I'M THINKING AT THE END OF LAST YEAR, BUT IN ANY EVENT, IT WAS RUNNING OUT OF CAPACITY A COUPLE OF YEARS AGO AND THERE WAS A LOT OF DISCUSSION AND THEY WERE GOING TO COME BACK.
AND SO WHETHER WE DO OR DON'T HAVE A LOT OF SPACE OUT IN THE FUTURE, THAT'S GOING TO BE A MAJOR DISCUSSION FOR US TO COME TO MIND ON THE SOLID WASTE.
UH, NEXT CATEGORY IS FACILITIES AND WE HAVE, WHAT'S KNOWN AS A RESERVE STUDY, AND THIS IS KIND OF LOOKING OUT INTO THE FUTURE AS TO WHAT'S THE STATUS OF OUR BUILDINGS.

SO, UH, WE, WE, UH, DELI, WE MET WITH THE MAYORS AND I GOT INPUT FROM EVERYBODY.

EACH JURISDICTION WILL BE ON THAT COMMITTEE.
UM, THE DITCH MAINTENANCE WITH SOUTH CAROLINA DDOT AND THE STORM WATER IMPACTS OF THAT ON OUR STORM WATER AND OUR WATER QUALITY WAS THE ONE THAT WAS BROUGHT UP BEFORE, WHICH MAY TAKE, UM, THAT WHEN IT'S GOING TO BE, UM, TAKE SOME WORK, I THINK WATER AND SEWER HOOKUPS TO REPLACE FAILING SEPTIC SYSTEMS AND WELLS.
WE KNOW THAT CDBG GRANTS, WHICH NOW FALLS UNDER COMMUNITY SERVICES HAS HELPED IN FUNDING THE SEWER HOOKUPS TO ELIMINATE, UH, SEPTIC TANKS.
BUT DO WE NEED TO LOOK AT OTHER WAYS TO DO THAT BESIDES, UH, JUST RELYING ON THOSE GRANTS WAS MATCHING DOLLARS AND ALSO, DO WE NEED TO INCORPORATE, UM, HOW TO MAYBE REDUCE THOSE COSTS WOULD BE FOR JASPER IN CERTAIN OLDER NEIGHBORHOODS WHERE WE NEED, NEED HELP WITH THAT.
UH, THAT IS, YOU KNOW, THE COMPREHENSIVE PLAN, THE STATUS OF THAT.

UM, THE ENGINEERS YEARS WORKING ON THE PROGRAM HAVE INDICATED THEY HAVE THE ROOF JOISTS UP AND HANGERS AND BLOCKING SHEATHING IS ALL FINISHED.
THEY HAVE THE FELT AND UNDERLAYMENT UP AND THE METAL ROOF WILL BE UP SOON THEREAFTER, INTERIOR, PLUMBING, ELECTRICAL AND MECHANICAL, ROUGH IN WILL BEGIN, UH, EARLY JANUARY.
AND THEY ARE CLAIMING TO BE A LITTLE BIT AHEAD OF SCHEDULE.
UH, AND THEY EXPECT THAT, UM, UH, THEY'RE SLOWED DOWN A BIT BECAUSE OF DELIVERY OF THINGS LIKE WINDOWS AND METAL ROOFING, BUT THEY EXPECT TO HAVE THE PROJECT FINISHED, UH, BY MID APRIL.

SO IT APPEARS TO MANUFACTURING END OF A LOT OF THIS CONSTRUCTION THAT WE'VE HAD, WHICH HAS BEEN AFFECTED BY THE COVID SITUATION.

THE THING THAT YOU HAVE TO REALIZE IS THAT A LOT OF THE WORK THAT THEY'RE DOING, UH, RELATES TO, UM, CONSULTATIONS WITH PEOPLE WHO, UM, CAN'T AFFORD, UH, ANOTHER ATTORNEY, BUT YOU HAVE TO ALSO REALIZE THAT THE COURTS HAVE BEEN CLOSED.
SO THERE HASN'T BEEN A LOT OF ACTIVITY IN 2020, UH, ANY OF THE MAGISTRATES' COURT, UH, OR AT THE CIRCUIT COURT LEVEL.
SO I THINK THEIR APPEARANCES IN COURT HAVE BEEN SOMEWHAT DIMINISHED, BUT THEIR CONTACTS WITH PEOPLE WHO ARE GOING THROUGH THE PROCESS OF ARREST AND A BOND, UM, UM, UM, ESTABLISHMENT AT THE, UH, AT THE JAIL, UH, PROBABLY HAVE CAUSED THEM, UH, TO INCREASE THEIR CLIENT BASE.
I DON'T HAVE ANYTHING ON MY STATUS REPORT FOR REPORT ON THAT TODAY, BUT I'LL FOLLOW UP ON THAT.

UM, ONE, ONE HAS TO DO WITH THE, UH, RECONSTRUCTION AND OF COURSE, UH, MAYOR BILLY'S BEEN LEADING THAT CHARGE, MAKING A LOT OF PROGRESS, GETTING A LOT OF NATIONAL ATTENTION AND A LOT OF GRANTS AND SO ON.
UH, WE ACTUALLY HAD A REQUEST FROM THE RECONSTRUCTION GROUP, UH, LAST YEAR AND WHEN WE WERE DOING THE PROJECTS, UM, WE DID NOT TAKE THAT ONE UP AND I CAN'T REMEMBER WHAT THE REASON WAS, BUT IT DOES SEEM TO ME THAT WE'VE HAD THAT ONE IN THE QUEUE FOR A LONG TIME.
AND IT WOULD BE GOOD FOR US TO TAKE THAT UP.
BUT, UH, UH, FINANCE, WHENEVER REMARK IS READY, PERHAPS AS EARLY AS, UH, AS NEXT NEXT MONDAY.
UH, AND I THINK THAT THE NUMBERS IN THE $400,000 RANGE, UM, MAYBE SOMEBODY KNOWS THE HISTORY OF THAT BETTER NIGHT.

UH, THE SECOND ONE HAS TO DO WITH THE COASTAL DISCOVERY MUSEUM ON HILTON HEAD.
AND WHEN WE WERE DOING THE ROUND LAST YEAR, UH, THE STAFF HAD RECOMMENDED, UH, APPROVAL OF THEIR REQUEST.
AND THE REQUEST WAS TO FUND A PORTION OF WHAT THEY WERE GOING TO DO TO EXPAND THE MUSEUM, UH, ON HILTON HEAD, WHICH IS KIND OF A REGIONAL TYPE OF THING ANYWAY.
AND, UH, THAT NUMBER WAS I THINK 700 AND SOMETHING THOUSAND DOLLARS.
IT WAS CONNECTED TO THE FACT THAT THE TOWN WAS ANTICIPATING DOING A, A REFERENDUM THAT INCLUDED MONEY FOR THE MUSEUM.
BUT AT THAT TIME, THE REFERENDUM WAS UP IN THE AIR AND WITH ALL THE OTHER THINGS HAPPENING, THEY HAVE NOT GONE FORWARD WITH IT YET.
SO EVEN THOUGH IT WAS RECOMMENDED BY STAFF, UH, I SUGGESTED WE PUT IT ON HOLD, UM, JUST BECAUSE IT WAS TIED TO A REFERENDUM THAT MAY OR MAY NOT HAPPEN.
SO I, I VIEW THAT WE, WE STILL HAVE THAT IN THE, IN THE QUEUE.
I DON'T KNOW IF IT WAS NECESSARY FOR THEM TO RESUBMIT, BUT IN ANY EVENT, UH, WHERE THEY NOW STAND ON, THAT IS, UH, THE TOWN HAS PUT IN ABOUT THREE 50, THEY'VE RAISED ABOUT THREE 50, AND THEY WOULD LIKE US TO REVISIT THE 700, WHICH WOULD BE A, YOU KNOW, A 50 WITH US, 50 WITH THE TOWN.
UH, AND WHAT THEY WANT TO DO IS ACTUALLY TAKE, UH, WHAT'S CALLED THE OLD HAY BARN.
