THE MEETING OF THE BEAUFORT COUNTY STORMWATER MANAGEMENT UTILITY BOARD THE FIRST BUSINESS WOULD BE THE APPROVAL OF THE AGENDA I I MOVE WE APPROVE THE AGENDA PRESENTED BY
CESAREAN SECTION. >> I SECOND THAT AGE GENDER FOR TODAY'S MEETING IS APPROVED BEFORE WE GET INTO THE APPROVAL OF THE MINUTES FROM THE PREVIOUS GREAT MEETING.
I WOULD LIKE TO HAVE A MOMENT OF SILENT REFLECTION IN THE MEMORY SCOTT LIGGETT.
SCOTT WAS AN INTEGRAL PART OF BEAUFORT COUNTY STORMWATER UTILITY FOR MANY YEARS.
IT WAS NOT ONLY PASSIONATE ABOUT CONTROLLING STORMWATER BUT HOW IT PLAYED A PART IN IMPACTING THE OVERALL NATURAL ENVIRONMENT OF THE LOW COUNTRY .
PLEASE JOIN ME IN A SOME RARE AYMAN AGAIN. THANK YOU FOR JOINING US TODAY.
AND THE NEXT ITEM ON THE AGENDA IS THE APPROVAL OF THE MINUTES. IF YOU CAN REMEMBER BACK TO DECEMBER 9TH 2020. DO I HAVE A MOTION OR OF THE MINUTES THAT WE THROW OF THE
MINUTES AS PRESENTED? >> I'LL SECOND THAT ALL THOSE IN FAVOR.
[2. INTRODUCTIONS]

[4. REPORTS]
KATIE HAS A GREAT NUMBER OF THINGS TO TELL US SINCE WE DID NOT MEET IN THE MONTHOF JANUARY. KATIE, YOU'RE ON. >> GOOD AFTERNOON EVERYONE.
THANKS SO MUCH FOR JOINING US TODAY. FIRST UP, I AM GOING TO START A UTILITY UPDATE FIRST ON THE LIST IS OUR SOUTHERN LOW COUNTRY REGIONAL BOARD.
>> AT THIS TIME ALL PROJECT MILESTONES HAVE BEEN COMPLETED .
[00:05:02]
AS MANY OF YOU KNOW THE ACCOUNT THE SOLE LOCAL MANUAL IN ORDINANCE WAS ADOPTED BY COUNTY COUNCIL ON JANUARY 11TH, 2021 AND OUR IMPLEMENTATION OF THESE NEW STANDARDS BEGAN ON FEBRUARY 1ST OF THIS MONTH. WE HOSTED A TRAINING SESSION FOR THE DEVELOPMENT COMMUNITY TO KIND OF GET MORE FAMILIAR WITH WHAT'S BEING IMPLEMENTED AND WE ARE ALSO HOSTING A TRAINING FOR OUR STAFF OUR IN-HOUSE STAFF AS WELL. THIS INCLUDES COMMUNITY DEVELOPMENT TOWN OF BLUFFTON AND WILL BE PARTICIPATING AND THEN OUR PLAN REVIEW TEAM AS WELL AS OUR INSPECTORS WILL ALL BE PARTICIPATING IN KIND OF A WORK SESSION TOMORROW.ANY SUGGESTIONS FOR FUTURE PRESENTATIONS? >> PLEASE FEEL FREE TO FORWARD THOSE ALONG TO ME WE STILL DO COMMUNICATE CLOSELY WITH D HECK AND THE SHELLFISH PROGRAM AND AT THIS TIME HE'S NOT READY TO PRESENT THEIR ANNUAL REPORT BUT I AM ANTICIPATING AGAIN SOMETIME IN APRIL OR MAY THE COUNTY STAFF CONTINUE TO WORK WITH GENTRY LOCKE TO DO RESEARCH ON THE DELINQUENT FEES FOR MUNICIPALITIES AND THEN AS A REMINDER WE ARE STILL WAITING FOR SOME OF OUR ANNUAL FINANCIAL REPORTS FROM MUNICIPALITIES.
WE DO HAVE THE TOWN OF HILTON HEAD AS WELL AS THE TOWN OF BLUFFTON.
WE DO HAVE OUR UNAUDITED NUMBERS READY. BUT NOTHING FINAL AS OF RIGHT NOW. SO WE'RE STILL LEADING FROM TOWN OF PORT ROYAL AND TOWN.
I'M SORRY CITY OF YOU FOR I DON'T KNOW THAT EITHER OF THEM ARE PARTICIPATING TODAY.
SO GO AHEAD AND TRANSITION INTO THE MONITORING UPDATE. >> AT THE TIME OF OUR REPORT WE DID NOT GET A LAB UPDATE FROM DR. WARREN OR DANIEL MIGUEL. BUT I DID WANT TO HIGHLIGHT SOME OF OUR STAFF OUR VENTURE CREWS HAVE BEEN WORKING WITH THE UNIVERSITY OF SOUTH CAROLINA BEAUFORT TO DO A RESEARCH STUDY ON THE CONTENTS OF STORMWATER INLET STORMWATER DRAINS AND THEY WERE DR. WARREN WORKED WITH A COUPLE STUDENTS AND OUR BACKSTROKE CREWS WENT OUT TO VARIOUS AREAS WITHIN ST. HELENA LADY'S ISLAND. AND I BELIEVE TOOK AS WELL TO COLLECT WHAT WAS IN THE EXTREMES. THIS IS JUST A SMALL FRACTION IN THE PICTURE THAT YOU SEE IN THIS AQUARIUM. THIS DOES A SMALL FRACTURE OF THE TYPES OF NON ORGANIC MATERIALS THAT THEY COLLECT. I THINK THE HIGHLIGHTS FOR ME PERSONALLY WORTH PAIR PAINTS. BUT WHAT'S UNFORTUNATE THAT THEY FOUND WAS THERE'S A LOT OF MICRO PLASTICS IN THESE SYSTEMS AS WELL. SO I JUST WANT TO REITERATE THIS GROUP FROM LEFT TO RIGHT. WE HAVE TROY, DOMINIC, CHARLES AND DAVID.
THEY ALL WORK HARD EVERY DAY CLEANING OUT THESE SYSTEMS TO PROTECT OUR ENVIRONMENT.
AND WITHOUT THEM THESE MATERIALS WOULD HAVE ENDED UP IN THE LOCAL WATERWAYS.
SO I JUST WANTED TO HIGHLIGHT THE EFFORTS THAT THEY DO BECAUSE IT'S IMPORTANT THAT YOU WOULD BE FAMILIAR WITH THE FACE IT MIGHT WORK IN THIS DEPARTMENT.
>> GO AHEAD AND BRIEFLY TOUCH ON THE STORMWATER IMPLEMENTATION COMMITTEE.
WE ARE. THIS WAS OUR SECOND MEETING. WE WERE ABLE TO GET TOGETHER ON JANUARY 29. MOSTLY OUR DISCUSSION WAS FOCUSED AROUND COST SHARING EFFORTS BETWEEN CLEMSON AND THE UNIVERSITY OF SOUTH CAROLINA EFFORT.
DURING THAT TIME WE ALSO DISCUSSED THE REQUIRED M AWAY UPDATES THAT WE'RE GOING TO NEED WHICH I WILL KIND OF TOUCH ON A LITTLE BIT LATER FOR OUR STORMWATER RELATED PROJECTS.
THESE ARE SOME THAT WE'VE I'VE LOOPED IN THE DEVELOPMENT COMMUNITY MORE CLOSELY ON.
I REQUESTING THAT ALL OF THESE UPDATES ARE SENT TO ME MONTHLY .
WE STILL DO WORK CLOSELY WITH WITH WITH STAFF ON OBTAINING EASEMENTS FOR THESE PROJECTS.
WE HAVE TWO THAT ARE COMING TO CLOSURE KIND OF AS WE SPEAK. BUT FIRSTLY UPDATE EVERYONE ON THE FLYOVER BRIDGE PREVENTATIVE MAINTENANCE THE HAS BEEN COORDINATING WITH CRM TO OBTAIN THE LAST REQUIRED PERMIT AS OF YESTERDAY AT FORTY FIVE IT WAS ACTUALLY DELIVERED VIA THE
[00:10:01]
MAIL. SO WE HAVE OBTAINED ALL THIS NECESSARY PERMITS FOR CONSTRUCTION. WE ARE WORKING IN COORDINATION WITH THE CONSULTANT TO ACTUALLY ADD IN A SECOND SCOPE SO THAT THEY CAN PROVIDE ALL OF THE BID DOCUMENTS, COST ESTIMATES AND SOME OF THE CONSTRUCTION OVERSIGHT FOR US AS WELL. SO ONCE WE HAVE THAT SCOPE PRESENTED WE'LL BE MOVING FORWARD WITH GETTING THAT APPROVED FOR THE SHELL POINT DRAINAGE STUDY OF THE EXISTING CONDITIONS REPORT HAS BEEN REVIEWED AND WE'LL GO FOR COMMENT IN MID-FEBRUARY IS ALSO INCLUDES ALL ALL OF THEIR MODEL EXHIBITS, IDENTIFIED CHOKE POINTS AND FLOOD PRONE AREAS. THIS THEY'RE ALSO GOING TO HIGHLIGHT FOR US SOME OF THE MORE CRUCIAL PROPOSED IMPROVEMENT AREAS AND THEN WHAT THEY ANTICIPATE THOSE RESULTS TO LOOK LIKE AFTER WE'VE MADE THOSE IMPROVEMENTS. SO THEY'RE ALSO COORDINATING WITH OUR GSA TO DISCUSS EXISTING NAMING CONVENTIONS SO THAT ONCE ALL THIS WORK BETWEEN THE TOWN AND THE COUNTY IS COMPLETE, ALL OF THAT INFORMATION IS CONSISTENT ACROSS THE BOARD NEXT OF OUR FACTORY CREEK WATERSHED, OUR PROJECT NUMBER ONE THIS IS FOR ACADEMY PARK. THE CONSTRUCTION ON THIS ACTUALLY HAS COMPLETED THEY ARE WORKING ON THEIR CLOSEOUT SCHEDULE. THEY'RE ALSO PREPARING A SCOPE FOR US TO GET FINAL AS BILL SUBMITTED. BUT AT THIS TIME THEY HAVE MET ALL OF THE CONTRACTUAL OBLIGATION. ONCE WE GET THEIR FINAL SURVEYS BASE AND TO ALSO KNOWN AS THE COLEMAN POND CONSTRUCTION ON THAT HAS ALSO BEEN COMPLETED.THEY ARE DOING CLOSE OUT INSPECTION AND AS WELL AS THE AD BILL AS NOTES THEY'RE COORDINATING THAT WITH OUR DEVELOPED THE DEVELOPER AND WE'RE COORDINATING WITH THE LEGAL TEAM TO ACQUIRE EASEMENTS ON THAT PROPERTY. AND I SHOULD ACTUALLY NOTE THAT THE ACADEMY PARK POND WILL BE A COUNTY PROPERTY PURCHASE AND WE'RE WORKING WITH LEGAL AND AS WELL ON THE PURCHASE OF THAT PROPERTY. IT'S GOING TO COST THE COUNTY ONE DOLLAR JUST TO MAKE YOU AWARE AND MOVING ON TO THE GREATEST PROPERTY AT THIS TIME.
WE DON'T HAVE ANY UPDATES. THEY CONTINUE TO SUBMIT PROJECTS FOR OUR VIEW BUT NO CONCEPTUAL I'M SORRY NO FINAL OR CONCEPTUAL PERMITS HAVE BEEN APPROVED ON WHAT'S BEEN SUBMITTED THUS FAR BUT WE DO STILL COMMUNICATE WITH WITH THAT GROUP CLOSELY AT THIS TIME THERE NO UPDATES ON WHITEHALL AND NOR ARE THERE ANY UPDATES ON THE WILL RISE AND NO FEEL ORDINANCE GOING TO OUR PROFESSIONAL CONTRACT REPORTS FOR BOTH THE SALT CREEK AND
SHANKLIN ROAD. >> THERE ARE 90 DAYS 90 PERCENT DESIGN FOR BOTH PROJECTS.
WE ARE STILL WAITING TO HEAR BACK OR FROM PROPERTY OWNERS ON INTEREST AT THIS TIME.
THAT'S KIND OF THE HOLDUP. THE FOUR SOLD CREEK. THE PERMIT APPLICATIONS HAVE BEEN SUBMITTED AND WE'VE RECEIVED MPD YES COVERAGE AS WELL AS OCR AND COVERAGE FOR THAT. WE'RE JUST WAITING ON DOTY COUNTY COUNTY PERMITS HAVE BEEN ISSUED FOR SHANKLIN. WE ARE STILL WAITING ON. AGAIN THE I GUESS PROPERTY PARTICIPATION INTEREST AND ONCE THAT'S A FINALIZED WE'LL BE MOVING FORWARD WITH ALL OF THE PERMIT OF FOUR BUF BREUER MEMORIAL THE CDO T D HAVE CRM PERMITS HAVE ALL BEEN OBTAINED
TOWARD WORDS AT THIS TIME. >> AS INDICATED THEY'RE WAITING ON A REVISED LANDSCAPE PLAN.
ONCE THAT'S SUBMITTED THEY'LL SUBMIT FOR FINAL APPROVAL AND THAT SHOULD GO FAIRLY QUICKLY.
AT THIS TIME WARREN EDWARD S IS ALSO PREPARING THE DOCUMENTS SO THAT ONCE FINAL PERMITS ARE OBTAINED WE CAN GO AHEAD AND MOVE FORWARD WITH APPROVALS THROUGH COUNTY COUNCIL AND THEN CONSTRUCTION ARE EVERGREEN REGIONAL POND. THERE ARE THREE 19 GRAND PROJECTS WE HAVE. WE RECEIVED ALL THE BIDS FOR THAT WORK.
A BITTER HAS BEEN RECOMMENDED TO OUR PUBLIC FACILITIES COMMITTEE AND THEY WERE THIS APPROVAL WAS BASED ON THEM BEING THE LOWEST AND MOST RESPONSIBLE BIDDER.
ONCE WE MOVE THROUGH AGAIN, PUBLIC FACILITIES COMMITTEE IS SCHEDULED FOR FEBRUARY 16 AND THEN WE HOPE TO BE ON THE COUNTY COUNCIL SOON AFTER FOR A FINAL GRANT AWARD AWARD AND
[00:15:03]
THEN GOING TO CONSTRUCTION AND JUST AN UPDATE FOR OUR CONSULTING SERVICES.WE ARE WORKING CLOSELY WITH WOLPERT. I HAVE SENT THEM THERE THIRD SCOPE OF WORK FOR THEM TO PROPOSE. WE ARE KEEPING THEM VERY BUSY.
THEY'VE COMPLETED THEIR WELL THEY'RE ABOUT TO COMPLETE THEIR SECOND SCOPE WHICH IS ABOUT TRAINING ON THE LOCAL MANUAL FOR BOTH THE DEVELOPMENT COMMUNITY AS WELL AS IN-HOUSE STAFF. THE THIRD SCOPE WE'RE MOVING INTO IS KIND OF A PROGRAM AUDIT FROM A HOLISTIC PERSPECTIVE. WE WANT AN AUDIT ON M.S. OR COMPLIANCE AND AUDIT FOR WATER QUALITY MONITORING OUR CFP PROGRAM. IF THERE'S PLACES WHERE WE CAN BE MAKING IMPROVEMENTS SO WE'RE ALL VERY MUCH LOOKING FORWARD TO FEEDBACK ON THAT.
>> FOR THE REGIONAL COORDINATION AT THIS TIME THE ONLY UPDATE I HAVE IS FOR MOSSY OAKS. WE ARE CONTINUING TO WORK CLOSELY WITH CITY BEAUFORT STAFF ONCE MOSSY OAKS. CONSTRUCTION HAS BEEN COMPLETED.
WE'LL BE DOING MONITORING FOR THIS FOR THE CITY IN COORDINATION WITH THE UNIVERSITY SOUTH CAROLINA BEAUFORT AND FOUR AREAS WITHIN THAT PROJECT TO TEST FOR EFFICIENCY AND ANY IMPROVEMENT RATES THAT MAY HAVE BEEN MADE FOR FOR THE MUNICIPAL REPORTS.
WE DID RECEIVE REPORTS FROM BOTH THE TOWN OF HILL HEAD AND THE TOWN BLUFFTON AT THIS TIME.
I WOULD LIKE TO OPEN THE FLOOR TO THEM IF THERE'S ANYTHING ELSE THAT THEY WOULD LIKE TO ADD. I WILL CHIME IN. THIS WAS NOT INCLUDED IN THE REPORTS I WANT TO MAKE THE BOARD AWARE OF OF THIS OPPORTUNITY AND ANYBODY ELSE.
WELL. ONE OF OUR CITIZENS RECENTLY FORWARDED ON A PRESS RELEASE TO OUR MAYOR THAT WAS PASSED DOWN FOR ME TO TAKE A LOOK AT INTO A STATEWIDE HOLISTIC EFFORT COMING FROM THE SOUTH CAROLINA FLOOD WATERS COMMISSION. THIS WAS THE GOVERNOR'S TASK FORCE FOLLOWING THE TWENTY SEVENTEEN FLOODING EVENTS. IT WAS TWENTY SEVENTEEN AND IS SOUTH CAROLINA FLOOD WATER COMMISSION HAS RECOMMENDED A STATEWIDE REPLANTING EFFORT FOR EARTH DAY THIS YEAR. THEY ARE LOOKING FOR VOLUNTEERS ORGANIZATION, INDIVIDUALS, SCHOOLS, DISPARITIES COUNTIES, NONPROFITS PRETTY MUCH ANYBODY THEY CAN GET THEIR HANDS ON.
PLANT 3 MILLION LAB LOLLY TIME EITHER SEEDS OR SEEDLINGS IN OUR AREA WOULD MOSTLY BE SEEDS.
THIS IS SUPPOSED TO BE FROM SPEAKING TO ONE OF THE EVENT COORDINATORS THE LARGEST TREE PLANTING EVENT THAT PER CAPITA IN THE WORLD. IF ALL THREE MILLION GET PLANTED ON EARTH DAY. SO ANYHOW I HAD MENTIONED THAT I WOULD BRING IT UP TO THE GROUP IF IT WAS SOMETHING PERHAPS THE UTILITY IN THE COUNTY WANTED TO GET INVOLVED IN. I'M PROPOSING INFORMATION TO OUR CHAIN OF COMMAND FOR CONSIDERATION IF THEY WANT TO GET INVOLVED AND PARTICIPATE AS WELL.
I WANTED JUST TO PASS THAT ALONG TO EVERYBODY AS WELL. THANK YOU.
KIM, COULD YOU FORGE ME THAT EMAIL PLEASE? >> OK, OK.
THANK YOU FOR THAT UPDATE. KIM MOVING INTO THE M.S. FOR REPORTING GOT OUR LOVELY CHARTS TO SHOW OFF. YOU KNOW, I KNOW THIS HAS BEEN KIND OF THE HISTORY OF OUR SITUATION DURING COMBAT BUT ONCE AGAIN WE'RE SEEING A LOT OF PERMITS BEING ISSUED AS WELL
AS A LOT OF PLANS COMING INTO CONSIDERATION. >> I THOUGHT THERE WOULD BE A SLOWDOWN BUT AGAIN AS YOU CAN SEE WE ISSUED 61 PERMITS LAST MONTH.
THESE ARE BOTH FOR RESIDENTIAL AND COMMERCIAL PROPERTIES. SO AGAIN WE DO STAY VERY BUSY.
AND POWELL AND NANCY MOSS DO A GREAT JOB ON BEHALF STORMWATER DEPARTMENT REVIEWING ALL THE PLANS THAT ARE BEING SUBMITTED. OUR INSPECTION REPORT IS ALSO ATTACHED.
AS YOU CAN SEE, WE'RE STILL STAYING VERY BUSY BETWEEN THE THREE INSPECTORS.
WE HAVE TO MAKE SURE WE'RE STAYING IN COMPLIANCE WITH THE EMS FOR A PERMIT AND HAVING ALL THESE INSPECTIONS OCCURRING ON TIME. ONE OTHER UPDATE AS OF MONDAY EVENING. THE THREE STORMWATER INSPECTORS OUR PLAN REVIEWER AND MYSELF
[00:20:01]
WERE APPOINTED AS STORMWATER CODE ENFORCEMENT OFFICERS. SO WE'RE LOOKING FORWARD TO SERVE IN THAT CAPACITY ON BEHALF OF THE COUNTY AS WELL. WE'VE ALSO IN THE SOLE LOCAL MANUAL WE'VE AMENDED OUR ESCALATING ENFORCEMENT PLAN TO GET TWO RESOLUTIONS ON PROJECTS WE'RE SEEING WITH VIOLATIONS A LOT SOONER. SO YOU KNOW, AFTER EVEN WE'VE HAD THEIR INSPECTION PROGRAM FOR OVER FIVE YEARS. SO AT THIS TIME, YOU KNOW, THEY KNOW WHAT THEY'RE SUPPOSED TO BE DOING AND WERE THERE TO KIND OF QUICKLY GET THEM INTO COMPLIANCE SHOULD THEY NOT? AND THEN LAST BUT NOT LEAST WE HAVE OUR RAINFALL REPORT.GORE FINALLY GOT A LITTLE BIT OF RAIN. >> WE'RE ABLE TO DO SOME MONITORING WITH THE UNIVERSITIES SOUTH CAROLINA AS WELL.
AS YOU CAN SEE, IT'S HIGHLY VARIABLE DEPENDING ON WHERE YOU ARE IN THE COUNTY.
>> SOME PLACES LIKE SHOAL POINT. ONLY GOT ONE POINT ONE INCHES BUT OUR OUR PUBLIC WORKS FACILITY AS WELL AS AREAS AND SHOW THAT REALLY GOT YOU KNOW, CHILDREN GOT ALMOST CLOSE TO 5 INCHES. SO THERE IS A LOT OF RAIN THAT WE HAD BEEN MISSING CAME THROUGH FOR US IN JANUARY AND IT APPEARS THAT MARK I'M SORRY FEBRUARY WILL BE JUST AS BUSY SO ELLEN, I KNOW YOU'RE ON AND YOU WANT TO TALK ABOUT YOUR
EDUCATION REPORT. >> SURE. SO THESE MONTHS BEEN BUSY LAYING THE GROUNDWORK FOR WHAT SHOULD BE A VERY EXCELLENT SPRING.
WE DO HAVE THE NEXT HEALTHY POND SERIES EVENT COMING UP ON MARCH 4TH THAT WILL BE ON AQUATIC PLANT MANAGEMENT AND SHOULD BE VERY INTERESTING. ALSO WE HAVE OUR NEXT CONSCRIPTION MEETING THE LOCAL STORMWATER PARTNERS NEXT WEEK ON THE 16TH THAT'S GOING TO BE WHERE A LOT OF RUBBER MEETS THE ROAD. WE'RE GOING TO BE TALKING ABOUT ALL OF THESE EARTH DAY ACTIVITIES THAT A LOT OF PARTNERS HAVE GOING ON.
AND HOW BETTER TO REACH PEOPLE DURING THAT. SO VERY EXCITED TO SEE EVERYONE THERE. AND IF YOU HAVE ANY QUESTIONS, PLEASE FEEL FREE TO REACH OUT TO ME. IT'S BEEN A VERY BUSY COUPLE OF WEEKS WITH LOTS OF POND ISSUES AND I'VE HEARD PEOPLE CALLING INTO THE OFFICE. SO JUST BE AWARE THERE'S A LOT
OF FILMS OUT THERE RIGHT NOW. >> AND I WANT TO GO AHEAD AND JUMP IN ON THE EDUCATION PRESENTATION. WE ACTUALLY PARTICIPATED THREE THREE OF US PARTICIPATED IN THE B FOUR OYSTER FESTIVAL. WE HAD MYSELF AS WELL TO INSPECTORS FROM A SOCIALLY DISTANCE STANDPOINT IN DOWNTOWN BEAUFORT. WE WERE ABLE TO MAKE 60 CONNECTIONS WITH PEOPLE. AND OVERALL WE FOUND IT TO BE A REALLY GREAT EVENT.
WE HAD A LOT OF INTEREST IN THE STORMWATER PROGRAM ESPECIALLY AS IT RELATES TO BACTERIA AND MAINTENANCE AS WELL. SO JUST A QUICK SHOT. OUR INSPECTORS FOR HELPING ME OUT THAT WAS JANUARY 9TH I BELIEVE BEFORE WE GO TO THE MAINTENANCE REPORT.
I DO WANT TO GIVE A QUICK UPDATE. THE STATEWIDE GENERAL PERMIT FOR CONSTRUCTION HAS BEEN APPROVED AND IT WILL BE GOING LIVE FOR IMPLEMENTATION ON MARCH 1ST OF 20 21. SO THAT'S ANOTHER ASPECT OF TRAINING THAT OUR CONSULTANT WILL BE DOING TOMORROW AS WELL FOR OUR STAFF MEMBERS. THERE ARE NO OTHER UPDATES REGARDING M.S. 4 OR SIDOTI PERMITS AND I'LL LET MATT TAKE OVER ON THE MAINTENANCE
PROJECTS USING THEIR TLC REPORTING PERIOD. >> WE HAVE FOUR MAJOR PROJECTS SPANISH WELLS BURTON ARLINGTON CIRCLE VIEWPOINT FROM ROAD TOTAL COST OF STUDENT FIVE THOUSAND TWO FORTY EIGHT DOLLARS AND FORTY NINE CENTS ARE ROUTINE PROJECTS.
WE HAVE THREE OF THOSE TO ADD A TOTAL COST OF THIRTY SEVEN THOUSAND NINE HUNDRED EIGHTY FOUR DOLLARS AND FIFTY CENTS THAT'S A TOTAL OPERATIONAL EXPENSE OF A HUNDRED FORTY THREE THOUSAND TWO HUNDRED THIRTY TWO DOLLARS AND NINETY NINE CENTS FOR THIS REPORTING PERIOD. OUR TEAM PROJECTS WE'RE JUST REPLACING SOME PIPES DRIVEWAY PIPES ACROSS LINES CLEANING OUT SOME CHANNELS. IT'S URGENT OUR MAJOR PROJECTS WERE ALREADY ESTABLISHED WITH THE EXCEPTION SPANISH WELLS WHILE ROAD WHICH WE WENT AHEAD AND EXTENDED ONE OF OUR SYSTEMS TO BE CURRENT REGULATIONS. BUT OTHER THAN THAT EVERYTHING
[00:25:07]
IS PRETTY CUT AND DRY. YOU HAVE EVERYTHING IN FRONT OF YOU HAVE ANY QUESTIONS? MATT, THIS IS MARK FEINBERG. I WOULD ONLY ASK WAS THERE ANY PROJECTS THAT YOU COULDN'T DO BECAUSE YOU DIDN'T HAVE SUFFICIENT MANPOWER OR EQUIPMENT? WELL, WE CURRENTLY HAVE 13 OPEN POSITIONS. WE HAVE SHUFFLED SOME PROJECTS AROUND BECAUSE OF CURRENT MANPOWER ISSUES. SO TO ANSWER YOUR QUESTION, YES THERE THERE ARE A FEW THINGS WE'VE SHUFFLED AROUND BUT WE HAVE THEM SCHEDULED.WE'LL BE ABLE TO MEET THOSE PROJECTS HERE IN THAT'S GREAT. HOPEFULLY OUR SON KATIE CAN HELP YOU FILL THOSE POSITIONS. YES, SIR.
WE WANTED TO GIVE MISS HOWARD SO WE HAD AN OPPORTUNITY TO PRESENT AS THE LEADS BEFORE GETTING INTO NEW BUSINESS. WE HAD OUR RETREAT LAST WEEK AND DURING THE NATURAL RESOURCE PART PORTION OF THE RETREAT WE HAD A LONG DISCUSSION REGARDING WHICH INVOLVES STORMWATER.
OF COURSE SEPTIC SYSTEMS THAT ARE FAILING. WHAT CAN WE DO ABOUT IT? WHAT CAN'T WE DO ABOUT IT? WE TALKED ABOUT ALSO ABOUT TRYING TO GET MORE GRANTS FOR AREAS THAT THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR INFRASTRUCTURE IMPROVEMENTS IN LOW AND MODERATE INCOME AREAS THAT MIGHT NEED SEWAGE EXTENDED TO THEM. AND WE TALKED ABOUT WHERE THERE'S AREAS WHERE THEY DON'T QUALIFY FOR THOSE KIND OF GRANTS. WHAT CAN WE DO? WHAT CAN'T WE DO? AND WE ALSO TALKED ABOUT ON ANOTHER DAY DURING THE DISCUSSION FOR A FINANCE COMMITTEE ABOUT THE STAFFING STUDY THAT'S BEEN COMPLETED WHICH GOES BACK TO HAVING 13 POSITIONS OPEN. THAT IS WE HAVE A HIGH TURNOVER RATE OVERALL WITH THE COUNTY I THINK IT'S 20 PERCENT OVER TURNOVER IN EMPLOYEES.
ANOTHER LIBRARY ALSO HAS A LOT OF VACANCIES. SO I THINK THE COUNTY COUNCIL.
WE DIDN'T VOTE OF COURSE DURING THE RETREAT BUT EVERYONE WAS NODDING THEIR HEADS THAT WE WANT TO LOOK AT HOW WE CAN IMPROVE THAT TURNOVER RATE AND HOW WE CAN WORK ON SALARY INCREASES WITH NEXT YEAR'S BUDGET AND THE RECOMMENDATIONS IN THAT STAFFING STUDY.
SO I THINK THOSE WERE THE TWO BIG TAKEAWAYS THAT THE STORMWATER BOARD WOULD BE INTERESTED IN FROM OUR RETREAT AND I KNOW SOME PEOPLE WATCHED PORTIONS OF IT BUT BE RUNNING ON THE COUNTY NETWORK IF ANYONE WANTS TO WATCH A PARTICULAR DAY.
AND I THINK THAT'S ALL I HAVE TO REPORT. I AM GETTING QUESTIONS FROM MY CONSTITUENTS SHELL POINT REGARDING THIS STUDY. AND SO I KNOW THEY'RE LOOKING FORWARD TO SEEING THE RECOMMENDATIONS IN THAT STUDY TOO.
THANK YOU. QUIET. IF ANYONE HAS ANY QUESTIONS FOR ME, I'LL BE GLAD TO ANSWER OUTSIDE. WHAT IS MARK FEINBERG? I WOULD ONLY ASK. IS IT THE COUNCIL'S BELIEF THAT THESE POSITIONS AND TURNOVERS IS DIRECTLY TIED TO THE SALARY LEVEL? I THINK IT DEPENDS ON THE POSITIONS SOME OF THEM ARE ARE BY NATURE HARDER TO FILL LIKE A LIBRARY ASSISTANTS OR PEOPLE AT THE DETENTION CENTER WHO HAVE A HIGH TURNOVER THERE. SOMEONE GO TO THE SHERIFF'S DEPARTMENT OR OTHER POLICE DEPARTMENTS. BUT I THINK SKILL AND KATIE AND MATT MAY BE BETTER TO ADDRESS THIS THAN ME BUT THE SKILLED POSITIONS LIKE YOU WOULD HAVE IN PUBLIC WORKS THERE. YOU KNOW, WITH ALL THE OTHER THINGS OTHER OPPORTUNITIES THAT THEY CAN GET PAID HEAVY EQUIPMENT OPERATORS, YOU KNOW, I'M SURE CAN PRETTY MUCH WRITE THEIR OWN TICKET. SO THAT PROBABLY HAS TO DO WITH THE SALARIES.
BUT THEY MAY BE BETTER BETTER TO ADDRESS THAT THAN. THANK YOU.
I DON'T WANT EITHER ONE. I'M ON THE SPOT BUT THAT'S JUST YOU KNOW, PROBABLY THAT'S A
RESULT. >> YOU ARE ABSOLUTELY CORRECT, MISS HOWARD.
[00:30:02]
IT IS DIFFICULT TO FILL OUR INFRASTRUCTURE POSITIONS BECAUSE THOSE THE SKILLS THAT THEY POSSESS THEY COULD EASILY MAKE AT LEAST FIVE TO EIGHT DOLLARS MORE WORKING FOR A PRIVATE COMPANY VERSUS THE COUNTY. WE DO PAY RELATIVELY LOW INCOME HARRISON AND THIS IS A GREAT PLACE FOR THEM TO BUILD SKILL SET AND THEN ONCE THEY DEVELOP THOSE SKILLS THEY TEND TO LOOK FOR BETTER OPPORTUNITIES AND A LOT OF THAT HAS TO DO WITH THE PAY RATE. I'M SURE ALL OF THE CONSTRUCTION IS GOING ON IN SOUTH CAROLINA AND IN OUR COUNTY IN PARTICULAR. SO THAT IS SOMETHING TO DO WITH THE SHORTAGE OF SKILLED PERSONNEL AT A PREVIOUS RETREAT LAST YEAR'S RETREAT.WE TALKED ABOUT INCENTIVES SUCH AS AN INTERN PROGRAM ERM ARE OUR TRAINING PROGRAM BUT WE DIDN'T TALK ABOUT THAT THIS YEAR BUT I'M SURE THAT'S SOMETHING THAT CAN BE EXPLORED AGAIN. AGAIN THANK YOU KATIE DO YOU WANT TO MOVE INTO NEW BUSINESS
[5A. FY20 Annual Summary Report - Katie Herrera]
? >> YES I WAS I WAS WAITING ON YOU SO I WANT TO JUMP THE GUN THERE. I HAD THE WONDERFUL OPPORTUNITY TO MEET WITH MR. FEINBERG YESTERDAY ARE A FEW REQUESTS THAT HE HAD OF US THE FIRST ONE IS OUR MOST CURRENT ORGANIZATIONAL CHART TIP IS PULLING THAT UP FOR US NOW IF YOU ARE NOT ALREADY AWARE I HAVE ACCEPTED THE POSITION OF THE STORM WATER MANAGER I'M VERY EXCITED TO BE IN THIS ROLE. I'M CERTAINLY LEARNING EVEN MORE THAN HE WAS BUT AGAIN HAPPY TO SERVE IN THIS CAPACITY AND I'M VERY FORTUNATE TO HAVE AN AMAZING STAFF BEHIND ME KEEPING ME GOING FORWARD. WE DID JUST HIRE NEW ADMINISTRATIVE ASSISTANT.
HER NAME IS TIFFANY PATRICK AGAIN WE'VE BEEN WITHOUT AN ADMIN ASSISTANT FOR GOSH CLOSE TO THREE MONTHS NOW. SO SHE IS A WELCOME INDIVIDUAL TO OUR GROUP AND SHE IS PICKING UP EVERYTHING VERY QUICKLY. SO AGAIN, WE'RE VERY BLESSED TO HAVE HER WITH US.
I WOULD ALSO LIKE TO SHOUT OUT OUR BUSINESS MANAGER CAROLYN WALLIS.
SHE IS KEEPING ME SANE DURING THIS FIRST BUDGET SEASON. SHE DOES A WONDERFUL JOB AT KEEPING TRACK OF EVERYTHING THAT THE UTILITY USES AND BUILDING THOSE THOSE FISCAL BUDGETS CURRENT YEARS BUILDING OUT THE BUDGET FOR FIVE YEARS. SO SHE DOES AN INCREDIBLE JOB MANAGING THAT FOR US. SO YOU KNOW, AGAIN, THESE ARE TWO HUGE ASSETS TO OUR PROGRAM.
WE ARE CURRENTLY MY OLD PHYSICIAN IS CURRENTLY VACANT. YOUR WORKING WITH H.R. TO GET THAT REPOSTED AND HOPE TO FILL THAT RELATIVELY QUICKLY AND ONCE THAT POSITION IS FILLED OUR REGULATORY SIDE WILL BE FULLY STAFFED. AS YOU CAN SEE TOWARDS THE BOTTOM WE DO HAVE A LOT OF VACANCIES WITHIN OUR INFRASTRUCTURE TEAM.
I THINK RIGHT NOW THERE ARE 13 OPEN POSITIONS FROM WHAT MATT SAID AND MAY DIFFER SLIGHTLY FROM THE CHART BUT AGAIN JUST WE ARE FINDING IT DIFFICULT DUE TO SALARY REQUIRE RESTRICTIONS TO FILL THOSE POSITIONS AND REALLY HOLD ON TO THE GOOD ONES AS WELL.
BUT AS YOU SAW FROM OUR VACUUM TRUCK PAY SURE THEY ALL WORK VERY HARD TO CONTINUE KEEPING BEAUFORT COUNTY BEAUTIFUL SO THAT IS THE MOST UPDATED ORG CHART.
JUST REAL QUICKLY, I KNOW THAT THIS IS MORE FOR THE SWICK MEMBERS BUT I DID WANT TO GO
[5B. FY22 Utility Management Fee and Rates Memo]
AHEAD AND PRESENT THIS TO THE BOARD. THE MEMOS THAT WE ARE REQUIRED TO PROVIDE THE MUNICIPALITIES BEFORE PER GS BEFORE FEBRUARY 15.SO AGAIN WE DO HAVE THE FILE FORM FOR THE ANNUAL REPORT COMPLETED WERE AGAIN EVERYTHING FOR TAX YEAR 19 HAS BEEN UPDATED AS YOU CAN SEE ON THE DOCUMENT.
WE ALSO HAVE ALL OF OUR ARREARS INFORMATION ACCOUNT CREDITS AND THEN ANY ADJUSTMENTS THAT WE
WE'VE PROVIDED. >> I WILL SAY AGAIN CAROLYN PLAYS A HUGE AN INTEGRAL ROLE
[00:35:04]
IN THE BUILDING OF ALL BUILDING OF THIS ONE DOCUMENT. YOU WOULD BE SURPRISED THE AMOUNT OF WORK THAT GOES INTO THIS. AND ONE THING THAT I KNOW CAROLYN PRIDES HERSELF IN AND AS A REPRESENTATIVE OF THE STORMWATER PROGRAM I DO AS WELL EVERY YEAR THESE ACCOUNTS WITH ADJUSTMENTS GETS LOWER AND LOWER.SO WE'RE NOT MAKING NEARLY AS MANY ADJUSTMENTS AS WE WERE IN PREVIOUS YEARS.
SO AGAIN, THAT GOES TO CAROLYN'S CREDIT ON THAT AND THEN I JUST WANTED TO PROVIDE
THE DRAFT MEMO ON THE MANAGEMENT FEE SUMMARY. >> AGAIN, THIS HAS NOT BEEN FINALIZED BUT I JUST WANTED TO INCLUDE IT SO THAT YOU ARE ALL WE'RE AWARE WE ARE DILIGENTLY WORKING ON PROVIDING UPDATED INFORMATION BY THAT FEBRUARY 15TH DEADLINE AND THAT IS IT.
IF THERE ARE NO QUESTIONS. WELL THAT'S GREAT. OKATIE I WANTED TO OPEN UP A
[Additional Item 1]
THOUGHT FOR THE NEXT MEETING. IF THERE'S ANY APPETITE FOR MEETING IN PERSON UTILIZING THE COUNTY COUNCIL CHAMBERS WHICH WOULD ALLOW FOR SAFE SAYING I JUST WANTED TO KNOW WHETHER THE MEMBERS HERE HAVE ANY APPETITE FOR PHYSICALLY MEETING AT THIS TIME OR CONTINUE TO MEET I ASSUME OR REMOTE. I REALLY LIKE YOUR YOUR FEEDBACK ON THAT.OK, THIS IS ALAN AND I SEE NO REASON THAT WE CANNOT CONTINUE MEETING IN MY ZONE.
I SEE NO NEED FOR A FACE TO FACE MEETING ANYBODY ELSE. WELL THIS HAS CHANGED OR COULD I SAY THAT THE PERSONAL CONTACTS ARE A LOT BETTER? WOULD IT BE A BETTER PERSON? THERE'S A PART OF THE BUSINESS PEOPLE GET TO KNOW BETTER BLOCK WORKING TOGETHER.
ANY OTHER MEMBERS HAVE ANY COMMON CONCERNING WHETHER WE COULD MEET IN PERSON VERSUS CONTINUING TO MEET VIA ZOOM? PLEASE SPEAK UP. WELL OBVIOUSLY PATRICK AND STEVE TO YOU BRIAN. ANY THOUGHTS? MARK, I JUST.
PATRICK GUY I'M GOOD EITHER WAY. YOU KNOW, I THINK JIM I HAVE A GOOD POINT WHERE YOU'RE OBVIOUSLY FACE FACE SOMEBODY YOU GET MORE OUT OF THE MEETINGS BUT YOU ALSO LOOK AT YOU KNOW, MAYBE WAIT ONE MORE MONTH AND SEE HOW ARE THINGS LOOKING BUT I'M GOING TO IN THE WAY I'LL DO WHATEVER I WANT TO DO.
STEVE, I'M NOT SURE I CAN'T HEAR STEVE SIR, THIS IS BRYAN WATKINS.
I'M FOR FACE TO FACE AND I SEE NO PROBLEM WITH GIVING FACE TO FACE WITH EVERYBODY.
SO WE DIDN'T MEET EACH OTHER IN PUBLIC BASICALLY GET TO KNOW EACH OTHER.
>> I'M JUST GOING TO JUMP IN BEFORE ANYBODY ELSE COMMENTS. BRYAN IS OUR NEWEST MEMBER.
AND WE'D LIKE TO WELCOME BRYAN TO THE STORM WATER UTILITY BOARD.
HARDY, WELCOME TO YOU. BRIAN'S GOING TO BE A MEMBER AT LARGE FOR THE COUNTY AT LARGE.
SO WE WELCOME BRYAN TO THE BOARD. SO GLAD TO HAVE YOU, BRYAN SUBMISSION. YES, MR. CHAIRMAN. STEVE ANDREWS, CAN YOU HEAR ME NOW? YES, WE CAN NOT THE FACT THAT THEY COULDN'T HEAR ME EARLIER AS MY INEPT ON THE ELECTRONICS. I'D LOVE TO GET A PLACE FACE THAT WOULD BE GOOD.
HOW DOES THE COUNTY FEEL? THIS IS HOWARD ELLEN KIM. I CAN'T SPEAK FOR THE
[00:40:03]
ADMINISTRATION ON IT. I I JUST MET YOU PERSONALLY. OH, WE ARE STILL MEETING ROOM REMOTELY UNTIL ALTHOUGH WE DO A HYBRID. SO ONE OF OUR COUNCIL MEMBERS ON MONDAY WAS AT AT COUNCIL CHAMBERS AT SO WE'RE DOING A HYBRID.IT'S UP TO EACH INDIVIDUAL COUNCIL MEMBER WHETHER THEY WANT TO COME INTO CHAMBERS COUNCIL CHAMBERS OR NOT. SO WHAT WE'VE HAD WE'VE HAD THREE AT LEAST THREE IN PERSON AT OTHER MEETINGS. SO KATIE, CAN I ASK KATIE IF THERE IS AN OPPORTUNITY THAT FOR SOMEONE WHO DOES NOT WANT TO PHYSICALLY COME TO THE COUNCIL CHAMBERS FOR THE NEXT MEETING? KATE, CAN WE HAVE THEM CALL IN ? I WILL GET WITH OUR BROADCASTING DEPARTMENT TO CONFIRM THAT.
I DON'T I DON'T KNOW THE NUANCES OF THAT CHAMBER AND WHAT OUR LIMITATIONS MAY BE.
SO I WILL FOLLOW AN ISSUE BACK TO YOU RIGHT NOW. WE HAVEN'T.
WELL, RIGHT NOW WE HAVE A MAJORITY OF THE MEMBERS OF THE STORM WATER HAVING A PREFERENCE TO ME IN PERSON. SO I WOULD LIKE TO MOVE FORWARD IF WE CAN WITH THAT AND HOPEFULLY ALAN CAN CALL AND IF HE IF HE FEELS A NEED TO STAY REMOTE, EVERYBODY ELSE SEEMS TO THINK THAT THEY CAN MAKE IT IN PERSON AND WE'LL ALL BE MASKED UP AND IN OUR AND IF WE WANT TO HAVE AN IN-PERSON MEETING. I'LL BE THERE. ALL RIGHT.
WELL, MAKES HIM MAKES IT UNANIMOUS. KATIE, WE WILL REALLY WON'T HAVE A BIG PROBLEM EXCEPT FOR THE EX OFFICIO MEMBERS THAT MAY NOT COME IN IN PERSON.
SO I WOULD MOVE IF WE COULD HAVE A MOTION TO MEET IN PERSON IN THE COUNCIL CHAMBERS IF IT BECOMES AVAILABLE. AND WE WOULD ALERT EVERYBODY WAS A SIGNIFICANT AMOUNT OF TIME SO THEY COULD PLANS MOTION TO MOVE MEETING TO CHAMBERS.
SECOND, ALL THOSE IN FAVOR I MOTION PASSES THE NEXT ITEM ON THE AGENDA IS IS A SERVICE AWARD. I'LL TURN IT BACK OVER TO KATIE BUT BEFORE SHE DOES THAT I WOULD LIKE TO JUMP IN AND SAY THAT I'D LIKE TO PERSONALLY THANK JAMES FATHER FOR ALL HIS YEARS OF SERVICE REPORTING ST. HELENA AND HELENA AND IRELAND'S EAST I'VE BEEN SEATED NEXT TO JAMES FOR THE PAST FIVE YEARS. AND IT WAS TRULY A PLEASURE WORKING ALONGSIDE HIM.
JAMES, I HOPE YOU ENJOY YOUR TIME AWAY FROM US RELAXING AND KNOW THAT YOU HAVE HELPED OUR FRAGILE ENVIRONMENT. I THANK YOU SO MUCH. THANK YOU VERY MUCH FOR THE OR THE ACKNOWLEDGMENT THAT I HAVE A FEW WORDS TO SAY. I'VE BEEN ON THE BOARD FOR THREE TERMS. YOU KNOW MY THIRD TERM ENDS THIS MEETING SO THERE WILL BE ANOTHER PERSON REPRESENTING ST. ELENA. ISLAND IN THE FUTURE.
BUT DURING MY TENURE I THINK THERE WERE FOUR MAJOR EPIPHANIES THAT STICK IN MY MIND ABOUT WHAT HAS HAPPENED ON THIS STORM BOARD ST. WATERBOARD AND THOSE 12 12 YEARS FIRST IS PROBABLY THE FORMATION OF THE BEAUFORT USCCB LABORATORY. WE WHEN I JOINED THE BOARD WE WERE USING A COMPANY CALLED GEL ENGINEERING IN CHARLESTON THAT WAS DOING OUR ANALYSIS MOVING TO THAT THAT LABORATORY TO TO BEAUFORT AND HAVING A TRAINING SESSION I THINK WAS ABSOLUTELY THE RIGHT THING TO DO. WHEN I JOINED THE BOARD THE CURRENT THINKING WAS IF WE COULD FIND THE SOURCE OF THE COLIFORM CONTAMINANTS WE COULD IMPROVE OUR WATER QUALITY.
IT WASN'T UNTIL WE RAN A COAL EXPERIMENT WITH IS FOR JASPER WATER WHERE WE ANALYZED A WETLANDS BEFORE AND AFTER FLOODING THE WATER THE WETLANDS WITH PURIFIED DRINKING WATER.
AT THAT TIME WE FOUND THAT IT WAS THERE WAS NOT A LOT OF WATER PRESENT.
THERE WASN'T A LOT OF FECAL CAR. AS SOON AS THE WATER WAS
[00:45:04]
ENTERED THAT WET STREAM THAT VEHICLE CAR FARM EXPLODED. AND SO WHAT THAT DROVE US TO IMPLEMENT WAS OUR WATER QUALITY STANDARDS HAD TO COME FROM CONTROLLING THE WATER VOLUME AND THAT'S WHAT WE HAVE DONE. AND THAT'S WHAT THIS COMMITTEE HAS DONE THROUGH EMMA'S FOR.AND NOW WE HAVE A COUNTY WIDE ORDINANCE THAT UNIFORMLY CONTROLS WATER VOLUME WHICH MEANS YOU HAVE GOOD WATER QUALITY. FANTASTIC.
12 YEARS AND I'VE WORKED WITH A LOT OF GREAT PEOPLE AND I THINK THE BOARD RIGHT NOW HAS GOT ONE OF THE BEST CREWS I'VE SEEN WITHOUT EXCLUDING THE LINES. SCOTT LIGGETT HE WAS ABSOLUTELY THE ONE DRIVING FORCES OF THIS COMMITTEE AND HIS INSIGHT ON WATER QUALITY AND AND PRESERVE PRESERVING THE NATURE OF THIS COUNTY WAS AT FOREMOST OF HIS THOUGHTS.
HE'S I'M SURE HE WILL BE. THOROUGHLY MIXED ON THE BOARD. THANK YOU ALL.
I READ AS I SAID I'VE ENJOYED WORKING WITH ALL OF YOU. SORRY WE HAVE TO DO IT BY ZOO.
I THINK IT'S GREAT THAT YOU'RE GETTING ALL BACK TOGETHER. WELL, JAMES, AS AS A CITIZEN OF BEAUFORT COUNTY, WE HOPE TO COME YOU COME IN AND VISIT US AND BE ONE OF THE INFORMED
PUBLIC. >> YOU'RE ALWAYS WELCOME. THANK YOU.
AT THIS TIME I'D LIKE TO TURN THE MEETING OVER FOR TED TO KATIE.
KATIE, GO AHEAD. THANK YOU. I'M REAL QUICK BEFORE WE GET IN
[5C. Contract renewals - Katie Herrera]
TO THE AWARD. I DID JUST WANT TO PROVIDE A BRIEF UPDATE ON THE AM AWAY AGREEMENT THAT WE NEED TO GET SIGNED AGAIN IN ORDER TO ENTER IN CONTRACTS WITH USC AND CLEMSON EXTENSION. WE CANNOT HAVE THE CONTRACTS CLEMSON AND USC UNTIL WE REENTER INTO M ALWAYS. AGAIN, THIS ISN'T SOMETHING THAT WE NEED TO VOTE ON BUT I JUST WANTED TO MAKE THE GROUP AWARE THAT WE ARE WORKING BEHIND THE SCENES TO GET THOSE AGREEMENTS IN PLACE IN ORDER TO HAVE THOSE CONTRACTS STARTED.
