SO YOU CAN SEE OUR, UH, NOT ONLY DO WE HAVE, UH, BUFORD COUNTY, UH, FUNDING, WHICH IS, UH, BY ABOUT 95% OF OUR BUDGET ALL COMES FROM TAX APPROPRIATIONS THROUGH BUFORD COUNTY. AND THEN WE GET STATE AID FUNDING, UH, OF, UH, THIS PAST YEAR, $283,908. AND WE GOT SOME LOTTERY FUNDS, WHICH ARE NOT GUARANTEED EVERY YEAR. AND SO WE NEVER COUNT ON THOSE, BUT WE DID GET SOME LAST YEAR FROM THE EDUCATION LOTTERY, UH, THE STATE AID, UH, WE HAVE TO, UH, NEGOTIATE WITH THE LEGISLATURE EVERY YEAR. UH, YESTERDAY THE, UH, THE HOUSE OF REPRESENTATIVES PASSED A, THEIR VERSION OF THIS YEAR'S BILL, UH, UH, FUNDING BILL. AND FOR THAT, THEY DID, THEY INCREASED, THEY RECOMMENDED INCREASING LIBRARY, THIS LIBRARY SYSTEM, ANOTHER $43,000 IN STATE AID FOR THIS COMING YEAR, BUT IT STILL HAS TO GO TO THE SENATE FOR THEIR, UH, APPROPRIATIONS. UH, AND THEN IT HAS TO GO TO THE GOVERNOR. SO WE HAVE TO GO THROUGH THE WHOLE PROCESS. SO IT'LL BE JUNE BEFORE WE KNOW EXACTLY WHAT THE BUDGET ALLOCATION IS. IS THAT MONEY RESTRICTED AS TO CERTAIN EXPENDITURES? YEAH, IT IS TO SOME SOMEWHAT, BUT THERE IT'S NOT SEVERELY RESTRICTED, SO IT COULD BE USED FOR TECHNOLOGY. IT COULD BE USED FOR MATERIALS. IT COULD EVEN BE USED FOR STAFFING, BUT IT'S UNWISE TO DO THAT. IF WE DON'T USE ALL OF IT BY THE END OF THE FISCAL YEAR ON JUNE 30TH, DOES IT GO BACK? NO, BUT, BUT YOU HA WE HAVE TO CERTIFY THAT IT'S SPENT, SO WE HAVE TO EXPAND IT. TRUST [00:20:01] ME, WE HAVE NO PROBLEM WITH THAT. UM, WELL, THE COST, BECAUSE I WANTED TO MAKE SURE EVERYBODY UNDERSTANDS, THIS IS OUR PRIMARY SOURCE FOR LIBRARY MATERIALS. NONE OF OUR, UH, COUNTY MONIES ARE ALLOCATED TO LIBRARY MATERIALS, HOWEVER, COUNTY COUNCIL THROUGH ORDINANCE, OR HAVE, UH, HAVE, UH, FOR THE LAST THREE YEARS HAVE ALLOWED US TO DRAW IMPACT FEES TO SUPPLEMENT THIS STATE AID FUNDING FOR LIBRARY MATERIALS. AND THAT'S WHY WE HAVE SUCH A HEALTHY NUMBER AS JOAN. SO APTLY POINTED OUT. SO, UH, AND THEN YOU SEE THE IMPACT FEE NUMBERS THAT ARE CURRENTLY COLLECTED, UH, AND SPENT IN THAT FISCAL YEAR. AND THEN WE HAVE THE FRIENDS IN PUBLIC LIBRARY FOUNDATION. THERE ARE ALSO NO FUNDS IN COUNTY, BUDGETED DOLLARS FOR PROGRAMMING, CHILDREN, OR ADULT. ALL OF THAT, ALL OF THAT IS PAID THROUGH THE LIBRARY FOUNDATION AND OR THE FRIENDS OF THE BUFORD COUNTY LIBRARY SYSTEM BLOCK AND BLUFFTON AND HILTON HEAD AND BUFORD. SO IT IS IMPORTANT FOR YOU TO UNDERSTAND THESE FUNDING SOURCES, WHAT THEY GO FOR EVERY YEAR. AND IF WE LOSE ONE OF THESE FUNDING SOURCES, IF THERE'S AN ECONOMY DOWNTURN, THEN A LOT OF THESE NUMBERS, BASICALLY ALL OF THESE NUMBERS ARE GOING TO DECLINE IN ANY GIVEN YEAR. SO IT'S IMPORTANT FOR YOU TO UNDERSTAND ALL OF THESE FUNDS SOURCES, HOW WE RECEIVED THESE, WHAT WE SPEND THEM ON AND HOW COMPLICATED IT TRULY IS. I'D LIKE TO MAKE A COMMENT THAT WE, UM, WE ARE VERY APPRECIATIVE. SO THE PUBLIC KNOWS TO OUR PUBLIC LIBRARY FOUNDATION OF BEAVER COUNTY AND OUR FRIENDS OF THE LIBRARY GROUPS. AND YOU'LL HEAR DIFFERENT TRUSTEES REPORT ON THEIR VISITS TO FRIENDS OF THE LIBRARY, BUT WE ENCOURAGE PEOPLE TO JOIN THESE GROUPS. THEY ARE REALLY PART OF THE BACKBONE OF OUR LIBRARY SYSTEMS. SO WE'RE VERY GRATEFUL. NO, NO. THE USE OF THE BOOKS FROM THE LIBRARY WAS EMPHASIZED LAST SATURDAY AT THE UNIVERSITY OF SOUTH CAROLINA BUFORD CAMPUS, WHEN READ ACROSS AMERICA WAS CELEBRATED 630 GRADE SCHOOL KIDS TO THE UNIVERSITY. AND, UH, JUST INTRODUCED THEM TO THE BOOKS. MOST OF THEM WERE KINDERGARTEN, FIRST GRADE, SECOND GRADE. AND, UH, SO IT'S A THERAPY DOG GROUP MEMBER. I WAS THERE WITH MY GROUP AND, UH, THE KIDS HAD A GREAT TIME. AND YOU REALIZE THAT REALLY, YEAH. A MAJOR PORTION OF IT COMES FROM, FROM THE COUNTY, BUT YET THE SIGNIFICANT PORTION OF IT COMES FROM OTHER SOURCES. AND THESE SOURCES ARE REALLY WHAT MAKES THE LIBRARY, THE LIBRARY, OBVIOUSLY THE COUNTY PROVIDES US WITH THE WHEREWITHAL TO HIT THE BUILDINGS, TO LIGHT IT, YOU KNOW, TO HIRE STAFF AND STAFF. YEAH. FOR ALL THE INFRASTRUCTURE HERE. BUT JEFF, WHAT WE FELT, BRINGING IT, BRINGING PEOPLE INTO THE LIBRARY IS REALLY THE PROGRAMS THAT RAN MENTIONED THE MEETING ROOMS AND THE MATERIALS, UM, BACK AT THAT TIME. AND THERE WERE A BOARD HERE. IT WAS REALLY A VERY DIFFICULT TIME, VERY DIFFICULT TIME. UM, YOU TAKE A LOOK AT THE LIBRARY SHELVES. THEY ARE THE NEW MATERIALS. THEY WERE VIRTUALLY EMPTY. NO BOOKS ARE UP THERE BECAUSE AT, AT THAT TIME, AND AGAIN, THIS WAS, WAS REALLY THE FINANCIAL CRISIS, UM, PROPERTY VALUES DECLINE, AND WHAT PROPERTY VALUE IS DECLINING COUNTY REVENUE GOES DOWN [00:25:01] AND THE LIBRARY BECAUSE IT IS A MAJOR EMPLOYER OF STAFF. AND I THINK AT THAT TIME WE WERE NUMBER TWO AFTER PARKS AND RECREATION IN TERMS OF THE NUMBER OF PEOPLE EMPLOYED BY THE COUNTY, UM, WAS PRIME TARGET FOR REALLY STAFF REDUCTIONS. SO IN ADDITION TO MATERIALS BEING CUT BACK, UH, AND WE DIDN'T HAVE IMPACT FEE ACCESS TO MATURE THOSE DOLLARS AT THAT POINT, RIGHT? WE WERE ALSO SEEING STAFF NUMBERS COME VERY DIFFICULT TIME. WE PUT TOGETHER A DOG AND PONY SHOW THAT WENT BEFORE KEY MEMBERS OF THE COUNTY COUNCIL, TRYING TO SELL THEM ON THE IDEA THAT WE REALLY NEED MONEY INTO THE LIBRARY TO KEEP IT GOING AND LIBRARIES ACROSS THE STATE. AND I, I WAS INVOLVED WITH THIS AND REALLY YOU COULD CORRELATE THE CENTER VISITS AND CIRCULATION TOGETHER WITH MATERIAL DOLLARS THAT YOU HAD THAT WERE BEING SPENT. AND WITHOUT THE MATERIAL DOLLARS WHERE WE'RE SEEING ALSO SAYING CIRCULATION AND VISITORS DECLINE. SO IT'S ESSENTIAL TO KEEP THIS GOING. AND IT'S ESSENTIAL AT THIS POINT IN TIME TO RECOGNIZE WHERE THESE FUNDS ARE. YOU HAVE THE FRIENDS, YOU HAVE THE IMPACT FACE, AND YOU HAVE STATE STATE RESOURCES. AND BETWEEN THAT, THAT REALLY CONSTITUTES THE BULK OF YOUR MATERIAL DOLLARS HIT ANY ONE OF THOSE AND A NUMBER OF START DECLINING. AND AGAIN, IN TODAY'S ENVIRONMENT, WE'RE LOOKING AT THE POSSIBILITY OR PROBABILITY OF A RECESSION FACING US. AND, YOU KNOW, WHAT'S GOING TO HAPPEN NEXT, YOU KNOW, HOUSING PRICES, DECLINE COUNTY REVENUE DECLINES, AND THE COUNTY OF COURSE WILL DO WHAT IT HAS TO DO. AND IT HAS TO LOOK AT PLACES TO CUT BACK TO THEM, TO BALANCE ITS BUDGET. THE LIBRARY IS GOING TO BE ONE OF THOSE, ONE OF THOSE PORTIONS. UM, WE, AND WE, WE TALKED ABOUT THIS EARLIER. UH, WE HAVE TO BE VERY COGNIZANT OF WHAT WE HAVE IN OUR IMPACT FEE ACCOUNT, BECAUSE THAT'S THE ACCOUNT THAT WE DRAW ON TO PULL 5% OUT FOR MATERIALS. SO WE'RE VERY SENSITIVE TO THAT AND VERY AWARE OF IT AND RECOGNIZE WHAT THE CONSEQUENCES COULD BE IN THE BACK. I'M SORRY. WE ACTUALLY HAD REDUCED HOURS, IF YOU RECALL, AND REALLY HIT THE COMMUNITY HARD WITH REDUCED HOURS. BUT THE PRACTICALITY IS WHEN WE SPOKE TO THE COUNCIL, THEY HAVE TO DO, YOU KNOW, FIRE PREVENTION. THEY HAVE TO DO SHERIFF. THEY HAVE TO DO ALL THE OTHER AND WE'RE, AND WE'RE ONE LITTLE PART OF IT. AND SO WE BEGGED FOR THEM. WE WERE GOING TO HAVE TO CLOSE IN FEBRUARY THAT YEAR. WE DIDN'T HAVE ENOUGH FUNDING FOR THE, TO KEEP OPEN, BUT THEY REARRANGED THINGS, BUT THAT'S WHERE WE HIT OUR BIGGEST LOW RIGHT THERE. SHELVES WERE EMPTY OF BOOKS OF NEW BOOKS. SO, UM, WE'VE COME A GIANT STEP SINCE GIANT, THE FUNDING CAME BACK STARTING AROUND 14, CORRECT? OR SO UNDER THE ADMINISTRATION HERE PRIOR TO RE CORRECT, THE LEADERSHIP WAS VERY FRUSTRATED BECAUSE IT TOOK OVER A MILLION DOLLARS IN BUDGET PRODUCTION AND MEANING TO WHAT YOU SAID, SHORTENED HOURS CLOSE SEVERAL MONTHS EARLY IN THE ECONOMY RECOVERED. AND THEY STARTED PUTTING MONEY BACK INTO THE BUDGET. UH, SO WE HOPE WE DON'T SEE THAT AS A RESULT OF THEY'LL HAVE, THE POWERPOINT WAS LET'S MAKE A DEAL. I DID A POWERPOINT, LET'S MAKE A DEAL AND A DOOR NUMBER ONE, DOOR, NUMBER TWO, DUMB NUMBER THREE. IT WAS KIND OF, IT WAS, WELL, WHAT STRIKES ME ABOUT THAT COMMENT IS THAT THAT'S FIVE YEARS POST 2008 WHEN THERE WERE SESSIONS, BUT THE COUNTY HAD TO REALLY TIGHTEN UP. SO, SO I MEAN, IF WE'RE IN THAT SITUATION BASED ON CORONA VIRUS WORLDWIDE, YOU KNOW, WE'RE IN FOR THE LONG HAUL HERE. YEP. MONICA WANTED TO SAY, OH, MONICA. YES, I WAS HERE DURING THAT TIME TOO. AND I JUST WANTED TO ADD, IT WAS NOT JUST THE LIBRARIES, BUT EVEN DURING THAT TIME, YOU KNOW, THE COUNTY AS A WHOLE HAD FURLOUGHS THAT YEAR. AND I BELIEVE AT THE TIME WE ALL HAD TO TAKE FIVE DAYS ON UNPAID LEAVE THAT YEAR TO HELP MAKE ENDS MEET. YEAH. IT WAS A ROUGH TIME. AND BASED ON MY EXPERIENCES DURING THAT TIME IN ANOTHER LIBRARY SYSTEM, I'VE WORKED OVER THE LAST FOUR YEARS WITH THE FRIENDS AND TO BUILD UP THEIR RESERVES. AND SO THEY ARE ALL, UH, HEALTHY, UH, UM, AS FAR AS THEIR FUNDS AT THIS POINT, UH, UM, BECAUSE I'M ENCOURAGING TO DO THAT, UH, SO THAT WHEN WE DO HAVE THAT DOWNTURN AND HISTORICALLY YOU WILL SEE THAT IT'S ALL CYCLICAL, [00:30:01] UH, AND SO THAT THEY ARE READY ALSO TO SUPPORT US IN THOSE THERE'S DIFFERENT TIMES. AND I THINK THE MORAL OF THE STORY, AT LEAST WHAT I'M WALKING AWAY WITH IS THAT WE HAVE A JOB TO DO HERE. AND OVER TIME WE DO MAKE AN IMPACT. WE DO MAKE A DIFFERENCE. SO THAT'S SOMETHING THAT'S NOT JUST IMPLIED, THIS HAS HAPPENED, BUT IT'S A REFLECTION OF ALL OF US HERE THAT WE DO IN FACT, MAKE A DIFFERENCE IN ACCOUNTING FOR SOME TIME AND THE EFFORT THAT WE PUT INTO THIS. AND RAY HAD TO GET THIS IN AND FOR NEXT YEAR'S BUDGET. SO A SPECIAL MEETING OF THE FINANCE COMMITTEE WAS PULLED TOGETHER. WE WASN'T TO A GREAT HEAD. WE REVIEWED THE SUBMISSION HERE AND BASICALLY RATIFIED IT AS DECISION TO MOVE FORWARD WITH THIS. THIS IS A BUDGET NEUTRAL PROPOSAL, AND THAT THE NUMBERS HAVEN'T CHANGED FROM 2020 TO 2021. AND WE ARE AT SORT OF FULL CAPACITY WITHIN A LIBRARY HERE. UM, IN ADDITION, THIS WAS PUT TOGETHER AND THIS HAS BEEN SUBMITTED AS RAY SAID, AND IT GOES TO THE COUNTY BUDGET CYCLE. IN ADDITION TO THAT, THERE WAS AN UPDATE TO THE CAPITAL IMPROVEMENT PLAN, WHICH ARE TWO PAGES THAT ARE PART OF THIS PACKAGE. AND LET ME STUMBLE THROUGH THIS AS BEST I CAN. UM, IN THE CURRENT STATE OF THINGS, THERE IS A LIBRARY CAPITAL IMPROVEMENT PLAN IN PLACE CALLING FOR AN EXPENDITURE OF $74 MILLION OVER TIME. THAT WILL BE CHANGED. THAT IS [00:35:01] IN THE PROCESS OF BEING CHANGED TO A MORE REASONABLE NUMBER OF 12 MILLION. OBVIOUSLY WE'RE NEVER GOING TO GET 74 MILLION, NO WAY THE $12 MILLION IS A MORE REASONABLE NUMBER AND READ IT REFLECTS THE THREE THINGS. UM, FIRST AND FOREMOST IS THE NEW RIVERSIDE LIBRARY BRANCH THAT'S BEING PROPOSED. AND THAT COMES IN AT $6.7 MILLION. ADDITIONALLY, THERE IS A LIBRARY STORAGE ROOM CONVERSION OF SMALLER NUMBER ABOUT 75 MILLION, 75,000. OKAY. AND THE REST OF IT IS REALLY THE BURTON WELLS LIBRARY PROPOSAL THAT'S OUT THERE. SO THOSE THREE THINGS WOULD CONSTITUTE A NEW CAPITAL IMPROVEMENT PROGRAM OF ABOUT $12 MILLION, RIGHT? SO FAR I'LL GIVE THE TIMEFRAME FOR THAT 12 MILLION OVER WHAT TIMEFRAME SO MILLION OVER THERE. SO THIS WAS THE CURRENCY, UH, COMPREHENSIVE PLAN, THE COUNTY COMPREHENSIVE PLAN LIBRARY PORTION. SO, UH, LOOKING AT THAT, WHEN I, I GOT HERE, WE CLEARLY SAW HOW UNREALISTIC THAT WAS THAT NUMBER AND THE NEEDS AND NEEDS CHANGE FOR LIBRARY FACILITIES OVER TIME. SO WE, WE QUICKLY REVIEWED WITH, UH, THE, THE LIBRARY BOARD OF TRUSTEES BACK IN 2016. UH, IN JANUARY, I BOUGHT FORWARD A NEW PROPOSED CIP SECTION, UH, WHICH, UH, THE COUNTY DOESN'T DO SEPARATE CIP DEPARTMENTS. LIKE THEY WOULDN'T DO THE LIBRARY SYSTEM WITHOUT DOING A COMPREHENSIVE ALL DEPARTMENTS. AND SO THE CURRENT COMPREHENSIVE PLAN THAT WE'RE OPERATING UNDER, UH, WAS DUE TO END IN 2021. SO, UH, BUT, UH, THAT BY STATE LAW THAT CARRIES ON UNTIL COUNTY COUNCIL ESTABLISHES AND APPROVES A NEW COMPREHENSIVE PLAN. SO THAT IS STILL IN EFFECT. SO BACK IN 2016, WE REWROTE AND PROPOSE AND DRAFTED A NEW COMPREHENSIVE PLAN. WELL, IT'S TAKEN THIS LONG. THE COUNTY IS NOW IN THE PROCESS, UH, WITH CONSULTANTS AND EVERYTHING TO DEVELOP THE NEW COMPREHENSIVE LAND AND THEIR NEW PROPOSAL THAN SHOULD BE WITHIN THAT, BUT IT HAS TO BE A BLUE OR APPROVED BY COUNTY COUNCIL. SO THIS IS SIMPLY, UH, GOING INTO THE BUDGET PROCESS AT THE APPROPRIATE TIME, THE APPROPRIATE AMOUNT THAT WE THINK WOULD BE NECESSARY FOR COUNCILS, UH, REVIEW, UH, TO LOOK AT AND THEN DECIDE HOW TO FUND. SO IT'S PART OF THE BUDGET PROCESS. IT'S PART OF THE COMPREHENSIVE PLAN, UH, AND THAT'S THE WAY YOU SHOULD LOOK AT IT. SO WE'RE UNDER THE CURRENT COMPREHENSIVE PLAN. WE'VE ALREADY DRAFTED A PROPOSED CHANGES TO THAT. HOWEVER, COUNSEL HAS NOT ADOPTED, UH, BECAUSE THEY ARE LOOKING AT ALL DEPARTMENTS AND THEY HAVE TO GO THROUGH A SET PROCESS FOR THAT. AND THEN HOPEFULLY THAT WILL BE ADOPTED. UH, AND AS, UH, YOU KNOW, ALL OF THAT WAS SUPPOSED TO BE CONCLUDED THIS YEAR. UH, AND OF COURSE THAT WITH THAT AMOUNT OF FUNDING, IT WAS NEVER GOING TO HAPPEN. SO WE ARE TRYING TO BE REALISTIC LOOKING AT FUND SOURCES AND EVERYTHING AND HOW WE MIGHT GET THERE, BUT IT'S TOTALLY UP TO COUNTY COUNCIL TO MODIFY, APPROVE, CANCEL, UH, THIS GOING FORWARD AND TO DETERMINE BECAUSE THEY ARE THE FIDUCIARY FOR OUR FUNDS, FOR THE LIBRARY SYSTEM AS TO HOW THIS GOING FORWARD WOULD POTENTIALLY BE FUNNY. I'M SORRY. FUNDED. YEAH. UH, SO WITHOUT GETTING INTO TOO MUCH MORE DETAILED, JOE, I'LL THROW IT BACK. I HAVEN'T, I THINK, I THINK THAT'S, POINTED OUT TO YOU WITH THIS. NOW, WILL THAT BE THE CASE FOR OUR 12 MILLION THAT'S IN THE HANDS OF COUNTY COUNCIL TO DETERMINE HOW THAT IS FUNDED? OBVIOUSLY LOOKING AT [00:40:01] $12 MILLION EXPENDITURE, WE DON'T HAVE ANYWHERE NEAR THAT ABOUT AN IMPACT FOR, YOU KNOW, WE'RE IN ERROR. SO OBVIOUSLY THERE HAS TO BE A SUBSTANTIAL COUNTY CONTRIBUTION COMING TO MAKE THIS THING A REALITY. SO THERE WAS 74 MILLION IN THE COUNTY IMPROVEMENT PLAN, UM, BETWEEN 2010 OR 2020, WHAT WAS ACTUALLY SPENT $12 MILLION FOR THE ST HELENA LIBRARY. THIS IS NOT IN YOUR PACKET, BUT THIS IS THE CURRENT CIP WITH FUND SOURCES AND APPROVED APPROXIMATE COSTS FROM 2010. SO IT SHOWS ALL OF THOSE NEW LIBRARIES THAT WERE PROPOSED, HOW MUCH THEY WOULD COST AT THAT POINT IN TIME AND WHAT THE FUND SOURCE WOULD BE. AND FOR ALL OF THOSE, IT WAS 25% IN LIBRARY IMPACT FEES, 75% GENERAL OBLIGATION BONDS, RIGHT. FUNDED BY THE, OKAY. SO I JUST WANTED TO PUT THAT 12 MILLION FOR 24, 2020 TO 2030 IN PERSPECTIVE. IT'S, IT'S VERY, IT'S 12 MILLION, 12 MILLION BASICALLY. OKAY. YES. MA'AM THE 12 MILLION WAS A GRANT FROM US. YEAH. IT'S NOT A GRANT, IT'S A LOAN, IT'S A LOW INCOME ST. UM, AND, UH, WHAT THE TIMING, WHAT THE SEQUENCING, ALL OF THAT WOULD BE. UM, MANY OF YOU PROBABLY KNOW, UH, DEBRA DEBRA WAS A COUNTY LIBRARY COUNCIL MEMBER FOR MANY YEARS. AND IN FACT, CHAIRED THE STRATEGIC PLANNING EFFORT AND DID A PHENOMENAL JOB, UH, RESULTING IN, UM, THE CURRENT CURRENT STRATEGIC PLAN THAT THE LIBRARY IS UNDER RIGHT NOW. SO WE HAVE A STRATEGIC PLAN RIGHT NOW THAT CULMINATES IN 2020. SO OUR MISSION IS TO HAVE A NEW STRATEGIC PLAN THAT STARTS AND SERVES FOR 2122, 23. UM, DEBRA, UH, DID A GREAT JOB AT CHAIRING THE STRATEGIC PLANNING COMMITTEE AND IS A CONSULTANT ACTUALLY IN STRATEGIC PLANNING. SO WE HAVE HIRED HER IN THAT CAPACITY. A MANDATE IS ALSO STAFFING THE COMMITTEE AND HAS DONE A TERRIFIC JOB GETTING US ORGANIZED SO FAR. WE HAD OUR FIRST, WE PUT TOGETHER A STRATEGIC PLANNING COMMITTEE AND WE JUST HEARD ANNA MARIE REFERENCE THE PEOPLE WE'VE ADDED PEOPLE LIKE JAMES MORRELL. SO WE HAVE GREAT, GREAT REPRESENTATION. WE'VE ALSO HAVE, UM, THREE COMMITTEE MEMBERS, DIANE BERMAN FROM THE WHO'S PRESIDENT OF THE FRIENDS OF THE HILTON HEAD LIBRARY, MELISSA MURRAY, WHO'S THE ENGLISH LANGUAGE AND ARTS COORDINATOR FOR THE BUFORD COUNTY SCHOOL DISTRICT AND VICTORIA SMALL DIRECTOR OF ART HISTORY AND CULTURE AT THE PENN CENTER. AND SO THIS TEAM PLUS THE SIX, THE SIX BOARD MEMBERS PLUS THEM REPRESENT THE STRATEGIC PLANNING COMMITTEE. AND WE HAD OUR FIRST MEETING A WEEK AGO, I GUESS, AND I'VE REALIZED LOTS OF A LOT'S HAPPENED IN THE LAST WEEK. AND WHAT WE WANT TO DO TODAY IS BRING MANY OF THE PEOPLE IN THE ROOM ARE ALREADY ON THE COMMITTEE, BUT WE WANT TO MAKE SURE EVERYBODY'S UP TO BOARD ON THE APPROACH BECAUSE WE HAVE A LOT OF THINGS THAT'S GOING TO ARE GOING TO HAPPEN HERE IN THE NEXT COUPLE OF MONTHS. SO I, UM, I HAVE, UH, I HAVE A COPY THAT I BROUGHT FORWARD FOR, NOT EVERYONE YOU'RE GOING TO HAVE PEOPLE THAT WEREN'T ON THE COMMITTEE. I WANT EVERYONE TO UNDERSTAND, AND I'M GOING TO DO THE FRONT KIND OF THAT ALSO IS THE MACRO VIEW. AND THEN, UM, DEBRA IS GOING TO GO THROUGH IN MORE DETAIL WHAT OUR APPROACHES. SO OUR OBJECTIVE OF COURSE, IS TO DEVELOP A STRATEGIC PLAN AT RAY. RAY HAS SAID QUITE ELOQUENTLY THAT THE LAST STRATEGIC PLAN WE DEVELOPED, SERVES AS THE GUIDEPOSTS FOR WHAT HE DOES EVERY DAY. AND THAT'S REALLY THE PURPOSE OF A STRATEGIC PLAN IS FOR US AS A BOARD HEARING IN DEPTH FROM THE COMMUNITY, UM, YOU KNOW, WHAT, HOW, WHAT, WHAT WE WANT OUR PRIORITIES TO BE OVER THE NEXT THREE YEARS, RIGHT? AND, AND WE, AND THAT SHOULD SERVE AS A GUIDEPOST FOR MANAGEMENT IN TERMS OF HOW THEY SPEND THEIR TIME AND ENERGY AND RESOURCES. SO AS YOU CAN SEE THE OVERALL, UM, LIBRARY, STRATEGIC PLAN AND CALLS FOR US TO HAVE LAID THE FOUNDATION, AND WE'VE REALLY DONE THAT IN JANUARY AND JANUARY THROUGH MARCH OF THIS YEAR, THEN WE'RE GOING TO BE GATHERING AND ANALYZING INFORMATION. DEBRA WILL TALK WITH YOU MORE ABOUT THE PROCESS THAT WE WENT THROUGH BEFORE, WHICH IS SIMILAR TO WHAT WE'RE GOING TO BE GOING THROUGH THIS YEAR. UM, AND THEN WE'RE GOING TO HAVE, UM, A RETREAT WITH THE STAFF AND DEVELOP SOME PRIORITY SETTING AND DRAFT THE PLAN. AND OUR GOAL IS TO HAVE A PLAN ADOPTED BY JANUARY OF 2021. SO THAT'S, THAT'S KIND OF THE SCHEDULE. UM, UM, SO BEFORE I GO ANY FURTHER, RAY, DO YOU WANT TO COMMENT ON THE VALUE OF THE STRATEGIC PLANNING PROCESS TO YOU AND TO THE LIBRARY STAFF? WELL, AS YOU ARE ARTICULATED, UH, I, UH, MANAGEMENT LIBRARY MANAGEMENT USES THE LAST STRATEGIC PLANNING DOCUMENT, UH, ALMOST ON A WEEKLY BASIS, UH, TO GUIDE US IN USING RESOURCES OR IN LOOKING AT NEW PRIORITIES, UH, AND, OR CHECKING OFF WHAT WE HAVE DONE TO SATISFY, UH, THE NEEDS THAT WERE IDENTIFIED IN THE DOCUMENT. AND SO IT IS ABSOLUTELY IMPERATIVE TO LIBRARY ADMINISTRATION TO KEEP US ON TRACK SO THAT WE ARE, INSTEAD OF A SCATTERSHOT, WE CAN FOCUS IN ON THE THINGS WE SHOULD BE DOING TO SUPPORT OUR COMMUNITY, UH, AND TO, UH, YOU KNOW, TO PROVIDE FOR THEM THE RESOURCES WE PROVIDE. AND SO I CANNOT OVEREMPHASIZE THE IMPORTANCE OF THIS DOCUMENT SO THAT [01:00:01] THE, UM, WE HAD A GOOD MEETING OF THE STRATEGIC PLANNING COMMITTEE. WE PRIMARILY DID THREE THINGS. THEY, UH, ENDORSED THE APPROACH TO THE, THAT YOU'RE SEEING AHEAD OF YOU. THEY ALSO APPROACH IT ENDORSED TWO SURVEYS, ONE SURVEY THAT'S GOING TO BE A COMMUNITY WIDE SURVEY. DEBRA KNOWS THE ANSWER TO ALL THESE QUESTIONS. SO DEBRA REMIND US BEFORE HOW MANY PEOPLE FILLED OUT THE COMMUNITY WIDE SURVEY APPROXIMATELY, OR YOU PROBABLY DON'T, YOU PROBABLY KNOW TO THE PERSON 2,841. OKAY. SO JUST TO GIVE YOU THOSE OF YOU WHO ARE NEW ON THE BOARD, 2,841 OF THESE SURVEYS, THAT WAS, THAT WERE AVAILABLE ONLINE AND IN HARD COPY IN ENGLISH AND IN SPANISH WERE COMPLETED THE LAST TIME WE DID THIS. AND SO THAT'S, THAT'S THE SCALE OF WHAT WE'RE TALKING ABOUT IN TERMS OF THE COMMUNITY SURVEY. SO THE STRATEGIC PLANNING COMMITTEE LOOKED AT THAT AND LOOKED AT THAT SCHEDULE AND DEBRA, WE'LL TALK MORE ABOUT THAT. AND THEN THE THIRD THING THAT WE, THAT THE STRATEGIC PLANNING COMMITTEE DID WAS LOOK AT THE SURVEY DONE OF STAFF. SO ALL THE STAFF ARE ENCOURAGED TO FILL OUT A SURVEY. AND I THINK WE HAD TO LEAVE A HUNDRED PERCENT PARTICIPATION BEFORE 98%, ALMOST 98%, 98% PARTICIPATION. SO THEY, THEY ARE ASKED TO COMMENT ON, AND, YOU KNOW, THEY'RE REALLY WISE IN TERMS OF WHAT PATRONS HAVE TOLD THEM, YOU KNOW, AND IN TERMS OF THINKING ABOUT HOW WE MIGHT SERVE, UH, THE PATRONS OF THE LIBRARY, UH, BETTER. SO, SO THE, THE, THE STRATEGIC PLANNING COMMITTEE HAS KIND OF ENDORSED THE APPROACH THOUGH, AND THOSE TWO MAJOR SURVEYS. UM, BUT WE'RE HERE TODAY TO ALSO GET YOUR FEEDBACK. AND, UH, THE LIBRARY RECEIVED VERY HIGH MARKS FROM THE 25 TO 30 MEMBERS WHO WERE POLLED IN THE, IN ATTENDANCE THAT NIGHT WE BREAK UP HIGH WITH OTHER COUNTY SERVICES AS BEING EXCELLENT IN THAT OUR, OUR COMMUNITY SATISFIED. IT WAS ONE OF THE HIGHEST ONES. YEAH. YEAH. WELL, THAT'S GREAT NEWS. YES. TERRIFIC. SO, UM, WITH THAT, DEBRA, DO YOU WANT TO JUST WALK SURE. A LITTLE BIT MORE DETAIL. I'LL GIVE YOU A QUICK MINUTE KIND OF OVERVIEW. SO YOU WANT IT TO DO EVERY MONTH AND EVERY DATE. BUT, UM, ONE THING THAT WE LEARNED IN THE LAST PROCESS WAS HOW IMPORTANT IT WAS TO ENGAGE THE COMMUNITY AT DIFFERENT LEVELS, AS WELL AS THE STAFF AT DIFFERENT LEVELS, AS WELL AS THE BOARD AT DIFFERENT LEVELS. UM, AND WHEN WE STARTED TALKING ABOUT DOING THIS THIS TIME, WE THOUGHT THERE WAS SOME REAL IMPORTANT PIECES TO REPLICATE, UH, INSTEAD OF STARTING FROM SCRATCH, BECAUSE THOSE OF YOU WHO WERE ON THE COMMITTEE, REMEMBER BEFORE WE WENT OUT AND WE LOOKED AT 10 OR 15 DIFFERENT LIBRARY SYSTEMS, STRATEGIC PLANNING, PROCESS, AND DOCUMENTS. AND WHILE THE DOCUMENT IS THE ULTIMATE RESULT, THE PROCESS IS VITAL TO THE DOCUMENT BEING USEFUL TO ANYONE. SO, UH, SO THE PROCESS, UH, IS VERY SIMILAR TO THE LAST TIME WITH SOME TWEAKS IN IT. UM, AND SO I'LL JUST GO THROUGH THAT VERY QUICKLY. SO WE'VE PULLED A COMMITTEE TOGETHER, IT INCLUDES BOARD MEMBERS, IT INCLUDES WORTH TRUSTEES, AND IT INCLUDES COMMUNITY MEMBERS. IT INCLUDES STAFF. UM, WE'RE HERE TO REPORT TO YOU TODAY KIND OF GIVING YOU THE OVERVIEW AND ANSWER ANY QUESTIONS AND MAKE ANY TWEAKS IN THE PROCESS THAT WE NEED TO, UH, WE'RE MEETING WITH COUNTY ADMINISTRATION TO TALK ABOUT. YOU KNOW, WHEN YOU THINK OF THE SIZE OF OUR COMMUNITY AND YOU THINK OF TWO TO 3000 RESPONSES, YOU THINK, WELL, THAT'S NOT SO GREAT. IT WAS AMAZING. ACTUALLY, WHEN YOU LOOK AT THE RATE OF RETURN ON SURVEYS IN GENERAL AND IN A COUNTY LIKE OUR SIZE, AND THAT WAS DONE BY THE WORK OF THE COMMITTEE AND EVERYBODY STAFF, EVERY COMMUNITY MEMBER, WE REACHED OUT TO PUSHING THAT SURVEY OUT. AND SO THAT'S OUR CHALLENGE AGAIN, TO PUSH THAT SURVEY OUT THROUGH GROUPS, COMMUNITY GROUPS, OUR FRIENDS, EVERYBODY WILL ASK [01:05:01] YOU AS BOARD MEMBERS TO HELP DO THAT AS WELL. SO GETTING THE SURVEY OUT, WE'VE MADE A FEW MINOR CHANGES TO THE SURVEY, BUT WE'RE GOING TO USE THE SAME ONE. SO WE CAN LOOK AT TRENDS ANALYSIS OVER THE LAST FEW YEARS TO SEE IF THE RESPONSES ARE DIFFERENT, UM, OR BETTER OR WORSE IN, IN THE THAT WE RECEIVED LAST TIME. AND IF YOU HAVEN'T LOOKED AT THE STRATEGIC PLAN RECENTLY, UM, GONE TO THE COMMUNITY, TO THE LIBRARY WEBSITE AND YOU'LL SEE THOSE TRENDS REPORTED THERE. WE'RE ALSO DOING THE STAFF DEVELOPMENT DAY. A VERY QUICK OVERVIEW IN APRIL TO THE PROCESS OF THE STAFF IS ON BOARD WITH THE PROCESS KNOWS WHAT'S HAPPENING. IF THEY HAVE ANY INPUT THAT WE NEED TO HEAR, BUT ALSO KIND OF INTRODUCING THEIR ROLE IN THE, THE FULL YEAR PROCESS. AND, UM, AFTER THAT DAY, WE WILL DO A STAFF SURVEY. LAST TIME WE DID THE STAFF SURVEY, IT WAS ALL OPEN-ENDED QUESTIONS. WE ARE CHANGING THAT WHEN THIS TIME IT WAS HUNDREDS AND HUNDREDS OF WONDERFUL, WELL THOUGHT OUT RESPONSES, BUT IT, IT DIDN'T GIVE US REAL TRENDS THAT WE CAN FOLLOW OVER A LONG PERIOD OF TIME. SO WE'RE, WE'RE TWEAKING THAT SURVEY INTO A MORE STANDARDIZED QUESTION SURVEY. AND THEN WITH SOME OPEN-ENDED QUESTIONS, UM, FOCUS GROUPS WERE A REAL IMPORTANT PART OF WHAT WE DID LAST TIME. AND EVERY COMMITTEE MEMBER JUMPED IN LED FOCUS GROUPS, RECORDED FOCUS GROUPS. WE DID ABOUT 20, I THINK 19, WE HAD 20 ORIGINALLY SCHEDULED. WE DID 19 FOCUS GROUPS. LAST TIME WE DECIDED TO PART OF THAT DOWN A LITTLE BIT THIS TIME. SO WE CURRENTLY HAVE EIGHT OR NINE SCHEDULED, AND WE MAY ADD ONE OR TWO. IF WE FEEL LIKE WE'RE MISSING SOMETHING IN THE COMMUNITY. AND, UM, THEN IN SEPTEMBER, WE WILL TALK WITH LIBRARY STAFF ABOUT HOW WE'RE GOING TO COMMUNICATE THE STRATEGIC PLAN WHEN IT HAPPENS. UH, WE'LL BRING THE STRATEGIC PLANNING COMMITTEE BACK TOGETHER TO KIND OF SEE WHERE WE ARE AND FIGURE OUT, YOU KNOW, IF WE'RE MISSING SOMETHING BEFORE WE GO FORWARD. AND THEN ON OCTOBER THE SEVENTH, WE'RE GOING TO USE THE STAFF DEVELOPMENT DAY AGAIN IS A PRIMARY TIME TO REALLY REACH INTO DEEPER LAYERS ABOUT ALL OF THESE ISSUES WITH THE LIBRARY STAFF AND TRYING TO, TO USE THAT DAY BECAUSE THEY ONLY HAVE TWO DAYS A YEAR TO COME TOGETHER. AND THAT TIME IS SO IMPORTANT BECAUSE AS WE CLOSE ALL THE LIBRARIES AND EVERYBODY COMES ENERGIZED [01:10:01] TO, TO DO, UH, YOU KNOW, HAVE A DIFFERENT KIND OF PERSPECTIVE ABOUT THEIR WORK. AND SO WE'RE VERY APPRECIATIVE THAT THE LIBRARIES AGREEING TO LET US USE THAT DAY OR THE MAJORITY OF IT FOR THE STAFF TO HELP NOT JUST GIVE THEIR OPINIONS, BUT ACTUALLY REACT TO WHAT WE'VE WE'VE GATHERED TO THAT POINT ALSO HELPS SET THE PRIORITIES AND, UM, AND GIVE THE, THE MORE NUANCED, UH, INFORMATION THAT WE NEED TO REALLY MAKE THOSE PRIORITIES COME TO THE SURFACE, BECAUSE ALTHOUGH WE CAN BE SITTING AROUND THE TABLE AND I, IF I ASK EVERY ONE OF YOU, EACH OF YOU WOULD THINK YOU'D KNOW WHAT THE PRIORITIES ARE PROBABLY, UH, I HAVE IN MY IDEA OF WHAT THEY ARE LAST TIME, WE WERE VERY SURPRISED. THE PRIORITIES CAME OUT DIFFERENT THAN WHAT WE, I THINK ANY OF US THOUGHT THEY WOULD BE, UM, THROUGH THAT PROCESS. SO THE STAFF DAY IS A CRITICAL POINT OF MAKING THOSE PRIORITY SURFACE TO THE TOP. AND THEN, UM, WE'LL MEET WITH THE DEPARTMENT HEADS WITHIN THE LIBRARY AND MANAGERS, AND JUST KIND OF AFTER WE'VE DONE THAT, TO MAKE SURE WE HAVEN'T MISSED ANYTHING, WE'LL DRAFT THE PLAN. WE HOPE TO HAVE A PUBLIC MEETING FOR RESPONSE TO THAT PLAN. AND THEN A FINAL DRAFTING, GETTING IT BACK OUT FOR EVERYBODY TO LOOK AT TWEAK. AND YOU WILL SEE IT AGAIN IN JANUARY OF NEXT YEAR, UM, AS THE FINAL DRAFT. UM, SO IN BETWEEN THERE OVER HALF, AS THE BOARD OF TRUSTEES IS ON THE COMMITTEE, SO THERE SHOULDN'T BE TOO MANY SURPRISES. AND, UH, ALSO JANET WILL BE REPORTING TO YOU EVERY MEETING ABOUT THE PROCESS, BUT WE ARE GOING TO COME BACK TO YOU FORMALLY IN JULY. YOU'RE GOING TO TALK TO ME HOPEFULLY AND MAY. AND, UM, THEN YOU'LL SEE THE FINAL PLAN BACK IN JANUARY. AND WE'LL HAVE THE OPPORTUNITY FOR YOU TO LOOK AT THAT BEFORE IT COMES BACK TO YOU IN A FINAL VERSION AND HAVE ANY QUESTIONS OR ANYTHING THAT WOULD COME BACK IN THAT, THAT WAY. SO THAT'S THE VERY QUICK OVERVIEW OF THE PROCESS. WE TRIED TO PARK DOWN TO LESS THAN A YEAR, BUT IT JUST DID JUST COULDN'T COME IN AND SHORTER THAN A YEAR, BASED ON THE TIMING OF WHEN YOU MEET, WHEN WE COULD GET THE, TO THE TARGET GROUPS, WHEN THE STATISTICS COME IN, WHEN THOSE STAFF DEVELOPMENT DAYS WERE, IT'S A YEAR LONG PROCESS. AND, UH, SO WE'RE LOOKING FORWARD TO IT BACK. THE LAST PROCESS TOOK 18 MONTHS BECAUSE WE WERE INTERRUPTED BY A HURRICANE THIS YEAR. WE COULD POTENTIALLY BE DISRUPTED BY THE CORONAVIRUS AND THE . SO WE WILL READ THAT MAY RETHINK THE FOCUS GROUPS. AND IF WE HAVE TO DO THAT IN A DIFFERENT WAY, WE'LL COME UP WITH A CREATIVE WAY TO GET THAT COMMUNITY RESPONSE. IF WE CAN'T DO PUBLIC GROUPS IN, AND WE'VE GOT A COUPLE OF MONTHS FOR THAT TO KIND OF SEE WHERE WE ARE WITH THAT. SO WE'RE NOT IN CRISIS MODE YET, BUT WE COULD THINK OF OTHER WAYS TO GET THAT INFORMATION. IF WE NEED TO, I HAVE ONE MORE COMMENT, THEN I'LL TAKE ANY QUESTIONS, WHICH IS THAT, UM, THIS STRATEGIC PLANNING PROCESS IS AN OPPORTUNITY FOR US TO COME TOGETHER AND REACH CONSENSUS ABOUT WHAT WE WANT OUR PRIORITIES TO BE, BECAUSE THE GOAL IS TO FOCUS HERE, TO DECIDE WHAT WE ARE GOING TO DO AND WHAT WE AREN'T GOING TO DO. UM, EDUCATING THEM BY HAVING THEM PARTICIPATE IN THE COMMUNITY SURVEY AND DOING INNOVATIVE WAYS TO EDUCATE THEM ABOUT WHAT THE PLAN TURNS OUT TO BE AND NOT HAVE IT BE AN INTERNAL DOCUMENT THAT JUST WE KNOW, RIGHT. BUT THAT PEOPLE CAN SEE AND APPRECIATE. SO WE'RE GOING TO TRY TO KEEP IN MIND AS WE GO THROUGH THIS PROCESS OF THE GOAL IS NOT JUST TO HAVE A DOCUMENT AT THE END, BUT TO HAVE IT BE A REALLY A GOOD LEARNING EXPERIENCE FOR NOT JUST THE, ALL OF US, BUT FOR THE COMMUNITY ALSO.
