKE SURE THAT THE SAME FEDERAL BUREAUCRACIES THAT ARE THINKING ABOUT CREATIVE WAYS TO STEM THE PANDEMIC, THAT THEY DO NOT FOIST NEW DUTIES UPON TSA.
WE DON'T WANT TSA TO BE PULLED AWAY FROM THEIR PRIMARY DUTY OF PROVIDING, UH, PERSONNEL AND BAGGAGE SCREENING AT THE AIRPORTS.
THERE'S BEEN SOME, UH, SOME IDEAS THAT THEY NEED TO BE THE MASK POLICE AND THINGS LIKE THAT.
WE, UH, STAND VERY UNIFIED IN THE POSITION THAT TSA SHOULD NOT BE THE ENFORCEMENT APPARATUS ON ANY KIND OF MANDATES LIKE THAT.
AS FAR AS HEALTH GOES, THEY ARE A SECURITY APPARATUS AND THAT'S WHAT THEY NEED TO REMAIN TO BE OTHERWISE, IF YOU, UH, DILUTE THEIR FOCUS OR, UM, YOU KNOW, TAKE THEM OFF OF THEIR PRIMARY JOB, UH, YOU ALL KNOW WHAT THE COST OF THAT COULD BE.
SO WE CERTAINLY ADVOCATE THAT THE TSA BE ALLOWED TO, TO MAINTAIN THEIR FOCUS ON WHAT THEY DO SO WELL FOR US.
AND THEN LAST BUT NOT LEAST IS P PHOS.
YOU MAY OR MAY OR MAY NOT HAVE HEARD ABOUT THIS, BUT THIS IS A, AN, UH, CHEMICAL THAT'S WITHIN THE FIREFIGHTING AGENT.

SO THE P PHOS IS AN AGENT THAT IS PART OF THE ATRIUM LEFT THAT WE USE, UH, ON THE AIRPORT IN THE EVENT OF AN EMERGENCY FIREFIGHTING, UH, CHEMICAL.
UM, SO WHAT WE'RE ASKING FOR THERE IS JUST, UH, SOME LIABILITY SUPPORT FOR THE AIRPORTS BECAUSE, UM, YOU KNOW, THERE IS AN ENVIRONMENTAL ISSUE THAT'S AS BEING DEBATED AT THIS POINT, THE EPA, UH, AND SO THE AIRPORT, SINCE THEY'VE BEEN MANDATED TO USE THIS CHEMICAL, OH, WE'RE LOOKING FOR LIABILITY PROTECTION AS WELL AS MITIGATION FUNDING.
YOU KNOW, WHEN, UH, WHENEVER THIS COMES ABOUT THAT ALL THIS, UH, AGENT HAS TO BE, UH, REMOVED FROM THE AIRPORT AND THEN A NEW AGENT REPLACES IT.
THEN WE NEED THAT TO BE FUNDED BECAUSE THIS WAS, YOU KNOW, MANDATED BY THE FAA NEED TO BE FUNDED INDEPENDENT OF AIP DOLLARS.
SO WE DON'T WANT INFRASTRUCTURE DOLLARS, IT'D BE TAKEN AWAY TO FUND THOSE.
SO, UM, HOPEFULLY YEAH, TOO FAR IN THE WEEDS FOR YOU, BUT THAT'S WHAT WE'RE DOING ON THE, ON THE FEDERAL SIDE OF THE HOUSE, UH, FOR LEGISLATIVE ISSUES.
AND THEN JUST INFORMATION JUST TO UPDATE YOU ON WHAT'S GOING ON.
UM, IF YOU'RE A MEMBER, THE ARBOR NATURE ISSUE DOWN ON SUMMIT, DRIVE THAT CLASS TO C AND D FACILITY, IT LOOKS LIKE IT IS GOING TO BE APPROVED.
UM, PROBABLY ANY DAY NOW IS WHEN THAT PERMIT ACTUALLY GOES INTO EFFECT.
I RECEIVED A LETTER IN THE EARLY PART OF MARCH AND IT HAD A 10 DAY, UM, BASICALLY A LAG ON THAT THERE, UH, 10 DAYS AFTER PUBLICATION, THAT LETTER IS WHEN THAT PERMIT THEORETICALLY GOES INTO EFFECT, UNLESS THERE WAS ANOTHER APPEAL.
SO I DON'T KNOW WHETHER OR NOT THERE WAS ANOTHER APPEAL, BUT, UM, ANYHOW, THE GOOD NEWS ON THAT ONE IS THAT THE AIRPORTS CONDITIONS, THE CONDITIONS THAT WE ASKED BE INCLUDED IN THAT PERMIT, SHOULD IT BE GRANTED ARE INCLUDED.
SO THAT'S GOOD NEWS FOR US AT THE AIRPORT.
UM, SURVEY IS THIS IS, WE TALKED ABOUT THIS A FEW TIMES.
WE HAD A GREAT EFFORT GOING LAST YEAR, WHERE WE'RE GOING TO DO SOME IN-PERSON SURVEYS AND SOME ONLINE SURVEYS IN ORDER TO CAPTURE SOME MORE, UH, TOURIST INFORMATION AND JUST, YOU KNOW, HELPFUL INFORMATION THAT WOULD, THAT WE USE FOR OUR MARKETING PACKAGES.
AND JUST OTHER GENERAL INTELLIGENCE THAT THE IN-PERSON SURVEYS GOTTEN DELAYED BECAUSE OF COVID, BUT THOSE ARE GONNA HAPPEN, UH, THIS MAY.
SO WE'RE LOOKING FORWARD TO THAT THE NUMBERS ARE PICKING UP, AND THEN THERE'S A COUPLE EVENTS THAT, THAT WE'RE GOING TO PUT SOME FOLKS AT TO TAKE SURVEYS, AND THEN WE'LL HAVE PEOPLE AT THE AIRPORT ALSO TAKE AN IN-PERSON.

I DID A PRESENTATION AT THE ANNUAL CONFERENCE AT SOUTH CAROLINA AVIATION ASSOCIATION A COUPLE OF WEEKS AGO, WHICH WAS HELD RIGHT HERE ON HILTON HEAD ISLAND AND NO DOUBT THE SONESTA.
THERE WERE, I THINK, CLOSE TO 200 PEOPLE WHO ATTENDED THAT IN-PERSON, AND THAT WAS A GREAT EVENT.
UM, AND YOU KNOW, ONE OF THE, I THINK ONE, THE THRUSTS OF THE AVIATION COMMUNITY WAS AS WE CONSIDER THE IDEA OF GETTING OUT IN PUBLIC AND MEETING TOGETHER IN PUBLIC IN PERSON, THE TRAVEL INDUSTRY NEEDS TO LEAD THAT.
AND SO THAT'S WHY SOUTH CAROLINA AVIATION ASSOCIATION TO HOLD AN IN-PERSON CONFERENCE.
THAT'S WHY AAA EAST SOUTHEASTERN CHAPTER IS HOLDING AN IN-PERSON CONFERENCE IN SAVANNAH AND ABOUT A WEEK AND A HALF.

THERE'S THE THOUGHT IS IF WE'RE GOING TO BE OUT THERE SAYING THAT, HEY, THINGS ARE LOOKING BETTER AND WITH PROPER PRECAUTIONS OR WHAT HAVE YOU CONSIDERATIONS, WE CAN CERTAINLY MEET IN PERSON.WE HAD A VERY SUCCESSFUL CONFERENCE AT THE, UH, AT THE SONESTA.

SO THAT'S WHAT I'VE BEEN UP TO AMONG A COUPLE OF OTHER THINGS HERE AND THERE, SCARCITY GRANT APPLICATION.
UM, YOU MAY RECALL THAT WE DID TALK ABOUT THIS LAST MONTH AND WE SUBMITTED AN APPLICATION, UH, THAT WAS DUE ON THE 1ST OF MARCH.
IT WAS SUBMITTED AND WE PROBABLY WILL HEAR AROUND AUGUST.
THAT'S THE LATEST ESTIMATE OF WHEN WE MIGHT GET SOME, SOME INFORMATION THERE.
SO KIND OF HOLD TIGHT ON THAT, BUT WE'VE GOT SIGNIFICANT COMMUNITY SUPPORT FOR THAT.
AND WE'LL BUILD SOME MORE SUPPORT AFTER WE WIN THAT AWARD, BUT THAT'LL BE USED FOR MARKETING KIND OF AUGMENT OUR MARKETING EFFORTS.

SO, LIKE I SAID, CALL IS GOING TO BECOME AN EXPERT ON, ON HOW TO DO THIS DANCE WITH THE FUEL PRICES, BUT IT'S, IT'S BEEN A SHARP INCREASE REALLY IN THE LAST TWO MONTHS.
SO, UM, YOU KNOW, WE'LL, WE'LL ADJUST TO THAT, BUT, UM, YEAH, WE'LL TAKE A LOOK AT THOSE NUMBERS, HOWARD, AND, UH, SEE WHAT WE CAN, WE CAN PUT TOGETHER FOR YOU, JOHN, UM, TO FOLLOW UP WITH WHAT HOWARD SAID.
UM, I LOOKED AT THE BUDGET THAT YOU SENT US THE OTHER DAY, AND IT LOOKS LIKE A SIGNIFICANT PERCENTAGE OF THE REVENUE THAT COMES INTO ARW IS ON FUEL.
SO IT SEEMS TO ME, AND YOU CAN CORRECT ME IF I'M WRONG, THAT, THAT WITH PAUL'S UP FOR IT AND EVERYBODY ELSE'S, THAT'S A SIGNIFICANT ITEM TO REALLY LOOK AT BECAUSE THAT DIRECTLY IMPACTS A MAJOR PART OF THE REVENUE TO THE AIRPORT.

IF THE PRICE STARTS TO GO UP TOO MUCH, I THINK A SIGNIFICANT PERCENTAGE OF THAT MIGHT BE LOST.SO THIS IS A KEY ITEM TO FOCUS ON.
I MEAN, THAT FUEL IS THE, THE LARGEST LINE ITEM OF REVENUE FOLLOWED BY, UH, THE, THAT JUST THE HANGER INCOME.
SO ONE THING I WOULD COMMENT ON THAT WOULD BE, IS FOR FUEL PRICES ARE GOING UP.
THAT MEANS EVERYBODY FUEL PRICES ARE GOING UP.
AND AS LONG AS WE MAINTAIN, UH, YOU KNOW, AGAINST WHAT EVERYBODY ELSE IS, I THINK WE SHOULD SEE THOSE GAINS.
THERE'S A, YOU KNOW, THERE'S ALWAYS A THRESHOLD WHERE IT'LL START AFFECTING HOW MUCH FLYING IS DONE AS PRICES RISE.
UM, BUT THAT, TO ME, I THINK IF WE'RE MOVING UP, SO AS EVERYBODY ELSE, AS LONG AS WE MAINTAIN THAT, THAT SPREAD OF WHAT WE WERE DOING, WE SHOULD BE ABLE TO MAINTAIN THE VOLUME AS LONG AS THE PEOPLE FLYING AROUND THERE.
WELL, ONE OF THE THINGS THAT I'VE NOTICED THAT SOME OF THE AIRPORTS THAT DON'T HAVE A CONTRACT WITH A FUEL COMPANY ARE ABLE TO SHOP AROUND AND GET DIFFERENT PRICES WHEN THEY BUY THEIR FUEL.
WE'RE NOT ABLE TO DO THAT RIGHT NOW BECAUSE WE HAVE A SET CONTRACT WITH HEIGHTENED.
THEN ALSO SOME OF THE SMALLER AIRFIELDS, UM, THEY DON'T SELL THE VOLUME THAT WE DO SO THEY CAN SELL THEIR FUEL AT WHAT THEY PURCHASED IT AT THREE MONTHS AGO, VERSUS WE'RE, WE'RE BUYING FUEL ABOUT EVERY 45 DAYS.
SO WE'RE HAVING TO SELL IT AT WHAT WE BOUGHT IT AT.
SO IT'S, WE'RE GRABBING OUR PRICES UP, BUT I AM BEING VERY COGNIZANT OF THE SURROUNDING AREA, IF YOU WILL, PRICES WHEN I THINK THOSE DECISIONS, GO AHEAD.
HEY, IT'S TREY, GOING BACK TO THE BEGINNING, YOU MENTIONED THAT THE ARW BUDGET IS BASICALLY A SLOT, SOME, ALL LOSS, MAYBE A BREAKEVEN MAY, MAYBE A SMALL WIN.

I JUST WANTED TO FOLLOW UP ON WHAT JOHN WAS SAYING ABOUT THE ARBOR NATURE PROJECT ON SUMMIT DRIVE THAT PERMIT WAS ISSUED AT THE ADMINISTRATIVE LEVEL WOULD NOT BECOME EFFECTIVE UNTIL 15 DAYS AFTER THAT, UNLESS THERE WAS AN APPEAL.
UH, SENATOR DAVIS HAS TAKEN THE LEAD IN CHALLENGING THIS.
UM, I HAD WORKED WITH HIM, UH, THE, UH, PROPERTY OWNERS ASSOCIATION OF PORT ROYAL PLANTATION, OR WORKING WITH HIM ALSO PRESENTING AN APPEAL.
AND THEN FINALLY, THE NATIVE ISLANDER BUSINESS COMMERCIAL ASSOCIATION NIP CTCA IS CHALLENGING THIS PROJECT.
SO WE DO ANTICIPATE AN APPEAL AND THAT SHOULD, THAT WILL DELAY THE COMMENCEMENT OF WORK AS A WASTE TRANSFER STATION UNTIL THAT'S RESOLVED.
THE APPEAL GOES TO THE BOARD OF DIRECTORS OR COMMISSIONERS.
I'M NOT SURE WHAT THE PROPER TERM OF D HECK WHO ARE POLITICAL APPOINTEES.
