[5. CERTIFICATE OF APPRECIATION TO CHRISTOPHER ENGLAND]

SOMETIME RICHES OF SADNESS BUT YET AT THE SAME TIME I'VE BEEN VERY HAPPY TO HAVE A QUESTION

FOR THEM AS PART OF OUR COMMITTEE COUNSEL. >> DISTRICT 7 FOR THE LAST NOVEMBER 20TH 16 UNTIL TODAY. CHRIS, IT'S BEEN A PLEASURE TO HAVE YOU ON THE BOARD.

I HATE TO HAVE YOU GO BUT I RECOGNIZE THAT YOU HAVE CHILDREN ON MY SIDE OF THINGS ALONGSIDE OUR ARMS AND SIDE. WE APPRECIATE ALL THE CONTENT FOR THE COMMITTEE.

I SIGNED YOUR CERTIFICATE YESTERDAY AND IT'S IN THE MAIL TO YOU.

DO YOU HAVE ANYTHING YOU'D LIKE TO SAY? >> I'M NOT HEARING ANYTHING

[6A. YEAR 4 RESURFACING & REJUVENATOR BID RESULTS & APPROVAL Ms. Andrea Atherton, Capital Projects Director]

FROM CHRISTOPHER MOVE ON TO BUSINESS. IVAN, NO ONE IS HERE FOR RESURFACING AND REJUVENATED BED RESULTS IN A VOTE FOR APPROVAL OR DISAPPROVAL.

THE GOOD NEWS IS THAT IT'S BEEN A YEAR OF INTRODUCTION AND HE CAME TO ME WITH A SUGGESTION SOMETIME BACK AND ASK YOURSELF IF IT WOULD BE A LITTLE TO SPLIT UP THE REJUVENATED FROM THE RESURFACING WORK. AND WE LOOKED AT THE COST WE WERE GETTING PRICING SOMEWHERE AROUND BUCK 70 PER SQUARE YARD AND I SAID THAT SOUNDS STRANGE BECAUSE IT WAS SOMETHING LIKE 90 DOLLAR. ANY SENSE OF SQUARE YARD IS WHAT A TOP TOTALS WOULD COST 90 TO 95 CENTS A SQUARE YARD. SO SHE PUT HER TO BED AND NOW LEFT AND CONTINUE ON.

NOW ANDRE. >> ALL RIGHT. THANKS.

THANK YOU, CRAIG. I'LL JUST GIVE YOU A QUICK UPDATE.

AND THAT WAS A GREAT INTRODUCTION. I APPRECIATE AS YOU KNOW, THE PAYMENT CONDITION THAT WAS DONE IN 2017. WE HAVE NOW SUCCESSFULLY COMPLETED THREE YEARS AND WE ARE IN OUR FOURTH YEAR. WE RECEIVED BIDS AS WE SAID WE SEPARATED YEAR FOUR AND TWO PROGRAMS ONE WE'RE JUST GOING TO CALL RESURFACING.

[00:05:02]

THE OTHER WAS REJUVENATE OR THE RESURFACING INCLUDES THOSE TREATMENT TYPES TO INCLUDE MICRO SERVICING MILL AND HMO OVERLAY, HMO OVERLAY AND A PREVENTATIVE MAINTENANCE THINNER LIFT. WE DID RECEIVE TWO BIDS. WE RECEIVED ONE FROM A PAC ATLANTIC AND ONE FROM EURO VIA ATLANTIC ALSO KNOWN DOING BUSINESS AS LIFE.

OUR ENGINEERS ESTIMATE FOR THAT WORK WAS A TOTAL OF A MILLION SEVEN HUNDRED SEVENTY FOUR THOUSAND DOLLARS AND SOME CHANGE THE TWO BIDS THAT CAME IN BLYTHE WAS AT A MILLION 3 9 2 1 6 TIKI AND A PACKET LAP WAS A MILLION 7 40 6 0 8. WE ARE RECOMMENDING AWARD TO LIFE INCLUDING A 5 PERCENT CONTINGENCY AND A FULL DEPTH PATCH ALLOWANCE OF ONE HUNDRED AND FORTY THOUSAND DOLLARS. CRAIG CRAIG AND I WORKED CLOSELY ON ESTABLISHING THE CONTINGENCY AND FULL DEPTH PATCH ALLOWANCE BASED ON HISTORICAL DATA THAT WE HAVE RECEIVED FROM YEARS 1, 2 AND 3. SO THAT WOULD BE A TOTAL COST OF A MILLION 6 0 7 WITH FUNDING AT 2 MILLION 5 40. SO THAT IS FOR ACTION FOR THE COMMITTEE TO MEET THE CHARMING GORDON AND THERE ARE SOME BACK ANDREW SPEAKING AS I WAS SAYING YOU HAVE ALL THAT DATA IN YOUR POCKET. IS ANYBODY HAVE ANY QUESTIONS OF CONCERN? HAVEN PORTION OF THIS RESURFACING PORTION UP FOR BID HAS SEEN ONE HERE NO ONE.

>> CAN I HAVE A MOTION FOR APPROVAL? I'M WAITING FOR A MOTION FOR APPROVAL. FOLKS CRAIG FARR MOTION NEWS APPROVED LIKE A SELECT

DESK. >> THIS IS A FURTHER DISCUSSION CONCERNING IT OR QUESTIONS TO

THE WHAT WAS A QUESTION OR NO QUESTIONS? >> IS THERE ANY DISSENTING VOICE OTHERWISE MORE CONCERNED THIS IS A PROBLEM HEARING ON YOUR FLOOR PAVING PUT RESURFACING PORTIONS YOU WANT TO GO AHEAD YOU AND CONSENT NOT ALL THE.

SURE. THANK GREG. THE SECOND PORTION IS STRICTLY

READ FROM PETER. >> HE RECEIVED UNBILLED FROM PAVEMENT TECHNOLOGY'S THE ESTIMATED COST THE ENGINEERS ESTIMATE FOR THIS WORK WAS FOUR HUNDRED AND SEVENTY SEVEN THOUSAND DOLLARS. AND AS CRAIG HAD SAID THAT WAS BASED ON HISTORY OF YEARS REALLY WOULD BE TWO AND THREE WHICH CAME INTO A TOTAL OF TWO DOLLARS AND 21 CENTS A SQUARE YARD. AND THAT WAS OUR DECIDING FACTOR TO SEPARATE THIS PORTION OF THE WORK PAYMENT TECHNOLOGIES BID ONE HUNDRED AND NINETY ONE THOUSAND SEVEN HUNDRED AND SEVENTY SEVEN DOLLARS WITH A 5 PERCENT CONTINGENCY COMES UP TO JUST OVER TWO HUNDRED THOUSAND DOLLARS TWO HUNDRED ONE AND THREE HUNDRED SIXTY SIX.

AND AGAIN THAT NOW COMES IN ON THE TWO HUNDRED AND THREE THOUSAND SQUARE YARDS THAT WE WILL BE PUTTING THIS TREATMENT ON. IT COMES IN AT NINETY FOUR CENTS A SQUARE YARD IN LIEU OF THE TWO DOLLARS AND 21 CENTS.

SO WE'RE RECOMMENDING AWARD TO PAYMENT TECHNOLOGIES TOTAL TWO HUNDRED AND ONE THOUSAND THREE

HUNDRED AND SIXTY SIX DOLLARS. >> AND IT'S FRACTION. THANK YOU VERY MUCH.

QUESTIONS CONCERNING THIS. DO YOU HAVE QUESTIONS WORK? YES.

[00:10:03]

I'M ACTUAL MOTION TO BE ACCEPTED IN KEEPING WITH THE COUNTY PARKS PROCEDURES.

I HAVE A SECOND GONE BACK TO THE WE HAVE A MOTION APPROVED AND SECOND, IS THERE ANY

QUESTIONS? >> IS ANYBODY HAVE A VOTE AND WOULD BE IN DISAGREEMENT WITH

THIS ACCEPTANCE HEARING ANYMORE? >> ANY LIFE EXCEPT A MOTION AS

APPROVED IN UNANIMOUS NEXT ITEM BY ITEM B? >> I SAY A OF .

[6B. RESULTS OF RFP FOR PAVEMENT CONDITION SURVEY Mr. Jared Fralix, Assistant County Administrator - Engineering]

QUESTION PROPOSALS FOR PATRON CONDITIONS SURVEY FOR THE NEXT FIVE YEARS COULD PAVING.

WHAT WERE YOU DOING? GERARD YOU'RE UP AND YOU CAN'T THEM IN COUNCIL LETTERS.

>> AREN'T YOU AWARE IN 2015 BE ME AND TTC WENT OUT FOR SOLICITATION FOR AN INITIAL HASTENING CONDITION SURVEY ON THE COUNTY'S ROAD NETWORK THAT WE MAINTAIN AT THAT TIME A NEEDLESS ELECTED AND THEY PERFORMED THE WORK 20 FEBRUARY TO JUNE 2017 AT THE END OF THEIR WORK PERIOD. A REPORT WAS PROVIDED THAT THE TO THE METHODOLOGY THAT WAS USED TO RANK AND ANALYZE THE ROADS IN THEIR CONDITION AND ALSO PROVIDE US THE FRAMEWORK OF THE FIVE YEAR SAVINGS PLAN THAT WE'VE BEEN WORKING WORKING TOWARDS OVER THE LAST THREE YEARS FOUR YEARS NOW. AS YOU MENTIONED, WE'VE COMPLETED THREE YEARS OF THAT AND OUR ENTERING YEAR FOR SO WE'RE IN NEED OF THAT UPDATE. THE BUSINESS PUT OUT IN DECEMBER THE VISUAL RISKY EXCUSE ME SAVER AND WE'VE HAD A LOT OF INTEREST NATIONWIDE INTEREST WITH TWELVE BIDS RECEIVED AFTER REVIEWING THE BIDS.

THERE WAS A REVIEWING COMMITTEE OF FOUR MEMBERS MYSELF AND ANDREA AND COUNCILMAN GORDON AND ALSO THE COMMITTEE MEMBER MR. MCCAIN AND THE FOUR OF US REVIEWED AND TALLY THOSE AND CAME UP WITH FNMA AS THE MOST HIGHLY RANKED CONSULTANT. AS MENTIONED THEY WERE THE ONES THAT PREVIOUSLY PROVIDED THE REPORT. THEY WERE ALSO SEEN WITH SFE AND FIGARO. FIGARO IS THE DATA COLLECTOR, SOME CONSULTANT.

THEY'RE ACTUALLY WORKING ON THE. THE SECOND ROAD PAVEMENT CONDITION SURVEY RIGHT NOW AS WELL. SO IT MADE A LOT OF SENSE THAT THEY'D BE ABLE TO HELP US SHOULD WE CHOOSE TO MOVE FORWARD WITH THE D.A. ROAD AT HOWEVER THE COORDINATION THAT RECORD HAD WITH THE DEALER. AS FAR AS THEIR PROGRESS ON THEIR ASSESSMENT, THEIR IT SOUNDS LIKE THEY'RE NEARING COMPLETION.

SO PER OUR RECOMMENDATION WE THOUGHT IT WAS BEST THAT WE WOULD STICK TO THE MUNICIPAL POWER OF THE ACCOUNTING IN THIS ROAD. UNLIKE ACTIVELY SELECTED THE HIGHEST RANKED FIRM WE LOOKED AT THE PROPOSAL THAT WAS PROVIDED BY FEMA AS FAR AS PROPOSAL AND THAT COST PROPOSAL. SO TO INSTEAD OF ME TWO DOLLARS AND TWO HUNDRED TEN TWO THOUSAND FOUR HUNDRED DOLLARS. SO THAT INCLUDED THE THREE COST COMPONENTS OF WRITING THE ROADS AND ANALYZING CREATING THE PRIORITY LIST AND THEN ALSO HELP WHEN THAT'S COME UP WITH A FIVE YEAR PHYSICALLY SPRING RECORD.

SO WHAT WE BRING AS MENTIONED THERE WERE TWO ALTERNATES ALSO THE D.A. RETURNS.

BUT GIVEN THE STATUS OF WHAT WE KNOW WHERE DFT IS ON THEIR PROGRAM PROCESS THE PROGRESS OF THEIR PROGRAM, WE FELT IT WAS ADEQUATE JUST TO PROVIDE A RECOMMENDATION TO THE COMMITTEE HERE REDUCED THE COUNTY EMINENCE OR ROADS FILLED WITH THAT CHAIRMAN.

WE WOULD MAKE THAT PROPOSAL OR THAT RECOMMENDATION TO MOVE FORWARD WITH A TWO HUNDRED SEVENTY TWO THOUSAND FOUR YEAR AS A NOT TO BE SEEN. WE STILL INTEND COORDINATED WITH FNMA TO GET A BETTER UNDERSTAND CAME UP WITH THAT NEGOTIATE A FINAL FINE BEST PRACTICE BUT THIS WOULD BE A NOT CLEANING UP WITH THIS TO THE COMMITTEE HERE VERY FIRMLY SET BACK AND TRYING TO MAKE AN ESTIMATE OF WHAT THE COSTS MIGHT BE TO DO.

[00:15:03]

>> THIS WOULD LOOK AT WHAT WE HAD PAID IN THE PAST. IT'S VERY OBVIOUS THERE AND I MEAN COSTS THEMSELVES MORE THAN WHAT THEY CHARGED US IN THE LAST GO AROUND BECAUSE OF ZONING RIGHT AROUND ONE HUNDRED THOUSAND DOLLARS TO DO OUR MILEAGE AND SOME MILES ROAD WE'VE SET ASIDE TWO HUNDRED THOUSAND DOLLARS FOR THIS WORK IN OUR BUDGETING.

OBVIOUSLY IT SEEMS OUR BUDGETING BY SEVENTY SEVEN THOUSAND DOLLARS ALTHOUGH WE HAVE NOT HAD ANY CONVERSATIONS WITH THEM YET. THE REALITY IS WE NEED TO GET THIS APPROVED BY OUR COMMITTEE SO THAT WE CAN START TO NEGOTIATE AND SEE WHERE IT HAPPENED TO ME. I MUST SAY TO TELL YOU ONE OTHER VERY OUTSTANDING FEATURE OF HAVING THIS GROUP IS IN SAPPY SAPPY BRAINS IN THE FORMER DIVISION CHIEF OF ROME'S AIR CDO TEAM. HE WAS THE GUY THAT DID THE REAL DESIGN PART OF THE WORLD PAVEMENT DESIGNED FOR LCD TV. SO WE HAVE A GOOD TEAM PUT TOGETHER TO ASSIST US WITH THIS WORK. ANY QUESTIONS FROM ANYBODY, MR. CHAIRMAN?

>> CRAIG? YES, SIR. I I'M HAVING TROUBLE HEARING JUST A LITTLE BIT BUT I BELIEVE WHAT I HEARD WAS YOU JUST INCLUDES THE COUNTY AND MUNICIPAL ROADS. IS THAT TRUE? THAT IS CORRECT.

BECAUSE WE TALKED ABOUT THE LAST MEETING OR MEETING TWO AGO THAT WE WERE GOING TO INCLUDE

SOME OF THESE STATE SECONDARY ROADS AS I REMEMBER. >> THAT'S CORRECT.

>> CORRECT. AND WHAT HAS HAPPENED IS THIS NO DIFFERENT THAN A LOT OF THINGS BECAUSE I'M STILL HEAVILY INVOLVED WITH THINGS GOING ON WITH THE STATE.

I'VE HAD CONVERSATIONS WITH THEM AND TOLD THEM THAT WE WERE GOING TO HAVE A VOTE TODAY ON THIS. THEY GOT BACK WITH ME AND SAID THAT WE HAVE BY THE 25TH OF THIS MONTH THEIR STATE ALL THE STATE'S SECONDARY IS DONE BY FUGRO WHO'S ALSO ON THIS TEAM AND WE'LL HAVE ROAD THE SECONDARIES AND HAVE THEIR PERMITS COMPLETED FOR US.

SO THAT'S WHY WE'RE EXCLUDING IT FROM OUR COST AND THE CLASS WAS SOMETHING TO THE TUNE OF 300 THAN THIRTY FIVE THOUSAND DOLLARS TO DO THE STATE SECONDARY.

SO THAT'S MONEY WE'RE NOT HAVING TO SPEND ON STATE SECONDARIES IF IF IF THAT IS THE CASE WHICH I'M SURE IT IS DID THAT FEW HUNDRED THOUSAND DOLLARS OUR ESTIMATE DID THAT

INCLUDE THE STATE SECONDARY ROADS? >> IT DID NOT.

IT DID NOT AND NOW WE'RE GETTING A BIT OF TWO SEVENTY TWO FOR SEVENTY TWO THOUSAND ABOVE. WHAT ARE YOU LOOKING FOR TODAY AS AN APPROVAL? ARE YOU LOOKING FOR AN APPROVAL TO CONTINUE THE NEGOTIATIONS WITH THE CONSULTANT?

IS THAT WHAT WE'RE VOTING ON? >> THAT IS EXACTLY WHAT WE'RE VOTING ON AS THIS IS A MATTER OF SIN COST A REAL UP AND COMING BACK TO THE COMMITTEE FOR ANOTHER DOLLAR AMOUNT.

WE'RE OPPOSING IT TO MOVE ON BECAUSE OF THE TIMING. IT'S GOT TO TAKE TILL AUGUST FOR THEM TO COMPLETE THE WORK THAT'S BRINGING KEPT HIM APPROVED IN FEBRUARY TO COUNTY

COUNCIL. >> TO KEEP THE PROCESS MOVING, TODAY'S VOTE IS TO APPROVE THE CONTRACT NOT TO EXCEED THE TWO HUNDRED AND SENDING FORWARD FOR .

BEN, ARE YOU TELLING ME THAT WE'RE WE'RE COMFORTABLE WITH THE SEVENTY FOUR THOUSAND OVER

OUR ESTIMATE? >> YES, WE ARE. OK.

THANK YOU. ANY OTHER QUESTIONS? NOT HEARING OR SEEING ANY I

HAVE A MOTION TO APPROVE MARK. >> SO MOVE ABOUT THIS WHICH WASN'T AUTHORIZED STAFF TO PROCEED TO FURTHER DISCUSSIONS TO THIS CONTRACTOR BECAUSE SOME ESTIMATIONS KEEPING COUNT

OF CONTRACT PROCEDURES, WAIVERS CERTAIN TO THAT CERTAIN. >> TOOK A SECOND.

THANK YOU VERY MUCH. IS THERE ANYBODY HAVE ANY QUESTIONS OR CONCERNS JUST TO DISAPPROVE THE CONTRACT? I'M SORRY. SECOND JOE STRAWMAN.

>> THIS IS JIM DOING. I WAS RECEIVED THAT AS A UNANIMOUS VOTE OF APPROVAL FOR

[00:20:07]

RIBAUT OR PAINFUL CONDITIONS, SIR. >> AFFECTING OTHER NEXT TOPIC.

[6C. UPDATE ON 5 YEAR DIRT ROAD PAVING PROGRAM Ms. Andrea Atherton, Capital Projects Director]

UPDATE ON THE FIVE YEAR DOUBLE BAITING PROGRAM. ADDRESS YOU AGAIN.

>> ALL RIGHT. OK. SO AS YOU KNOW BACK IN 2009 19 WE ESTABLISHED A FIVE YEAR DIRT ROAD PAVING PROGRAM BASED ON SOME CRITERIA AND THEY WERE ALL PRIORITIZED. WE HAD BEEN OUT THE FIRST YEAR OF THAT WHICH INCLUDED RIGHT NOW ACCORDION AWARDS LANDING AND GEORGE WILLIAMS THAT THAT WORK IS UNDERWAY.

IT WAS A DESIGN BUILD CONTRACT JAY HIRES AND ANDREW'S ENGINEERING CURRENTLY WORKING ON RICE ROAD RIGHT NOW JUST FINISHING UP THE PIPE WORK SAL CORNY AWARDS LANDING AND GEORGE WILLIAMS ARE ALL IN FOR PERMITTING. IT'S BEEN A SLOW PROCESS BUT IT'S STARTING TO MOVE ALONG A LITTLE BIT. SO THAT WAS YOU ONE AS YOUR ONE

PROGRESSED. >> WE LOOKED AT THE THE PRIORITY TIES LIST AND THERE WAS A FEW THINGS THAT CAME UP NO ONE ENDINGS POINT WHICH WAS SLATED FOR YEAR TO YEAR ONE HAD BEEN BROKEN INTO TWO OF THEM TO DIFFERENT PROGRAMS. EDITOR'S POINT WAS TO BE CLASSIFIED AS A PRIVATE ROAD SO THAT CAME OFF THE LIST THE RIGHT OF WAY ACQUISITION FOR

DAVIS ROAD AND TWEAKING HIM HAD NOT BEEN COMPLETED YET. >> THE FUSCA ISLAND COUNCIL HAD GOTTEN BACK WITH US AND DECIDED THAT THEY IN LIEU OF A PAVED ROAD THEY WANTED A GRADED AGGREGATE ROAD SURFACE. WE HAD ALSO DECIDED THAT PROSPECT ROAD WHICH WAS STILL IN DISCUSSIONS THEY HAD MADE A REQUEST TO REPLACE PROSPECT ROAD WITH FRANCES JONES ROAD AND THE PAVING OF GRAVES ROAD WAS PART OF THE PEPPER HALL DEVELOPMENT AGREEMENT.

SO ULTIMATELY WHAT THAT DID. I'M SORRY YOU CAN'T SEE THE OLD FIVE YEAR PLAN.

THIS IS THE NEW FIVE YEAR PLAN THAT WAS JUST RECENTLY ADOPTED BY COUNTY COUNCIL.

YOU'RE GONNA SEE HERE THAT YEAR TWO WHICH USED TO BE. DAVIS RIGHT.

AND WITH CLIFF IS NOW WITH CLIFF. RIGHT? DAVID GREEN AND HARRISON ISLAND. HARRISON IRELAND MOVED UP FROM YEAR THREE TO YEAR TO YEAR THREE IS NOW TWEAKING HAM N NEW AND RAINBOW ROAD AND WE HAD TO DO SOME SWITCHING AROUND TO GET ALL OF THE DEFUNCT SKI ISLAND ROADS ON ONE YEAR TO SAVE OBVIOUSLY AND THE COST OF MOBILIZATION ON THE ISLAND AND HAULING MATERIALS.

SO WE PUT ALL THREE ROADS WHICH ARE NOW GOING TO BE JUST MINOR GRADING FOR DRAINAGE AND A GRADED AGGREGATE BASE. ALL THREE OF THE DEFENSE SKI ISLAND ROADS ARE SLATED FOR YEAR 4 AND THEN YEAR 5 IS JAMES WASHINGTON LEO GREEN AND DOLPHIN WATCH POINT AND AS WE I WOULD ASSUME AS WE GO THROUGH THESE AND WE FINISH YEAR ONE AND WE FINISH YEAR TWO AND WE START GETTING SOME MORE INFORMATION. THESE THESE PERHAPS COULD CHANGE IN YEAR FOUR OR FIVE. BUT RIGHT NOW THIS IS THE NEW ADOPTED FIVE YEAR PLAN.

I MIGHT ALSO SAY THAT WE ARE OUT FOR BIDS ON YEAR TWO. IT'S CALLED BID PACK NUMBER FIFTY TWO AND THOSE BIDS ARE DUE IN ON FEBRUARY 4TH AND IT AGAIN WILL BE A PROGRAM WHERE

THE IT WILL BE DESIGNED BUILD TURNKEY OPERATION IF THAT. >> SO MORE INFORMATION THAN ANYTHING ELSE. THE SECOND PART OF IT IS THESE FUNDS ARE FUNDED BY TAG TEAM FUNDS. SO COMING FROM THE CTC THAT SEEMS MORE FOR OR FOR EVERYBODY'S INFORMATION THAN ANYTHING ELSE. JOHN, DID YOU HAVE A QUESTION?

YEAH. >> PATRICK, EXPLAIN TO ME THE STATUS ON TABLE ROLLS AND J.D.

WATCHING DOES THOSE THINGS HAVE BEEN IN THERE FOR THE LAST FOUR YEARS? I'M SORRY. WHAT? WHAT TWO ROADS WERE THOSE?

>> DAVID GREEN AND J.D. WASHINGTON, WASHINGTON THOUGH DAVID GREEN IS IS SLATED IT IS

[00:25:12]

BEING BID OUT RIGHT NOW. SO THAT IS SLATED FOR THE YEAR TO PROGRAM WHICH WILL BE AWARDED SOMETIME PROBABLY IN THE SECOND QUARTER OF THIS YEAR AND WE'LL GET STARTED ON DESIGN IN THE THIRD QUARTER AND THEN AND THEN J.D. WASHINGTON THAT IS DOWN IN YEAR 5 NOW BASED ON HOW IT WAS SCORED ON THE CRITERIA THAT WAS DONE FOR THE FIVE YEAR PROGRAM WILL OF COURSE BE WASHINGTON ONE OF THE FIRST PROJECT THAT I WORKED OUT WHEN I GOT ON THIS COMMITTEE WAS J.D. WASHINGTON AND THAT WAS ABOUT FOUR YEARS THREE YEARS AGO AND EVERYTHING WAS SIGNED OFF AND I WAS TOLD THAT IT WAS SCHEDULED TO BE IN YEAR TWO WHICH WOULD HAVE BEEN

TWO YEARS AFTER I GOT ON. >> AND NOW YOU'RE SAYING THIS YEAR FIVE IT'S JUST KEEP QUESTION COACH AND PUSH IN AND HELP JOHN. IF YOU RECALL, CONSULTING WAS HORRIBLY WHAT WOULD SEEM LIKE BETTER THAN A YEAR AGO. AND ROB HAD THE CRITERIA ESTABLISHED AND THE CRITERIA CRITERIA ESTABLISHED IN GAME PLAY PRIVATIZATION FOR ALL THE DIRT ROADS THERE OR IN THE COUNTY. AND UNFORTUNATELY JANKY WASHINGTON DID NOT RATE AS HIGH AS IT DID EITHER. SO SO THE DECISION WAS MADE BY STAFF TO CONTINUE THAT LIST AND IN THAT FASHION THAT IT ISN'T A JOKE THE ROAD ISN'T GOING TO BE DONE. IT IS NOW IN A PROGRAM THAT'S BEEN APPROVED BY COUNTY COUNCIL. IT'S NOT AN APPROVAL, IT'S COUNTY COUNCIL AND THEY'VE AGREED TO IT. SO I THINK YOU NEED TO TALK TO YOUR BROTHER AND SEE IF HE CAN

PULL SOMETHING OTHER THAN US. >> I NEED TO TALK TO MY PRESIDENT.

MY BROTHER LEARNED OKATIE. >> I'LL TALK TO HIM. ALL RIGHT.

THANK YOU. ANY OTHER QUESTIONS ON THE UPDATE ON THE FIVE YEAR DOUBLE PAINTING PROGRAM NOT HEARING ANY EXCEPT AS ONE BELL WITH THE 20 20 PAVING UPDATE.

[6D. SCDOT 2020 PAVING UPDATE Mr. Ron Boller, PE, SCDOT Asst. Resident Construction Engineer]

>> HERE ON I DON'T HEAR YES HERE AND I WASN'T SURE WHICH MIGHT BE STANDING IN FOR RON BUT HE IS NO LONGER WITH YOU FOR JASPER CONSTRUCTION OFFICE. HE IS WITH D.A. IN DORCHESTER.

>> RIGHT NOW WE HAVE CHANGED OFFICES. >> WE'LL WORK ON GETTING HIM A

REPLACEMENT IN THE MEETING BUT THAT'LL BE GREAT. >> APPRECIATE THE HELP, ELIZABETH. I ALSO LOST THE OTHER DAY SHE LEFT ALSO DID HE DID ANY? THAT'S CORRECT. HE'S NOW WORKING IN RECONSTRUCTION THAT THE

HEADQUARTERS OF SOME VACANCIES NEXT DOOR. >> YES, WE DO.

[6F. PALMETTO BAY ROAD UPDATE Mr. Kraig Gordon, Chairman]

>> ALL RIGHT. WE'RE MOVING ON DOWN TO ITEM F PALMETTO BAY UPDATE.

AS I SAID JUST A LITTLE BIT. THERE'S MANY THINGS THAT GOES ON IN DURING THE WEEK THAT GOING INTO MEL BAY IS ONE OF THOSE THAT KIND OF WENT AWAY.

NOBODY PAID MUCH ATTENTION TO WHAT WAS A THREE HUNDRED THOUSAND DOLLAR DEATH.

A SURPLUS OF THREE THOUSAND DOLLARS THAT COMES BACK TO OUR COFFERS AND WE'VE STAYED ON IT.

I'M THE PROGRAM MANAGER AND MY UNDERSTANDING FROM HIM IS THAT A THREE HOUR THOUSAND DOLLARS WILL BE SENT BACK TO US BY 1 FEBRUARY. SO I WILL FILL IN THE BLANK WHEN YOU LOOK AT THE BUDGET AND IN THE FUTURE. LET'S MOVE ON.

[6E. STATE SECONDARY SUGGESTIONS FOR CTC CONSIDERATION Ms. Elizabeth Penn-Sanders, SCDOT Resident Maintenance Engineer]

>> NOBODY HAS ANY QUESTIONS. LET'S MOVE ON TO NEW BUSINESS. >> SORRY OVER ITEMS DE I SURE

DID. >> THANK YOU, ELIZABETH. I MISSED THIS RIGHT PROBLEMS. AND YOU STATED EARLIER IN THE MEETING WITH THE NEW DATA COMING OUT I THOUGHT IT MIGHT

[00:30:02]

BE ALSO AN OPPORTUNITY TO REVISIT THIS DISCUSSION AT THE NEXT MEETING IF YOU WOULD AGREE

TO THAT LOOKING AT NEW DATA THAT COMES OUT NOW. >> BUT I CAN TELL YOU FROM A SHORT LIST IF YOU GET STARTED IT'S ABOUT A THOUSAND POTENTIALLY THREE HUNDRED

THOUSANDS FROM SCORE. >> THIS IS FIRST ROUND BASE TO REALLY AND PARTNERED TOGETHER

WITH SOME OF THE SOME OF THE RESURFACING. >> I CAN TELL YOU ON A SHORT LIST YOU KNOW OUR SELECTION OF THE 2022 CANDIDATE WILL NOT BE COMPLETED UNTIL MARCH.

BUT I CAN TELL YOU WE'VE DONE OUR RESEARCH AND HAVE A SHORTLIST THAT IS STILL BEING REVIEWED. BUT AS SIXTY NINE HERMITAGE ROAD IS ONE OF THOSE ROAD ZONE WITH FEDERAL AID THAT WE ARE LOOKING CLOSELY AT AS WELL IRELAND'S CAUSEWAY.

WE DO LOOK TO FINISH IN HOPES TO FINISH THE LAST REMAINING HALF OF ESCORT 6.

WE'RE ALSO LOOKING AT S3 CASTLE HALL AND AS ONE 12 HOLLY HALL IF YOU REMEMBER IN THE PAST CTC 2016 PROGRAM A LITTLE CAPERS WAS RESURFACED BY THE CDC AND A SEGMENT OF 112 WOULD BE A NICE

ADDITION FROM THE CIRCLE TO WHERE IT JOINS. >> LITTLE CAPERS.

I BELIEVE THERE'S SOME COUNTY STORM WATER WORK GOING ON IN THE AREA TOO BUT THAT'S UP FOR CONSIDERATION. AND AS FAR AS A SHORT LIST AT THE MOMENT THAT WE'RE LOOKING AT FOR NONFEDERAL AID IS IS STANLEY ROAD AS 597 RESIDE? TWO SIXTY FIVE AND CHURCH STREET IS ALSO BEING EVALUATED AS ONE TO ONE AMONG OTHER ROADS THAT WE HAVE REQUESTED DATA NEW DATA AND HOPES THAT OUR NEW PROGRAM WOULD WOULD CAPTURE THE CURRENT STATIC SITUATION

OF THOSE ROADWAYS AS THE OLD DATA DOES NOT REFLECT THAT. >> SO MORE RIDES TO BE ADDED TO THAT LIST. BUT IN THE MEANTIME THAT'S THE SHORT LIST THAT WHAT WE'RE

LOOKING AT. >> AND I JUST LIKE TO REQUEST THAT WE REVISIT THIS TOPIC.

FEBRUARY'S MEETING WITH THE NEW DATA. >> I THINK THAT'S A GREAT IDEA OF BOTH SINCE WE'LL HAVE TO SAY SECOND THOSE COMPLETED BY THEN. IT'S JUST A REMINDER OF WE'LL ALSO TALK A LITTLE BIT ABOUT SOME NEW BUSINESS A WE ARE REQUIRED TO SHARE TO CONTRIBUTE TWENTY SEVEN AND A HALF PERCENT OF STATED FUNDS OR FUNDS PROJECTED WHEN WE DO THE TWO YEAR AVERAGING THAT TWO YEAR AVERAGING BRINGS US TO SOME WITH TWO HUNDRED AND FIFTY THOUSAND OR 300000 DOLLARS OF WHICH FIFTY THOUSAND WERE ALREADY MADE A DONATION ON TO THE CITY AT BEAUFORT AND PAPERWORK IN THERE WHICH WILL GET CREDIT FOR.

>> SO WE'LL BE DOING RETRO RIGHT ON BLOCK ISLAND AND WHICH IS ABOUT A 20 THOUSAND DOLLAR ITEM SO WE'LL HAVE RIBAUT TWO HUNDRED THIRTY THOUSAND DOLLARS TWO HUNDRED THIRTY THOUSAND DOLLARS. WE'LL HAVE TO SPEND ON THIS. ANYBODY HAVE QUESTIONS ON CHAIRMAN GUARD HERE? I CAN LISTEN TO SAY THIS CONVERSATION WITH FEDERAL YES, THAT'S CORRECT. OK. AND CAR THE ONE GOING TO DISTANT ISLAND. THAT'S NOT FEDERAL. THAT'S JUST A SECONDARY RIGHT.

YES. >> CURRENTLY IT'S LISTED I BELIEVE YOUR TIME ISLANDS CAUSEWAY S1 TWENTY NINE IT SHOW IT ON THE MISSING FEDERAL AID BUT I'VE REQUESTED THAT ROAD FOR OUR ROAD DATA SERVICES TO LOOK AT IF IT IS LISTED CORRECTLY BUT CURRENTLY ON THE ROAD DATA INFORMATION IT SHOULD HAVE BEEN NON FEDERAL AID FOR S TWENTY NINE AND S SIXTY ONE IS SHOWING X FEDERAL AID WHICH IS HERMITAGE. THAT'S CORRECT.

>> THANK YOU. >> ONE OF THE THINGS THAT WAS PARTNERING WITH ELIZABETH TO GET THIS ACCOMPLISHED IT WILL BE A LOT EASIER. THE NURSE TRYING TO PUT STATE SECONDARIES AND TISSUE TO BED UNDER OUR SYSTEM SO THAT WE'RE BEING WAY TO BE ABLE TO ADD THE FUNDING TO THE STATE SECONDARIES WITH HER AND WE WERE ABLE TO GET THE CREDITS WE NEED TO HAVE AND WE NEED TO DO THIS BEFORE 1 JULY OF THIS YEAR .

[00:35:02]

ANY ADDITIONAL QUESTIONS, MR. CHAIRMAN CRAIG VARNISHED? YES, SIR.

IT'S MY UNDERSTANDING THAT WE'RE BEING ASKED TO DEFER THE DISCUSSION TODAY ON THIS HER

WAITING FOR THE FEBRUARY TIMEFRAME. >> WOULD THIS BE AS THE MARCH

MEETING WHERE WE HAD A MARCH MEETING? >> OKAY.

THANK YOU SO MUCH. AND WE'LL GIVE YOU THE COMMITTEE THE IDEA IS WE'LL HAVE THREE OR FOUR OR FIVE OPTIONS TO TRY TO MEET OUR STATE REQUIREMENTS.

TWENTY SEVEN A HALF PERCENT. AND COMMITTEE CAN WE CAN TALK THROUGH AS TO WHAT ROADS WE

WANT TO SELECT. >> ANY OTHER QUESTIONS? THANK YOU FOR KEEPING ME BACK

[7A. RETREAT/WORKSHOP ON HOLD WITH SCDOT DIVISION 6 Mr. Kraig Gordon, Chairman]

ON. WHEN THE BUSINESS AT HAND NUMBER SEVEN NEW BUSINESS I CONTACT DISTRICT SIX TODAY LEFT IN A VOICE MESSAGE WITH MICHAEL BLACK WE WERE PLANNING ON HAVING A RETREAT IN FEBRUARY. THEN WITH THE STATUS OF CALLS IN NINETEEN CAUTION IS NOT GONNA GET THROWN TO WHEN OVERLY CAUTIOUS AND WE'RE GOING TO PUSH SOME RETREAT BACK TO CLOSER TO JULY OR AUGUST OF THIS YEAR THAT WAY. ALSO MOST OF US WILL HAVE OUR SHOTS ABOUT TIME I CAN BE I THINK WE'VE DISCUSSED THIS ELIZABETH ADEQUATELY ENOUGH.

[7B. SCDOT 2021/2022 PAVING PROJECTS Ms. Elizabeth Penn-Sanders, SCDOT Resident Maintenance Engineer Mr. Kraig Gordon, Chairman]

THAT'S WHAT WE TALKED IS A TWENTY TWENTY ONE TWENTY TWENTY TWO PAVING PROJECTS.

>> I'LL BE IN CONTACT WITH YOU TO SET UP A MEETING WITH JARED AND THE THREE OF US AND NOT MY

[7C. NEW BINDER AVAILABLILITY Ms. Brittanee Fields, Engineering Sr. Administrative Specialist]

WHOEVER THE VISE CHAIR IS AT THAT TIME I AM SEE BRITNEY SENT OUT A NOTICE BRITNEY HOLD UP THE NEW BINDERS SHE DID AN OUTSTANDING JOB PUT NEW BINDERS TOGETHER FOR US.

>> THEY'RE AVAILABLE TO PICK UP ALONG WITH DIVIDERS AND EVERYTHING.

>> SO STOPPED BY HER ENGINEER OFFICE AND TOOK IT UP AT YOUR CONVENIENCE.

JUST LET HER KNOW IN ADVANCE BECAUSE THEY'RE NOT LETTING PEOPLE IN THE BUILDING AT THIS

[7D. MILITARY INSTALLATION RESILIENCY UPDATE Ms. Ginnie Kozak, District 4]

POINT IN TIME. >> I DIDN'T DEAN. THOSE OF YOU MIGHT KNOW THAT JENNING HAD BEEN THE PLANNING DIRECTOR LAPSE FOR QUITE A FEW YEARS IN RECENTLY SHE HAD WORKED ON MILITARY ROPES AND SO ON AND ON PREVIOUS. I KNOW GRANT FROM THE GOVERNMENT AND SHE'S BACK WORKING FOR THE LET'S GO ON A AS AN INSTALLATION RESILIENT CITY CALL AND I'VE ASKED HER TO AS OUR COMMITTEE REP TO GIVE A BIT OF AN OVERVIEW.

WALK US THROUGH THE STUFF THAT SHE'S DOING. I THINK THIS WILL BE REFINED TO INTEREST IN HOW INTERFACES WITH OUR ROAD NETWORKS IN GENERAL WITHOUT A FEDERAL FAMILY CHOICE

IT APPEARS THAT SHE MAY HAVE A CONNECTION ERROR. >> JENNY LIKE MOST A MUTANT.

>> JENNY THE LITTLE TRIANGLE AT THE END OF THAT IS DUE TO A LOAD VAN WITH OUR LOCAL CREATOR MISSIONS. VIDEO IS NOT CURRENTLY AVAILABLE.

>> WHAT WE'LL DO IS BACK THIS OFF TO OUR MARCH MILITARY PROCEDURE AT THAT TIME NEXT IN

[7E. CTC FUNDING FY 2021 Mr. Kraig Gordon, Chairman]

THE CTC FUNDING FOR FISCAL YEAR 2021. >> WANT TO TALK A LITTLE BIT ABOUT WHAT WE'VE BEEN SEEING. WE GOT IN NOVEMBER WE PUT IN THEN IN NOVEMBER REPORT SHOWED THAT WE WERE PROBABLY TWO HUNDRED THOUSAND DOLLARS LESS THAN WHAT WE HAD FORECAST.

THAT WAS OF CONCERN A WENT TO TO CHOSE FROM THAT VIDEOTAPE AND ASK FOR AN UPDATE ON IT IS

[00:40:02]

SETTING ASIDE A LETTER WHICH I THINK IS IN THE PACKET THAT EVERYBODY GOT AND THAT ESSENTIALLY THEY WERE SAYING A NOT ONLY A 70 PERCENT REDUCTION BUT AS MUCH AS A DOUBLE DIGIT REDUCTION IN OUR GASOLINE TAX FUNDING. AND SO DOCUMENTS AS SHE JUST

PUT UP ON THE SCREEN WAS HIS LETTER THAT YOU ALL HAVE. >> YOU NOTICE HE DID COPY SECRETARY AND DEPUTY SECRETARY CALLS AND THAT'S IT. SO WE ARE SEEING DECREASING IN A SEA FUND INCOME. BUT WITH THAT SAID, WE'VE GOT THIS MONTHS IN DECEMBER IN INTO DECEMBER THE AMOUNT WAS OVER WHAT WE HAD PROJECTED POSSIBLE BACK AND GAVE US FUNDING FROM

LAST MONTH'S ADDITIONAL FUNDING IN THE LAST MONTH. >> THE FED.

THE AMAZING THING IS CAUSE HAS TAKEN A BIG EFFECT ON THE AMOUNT OF PEOPLE TRAVELING, HOW SHOULD TRAVELING AND SO ON. AND WITH THAT SAID WE'RE DOING OUR BEST TO DO TRY TO DO FORECASTING FUNDS FOR THE FUTURE AND TO SAY THE LEAST HAS BEEN A VERY DIFFICULT SITUATION IS AN UNDERSTATEMENT. IS ANYBODY HAVING QUESTIONS? MR. BAKKER JIM BAKKER, DO YOU

HAVE ANYTHING YOU'D LIKE TO ADD? >> I DO NOT.

I GUESS JUST NOT IN FOR CASH BEING TAKEN OUT WITH THE BALANCE OF THE YEAR.

THAT HAS BEEN ON THE CONSERVATIVE SIDE BASED ON WHAT IS SEEN SO FAR.

>> THAT IS CORRECT. MR. GORDON, I ALSO WANT TO MAKE THIS LETTER IT IS NOT INCLUDED IN THE PACKET AS THE TIMING OF RECEIVING IT FRIDAY. SO I WILL DISTRIBUTE THIS

LETTER TO THE COMMITTEE. THOSE MEETINGS. >> THANK YOU.

SO THAT'S MORE OF AN UPDATE OF THINGS THAT ARE GOING ON. >> LASTLY ITEM F AS ELECTIONS

[7F. ELECTIONS Mr. Kraig Gordon, Chairman]

AS PER AN ANNUAL TRANSPORTATION PLAN. WE'D LIKE CHAIRMAN AND VISE CHAIRMAN EVERY YEAR. AND I WOULD LIKE TO OPEN WITH FOR FOUR VOTES TO ELECT A VISE CHAIRMAN. I HAVE NOMINATIONS FOR VISE CHAIRMAN OF THE SENATE TRANSPORTATION COMMITTEE AS MARK I NOMINATE DON GLOVER MR. GREEN, WHEN I HAVE A SECOND I

SECOND. >> JIM BAKKER DO I HAVE ANY OTHER NOMINATIONS?

>> DO I HAVE ANY. >> ANY BUDDY WHO DOES NOT AGREE WITH THAT NOMINATION NOT HEARING OR SEEING ANY NOW NOMINATED AND ASSEMBLY CHAIR JOHN, WE NOW HAVE A NOMINATIONS

FOR THE CHAIRMAN OF I'M NOMINATING. >> THANK YOU.

>> JOHN DESERVE A SECOND. I'LL SECOND WITH WANDA. >> THANK YOU VERY MUCH.

IS THERE ANY OTHER NOMINATIONS HEARING OR SEEING ANY? I PRESUME THAT IT ALSO ANOTHER MEMBERS UNANIMOUS VOTE. I VERY MUCH APPRECIATE. MR. MARTIN KING MARK HAS DONE YEOMAN'S PUTTING UP THIS MAKE UP TO LAST YEAR'S IT'S A VERY, VERY DIFFICULT JOB.

AND AS I'VE BEEN TOLD BY A BEAUFORT COUNTY EMPLOYEE, I JUST DON'T GET PAID FOR IT.

>> I THANK YOU FOR YOUR VOTE AND TRUST YOU'VE GIVEN ME IN AND OUT TRUCKERS AND DAY.

THE WORK HAS DONE A GREAT JOB PUT UP WITH ME I CALL YOU ONCE OR TWICE A WEEK.

>> SEE HIM AS A SOUNDING BOARD. AND JOHN, YOU'RE GETTING THAT IN THE FUTURE, OK?

[8. TREASURER’S REPORT A. BI-MONTHLY REPORT Mr. Jim Backer, Treasurer Ms. Brittanee Fields, Engineering Sr. Administrative Specialist]

>> YOU NEXT UP IS THE TREASURER'S REPORT. MR. BAKKER AND BRITNEY.

THANK YOU, CHAIRMAN GORDON IN THE PACKAGE. THEY WERE FOUR SPREADSHEETS FOR

[00:45:01]

YOUR REVIEW. THE LAST TWO ARE FORECASTING SHEET AND THEY'RE SHOWING THE REVENUE OUT THROUGH THE BALANCE YEAR. BUT AS WE DISCUSSED EARLIER WHEN WE REVIEWED PROJECT ON THE EXPENDITURES ARE ENGINEERING ESTIMATES THAT WERE DISCUSSED PREVIOUSLY PLYWOOD OR ACTUAL EXPENDITURES I WOULD DIRECT YOU TO THE SECOND SPREADSHEET WHICH IS SHOWING IS THE END OF THE YEAR BALANCE AND THE EXPANDED DECIDE IT IS SHOWING THE ACTUAL PRICES THAT WE RECEIVED FOR THE YEAR FOR RESURFACED SITTING IN YEAR FOR REJUVENATION.

SHOW THOSE AND IT ALSO SHOWS THE TWO HUNDRED THOUSAND THAT WE HAD BUDGETING FOR THE FOUR PAYMENT CONDITIONS SURVEY. SO THAT'S I'D LIKE TO MAKE THAT DISTINCTION BETWEEN WHAT WHAT'S SHOWN IN THE FORECAST SHEETS FOR EXPENDITURE VERSUS WHAT'S ON THE END OF THE BALANCE AND THE BALANCE IS MORE UP TO DATE BASED ON THE DISCUSSIONS WE HAD WE HAD TODAY.

BRITTANY, I DON'T KNOW IF YOU HAVE ANY OTHER DETAILS YOU WANT TO MAKE SURE THAT GET HIGHLIGHTED MISERY COVERED I THINK. YEAH.

ANY QUESTIONS? COMMENTS? MARTIN I'M NOT SURE I ACCEPT THE REPORT AS PRESENTED. THANK YOU. I DON'T KNOW THAT WE HAVE A SECOND TO THE POINT WHERE I ALSO JIM WILL MAY HAVE MISSPOKE BUT I WOULD LIKE TO.

IT'S REALLY IMPORTANT TO FOR MY TREASURER FOR THIS COMING YEAR. ACCEPTED.

[9. PUBLIC COMMENT (TO AGENDA ITEMS ONLY)]

THANK YOU. >> IS THERE ANY OTHER COMMENTS RECEIVED IN BRITAIN'S SIR?

>> MR. CHAIRMAN, THIS YOUR GLOVER HOW HE'S DOING? HI, HOW ARE YOU?

OKAY, I'LL. >> I WAS ON THE LINE BUT I WAS NOT ABLE TO GET A PHONE IN.

AND ON MUTE MYSELF AT THE TIME . I JUST I JUST WANT TO SHARE WITH YOU I APPRECIATE EVERYTHING YOU'RE DOING FOR THE COUNTY ON ON THE TRANSPORTATION COMMITTEE. APPRECIATE THE LEADERSHIP. I JUST WANT TO SHARE WITH THE COMMITTEE THAT I AM A LITTLE HAVE SOME CONCERN WITH THE NEW REGULATIONS FOR EVALUATING THE DIRT ROAD AND I'VE ASKED THE PUBLIC FACILITY COMMITTEE TO JUST LOOK AT IT AND SEE HOW RURAL COMMUNITY CAN GET BETTER INTERFACE IN THE CURRENT PROPOSAL.

SO THAT'S SOMETHING THAT HOPEFULLY WILL BE UNDER REVIEW THIS YEAR.

AND I THANK YOU FOR THE OPPORTUNITY. MAKE THOSE COMMENTS.

THANK YOU. >> I'M SORRY. DID YOU NOT HEAR ME, MR. YES YOU DID. DID YOU NOT HEAR ME? I CAN'T HEAR YOU.

I'M SORRY. OKAY. OKAY.

THANK YOU. OKAY. I WAS ON YOU.

>> I'M SORRY. THE BOTTOM LINE IS IT'S CONTROLLED BY COUNTY ENGINEER AND HIS DEPARTMENT. ROBERT SHE WAS THE COUNTY ENGINEER.

HE HIRED A FIRM TO DO THAT. THE ANALYSIS OF THE PROGRAMS AND THE USE CRITERIA THAT WAS ESTABLISHED. WITH THE BLESSING OF THE COUNTY COUNCIL.

SO I THINK YOU OUGHT TO BE REAL . CAN YOU BOTHER TO TALK TO GERARD AND SEE WHAT CAN BE WORKED OUT THROUGH HIS DEPARTMENT? YES. WHICH WILL BE CONNECTED TO THE PUBLIC FACILITY THREE, RIGHT? YES, SIR. UN CHAIRMAN'S COMMENTS TODAY WERE SPOKEN IN HERE.

[10. CHAIRMAN COMMENTS]

>> I THINK EVERYBODY FOR THE TIME AND EFFORT THAT YOU PUT IN RIGHT.

I VERY MUCH APPRECIATE THAT. WE HAVE AN EXCITING YEAR AHEAD NOT ONLY WITH THE STUFF OR NOT ON OUR TABLE SO TO SPEAK, BUT ALSO WITH THE MANY THINGS THAT'S GOING ON WITH 278 DEFROSTING AND LEASES ON. I UNDERSTAND THAT THERE WAS GOING TO BE QUITE A DISCUSSION AT THE RETREAT THAT THE COUNTY COUNCIL IS HAVING. AND I BELIEVE THIS NEXT WEEK ACTUALLY THE DAY WE'LL BE HAVING CONSERVING OUR FUND OR CTC NOT SO MUCH FOR US BUT

[00:50:09]

THERE MAY BE GONNA LOOK AT US TAKING OVER TAG FUNDS AND MAYBE EVEN SOME OTHER MEANS THAT WE MIGHT BE MAKING RECOMMENDATIONS TO THE PUBLIC FOR SCIENCE COMMITTEE ON.

SO THAT IS VERY MUCH TODAY'S MEETING. I TRY TO HOLD ON TO NOW PRETTY MUCH ON SCHEDULE. IS THERE ANYTHING ELSE TO COME BEFORE THIS MEETING?

>> IF IT CAME ON THREATENING I WOULD JUST LIKE TO ASK YOU IF YOU CLEAR A DATE BECAUSE A WEEK OR AT TIMES THAT MOST CONVENIENT YOU ARE PICKING UP THE VOLUNTEERS.

>> TOBY WAS ON THE FRONT DESK AT WELCOME TO COME AROUND 8:00 A.M. TO WELL ONE.

>> THANK YOU. I HAVE REQUESTED SURFING ON OUR TERMS OF MEMBERSHIP BUT I THINK THAT WAS GOING TO BE TAKEN UP WITH THE COUNCIL AS FAR AS EXTENDING OUR TERMS.

WITH THAT DOES I'LL CHECK WITH THE PRACTICE COUNSEL'S OFFICE. >> YEAH.

PLEASE DO. I KNOW MY TERM WAS NOT REALLY UP BUT NEXT MONTH I REQUESTED TO EXTEND LET ME NOT GET INTO THAT STATE WHERE I CAN. I KNOW THAT JOHN GOT HIS EXTENDED REPRESENT THE BOARD THAT I DON'T KNOW WHERE THAT IS BUT A FOLLOW UP FORCE AND I'M SURE SHE'LL GIVE YOU BACK COVERS. THANK YOU.

REMINDER OUR NEXT MEETING IS MARCH 17TH. >> TWENTY TWENTY CLOCK.

MY UNDERSTANDING IS FROM LISTENING TO COUNTY COUNCIL THAT WE CAN HOLD A MEETING IN RESIDENTS AND THOSE WHO DO NOT . ONE OF THE TEAMS CAN ATTEND VIRTUALLY. AND SO THEY'RE USING A BLENDED APPROACH.

NOW COUNCIL COUNTY COUNCIL MEETING IN COUNCIL CHAMBERS. THOSE THAT WANT TO MEET WILL BE

MEETING VIRTUALLY, SIR. >> IT'S MY UNDERSTANDING WHICH I WAS JUST FOR COUNTY COUNCIL

FOR COMMITTEE BOARDS OR COMMISSIONS. >> BUT I WILL FOLLOW UP WITH THE COUNSEL'S OFFICE. PLEASE DO. I WAS TOLD THAT DEFINITELY TODAY I HAD A COUNTY COUNCIL MEMBER TELL ME THAT'S THE WAY IT WAS GONNA BE.

SO THAT'S WHY I WOULD MR ENGLISH BACKS ON FEWER FEW A PERMIT BEST GUESS YOU'D LIKE TO

ADD YELL CAN YOU HEAR ME? >> YES. OK.

YEAH. I DON'T KNOW WHY I WAS TALKING EARLIER.

THANK YOU CRAIG FOR THAT ACKNOWLEDGMENT AND JUST APPRECIATE BEING ON THE COMMITTEE AND ENJOYED ALL THE WORK THAT YOU DID AGAIN. CRAIG WITH YOUR LEADERSHIP AND IN MARK AND ALL THE PEOPLE THAT HAVE BEEN ON THE COMMITTEE FOR FOUR YEARS THANK YOU VERY MUCH.

I'LL MISS IT AND WISH ALL THE VERY BEST. THANK YOU SO VERY MUCH
