THE ONLY NEWSWORTHY ITEM I HAVE IS TO REMIND COUNCIL THAT OUR RETREAT WILL BE HELD THE FEBRUARY 2ND, THIRD, AND FOURTH.

IT WILL BE VIRTUAL.

UH, THE TIMES FOR THE RETREAT EACH DAY WILL BE FROM 10 TO 12 IN THE MORNING.

SHE HAS WORKED, THEY COMBINED 24 AND A HALF YEARS FOR BUFORD COUNTY IN THE FOLLOWING LIBRARY POSITIONS FIRST AS A LIBRARY ASSISTANT AT THE BUFORD BRANCH REFERENCE LIBRARIAN AT THE BRI BUFORD BRANCH CHILDREN'S MANAGER AT THE BUFORD BRANCH.

AND NOW THE ST HEL ON THE BRANCH LIBRARY MANAGER SINCE 2010, SHE EVER, SHE HAS RESPONSIBLE TO SUPERVISE THE GENERAL OPERATION OF THE ST.

HELENA BRANCH LIBRARY BY SUPERVISING LIBRARY, STAFF, ORDERING MATERIALS, COORDINATING FACILITIES, AND INFORM RESIDENTS ABOUT LIBRARY, RESOURCES THAT ARE AVAILABLE.

SHE IS ALSO RESPONSIBLE FOR THE COLLECTIONS AND BOOK, THE GULLAH GEECHEE AND RECONSTRUCTION READS THAT RESIDE AND THE ST.

HELEN ALLAH BRANCH LIBRARY, THE MATERIALS IN THESE SPECIAL COLLECTIONS HIGHLIGHT THAT THE FIRST ROOTS OF THE GULLET PEOPLE AND THEY PROMOTE THE HEALING THAT SHOULD HAVE BEEN AFFORDED TO ALL PEOPLE FOLLOWING THE CIVIL WAR.

SOMETHING UNIQUE ABOUT HER THAT SHE'S WILLING TO SHARE IS THAT SHE HASN'T BEEN INVOLVED IN LIVE THEATER AND MOVIES SINCE HIGH SCHOOL.

HE OVERSEES THE BLUMP, THE NEW SOCCER AND ADULT VOLLEYBALL PROGRAMS. AND HE ASSISTS WITH YOUTH BASKETBALL, YOUTH FLAG FOOTBALL PROGRAMS, ADULTS ON BALL AND THE ADULT KICKBALL PROGRAM.

HE HAS A DRY SENSE OF HUMOR AND A TREMENDOUS MEMORY.

UH, IF AFTER A FEW YEARS YOU WERE TO ASK HIM ABOUT A COACH OR A KID THAT SCORED A LOT OF GOALS IN SOCCER.

HE CAN IMMEDIATELY NAME THEM.

UH, THAT'S A LOT BETTER THAN I CAN DO AT THIS POINT IN MY LIFE.

SO THAT'S GREAT.

YOU CAN BET IT THERE.

THURSDAY STAFF MEETINGS, DARRELL WILL ENTERTAIN THE TEAM AND SOME WAY, UH, HE, UH, HE ATTENDED NORTH GREENVILLE UNIVERSITY ON A GOLF SCHOLARSHIP.

HE HAD A GREAT CAREER, WHICH INCLUDED THE FIRST PLACE TO FINISH IN THE J RALPH HARGET MEMORIAL INTERCOLLEGIATE MEN'S GOLF TOURNAMENT DURING HIS JUNIOR SEASON.

AND TO THIS DAY, HE STAYS INVOLVED WITH GOLF AND HE SPENDS HIS DAYS OFF WORKING FOR PALMETTO BLUFF THERE.

UM, AND, UH, UH, ON THE GOLF COURSE, OUR THIRD EMPLOYEE IS WITH US THE STATEMENT I'M JUST GOING TO CALL OFF FRUIT.

THIS IS A PARAMEDIC, SEAN FRIPP, UH, HE HAS BEEN AWARDED THE 20, 20 MASONIC LODGE ASA GO DOWN AS THE EMS PROFESSIONAL OF THE YEAR AWARD.

I, IN ADDITION TO PERFORMING HIS JOB AND THE NEXT SIMPLE, THEIR LEVEL, MR. FRILL DEMONSTRATES LEADERSHIP UNDER PRESSURE, AS WELL AS SERVES AS MENTOR TO NEWLY HIRED EMPLOYEES AND THE STUDENTS IN TRAINING.

HE HASN'T BEEN EMPLOYED AT BUFORD COUNTY EMS SINCE JANUARY OF 2015.

AND IN THAT TIME HAS PERFORMED HIS JOB ADMIRABLY.

HIS PASSIONATE LOVE FOR HIS CRAFT IS DISPLAYED ON A DAILY BASIS.

HE IS A VALUED EMPLOYEE.

HE WAS WILLING TO DO WHATEVER IT TAKES TO GET THE JOB COMPLETED.

HE HAS A COUPLE OF THINGS TO HIS CREDIT IN REGARD TO RESCUE OPERATIONS AND SEPTEMBER OF 2020, HE RESPONDED TO A CALL IN WHICH A CAR WAS STRONG, 40 FOOT DOWN OFF OF A BRIDGE INTO THE WATER SUBMERGING, SEVERAL PEOPLE INSIDE WITHOUT HESITATION.

HE COMMANDEERED A BOAT FROM THE LOCAL MARINA AND RESPONDED WITH HIS PARTNER TO THE SUNKEN VEHICLE ON SCENE.

SEAN TRIED EVERYTHING WITH HIS POWER TO HELP RESCUE THE TRAP VICTIMS WITH NO AVAIL, EVEN THOUGH THE OUTCOME MAY NOT HAVE TURNED

WHEREAS MR. WILLIAM, BILLY BERGMAN IS AN ACTIVE RUNNER HAVING COMPLETED THE 2019 BUFORD TWILIGHT RUN 5K AT THE AGE OF 72 YEARS OLD.

WHEREAS HAVING LIVED A LOT OF PLACES, SUCH AS SAVANNAH, GEORGIA, AND LUDA, WISCI GEORGIA STILL CHOSE TO, UM, LIVE IN BUFORD COUNTY, UH, SAY I LOST MY PLACE.

UH, THIS IS AN UNPRECEDENTED SHORT TIMELINE, UH, COMPARED TO THE NORMALLY, UM, YEARS TO EVEN DECADES, UH, AND THE HISTORY OF VACCINES.

UH, BUT WHEN YOU REALLY LOOK AT IT AND YOU LOOK AT THE STEPS AND YOU MOVE THROUGH THOSE BRIEF IN A SECOND, UH, NOTHING WAS SKIPPED.

THE REASON THAT WE GOT THROUGH SO FAST, I THINK IS THAT WE LEVERAGED REALLY SOME TECHNOLOGY THAT HADN'T BEEN USED BEFORE, BUT HAS BEEN AROUND AND STUDIED FOR A LONG TIME.

AND THEN JUST AN UNPRECEDENTED, UH, UH, COALESCENCE OF TIME AND ENERGY AND RESOURCES.

UH, I HAVEN'T SEEN IN THE HISTORY OF, UH, ANY KIND OF, UH, UM, UH, OBJECTIVE, UH, LIKE DEVALUE DEVELOPING A VACCINE.

SO I THINK THAT THE TIMELINE GUY COMPRESSED, BUT I DON'T THINK ANYTHING IMPORTANT WAS LEFT OUT.

I THINK MOST OF THE MEDICAL COMMUNITY IS ACTUALLY PRETTY COMFORTABLE WITH THIS.

SO THIS IS HOW VACCINES GET APPROVED.

UM, THERE'S A BUNCH OF WORK THAT'S DONE PRECLINICAL, AND THAT CAN BE DECADES TO, UH, UH, TWO YEARS BEFORE ON THE PHASE ONE TRIAL, SARAH DIDN'T.

SO IN THE CASE, FOR INSTANCE, OF THE TWO FRONT RUNNERS RIGHT NOW, UH, THE PFIZER AND THE MODERNA THEY SEMINAR AND A TECHNOLOGY, RIGHT, WHICH EVERYBODY SAYS IS NEW AND NOVEL THAT ACTUALLY WAS BEING LOOKED AT AND STUDIED, UM, FOR A COUPLE OF DECADES ALREADY.

IT WAS JUST, UH, I TECHNOLOGY, I THINK THAT WAS IN SEARCH OF A, OF AN APPLICATION.

SO PROBABLY ABOUT 20 YEARS OF HOMEWORK DONE BEFORE, EVEN THE PHASE ONE TRIAL PHASE, ONE TRIALS WITH VACCINES AND NEW MEDICATIONS ALWAYS ARE THERE TO ANSWER THE QUESTION.

IS IT SAFE? UM, THINGS DO NOT PROGRESS PAST PHASE ONE TRIALS.

UM, IF THERE'S, UH, SOME SIGNIFICANT CONCERN ABOUT SAFETY PHASE TWO IS TRYING TO FIGURE OUT THE RIGHT DOSE, PLAYING AROUND WITH THOSE, THOSE, THOSE, AND TRYING TO FIND OUT THE DOSE THAT'S GOING TO WORK.

THAT'S ALSO GOING TO BE SAFE AND EFFECTIVE PHASE THREE IS, DOES IT ACTUALLY WORK? UM, AND EVERY VACCINE, INCLUDING THE NEW ONES THAT WE HAVE NOW GO THROUGH ALL OF THESE STEPS BEFORE THEY ARE EVEN ELIGIBLE TO BE REVIEWED, UM, BY THE FDA.

I THINK THE CONSENSUS WAS THAT NEEDED TO BE THE ONE TIER, UM, AND THERE WAS A SMALL DIFFERENCE.

AND I THINK PART OF THE REASONING IS THAT WE ALL USE THE, UH, THE LANDFILL, WHICH THE COUNTY PAYS FOR.

AND WE ALL THEN USE THE, UH, UM, UH, CONVENIENCE CENTERS.

UM, THERE WAS SOME ISSUES RAISED ABOUT WHETHER THE, WHETHER WE'RE DENYING ACCESS TO THE, UH, TO SOME FOLKS, UH, FOR THE CONVENIENCE CENTERS, WITH THE DICKOW AND STAFF'S COME UP WITH A WAY TO EXPAND THE DEFINITION OF THOSE THAT CAN USE IT.

THERE'S A LOT OF, THERE'S A LOT OF CONFUSION ON THIS ISSUE, AND THERE HAVE BEEN A NUMBER OF EMAILS THAT HAVE COME THROUGH WHERE PEOPLE, UH, WRONGLY BELIEVED THAT THE ONLY PEOPLE THAT ARE EMPOWERED TO ENFORCE THIS ORDINANCE ARE CODE ENFORCEMENT OFFICERS AND PRIMARY ENFORCEMENT RESPONSIBILITY LIES WITH THE SHERIFF'S DEPARTMENT.

THE SHERIFF IS AWARE OF THAT, AND THERE'S A WAITING, UH, THIS TO, UM, UH, BE ENACTED SO THAT THE SHERIFF'S DEPUTIES CAN FULLY ENGAGE ON IT.

THE LANGUAGE IN THE ORDINANCE, UH, ALLOWS THE CODE ENFORCEMENT OFFICERS TO ALSO ENGAGE ON THIS, UH, TO GIVE US ANOTHER ARM OF THE ENFORCEMENT PROGRAM AND NOT JUST LIMITED TO THE SHERIFF'S DEPARTMENT.
