[1. CALL TO ORDER]

[00:00:04]

AND IT IS 5:00 PM.

AND I WOULD LIKE TO CALL TO ORDER THE ACCOUNTING COUNCIL CAUCUS MEETING FOR MONDAY, MARCH 8TH, 2021.

AS I CALL YOUR NAME, WOULD YOU PLEASE RESPOND TO DENSE COUNCILMAN CUNNINGHAM, PRESENT? NOPE.

I HEARD YOU OR I SAW YOU AND THEN YOU JUST WENT AWAY NOW YOU'RE AT A DIFFERENT PLACE, PRESIDENT.

COUNCILMAN DAWSON.

YOU'RE ON MUTE, BUT I SEE YOU COUNCILMAN I'M HERE.

COUNCILMAN GLOVER HERE, COUNCILMAN .

OKAY, GREAT.

I DID NOT SEE YOU, BUT I HEAR YOU.

THAT'S A WONDERFUL THING.

UH, COUNCILWOMAN HOWARD HERE, COUNCILMAN LAWSON, MARK LAWSON PRESENCE.

COUNCILMAN MCKELLEN HERE, COUNCILMAN RODMAN, COUNCILMAN SOMERVILLE, RATHER THAN, AND THE CHAIR IS PRESENT.

THEREFORE ALL 11 MEMBERS ARE PRESENT TO CONDUCT BUSINESS.

WOULD YOU ALL RISE FOR THE PLEDGE OF ALLEGIANCE PLEASE, WHICH WILL BE LED BY COUNCILMAN RODMAN.

I PLEDGE ALLEGIANCE TO THE FLAG OF AMERICA AND TO THE REPUBLIC FOR WHICH IS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

THANK YOU.

PUBLIC NOTICE OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT, UH, A MEMBER

[4. APPROVAL OF AGENDA]

OF COUNCIL.

PLEASE MAKE A MOTION TO APPROVE THE AGENDA.

ALO DIANE SECOND MOVE AS CHAIRMAN.

MR. GLOVER MAKES THE MOTION A SECOND PLEASE.

I'LL SECOND.

MR. CHAIRMAN COUNCILWOMAN HOWARD MAKES THE SECOND DULY NOTED AS, UH, UH, COUNCIL MEMBERS APPROVING THE AGENDA WITHOUT EXCEPTION.

ARE THERE ANY EXCEPTIONS OR OBJECTIONS TO APPROVING THE AGENDA? UM, I HAVE A COUPLE OF THINGS I WANT TO ADD TO OUR COUNTY COUNCIL AGENDA TONIGHT.

YOU WANT ME TO DO THAT NOW? UH, YES.

SO YOU'RE GOING TO MAKE A MOTION TO AMEND THE AGENDA.

YES, SIR.

I HAVE TWO, UH, ONE I WOULD LIKE TO MOVE.

HE'S TALKING ABOUT THE COUNTY COUNCIL AGENDA AND NOT THE TALK.

I SAID, YOU END UP, ARE YOU, WHERE ARE YOU? MOTION TO APPROVE THE POCKETS AND THAT'S NOT THE COUNTY.

I WANT TO MAKE THAT CLEAR, BUT THEN I'LL WAIT.

I'LL WAIT UNTIL COUNTY COUNCIL MEETING.

ALL RIGHT.

SO YOU, YOU ARE INTERESTED IN, INTERESTED IN, UM, CHANGING THE COUNCIL, THE AGENDA.

YES, SIR.

WE CAN STILL A CONFERENCE CALENDAR.

WHAT HE WANTS TO ANSWER.

OH YES.

ONCE WE ARE REVIEWING THE AGENDA, THAT WOULD BE APPROPRIATE FOR YOU TO DISCUSS THAT.

OKAY.

SO, OKAY.

UM, THERE IS NO AMENDMENT TO THIS AGENDA.

IT HAS BEEN DULY, A MOTION AND SECOND, AND WILL BE ACCEPTED WITHOUT OBJECTIONS.

ARE THERE ANY OBJECTIONS SEEING NO OBJECTIONS? THE AGENDA IS APPROVED.

WE

[5. AGENDA REVIEW (Part 1 of 2)]

WILL NOW REVIEW THE COUNCIL AGENDA.

OKAY.

MR. CUNNINGHAM NOW IS YOUR TIME TO INDICATE WHAT WOULD LIKE TO CHANGE ON THE AGENDA OR ED? UH, YES SIR.

UH, THE FIRST THING I'D LIKE TO ADD IS THAT WE OPEN UP OUR MEETING WITH A MOMENT OF SILENCE OR, UH, DJ FIELDS, THE YOUNG MAN THAT IN MY DISTRICT, THAT TRAGEDY STRUCK ON FRIDAY, WE'RE ALREADY PLANNING TO DO THAT.

OKAY.

UM, AND THE SECOND THING IS I'D LIKE TO BRING IN AN ACTION ITEM FOR THE REMOVAL OF THE EMERGENCY MASK MANDATE.

UM, OKAY.

THAT WOULD REQUIRE, OKAY.

I'M GOING TO ASK OUR PARLIAMENTARIAN TO WEIGH IN AS TO HOW THAT COULD BE DONE.

IT IS A, I'M SORRY, MR. CHAIRMAN IS MY UNDERSTANDING THAT YOUR MANDATE AS BEING EITHER A 30 DAY OR A 90 DAY EMERGENCY ORDINANCE, IS THAT CORRECT? ONE OF YOUR 60 DAYS TO SEE ONE DAY.

AND SO WHEN IS IT AUTOMATICALLY GOING TO EXPIRE? UH, I BELIEVE IT'S

[00:05:01]

APRIL 30TH.

IS THAT CORRECT? BUT I DON'T REMEMBER THE PRECISE DATE, BUT I KNOW WE JUST RENEWED IT.

OH, LAST WEEK.

QUESTION FOR THE CHAIR TO DETERMINE IS WHETHER OR NOT THAT MOTION, IF ADOPTED WOULD BE FINAL ACTION.

WELL, YEAH.

WOULD BE A FINAL ACTION BECAUSE IT WOULD BE A MOTION TO REMOVE THE EXISTING ITEM.

I THINK THE QUESTION IS, DOES MR. CUNNINGHAM WISH TO REPEAL NOR EMERGENCY ORDINANCE OR DOES HE WISH TO AMEND YOUR EMERGENCY COORDINATES WITH REGARD TO MASK ITEM? YES.

WELL, THOSE ARE TWO DIFFERENT ORDINANCE.

THERE'S ONE FOR THE STATE OF EMERGENCY THAT WE PUT IN AND THEN THE OTHER ONE WAS THE MASK MANDATE THAT WE DID AFTERWARDS.

AND MR. MCKELLAN IN THE LAST MEETING, FLIPPED THEM.

I BELIEVE IT WAS ORIGINALLY NUMBER 10 AND 11 AND WE FLIPPED THEM.

SO THEY WERE IN THE CORRECT ORDER.

UM, I'M FOCUSED ON JUST THE MASK MANDATE ITSELF, NOT THE, UM, STATE OF EMERGENCY THAT'S RIGHT.

ARE TWO ORDINANCES.

CHAIR'S DECISION IS WHETHER OR NOT IT IS FINAL ACTION.

IF IT'S FINAL ACTION, IT CAN'T BE ADDED A LAST YEAR'S TWO THIRDS IN FAVOR OF ADDING YOU AM THE CHAIR, DECLARES IT TO BE AN EMERGENCY.

OKAY.

ALL RIGHT.

SO THAT'S SOMETHING THAT WE WOULD HAVE TO DISCUSS, UH, BECAUSE I HAVE NO IDEA WHAT THE SENTIMENT OF A COUNTY COUNCIL IS.

WE CAN DISCUSS THAT BECAUSE YES, IT WOULD BE A FINAL ACTION BECAUSE IT IS IN FACT ENDING THE MASQUE ORDINANCE PRIOR TO THE DATE THAT IT ENDS.

AND THEREFORE IT WOULD TAKE TWO THIRDS TO MAKE IT AN AGENDA ITEM AND THEN DECLARE IT THAT IT IS, UM, SOMETHING THAT NEEDS TO BE DONE IMMEDIATELY.

MR. CHAIRMAN, IF I HAD TO DO THAT IN THE PARLIAMENTARIAN, I'LL READ THE EXACT LANGUAGE FROM THE FOYER STATUTE.

IT SAYS THERE MUST BE A FINDING BY THE BODY THAT AN EMERGENCY OR AN EXIGENT CIRCUMSTANCE EXISTS.

IF THE ITEM IS NOT ADDRESSED, ADAGE DUTY IS NOT ADDED TO THE AGENDA.

YOU HAVE TO MAKE THAT FINDING IN ORDER TO HAVE IT ADDED TO THE AGENDA UNDER FLOOR.

OKAY.

UM, IF YOU'RE ASKING ME, UH, I DON'T FIND THAT THIS IS SO EMERGENCY THAT WE NEED TO DO THIS, YOU KNOW, IT HAS TO BE FINDING OTHER BODIES.

SO IT HAS TO BE TWO THIRDS GO TO THE MEMBERS AND A FINDING BY THE BODY SO THAT THE ENTIRE COUNCIL WOULD HAVE TO FIND AN EXIGENT CIRCUMSTANCE WILL EXIST IF THE ITEM IS NOT ADDED.

OKAY.

OKAY.

UM, ALRIGHT.

SO I GUESS, UM, WOULD WE FIND THAT OUT AS IT COMES UP, WE WOULD HAVE YOU, UH, COUNCILMAN CUNNINGHAM WOULD HAVE TO MAKE THAT MOTION TO ADD IT TO THE AGENDA AND THEN WE WOULD TAKE IT AT THAT TIME TO SEE IF TO THE THIRD EIGHT MEMBERS OF COUNCIL WISH TO HAVE THAT AS AN ACTION ITEM AND TO MAKE THE FINDING THAT IS CIRCUMSTANCE EXISTS, IF IT IS NOT ADDED TO THE AGENDA.

RIGHT.

OKAY.

SO JUST TO BE CLEAR, UH, MR. TAYLOR, WE'D HAVE TO FIRST THE VOTE TO GET ADDED TO THE AGENDA, WHICH WOULD BE TWO THIRDS, AND THEN TO MAINTAIN THE EMERGENCY ORDINANCE IN PLACE, YOU WOULD HAVE TO STILL MAINTAIN A SUPER MAJORITY, CORRECT? NOPE.

THE WAY I UNDERSTOOD IT, HE WAS, UM, WHAT KURT WAS SAYING IS THAT YOU NEED A TWO THIRDS VOTE FOR BOTH OF THEM, FOR BOTH ADDING IT TO THE AGENDA THAT THIS IS AN EMERGENCY, THAT EMOTION IS AN EMERGENCY.

EXACTLY.

AND THAT'S A FOYER PROTECTION TO PREVENT GOVERNING BODIES FROM ADDING THINGS TO AGENDAS WITHOUT NOTICE IT WAS SOMETHING THE LEGISLATURE ADDED THREE ONLY RECENTLY.

OKAY.

JUST TO YOUR POINT, LOGAN, I MEAN, ONE THING TO CONSIDER PERHAPS IS THAT WE MAY BE IN CONTROVERSY OF CONTRAVENTION OR IN DISAGREEMENT WITH THE GOVERNOR'S NEW ORDER, SHOULD IT REMAIN IN PLACE? AND THAT, THAT MIGHT CONSTITUTE A, AN EMERGENCY, BUT KNOW I'M NOT, I'M NOT SAYING ONE

[00:10:01]

WAY OR THE OTHER, I'M JUST TRYING TO GIVE YOU IDEAS FOR THAT.

SAY I'M GOING TO MOVE FORWARD WITHIN THE MEETINGS.

I THINK WHEN WE CREATED THIS ORDINANCE, WE WERE VERY CLEAR IN OUR STATEMENTS OF THE ORDINANCE WRITTEN THAT WE WERE GOING TO FOLLOW THE LEADERSHIP OF THE GOVERNOR AND IF HE HAS REMOVED IT, I THINK WE SHOULD FOLLOW SUIT.

I REMEMBER WHEN THE GOVERNOR REMOVED THE, IF HE REMOVED THE EMERGENCY STATE, THEN THAT'S A DIFFERENT ONE EXPIRES AT THE SAME TIME, THAT PARTICULAR ORDINANCE.

YES.

KURT ISN'T THAT JUST THE STATE OF EMERGENCY ORDINANCE AND NOT THE MATH MANDATED ORDINANCE.

THAT'S CORRECT.

AND THE GOVERNOR IS MY UNDERSTANDING DID NOT CANCEL THE STATE OF EMERGENCY.

HE JUST MODIFIED.

SO HE MAY ASK PROVISIONS AS THEY APPLY TO STATE STATUTES TO STATE EMPLOYEES.

YOUR LOCAL ORDINANCE IS LOCAL AND IS NOT AFFECTED BY WHAT THE GOVERNOR DID QUESTION THOUGH.

WELL, I GUESS WHAT I'M ASKING IS OUR MASS MANDATE IS NOT RELIANT UPON THE GOVERNOR'S STATE OF EMERGENCY.

IS THAT CORRECT? THAT'S CORRECT.

OKAY.

WHAT KIND OF GAMES DID THE GOVERNOR MAKE? HE ENDED THE REQUIREMENT FOR MASK INSIDE FEDERAL BUILDINGS.

UM, SO ALL, HE ALSO OPENED UP ALL FEDERAL BUILDINGS.

SO EMPLOYEES CAN GO BACK TO WORK, UM, AND THEN ALSO REMOVE THE LIMITS, ONSIDE RESTAURANTS AND JUST RECOMMENDED SOCIAL DISTANCING IN THOSE ATMOSPHERES.

AND THEN THE CDC ALSO JUST CAME OUT TODAY AND STATED THAT VACCINATED PEOPLE NO LONGER NEED TO WEAR A MASK IN PUBLIC AS WELL.

THAT WAS ABOUT THE CDC A COUPLE OF HOURS AGO.

PERFECT.

UM, YOU, YOU MET STATE BUILDINGS, FEDERAL BUILDINGS, CORRECT? YES.

THANK YOU.

OKAY.

OKAY.

EVERYBODY UNDERSTANDS WHAT COMES FROM, WANTS TO DO SO I HAVE A QUESTION ABOUT, UM, JUSTICE, LIKE KURT SAID, I WAS UNDER THE IMPRESSION THAT OUR MASS ORDINANCE WAS DEPENDENT ON OUR, UM, EMERGENCY ORDINANCE, WHICH WAS DEPENDENT ON THE GOVERNOR'S EMERGENCY DECLARATION.

IS THAT CORRECT? YOU'RE ON MUTE.

LET ME PULL UP THE ORDINANCE AND READ EXACTLY WHAT IT SAYS.

IF YOU GIVE ME A FEW MINUTES AND IF I CAN, I MEAN, OBVIOUSLY CHRIS HAS THE FLOOR AND HE'S ASKING THE QUESTION, BUT I, THE OTHER QUESTION I'VE GOT, JUST SO I UNDERSTAND IS WE WOULD NEED A SUPER MAJORITY TO ADD THIS TO THE AGENDA.

AND THEN ONCE IT'S ADDED TO THE AGENDA WOULD HAVE TO HAVE A SUPER MAJORITY TO CHANGE THE MASS ORTEZ THAT'S IN PLACE.

IS THAT, IS THAT WHAT I JUST UNDERSTOOD? OKAY.

SO A SUPER MAJORITY TO EVEN ADD IT TO THE AGENDA THAT A SUPER MAJORITY TO, TO ENDURING COUNCIL THEN TO, UH, TO, TO CHANGE ANYTHING.

NO, THAT I DON'T BELIEVE THAT'S CORRECT.

IT WOULD JUST BE A MAJORITY WOULD, IT'S A SUPER MAJORITY TO CHANGE THE AGENDA AT THE LAST UNIT AND A SUPER MORE MAJORITY TO DETERMINE THAT THERE IS A STATE OF EMERGENCY OR A, AN EXISTENCE STANCE FOR IF IT REQUIRES IMMEDIATE ACTION OF THE BODY.

AND THEN IN MAJORITY OF THE MEMBERS TO GOOGLE THAT, UH, UM, TO CHANGE THE, UH, THE ORDINANCE TO HAVE IT EXPIRE CURRENTLY, LIKE NOW I THINK, OR THREE, THREE DIFFERENT THINGS IS WHAT, WHAT, OKAY.

OKAY.

WHILE WE'RE GETTING THAT INFORMATION, IS THERE ANY CONCERNS THAT ANYONE HAS ABOUT THE ITEMS THAT ARE ON THE COUNCIL AGENDA FOR ACTION, CHRIS? I SEE YOUR HAND UP.

YES.

THANK YOU, MR. CHAIRMAN, I WOULD LIKE TO TAKE ITEM NUMBER TWO ON THE CONSENT AGENDA, WHICH IS I'D LIKE TO TAKE THAT SEPARATELY.

ALL RIGHT.

GOOD.

OKAY.

THANK YOU.

THANK YOU.

I WOULD ASK FOR A CLARIFICATION REGARDING, UM, ITEM NUMBER FIVE ON THE CONSENT AGENDA.

[00:15:01]

I WAS UNDER THE IMPRESSION THAT, YOU KNOW, I DIDN'T GET TO GO TO THE MEETING AND THE MEETING WAS NOT AVAILABLE ONLINE, UM, FOR NATURAL RESOURCES COMMITTEE AS OF THIS AFTERNOON.

AND I WAS UNDER THE IMPRESSION THAT, UM, THAT THE, UM, THAT THE NATURAL RESOURCES COMMITTEE HAD DENIED THE, THE AMENDMENT AND THEY APPROVED THE AMENDMENTS.

I THOUGHT THEY WENT ALONG WITH THE PLANNING COMMISSION.

THE PLAINTIFF RECOMMENDED DENIAL.

YOU MEAN THE REZONING OR THE I'M SORRY, THE REASON, YES, THAT WAS, THAT WAS ANOTHER ITEM, THREE ITEMS CLARIFICATION.

THEN IF WE COULD, BEFORE WE GO TO THE MEETING, UH, MR. FILING, I THINK THERE WAS TWO DIFFERENT ZONINGS THAT WE TALKED ABOUT THAT DAY AND ONE OF THEM PASSED AND ONE DID NOT.

OKAY.

ONE OF THEM, THE OWNER, EXCUSE ME.

UM, COUNCILMAN CUNNINGHAM, ACTUALLY ONE OF THEM THE OWNER ASKED TO WITHDRAW IT.

THAT'S RIGHT.

YES.

AND NUMBER FIVE WAS, UM, OUR COUNTY CLERK MAY HAVE THE COUNT HERE OF THE YEAS AND NAYS, BUT WE CAN CLARIFY THAT THE 1.96 ACRES, THAT'S THE ONLY ONE WE CONSIDERED AT THE NATURAL RESOURCE MEETING, ERIC, ERIC, OR I GUESS MAYBE ROB, WHOEVER SPHERE, UM, PLANNING COMMISSION HAD RECOMMENDED DENIAL OF THE REZONING BLAST.

OR ARE YOU SAYING THAT THE NATURAL RESOURCES COMMITTEE DISAGREED WITH THE PLANNING COMMISSION? YES, THEY DID.

THEY DID.

THEY DISAGREED WITH IT? YES.

I BELIEVE THE PURPOSE OF ONE OF THE PERFORMATIVE VOTE WAS TO, UH, GET THAT TO THE COUNCIL MEETING SO THAT EVERYONE THAT WAS NOT ABLE TO ATTEND THE COMMITTEE WOULD HAVE PUT YOU OUT.

SO HERE TONIGHT CAN DECIDE WHETHER OR NOT THEY WANTED TO MOVE FORWARD WITH IT.

THANK YOU.

THEN I'D LIKE TO REMOVE ITEM FIVE FROM THE CONSENT AGENDA SO WE CAN TALK ABOUT IT, PLEASE.

UNDERSTOOD.

THANK YOU.

ANY OTHER COMMENTS, BUT ARE YOU REMOVING IT FROM THE AGENDA COMPLETELY? SO IT'S NOT DISCUSSED ABOUT TODAY? NO, NO, NO.

AFTER THE ACCIDENT FROM CONSENT, IT'LL BE MOVED ON TO THE ACTION ITEMS. THANK YOU FOR DISCUSSION AND ACTION.

ANY OTHER THING? I WILL LET YOU KNOW, THE GENTLEMEN THAT THAT ORDINANCE RELATES TO IS HERE TO SPEAK TO US TODAY, PUBLICLY WHEN WE GET TO IT DURING THE COUNTY COUNCIL MEETING.

OKAY.

UH, JARED, YOU HAD YOUR HAND UP, YOU MIGHT, YOU MIGHT WANT TO TELL HIM WHEN HE SHOULD BE ABLE TO SPEAK.

IT WOULD BE BURKE DURING PUBLIC COMMENT, I BELIEVE NOT REGARDING THE ITEM, CORRECT? CORRECT.

SO IT'S DURING PUBLIC COMMENT, JARED, I WOULD ASK THAT WE REMOVE ACTION ITEM NUMBER 11 IN THE COUNTY DRIVE STRATEGY, CIRCLE IMPROVEMENT.

UM, BRING THIS AT PELLA FACILITIES TO MOVE FORWARD, BUT THE TOWN HAS COME BACK WITH TWO MODIFICATIONS THAT THEY ASKED THE, IN THAT AGREEMENT.

SO WE CAN TALK ABOUT THOSE.

IT WILL BE REMOVED THEN ANY OTHER COMMENTS, THANK YOU FOR PUTTING ON THE SCREEN TO VOTE FOR THAT ONE ZONING CONSIDERATION YOU HAD AT THE NRC, IF HE CAN SEE THAT COUNSELOR.

OKAY.

UM, IS THERE ANY OTHER ITEMS FOR US TO TALK ABOUT REGARDING THE AGENDA ITEMS? SO WE'RE GOING TO HAVE, UM, ITEM NUMBER 11, REMOVED FROM THE ACTION ITEMS. ITEM NUMBER TWO FROM THE CONSENT AGENDA, MOVED TO ACTION.

ITEM NUMBER 11 AND ITEM NUMBER FIVE FROM THE CONSENT AGENDA WILL BE MOVED TO ACTION ITEMS AS ITEM NUMBER 12, AND THE OTHERS WILL THEN BE RENUMBERED.

SO WE'LL NEED A MOTION.

AND SECOND TO ALTER THE AGENDA WHEN WE GET TO THE COUNCIL MEETING, AS WELL AS WHAT MR. CUNNINGHAM WANTS TO DO REGARDING THE MASK ORDINANCE.

UM,

[00:20:02]

KURT, DID YOU FIND ANYTHING ELSE OUT ABOUT THE ORDINANCE I'M HAVING TROUBLE FINDING THE LAST, UM, ORDINANCE, IF THE CLERK'S OFFICE CAN HELP ME WITH THAT? I WOULD APPRECIATE IT.

IF THEY COULD PERHAPS PULL IT UP AND EMAIL IT TO ME.

I CAN'T FIND IT ON MY, UH, MY OFFICE IS DRY.

OKAY.

EMAILING IT TO YOU NOW.

YES.

OKAY.

IS IT WELL, THAT'S BEING, UH, ATTENDED TO, IS THERE ANY

[6. NEW BUSINESS]

OTHER NEW BUSINESS TO COME BEFORE THE CAUCUS, MR. RODMAN? IF THERE'S ONE QUESTION, UM, UH, FARRAH SET OUT THE, A LIST OF THE ON ASSIGNMENT, UM, OR THOSE ARE THE ONES WHERE, I MEAN, IS THERE, BUT THAT'S PRETTY MUCH FINAL.

WE GO TO WORK ON THOSE OR IS THERE ANOTHER ROUND ROBIN? UM, I WILL REFER TO IN SOMERVILLE, BUT I THINK THOSE ARE THE ONES THAT HAVE BEEN DETERMINED.

IS THAT NOT CORRECT? ALL I DIDN'T HEAR.

I DIDN'T HEAR AS DUDE'S QUESTION.

YOU SAID I USE THE SPREADSHEET.

ARE WE GOOD TO GO WITH AND LIAISON OR HE STILL WORKS A LOT OF DISTORTION.

I DON'T KNOW.

SOMEBODY MUST BE ON THAT.

DIDN'T NEED TO BE ON, SAY IT AGAIN.

YEAH.

THE QUESTION WOULD CALL WAS, UH, SARAH SENT OUT THE LIAISON ASSIGNMENTS AND I DIDN'T KNOW IF WE WERE GOOD TO GO WITH THOSE OR WHETHER THERE'S STILL, UH, SOME SCRUBBING TO GO ON BEFORE WE, UH, ENGAGE.

NO, WE'RE FINE.

WE'RE FINE.

AND THERE MAY BE SOME CHANGES AS WE GO ALONG, BUT FOR NOW, UM, MS. MA'AM, THANK YOU FOR YOUR HARD WORK ON THAT.

YES, I, I APPRECIATE THE HARD WORK, BUT I DON'T, I DON'T THINK, UM, NINE WAS FINAL YET FOR NATURAL RESOURCES.

UM, WHEN I CALLED YOU LAST WEEK, YOU COMPLETED IT.

I JUST HAVE TO SEND YOU THE MOST RECENT VERSION, BUT YOU DON'T HAVE ANY BLANKS IN YOURS ANYMORE.

DID YOU ADD STORM WATER TO NATURAL RESOURCES? YES, MA'AM.

THANK YOU.

I APPRECIATE IT.

I THINK I NEED TO LOOK AT FINANCE ONE LAST TIME, BUT, UM, I'LL GET WITH YOU ON GIVE WITH SARAH ON THAT, I THINK.

YEAH, PROBABLY SORRY,

[5. AGENDA REVIEW (Part 2 of 2)]

STILL ON MUTE.

WE'RE STILL WAITING FOR SOME INFORMATION REGARDING THE MASK ORDINANCE ITSELF.

I HAVE THAT NOW, MR. CHAIRMAN, THE ORDINANCE ITSELF SAYS THAT IT EXPIRES IN THE 61ST DAY, FOLLOWING YOUR NECK OR UPON THE GOVERNOR OF THE LIFTING, THE STATE OF EMERGENCY, THE GOVERNOR HAS NOT LIFTED THE STATE OF EMERGENCY.

YOU SIMPLY MODIFIED IT.

RIGHT? THANK YOU.

AND THE 61ST DAY IS APRIL THE 13TH.

IT SHOULD BE.

YES, SIR.

ADOPTED FEBRUARY 13TH.

WELL, NOBODY HAS 28 DAYS, SO IT PROBABLY IS APRIL 11TH OR 12TH.

THE 12TH.

OKAY.

UM, IS THERE, ARE THERE ANY CITIZEN COMMENTS FROM ANYBODY WHO IS AT THE COUNCIL, CHAMBERS OR ANYONE WHO HAS DIALED IN, DO YOU WANT ALL CITIZEN COMMENTS NOW OR DO YOU WANT TO SAVE THE ONES FOR COUNTY COUNCIL? WE HAVE, WE HAVE ONE FOR, UM, THE REZONING OF NUMBER FIVE THAT WE JUST MOVED ON.

AND THEN WE ALSO HAVE A MEMO ONLINE FROM ST.

HELENA ABOUT THE MASK MANDATE.

OKAY.

WE'LL TAKE THEM UP AT, UM, UM, COUNCIL MEETING BECAUSE THEY PERTAIN TO COUNCIL.

YEP.

[00:25:03]

WELL, UH, EVERYBODY UNDERSTANDS WHAT WE'RE GOING TO HAVE TO DO.

UM, AND IF THERE IS NO FURTHER BUSINESS, THEN WE WILL ADJOURN THE CAUCUS MEETING AND COME BACK AT SIX O'CLOCK PROMPTLY FOR COUNCIL MEETING.

UM, WE, UM, WE CAN JUST STAY ON, YOU KNOW, YOU CAN DO WHATEVER YOU NEED TO DO, CAUSE WE'RE GOING TO GO RIGHT INTO THIS.

BUT, UM, OBVIOUSLY THERE'S NOTHING ELSE TO DISCUSS REGARDING THE CAUCUS MEETING.

SO WE WILL ADJOURN THE CAUCUS MEETING AT FIVE 26 AND RESUME AT THE REGULAR COUNCIL MEETING AT 6:00 PM.
