AND SECONDLY, SOME SUGGESTED TEXT CHANGES FROM THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION.

NOPE, NOT IN THE CONTEXT OF A THEORY OF THE DOCUMENT, BUT YET IN CONTEXT OF THE WORD EACH.

SO I PRESENT THAT DOCUMENT TO YOU AND THE COMMITTEE FOR ADOPTION PER COMMITTEE REVIEW AND IMPLEMENTATION IN KEEPING WITH SOUTH CAROLINA LAW AND SUBMISSION TO COLUMBIA BY ONE, SEPTEMBER, 2021.

WE'RE CURRENTLY IN THE MIDDLE OF OUR RESEARCH PROGRAM REVIEW FOR THE NEXT FIVE YEARS.

SO WE HAVE BEEN COORDINATING AND REVIEWING THE LAST STUDY THAT WE PUT OUT A BID AND UPDATING THAT WE HAVE THAT NOW OUT LAST WEEK WHEN IT'S DUE BACK ON DECEMBER 17 INCLUDES ALL ITEMS THAT WE DISCUSSED AS FAR AS THE COUNTY ROADS, AS WELL AS THE MUNICIPAL ROADS.

IT ALSO INCLUDES THE DOD ROADS AS AN ALTERNATE.

UM, SO THAT'LL BE AVAILABLE.

IT ALSO INCLUDES AN ITEM THAT WE ADDED A STAFF AS THE PAYMENT MARK AND ASSESSMENTS AS AN ALTERNATE AS WELL.

AND IF THAT COMES BACK, UH, SUITABLE, THAT WOULD BE SOMETHING PAID FOR, UH, ACT FUNDS FROM DIFFERENT SOURCES FROM CPC.

UM, BUT THAT WOULD ALSO IN ADDITION TO THE ROAD RESTARTS AND GIVE US, HELP US PROGRAM, UH, A MARKER PROGRAM, SIMILAR TO WHAT VOD HAS, UM, FROM HERE, IT'LL GET IT TO THE, WE GET BIDS BACK IN DECEMBER AS MENTIONED, AND THEN IT'LL GET TO COME BACK TO YOU GUYS IN JANUARY OR REVIEW AND APPROVAL.

AND THEN FROM THERE GOES THE OTHER FACILITIES IN FEBRUARY AND COUNTY COUNCIL ON MARCH WITH A FULL AWARD IN APRIL AND ANTICIPATE A SIX MONTH TIMELINE FOR THE PROJECT COMPLETION AND SEPTEMBER, LET'S JUST KIND OF RIGHT WHERE WE SAID WE WANTED TO BE, UH, THAT WE'LL BE IN YEAR FOUR OF THE CURRENT YEAR, UH, PROGRAM AND READY, SUITED UP FOR YEAR FIVE.

AND THEN IT'S OUR INTENT TO BUY INTENT TO POINT A SMALL COMMITTEE, PROBABLY NO MORE THAN THREE MEMBERS TO ALSO REVIEW THE RFPS WHEN THEY'RE BACK IN AND AS WE'VE DONE IN THE PAST, ALONG WITH THE PURCHASING.

UM, THAT WAS SUBMITTED EARLIER IN THE YEAR, UH, TO THE COUNTY ENGINEERING DEPARTMENT.

ONE OF THE, UM, ROADS UNDER QUESTION WAS A POINT ROAD AND SUBMITTING THAT FOR PETITION TO HAVE IT PAID ANOTHER REALLY, UM, WE HAVE LOOKED AT THAT THE RIGHT WAY IS THERE IN THIS EFFICIENT, HOWEVER, THIS ROAD IS, UH, WAS IN GOOD IN FAIR SHAPE, UM, OR THE PAYMENT MANAGEMENT STUDY.

SO THERE IS NOT PART OF THE FIVE-YEAR RESTARTS PLAN, BUT IS THAT WE CAN EVALUATE AND REEVALUATE AND THE, UM, ANOTHER ROAD UNDER QUESTION THAT PROSPECT, THIS WAS A ROAD THAT THE COUNCIL EARLIER IN THE YEAR, UM, IT WAS, UH, AT THAT POINT, THE COUNTY COUNCIL AND COUNTY COUNCIL HAVE APPROVED, UH, BY A MOOD BOARD WITH, UH, WITH THE PRESCRIPTIVE EASEMENT THROUGH THE MASTERS OF EQUITY IN JANUARY.

UM, SINCE THEN COUNTY HAS MOVED FORWARD WITH OBTAINING A ATTORNEY TO HELP US IN THAT PROCESS.

AND WE WERE STILL MOVING FORWARD, BUT WE HAVE NOT COMPLETED THAT PROCESS.

AND, UM, ANOTHER ITEM THAT WAS DISCUSSED WAS THE FRANCIS ROAD, UM, IN LIEU OF THE PROSPECT ROAD PROJECT DATE ON THE YEAR RE

EATING PLAN.

AND THE QUESTION WAS SUBMITTED THAT BE SUBSTITUTED WITH FRANCIS JONES ROAD.

UM, IN ADDITION TO THAT COULD BE CHANGED IN, IN PAYMENT TYPE, FROM PAYMENT AS HIS PLAN TO A ROCK ROAD.

SO WE TOOK A LOOK AT THAT.

UM, AND AS FAR AS THE, UH, REACHING OUT TO OUR OTHER WORK DIRECTOR, NEIL DECIDE AS FAR AS WHAT WE HAVE OUT THERE ON THE FIRST DAY.

AND AS FAR AS MAINTENANCE, UM, WE DO HAVE ROADS AND BRIDGES GUY THAT LIVES ON THE BUS, THE ISLAND, AS WELL AS SOME EQUIPMENT OUT THERE.

SO AS FAR AS THE OFFICE FROM PUBLIC WORKS PERSPECTIVE, THAT'S NOT AN ISSUE IS SOMETHING THAT AGAIN, CAN BE DISCUSSED AND DECIDED UPON.

BUT AS FAR AS OUR MEANS AND THE MAINTENANCE, THAT'S NOT ON TOP OF WORK, THAT'S, UH, AS YOU AND I HAVE TALKED ABOUT THE DIRT ROADS, ONE OF THE THINGS WHICH NEEDS TO BE ON THE RECORD AND FUCKING COUNCIL NEEDS TO RECOGNIZE SIMPLE EXIST.

THEY DO HAVE ANOTHER OPTION IF THEY SO ELECT, THEY CAN HAVE, UH, A TIFF PUT ON THE PASKY AND NOTE, THOSE DOLLARS COULD BE USED OR THE NEXT 20 YEARS TO PAY OFF THE BOND FORD.

AND THEY CAN GO AHEAD AND, AND HAVE THE ROADS, UM, GRAVEL.

SO IT DOESN'T HAVE TO BE TAGGED FUNDS IF IT COMES BACK WHERE IT SUCKS UP ALL THE TAG FUNDS THAT YEAR, I WOULD CERTAINLY HOPE THAT WE WOULD PUT THAT UP TO THEM FOR THEIR CONSIDERATION AND LET THE, UH, RESIDENTS OF THE ISLAND VOTE ON WHETHER THEY WANT TO, HOW MUCH THEY WANT TO PAY TO HAVE THEIR DEFINITELY DEPENDING ON WHAT THEY WANT TO GET DONE.

AND WHAT TIMELINE RIGHT NOW, THE ONLY, THERE'S ONLY THREE ROUTES ON THE YEAR FAT, UH, DURHAM PAVING PLAN.

UM, HIS PROSPECT ROAD IN YEAR THREE AND TWO OTHER ROADS, UH, CHURCH IN SCHOOL ROAD, UH, IN YEAR FOUR.

SO THOSE ARE THE ONLY THREE THAT ARE IN THE FIVE-YEAR PROGRAM RIGHT NOW.

SO THEY'LL COME BACK TO YOU ALL IN JANUARY OR RECOMMENDATION OF COUNTY COUNCIL IN MARCH IN THE WATER IN APRIL, UM, UPON SUCCESSFUL AWARD IN APRIL, JUNE COMPLETION, DATE ON THE REJUVENATION AND APPROXIMATELY AUGUST ON THE RESORT.

ONE THING THAT, UM, WE WILL BE TALKING ABOUT WHEN WE TALK ABOUT WITH ELIZABETH, SINCE SHE'S HERE, UH, THAT, UH, WE MIGHT HAVE TO TAKE SOME OF THE YEAR FOUR AND HOLD IT MAY AND DO IT NEAR FIVE BECAUSE OF DOLLARS.

UM, THERE'S FOUR REDS IN THAT CONTRACT, GREG ROADS OUT CORNEA, UH, LORD'S LANDING AND GEORGE WILLIAMS ON RICE ROAD, UH, IS NEARING THE FINAL STAGES OF THE DESIGN AND PERMITTING.

SO WE HAVE TO BE ABLE TO START ON THAT ROAD BY THE END OF THE YEAR, AS FAR AS CONSTRUCTION IS CONCERNED ON SOUTH WE'RE 75% THROUGH WITH DESIGN AND STARTING TO GET SOME PERMIT COMMENTS AND MAKE THOSE THOSE ROADS, ALL OF THESE ROADS HAVE A COMPLETION DATE ON THE WHOLE PACKAGE BY MAY.

AND WE THOUGHT WITH THE ENGINEERING CONTRACTOR AND THEY SAID

THEY ARE ON TARGET AND STILL REMAIN ON SCHEDULE FOR THE YEAR TWO ROADS.

UM, WE'RE, WE'RE GOING TO SET A QUALITY YEAR TO START.

NOMENCLATURE IS A BID PACKAGE NUMBER 52.

THIS IS HOW WE'RE GOING TO START REFERENCING IT.

SO THAT'S WELL UNDERWAY AND WE SHOULD BE IN A SIMILAR SITUATION AND THEY CONTINUE TO TRACK OUR SAME PROGRESS YEAR IN AND YEAR OUT AS WE ARE, UM, IN A BID PACKAGE.

UM, THERE ARE SOME MINOR TWEAKS THAT WE'RE PLANNING TO BRING BACK TO OTHER FACILITIES AND COUNTY COUNCIL, UH, OR AN UPDATE, UM, DUE TO SOME RIGHT-OF-WAY ISSUES, SOME ROADS THAT HAVE BEEN ON THE LIST OF WE'RE JUST NOT ABLE TO ACHIEVE THE RIGHT AWAY AS, AS, UH, ALSO SOME COST PROJECTIONS.

WE BASICALLY HAVE ABOUT TWO TO TWO AND A HALF MILLION DOLLARS PER YEAR THAT WE PUT TOWARDS THIS PROGRAM.
