TRANSPORTATION COMMITTEE MEETING IN ORDER, UM, AND STARTED WEDNESDAY, SEPTEMBER 16TH MEETING.
WE HAVE ROLL CALL PLATES, MR. STRATTON, WAVE YOUR HAND, MR. GLADDER AS POROUS, AS FAR AS SELLERS, WE HAVE CORE DO WE, WE DO BASED UPON THE NUMBER THAT'S ON THE SCREEN, IT'S CUSTOMARY FOR US TO GO THROUGH THE AUDIENCE AND HAVE INTRODUCTIONS.
I AM THE ASSISTANT COUNTY ADMINISTRATOR OF ENGINEERING.
I PLEDGE ALLEGIANCE TO THE VIBE OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE.
UM, HOW ABOUT EVERYBODY HAS OUR MEETING MINUTES FROM SEPTEMBER 16 WHEN WE WERE VIRTUAL.
IS THERE ANY CORRECTION FOR OBJECTIONS SEEING NONE.
MAY I HAVE A MOTION TO APPROVE ON THAT MOTION? WHY HAVE A SECOND, SECOND DISCUSSION HEARING NONE.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
RAISE YOUR HANDS, GREG AND JOE.
UM, WE'LL START WITH OLD BUSINESS ITEM A IS OUR 2021 TRANSPORTATION PLAN.
MR. MCCAIN, MR. CHAIRMAN WAS VELTIN PRESENTED TO THE COMMITTEE AND TO THE DEPARTMENT OF TRANSPORTATION FOR PLANNING AREA REVIEW THE 20, 2021 TRANSPORTATION PLAN.
UH, COMMENTS CAME FROM MR. STEVE HILL COMMITTEE MEMBER, SOME, UH, GRAMMATICAL CORRECTIONS.
AND SECONDLY, SOME SUGGESTED TEXT CHANGES FROM THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION.
NOPE, NOT IN THE CONTEXT OF A THEORY OF THE DOCUMENT, BUT YET IN CONTEXT OF THE WORD EACH.
SO I PRESENT THAT DOCUMENT TO YOU AND THE COMMITTEE FOR ADOPTION PER COMMITTEE REVIEW AND IMPLEMENTATION IN KEEPING WITH SOUTH CAROLINA LAW AND SUBMISSION TO COLUMBIA BY ONE, SEPTEMBER, 2021.
IT'S ACTUALLY ONE JANUARY ONE, ONE
[00:05:01]
21.ANY DISCUSSION AMONG THE COMMITTEE MEMBERS.
SO YOU'VE KNOWN, DO I TAKE IT? I'LL TAKE A MOTION FROM YOU MARK FOR APPROVAL MOTION.
SECOND, SECOND DISCUSSION HEARING NONE.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
MR. FRITZ, UM, WE'RE GOING TO START GOING UPDATE FOR THE RFP.
THANK YOU, CHAIRMAN GORDON TO ADD THE LAST DAY IT WAS APPROVED THAT DAVID MANN AND MS. STUDY, UM, B FUND INTO THE, WE CAN MOVE FORWARD WITH THE PROJECT.
WE'RE CURRENTLY IN THE MIDDLE OF OUR RESEARCH PROGRAM REVIEW FOR THE NEXT FIVE YEARS.
SO WE HAVE BEEN COORDINATING AND REVIEWING THE LAST STUDY THAT WE PUT OUT A BID AND UPDATING THAT WE HAVE THAT NOW OUT LAST WEEK WHEN IT'S DUE BACK ON DECEMBER 17 INCLUDES ALL ITEMS THAT WE DISCUSSED AS FAR AS THE COUNTY ROADS, AS WELL AS THE MUNICIPAL ROADS.
IT ALSO INCLUDES THE DOD ROADS AS AN ALTERNATE.
IT ALSO INCLUDES AN ITEM THAT WE ADDED A STAFF AS THE PAYMENT MARK AND ASSESSMENTS AS AN ALTERNATE AS WELL.
AND IF THAT COMES BACK, UH, SUITABLE, THAT WOULD BE SOMETHING PAID FOR, UH, ACT FUNDS FROM DIFFERENT SOURCES FROM CPC.
UM, BUT THAT WOULD ALSO IN ADDITION TO THE ROAD RESTARTS AND GIVE US, HELP US PROGRAM, UH, A MARKER PROGRAM, SIMILAR TO WHAT VOD HAS, UM, FROM HERE, IT'LL GET IT TO THE, WE GET BIDS BACK IN DECEMBER AS MENTIONED, AND THEN IT'LL GET TO COME BACK TO YOU GUYS IN JANUARY OR REVIEW AND APPROVAL.
AND THEN FROM THERE GOES THE OTHER FACILITIES IN FEBRUARY AND COUNTY COUNCIL ON MARCH WITH A FULL AWARD IN APRIL AND ANTICIPATE A SIX MONTH TIMELINE FOR THE PROJECT COMPLETION AND SEPTEMBER, LET'S JUST KIND OF RIGHT WHERE WE SAID WE WANTED TO BE, UH, THAT WE'LL BE IN YEAR FOUR OF THE CURRENT YEAR, UH, PROGRAM AND READY, SUITED UP FOR YEAR FIVE.
AND THEN IT'S OUR INTENT TO BUY INTENT TO POINT A SMALL COMMITTEE, PROBABLY NO MORE THAN THREE MEMBERS TO ALSO REVIEW THE RFPS WHEN THEY'RE BACK IN AND AS WE'VE DONE IN THE PAST, ALONG WITH THE PURCHASING.
WE'LL LET YOU KNOW WHEN THEY'RE IN AND AVAILABLE.
ANY QUESTIONS READY? LET'S MOVE ON TO THE DEBUSKEY ISLAND ISLAND ISLANDS.
SO THE FIRST BE ISLAND ISLANDS, UM, AS MENTIONED IN THE LAST MEETING, THERE WERE A FEW ITEMS THAT WERE PRESENTED THAT WE WERE TO COME BACK WITH SOME FURTHER INFORMATION ON, UM, THESE ARE ALL THE ITEMS THAT WERE ADDRESSED IN THE BUS GALLON COUNCIL.
UM, THAT WAS SUBMITTED EARLIER IN THE YEAR, UH, TO THE COUNTY ENGINEERING DEPARTMENT.
ONE OF THE, UM, ROADS UNDER QUESTION WAS A POINT ROAD AND SUBMITTING THAT FOR PETITION TO HAVE IT PAID ANOTHER REALLY, UM, WE HAVE LOOKED AT THAT THE RIGHT WAY IS THERE IN THIS EFFICIENT, HOWEVER, THIS ROAD IS, UH, WAS IN GOOD IN FAIR SHAPE, UM, OR THE PAYMENT MANAGEMENT STUDY.
SO THERE IS NOT PART OF THE FIVE-YEAR RESTARTS PLAN, BUT IS THAT WE CAN EVALUATE AND REEVALUATE AND THE, UM, ANOTHER ROAD UNDER QUESTION THAT PROSPECT, THIS WAS A ROAD THAT THE COUNCIL EARLIER IN THE YEAR, UM, IT WAS, UH, AT THAT POINT, THE COUNTY COUNCIL AND COUNTY COUNCIL HAVE APPROVED, UH, BY A MOOD BOARD WITH, UH, WITH THE PRESCRIPTIVE EASEMENT THROUGH THE MASTERS OF EQUITY IN JANUARY.
UM, SINCE THEN COUNTY HAS MOVED FORWARD WITH OBTAINING A ATTORNEY TO HELP US IN THAT PROCESS.
AND WE WERE STILL MOVING FORWARD, BUT WE HAVE NOT COMPLETED THAT PROCESS.
AND, UM, ANOTHER ITEM THAT WAS DISCUSSED WAS THE FRANCIS ROAD, UM, IN LIEU OF THE PROSPECT ROAD PROJECT DATE ON THE YEAR RE
[00:10:01]
EATING PLAN.AND THE QUESTION WAS SUBMITTED THAT BE SUBSTITUTED WITH FRANCIS JONES ROAD.
UM, IN ADDITION TO THAT COULD BE CHANGED IN, IN PAYMENT TYPE, FROM PAYMENT AS HIS PLAN TO A ROCK ROAD.
UM, AND AS FAR AS THE, UH, REACHING OUT TO OUR OTHER WORK DIRECTOR, NEIL DECIDE AS FAR AS WHAT WE HAVE OUT THERE ON THE FIRST DAY.
AND AS FAR AS MAINTENANCE, UM, WE DO HAVE ROADS AND BRIDGES GUY THAT LIVES ON THE BUS, THE ISLAND, AS WELL AS SOME EQUIPMENT OUT THERE.
SO AS FAR AS THE OFFICE FROM PUBLIC WORKS PERSPECTIVE, THAT'S NOT AN ISSUE IS SOMETHING THAT AGAIN, CAN BE DISCUSSED AND DECIDED UPON.
BUT AS FAR AS OUR MEANS AND THE MAINTENANCE, THAT'S NOT ON TOP OF WORK, THAT'S, UH, AS YOU AND I HAVE TALKED ABOUT THE DIRT ROADS, ONE OF THE THINGS WHICH NEEDS TO BE ON THE RECORD AND FUCKING COUNCIL NEEDS TO RECOGNIZE SIMPLE EXIST.
THEY DO HAVE ANOTHER OPTION IF THEY SO ELECT, THEY CAN HAVE, UH, A TIFF PUT ON THE PASKY AND NOTE, THOSE DOLLARS COULD BE USED OR THE NEXT 20 YEARS TO PAY OFF THE BOND FORD.
AND THEY CAN GO AHEAD AND, AND HAVE THE ROADS, UM, GRAVEL.
SO IT DOESN'T HAVE TO BE TAGGED FUNDS IF IT COMES BACK WHERE IT SUCKS UP ALL THE TAG FUNDS THAT YEAR, I WOULD CERTAINLY HOPE THAT WE WOULD PUT THAT UP TO THEM FOR THEIR CONSIDERATION AND LET THE, UH, RESIDENTS OF THE ISLAND VOTE ON WHETHER THEY WANT TO, HOW MUCH THEY WANT TO PAY TO HAVE THEIR DEFINITELY DEPENDING ON WHAT THEY WANT TO GET DONE.
AND WHAT TIMELINE RIGHT NOW, THE ONLY, THERE'S ONLY THREE ROUTES ON THE YEAR FAT, UH, DURHAM PAVING PLAN.
UM, HIS PROSPECT ROAD IN YEAR THREE AND TWO OTHER ROADS, UH, CHURCH IN SCHOOL ROAD, UH, IN YEAR FOUR.
SO THOSE ARE THE ONLY THREE THAT ARE IN THE FIVE-YEAR PROGRAM RIGHT NOW.
ANY QUESTIONS
SO THIS HAS BEEN SPLIT INTO TWO FROGS BECAUSE AS YOU'RE AWARE OF THIS RESEARCH SAYING JUST STRAIGHT, UH, ASPHALT, UM, AND AS WELL AS REJUVENATION, WHICH IS PAYMENTS
SO THEY'LL COME BACK TO YOU ALL IN JANUARY OR RECOMMENDATION OF
ONE THING THAT, UM, WE WILL BE TALKING ABOUT WHEN WE TALK ABOUT WITH ELIZABETH, SINCE SHE'S HERE, UH, THAT, UH, WE MIGHT HAVE TO TAKE SOME OF THE YEAR FOUR AND HOLD IT MAY AND DO IT NEAR FIVE BECAUSE OF DOLLARS.
WE NEED TO SPAN FOUR ON STATE SECONDARIES, WHICH WE DON'T HAVE.
AND WE'LL TALK A LITTLE BIT MORE BACK THAT DOWN IN THE UNDER NEW BUSINESS.
ANY GUNS BACK AS ITS OWN UNIT PRICE OF, IF WE NEED TO ADD OR SUBTRACT THIS, THAT'S AN EASY, WE CAN SEE THE UNIT PRICE FOR THE WHOLE ROAD CONTRACT.
FIVE-YEAR DIRT ROAD PAVING PROGRAM YOU'RE, UH, CURRENTLY ON YEAR ONE, UM, AND ARE WORKING THROUGH CONSTRUCTION DESIGN AND CONSTRUCTION ON THOSE.
UM, THERE'S FOUR REDS IN THAT CONTRACT, GREG ROADS OUT CORNEA, UH, LORD'S LANDING AND GEORGE WILLIAMS ON RICE ROAD, UH, IS NEARING THE FINAL STAGES OF THE DESIGN AND PERMITTING.
SO WE HAVE TO BE ABLE TO START ON THAT ROAD BY THE END OF THE YEAR, AS FAR AS CONSTRUCTION IS CONCERNED ON SOUTH WE'RE 75% THROUGH WITH DESIGN AND STARTING TO GET SOME PERMIT COMMENTS AND MAKE THOSE
AND WE THOUGHT WITH THE ENGINEERING CONTRACTOR AND THEY SAID
[00:15:01]
THEY ARE ON TARGET AND STILL REMAIN ON SCHEDULE FOR THE YEAR TWO ROADS.UM, WE'RE, WE'RE GOING TO SET A QUALITY YEAR TO START.
NOMENCLATURE IS A BID PACKAGE NUMBER 52.
THIS IS HOW WE'RE GOING TO START REFERENCING IT.
UM, SO THIS PACKAGE 52, THAT ONE WE ARE ABOUT TO ADVERTISE, UH, HOPEFULLY HERE IN, IN DECEMBER WITH BITS, BE BACK IN JANUARY ON THE RIGHT OF WAY IS FULLY COMPLETE ON THESE ROADS.
AND WE HOPE TO HAVE IT IN MAY.
AND WE FOLLOW A SIMILAR PATH AS FAR AS DESIGN FIRST, UH, THROUGH TO 2021, THE LATTER HALF OF THE YEAR, AND START CONSTRUCTION AT THE BEGINNING OF 2020, AS FAR AS ERIE OR A BIG PACKAGE, 53, UM, WE'RE STARTING TO THE RIGHT OF WAY ON ALL OF THOSE ROADS.
SO THAT'S WELL UNDERWAY AND WE SHOULD BE IN A SIMILAR SITUATION AND THEY CONTINUE TO TRACK OUR SAME PROGRESS YEAR IN AND YEAR OUT AS WE ARE, UM, IN A BID PACKAGE.
UM, THERE ARE SOME MINOR TWEAKS THAT WE'RE PLANNING TO BRING BACK TO OTHER FACILITIES AND COUNTY COUNCIL, UH, OR AN UPDATE, UM, DUE TO SOME RIGHT-OF-WAY ISSUES, SOME ROADS THAT HAVE BEEN ON THE LIST OF WE'RE JUST NOT ABLE TO ACHIEVE THE RIGHT AWAY AS, AS, UH, ALSO SOME COST PROJECTIONS.
WE BASICALLY HAVE ABOUT TWO TO TWO AND A HALF MILLION DOLLARS PER YEAR THAT WE PUT TOWARDS THIS PROGRAM.
UM, SO TO GET THOSE NUMBERS RIGHT, AS WE ADJUST A LITTLE BIT, AND THEN AS THE TOP OF THAT ALREADY, IF THERE'S ANY CHANGES BETWEEN YEAR THREE AND YEAR FOUR OR THE DIFFERENT TYPE OF MATERIAL, UM, THOSE THINGS WE WANT TO TRY TO FIND THE LAST THAT WE CAN MAKE A PRESENTATION, HOPEFULLY IN DECEMBER AT PUBLIC FACILITIES, AS EVERYTHING, THE THEME AND THE ATTENDANCE IS ALL THE SAME, JUST MINOR TWEAKS AS WE'VE GONE THROUGH THIS PROCESS AGAIN RIGHT AWAY AND OTHER ISSUES.
THAT PROGRAM HAS NEEDED SOME ATTENTION.
WE'RE REALLY STARTING TO GET A LOT OF, UH, MOMENTUM OR MOMENTUM JUST BY THE RESURFACE AND PROGRAMS. ANY QUESTIONS? YES.
THAT WAS MY FIRST PROJECT THAT I WORKED ON THREE YEARS AND A HALF YEARS AGO AT THAT TIME I WAS CALLED IT WOULD BE YEAR TWO.
AND NOW YOU CAME FROM NO, NO, NO.
AND PUT THAT IN THE SECOND YEAR.
UM, FROM WHAT I UNDERSTAND, THE RESOLUTION WAS PASSED IN JUNE OF 19.
I DON'T KNOW HOW THE PROJECTS WERE PROGRAM PRIOR TO THAT.
UNFORTUNATELY, I DON'T HAVE THAT INFORMATION IN FRONT OF ME.
UM, BUT FROM THAT, THAT WAS THE FIVE YEAR WHERE THE FIVE-YEAR AND THAT WAS BASED OFF OF THE ASSESSMENT AS FAR AS THE QUALITY INDEX WITH THE ROADS.
AND JAMES D. WASHINGTON CAME IN AT 53.5, FOUR AS FAR AS, UM, WE'VE KINDA HAD A GRAPH OTHER THAN THAT, DON'T HAVE THE FURTHER INFORMATION.
YES OR SO WE'RE CURRENTLY, UH, IN YEAR ONE.
YOU'RE ABOUT TO BE OUT HERE TO, UM, VERBIAGE HERE IN DECEMBER AND WE'RE WORKING ON RIGHT AWAY FOR YOUR GROUP AND YOU HAVE FIVE MORE YEARS.
A COUPLE YEARS BEFORE CONSTRUCTION, DRAW IT UP.
I'LL TAKE YOU BACK A LITTLE BIT TO HELP YOU RECALL YOUR MEMORY HERE.
IF YOU REMEMBER, UM, WHEN, UH, GOODNESS, HIS PREDECESSOR, UM, BROUGHT TO THE COMMITTEE, THEY HAD REDONE ALL THE DIRT ROADS AND REANALYZE, THE DIRT CAUSED THE REVITALIZATION OF THE DIRT ROADS.
IT CHANGED THE PRIORITIZATION OF THE STANDING.
SO, UH, HONESTLY WE ROB DID IT IT'S IT WAS HIS DECISION BASED UPON THAT CRITERIA, WHAT IT IS AND THE ENGINEERS AS WELL.
THE ENGINEER THAT WAS INVOLVED TODAY DID THE, UH, HISTORICAL DATA ON IT, COME UP WITH THE RATINGS THEY MET AND THAT'S HOW THE, THE FIVE-YEAR PROGRAM CAME INTO, UH, INTO PLACE.
AND IT WAS APPROVED BY COUNTY COUNCIL.
THE BEST THING THAT COULD BE SAID IS TO YOUR CONSTITUENTS, IT'S IN PLAY.
IT'S NOT BEEN, THIS IS IN YEAR FIVE AND THEY'RE GOING FORWARD.
SO NO, NO, WE'RE IN YEAR TWO RIGHT HERE.
OH, I GOT DAVID GREEN AND I KNOW THAT WOULD PROBABLY BE A 10.
[00:20:01]
TWO, SO YES, SIR.UH, SALICORNIA AND WARREN'S LAND AND THEY'RE BOTH OUT THERE IN DISTRICT THREE AS WELL, AND THOSE ARE BEING FORMED RIGHT NOW.
BE COMPLETE FIVE NATE, ANY OTHER QUESTIONS? THANK YOU, JUROR BRITTANY, WHERE ARE WE WITH THREE APPOINTMENT LETTERS? I SAW JOHN GOT REAPPOINTED THE OTHER NIGHT, THREE OUT OF THE FOUR RE-UPPED.
GOING ON THAT, I DO KNOW THAT COUNTY COUNSEL DID MAKE A COMMENT, UM, AT THE LAST COUNCIL MEETING IN REGARDS TO REAPPOINTMENTS RIGHT.
AND WHEN I'M THERE, THEY ASKED THE STAFF TO COORDINATE AND PROVIDE IN THE FUTURE IS A, UM, UH, PRESENT WHETHER IT, WHETHER THAT MEMBER'S BEEN PRESENT AT WHAT MEANS JUST SO THEY CAN USE THAT IN THEIR REAPPOINTMENT.
WE ACTUALLY HAVE THAT AS A CRITERIA IN OUR TRANSPORTATION PLAN.
NUMBER ONE, AND NUMBER TWO, IT'S ON YOUR WEBSITE FOR THIS COMMUNITY.
ANYWAYS, OUR COMMITTEE IS ACTIVE AND SHE TURNS IT IN WHENEVER, UH, BETWEEN MEETINGS.
JUST WANTED TO LET THEM KNOW THAT WITH SOMETHING THAT IS JUST THE SPRINGBOARD.
I PRESUME YOU'RE A STAND IN FOR HIM.
UM, WELL WE GO THROUGH OUR PROJECT DELIVERY HOURS THIS MORNING, UM, AND GO FROM THERE.
SO OUR PROJECT NUMBER 56 54, FOUR 50, UH, IT WILL BE COMPLETED THIS YEAR.
WE'RE JUST ABOUT AT THE MIDDLE OF THE RESURFACE PROJECT.
THAT'S WHERE I WAS PROJECT 56 54, THREE, OR EVEN THE 56 54, THREE 20 THAT'S MAY RIVER ROAD AND OPEN THE HIGHWAY NEAR THE TRAFFIC CIRCLE.
THAT'S ALSO A MELANOMA LAKE PROJECT.
UM, THAT'S JUST ABOUT COMPLETED.
WE JUST WORKING WITH STRIPING RIGHT NOW ALSO FOR 2020, UM, OUR PROJECT NUMBER ZERO SEVEN NINE ZERO NINE FOUR ZERO.
THAT'S AN INTERSECTION IMPROVEMENT JOB, EXCUSE ME, NEAR US 21, BUT
THAT'S A MILLION, A MILLION OVER 20 JOBS AS WELL, BUT IT'S ALSO ONE 70 AND IN CONCRETE MEDIAN TO REROUTE TRAFFIC.
SO THAT PROJECT IS NOT THE KIND OF FULL PATTERN RIGHT NOW ON THAT PROJECT.
SO WE HAVEN'T AGAIN, UM, IN 2021, PLEASE DO HEY FOR 2021 PROJECT, 56 53 ZERO FIVE ONE.
UM, BUT WE WERE JUST KINDA GETTING STARTED ON THIS PROJECT, CLAIRE AND ROAD, SORRY, WON'T BE DROPPED THROUGH, OR BASICALLY RECONSTRUCTION, A REAL REHABILITATION PROJECT.
WE'RE LOOKING TO PUT OUR SECOND LENS SURFACE ON IT.
WE GOT, WE GOT ONE MORE FOR 2021, OUR PROJECT, 56, 56 TO 60 THAT'S WHEN HUNTING ISLAND, UH, I THINK THAT'S RIGHT.
AND WE'RE JUST NOT GETTING STARTED ON THAT UNTIL THE WEEK BEFORE.
AND THAT'S WHERE WE STAND FOR OUR 2020 2021.
HAVE YOU FINISHED UP MEMENTO BAY ROAD, QUESTION NUMBER ONE, HAS IT BEEN, WE HAVEN'T, WE HAVEN'T RECEIVED OUR REFUND.
[00:25:02]
I WOULD VERY MUCH APPRECIATE YOU LOOKING INTO THAT.I KNOW THAT YOU WERE GOING TO DO YOUR FINAL EXAM OF IT.
ONE SIDE WAS DONE THE FUNDS OVER LEFTOVER OR SOMETHING TO THE TUNE OF A QUARTER OF A MILLION DOLLARS, WHICH CAME FROM THE CTC WAS SUPPOSED TO BE GIVEN BACK TO THE CTC PROGRAM DIRECTOR IN COLUMBIA TO BE RETURNED TO US.
SO I'M VERY MUCH LOOKING FORWARD TO GETTING OUR DOLLARS BACK.
THAT IS NOW IN CLOSE OUT PHASE.
UM, SO YEAH, ALL THE, ALL THE WORK HAS BEEN DONE AND CLOSE OUT THAT CAN TAKE A WHILE TO CLOSE OUT THE PROJECT.
WHEN YOU GET BACK, HAVE A PACK, TALK TO ASHER ABOUT IT AND HAVE ACTUALLY GIVEN ME A CALL TOMORROW AND I WANT TO DISCUSS IT WITH HIM.
AND NUMBER TWO, I WOULD APPRECIATE IN THE FUTURE, YOU DID A GREAT JOB COMING AND PRESENTING.
IF YOU CAN GIVE US A KIND OF A CHART SHOWING STARK COMPLETION OF THE VARIOUS PROJECTS YOU WERE WORKING ON, IT'D BE VERY MUCH APPRECIATED.
SO THAT COULD BE INCLUDED AS PART OF THE PROGRAM AND THAT WAY TIE EVERYTHING TOGETHER, THE ROADS AND THE ROUTES AND EVERYTHING.
IT'D BE MORE INFORMATIVE TO EVERYBODY.
YOU HAVE A CHART THAT I'D LIKE TO TALK WITH YOU ALL A LITTLE BIT ABOUT THIS AFTERNOON AND THIS IT'S THE ONE THAT LOOKS LIKE, UH, THIS DOCUMENT IN YOUR PACKET.
AND THE REASON I WANT TO TALK A LITTLE BIT ABOUT IT IS, UM, THE PROGRAM MANAGER HAS TAKEN THEM A LITTLE BIT DIFFERENT, UM, OPINION ON HOW THINGS ARE DONE ON, ON THE 25%, 27 AND A HALF, AND THE 33% THAT WE HAVE TO PROVIDE OF OUR FUNDS.
AND SO HE HAD SENT SOME OF THE UPPER PORTION OF HIS, UH, ATTACHMENT DESCRIBING.
UM, HE WAS AN EXAMPLE OF IF IT WAS 600,001 YEAR, 400,000, THE NEXT YEAR, UH, MEANING A MILLION DOLLARS, UH, IN A TWO YEARS YOU TAKE THE 25% OF IT AND THAT'S ROUGHLY A QUARTER OF A MILLION DOLLARS YOU HAVE TO SPEND.
WELL, BRITTANY AND I KIND OF TOOK THAT SAME DOCUMENT AND WENT IN AND PUT ME IN WHAT OUR APPROPRIATIONS WORK, UM, IN YEARS, UH, 2018, 1920, 19, 2020 AND 2021.
SO IF YOU WILL SAY, WE SPENT LAST YEAR, $850,000 ON POPE AVENUE, AND WE'VE ALREADY APPROPRIATED $50,000 FOR BUFORD, THE TIME OF VIEW FOR CITY VIEW FOR IT.
SO THAT MEANS BETWEEN THE TWO YEARS, WE HAVE COMMITTED $900,000.
NOW, IF YOU GO TO THE LINE ABOVE THAT, THE GREEN LINE, THE MAT, THE AMOUNT THAT BUFORD COUNTY HAS TO SPEND WAS 25% OF OUR 2.1, $3 MILLION, WHICH MEANS WE HAD TO SPEND 534,000 THAT YEAR, THIS YEAR, IT SHOWS 648,000 THAT WE HAVE TO SPEND.
IF YOU TAKE THE TWO OF THOSE NUMBERS AND ADD THEM TOGETHER, IT COMES UP TO 1.18, 2 MILLION.
RIGHT NOW, IF YOU SUBTRACT THE $900,000 FROM IT, THAT MEANS WE HAVE TO SPEND $282,000, 551 OUT OF WHAT ARE YOUR FOR PAVING PROGRAM WOULD HAVE BEEN ON STATE SECONDARY ROUTES TO MEET THE MINIMUM REQUIREMENTS.
THAT'S WHY YOU HEARD ME ASKING JARED ABOUT HOW WE COULD TAKE SOME ROUTES OUT OF YOUR FOUR.
NOW THIS IS WHERE IT'S GOING TO COME BACK TO YOU, ELIZABETH.
UM, RATHER THAN US, WE DON'T HAVE A STATE SECONDARY EVALUATION COMPLETED.
WE'RE POLLED BY AN EMAIL THAT I GOT THIS MORNING THAT I THINK I'VE COPIED EVERYBODY ON THAT THE STATE SECONDARY PMS IS SUPPOSED TO BE DIALED IN BY JANUARY, FEBRUARY.
THAT DOESN'T GIVE US VERY MUCH TIME FOR US TO REACT, UH, TO, UH, PICKING A ROUTE AND GETTING IT CONTRACTED WITH OUR CONTRACTING.
I DON'T SEE HOW IT'D BE POSSIBLE TO DO IT IN THE FISCAL YEAR.
SO WHAT I'M ASKING YOU TO DO IS FOR OUR JANUARY MEETING, IF YOU WOULD, UH, LOOK AT SOMETHING
[00:30:01]
TO ARRIVE $300,000 THAT WE WOULD HAVE TO SPEND AND MAKING SOME PRESENTATIONS, SOME OPTIONS TO GIVE US SOME OPTIONS TO LOOK AT AND TRY TO DO THAT BEFORE AS MUCH IN ADVANCE OF THE MEETING.SO WE CAN LOOK AT IT AND MAKE A BOOK, TAKE A VOTE AND COMMIT THE DOLLARS TO EXPANDING, EXTENDING ONE OF YOUR PROJECTS THAT YOU CURRENTLY HAVE DOLLARS OUT ON.
DOES THAT WORK FOR YOU, MR. CHAIRMAN, I'D LIKE TO ADD A CAVEAT TO THAT, THAT IT'S NOT FEDERAL HIGHWAYS, NOT STATE PRIMARIES, BUT ALL SECONDARY RESIDENTIAL AREAS.
I'LL TAKE THAT, GIVE US SOME OPTIONS.
JUST GIVE US OPTIONS AND THE COMMITTEE CAN TALK, DISCUSS IT AND VOTE ON IT.
THE THING IS, IF YOU'RE LOOKING TO TOP LINE IT WHERE IT SAYS MINIMUM STATE STARTING NEXT, NEXT FISCAL YEAR, STARTING IN JULY OF NEXT YEAR, WE'LL HAVE TO SPEND 33% OF ALL OF THE FUNDS WE GET FROM THE STATE ON STATE ROUTES.
SO THAT'S WHY WE'VE BEEN PUSHING SO HARD TO GET THE STATE SECONDARIES EVALUATED BY DLT.
AND THEY AGAIN HAVE PROMISED THAT THEY WOULD HAVE IT DONE BY JANUARY, ANY QUESTIONS, ALL RIGHT, NEXT SIDE.
AND THE ADMINISTRATOR FUND DISCUSSION, UM, BY STATE STATUTE, EVERY CTC IS ALLOCATED $2,000 TO SPEND ON WHATEVER THE COMMITTEE DEEMS APPROPRIATE.
AND WHAT I'M DISCUSSING WITH THAT IS, YOU KNOW, THE NAME BADGE THAT YOU HAVE ON THE BINDER.
SO WE GET MANY OF THE ADMINISTRATIVE TYPE THINGS WE'VE BEEN GETTING HAVE BEEN GOING TO THE RESPONDENTS AND OF THE, UM, $2,000.
IT VARIES FROM A HUNDRED DOLLARS A YEAR TO $400 A YEAR.
AND I WOULD LIKE TO RECOMMEND TO THE COMMITTEE THAT WE CONSIDER ROLLING OVER THOSE FUNDS TO WE, UH, ACCUMULATE SOMETHING TO THE TUNE OF 5,000 TO HAVE KIND OF A RESERVE ON.
I'M ALSO GOING TO OPEN UP FOR DISCUSSION.
I DISCUSSED WITH THE PROGRAM MANAGER, THE THOUGHT OF WE DEDICATE A LOT OF TIME AND EFFORT AND WE'RE CONSIDERING IN, UM, FEBRUARY HAVING, UM, DISTRICT SIX, COME DOWN AND HAVE A, UH, BRIEFING FROM THEM AND AN EXPLANATION OF HOW THEY OPERATE AND FUNCTION, UM, AT KIND OF A RETREAT AND WHERE THE COMMITTEE GETS TO KNOW A LOT OF THE PEOPLE THAT I'VE GOTTEN TO KNOW THROUGH THE YEARS THAT I WORK WITH THAT WAY, YOU HAVE A WAY OF MEETING THEM AND UNDERSTANDING HOW DISTRICT SIX WORKS WITH THAT THEY THOUGHT WAS THAT, UM, WE WOULD MAYBE HOLD THIS, WE WOULD HOLD THIS PROBABLY AT A PEER FOR JASPER WATER AND MAYBE HAVE, UH, INVITE THE SPOUSES OF COMMITTEE MEMBERS, UH, IN, FOR THE MEETING.
AND THEY GET TOGETHER AND MAYBE HAVE A CATERED, A DINNER FOR SAID EATING, WHETHER IT'S BARBECUE OR SOMETHING OF THAT NATURE.
BUT WE SPEND A LOT OF TIME AND EFFORT WORKING ON COMMITTEE STUFF.
AND THERE'S NO REASON WHY WE SHOULDN'T BE USING OUR ADMINISTRATIVE FUNDS TO DO, DO SOMETHING OF THIS NATURE.
UM, I ASKED HIM IF THAT WAS AN ORDER OUT OF ORDER AND HE SAYS HE DOESN'T, UM, AUDIT THE FUNDS.
UM, SO IT WOULD BE A WAY FOR US TO BE ABLE TO HAVE A MO AS MARK.
AND I'VE TALKED A LITTLE BIT ABOUT SORT OF, UM, THE YEARS DEVELOPING A LITTLE CLOSER WORKING RELATIONSHIP BETWEEN THE VARIOUS, UH, COMMITTEE MEMBERS AND THEIR SPOUSES OPEN FOR DISCUSSION.
I THINK IT'S AN EXCELLENT IDEA.
I CERTAINLY FROM, FOR SOMEONE WHO STILL RELATIVELY NEW ON THE COMMITTEE TO BE ABLE TO MEET SOME OF THE, A C, D O T PEOPLE WHO OBVIOUSLY YOU WENT TO FACE WITH QUITE FREQUENTLY, I THINK COULD BE, BE HELPFUL.
[00:35:05]
NO COMMENT.WELL, I'D LIKE TO HAVE A MOTION STARTING THIS YEAR, BRITTANY, UH, HELD $2,000 FROM LAST YEAR SPAWN, WHICH WE USE A HUNDRED YOURS SAY A HUNDRED, $150.
SO WE HAD $1,850 FROM LAST YEAR, WHATEVER WE DON'T USE THIS YEAR AND WHATEVER, WE WOULDN'T USE THE FOLLOWING YEAR TO GET US UP TO SAY $5,000 AS WE CAN BUY COMPUTERS WITH IT, WE CAN BUY ANYTHING THAT FROM HARD HATS TO WHATEVER WE NEED TO MAKE OUR COMMITTEE FUNCTION BETTER.
DO I HAVE A MOTION FOR THAT? SO MOVED SECOND AND SECOND, OR THE DISCUSSION GREG, JOE, STEVE, JENNY.
THUMBS UP, CRAIG, ALL THOSE IN FAVOR, PLEASE EITHER GIVE A THUMBS UP OR SAY HI.
WELL, I KIND OF WIPED OUT B AND C THEY'RE ALL AT THE SAME TIME.
UM, NEXT ITEM IS S 2021, 2022 PAVING PROGRAM, PROJECTION ELIZABETH, THE ONLY NEW BUSINESS THAT I WOULDN'T HAVE TO PROVIDE FOR 2021 AS A PRESERVATION.
UM, YOU HEARD FROM RON EARLIER GIVE, UM, THEIR NOTES AND DISCUSSIONS ON, UH, 2021 CURRENT RESURFACING PROGRAM, WHICH HE STATED A SIGNIFICANT, UH, WORK HAD BEEN COMPLETED ON CLARITIN ROAD.
NEXT UP HORSES, PINK, THE BOULEVARD, AND JOHNNY MORALE.
STRAIGHTEN THOSE BRANDS ARE COMING UP.
UM, AT NEW BUSINESS, UH, 2021 PRESERVATION CONSISTS OF THE SECTION OF ST.
ONE 70, UM, BETWEEN INEQUITY, UM, NEAR ARGENT BOULEVARD.
THAT SECTION THAT HAD A LOT OF PEEL OFFS.
THAT WAS A RATHER QUICK TURNAROUND BECAUSE, UH, UH, 2021 FUNDING WENT TOWARDS THAT PROJECT TO EXTEND THE CURRENT PROJECT IN PLACE FOR PRESERVATION.
SO WE WERE ABLE TO TURN THAT ONE AROUND QUICKLY.
GLAD TO HEAR EVERYBODY HAS ENJOYED THE RIDE A LOT DEEPER, BUT THERE'S ALSO A BURNT CHURCH ROAD, S ONE 63, UH, TO DO AN ULTRA THIN LIFT.
AND WE'RE ALSO DOING OUR TWO NEW PIECES OF PRESERVATION FOR 2020, 20, 22.
WE HAVEN'T LEARNED OUR LESSONS AND ULTRA THIN BY HAVING TO REDO ONE 71 SECOND DAY IS A HIGH-VOLUME VOLUME ROADWAY.
THEY ARE TAKING THOSE ITEMS INTO CONSIDERATION.
THESE ARE SECONDARY WHILE WE'RE WALKING AROUND, THEY'LL WATCH BY THE 2022 PROGRAMMING.
WE LOOK FORWARD TO MEETING WITH YOU DO BECAUSE WE'LL HAVE HOPEFULLY THEN THE PMS DONE.
AND WE'LL BE ABLE TO HAVE A LITTLE BIT MORE INFORMATION TO GO ON MARRYING OUR PROGRAM WITH YOUR PROGRAM AND COORDINATING OUR, OUR WORK WE'LL BE DOING FOR 2021 FROM OUR, OUR STATE PORTION THAT WE HAVE TO PROVIDE, RIGHT? YOU ALL ARE AWARE OF ME.
I HAVE OUR ROUTES ARE LINED UP IN THE WING, WAITING FOR THE NEXT YEAR TO COME AROUND, AND THEN WE REEVALUATE WITH ANY NEW DATA THAT OCCURRENCE FORWARD TO 2022 PROGRAM.
ITEM SEVEN CRUSHERS REPORT, MR. BAKKER AND BRITTANY.
AND, UM, I'VE ASKED THEM TO BRITTANY, UH, YESTERDAY TO DO A LITTLE BIT OF A FORECASTING, LOOKING AT OUR DOLLARS.
WE HAVE AVAILABLE UNDERSTAND ONE THING WHENEVER YOU SEE BY APRIL, IF WE COMMIT THE DOLLARS THAT WERE TALKED ABOUT FOR, UM, YOUR, FOR PAVING, WHAT WILL HAPPEN ESSENTIALLY IS WE'LL HAVE, UH, $50,000 LEFT ON OUR FUND, BUT THAT DOESN'T INCLUDE THE 500,000 THAT WE HAVE IN OUR CONTINGENCY FUND.
[00:40:01]
SO WE'RE NOT COMPLETELY BANKRUPT, SO TO SPEAK DIM.UM, FIRST I WANT TO THANK BRITTANY FOR SPENDING SOME TIME WITH ME ON MONDAY WITH A, UH, WITH A TEAMS MEETING TO KIND OF GO THROUGH A PRE-MEETING THROUGH OF THIS.
SO I BELIEVE THE FIRST FIRST FORM IS, UH, OR THE FIRST CHART IS THE FORECASTING.
AND, UM, WHAT WAS, WHAT WAS SHOWING IN TERMS OF RECEIPTS, UM, IS, UH, ACTUAL THROUGH SEPTEMBER AND, UM, FORECASTING OCTOBER THROUGH APRIL.
UM, SO THE TOTAL FORECAST AT THIS POINT FOR, UH, UH, FOR THE REVENUE IS A 2.04 MILLION, A DONUT BONUS OF THREE 13, AND THEN A FORECAST OF, UH, INTEREST RECEIVED OF $9,000.
AND AS, AS, UH, MR. GORDON JUST MENTIONED A RESERVE OF 500,000, UM, IN THE CASH RECEIPTS AND EXPENDITURES ARE ACTUAL IS THROUGH AUGUST, UM, OF WHAT WE'VE ACTUALLY PAID OUT.
ANY COMMENTS OR QUESTIONS ON THE FORECAST.
ONE OF THE REASONS THAT I STOPPED AT APRIL, 2021 IS THE COST
UM, SO APRIL CONFERENCES, AND AGAIN, ALL OF THE NUMBERS ARE FORECASTS, NOT ACTUAL SPACE AND UPON WHAT WE'VE RECEIVED IN THE PAST.
SO SHE'S HEDGED HER FUNDING FORECAST AGAINST THAT.
ANY QUESTIONS COMMITTEE MEMBERS THAT AREN'T HERE.
I BEEN COMMENT TO AGENDA ITEMS. LET'S SEE.
CHAIRMAN'S COMMENTS ARE GOING TO BE A LITTLE DIFFERENT TONIGHT.
THE REASON FOR BEING A LITTLE DIFFERENT IS, UM, BRITTANY, DID YOU INCLUDE THAT LETTER IN THE PACKET NOW? OKAY.
GENTLEMEN SAID GENTLEMEN AND LADIES THAT SAID, UH, AT THESE CHAIRS, NORMALLY THE COUNTY COUNCIL MEMBERS, AND THEY KEEP TALKING ABOUT THE TERM S C D O T S C D O T.
AND WHO'S DESIGNING THE BRIDGES AND THE CORRIDOR FOR TWO 78.
AND IT'S LIKE, DO THEY REALIZE THAT, UH, MR. CRAIG WIN IS REALLY NOTHING MORE THAN THE CONDUIT BETWEEN DDOT AND THE DESIGN ENGINEERS.
SO I GOT WITH A FIRM THAT'S A LEAD FIRM, AND I ALSO VISITED WITH ROBIN MCPHEE.
ROB WAS ONE OF THE, UH, SELECTEES THAT WORKED WITH THE STATE DLT AND WHENEVER THEY SELECTED TEAM, THE TEAMS THAT WERE PUT TOGETHER, I THINK THAT YOU SAID THERE WAS SIX ALL TOTAL DIFFERENT TEAMS THAT WERE PUT TOGETHER TO DO THE DESIGN OF THE CORRIDOR AND THE BRIDGES.
AND I THOUGHT I'D PUT THESE UP.
UM, CRAIG US WILL CERTAINLY KNOW THE FIRST ONE, KCI KCI IS KITTY.
AND HE JUST GAVE A BIG THUMBS UP AND SAW THAT KITTY IS ESTABLISHED, I THINK BACK IN THE FIFTIES.
[00:45:01]
WITHOUT QUESTION THE LARGEST BRIDGE DESIGN FIRM IN THE COUNTRY, THE LARGEST SINGLE, AND HAS THE MOST DESIGN BRIDGE DESIGN ENGINEERS OF ANYBODY THAT'S EVEN ACCORDING TO ENGINEERING NEWS RECORD, THEY ARE A FANTASTIC ORGANIZATION AND THEY ARE THE LEADER DESIGN TEAM FOR THE CORRIDOR ON THEIR TEAM IS THREE OAKS ENGINEERING, THREE OATS ENGINEERING IS A WOMAN OWNED BUSINESS.AGAIN, A VERY LARGE FIRM, UH, IN AN ENVIRONMENT FOR ENVIRONMENTAL ENGINEERING.
AND THAT'S WHAT THEY'RE DOING FOR EVERYBODY KNOWS CDM SMITH.
THEY'VE DONE IT WORK HERE IN BUFORD COUNTY.
I THINK THEY'VE PROBABLY DONE WORK FOR HEALTH AS WELL.
UH, THEY ARE, AGAIN, A VERY LARGE DESIGN FIRM.
THEY ARE CHARGED WITH DOING THE ROADWAY DESIGN AND THE TRAFFIC CONTROL SYSTEMS FOR THE COURT, OR D I H L IS A DBE.
AND THEY WERE IN CHARGE OF DOING THE TRAFFIC COUNTS FOR THE QUARTER STUDY, THE NEXT GROUP DOWN.
UM, LUANA HAS PROBABLY SEEN NUMEROUS TIMES AND THAT'S NEW SOUTH ASSOCIATES, NEW SOUTH ASSOCIATES IN, IT WAS A, A VERY OLD FIRM ALSO.
AND THEY SPECIALIZE IN DOING, LOOKING UP THE CULTURE OF AN AREA AND DEVELOPING THE HISTORY, UM, THE NATIONAL CHARTER OF THE GOLDEN DG CONSOLE AS FULLY SUPPORTED THEM IN THEIR ACTIVITIES.
AND IT'S MY UNDERSTANDING THAT ALL THE ISSUES SURROUNDING THE, UH, THE GULLAH GEECHEE, UH, FAN HE'S THERE IN STONEY HAVE BEEN RESOLVED, THEY HAVE BEEN RESOLVED AND EVERYBODY SEEMS TO BE, I'M QUITE PLEASED WITH WHAT'S GOING ON.
GANNETT FLEMING IS NATIONALLY RECOGNIZED FOR NOISE AND SIGN CONTROL.
THEY WROTE THE STANDARDS FOR THE FEDERAL HIGHWAY ADMINISTRATION, AND THEY'RE TAKING CARE OF THE NOISE AND SOUND CONTROL FOR THE CORRIDOR.
STRINE GROUP IS A NATIONAL FIRM, WHICH DOES NOTHING BUT MEDIATION FOR WETLANDS.
THEY HAVE A LONG WORKING RELATIONSHIP WITH THE ARMY CORPS OF ENGINEERS AND OTHER GROUPS.
AND THEY'RE TAKING CARE OF WHETHER THEY'RE TRADING OFF, UH, DOLLARS OR TRADING OFF WETLAND FOR WETLANDS.
THAT'S WHAT THEY'RE IN CHARGE WITH.
UH, THE IS S AND M E UH, THEY ARE DOING THE FOUNDATION DESIGN AND THERE THEY ARE THE GEOTECHNICAL ENGINEERS FOR THE CORRIDOR.
SO I WANTED YOU ALL TO SEE THIS WITH THE IDEA THAT EACH OF US LIVE IN DIFFERENT DISTRICTS.
AND THE BIG ELEPHANT THAT, UH, IS RUNNING AROUND IS WHAT'S GOING ON ON THE TWO 78 CORRIDOR AT THE NEW BRIDGES AND SO ON.
AND I FELT IT WAS IMPORTANT THAT AS A COMMITTEE, YOU OUGHT TO BE AT BURST ON WHO THE PLAYERS ARE, WHAT'S GOING ON, SO THAT WHEN YOU'RE OUT AND ABOUT YOU'RE IN A MEETING OR IN A SOCIAL GATHERING, IT'S JUST NOT WHERE WE HAVE LARRY, DARREN DARRELL DOING THE DESIGN OF $300,300 MILLION WORTH A QUARTER OF A BILLION DOLLARS WORTH OF BRIDGE WORK.
THESE ARE VERY OUTSTANDING FIRMS THAT ARE DOING AN OUTSTANDING JOB.
I WOULD DO ANYTHING IF I'VE GIVEN THIS INFORMATION TO A COUNTY COUNCIL AND HAVE SUGGESTED THEY DO THE SAME, PROVIDE THE SAME INFORMATION TO THE LEADERSHIP ON HILTON.
UM, WHEN THE FIRM THAT WAS SELECTED TO DO THE OVERSIGHT, UM, IS, UH, I HEARD, UH, HILTON HEAD COUNCIL MEMBERS SAY, ASK HIM IF THEY WERE QUALIFIED.
AND IT WAS LIKE, THE FIRM HAS A 10,000 STRAW ENGINEERING FIRM THAT WAS GOING TO DO THE OVERSIGHT.
I MEAN, NOT THERE'S NOTHING BEEN BUDDY.
THAT'S BEEN VERY, VERY, WELL-QUALIFIED DOING THE WORK ON THIS CORRIDOR.
ANY QUESTIONS? IT WAS CHAIRMAN.
I RECOMMEND THE SPEED SUBMITTED TO THE WHOLE COMMITTEE IN WRITING.
BUT YOU SEE THAT, THAT HAPPENS.
BRITTANY, ANY OTHER QUESTIONS? IF NOT, WE'RE DOING GOOD.
I'LL TAKE A MOTION TO ADJOURN.
DO WE HAVE A MEETING SCHEDULE FOR CALENDAR YEAR 2021 YET? IT'LL BE THE SAME MEETING DATE IN JUNE.
SAME TIME SPAN IN JANUARY, AND SHE'S GOING TO HAVE OUR NEW BINDERS FORKS.
I HAD A MOTION ON THE SECOND WORD.
