UM, AT THIS TIME ALL PROJECT MILESTONES FOR THE SOUTHERN LOW COUNTRY, UM, DESIGN MANUAL HAVE BEEN COMPLETED.

WE HAVE IMPLEMENTED THE NEW DESIGN STANDARDS AS OF FEBRUARY 1ST OF THIS YEAR.

SO FAR, WE HAVE NOT RECEIVED ANY NEW SUBMITTALS, BUT WE STILL DO CONTINUE TO WORK WITH, UM, ANY CONTRACTORS OR DEVELOPERS TO FULLY UNDERSTAND THE NEW DESIGN STANDARDS FOR SPECIAL PRESENTATIONS.

WE DID.

WE'RE STILL WORKING WITH THE TOWN OF BLUFFTON TO SCHEDULE THE STREET SCAPE PRESENTATION.

UM, THE WETLANDS IS CARBON SINKS.

WE'RE STILL ORGANIZING THAT.

AND THEN WE RECEIVED A REQUEST FROM MR. ANDREWS TO PRESENT ON BATTERY CREEK THAT WATERSHED AND KIND OF WHAT'S GOING ON WITH BACTERIA DUE TO THE SCHEDULE OF THE UTILITY BOARD.

UM, I'LL BE PRESENTING IN ON THAT IN JUNE OF THIS YEAR.

THAT IS THE NEXT SCHEDULED BOARD MEETING.

AND THEN THE AUGUST MEETING WE'LL HAVE DE HEC PRESENT THEIR FULL ANNUAL REPORT SUMMARIES AND DO A LITTLE BIT DEEPER OF A DIVE SPECIFIC TO VETERAN CREEK WATERSHED IN AREA 15.

THE COUNTY DOES CONTINUE TO WORK ON DELINQUENT ACCOUNTS FOR THE MILITARY INSTALLATIONS, UM, THAT IS STILL BEING HANDLED BY OUR LEGAL DEPARTMENT, KATIE K INTERRUPT AND ASK THAT WE ASK THEM TO PRESENT WHAT THEY'VE DONE SINCE LAST YEAR, MAYBE AT THE NEXT MEETING OR THE NECK OR THE FOLLOWING MEETING, JUST TO GIVE US AN UPDATE ON WHAT THEY ACTUALLY ARE DOING.

I CAN DEFINITELY REACH OUT AND SEE IF THAT WOULD BE SOMETHING WE COULD HAVE THEM PARTICIPATE IN.

UM, FOR ANNUAL, FOR FINANCIAL REPORTS, I DID WANT TO MAKE A CLARIFYING STATEMENT.

I DID SEE THAT BEAVER COUNTY HAD SUBMITTED THEIR ANNUAL REPORT SUMMARIES, BUT THAT IS NOT TRUE.

WE HAVE, WE'RE STILL WAITING ON THE CAFFER TO BE RELEASED.

AND ONCE THAT HAPPENS, WE CAN ISSUE, UM, THE ANNUAL REPORT.

SO WE'RE ANTICIPATING THAT THAT WILL BE READY APRIL.

SO JUST WANT TO CLARIFY THAT, UM, WE'RE STILL WAITING ON THE ANNUAL REPORTS FROM THE TOWN OF PORT ROYAL AND THE CITY OF BUFORD, BUT YEAH, ALL OTHERS HAVE BEEN RECEIVED AT THIS TIME, MOVING ON TO THE LAB UPDATE.

UM, UNFORTUNATELY WE'RE WERE NOT ABLE TO PARTICIPATE TODAY, BUT THEY DID PROVIDE A SUMMARY OF THEIR WORK.

IN THE LAST MONTH.

WE, IN JANUARY, WE BEGAN THE DRAINAGE STUDIES FOR PEPPER HALL, AS WE ALL KNOW, IT'S A BIG DEVELOPMENT COMING IN.

SO WE WANT TO HAVE BASELINE DATA AND SEE HOW THE WATER QUALITY IS PROVES.

UM, BASED ON THE DESIGN STANDARDS THEY'RE IMPLEMENTING ON SITE, THAT PROJECT IS GOING TO CONTINUE FOR QUITE A FEW YEARS.

THEY CONTINUE TO DO WORK, UM, AT CRYSTAL LAKE ARC, I'M SORRY.

THEY COMPLETED THAT IN SEPTEMBER, THE OCA T WEST POND GOLD AND GOLD.

THEY, WE DID RECEIVE A FINAL REPORT FOR THEM ON THAT, THE RESULTS, UNFORTUNATELY, TO STUDY THE MATERIAL THEMSELVES, THE FILTRATION MEDIA, UM, THEY THEY'VE BEEN ON SUCCESS WELL BECAUSE BACTERIA NUMBERS IN THE POND IN THAT AREA ARE SO LOW.

SO IT'S KIND OF A WIN.

AND THAT BACTERIA IS THE POND IS EFFICIENTLY WORKING, BUT THEY AREN'T ABLE TO REALLY GET GOOD RESULTS ON THE EFFICIENCY OF THAT FILTRATION MEDIA.

SO DR.

WARREN PROVIDED THAT FINAL REPORT TO ME BACK IN, I'M SORRY, MARCH 5TH.

UM, THEY CONTINUE TO SAMPLE AT THE PORT ROYAL FOR THE REDEVELOPMENT PROJECT.

AND NOW THAT THE CYPRESS WETLANDS HAVE RENOVATED RESTORATION HAS BEEN, I THINK, CLOSE TO COMPLETION, THEY'LL BEGIN SAMPLING THERE AS WELL, MOVING TO THE STORMWATER IMPLEMENTATION COMMITTEE REPORT ON AND FEBRUARY 17TH, THE ANNUAL REPORT MEMO, AS WELL AS THE MANAGEMENT FEE MEMO WAS SUBMITTED TO THE MUNICIPALITIES THEY HAVE UNTIL APRIL 1ST TO PROVIDE CONCURRENCE LETTERS FOR US.

UM, THEY'RE DUE APRIL 1ST FOR OUR STORMWATER RELATED PROJECTS.

STAFF CONTINUES TO WORK ON GETTING EASEMENTS AND, AND WE MEET MONTHLY TO REVIEW, OKAY.

PROJECTS FOR CONSIDERATION.

UM, MOVING TO COMPLAINTS.

WE HAVE AN UPDATE ON THE BLUFFTON FLYOVER BRIDGE.

I WILL SAY I DO APPRECIATE ALL THE CONSULTANTS AND ENGINEERING FIRMS WE WORK WITH FOR PROVIDING THESE MONTHLY UPDATES IN A TIMELY MANNER.

THE FLAVOR, THE FLAVOR BRIDGE HAS BEEN COMPLETED AS FAR PERMITTING AND, UM, UPDATING THEIR NEW COST ESTIMATE.

WE'LL WE WILL BE USING THE S THE LIST OF CONTRACTORS UNDER 15,000 TO COMPLETE THE WORK.

SO ONCE I GET THAT COST ESTIMATE, I CAN CHOOSE A CONTRACTOR AND WE CAN GO AHEAD AND FINISH THAT PROJECT OUT FOR SHELL POINT, WE WILL BE MEETING WITH CRANSTON ENGINEERING ON THE 12TH.

SO THIS FRIDAY, UM, WE HAVE DECIDED TO EXTEND THAT CONTRACT UNTIL MAY 31ST, JUST TO ENSURE ALL PROJECTS, MILESTONES HAVE BEEN COMPLETED.

I THINK THE BIGGEST ONE FOR US IS THE PUBLIC HEARINGS AND MEETINGS THAT WE WANT THEM TO PARTICIPATE IN.

SO THAT'S WHY WE'VE EXTENDED UNTIL MAY 31ST.

UM, THEY'VE ENDED UP FINDING AN ADDITIONAL OUTFALL THAT DISCHARGES D UM, DOD RUNOFF STRAIGHT TO THE MARSH, AND WE'RE WORKING ON A CONSISTENT GIS NAMING CONVENTION, ONE FOR INTERNAL STAFF

AND FOR OUR GIS DEPARTMENT, BUT ALSO TO MAKE IT EASIER ON THESE CONSULTANTS AND ENGINEERS TO COME IN AND SEE HOW, I GUESS, HOW TO INTEGRATE THEIR INFORMATION.

THEY'RE PROVIDING US IN THE BEST WAY POSSIBLE.

THE FACTORY CREEK WATERSHED, THE PHASE ONE FOR ACADEMY PARK THAT POND HAS BEEN COMPLETED, AND THE PROJECT IS READY FOR CLOSE OUT.

UM, ANDREW'S ENGINEERING IS SCHEDULED TO COMPLETE THE AS-BUILT BY THE END OF MARCH, AND THEN WE'LL BE WORKING WITH LAND ACQUISITION THROUGH OUR LEGAL TEAM.

THE FACTORY CREEK WATERSHED PHASE TWO CONSTRUCTION HAS BEEN COMPLETED.

THIS IS ONLY GOING TO REQUIRE AN EASEMENT ACQUISITION.

SO, UM, ONCE WE GET THOSE AS-BUILTS, WE CAN FINALIZE THAT EASEMENT THROUGH OUR COORDINATION TEAM AND FINISH THAT PROJECT AS WELL.

FOR THE GRAPES PROPERTY STAFF IS MEETING WITH THE DEVELOPERS AND OWNERS ON A BI-MONTHLY BASIS TO MAKE SURE ALL THE DEPARTMENTS WITHIN THE COUNTY ARE FULLY AWARE OF THE, THE STEPS THEY'RE TAKING AND THE STEPS WE STILL NEED THEM TO TAKE.

WE HAVE ISSUED OUR FIRST PAYMENT FOR $375,000 BEAVER COUNTY STORM WATER BASED ON THE DEVELOPMENT AGREEMENT IS REQUIRED TO PAY 50% OF STORMWATER INFRASTRUCTURE AND DRAINAGE COSTS THAT THE DEVELOPER OCCUR IN CURVES.

SO I, NO QUESTION, I UNDERSTAND THAT CONTRACT WAS, WAS PASSED BY COUNTY COUNCIL A COUPLE OF YEARS AGO.

UH, HOW DO WE, HOW DO WE TRACK? IN OTHER WORDS, WE ARE THE ONES WHO APPROVED THE WATER DRAINAGE SYSTEM AS A COUNTY.

SO WE GET TO ENSURE THAT THEY'RE DOING IT NOT GOING OVERBOARD OR UNDER BOARD, UH, NOT DOING TOO LITTLE OR TOO MUCH FOR OUR DOLLARS SINCE WE DECIDE WHAT THEY NEED.

AND THEN WE HAVE TO PAY 50% OF IT.

YES.

SO THEY'RE HELD TO THE SAME STANDARDS.

ALL OTHER, ALL COMMERCIAL DEVELOPMENT IS HELD TO, UM, THIS PROJECT IS BEING LOOKED AT VERY CLOSELY.

AGAIN, THAT'S WHY WE'RE HAVING THESE BI-MONTHLY COORDINATION MEETINGS, BECAUSE EVERYBODY WANTS TO MAKE SURE WE'RE ALL ON THE SAME PAGE.

MOVING FORWARD, WE ARE PROVIDED INVOICES AND THOSE INVOICES ARE REVIEWED FOR ACCURACY.

AND, YOU KNOW, AT THIS TIME WE HAVE NOT HAD ANY ISSUES ARISE FROM THAT.

SO WE'RE WORKING TOGETHER VERY CLOSELY.

UM, NO UPDATES ON THE WHITEHALL PROPERTY PURCHASE.

AND THEN FOR THE SEA LEVEL RISE COMMITTEE RIGHT NOW, THEY'RE JUST WORKING BEHIND THE SCENES WITH, UM, THE CHARLESTON GROUP AND THEN OUR COMMUNITY DEVELOPMENT DIRECTOR, MR. ROD MERCHANT, TO FINALIZE THE, THE FIELD ORDINANCE AND SEA LEVEL RISE PLAN FOR OUR PROFESSIONAL CONTRACTS, SALT CREEK AND SHANKLIN ROAD.

WE ARE, WE HAVE OBTAINED ALL THE NECESSARY PERMITS.

UM, WE'RE STILL WORKING WITH DLT.

THIS PROJECT HAS BEEN SOMETHING WE'VE, WE'VE HAD THESE PROJECTS ON THE LIST FOR QUITE SOME TIME AND THE FEEDBACK WE'RE GETTING WELL, WE'RE NOT GETTING ANY FEEDBACK FROM THE COMMUNITY ON THIS.

SO STORMWATER HAS MADE THE DETERMINATION THAT AFTER QUARTER ONE OF FISCAL YEAR 22, IF THERE ARE NO, IF THERE'S NO INTEREST IN PROPERTY OWNERS TO PARTICIPATE IN THESE REGIONAL PONDS OR THESE REGIONAL BMPS, WE WILL BE TAKING THESE OFF OF THE CIP LIST.

UM, BUT AS FAR AS PERMITTING AND LAND ACQUISITION, WHERE WE ARE MOVING THROUGH THE PIECES AS WE NEED TO, UM, I THINK THE NEXT STEP IS TO GET THE LAND ACQUISITION LAWYER INVOLVED JUST TO, AGAIN, ENSURE THAT PEOPLE ARE AREN'T INTERESTED IN THIS PROJECT AND THEN MOVE FORWARD.

ACCORDINGLY BIEBER MEMORIAL PROJECT HAS RECEIVED ITS CONDITIONAL FINAL SRT APPROVAL.

WE DID HAVE CONCURRENCE WITH THE BEAVER COUNTY OPENLY INTERESTS THAT THEY APPROVE THE PLANS AS DESIGNED FOR THAT PROPERTY.

RIGHT NOW, WE ARE WAITING ON THE FINAL SRT APPROVAL.

AND AT THAT POINT WE CAN BEGIN THE BIG PROCESS FOR A CONTRACTOR AT THIS LOCATION, BE EVERGREEN, THE THREE 19 PROJECT.

WE, THE COUNTY COUNCIL AWARDED THAT CONTRACT ON FEBRUARY 22ND, THE CONTRACT BETWEEN THE COUNTY AND OUR LOWEST, MOST RESPONSIBLE AND BITTER, WHICH WAS CBG INCORPORATED HAS BEEN APPROVED BY FINANCE AND LEGAL AT THIS TIME.

AND WE'RE JUST WAITING FOR CBG TO SIGN, SIGN THE CONTRACT.

SO WE CAN ISSUE THE NOTICE TO PROCEED ON THIS PROJECT FOR OUR CONSULTANT SERVICES, WILBERT CONDUCTED AN IN-HOUSE TRAINING FOR OUR PLAN REVIEW STAFF.

LAST MONTH, IT WAS VERY WELL RECEIVED.

WE HAD THE TOWN OF BLUFFTON PARTICIPATE ALONG WITH US AS THEY'RE CLOSE TO IMPLEMENTING THIS AS WELL.

AND THAT PRESENTATION WAS ALSO PROVIDED TO SOUND OF HILL IN THE HEAD, THE TOWN OF PORT ROYAL AND THE CITY OF BUFORD STAFF.

I ALSO COMPLETED A REVIEW OF A, THE TMDL THAT'S TO BE WRITTEN FOR CAPERS CREEK.

AND THAT NOTICE WAS PLACED WITHIN THE PACKET FOR REGIONAL COORDINATION.

UM, NO UPDATES ON THE TOWN OF BLUFFTON AND THE SANITARY SEWER EXTENSIONS FOR THE MAY RIVER.

WE, I DID RECEIVE AN UPDATE FROM THE YOLKS TASK FORCE AFTER THE BOARD PACKET WAS COMPLETED, AND THEY ARE NOW RAPIDLY CLOSING OUT THE COMPLETION OF CONSTRUCTION FOR BOTH PHASES OF THE PROJECTS.

THE ENGINEERING ANALYSIS HAS DEMONSTRATED THAT THE PREVIOUS DRAINAGE SYSTEM WITHIN THAT SYSTEM WAS NOT CONSTRUCTED TAKING THE ENTIRE AREA INTO CONSIDERATION.

SO THIS HAS NOW BEEN CORRECTED WITH THE NEW PLAN.

THEY ARE ANTICIPATING THE FINAL PROJECT CLOSE OUT TO BE WITHIN LATE APRIL, LATE APRIL, EARLY MAY.

AND THEY HAVE RECOMMENDED THAT WE DON'T BEGIN SAMPLING UNTIL AFTER ALL PHASES OF CONSTRUCTION HAVE BEEN COMPLETED.

ONCE THEY INDICATE THAT THEY'RE READY, OUR STAFF, AS WELL AS US CB IS PREPARED TO BE, AND THAT MONITORING EFFORT, UM, BUT VERY PROUD THAT THEIR PROJECT HAS BEEN ON SCHEDULE AND ON BUDGET.

SO QUICK UPDATE FROM THE CITY, THE LOCAL MS. FORD GROUP, BRIAN YBOR FROM THE TOWN OF HILTON HEAD BILL BOWER FROM THE TOWN OF PORT BLUFFTON, EXCUSE ME.

SO WE'RE CAPTURING PRACTICALLY ANY TYPE OF DEVELOPMENT THAT'S COMING IN.

UM, INDIVIDUAL LOT QUALIFICATIONS UNDER THE LARGER COMMON PLAN HAVE CHANGED.

SOME OF THE LANGUAGE WAS VERY PRETTY VAGUE AND THEY'VE CLARIFIED A LOT OF THAT.

UM, CERTAINLY CONSTRUCTION ACTIVITIES RELATED TO A PUBLIC EMERGENCY.

HELENA BACK WORK FOR THE DRAINAGE SYSTEM, INCLUDING JETTING CLEANING OUT AND CATCH BASINS, JETTING CROSS-LINE PIPES, DRIVEWAY, PIPES, CHANNEL PIPE.

AND THEN IN THAT, I'M SORRY, ROADSIDE PIPE FOR THE ROSETTA AREA, WE HAD 1300 FEET OF DRAINAGE IMPROVEMENT, WHICH INCLUDED BUSH HOGGING, AND THEN CLEANING OUT THAT DITCH SO THAT WATER CAN FLOW.

WELL, THE COUNTY WIDE INFRASTRUCTURE FEE ISN'T CHANGING.

WE WROTE WHERE WE WALKED IN THAT FIVE-YEAR RATE SO THAT THE FEES WERE STANDARDIZED AND THEY WOULDN'T SEE AN INCREASE AND COUNTY UNINCORPORATED COUNTY IS NOT, DID NOT PAY INTO THE COUNTY WIDE INFRASTRUCTURE FUND.

THAT IS FOR THE MUNICIPALITIES.

UM, WE'VE ALSO SEEN THAT THE INTEREST FROM COUNTY INVESTMENTS HAS BEEN ALLOCATED THAN THE CURRENT AMOUNT LISTED.

THAT INFORMATION WAS ONLY RECENTLY GIVEN TO US AND DID NOT MAKE IT INTO THIS SUMMARY REPORT.

I SHOULD ALSO MENTION THAT THIS BUDGET HAS ALREADY BEEN ENTERED INTO OUR FINANCIAL SYSTEM, AND WE'LL BE GOING TO COUNTY COUNCIL REVIEW STARTING IN APRIL, UM, OUR CONSULTANT FEES.

UM, AND ONCE WE BECAME AWARE OF THAT, WE, WE KNEW IT COULDN'T CONTINUE.

UM, THEY'VE ALSO REQUESTED, UM, INCREASE IN FUNDS FOR EQUIPMENT, REPAIRS AND REPLACEMENTS.

AND, UM, WHILE WE'RE STILL WAITING ON THE CONCURRENCE LETTERS FROM THE TOWN AND THE CITY ON THE COST SHARES, THEY WERE PART OF THE CON CARD, EXCUSE ME, THE

I MEAN, I SEE BOTH WAYS IS THAT THERE HAVE BEEN A COUPLE OF MEETINGS WHERE WE JUST ROLL THROUGH AND IT'S 20 MINUTES AND IT'S LIKE, WHY DIDN'T WE GO ONCE OR TWICE LAST YEAR, WE COULDN'T REALLY GET INTO IT VERY WELL.
