. >> BEATING DOOR ORDER. THIS IS A TUESDAY JANUARY 19TH PUBLIC FACILITIES BEAUFORT COUNTY WOULD RISE FOR THE PLEDGE OF ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

[3. PUBLIC NOTIFICATION OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT]

>> I UNDERSTAND THAT PUBLIC NOTIFICATION FOR FOI HAS BEEN CORRECTLY DONE.

[4. APPROVAL OF AGENDA]

WE HAVE THE APPROVAL OF THE AGENDA AND I WOULD LIKE TO ADD ONE ITEM IT'S AN INFORMATIONAL ITEM ON THE WHAT'S CALLED THE AIRPORTS CAPITAL IMPROVEMENT PROGRAM WHICH GOES FROM THE COUNTY TO THE FAA AND IT'S JUST FOR INFORMATION. ANY OBJECTION TO ADDING THAT IF I LOOK FOR A MOTION TO APPROVE THE AGENDA WITH THE ADDITION OF THE ONE ITEM FROM THE

AIRPORT SO SO MUCH AS CHAIRMAN. >> THANK YOU, MARK. >> MR. CHAIRMAN.

I'LL SECOND THAT MOTION. GREAT. THANK.

ANY OBJECTION? WITHOUT OBJECTION. THE AGENDA IS APPROVED AS AN

[5. APPROVAL OF MINUTES - DECEMBER 21, 2020]

ADDITIONAL ITEM. THE NEXT ITEM IS THE APPROVAL THE MINUTES FROM DECEMBER 21ST.

ANY OBJECTION TO THE APPROVAL OF THOSE MINUTES SAYING NONE. >> I WILL ASSUME THEY ARE APPROVED WITHOUT OBJECTION. THAT TAKES US TO THE INFORMATIONAL ITEMS AS TO THE

[6. UPDATE ON CONVENIENCE CENTER CHANGES AND DECAL SYSTEM]

FIRST ONE WHICH IS THE UPDATE ON THE CONVENIENCE CENTER SAID SANDY OR JARED? LATERAL THINKING. OKAY, SANDY, GOOD TO HAVE YOU WITH US.

>> THANK YOU. GOOD TO BE HERE. I WANT TO GIVE YOU AN UPDATE ON THE CONVENIENCE ENTERS DAY AND PRITCHARD VALE CEASED OPERATION DECEMBER 30.

FIRST WE PUT LIFE SIZE OFFICER CUT OUT SIGNS AND GATES TO REMIND EVERYBODY THAT GATE DUMPING IS PROHIBITED. WE DID INSTALL CAMERAS. THERE'S BEEN ONE TICKET ISSUED TO A SUN CITY RESIDENT BY THE BEAUFORT COUNTY SHERIFF'S OFFICE FOR OPEN DUMPING AS AN ADDED MEASURE OUR LITTER CREW HAS BEEN MONITORING CASTLE ROCK ROAD AND GIVE IT RED.

AND THOSE ARE CLEAN. ALL OF OUR VENDOR WASTE CONTAINERS AND VENDOR RECYCLING CONTAINERS HAVE BEEN REMOVED AND THE SITES ARE NOW VACANT EXCEPT FOR THE FIXED OIL TANK

THAT WE HAVE EMPTY AND RELOCATED. >> WE'RE CONTINUING TO PROCESS OUR DECALS. AS OF THIS MORNING WE HAD THIRTY FIVE THOUSAND EIGHT HUNDRED APPLICANTS. WE'VE GOT ABOUT EIGHTEEN HUNDRED OF THOSE THAT ARE GOING TO REQUIRE HANDS ON ATTENTION BECAUSE SOMETHING DIDN'T MATCH WITH THE TAX.

THE RECORDS THAT ARE ON FILE WE ARE STARTING TO WORK ALSO WITH A PROPERTIES AND WITH MULTIPLE HOMES ON THE SAME IN NUMBER. THE NEW APPLICATIONS HAVE SIGNIFICANTLY SLOWED.

WE STILL THINK THAT THIRTY FIVE THOUSAND IS IS A GOOD TARGET NUMBER AND SO WE'RE CONTINUING ON. WE GOT A SHEET TODAY OF OUR LAST HOLES AND IT WAS ONLY A THOUSAND APPLICANTS SO WE'LL HAVE THOSE IN THE MAIL OUT THE DOOR TOMORROW.

AS OF JANUARY 2ND OUR ATTENDANCE STARTED SCANNING THE DETAILS.

WE ARE NOT TURNING RESIDENTS AWAY UNTIL WE'RE MAKING SURE THAT WE HAVE ALL THE BIG DECALS ISSUED FROM OUR END. THERE WERE A FEW BUGS WITH THE SCANNER WITH THINKING AND WAS SCANNING OUR I.T. FOLKS. THEY'VE BEEN WONDERFUL. THEY WERE PROMPT TO THE SITES TO REMEDY THOSE ISSUES. WE'VE PUT IN TWO HOT SPOTS AT OUR LARGER CENTERS TO HELP WITH THAT DATA COLLECTION AND WE'VE INCREASED SOME SIGNAGE AT THE TENTS TO MAKE SURE EVERYBODY NEEDS TO STOP. WE GOT OUR FIRST SCANNING DATA TODAY FROM THE NINE CENTERS.

WHEN THIS FIRST STARTED THERE WERE SOME OF LONG LINES ESPECIALLY AT BLUFFTON CENTER.

WE ATTRIBUTE THAT TO TWO THINGS OBVIOUSLY OUR INFRASTRUCTURE SURE FOR AN EXIT LINE HAS SLOWED SOME THINGS DOWN BUT MOST OF IT WAS RESIDENTS WANTING TO STOP AND ASK QUESTIONS JONES AT THE SCANNING TEAM. SO I THINK ONCE THE SYSTEM GETS UP IT GETS RUNNING. IT SHOULD BE RUNNING VERY SMOOTHLY.

OUR LITTER ENFORCEMENT TEAM HAS TURNED AWAY EIGHT CONTRACTORS AT HILTON HEAD BLUFFTON WITH

[00:05:03]

WHAT WE KNOW TODAY WE'RE ANTICIPATING FULL IMPLEMENTATION MID-FEBRUARY AND THEN AT THE LAST PUBLIC FACILITIES COMMITTEE MEETING THAT WE HAD CONSIDER REVERSING THE TRAFFIC THROUGH THE HILTON HEAD CENTER. I'VE TALKED WITH THE HILTON HEAD AND FIRE CHIEF THAT HAS NOT BEEN REQUIRED. TRAFFIC HAS NOT BEEN A PROBLEM AND WE WANTED TO GIVE YOU AN UPDATE TO THE CONSTRUCTION THEY WERE GOING TO DO ON THE CIRCLE AT SUMMIT DRIVE IS STILL PLANNED. IT HAS NOT STARTED YET BUT WE HOPE THAT THAT MARCH 1ST IS STILL A GOOD TARGET DATE. I WANT TO LET ALSO EVERYBODY KNOW THERE IS A DELAY ON THE WEB PAGE FOR SOLID WASTE AND RECYCLING.

THAT GIVES A LOT OF FREQUENTLY ASKED QUESTIONS. IT ALSO INCLUDES A LINK WHERE IF YOU DELETED YOUR EMAIL COW BY ACCIDENT YOU CAN HAVE IT REALLY SENT TO YOU.

AND THERE'S SOME OTHER THINGS THAT YOU CAN DO. WHICH YOU KEEP YOU FROM HAVING TO CALL OR SEND THE WEB BRANDS SO THAT WE CAN GET THE DECALS OUT IN THE MAIL.

IS THERE ANY OTHER QUESTIONS? YES. SOME OF SOME OF MY CONSTITUENTS IN THE UNINCORPORATED AREAS ARE COMPLAINING ABOUT DOING ON CAPSULE ROCK.

GATE CLOSING AND HECHT SAID THAT THERE WERE LINES AT SHANKLIN.

HAVE YOU HAD ANY OTHER COMPLAINTS ABOUT SHANKLIN ONCE ?

I HAVE NOT HAD ONE COMPLAINT EARLY ON. >> I THINK IT WAS THE VERY FIRST WEEKEND. BUT I HAVE BEEN PERSONALLY TO THAT CENTER ON A COUPLE OF OCCASIONS AND THERE'S BEEN NO MORE THAN TWO OR THREE CARS. SO ATTENDANTS ARE NOT LETTING

US KNOW THAT THERE IS ANY PROBLEM AT THIS POINT IN TIME. >> THANK YOU FOR THE LINK.

I'LL PASS THAT ON TO DARRELL. YES. SUNDAY I KNOW THAT YOU'RE WORKING ON THE. CAN YOU HEAR ME? YES, SIR.

YES. I'M NOT. I KNOW THAT YOU'RE WORKING ON THE AIR FORCE SITUATION WHERE THERE'S MULTIPLE HOMES ON THE AIR AS PROPERTY.

MY QUESTION AND CONCERN IS WATER. WHAT ARE YOU DOING AND WHAT ARE WE DOING AS FAR AS PUBLICIZING THE ISSUE, MAKING IT KNOWN PUBLIC AND RISING TO THE PUBLIC? HOW TO CONTACT YOUR OFFICE TO ADDRESS SENSITIVE TUITION BECAUSE WE'VE ONLY HAD MICE NICE IN MY DISTRICT WE'VE ONLY HAD MAYBE ONE OR TWO INCIDENTS BUT I'M SURE THAT THAT THERE'LL BE MULTIPLE ALL THOSE COMING FORWARD AS WELL.

SO. SO WHAT ARE WE DOING TO ADVISE THOSE INDIVIDUALS WITHOUT US HAVING TO RECEIVE ALL THOSE CALLS? YES.

I THINK WHAT IS GOING TO HAPPEN IS THE EIGHTEEN HUNDRED THAT I MENTIONED EARLIER THAT ARE GOING TO HAVE HANDS ON ATTENTION A LOT OF THIS THING TO BE THESE TYPES OF PROPERTIES. SO WHEN WE START GOING ONE ONE BY ONE ON THOSE THEY ARE GOING TO RESOLVE THEMSELVES. I THINK THOSE FOLKS HAVE ALREADY PUT IN APPLICATIONS.

>> THANK YOU. YOU'RE OTHER COMMENTS OR QUESTIONS.

IF NOT SAID I DID. KEEP US POSTED. SOUNDS LIKE IT'S ALMOST LIKE

[9. PATHWAYS PUBLIC MEETING NO. 1 SUMMARY AND RECOMMENDATION]

THINGS ARE MOVING ALONG. OK. JUST TAKE THE AIRPORT OUT IF WE COULD. JERRY, WE'RE GONNA HANDLE THAT OR IS JOHN ON JOHN ON BOARD?

>> ANYTHING TO TALK ABOUT THAT? >> ALL RIGHT. WELCOME, JOHN.

GOOD AFTERNOON. THANKS FOR HAVING ME. I KNOW THAT THERE WERE SOME GRAPHICS PROVIDED IN YOUR PACKAGE SO HOPEFULLY EVERYBODY'S HAD A CHANCE TO LOOK AT THOSE BUT WE'RE TALKING ABOUT TODAY OR JUST THE FIVE YEAR COMPANY A.S.A.P. OR AIRPORT CERP CAPITAL PERMANENT PROJECTS LIST THAT WE WORK TOGETHER ON EACH YEAR WITH THE FAA IS A FUN. YOU LOOK AHEAD THAT WE TEAM UP WITH THE FAA TO PUT TOGETHER.

THEY ALWAYS GIVE US SOME GUIDANCE. WE PUT TOGETHER OUR PROJECT LIST AND COST ESTIMATES AND THE FAA TAKES A LOOK AT THOSE AND GIVES US SOME PRELIMINARY FEEDBACK AND THEN WE SUBMIT WHAT WE CALL THE ALMOST FINAL LIST BY DECEMBER THIRTY FIRST.

SO THAT'S BEEN SUBMITTED TO THE FAA FOR EACH OF THE TWO AIRPORTS AND THEN THE FAA MAY HAVE MORE COMMENT IN JANUARY AND FEBRUARY AS SOME OF THE BUDGET FEDERAL BUDGET ITEMS BECOME A LITTLE BIT MORE CLEAR AND AS YOU MIGHT IMAGINE, THIS YEAR IS LESS CLEAR THAN IT TYPICALLY IS. SO WE'RE WE'RE WAITING ON FEEDBACK THERE.

BUT THIS IS JUST A PLANNING TOOL. THE CLP LIST IS NOT A SPENDING REQUEST. SO THIS IS REALLY AN INFORMATIONAL BRIEF.

I'VE BEEN HERE BEFORE TO SHOW THIS THIS LIST TO YOU AND TALK THROUGH IT BUT I'LL KEEP A HIGH LEVEL AND JUST LET YOU KNOW WHAT THE FOCUS ITEMS ARE AT EACH OF THE TWO AIRPORTS.

SO WE'LL START WITH WE'LL GO ALPHABETIC WHERE THEY ARE W SYMBOLS THAT'S FOR EXECUTIVE

[00:10:02]

AIRPORT. REALLY THE FOCUS THERE IS ON. WE'VE GOT A COUPLE OF RUNWAY SAFETY AREA IMPROVEMENTS TO DO BOTH BASICALLY BOTH ENDS OF THE RUNWAY.

THESE FAA MANDATED SAFETY PROJECTS THAT WE'VE BEEN WORKING ON IN THE DESIGN PHASE FOR A COUPLE OF YEARS AND THAT'S HOPEFULLY WE'LL FINISH DESIGN AND THEN MOVE INTO BIDDING AND CONSTRUCTION REALLY OVER THE NEXT TWO TO THREE FEDERAL FISCAL YEARS.

THOSE PROJECTS AND SENSORS THE GENERAL AVIATION AIRPORT THERE'S LESS FEDERAL FUNDING THIS THAT'S AVAILABLE THERE. AND SO IT TAKES A LITTLE BIT LONGER TO EXECUTE THOSE PROJECTS. SO WAS A LITTLE BIT MORE OF A DRAWN OUT PROCESS AT THE AIRPORTS BUT REALLY FOR THE NEXT TWO TO THREE ALMOST FOUR YEARS WE'LL BE LOOKING AT THOSE RSA PROJECTS, RUNWAY SAFETY AREAS AND THEN WE'LL GET IN TOWARDS THE END OF THAT WE'LL GET INTO RUNWAY REHABILITATION BECAUSE IS GETTING UP IN YEARS AND SO WE'LL WE'LL DO SOME WORK TO MAKE SURE WE REMAIN STRONG FOR OUR AIRPORT. SO THAT IS B FOR EXECUTIVE THERE. ANY QUESTIONS ON THAT? BEFORE I MOVE ON TO FILM, DO

YOU WANT JUST TAKE QUESTIONS AT THE END EITHER WAY. >> ANY QUESTIONS ON THE

EXECUTIVE AIRPORT? >> SAY NOT I YOU'RE GOOD TO GO. >> OK.

LET'S SEE IT AT HILTON HEAD ISLAND AIRPORT. AS YOU MIGHT IMAGINE THE FOCUS FOR THE NEXT COUPLE OF YEARS IS GOING TO BE THAT TERMINAL BUILDING THAT WE'VE TALKED ABOUT A COUPLE OF TIMES AND THANK PULLING THAT GRAPHIC OUT THERE.

AND THIS IS JUST KIND OF A HEADS UP DISPLAY THAT WE USE WITH THE FAA AND TO DO SOME BRIEFINGS. SO THIS IS A USEFUL TOOL TO YOU TO SEE WHAT THE FOCUS ITEMS ARE AT THE FEDERAL FISCAL YEARS LISTED THERE AS WELL AS A DIFFERENT PROJECT.

SO WE'LL FOCUS FIRST ON THE TERMINAL AND IN F Y 22 IS WHEN WE EXPECT THAT SECOND 10 MILLION DOLLAR HAPPY GRANT TO COME FROM THE FAA. YOU PROBABLY RECALL THAT WE HAVE A 10 MILLION DOLLAR SUPPLEMENTAL GRANT THAT'S ALREADY BEEN RECEIVED AND WE'RE WORKING WITH THAT NOW. SO THAT WOULD BE THE FOCUS THROUGH F Y 22 AND THAT'LL CONTINUE ON. BUT WE EXPECT TO RECEIVE THAT MONEY ENOUGH BY 22 AND THEN FOLLOWING ON BEHIND THE TERMINAL PROJECT WE'LL BE TAXING WAY AND RUNWAY STRENGTHENING PROJECTS AND THAT'LL PROBABLY TAKE US THROUGH THE NEXT TWO TO THREE FISCAL YEARS. WE'LL HAVE DESIGN BIDDING AND CONSTRUCTION OF ALL THOSE PROJECTS AND THEY'RE FAIRLY SIGNIFICANT AND THEY'RE NEEDED JUST BECAUSE OF THE INCREASED AIR TRAFFIC THAT WE HAVE AT THE AIRPORT. NOW SINCE THE RUNWAY HAS BEEN EXTENDED AND ALSO WITH AN INCREASE IN COMMERCIAL FLIGHTS HAVE BEEN COMING IN.

SO WE'LL MAKE SURE THAT AGAIN MAKE SURE THAT IS IS UP TO PAR AND CAN TAKE CARE OF THAT FOR THE FORESEEABLE FUTURE AND THAT'S REALLY ABOUT IT. QUESTIONS FOR JOHN COMMENTS.

>> OH. YEAH WELL REAL QUICK, THIS HAS NOTHING TO DO WITH YOUR PRESENTATION, JOHN. I JUST NEED A LITTLE MORE INFORMATION FOR ME.

WHAT'S THE DIFFERENCE BETWEEN THE LENGTH OF THE RUNWAY HILTON HEAD VS. THE ORIGINAL RUNWAY? THE HILTON HEAD IS 5000 THOUSAND FEET AND IF I UNDERSTAND WHERE THE RANGE AN AIRPORT IS RIGHT NOW AS FAR AS OUR LINE I THINK THEY'RE GOING TO END UP WITH MAYBE FORTY TWO

OR FORTY THREE HUNDRED FEET. >> OK. THANK YOU.

>> OTHER COMMENTS. JOHN, IS THIS IS THIS IS PART OF THE PROCESS I ASSUME WITH THE FAA? IF YOU'RE NOT ON THESE KIND OF LISTS THEN YOU MAY NOT GET IN LATER ON. IS IT IMPORTANT TO BE ON THESE LISTS? IT IS. AND LIKE I MENTIONED BEGINNING THIS IS AN ANNUAL EXERCISE THAT WE'VE BEEN THROUGH AND WE WORK CLOSELY WITH OUR PROJECT TEAM IN ATLANTA AND THE ATLANTA OFFICE OF THE FAA AND THIS DOES HELP SET THEIR TABLE AS FAR AS FUNDING GOES AND THEY DO LIKE TO SEE THAT FIVE YEAR LOOK AHEAD BECAUSE YOU KNOW, IT IS KIND OF A BEST GUESS.

LOOKING INTO THE FUTURE BUT AT LEAST LETS THEM KNOW WHAT THE NEEDS ARE IN THE SOUTHERN REGION FOR THE AIRPORTS. AND I CAN TELL YOU THAT IN THE STATE OF SOUTH CAROLINA IN F Y 21 THE FUNDING IS EXTREMELY LIMITED PRIMARILY DUE TO THE AFFECTS OF COVERED BUT ALL ACROSS THE STATE THIS COMING YEAR. THIS THIS CURRENT FISCAL YEAR 21 THE FAA FUNDING IS ONLY 16 MILLION DOLLARS WHICH IS EXTREMELY LOW.

SO WE ARE HOPING THAT THAT'S GOING TO PICK UP IN THE NEXT COUPLE OF YEARS OR INDICATIONS THAT THAT SHOULD HAPPEN WILL BE SLOW BUT THAT THE NUMBERS AT LEAST IN THE FALL AND THROUGH

THE HOLIDAYS HAVE INCREASED A LITTLE BIT. >> THANK YOU.

[7. DAUFUSKIE ISLAND FERRY EMBARKATION UPDATE]

JOHN IS ALWAYS GOOD TO HAVE YOU WITH US. THANK YOU FOR YOUR TIME.

OUR NEXT ITEM IS AN UPDATE ON THE SKI ISLAND FERRY EMBARKATION AND I BELIEVE WHERE THAT STANDS IS THAT WE HAVE AN RFP OUT. ALL RIGHT.

[00:15:03]

Q I GUESS AND IT'S DUE BACK ON MARCH THE 1ST. WE DID RECEIVE TO PUBLIC COMMENTS AND SINCE THEY'RE RELATED TO THIS I WILL JUST RECAP THOSE.

ONE IS FROM STEVE HILL AND HE ESSENTIALLY SAYS THAT AS HE REVIEWED THE RF Q THERE IS SOME INFORMATION THAT NEEDED TO BE CORRECTED AND THERE WAS MAYBE SOME INFORMATION THAT WAS OUT OF DATE SUGGESTING THAT WE NEED. MAY NEED TO REVISIT THE RF.

Q AND THE SECOND ONE IS FROM LEE ANN COULTER AND SHE IS THE CHAIRMAN OF THE DEFENSE KEY ISLAND COUNCIL. I REALLY ADDRESSING THE SAME ISSUE BUT A LITTLE BIT MORE DETAIL I THINK QUESTIONING WHETHER THERE WAS ENOUGH PARKING SPACES AT 35.

GIVEN THE NUMBER OF RESIDENTS THAT LIVE ON THE ISLAND, THE NUMBER OF PART TIMES AND THE VISITORS THAT COME WHERE THERE WAS ADEQUATE LIGHTING PAVEMENT AND COVERED SPACE AND RESTROOMS. SO I THINK BOTH OF THOSE ARE PERTINENT TO RECEIVE THIS AT THIS POINT TO SHOW HOW MUCH RUN THE BALL PARK IS ACTUALLY OVER AND OVER TO THE PROSECUTOR BASE ON MAJOR YOU GET A LITTLE REVENUE HERE FOR ONE PART OF THIS.

BUT I THINK THAT THE ACTION IS PROBABLY APPROPRIATE AS FOR STAFF TO REVIEW THESE TWO COMMENTS, REVISIT THE ART OF Q AND SEE WHETHER OR NOT THERE ARE ANY CHANGES THAT THEY WANT TO MAKE TO IT. BUT WITH THAT I'LL OPEN UP TO SOME COMMENTS IF IF ANY OF YOU HAVE THAT ON THE THAT THIS HAS TO DO WITH THE DEFENSE VERY PART.

Q THIS IS MARK. WE ALSO HAVE MR. LEE FROM PAY POINT ON THE CALL I SEE HERE.

DON'T YOU WANT TO SAY SOMETHING OR JUST TO HERE AS A VISITOR? I'M HERE AS A VISITOR BUT ALSO

JUST TO SAY THANK YOU FOR THE COUNTY. >> I WHAT YOU GUYS DO NEXT IS IMPORTANT TO HAVE FERRY SERVICE TO THE FIRST KEY WHETHER IT'S US OR WHETHER WHEREVER IT IS IT'S JUST VERY IMPORTANT TO HAVE A GREAT FERRY SERVICE. SO I LOOK FORWARD TO MEETING UP

WITH ERIC LATER TODAY. >> AND I THINK FOR STAFF MIGHT BE USEFUL IF I GET SOME FEEDBACK TO US ON A PARTICULAR ISSUE BEFORE MONDAY AS TO WHAT YOU WANT TO DO WITH THE RF CUES SO THAT I CAN MENTIONED IT DURING OUR COMMITTEE REPORTS. SO IF IT'S POSSIBLE ANYTHING

ELSE ON THE FUNKY JERRY DO YOU HAVE ANYTHING ON THE PESKY? >> NO.

I THINK IT COUNSELING ROBIN. >> OK, GOOD. NEXT ITEM IS ITEM EIGHT HAS TO

[8. PUBLIC FACILITIES 2020 PROJECT LIST DISCUSSION]

DO WITH THE PROJECT LIST AND AS YOU REMEMBER CHAIRMAN ESTIMATE SENT OUT A LIST AND WE STARTED WORK ON WHAT WOULD BE THE ITEMS FOR THE YEAR AND WHAT WOULD BE THE ITEMS FOR OUR UPCOMING RETREAT. WE HAD THE COURSE A PERSONAL DISCUSSION AT THE EXECUTIVE COMMITTEE A WEEK AGO YESTERDAY AND THERE WERE SEVERAL OF COMMENTS THAT WERE MADE AND I ADDED THOSE TO WHAT IS CALLED AGE 2 WHAT WAS IN THE AGENDA PACKAGE.

I THEN TOOK THE ITEMS ON THAT PAGE AND CARRIED THEM FORWARD TO PAGE ONE IN A LITTLE BIT OF GROUPING. SO LET ME JUST MENTION BRIEFLY THE ITEMS THAT ARE THERE THERE AND THEN A COUPLE OF THINGS I THINK THIS IS KIND OF A WORK IN PROGRESS SO WE CAN CERTAINLY KEEP UPDATING AS WE GO FORWARD COMMITTEE AS WE APPROACH THE RETREAT.

BUT IS A CERTAINLY THREE ITEMS THAT POP UP RELATIVE TO THE RETREAT DISCUSSION.

ONE WOULD BE WHETHER OR NOT WE WANT TO DO A TRANSPORTATION ANY REFERENDUM.

WE'RE PROBABLY AT THE POINT WHERE WE WOULD NEED TO MAKE THAT MAKE THAT DECISION.

CERTAINLY ARGUMENTS FOR DOING IT TO KEEP MOMENTUM GOING. THERE'S SOME ARGUMENTS THAT MAYBE UNDER THE CURRENT ENVIRONMENT THIS IS NOT THE TIME TO DO IT.

SO I WOULD VIEW THAT OVER THE NEXT COUPLE WEEKS AS WE APPROACH OUR RETREAT.

STAFF WILL KEEP REFINING THIS AND WE'LL BE WORKING TOWARD SOME TYPE OF A SOME TYPE OF A RECOMMENDATION. ANY ANY COMMENTS ON THE TRANSPORTATION, ANY REFERENDUMS OR ANYTHING THAT I'M OVERLOOKING ON THAT THAT YOU DO IT? I CAN'T SEE EVERYBODY SO SPEAK UP IF YOU IF I CAN'T SEE IT, DON'T CALL IT.

OK. NEXT HAS TO DO WITH THE I THINK CAPITAL PROJECTS AND THERE'S A LARGE POTENTIAL THINGS THERE'S OBVIOUSLY GOT THE COMP PLAN GOING.

WE HAVE PRIORITY INVESTMENTS PART OF THAT WORK WITH THE CAPITAL PLAN TOGETHER.

WE HAVE A COUPLE REQUESTS IN TO SENATOR DAVIS FOR USE OF NON-RECURRING FUNDS.

I SUSPECT THE NEXT COUPLE WEEKS OUT WE'LL SEE WHERE THOSE STANDARDS WE WILL GET SOME

[00:20:06]

MONEY IN AND THAT WOULD BE READY IF NOT, THOSE ARE ONES THAT WE'D CERTAINLY HAVE IN FRONT OF US. WE'VE TALKED FOR MANY YEARS ABOUT THE NEED FOR A SO-CALLED PRODUCT IN THE NORTHERN PART OF THE COUNTY FOR ECONOMIC DEVELOPMENT MIGHT BE MID YEAR TO BRING THAT TO DO A. CERTAINLY THERE'S SOME NEEDS TO REALLY REVISIT TECHNOLOGY.

WE HAVE THE BROAD RIVER FISHING PIER THAT WAS CAME FORWARD FROM LAST YEAR.

GOOD ANALYSIS WAS DONE ON THAT . THERE WAS A SUGGESTION IN OUR KIND OF RECOMMENDATION TO PICK A PARTICULAR AN ALTERNATIVE BUT I THINK WE'LL PROBABLY KEEP VISITING THAT AND WE CERTAINLY HAVE RE AIRPORT TERMINAL AS JOHN MENTIONED AND WE HAVE THE ST. JAMES BAPTIST CHURCH SHOW AND THEN MARK, THIS WILL OVERLAP WITH YOU TWO BECAUSE THERE'S OBVIOUSLY OTHER CAPITAL ITEMS THAT GO BEYOND PROBABLY FACILITIES AND THEN THERE OBVIOUSLY GETS INTO THE THE FINANCING OF ALL OF THOSE ITEMS. SO AGAIN, IF YOU SEE ITEMS THAT WERE MISSING THEIR DEGREE AHEAD OF THE RETREAT, PROBABLY IMPORTANT WE GET TO GET THEM ON THE WEST. THIRD ONE WOULD BE THAT SOLID WASTE. I THINK THE CERTAINLY THE LANDFILL APPROACHING CAPACITY IS AN ISSUE AND WE PROBABLY OUGHT TO REVISIT THE TRANSFER STATIONS.

SO IT SEEMS TO ME THIS COULD BE A LOGICAL ITEM TO INCLUDE IN THE IN OUR DISCUSSIONS AT OUR RETREAT. THAT LEAVES A COUPLE OF MAJOR PROJECTS CALLED MAJOR PROJECTS.

SO CLEARLY WE GOT THE 278 E GOING ON THE INDEPENDENT REVIEW IS UNDER.

HILTON HEAD HAS PROCEEDED WITH A COMMUNITY LAND PLANNING EXERCISE.

REMEMBER WE AGREED TO FUND HALF OF THAT IF THEY WERE GOING TO USE A HOT SUMMER THEY'VE ELECTED TO GO INSIDE YOU'VE STAFF FOR THAT. SO I DON'T BELIEVE WE'RE OBLIGATED FOR THAT MONEY ANYMORE. I THINK WE'VE ALLOCATED THIRTY FIVE THOUSAND FACILITIES. RESERVE STUDY IS PROBABLY NEARING COMPLETION AND I THINK THAT'S GOING TO BE AN INTERESTING ONE FOR ALL OF US TO TALK ABOUT WHEN WE TALK MORE ABOUT THE ENTERPRISE FUND MEETING. OBVIOUSLY WE JUST TALKED ABOUT CONVENIENCE CENTERS. WE'LL KEEP AN EYE ON THOSE QUITE A FEW ROAD ISSUES THAT ARE WORTHY OF THIS DISCUSSION OF THIS COMMITTEE AS WE GO FORWARD.

AND OBVIOUSLY THAT THE FIRST KEY AREA THE LANDMARK. SO THOSE ARE SOME MAJOR ONES THAT WE HAVE AS A COUPLE OTHERS THAT ARE PROCESS. CLEARLY THE THE ISSUE WE TALKED ABOUT IT LAST TIME ABOUT THE REALIGNMENT OF THE PARKWAY AT WALTER.

LARRY MENTIONED SPANISH WELLS ROAD IS IN BAD REPAIR. I THINK MAYBE ANALYSIS OR SOMEBODY BROUGHT UP THAT THERE'S A SOME INTERSECTION PROBLEMS NEXT TO THE MCTEER BRIDGE. SIMON COULD DO WITH THE PARKS AND WE'VE GOT TO KEEP AN EYE ON THE SHOVEL READY BECAUSE I DO SENSE THAT CONGRESS MAY VERY WELL DO SOME KIND OF AN INFRASTRUCTURE BILL AND THAT'S THE IMPORTANT PART OF GETTING TO DO THAT.

SO A WAY THAT'S KIND OF A BRIEF OVERVIEW. CERTAINLY IF THERE'S ANY COMMENTS TODAY ON THOSE FINE PHOTOS THINGS AND IF NOT SHOOT ME IN AN EMAIL AND WE'LL KEEP KIND OF KEEP WORKING THIS AS WE WORK TOWARD THE RETREAT WORK THROUGH THE BALANCE OF THE

YEAR. ANY ANY COMMENTS JUST TO PAUL? >> YES.

THE ONE QUESTION THAT IS IS JUST BECOMING MORE AND MORE CRITICAL AND IT'S UNANSWERED IS ON THE SOLID WASTE SIDE. WHAT ARE WE GOING TO DO ABOUT BUILDINGS WITH MORE THAN ONE DWELLING UNIT IN THEM AT 1 A.M.? NO, I MEAN I'M GET OVERWHELMED WITH QUESTIONS ABOUT THAT. IF YOU HAVE A DUPLEX FOR EXAMPLE AND YOU HAVE ONE OR A I N NUMBER OF WHAT IS THE COUNTY'S POSITION THAT YOU ONLY GET ONE DETAIL AND THOSE PEOPLE ARE GONNA HAVE TO SHARE IT. I MEAN I THIS IS A BIG QUESTION AND I'D LIKE TO SEE US KIND OF ZERO IN ON. I'M SURE THERE ARE OTHER WORDS ABOUT SOLID WASTE THAT WE THAT WE NEED TO ANSWER THAT HAVEN'T BEEN ANSWERED AND THAT WE'RE GETTING HAMMERED ON WITH THE QUESTIONS ABOUT. SO JUST F WHY I SEE SANDY IF YOU'RE STILL ON IS THAT SOMETHING YOU WANT TO GET BACK WITH US OR DO YOU HAVE ANY THOUGHT AT THIS POINT?

>> THAT'S RIGHT. AND I CAN ADDRESS THAT TODAY. WE HAVE BEEN WORKING WITH PEOPLE IN THOSE SITUATIONS WHERE THERE'S ONE A I N NO WE'RE JUST HAVING TO MANUALLY THOSE IN THE SYSTEM. BUT THERE'S TWO DIFFERENT CAVEATS THERE.

WE GO UP WITH THE ORDINANCE THREE DUPLEXES AND TRIPWIRE. AFTER THAT A LOT OF THE PROPERTIES ARE DEEMED COMMERCIAL LIKE AN APARTMENT COMPLEX AND IN THOSE INSTANCES

[00:25:06]

THOSE COMMERCIAL PROPERTIES THAT THEY TAKE CARE OF THEIR OWN COLLECTION.

>> OTHER COMMENTS ON THAT. >> OKAY. LET'S KEEP AN EYE ON THAT ONE.

NEXT ITEM HAS TO DO WITH THE PATHWAYS UP. JERRY DESERVES.

>> YES. THIS IS MY. SO AS YOU ALL ARE AWARE, WE HAD A VIRTUAL PUBLIC MEETING LAST IN THE LAST YEAR FROM OCTOBER 19TH NOVEMBER TO REGARD TO THE 14 OUR ATHLETES WE ADVERTISE THE MEETING AT THE START OF THE MEETING WE SENT OUT A PRESS RELEASE. WE MADE SOME POSTCARD MAILERS TO PROPERTIES WITHIN THE CORRIDOR AND SURROUNDING PROJECT AREAS. THE APPROXIMATELY FORTY TWO HUNDRED WERE SENT OUT TO MAKE SURE WE GOT THE WORD OUT AND WE ALSO DID AN INTERMEDIATE PRESS RELEASE ABOUT HALFWAY THROUGH THAT MEETING TIMEFRAME. IN ALL WE RECEIVED 139 TOTAL COMMENTS WHETHER THEY WERE IN FAVOR BY ANSWERING YES OR NO. AND ALSO ADDING ADDITIONAL COMMENTS IN ADDITION TO WHETHER THEY FAVOR THE PROJECTS WE PROVIDED IN THE SUMMARY OR A BREAKDOWN OF WHERE THOSE FROM CAME IN REGARD TO WHICH PATHWAY AND HOW YES IS IN THOSE STACKED UP PERCENTAGE WISE EVERYTHING ALL THE PATHWAYS PRIORITIZED 14 THAT BELIEF OR GREATER THAN 80 PERCENT. SO THAT'S SON IN ADDITION TO OBVIOUSLY ALREADY BEING PART OF THE REFERENDUM. BUT JUST HAVING THAT ADDITIONAL FEEDBACK WE ALSO PROVIDE THE OPPORTUNITY FOR WRITTEN COMMENTS AND WE PROVIDED A LIST OF THE COMMENTS.

SO YOU CAN SEE EXACTLY KIND OF SOME OF THE COMMENTS THAT WERE PROVIDED AND YOU CAN GET A NATURE AND A FEELING OF WHAT THOSE COMMENTS LOOK LIKE. ALL IN ALL OUR CONSULTANT CONSOLIDATED THESE COMMENTS AND THEN PROVIDED THEIR RECOMMENDATIONS ON BASE OF THE 10 DOLLARS THAT EXPERIMENTAL ALLOCATED TOWARDS THE PROGRAM A POSSIBLE ACTION PLAN ON HOW TO MOVE FORWARD. BEFORE I GET TO THAT THOSE RECOMMENDATIONS.

>> THIS IS A PUBLIC MEETING SO WE WILL HAVE A SECOND PUBLIC MEETING WITH THESE APPROPRIATE PATHWAYS AS WE MOVE FORWARD INTO DESIGN. BUT THIS IS TO HELP US PRIORITIZE THE FUNDING TOWARDS THESE PROPERTIES. WHAT WE LEARNED THROUGH THIS PROCESS AND AS WE CONTINUE TO DEVELOP PROJECTS MARCH IS THAT ALTHOUGH WE PRIORITIZE THE INITIAL 24 DOWN TO 14 KNOWING THAT THE 10 MILLION DOLLARS PROBABLY WON'T SPREAD ALL THAT TO ALL 24 AT THIS TIME WITHOUT STACKING WITH SOME GRANT FUNDS AND OTHER POSSIBLE FUNDING OPPORTUNITIES. THIS PROCESS I SAID WE IDENTIFIED THAT EVEN THE PRIORITIZED 14 WOULD PROBABLY DELIVER A LITTLE BIT CLOSER. IS THAT 10 MILLION DOLLARS IS 90 THE LAST QUITE QUICKLY AS WE NEAR CONSTRUCTION AND AND UPDATE OUR CONSTRUCTION COSTS

PROJECT. >> SO ALL THE COMMENTS AS FAR AS THE CONTENT OF THE COMMENTS AND YES THOSE ARE CONSULTANT PROVIDED US THIS RECOMMENDATION AND I KIND OF GO THROUGH THOSE RECOMMENDATIONS TO OPEN THE FLOOR FOR DISCUSSION WITH THE FIRST BURNT CHURCH RATE WAS THE HIGHEST POLL QUESTION LET'S SIGNIFICANTLY MORE IN FAVOR THAN THOSE KNOWING ABOUT FUTURE

ROAD PROJECTS IN THE AREA. >> AND IT WAS RECENT WAS INCLUDED IN THE PREVIOUS IMPACT FEES AND I'M LOOKING AT THE POTENTIAL IMPACT THE PROJECT IS A WIDENING PROJECT ON THIS SECTION OF ROAD. SO AS OF NOW OUR CONSULTANT RECOMMENDED THAT THE PROJECT BE INCLUDED AS PART OF THE WIDENING ROAD PROJECT VERSUS DESIGN ON ITS OWN AT THE AT ITS CURRENT STATE THE BLUFFTON PARKWAY. THIS WAS A RESOUNDING YES AND MAKES SENSE THE NEXT TO AS THERE'S NO RESIDENTS ALL COMMERCIAL ON THIS SECTION.

SO THAT MAKES A LOT OF SENSE TO MOVE FORWARD. THE RIBAUT ROAD AND CAROUSEL GATEWAY THE CONNECTION FROM THE EXISTING SIDEWALK IN IRAN LANE TO DRIVE TO THE PARK THERE MAKES A LOT OF SENSE AND RECOMMENDED TO MOVE FORWARD WITH THAT ANY POSSIBLE PATHWAY ON THE OPPOSITE SIDE. THAT THAT WE LOOKED AT WITH THE SPANISH MOSS TRAIL EXTENSION AS FAR AS SHARED ROUTE AND OWNER BACK IN BLUFFTON THOSE IMPROVEMENTS WERE ON THE POWER

[00:30:06]

CLASS PATHWAYS BUT A LOT OF COMMENTS WERE MADE ABOUT OUR JULIE.

JULIE IS THE ROAD FROM THE END CHURCH THAT IS DOWN TO THE BOAT LANDING THAT SHED OLMERT NECK AND TIE BACK TO AND EVEN THAT WAS NOT POWER AS THERE WAS MANY COMMENTS MADE ABOUT WALKING OUT THOSE TWO ROADS IN LIEU OF ADDING ALCOHOL JOY. SO THAT IS A CONSIDERATION THAT OUR CONSULTANT PROVIDED THAT SEEMS TO ME TO MAKE A LOT. IT ALSO HAS A LOT LESS TO RIGHT AWAY NEEDED RIGHT AWAY AND POTENTIAL EASIER PERMITTING. SO AGAIN IT MAKES A SENSE FOR THAT REASON THE BURTON HILL ULTIMATE ROAD AND SALEM ROAD THERE IS A CONSIDERABLE AMOUNT OF COMMENTS ON THOSE PROJECTS TO PROVIDE CONNECTIVITY TO THE SHOPPING AREAS AND NEIGHBORHOODS ONTO THE SPANISH MOSS TRAIL. THOSE WOULD MAKE A LOT OF SENSE TO MOVE FORWARD ON. BUT WHETHER WE MOVE FORWARD ON ALL THREE OF THOSE COMPONENTS OR JUST ONE THAT THAT'S TO BE DETERMINED AND MARINE ROAD THE COMMENT THAT WAS MADE ON MERIDIAN ROAD BASED THE FIELD SURVEY OR THE FIELD STUDY BY THE ENGINEER WE HAD IT ON ONE SIDE AND THEN A THIRD THE WAY WE MOVED TO THE OTHER SIDE. AND THEN BACK TOWARDS THE LAST THIRD OF THE ROAD IT SHIFTED IN TO THE OVERWHELMING COMMENT WAS TO KEEP THE THE PATHWAY ON ONE SIDE. AND SO THAT'S DEFINITELY SOMETHING FOR US TO LOOK AT AND THAT IS THE REASON FOR MOVING THE PATHWAY TO BEGIN WITH WAS TO OVERCOME SOME UTILITY CHALLENGES AND SOME WETLAND CHALLENGES AND SOME TREE PRESERVATION CHALLENGES.

SO EVEN ON ONE SIDE THE ROAD IS IS DOABLE BUT IT COMES AT AN EXPENSE AND COST.

SO THAT WILL HAVE TO BE CONSIDERED. THE REMAINING ROADS THERE THEY ARE LISTED THERE AND WE'LL DEFINITELY KEEP TRACK AND MOVE FORWARD ON ONE THING TO MAKE AN ENGINE DEEP WAS NOT NECESSARILY LISTED AS ONE OF THE RECOMMENDED ROADS OUR FIRST RECOMMENDED ROUTE. BUT THE CITY OF EPA HAS RECENTLY ONLY APPLIED OUR CBD GRANT OF TWO HUNDRED THOUSAND DOLLARS WITH WELL AS GRANT FUNDS ARE CONTRIBUTING FUNDS FROM THE BRAINS OF THE SPANISH MOSS RAIL SAID TO ME MAKE A LOT OF SENSE FOR US TO MOVE FORWARD ON THAT PROJECT AND STACKED OPPORTUNITY WITH THOSE OUTSIDE FUNDS THAT ALL THOSE BRIDGES TOGETHER BASICALLY ADD UP TO THE 10 MILLION DOLLARS. SO WE'RE NOT SAYING THEY'RE NOT PURSUING OTHER PROJECTS BUT THAT IS PROJECT MAKE A LOT OF SENSE TO OUR THREE MAJOR PROJECTS TO BRING UP THE TWO PROJECTS IN DISTRICT 1 THERE WAS THE BIGGEST DAY ROAD AND STUART BRIDGE THERE WERE NOT A LOT OF COMMENTS RECEIVED ON EITHER THOSE ROADS.

SO THE IDEA WOULD BE THAT WE GO OUT AND GET COMMUNITY STAKEHOLDER PROJECT TO GET SOME MORE INPUT AND SPECIFICALLY DETERMINE THE SIDE OF THE ROAD AND THAT'LL HELP US DETERMINE THE COST OF THE PROJECT AND THE ENGINEERING COST AS WELL AS DARTMOUTH THAT MARTIN LUTHER KING ROAD. OUR GOAL WOULD BE TO HOLD A STAKEHOLDER MEETING OUT THERE TO MEET WITH THE HISTORICAL COMMUNITY AS IT TRAVERSE THROUGH THEIR BOUNDARIES SPECIFICALLY THERE IN CENTER AND HOW DO WE OVERCOME SOME OF THE CHALLENGES THERE AS FAR AS MAJOR TREES AND HISTORICAL MONUMENTS AND SUCH? SO THIS IS JUST WE BRING FORTH THE IMMEDIATE COUNTERPART IN THIS FASHION AND SOME IDEAS ON THE PATH OR BASED OFF THE COMMENTS WE WANTED TO PROVIDE YOU UP TO DATE OF THE INPUT RECEIVED.

>> MR. CHAIRMAN, MR. CHAIRMAN, I COMMENT SIR JOH I MISS FÉLIX REALLY APPRECIATE THE IN-DEPTH DISCUSSION OF THE COMMENTS AND I THOUGHT THE CONTRACTOR DID AN EXCELLENT JOB ON THAT.

>> REGARDING BROAD RIVER THERE WAS ONE SUGGESTION TO LOOK AT PERHAPS ROUTING PART OF THE SIDEWALK THROUGH THE EXISTING PARK RATHER THAN IN SOME OF THOSE AREAS WHERE IT IS PRETTY TIGHT ON BROAD RIVER. I DIDN'T KNOW IF YOU HAD READ THAT COMMENT OR NOT BUT I THOUGHT THAT WAS KIND OF A UNUSUAL SUGGESTION BUT IT MIGHT WORK.

YEAH IS DEFINITELY SOMETHING FOR US TO TAKE A LOOK AT. >> RIVER IS PROBABLY ONE OF THE MOST CHALLENGING PROJECTS BECAUSE OF THE WINDING ROADS AND ON SITE VISIBILITY AS WELL AS ALL THE ALL LOST PROPERTY LOTS IN THE NEIGHBORHOOD. SO THAT COULD POTENTIALLY BE AN

[00:35:06]

OPTION THAT WE LOOK AT. IF THE IDEA IS CREATE A PATHWAY FOR CONNECTIVITY PURPOSES, IT MAY NOT BE THE INITIAL ALIGNMENT BUT IF THAT MEETS THE NEEDS THEN IT'S DEFINITELY A

GOOD AND VIABLE OPTION. >> AND I THINK THAT WOULD BE ANOTHER ONE.

IT WOULD BE GOOD IF WE COULD HAVE A COMMUNITY MEETING PERHAPS AT THE LOW COUNTRY MONASTERY SCHOOL OR ANOTHER LOCATION BUT THEY'D BE WILLING TO DO IT BECAUSE WE HAVE THAT'S A CHANGING NEIGHBORHOOD. YOU KNOW, YOU HAVE RETIRED PEOPLE AND THEN YOU HAVE YOUNG PEOPLE AND THEN NOW AND YOU HAVE A CHARTER SCHOOL TOO IN THAT NEIGHBORHOOD.

SO LAW SCHOOL. MARK? YES.

>> I GOT TWO QUESTIONS FOR JARED. ONE.

YOU MENTIONED BURKE CHURCH WHICH I THINK IS THE HIGHEST PRIORITY OF ANY WE'VE SEEN IN MY DISTRICT AND OBVIOUSLY FROM OUR REPORT. SO IS THAT GOING TO BE DELAYED AND PUT AS PART WIDENING OF BURKE CHURCH? IS THAT WHAT I UNDERSTOOD YOU TO SAY BASED OFF THE RECOMMENDATION FROM THE CONSULTANT THE THE THE THOUGHT

PROCESS THERE IS WITHOUT A PLAN YET ON THE ON THE LINE? >> WE'D HATE TO DO AND MAKE THE IMPROVEMENTS AND AND THEN HAVE TO BASICALLY REDO THOSE IMPROVEMENTS AND OFFSET IT FURTHER. SO AT THIS MOMENT YEAH THAT WOULD BE THE CASE.

I UNDERSTAND THAT DELAY MAY NOT BE SUITABLE BUT THAT WAS THE THOUGHT PROCESS BEHIND THAT

RECOMMENDATION. >> IS THERE ANY TIME FRAME ON THAT WIDENING? I DON'T HAVE A GOOD TIME ON SCHEDULE FOR THAT AT THE MOMENT.

>> CAN WE TALK IN YEARS? >> WE'RE TALKING DECADES WE'RE TALKING.

WELL, THERE WAS SOMETHING THAT WAS ON THE IMPACT THE SCANDAL PREVIOUSLY AND THEN SOMETHING THAT BROUGHT FORTH ON THE CURRENT IMPACT. SO DEPENDING ON IF THAT LIST IS IS APPROVED WITH THAT PROJECT DOWN THERE, THEN IT WOULD DEFINITELY BE WITHIN THE DECADE

BUT SOONER THAN LATER IF YOU JUST KEEP ME UPDATED I HAVE. >> BUT ONE MORE THING.

ACTUALLY TWO MORE THINGS. ONE IS A BURKE CHURCH IS TO MAKE SURE WHEN YOU COME TO THE END OF BURKE CHURCH THAT IT DOES MAKE THE RIGHT HAND CONNECTS TO THE CITY STREETS.

THERE'S A PIECE THERE THAT I THINK IS NOT IN OUR PLANS BUT I KNOW IN THE PAST DAVE WILHELM HAD ADMITTED SURE WE ADDED THAT MAKE SURE WE HAD A WRITE OFF OF THE END TO BURN CHURCH THAT CONNECTS WITH THE BLUFFTON STREETS. AND THEN I AGREE 100 PERCENT THAT I THINK IT WAS SHAD AND MANY OTHER STREETS THAT ALL JOY IT WOULD BE THE PLACE TO PUT THE PATHWAY THERE INSTEAD IS DOWN ALL JOY WHICH IS USED QUITE A BIT.

ALREADY LIVING HAD A DEATH OR TWO ALL JOY BECAUSE OF HOW PEOPLE WALKING ALONG THE ROAD SO THAT THAT'S ALL I GOT. SO THANK YOU. NOW I'LL REACH OUT TO YOU ON THOSE OTHER ONES. GERALD GERALD, WE CAN'T HEAR YOU.

>> CAN YOU HEAR ME NOW? NOW WE CAN GO. GO FOR IT.

OK, I HAD IT ON MUTE. >> JARED AND I TALKED ABOUT THIS SITUATION EARLIER TODAY WHERE WE TALKED ABOUT THE TWO PROJECTS IN MY DISTRICT STILL QUITE ROAD AND THE BIG ESTATE ROAD. AS FAR AS THE SIDEWALKS ARE CONCERNED AND THE FACT THAT THEY DIDN'T THEY DIDN'T GET IN THE SURVEY, THERE WASN'T A LOT OF COMMENT FROM THE CITIZENS AND GOES TO COMMUNITIES. AND AS I AS I EXPLAINED TO JARED, THE FOLKS OUT IN THE RURAL PARTS OF THE COUNTY, THEY'RE NOT NOT GOING TO ACTUALLY CHIME INTO THE COUNTY WEBSITE TO GO ONLINE AND DO THE SURVEYS AND THINGS LIKE THAT. BUT TO JARED'S POINT, THE FACT THAT HE'S TRYING TO SCHEDULE STAKEHOLDERS MEETING TO DETERMINE THAT THE INTEREST OF THE PROJECT. I TOLD JARED THAT'S HOW WE GOT THESE TWO PROJECTS IN INITIATED FROM THE VERY START. WE HAD ABOUT THREE COMMUNITY MEETINGS TO WHERE THE COMMUNITY DECIDED. D THE PROJECT THAT THEY WANTED. SO FOR US TRYING TO GO BACK AND DO STAKEHOLDERS MEETING IS MORE OR LESS LIKE REINVENTING THE WHEEL AND WE'RE NOT GOING TO DO THAT. AND SO AS WE MOVE FORWARD I WOULD I WOULD SUGGEST TO JARED AND AND TO ALL OF THE COUNCIL MEMBERS THAT IN SPITE OF THE RECOMMENDATION COMING FROM THE CONSULTANT THAT WE MAKE SURE THAT AS YOU MOVE FORWARD WITH THE 14 PROJECT WE ONLY GOT 10 MILLION DOLLARS. BUT AS WE MOVE FORWARD WITH THESE 14 PROJECTS THAT WE ACTUALLY START A SIDEWALK AND EACH ONE OF THESE COUNCIL DISTRICTS THAT THAT HAS PROJECTS AND THIS AND THIS AND ON THIS LIST TO ENSURE THAT THE DOLLARS FROM THE REFERENDUM ARE

[00:40:07]

SPENT AND EACH ONE OF THE COUNCIL MEMBERS DISTRICT NOT SPEND THE 10 MILLION DOLLARS AND IN SEVERAL DISTRICTS AND THEN ALL THE DISTRICTS ARE EXCLUDED I HAVE TO WAIT FOR FURTHER FUNDING FROM ANOTHER FROM ANOTHER REFERENDUM. WE'RE NOT GOING THAT S THAT THAT'S NOT EQUITABLE. THAT'S NOT FAIR. THAT'S NOT THE WAY THIS PROJECT SHOULD BE HANDLED. AND SO I RECOMMEND TO JARED AND TO CONSOLE MEMBERS THAT WE ENSURE THAT AS WE MOVE FORWARD ON THE SITE SOME SIDEWALK TO BE DONE IN EACH ONE A COUNCIL MEMBER'S THAT HAS PROJECT AND IN THIS IN THIS REFERENDUM. THANK YOU FOR YOUR YES.

THANK YOU, MR. CHAIRMAN. JARED, I APPRECIATE THE INFORMATION NOT ONLY ON PATHWAYS COMING FROM THE CONSULTANT. I JUST WANT TO MAKE A COMMENT ON MERIDIAN ROAD AND ALSO MARTIN LUTHER KING DRIVE. IN THAT IDEALLY EVERYONE WOULD WANT THIS PATH WILL BE ON ONE SIDE BECAUSE IT MAKES IT MORE CONVENIENT ETC. ETC..

I CAN'T TELL YOU TOO MUCH ABOUT MERIDIAN ROAD. DO YOU DO MAKE RECOMMENDATIONS FOR THREE? I WOULD SAY TO YOU THAT TWO IF YOU LOOK AT ONE SIDE ON MLK 10 CENT HAS A CROSSWALK SOMEWHERE ON A CAMPUS THAT MAY BE A MIDDLE GROUND IF YOU WANT TO MOVE IT UP TO THE OTHER SIDE OF THE ROAD. THAT MAY BE A POINT THAT YOU CAN DO SO. YOU MAY BE ABLE TO FIND SOMETHING DOWN ON MERIDIAN ROAD ONE SIDE OR THE OTHER AS WELL. THE WHITEHALL PARK IS GOING TO BE AN ACTIVE PLACE ONCE IS COMPLETED AND THE HIGH SCHOOL IS ALREADY AN ACTIVE PLACE. AND I DON'T KNOW HOW WE BASICALLY RUN DOWN MERIDIAN ROAD BUT WE GOTTA INCLUDE BOTH OF THOSE AREAS OR SITES WITH THIS PATHWAY. SO IT'S A CHALLENGE BUT HOPEFULLY WE CAN WORK SOMETHING

OUT. THANKS UNDERGARMENTS. >> GENERAL, WHAT KIND OF THE TIME WILL YOU BE LOOKING TO COME BACK TO COUNCIL FOR SOME KIND OF ACTION?

>> WELL, WE WANTED TO GET JUST GENERAL COMMENTS TODAY AND SO ALL WE CAN DO IS KIND OF TAKE COMMENTS RECEIVED AND MAYBE RETOOL OUR APPROACH AND ALSO INCLUDE A COST ESTIMATE OF OTHER PROJECTS TO COME UP KIND OF A 10 MILLION DOLLAR PLAN AND AND THEN COME BACK SO WE COULD BE PREPARED THAT READY AT THE NEXT MEETING AND THAT'LL HELP FOCUS OUR ENERGIES ON WHAT IT PROHIBITS. WE START THE FULL ENGINEERING. WHAT WE DON'T WANT TO DO IS IS STUCK IN THERE AND GET DOWN ON THE PROJECT AND AND AS COUNCILMAN DAWSON SAID, WE SPENT ALL THE ENGINE, ALL THE COST AND WANTED TO DISTRICTS AND NOT DISTRIBUTE IT ACCORDING TO WHAT I MAY FEEL LIKE THE NEXT COUNCIL MEETING. ARCHITECTS THINKING WE SHOULD

HAVE HAD THAT TOOLED AROUND FOR THE BRING BACK. >> THANK YOU.

JUST MY ALISON MADE IT BEFORE IS I THINK WHAT WE ENDED UP IN THE LAST REFERENDUM WAS A LONG LIST THAT REALLY WAS LONGER THAN THE MONEY THAT WE HAD AVAILABLE INADVERTENTLY AND I THINK WE WILL WE PROBABLY NEED TO GET THE BALANCE OF THOSE DONE IN A CAPITAL PLAN BEFORE WE ACTUALLY DO ANOTHER REFERENDUM BECAUSE I THINK IT WOULD MAKE PASSING A REFERENDUM A LITTLE MORE PROBLEMATIC. BUT ANYWAY, WE I THINK WE'RE GONNA HAVE A LOT MORE

[10. RECOMMENDATION OF AWARD FOR RFQ#092320TE US 21 CORRIDOR DESIGN AND ENGINEERING SERVICES]

DISCUSSION ABOUT THIS ITEM AS WELL AS WE GO FORWARD. OK.

ACTION ITEMS ARE THERE FIRST ONE IS A DESIGN AND ENGINEERING SERVICES FOR THAT IS THIS IS

FOR THESE UNITS. >> TWENTY ONE DON'T RELY ON EXELON IF YOU RECALL AND OUR PREVIOUS THINKING IN DECEMBER AND FIRST COUNCIL MEETING EARLIER IN THE MONTH WE NEEDED TO PROVE THE DESIGN FOR THE ACCESS ROADS. THIS IS THE LARGER HALF OR THE ACTUAL NAME CORRIDOR WE PUT TOGETHER IN AUGUST. WE HAD A LOT OF THE SAME FIRMS THAT APPLIED ON THE ACCESS GRIDS THAT APPLIED OVER THE ZONE ON THE MAIN WE ENDED UP WITH SEVEN FIRM FIRMS. WE HAD A REVIEW COMMITTEE OF PEOPLE MADE UP OF MYSELF IN

[00:45:02]

THE CITY BECAUSE I CONSULTED JAY BRAGG CONSULTING AND WITH THE UTILITY AND OUT OF THAT IT WAS DETERMINED THAT SANTA WAS PRODUCT FIRM FOR THIS PROJECT WE HAD ENGINEERED COST ESTIMATE PREPARED BY J. BRAD TWO POINT SIX NINE TWO MILLION INSTANT HIT RIBAUT OF THE FEE OF TWO MILLION THREE HUNDRED SEVENTY THREE THOUSAND SEVEN HUNDRED NINETY ONE DOLLARS AND SEVENTY ONE CENT GREATER THAN 10 PERCENT LOWER THAN OUR ENGINEERED ESTIMATES.

WE FELT COMFORTABLE WITH THAT WITH A CAN 10 PERCENT CONTINGENCY AT TWO HUNDRED THIRTY SEVEN THOUSAND THREE HUNDRED SEVENTY NINE DOLLARS AND 17 CENTS TOTAL PROJECT COST WOULD BE TWO MILLION SIX HUNDRED ELEVEN THOUSAND FOUR HUNDRED SEVENTY DOLLARS AND 88 CENTS. AND THIS FUND WOULD BE THIS THE FUNDING FOR THIS PROJECT WOULD BE PAID FOR IT. THE ONE CENT SALES PROGRAM AND STAFF MAKES THE RECOMMENDATION TO THE COMMITTEE OF AWARD IN THIS CONTRACT TO STAND FOR THE US 21 CORRIDOR DESIGN.

SO WE HAVE A STAFF RECOMMENDATION. IS THERE A MOTION SOIL MOISTURE

? >> THANK YOU MR. GLOVER. >> SECOND SECOND.

THIS MARK. OK, OPEN IT UP FOR DISCUSSION QUESTIONS FOR JARED.

I CAN'T SEE EVERYBODY SO I CAN'T SEE YOU WANT TO TALK TO SPEAK UP.

NOT HEARING OR SEEING ANY IS THERE ANY OBJECTION TO THIS STAFF RECOMMENDATION IF NOT

[11. SOLID WASTE AND RECYCLING ENTERPRISE FUND RATE STUDY – TISCHLER BISE]

WILL APPROVE THIS WITHOUT OBJECTION. >> THE NEXT ITEM IS THE THE ENTERPRISE FUND JARED JURORS AGAIN. SENDING.

TEAM BEHIND IT IS OUR CONSULTANT TO ADVISE. THIS IS GOING BACK TO THE ENTERPRISE HAD BEEN PREVIOUSLY ESTABLISHED LAST YEAR. WHAT'S LEFT AND WE'LL TALK ABOUT TODAY IS THE ACTUAL RATE ASSOCIATED WITH THAT. THE INTENT OF BRINGING THIS UP NOW IS THAT HOPEFULLY WE CAN GET A RATE ESTABLISHED AND WE CAN START PROGRAMING THAT IN OUR BUDGETING PROCESS STARTING IN FEBRUARY. SO THAT'S THE REASONING BRINGING IT UP HERE. UPMC IN JANUARY. SO CINDY, JUST A REMINDER THAT THIS DOES GO HAND-IN-HAND WITH THE ENTERPRISE FUND ORDINANCE THAT'S BEEN THROUGH THREE

READINGS FIRST ON IT'S A LOT OF . >> SECOND MAKE MAY THEN THIRD JUNE 8 THE ORDINANCE 2020 DASH 19. THANKS CARSON VISE IS WITH TODAY TO PRESENT THE ACTUAL PHASE STUDY THE REPORTS DATED JANUARY 19TH.

AND CARSON TAKE IT AWAY. >> CARSON. HI.

MY PLEASURE TO YOU TO BE IN BEAUFORT COUNTY AGAIN. >> I'LL BE AT VIRTUALLY THIS TIME I'M WELL FAMILIAR WITH THAT CONFERENCE ROOM THAT YOU'RE SITUATED IN.

>> SO CINDY, I ASSUME YOU WANT ME TO SHARE MY SCREENED RIGHT FOR THE PRESENTATION.

>> EITHER THAT OR TIFFANY, CAN YOU GET US? CAN YOU SHARE YOURS? I HAVEN'T PULLED UP. I CAN SHARE IT. OK.

YEAH, MINE IS ASKING TO LOAD SOME DESKTOP APPS SO IT'S PERFECT.

OK, GOOD. THIS GO THE FIRST SLIDE HERE. SO IS JARED MENTIONED THAT THERE IS AN INTEREST TO TO ESTABLISH A SOLID WASTE ENTERPRISE.

>> FIND THIS THIS OPERATION OUT OF THE GENERAL FUND. I WILL TELL YOU FROM FROM OUR NATIONAL EXPERIENCE IT IS SOMEWHAT UNUSUAL TO HAVE SOLID WASTE BEING PROVIDED THROUGH THE GENERAL FUND. AND SO AS PART OF THIS ANALYSIS AND WE DO UTILITY RATE AND SELL THE WASTE RATE IN OUR STUDIES ACROSS THE COUNTRY AND IN THE STANDARD COST THAT WE INCLUDE OR BOTH YEAR YOUR PERSONNEL NON SALARY OPERATING COSTS IS ALSO A NEED TO ESTABLISH AN OPERATING RESERVE OR CONTINGENCY FOR THE ENTERPRISE FUND.

ALSO INDIRECT COSTS AND OVERHEAD FOR THIS SUPPORT PROVIDED BY ALL THE GENERAL FUND AND POTENTIALLY OTHER AGENCIES TO THE ENTERPRISE FUND ALSO NEEDED TO HAVE ENOUGH REVENUE THERE FOR CAPITAL NEEDS AND THEN ALSO YOU WANT TO HAVE GROWTH AND INFLATIONARY FACTORS WITHIN THE THE RATE DESIGN SO THAT YOU'RE HAVING TO COME TO THE COUNTY COMMISSIONER OR THROUGH THIS COMMITTEE THE FINANCE COMMITTEE EVERY SINGLE YEAR IN ORDER TO ADJUST THE

RATES. >> SO FIRST THIS SLIDE HERE SHOWS THE PERSONNEL KNOWN OPERATING COSTS WHICH INCLUDES THE CURRENT BUDGETED AMOUNTS AND WELL AS THE ADDITIONAL

NEEDS FOR ESTABLISHMENT OF THE ENTERPRISE FUND OPERATION. >> BASICALLY THERE'S TWO COMPONENTS HERE. ONE IS THE PERSONNEL COSTS. THAT INCLUDES DIRECT AS WELL AS

[00:50:02]

THE INDIRECT COSTS WHICH ARE ONE POINT NINE MILLION DOLLARS AND THEN WE HAVE NON SALARY OPERATING COSTS AS WELL AS THE OVERHEAD RELATED COSTS FOR A TOTAL OF EIGHT POINT THREE MILLION AND SO THE TOTAL OPERATING COSTS THAT WE NEED TO SOLVE FOR IN THE DESIGN OF THE RATE IS TEN POINT THREE MILLION DOLLARS COMMITS PERMITS AND OPERATING RESERVES.

>> IT'S PRETTY STANDARD FOR ENTERPRISE FUND TO HAVE SOME SORT OF RESERVE GENERALLY IT SORT OF MIRRORS OTHER POLICIES FOR OTHER ENTERPRISE FUND OPERATIONS OR THE COUNTY'S

GENERAL FUND. >> SINCE THIS IS A NEW FUND WE WE DECIDED ON LET'S DO A TWENTY

FIVE PERCENT WHICH IS 90 DAYS OF THE OPERATING BUDGET. >> FAIR GO FOR COMPARISON YOUR

GENERAL FUND RESERVE POLICY IS 30 PERCENT. >> AND SO THE RESERVE FACTOR

THAT'S BEING USED AT THE RATE IS 2.5 MILLION DOLLARS. >> ALSO THE CAPITAL COMPONENT WHICH IS ESTIMATED AT ABOUT TWO POINT MILLION ANNUALLY AND THAT WILL INCREASE ANNUALLY WITH CONSTRUCTION COSTS AND SO WE'RE USING 2 MILLION THE BASE YEAR AGAIN WITH THAT INFLATIONARY

FACTOR AND THEN WE PROJECT COST. >> AND TYPICALLY WHEN YOU DO AN ENTERPRISE FUNDER OR A RATE FOR AN ENTERPRISE FUND, IT'S TYPICALLY A FIVE YEAR HORIZON.

AND WHAT WE'VE DONE IS WE'VE TAKEN A LOOK AT HOUSING GROWTH ,INFLATION AND AGAIN WE WANT TO ENSURE THAT THE FEE DOESN'T REQUIRE ADJUSTMENT OVER THE NEXT FIVE YEARS.

>> AND WE'RE GONNA DISCUSS BASICALLY TWO OPTIONS. >> THE FIRST IS A SINGLE TIERED RATE STRUCTURE. IT'S A COUNTY WIDE FEE. IT'S FOURTEEN HUNDRED DOLLARS PER HOUSING UNIT A MONTH WHICH EQUALS ONE HUNDRED SIXTY NINE DOLLARS A YEAR.

>> AND THEN WE LOOK AT THE RIBAUT THE REVENUE PROJECTION. SO IF WE LOOK AT THE PROJECTION IN HOUSEHOLDS OVER THE NEXT FIVE YEARS WE GET TOTAL REVENUE OF ABOUT EIGHTY POINT NINE MILLION DOLLARS AGAINST TOTAL COST. AGAIN EIGHTY POINT NINE MILLION DOLLARS. AND SO AGAIN THAT DIFFERENCE OF TWENTY SIX THOUSAND DOLLARS BASICALLY LOST IN THE ROUNDING CENTURY GIVEN THE GROWTH PROJECTIONS.

SO WE GET A HUNDRED COST RECOVERY AND THEN WHEN YOU COMPARE IT TO TWO OTHER SOLID WASTE FEES, YOU KNOW, WE WERE ALWAYS HESITANT TO DO THIS BECAUSE YOU KNOW, THERE'S ALWAYS APPLES AND ORANGES COMPARISONS AND YOU'VE GOT A CAVEAT.

>> DIFFERENT THINGS. AND SO ONE OF THE THINGS THAT THAT THAT THAT THAT STANDS OUT HERE IS THAT, YOU KNOW, OTHER COMMUNITIES OR A LOT OF OTHER COMMUNITIES THAT HAVE SOLID WASTE ENTERPRISE FUNDS DO OPERATE THEIR OWN LANDFILL WHICH YOU DON'T.

SO THAT MAKES YOU FEEL LOWER. AND THEN ALSO CHARGING BY WEIGHT IS ANOTHER COMMON FEE STRUCTURE WHERE OURS IS BASED ON HOUSEHOLD BUT THE FIXED FEES ARE MORE RELIABLE IN TERMS OF PROJECTING FUTURE CASH FLOW. IT'S EASIER TO UPDATE. IT'S MORE CONVENIENT FOR IT FOR THOSE THOSE TYPICAL FINANCIAL PROJECTIONS. BUT WHEN YOU LOOK AT BEAUFORT COUNTY COMPARED TO THE THREE RIVERS SOLID WASTE AUTHORITY, THE RATE STRUCTURE ARE VERY SIMILAR RANGING FROM 15 TO TWELVE DOLLARS AND YOU SEE YOU FALL RIGHT THERE IN THE MIDDLE

OF ROUND 14. >> NOW THE TWO TIERED OPTION THAT BASICALLY HAS BOTH A FEE FOR DISPOSAL AND A FEE FOR CAPITAL IMPROVEMENTS THAT WOULD BE COUNTY WIDE.

>> AND THEN A SEPARATE FEE FOR CONVENIENCE OR OPERATE. SO WE WOULD EXCLUDE THE CITY OF BEAUFORT, TOWN OF PORT ROYAL AND THE TOWN OF BLUFFTON. AND UNDER THESE OPTIONS THE RESIDENTS WOULD BEAUFORT PORT ROYAL BLUFFTON WOULD PAY TWELVE DOLLARS A MONTH AND THEN ALL OTHER RESIDENTS WITHIN THE UNINCORPORATED COUNTY WOULD PAY 15 DOLLARS AND 21 CENTS A MONTH . AND WITH THAT WE'RE HAPPY TO ANSWER ANY QUESTIONS THAT YOU

HAVE OR ENTERTAIN ANY COMMENTS ALICE? >> YES.

QUESTION ABOUT THE TWO TIER APPROACH I LIVE IN THE CITY, BEAUFORT BUT I STILL USE A CONVENIENT CENTER FOR LARGE HAULS OF LEAVES ET CETERA. SO I MEAN I UNDERSTAND THE APPROACH OF DOING IT THAT WAY BUT IT ALMOST DOESN'T SEEM FAIR TO OTHER PEOPLE.

>> WELL IT WOULD MEAN WE WE WOULD RECOMMEND THE COUNTY WIDE OPTION.

WE LOOKED AT THE SECOND TIER AND YOU'LL NOTICE WE DIDN'T PREPARE REVENUE PROJECTIONS FOR THAT. AND BECAUSE IT'S VERY DIFFICULT TO PREDICT.

RIGHT. AND SO WE THINK THAT THE THE ONE SIZE FITS ALL APPROACH OPTION ONE IS THE BEST COURSE OF ACTION. I.

YEAH. THANK YOU. BECAUSE THESE ISSUES THAT YOU

[00:55:02]

RAISE. FRIENDS. >> THANK YOU.

CARSON GOING BACK TO YOUR SLIDE . LET'S SEE IF I CAN FIND THE NUMBER HERE YOUR SLIDE NUMBER SIX PAGE THIRTY SEVEN IN OUR AGENDA WHICH IS THE COST PROJECTIONS. YOU'RE RIGHT. SO I'M I'M LOOKING AT IT AND IT APPEARS LIKE WE'RE ADDING THE OPERATING 90 DAY RESERVE THE 25 PERCENT EXTRA.

IT'S LIKE YOU'RE ADDING IT IN EVERY YEAR. BUT ISN'T THAT SOMETHING THAT IT WILL BE? IT'LL BE IT'LL BE GAINED IN THE FIRST YEAR.

ARE YOU COSTING THAT OUT OVER FIVE YEAR COSTING THAT OUT OVER THE FIVE YEARS?

>> OK. THANK YOU. OTHER COMMENTS I CAN'T SEE ANY

OF YOU ON THE SCREEN. >> SO SPEAK UP AGAINST SO IS THERE A STAFF RECOMMENDATION

THIS JARED OR SOMEONE POLITICALLY YOUR JUST DEBATED? >> NO, I MEAN STAFF RECOMMENDATION WOULD BE WE'VE COORDINATED A LOT WITH ATTRITION OR BIAS AND TALKED ABOUT OTHER OTHER OPPORTUNITIES AND THIS MADE THE MOST SENSE AND SO STAFF RECOMMENDATION WOULD BE TO OFFSET THE PROPOSAL AS DESCRIBED HERE IN THIS PRESENTATION FOR THE RATE THAT OCCURRED. DO I ASSUME THIS IS AN AUDIENCE SINCE WE'RE LEAVING TAXES?

>> I BELIEVE IT WOULD BE, YES. OK. >> OTHER QUESTIONS OR COMMENTS

? >> ONE FINAL THING DO FIND MY SHIRT JUST LIKE TO REMIND COUNCIL THAT WE ALREADY COLLECT THESE FEES IN THE IN OUR YEARLY REQUEST FOR TAXES.

SO WE ASSUME THAT THIS WILL BE AND WE'LL MAKE SURE I'M SURE THAT THAT THE APPROPRIATE GENERAL FUND REVENUES ARE REDUCED OR GENERAL FUND GENERAL FUND REQUIREMENTS FOR REVENUE ARE REDUCED BY A CONCOMITANT AMOUNT OF COMPANY. THANK YOU.

IT WILL BECOME A FEE RATHER THAN A TAX BY THE WAY. RIGHT.

RIGHT. THANK YOU, MR. CHAIRMAN. >> REAL QUICK.

I WAS SURPRISED. LET ME ASK A QUESTION BECAUSE I HAD SOME CONCERNS WHEN WE FIRST TALKED ABOUT THIS ABOUT LAND OWNERS AND PARTICULARLY FARMERS ETC. THIS FEE WOULD BE REALLY GENERATED BY HOUSEHOLD AND COMMERCIAL BUILDINGS. AM I RIGHT?

>> PRIMARILY HOUSEHOLDS. HOUSEHOLD COMMERCIAL ESTABLISHMENT WOULD HANDLE

THEIR WAY SOMEWHERE ELSE, RIGHT? >> RIGHT.

>> THEY THEY HAVE PRIVATE HAULERS, OK. OKAY.

THANK YOU. >> OTHER COMMENTS. SO I THINK ON THE TABLE IS A

SUGGESTED. >> GO WITH IT. ONE ACROSS THE COUNTY AND TO BRIAN'S POINT THERE WOULD BE SOME WOULD BE AN OFFSETTING IN THE GENERAL FUND OBVIOUSLY DIFFERENT FOR SOME WOULD GET MORE SOME LESS. DOESN'T SOUND LIKE IT'S A BIG SWING. IS THERE A MOTION ON THE STAFF RECOMMENDATION?

>> CHAIRMAN, I THINK WE JUST MIGHT NEED TO MOVE FORWARD AND WE CAN DEBATE IT IN A BATTLE ALONG THE WAY I'D MAKE THE MOTION THAT WE MOVING FORWARD. I'LL SECOND IT.

>> ARE THERE ANY OBJECTIONS SAYING I'M I WILL AT LEAST APPROVE WITHOUT OBJECTION.

[Items 12 & 13]

THAT TAKES TWO WE GOT TO VINCE DEBUT. >> YOU MIGHT BE ENOUGH.

JEREMY MIGHT SPEAK BOTH OF THESE SAME TIME SINCE THEY'RE RELATED IN YOU KNOW, SEPARATE ORDINANCES YET TODAY THEY ARE MUCH RELATED THIS BOTH ORDINANCES ARE AN AREA THAT ARE ON BUILDING ALONG THE ROAD AND BOTH OF THEM ARE FACILITATING OUR SERVICES TO PROVIDE FOR RIBAUT RATE OR TO HOME BUILDING AND BEYOND TO THE FIRST ORDINANCE ORDINANCE 9 0 1 0 9 3 IS BASICALLY RIGHT OUT THERE IS CAPACITY A LIMITED AMOUNT OF CAPACITY IN THE UNDERGROUND

BANK. >> SO THIS WOULD BE BASICALLY PROVIDING THE SPACE FOR A

[01:00:03]

SECONDARY THAT MAY ALONG EXISTING DEBT. ALONG RIBAUT ROAD SO THAT THEY CAN PROVIDE THE EXTRA CAPACITY TO CARRY TO THE ELECTRICITY. THE SECOND ORDINANCE IT TOO IS A ANOTHER SPACE FOR THE BANK BUT THIS BANK WOULD BE THE. SERVICE FEE THAT WOULD EXTEND A LONG RIBAUT A RECORD FROM DUKE STREET TO THE ARM. SO AGAIN BOTH OF THESE ARE IN CONJUNCTION WITH THE ART BEHIND CONSTRUCTION AND THEY'RE BOTH DIRECTLY AND INDIRECTLY POWERING THE THE NEW WORK FOR A HIS OBJECTION WAS IS ON BOTH OF THESE TOGETHER.

IS THERE A MOTION TO APPROVE THE STAFF RECOMMENDATION FOR THE TWO EASEMENTS SOMEWHERE?

>> MR. CHAIRMAN, THANK YOU GENERAL. SECOND A SECOND.

>> THANK YOU, ERIC. IS THERE ANY OBJECTION SEE? >> NONE.

I HAVEN'T YET BUT I HAVE A QUESTION. SURE.

GO AHEAD, BOB. I I HEARD SOMEBODY SAY THE WHALE COMMERCIAL CHARGES SEE WHAT ABOUT A PARDON? I MEAN THE THIRD OF THIS COUNTY LIVE IN APARTMENTS.

WELL, SO WHAT ABOUT THESE MADE IT BIG APARTMENT COMPLEXES THAT PEOPLE LIVE IN THAT DON'T HAVE

TO DON'T HAVE TO PAY. IS THAT WHAT YOU'RE SAYING? >> YEAH.

WELL WE HAD ACTUALLY I LET ME TAKE A MOMENT ON THAT PAUL AND THEN JUST GO BACK AND QUESTION.

>> SO ON THESE TWO EASEMENTS, IS THERE ANY OBJECTION SAYING NONE IS STANDARD APPROVED WITHOUT OBJECTION. LET'S COME BACK TO PAUL'S QUESTION THAT HAS TO DO BACK REALLY ON THE ENTERPRISE FUND RELATIVE TO WHAT HAPPENS WHERE WE HAVE MULTIPLE UNITS IN THAT PARTICULAR BUILDING? WELL, JUST A LITTLE WHILE AGO CARTER JUST INFORMED US THAT A THIRD OF THE COUNTY CAN NO LONGER USE THE LANDFILL. I MEAN IT COULD BE SAID WHEN WE HAD THIS DISCUSSION ABOUT WHAT TO DO ABOUT THE WHOLE THE WHOLE CONVERSATION ABOUT THE DETAIL SYSTEM WE TALKED ABOUT HOW PEOPLE WHO ARE OUT FROM OUT OF COUNTY.

AND WE TALKED ABOUT COMMERCIAL BUILDERS, DEVELOPERS, THAT SORT OF THING.

BUT NOBODY EVER TO MY KNOWLEDGE EVER MENTIONED WE WERE GOING TO SAY THAT A THIRD OF THE COUNTY CAN NO LONGER USE IT BECAUSE THEY LIVE IN APARTMENTS. I MEAN THAT.

YEAH. THAT'S GOING TO TAKE A LOT MORE OUT OF THOSE LANDFILLS THAN THE COMMERCIAL AND THE PEOPLE JASPER COUNTY. I MEAN THAT'S I DON'T THINK WE'VE EVER HAD THAT DISCUSSION. AND JUST TO HEAR TODAY FOR THE FIRST TIME THAT IF YOU LISTED APARTMENT BUILDING YOU CAN'T USE THE CONVENIENCE ANYMORE. THAT'S NEW INFORMATION TO ME AND I'M NOT SURE WHAT T AND NOW WE'RE TALKING ABOUT GOING TO TO A TO A FUND HERE AND WE'RE SAYING OK, THE PEOPLE WHO LIVE IN APARTMENTS WHICH IS WE'RE TALKING ABOUT TENS OF THOUSANDS OF PEOPLE DON'T PAY IT. I MEAN THE PEOPLE WHO LIVE IN THOSE APARTMENTS PAY 6 PERCENT THROUGH THEIR RENT. SO THEY'RE ALREADY PAYING MORE THAN A PERSON WHO LIVES IN THE HOUSE. SO I'M I'M REALLY CONFUSED ABOUT THIS ABOUT WHAT WE'RE SAYING, WHAT OUR OBJECTIVE IS HERE AND WHAT WE'RE SAYING

ABOUT THESE TENS OF THOUSAND PEOPLE LIVE IN APARTMENTS. >> OK.

>> DARREN, THERE ARE ME SHED SOME LIGHT ON THAT. >> I'LL DO MY BEST.

WHAT WE'RE TALKING ABOUT IS COLLECTION COUNSELING AND SO THE FUNDS THAT WE'RE TALKING ABOUT IS FOR COLLECTION OF OF REFUGEES AND APARTMENT PEOPLE, COMMERCIAL PEOPLE.

THEY ALREADY HAVE COLLECTION. SO WE'RE TALKING ABOUT THE CONVENIENCE CENTERS AS ITS ELECTION MECHANISM. AND THEN PLEASE REMEMBER THAT THE COUNT STILL PAYS FOR ALL RESIDENTIAL DISPOSAL. SO EVEN IF YOU HAVE AN APARTMENT COMPLEX AND YOU HAVE YOUR COLLECTION PROVIDED FOR YOU, THE COUNTY IS ALSO STILL PAYING FOR YOUR DISPOSAL AT THE LANDFILL. SO WE DON'T HAVE OUR OWN WAY. DOES THAT WE'RE NOT REALLY BECAUSE I JUST CAME OUT OF LEFT FIELD WHERE ALL OF A SUDDEN IF YOU LIVE IN AN APARTMENT YOU

CAN'T GET A DAYCARE. >> YOU CAN'T YOU CAN'T USE A CONVENIENT CENTER.

I MEAN YOU'RE TALKING ABOUT LOTS OF PEOPLE WHO ARE GOING TO BE REALLY SURPRISED WHEN THEY LEARN THEY LEARN THAT THEY CAN'T USE A CONVENIENCE CENTER BECAUSE I REMEMBER WHEN WE'VE HAD THIS DISCUSSION BEFORE I DON'T REMEMBER WHO I HAD IT WITH OR HOW MANY TIMES WE HAD THE DISCUSSION. QUESTION WHAT ABOUT THESE DEPARTMENT? OH WELL THE THE OWNER OF THE APARTMENT HAS TO COME AND GET THE DETAIL THAT WAS PRETTY.

THAT WAS EXPLAINED THAT WAY. NOW ALL OF A SUDDEN IT'S NO YOU CAN'T HAVE THE DETAIL WHICH

[01:05:06]

MEANS THAT PEOPLE IN THOSE APARTMENTS CAN HAVE THE DEA. I HAVE LOCATIONS OF THAT ARE BUT I HAVE A BAD FEELING THAT THEY'RE NOT GOOD WHEN YOU'RE 10000 OR 20000 OR HOWEVER MANY THOUSAND PEOPLE. COOPER COUNTY, YOU LIVE IN APARTMENTS.

FIND OUT THEY CAN'T USE A CONVENIENCE. I'VE BEEN TELLING PEOPLE IF YOU LIVED IN A POOR APARTMENT YOU'RE THE OWNER OF THE APARTMENT HAS TO APPLY FOR IT WHICH I GUESS MAKES SENSE. DO YOU HAVE AN APARTMENT BUILDING WITH 120 APARTMENTS IN IT? I JUST ASSUME THAT IT WOULD BE HANDLED THAT WAY.

BUT BASED ON WHAT YOU'RE TELLING ME TODAY, THAT'S NOT THE WAY IT IS AT ALL AND I DON'T STILL THINK COUNCIL DISCUSS THIS OR EVEN THOUGHT ABOUT THIS WHEN WE WHEN WE PASSED THIS ORDINANCE IN THE FIRST PLACE ABOUT THE DEKALB ORDINANCE.

AND SO NOW WE'RE TALKING ABOUT A SOLID WAISTLINE AND AND WE'RE STILL I'M STILL VERY CONCERNED FUZED ABOUT WHAT AND WHAT HAPPENS TO THESE PEOPLE. I MEAN WHO PAYS THE TAX? IT'S NOT CLEAR TO ME. ARE YOU SAYING THAT ANYBODY LIVE IN AN APARTMENT BY VIRTUE OF THE FACT I LIVE IN APARTMENT THE OWNER DOES NOT HAVE TO PAY THE STATE.

IT'S JUST HOMEOWNERS COMMERCIAL PROPERTIES HAVE THEIR DISPOSAL. >> YOU KEEP SAYING COMMERCIAL PROPERTY. HEATHER. RIGHT.

ANSWER MY QUESTION. MY QUESTION IS CAN WE TELL ON EVERYBODY WHO LIVE IN AN APARTMENT AND PEOPLE CANNOT THEY CAN NO LONGER USE THEY CAN NO LONGER USE THE CONVENIENT CENTER BECAUSE THAT'S WHAT YOU'RE SAYING. LET'S DETERMINE TO BACK UP.

LET ME TAKE LET ME TAKE BRIAN MARK. >> YOU KNOW, QUITE HONESTLY I'D

RATHER HEAR CINDY'S ANSWER THAN ASK WHY YOU. >> CYNTHIA, GO AHEAD.

>> WE'VE MADE ARRANGEMENTS FOR PEOPLE APARTMENT COMPLEXES TO USE CONVENIENT CENTERS SIGN LANGUAGE. POWELL DOES THEY HAVE A DO THEY GET.

DO THEY GET A DO THEY GET A DEKALB? THEY WON'T NEED A DISCOUNT AT THE TWO CENTERS THAT WE'VE TASK BLUFFTON AND SHANKLIN BECAUSE OF THE LAYOUT OF THE INFRASTRUCTURE THERE. THEY DON'T NEED A DETAIL SO WE DON'T WANT TO PEOPLE THAT ARE IN APARTMENTS FROM BEING ABLE TO RECYCLE BUT THEY ALREADY HAVE A MECHANISM IN PLACE FOR THEIR TRASH DISPOSAL. AND YOU'RE ASSUMING THAT EVERYTHING AND EVERY PIECE TRASH THAT HAS FALLS NICELY INTO THAT SYSTEM AND I'M NOT SURE THAT'S TRUE.

>> I LIVE IN THE CITY OF BEAUFORT AND I HAVE AND I HAVE CURBSIDE PICKUP AND IN THEORY THEY'LL PICK UP JUST ABOUT EVERYTHING. BUT I STILL HAVE TO USE A CONVEYANCE THAT ARE FROM TIME TO TIME. I DON'T LIVE IN AN APARTMENT BUT I'M BUT I BET IF I DID WHAT WOULD I DO? SO ANYWAY, I DON'T WANT TO DEBATE THIS WITH YOU RIGHT NOW BUT I'M TELLING YOU THERE'S A PROBLEM HERE THAT HAS NOT BEEN

SOLVED YET AND WE'VE GOT TO TALK ABOUT THIS. >> SO WE COME BACK TO BRIAN AND THEN BACK IN NEW YORK AND THEN MARK, YOU KNOW IT'S ON THE SAME SUBJECT BECAUSE I I'M I'M WITH PAUL. I DON'T THINK WE EVER REALLY THOUGHT ABOUT THAT ISSUE AND I'M WONDERING IF WE CAN SURVEY THE COMMERCIAL HOLLERS AND FIND OUT WHAT HAPPENS WITH PEOPLE WHO ARE DISPOSING OF A COUCH THAT'S OUTDATED OR OUR REFRIGERATOR IN THE IN WITH EACH OF THE HOLLERS AND FIND OUT WHAT THE RESOLUTION THAT IS AND THEN IF IT'S NOT SATISFACTORY ONCE YOU REPORT BACK TO US I'M VERY WILLING TO TO DISCUSS POSSIBLE MEANS OF RESOLVING THIS ISSUE FOR PEOPLE BECAUSE IT JUST DOESN'T SEEM RIGHT.

IT CERTAINLY WILL BE A PROBLEM. I CAN TELL YOU RIGHT NOW SOME OF HOLLERS WILL NOT PICK THAT

STUFF UP. >> THEY WILL NOT. I DON'T KNOW WHICH ONES WHICH ONES WILL AND WHICH ONES WON'T BUT I KNOW THEIR ORDER WILL NOT.

SO YEAH, WE GOT A LOT TO TALK ABOUT. IN MY CIRCLE BACK WITH THE MOBILE AS I MENTIONED COUNCILMAN WHELAN AND MAKE SURE THAT THERE IS A PLAN IN PLACE AND THAT'S COMMUNICATED TO ALL WHAT'S LEFT IS WAS PARTICULAR ITEMS. THE GOAL IS COMPANION CENTER IS IT IS REALLY THE MUNICIPAL WASTE AND THEN TO CONTINUE TO ALLOW THE RECYCLABLES AS CINDY MENTIONED AND THEN THE MUNICIPAL WASTE WAS WHAT WAS TARGETED. BUT WE CAN COME UP, MAKE SURE WE HAVE THE APPROPRIATE GOAL IN

PLACE FOR BOTH. YEAH, SURE. >> QUITE FRANKLY I DON'T KNOW THAT I CAN VOTE FOR THIS AT COUNTY COUNCIL UNTIL WE'VE ADDRESSED THE ISSUE BECAUSE QUITE FRANKLY WE MAY VERY WELL NEED TO INCLUDE THE MULTI UNIT ,THE FEES, THE EXPENSE OF MULTI-USER OPERATORS OR OWNERS OF THE COMMUNITIES AND YOU KNOW TO BE ABLE TO USE THE

CONVENIENT CENTER. SO LET'S THINK ABOUT THAT. >> I THINK YORK AND THEN MARK YEAH. I JUST WANT TO ECHO WHAT PAUL SAID.

I THINK THAT'S THAT'S A TOPIC WE NEVER REALLY TALKED ABOUT. WE DID TALK ABOUT TOURISTS

[01:10:04]

COMING IN AND RENTING IN IN AND BASICALLY THE LAND OWNER WILL PROVIDE THEM WITH DECALS OR SOME MEANS OF DISPOSAL. BUT WE NEVER REALLY TALKED ABOUT LONG RENTERS IN THAT PROCESS. SO I THINK WE REALLY NEED TO ADDRESS THAT TO SOME TO A LARGE DEGREE. THANK YOU, MARK. MARK? YES, I'D LIKE OBVIOUSLY IT SOUNDS LIKE THERE IS A GRAY AREA IN BETWEEN WHERE YOU'VE GOT THESE APARTMENT COMPLEXES THAT HAVE MULTIPLE MULTIPLE UNITS THAT THEY HAVE THEIR OWN TRASH PICKUP AND THEN YOU HAVE PEOPLE THAT HAVE AN APARTMENT BUILDING THAT IS 2 AND 3 UNITS AND THOSE ARE THE ONES WE EXPECT THAT THE LANDOWNER SHOULD GIVE THEM THE DETAIL

DETAIL TO GET IN. >> SO THERE MIGHT BE AN AREA IN BETWEEN THAT THAT WE ARE MISSING AND MUCH AND IF YOU CAN HELP US OUT WITH THAT. BUT EVERYTHING I'VE UNDERSTOOD THOUGH IS WE'RE ALREADY PAYING FOR THE TIPPING FEES FROM THOSE APARTMENT COMPLEXES BECAUSE IT'S RESIDENTIAL. SO REALLY. SO WE'RE REALLY, REALLY PAYING FOR THE COST OF DISPOSING THAT TRASH FROM THOSE APARTMENT COMPLEXES.

WE DON'T PAY FOR COMMERCIAL DISPOSAL. WE PAY FOR RESIDENTIAL DISPOSAL. BUT THERE'S A BIT OF COMMERCIAL SERVICE AS ART THOSE ARE

HANDLED SOLELY BY THE COMMERCIAL VENDOR. >> WILL BE A LARGER COP APARTMENT COMPLEXES. YES, AND THE OLDER TENANTS ADDRESS IS THE SMALLER ONES WE

CAN HANDLE DAY PLATES DROPLETS . >> ONCE IT BECOMES A COMMERCIAL PROPERTY THEN IT BELONGS TO THEM FOR COLLECTIONS. SO THAT'S HOW OUR BIG DAYCARE SYSTEM WAS SET UP WHEN THE LETTER DID THE ADDRESSES WAS THAT IT WAS RESIDENTIAL PROPERTY THROUGH OUR COUNTY TAX SERVICE SO IT'S NOT KNOWN TO TRY TO GET A DETAILED CAN'T

TAKE THEIR ACT. >> IT'S OFTEN TIMES WHAT WE FIND IS THAT AMONGST ALL THE PROPERTIES LISTED THE TAX 0 0. NEXT QUESTION IS THIS THIS THAT COMMITTEE FOR A SHORT TIME BACK WITH THAT UPSETS YOUR SCHEDULE HAVING THIS COMPLETE OR IS SOMETHING USEFUL TO MAKE JUDGMENTS? WE CAN DEFINITELY GET SOME OF THE QUESTIONS FULLY ASK HIM ABOUT THE ANYWHERE PRIVATE DISCUSSION AND THAT'S WHY HE IF WHAT WOULD BE HELPFUL IS IS AT THE EQUITY TAX BREAK WHOSE ANSWER WILL BE DETAIL OUT AND ANSWERED THAT THEN THERE IS SOME DECISION THAT WE CAN START LOADING INTO OUR BUDGETING PROCESS THAT THE BIGGEST INTENT IS TO NOT MISS OUT ON THE OPPORTUNITY DURING THE BUDGET SEASON TO IMPLEMENT THIS IN

EFFECT ON JULY 1ST. >> SO THAT'S I THINK IF WE CAME BACK WITH WITH MORE DETAILED ANSWERS THAN IN FEBRUARY AT PFC AND THEN IF IT'S APPROPRIATE MOVE IT THE COUNCIL FROM THERE

I THINK THAT WOULD STILL BE MY SOMEWHERE. >> IS ANYBODY UNCOMFORTABLE WITH REVERSING OUR PRIMARY VOTE WHICH WAS TO TAKE IT TO COUNCIL WHICH WOULD MEAN WE'D JUST COME BACK WITH THEM FROM THE NOT NOT SEEING ANY. SO.

WELL THAT'LL BE WE REVERSE. WITH BY CONSENT. OK.

OK. ANYTHING ELSE ON THAT ONE? I THINK THAT'S A GOOD DISCUSSION. WE DO NEED TO COME BACK ON THIS USEFUL POINTS THERE.

[14. RECOMMENDATION OF AWARD FOR IFB#120320E BLUFFTON LIBRARY INTERIOR RENOVATION]

ONE MORE FOR THE LEFT IN THE LIBRARY. >> SO THIS ONE IN ON THE 28 WE PUT OUT A SOLICITATION FOR THE RENOVATION BLUFFTON LIBRARY. THERE WERE SIX BIDS RECEIVED.

JOHNSON CONSTRUCTION WAS THE LOWEST THERE AT OHIO AND SIXTEEN THOUSAND EIGHT HUNDRED FIFTY THREE DOLLARS. IT WAS WELL UNDERNEATH DARK TAX ESTIMATE OF 50.

SO THE THE LIBRARY IS ACTUALLY REARRANGING SOME OF THE EQUIPMENT AND GETTING THAT PREPARED FOR THIS. SO WE SHOULD BE IN GOOD SHAPE AS FAR AS ALL THE WE WOULD REQUEST THAT 15 PERCENT CONTINGENCY TO GO ON WITH THIS BID OF SIXTY TWO THOUSAND EIGHT HUNDRED TWENTY EIGHT DOLLARS WHICH WOULD BRING THE TOTAL COST OF THE PROJECT 479 REALLY A ONE WHICH AGAIN IS WITHIN THE ARCHITECT'S ESTIMATE AND IT WOULD BE FUNDED UNDER THE LIBRARY IMPACT. SO STAFF RECOMMENDATION TO THE COMMITTEE WOULD BE WARD OF THE BLUFFTON LIBRARY RENOVATIONS THE JOHNSON AND CONSTRUCTION AS DESCRIBED FOR OUR MOTION FOR

THE STAFF RECOMMENDATION. >> I'D LIKE TO MAKE A MOTION TO MR. CHAIRMAN RICK WE HAVE A

[01:15:01]

MOTION THE SECOND DISCUSSION QUESTIONS THIS IS GONNA BE A GREAT THING FOR THE BLUFFTON

LIBRARY. >> IT'S GOING TO OPEN UP THE CHILDREN'S SECTION, MAKE IT LARGER WELL ACTUALLY MOVE IT. AND THIS IS THE MOST USED LIBRARY IN THE COUNTY AS FAR AS

PEOPLE GO AND IT'S A GREAT USE OF IMPACT FEE MONEY TOO. >> OK.

WELL, OTHER COMMENTS SAYING NONE. ARE THERE ANY OBJECTIONS? NONE. IT'S APPROVED WITHOUT OBJECTION.

WE HAD TO COME WITH COMMENTS WHICH WE TALKED ABOUT EARLIER. THEY'RE RELATED TO VERY RARE.

THE OTHER ONES COME IN. WE HAVE NO OTHER ONES. ARE THERE ANY COMMENTS FROM

MEMBERS BEFORE WE ADJOURN? >> SEE NONE.
