[6. A DISCUSSION TO RECOGNIZE MR. FRED LEYDA, HUMAN SERVICES DIRECTOR FOR RECEIVING THE FIRST ANNUAL LOWCOUNTY LEGAL VOLUNTEERS, “JOHN BORETTI COMMUNITY SERVICE AWARD”]

SIX WHICH IS A DISCUSSION ITEM AND THE FIRST ITEM IS A DISCUSSION TO RECOGNIZE THAT FRED LATER OF HUMAN SERVICE AND HUMAN SERVICES FOR RECEIVING THE FIRST ANNUAL LOW COUNTRY LEGAL VOLUNTEERS JOHN BILL READY COMMUNITY SERVICE AWARD. AND I BELIEVE THAT MR. ATKINSON IS GOING TO TALK ABOUT THIS AND THAT THE PROPOSAL WILL BE TO HAVE A SUFFICIENT RECOGNITION BEFORE FULL COUNCIL. MR. ATKINSON. YES, SIR.

>> THANK YOU AND GOOD AFTERNOON, MR. CHAIRMAN AND MEMBERS OF THE COMMITTEE IT'S ALREADY STATED MR. FRED WHO IS ON THE CALL. I CAN'T SEE HIM BUT I KNOW HE'S HERE. HE IS THE FIRST RECIPIENT OF THE LOW COUNTRY LEGAL VOLUNTEERS JOHN READY COMMUNITY SERVICES. THIS WAR WAS ESTABLISHED IN 2020 IN RECOGNITION MR. BROAD'S LONGSTANDING COMMITMENT TO THE IDEALS AND COVENANTS ASSOCIATED WITH LOW COUNTRY LEGAL VOLUNTEERS MISSION AND CALL FOR EQUAL ACCESS TO JUSTICE.

THE AWARD HONORS ANOTHER PURE ORGANIC OR INDIVIDUAL WHOSE SERVICE TO OUR COMMUNITY AND TO THOSE WHO ARE MOST IN NEED. THE STEADFAST COMMITMENT THAT MR. BRADY AS EXHIBITED THROUGHOUT HIS ASSOCIATION WITH THE LOW COUNCIL LEGAL VOLUNTEERS ALONG WITH HIS ACTIVE CIVIC ENGAGEMENT AS A BUSINESS LEADER, PHILANTHROPIST, FATHER AND PROPONENT OF THOSE WHO ARE MOST IN NEED. THE ACTUAL PLANT I THINK ARE THE PLAQUE THAT WE HAVE A PICTURE OF THE AWARD STATES THE FOLLOWING IN REFERENCE TO MR. LIGHT. IT SAYS AN HONOR, MR. LIGHT. MR. LIGHT IS EFFORTS TO MAKE BEAUFORT COUNTY A JUST AND LIVABLE COMMUNITY WHEREBY THE NEEDS AND INTERESTS OF THOSE REQUIRING ASSISTANCE ARE MET WITHOUT EXCEPTION. AS THE FIRST RECIPIENT OF THE JOHN BRADY COMMUNITY SERVICES AWARD, MR LIGHTER SETS A HIGH BAR AND A REMINDER TO US ALL THAT CONSENSUS REACHED THROUGH OPEN DIALOG AND COLLABORATIVE COLLABORATION REPRESENT THE BEST REFLECTION OF WHO WE ARE AND WHO WE SHOULD ASPIRE TO BE. AND THE AWARD IS DATED JANUARY 18TH TWENTY TWENTY ONE. I CAN PERSONALLY ATTEST THAT MR. LEITER AND HIS STAFF THEY ARE ALL REAL LIFE SUPERHEROES. AND I'M REALLY HONORED TO ASSIST AND RECOGNIZING HIM TODAY. THANK MUTED MR. JIM SHOULDN'T BE THAT COMPLICATED.

>> ALL OF US WHO KNOW FRED AND ARE FULLY AWARE OF THE GREAT WORK THAT HE'S DOING CERTAINLY ARE NOT SURPRISED BY THIS AWARD. BUT IT'S VERY GRATIFYING THAT IT HAS BEEN PRESENTED. SO I'D LIKE TO OFFER MY CONGRATULATIONS ALONG WITH ALL OF THE PEOPLE WHO ARE ATTENDING THIS MEETING OF THE COMMUNITY SERVICES COMMITTEE TO YOU, FRED. WE ARE OUTSTANDING WORK. I WOULD ALSO LIKE TO SUGGEST CHUCK, THAT WE MOVE THIS ALONG TO A WIDER AUDIENCE AND THAT WE MAKE THIS A MAKE THIS UP HERE

[00:05:08]

ON THE AGENDA FOR THE NEXT FULL COUNCIL MEETING SO THAT EVERYONE ON COUNCIL WHO WILL BE IN ATTENDANCE WHO IS NOT HERE TONIGHT TODAY WILL BECOME AWARE OF THIS AND THEN A LARGER AUDIENCE THAT TUNES INTO FULL COUNCIL MEETINGS WILL ALSO HEAR OF THE RECOGNITION THAT FRED HAS RECEIVED. SO SARAH, IF YOU CAN GET THAT ON THE AGENDA AND AND CHUCK, IF YOU WOULD BE PREPARED ONCE AGAIN TO MAKE THIS INFORMATION AVAILABLE AT THE FULL COUNCIL AND FRED WILL DRAG YOU OUT AGAIN IF YOU'RE AVAILABLE TO ATTEND THAT WE DO HAVE HYBRID MEETINGS SO YOU WON'T HAVE TO LEAVE THE HOUSE. YOU CAN YOU CAN DO IT FROM HOME. AND THEN I THINK WE'LL BE ABLE TO GIVE YOU THE FULLEST APPRECIATION THAT WE POSSIBLY CAN FOR THE OUTSTANDING WORK THAT YOU DO.

I WOULD OFFER YOU THE OPPORTUNITY NOW IF YOU'D LIKE TO MAKE SOME COMMENTS.

THANKS VERY MUCH. NO, I APPRECIATE THE DOLLAR ARE DOING TO TRY AND GIVE US RECOGNITION AND I CERTAINLY APPRECIATE THE HARD WORK THAT LOWCOUNTRY LEGAL VOLUNTEERS

DOES IN OUR COMMUNITY. >> THANK YOU VERY MUCH. OKAY.

>> THANKS CHUCK. I'LL LEAVE THAT TO YOU FOR THE NEXT COUNCIL MEETING AND SARA, I'LL LEAVE THAT TO YOU TO GET IT ON THE AGENDA. OKAY.

ONCE AGAIN. CONGRATULATIONS. THANKS VERY MUCH.

>> OH, OKAY. NEXT STEP IS ITEM NUMBER SEVEN CHUCK THAT WILL BE ON YOU

[7. A DISCUSSION TO PROVIDE STATUS OF DISTANCE LEARNING GRANTS]

AGAIN. A BRIEF DISCUSSION TO PROVIDE A STATUS ON OUR DISTANCE LEARNING GRANTS YOU CAN SUMMARIZE HOW WE STARTED WHAT THE AMOUNTS ARE AND GIVE US AN UPDATE ON HOW THE COASTAL COMMUNITY FOUNDATION IS DOING ADMINISTERING THIS PROGRAM.

YES OR SO. BACK IN DECEMBER THIS WAS ESTABLISHED BY COUNCIL.

IT IS A TOTAL GRANT AVAILABLE OF TWO HUNDRED THOUSAND DOLLARS.

WE'VE PROVIDED SEED MONEY OF ONE HUNDRED THOUSAND BICOASTAL COMMUNITY FOUNDATION WHO IS ADMINISTERING THAT? I HAVE BEEN IN CONTACT WITH THEM.

THEY HAVE RECEIVED EIGHT APPLICATIONS AND THE APPLICATIONS ARE PLACED UNDER REVIEW BY THEIR GRANTS COMMITTEE AS THEY ARE RECEIVED. AND AS FAR AS ACTIVITIES TO MAKE IT MORE WIDELY KNOWN, THE THE MARKETING ACTIVITIES AND THE FUND ABILITY ACTIVITIES CONTINUE. THEY'RE ACTIVELY ENGAGED IN SOCIAL MEDIA.

THEY HAVE 43 ENGAGEMENTS ON LINKEDIN WHICH HAVE RESULTED IN 500 PLUS USER VIEWS WITHIN SEVEN POINT EIGHT PERCENT ENGAGEMENT RATE AND AS A REFERENCE POINT CCF WAS TELLING ME THAT THEIR AVERAGE IS BETWEEN 3 AND 4 PERCENT. SO THEY'RE ALMOST DOUBLE THE AMOUNT OF TRAFFIC ON THIS PARTICULAR GRANT. THEY'VE HAD 15 ENGAGEMENTS ON FACEBOOK VIEWED BY OVER TWO HUNDRED AND FORTY USERS AND THEY HAVE A SIX POINT TWO PERCENT ENGAGEMENT RATE WITH CIVIC SIGNIFICANCE SHARES BY INDIVIDUAL USERS.

TWENTY FOUR ENGAGEMENTS ON INSTAGRAM, 300 PLUS IMPRESSIONS AND AN 8 PERCENT ENGAGEMENT RATE ON THAT. THE INFORMATION HAS BEEN ON BEFORE COUNTY GOVERNMENTS FACEBOOK PAGE IT HAS ALSO GONE OUT AS A MEDIA COMMUNICATION. THERE HAVE BEEN ONLINE STORIES BY SAVANNAH BUSINESS JOURNAL NEWS ADDITIONAL MARKETING AND OUTREACH EFFORTS.

OUR SCHEDULE CONTINUE THROUGHOUT SPRING AND SUMMER. SO THEY DID NOT PROVIDE ME WITH THE AMOUNT OF FUNDING THAT HAS BEEN DISPERSED BUT WITH ADA AND I'M ENCOURAGED THAT IT'S DOING QUITE WELL SO CHUCK CAN HAVE CAPPED THE AMOUNT FOR ANY ORGANIZATION TO APPLY FOR OR ARE THEY JUST ALLOWING THEM TO COME IN WITH A REQUEST THAT THEY DECIDE UPON THEMSELVES?

>> YES. SO THE GAP IS TWENTY FIVE THOUSAND DOLLARS OR UP TO 10 PERCENT OF THEIR OPERATING. SO THERE IS A CAP BUT I'M NOT SURE EXACTLY WHAT THE FUNDING STATUS OF ANY OF THOSE EIGHT APPLICANTS ARE. BUT THOSE ARE THE CRITERIA.

I'M GLAD TO HEAR THAT THERE WAS A GREAT DEAL OF PUBLICITY ATTACHED TO THIS EFFORT.

IT APPEARED TO ME THAT THE ONLY GROUP THAT I'M AWARE OF THAT DIDN'T DECIDE TO PUBLISH ANYTHING WAS THE ISLAND PACKET IN BEAUFORT GAZETTE. I DIDN'T SEE ANYTHING IN OUR LOCAL PAPER THAT COULD ADVERTISE THE ASSISTANCE THAT WAS AVAILABLE TO COMMUNITY GROUPS THAT WOULD BE INTERESTED IN APPLYING FOR THESE GRANTS, WHICH IS A SHAME.

BUT IT'S GRATIFYING TO HEAR THAT OTHER MEDIA ORGANIZATIONS DID FOLLOW UP AND SEND OUT THAT SPLENDID PUBLIC COMMENTARY THAT YOU PUT TOGETHER FOR THEM TO USE IN THEIR IN THEIR PAPERS AND ON THEIR SOCIAL MEDIA PLATFORMS. SO WELL DONE.

AND THANKS A LOT. ANYBODY HAVE ANY QUESTIONS FOR CHUCK? WITH REGARD TO THIS PROGRAM? OKAY. HEARING ON THANK YOU, CHUCK.

[00:10:01]

I APPRECIATE THAT. AND I THINK I'LL HAVE TO WE'LL HAVE TO DECIDE IF WE'RE GOING TO HAVE THIS PRESENTED TO A LARGER AUDIENCE AS WELL. I THINK WHAT YOU'VE SUMMARIZED THERE IS VERY IMPORTANT AND I'LL TALK TO MR. PASSIM AT ABOUT WHETHER OR NOT WE WANT TO INCLUDE THAT AS AN AGENDA ITEM SIMPLY FOR ANNOUNCEMENT THAT FULL COUNCIL BECAUSE I DON'T KNOW HOW LONG THIS SITUATION IS GOING TO GO ON BUT IT'S CLEAR THAT THERE ARE PEOPLE IN NEED WHO ARE PROVIDING GENUINELY IMPORTANT SERVICE FOR PEOPLE WHO WHO NEED IT DESPERATELY.

SO IT MAY BE HELPFUL FOR US TO TO TALK ABOUT IT TO A WIDER AUDIENCE THEN WE'RE TALKING ABOUT IT HERE TODAY. JUST TO LET PEOPLE KNOW THAT THIS PROGRAM EXISTS AND THEY HAVE ACCESS TO PROCESS THAT WILL ALLOW THEM TO APPLY FOR ASSISTANCE.

SO I'LL TALK TO THE CHAIRMAN AND SEE IF WE CAN COME TO AN AGREEMENT ON WHETHER OR NOT IT'S GOING TO GO ON THE FULL COUNCIL AGENDA. I THINK WE CAN HANDLE THAT, LARRY, UNDER ERIC'S ADMINISTRATIVE REPORT. I THINK THAT WOULD BE A VERY TIMELY WAY OF DOING IT. OKAY, THAT'LL BE GREAT. THAT BE GREAT BECAUSE THEN ERIC INTRODUCED MR. ATKINSON WHO HAS A FULL WHICH IS NOT TO SAY ERIC DOESN'T BUT CHUCK HAS A FULL AND CLEAR UNDERSTANDING OF HOW THE PROGRAMS ARE OPERATING AND DOES A TERRIFIC JOB EXPLAINING IT. SO IF HE WOULD AGREE TO DEFER TO HIM I SURE APPRECIATE THAT.

LARRY KING, CAN WE GET CHUCK ALSO REPRESENT THE APPLICANT WHO MORE TIME FOR THESE GRANTS CAN WE GET CHUCK TO PRESENT THAT TO US AND WE'LL SEE WHO THE APPLICANTS REALLY ARE?

>> SURE. I THINK WE CAN GET IF THERE ARE EIGHT OF THEM WHO HAVE APPLIED WE'LL GET A EMAIL LIST. AND I'LL DISTRIBUTE IT TO ALL THE MEMBERS OF THE COMMITTEE OUT DISTRIBUTED TO THE WHOLE COUNCIL IN AN EMAIL SO WE CAN SEE WHO THE ORGANIZATIONS ARE

IF THAT IS AGREEABLE. >> THAT'S GOOD. OKAY.

OKAY, CHUCK. YES SIR. THANK YOU.

OKAY. ANYTHING FURTHER IN ON THAT MATTER?

[8. A DISCUSSION OF THE LIAISON RESPONSIBILITIES FOR THE COMMUNITY SERVICES/ PUBLIC SAFETY COMMITTEE]

OKAY. HEARING NOTHING. I WILL MOVE ON TO THE NEXT MATTER WHICH IS NUMBER EIGHT DISCUSSION OF THE LIAISON RESPONSIBILITIES FOR THE COMMUNITY SERVICES PUBLIC SAFETY COMMITTEE. SARAH HAS SENT OUT AN INITIAL LISTING OF ASSIGNMENTS AND RESPONSIBILITIES FOR LIAISON TO A VARIETY OF COMMUNITY GROUPS AND THAT WAS A FIRST TAKE ON THAT. I HAVEN'T HEARD ANYTHING BACK FROM ANYONE SAYING THAT THEY DISAGREED WITH ANY OF THOSE ASSIGNMENTS.

SARAH HAS PREPARED ANOTHER DOCUMENT THAT MORE IS THAT CONTAINS A LOT MORE SPECIFIC INFORMATION THAT SHE WILL DISTRIBUTE TO EVERYONE AT THE END OF OF OUR MEETINGS TODAY.

AND WHAT I WOULD ASK YOU TO DO RATHER THAN TAKING UP TIME GOING THROUGH IT TODAY IS TO HAVE A LOOK AT THE NEW DOCUMENT THAT SARAH IS GOING TO SEND OUT.

AND IF YOU HAVE ANY ISSUES RELATED TO ANY OF THE COUNCIL LIAISON ASSIGNMENTS THAT HAVE BEEN MADE, I WOULD ASK YOU TO GET IN TOUCH WITH ME VIA EMAIL OR BY TELEPHONE.

SO WE CAN'T DISCUSS IT. ALL OF THESE ARE CERTAINLY FLUID AND FLEXIBLE.

AND I DON'T WANT TO CAUSE PEOPLE ANY HEARTBURN WITH REGARD TO A SPECIFIC GROUP THAT THEY MAY BE ASSIGNED TO DEAL WITH OR IF THERE IS JUST NOT ENOUGH TIME IN A DAY TO DO IT ALL. AND THEN IN CONSIDERATION OF WHAT MR. SOMERVILLE SAID TODAY, I'LL TALK TO HIM AND TO SARAH AND WE WILL COME UP WITH A WRITTEN LIST OF WHAT THE PERCEIVED RESPONSIBILITIES ARE IN A LIAISON POSITION SO THAT WE'RE ALL CLEAR ON WHAT IS EXPECTED THAT MAY TAKE SOME TIME. BUT I CAN GUARANTEE YOU THAT WE WILL HAVE THE FINAL LISTING AND THE LIST OF RESPONSIBILITIES DONE BY OUR NEXT MEETING.

IF YOU DO NOT OBJECT TO ANY OF THE INITIAL ASSIGNMENTS THAT HAVE ALREADY BEEN MADE THEN YOU CAN CONSIDER IT EFFECTIVE TODAY AND YOU CAN BEGIN TO ENGAGE IN THOSE RESPONSIBILITIES OF LIAISON AS YOU SEE FIT. AT THE MOMENT. AND THEN AS WE WORK OUT THE EXACT LIST OF WHAT THE DUTIES AND RESPONSIBILITIES ARE, YOU CAN INCORPORATE SOME OF THOSE SUGGESTIONS IN IF THEY HAVEN'T OCCURRED TO YOU. BUT IF YOU ARE COMFORTABLE WITH WHAT YOU SEE THEN IT CAN BE EFFECTIVE TODAY. AND ESSENTIALLY WHAT WE WOULD ASK YOU TO DO IS REACH OUT TO THE PEOPLE THAT YOU'VE BEEN IDENTIFIED AND ASSOCIATED WITH AND JUST LET THEM KNOW THAT YOU ARE THEIR LIAISON ON COUNCIL. AND IF THEY HAVE ANY ISSUES THAT THEY WISH TO DISCUSS, YOU ARE THE PERSON THAT THEY CAN CONTACT AND THEN YOU WILL HAVE TO MAKE YOUR OWN PLANS WITH REGARD TO ATTENDANCE AT BOARDS OR COMMISSION MEETINGS OR

[00:15:02]

GENERALLY ESTABLISHING YOUR RELATIONSHIP WITH DEPARTMENT HEADS WHO MAY NOT HAVE BOARDS OR COMMISSIONS IF THAT IS EXACTLY WHAT THE SITUATION IS. IF YOU LOOK AT THE NUMBER OF ASSIGNMENTS THERE ARE QUITE A FEW THAT I'VE TAKEN ON WITH THE COURTS AND THAT JUST MEANS THAT I HAVE TO BE IN TOUCH WITH THE CHIEF JUDGE IN THOSE SITUATIONS AND LET THEM KNOW THAT I'M THEIR PERSON THAT THEY CAN CONTACT IF THEY HAVE ANY QUESTIONS WITH REGARD TO ANY ISSUES THAT MAY COME UP. SO I DON'T THINK I'M GOING TO HAVE TO DO ANYTHING OTHER THAN TO OPEN UP A CHANNEL OF COMMUNICATION WITH ALL OF THEM WHO I ALREADY KNOW FROM

MY SERVICE ON THE MAGISTRATE'S COURT. >> SO THAT'S AN EASY THING FOR ME TO DO. AND IT'S NOT GOING TO TAKE UP A LOT OF TIME.

SO WHILE IT MAY APPEAR THAT THERE ARE A NUMBER OF THINGS THAT I'VE PUT MY NAME NEXT TO, I DON'T BELIEVE THAT COMMITMENT WITH REGARD TO TIME IS GOING TO BE OVERWHELMING.

THERE'S A LOT OF IT IS JUST SIMPLY INTRODUCING MYSELF MAYBE FOR THE FIRST TIME TO SAY THAT THERE IS A COUNCIL LIAISON FULLY ENGAGED TO HEAR FROM THEM.

IF ANY ISSUES THAT THEY THINK NEED TO BE BROUGHT TO COUNCIL'S ATTENTION.

SO I WOULD ASK YOU TO DO THE SAME THING. ANY DISCUSSION, OBSERVATIONS OR COMMENTS IN THAT REGARD? I'LL JUST A FOLLOW UP COMMENT, PAUL, I.

I'VE LOST YOUR YOUR VOICE HERE. I DON'T KNOW WHY I MIGHT I MIGHT YOU MIGHT WELL GET BETTER. IT'S THERE AND IT ISN'T BUT IT MIGHT BE MY HEADPHONES.

>> I'D BE OPEN SINGER FINGER ACTUALLY GAVE ME THE MUTE BUTTON SO WE'RE TRYING TO CREATE A PORTAL SO THAT WE CAN INPUT THIS INFORMATION AS A WAY THAT WOULD BE THE COUNCIL LIAISON AND THE LIAISON. SO I WOULD ENCOURAGE EVERYONE WHO IS A COUNCIL LIAISON TO TOUCH BASE WITH YOUR STAFF LIAISON SO YOU HAVE A RELATIONSHIP YOU CAN COMMUNICATE FROM TIME TO TIME. I'VE ALREADY DISCUSSED THIS WITH THE ADMINISTRATOR GREENWAY AND HE'S FINE WITH WITH OUR REACHING OUT TO THE TO THE INDIVIDUAL LIAISONS.

THE IDEA IS FOR YOU TO HAVE COORDINATE AS BEST YOU CAN WITH THE STAFF LIAISON ONE OR BOTH OF YOU WILL BE PUTTING INPUT INTO THIS PORTAL AS SOON AS HE GETS UP AND OPERATING IN THAT WAY AT ANY GIVEN TIME. IF SOMEBODY WANTS TO FIND OUT WHAT HAPPENED AT THE X Y Z MEETING LAST WEEK, THEY CAN GO TO THE PORTAL AND LOOK AT THE WORK.

THEY CAN WAIT TILL A COMMITTEE MEETING OR THE COUNCIL MEETING FOR A REPORT FROM THE STAFF

THAT IS ON. SO THANK YOU. >> YEAH, IT'S NECESSARY AND I THINK THAT I'M LOOKING FORWARD ACTUALLY TO THE PEO A PERSON REPORTS EARLY SUMMER BECAUSE I THINK THAT WOULD BE AN IDEAL PERSON WHO COULD PARTICIPATE IN THESE SITUATIONS AND FILE SOME REPORTING THAT WE COULD ALL BENEFIT FROM SEEING MUCH THE WAY THEY DO.

WITH ELEANOR AND JOE REPORTING THEIR PARTICIPATION IN MEETINGS AROUND THE COUNTY AND DEBBIE SPANK OVER AND BLUFFTON SHE REPORTS THE ACTIVITIES THAT ARE TAKING PLACE AT TOWN COUNCIL MEETINGS ALL THREE OF THOSE PEOPLE DO AN OUTSTANDING JOB REPORTING ACTIVITIES IN THE FORMAT THAT THEY'VE PUT TOGETHER THAT I FIND EXTREMELY HELPFUL WHEN THEY SEND THEM OUT ON A WEEKLY OR BI WEEKLY BASIS AND I'M HOPING THAT OUR PR PERSON CAN MODEL HIS ACTIVITIES AFTER THEIRS AND BE A FULL PARTICIPATE IN A LOT OF THE BOARDS AND COMMISSIONS MEETINGS THAT DO TAKE PLACE. I KNOW THERE'S A LOT OF THEM AND I DON'T THINK YOU HAVE TO GO TO ALL OF THEM BUT IT CERTAINLY WOULD BE HELPFUL. IF HE COULD HIGHLIGHT SOME OF THEM FOR US WHEN IMPORTANT MATTERS ARE BEING DISCUSSED THAT NEED A WIDER DISTRIBUTION OF INFORMATION. JUST A SUGGESTION. ANYBODY ELSE COMMENTS OBSERVATIONS? OK. HEARING NONE I WILL MOVE ON TO

[9. A DISCUSSION REGARDING POTENTIAL COVID VACCINATION SITES IN BEAUFORT COUNTY]

THE ITEM NUMBER NINE WHICH IS A DISCUSSION REGARDING POTENTIAL COVERT VACCINATION SITES IN BEAUFORT COUNTY. ERIC, I BELIEVE THAT'S FOR YOU .

>> YES, OUR EYES ARE JUST REAL BRIEF. I WANTED THE COUNCIL TO BE AWARE THAT WE'RE CONTINUING TO WORK WITH THE MEDICAL PROVIDERS IN THE COUNTY.

WITH REGARD TO SETTING UP POTENTIAL VACCINATION CLINIC USING SOME OF OUR COUNTY FACILITIES THAT ARE CURRENTLY NOT BEING UTILIZED OR NOT BEING FULLY UTILIZED RIGHT NOW WITH THE POSSIBILITY OF USING VOLUNTEERS AND OTHER COUNTY EMPLOYEES WHO MAY VOLUNTEER TO HELP WITH APPOINTMENTS AND CHECK IN DURING THOSE CLINICS WE'VE HAD ONE MEETING WITH THE MEDICAL PROVIDERS IN ALL THE JURISDICTIONS. SO WE'RE CONTINUING WITH THAT PROCESS. ALSO I BELIEVE ASSISTANT ADMINISTRATOR FOOT FOR PUBLIC SAFETY IS WORKING ON A PLAN TO USE SOME OF OUR ENORMOUS EQUIPMENT AND POSSIBLY AND

[00:20:02]

CHUCK ATKINSON IS WORKING ON A PLAN TO USE SOME OF OUR PARKS AND RECREATION RESOURCES TO DEAL WITH TRANSPORT HOMEBOUND INDIVIDUALS TO GET VACCINATIONS.

TO OUR KNOWLEDGE NO ONE HAS REALLY GIVEN ANY COMPREHENSIVE THOUGHT TO HOW WE DEAL WITH THOSE INDIVIDUALS THAT MAY NOT HAVE THE ABILITY TO MAKE IT TO A PLACE TO GET VACCINATED.

SO WE'RE WORKING ON THAT. WE'LL KEEP YOU POSTED ON THE PROGRESS.

ON THOSE TWO ITEMS AS WE GO FORWARD. I SAW THAT IN YOUR WEEKLY REPORT MENTIONED AND IT'S AN EXCITING OPPORTUNITY AND I THINK ONCE WE GET IT NAILED DOWN IT BECOMES SOMEWHAT FIRMER WITH REGARD TO WHAT WE CAN AND CAN'T DO.

THIS WILL CERTAINLY BE A VERY IMPORTANT PROJECT COMMUNITY WIDE FOR EVERYONE IN THE COUNTY WHO IS HAVING A LOT OF DIFFICULTY. A LOT OF PEOPLE STILL ARE HAVING DIFFICULTY OBTAINING APPOINTMENTS OR VACCINATIONS. SO THIS IS A GREAT SERVICE IF WE CAN GET IT ORGANIZED. BUT I THINK IN THIS SITUATION AS WITH A LOT OF THINGS ARC TIME IS OF THE ESSENCE. AND I THINK THAT YOU REALLY, REALLY NEED TO MOVE FORWARD HERE AS QUICKLY AND THOROUGHLY AS WE CAN. YEAH, GERALD YEAH.

ERIC, I APPLAUD YOU FOR YOUR EFFORTS OF TRYING TO GET THESE CENTERS ACCESSIBLE FOR THE FOR THE PROCESS OF TRYING TO INCREASE THE NUMBER OF VACCINATE THAT HAS EXTENDED TO THE PUBLIC. MY CONCERN QUESTION TO YOU IS LET'S GIVE SOME CONSIDERATION TO THE FAR REACHING ENDS OF THE COUNTY FROM THE FAR SIDE OF ST. HELENA WHICH WOULD HAVE TO COME ALL THE WAY INTO TOWN TO THE LYNN BROWN CENTER AND FROM MIAMI TO THE COUNTY THEY WOULD HAVE TO COME FROM. SHELDON POCKET I GO ALL THE WAY TO BURKE AND WILLS IS IT FEASIBLE OR POSSIBLE THAT WE CAN LOOK AT POSSIBLE CENTER ON SITE SOMEWHERE IN CLOSE PROXIMITY TO THOSE CONSTITUENTS THAT THEY WANT TO TRAVEL SO FOR IT WHERE WE'RE WILLING TO LOOK AT ANYTHING OUR LIMITATION HERE IS MEETING THE NEEDS OF THE MEDICAL PROVIDERS THAT FEEL THAT THEY HAVE TO HAVE CERTAIN THINGS IN PLACE AT THESE FACILITIES IN ORDER FOR THEM TO PARTICIPATE IN OFFERING THE VACCINATIONS THAT WE OF COURSE DO NOT HAVE ANYONE THAT COULD ADMINISTER THE VACCINATIONS ON STAFF BUT WE COULD CERTAINLY SCHEDULE APPOINTMENTS AND DO CHECK INS. BUT THEY'VE GIVEN US A LIST OF CRITERIA THAT THEY NEED.

CHUCK ATKINSON AND SHANNON LOPER HAVE DONE A REAL GOOD JOB PUTTING TOGETHER MATERIALS ON WHAT'S AVAILABLE FOR ACCOUNTING ON FACILITIES. AS FAR AS PARKS AND REC FACILITIES ARE CONCERNED, WE'VE GIVEN THAT A LITTLE BOTH THE TENOR AND BEFORE MEMORIAL HOSPITAL. THEY'RE GOING THROUGH THAT NOW AND THEY'RE GOING TO LET US KNOW IF ANY OF THOSE WOULD BE POTENTIAL COMPARABLE SITE. SO WE'RE DOING OUR BEST TO WORK THAT OUT BUT WE ARE KIND OF HAVING TO FOLLOW THEIR DIRECTION ALL WHAT THEY WOULD NEED THESE FACILITIES TO ACTUALLY CONTAIN LARGE ROOMS, RESTROOMS, ALL OF THOSE THINGS ARE THINGS THAT THEY TOLD ARE MUST HAVES FOR THEM TO BE ABLE TO OPEN UP FOR VACCINATIONS IF YOU WOULD INQUIRE FROM BEFORE MEMORIAL OF THE MOBILE VAN THAT IS NORMALLY USED TO GO OUT THE CERTAIN COMMUNITIES AND THEY'VE DONE SEVERAL OUTREACH INTO SOME COMMUNITIES IN MY AREA.

>> I DON'T KNOW ABOUT THIS ANALOGY BUT THAT WOULD CERTAINLY BE AN ASSET TO THE

COMMUNITIES. YES, WE DON'T. >> WE WOULD DO THAT.

THANK YOU. YEAH. ASKED THAT QUESTION COME AT.

I'M NOT HEARING YOU. I'M NOT HERE IN NEW YORK. OKAY.

OKAY. THANK YOU. SCREAM WE APPRECIATE.

COMMENTS YOU'VE MADE. WANT TO JUST ASK ONE QUESTION ON ON THE REACHING OUT TO GROUPS LIKE THE COUNCIL ON AGING FOR THEIR NETWORKING AND GETTING IN REACHING AND TOUCHING THOSE PEOPLE THAT THEY CURRENTLY SERVE TO SEE WHETHER TRANSPORTATION IS AN ISSUE THAT YOU CAN PROVIDE SERVICE TO AS WELL. SO JUST WONDERING IT'S MY UNDERSTANDING THAT WE ARE DOING THAT CURRENTLY WE'RE REACHING OUT TO VARIOUS AGENCIES AND TRYING TO GET A LIST TOGETHER OF OF OF WHAT IS BEING OFFERED AND WHO MAY NEED THE ASSISTANCE . SO WE'RE WORKING ON THAT CURRENTLY BUT WE WILL DEFINITELY WE HAVE CONTACTED THAT GROUP. WE WILL DEFINITELY CONTACT THAT GROUP TO SEE WHAT THEY MIGHT BE ABLE TO ADVISE US ON. AND I CAN TELL THE COUNCIL ON

[00:25:02]

MAY ONE MORE TIME ITS CHAIRMAN IS IF YOU ALL IF YOU ALL HAVE SUGGESTIONS, IDEAS AND THINGS LIKE THAT ABOUT HOW WE CAN DO GUS AGAIN WITH THIS COVE SITUATION I'VE SAID IT BEFORE I'LL SAY IT AGAIN MANY MORE TIMES FORWARD TO IT IS NO NO ONE KNOWS THE CORRECT COURSE OF ACTION TO TAKE CARE. SO WE'RE ALL TRYING TO DO THE BEST WE CAN WITH THE INFORMATION WE HAVE. SO IF YOU ALL HAVE IDEAS OR ARE COMMENTS OR SUGGESTIONS YOU WANT TO MAKE THROW THEM OUR WAY SO WE CAN AT LEAST LOOK INTO THEM.

SO DON'T DON'T HESITATE ON DOING THAT. THERE'S NO RIGHT OR WRONG ANSWER HERE. WE'RE WHERE WE NEED ALL OF THE INFORMATION WE GET TO COME UP WITH THE BEST SOLUTION. LISTEN, I KNOW YOU'VE WORKED HARD ON THIS BUT I HAVE A REAL SIMPLE QUESTION. WHAT'S YOUR STORAGE? AND WE ARE GETTING THE VACCINE . WELL, WE DO NOT KNOW OF FEEL YOU MIGHT HAVE SOME MORE INFORMATION ON THAT. SO FEEL FREE JUST SPEAK UP. GETTING THE VACCINATIONS AND TO BE FREE COUNTY I THINK IS STILL PROBLEMATIC. WE WOULD HAVE TO WORK OUT STORAGE AS A PART OF THIS. THE LATEST VACCINE VACCINE THAT WAS APPROVED DOES NOT CONTAIN THE SAME TYPE OF STORAGE REQUIREMENTS AS MADONNA AND THE PFIZER.

RIGHT. THAT'S GOOD AND THAT'S A SINGLE SHOT.

SO HOPEFULLY WE'RE GOING TO BE ABLE TO GET ALL OF THIS TOGETHER AND ONCE WE I'M THINKING THAT IF WE HAD VACCINATION SITES AVAILABLE THAT ONCE THESE VACCINATION BECOMES MORE READILY AVAILABLE, IF WE'RE READY TO GET THEM AND FOLKS ARMS, IT MIGHT MAKE US MORE ELIGIBLE TO GET MORE OF THEM QUICK MORE QUICK AMBITIOUS PROGRAM AND I WISH YOU A LOT OF A LOT OF LUCK WITH IT. THE LOGISTICS OF IT ARE GOING TO BE HUGE IN THAT REGARD. BUT IT'S CERTAINLY CERTAINLY NECESSARY.

BUT LOOK, IF PUBLIX CAN GET THEM, I'M SURE WE CAN GET THEM. THEY SEEM TO BE HAVING A LOT MORE SUCCESS GETTING VACCINE THAN SOME OF THE HOSPITALS ARE. SO I THINK THAT CONGRATULATIONS ON ON CONCEIVING THIS AND MOVING FORWARD ON IT. AND ANYTHING WE CAN DO TO HELP CERTAINLY BE HAPPY TO DO THAT. ANY ANYTHING FURTHER FOR ERIC ON THIS MATTER? JUST JUST TO COMMENT. THIS IS EXACTLY THE POINT OF WHY WE'RE DOING THIS.

IF WE HAVE THESE SITES ESTABLISHED AS A QUOTE UNQUOTE SEMI-PERMANENT BASIS, THEY WILL BE STOCKED AND READY TO GO WITH THE SUPPLIES NECESSARY TO DO THE EVENTS.

THE KEY IS WILL YOU HAVE THE VACCINE? AND BY HAVING THE SITES READY TO GO, WE CAN APPROACH DEEPAK AND SAY YOU GIVE THE VACCINE, WE'RE READY TO GO.

THAT'S THE WHOLE PURPOSE OF THIS. IT'S NOT AFFECTED BY WEATHER AS SOME OF OUR POP UP EVENTS HAVE BEEN DONE DONE IN THE PAST. AND NOW THAT JOHNSON AND JOHNSON IS GOING TO BEGIN TO ROLL OUT MILLIONS OF DOSES, IT WILL BE TO OUR BENEFIT TO HAVE VARIOUS SITES THROUGHOUT THE COUNTY READILY AVAILABLE TO PUT SHOTS AND ARMS. YEAH, IT'S A GREAT PROGRAM AND AND I'M GLAD IT'S GLAD THAT IT'S BEEN CONCEIVED.

BUT LIKE I KEEP SAYING, TIME IS OF THE ESSENCE HERE AND THE FASTER WE CAN GET IT DONE OF COURSE THE BETTER. BUT THAT JUST PUTS MORE PRESSURE ON YOU.

BUT CONGRATULATE SHASTA ALL FOR CONCEIVING THIS AND MOVING IT AHEAD.

ANYTHING FURTHER? OK. THE NEXT ITEM IS ITEM NUMBER 10

[10. A RESOLUTION TO ESTABLISH BEAUFORT COUNTY'S COMMUNITY DEVELOPMENT PRIORITY LIST]

UNDER ACTION ITEMS WHICH IS A RESOLUTION TO GO FORWARD TO ESTABLISH BEAUFORT COUNTY'S COMMUNITY DEVELOPMENT PRIORITY LIST. MR. ATKINSON HAS THIS ONE AS WELL BUT I CAN REMIND EVERYONE THAT HE CAME UP WITH A SPLENDID LIST OF GRANT SUGGESTIONS BASED UPON THE LOOK COUNTRY COUNCIL OF GOVERNMENTS LENGTHY PRESENTATION A FEW WEEKS AGO AND HE'S ALREADY MET ONE DEADLINES BECAUSE THE COVID 19 GRANTS APPLICATIONS HAD A DEADLINE OF TODAY TO BE SUBMITTED AND THOSE WERE SENT IN IN ADVANCE OF TODAY'S DEADLINE. SO WE'VE MOVED BEYOND HAVING TO DISCUSS THE GRANT APPLICATIONS FOR COVID 19. BUT THERE ARE OTHER GRANTS APPLICATIONS THAT ARE PENDING DEALING WITH DRAINAGE IMPROVEMENTS, FUNDING FOR PUBLIC FACILITIES, TRANSPORTATION AND OTHER SERVICES AND HOUSING PROGRAMS, WATER AND SEWER HOOKUPS TO REPLACE FAILING SEPTIC SYSTEMS. AND TO PROMOTE NEW AFFORDABLE RENTAL HOUSING PROGRAMS AND POLICIES TO PROMOTE HOMEOWNERSHIP FOR LOW AND MODERATE INCOME HOUSEHOLDS AND INCENTIVES TO PROMOTE AFFORDABLE INFILL HOUSING. SO ALL OF THESE ITEMS HAVE BEEN SENT AROUND TO EVERYONE ON COUNCIL AND SARAH IS ANXIOUSLY AWAITING TO SEE IF ANYONE HAS ANY OTHER SUGGESTIONS OR WISHES TO REFINE ANY OF THE SUGGESTIONS THAT CHUCK HAS ALREADY PUT TOGETHER. SO. CHUCK, IS THERE ANYTHING ELSE YOU WANT TO ADD TO WHAT I'VE JUST SAID? I MAY HAVE STOLEN YOUR YOUR

[00:30:01]

WHOLE STORY HERE. THOSE ARE NOT LESS THAN 30 QUESTIONS.

SO THIS THE THESE SUGGESTIONS. WHAT'S THE DEADLINE FOR THESE GOING IN?

CHUCK, WE NEED TO HAVE THIS COMPLETE BY MID-APRIL. >> SO WE'RE WE'RE WAY AHEAD

OF THE GAME. OKAY, GOOD. >> SO WE HAVE THE WHOLE MONTH OF MARCH THEN FOR PEOPLE TO CONSIDER HOW THEY COULD IMPROVE OR CHANGE OR COME UP WITH BETTER LANGUAGE OR ADDITIONAL ISSUES THAT THEY MAY HAVE SOME CONCERNS WITH WITH REGARD TO THE REMAINING ISSUES OF THE FOUR THAT YOU'VE IDENTIFIED, THE FIRST ONE'S ALREADY BEEN HANDLED. SO WE'RE DEALING NOW WITH ITEMS TWO, THREE AND FOUR IN YOUR SUGGESTIONS IF WE NEED TO SARAH, WE CAN CERTAINLY SEND IT OUT AGAIN TO EVERYONE.

BUT I'M CONFIDENT THAT EVERYBODY HAS RECEIVED THAT AND MAYBE HASN'T REALLY RECOGNIZED WHAT IT IS THEY HAVE AND MAYBE THEY'RE HAPPY WITH THE WAY IT IS.

AND IF WE GET NO SUGGESTIONS OR COMMENTS OR OBSERVATIONS BACK THEN WE WILL JUST PROCEED WITH THE WAY MR ATKINSON HAS CONCEIVED IT. SO WE'LL PROBABLY THEN JUST MOVE THIS ALONG. CHUCK, YOU WHAT YOU WANTED TO MOVE THIS ALONG IN THE FORM OF A RESOLUTION OR ACTION TO YOU OR WE'RE GOING TO WAIT ON THAT FOR FURTHER COMMENT IF EVERYONE'S HAPPY WITH THE LIST, I'M PREPARED TO MOVE IT FORWARD.

>> THE RESOLUTION AS IT HAS BEEN APPROVED BY LEAGUE IT'S IN THE BACKUP MATERIALS AND ARMOR IT PUSH IT TO THE NEXT COUNCIL MEETING. OKAY.

WHEN? WHEN IS THAT NEXT COUNCIL MEETING?

MONDAY THE 8TH I BELIEVE IS THE DAY. >> WELL, MR. CHAIRMAN, ARE WE PREPARED TO GO FORWARD THAT SOON WITH THIS RESOLUTION OR ARE WE ARE INTERESTED IN GIVING PEOPLE MORE TIME TO ADD TO THE LIST THAT MR. ATKINSON HAS PUT TOGETHER? I'M QUITE SATISFIED WITH THE LIST. IT'S CERTAINLY WELL STRUCTURED AND COVERS ALL OF THE ITEMS THAT I THINK WE CAN APPLY FOR BASED ON THE PRESENTATION THAT WAS MADE BY THE LOW COUNTRY COUNCIL GOVERNMENTS. BUT DO WE NEED MORE TIME OR SHALL WE JUST MOVE FORWARD? I SUGGEST WE MOVE FORWARD. OKAY.

WELL, IF WE DO THAT WE WILL CERTAINLY THEN BECOME A DISCUSSION ITEM AT THE COUNCIL AND IT'S NOT AS IF PEOPLE HAVEN'T HAD THIS INFORMATION ALREADY IN THEIR POSSESSION FOR A NUMBER OF WEEKS. SO I SUPPOSE THAT HEARING NOTHING BACK EVERYONE WILL BE SATISFIED WITH THE WAY IT'S ALREADY BEEN CONSTRUCTED SO THAT I WOULD NEED A MOTION DO I NEED A MOTION TO MOVE THIS FORWARD AS A RESOLUTION? YES.

SO MAY I ENTERTAIN A MOTION FROM THE FLOOR WITH REGARD TO MOVING THE BEAUFORT COUNTY COMMUNITY DEVELOPMENT PRIORITY LIST FORWARD TO COUNCIL AS A RESOLUTION AT THE NEXT MEETING SOME HEARING IMPAIRMENT. I'M GOING TO HAVE A SECOND A SECOND.

ANY DISCUSSION? I'D LIKE TO MOVE THIS ALONG WITHOUT EXCEPTION AS ANYONE TAKE EXCEPTION TO MOVING THIS RESOLUTION FORWARD TO THE NEXT COUNCIL MEETING.

HEARING NO EXCEPTIONS. THIS MATTER HAS PASSED AND IT WILL BE MOVING FORWARD.

MR. ATKINSON, I THINK THAT THERE MAY BE SOME DISCUSSION WHEN EVERYONE IS PRESENTED WITH IT AGAIN. SO I HOPE THAT YOU'LL BE AVAILABLE AT THAT MEETING TO DISCUSS IT THAT NIGHT ON MARCH 8TH. OK.

[Items 11 & 12]

ITEM 11 IS A CONSIDERATION OF RECOMMENDATIONS TO THE TO THE GOVERNOR'S OFFICE FOR THE APPOINTMENT OF PRISCILLA DRAKE TO THE DISABILITIES SPECIAL NEEDS BOARD.

THIS IS THE FIRST TERM FOR MS. DRAKE WHO IS REPLACING GARDENIA SIMMONS WHITE.

IT'S A FOUR YEAR TERM FOR THIS VOLUNTEER AND THE ITEM NUMBER TWELVE IS CONSIDERATION OF AN APPOINTMENT FOR FLAKE WHITE TO THE ALCOHOL AND DRUG ABUSE BOARD FIRST TERM HE WILL BE COMING IN FROM DISTRICT 10 FOR A FOUR YEAR TERM. ARE THERE ANY COMMENTS, OBSERVATIONS OR OBJECTIONS TO MOVING THOSE FORWARD FOR CONSIDERATION TO THE FULL COUNCIL AS SOME MOVEMENTS? CHAIRMAN, THANK YOU. SECOND, MAY I GET A SECOND? THANK YOU. THANK YOU VERY MUCH, GERALD. SECOND.

OKAY. ANY ANY DISCUSSION ON THIS? YEAH.

LARRY, I'M HAS A QUESTION. THE SECOND APPLICANT CAME FROM DISTRICT 10.

WHAT DISTRICT DOES THIS PLAY COME? MR. REAGAN.

DISTRICT 3 3. YES. THANK YOU.

WOULD THAT BE HELPFUL? GERALD DEFERS GOING FORWARD WE PUT THE DISTRICTS IN THERE SO PEOPLE COULD SEE THE YOU MAKE NOTE OF THAT SARAH FOREST THAT WE COULD JUST PUT THE DISTRICT

[00:35:01]

IN WHEN SOMEONE'S BEING NOMINATED FOR A POSITION. YES.

IT'S GOOD. I GOT IT. >> YES, OK.

THANK YOU VERY MUCH. ALL RIGHT. DO WE HAVE ANY CITIZEN COMMENTS UP THERE? NO, SIR. WE DIDN'T RECEIVE ANY.

OK. WELL THEN ANYTHING ELSE? I'M SORRY IT JUST BE A LEARJET.

THERE WAS A DOOLEY MOTION IN SECOND BUT YOU DID NOT ANNOUNCE THAT IT WAS GOING TO BE DONE WITHOUT EXCEPTION. OH, I THOUGHT I DID THAT. WELL THEN I WAS OK.

I'LL SAY IT AGAIN. I WOULD LIKE TO MOVE THIS RESOLUTION FORWARD TO ESTABLISH BEAUFORT COUNTIES. I'M SORRY THE NOMINATIONS FOR BOARDS AND COMMISSIONS HEARING NO EXCEPTIONS. I WOULD LIKE TO MOVE THAT FORWARD AND HEARING YOUR ACCEPTANCE THAT MOTION CARRIES. THANK YOU, JOE. OKAY.

I THINK ALICE REMARKABLE AS IT SOUNDS. WE'RE ACTUALLY FINISHED IN TIME FOR YOU TO START YOUR MEETING. ALL TIME SENSITIVE CITIZEN COMMENTS.

YEAH. I ASKED YOU ABOUT THAT AND SARAH SAID THERE ARE NO CITIZEN

COMMENTS. >> YES, SIR. GOOD CITIZEN COMMENTS.

AND WE NEED A BREAK. THE BROADCAST BEGINS OVER OUR SUPERS AND THINGS LIKE THAT.

>> THANK YOU ALL. THANK YOU ALL FOR ATTENDING THIS MEETING AND FOR YOUR INPUT HERE TODAY ON THE IMPORTANT WORK BEING DONE BY COMMUNITY SERVICES AND PUBLIC SAFETY.
