[00:00:01]
CLOSED CAPTIONING PROVIDED BY BEAVER COUNTY FOR COUNTY COUNCIL FINANCE COMMITTEE TO ORDER TODAY IS MONDAY, OCTOBER 29TH.
WHAT EVERYBODY PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE.
AS A FRIENDLY REMINDER TO EVERYBODY, IF YOU ARE NOT SPEAKING, PLEASE DO MUTE YOUR MICROPHONES OURSELVES OR FOR THOSE LISTENING AT HOME.
ON THE AGENDA PUBLIC NOTIFICATION OF THE MEETING HAS BEEN PUBLISHED, POSTED AND DISTRIBUTED WITH IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION, ACT NUMBER FOUR APPROVAL OF THE AGENDA.
DO I HAVE A MOTION CHAIRMAN SHEN BY COUNCILMAN DAWSON, SECONDED BY COUNCILMAN SUMMERVILLE WITHOUT OBJECTION, WE WILL APPROVE THE AGENDA ITEM NUMBER FIVE APPROVAL OF MINUTES FOR SEPTEMBER 21ST, 2020.
AND DO I HAVE A MOTION? SO MOVE.
MOTION BY COUNCILMAN SONNEVILLE SECOND BY COUNCILMAN DAWSON WITHOUT OBJECTION.
THE MINUTES OF SEPTEMBER 21ST, 2020 ARE VERY GOOD ITEM.
NUMBER SIX, INTRODUCTION OF WHITNEY RICHLAND AS THE NEW CFO, MISS RICHLAND JOINED US LAST MONDAY.
UM, SHE, UH, FILLS THE VACANCY OF THE COUNTY CFO.
UM, I HOPE I SPEAK FOR EVERYBODY AND SAYING THAT WE'RE VERY, VERY EXCITED TO HAVE HER AND UH, I'LL LET WINNIE TAKE IT AWAY AND INTRODUCE YOURSELF TO US AND TO THE COUNTY.
UM, I'M PLEASED TO JOIN THE BEAUFORT COUNTY TEAM, UM, COMING TO YOU FROM BULLOCK COUNTY, GEORGIA, WHERE I SERVED THERE FOR NEARLY SEVEN YEARS AS THEIR CHIEF FINANCIAL OFFICER, UM, MS. JACOBS RECRUITED MAINTENANCE SUMMER, AND I'M HAPPY TO BE HERE.
UH, YOU WILL BE HEARING FROM ME HOPEFULLY WHEN I'M MORE FREQUENT BASIS THAN, UM, YOU MAY HAVE BEEN ACCUSTOMED TO BEFORE I LOOK FORWARD TO PROVIDING YOU AND ALL OF OUR COUNTY DEPARTMENTS WITH FINANCIAL REPORTS AND THAT YOU GUYS ARE IN THE BEST POSITION TO MAKE DECISIONS PERTAINING TO FINANCIAL MATTERS FOR THE COUNTY, AND ALSO BE RESPONSIBLE FOR THE BUDGET PREPARATION EACH YEAR AND YOUR ANNUAL CAMPER.
AND I'LL BE GLAD TO ANSWER ANY QUESTIONS YOU HAVE.
I DO SO MUCH APPRECIATE THAT INTRODUCTION AND WELCOME TO THE TEAM.
NEXT ITEM ON THE AGENDA ITEM NUMBER SEVEN, PROVIDING BASE FEE IN LIEU OF TAX AGREEMENTS TO DO PROJECT BURGER, PROJECT GARDEN AND PROJECT GLASS.
THIS WILL BRING PROPERTY TAX RATE FROM 10% AND INDUSTRIAL RATE DOWN TO 6% RATE FOR A 20 YEAR PERIOD.
UH, CHRIS, THAT'S OUR TAKE YOUR LEG.
I'LL TRY TO EXPLAIN AGENDA ITEM SEVEN, EIGHT AND NINE, 10 AND 11.
UH, JUST TO, UH, UH, GIVE EVERYONE AN UPDATE HERE.
UH, WE HIT THE WORKSHOP LAST YEAR.
WE'VE GONE OVER THESE WITH THE CHAIRMAN OF THE FINANCE COMMITTEE.
UH, ALSO, UH, THE AUDITOR, UH, INTERNAL COUNSEL, AS WELL AS EXTERNAL COUNSEL.
UH, THE THOUGHT HERE IS, IS TO PROVIDE, UH, THE COMPANIES THAT WE'RE ATTRACTING THE DIVERSE ECONOMY, UH, THE BENEFITS OF THE 6% TAX RATE.
SO IN ORDER TO DO THAT IN SOUTH CAROLINA, WE WILL FOLLOW A, UH, A FAN LIEU OF TAXES AGREEMENT IN SOME CASES WHERE THE INVESTMENT, UH, IS, UH, NEAR TWO AND A HALF MILLION DOLLARS, BUT WE'LL PRESERVE THE OPTION TO RECREATE THE SAME BENEFITS, UH, FOR COMPANIES BY GOING THROUGH THE SSRC ARRANGEMENT.
AND THEN ALSO WITHIN OUR RECOMMENDATIONS TODAY, UH, WE PUT COMPANIES IN A MULTI COUNTY INDUSTRIAL PARK.
[00:05:01]
THIS INCREASES THEIR, UH, TAX, UH, TAX CREDITS ON THE JOB CREATION FROM 1500 TO 2,500 FOR THE COMPANIES THAT ARE LOCATING IN OUR COMMUNITY.SO IN ESSENCE, WHAT WE'RE TRYING TO DO IN BUFORD IS SEND A MESSAGE OUT TO FOLKS THAT WE'RE ATTRACTING TO BUFORD COUNTY, THAT WE WILL TREAT THEIR TAXES THE SAME WAY THAT EVERY OTHER COUNTY IN SOUTH CAROLINA TREATS IT BY LOWERING THAT RATE FROM 10% TO SIX.
SO ALL OF THAT IS ENCOMPASSED IN THESE, UH, FIVE AGENDA ITEMS THAT YOU HAVE COMING UP.
AND, UM, IF YOU WOULD LIKE, I CAN PULL UP THE, UH, I'LL, I'LL SHARE MY SCREEN IF I CAN.
AND JUST SHOW YOU A SLIDE, UH, THAT WILL SHOW YOU THE INVESTMENTS THAT ARE BEING MADE.
CAN YOU SEE MY SCREEN RIGHT NOW? NOT YET, JOHN? NO, NOT YET.
ALL SEEMS LIKE YOU CAN SAY, YEAH, ANYONE'S SEEN IT.
I JUST WANTED TO GIVE YOU AN OVERVIEW OF WHAT THESE PROJECTS ARE.
A BURGER IS A BREWERING, UH, VOCAL, UH, LOCAL INVESTOR, UH, BUT INVESTING, UH, JUST UNDER $5 MILLION 43 JOBS.
AND FOR YOUR BENEFIT, I WANT YOU TO SEE THE, UH, THE AVERAGE PAY OF THOSE JOBS WILL BE IMPROVING LIVES OF BUFORD COUNTY RESIDENTS AT 38,000, UH, PROJECT GARDEN.
UH, THIS COMPANY AT A NEW JERSEY INVESTING JUST OVER $3 MILLION, 26 JOBS, EVERY COMPENSATION JUST UNDER 36,000 A YEAR, A GLANCE WORKS, UH, UH, THAT'S A $15 MILLION INVESTMENT, 55 JOBS, UH, AND, UH, JUST UNDER $35,000 A YEAR.
THIS IS ONE, UH, I BELIEVE SOME OF THE COUNCILMAN TED CALLS FROM THE OWNER OF THIS COMPANY, THEY WERE, UH, BEING MOVED, UH, DUE TO AIRPORT EXPANSION.
SO OUR ORGANIZATION IN WORK IN CONJUNCTION WITH JOHN RAMBLE AT THE AIRPORT WERE ABLE TO MAKE THEIR TRANSITION SMOOTH, UH, TO PORT ROYAL $3.2 MILLION 21, NEW JOBS AND 40 RETAINED.
AND THE AVERAGE COMPENSATION THERE IS JUST OVER A $53,000 A YEAR.
SO, UH, YOU KNOW, THAT IT WOULD BE OUR PLEASURE THAT THE COUNCIL APPROVED, UH, THE RESOLUTIONS AND THE ORDINANCES THAT ALLOW US TO MAKE THE FEEL LOW OF, UH, TAXES, UH, AVAILABLE TO THESE COMPANIES.
AND THEN ALSO THE MCI P, WHICH WE DO IN CONJUNCTION WITH JASPER THAT INCREASES THEIR JOB TAX CREDITS UNDER SOUTH CAROLINA LAW FROM $1,500 TO $2,500 PER JOB CREATED.
CAN I JUST ASK JOHN ONE QUICK QUESTION AS A JOB YOU GOT THE AVERAGE SALARY, IS THE, DO YOU HAVE AN IDEA OF THE MINIMUM SALARY, UM, PER HOUR WAGES, IF YOU'RE, I CAN, I COULD GET THAT PER PROJECT.
UM, UH, I COULD PULL THAT UP FAIRLY QUICKLY.
UM, I DO HAVE THEIR PROJECT WORKSHEETS, IF YOU, LIKE, I CAN SHARE THAT OFFLINE WITH YOU, BUT YEAH, WHAT YOU'RE LOOKING AT IS AN AVERAGE, SO THERE WILL BE SOME MANAGEMENT JOBS IN EACH OF THESE, ET CETERA, THE AVERAGE TIRE.
UH, BUT, UH, I'D BE HAPPY TO SHARE THAT WITH YOU, UH, YOU KNOW, PROBABLY OFFLINE IF YOU'RE OKAY.
I KNOW WE TALKED ABOUT THIS IN THE PAST AND I FORGOT EXACTLY WHERE WE ENDED UP, BUT IT'S KIND OF STRUCK ME OVER TIME THAT YOU MADE A COMMENT EARLIER IN THAT ALL THE OTHER COUNTIES ARE DOING.
THIS IS WHETHER WE SHOULD DO SOMETHING ON A BLANKET BASIS TO MOVE TO THE SEXUAL PERCENT AND DOING IT CASE BY CASE BECAUSE WE ALWAYS RUN THE RISK THAT WE'RE AT 10%.
SOME PEOPLE MAY GET TURNED OFF, NEVER CONTACT US.
SO WE NEVER KNEW THAT THEY WERE TURNED OFF BY THE 10%.
SO LET ME JUST RAISE THAT QUESTION AGAIN AS TO WHETHER SOME COULD, WE SHOULD GIVE SOME CONSIDERATION TO JUST MAKING IT 6% UNDER CERTAIN CIRCUMSTANCES.
I BELIEVE, I BELIEVE WE WENT OVER THAT DURING OUR WORKSHOP WITH COUNTY COUNCIL.
I DON'T THINK THAT WE CAN HAVE A UNIFORM POLICY, BUT
[00:10:01]
I DO THINK, AND I, I FELT CONFIDENT THAT I'VE BEEN GIVEN VERY CLEAR DIRECTION BY COUNTY COUNCIL, THAT I'M WITHIN OUR RANGE.AND AS YOU KNOW, WE COULD GO UP TO 30 YEARS, BUT I THINK 20 YEARS ISN'T TAKING US OUT OF THE, UH, OUT OF THE DEAL MAKING.
SO I WOULD LEAVE IT AT 20 YEARS AND THEN, YOU KNOW, SOME FUTURE ADMINISTRATION, PEOPLE, UH, BEYOND MINE AND MANY OF YOUR WORK CAREERS HAVE THE OPTION OF FIGURING OUT WHERE THE COUNTY IS 20 YEARS FROM NOW, IF THEY WANT TO EXTEND THOSE, THE, UH, ADDITIONAL TENURE.
BUT I BELIEVE I'M OKAY RIGHT NOW STILL.
AND I THINK WE'RE WITHIN THE SPIRIT OF SOUTH CAROLINA LAW, UH, LOOKING AT THEM ON A ONE BY ONE BASIS.
AND I, I FEEL LIKE I CAN PRESENT THESE TWO COMPANIES AND I HAVE THE BACKING OF COUNCIL CURRENTLY, YOU KNOW, SO I THINK THAT'S THE BEST WE CAN DO UNDER THE SOUTH CAROLINA LAW WOULD REALLY BE BEST IF IT WAS CHANGED AT THE STATE LEVEL, BUT THAT WOULD REQUIRE A CHANGE IN THE STATE'S CONSTITUTION.
THANK YOU, MS. CHAIRMAN, I'D LIKE TO MAKE A MOTION FOR APPROVAL ITEMS, SEVEN EIGHT, NINE, 10, 11, AND 12.
WE HAVE A MOTION, MR. FLAILING ON ITEMS SEVEN THROUGH 12.
ALL SECOND, IF I COULD, COULD YOU JUST, I DON'T HAVE IT ON MY SCREEN.
WHAT IS NUMBER 12 OF, I APOLOGIZE.
NUMBER 12 IS CONSIDERATION OF MULTIPLE ORDINANCES AND INDUCEMENT RESOLUTIONS REGARDING A FEE IN LIEU OF PROPERTY TAXES, FILO PROJECT PER PROJECT, GARDEN PROJECT LAST.
SO WE HAVE A MOTION BY COUNCILMAN DWELLING.
WE HAVE A SECOND BY COUNCILMAN GLOVER, WITHOUT EXCEPTION.
WE WILL APPROVE ITEMS SEVEN THROUGH 12.
ARE THERE ANY EXCEPTIONS? VERY GOOD.
UH, I DON'T REMEMBER 13 CONSIDERATION OF ORDINANCE P FOR COUNTY BUSINESS LICENSE TAX STANDARDIZATION.
I BELIEVE THAT AS MR. WILLIAMS, MR. HAYES, I BELIEVE VERY GOOD.
HELLO? CAN YOU GUYS HEAR ME? YES, MA'AM ALL GOOD.
UM, WHAT WE'RE LOOKING AT IS THERE'S A STANDARDIZATION AND THE BILL WAS PASSED, UM, JUST, UM, THIS PAST WEEK BY THE, UH, BY THE GOVERNOR AND HIS STANDARDIZING BUSINESS LICENSE, HOW WE ACT ACROSS THE STATE, UM, FROM OUR DUE DATE TO EVERYONE GETTING ON A NEGS CODES, WE ARE ALREADY ON NEG.
UM, SO THAT'S NOT SOMETHING WE HAVE TO DO, BUT WE DO HAVE SOME CHANGES THAT ARE COMING THROUGH THERE.
BUT WHAT THIS WILL LOOK LIKE IS ALL LICENSING DEPARTMENTS ACROSS SOUTH CAROLINA ARE ACTUALLY GOING TO BE ASKING THE SAME, SAME RENEWAL DAYS TO HELP BUSINESSES OUT.
THE ONLY DIFFERENCES WILL BE OUR RATES IN, YOU KNOW, AND, AND HOW THOSE, UM, AND HOW YOU SET THOSE RATES.
RIGHT NOW, WE ARE NOT, WHAT'S ATTACHED TO THE INFORMATION THAT YOU RECEIVED.
WE WILL NOT BE RECOGNIZING ANY, UM, ADDITIONAL REVENUE FROM THESE CHANGES.
HOWEVER, IF YOU WOULD LIKE TO, YOU KNOW, EXPAND CLASS EIGHT, WHICH THOSE OUT RIGHT NOW, WE HAVE ONE RATE IN CLASS AID.
WE CAN EXPAND THAT OUT IF YOU WISH TO, UM, YOU WOULD NOT SEE ANY, ANY CHANGES AND THE REVENUE THAT WE'RE GETTING UNTIL 2023, OTHERWISE EVERYTHING ELSE WOULD JUST BE A STANDARDIZATION PROCESS.
SO THAT ACROSS THE STATE, WE WILL, WE WILL BE COMPLYING WITH THE NEW LAW.
THANK YOU FOR THAT UPDATE QUESTIONS FROM COUNCIL.
WE CAN, AT ONE POINT THERE WAS SOME DISCUSSION, I THINK, AT THE STATE LEVEL ABOUT HAVING ONE BODY, MAYBE THE COUNTY BEING COLLECTING FOR EVERYBODY.
SO PEOPLE DIDN'T HAVE TO PAY MULTIPLE TIMES.
IS THAT IN OR OUT OF THE CURRENT LEGISLATION? WELL, WHAT'S GOING TO HAPPEN WITH THIS IS ONCE EVERYONE HAS STANDARDIZED, WE BE ABLE TO UPLOAD OUR DATA TO FISCAL AFFAIRS.
AND LET'S SAY THEY HAVE 10 BUSINESS LICENSE.
THEY WILL BE ABLE TO GO OUT THERE AND RENEW ALL
[00:15:01]
10 OF THOSE BUSINESS LICENSE.THE STATE WILL IN TURN, THEN IT'S OUR MONEY.
WE SHOULD HAVE IT THAT NEXT MORNING, ACCORDING TO WHAT TIME THEY RENEW IT, HOWEVER, THEY WILL STILL BE ABLE TO COME, UM, YOU KNOW, IN PERSON BY MAIL OR EITHER TO, YOU KNOW, UM, GO ONLINE TO OUR WEBSITE TO ALSO RENEW THEIR LICENSE.
DOES THAT APPLY TO THE MUNICIPALITIES ALSO? THAT IS CORRECT.
EVERYONE ACROSS THE STATE WILL HAVE TO UPDATE, UM, ACCORDING TO THIS LAW AND IT GIVES US, UM, OUR ROLLOUT DATE FOR THAT IS 2022 FOR EVERYONE TO BE COMPLIANT.
W UH, ADDRESS, THANK YOU VERY MUCH FOR COMING IN TODAY.
WE HAVE THIS COMPLETED, UM, JANUARY 1ST, 2022, AND SEE OURS IS RUNNING CO UM, TANDEM ALONG WITH OUR NEW SOFTWARE ROLLING OUT AT THE SAME TIME.
SO RIGHT NOW WE'RE TRYING TO GET EVERYTHING IN LINE WITH THAT, SO THAT THE ORDINANCE DOES THERE IN THE DATABASES THERE TO, TO BOTH GO AT, UM, BE READY, YOU KNOW, ALONG THE SAME TIMELINE.
AND I HAVE ANOTHER QUESTION FOR YOU.
IT'S A SLIGHTLY DIFFERENT, IS THERE ANYTHING IN THIS LEGISLATION, UH, WHICH WOULD PREVENT US FROM LOWERING THE RATES, UM, THAT WE'VE GOT, I CAN UNDERSTAND CLASSIFICATIONS IT'S, YOU KNOW, RELATIVELY ROUTINE.
WE MODIFIED THOSE SEVERAL YEARS AGO, BUT I AM ULTIMATELY INTERESTED IN REDUCING THE RATE OF BUSINESS LICENSE TAXES.
UM, UH, IS THAT PRECLUDED FROM US IN THIS LEGISLATION OR, OR WHAT RIGHT NOW? YES, SIR.
UM, AS LOWERING, BECAUSE OUR RATES AREN'T, AND I WILL JUST MENTION OUR RATES ARE THE LOWEST IN THE STATE.
UM, BUT ALSO RIGHT NOW, WHAT WE'VE TAKEN IS WE MUST STAY REVENUE NEUTRAL ON THAT AND NOT CHANGE THOSE RATE, BUT GOING FORWARD CLASSES WILL CHANGE.
SO THOSE CLASSES WILL CHANGE ACCORDING TO HOW THE IRS MAY, HOW ARE THE IRS INDEX CHANGES AND WE'RE THOSE NEXT CODES.
UM, IF WE HAVE ONE INDUSTRY THAT'S NOT DOING WELL, IF YOU TAKE THE REAL ESTATE INDUSTRY, HOW IT WENT DOWN A COUPLE OF YEARS AGO, IF YOU TAKE THAT INDUSTRY AND HOW THOSE RATES SELL, UM, THEY WOULD GO DOWN AND, YOU KNOW, AND WHAT THAT COST IS.
AND LET'S SAY THERE'S AN INDUSTRY MOVING UP, IT WOULD MOVE UP, BUT IT'S ALL GOING TO MOVE EVERY TWO YEARS.
IS THERE ANY CHANGE TO THE WAY THE, UM, THE BASE, UM, THE TAXABLE INCOME IS CALCULATED? IN OTHER WORDS, IS IT ALL GROSS OR NET? UM, IT IS ALL GROWTH, ALL GROWTH.
THERE ARE NO, THE STATE DID NOT CHANGE THAT.
WHAT DOES CHANGE IS WE ARE ZERO TO 5,000.
THAT DOES DROP US ZERO TO 2000.
AND THEN AFTER THAT IS THE INCREMENTAL RATE.
YOU'RE WELCOME, PATRICK, CAN YOU REMIND ME, WHAT IS CLASS EIGHT? WHAT KIND OF BUSINESS HAS FALLEN IN THERE? OKAY.
CLASS AID IS LIKE A COMPLETELY SEPARATE ALL TO ITSELF.
WE HAVE, UM, AUTOMOBILE DEALERSHIPS, WE HAVE CONTRACTORS IN THERE.
WE ALSO HAVE, UM, DRINKING ESTABLISHMENT.
UM, SO SOME PLACES DO BREAK OUT RIGHT NOW.
OUR DRINKING ESTABLISHMENT IS RIGHT ALONG WITH FULL SERVICE.
SO IF THAT WAS SOMETHING YOU WANTED TO BREAK OUT SEPARATELY FOR A DRINKING ESTABLISHMENT, YOU COULD, UM, THAT WOULD BE COMPLETELY UP TO, YOU KNOW, THE COUNCIL ON THAT.
BUT THOSE ARE THE ITEMS THAT FALL IN THERE.
YOU ALSO HAVE LIKE OUR PAWNBROKERS, UM, JUNK SCRAP, MEDDLERS, AUTOMOTIVE DEALERS, ALL OF THOSE ARE IN OUR CLASS EIGHT.
IT FEELS TO ME LIKE SOMETHING THAT WE SHOULD DISCUSS, POTENTIALLY BREAKING THOSE ITEMS OUT.
I MEAN, NOT EVERY BUSINESS IS CREATED EQUAL FROM A MARGIN PERSPECTIVE.
SO, UM, I THINK IT MAKES SENSE THAT THAT WOULD TAKE A LOOK AT HOW THAT MIGHT AFFECT DIFFERENT TYPES OF BUSINESSES DIFFERENTLY SINCE EVERYTHING'S BASED ON GROSS REVENUE.
UM, THAT'S JUST MY COMMENT FOR ANOTHER TIME, MR. KOVAR.
EDRA, IT'S GOOD TO HEAR FROM YOU.
UM, CAN YOU SAY WHETHER OR NOT UNILATERALLY ARE,
[00:20:01]
ARE THE RATES PER WHATEVER THE UNIT IS? ARE THEY HIGHER? DID THIS, DID THE STATE RAISE THE TAX LEVIED ON SMALL BUSINESS? OR IS IT THE SAME AS IT WAS JUST RESHUFFLING THE CLASSIFICATION CODES, THE RIGHT TO DO CHANGE UP A BIT, UM, BECAUSE OF THE NATURE INDEX.SO ON THAT OTHER SHEET THAT I SENT OVER, IT WILL SHOW YOU WHAT IT'S INCLUDED IN THERE, AND IT HAS THE RATES ON IT.
SO THAT'S SHOWING YOU WHAT IT LOOKS LIKE GOING INTO THAT FIRST YEAR.
I SAID, THOSE CAN BE ADJUSTED IF, IF YOU CHOOSE.
SO JUST AS AFTER THAT, BUT THAT WILL KEEP US EXACTLY WHERE WE'RE AT FOR THAT FIRST YEAR.
IS THERE ANY, JUST THINKING OUTSIDE OF THE BOX, I GUESS ALL COUNTIES ARE HAVING THE SAME CONVERSATION IF A COUNTY VOTES? NO.
I MEAN, WHAT HAPPENS IF WE DO NOT WISH TO STANDARDIZE? UM, WELL, ACCORDING TO LAW, WE HAVE TO STANDARDIZE.
IF WE'RE GOING TO KEEP THE BUSINESS LICENSE AS IT IS, THE ONLY OTHER OPTION TO COUNTIES IS HAVING THAT ACROSS THE BOARD.
THIS WOULD INCLUDE ALL, ALL OF THE COUNTY, NOT JUST UNINCORPORATED.
THIS WOULD INCLUDE OUR MUNICIPALITIES ALSO OF DOING THAT FLAT RATE, WHICH IS, CAN BE NO MORE THAN $25.
THAT'S ADDED ON TO THE TAX BILL, THE BUSINESS, PERSONAL PROPERTY TAX BILL.
AND WE LOOKED AT THAT COUPLE OF YEARS AGO.
I BELIEVE YOU GUYS LOOKED AT IT.
I THINK IT MIGHT SERVE US WELL TO LOOK AT THOSE CODES.
GREAT QUESTIONS OR COMMENTS FROM COUNCIL? A QUESTION, MR. CHAIRMAN, I ASSUME YOU, YOU MEAN NOT TODAY, LIKE SOMETIME IN THE, IN THE COMING YEAR, CORRECT.
UNLESS YOU TAKE ALL AFTERNOON THE BREAKOUT, THE NAS.
I'M NOT GOING TO DO THAT, BUT I THINK MAYBE SO WE HAVE ANOTHER MEETING COMING UP, SO I'D LIKE TO LIKE THE LIMIT THAT, BUT I WANT TO STAY FOR THE RECORD THAT, THAT, UH, BUSINESS LICENSE TAXES WERE ONE OF THE THINGS WE HAD HOPED TO BE ABLE TO ELIMINATE IN THE CURRENT YEAR BUDGET, THE CURRENT TAX YEAR, THAT WE'RE ABOUT TO SEND THE TAX BILLS OUT.
UM, BUT BECAUSE OF THE, THE, UH, THE INABILITY OF THE TOWN OF HILTON HEAD TO PAY THEIR SHERIFF, THEIR SHARE OF THE SHERIFF'S FEES, UM, WE KIND OF ENDED UP WITH A LITTLE BIT OF A HOLE IN OUR BUDGET THAT WE HAD TO FILL BY CONTINUING TO COLLECT BUSINESS LICENSES.
AGAIN, I HOPE IN THE FUTURE TO BE ABLE TO ELIMINATE THEM COMPLETELY AT, UH, WHEN THE TIME COMES.
OTHER QUESTIONS OR COMMENTS FROM COUNCIL SAYING I HAVE A MOTION.
I'D LIKE TO MAKE A MOTION, MR. CHAIRMAN, THAT WE ADOPT THE CHANGES RECOMMENDED ON THE AGENDA.
MOTION BY COUNCILMAN DWELLING.
SECONDED BY COUNCILMAN RODMAN.
UH, WITHOUT OBJECTION, WE WILL APPROVE THIS ITEM.
ARE THERE ANY OBJECTIONS? ALL RIGHT, VERY GOOD.
THANK YOU VERY MUCH, MS. STEVENS.
THAT BRINGS US TO DISCUSSION ITEMS, ITEM NUMBER 14, UPDATE ON THE INTERNAL AUDITOR.
MR. HAYES, I BELIEVE THIS IS YOU FILING.
UH, THANK YOU, CHAIRMAN FINALLY, UH, THE INTERNAL AUDITOR WHEN WE MET WITH BAKER, TILLY ONLY MET WITH, UH, WITH ELLIOTT, UH, WHO WERE THE ONLY FEW PEOPLE THAT HAD RESPONDED TO OUR RFP.
UM, WE, WE HAD THEM CHANGED THE SCOPE OF GIVING US A, UH, DIFFERENT, UH, UH, TH TH THEY'RE REVISING THEIR ESTIMATES FOR US, AND WE SHOULD HAVE SOMETHING TO PRESENT ON THOSE, UH, BY NEXT FINANCE MEETING.
ANY QUESTIONS OR COMMENTS ABOUT THAT PROCESS OR WHERE IT STANDS FOR COUNSEL? ALL RIGHT.
SEEING NONE, WE WILL MOVE ON ITEM NUMBER 15, UPDATE ON STATE ACCOMMODATIONS, TAX AWARDS.
UM, THE STATE ACCOMMODATION STACKS, UH, WE, WE HAVE, UH, WE HAVE RECEIVED ALL OF THE, UH, ALL OF THE, UH, APPLICATIONS WE HAVE RECEIVED 27, UH, THE APEX COMMITTEE,
[00:25:01]
THE STATE APACS TAX COMMITTEE AS HAS YET TO, UM, THAT THE MEAT OF THE 47 APPLICATIONS THEY ASK FOR ABOUT $1.5 MILLION IN SALES.UM, AFTER THAT THEY MEET WITH THE APEX COMMITTEE, THEY WILL, UH, SUBMIT THE RECOMMENDATIONS TO FINANCE, UM, TO DO FOR Y'ALL TO, UH, TO APPROVE THEIR AWARDS.
UM, THAT'S BASICALLY THE UPDATE ON THAT.
QUESTIONS, YOUR COOKOUT COSMIN SOMERVILLE GUY.
UM, I'M A LITTLE BIT CONFUSED.
UM, THE, UH, THE, THE CURRENT CALENDAR YEAR THAT I KNOW THE CVV IS OPERATING ON OR HAS ALREADY STARTED, AND THEY DON'T HAVE THE SOURCES OF FUNDING.
LIKE FOR EXAMPLE, THE HILTON HEAD IS ALL ALTERNATIVE SOURCES OF FUNDING.
UM, AND SO THEY'RE REALLY IN A PICKLE AND THIS IS NORMALLY THE TIME THEY GET THE FUNDING.
AND SO TO, TO HAVE THIS THING DELAYED, LIKE THIS IS REALLY PROBLEMATIC FOR THEM.
I, I DON'T WANT, I'M NOT ASKING FOR SPECIAL TREATMENT FOR ANYBODY, BUT I'M JUST WONDERING, UM, IF WE, BECAUSE WHAT WE'RE ESSENTIALLY DOING, AS I UNDERSTAND IT IS WE'RE CHANGING THE RULES OF ENGAGEMENT MIDSTREAM HERE.
THESE FOLKS HAVE BUDGETED PLANS AND ALL OF A SUDDEN, BOOM, NO CASHFLOW.
SO, UH, LET ME BE ALL ABOUT BEING CLEAR ON WHAT'S GOING ON HERE AND WHY AND WHAT THE TIMEFRAME LOOKS LIKE, BECAUSE THESE PEOPLE ARE REALLY BESIDE THEMSELVES, COUNCILMAN CENTRAL, I BELIEVE THAT'S THE NEXT ITEM ON THE AGENDA.
YEAH, BUT POINT WELL TAKEN, WE WILL GET TO THAT DISCUSSION.
I KNOW THAT I'VE RECEIVED A NUMBER OF EMAILS AND PHONE AND THINGS LIKE THAT.
I'M SURE THAT EVERYBODY ELSE HAS AS WELL.
UM, TO THAT END, ANY, UM, QUESTIONS OR COMMENTS ABOUT THE, WHAT HAS JUST PRESENTED, UH, MAYBE MR. CHAIRMAN, I'M THINKING, UH, I'M TRYING TO RECALL WHAT THE AMOUNT WAS THAT WE HAD SET AS OUR, UM, DISTRIBUTION, WHAT WE WERE GONNA ALLOW TO BE DISTRIBUTED BY THE ACCOMMODATION STACK BOARD.
BASED ON THE BUDGET, UH, JUST, JUST THE AWARDS ARE GOING TO BE $260,000, HAVING THE PROBLEM PROJECTING HOW MUCH APEX MONEY THAT WE'RE ALREADY GET AND BASED ON OUR BUDGET AND, UH, GIVING YOU, UH, CAUSE THE APEX IS VERY CLEAR ON, ON HOW, HOW, HOW IT'S DIVVIED UP.
UM, AND, AND THE, I TAKE INTO ACCOUNT THE FACT.
AND SO BECAUSE THE GENERAL FUND AND SOME OF IT GOES TO THE DEEMOS AND THE, UH, AND THE MARKETING ORGANIZATIONS, UM, YOU KNOW, THE, THE AMOUNT THAT WE HAD LEFT AT THE END OF IT WAS TWO 60.
IF WE GET MORE IN ACCOMMODATION STACKS AND FEAR WITH THAT, WE WILL, UH, WE'LL BE ABLE TO AWARD NEXT MORE NEXT YEAR AND THE 2022.
OTHER QUESTIONS OR COMMENTS? VERY GOOD.
ITEM NUMBER 16 ON THE AGENDA DISCUSSION ON THE RFP FOR STATE AID TAX AND LOCAL AID TAX TO THE DMS AND CHAMBERS.
UM, I'LL TEE THIS UP REAL QUICK, BUT WE HAD VOTED TO REQUIRE THOSE ORGANIZATIONS TO GO THROUGH THE RFP PROCESS.
I BELIEVE THAT WAS LAST MONTH.
UM, THERE'S A LITTLE BIT OF CONSTERNATION OUT THERE BECAUSE EVERYBODY'S IN THE MIDDLE OF THEIR FISCAL YEAR.
AND IF WE ARE TO DO THAT NOW THE RFP PROCESS, THERE'S CLEARLY GOING TO BE, UM, A DELAY IN GETTING THOSE FUNDS TO THOSE ORGANIZATIONS AND THEY ARE CURRENTLY PLANNING FOR, UM, 20, 21.
SO THE QUESTION THEN BECOMES, YOU KNOW, WHAT ARE WE DOING? WHAT DO WE WANT TO DO? UM, SO HEY, AS I HOPE THAT THAT TEES IT UP FOR YOU REALLY NICELY, BUT MA MAINLY THIS IS, THIS IS SPECIAL AND BE LED BY YOU.
I'VE GOTTEN A CALL FROM ROB WELLS AT THE CVB.
UM, THEY HAVE, UH, OBVIOUSLY THEY HAVE THEIR YEARLY BUDGET.
THEY HAD ALREADY PLANNED ON DOING, UH, WITH THE STATE, UH, WITH STATE AND LOCAL APEX FUNDING.
AND, UH, THEY WERE ASKING FOR A LITTLE RELIEF, WHETHER WE COULD, UM, YOU KNOW, GIVE THEM HALF THE YEAR AND, AND, AND AWARDED BASED ON AN RFP FOR THE OTHER HAND, I HAVE NOT BEEN CONTACTED BY ANY OTHER BMO'S OR CHAMBERS.
UM, BUT, BUT HE BROUGHT UP A GOOD POINT THAT THEY HAD ALREADY PLANNED ON SPENDING THIS MONEY, UH, TO HELP TRY AND GET, UM, GET BUSINESS DOWN HERE AND, AND THEY JUST NEEDED TO KNOW, UH, WHAT THEY NEEDED TO DO.
AND I JUST NEEDED GUIDANCE FROM, UH, FINANCE AND, UH, COUNSEL ON HOW TO HANDLE IT.
[00:30:01]
UM, YOU KNOW, MY PERSONAL OPINION IS THAT WE SHOULDN'T DO ANYTHING TO DISRUPT THOSE OPERATIONS, UM, RIGHT NOW, BECAUSE, YOU KNOW, WE ARE IN A PANDEMIC THAT I DO HAVE ISSUES, ESPECIALLY IN THE NORTHERN PART OF THE COUNTY, AS FAR AS BRINGING IN TOURISM.UM, I DON'T THINK THAT WE SHOULD PULL FUNDING OR DELAY FUNDING.
I JUST DON'T THINK IT'S THE RIGHT THING TO DO.
UM, THAT SAID THIS, THIS, THIS RFI RFP PROCESS IS VERY IMPORTANT.
IT'S SOMETHING THAT I THINK WE DO NEED TO IMPLEMENT.
WE SHOULD DO IT IN A TIMELY FASHION, BUT I JUST DON'T KNOW THAT THAT'S AT THIS PARTICULAR MOMENT IN TIME.
UM, SO I'LL, I'LL LEAVE OUT THERE AS FAR AS MY COMMENTS, UM, COUNCILMAN SOMERVILLE AND THEN COUNCILMAN FOILING AFTER.
THANK YOU, MR. CHAIRMAN FOR TEEING THAT UP.
IF MY UNDERSTANDING IS CORRECT THERE, OF COURSE THERE ARE CONTINUING VENDOR AND, UH, OR PROVIDER, AND THEY'RE ALREADY IN, IN A YEAR, THEY'RE ALREADY IN THIS CURRENT, THIS CALENDAR YEAR OR FISCAL YEAR.
AND, UM, AND THEY'RE NOT BEING ESSENTIALLY, THEY'RE NOT BEING PAID FOR IT.
THEY DON'T HAVE ANY FUNDING TO DO WHAT THEY'RE ALREADY DOING.
SO I CAN'T IMAGINE THAT WE ARE, I AGREE WITH THE RFP PROCESS IS CRITICAL, BUT EVEN IF WE, UH, EVEN IF WE THIS HARD, YOU ARGUABLY DON'T REDO THE CVB, WHICH I CAN'T THINK THAT WE'LL HAVE, BUT ASSUMING IT DOESN'T, THERE'S STILL GONNA, WE'RE STILL GONNA HAVE TO PAY HIM FOR HALF A YEAR, I THINK, CAUSE THEY'RE DOING IT ALREADY.
SO I CAN'T THINK WHY WE DON'T WANT TO GO AHEAD AND I BELIEVE YOU SUGGESTED HALF A YEAR OR THAT YOU WOULD SUPPORT A HALF YEAR.
I WOULD ABSOLUTELY SUPPORT THAT AS A BIT OF A THANK YOU.
UM, MS. JANE IN COMPLETE AGREEMENT WITH MR. SUMMERVILLE, HE'S GOT IT EXACTLY CORRECT.
I BELIEVE THAT, UM, UM, I WOULD SUGGEST TO YOU THAT MOST CONTRACTS ARE DOING PAYMENT ON, ON THE LENDING.
UM, IN OTHER WORDS, IF WE, IF WE ASKED FOR A ROAD TO BE PAVED, AS SOON AS WE SIGNED THE PAPERWORK, THAT'S WHEN THE FULL AMOUNT REALLY IS DUE.
SO, UH, YOU KNOW, I WOULD SUGGEST TO YOU THAT, THAT WE PROPER PROPERLY WOULD GIVE THEM THE ENTIRE YEAR, UM, THAT WE'VE CONTRACTED FOR, BUT I CAN UNDERSTAND, UM, WAITING TO SEE HOW EVERYTHING COMES OUT.
LIKE MR. SUMMERVILLE SAID, AT A MINIMUM, WE OWE THEM THE HALF OF A YEAR.
I'M WONDERING WHAT PRECLUDES THAT, WHAT, WHAT IS STANDING IN THE WAY OF THEM GETTING THAT PAYMENT? IS THERE SOME LEGISLATIVE AUTHORITY WE NEED TO PROVIDE TO STAFF SOME DIRECTION IN TERMS OF A VOTE? WHAT DO WE NEED TO DO TO GET THIS BALL, GET THIS CHECK WRITTEN AND THE, THE, THE BALL ROLLING ACE, UH, CALCIUM, THE CASTLE FLOWING THAT THERE'S REALLY NOTHING STANDING IN THE, I GUESS WHAT I'M REALLY WORRIED ABOUT IS, IS IF WE HAD AN RFP AND I HAD ALREADY AWARDED, YOU KNOW, $150,000 AND CVB THE BUFFALO, THE BUFFALO CHAMBER, AND THE 50, THE 50 TO THE DIFFERENT COUNTY, UH, BLACK CHAMBER OF COMMERCE.
AND WE HAD OUR APPEAL, ALL OF A SUDDEN, YOU KNOW, THE I'D WORRY THAT COUNCIL SAID, WELL, WE DIDN'T MEAN TO GIVE THEM THIS MONEY THIS YEAR, AND THEN IT WOULD CREATE PROBLEMS. SO, YOU KNOW, I, I'M JUST WHITNEY AND I ARE TRYING TO FIGURE OUT HOW BEST TO SERVE COUNCIL WITH THIS.
WE JUST NEED Y'ALL TO REALLY WEIGH IN AND LET US KNOW, YOU KNOW, HOW, HOW TO PROCEED GOING FORWARD.
DO YOU NEED TO, DO YOU THINK YOU NEED TO VOTE? I, I IT'S.
I MEAN, I DON'T KNOW IF COUNSEL, WELL, I'LL BE HAPPY TO GIVE HIM A HALF A YEAR.
I'D BE HAPPY TO GIVE THEM A FULL YEAR, OR DO WE WANT TO DO AN RFP FOR THE 20, 21 2010 YEAR? AND THEN WE CAN GET CONTRACTS FOR THOSE? WELL, SURE.
I THINK THAT THE, YOU KNOW, BECAUSE OF THE TIMING OF ALL THIS, I WOULDN'T, I WOULDN'T WANT TO START THE, UM, THE NEW CONTRACTS THAT ARE A RESULT OF AN RFP UNTIL THE NEXT BUDGET CYCLE.
I MEAN, IT JUST SEEMS LIKE WE'RE HEADING TOWARDS THAT DEADLINE OF APPROVAL OF A BUDGET IN JUNE ANYWAY.
UM, SO, YOU KNOW, MR. CHAIRMAN, I WOULD SUGGEST THAT WE PROVIDE HAVE THE FULL YEAR OF FUNDING AVAILABLE, UM, FOR OUR DEEMOS NOW.
I SECOND THAT MOTION, BUT I'D ALSO LIKE SOME DISCUSSION, PLEASE.
THIS IS A DISCUSSION ONLY ITEM.
IT DOESN'T SOUND LIKE WE ACTUALLY NEED A MOTION.
I DON'T THINK ALISON FOR CLARITY, I'LL WITHDRAW MY MOTION.
I AGREE WITH COUNCILMAN FOILING AND COUNCIL SOMERVILLE, I'VE HEARD A LOT FROM, UH, THE BUSINESSES NORRIS'S ABROAD.
THEY'VE BEEN, THEY'VE BEEN, UM, REALLY HURT BY NO GRADUATIONS AT PARIS ISLAND, THE MOTELS AND THE, AND THE RESTAURANTS AND EVERYTHING ELSE.
AND I THINK, UM, I AGREE WITH COUNCILMAN FOILING, IF WE CAN, SINCE THIS IS JUST A DISCUSSION THAT WE GO AHEAD AND, UM, AWARD FOR THE YEAR AND THEN HAVE THE RFP READY TO GO FOR
[00:35:01]
STARTING IN JUNE AND THEN START FRESH.THOSE ARE, WERE GOING TO BE MY EXACT WORDS THAT, UM, TH THEIR BUDGET WAS BASED UPON THE IDEA THAT THEY WERE GOING TO GET THIS MONEY FOR THE FULL YEAR.
UH, SO I THINK IT IS CONDUIT UPON US TO GIVE THEM THE FULL YEAR'S AMOUNT AND DO THE PROCESS OF THE RPA RFB DOWN THE ROAD.
SO I WOULD SUPPORT US GIVING THEM THE FULL YEAR'S DMO MONEY, ANYBODY WHO DOES NOT AGREE WITH THAT, I'D LIKE TO THANK COUNCIL FOR THAT CLARIFICATION.
I JUST DIDN'T WANT TO GO ONE WAY OR ANOTHER WITHOUT FIGURING OUT WHAT THE PROPER WAY THAT JOEL WANTED TO GET.
YEAH, HOPEFULLY YOU ALREADY UNDERSTAND, HOPEFULLY EVERYBODY UNDERSTANDS THE NEED TO HAVE THAT ITEM ON THAT, ON THE AGENDA, UM, TO PROVIDE CLARITY TO STAFF SO THAT WE HAVE THAT DISCUSSION GLAD, AND I PERSONALLY, I WANTED IT ON THERE, JUST SO EVERYBODY KIND OF HAD THE FULL PICTURE AS FAR AS, YOU KNOW, THE QUESTIONS THAT ARE BEING ASKED BECAUSE IT IS IMPORTANT.
AND THE RFP PROCESS IS SOMETHING THAT THAT'LL BE A CHANGE FOR US.
MOVING ON ITEM 17, CAFFER AUDIT DISCUSSION HAYES.
YOU'RE GOING TO GIVE US AN UPDATE AS FAR AS WHERE WE ARE, THE KEFIR AND THE AUDIT AND ALL THAT GOOD STUFF.
WE WERE IN THE MIDDLE OF, UH, I, I AM TRYING TO GIVE, DUMP MY ENTIRE BRAIN INTO LIBBY'S RIGHT NOW AND TRY AND GET HER SPOT UP ON EVERYTHING.
UH, WE, WE, WE HAVE, I'M NOT SAYING THAT WE DON'T HAVE A LOT TO GO.
UH, WE, I HAVE THOUGHT THE ORDER, THEY'RE STILL PLANNING ON COMING IN NOVEMBER AND WE'RE, WE'RE, WE'RE, WE'RE WORKING HARD AND VERY DILIGENTLY AND ON WEEKENDS AND NIGHTS TO GET, UH, GET EVERYTHING BUTTONED UP FOR THE AUDIT.
UM, AND, AND I'M, I'M REALLY HOPING TO HAVE THAT, UH, HAVE THE AUDIT DONE BY DECEMBER 31ST AND HAVE A DRAFT TO YOU ALL BY THEN, WHICH ACCORDING TO THE AUDITOR IS DOABLE, WE JUST HAVE TO GET OUR DUCKS IN A ROW.
DO WE HAVE ANY REASON TO BELIEVE THAT THE AUDIT WILL BE DELAYED AND, OR THE CAFFER WILL BE DELAYED? I CERTAINLY HAVE NOT.
I SECOND THAT WE'RE GETTING OUR FEET ON THE GROUND AND, AND WORKING TOGETHER.
IT'S A LOT OF MOVING PIECES, BUT I WILL GET THERE OUT OF PHASE.
VERY GOOD QUESTIONS OR COMMENTS FROM COUNCIL ON THE STATUS OF THE AUDIT.
UM, UH, IS THE, THE AUDITOR, UM, ARE THEY, WILL THEY BE DOING ANY AUDITING BY VIRTUAL OR THEY'RE GOING TO DO IT IN PERSON? AND I HEARD YOU SAY THEY'RE COMING DOWN IN PERSON THERE, UM, A COUPLE OF, UM, FIRMS THAT ARE DOING THINGS VIRTUALLY.
I DON'T KNOW HOW WELL THAT WOULD WORK, BUT I JUST, HIM THE QUESTION, THAT'S ALL, UM, COUNSEL AND I HAVE TALKED TO HIM, I THINK THEY'RE GOING TO TRY AND DO AS MUCH OF IT, NOT IN DEFER AS THEY POSSIBLY CAN, JUST BECAUSE OF THE COVID CONCERNS.
UM, AND WE'LL SEE HOW THAT GOES.
HOPEFULLY THAT WILL NOT, UM, HOPEFULLY THAT THAT'LL BE EASIER FOR US TO DO IT.
UM, BUT THAT'S, THAT'S HOW WE'RE PLANNING ON PROCEEDING.
UM, NUMBER 18, UPDATE ON CARRY OVER BUDGET 2021 EXPENDITURES.
WHERE ARE WE WITH SOME OF THOSE ITEMS THAT WE CARRY IT OVER FROM SPORTING 20 MINUTES 20? SO THE, THE EASIEST THEY, UH, HER CHILD EASIEST THING TO DO IS, IS I HAVE THE CARRY OVER BUDGET, WHICH ALL PRAISED, UH, THERE'S A SCHEDULE IN YOUR, IN YOUR, UH, IN YOUR AGENDA, UM, THAT HAS THE CARRY OVER AMOUNT ON THE LEFT COLUMN.
IT HAS THE AMOUNT EXPENDED IN THE MIDDLE COMMENT COLUMN, AND IT HAS THEIR MAIN BALANCE IN THE FAR RIGHT COLUMN.
SO AS A FEW DAYS, UH, Y'ALL, Y'ALL HAD A PRIVILEGED CARE OF A BUDGET OF ROUGHLY 2.1 MILLION.
UH, SO FAR WE HAVE SPENT, UH, $400,437,000 WITH THE REMAINING OF, OF 1.6 MILLION.
UM, SOME OF THESE, UH, LIGHTENING STORM WATER STUFF TAKES A LITTLE BIT OF TIME.
UH, THEY GET IN THERE, THEY'RE STILL HAVING TROUBLE GETTING VEHICLES, UH, FINDING VEHICLES AND GETTING THEM IN.
UM, AND, AND, AND THEN THE DNA LAB IS, IS, IS UP AND RUNNING.
UM, BUT, BUT YEAH, TH THEY'RE THEY'RE, THEY'RE TRYING TO SPEND IT, UH, AS, AS CAN BE SEEN.
AND IF IT IS IN PLACES, UH, THE FINANCE
[00:40:01]
COMMITTEE, I'D BE HAPPY TO GIVE THIS, UH, UPDATE ON THIS REPORT, UH, IN OUR FOLLOWING MEETINGS.SO Y'ALL CAN KNOW EXACTLY WHERE WE ARE.
UM, I'M GOING TO PREEMPT COUNCILMAN FASMAN AND ASK ABOUT THE DNA LAB, BECAUSE WHAT I SEE ON HERE IS THAT THERE HAS BEEN NO FUNDS EXPENDED.
WE KNOW WHAT'S GOING ON WITH THAT.
WELL, TH TH THERE'S A, THE, THE, THE FUNDS EXPENDED DOESN'T MEAN THAT THEY'RE THE WRECK, THAT THEY DON'T HAVE A REQUISITION.
AND THE PO I THINK A LOT OF THESE ITEMS, I HAVEN'T EXPENDED AS, AS HARD EXPENDITURE, NOT AS THEY WERE A REQUISITION, THAT'S BEEN A CHAIR.
UM, UM, THEY, THEY, THEY HAVE, IF I HAVE A VERY, CERTAINLY CORRECT NOW, THE DNA LAB EXPANSION HAS THE REQUISITIONS AND THEY'RE MOVING FORWARD WITH IT.
UM, QUESTIONS, COMMENTS FROM COUNCIL OFTEN BY GROUP 10.
UH, THANK YOU FOR THAT UPDATE.
UM, NUMBER 19 DISCUSSION ON REAL LIFE SAVINGS DUE TO PANDEMIC.
THIS CAME OUT OF THE QUESTION THAT I HAD WATCHING A SCHOOL BOARD MEETING PROBABLY A MONTH OR TWO AGO, WHERE THEY STATED THAT THEY HAD SOME SAVINGS JUST FROM THE PANDEMIC DUE TO, UM, I GUESS YOU WOULD SAY LOWER OPERATIONS.
AND SO THE QUESTION THEN IS, DO WE HAVE ANY SAVINGS, UM, IN OUR WORLD ARE RELATED TO DECREASED OPERATIONS DUE TO THE PANDEMIC.
AND MY UNDERSTANDING IS WE ARE GOING TO GET AN UPDATE ON THAT MAYBE POSSIBLY, HOPEFULLY, UM, I'LL TAKE THIS ONE.
UM, I JUST, I ACTUALLY DID REACH OUT TO MS. CROSBY, UM, JUST SO A, I CAN TOUCH BASE WITH HER AND INTRODUCE MYSELF, BUT WE, SO THAT I COULD FIND A LITTLE BIT MORE ABOUT YOUR PARTICULAR INQUIRY.
UM, AND SHE WAS VERY HELPFUL IN PROVIDING SOME INFORMATION ON WHAT SHE ATTRIBUTED TO CROSS SAVINGS.
UM, AND LARGELY AS YOU CAN IMAGINE, BECAUSE THE SCHOOLS CLOSED AND INSTRUCTION WAS, UM, FROM WHAT I UNDERSTAND, UM, IN HOME ONLY, AND VIRTUAL ONLY, THEY WERE ABLE TO COMPLETELY CLOSE THEIR FACILITIES FOR THE REMAINDER OF THE SCHOOL YEAR.
UM, AND FROM WHAT MS. CROSBY SHARED WITH ME, UM, MANY OF THEIR ACTIVITIES SUCH AS SPORTS, UM, AND THOSE TYPES OF THINGS WERE DISALLOWED OR RATHER DISCONTINUED FOR THE REST OF THE YEAR AS WELL.
SO HAVING PUT A FREEZE ON, OR RATHER DEFERRING EXPENDITURES THAT NORMALLY WOULD HAVE OCCURRED, UM, THE LAST PART OF THE SCHOOL YEAR RELATING DIRECTLY TO, UM, ATHLETICS, OR IF NOT RELATED DIRECTLY TO INSTRUCTION, UM, IT WAS ABLE TO PROVIDE SUBSTANTIAL SAVINGS FOR THE SCHOOL YEAR.
UM, AND ADDITIONALLY FACILITY SAVINGS FOR THINGS LIKE UTILITIES WERE REALIZED AS WELL.
UM, AND MS. CROSBY TOLD ME THAT THEIR BIGGEST MONTH IS NORMALLY THE MONTH OF JUNE, UM, AND BEING CLOSED THAT MONTH, UH, GREATLY CONTRIBUTED TO THE SAVINGS THAT THEY HAVE REALIZED.
NOW, HOW DOES THAT PERTAIN TO THE COUNTY? UM, MY, MY QUICK ANALYSIS OR QUICK THOUGHTS ON THAT IS THERE MAY BE SOME OVERLAP IN SAVINGS IN TERMS OF FACILITIES USAGE, SINCE WE, UM, OR PRIOR TO MY STARTING, YOU GUYS WERE, UM, ONLY PARTIALLY CLOSED OFF TO THE PUBLIC, BUT STILL HAD A MIX OF STAFF, UM, IN OFFICE AND VIRTUAL.
UM, SO I THINK THERE'S PROBABLY SOME SAVINGS THERE.
I DO NOT YET HAVING HARD FIGURE TO PROVIDE TO YOU.
UM, BUT I AM WORKING ON THAT AND I HOPE TO HAVE A MUCH MORE DETAILED ANALYSIS AT THE NEXT MEETING.
UM, I AM, AS HAYES MENTIONED BEFORE, GETTING UP TO SPEED, UM, LEARNING YOUR SYSTEMS AND, UH, ALL OF YOUR PROCESSES IN PLACE AND LEARNING TO CONTACT OR A DIFFERENT PIECES OF INFORMATION.
SO I REALLY HOPE TO GIVE YOU A MORE COMPREHENSIVE, UM, REVIEW AT THE NEXT MEETING, IF YOU DON'T MIND, UM, ALLOWING ME A LITTLE EXTRA TIME TO PUT THAT TOGETHER FOR YOU.
ABSOLUTELY APPRECIATE THAT UPDATE QUESTIONS OR COMMENTS FROM COUNCIL.
IF I COULD, UH, YOU KNOW, I DON'T SEE WHITNEY THAT THERE'S GOING TO BE THAT MUCH OF A SAVINGS.
IT WOULD BE VERY, VERY MINIMAL IN, IN THE LINE OF LIKE 5% ON LIKE, UH, AIR CONDITIONING COSTS, YOU KNOW, BEING DECREASED.
IT'S NOT GOING TO BE THAT MUCH FOR YOU, TWO LOCATIONS, MAYBE A LITTLE BIT OF GAS SAVINGS PEOPLE WEREN'T TRAVELING COUNTY EMPLOYEES, WEREN'T TRAVELING TO HILTON HEAD TO DO X OR, YOU KNOW, THESE KINDS OF THINGS.
SO I, I ASSUME IT'S GOING TO BE REALLY MINIMAL.
UM, I'M TRYING TO THINK OF ANYTHING BIG THAT WE, YOU KNOW, LIKE SOME MAJOR THING THAT GOT DELAYED AND I, I, I, I REALLY DON'T SEE ANYTHING.
[00:45:01]
WE MAINTAINED COUNTY OPERATIONS.WE DIDN'T HAVE INTERACTIONS WITH THE PUBLIC.
I JUST DON'T THINK YOU'RE GOING TO FIND MUCH OVERTIME.
I THINK ANYBODY WHO WORKED OVERTIME THEY'LL GONNA WORK OVERTIME, YOU KNOW, LIKE IN THE REGISTER OF DEEDS AND THE CLERK COURT'S OFFICE, WE'RE STILL HAVING TO DO OVERTIME.
I DON'T KNOW ABOUT, I'M SURE THE TREASURER'S OFFICE HAD SOME OVERTIME EXPENSE, OTHER QUESTIONS OR COMMENTS FROM COUNCIL.
THANK YOU, BRITTANY, FOR THAT UPDATE.
AND WE'LL LOOK FORWARD TO NEXT MONTH, POSSIBLY HAVING AN ADDITIONAL UPDATE.
ITEM NUMBER 20 CONSIDERATION OF THE REAPPOINTMENT OF DAN HEARN AND THE APPOINTMENT OF THOMAS SHE HAND TO THE AIRPORT'S BOARD.
MOTION BY COUNCILMAN
REAPPOINTMENTS DO WE HAVE AN OBJECTION? OKAY.
UM, NOW WE HAVE A NEED TO GO INTO EXECUTIVE SESSION FOR THE PURPOSE OF LAND, FOR THE PURPOSE OF A LAND ACQUISITION PROPOSAL TO RURAL AND CRITICAL LANDS PROGRAM PROJECT 2020 A, WE MAY HAVE SOME MATTERS ARISING OUT OF EXECUTIVE SESSION.
SO WE WILL BE BACK IN THE EVENT THAT WE DO.
WE'VE ALSO GOT CITIZEN COMMENT THEREAFTER.
UM, I NEED A MOTION, SOME OF THIS CHAIRMAN MOTION SECONDED BY ALL RIGHT.
UH, SARAH, PLEASE JUST LET US KNOW WHEN WE ARE IN EXECUTIVE SESSION.
UM, WE ARE COMING BACK FROM EXECUTIVE SESSION.
WE JUST COST THE LAND ACQUISITION PROPOSAL TO RAW RURAL AND CRITICAL LANDS PROJECT 2020.
SO WE HAVE A MOTION ARISING OUT OF EXECUTIVE SESSION.
MR. CHAIRMAN, I'D LIKE TO MAKE A MOTION THAT WE ADD $12,500 TO OUR ORIGINAL PROJECT THAT I DON'T KNOW WHAT THE NUMBER IS.
THIS ONE IS MARKED PROJECT 2020 A, AND IT BASICALLY RELATES TO AN ADDITIONAL $12,500 EXPENSE BECAUSE OF RECALCULATION OF SOME, UH, PERCENTAGES OF INTEREST, UM, TO A PURCHASE WE DID DID IN 2019.
I BELIEVE MAYBE IT WAS 2020 EARLIER.
DO YOU REMEMBER? I THINK IT WAS 20, 2120.
I'D LIKE TO SECOND THE MOTION.
NOW WE HAVE A MOTION BY COUNCILMAN FLOWING, SECONDED BY COUNCILMAN OUR, WITHOUT OBJECTION, WE WILL APPROVE THIS ITEM.
DO WE HAVE ANY OBJECTIONS? VERY GOOD.
AND IT'S APPROVED FOR THE RECORD, MR. CHAIRMAN.
WE'RE GOING TO TRY TO VOTE FIRST READING AT THE, UH, AT THE COUNCIL MEETING A LITTLE BIT LATER ON TODAY AND WE'LL SEE WHETHER OR NOT WE CAN GET IT YET.
LAST ITEM ON THE AGENDA, CITIZEN COMMENTS, OR DO WE HAVE ANY CITIZEN COMMENTS RELATIVE TO THE FINANCE COMMITTEE, SIR? I HAVEN'T RECEIVED ANY VERY GOOD NOR HAVE I, HAS ANYBODY RECEIVED ANY CITIZEN COMMENTS FOR FINANCE? VERY GOOD.
UH, WE WILL ADJOURN THIS MEETING ON TIME WITH ONE MINUTE TO SPARE AND KEPT THE FLOWING.
YOU CAN START ON TIME ALMOST, MAYBE PRETTY CLOSE OUT.
UM, THAT'S THAT REALLY IS GREAT.
WE'LL GO AHEAD AND START THE PUBLIC FACILITIES MEETING AT, UM, THREE OH FIVE.

IF YOU'D LIKE A DVD OF THIS PROGRAM WAS CHURCH OR THE OLD SHELDON RUINS WAS BURNED BY BRITISH TORIES DURING THE AMERICAN REVOLUTION IN 70 FASCINATES PEOPLE IN 79, PRINCE WILLIAM PARISH LAY IN RUINS UNTIL 1826, CHARLES FRAZIER, THE FAMOUS LOW COUNTRY ARTISTS PAINTED A PICTURE OF IT IN 1819 AFTER IT WAS RESTORED TO USE AND SERVICES IN 1826, HE CAME AND LOOKED AT IT AND HE SAID, MY GOD, THEY'VE TAKEN A BEAUTIFUL RUIN AND TURNED IT INTO AN UGLY CHURCH.
SO THE UNION ARMY AND THE EVENTS OF THE CIVIL WAR RESTORED IT TO A BEAUTIFUL RUIN.
WE THOUGHT FOR MANY YEARS, THAT PRINCE WILLIAM PARISH CHURCH HAD BEEN BURNED BY SHERMAN'S FORCES AS THEY MARCHED THROUGH THIS DISTRICT.
THAT TURNS OUT NOT TO BE TRUE.
THE CHURCH WAS INTACT AFTER THE CIVIL WAR AND WAS DISMANTLED BY LOCAL FOLKS WHO USE THE PARTS OF THE CHURCH TO BUILD THEIR HOMES AND BARNS.
AND SO THE WOOD BASICALLY WAS TAKEN OUT.
THE ROOF, FELL IN THE CHURCH, BECAME A RUIN AND WAS IN DISUSE UNTIL MODERN TIMES.
IT HAS REMAINED AS CHARLES FRASER SET A BEAUTIFUL AND ENTICING RUIN.
