CURIOUS UNDER MISCELLANEOUS, UH, YOU INTRODUCED THE MEMBERS FOR COUNTY OPEN LAND TRUST THAT WILL BE ACTING AS CONSULTANTS.

AND THEN FOR THREE MONTHS, WHAT THE CONVERSATION WAS ONLY FOR THREE MONTHS, WHAT WHAT'S GOING ON.

YEAH.

SO I'M TRYING TO DEBRIEF ON THAT SNI CONTRACT YET BE CALLED, HELD FOR SEVERAL YEARS.

IT'S DONE ON A YEAR BY YEAR, A RENEWAL BASIS.

THE LAST RENEWAL ALLOWED BY THE FULL CONTRACT EXPIRED JUNE 30TH OF 2020, UH, COUNTY STAFF HAD A PROCESS GOING WHERE THEY RE UH, PUT OUT A REQUEST FOR PROPOSAL SO THAT ALL INTERESTED PARTIES COULD RESPOND TO BE CONSIDERED TO ENTER INTO A NEW CONTRACT FOR CONSULTING SERVICES.

UM, THREE, UH, ORGANIZATIONS RESPONDED AND WERE DONE BY COMMITTEE.

AND ULTIMATELY THAT COMMITTEE BROUGHT FORWARD TO THE NATURAL RESOURCES COMMITTEE.

UM, OUR ASSESSMENTS OF THE QUALIFICATIONS AND THE ACCEPTABILITY OF TWO OF THE THREE, UM, PARTIES FOR THEIR CONSIDERATION, UH, WHEN THE NATURAL RESOURCES COMMITTEE LOOKED AT THOSE ORGANIZATIONS AND HOW THEY'RE EVALUATED, UM, THE COMMITTEE FELT THAT THERE WERE CERTAIN REQUIREMENTS FOR A PROPOSAL OF THIS NATURE THAT WERE NOT INCLUDED TO TAKE INTO CONSIDERATION AND REQUESTED STAFF TO, UM, TERMINATE THE FIRST REVIEW CYCLE AND TO REPURPOSE THEIR UPDATED RFP DOCUMENTS THAT WERE NOW SENT OUT IN LATE DECEMBER.

I BELIEVE WITH RESPONSES DUE BACK FEBRUARY 2ND.

MEANWHILE, WHILE THAT NEXT ROUND OF REVIEWS IS ONGOING, THE COUNTY HAS ASKED AND ENGAGED FOR COUNTY OPEN LAND TRUSTS TO

ASSUME OR CONTINUE IF YOU WILL.

THE, UM, CONSULTATION SERVICES FOR AT THAT TIME A 90 DAY PERIOD, THAT WHICH WE ARE STILL WITHIN THAT 90 DAYS.

SO IT WAS AN INTERIM STEP TO BRING, UH, CONSULTING SUPPORT NEEDED TO US AND STAFF.

AND WE ARE NOW ENTERING INTO EVALUATING THE SECOND ROUND OF RESPONDENTS TO THE RFP, WHICH HOPEFULLY WE'LL GET ALL THAT COMPLETED WITHIN THE NEXT.

I'VE ALWAYS A OPTIMISTIC PERSON WHEN I SAY 60 TO 45 DAYS OR 45 TO 60 DAYS.

WE'LL SEE, IT'S A, IT'S A DELIBERATE PROCESSES, THAT IMPORTANT PROCESS.

SO THAT'S SORT OF WHERE WE ARE THAT YOU UNDERSTAND THAT GAIL.

AND IS THAT OKAY? YEAH.

GREEN TREND UPDATE, AND I'M GOING TO SUGGEST, UH, AMANDA, I MEAN, I SEE ROBERTS ON THE FALL ON, ON THE, ON THE CALL.

AMANDA, DO YOU WANT TO GIVE IT UPDATES AS ROBERT WANT TO GIVE AN UPDATE OR DO YOU WANT ME TO WING IT? UH, SO I'M SORRY, ROBERT, LET ME, LET ME JUST INTRODUCE THE TOPIC A LITTLE BIT FOR THE STANDPOINT THAT WHEN WE LAST THAT AS A, AS A BOARD, UM, WE WERE EXPECTING TO YET THE, UH, SORT OF A FINAL DRAFT OF THE GREEN FRIEND FROM DESIGN WORKSHOP IN DECEMBER, WHICH WE DID, WE GOT THAT THERE WAS A WORKING COMMITTEE OF THE BOARDS OF COMMITTEE, THE BOARD FORMED, AND WE REVIEWED THAT DRAFT.

WE, I FORGET EXACTLY THE DAY WE GOT IT DOWN, BUT WE GOT OUR REVIEW COMMENTS BACK AS REQUESTED BY THE END OF DECEMBER.

UM, WE DID, I TH I THINK THE ORGANISM, THE SUBCOMMITTEE DID A GREAT JOB IN, UM, PROVIDING INPUT FEEDBACK ABOUT, UM, THE KINDS OF DAD AND HOW IT WAS PRESENTED AND USER-FRIENDLINESS, AND A BUNCH OF COMMENTS ABOUT SOME OF THE MAPS, UH, WHICH WERE APPROPRIATE FOR US.

AND WE GAVE THAT BACK, KNOWING THAT DESIGN WORKSHOP WOULD TAKE THOSE INTO CONSIDERATION AND BRING BACK FOR THE BOARD'S CONSIDERATION, SORT OF A FINAL, FINAL DRAFT FROM THEIR WORK BASED ON WHAT THEY'VE DONE, ALL THEIR INPUT TO THE SUBCOMMITTEES INPUT.

WE WEREN'T SURE IF THEY WERE GOING TO BE ABLE TO COMPLETE THAT REVISION STEP ON THEIR PART FOR TODAY AND DO WHAT WE NOW KNOW THAT THEY DID THAT.

SO I'M HOPING THAT, UH, ROBERT'S GOING TO JUST GIVE US A QUICK BRIEF UPDATE WHERE THAT STANDS WHEN IT'S GOING TO BE AVAILABLE FOR THE BOARD TO LOOK AT THAT THE GENERAL GROUP.

UM, AND I WANT TO THANK THE SUBCOMMITTEE FOR ALL THE HARD WORK THEY DID, UM, BECAUSE I THINK THAT, YOU KNOW, ANY INPUT THAT WE COULD PROVIDE AND MAKE SURE

THAT WE'RE HAPPY WITH THIS DOCUMENT, UM, YOU KNOW, NOW'S THE TIME TO DO THAT.

AND I JUST THANK YOU FOR YOUR COMPREHENSIVE COMMENTS.

UM, I REVIEWED THE COMMENTS AND I FORWARDED THEM TO THE APPLICANTS AND HAD SOME KIND OF AN INITIAL CONVERSATION, NOT THE APPLICANT, I'M SORRY, UM, WITH DESIGN WORKSHOP AND HAD AN INITIAL CONVERSATION WITH THEM ABOUT WHAT I FELT WERE KIND OF THE STRONGER THEMES OF WHAT YOUR CONCERNS WERE.

UH, KEITH SCHAEFER WAS A BIG HELP IN KIND OF COORDINATING ALL YOUR COMMENTS.

AND, YOU KNOW, IT SEEMED THAT FIRST AND FOREMOST WAS MAKING SURE THAT THE MAPPING IS, UM, YOU KNOW, THAT, THAT THE INFORMATION FEEDING INTO THE MAPPING MAKES SENSE AND THAT IT'S READABLE AND IT'S USABLE.

AND SO THAT'S, I WOULD SAY THAT OUR NUMBER ONE PRIORITY IS MAKING SURE THAT THAT'S THE CASE.

UM, AND THEN ALSO, YOU KNOW, WHERE WE CAN, UM, MAKE THE LANGUAGE A LITTLE MORE CLEARER, YOU KNOW, AND, AND, YOU KNOW, IT SEEMED LIKE SOME OF THE CONCERN WAS, YOU KNOW, SOME TERMS WERE USED WITHOUT REALLY DEFINING THE TERMS OR EXPLAINING WHAT THEY WERE, AND MAYBE IT MIGHT NOT BE UNIVERSALLY UNDERSTOOD.

SO WE WANT TO MAKE SURE THAT, UM, YOU KNOW, WE'RE MAKING THIS AS USER-FRIENDLY AS POSSIBLE.

WE HAVE A MEETING WITH DESIGN WORKSHOP, UM, NEXT WEEK WHERE WE'RE GOING TO KIND OF HAVE A, YOU KNOW, GET A LITTLE MORE DETAILED GOING THROUGH THE COMMENTS AND SEEING HOW WE'RE GOING TO ADDRESS THEM.

THE GOAL IS TO HAVE THIS DOCUMENT READY TO, TO BRING BACK TO THE NEXT, UM, RURAL AND CRITICAL LANDS BOARD MEETING, IF YOU HAVE ANY, YEAH, SORRY, I AHEAD UNMUTE MYSELF.

I MEAN, UH, THE, UH, SUBCOMMITTEE DID, DID DO GOOD JOB OF GETTING IN THERE, AND THEN I THOUGHT YOUR, WHAT YOU'VE PICKED UP ON HER ON THE MAJOR THEMES WERE GOOD.

UH, I THINK THAT CERTAINLY AGREES WITH WHERE OUR THINKING AND SO TO, I MEAN, OBVIOUSLY WE CERTAINLY WANT THE DESIGN WORKSHOP TO DO THEIR BEST TO BRING US THE NEXT VERSION AND IT'S IN THEIR HANDS AT THE MOMENT.

IF THEY CAN BRING IT BACK FOR THE FEBRUARY MEETING.

THAT'S GREAT.

AND JUST TO PREPARE THE BOARD WITH WHAT WOULD HAPPEN, MY EXPECTATION IS IF IT'S READY, UH, AND WE, THAT IS PUTTING IN OUR HANDS AT THE FEBRUARY MEETING, THEN AS MUCH AS WE MAY TALK ABOUT IT JUST A LITTLE BIT AT THAT MEETING, WE'RE GOING TO LET THE BOARD TAKE THAT DOCUMENT AWAY, UH, FOR A MONTH AND, AND DIGEST IT WITH THE EXPECTATION THAT AT THE MARCH MEETING, WE WOULD COME BACK AS A BOARD AND FORMALLY ADOPT THE, A, THAT GREEN PRINT.

I THINK, UM, IT, IT WILL BE MY EXPECTATION.

AND I GUESS WHAT I WOULD TRY TO SET FOR THE BOARD IS THAT I THINK WHEN THE DESIGN WORKSHOP, PEOPLE BRING US BACK, WHATEVER THEY BRING US BACK IS A PRETTY GOOD DOCUMENT.

AND IT IS HELPFUL THAT IT'LL BE AT A LEVEL THAT'S, UM, QUITE USEFUL, NOT ONLY FOR US, BUT FOR THE COMPREHENSIVE PLAN AND THAT, UM, WE CAN MAKE SOME COMMENTS AND DISCUSSION ON IT.

BUT I THINK THE MARCH MEETING IS GOING TO BE TARGETED FOR US TO GO AHEAD AND MOVE FORWARD AND ADOPTED SO WE CAN GET, UH, APPROPRIATELY WRAPPED INTO THE FULL COUNTY COMPREHENSIVE PLAN.

AND, UM, I BELIEVE EVERYBODY WAS ABLE TO GET IN AN EMAIL IF IT WASN'T YESTERDAY, THE DAY BEFORE OF A USABLE FILE SIZE OF THE FOUR, I THINK IT'S FOUR, ONE, THREE, THREE APPLICATIONS THAT WERE SHARED WITH US IN DECEMBER.

UH, BOTH THE BOARD HAS NOT HAD A CHANCE TO GET AROUND THEM AND TALK A LITTLE BIT ABOUT THE PROCESS.

NEXT ITEM IS THE, UH, 20, 20 RURAL AND CRITICAL LAND PRESERVATION PROGRAM ANNUAL REPORT, UH, FOR MAYBE SOME OF THE NEWER MEMBERS THAT HAVE JOINED US IN THE PAST YEAR.

UM, THERE IS A, UH, A REQUIREMENT

WITHIN OUR GOVERNING ORDINANCES THAT AN ANNUAL REPORT IS DEVELOPED AND PRESENTED FOR ADOPTION BY THE BOARD, UH, AT WHICH POINT, IF ONCE ADOPTED BY THE BOARD AND MOVES FORWARD TO THE, UH, NATURAL RESOURCES COMMITTEE FOR THEIR ACCEPTANCE, AS WELL AS GOING TO THE FULL COUNCIL FOR THEIR ACCEPTANCE.

UM, IT ALSO SPEAKS TO CONTINUITY BETWEEN OTHER PROTECTED PARCELS AND, UM, ADDS TO THE RURAL CHARACTER OF ST HELENA ISLAND.

BUT, UM, THIS PROGRAM IS A LEADER AND IT'S PART OF A GREATER SYSTEM.

AND SO WHEN WE THINK ABOUT WILDLIFE AND LAND PROTECTION, WE THINK ABOUT ECOSYSTEMS. THIS PROGRAM IS A PART OF ITS OWN LITTLE ECOSYSTEM.

AND OUR OPPORTUNITY IS TO KNIT TOGETHER THE LANDSCAPE WHERE WE CAN FILLING THE GOALS IF HUBERT COUNTY.

WAS THERE ANY RESEARCH AS PART OF THE GREENPRINT MARKET RESEARCH DONE THAT WOULD GIVE US A DISTRICT REPRESENTATIVES AN IDEA BY DISTRICT OF WHAT THE PRIORITIES WERE FROM THE PUBLIC FEEDBACK BY DISTRICT? SO I'M GOING TO TAKE A STAB AT ANSWERING THAT THE, UH, THE WORKSHOP DID A LOT OF, UH, OUTREACH MUNICIPALITIES.

THEY HAD SOME PUBLIC SESSIONS, BUT THE WAY THEY PUT TOGETHER, THEIR PLAN OR THEIR JURY, THE GREEN FRIENDS, THEY GROUPED IT AROUND SIX DIFFERENT KINDS OF CONSERVATION THEMES.

MAYBE I'M NOT SAYING THAT WELL, AND, AND THROUGH THE MAPS THAT SHOULD BE AVAILABLE TO US AS GIS INTERACTIVE MAPS, YOU CAN GO IN AND LOOK AT AREAS AND SEE WHERE THEY HAVE INDICATED COULD BE PRIORITY PLACES TO FOCUS FOR DIFFERENT CONSERVATION STEPS.

SO I THINK I I'M STILL THE GREEN PRINT.

NO, NOT THE GREEN FRONT WILL NOT BE ORGANIZED THAT SAYS IN DISTRICT EIGHT, HERE ARE THE PRIORITIES OR THE PRIORITY AREAS.

YOU AS AN INDIVIDUAL, KNOWING WHERE YOUR DISTRICT BOUNDARIES SORT OF ARE THERE INTERACTIVE MAPS AND GET A SENSE OF WHAT THEY SEE IN YOUR AREAS, PRIORITIES THAT, UM, IF YOU, IF YOU HAD THE TIME AND, AND, AND THE DESIRE, YOU MIGHT BE ABLE TO TAKE SOME OF THAT BACK TO YOUR, UH, COUNCIL MEMBER AND JUST SEE IF THEY KNOW SOMETHING THAT'S IMPORTANT TO BRING FORWARD.

SO, YEAH, THAT'S WHAT I TRY TO GET SOME INFORMATION, HOW TO GET SOME MORE INFORMATION ABOUT THE CONSTITUENTS IN DISTRICT.

ONE, FOR EXAMPLE, THAT MIGHT HAVE A DIFFERENT SET OF PRIORITIES AND VIEW OF CONSERVATION, THEN PEOPLE IN DISTRICT 10.

BUT YEAH, I THINK IT'S GOING TO BE A COMBINATION OF LOOKING AT THE MASH WHERE THEY PUT SOME STAKES IN THE GROUND AND, AND QUITE FRANKLY, ANY, UH, INFORMAL OR FORMAL INTERACTION YOU HAVE WITH SOME OF YOUR COMMUNITIES.
