AND WHAT IS SHE BE BRINGING FORWARD IS AN UPDATE OF OUR YEAR END REPORT FOR THE ANIMAL SERVICES.

IT WILL BE OPPOSITES.

IT WILL NOT BE A FULL REPORT.

UM, WE'LL BE KEEPING WITHIN A TIME LIMIT.

NOT AS MUCH AS WHAT WE'D WANT, BUT WE ARE GAINING STRENGTH BACK AND THOSE NUMBERS, AND, AND AGAIN, WITH THE FERAL CATS, WE SPAY AND NEUTER, YOU KNOW, 2000 A YEAR WITH FERAL CATS.

SO THAT POPULATION IS ALSO DECREASING, WHICH YOU'LL SEE BY DOING SPAYING AND NEUTERING.

IT DECREASES EVERYTHING THAT'S HAPPENING.

THIS IS GOING TO HAPPEN ON THE NEXT PAGE.

ALL RIGHT, NEXT, I JUST THOUGHT IT'D BE INTERESTING BECAUSE YOU KNOW, I'D LIKE 10 LOOK AT BACK 10 YEARS AGO, OUR INTAKE IN 2010 WAS 4,632, UH, 2020 WE'RE AT 2,502, AND THAT'S 2,130 LISTS ANIMALS ENTERING OUR SHELTERS.

I MEAN, WE, WE RARELY SEE PUPPIES IN OUR SHELTER.

AND YOU KNOW, WE DO HAVE, WHO STILL HAVE THE PIT BULL SITUATION PROBLEM, HIDDEN SEASON.

WE, UM, THE COST IS $25.

SO OUR JOB IS TO HELP THE COMMUNITY, UM, NET EUTHANASIA.

NOBODY LIKES IT, BUT YOU KNOW, A LOT OF IT IS AGGRESSION.

WE DON'T.

OUR FIRST THING IS PUBLIC SAFETY.

UH, 2010, THEY USE AN AS 286, 200 OR 2,862 ANIMALS.

AND IN 2020 WEEDS AND AS 330.

SO THEY USE, AND I WAS 62%.

WE SAID I WAS ABOUT 13%.

UM, BECAUSE AGAIN, OUR JOB IS PREVENTION.

AND THEN LAB RELEASE LAB RELEASE MEANS THE ANIMALS THAT LEAVES THE SHELTER.

WE'RE NOT HOARDING ANIMALS HERE.

THEY'RE ACTUALLY GOING TO ADOPT IT ARE GOING TO RESCUES AND GETTING ADOPTED.

SO THE LAB RELEASED 10 YEARS AGO, WAS IT DAILY, 1,139, BUT 32% OF THEIR ANIMALS LEFT THE LAB OUT OF THE SHELTER AND BUFORD COUNTY.

AND NOW IN 2020, 89%.

AND WE TRY TO BE IN THE 90 PERCENTILE, BUT YOU KNOW, WE STILL HAVE A LOT OF FERAL CATS THAT ARE TESTING POSITIVE FOR FIV PREVENTION, NOT THE GREATEST PICTURE, BUT WITH COVID WE HAVE SEEN AN INCREASE IN DOG BITES BECAUSE I THINK MORE PEOPLE ARE OUTSIDE JOGGING.

UM, MORE KIDS ARE RUNNING AROUND THE NEIGHBORHOOD, SO THAT'S INCREASED.

SO OUR JOB IS ANIMAL CONTROLS TO PREVENT NOT ONLY DOG BITES, BUT THEN PREVENT CRUELTY.

WE PREVENT DISEASE.

WE TRY TO PREVENT AS MUCH AS WE CAN IN THIS COMMUNITY.

AND THAT IS AGAIN, IT'S, IT'S SOMETHING WE ALL HELP AND PREVENT HOARDERS AS WELL, WHICH WE'LL TALK ABOUT NEXT IS ADMINISTRATIVE CITATIONS.

THE BEDS THING THAT WE DID, THE BRITTANY WOULD AGREE.

SO THEN I LEARNED WHEN I PLAYED VOLLEYBALL IN HIGH SCHOOL, HIS TEAM.

AND SO WE ARE WORKING TOGETHER, UM, WE'RE DOING AMAZING.

UH, HILTON HEAD TOOK OVER THE SHELTERING ASPECT.

THEY'RE DOING AN AMAZING JOB.

UH, IT'S JUST, IT'S A GREAT PARTNERSHIP AND WE COULDN'T IMAGINE ANYBODY ELSE NEXT.

THE, AGAIN, WE'RE DEALING WITH DISEASE, WHICH IS HEARTWORM.

MOST OF OUR ANIMALS ARE COMING UP HEARTWORM POSITIVE.

THAT COSTS A LOT OF MONEY TO TREAT WHICH HILTON HEAD YOU MADE TO DOING.

ALSO, THE LENGTH OF STAY IS LONG BECAUSE THEY HAVE TO SAY, YOU KNOW, FOR FOUR MONTHS TO GET TRADED.

SO WE'VE GOT TO DO SOMETHING IN OUR COMMUNITY TO HELP TO EDUCATE ABOUT DISEASE BECAUSE IT'S SO PREVENTIVE.

UM, YOU CAN GO NEXT, YOU KNOW, AGAIN, Y'ALL KNOW ABOUT THE, THE VIRUSES THAT ARE CONTAGIOUS, LIKE THE HORSES THAT WE, YOU KNOW, WE HAD A POSITIVE HORSE IN THIS COUNTY.

OUR JOB IS TO WORK AND FIGURE OUT WHERE ALL THESE HORSES ARE AND, YOU KNOW, HOPEFULLY AGAIN, PREVENT IT CAUSE IT'S A VACCINE THAT CAN PREVENT THIS.

AND AGAIN, IT'S DEADLY TO HUMANS.

SO IT'S SOMETHING THAT WE DEFINITELY NEED WORK ON NEXT BRAIN UP ALL THE TIME.

BUT YOU KNOW, WE HAVE GOT TO DO SOMETHING ABOUT RABIES IN THIS COUNTY WITH RACCOONS BECAUSE NOBODY'S IN, NOBODY'S HUNTING THEM.

UM, THE ONLY WAY RACCOONS ARE DYING IN THIS COUNTY AND BECAUSE WE HAVE SO MANY MUNICIPALITIES THAT DON'T ALLOW, YOU KNOW, A GUN FIRING AND HUNTING.

AND SO WE'RE SEEING THEM MULTIPLY, MULTIPLY.

THE ONLY WAY THEY'RE DYING IS RABIES AND DISTEMPER, WHICH IS NOT GOOD BECAUSE THEY'RE EATING WITH OTHER ANIMALS AND THEN THEY, THOSE ANIMALS COME IN CONTACT WITH PEOPLE.

SO AGAIN, IT'S SOMETHING WE REALLY NEED TO GET ON AS SOON AS POSSIBLE NEXT.

AND THAT'S THE PROGRAM THAT I'VE TALKED ABOUT AND, YOU KNOW, YOU PUT THAT THE SIZE OF A QUARTER, YOU PUT IT OUT AND, YOU KNOW, AND SHERIFF, UH, TANNER, YEAH.

HE SAID, HE'D HELP US, PJ TANNER AND HELP US DISTRIBUTE IT TO, IT'S JUST SOMETHING THAT WE NEED TO LOOK INTO, BUT COVID HIT RIGHT WHEN WE WERE ACTUALLY MEETING, TALKING ABOUT DOING THIS.

YOU MIGHT SEE 20 POSITIVE RABIES, POSITIVE CASES AND BEAUTIFUL CAMP ON D HECK, BUT I ONLY TOOK IN 20 TO GET TESTED.

SO WE'RE LOOKING

UM, I HAVE NOT SEEN AS MANY CASES PROVIDE AS SOMEBODY WHO IS WALKING A DOG ON A LEASH AND SOMETHING OCCURS.

UM, I THINK IT'S MORE SITUATIONAL AT THIS POINT DELIVERY DRIVERS, YOU KNOW, CAUSE NOW EVERYBODY'S ORDERING MORE.

SO WE'RE SEEING A LOT OF PEOPLE THAT UPS DRIVERS, MALE LADIES ARE GETTING BIT.

SO, YEAH, BECAUSE THAT WOULD LEAD TO WHAT I SAYING, OPENING A DOOR.

I HAVE HAD TWO OR THREE CASES, WHICH I'VE NEVER HAD BEFORE WHEREBY DELIVERY ONE FEDEX, ONE UPS, IRONICALLY THAT THEY, YOU KNOW, BOTH HAD INSTANCES OCCUR BECAUSE SOMEBODY OPENED A DOOR TO RECEIVE A PACKAGE, WHICH TYPICALLY THAT WOULDN'T HAPPEN.

UM, SO THAT'S A PERFECT EXAMPLE.

ARE THESE A BITE INCIDENCES THEN PROGRESSING TO MAGISTRATE'S COURT FOR ANY REASON? YES THEY ARE.

AND IS THIS THE CASE WHERE A DOG IS THEN CONSIDERED TO BE A DANGEROUS DOG? IS THERE A HEARING ASSOCIATED WITH THAT? THAT IS CORRECT.

AND BOY HAVE THE INCIDENCES OF DOGS BEING DECLARED DANGEROUS DOGS INCREASED AS WELL.

UM, I'M NOT SURE IF THEY INCREASED A LITTLE, YOU WOULD HAVE MORE THAN THE NUMBERS ON THAT OVER THE LAST SEVERAL YEARS.

I'VE ONLY BEEN HANDLING FOR A YEAR AND A HALF.

YEAH.

WE'VE NEVER HAD THIS MANY DOGS THAT HAVE BEEN DEEMED DANGEROUS.

IT BECAUSE IT'S A BIKE, YOU KNOW, IT'S, IT'S ABOUT THE SAME ESTIMATE.

UM, BUT YEAH, IT'S, IT'S DEFINITELY GOTTEN QUITE BUSY AND, YOU KNOW, DURING THIS, WELL, THAT'S TOO BAD BECAUSE THAT NEVER HAS A GOOD OUTCOME FOR ANYBODY WHEN, UH, THAT HAPPENS, PARTICULARLY THE DOG OWNER.

AND I DON'T KNOW WHAT THEIR CHOICES ARE WITH REGARD TO THE CONFINEMENT AND EXPENSIVE INSURANCE AND BOXING AND EVERYTHING ELSE.

AND UNFORTUNATELY I THINK A LOT OF TIMES THEY CHOOSE AN EASIER PATH FOR THEM AND NOT FOR THE DOG.

YOU KNOW, I WOULD ADD THOUGH, THE OFFICERS HAVE DONE A GREAT JOB AT USING DISCRETION ON WHEN AN INCIDENT OCCURS AND, UM, WHETHER IT BE SOMETHING MINOR OR BETWEEN TWO DOGS, THERE HAS BEEN DISCRETION MADE, UM, THE CASES THAT HAVE GONE TO COURT.

UM, I WILL SAY THAT THEY HAVE, UM, THERE'S BEEN SIGNIFICANT INJURY.

THAT'S WHERE WE'VE TRIED TO TAKE THOSE.

WHAT ARE THE METHOD OF, UH, CONTROLLING FOR HEARTWORMS? UM, DO YOU HAVE, OR IS NEEDED OR CAN BE DONE, UM, FOR PREVENTION? WELL, WE, YOU KNOW, ONE THING IS, AND I, I SHOULD HAVE GOTTEN INTO THIS, BUT I HAVEN'T IS THAT, YOU KNOW, PREVENTION WITH, UM, HEARTWORMS OF COURSE, MOSQUITO CONTROL IS A KEY COMPONENT IN THIS AND THEN AS WELL, THERE'S A, AND AGAIN, I'M NOT A VET, SO I CAN'T PRACTICE VETERINARY MEDICINE, BUT WE DO HAVE A VET THAT HAS A MOBILE UNIT THAT IS WILLING TO GO OUT AND, UM, UH, TEST THESE ANIMALS TO SEE IF THEY AREN'T WORMS AND THEY GIVE THEM AN ALTERNATE ROUTE TO TREAT OR TO PREVENT IT.

BECAUSE RIGHT NOW THAT PREVENTED, IT'S VERY COSTLY.

IT'S VERY EXPENSIVE.

AND A LOT OF PEOPLE CAN'T AFFORD THAT THERE IS A CHEAPER ROUTE.

AND I CAN'T SAY THAT CAUSE I'M NOT A VET, BUT HE'S WILLING TO GO INTO THE RURAL COMMUNITIES AND HELP ME EXPLAIN HOW THEY CAN DO IT FOR FAR LESS, YOU KNOW, DOLLAR THAN THE HEARTGARD YOU BUY THE VET.

I BELIEVE HER STAFF INCLUDES WHAT ACTUALLY DOES, UH, WHAT I CALL A MITIGATION ATTORNEY AS WELL, AND ALSO AN ADMIN INVESTIGATOR FOR WHAT WE LABELED OUR MITIGATION TEAM.

THAT TEAM GAVE ME A REPORT AND THEY NOW HAVE APPROXIMATELY 11 CASES, FOUR OF WHICH ARE MURDERS.

I'M SORRY.

ONE, TWO, THREE, FOUR, FIVE ARE MURDERS TO ARCH DRUG TRAFFICKING CASES TO CHILD ABUSE CASES AND BURGLARY CASES.

AND WHAT THEY HAVE BEEN DOING IS THEY'VE BEEN GOING IN THE COMMUNITY AND RESEARCHING AND INVESTIGATING AND TRYING TO GET INFORMATION TO MITIGATE THE SENTENCE THAT THEY, THAT THEY MIGHT RECEIVE.

JUDGE MULLEN HAS, UM, REALLY APPRECIATED THE WORK THAT OUR MITIGATION AND SENTENCING TEAM HAS DONE.

AND SHE IS ACTUALLY, I THINK WE HAD A CLIENT THAT WAS LOOKING AT 45 YEARS TO LIFE, AND THAT CLIENT WAS ACTUALLY SENTENCED 20 YEARS ON A GUILTY PLEA.

WE ALSO ASKED YOU FOR FUNDS FOR WHAT WE CALL OUR BOND COURT TEAM.

WE HIRED TWO ATTORNEYS TO ASSIST IN BOND COURT.

SO EVERY DAY, WELL, FIVE DAYS A WEEK, THEY'RE AT THE MAGISTRATE OFFICE FOR BOND COURT TWICE A DAY.

THEY ALSO HAVE AN ADMINISTRATIVE ASSISTANT AND, UM, WE HAVE SEEN AN INCREASE OF 44% IN THE CASES THAT WE'VE BEEN APPOINTED TO BECAUSE WE BELIEVE THAT CREATED THE PROBLEM WITH HAVING TO GO TO THE CLERK'S OFFICE TO BE APPOINTED.

SO THEY'RE APPOINTED ON THE SPOT BY THE MAGISTRATE.

A BOND TO BOND ATTORNEYS ARE AVAILABLE TO REPRESENT ANYONE WHO WANTS TO HAVE A PUBLIC DEFENDER DURING BOND HEARINGS.

WE'VE SEEN A REDUCE IN THE NUMBER OF PEOPLE THAT HAVE ACTUALLY BEEN, UM, DETAINED PRETRIAL BECAUSE OF THESE TWO ATTORNEY'S PRESENCE.

AND THE MAGISTRATES HAVE HAD RAVE REVIEWS ABOUT HOW EASY THE TRANSITION HAS BEEN AND HOW MUCH EASIER IT IS FOR THEM TO SET A REASONABLE BOND FOR PEOPLE.

WE, UM, DUFFY'S NOT HAPPY WITH ME BECAUSE I HAVE BEEN ABLE TO, UM, I STOLE TWO OF HIS, THREE OF HIS ATTORNEYS.

I BELIEVE RICHLAND COUNTY AND BUFORD COUNTY HAVE BEEN TREMENDOUS WITH THEIR ALLOCATIONS OF FUNDS FOR OUR OFFICE.

I'LL BE EITHER TO THE NUMEROUS SIDE LIBRARY PROJECT HAS BEEN IN THE BUFORD COUNTY STRATEGIC PLAN AND ON THE CIP RADAR FOR 11 YEARS, I THINK IT WAS ADDED IN 2010, A COMPLETE PRESENTATION ON THE PROJECT WAS MADE DURING THE AUGUST, 2019 COMMUNITY SERVICES MEETING.

IT WAS REFERRED BACK TO EXECUTIVE STAFF OR RECOMMENDATION ON HOW TO PROCEED AND THAT INCLUDED, UH, A CLEAR UNDERSTANDING OF EXACTLY HOW THE PROJECT WOULD BE FUNDED.

THE PROJECT WAS PUT ON HOLD DURING 2020, UH, FOR A NUMBER OF REASONS IN IS NOW BEING BROUGHT FORWARD TO REESTABLISH THE PROJECT AND LAY THE GROUNDWORK FOR, UH, THE, THE NEXT STEPS.

THE FUTURE STEPS, A STAFF IS REQUESTING AUTHORIZATION TO CONDUCT PRE-PURCHASE DUE DILIGENCE ACTIVITIES FOR THE RIVERSIDE LIBRARY SITE.

AND, UH, THAT'S IN THE AMOUNT NOT TO EXCEED $30,000.

THESE ACTIVITIES WILL INCLUDE SURVEY APPRAISAL AND A PHASE ONE ENVIRONMENTAL SITE ASSESSMENT.

THE FUNDING SOURCE FOR THIS WOULD BE THE LIBRARY IMPACT VISA ACCOUNT.

SO, UM, IN THE FUTURE, UM, UM, THAT THEY WOULD REALLY GIVE SOME STRONG CONSIDERATION TO WHAT THAT EFFORT.
