[1. CALL TO ORDER]
[4. APPROVAL OF AGENDA]
[5. CHAIRMAN PASSIMENT’S WELCOME/OPENING REMARKS]
[6. DISCUSSION OF PROCESS FOR HIRING COUNTY ADMINISTRATOR]
[7. BREAK]
[8. REVIEW OF EXECUTIVE COMMITTEE/COUNCIL 2020 GOALS AND STATUS]
[02:12:21]
THIS IS TEST NUMBER: 2 THIS IS TEST NUMBER: 3 4 F1
[02:20:22]
THREE FOR THE FIRST YEAR GOES UP TO THE FIFTH YEAR WHICH BECOMES SEVENTY ONE TWENTY[02:20:28]
NINE. SO YOU SHOULD MAKE YOURSELF FAMILIAR WITH EXACTLY WHAT IS[02:20:36]
IN THE LEGISLATION SO THAT GOING FORWARD WE REALLY HAVE THE FACTS BEFORE US SO THAT WE[02:20:43]
CAN DECIDE IF THIS IS SOMETHING THAT NEEDS TO BE PURSUED BECAUSE YOU'RE RIGHT.[02:20:48]
IT GOES ON A REFERENCE THE FIRST TUESDAY AFTER THE FIRST MONDAY IN NOVEMBER AND IT IS UP[02:20:56]
TO THE PEOPLE IN THE COUNTY TO MAKE THAT DETERMINATION AND THEN YOU GO FROM THERE HOW YOU[02:21:06]
WANT TO APPLY THIS. THERE'S A PROPERTY TAX FUND, A REVENUE FUND SPLIT FUND.[02:21:13]
SO WE REALLY HAVE TO UNDERSTAND THE LEGISLATION. BRIAN, AT THE REQUEST OF UNITS[02:21:24]
REALITIES. I'M ALL IN FAVOR OF PUTTING THIS ON THE BALLOT.[02:21:28]
MY ONLY CONDITION MY AND IT'S A IT'S STEADFAST ONE I WILL NOT BURIED FROM THIS.[02:21:34]
IT MUST BE DURING A GENERAL ELECTION YEAR. IT CANNOT BE DURING ONE OF THE[02:21:39]
HALF YEARS WHERE ONLY 50 PERCENT OF THE VOTERS WILL SHOW UP.[02:21:43]
IT HAS TO BE DURING A GENERAL ELECTION. SO IT HAS TO BE IN IN 2020 OR[02:21:50]
2024. THANK YOU. I THINK THAT'S WHAT IT SAYS IN[02:21:55]
THE LAW. I'LL REFER TO THAT BECAUSE THERE IS SPECIFICITY AS TO HOW[02:22:02]
IT READS. I THINK YOU COULD DO IT IN 2021 BECAUSE POOR OIL HAS THEIR[02:22:08]
ELECTIONS AS LONG AS THERE'S ONE ENTITY THAT HAS AN ELECTION IF I REMEMBER CORRECTLY IN[02:22:13]
COURT IT CAN CORRECT ME BUT I THINK YOU COULD DO IT IN 2021. I'M NOT SAYING I'M FOR THAT OR[02:22:19]
NOT BUT I'M I'M JUST SAYING I THINK YOU COULD. BECAUSE OIL DOES THEIR TOWN[02:22:24]
ELECTION. YEAH IT DOES. IT DOESN'T SPECIFY A GENERAL[02:22:28]
ELECTION. IT JUST SAYS THE COUNTY ELECTION COMMISSION AND EACH[02:22:31]
COUNTY SHALL CONDUCT A REFERENDUM ON THE TUESDAY FOLLOWING THE FIRST MONDAY IN[02:22:38]
NOVEMBER. ON THE QUESTION OF IMPLEMENTING THE LOCAL OPTION SALES AND USE[02:22:42]
TAX WITHIN THE COUNTY AREA. THAT'S RIGHT. I BELIEVE IT CAN BE DONE IN ANY[02:22:52]
ELECTION THAT DOESN'T HAVE TO BE DONE IN A GENERAL ELECTION. BUT AS MR. FLOWING STATES[02:22:56]
THAT'S TYPICALLY CONSIDERED TO BE A BETTER PRACTICE TO HAVE IT ON A GENERAL ELECTION YEAR.[02:23:03]
RIGHT. AND I THINK BRIAN BRINGS UP A GOOD POINT.[02:23:07]
>> I MEAN I KNOW WHEN PAUL ROYLE HAD THEIRS TWO YEARS AGO, I BELIEVE.
RIGHT. ALICE THAT THE ONLY OTHER THING THAT WAS ON THAT BALLOT WAS AN UNOPPOSED BLUFFTON MAYOR AND THAT SCHOOL BOND REFERENDUM. SO I DO THINK HE GOT A LOW,
VERY LOW VOTER TURNOUT. YES, MA'AM. >> AND THERE'S A WHOLE EDUCATIONAL PROCESS THAT'S GOING TO HAVE TO BE DONE EDUCATING THE PUBLIC AS TO, YOU KNOW, WHY THIS IS A BENEFIT TO THE COUNTY. SO THAT'S GOING TO TAKE SOME TIME AS WELL. SO WITH THIS PARTICULAR ITEM FROM THE ADMINISTRATION SIDE, DOES DOES THE MAJORITY OF THE COMMITTEE AND COUNCIL DESIRE THAT THIS BE A GOAL FOR THE EXECUTIVE COMMITTEE DURING THIS UPCOMING NEXT SEVERAL MONTHS? AND IF SO, TRY TO KIND OF PIN DOWN WHAT YOU ALL THINK IS A TIME FRAME FOR US BEING READY TO GO WITH THAT B TOWARD THE END OF THE SECOND QUARTER OF THIS YEAR. WHICH WOULD PUT US AT RIGHT AT BUDGET COMING ON. GO AHEAD, BRIAN. WELL, BECAUSE I WILL OPPOSE ANYTHING THAT PUTS A BALLOT IN FRONT OF THE VOTERS IN NOVEMBER OF 20 21.
I WOULD SUGGEST TO THE ADMINISTRATION THAT IT'S A GOAL IN OCTOBER , NOVEMBER OR DECEMBER OF TWENTY TWENTY ONE FOR THE EXECUTIVE COMMITTEE TO START DISCUSSING IT, REACHING OUT TO THE MUNICIPALITIES TO SEE WHAT THEIR THEIR THEIR THOUGHTS ARE ON THE MATTER AND SOMETHING THAT WE WOULD PUT AS A GOAL FOR 2022. THAT'S JUST ME BECAUSE I'M GOING TO OPPOSE IT VIGOROUSLY UNTIL 2022. STILL YOU HAD YOUR HAND NEXT
[02:25:03]
AND THEN LOGAN AND THEN YORK. YEAH, I'M WITH BRIAN. >> I DO BELIEVE IT'S TWENTY TWO. I THINK ALSO WHEN YOU TEND TO DO IT THE OFF PERIODS.
NOT ONLY DO YOU HAVE THE LOWER TURNOUT BUT YOU'RE MORE APT TO TURN OUT THE NEGATIVE VOTE.
SO I THINK WE'RE. SO I GUESS THAT WE REALLY START TO WORRY ABOUT A YEAR FROM NOW.
BUT BY THE WAY, ON THE CURRENT REFERENDUM IT'S 120 MILLION OR FOUR YEARS AND THE RUN RATE IS PROBABLY ABOUT 40 MILLION RIGHT NOW. SO IT SHOULD TURN OUT IN ABOUT THE THIRD YEAR. SO THAT WOULD DOVETAIL NICELY WITH WHATEVER WE WANT TO DO.
I WAS JUST ABOUT TO SAY THE SAME THING AS MR. ROBB RODMAN THAT IF WE IF OUR GOAL 20 20 TO 1 THAT'S NOT RIGHT SO WE CAN GET THE INFORMATION OUT THE PUBLIC IT SHOULD TIME UP NICELY WITH THE DROP OFF OF THE OTHER TAX SO WE DON'T SEE A DROP FROM SIX TO SEVEN.
WE COULD JUST LINE THAT UP NICELY TO KEEP IT AT SEVEN PERCENT PLUS THAT WOULD BE FAR ENOUGH OUT ON THAT COVERT STANDPOINT AS WELL. YORK YOUR NEXT IN IN.
>> YES. THANK YOU. I DO SUPPORT WHAT HAS BEEN SAID HOWEVER I DON'T HAVE A PROBLEM WITH US DISCUSSING IT NOW. WHAT'S SODA? THAT WAY WE CAN ACTUALLY EDUCATE OURSELVES, EDUCATE THE PUBLIC TO BE A GOOD TEST FOR KIDS TO JUMP ON WHEN HE GETS ON BOARD. AND SELL THIS TO THE COMMUNITY SO THAT THEY'LL HAVE A GOOD UNDERSTANDING SO THAT WHEN IT DOES COME UP IN 22 APRIL BE A
SMOOTH SAILING FOR US. THANK YOU. >> JUST A QUICK UPDATE ON THE 2018 SALES TAX. ANY TWO DAY COLLECTION THROUGH SECOND QUARTER FISCAL YEAR 21 SEVENTY THREE POINT NINE DOLLARS. SO WE'RE AVERAGING OVER 50 MILLION DOLLARS A YEAR. WE STARTED COLLECTION IN MAY OF 2019.
SO SO IT PROJECTED NOW IT SHOULD BE MAY 20 22. WE SHOULD BE AT COLLECTING SO IF A ELECTION NOT TO SAY ONE WAY OR THE OTHER BUT AT SOMETHING WAS PLACED ON THE REFERENDUM AND TWENTY ONE OF NOVEMBER MORE THAN LIKELY THAT WOULD BE A SEAMLESS TRADE OFF WHERE WE DROP OPINION AT ANY AND MAY 20 20 TO OTHERWISE YOU WOULD SEE THE DROP OFF OF A PENNY AND THEN WHENEVER THE NEXT REFERENDUM WOULD BE AN ADDITIONAL.
>> SO SO I DO THINK WE WE CAN ACCOMMODATE EVERYONE ON COUNCIL.
I THINK WE NEED TO BEGIN THE PROCESS NOW OF EDUCATING OURSELVES EXACTLY WHAT IS IN THE LEGISLATION TO DETERMINE THE DIRECTION WE WOULD WANT TO GO THEN TALKING TO THE MUNICIPALITY AS TO OK. THIS IS THE WAY THE WAY WE SHOULD BE PROPOSING THIS AND HOW WE'RE GOING TO EDUCATE THE PUBLIC OVER THE NEXT YEAR SO THAT IT IS A 20 TO REFERENDUM.
TURN IT BACK OVER TO YOU, PAUL . THANK YOU, GERARD.
JUST DECIDE AT ADD A COMMENT OR ALL WHAT'S BEEN SAID AND THANK EVERYBODY FOR THEIR COMMENTS IS THE MAYORS MEETING IS YOU KNOW THE MAYORS MEETING IS AD HOC WE CALL IT AS NECESSARY WHETHER SOMETHING NEEDS TO BE DISCUSSED. BUT I CAN ASSURE YOU BASED ON MOST OF YOU EXCEPT FOR THE VERY NEW. NO, THIS THE MAYORS.
THAT'S A HOT TOPIC FOR THE MAYORS AND AND THAT WILL BE DISCUSSED AMONG THE MAYORS.
SO THE MAYORS WILL HAVE INPUT WHETHER WE WHETHER WE AGREE WITH THE MAYORS NECESSARILY OR NOT IS ANOTHER MATTER. BUT THEY'LL CERTAINLY HAVE INPUT AND WE AND WE AND WE DO WANT THEIR POINT SO THEY'LL HAVE THEY'LL HAVE A LOT TO SAY ABOUT.
EVEN EVEN THE TIMING. SO THAT'S TO. THAT'S TO BE ADDED INPUT THAT WE'LL GET FROM THEM BACK TO MY TO MY ITEMS. THE OTHER WE TALKED ABOUT LOST QUITE THE OTHER ONE I THINK IS JUST AS CRITICAL IS THE FORM OF GOVERNMENT A FORM OF GOVERNMENT REFERENDUM AGAIN DEPENDING ON HOW LONG YOU BEEN ON COUNCIL YOU'RE EITHER PAINFULLY FAMILIAR WITH ALL THIS OR YOU'RE OR YOU'RE OR YOU'RE NEW TO IT AND ANY EITHER EVENT WE CURRENTLY HAVE WHAT'S CALLED THE COUNTY ADMINISTRATOR FORM OF GOVERNMENT WHICH WHETHER THE RELEVANT PORTION OF THE COUNTY ADMINISTRATOR FORM GOVERNMENT IS THAT THE TREASURER AND THE AUDITOR ARE OUR CONSTITUTIONAL OFFICERS SEPARATELY ELECTED BY THE
[02:30:01]
ELECTORATE AND WE HAVE DISCUSSED ON AND OFF FOR GOSH YEARS AND YEARS AND YEARS CHANGING THE FORM OF GOVERNMENT WHICH WOULD HAVE TO BE DONE BY REFERENDUM.SO AGAIN WE'RE TALKING ABOUT POTENTIALLY ANOTHER REFERENDUM. REMEMBER WHAT I SAID ABOUT REFERENDUM FATIGUE? SO THAT'S SOMETHING TO KEEP. BUT ANY OF THEM WE WERE TALKING AND WE HAVE BEEN TALKING ABOUT ANOTHER REFERENDUM TO CHANGE THE FORM OF GOVERNMENT FROM COUNTY ADMINISTRATOR TO COUNTY MANAGER, COUNTY MANAGER OF GOVERNMENT DIFFERS NOT A GREAT DEAL BUT IT DOES DIFFER IN THE SENSE THAT UNDER THE COUNTY MANAGER FORM OF GOVERNMENT THE AUDITOR AND THE TREASURER ARE EMPLOYEES OF THE COUNTY ADMINISTRATOR OR SO WITHOUT GOING INTO A LOT OF DETAIL ABOUT THE WHYS AND WHEREFORES OF THAT.
THANK YOU SARAH. THE WHYS AND WHEREFORES OF THAT.
I JUST WANT TO ALERT EVERYBODY THAT THIS IS AN ITEM THAT THE EXECUTIVE COMMITTEE WILL BE TAKING UP AND WILL MOVE FORWARD TO SOME KIND OF RESOLUTION. AND SO WE ALL NEED TO BE THINKING ABOUT IT. I KNOW LOGAN, THIS IS NOT FAIR TO YOU TO THROW THIS AT YOU BECAUSE YOU PROBABLY HAVE NO IDEA WHAT WE'RE TALKING ABOUT BUT MAYBE YOU DO.
BUT BUT BUT ANYWAY, MAKE SURE THAT PUT THAT ON YOUR LIST OF THINGS TO FIND OUT ABOUT TO INQUIRE ABOUT AND TO FORM AN OPINION ABOUT WHETHER YOU THINK IT'S A GOOD IDEA OR A BAD IDEA.
I THINK MOST MOST OF THE FOLKS THAT HAVE BEEN ON COUNCIL FOR ANY LENGTH OF TIME I HAVE A PRETTY GOOD IDEA OF THE PROS AND CONS OF THIS. I MENTIONED MAYORS MEETINGS.
AS YOU KNOW WE'VE HAD THEM ON AN AD HOC BASIS BUT MAYORS MEETINGS KIND OF FALL INTO THE CATEGORY OF OF RELATIONSHIPS WITH THE VARIOUS ENTITIES THROUGHOUT THE COUNTY.
WE TALKED ABOUT LIAISONS AND THEN OF COURSE YOU HAVE THE SCHOOL DISTRICT IS ALSO CRITICAL AT VARIOUS TIMES. WE WE BECOME MORE IMPORTANT TO THE SCHOOL DISTRICT DEPENDING ON WHAT ELSE IS GOING ON. AND THERE HAVE BEEN TIMES WHEN OUR RELATIONSHIP WITH THE SCHOOL DISTRICT HAS BEEN UNFORTUNATE. IT HAS BEEN A CONTENTIOUS AND WE DON'T WANT THAT. NOBODY WANTS THAT. SO.
SO WE'RE GOING TO BE WORKING VERY HARD AND USING THE EXECUTIVE COMMITTEE AS A AS A AS A FORUM TO DO WHAT WE CAN TO MAKE SURE THOSE RELATIONSHIPS STAY AS POSITIVE AS POSSIBLE, NOT JUST WITH THE MAYORS MEETING BUT WORKING WITH THE WITH THE SCHOOL DISTRICT AND THE OTHER ENTITIES USING ART THE DESIGN PROCESS. I MENTIONED BRIEFLY BEFORE THE BEFORE THE LAST LESS SECTION ENDED ABOUT SHARED SERVICES. I MEAN THIS IS SOMETHING THAT HAS BEEN KICKED AROUND FOR AN I DON'T MEAN IT IN A IN A DISPARAGING WAY TO SAY THAT BECAUSE THERE'S ACTUALLY SOME THINGS HAVE BEEN DONE. IT'S NOT LIKE NOBODY'S EVER DONE ANYTHING ABOUT SHARED SERVICES. THAT'S ABSOLUTELY NOT TRUE.
BUT IT'S TRUE THAT THERE ARE SOME THINGS THAT WE COULD PROBABLY IMPROVE ON WORKING WITH OUR PARTICULARLY WITH OUR MUNICIPALITIES AND OUR FIRE DISTRICTS M.S. AND AND AND THE SCHOOL DISTRICT FOR THAT MATTER . SO WE'RE GOING TO BE KICKING THAT AROUND AND SAY WELL WHAT COULD WE POSSIBLY DO WITH THE SCHOOL DISTRICT? WELL, RIGHT OFF THE TOP OF MY HEAD I CAN TELL YOU THAT IT'S IF YOU'RE ON COUNCIL FOR ANY LENGTH OF TIME YOU'RE GONNA GET A LOT OF CALLS ABOUT ATHLETIC EVENTS.
KNOW MY CHILD WANTS TO PLAY SOFTBALL OR SOCCER OR WHATEVER BASEBALL, WHATEVER WHATEVER SPORT IT IS. AND YOU'RE GOING TO FIND THAT YOU RUN RIGHT INTO A PERENNIAL SHORTAGE OF OF A PLAY A VENUES TO PLAY THESE SPORTS AND THE SCHOOL HAS A LOT OF AND A LOT OF A LOT OF FIELDS THAT THEY CAN USE. SO ERRORS THESE ARE THE THINGS THAT WE NEED TO BE TALKING ABOUT HOW CAN WE BETTER SERVE OUR CITIZENS USING THE RESOURCES THAT ARE AVAILABLE TO US THAT MAY BE UNDERUTILIZED HERE OVER UTILIZED HERE.
SO SHARED SERVICES IS GONNA BE CAPITAL PROJECTS OF COURSE THAT'S SOMETHING WE KIND OF ALWAYS LOOK SO SHARED SERVICES IS SOMETHING WE'LL BE TALKING ABOUT.
THE. YES, SIR. YORK IS OF COURSE.
>> LET ME MAKE A COMMENT. YOU KNOW, WE ARE ASKING THE ADMINISTRATION AND I'M GLAD YOU RAISED RECREATIONAL FACILITIES AND FIELDS. WE ARE GETTING A REPORT FROM A CONSULTANT LOOK AT OUR RECREATIONAL NEEDS. AND I'M HOPING THAT THOUGH THE THAT WILL BE ONE OF THE AREAS THAT THEY WOULD ACTUALLY LOOK INTO TO SEE HOW WE CAN ACTUALLY HAVE A CROSS SHARING ALL THOSE FACILITIES BECAUSE CITIZENS OF MY AREA BASICALLY HAVE SAID,
[02:35:03]
YOU KNOW, WE THEY ARE THE FIELDS ARE THE SCHOOLS ARE THERE BUT WE CAN'T HAVE ACCESS TO IT. SO I'M HOPING AND I'M LOOKING FORWARD TO THE REPORT AT LEAST ATTEMPTING OR ADDRESSING THAT THAT NEED FOR THAT. I'M GLAD YOU SAID IT.THAT'S ALL I WANT TO SAY. THANKS. YEAH.
I DON'T KNOW HOW REALISTIC IT IS BUT I IMAGINE THE SCHOOLS DIDN'T SAY I DIDN'T SPECIFY
PUBLIC PAROCHIAL OR INDEPENDENT SCHOOLS. >> BUT THERE ARE CHARTER SCHOOLS. THERE ARE ALL SORTS SCHOOLS AROUND THAT THAT DON'T FALL INTO THE GENERAL CATEGORY QUOTE UNQUOTE PUBLIC SCHOOLS EVEN THOUGH CHARTER SCHOOLS CERTAINLY ARE PUBLIC SCHOOLS. BUT YOU HAVE YOUR PAROCHIAL SCHOOLS AND YOU HAVE INDEPENDENT SCHOOLS. SO MAYBE THERE MIGHT BE SOME OPPORTUNITIES FOR SOME DISCUSSION THERE AS WELL. I'M NOT MAKING ANY PREDICTIONS. I'M JUST SAYING THAT WHERE THESE TO THE EXTENT THAT THESE FACILITIES EXIST AND TO THE EXTENT WHICH THEY'RE UNDER UTILIZED, I THINK AT A MINIMUM WE WANT TO HAVE THAT CONVERSATION.
THE OTHER TOPIC WELL THE SAME LINES AS IS OUR PHYSICAL PLANT OR BUILDINGS THAT WE USE FOR DIFFERENT PURPOSES. WE SPEND AN AWFUL LOT OF MONEY ON BUILDINGS MAINTAINING BUILDINGS AND RIGHT NOW OF COURSE WE HAVE THE ARTHUR HORNE BUILDING BEING FINISHED UP AND THAT'S A PROJECT THAT TOOK US A LONG TIME TO PUT TOGETHER AND AND BRING TO FINALITY. BUT THERE ARE GOING TO BE MORE BEFORE COUNTY CONTINUES TO GROW . EVERY TIME WE TURN AROUND THERE'S SOMEBODY THAT'S CRAMMED IN A BASEMENT SOMEWHERE CAN'T BREATHE. I MEAN THE SHERIFF IS COMES TO MIND PROBABLY AS QUICKLY AS ANYBODY. THE SHERIFF'S AS IF YOU'VE BEEN OVER TO THE OVER THE COMMUNICATIONS CENTER LATELY AND YOU KNOW WHAT'S GOING ON UP THERE IS THEY'RE PACKED IN THERE LIKE SARDINES AND THAT'S JUST ONE EXAMPLE.
SO WE'RE CONSTANTLY US AT AND OF COURSE THE SCHOOL DISTRICT AS WELL ARE CONSTANTLY LOOKING AT FACILITIES AND BUILDING UTILIZATION. WE'VE HAD NUMEROUS CONVERSATIONS OVER THE LAST YEARS ABOUT ABOUT DO WE NEED TO DO DO WE NEED TO RAISE OUR EASY E THE EXISTING ADMINISTRATION BUILDING AND PUT SOMETHING ELSE WE NEED TO BUILD MORE OUT IN THE PARKING LOT. DO WE NEED TO MOVE ACROSS THE STREET AND BUY THE OLD PIGGLY WIGGLY? I MEAN THERE ARE ALL SORTS OF QUESTIONS THAT HAVE BEEN RAISED AND CAN CONTINUE TO KIND PERCOLATE ON THE BACK BURNER AND THEN OF COURSE THE QUESTION BECOMES OF THE EXISTING FACILITIES WE HAVE TO DO WE? ARE THEY BEING UTILIZED
PROPERLY NOW IF SURE TO COME IN? >> YES.
LAST YEAR WE THERE WAS A DECISION MADE AND THEN RECOVERED THAT WENT BY THE WAYSIDE BECAUSE WE DID THE ADMINISTRATION SAID WE DIDN'T HAVE ENOUGH MONEY TO DO IT.
BUT WE WE TALKED AT LENGTH ABOUT HAVING A REAL ESTATE SPECIALIST, SOMEONE THE DIFFERENT DEPARTMENTS KEEP UP WITH IT. BUT WE DIDN'T HAVE A SOMEBODY THAT WOULD KEEP UP WITH AN INVENTORY OF ALL OUR REAL ESTATE AND WE ALSO TALKED ABOUT REAL ESTATE THAT WE MIGHT NEED TO ACCESS AND GET RID OF TOWN OF OIL HAS TALKED TO US ABOUT A PIECE OF PROPERTY THAT THE COUNTY OWNS THAT THEY WOULD LIKE TO SEE PUT BACK INTO BACK ON THE TAX ROLLS. AND I'D LIKE TO KEEP THAT IDEA ALIVE.
I MEAN WE'RE YOU KNOW, FINANCIALLY MAYBE WE'RE IN A BETTER SHAPE NOW TO HIRE SOMEBODY LIKE THAT. THAT WOULD BE I KNOW FACILITIES DOES A GREAT JOB IN KEEPING UP WITH WHAT WORKS WHERE BUT WE NEED A WAY. I THINK WE NEED A PERSON THAT CAN KEEP UP WITH IT ON A DAY TO DAY BASIS AND AND WE'RE WHERE OUR SPACE IS AND WHERE OUR REAL ESTATE IS. BECAUSE I'M NOT SURE THERE'S A POINT PERSON FOR THAT RIGHT NOW . WE'RE HAPPY FROM THE ADMINISTRATION'S STANDPOINT THAT CREATE A GOAL FOR THE EXECUTIVE COMMITTEE ON BOTH OF THOSE ITEMS. IT IS SOMETHING WE TALK ABOUT AS SOMETHING WE'RE HAPPY TO DO WITH REGARDS TO THE RECREATION FACILITIES AND THE BUILDING FACILITIES AND THE PLAN FOR THAT YOU WILL HEAR ABOUT THAT AS A PART OF THE PUBLIC FACILITIES AGENDA ON THE MASTER PLAN FOR THE BUILDINGS IN OUR SPACE NEEDS ANALYSIS ON THURSDAY TOMORROW YOU WILL HEAR FROM CHUCK ATKINSON.
WITH REGARDS TO RECREATION AS PART OF COMMUNITY SERVICES AND NATURAL RESOURCES COMMITTEES AS WELL. SO WE'RE HAPPY TO CREATE A GREAT GOAL FOR YOU ON THE EXECUTIVE COMMITTEE ON THE REAL ESTATE PROFESSION. I THINK IT'S SOMETHING WE NEED TO DO IS SOMETHING THAT WE COULD SAVE MONEY ON LONG TERM BECAUSE WE PAY OUT A LOT OF LEGAL FEES EVERY YEAR FOR PEOPLE TO DO THINGS THAT WE CAN BRING IN-HOUSE AND DO OURSELVES THAT WOULD SAVE US FROM OUTSIDE COUNTS. MARC LARSEN, YOU'RE ON TOP.
I ACTUALLY HAVE THAT AS PART OF THE FINANCE COMMITTEE BUT OBVIOUSLY EXECUTIVE COMMITTEES IS SOME PLACE THAT IT COULD EASILY GO IN ON TOP OF THAT BESIDES THE PROPERTY WE OWN
[02:40:03]
WHICH I'VE BEEN TOLD IN THE PAST I THINK ON WAIVERS THAT WE HAVE FIVE HUNDRED PIECES OF PROPERTY IN THE COUNTY AND NO ONE REALLY KNOW WHERE THEY WERE AND THEY DID SUPPLY A LIST. BUT IT'S ALSO ALL OF OUR LEASES THAT WE'VE GOT AND WE'RE THE LESSEE WE SAW AS WELL THAT WE NEED TO ALICE, YOU KNOW SOMEONE THAT TAKES CARE OF THOSE HOUSE REALIZING THAT WE DIDN'T EVEN KNOW WE HAD A WHEN I FIRST GOT HERE THAT WE HAD A LEASE ON THE PARKING LOT THAT WE'RE COSTING US MORE THAN WHAT WE WERE, YOU KNOW, RENTING THE BUILDING FOR.SO THOSE ARE KIND OF THINGS THAT SO YEAH, NO MATTER WHERE IT GOES, WHETHER IT'S AN EXECUTIVE COMMITTEE WHICH I THINK IS GREAT OR IF YOU WANTED TO PUT IN THE FINANCE COMMITTEE EITHER WAY I THINK THAT'S SOMETHING THAT I WOULD WANT TO I THINK MOST OF OUR COUNTS PEOPLE WANT TO MOVE FORWARD WITH. GREGG LOGAN, I JUST ONE THING TO THINK ABOUT AND I KNOW WE'RE GOING TO GET TO IT MORE TOMORROW BUT AS WE TALK ABOUT EXPANDING REC AND ALL THE COUNTY, WE KNOW THAT THIS AREA IS GOING TO CONTINUE TO GROW.
MY MINDSET IS I THINK WE SHOULD TRY TO SHOOT BIG WITH IT AND WE'RE GOING TO TRY TO GET ANOTHER REC AREA DO SOME TYPE OF COMPLEX. I HOPE THAT WE GO BIG ENOUGH WHERE IT'S BUILT FOR THE FUTURE NOT JUST FOR WHAT WE NEED NOW SOMETHING THAT WE CAN USE EVEN OUTSIDE OF JUST REC ACTIVITIES . BUT EVEN YOU KNOW OUR FARMER MARKETS ARE FESTIVALS. I MEAN I KNOW I'VE SEEN OTHERS ACROSS THE STATE.
I DON'T KNOW IF YOU GUYS HAVE SEEN MYRTLE BEACH IS COMPLEX BUT I THINK THAT'S A LOFTY GOAL BUT I THINK IT'S SOMETHING THAT WE SHOULD SHOOT FOR. IF YOU GUYS HAVEN'T SEEN THAT, I CAN FORWARD THAT COMPLEX OUT TO YOU GUYS. YOU CAN SEE WHAT I'M TALKING ABOUT BUT JUST SOME TO THINK ABOUT WHEN WE GET INTO IT. YES, SIR.
MR. CHAIRMAN? YEAH. LAST YEAR WE ALSO HAD A PRESENTATION FROM THE U.S. T.A. GROUP THE UNITED STATES TENNIS ASSOCIATION GROUP WHO HAS ACCESS TO FUNDING BECAUSE THEY WERE LOOKING AT BUILDING A TENNIS COMPLEX BECAUSE THERE ARE A LOT OF PEOPLE IN BEAUFORT COUNTY THAT PLAY TENNIS AND THEY WERE LOOKING TO BUILD A FACILITY IN CONJUNCTION WITH EITHER THE MUNICIPALITY OR THE COUNTY AND SUPPLY SOME OF THE FUNDING. AS A LONG TERM RECREATIONAL FACILITY FOR BEAUFORT COUNTY.
SO WE TAP INTO THEM AGAIN TO SEE WHERE THEY ARE, WHAT THEY CAN DO AS PART OF WHAT LOGAN WAS TALKING ABOUT. YEAH, WE'RE GOING TO GO BIG, YOU KNOW, A COMPLEX THAT COULD HANDLE SOCCER, SOFTBALL, TENNIS THAT HAS STADIUMS WHERE YOU CAN HOLD TOURNAMENTS.
SO YEAH, I AGREE WITH YOU, LOGAN. GOOD IDEA ALSO.
MR. CHAIRMAN, I MIGHT THROW A PLUG IN THERE AS WELL FOR SOMETHING THAT MANY OF US ARE JUST LEARNING ABOUT INCLUDING MYSELF BUT IS VERY, VERY POPULAR IS GAINING MOMENTUM HERE IN THE COUNTY AND THAT IS THE ADDITION OF A COMPREHENSIVE COMPLEX PICKLED BALL FACILITY FOR PEOPLE TO PLAY AND PARTICIPATE IN PICKLE BALL. SUE PAGE, THANK YOU.
PEOPLE MOVE TO SUN CITY BECAUSE WE HAVE PICKLE BALL. >> SO WE NEED WE NEED TO WORK OUT WHAT THE LONG TERM ECONOMIC IMPLICATIONS OF THAT COULD BE AS WELL BECAUSE WE'VE HOSTED TOURNAMENTS AND THINGS LIKE THAT THAT WE'RE BRINGING PEOPLE IN HERE TO STAY AND THAT LEADS TO ACCOMMODATIONS, ECONOMIC BENEFIT FOR OUR BUSINESS BUSINESSES THAT SELL FOOD AND THINGS LIKE THAT TOO. ANYWAY, WE'LL BE GLAD TO LOOK AT ALL OF THAT.
MR. CHAIRMAN, THANK YOU. AND I DON'T HAVE A PROBLEM WITH THINKING BIG.
I THINK THAT'S GRAND. I JUST WANT TO MAKE SURE THAT FOLKS IN THE INNER CITY GET A PLACE TO GO. FOLK SONGS TO HELP. GOT A PLACE TO GO AND THEY CAN PARTICIPATE IN RECREATIONAL ACTIVITIES LEAGUES I HAVE A PROBLEM WITH.
BUT I WANT PEOPLE JUST TO BE RECREATED IN A CHARITY AND MAKE SURE THAT WE DON'T LEAVE THEM OUT. IF I LOOK AT THE CITY OF BEAUFORT AND FOR ANYTHING GRAY AND THERE IS NO PROPERTY LOCATED BUT THEY NEED TO HAVE A LOCAL TO COME OUT TO BIGGER STATE OR OR PROBLEM BURTON WILLS TO THAT FACILITY. THEY ONLY FACILITIES RIGHT IN THE INNER CITY OF BEAUFORT SO THOSE OF RECREATIONAL ACTIVITIES STILL WANT TO MAKE SURE WE DON'T LEAVE THOSE FOLKS OUT. THANKS.
THANK YOU, YORK. WHEN WE'RE IN ERIC MENTIONED TAKE A BALL.
I LAUGH BECAUSE JUST BEFORE THIS MEETING I GOT A VERY, VERY LONG EMAIL ABOUT TAKE A BALL.
LOGAN'S LAUGH AND HE MUST HAVE GOTTEN THE SAME E-MAIL. BUT I MEAN THIS IS THIS THIS IS
[02:45:05]
A HARD SELL PLEAD FOR US TO GET OUR ACT TOGETHER, GET SOMETHING GOING.THIS WAS PARTICULARLY NORTH OF THE BROAD BUT I DON'T THINK THIS IS THE NORTH OF THE BROAD EXCLUSIVE PROBLEM. I THINK THAT WE READ IT. BUT IT DID REMIND ME YESTERDAY YES OR NO NOT YESTERDAY BUT IT MAYBE WAS YESTERDAY AT THE NATURAL RESOURCES COMMITTEE MEETING WHEN WE WERE TALKING ABOUT THAT PARTICULAR PROPERTY. ONE OF THE SOMEBODY SUGGESTED THAT MAYBE WE COULD NEGOTIATE A SPORTS ATHLETIC FIELD ON THAT PARTICULAR PIECE OF PROPERTY.
SO THERE ARE ALL SORTS OF POSSIBILITIES AND THIS IDEA OF THINKING BIG IN YEARS PAST AND I KNOW I FANTASIZED ABOUT A COUPLE OF THINGS MYSELF. ONE IS HARDY VAIL WORKING WITH HARDY VAIL COMPLEX BUT WE'VE HAD EVEN HAD DISCUSSIONS WITH HIM ALREADY.
PARTY BILL HAS A PRETTY NICE BUDGET AND THEY HAVE A NICE CASH FLOW EVER EVER INCREASING TAX BASE AND HAVE AN EVER INCREASING POPULATION. SO WORKING WITH HARDY BILL IS CERTAINLY SOMETHING IN THE AND IF IF YOU'VE BEEN NICK TO CONWAY SOUTH CAROLINA LATELY AND SEEN WHAT HAPPENED WITH WITH THE WITH THE UNIVERSAL THERE USED TO BE US USCCB.
WHAT WAS IT CALLED GRAND STRAND OR SOMETHING LIKE THAT? ANNOUNCED COASTAL CAROLINA.
I MEAN IT'S AMAZING. AND SO WHAT WE COULD IN THEORY DO WITH THE UNIVERSITY OF SOUTH CAROLINA BEAUFORT OF COURSE THEY'RE GOING TO NEED A LOT OF HELP WITH BUILDING BUILDINGS TO ATTRACT MORE PEOPLE. BUT THAT'S ANOTHER POSSIBILITY, RIGHT? I'M SORRY CHRIS. I DIDN'T MEAN TO CUT NINE HOURS OFF.
THANK YOU. I'M WITH I'M WITH YOU ON TACO BELL.
I DON'T UNDERSTAND TACO BELL SO SOMEBODY COULD EXPLAIN TO ME THAT WOULD BE PERFECT.
BUT BESIDE THAT CONSTITUENT FLOATED THE IDEA TO ME SOME LONG, LONG TIME AGO ABOUT A BASEBALL FACILITY, A YOUTH BASEBALL FACILITY THAT'S SOUNDS SOFTBALL APPARENTLY THAT DRIVES A LOT OF TOURISM. SO THAT'S SOMETHING THAT WE SHOULD BE THINKING ABOUT AS WELL. I KNOW WE THOUGHT ABOUT IT A LITTLE BIT WHEN WE HAD THAT OTHER PIECE PROPERTY THAT WE WERE TALKING ABOUT BUT WE COULD RESURRECT THAT IDEA AS WELL.
MIKE AND I WILL TELL YOU THIS DOES MY HEART GOOD BECAUSE THE OPENING STATEMENT I MADE WAS
WEIRD. >> WE HAVE TO SET OUR GOALS AROUND LIVE WORK AND PLAY AND THIS IS THIS IS ONE OF THEM THE PLAY PARK DRAWING PEOPLE WHO LIVE HERE OUT DOORS WITH SOMETHING TO DO AND DRAWING THE TOURISTS TO COME HERE BECAUSE WE HAVE THE SPORTS FACILITIES FOR THEM TO UTILIZE. SO I THINK THIS IS A GREAT IDEA .
AND THIS IS GOING TO CROSS SEVERAL COMMITTEES THAT WILL WORK IN HARMONY.
GO AHEAD, LOGAN OR CHRISTMAS SAND. YOU KNOW, I'D SORT OF THE INDUSTRY I WORK IN I KNOW CHRIS HAS KIDS AS WELL. THOSE BASEBALL TOURNAMENTS AND LACROSSE TOURNAMENTS ARE HUGE EVENTS. AND HOPEFULLY MY GOAL WOULD BE THAT THOSE EVENTS THAT WE COULD HOST AND HOLD COULD MAKE THAT CENTER AT LEAST A BREAK EVEN FOR US. SO IT'S NOT PROFIT FOR THE COUNTY AND THEN THAT LETS OUR PEOPLE USE OUR FACILITY FOR FREE AS A BREAK EVEN YOU KNOW THAT THEY ARE MASSIVE EVENTS.
THEY ARE A WEEK LONG EVENT AND WE CAN TOURNAMENTS AND PEOPLE TRAVEL FROM STATE TO STATE TO GO TO THESE COMPLEXES FOR BASEBALL, SOFTBALL, LACROSSE. I THINK IF WE'RE GOING TO ADDRESS THAT REC CENTER WE GOTTA MAKE IT BIG ENOUGH FOR THOSE BECAUSE THEN WE'RE JUST GIVING THE SAME SITUATION WE'RE IN NOW IF WE DON'T. GREAT POINT, CHRIS.
AND THROW IN SOCCER. SOCCER IS HUGE. MR. CHAIRMAN, IF I'M NOT MISTAKEN, WE'VE BEEN DOING THE SOFTBALL HUGE TOURNAMENTS FOR A WHILE AT BLUFFTON WHICH HAVE THEY'VE BEEN BROADCAST ON OUR NETWORK AND PEOPLE WERE WATCHING THEM ALL OVER THE WORLD. APPARENTLY WHILE THEY WERE DEPLOYED SAID CHUCK COULD PROBABLY ADDRESS THAT BETTER THAN ME. BUT I THINK THAT'S A MODEL OF WHAT WE COULD WE COULD TAKE OTHER PLACES TO THE BIG SOFTBALL TOURNAMENTS.
YES, MAYBE WE'VE DONE THE SOFTBALL. >> WE HAVE DONE DIXIE YOUTH.
WE'VE DONE OTHER EVENTS AND WE DO LOOK FORWARD TO DOING THOSE AGAIN.
ROSIE ONE OF OUR ONE OF OUR MILITARY PARENTS IN AFGHANISTAN CHALLENGED ONE OF THE REFEREES CALLS FROM AFGHANISTAN. NO, I'M SERIOUS THAT HAPPENED. OK.
I WAS A GOOD DISCUSSION AND I I I I AGREE IT'S A BIG THINK BIG THEY THE NEXT ITEM I WAS GOING TO TALK ABOUT IS THE WEBSITE DEVELOPMENT. I DON'T KNOW HOW MUCH OF THAT'S GOING TO BE EXECUTIVE COMMITTEE AND HOW MUCH THAT'S GONNA BE ADMINISTRATION BUT.
[02:50:05]
BUT YOU KNOW, WE'RE GOING TO. AND THIS IS SOMETHING IS OUR TOP PUBLIC RELATIONS GUY STILL ON? NO, HE'S NOT. HE'S GOING RIGHT.OKAY. BUT THAT'S SOMETHING THAT WE'LL BE TALKING ABOUT.
ANOTHER ITEM WHICH LARRY, WHERE ARE YOU? LARRY? ARE YOU THERE? LARRY? CAST OVER TO COVID 19 EXPOSURE PROTOCOL. FIRST OF ALL, LET ME SAY THAT I HAVEN'T I HAVE NO EXPERTISE IN THAT AREA. BUT WE CAN CERTAINLY TALK ABOUT IT GO WITH 96 EXPOSURE PROTOCOL THE THE SHERIFFS AND WE COULDN'T TALK. CAN YOU ELABORATE ON THAT FOR ME A LITTLE BIT BECAUSE WE HAVE COVERED EXPOSURE PROTOCOL IN A COVERED LEAVE LEAVE POLICY HERE FOR THE NEW BUILDINGS OR FACILITIES. IS THAT SOMETHING THAT SHOULD BE ON JUST A COUNTY EMPLOYEES AND STAFF FOR PILOT SPECIFICALLY WITH COUNTY EMPLOYEES STAFF AND THE EXPOSURE PROTOCOL WITH REGARD TO WHAT PEOPLE ARE EXPECTED TO DO IF THEY DISCOVER THAT THEY'VE BEEN EXPOSED OR SUSPECT THEY'VE BEEN EXPOSED?
>> AND I JUST WANTED TO HAVE IT AS A DISCUSSION ITEM TO MAKE SURE THAT THERE WAS A PROTOCOL IN PLACE THAT PEOPLE ARE AWARE OF AND ARE FOLLOWING BECAUSE OTHER ORGANIZATIONS HAVE THEM THERE RATHER EXTENSIVE AND VERY SPECIFIC AND WANTED TO MAKE SURE THAT WE HAD THAT IN PLACE BECAUSE I DON'T KNOW WHEN THIS IS ALL GOING TO WRAP ITSELF UP OR HOW LONG WE'RE GOING TO BE DEALING WITH THIS. BUT I EXPECT THAT WITH THESE VARIOUS THAT WE NOW HAVE COME ACROSS THAT THIS IS GONNA BE AROUND HERE FOR A WHILE AND PROBABLY INTO THE FALL.
SO I WANTED TO BE SURE THAT PEOPLE OF THE TWELVE HUNDRED EMPLOYEES OR SO THAT WORK FOR US THAT EVERYONE IS AWARE OF WHAT THEY SHOULD DO IN THE EVENT OF AN EXPOSURE AND IN THE EVENT OF AN EXPOSURE. I JUST WANTED TO MAKE SURE WE HAD THAT IN PLACE SO IT WAS LISTED AS A DISCUSSION ITEM FOR THE NEXT EXECUTIVE COMMITTEE MEETING.
YEAH WE DO HAVE THAT AND WE CAN SHARE THAT WITH YOU ALL OF THIS AFTERNOON AND IF YOU ARE HAVING QUESTIONS ABOUT IT DURING THE NEXT FEW DAYS WE'LL BE GLAD TO ANSWER THOSE QUESTIONS OR IF YOU WANT TO MAKE SUGGESTIONS ON HOW WE CAN IMPROVE IT AND WE'LL BE GLAD TO DO THAT AS WELL.
OK, MELODRAMATIC TOLD TO GET THAT OUT OF YOU ALL BEFORE THE END OF THE DAY.
THEN OF COURSE WE TALKED A LITTLE BIT ABOUT THE SHERIFFS AS PART OF THE FACILITY'S PROBLEM, THE ONGOING FACILITY'S PROBLEMS AND HIS MOVE OR POTENTIAL MOVE TO THE COURTHOUSE AND WE'RE CERTAINLY WANT TO TALK ABOUT THAT IN THE CONTEXT OF THE OTHER PHYSICAL PLANTS THAT WE'RE GOING TO BE DISCUSSING THE STATUS OF RETIREE LITIGATION.
THIS IS THE PROBLEM THAT NEVER GOES AWAY. I MEAN WE HAVE SO MANY PEOPLE THAT ARE THAT ARE ARGUABLY POTENTIALLY AFFECTED THAT WE MAY WANT TO TALK ABOUT AND WE HAVE PEOPLE LATER ON THIS COUNCIL WHO ARE AFFECTED BY IT. THEY HAVE PLENTY OF PEOPLE WHO ARE STILL EMPLOYED BY THE COUNTY WHO ARE AFFECTED BY IT. SO IT'S GOING TO I GUESS IT'S GOING TO POP UP AS A DISCUSSION ITEM FROM TIME TO TIME. HE NEEDS A HOME.
AND I GUESS IF IT FOUND ITS HOME IN THE EXECUTIVE COMMITTEE SO SO YOU KNOW, NOW A DETAILED PROGRAM AND WE GET TO TWO THINGS HERE SCALE PROGRAM AND ILLEGAL DUMPING I GUESS THEY'RE KIND OF RELATED BUT I'M NOT SURE THAT THIS IS THE RIGHT SPOT FOR HIM AND MAYBE IT IS THE PARTICULAR PROGRAM IS OBVIOUSLY VERY CHALLENGING FOR STAFF.
I MEAN WE WE CHARGE THEM WITH A PRETTY DOGGONE BIG RESPONSIBILITY AND THEY'RE DOING A PRETTY GOOD JOB OF KEEPING UP WITH IT AS WE'RE JUST SO MANY UNFORESEEABLE CIRCUMSTANCES THAT JUST HAD TO BE DEALT WITH AS THEY POPPED. I'D LIKE TO THINK THAT WE'RE WE'RE IN FRONT OF MOST OF IT AND KEEP FROM IT, IF YOU LIKE IN FRONT MOST OF IT AND WE WILL IRON THEM ALL OUT AS TIME GOES ON. THEY'RE STILL GONNA BE A FEW PEOPLE WHO WE'RE NOT HAPPY ABOUT SOMETHING THAT WE CAN TRY TO DEAL WITH IT AS IT COMES UP.
BUT THAT'S SOMETHING THAT WE CAN TALK ABOUT. EXECUTIVE COMMITTEE IF ANYONE SO WISHES. YEAH, ILLEGAL DUMPING. GO AHEAD, DEREK.
YEAH. I DON'T KNOW THAT I'M SO ENTHUSIASTIC AS YOU ARE ABOUT US BEING IN FRONT OF IT. WE DO HAVE FOLKS THAT ARE SPENDING TIME DEALING WITH IT.
I DO THINK IT STILL REMAINS CONTROVERSIAL FOR THE CITIZENS SOMETHING WE DEAL WITH A LOT.
IT'S SOMETHING I DEAL WITH A LOT. SO I WOULD JOB IT'S NOT NECESSARILY A GOAL. I DO THINK THAT THE DEKALB PROGRAM IF WE DO NOT DO IT RIGHT IN THE CLOSING AND RESTRICTING THE CONVENIENT CENTER HOURS THE WAY WE HAVE IS GOING TO LEAD TO MORE ILLEGAL DUMPING AND LITTERING WHICH IS GOING TO PUT PRESSURE ON OTHER
[02:55:06]
PARTS OF OUR EQUATION. SO I WOULD JUST INVITE ANY INDIVIDUAL COUNCIL MEMBER THAT MIGHT HAVE CONCERNS ABOUT THAT OR HERE THOSE THINGS IF YOU COULD LET ME KNOW THOSE CONCERNS DIRECTLY I WOULD APPRECIATE THAT SO THAT WE CAN DECIDE HOW TO ULTIMATELY MANAGE THIS DEKALB PROGRAM. SOLID WASTE IN THE CONVENIENT CENTER PROGRAM.MOVING FORWARD IN THE MOST EFFECTIVE WAY AND MANNER POSSIBLE.
SO JUST I I INVITE YOU TO DO THAT. OFF LINE WITH ME INDIVIDUALLY OR I CAN TAKE QUESTIONS COMMENTS NOW. YORK, I SEE YOUR HAND.
YEAH. MR. CHAIRMAN, I WANT TO FOLLOW UP ON SOMETHING YOU SAID ABOUT ACCESS BY PROPERTY OWNERS IN AN APARTMENT COMPLEX AND I DON'T KNOW WHERE THE STAFF IS WITH WITH THAT BUT I'VE GOTTEN A CALL A COUPLE OF COMPLAINTS AS WELL FROM PEOPLE IN A COP IN APARTMENT COMPLEX NOT HAVING ACCESS TO DETAILS. SO I'M JUST HOPING THAT THE STAFF COULD MOVE ON THAT REAL FAST EITHER GETTING SOME INFORMATION THERE, LETTING PEOPLE KNOW THAT WE'RE WORKING ON IT AND THEY STOKING CONTINUED TO USE THE CELLAR UNTIL WE GET IT ALL BEHIND US TO STUFF. BUT I THINK WE NEED TO JUST DO A GOOD JOB OF PR AND THEN TRY TO ADDRESS THAT PROBLEM WITH THOSE APARTMENT COMPLEX.
ONE OF THE THINGS THAT WE TOO WE'VE TALKED ABOUT OFTEN ON FOR A LONG TIME AND THAT IS MANDATORY CURBSIDE AND EVERY TIME IT'S LIKE THE THIRD RAIL I THINK MOST OF YOU ARE AWARE OF THAT YOU BRING IT UP IN CERTAIN CIRCLES AND YOU GET A KNEE REACTION TO IT.
SO AND WE'VE BUT WE'VE NEVER REALLY PUSHED A MANDATORY CURBSIDE AND I DON'T KNOW.
I DON'T KNOW WHEN OR IF WE ARE GOING TO PUSH MANDATORY CURBSIDE BUT THAT GOES A LONG WAY IN MY MIND TOWARDS DEALING WITH THIS ISSUE BECAUSE AS THE POPULATION INCREASES THE AMOUNT OF TRASH INCREASES AND GOD HELP US DURING. TOBIN I DON'T KNOW ABOUT YOUR TRASH CAN BUT I'VE NEVER SEEN SO MUCH TRASH. I HAD MY TWO DAUGHTERS WERE HERE AND I MEAN WE COULDN'T. WE WERE OVERWHELMED TRIALS BECAUSE OF THE U.P.S. PACKAGES AND AND THE UH AND THE OVERNIGHT STUFF. FEDEX OH IT IT'S GOING TO JUST GROW AND GROW AND GROW AND WE AT DIFFERENT TIMES WE'VE HAD SOLID WASTE STUDIES.
WE'VE HAD SOLID WASTE MEETINGS. AND WE HAVE A SOLID WASTE COMMITTEE, BY THE WAY.
I DON'T KNOW HOW MANY ATTENDED THEIR MEETINGS BUT THEY HAVE A PRETTY TOUGH ASSIGNMENT BUT WHETHER OR NOT WE WANT TO GO DOWN THE ROAD OR START TALKING ABOUT MANDATORY CURBSIDE OR NOT, I DON'T KNOW. BUT ANYWAY, IT'S IT'S A SOLID WASTE.
A BIG, BIG, BIG, BIG PROBLEM ALWAYS HAS BEEN ALWAYS WILL BE AND OF COURSE OUR RELATIONSHIP WITH WASTE MANAGEMENT, THE FACT THAT THEY HAVE THEY'VE GOT HOW DO I SAY THIS NICELY I ALMOST SAID THEY'D BRIBE BUT THAT'S NOT FAIR. THEY HAVE.
THEY HAVE MADE CAMPAIGN CONTRIBUTION SIGNIFICANT CAMPAIGN CONTRIBUTIONS TO OUR LEGISLATURES TO THE EXTENT THAT THEY HAVE PASSED A LAW THAT SAYS YOU CAN'T HAVE A A SOLID WASTE DUMP WITHIN 75 MILES OF AN EXISTING DUMP WHICH MEANS THE ONLY WAY ONLY WAY WE COULD HAVE ONE IN BEAUFORT COUNTY WOULD BE ON SEA PONDS. AND STU DIDN'T SEEM PARTICULARLY ENTHUSIASTIC BUT THAT'S OK. BUT MY POINT IS THERE ARE JUST SO MANY HURDLES TO GET OVER WHEN YOU START DEALING WITH SOLID WASTE IT REALLY IS A PROBLEM BUT WE WILL BE WE WILL DEFINITELY BE TALKING ABOUT THAT.
>> I'VE SENT THAT OVER THERE AS AN ITEM FOR DISCUSSION BECAUSE IT WAS PREDICTABLE AND PEOPLE DID PREDICT IN FACT ONCE WE STARTED TO ELIMINATE THE DEMOLITION AND CONSTRUCTION YARD WASTE PEOPLE WERE BRINGING THINGS TO TO DUMP INTO THE CONVENIENCE CENTER THAT THERE WOULD BE ILLEGAL DUMPING TAKING PLACE THROUGHOUT THE COUNTY.
THAT WAS THAT WAS PREDICTED AND IT WAS ONE OF THOSE UNINTENDED CONSEQUENCE OF THE DEKALB PROGRAM THAT WAS INSTITUTED TO SEE IF WE COULD CONTROL THE AMOUNT OF WASTE COMING IN FROM EXACTLY THOSE SOURCES BECAUSE IT WAS COSTING US PROBABLY HALF OF THE FEE FOR ALL OF THE DUMPS THAT CONVENIENCE CENTERS THAT WE HAVE IN PLACE AND NOW PEOPLE ARE STARTING TO REPORT TO US THROUGH EMAILS THAT THEY'RE STARTING TO SEE THAT OCCURRING THROUGHOUT THE COUNTY AND THAT IS SOMETHING THAT THE SHERIFF CERTAINLY WEIGHED IN ON EARLY AND SAID HE WOULD BE AWARE OF IT AND ALERT TO IT. BUT NOW THAT'S JUST ANOTHER THING FOR HIM TO DO.
WE'VE JUST FINISHED PASSING THE NOISE ORDINANCE WHICH IS ANOTHER THING FOR HIM TO DO.
SO AS THE POPULATION HERE KEEPS GROWING AND THESE ISSUES KEEP ARISING.
[03:00:06]
IT SEEMS MORE AND MORE OF THIS FALLS ONTO THE ONTO THE SHERIFF'S DEPARTMENT AND OUR CONTROLS TO TRY AND MAKE THINGS BETTER SOMETIMES MAKE THINGS WORSE.SO I'M NOT SURE HOW WE CAN GO WHAT WE'RE GOING TO DO GOING FORWARD WITH THIS BUT THERE SEEMS TO BE A NEED TO GET A LITTLE BETTER ORGANIZED WITH REGARD TO DOING SOMETHING ABOUT TRYING TO STOP A LITTER AND DUMPING THAT'S TAKING PLACE THROUGHOUT THE COUNTY BECAUSE IT APPEARS FROM THE EMAILS COMING IN THAT MORE AND MORE PEOPLE ARE SEEING THERE WERE MORE AND MORE PEOPLE ARE REPORTING IT. I DON'T HAVE THE ANSWER TO THAT. I JUST THOUGHT IT MIGHT BE SOMETHING WE WOULD WANT TO
BRING OUT INTO THE OPEN AND HAVE A DISCUSSION ABOUT BRIAN. >> JARED WILL COME TO YOU.
YOU CAN READ AND WRAP IT UP. BRIAN, THANKS. AND I'M PROBABLY GONNA HEAD DOWN THE SAME POINT THAT JARED INTENDED TO MAKE THAT IS THAT WE'VE ALREADY TRIPLED THE WORKFORCE OF OUR LITTER CONTROL OFFICERS AND WE HAVE TO EMPLOYEES IN ADDITION TO THE ONE WE'VE ALWAYS HAD IN THERE WORKING HARD. I ASSUME THAT THAT THIS EXTRA LITTERING THAT WE'RE SEEING WILL LEAD TO NOT ONLY ENFORCEMENT BETTER ENFORCEMENT BUT ACTUAL CONVICTIONS FOR THIS AND SOMETHING NOTEWORTHY THAT WOULD GO IN THE NEWSPAPER LIKE JOHN SMITH WAS ARRESTED AND CHARGED WITH ILLEGAL DUMPING ALONG OLD JERICHO ROAD OR SOME SUCH THING AND IN FINED FOUR THOUSAND DOLLARS OR SOME MAXIMUM AMOUNT.
AND SO ERIC, I HOPE THAT THAT YEAR PEOPLE WILL BE FORCEFUL IN THEIR INVESTIGATION OF ILLEGAL DUMPING. THAT'S ALL I HAVE TO SAY. I GUESS THE FURTHER EXTENSION, BRIAN, ON THAT AND I AGREE WITH WHAT YOU SAID IS WHAT THEN DO WE DO WHEN WE LOCATE THESE
PROBLEMS? >> THEN WHO WILL BE CHARGED WITH REMOVING ALL OF THIS LITTER AND DUMPING THAT WE'RE GOING TO COME ACROSS THAT THEY'RE TAKING ENFORCEMENT ACTION ON? WHAT ABOUT THE REHABILITATION EFFORT? AND I THINK THAT WOULD HAVE BEEN PART OF THE DISCUSSION THAT WE'LL HAVE AT THE NEXT EXECUTIVE COMMITTEE MEETING BECAUSE NOW THAT WE'VE IDENTIFIED AS A AREA WHERE THINGS ARE BEING DUMPED, SOMEBODY HAS GOT TO DO SOMETHING ABOUT REMOVING THE THINGS THAT HAVE BEEN DUMPED, YOU KNOW, AND THAT'S A WHOLE OTHER ISSUE I THINK THAT HAS TO BE ADDRESSED. CARLSON SO WE HAVE WE AS COUNCILMAN GOODELL I MENTIONED WE HAVE MISSING TWO ADDITIONAL LITTER CONTROL OFFICERS SO THERE IS LITTLE CONTROL AT KID COME TO THE COUNTY FOR ENFORCEMENT NOT THIS YEAR. THE SHERIFF WOULD IF WE NEED TO PROSECUTE SOMEBODY THEY COME IN AND INVOLVED THAT SITUATION. IF ANYBODY IS RECEIVING EMAILS OR CONCERNED ABOUT A LITTER AND KNOWN SOURCES OR NAME LOCATIONS THAT THAT CAN POLICE BEFORE AND DIRECTLY MYSELF AND WE'LL SEE THAT OUR SOLID WASTE AND APPELLATE WORK SCREWS POINT THAT UP APPROPRIATELY. BUT WE ARE MANAGING THAT DUMPING TO THE BEST OF OUR ABILITIES BASED ON THE DEKALB SYSTEM IMPLEMENTATION THAT WAS. YES.
I'M GOING BACK TO OFFERING CURBSIDE AT ONE TIME WE HAD IDENTIFIED WHEN I SAY WAKE COUNTY STAFF HAD IDENTIFIED AREAS IT WOULD BE MORE CONDUCIVE TO OFFER THE CURBSIDE IN THE MORE SUBURBAN AREAS RATHER THAN OUT OUTLYING RURAL AREAS.
AND I'D LIKE TO SEE US CONTINUE TO WORK ON THAT BECAUSE ALL OF US IN OUR DISTRICTS HAVE SOME AREAS THAT ARE MORE SUBURBAN AND RURAL AND THERE MIGHT BE AN OPPORTUNITY TO GO BACK TO SHARED SERVICES THAT THE MUNICIPALITIES MIGHT BE ABLE TO ADD SOME OF THOSE AREAS TO THEIR CONTRACTS. AND I THINK THAT WE'RE EVEN CIRCLES DRAWN ABOUT AROUND THESE AREAS THAT THAT MIGHT BE MIGHT BE LIABLE TO MORE CURBSIDE PICKUP THAN THAN USING THE DROP OFF CENTERS. SO I'D LIKE TO SEE US KEEP KEEP GOING ON THAT GO.
GERALD YEAH. TO OUR POINT ON TRYING TO MAKE SURE I WOULD POINT TO CONTINUED LOOKING AT THE CURBSIDE PICKUP FOR THE MORE POPULATED AREAS. AND I THINK FROM THE LAST UPDATE WE GOT FROM DAVE WILHELM ON THE CURBSIDE PICKUP. HE STATED THAT IT WAS COS IT WAS NOT COST EFFECTIVE TO DO A BLANKET THE COUNTY WITH CURBSIDE PICKUP BECAUSE OF THE
[03:05:02]
RULE GEOGRAPHICS WE HAVE OUT IN THE OUT AND ST. HELENA AND OUT IN MY AREA THE UPPER PART OF THE COUNTY. BUT WE KNEW WE KNEW WHEN WE STARTED DISCUSSING THE IMPLEMENTATION OF THE CAL SYSTEM AND THE CLOSING OF CERTAIN CENTERS WE KNEW THEN WE WERE PERPETUATING THE ILLEGAL DUMPING. AND SO IT'S JUST SOMETHING THAT WE'RE GOING TO HAVE TO DEAL WITH BECAUSE THE THE CONVENIENCE CENTERS THAT WERE CLOSE. THAT'S EXACTLY WHAT IT WAS. IT WAS CONVENIENT FOR THE PEOPLE IN THAT LOW CAL TO GET TO THE CENTER. AND WHEN WE CLOSED THOSE CENTERS NOW THEY HAVE TO TRAVEL ACTUAL MILES TO GET TO THE NEXT CENTER WHICH IS GOING TO INITIATE SOME MORE ILLEGAL DUMPING AND NOT NOT SAYING THAT IT'S THE RIGHT THING TO DO FOR THEM TO DO. BUT I MEAN IT'S JUST A NATURE TO BE SEEN IN MY OPINION.>> THANKS, CAROL. I CAN MAKE A COMMENT AT THIS. MY ROTARY GROUP DOES DOES A LOTTERY CONTROL AND SO I'M NOT THERE FAIRLY OFTEN. I KNOW SOME OF THE REST OF YOU OUT THERE AND I MEAN IT'S A LOSING BATTLE. WE CAN'T KEEP UP WITH IT.
AND ONE OF ONE OF MY CONSTITUENTS CALL ME INTERESTING SUGGESTION AND HE SAID, YOU KNOW, WHY DON'T YOU TAKE A CERTAIN AMOUNT, A CERTAIN PERCENTAGE OR A CERTAIN DOLLAR AMOUNT FROM YOUR ACCOMMODATIONS TAX AND HIRE MORE MORE LOTS MORE.
I GUESS HE MEANT LITTER CONTROL PEOPLE WOULD WE HAVE A OF CONTROL PEOPLE BUT THEY CAN'T KEEP UP WITH IT. THERE'S NO WAY. I MEAN THERE'S NOBODY IN THIS THIS CONVERSATION RIGHT NOW I'D SEEN PEOPLE JUST LITERALLY IN FRONT OF JUST THROWING STUFF OUT THE WINDOW. I MEAN IT HAPPENS ALL THE TIME AND THE CHAIN CATCHING THOSE PEOPLE AND PROSECUTING THOSE PEOPLE AND GETTING THE JUDGES OR THE MAGISTRATES TO MAKE ANY KIND OF A MEANINGFUL PENALTY IS LIKE PULLING TEETH. SO THERE'S THERE'S A THERE'S PLENTY OF OPPORTUNITY HERE AND I JUST THINK THIS IS GOING TO BE A REALLY GOOD DISCUSSION AS AS WE MOVE FORWARD BECAUSE IT'S NOT GOING TO GET ANY BETTER. THAT'S ALL.
IT'S GOING TO GET WORSE. I WISH I DIDN'T HAVE TO SAY THAT BUT ANYBODY ELSE WANT TO TALK ABOUT THAT BEFORE WE MOVE ON FROM CURBSIDE? I MEAN FROM A RUDD DUMPING ILLEGAL DUMPING OR A CHAIRMAN SOMERVILLE I MEAN I'LL JUST YEAH.
BRITTANY HAS SOME THINGS YOU CAN ADD ABOUT THE PROSECUTIONS SHE'S DONE FOR ILLEGAL DUMPING
. OH PLEASE. >> YEAH BUT WHO'S GOING TO COME IN AND ANSWER ANY CAN YOU HEAR ME? YEAH I JUST LIKE THAT I HAVE HAD SEVERAL CASES IN MY DISTRICT COURT REGARDING EITHER DEBRIS FLYING OUT OF TRUCKS THAT HAVE NOT BEEN PROPERLY CONCEALED UNTIL A VEHICLE AND OR SEVERAL CASES I BELIEVE IT'S FIVE OR SIX AT THIS POINT FOR DUMPING OUTSIDE THE GATES OF COMMUNITY CENTERS AND ALL OF THOSE INSTANCES I WOULD LIKE TO ADD THAT THE LITTER CONTROL OFFICERS HAVE BEEN DILIGENT IN LOOKING THROUGH THE TRASH BAGS AND ENSURING THAT WE ARE WRITING TICKETS TO THE CORRECT INDIVIDUALS IN ONE INSTANCE IT WAS AN ABSURD AMOUNT OF TRASH THOSE OUTSIDE WANT THE CONVENIENCE CENTERS AND THAT LED TO THREE INDIVIDUALS ACTUALLY RECEIVING CITATIONS FOR IT. SO I DO WANT A CANADA PLOT OVER TO THE OFFICERS AT THIS TIME.
THEY'RE NOT JUST ARBITRARILY OUT THERE WRITING TICKETS TO PEOPLE THAT IN EVERY CASE THEY HAVE VIDEOS CAME FORWARD AND ADMITTING TO DOING IT. SO I THINK A LESSON WAS LEARNED THERE. I THINK EDUCATION IS DEFINITELY GOT TO HELP THE SITUATION BECAUSE IN EVERY ONE OF THOSE CASES WE GOT THE RESPONSE OF I DIDN'T KNOW BETTER.
I'M NOT SURE WHY ANYBODY THINKS LEAVING TRASH OUTSIDE A CONVENIENCE CENTER ON THE SIDE OF THE ROAD IS OK. BUT SO I THINK THE PROGRAM EDUCATION IS THE BIGGEST PART THAT IS GOING TO HELP EVERYBODY IN THIS SITUATION. THANK YOU.
BRITTANY GOT SOME COURAGE. CHRIS THANKS, PAUL. I JUST HEARD HER.
BRITNEY, IS THERE ANY REASON WHY WE CAN'T INCREASE THE PENALTIES FOR ILLEGAL DUMPING?
>> THERE IS A STATUTORY CLAUSE THAT SAYS THAT IT'S MAXED OUT AT TEN EIGHTY SEVEN AND 50.
I THINK IS IT. AND THAT'S WHAT THE COURT COSTS INCLUDED.
OK, THANK YOU. WISHED WE WOULD STRUGGLE WITH THAT ONE FOR A LONG TIME TO TRY TO GET THE PENALTY A LITTLE MORE OF A DETERRENT SHALL WE SAY.
[03:10:07]
TO WRAP THIS UP. ONE OF THE THINGS IS EDUCATION. WE HAVE TO EDUCATE PEOPLE OF HOW TO DISPOSE OF TRASH PROPERLY. MANY OF US COME TO SOUTH CAROLINA FROM OTHER STATES WHERE IT WAS SECOND NATURE WHERE I USED TO LIVE IT WAS SECOND NATURE. EVERY BUDDY WENT TO THEIR MUNICIPAL FACILITY THEY SIGNED IN. THEY PUT THEIR TRASH THERE. DEBRIS IN VARIOUS PLACES THAT WERE SET UP FOR THEM AND IT BECAME SECOND NATURE. YOU KNEW THAT YOU KNOW, LEAVES AND BRUSH WENT HERE AND PAINT. WHEN HERE AND TIRES WENT HERE AND COMPUTERS WENT THERE AND YOU. IT WAS JUST SECOND NATURE. WE HAVE NOT CREATED THAT HERE.THAT'S WHAT WE NEED TO DO. GOING TO AN ENTERPRISE FUN MAY BEGIN THE PROCESS OF BECOMING SECOND NATURE AS DISPOSAL. RECYCLING, REPURPOSING. REUSING AND SO THAT'S WHAT WE HAVE TO FOCUS ON IS HOW DO WE GET THERE? ARE OUR CURRENT CONVENIENCE CENTERS ARE NOT CONVENIENT. THEY DON'T HAVE ALL THE THINGS WE NEED IN ORDER TO RECYCLE REUSE PROCESS SO THAT'S WHAT WE HAVE TO DO. THAT SHOULD BE OUR GOAL HERE, JOE. WE'VE HAD A COUPLE OF A COUPLE OF OPTIONS HERE.
I KNOW ERIC HAD SOME PRESENTATION FROM HIS DAY UP BUT HE'S READY TO PUT FORWARD AND WE CAN DO THAT OR ELSE YOU WANT TO CONTINUE WITH THE QUARTERLY GOAL PRIORITIZATION
BY COUNCIL. YOUR NOW. >> I THINK WE SHOULD HAVE ERIC WEIGH IN NOW. MR. CHAIRMAN, YES. WE WE HAVE A LONG DISCUSSION PREPARED AT PUBLIC FACILITIES. I'M NOT ACTUALLY SURE WHY WE'RE EVEN TALKING ABOUT THIS AT THIS POINT. BUT ANYWAY, I I WOULD I WOULD ASK THAT WE DEFER TO PUBLIC FACILITIES. ABSOLUTELY. YEAH.
>> SO IF YOU IF YOU ALL DO NOT MIND. WE HAD INTENDED AND IT WAS MY FAULT GILEAD ALL DOLPHY SESSION IN THE AFTERNOON WITH THE VIDEO FOR YOU ALL TO HEAR FROM FOLKS.
SO SOMEONE HAD MENTIONED A WEB SITE AND I WOULD LIKE TO USE THIS MOMENT IF YOU ALL DO NOT MIND FOR TAKE A LITTLE BREAK FROM TALKING AND TO SHARE TWO VIDEO FROM OUR I.T. FOLKS.
AND THE PERSON IN CHARGE OF THAT PATRICK HILL AND ALSO A SHAW EMPLOYEE VIDEOS OR BROADCAST COULD GET THAT READY AND START THAT UP FOR ME. I WOULD APPRECIATE IT.
THIS WILL HIGHLIGHT THE WORK OF THE I.T. DEPARTMENT WATERS RESPONSIBILITIES ARE AND WHO ALL THEY PROVIDE SERVICES TO. HELLO, MY NAME IS PATRICK HILL. I'M THE CHIEF INFORMATION OFFICER FOR BEAUFORT COUNTY GOVERNMENT. THE I.T. DIVISION IS RESPONSIBLE FOR THE INFRASTRUCTURE OF B FOR COUNTY WE SUPPORT FIFTY FIVE PLUS DEPARTMENTS, INTERNAL AGENCIES, ELECTED OFFICES AND APPOINTED OFFICES.
WE WE HAVE A DIVERSE COMPUTING BASE. WE SUPPORT THE NEEDS OF THE AIRPORTS ALL THE WAY TO THE NEEDS OF THE DETENTION CENTER TO LAW ENFORCEMENT, TO THE NEEDS OF MUNICIPALITIES AND UMASS AS WELL AS THE PUBLIC DEFENDER'S OFFICE INTERNAL DEPARTMENTS SUCH AS THE AUDITOR AND THE ASSESSOR AND THE TREASURER.
SO WE HAVE A DIVERSE FIELD OF I.T. NEEDS WITHIN THE COUNTY THE THE BEFORE COUNTY I.T.
DIVISION IS MADE UP OF TWO DEPARTMENTS I.T. SYSTEMS MANAGEMENT WHICH IS OUR SERVERS, OUR NETWORK AND OUR I.T. HELP DESK AND TECHNICIANS AS WELL AS OUR I.T. PROJECTS.
AND THEN WE HAVE MAPPING AND APPLICATIONS DEPARTMENT WHICH CONSISTS OF G.I. S AND OUR APPLICATIONS DEPARTMENT WHICH IS APPLICATIONS OR SHAREPOINT MUNIS MENTUM OVER TIME.
SO ANYTHING THAT'S AN ENTERPRISE APPLICATION IS IS HOUSED BY I.T. AS THE WEBSITE IS ALSO IN THEIR AND G. YES OF COURSE DOES PICK TOM A TREE AND DRONE FLIGHTS.
AND THEN IN TWENTY TWENTY ONE THEY'RE GONNA BE RELOOKING AT THE DISTRICT LINES.
SO GSK WILL BE INVOLVED IN THAT FOR EACH ONE OF THE COUNTY DISTRICTS.
SOME OF THE SUCCESS THAT WE HAD IN 2020 WAS WE UPGRADED OUR INFRASTRUCTURE IN OUR BUILDINGS
[03:15:07]
TO INCLUDE NEW NETWORK DEVICES. WE MODERNIZED ARE CISCO SWITCHES IN COUNTY BUILDINGS.WE ALSO MOVED DIFFERENT THINGS TO THE CLOUD SUCH AS MUNIS COVE COVE IT AND THE INCREASED REMOTE WORKFORCE THAT WE HAD PLACED CHALLENGES ON THE I.T. DEPARTMENT BECAUSE WE STILL HAD TO PROVIDE THAT SAME LEVEL OF SUPPORT THAT WE DO INTERNALLY.
WE HAD TO NOW PROVIDE THAT AT PEOPLE'S HOUSES. SO THAT THAT HAD SOME CHALLENGES THAT WE WERE ABLE TO OVERCOME. AND YOU KNOW, LUCKILY FOR US WE HAD WE ALREADY HAD A LITTLE BIT OF EXPERIENCE DEALING WITH REMOTE WORKFORCE BECAUSE OF THE LOCATION OF BEAUFORT BEING IN THE HURRICANE ALLEY, SO TO SPEAK.
SO WE WERE ALREADY ACCUSTOMED TO SUPPORTING REMOTE STAFF JUST THE INCREASE OF REMOTE STAFFED CAUSED A LITTLE BIT MORE WORK THAN NORMAL BUT WE WERE ABLE TO OVERCOME THAT.
SO IN 2020 WE'VE SEEN A LOT OF SECURITY ATTACKS SINCE BEFORE COUNTY GOVERNMENT IS CRITICAL INFRASTRUCTURE. WE PRETTY MUCH SEE EVERYTHING OUT THERE FROM CYBER TAX SUCH AS EMO TAT OR COZY BEAR TO TWO THINGS SUCH AS PHISHING ATTEMPTS.
WE'VE SEEN SOME DIRECT TARGETED ATTEMPTS AGAINST THE COUNTY WHERE MALICIOUS ACTORS HAVE IMPERSONATED PAST COUNTY ADMINISTRATORS IN AN EFFORT TO LOG INTO OUR SYSTEMS. WE'VE SEEN COMPUTER PROGRAMS THAT HAVE TRIED TO BRUTE FORCE INTO OUR AH COUNTY NETWORK USING CREDENTIALS FROM FROM KNOWN EMPLOYEES. SO WE'VE PRETTY MUCH SEEN ALL.
THE IDEA THAT THAT WE'RE SMALL AND WE'RE NOT A TARGET IS IS TOTALLY NOT TRUE.
AS CRITICAL INFRASTRUCTURE WITH ELECTIONS ESPECIALLY LAST YEAR WE SAW A LOT OF CYBER ATTACKS AND WE MITIGATED ALL OF THEM AND WE ALWAYS TAKE THE STANCE THAT A A MALICIOUS ACTOR MITIGATED IS IS A VICTORY ONE FOR US? SO WE HAVE SEEN A LOT OF THAT AND WE'LL CONTINUE TO DO IN 20 ONE IS TO CONTINUE TO IMPROVE OUR CYBERSECURITY TO MAKE SURE THAT WE ARE ABLE TO DEAL WITH NEW AND INCOMING THREATS TO THE COUNTY.
SO SOME OF OUR GOALS FOR 2020 ONE WE NEED TO UPGRADE THE NETWORK HERE ON THE SIDES OF THE ROAD. IT'S CURRENTLY ABOUT 10 YEARS OLD AND IT'S IT'S TIME TO BE REPLACED. WE WOULD ALSO LIKE TO UPGRADE SOME OF THE NETWORK EQUIPMENT THAT'S USED BY THE TRAFFIC SIGNALS TO HELP CREATE KIND OF A CONNECTED COUNTY WHICH WILL ENABLE AR E M S AND EMERGENCY MANAGEMENT VEHICLES TO DO SOME G.P.S. WITH LIGHTS WHICH IS MORE MODERN THAN WHAT THEY'RE DOING NOW. WE'LL ALSO GOING TO LOOK AT UPGRADING THE PHONES AS WELL. THE PHONES ARE THE CISCO MODEL SEVENTY NINE SEVENTY FIVE.
THEY'RE ABOUT 10 YEARS OLD AND IT'S TIME FOR THEM TO BE REPLACED.
WE'RE GETTING MORE AND MORE CALLS ON THEM FOR FAILURES. WE'RE GONNA BE MOVING MORE THINGS INTO THE CLOUD. WE'VE BEEN ABLE TO MOVE IN 2020.
WE'VE BEEN ABLE TO MOVE LIKE PUB WORKS MUNIS E MAIL. WE'VE BEEN ABLE TO MOVE A LOT OF THINGS INTO THE CLOUD AND SO WE'RE GOING TO CONTINUE ON THAT TREND.
WE HAVE SOME INFRASTRUCTURE ITEMS THAT IN OUR DATA CENTER THAT NEED TO BE REPLACED SUCH AS ARE HP SERVER SYSTEM. IT BECOMES END OF LIFE IN AUGUST OF 20 21 AND WE'LL NEED TO UPGRADE THAT. BUT MANY OF THOSE SERVERS WE'RE GOING TO TRANSITION INTO A CALL INTO THE CLOUD AND WE'LL JUST NEED TO FIND HOMES FOR THE SERVERS THAT WE CAN'T TRANSITION. WE HAVE A NEW BUILDING THAT'S GOING TO BE OPENING UP THE NEW BUILDING WILL. HOW'S OUR NEW DATA CENTER? AND WE WILL BE ON THE THIRD FLOOR OF IT. CURRENTLY OUR STAFFING NEEDS ARE OK.
WE HAVE 28 EMPLOYEES AND I WOULD I AM GOING TO BE MAKING A PROPOSAL FOR POTENTIALLY GETTING A ANOTHER EMPLOYEE. AS I STATED EARLIER, WE'RE GETTING A LOT OF CYBERSECURITY THREATS, MITIGATING A LOT OF THREATS WE'RE SEEING ACROSS ALL OF OUR ATTACK VECTORS WE'RE SEEING JUST A LOT OF WE'RE SEEING A LOT OF ACTIVITY AND EACH ONE OF THOSE NEEDS TO BE RESEARCHED AND IT REQUIRES THE STAFF A LARGE AMOUNT OF TIME. SO.
SO THE PROPOSAL WOULD BE TO REQUEST A CYBERSECURITY INDIVIDUAL TO FOLLOW UP ON ALL THESE AND TO MAKE SURE THAT THAT EVERY THREAT IS INVESTIGATED THOROUGHLY.
WE WOULD ALSO LIKE TO IMPROVE OUR VOICE SYSTEM SINCE WE'RE MOVING EVERYTHING TO 365 THAT
[03:20:03]
ENABLES US TO HAVE A BETTER FOR YES SYSTEM THAN WHAT WE HAVE NOW.WE'RE GOING TO BE GOING TO ENGULF THIS YEAR IS A GOOD GOAL FOR US AND THE I.T. DIVISION WOULD ALSO LIKE TO TO DO MORE WORK WITH MUNICIPALITIES. WE'VE SEEN WHERE SOME EXAMPLES HAVE HAVE HAPPENED RECENTLY WITH BLUFFTON FIRE HAD RANSOMWARE AND THE TOWN OF HILTON HEAD HAD THEIR WEBSITE HACKED. WE WOULD LIKE TO ALSO PARTNER WITH SOME OF THE MUNICIPALITIES AND KIND OF HELP THEM WITH THEIR CYBERSECURITY A LITTLE BIT. I THINK THAT BEFORE COUNTY IS IN A POSITION NOW WHERE OUR AWARENESS AND OUR VISIBILITY INTO THE NETWORK IS SO HIGH THAT WE HAVE GLEANED A LOT OF INFORMATION THAT WE FEEL LIKE WE CAN HELP OTHER MUNICIPALITIES WITH AND MAYBE CAN AUGMENT THEIR CURRENT I.T. STAFF BECAUSE IF AS WE SAW WITH BLUFFTON FIRE WE REALLY DON'T WANT OUR EMERGENCY SERVICES GROUPS OUT THERE TO BE AFFECTED BY RANSOMWARE AND TO BASICALLY NOT BE ABLE TO FUNCTION BECAUSE OF CYBER THREATS. SO WE THINK WE CAN HELP THEM IN SOME WAY. SO THANKS FOR THE TIME. MY NAME IS PATRICK HILL, A COUNTY I.T. DIVISION. I'M HAPPY TO TALK ABOUT I.T. AND THE STATE OF I.T. WITHIN THE COUNTY AND THE STATE OF I.T. WITHIN THE COUNTRY AND WHERE WE'RE GOING WITH ANYBODY . FEEL FREE TO REACH OUT TO ME. AND AS ALWAYS, HELP DESK AT B.C. GOV DOT NET IS YOUR NUMBER ONE DOOR TO GET I.T. SUPPORT. ANY QUESTIONS OR COMMENTS ABOUT WHAT YOU ALL JUST SAW OR HEARD FROM PATRICK? EXCELLENT PRESENTATION.
THANK YOU. YEAH, IT WAS VERY GOOD. VERY, VERY GOOD.
SO I'M CHAIRMAN AND OKAY. OKAY. COUNCILMAN AS WELL.
GO AHEAD, BRIAN. YEAH. THANK YOU.
PATRICK HAS ALWAYS DONE SUCH A GREAT JOB. WE'RE VERY FORTUNATE DAM AROUND. THANK YOU, PATRICK. I SEE YOU'VE GOT GOOD GOOD HANDS ON MANAGEMENT OF THE SITUATION AND I THINK THAT CYBER SECURITY MIGHT BE ONE OF THOSE AREAS WHERE CONSOLIDATION OF SERVICES AMONGST THE MUNICIPALITIES IN THE COUNTY MAKES TOTAL SENSE AND MAYBE NOT EVEN JUST CYBER SECURITY BUT I.T. AS A WHOLE.
AND I THINK WE OUGHT TO EXPLORE THAT OPPORTUNITY WITH ALL OF OUR PARTNERS, THE MUNICIPALITIES AND OTHER LOCAL GOVERNMENT SERVICES, THINGS LIKE ALCOHOL PERHAPS OR BEFORE MEMORIAL OR OR YOU KNOW, JUST USCCB WHATEVER WE CAN THINK OF WHO MIGHT WANT TO COME IN ON A JOINT I.T. PROJECT. WE'VE GOT I THINK SUFFICIENT RESOURCES TO AT LEAST IF WE PUT THAT ALL TOGETHER TO BRING US WELL INTO THE FUTURE AND I'D LOVE FOR THE EXECUTIVE COMMITTEE TO EXPLORE THAT AS AN OPPORTUNITY IN THE COMING YEAR. I STILL THINK IT WAS CHAIRMAN.
THERE HAS BEEN TALK AND A LOT OF PEOPLE PROMOTING THE POST-ABC GUILTY OF US BECOMING A CYBER SECURITY INSTITUTION TRAINING INSTITUTE IN DEVELOPMENT INSTITUTION ON THE NATIONAL SCENE AND I THINK THERE'S A LOT OF PEOPLE THINK THAT MAKES SOME SENSE AND I FORGOT EXACTLY WHERE WE ARE IN THAT PROCESS BUT THAT WOULD CLEARLY TIE IN TO SOME OF THE THINGS YOU'RE TALKING ABOUT THAT WE WOULD DO FOR OURSELVES LOCALLY.
BUT WE DO NEED TO GET THAT BEFORE US. IT MAY BE IN THE ECONOMIC
DEVELOPMENT REALM. I'M NOT SURE. >> MR. CHAIRMAN, ALICE, GO AHEAD. THERE'S A LOT OF GOOD NEWS ON THAT AND TO YOU USCCB HAS A PERSON COMING ON BOARD TO WORK WITH THE CYBER SECURITY AND TCO WORKING ON CERTIFICATIONS STATING A LOT OF EXCITEMENT AND I THINK ANYTHING WE CAN DO AS A COUNTY TO BE LEADERS IN THAT INCLUDING AS SUGGESTED BY BRIAN, WE NEED TO DO IT. GOOD POINT.
ANY OTHERS ERIC, IS THERE ANY OTHER PRESENTATION YOU'RE GOING TO HAVE MADE NOWHERE.
WE'RE DONE FOR THE DAY. I JUST WOULD LIKE TO BRIEFLY GO THROUGH WITH EVERYONE BEFORE WE ADJOURN FOR THE DAY. THE GOALS THAT I HEARD THAT YOU ALL WOULD LIKE TO SEE US TO DEVELOP OUT OF THE EXECUTIVE COMMITTEE IF I MAY DO THAT. AND THE FIRST ONE IS THE GOAL FOR PUTTING TOGETHER A LOSS REFERENDUM PROPOSAL TO COME IN THE LAST QUARTER 20 21 FOR IT TO BE OUR REFERENDUM 2020 TO THE THERE WERE SOME GOALS SURROUNDING RECREATION AND BUILDING FACILITIES BUT SINCE WE'RE GOING TO COVER THOSE TWO OTHER COMMITTEES WE WILL DISCUSS THOSE GOALS IN MORE DETAIL AS WE GET TO THE COMMITTEE'S MORE THAN WHERE
[03:25:03]
THOSE THINGS MOVE MORE APPROPRIATELY. WHY? THERE'S ALSO A GOAL FOR REAL ESTATE PROFESSIONAL AND MENTORING OF THE COUNTY ON PROPERTIES. WELL GOALS FOR YOU TO REVIEW SURROUNDING THAT AND THEN THE ONE WE JUST WENT OVER CYBERSECURITY REGARDING CYBERSECURITY TRAINING AND CONSOLIDATION OF SERVICES FOR MOVING FORWARD THIS YEAR AND THEN GOALS SURROUNDING SOLID WASTE LITTER CONTROL AND HOW TO EFFICIENTLY AND EFFECTIVELY SERVE THE PUBLIC WITH SOLID WASTE. THIS IS THERE ANYTHING THAT I MISSED ERIC YOU'RE GOING TO SEND ARE YOU GOING TO SEND AROUND THAT CALL IN RESPONSE PROTOCOL THAT YOU HAVE IN USEFOR THE COUNTY? YES. >> AND I APOLOGIZE IF I SAID IT WAS A GOOD PROTOCOL. I DON'T KNOW THAT IT'S GOOD. I DON'T KNOW THAT IT'S BAD.
I WOULD SEND IT TO YOU ALL AND ASK YOU ALL TO COMMENT ON IT AND PROVIDE YOUR FEEDBACK ON IT. IT IS THE ONE WE HAVE DEVELOPED BASED ON THE BEST INFORMATION WE AT THE TIME THAT WE DEVELOPED IT. THAT'S PRETTY CONSISTENT I THINK WITH WHAT OTHERS ARE DOING. BUT FEEL FREE TO GIVE ME FEEDBACK ON IT WHEN YOU RECEIVE . THANK YOU.
MR. REAGAN, YOU HAD A QUESTION. SORRY. COMMENTARY GOOD.
RIGHT. PAUL IT'S ONE OF THE ITEMS THAT I THINK YOU HAVE UNDER EXECUTIVE COMMITTEE HAS TO DO WITH THE HERITAGE TOURISM. AND IF I COULD TAKE JUST A MINUTE. I MEAN SET UP WHAT I THINK IS SOMETHING THAT WE PROBABLY NEED TO TALK ABOUT AND DEVELOP. OF COURSE. BUT THE RECENT HISTORY HAS BEEN THAT THERE WAS A MAYOR TASK FORCE THAT STOOD UP STARTING TO LOOK AT IT AND THAT EVENTUALLY EVOLVED INTO WHAT'S CALLED THE HERITAGE TOURISM CORPORATION. THE MAYOR'S TASK FORCE DID SOME GOOD WORK IN CATEGORIZING AND CATALOGING ALL THE ATTRACTIONS THAT WE HAVE ACROSS THE AREA WHICH NUMEROUS AND DEVELOPING A KIND OF RED, YELLOW GREEN TRAFFIC SIGNAL TYPE OF MEASUREMENT. WHICH ONES WERE GOOD? WHICH ONES NEEDED HELP? THERE'S BEEN A LOT OF GOOD WORK DONE BY PEOPLE OF THIS DIMENSION A COUPLE.
MAYOR BILLY, IT HAS DONE AN AWFUL LOT IN THE RECONSTRUCTION AREA AND WE STARTED OFF AS A MONUMENT AND IT DEVELOPED IT ROLLED INTO A NATIONAL PARK AND CENTER IS MOVING FORWARD.
WE ENDED UP PUTTING UP I GUESS EIGHT OR NINE HUNDRED THOUSAND FOR THE FIRST OF TWO PHASES TO OVERHAUL AND RESTORE THE BUILDINGS THERE. THE COUNTY WAS INSTRUMENTAL IN HELPING WITH SANTA ELAINA WHICH HAS NOW BEEN ROLLED INTO THE COASTAL DISCOVERY MUSEUM.
OF COURSE WE RECENTLY BOUGHT THE LAND FOR THE PORT ROYAL ISLAND BATTLEFIELD SITE FROM REVOLUTIONARY WAR AND PROBABLY SOME GOOD THINGS TO COME THERE. THE MONEY WAS PUT UP BY THE COUNTY FOR THE MEDIA. CAMPBELL CHURCH AS PART OF THEIR RESTORATION PROGRAM AND AS FAR AS MISSILE BILL GOES, I THINK THE COUNTY WAS VERY INSTRUMENTAL PUTTING UP THE TWO HUNDRED FIFTY THOUSAND FOR THE MASTER PLAN AND THEN DOING A MATCH WITH I GUESS WAS ABOUT FIVE HUNDRED AND CHANGE AND I THINK THEY'RE OFTEN RUNNING FOR PROBABLY A NATIONAL CAMPAIGN. UPWARDS OF POTENTIALLY 15 TO 20 MILLION DOLLARS.
SO ANYWAY, I THINK I THINK THE COUNTY HAS DONE SOME WONDERFUL THINGS THERE.
SENATOR DAVIS HAS BEEN EXTREMELY HELPFUL IN GETTING SOME MONEY FROM THE STATE LEVEL PROBABLY ON THE ORDER OF A MILLION BUCKS IN THE LAST COUPLE YEARS AND THE COUNTIES PROBABLY STOOD UP AT LEAST 3 MILLION OVER TIME. THE ISSUE THAT I THINK WE NEED TO TALK ABOUT NOT NECESSARILY RESOLVED TODAY BUT IT'S KIND OF KIND OF WHERE DO WE WANT TO GO WITH THIS? ON ONE HAND WE COULD DO THIS THROUGH THE HERITAGE TOURISM CORPORATION AND YOU KNOW, WHAT DO WE WANT IT TO BE AND DOES IT MEET AN EXECUTIVE DIRECTOR AT SOME POINT OR DO WE GO DOWN A PATH THAT WE HAVE SEVERAL DIFFERENT STRONG ENTITIES THAT ARE DEVELOPING THESE THESE ATTRACTIONS SUCH RECONSTRUCTION AND DO WE KIND OF STEP BACK AND LET THOSE, YOU KNOW, RUN THEM RUN THEIR COURSE AS THEY COME AND ASK FOR HELP AND FOR MONEY OR MAYBE THERE'S SOMETHING IN BETWEEN. BUT PAUL, I THINK THIS IS SOMETHING THAT WOULD BE GOOD TO HAVE AS ONE OF OUR ITEMS AND ERIC ONE OF OUR ITEMS TO HAVE AS A GOAL TO DEVELOP WHAT IT IS WE WANT TO DO IS AS A NEXT STEP .
THANK YOU, MR. CHAIRMAN. ANY OTHER COMMENTS BEFORE. GERALD, YOU'RE ON.
GERALD, YOU HEAR ME? NOW WE CAN ASK AS WE GO THROUGH THE REMAINING TWO DAYS ABOUT PLANNING A RETREAT. WE JUST HAD A PRESENTATION FROM I.T. I THANK YOU WHICH SERVED
[03:30:07]
US WELL TO INCLUDE AN UPDATE FLASH PRESENTATION FROM THE MIC BOARD AND OUR EDC.SO WE CAN ROLL ALL THAT INTO OUR PLANNING PROCESS AND HOW WE PLAN AROUND THOSE TWO ELEMENTS FOR FUTURE FUTURE EVENTS. OK, BRIAN, THANK YOU. ERIC, I'M THE THE THE LIST THAT YOU ARE PREPARING FOR THE EXECUTIVE COMMITTEE I DIDN'T HEAR YOU MENTION ABOUT BUT YOU MAY HAVE I HAD BRIEFLY DISCUSSED THAT AT LEAST A DISCUSSION FROM BOTH STAFF AND WITH THE MUNICIPALITIES CONCERNING MERGING 19 SECURITY SERVICES THROUGH THE WISDOM MUNICIPALITIES AND SO I'D LIKE. I WOULD PREFER THAT THAT BEYOND ON AN ACTUAL AGENDA AT SOME POINT IN TIME THROUGHOUT THESE AT SOME POINT THROUGHOUT THE YEAR AND THEN ALSO.
AND EARLIER WE HAD TALKED ABOUT FINDING A LIST OF PROPERTIES THAT THE COUNTY OWNS AND I WANT EVERYBODY TO KNOW JOE PARSIMONY HAS THAT LIST. REED BEHIND YOU? YES. YOU MEAN THE LIST I GAVE YOU RIGHT THERE? YES, I KNOW I'M LOOKING FOR IT RIGHT NOW, BRIAN. THANKS.
>> AND SO JUST SO YOU KNOW JOE PASS AND HAS THAT LIST 406 68 PROPERTIES.
SO I JUST HAVE TO FIND IT. RIGHT. I CHANGED EVERY.
OH, HERE IT IS. I HAVE THEM RIGHT HERE. THAT'S THEY ARE.
THANKS. I'D LOVE TO HAVE THAT BACK. IT'S SOME POINT I THINK WHAT WE WOULD WOULD WANTS TO DO IS IS THIS JUST TOPS THE LIST AND MAKE IT AVAILABLE TO ALL THE COUNTY COUNCIL MEMBERS AND STAFF AND VARIOUS SERVICES TO BE ABLE TO GO THROUGH AND HIGHLIGHT WHICH OF THOSE WE COULD SAY, YOU KNOW, BRIAN LLEWELLYN WOULD SAY NO.
EIGHTY THREE AND NUMBER 62 ARE ARE REALLY RIPE FOR SALE AND FOR DIVESTING THE COUNTY OF THESE PARTICULAR PIECES OF PROPERTY. I KNOW ONE OR TWO RIGHT OFF THE TOP OF MY HEAD THAT WE WE WOULD BE REALLY BENEFICIAL FOR US JUST TO GET RID OF AND WE DON'T NEED THESE PROPERTIES ANYMORE AND THEY COULD BE INCOME PRODUCING PROPERTIES.
THAT'S ALL I HAD. MR. CHAIRMAN, THANK YOU VERY MUCH.
THANK YOU. MADE ME FIND IT RIGHT AWAY. OK.
ANY OTHER THINGS NOW? TOMORROW WE BEGIN AT 10 O'CLOCK.
OUR MORNING SESSION IS
