[7.a. Town Administration Update – Joshua A. Gruber, Deputy Town Manager]
REPORT THE TOWN MANAGER MR. GRUBER. THANK YOU, MR. MAYOR.>> TWO ITEMS THAT I WANT TO COVER THIS AFTERNOON. FIRST IS WE HAD TWO NEW SENIOR MEMBERS OF STAFF BEGIN THEIR EMPLOYMENT WITH THE TOWN EARLIER THIS WEEK.
WE'RE VERY EXCITED TO BE ABLE TO BRING THEM ON BOARD. THE FIRST IS MR. BRANT LAVENDER WHO IS GOING TO BE FILLING THE ROLE OF OUR NEW TECHNOLOGY AND INNOVATION DIRECTOR POSITION.
BRANT HAS A B.S. IN BUSINESS ADMINISTRATION FROM MERCER UNIVERSITY.
HE'S A CERTIFIED GOVERNMENT CHIEF INFORMATION OFFICER, A CERTIFIED PUBLIC MANAGER AND A GRADUATE OF THE LOCAL GOVERNMENT CHIEF INFORMATION OFFICER PROGRAM AT THE CARL VINSON INSTITUTE OF GOVERNMENT AT THE UNIVERSITY OF GEORGIA. HE IS MOST RECENTLY COMING TO US FROM MACON BIBB COUNTY WHERE HE OVERSAW THE COMBINING OF THE I.T. DEPARTMENTS OF THE CITY OF MACON AND BEEN COUNTY INTO ONE UNIFIED FIDE I.T. DEPARTMENT.
AND HE HAS WELL OVER 30 YEARS OF EXPERIENCE IN THE I.T. FIELD AND AS A SIDE NOTE, HE WAS BORN
IN BROOKLYN, NEW YORK. >> THE SECOND PERSON IS MISS DIANE BUSH.
SHE STARTED THIS WEEK AS OUR NEW STAFF ATTORNEY. DIANE IS A GRADUATE UNIVERSITY OF DELAWARE WITH A BACHELOR OF ARTS IN ENGLISH AND HISTORY RECEIVED HER JURIS DOCTORATE
[00:05:02]
FROM THE WALTER F. GEORGE SCHOOL OF LAW AT MERCER UNIVERSITY AND WAS FIRST ADMITTED TO THE GEORGIA BAR IN MAY OF 1988. DIANE HAS PREVIOUSLY SERVED IN ROLES AS THE CHIEF JUDGE FOR THE CITY WOODSTOCK, GEORGIA. THE ASSOCIATE JUDGE FOR THE CITY OF MARIETTA, GEORGIA. THE CHIEF SOLICITOR FOR THE CITY OF WOODSTOCK AND THE ASSISTANT SOLICITOR FOR COBB COUNTY SOLICITOR GENERAL IN GEORGIA AS WELL AND AGAIN HAS WELL OVER 30 YEARS OF EXPERIENCE IN LEGAL PRACTICE IN LOCAL GOVERNMENT WERE ALLOWED TO VARY BOTH OF THESE INDIVIDUALS ON BOARD. AND WHEN WE DO HAVE AN OPPORTUNITY TO MEET IN PERSON AGAIN, WE'LL CERTAINLY MAKE AN OPPORTUNITY FOR THEM TO MEET YOU SO YOU CAN PUT A NAME WITH A FACE THIS AFTERNOON. WE ALSO WANT TO TAKE THE OPPORTUNITY TO RECOGNIZE SOMEBODY WHO REALLY NEEDS NO INTRODUCTION.I'M SORRY. YOU KNOW WE'RE DOING THAT. THAT'S OKAY.
YEAH, THAT'S GOING TO COME AFTER THIS. THIS I THINK THIS PART OF .
BUT WE WANT TO TAKE AN OPPORTUNITY TO RECOGNIZE STEVE AND A LOT OF THE ACCOMPLISHMENTS AND THE THINGS THAT HE HAS DONE OVER THE YEARS .
AND SO I WANT TO FIRST TURN THE PRESENTATION OVER CHIEF TAGALOG.
THERE IS GONNA SAY A FEW WORDS ABOUT STEVE'S TIME IN SERVICE TO THE CFA I AND THE CPS E.
>> GOOD AFTERNOON EVERYONE. >> AND YEAH, WE HAVE A COUPLE OF SPECIAL GUESTS THAT I WILL INTRODUCE IN JUST A SECOND. BUT JUST A QUICK BACKGROUND ON STEVE'S TIME AS A COMMISSIONER FOR THE CENTER FOR PUBLIC SERVICE EXCELLENCE. THEY'RE AN ORGANIZATION THAT IS THEY DEFINE THEIR MISSION AS WORKING TO HELP IMPROVE FIRE AND EMERGENCY SERVICES THROUGH A CONTINUOUS IMPROVEMENT MODEL. AND THEY DO THAT BOTH AT THE DEPARTMENT LEVEL AND THROUGH CFA WHICH IS THE COMMISSION ON FIRE ACCREDITATION INTERNATIONAL AND ALSO THE COMMISSION ON PROFESSIONAL AND CREDENTIALING WHICH IS INDIVIDUAL PROFESSIONAL DEVELOPMENT. STEVE'S BEEN A PART OF THIS TEAM FOR FOUR YEARS AND I WOULD LIKE TO TAKE THIS TIME TO INTRODUCE STEVE STEVE WORTH, THE COMMISSION CHAIR FROM CALGARY, CANADA. AND CARL BRISTOW, THE PROGRAM DIRECTOR FOR MARILYN.
>> STEVE, WILL YOU MEET MUTED? I'M DOING GREAT. THIS IS A SURPRISE TO HAVE YOU GUYS LEARN. BUT WE'RE GLAD IT WAS A SURPRISE BECAUSE THAT'S EXACTLY
WHAT WE INTENDED IT TO BE. >> CHIEF TODD LOCKE, THANK YOU SO MUCH FOR THAT INTRODUCTION.
I'M SO HAPPY TO BE ABLE TO DROP INTO THIS MEETING VIRTUALLY. I JUST SAY THANK YOU, STEVE, FOR YOUR TIME AS A CMA REP ON THE COMMISSION FOR FIRE ACCREDITATION INTERNATIONAL AS AS CHIEF TODD LUX AS I'VE GOT THE FBI PROGRAM DIRECTOR FROM THE CENTER FOR PUBLIC SAFETY EXCELLENCE WITH ME AS WELL TODAY. AND I KNOW I ALWAYS ENJOYED WHEN YOU WERE ON THE BOARD AND I SERVED FOR A WHILE I THINK AS A FELLOW COMMISSIONER I THINK YOU WERE ON THERE FOR SIX YEARS BUT I'M NOT SURE CHIEF TODD LOCKE SAID FOR WE'RE NOT GOING TO SPLIT HAIRS TODAY WHATEVER IT WAS, IT WAS A GOOD COMMITMENT OF TIME TO THAT MISSION THAT CHIEF TODD LOCKE MENTIONED IN TERMS OF FOSTERING THE MODEL OF CONTINUOUS IMPROVEMENT IN THE FIRE SERVICE INTERNATIONALLY ACTUALLY AND DOING NOT BY PEER REVIEW AND ALWAYS WITH WITH A MODEL OF RAISING THE BAR HIGHER EVERY TIME WE WE REVIEW THE MODEL AND OF COURSE WE'RE ON NOW THE 10TH EDITION OF THAT MODEL AND THAT'S EXACTLY WHAT'S HAPPENED WITH THAT. WE'VE RAISED THE BAR A BIT HIGHER IN LIGHT OF THE ENVIRONMENT AND NEW CHALLENGES THAT FACE THE FIRE SERVICE. BACK TO YOU, STEVE.
I ALWAYS ENJOYED YOUR YOUR LINE OF QUESTIONING FOR AGENCIES, YOUR WELCOMING AS WELL.
BOSTON YOU KNOW, CITY COUNTY, TOWNSHIP OFFICIALS AND YOUR ABILITY TO QUESTION ON SIDES OF THE BUSINESS THAT PERHAPS THE FIRE CHIEFS AREN'T AS STRONG ON AND TO WISH YOU WELL IN YOUR RETIREMENT AND HAVE YOU THINK ABOUT, YOU KNOW, HOW MANY AGENCIES THE COMMUNITIES YOU'VE MADE A DIFFERENCE TO WITH THE WORK THAT YOU'VE DONE AND THAT EVERY ONE OF THOSE AGENCIES WENT AWAY AS A BETTER AGENCY FROM THE CIA, THE CFA I PROCESS WHICH MEANS BETTER SERVICE TO THEIR COMMUNITIES. I KNOW ONE OF THOSE COMMUNITIES OF COURSE IS HILTON HEAD.
SO YOU'VE SERVICED YOUR OWN COMMUNITIES THROUGH THAT SAME PATH.
KARL I DON'T KNOW IF YOU WANTED TO ADD ANYTHING. CERTAINLY I I HOPE WE CAN STAY IN TOUCH. I WISH YOU ALL THE BEST FOR YOUR RETIREMENT.
THANKS AGAINST THE STEVE AS YOU'VE BEEN PRIVILEGED TO OVER THE YEARS AS COMMISSIONER AS PART OF THE COMMISSION, YOU KNOW WE THE WAY YOU REALLY THANK VOLUNTEERS RECOGNIZE THEM FOR THE WORK THEY DO AND YOU'VE BEEN VERY MUCH A HELP WITH THAT .
>> I THINK YOU'RE ONE OF THE FEW COMMISSIONERS THAT HAVE EVER GONE OUT ON A SITE VISIT TO OBSERVE TO GO OUT WITH WITH WHAT YOUR ARMY IS. GO OUT WITH THEM AND ACTUALLY SEE WHAT'S GOING ON AND WOULD YOU REALLY OPEN YOUR EYES AND HELPED SHAPE I THINK THE
[00:10:05]
PROCESS AND THE MODEL OVER THE LAST FOUR TO SIX YEARS. SO I WANT TO SAY THANK YOU TO AND I APPRECIATE OUR OUR FRIENDSHIP THAT WE'VE HAD OVER THE YEARS EVEN THOUGH WE DIDN'T REALLY REALIZE IT UNTIL WE GOT TOGETHER ON THE COMMISSION. BUT IT CERTAINLY WAS A LOT OF HELP AND I KNOW BRAD HAS BENEFIT OF BENEFITED FROM THIS GREATLY.BRIAN, HE'LL WANT ME TO PASS ALONG BECAUSE WE JUST DID HIS YESTERDAY AND WANT ME TO PASS ALONG. THANKS AS WELL. AND CORSI YOU KNOW WHAT HE HAD TO SAY. YOU STILL SCREWED UP. YOU DIDN'T HIRE EITHER ONE
OF US WHEN WE INTERVIEWED FOR YOU. >> SO I GUESS THAT'S A WAY THAT IT'S ALL GOOD. BUT THANK YOU SO VERY BRAD'S GOT THE GIFT THAT WE WANT TO
PROVIDE YOU AND YOU'LL GET THAT TO YOU. >> I HOPE YOU'RE FEELING BETTER. I HEARD YOUR LITTLE UNDER THE WEATHER AND I DON'T BLAME US
FOR GETTING INTO YOUR MEETING. WE HAD A LOT OF HELP. >> SO YOU TAKE CARE OF YOURSELF. THANK YOU VERY MUCH. APPRECIATE IT VERY MUCH.
TAKE CARE, STEVE. ALL OF US, THANK YOU. HAVE A GREAT MEETING, FOLKS.
TAKE CARE. THANK YOU ALL VERY MUCH. CHIEF, YOU.
YOU'RE WELCOME. ALL RIGHT. >> NEXT WE WANTED TO INTRODUCE MR. STEVE WELLMAN WITH THE HERITAGE FOUNDATION. LIKE TO MAKE A COUPLE WORDS
STEVE. >> STEVE YEAH. THERE IT IS.
SORRY. THANK YOU EVERYBODY. >> OH YEAH.
THANK YOU. THANK YOU SO MUCH, EVERYBODY AND HAPPY HOLIDAYS.
BUT STEVE, THANK YOU. CONGRATULATIONS. YOU HAVE NO IDEA WHAT YOUR SUPPORT TO ME PERSONALLY AND PROFESSIONALLY INTO THE HERITAGE CLASSIC FOUNDATION HAS BEEN INCREDIBLE. BUT FIRST AND FOREMOST, YOUR YOUR VISION, YOUR LEADERSHIP OF THIS COMMUNITY IS WHAT SETS YOU APART. THIS COMMUNITY APART THAN ANY OTHER COMMUNITY AND IN THE COUNTRY. I WISH WE WERE ABLE TO SEE EACH OTHER TODAY. BUT I WANT TO LET YOU KNOW THAT THE SUPPORT OF THE TOURNAMENT I GO BACK AND THINK A LITTLE BIT OF 2010 AT 11:00 WHEN WE HAD SOME DIFFICULTIES.
YOU WERE THERE TO HOLD MY HAND AND SUPPORT US AND YES IS THE ANSWER WHAT WAS THE QUESTION? AND WE WERE ABLE TO WORK THROUGH SOME THINGS TOGETHER. I THINK BACK I'M GETTING SHOEBOX TALKING ABOUT THESE THINGS AND PLEASE KNOW I'M BEING A HUSKY PETITE.
I COULD GET A LITTLE EMOTIONAL HERE. AND KNOWING THAT I'VE KNOWN YOU FOR A LITTLE OVER 30 POUNDS I MEAN EXCUSE 30 YEARS BUT THAT'S ANOTHER STORY.
BUT I THINK IN 2015 WHEN WE LOST ALL OF OUR PARKING LOTS YOU WERE MY FIRST PHONE CALL AND IT WAS WHAT CAN WE DO TOGETHER AND WHAT CAN WE DO TO MAKE THIS HAPPEN?
>> I THINK BACK IN 2018 WHEN YOU CALLED ME AFTER THAT STORM ROLLED THROUGH ON A FRIDAY AND IT WAS LIKE DO YOU NEED SOME EQUIPMENT? IS THERE ANYTHING WE CAN DO? WHAT CAN WE DO TO HELP? IT'S THAT KIND OF SUPPORT OF THIS COMMUNITY, NOT JUST THE HERITAGE CLASSIC FOUNDATION IN THE TOURNAMENT THAT SET YOU APART FROM ANYBODY ELSE.
I'M HONORED TO HAVE KNOWN YOU AND I GOT TO KNOW YOU THROUGH THE BUSINESS WORLD.
BUT I I'M MORE FORTUNE AND MORE LIKELY TO BE ABLE CALL YOU A GREAT FRIEND AND YOU HAVE NO IDEA HOW MUCH THE SUPPORT AND FRIENDSHIP OF TO ME TO THIS TOURNAMENT TRULY MEANS.
BUT ON BEHALF OF THE HERITAGE CLASSIC FOUNDATION, SIMON FOUNDATION AND THE TRUSTEES.
WE'D LIKE TO PRESENT YOU WE HAVE A SIZE 40 TO 40 TO REGULAR FOR YOU.
BUT WE HAVE A JACKET FOR YOU THAT WE'D LIKE TO GIVE TO YOU. WELL, YOUR SUPPORT OF THE TOURNAMENT AND THIS COMMUNITY OF FOR 30 PLUS YEARS AND I KNOW YOU'RE NOT GOING ANYWHERE.
WE'VE GOT A QUIET PLEASE SIGN WAITING FOR YOU TO HOLD 15 IF YOU WANT TO JOIN US.
I WISH YOU ALL THE BEST HEALTH FAMILY FRIENDS AND I'M FORTUNATE TO BE ABLE TO CALL YOU A GREAT FRIEND AND STAY SAFE. HAPPY HOLIDAYS TO YOU AND I LOOK FORWARD TO PRESENTING THIS JACKET TO YOU IN PERSON HERE REAL SOON.
THANK YOU. >> THANK YOU. THANK.
SO STEVE, THANK YOU SO MUCH. THAT'S GOING TO BE A HARD ONE TO FOLLOW THE PRESENTATION OF PLAN JACKET. BUT WE DID HAVE A COUPLE OF STAFF MEMBERS THAT DID WANT TO SAY A FEW WORDS. SO I'M GOING TO GO DOWN THE LINE HERE.
WHEN WE GO TO SCOTT, GET FIRST THERE HE IS THERE. >> GOOD AFTERNOON.
I GUESS I WOULD ECHO STEVE'S COMMENTS IN THAT GOSH, I WISH THIS COULD BE AN IN-PERSON SETTING TO TRYING TO DO THIS BUT WE'LL MAKE THE MOST OF IT HERE VIRTUALLY AS SOME OF YOU
[00:15:03]
KNOW, I'VE HAD THE FORTUNE TO WORK WITH STEVE HERE THROUGH THE VAST MAJORITY OF MY TIME WITH THE TOWN AND HAVE BENEFITED FROM HIS EXPERTISE VIRTUALLY EVERY DAY FOR YEARS.I KNOW THAT HE HAS BEEN LOYAL AND COMMITTED TO NOT ONLY STAFF BUT ALL OF THE ADMINISTRATIONS THAT HE HAS SERVED. HE SEEMED TO ESTABLISH A LEVEL OF MUTUAL TRUST AND CONFIDENCE AND GOODWILL WITH ALL OF THEM. AND OF COURSE AS A RESULT I THINK EVERYBODY BENEFITED.
CLEARLY STAFF BENEFITED AND NO DOUBT THERE HAS BEEN THE OCCASIONAL BUFFETING THAT STEVE HAS WITHSTOOD TO THE BENEFIT OF STAFF HERE OVER THE YEARS. STEVE, AS THE MANAGER I WOULD SUGGEST THAT YOU HAVE SIMPLY CHALLENGED US TO BE GOOD PUBLIC SERVANTS.
YOU CREATED AN ENVIRONMENT HERE THAT WAS CONDUCIVE TO SELF MOTIVATION ONE WHERE WE EACH COULD APPRECIATE AND TAKE SATISFACTION AND FIND VALUE IN THE MISSION AND OUR ROLES WHATEVER IT MAY BE WITHIN THE EXECUTION OF THAT MISSION. YOU ALWAYS STRESSED THAT OUTCOMES WERE IMPORTANT AND I THINK EACH OF US HAVE HAD AN OPPORTUNITY HERE TO EXCEL AND HELP OTHERS EXCEL UNDER YOUR TUTELAGE YOU ALWAYS SEEMED TO KNOW WHEN IT WOULD BE BEST TO CHAMPION FOR STAFF OR TO BE OUR CRITIC. YOU ALSO SEEMED TO KNOW WHEN THE TIME WAS RIGHT TO BE SPECIFIC OR GENERAL IN YOUR GUIDANCE WHETHER IT WAS TIME TO BE AUTHORITATIVE OR TO BE DELEGATED IN THE STANDS THAT YOU MAY TAKE.
YOU SET THE STANDARD IN PROFESSIONAL REALLY FOR ALL OF US.
I ALWAYS VERY MUCH GOT THE SENSE THAT YOU SIMPLY ENJOYED YOUR WORK THAT YOU VALUED AND CARED FOR STAFF, THAT YOU WERE CONFIDENT IN OUR ABILITIES. I ALWAYS GOT THE SENSE THAT YOU RESPECT THE ELECTED OFFICIALS THAT YOU APPRECIATED THE EFFORTS OF EVERYBODY THAT WAS INVOLVED IN THE PUBLIC WORK THAT WE DO HERE. I THINK THAT YOU RELISH THE CHALLENGE OF DOING GOOD WORK AND I THINK BY ANY STANDARD THROUGH YOUR TIME THAT'S EXACTLY WHAT YOU HAVE DONE HERE FOR THIS COMMUNITY. ALL RIGHT.
SEE YOU PERSONALLY. THANK YOU FOR YOUR ROLE IN MAKING THIS COMMUNITY THIS ORGANIZATION WHAT IT IS. I'M DEEPLY APPRECIATIVE BOTH PERSONALLY AND PROFESSIONALLY BY YOU AND MARY JO. YOUR FAMILY REALLY NOTHING BUT THE BEST.
THANK YOU SO MUCH. >> THANK YOU, SCOTT. THAT'S VERY KIND OF YOU.
OK, COME IN THAT WAY. HERE YOU GO. ALL RIGHT.
NEXT LET'S GO TO CHIEF TETLOCK . >> GOOD AFTERNOON AGAIN.
VERY GOOD COMMENT. GOD, I AGREE TOO WITH A RETIREMENT LIKE THIS IN THE YEARS OF SERVICE. THERE'S ALWAYS A FEW STORIES AND I WON'T I WON'T BE LONG.
BUT YOU KNOW, STEVE BECAME TOWN MANAGER NOT LONG AFTER THE FIRE DEPARTMENTS MERGED FROM TWO DEPARTMENTS INTO ONE AND THEY TOOK OVER S. WHICH BACK IN THE EARLY 90S WE WERE ONE OF THE FEW MUNICIPALITIES THAT TOOK OVER AND RAN PARAMEDIC LEVEL E MASS.
AND I CAN SAY FROM THE HISTORY OF BEING WITH THE DEPARTMENT THAT LONG HE'S ADVOCATED ADVOCATED FOR US TO ENCOURAGE US. AND HE SET HIGH PROFESSIONAL STANDARDS WERE WHICH LATER ON AS HE JOINED THE COMMISSION HE WAS ALREADY DOING THAT BEFORE HE WAS ON THE COMMISSION. SO I APPRECIATE HIS LEADERSHIP IN THAT REGARD AND I THINK I CAN SAY FOR ALL THE RETIREES FROM FIRE RESCUE TO THE CURRENT MEMBERS, WE APPRECIATE YOU FOR YOUR LEADERSHIP AND I KNOW MEMBERS PAST AND PRESENT. I'VE ALWAYS FELT LIKE THEY HAD THE TOWN MANAGER ON THEIR SIDE AND YOU ARE ALWAYS LOOKING OUT FOR OUR BEST INTERESTS.
SO I THANK YOU VERY MUCH AND I ALSO APPRECIATE THE OPPORTUNITY YOU GAVE ME TO LEAD THE DEPARTMENT UNDER YOUR GUIDANCE. SO WITH THAT FIRE RESCUE IS ALWAYS KNOWN TO HAVE SOME THINGS TO HAND OUT. SO I WANT TO PRESENT TO YOU YOUR OWN BADGE IN CASEMENT THAT IS INCLUDED. WE GIVE THIS TO ALL RETIREES WHEN THEY LEAVE THE DEPARTMENT AND IT HAS A SAYING IN THERE IN RECOGNITION OF YOUR 29 YEARS OF SERVICE AND LEADERSHIP TO THE SUPPORT OF FIRE RESCUE. AND EVERY FEBRUARY 3, MANY OF YOU KNOW WE HAVE OUR AWARDS CEREMONY AND WE TYPICALLY GO BACK AND HAND OUT THE AWARDS FROM THE PREVIOUS YEAR DUE TO COVE . WE WILL NOT BE ABLE TO GET TOGETHER THIS FEBRUARY THOUGH AS PART OF THE AWARD CEREMONY TO FIRE CHIEF HAS AN AWARD THAT HE'S ALLOWED TO GIVE OUT IN THIS YEAR. OBVIOUSLY I'M PRESENTING THE FIRE CHIEFS AWARD TO STEVE RILEY IN RECOGNITION OF HIS SERVICE. I WILL PRESENT YOU THE PLAQUE
[00:20:02]
IF YOU HAVE TIME. WELL DESERVED THE AWARD THERE. AND I'LL SAY THE BEST FOR LASTWE DECIDED TO GET YOU INTO YOUR OWN FIRE HELMET. >> A WHITE WOMAN.
I LOVE IT WITH YOUR NAME AND THE FRONTISPIECE LIGHT AND COLOR.
THAT'S SOMETHING THAT YOU CAN THINK BACK ON ALL YOUR YEARS OF LEADING FIRE RESCUE.
WELL, APPRECIATE YOUR SERVICE AND I WISH YOU AND YOUR FAMILY ALL THE BEST IN RETIREMENT.
THANK YOU SO MUCH. WELL, THANK YOU, CHIEF. NICE TO WANT TO GO TO SEAN COLE
OF . >> GOOD EVENING EVERYONE. >> I'M GLAD THEY PUT ME TOWARD
THE END OF ARTICULATE WORDS AND GIFTS TO STEVE. >> I WILL SAY I'M GLAD THAT STEVE BEAUMONT IS PRESENTED STEVE A TARTAN JACKET BECAUSE AFTER FINALLY GETTING A CHANCE TO PLAY GOLF WITH STEVE, HE WASN'T GOING TO WIN ONE AT THE BUT THOROUGHLY ENJOYED IT.
>> I THINK WHEN I INTERVIEWED FOR THE JOB HERE AT HILTON HEAD ABOUT 14 YEARS AGO I HAD A COUPLE OF QUESTIONS AND ONE WAS HOW LONG IS THE CURRENT TIME MANAGER BEEN IN HIS POSITION?
>> AND RANDY NICOLSON, WHO WAS THE COMPREHENSIVE PLANNING MANAGER AT THE TIME.
I THINK STEVE BEEN IN A POSITION 12 OR 13 YEARS. I SAID EXCUSE ME.
I HAD COME FROM A JURISDICTION WHERE THEY HAD THREE MANAGERS IN THE PAST FOUR YEARS AND COULDN'T COMPREHEND A MANAGER THAT HAD BEEN ABLE TO STAY IN THAT POSITION FOR THAT LONG HAVING NOW SEEN THEM THROUGH TWENTY SIX YEARS AND BEEN ABLE TO WORK WITH THEM.
I UNDERSTAND WHY HE HAD BEEN IN THAT POSITION FOR THAT PERIOD OF TIME.
IT'S A TESTAMENT TO STEVE'S COMMITMENT TO SERVING THE COMMUNITY.
NOT ONLY DID HE DELIVER QUANTITY AND HIS SERVICE AS TIME MANAGER BUT QUALITY IN THAT PERIOD THE LINE SOME COMMENTS THAT SCOTT HAD MADE. STEVE IS INSTILLED IN STAFF AND I THINK WITHIN THE COMMUNITY PAYING ATTENTION TO DETAILS AND PAYING ATTENTION TO THE SPACE BETWEEN THE CRACKS. THAT'S WHAT'S DEFINED HELPED HIM.
IT'S RIGHT. IT'S SORT OF FITTING THAT HE HAS A BACKGROUND ON HIS SCREEN THAT SHOWS A NEW LOW COUNTRY CELEBRATION PARK WHICH IS SORT OF THE CULMINATION OF 20 YEARS OF WORK STEVE AND DEVELOPING PLANS AND WORKING THROUGH THE COMMUNITY TO KIND OF OPEN UP THAT SPECTACULAR ADDITION. I WAS DOWN THERE RIGHT AFTER LUNCH AND STILL AMAZED AT HOW WONDERFUL THAT SPACES YOU KNOW THAT THAT'S CULMINATED FROM STEVE'S CREATIVITY AND UNPARALLELED NOT UNPARALLELED KNOWLEDGE AROUND COMMUNITY ISSUES.
THAT'S WHY WE'RE ABLE TO BRING THOSE AND OTHER PROJECTS TO FRUITION.
HIS FORESIGHT ON LAND ACQUISITION AND DEVELOPING DIVERSE AND CREATIVE FUNDING SOURCES HAVE LED US TO MANY, MANY ACHIEVEMENTS THAT WE'VE BEEN ABLE TO IMPLEMENT AND OPEN IT AS RECENT AS LAST WEEK. BUT HIS LEGACY WILL LIVE ON AND MANY IMPROVEMENTS THAT WILL COME HERE FOR MANY YEARS TO COME. WE HAVE ONE MORE PROJECT WITH A TIFF IN THE TIFF DISTRICT THAT I'M HOPEFUL THAT WE CAN OPEN THAT HERE IN A COUPLE OF YEARS . BUT THROUGH HIS LAYING THE FOUNDATION WE'LL HAVE MANY PROJECTS THAT WILL COME UP AND ACHIEVEMENTS THAT WE'LL MAKE THAT BE A TESTAMENT TO HIS SERVICE TO THE COMMUNITY FOR SEVERAL YEARS ON BEHALF OF STAFF STEVE.
THANKS FOR A JOB WELL DONE. AND BEST WISHES IN RETIREMENT. THANK YOU SO MUCH.
VERY NICE OF YOU. SO THERE'S NOT A WHOLE LOT LEFT TO SAY THAT HASN'T ALREADY BEEN SAID. BUT STEVE, I WANT TO PERSONALLY TELL YOU I ALWAYS THINK IT'S A LITTLE CORNY IF SOMEBODY QUOTE SOMEBODY FAMOUS BUT YOU KNOW, GANDHI SAID THAT YOU MUST BE THE CHANGE YOU WISH TO SEE IN THIS WORLD. AND I ALSO THINK THAT THAT EMBODIES WHAT YOU HAVE DONE AND WHO YOU ARE IN THAT YOU'VE NOT JUST TALKED ABOUT CHANGE BUT YOU'VE BEEN OUT THERE AND YOU'VE DONE IT AND YOU'VE MADE IT HAPPEN.
AND WE'VE HEARD FROM SO MANY PEOPLE THAT YOU DIDN'T HAVE ANY ISSUES ROLLING UP YOUR SLEEVE HOPPING INTO THE THICK OF IT WHENEVER IT WAS NECESSARY, GETTING DRESSED UP IN A DRESS IF IT WAS NECESSARY, WHATEVER IT TOOK YOU WERE WILLING TO JUMP IN AND DO IT AND MAKE IT HAPPEN. AND SO I I SINCERELY THANK YOU FOR YOUR LEADERSHIP AND I THANK YOU FOR YOUR FRIENDSHIP AND THANK YOU FOR THE LASTING IMPACT THAT YOU'RE GOING TO LEAVE ON THIS COMMUNITY. THANK YOU. APPRECIATE THAT.
[00:25:01]
>> SO WE ALSO HAVE A COUPLE OF OTHER TOKENS OF APPRECIATION THAT UNFORTUNATELY BECAUSE WE CAN'T IN PERSON WE'RE NOT ABLE TO PRESENT IT TO YOU BUT WE WILL BE SETTING OVER TO YOU.
BRAD HAS OFFERED TO GET DRESSED AND A HAS THAT SUIT AND NOTHING ELSE.
THERE'S NO WAY TO KEEP THIS UP. WE'VE ALSO GOTTEN SOMETHING FROM MARY JO TO REPRESENT HER SERVICE AND HER SACRIFICE AS WELL. AND SO WE WANT TO SAY THANK YOU
TO HER FOR EVERYTHING THAT SHE'S DONE IN SUPPORTING YOU. >> SHE GETS TO KEEP THE HALF MARATHON. I'M SURE THINK WE CAN MAKE THAT .
SO WE WANT TO CLOSE OUT WITH A SLIDE SHOW THAT REFLECTS SOMETHING I NO HERE WITH THE TOWN. AND THEN WE'LL TURN IT OVER TO YOU FOR ANY FINAL THOUGHTS.
THAT'S NICE. >> THANK YOU. SO WE KNOW THAT WENT BY A LITTLE QUICKLY AND WE DID HAVE SOME AUDIO TO KIND OF BACK IT UP BUT WE'LL MAKE SURE WE'LL POST THAT PROMINENTLY ON THE WEBSITE SO THAT EVERYBODY CAN GO TAKE A LOOK AT IT AND SEE ALL OF YOUR PRIOR ACCOMPLISHMENTS AND HISTORY AND SOME OF THE MORE FUN PHOTOS THAT WE WERE ABLE TO FIND. THANK YOU BOTH. IS THERE ANY FINAL WORDS THAT YOU WANT TO SAY THIS IS A A SURPRISE AND YOU KNOW, I DON'T I DON'T DO GOOD WITH THINGS LIKE THIS, BUT I DO APPRECIATE IT VERY MUCH AND THANK YOU ALL. THANK YOU.
BUT THAT ALL RIGHT. WELL, NOW WE'LL MOVE ON TO A PRESENTATION REPORT FROM OUR
[7.b. Report of the Auditor, Greene Finney – Emily Sobczak, Partner]
AUDITOR, OUR ANNUAL CONSOLIDATED FINANCIAL STATEMENT.LET ME TURN IT OVER TO EMILY FROM GREEN FINIAN HORTON. >> YOU'RE ON THE ANOMALY,
EMILY. YOU'RE STILL ON USE. >> ALL RIGHT.
SORRY. WE GOT TO GET WELL. IT'S A HARD ACT TO FOLLOW WITH ALL THOSE BEAUTIFUL WORDS OUT, STEVE. OF COURSE WE.
WE ALSO APPRECIATE YOUR SERVICE AND ALL THAT YOU'VE DONE FOR THE TOWN OVER THE YEARS.
SO I KNOW IT'S A LITTLE BIT HARD TO TRANSITION TO AN ONLINE REPORT AFTER THAT BUT HERE WE GO. SO I AM EMILY SOBCHAK. I'M THE AUDIT PARTNER THAT HAS OVERSEEN THE TOWN'S FINANCIAL SAME AN AUDIT FOR THE PAST SEVERAL YEARS.
AND SO I'M HERE THIS AFTERNOON TO PRESENT THE RESULTS FOR THE YEAR ENDED JUNE 30, 2020.
YOU SHOULD HAVE A COPY OF THE POWERPOINT PRESENTATION THAT WAS INCLUDED IN THE AGENDA.
I KNOW LIKE SO MANY THINGS THIS YEAR. THIS ISN'T THE IDEAL WAY FOR ME TO BE PRESENTING THE RESULTS BUT IT'S CERTAINLY BETTER BETTER THAN NOTHING.
SO I'D LIKE TO START BY REMINDING YOU OF THE TOWN'S RESPONSIBILITY WHEN IT COMES TO THE AUDIT THE FINANCIAL INFORMATION INCLUDED IN YOUR KAFFIR REPORT.
ALL OF THE NUMBERS, THE DISCLOSURES, ALL OF THAT IS THE TOWN'S RESPONSIBILITY.
AND SO IN ORDER TO ENSURE THAT THE FINANCIAL INFORMATION THAT'S PROVIDED TO US FOR AUDIT PURPOSES AT YOUR END AS WELL AS TO YOU THROUGHOUT THE YEAR SO THAT COUNCIL CAN MAKE THE BEST INFORMED DECISIONS OR THE TOWN IT'S IMPORTANT TO MAINTAIN EFFECTIVE INTERNAL CONTROLS AND HAVE GOOD STRONG POLICIES AND PROCEDURES IN PLACE TO ENSURE THAT THE FINANCIAL INFORMATION IS COMPLETE, ACCURATE AND RELIABLE AND THE TOWN HAS A GREAT JOB OVER THE YEARS IN PERFORMING RISK ASSESSMENT AND REGULAR REGULARLY REVIEWING YOUR POLICIES AND PROCEDURES TO ENSURE THERE BEST ADDRESSING THE RISKS THAT YOU'RE FACING NOW OUR RESPONSIBILITIES YOUR AUDITOR IS TO AUDIT THE FINANCIAL INFORMATION PROVIDED AND ISSUE AN OPINION BASED ON THAT AUDIT. SO WE DID AGAIN AN UNMODIFIED OPINION AND AS YOU'LL RECALL THAT'S THE BEST OPINION YOU CAN RECEIVE. THAT OPINION PROVIDES REASONABLE ASSURANCE THAT THE FINANCIAL STATEMENTS ARE MATERIALLY CORRECT.
[00:30:01]
SO DO KEEP IN MIND THAT WE ARE NOT AUDITING EVERY SINGLE TRANSACTION THAT OCCURRED DURING THE YEAR. THAT'S NOT WHAT A FINANCIAL STATEMENT AUDIT ENTAILS BUT RATHER WE ARE USING SOME PROFESSIONAL JUDGMENT. WE'RE USING MATERIALITY TO DETERMINE WHAT WE LOOK AT DURING THE AUDIT PROCESS. SO LET'S LOOK AT YOUR FINANCIAL RESULTS FOR THE YEAR STARTING WITH YOUR GENERAL FUND. THE GENERAL FUND HAD AN INCREASE IN TOTAL FUND BALANCE OF 1 MILLION BRINGING TOTAL FUND BALANCE TO TWENTY TWO POINT ONE MILLION. AS OF JUNE 30TH INCLUDED IN THAT TWENTY TWO POINT ONE MILLION YOU HAVE A COMMITMENT OF EIGHTEEN POINT EIGHT MILLION FOR DISASTER RECOVERY.SO THAT'S FUNDS THAT ARE COMMITTED BY TOWN COUNCIL FOR FUTURE USE IN THE CASE OF DISASTER. YOU ALSO HAVE ASSIGNMENTS OF NINE HUNDRED THIRTY ONE THOUSAND THOSE ARE ASSIGNED FOUR TOWN COUNCIL INITIATIVES FOR FOR FUTURE YEARS.
SO IF WE TAKE OUT THOSE DESIGNATED AMOUNTS WE'RE LEFT WITH UNASSIGNED FUND BALANCE OF TWO POINT FOUR MILLION. NOW WE USUALLY LIKE TO COMPARE YOUR FUND BALANCE WHERE YOU STAND TO YOUR OPERATING EXPENDITURES TO GIVE YOU A BETTER GAGE OF HOW HEALTHY THAT FUND BALANCES. AND SO WE LOOK AT YOUR UNSIGNED FUND BALANCE WE'RE LOOKING AT ABOUT SIX POINT TWO PERCENT OF YOUR 2020 EXPENDITURE. SO A LITTLE LESS THAN A MONTH OF OPERATING EXPENDITURES IN YOUR UNASSIGNED FINE BALANCE. BUT IF WE LOOK AT IF WE LOOK AT YOUR TOTAL UNRESTRICTED FUND BALANCE, THE TOTAL AMOUNT THAT COUNCIL HAS CONTROL OVER YOU'RE LOOKING AT TWENTY TWO POINT ONE MILLION OR ABOUT FIFTY SEVEN PERCENT OF YOUR ACTUAL 2020 EXPENDITURES AND IT'S IMPORTANT TO LOOK AT BOTH OF THOSE RATIOS BECAUSE ON THE ONE HAND YOU DO WANT TO HAVE SOME FUNDS THAT ARE AVAILABLE FOR FUTURE USE FOR IT ANTICIPATE COSTS OR FOR DISCRETIONARY USE IN THE FUTURE. BUT A BIG REASON WHY AN ENTITY NEEDS A HEALTHY FUND BONDS AND CERTAINLY WHY THE TOWN NEEDS A HEALTHY FINANCE IS FOR DISASTER RECOVERY PURPOSES OR OTHER UNIQUE ASPECTS OF A COASTAL COMMUNITY.
ANOTHER IMPORTANT FACTOR IS CASH FLOWS. REMEMBER WE'RE MEASURING YOUR FINANCE AS OF JUNE 30TH BUT YOUR MOST SIGNIFICANT REVENUE SOURCE YOUR PROPERTY TAX REVENUES WON'T BE COMING IN UNTIL REALLY UNTIL JANUARY. AND SO HAVING A HEALTHY FINANCE ALLOWS YOU TO MEET THOSE CASH FLOW NEEDS THROUGH THE SECOND HALF OF THE FISCAL YEAR OR THE
SECOND HALF OF THE CALENDAR YEAR. >> OK.
SO LET'S LOOK AT YOUR GENERAL FUND ACTIVITY FOR THE YEAR. YOU HAD GENERAL FUND REVENUES AND NET TRANSFERS OF 40 MILLION. THAT WAS PRETTY CONSISTENT WITH THE PRIOR YEAR BUT YOU WERE ONE POINT FIVE MILLION OR ABOUT 4 PERCENT BELOW WHAT YOU HAD BUDGETED. AND THE PRIMARY DRIVER OF THAT WAS THAT YOU WERE YOUR BUSINESS LICENSE FRANCHISE FEES WERE ABOUT ONE POINT TWO MILLION LESS IN BUDGET AS A RESULT OF YOUR FOURTH QUARTERLY PAYMENT FROM JSC BEING DELAYED. AND SO BECAUSE YOU RECEIVED THAT OUTSIDE OF YOUR AVAILABILITY WINDOW TOO FAR AFTER FISCAL YEAR END TO BE ABLE TO RECOGNIZE AS REVENUES IN THE CURRENT YEAR THOSE REVENUES WILL ACTUALLY BE REPORTED IN FISCAL 2021. AND SO WHILE FISCAL 20 LOOKS A LITTLE BIT WORSE BECAUSE OF THAT DELAY, FISCAL 21 WILL LOOK A LOT BETTER AND SO IMPORTANT TO THOSE AMOUNTS WILL OFFSET 7 ON THE EXPENDITURE SIDE. YOU HAD THIRTY NINE MILLION FOR 2020. THAT WAS ABOUT A THREE AND A HALF PERCENT INCREASE FROM THE PRIOR YEAR BUT ABOUT EIGHT AND A HALF PERCENT BELOW WHAT YOU BUDGETED AND THAT WAS THAT WAS A STRATEGIC MOVE BY MANAGEMENT WHEN THE UNCERTAINTY OF THE PANDEMIC HIT MANAGEMENT MADE STRATEGIC DECISIONS TO REDUCE EXPENDITURES TO PREPARE FOR POTENTIAL AND PAY COSTS DOWN THE ROAD OR OR TO BE BETTER PREPARED FOR POTENTIAL IMPACTS YOUR REVENUES AND SO GREAT FINANCIAL MANAGEMENT BY THE TOWN THEIR WHEN WE LOOK AT ALL OF YOUR GOVERNMENTAL FUNDS COMBINED SO COMBINING YOUR GENERAL FUND WITH YOUR SPECIAL REVENUE FUNDS, YOUR DEBT SERVICE FUND AND YOUR CAPITAL PROJECTS FUNDS WE'RE LOOKING AT TOTAL REVENUES AND NET OTHER FINANCING SOURCES FOR THE TOWN OF SEVENTY NINE POINT FIVE MILLION.
>> AND THEN TOTAL EXPENDITURE OF NINETY ONE POINT SIX MILLION INCLUDED IN THOSE EXPENDITURES OUR DEBT SERVICE PAYMENTS OF ABOUT 20 MILLION AS WELL AS CAPITAL OUTLAY OF TWENTY THREE POINT SEVEN MILLION. I'VE SAID YOU'LL SEE THE REASON THAT YOUR EXPENDITURES ARE EXCEEDING YOUR REVENUES IS PRIMARILY DUE TO THE SPENDING DOWN PRIOR YOUR BOND PROCEEDS OR CAPITAL OUTLAY PURPOSES. THE TOWN ALSO REPORTS AN ENTERPRISE FUND THAT'S THE
STORM WATERFIND. >> AND AS YOU RECALL THIS FUND IS REPORTED A LITTLE BIT
[00:35:02]
DIFFERENTLY FROM YOUR GOVERNMENTAL FUNDS. AND SO RATHER THAN REPORTING FUND BALANCE THEY REPORT NET POSITION. AND THE REASON FOR THAT IS THAT THEY ARE IN ADDITION TO REPORTING CURRENT ASSETS AND CURRENT LIABILITIES.YOUR STORMWATER FUND ALSO REPORTS LONG TERM ASSETS AND LONG TERM OBLIGATIONS.
AND SO THE STORM OR MY FRIEND HAD AN INCREASE IN ACQUISITION OF FOUR HUNDRED SEVENTY NINE THOUSAND BRINGING THE TOTAL NET POSITION TO NINE POINT NINE MILLION AS JUNE 30TH.
BUT AGAIN BECAUSE THE STORMWATER FUND IS REPORTING CAPITAL CAPITAL ASSETS THAT NINE POINT NINE MILLION INCLUDES FOUR POINT NINE MILLION THAT'S INVESTED IN THOSE CAPITAL ASSETS. AND SO IN OTHER WORDS CLOSE TO 5 MILLION OR ABOUT HALF OF THE
NET POSITION IS NOT IN A IN SPENDING FORM. >> SO LOOKING AT THE ACTIVITY FOR THE STORM WATERFIND REVENUES WERE VERY CONSISTENT WITH THE PRIOR YEAR WHILE EXPENSES WERE ABOUT 20 PERCENT HIGHER THAN THE PRIOR YEAR DUE TO INCREASED COSTS RELATED TO
REPAIRS AND MAINTENANCE. >> SO LET'S LOOK NOW AT YOUR LONG TERM ASSETS AND OBLIGATIONS. YOU HAVE TOTAL CAPITAL ASSETS FOR THE TOWN OF TWO HUNDRED EIGHTY SIX POINT ONE MILLION AS OF JUNE 30TH. YOU REPORTED GOVERNMENTAL CAPITAL EDITIONS OF TWENTY ONE POINT FOUR MILLION FOR THE CURRENT YEAR AND BUSINESS TYPE OR STORMWATER ADDITIONS OF THREE POINT ONE MILLION IN THE CURRENT YEAR ON YOUR LONG TERM OBLIGATION SIDE. YOU'VE GOT LONG TERM OBLIGATIONS TOTALING ONE HUNDRED FIFTY SIX MILLION AS OF YEAR END. THAT'S A DECREASE OF SEVENTEEN POINT THREE MILLION. YOU DID ISSUE SIXTEEN AND HALF MILLION IN SPECIAL OBLIGATION FUNDING BONDS. THOSE BONDS REFUNDED THE 2011 BONDS THAT WERE PREVIOUSLY OUTSTANDING. AND SO THERE WAS REALLY NO NET EFFECT ON YOUR LONG TERM OBLIGATIONS ON THOSE ON THAT ISSUANCE BUT YOU ALSO REPORTED PRINCIPAL PAYMENTS OF SIXTEEN POINT FOUR MILLION DURING THE CURRENT YEAR. ANOTHER LONG TERM OBLIGATION THAT WE CONTINUE TO REPORT AS WE HAVE IN THE PAST IS YOUR NET PENSION LIABILITY.
THAT LIABILITY IS SIXTEEN POINT SEVEN MILLION AS OF JUNE 30TH. BUT AS YOU RECALL THAT YOUR YOUR ALLOCATED PORTION OF THE STATE DATE RETIREMENT SYSTEM'S UNFUNDED ACTUARIAL LIABILITY.
AND SO WHAT THAT MEANS IS THAT THIS IS REALLY THE STATE RETIREMENT SYSTEMS LIABILITY AND IT'S NOT ONE THAT YOU HAVE ANY OBLIGATION TO TO WRITE A CHECK TO PAID OFF OR RATHER YOUR ONLY OBLIGATION IS TO CONTINUE TO PAY YOUR REQUIRED EMPLOYER CONTRIBUTIONS ON THE POLICE OFFICERS RETIREMENT SYSTEM PLAN WHICH THOSE RATES WERE THE RATE WAS EIGHTEEN
POINT TWO PERCENT FOR FISCAL 2020. >> THOSE RATES HAVE BEEN INCREASING OVER THE PAST MANY YEARS NOW AND THEY ARE SCHEDULED TO CONTINUE TO INCREASE THE RATE HAS BEEN FROZEN AT EIGHTEEN POINT TWO PERCENT FOR FISCAL 2021 DUE TO PANDEMIC. BUT THOSE SCHEDULED 1 PERCENT INCREASES ARE EXPECT EXPECTED TO CONTINUE OVER THE NEXT SEVERAL YEARS UNTIL THAT RATE REACHES TWENTY ONE POINT TWO PERCENT. AND SO WHY THAT IS IMPORTANT IS BECAUSE THAT DOES HAVE A DIRECT IMPACT ON YOUR OPERATING BUDGET. AND SO THAT WILL NEED TO BE CONSIDERED AS YOU'RE PLANNING FUTURE BUDGETS AND LOOKING AT LONG TERM FINANCIAL PROJECTIONS . WE DO LIKE TO KEEP YOU INFORMED OF UPCOMING ACCOUNTING CHANGES.
WE'VE GOT JUST A COUPLE THAT WE ACTUALLY TALKED ABOUT LAST YEAR AS WELL.
OK, YOU NUMBER EIGHTY FOUR IS ON FIDUCIARY ACTIVITIES THAT WILL BE IMPLEMENTED NEXT YEAR AND. EIGHTY SEVEN WILL RESULT IN SOME CHANGES HOW LEASES ARE ACCOUNTED FOR. BUT THAT ONE WILL NOT BE IMPLEMENTED UNTIL FISCAL 2020 TO JUST A COUPLE OF OTHER NOTES BECAUSE FEDERAL EXPENDITURE DID NOT EXCEED THE SEVEN HUNDRED FIFTY THOUSAND DOLLARS THRESHOLD I NO SINGLE AUDIT WAS REQUIRED THIS YEAR.
REMEMBER WHEN YOU DO EXCEED THAT THRESHOLD YOU REQUIRE AN ADDITIONAL COMPLIANCE AUDIT RELATES YOUR FEDERAL FUNDS. BUT LIKE I SAID THAT WAS NOT A REQUIREMENT FOR FISCAL 2020.
WE DO PERFORM OUR AUDIT IN ACCORDANCE WITH GOVERNMENT AUDITING STANDARDS.
AND SO THAT MEANS THAT WE DO HAVE A SECOND OPINION THAT'S IN THE VERY BACK OF YOUR REPORT AND THAT IS WHERE IF WE HAD ANY SIGNIFICANT CONCERNS, IF WE IDENTIFIED SIGNIFICANT DEFICIENCY OR MATERIAL WITNESSES AND OR INTERNAL CONTROLS OR SIGNIFICANT COMPLIANCE ISSUES, WE WOULD BE REQUIRED REQUIRED TO REPORT THOSE AS FINDINGS IN THE BACK OF YOUR REPORT. I'M HAPPY TO SAY THAT NONE OF THOSE EVENTS ARE REPORTED THIS YEAR AND THAT IS REALLY A REFLECTION ON REALLY EXCELLENT FINANCIAL MANAGEMENT OF THE TOWN DAWN AND ALL OF HIS TEAM. JEFF CRYSTAL LAURIE, EVERYONE SUPPORTS THEM.
THEY WORK VERY, VERY HARD THROUGHOUT THE YEAR TO ENSURE THAT THEY ARE PRODUCING QUALITY FINANCIAL INFORMATION. AND YOU ALL RELY ON THEM FOR THAT AND I AM SURE THAT YOU ALL APPRECIATE THEM LIKE WE DO ALL THE HARD WORK THAT THEY DO AND REALLY MAKE THE AUDIT PROCESS A SMOOTH ONE. AND SO WE REALLY APPRECIATE THAT.
[00:40:01]
NO OTHER ITEMS OF CONCERN TO NOTE FREE THIS EVENING. I'D JUST LIKE TO SAY THANK YOU FOR LETTING US CONTINUE TO SERVE THE TOWN. I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU'LL HAVE THEM. AND IF YOU HEAR MY CHILDREN TO THEY'RE REALLY GOING TO REALLY QUESTION FAMILY. MR. BROWN.THEN WE VERIFY AND REPORT SINCE I'M THE NEW KID ON THE BLOCK HERE.
MY QUESTION IS NOT NECESSARILY FOR YOU AND MAYBE MR. TROY. CAN IS IT FOR ME NOW? WE'LL GET BACK TO YOU ON IT. JUST JUST CURIOUS A BALLPARK FIGURE OF HOW MUCH AN AUDIT LIKE THIS COST US TO DO WE CAN WORK ON GIVING YOU THAT FIGURE. ALEX, I KNOW WE PUT THIS CONTRACT OUT BASED ON UPON REQUEST FOR PROPOSALS FOR EVERY FIVE YEARS AS A FIVE YEAR CYCLE. AND THIS IS OUR THIRD YEAR OF THE FIVE YEAR CYCLE AS WE
CAN GET YOU THAT HISTORY. >> THANK YOU. ANY OTHER QUESTIONS? EMILY EMILY, THANK YOU VERY, VERY MUCH NEXT YEAR. THANK YOU.
[8.a. General Reports from Council]
OK. AT THE MUCH CONSIDERATION DISCUSSION WITH THE CITIZENS, THE FOLLOWING INDIVIDUALS WILL BE APPOINTED TO THE 270 INDEPENDENT ENGINEERING REVIEW CURTIS GREASON AND HERB FORD REPRESENTING ONLY COMMUNITY. DAVID JOHNSON AND RECENT PRINCE REPRESENTING HILTON THAT ISLAND WAS THE FIRST CHOICE. SCOTT LEGGETT REPRESENTING THE TOWN OF HILTON HEAD STEPH AND THEN JOHN TAYLOR. BUT WITH THE OLSON EFFORT TOWN OF HILTON HEAD THERE'S TWO MORE. WE'VE GOT JARED FÉLIX BEAUFORT COUNTY A CHURCH MEGAN. JARED PLAYS WITH BEAUFORT COUNTY AND THEN MIGHT GATHERAGAIN FOR JENKINS ISLAND. >> ANY QUESTIONS ON ANY OF THOSE NAMES?
[8.b. Report of the Intergovernmental Committee]
OK, WITH THE GENERAL REPORTS NOW OF INTERGOVERNMENTAL MR HAWKINS.>> THANK YOU. THANK YOU, MR. MAYOR. THIS WEEK THROUGH THE GOOD EFFORTS OF DAVID AMES, TOM LENNOX AND I HAD THE OPPORTUNITY OF SITTING WITH DR.
MICHAEL SWEET DAY FROM THE MEDICAL UNIVERSITY OF SOUTH CAROLINA.
DR. SWEET AS A TENURED PROFESSOR OF PSYCHIATRY AND BEHAVIORAL SCIENCE AND HE HE IS OUR PARTICULAR INTEREST IS THAT HE CURRENTLY HAS THE PROJECT LEADER ROLE AT USC FOR COVID 19 FROM AN EPIDEMIOLOGICAL INTELLIGENCE REPORT STANDING UP.
WE MET WITH HIM TO REQUEST HIS WISDOM AND HIS ADVICE. SO I'LL BE SHARING THIS WITH YOU IN BULLET FORM FORMAT. IN THE INTEREST OF TIME I ASK ANSWER ANY QUESTIONS.
HUMAN BEHAVIOR IN HIS OPINION IS A TRULY A SIGNIFICANT FACTOR IMPACTING THE CASE CURVE FATIGUE HAS SET IN. THE IMPLICATIONS ARE OBVIOUS. HE'S WORRIED THAT PEOPLE MAY RELAX THEIR GUARD WITH THE NEW VACCINE AROUND THE CORNER AND HE HOPES THAT'S NOT THE CASE.
WE WE DON'T KNOW YET IN HIS OPINION IF WHAT SOMEONE'S VACCINATED WHETHER THEY CAN STILL BE A TRANSMITTER OR NOT. WE'RE GOING TO BE WAITING FOR A SCIENTIFIC OPINION ON THAT.
PROBABLY MOST IMPORTANT TO US IS HIS URGE TO SEE THAT WE CONTINUE WORRYING MASS SOCIAL DISTANCING WASHING HANDS AND WE SHOULD CONTINUE THIS INTO THE IMMEDIATE FUTURE AND UPON QUESTIONING HE INDICATED THAT THERE IS DATA DEMONSTRABLE DATA FROM COMMUNITIES OF THAT THAT SHOW THOSE THAT ARE ADHERING TO THESE ADVISORIES ARGUING THAT THOSE LOOKING TO THE FUTURE ON ANY TERMS OF RELAXATION THAT SHOULD NOT OCCUR UNTIL DAVID CHUCK DATA TRENDS ARE REVIEWED AND THEN INTERPRETED ACCORDINGLY FOR A CORRECTION TO BE TAKEN IN TERMS OF THE INCIDENTS THAT WE ALL SEE THAT EVERY DAY NEWSPAPER BUT HE REMINDED US FOR EVERY ONE CASE OF RECOVERY REPORTED IS OF . THERE ARE APPROXIMATELY SIX MORE THAT ARE DIAGNOSED THAT
[00:45:03]
WOULD BE DIAGNOSED IF SO TESTED IN TAKEAWAY THERE OF COURSE IS THAT THE RE INFECTED WE'RE AWARE OF ON CASES VERY, VERY WORRIED ABOUT THE THE NEXT TWO MONTHS.>> WE'VE SEEN A SURGE THAT WE'RE ALL AWARE THAT FOLLOWING THANKSGIVING IF IF BEHAVIOR DOES NOT CHANGE WE COULD HAVE ANOTHER ROUND OF ANOTHER INCREASE AND THAT COULD BE VERY, VERY WORRISOME. THE INTENSIVE CARE UNITS AT THE AT THE INSTITUTIONS ARE REALLY WEIGHED DOWN WITH A HIGH NUMBER OF PATIENTS AND THAT'S A SCARCE RESOURCE THAT IS REALLY, REALLY GETTING TIRED IF THE VACCINE BECOMES AVAILABLE TO ANY OF US INDIVIDUALLY.
HE SAID TAKE IT AS LONG AS IT'S FDA APPROVED. THE FDA APPROVAL ON AN INTERNATIONAL LEVEL IS THE GOLD STANDARD THROUGHOUT THE WORLD SO WE SHOULD FEEL COMFORTABLE
WHETHER IT'S THIS COMPANY OR THAT COMPANY. >> FROM A PSYCHOLOGICAL STANDPOINT HE THINKS MANY OF US SOME THROUGHOUT THE STATE I'M SURE OURSELVES INCLUDED IN NEED A PSYCHOLOGICAL BOOSTER SHOT. WE'RE TIRED. THIS HAS BEEN DRAGGING ON FOR A LONG TIME. WE SEE THE VACCINE AROUND THE CORNER BUT THIS IS REAL AND WE SHOULD STAY FOCUS ON THE ISSUE AND DO EVERYTHING WE CAN AS LEADERS IN THE COMMUNITY TO CONTINUE THE GOOD WORK THAT HAS TAKEN PLACE IN TERMS OF KEEPING THIS FRESH IN PEOPLE'S MIND.
IN JERMAINE, HE'S SUGGESTING THAT WE WE DO WHAT OTHER COMMUNITIES ARE DOING OUT START TELLING STORIES ABOUT PEOPLE WE KNOW TELLING STORIES ABOUT PEOPLE THE COMMUNITY THAT I'VE GONE THROUGH, THE HARDSHIP IF NOT THE HORROR OF THIS DISEASE. AGAIN, OUT OF RESPECT FOR THEM BUT IT CAN HELP DRIVE HOME THE REALITY THAT THIS IS A VERY, VERY SERIOUS SITUATION.
I'LL CONCLUDE LOOKING FORWARD IN TERMS OF THE HIGHER FOR PEOPLE ARE GETTING VACCINATED.
THE TOP SIX OR SEVEN INCLUDE THE FOLLOWING. ONE WOULD BE THE FRONTLINE WORKERS. THOSE THAT ARE ACTUALLY IN THE ICU USE HANDS ON WORKING WITH COVID PATIENTS NURSING HOMES WOULD BE NEXT. CRITICAL WORKERS LIKE OUR M.S.
FRONT PEOPLE THAT ARE ON THE FRONTLINE EVERY DAY WOULD BE NEXT IN LINE AND THEN OF THE THE ELDERLY PEOPLE OVER 65 AND THERE'LL BE A HIERARCHY THERE FOR PEOPLE OVER 65 THAT HAVE A KIND COMA MORBIDITY THAT SIMPLY MEANS IF YOU'RE EUROPE YOU'RE INFECTED WITH THE VIRUS AND YOU HAVE DIABETES, THAT'S A COMORBIDITY THAT WOULD PUT YOU IN THE NEXT GROUPING IN IT.
IF YOU HAVE TO ADD TO CART COMO MORBIDITY SITUATIONS HERE NEAR MARINO FAILURE IF YOU HAVE RENAL FAILURE ISSUES YOU'RE A DIABETIC. GOD FORBID YOU'RE ALSO HAVE HEART TROUBLE. MULTIPLE MORBIDITY WOULD PUT YOU FARTHER UP THE LINE SO VERY, VERY KNOWLEDGEABLE INDIVIDUAL. HE'S SHARING HIS WISDOM THROUGHOUT THE STATE. HE WOULD BE VERY HAPPY TO GO ONLINE HERE AND SHARE HIS THOUGHTS. THE PLEASURE OF THE R R TOWN COUNCIL WOULD ALSO BE VERY INTERESTED IN OPENING IT UP FOR A Q AND A AN INVITE THE PUBLIC IN.
THOSE ARE MY COMMENTS. THANK YOU, MR. MAYOR. I BELIEVE IN BILL.
WE WOULD APPRECIATE IF YOU COULD CONTACT HIM AND SEE IF HE'S AVAILABLE FROM OUR FIRST MEETING IN JANUARY WHICH WOULD BE JANUARY. I'D BE GLAD TO.
AGAIN, ONLY QUESTION TIME IS IT ? THANK YOU BILL.
[8.c. Report of the Community Services & Public Safety Committee]
RE REPORTS OF COMMUNITY SERVICES THAT WOULD BE YOU BILL I GUESS IN THE INTERIM REPORT, SIR. THANK YOU. BEFORE THE PUBLIC PLANNING COMMISSION REPORT REPORTED BY THE FINANCE COMMITTEE ON NO REPORT MR. MAYOR ON F A NAME.>> BUT I DO HAVE A GENERAL REPORT ON THE SOUTHERN LOW COUNTRY REGIONAL BOARD MEETING THIS MORNING. VIRTUALLY THE REPORT WAS MADE BY ERIC GREENWAY HERE FOR
[00:50:07]
COUNTING ON THE REGIONAL HOUSING TRUST FUND STUDY TO BE DONE IN TWENTY TWENTY ONE CONTRACT HAS BEEN SIGNED WITH S OCCUR ROBINSON AS CONSULTANTS THE FIRST TWO MEETINGS WILL BE ON CHANCELLOR C A MORNING MEETING WILL BE WITH EXECUTIVES AT THE STAFF OF THE VARIOUS MUNICIPALITIES AND THERE WILL BE THE AFTERNOON MEETING OF THE NEWLY APPOINTED STEERING COMMITTEE. THEY ANTICIPATE THAT THE WORK WOULD BE DONE SOME TIME IN JUNE AND REPORTED BACK TO SOME LOCAL MORE TO FOLLOW. THANK YOU.>> ANY GENERAL REPORTS BY MEMBERS OF COUNCIL MRS. BECKER .
THANK YOU. THE QUICK REPORT. ALEX AND I MET WITH MEMBERS OF THE B FOR HOUSING AUTHORITY TO REVIEW AND DISCUSS THE SITUATION AND SANDALWOOD TERRORISTS ON AN ISLAND WE MET LAST WEEK AND AFTER SOME DISCUSSION THERE WAS AGREEMENT THAT THE TOWN WOULD RECEIVE A FORMAL ASSESSMENT ON THE COMMUNITY BUILDINGS AND STRUCTURES ON THAT PROPERTY. WE LOOK FORWARD TO THAT AND WE HOPE AND EXPECT TO IMPROVING CONDITIONS COMMUNICATION AND WORKING WITH THEM TO IMPROVE CONDITIONS AT THE CENTER PROPERTY AND FOR ALL OF THOSE ON FELTON ISLAND THAT WOULD BE MY SUGGESTION THAT PERHAPS COMMITTED THESE SERVICES SCHEDULE A SPECIAL MEETING SOMETIME AFTER THE FIRST OF THE YEAR TO GET TOGETHER AS A GROUP AND TO DISCUSS INPUT FROM ALL THE MEMBERS OF THE COMMITTEE.
>> SECONDLY, I WANTED TO AGAIN MAKE MY PUBLIC SERVICE ANNOUNCEMENT THAT ESPECIALLY AT THE HOLIDAYS WE REMEMBER WITH ALL OF THE FOLKS THAT WERE AT SPECIAL SHOW FOLKS AROUND THAT WE HAD A PLAN IN CASE THERE WAS AN EMERGENCY IN OUR HOME. AND THAT YOUR PLAN INCLUDE ANY OF THE NECESSARY EQUIPMENT NEEDED TO IMPLEMENT THAT PLAN. LADDERS, MASKS, FIRE BLANKETS HANDY AND WE KNOW WHERE THEY ARE AND ABLE TO GRAB THEM AND TO MAKE OUR WAY SAFELY OUT OF A CONDITION DANGEROUS CONDITION. AND SO WITH THAT. THAT'S ALL I HAVE AT THIS
PARTICULAR MOMENT. THANK YOU. >> ALEX, YOU HAVE ANYTHING TO SAY ON THE PROBLEM? MAYBE YOU AND SAMMY WENT TO. NO, I DON'T.
DID EVERYTHING BAD TODAY. THANK YOU, MR. GLENN. >> YES, THANK YOU.
>> ON A SOMEWHAT LIGHTER NOTE, MY WIFE SENT IN A JET LAST SATURDAY DAY TO GO DOWN TO THE NEW LOW COUNTRY CELEBRATION PARK. IT WAS AN AMAZING EXPERIENCE.
THEY WERE EASILY SEVENTY FIVE MAYBE A HUNDRED SHRILL AND CLIMBING ALL OVER THAT SHIP RUNNING AROUND HAVING THE TIME OF THEIR LIVES. ALL KINDS OF FAMILIES AROUND.
FRANKLY, I HAD NO IDEA THAT THERE WERE SO MANY SMALL CHILDREN ON THIS ISLAND THIS TIME OF THE YEAR. BUT I THINK THAT THE OPENING OF THE LOW CELEBRATION ARC IS AN APPROPRIATE EXCLAMATION POINT ON STEVE RILEY'S SERVICE TO US HERE AT HILTON ISLAND.
AND I'M EXTREMELY GRATEFUL TO YOU STATE FOR ALL OF YOUR LEADERSHIP.
THANK YOU. DENIALS. HERE'S MY MR..
I'M SORRY, MR. BROWN IS NO CLEARER. ACTUALLY IT WAS A SMALL REQUEST. HOWEVER, AS WE MOVE INTO THE HOLIDAY SEASON HERE AND THE TEMPERATURE STARTS TO DECREASE ,YOU KNOW AS MUCH AS IT WILL ON HILTON HEAD I'VE JUST GROWN TO THE FACT THAT THERE ARE A LOT OF FOLKS ON HILTON HEAD THAT ARE LESS LESS FORTUNATE AND I KNOW THAT WE HAVE HANDED OVER FUNDS TO THE COMMUNITY FOUNDATION, THE LOW COUNTRY THROUGH HUD AT THE DISCOVERED EXPERIENCE. THIS IS TYPICALLY THE TIME WHERE TOUGH DECISIONS ARE MADE AS FAR AS FINANCIALS WITHIN THE HOME.
SO I'D ASK THAT MR. GRUBER TO WHATEVER EXTENT HE CAN GET A REPORT FROM A COMMUNITY
[00:55:03]
FOUNDATION A LOW COUNTRY AS TO HOW THAT FUNDS HAVE BEEN DISTRIBUTED AND IF THERE IS NO NEED FOR FOUR MORE FORECASTS TO THE FUTURE, I THINK THAT'S JUST GOOD KNOWLEDGE FOR US TO HAVE AS A COUNCIL. THANK YOU. THANK YOU, ALEX.[10. Appearance by Citizens]
THE COMMENTS. OKAY. APPEARANCE BY CITIZENS THIS MORNING TO. SHE WAS SIGNED UP FOR TODAY, SIR.THE FIRST ONE IS MISPLACED. PATSY BRYSON MISS BRYSON, MA'AM.
THANK YOU VERY MUCH. HAVE SUPER ISIAH. I'M SPEAKING ON BEHALF OF THE COALITION OF ISLAND NEIGHBORS ARE COY ABOUT THE 278 PROJECT. FIRST OF ALL, THANK YOU VERY MUCH TO THE TOWN COUNCIL FOR GREEN CARD INDEPENDENT ENGINEER AND ALSO FOR THE POINT.
BUT TODAY THE OVERSIGHT COMMITTEE ON BEHALF OF CAROLINE WE ARE HAPPY THAT OUR CO-FOUNDER RECENT RAID AND PRINCE IS NAMED TO THAT OVERSIGHT COMMITTEE.
WE ALSO HAVE NOTED ON YOUR AGENDA TODAY A DISCUSSION ABOUT HIRING AND LAND PLANNER IN MY PERSONAL BACKGROUND. I PRACTICED FOR OVER 30 YEARS IN THE AREA OF ZONING AND LAND USE LAW ALSO CONSTRUCTION MALL . SO I'M VERY FAMILIAR WITH THE NECESSITY OF COORDINATING THE VARIOUS DISCIPLINES SO THAT THEY CAN WORK IN CONCERT TOGETHER. THE ENGINEERS ALREADY WORKING AND WE UNDERSTAND THAT DEADLINE IS THE END OF JANUARY. IT IS IMPORTANT FOR THE LAND USE PLAN ARE TO BE HIRED AS SOON AS POSSIBLE SO THAT THE LAND USE PLANNER FIRM CAN WORK IN CONCERT WITH THE ENGINEER.
IF THERE IS ANY WAY TO EXPEDITE THAT PROCESS WE URGE YOU TO DO SO.
THE STAFF REPORT SHOWS THAT THE RFP WOULD ONLY BE REPORTED IN MID-JANUARY WITH THE ENGINEER TO COMPLETE WORK AT THE END OF JANUARY AND THAT IS THEY WOULD NOT BE ALLOWED TO WORK IN CONCERT. SO HERE ARE YOU TO DO THAT. IN ADDITION THE PRESENTATION BY CREATIVE DESIGN RESOLUTION CEO GOING CAST CONCRETE DESIGNS IS A NICE DESIGN BUT THAT THEY ARE NOT LANDSCAPE SORRY THEY ARE NOT LAND USE PLANNERS AND WE URGE YOU NOT TO GO THROUGH A CDO T AND SUBCONTRACT FOR LAND USE PLANNER WITH CVR. INSTEAD IT SHOULD BE A TRUE PLAN. HE IS PLANNING FIRM. FINALLY WE URGE YOU TO UPDATE THEIR WEBSITE REGARDING THE 270 HEADQUARTER PROJECT. IT IS NOT SURE THAT INDEPENDENT ENGINEER HAS BEEN HIRED. AND IT ALSO SHOULD ADD THE FOCUS ON THE OVERSIGHT COMMITTEE AND ITS TASK AS WELL AS YOUR PROCESS WITH REGARD TO HIRING LAND USE PLANNER.
THANK YOU VERY MUCH FOR YOUR TIME AND SERVICE ON BEHALF OF COIN.
WE WISH YOU ALL HAPPY AND ESPECIALLY THIS YEAR. SAFE HOLIDAY.
THANK YOU. THANK YOU MISS GRAYSON. YOU'RE THE SECOND PERSON WHO HAS SIGNED UP IS MR. SKIP HOAGLAND. MR. HOAGLAND.
GOOD AFTERNOON, MR. AMES AND MR. LENNOX. WHAT YOU TELL US WHY BOTH COMMITTED FRAUD AND SCHEME THE AID TAX FUNDED GMO CONTRACT WITH HIGHLY CORRUPTED LAWYERS GEORGE GRUBER CURTIS CALLED TRINE I ASSUME LAWYER ALFORD AND REILLY IN THE BACKGROUND.
IS IT NOT TRUE THIS CORRUPT GMO CONTRACT IS IN FACT CONTROLLED AND DICTATED BY THE CHAMBER LAWYERS AND BOARD MEMBERS? DAVID TICKETS WALTER NESTOR PAUL BUFFET JUST LIKE THE LAST CONTRACT KEEP HIDING ACCOUNTING FOR BILL MILES A LEGAL USE AND PRIVATE PROFIT.
HOW IS IT POSSIBLE FOR THIS CHAMBER TO ALLOW A REPORTED SIX HUNDRED THOUSAND SALARY FOR BILL MILES INCLUDING ITS PERKS BONUSES BENEFITS WITHOUT BILL MILES COMMITTING FRAUD, TAX EVASION AND LAUNDERING FUNDS UNDER HIS SACRED SALTS? NUMBERS DON'T WHAT BILL MILES IS LAUNDERING CPA COUNTS RAID DEAL A RAID WORK A LOT. MR. AMES.
WHERE'S MY BOY? FOR A TAX ACCOUNTING INCLUDING ALL RECEIPTS AND INVOICES FROM BILL MILES. IS IT STILL YOUR POSITION THAT YOU DON'T HAVE TO COMPLY TO MY BOY UNDER SOUTH CAROLINA LAWS? MR. AMES, WHO HIRED LAWYER DANNY CROWE WITH MUNICIPAL ASSOCIATION OF SOUTH CAROLINA TO LIE AND SAY YOU DON'T HAVE TO COMPLY WITH A GRUBER OR RILEY. MR. AMES, TELL ME WHO OWNS THE DEMO A TAX FUNDED APP AND WEB SITE WITH OVER ONE MILLION TAKE YOU TO CANADA VERSUS OUR COUNTRY.
THE COUNT OF HILTON HEAD. THAT WAS IT. DOES THE TOWN OF HILTON HEAD OR IS IT BILL MILES? IT OWNS THIS. WHAT HAPPENED TO THE APPLE WEB SITE? IF I DO, BMO WAS HIRED UNDER PROCUREMENT LAWS THIS BILL, MILES, JUST KEEP IT THE THE RECENT LAWSUIT AGAINST A BLACK CHAMBER OF THE CITY BUSINESS LICENSE INSPECTOR. I QUOTE THE CHAMBER IS RUNNING A BUSINESS WITH NO BUSINESS LICENSE. HE SAID NONPROFIT TAX EXEMPT ORGANIZATIONS ARE STILL LIABLE FOR TAX ON YOU BUT UNRELATED BUSINESS INCOME TAX AND DIRECT COMPETITION WITH OTHER BUSINESSES ON OUR ISLAND IS NOT ALLOWED UNDER WELL ONE WANT DARCY 6 OR C 6 TAX CODES.
[01:00:07]
MR. AMES, WHAT WOULD YOU DO ABOUT BILL MILES ADVERTISING SALES AND PROFITS RUNNING A FOR PROFIT MEDIA AND DIRECT COMPETITION? NO BUSINESS LICENSE AND NO PAID TAX WORTH USING COUNTY PROPERTY WHICH IS ILLEGAL UNDER SOUTH CAROLINA CONSTITUTIONAL LAW. MR. AMES WHY DO YOU CONTINUE TO ILLEGALLY FUND MANY NON-PROFITS WAY TECH FUNDS RECOMMENDED BY A TECH CHAIRMAN BRAD MERO WHO'S AN ILLEGAL BUSINESS WITH BILL MILES EXAMPLE THE BOYS AND GIRLS CLUB. THIS IS A VERY WORTHY ORGANIZATION BUT IT'S LEGAL TO FUND WITH A TAX FUNDS AND IT'S AGAINST SOUTH CAROLINA CONSTITUTIONAL LAW. FINALLY, MR. AMES, IF YOU HAVE NOTHING TO HIDE.WHAT'S YOUR RESPONSE? AND BACKER. HE IS SO FAR GONE AND LOST SO MUCH. THERE'S NO SENSE EVEN DEALING WITH HIM.
AND LASTLY, STEVE RILEY NEEDS TO BE RADICALLY AUDITED. WE ALREADY KNOW HE ISSUED ILLEGAL FUNDS FOR FOR 30 YEARS AND WOULD END. AND WE ALSO KNOW IT WAS OVERSHADOWED HIS GOOD WAS OVERSHADOWED BY HIS CORRUPTION AND THE RECENT AUDIT PRESENTATION WE JUST HEARD WAS A FRAUD. IT IS ABSOLUTELY FRAUDULENT AND MR. RILEY, LASTLY I THANK YOU FOR 35 YEARS AND NO MASTER LAND PLAN.
YOU HAVE LEFT US IN A MESS. AS FAR AS I'M CONCERNED AND I'M JUST BRITTEN'S OBSERVATIONS ON
THANK YOU, SIR. >> THAT'S ALL FOR APPEARANCE BY CITIZENS.
[11.a. Second Reading of Proposed Ordinance 2020-32 – Coastal Discovery Museum Sublease]
THANK YOU VERY MUCH. THE SECOND READING OF POLLS WHEN IT'S 20 YEARS 20 GIVES TWO AND THIS IS ON THE COASTAL DISCOVERY MUSEUM. SUBLEASE TO YES SECOND MOTION SECOND OK. JUST ANY DISCUSSION ON THIS PROPOSAL A LITTLE WARMER TOWARDS. BUT ALEX DIDN'T SOUND LIKE YOUR VOICE SO YOU GOT OUT.>> MUST'VE BEEN MR. I'VE GOT THIS JUST A FEW QUESTIONS. NUMBER ONE, THE TERM OF THIS
LEASES IS HOW LONG? >> SO IT'S A DEFINITE IT'S AN INDEFINITE TERM ESSENTIALLY ONLY KICKS IN IF AND WHEN THE TOWN SHOULD EXPERIENCE A NATURAL DISASTER.
AND WE NEED TO UTILIZE THE PROPERTY FOR A DEVIL DEBRIS COLLECTION AREA.
OK, SO WE WON'T NECESSARILY REVISIT THIS UNTIL NEXT NATURAL DISASTER.
AND THE SECOND QUESTION THAT SEEMS TO BE A A PER ACRE PERS SQUARE FOOTAGE COST ASSOCIATED WITH IT IS THE PARTICULAR REASON BEHIND IT. YES, BECAUSE THE SEVERITY OF THE STORM WILL DICTATE THE AMOUNT OF DEBRIS THAT NEEDS TO BE PROCESSED AND THE GREATER AMOUNT OF DEBRIS AND THEREFORE THE LARGER AMOUNT OF LAND THAT'S NEEDED.
THE GREATER LEASE COST THAT WOULD BE PAID DUE TO THE IMPACT ON THE MUSEUM SITE.
>> WHEN YOU SAY IMPACT. YOU MEAN ECONOMIC IMPACT TOWARDS THE COASTAL DISCOVERY MUSEUM'S BUDGET. THAT'S CORRECT. OK.
AND THE LAST QUESTION I UNDERSTAND THAT AFTER HURRICANE MATTHEW THERE WAS SOME SOME ARTIFACTS THAT WERE THAT WERE DUG UP THERE ON THE GROUND AND CLEANUP PROCESS.
THAT SHIP LED COASTAL DISCOVERY MUSEUM TO EMBARK ON AN OBJECT ARCHAEOLOGICAL DIG.
THAT IS REASON TO BELIEVE THAT THEY HAVE BEEN SLAVE CABINS WITHIN THAT AREA.
I'M JUST CURIOUS TO KNOW IF THAT DIG IS FUNDED AND STARTS TO MOVE ON AND WE HAVE ANOTHER NEED FOR THE PROPERTY TO STOCKPILE DEBRIS AND WHAT NOT. WHAT WHAT? WHAT'S THE LOSS OF COURSE OF ACTION THERE? WELL, THE COURSE OF ACTION WOULD BE TO LOOK AT WHERE THEY'RE AT IN TERMS OF ANY KIND OF ARCHEOLOGICAL DIG.
WE HAVE THIS PROPERTY AND ALSO CHAPLAIN PARK IDENTIFIED AS OUR DEBRIS COLLECTION CENTERS.
SO WE NEED TO UTILIZE PORTIONS OF ONE IN PORTIONS OF THE OTHER .
ULTIMATELY WE CAN CROSS THAT BRIDGE WHEN WE GET TO I CAN TELL YOU THAT THE DEBRIS PROCESSING ACTIONS THEMSELVES TYPICALLY TAKE PLACE ABOVE THE GROUND.
IT'S NOT DIGGING DOWN INTO THE GROUND IS JUST PROCESSING THE DEBRIS ON TOP OF THE GROUND.
BUT TO THE EXTENT THAT THEY'RE ENGAGED IN ANY KIND OF ACTIVITY WE CAN CERTAINLY WORK WITH THEM TO MAKE SURE THAT EVERYBODY HAS USE OF IT. YOU KNOW, I'M NOT I'M NOT AS
CONCERNED ABOUT, YOU KNOW, DIGGING IN A PARTICULAR AREA. >> I'M MORE CONCERNED ABOUT IF
[01:05:06]
WE ARE IF WE'RE KNEE DEEP IN A DIG AND WE NEED THE PROPERTY FOR STOCKPILING DEBRIS.I'D BE A LOT MORE COMFORTABLE IF WE WERE NOT DEALING WITH IT WHEN IT CAME TO US.
BUT DEALING WITH IT AHEAD OF TIME AS TO MOVE INTO A DIFFERENT SITE.
WELL, AGAIN, WE CAN TAKE A LOOK AT THAT. THAT WAS NOT THE ISSUE OR A CONCERN THAT WAS RAISED TO US BY COASTAL DISCOVERY. BUT WE'RE HAPPY TO FOLLOW BACK
UP WITH THEM. >> THEY'RE. ANY OTHER QUESTIONS ON THIS? OH, ALL RIGHT. WELL, GO MAKE THE ROLL CALL PLEASE.
>> A BOAT SHERIFF. SURE. ABSOLUTELY.
>> MR. BROWN, THE BOAT MR. AMES IN FAVOR, MR. HARKINS. >> YES, THIS IS BECKER.
YES, MR. LENNOX. >> YES, MR. STAMPER. >> YES.
[11.b. Second Reading of Proposed Ordinance 2020-33 – Special Event Requirements]
AND MAYOR MCHUGH? YES. 7 0, SIR.I'VE BEEN CHECKING REALLY PROPOSAL ON THIS 20 20 THIRTY THREE.
>> THIS IS ON SPECIAL REQUIREMENTS FOR APPROVAL. ANY DISCUSSION WOULD CALL VOTE FOR YES, SIR. MR. BROWN, THE BOARD MR. HAWKINS.
>> YES, MR. AMES? >> YES. THIS IS BECKER.
>> MR. STANFORD. YES. AND MAYOR MCCANN? YES. 7 0, SIR. OK.
RESOLUTION THE TEMPORARY CONSTRUCTION EASEMENT ON THE RIGHT OF ENTRY.
[11.c. Second Reading of Proposed Ordinance 2020-34 – Town Council Standing Committees]
I DON'T SEE I DON'T SEE THE SECOND READING THE PROPOSED ORDINANCE THAT CHANGED THE TOWN COUNCIL STANDING COMMITTEES. THE SECOND MEETING OZONE IS 20 YEARS 20 30 FOR THE TOWN STANDING COMMITTEES. THIS DOES MOVED TAKEN BY KEN. ANY DISCUSSION?OK. QUOTABLE MR. BROWN. >> BOUGHT HAWKINS.
>> YES, MR. AMES? YES. MRS. BECKER.
[12.a. Consideration of a Resolution – Temporary Construction Easement and Right of Entry]
YES. 7 0 7 NEW BUSINESS CONSTRUCTION OF A GENERATION RESOLUTION FOR TEMPORARY CONSTRUCTION EASEMENT AND RIGHT AWAY. WANT GIVE IT 30 SECOND MOTION TO A MOTION TO A MOTION. YEAH SO BOTH. I GOT NICK.SO THIS IS A REQUEST BY THE DEVELOPERS OF THE A HILTON HEAD CHRISTIAN ACADEMY SITE AS PART
OF THEIR SITE DEVELOPMENT. >> THEY NEED TO DO SOME DRAINAGE IMPROVEMENT WORK IN AN URBAN FACILITATE THAT WORK. THEY NEED TO TEMPORARILY GO ON TO TOWN ON PROPERTY TO FACILITATE THE CONSTRUCTION OF THOSE IMPROVEMENTS. ANY QUESTIONS ON A DISCUSSION PLAN? YES. THANK YOU.
I'M ASSUMING THAT ANY DAMAGE OR DISRUPTION OF THE PROPERTY WOULD BE RESTORED ONCE THE CONSTRUCTION THE TEMPORARY EASEMENT IS EXPIRED. IS THAT CORRECT? THAT IS CORRECT. THEY'RE REQUIRED TO RETURN IT TO US ON THE CONDITION A
CONDITION IN WHICH WE GIVE IT TO THEM. >> AND WE HAVE A RECORD OF WHAT THAT CONDITION IS. THAT IS CORRECT. THANK YOU.
ANY OTHER QUESTIONS ON IT? ROLL. SHERIFF.
MR. BROWN. >> I GOT SOMETHING ON THAT. I'M SORRY.
NO, IT'S LITTLE LORNA TRIGGERED . MR. MAYOR, YEAH, OF I'VE GOT SOME CONCERNS AND NOT JUST BECAUSE OF THE EASEMENT BUT I HEARD THE DEVELOPER SANDRO AS I WAS SITTING ON THE PLANNING COMMISSION AND THEY WERE ASKING FOR MORE DENSITY.
>> DESCRIBE TO US THAT THERE WAS A PRETTY SEVERE DRAINAGE ISSUE IN THAT AREA AND THEY
MADE THE PROMISE THAT THEY WERE GOING TO FIX THAT. >> I UNDERSTAND DID THE NEED
[01:10:02]
FOR THE REPAIR. I ALSO UNDERSTAND THAT THERE IS SEVERE DRAINAGE ISSUES IN THE SURROUNDING AREAS. OH, IN PARTICULAR, YOU KNOW, ALL THROUGH THROUGH MATTHEW'S DRIVE AND WE WE TEND TO SEE THAT WHEN DEVELOPMENTS GO UP THE WATERSHED TENDS TO AFFECT THE SURROUNDING AREAS AND IF WE'VE ALREADY GOT BLOCKAGE TO SOME DEGREE WITHIN THE ENTIRE INFRASTRUCTURE THAT MAY WORSEN FOR THE NEIGHBOR'S. AS IT GETS BETTER FOR THIS PARTICULAR DEVELOPER SO I'M GOING WITH THIS IS IN I'M NOT IN A POSITION TO SUPPORT THIS AT THE MOMENT UNTIL I'VE GOT A BETTER UNDERSTANDING OF HOW THEY'LL WORK WILL TIE IN TO EITHER THE COUNTY OR TOWN WORK IN THE DRAINAGE IN THAT AREA. IT SEEMS TO ME THAT IF WE'RE GOING TO BE OFFERED UP AT EASEMENT TO GET IT RIGHT THEN WE NEED TO DO JUST THAT.AND GET IT RIGHT. >> MAYOR DAVID THERE. I I I I COMPLETELY AGREE WITH ALEX'S POSITION THERE AND I'M VERY AWARE OF THE LOCAL AREA AROUND THAT PROPERTY AND WITH
SIGNIFICANT IMPERVIOUS SURFACES BEING ADDED. >> I'D LIKE TO HAVE THE COMFORT THAT WE UNDERSTAND WHAT THE LARGER RAMIFICATIONS ARE. IT'S KIND NO.
>> ALL RIGHT. SCOTT, ARE YOU ON THE CALL THIS AFTERNOON?
>> CAN YOU SPEAK TO THAT? I KNOW THAT THE TOWN'S STORMWATER DEVELOPMENT STANDARDS REQUIRE NO NET INCREASE RUNOFF INTO ADJOINING PROPERTIES, BUT I'D LIKE YOU TO
SPEAK TO THAT IF POSSIBLE. >> YES, I'M STILL HERE ON THE CALL.
>> AND YOU ARE CORRECT. THE PROJECT HAS GONE OR WE'LL BE GOING THROUGH THE DEVELOPMENT PLAN REVIEW OR REVIEW PROCESS. I BELIEVE THEY ARE CLOSE WITH THIS ITEM BEING ONE OF THE LAST THINGS NECESSARY FOR THE ISSUANCE OF THE DEVELOPMENT PLAN. NOTICE OF ACTION. BUT YOU ARE CORRECT THAT THE PRE VS. POST RUNOFF IS ADDRESSED IN THE DEVELOPMENT CALCULATIONS.
WE CAN CLEARLY FOLLOW UP WITH ANY ON COUNCIL THAT ARE INTERESTED IN SEEING THE SITE DEVELOPMENT PLAN AND RECONCILING THAT PLAN WITH THE REQUIREMENTS OF THE ALAMO.
BUT AS I UNDERSTAND THE STORMWATER STAFF HAS BEEN ONSITE IS COMFORTABLE WITH WHAT THEY ARE PROPOSING AND IS RECOMMENDING THE EXECUTION OF THE AGREEMENTS SUCH THAT THAT CAN DEVELOPMENT CAN HOLD BACK THE APPROPRIATE AMOUNT OF WATER FROM A WATER QUALITY STANDPOINT AND DISCHARGE RATE NOT TO EXCEED THE EXISTING RATE INTO THAT TOWN DRAINAGE SYSTEM TO TRY TO MITIGATE AND ALLOW THE DEVELOPMENT TO HAPPEN IN A WAY THAT WE WOULD LIKE IT TO.
BUT THOSE PLANS CAN BE SHARED WITH ANYBODY THAT WOULD LIKE THEM.
>> YES. >> WENT OVER TO ALL WOODLANDS AT THE TIME OF THE REZONING APPLICATION AND I EXPLORED THAT PROPERTY WITH THE ADJACENT LANDOWNERS AND I WANT TO NOTE THAT THIS DEVELOPER HAS AGREED TO IMPROVE THAT DRAINAGE NOT NECESSARILY WHAT'S COMING OFF OF THEIR PROPERTY BUT OFF OF THE HILTON HEAD CHRISTIAN ACADEMY PROPERTY RATHER.
THEY'RE GOING TO IMPROVE THE DRAINAGE FOR THE BENEFIT OF ALL WOODLANDS.
AND SO ALL WE'RE DOING IN THIS ACTION IS ALLOWING THEM TO HAVE ACCESS OVER TOWN PROPERTY TO DO THOSE IMPROVEMENTS TO IN FACT IMPROVE THE DRAINAGE SITUATION IN ACCORDANCE WITH THE TOWN
ORDINANCE. THANK YOU, MR. BROWN. >> BLENDS SO DOES THE DEVELOPMENTAL AGREEMENT SPEAK TO THE PROMISE OF THE DEVELOPER IMPROVING THE DRAINAGE IN THE
SURROUNDING AREAS? ALSO? >> WELL, I'D LIKE TO KNOW THAT I KNOW MAYBE DON'T MAYBE NO ONE CAN ANSWER THAT QUESTION AT THE MOMENT.
BUT THAT'S SOMETHING THAT I WOULD LIKE TO SEE. AND I'D ALSO LIKE TO SEE HOW THE THE THE PLANS OF THE CHRISTIAN ACADEMY SITE WILL TIE HIM TO OLD BUILDINGS AND OTHER AREAS AS IMPROVEMENT. I HAVE A LOT OF TRUST IN OUR STAFF FOLLOWING THE ALAMO REQUIREMENTS FOR THE ACTUAL SITE BUT THAT'S NOT MY CONCERN HERE.
MY CONCERN IS THE SURROUNDING AREAS. >> I HAVE A QUESTION OF SCOTT IF I MAY ASK DAVID SCOTT. IS IT JUST VISIT VEHICULAR ACCESS THAT WE'RE TALKING ABOUT
[01:15:06]
OR ARE WE HAVING A DRAINAGE IMPROVEMENT THROUGH THAT EASEMENT?>> AS I UNDERSTAND IT, IT'S THE ESTABLISHMENT OF A PHYSICAL CONNECTION TO A DITCH THAT EXISTS ON TOWN PROPERTY SUCH THAT THE OUTFALL FROM THE CHRISTIAN ACADEMY CAN BE TIED INTO AN AREA THAT WE BELIEVE HAS POSITIVE DRAINAGE TO SERVE THAT WHOLE AREA YEARS AGO.
I'M NOT AWARE OF THE SPECIFIC CONCERNS THAT HAVE BEEN MADE MENTION OF FROM OLD WOODLANDS BUT I WILL TELL YOU THAT THE TOWN UNDERTOOK A PRETTY SIGNIFICANT DRAINAGE PROJECT TWO YEARS AGO ON THE BOUNDARY BETWEEN OLD WOODLANDS AND THE HILTON HEAD CHRISTIAN ACADEMY TO ESTABLISH AN OUTFALL THAT AT THE TIME DID NOT EXIST AND IT'S INTO THAT SAME SYSTEM THAT WE ARE TRYING TO PLAN FOR THE CONNECTION HERE FROM RUNOFF FROM THE CHRISTIAN ACADEMY.
OKAY. >> SO I UNDERSTAND THAT WE ARE IMPROVING THE CAPABILITY OF WATER BEING DISCHARGED BUT THEY ARE COMMITTED TO NOT HAVE A NET DISCHARGE FROM THEIR PROPERTY OR AT A RATE THAT EXCEEDS THE CAPACITY OF THAT DRAINAGE DITCH.
>> THAT'S CORRECT. AND THAT'S ONE OF THE CRITICAL POINTS OF ALL OF OUR REVIEWS OF STORMWATER MANAGEMENT HERE OF DEVELOPMENT THERE. THAT THE FLOOD POTENTIAL ON THE DOWNSTREAM PROPERTIES NEEDS TO BE ADDRESSED AND MITIGATED BY THE DEVELOPER ACTIONS ANYWHERE
THEY MAY OCCUR. >> THANK YOU, SCOTT. ANY OTHER QUESTIONS ON THIS? OKAY. WE'LL GET BACK TO ALLISON. WE PROMISED THEM AND LET'S HAVE A ROLL CALL. SURE. MR. BRAND OPPOSED MR. AMES.
>> YES, MR. YES. >> YES, MR. YES. MR. STANFORD'S YES.
[12.b. Consideration of Recommendations of the Accommodations Tax Advisory Committee]
OK. ELEVEN B CONSIDERATION A RECOMMENDATION OF THE TAXCOMMITTEE MOVE FOR APPROVAL. >> I'LL TAKE IT FOR A DISCUSSION.
>> OK. >> A DISCUSSION WAS SOMEWHAT TRANSITORY.
WELL, THANK YOU. SO THERE'S A NUMBER OF TOPICS THAT I KNOW WILL BE BROUGHT AT.
ONE IN PARTICULAR HAS TO DO WITH THE ADDITIONAL FUNDS THAT HAVE BEEN ALLOCATED TO THE ONE TO THE CHAMBER AND I BELIEVE THE OTHER IS TO THE TOWN AND I THINK THAT THAT'S WORTHY OF US DISCUSSING A LITTLE FURTHER AND PERHAPS THINKING OF OTHER WAYS THAT THOSE FUNDS CAN BE USED GIVEN THE FACT THAT WE'RE IN THE MIDDLE OF STILL REACTING AND DEALING WITH IT.
>> JUST OK, WELL LET ME SEE THAT FIRST JIMMY CARTER IN TERMS OF A QUESTION ABOUT RECOMMENDATIONS ON TODAY'S CALL, WE DO HAVE THE CHAIRMAN AND VISE CHAIRMAN OF THE TAX ADVISORY BODY AND WE WOULD CERTAINLY TURN TO THEM TO PROVIDE ANY KIND OF COMMENTS ON THE RECOMMENDATIONS THAT THEY'VE SUBMITTED THE TOWN COUNCIL.
>> OK. MR. FLICKERS ON THE SCREEN. >> ALL RIGHT.
SO WE'VE GOT MR. PFLEGER AND I THINK WE SHOULD HAVE MR. BROWN AS WELL.
I NO LONGER SEE AS. I NO LONGER SEE HIM. WELL, WE DON'T HAVE MR. BROWN ON THE CALL, MR. FLICKER. BY DEFAULT THE HONOR FALLS TO YOU TO PROVIDE ANY COMMENTS THAT YOU WANT TO ABOUT THE COMMITTEE'S RECOMMENDATIONS. WELL, WE'RE IN A VERY FORTUNATE SITUATION THIS YEAR THAT THE WE HAD NO FUNDS IN EXCESS. THE REQUESTS THAT WE FELT WERE SIGNIFICANTLY TO BE FELT TO BE FUNDED. AND SO WITH THAT WE MADE THE RECOMMENDATION THAT THE GROUP IS NOW CALL THAT THE THAT THE REMAINING SUMS BE DIVIDED INTO BASICALLY A FOR THREE DIFFERENT PARTS FOR THE CITY, FOR THE DEMO AND ALSO FOR FUTURE OR UPDATED REQUEST FROM A TAX RECIPIENT EITHER FROM LAST YEAR OR THIS YEAR.
OUR RECOMMENDATION AND THOSE WERE EACH DONE EQUALLY. >> THANK YOU, MR. FRANK FOR MR. BROWN. I DON'T KNOW IF YOU MISSED THAT COUNCILWOMAN BECKER HAD INDICATED A QUESTION WITH REGARDS TO THE COMMITTEE'S RECOMMENDATION THAT ADDITIONAL FUNDING BE PROVIDED TO THE CHAMBER AS THE DMA INTO THE TOWN.
[01:20:02]
SINCE YOU DROPPED OFF THE CALL WE'D ASK MR. LUGAR TO STEP IN FOR YOU.BUT SINCE YOU'RE BACK WE WANT TO GIVE YOU AN OPPORTUNITY PROVIDED THE COMMENTS THE CHAIR
OF THE COMMITTEE AS WELL. >> YES. THANK YOU.
SORRY ABOUT THE BLUEJEANS ISSUES. I WAS I COULD GET LOG BACK ON BUT YES, WHAT WE WERE LOOKING AT IT WE WERE QUITE SURPRISED TO HAVE THE OVERAGE GIVEN THE CIRCUMSTANCES LAST COUPLE OF YEARS AND GIVEN THE CURRENT SITUATION IN REALLY AS THE CHAIR IN TALKING WITH TOWN STAFF AND TALKING WITH THE COMMITTEE MEMBERS AND REALLY LOOKING THROUGH IT, WE REALLY WANTED TO BE PREPARED FOR THE YEAR AHEAD AND FELT THAT THAT RECOMMENDATION OF BREAKING IT INTO THE THIRD'S AND AGAIN BASICALLY FULLY FUNDING EVERY SINGLE APPLICANT TO THEIR TO THEIR ALLOWABLE WORK LEVEL WAS THE RIGHT DECISION.
AND MORE IMPORTANTLY MAKING SURE THAT THE TOWN HAD THE ADDITIONAL FUNDING IN THE DEMO ESPECIALLY WITH NOW HAVING TO CHANGE AND BEING IN THE THE THE ACCOMMODATIONS BUSINESS UNDERSTANDING THE AGILITY WITH WHICH YOU MUST PORTRAY YOURSELVES AND CHANGE YOU KNOW ALL THE TIME WE FELT THAT THOSE THOSE WERE THE BEST OPTIONS WAS TO BREAK THOSE INTO THIRDS AND THEN AS WELL TO BE PREPARED FOR THE APPLICANTS TO COME BACK AND HAVE THE ABILITY I'VE ALREADY HAD CONVERSATIONS WITH SUNDAY AND TOWN STAFF ABOUT HOW THAT WILL LOOK FOR OUT OF CYCLE
GRANT REQUESTS AS WELL AS THE 16. >> COULD YOU GIVE US AN UPDATE ? MAYOR, I THINK MAYBE. I THINK IT DESERVES SAYING THAT THE ATTACK CONTINUES TO DO INCREDIBLE WORK. THE THE QUALITY OF THE APPLICATION THAT ARE COMING THROUGH AND I I WATCHED MUCH OF WHAT THE WHAT THEY REVIEWED THIS YEAR THE QUALITY IS IS MUCH, MUCH BETTER. I THINK IT'S IT'S THE COMMITTEE'S GOOD WORK THAT THIS BEHIND ALL OF THAT. SO JIM AND ANDREW KEEP UP THE GOOD WORK AS IT PERTAINS TO THE THE IN THE ACCESS GRANT TO THE CHAMBER AND TO THE TOWN.
I THINK IT WOULD BE APPROPRIATE TO CONSIDER TAKING THE AMOUNT OF THAT ACCESS WHICH IS ONE HUNDRED JUST UNDER ONE HUNDRED AND TWENTY SEVEN THOUSAND DOLLARS IN EACH CASE AND RATHER THEM ALLOCATED AS AN INCREASED GRAHAM AWARD TO THE DEMO AND TO THE TOWN TAKE THOSE MONEYS AS THEY DID WITH THE THE ONE THIRD OF THAT ONE HUNDRED TWENTY SEVEN THOUSAND TAKE THOSE MONEYS BELOW THE LINE INTO THE UNDIES FIRST ON THE ALLOCATED RESERVE FOR FOR FUTURE GRANTS.
I THINK THERE'S ENOUGH UNCERTAINTY ABOUT WHAT'S GOING TO HAPPEN IN 20 20 OF 1 THAT TO HAVE THREE HUNDRED AND EIGHTY THOUSAND ALMOST THREE HUNDRED EIGHTY ONE THOUSAND IN THAT RESERVE FUND. WOULD SERVE US WELL FOR PEOPLE COMING IN WITH OUT CYCLE REQUESTS. THINGS ARE GONNA CHANGE BETWEEN TODAY AND JUNE OF NEXT YEAR AND HAVING THAT MUCH IN RESERVE TO BE ALLOCATED FOR ADDITIONAL GRANTS I THINK MAKES A LOT OF SENSE. JOHN, I I I I THINK I'D LIKE TO AMEND THE MOTION TO APPROVE THE GRANTS AS PRESENTED EXCEPT FOR THE AMOUNT IN EXCESS OF THE GRANT APPLICATION BY THE CHAMBER OF COMMERCE OF ECB AND THE AMOUNT AND ACCESS TO THE TOWN OF HILTON APPLICATION OF ONE MILLION DOLLARS AND TAKE THOSE MONEYS AND ASSIGN THOSE MONEYS TO THE RESERVE FOR LATER YEARS. I WOULD SECOND THAT MOTION, MR. MAYOR.
>> NO, I DIDN'T. DID THE ORIGINAL MAKER SECONDED AGREE ON THAT?
SO WHAT WAS YOUR ORIGINAL? MR. HART JUST ORGANS. >> I AGREE WITH THE SUGGESTION FOR MOVING THOSE FUNDS INTO THE RESERVE FUND. BUT MR. LENNOX JUST SHARED WITH
US ALWAYS A SECOND PERSPECTIVE. >> I'M FINE WITH THAT AS WELL. OK.
YOUR SECOND POINT NOW OUTSIDE COMMENTS. THANK YOU, MISS SPECTER.
LET'S STAY WITH YOU AND GET SOME MORE ITEMS. WELL, I DID IN ONE OF THE THINGS THAT WAS MENTIONED IN THE STARLET PART OF THIS DISCUSSION.
WAS THE OPPORTUNITY FOR ORGANIZATIONS TO COME BACK AND TO APPLY FOR ADDITIONAL FUNDS AND THERE WAS A PROCESS I THINK WAS. YOU MENTIONED THAT THERE'S BEEN
A PROCESS THAT'S BEEN SET FOR THAT TO HAPPEN. >> YOU'VE GOT JUST NEED TO KNOW
[01:25:06]
WHERE THAT PROCESS IS AND HOW IT WOULD BE PUBLICIZED TO ORGANIZATIONS WHO MIGHT WANT TO THAT AND THEN ALSO WHETHER OR NOT IT REQUIRES AN ORGANIZATION TO HAVE ALREADY BEEN LIKE MANY ALLOCATED TO THEM IN ORDER TO APPLY FOR ADDITIONAL FUNDS OR THOSE WHO MAY NOT HAVE APPLIED CAN APPLY OR THOSE THEY DID APPLY AND WEREN'T GRANTED COULD APPLY BUT WHAT THAT PROCESSLOOKS LIKE. >> SO SO TO UNPACK THERE. BUT BUT WE'VE ALWAYS HAD OUT OF CYCLE GRANT REQUESTS. SO IN THAT IN THAT SENSE THAT'LL BE THE BASIS FOR WHICH WE ARE GOING TO GO FORWARD. WE WILL HAVE TO HAVE AN AMENDED VERSION WHICH I HAVE HAD CONVERSATIONS WITH SUNDAY AND TOWN STAFF. WE HAVE NOT FINALIZED THAT.
ONCE THAT IS FINALIZED WE WILL GET THAT POSTED SOMETIME. I DON'T KNOW THE EXACT TIMEFRAME OF THAT BECAUSE THIS HAS TO BE DECIDED AND THAT WAS ONE OF THE REASONS WHY WE ORIGINALLY DECIDED ON THE BUCKETS IS BECAUSE THEN WE CAN CAN DO THAT BUT WITH WITH IT ALL GOING TO THE UNRESERVED THAT COULD INCREASE. YOU DO NOT HAVE TO HAVE APPLIED PREVIOUSLY. YOU CAN HAVE AN OUT OF CYCLE GRANT REQUEST WHICH WE WILL TAKE INTO CONSIDERATION. IT'S GOING TO THEN COME DOWN TO ALL OF THE QUALIFICATION THAT WOULD BE ALLOWABLE FOR FOR EACH ONE OF THOSE APPLICANTS. BUT I WOULD DEFER TO SUNDAY.
AND JOHN TROYER AS WELL IF I'VE SPOKEN OUT TURN IT ALL ON MR. LUCA.
THANK YOU. >> MR. SANFORD. THANK YOU.
I THINK IT SHOULD BE EMPHASIZED HERE THAT THIS MOTION FULFILLS THE ENTIRE APPLICATION THAT HAS BEEN MADE BY THE CHAMBER. WE'RE NOT CUTTING BACK ON THE APPLICATION BEING MADE BY THE CHAMBER AND IS FULFILLING THE FULL APPLICATION MADE BY THE TOWN WITHOUT PUTTING IT BACK.
AND SO FOR THOSE REASONS I THINK THAT THE IDEA OF GIVING THEM WHAT IS ASKED FOR HAVING OTHER FUNDS IN RESERVE MAKES SENSE. AND SO I SUPPORT THE MOTION AS
AMENDED. THANK YOU, MR. BILL. >> I SUPPORT THE MOTION AS AMENDED. MAKE SENSE. MR. HAVE COMMENTS DISCUSSION.
ALEX? >> YES. I ALSO WILL BE SUPPORTING THE AMENDED MOTION BUT I WANT TO TAKE THIS OPPORTUNITY, YOU KNOW AND I WILL OFTEN REFER TO OUR NEW COMPREHENSIVE PLAN WHICH IS CALLED OUR PLAN MAYBE A LOT OF EMOTION ATTACHED TO THAT BECAUSE I WORK SO HARD ON DIVISION ENFORCEMENT OF THAT IT CAME THROUGH THE PLANNING COMMISSION AND ULTIMATELY THROUGH TOWN COUNCIL FOR APPROVAL BUT ALWAYS VIEWED THAT
DOCUMENT AS A NEW WAY OF DOING BUSINESS FOR US. >> OK.
AND I OFTEN TRIED TO REFER BACK TO IT WHEN YOU'RE TRYING TO MAKE THESE THESE DECISIONS AND WHEN IT COMES TO THE ATX I MIGHT JUST OFFER UP TO MR. BROWN.
CHAIRMAN BROWN IT IS THAT YOU KNOW, MAYBE YOU TAKE YOUR COMMITTEE THROUGH SOME TYPE OF EXERCISE THAT REALLY TAKES A CLOSE LOOK AT THE CORE VALUES THERE AND THE ONE IN PARTICULAR THAT I'M SPEAKING OF NOW IS REVITALIZING IN THE MODERNIZATION OF OUR ECONOMY.
OK. WE ARE SO DRIVEN BY THE TOURISM PIECE AND GRATEFULLY SO.
HOWEVER, YOU KNOW, WE NEED TO AT SOME POINT THINK OUT OF THE BOX HERE JUST A BIT.
>> THE PLAN ALSO TALKS TO WAYS TO LEVERAGE AND ATTRACT YOUNG PROFESSIONALS IN THE AREA.
IT TALKS ABOUT DIVERSIFYING OUR TOURISM ECONOMY, THE ECO ARTS AND ENTERTAINMENT AND THAT SORT OF THING. SO YOU KNOW, AS WE MOVE FORWARD IT'S THE AWESOME NEW IDEAS THAT THAT SURFACED BECAUSE WE ARE BEING JUST A LITTLE BIT MORE FRIENDLY TO THOSE NEW IDEAS THAT CORRELATE BACK TO THE NEW COMPREHENSIVE PLAN I THINK WOULD BE IN A BETTER PLACE.
MOVING FORWARD INSTEAD OF JUST THE SAME OLD BUSINESS AS USUAL. BUT AGAIN, I THANK YOU ALL FOR YOUR HARD WORK. AND AGAIN JUST JUST OFFERING THE OPPORTUNITY TO KIND OF SHIFT OUR MINDSET JUST A BIT IN THE FUTURE. THANK YOU, MR. LENDERS.
ANY MORE DISCUSSION? >> YEAH, I THINK THE NEEDS ALSO TO BE SAID THAT A LOT OF THESE APPLICANTS APPLY FOR LESS THAN THEY QUALIFIED FOR TO INCLUDE THE CHAMBER OF COMMERCE.
[01:30:06]
SO I AGAIN COMMEND GERMANS TO GERMAN DREW FOR THE PROCESS AND THE APPLICANTS FOR THE MANNERIN WHICH THEY APPROACH THE A TAX GRANT REQUESTS. >> AND IF I MAY REALLY QUICKLY INTO MR. LENNOX'S POINT THAT WAS ACTUALLY THE REASON WHY THE CREATION FOR THE ORIGINAL THREE BUDGET OR THERE 3 BUCKETS WAS BECAUSE BOTH THE TOWN OF HILTON HEAD AND THE CHAMBER OF COMMERCE TOOK OVER 10 PERCENT LESS IN THEIR ANNUAL REQUEST FROM ACTUALLY THAN IN FUNDING FROM FROM LAST YEAR. SO SO WE WANTED TO TRY AND HELP THAT IN.
MR. BROWN, TO YOUR POINT. THIS YEAR WE ACTUALLY WERE ABLE TO FULLY FUND SEVERAL BOTH CULTURAL HERITAGE AND CULINARY EVENTS TO TRY AND EXPAND THAT. SO SO WE'RE REALLY IF YOU IF YOU WANT TO LOOK AT THE PLAN AND SEE DID SOME REALLY GREAT STUFF WITH THE COST DISCOVERY
MUSEUM AND ACCOUNTING BARBARA THIS YEAR. >> SO BOTH OF THOSE PROJECTS
AND YOU CAN KEEP YOUR PROJECT FACILITY FUNDED. >> WE'RE WELL AWARE OF TRYING TO CHANGE THE KIND OF THE AMOUNT OF DIFFERENT TYPES OF TOURISM HERE THE AREA.
>> AND AGAIN FOR THOSE THEY'RE WATCHING, YOU KNOW, THEY OUT OF CYCLE GRANTS WILL BE VERY IMPORTANT. SO SO AS LONG AS THEY'RE APPLICABLE WE WILL DEFINITELY TAKE UP THEIR REQUESTS AND I WOULD LIKE TO ADD AS WELL AS WE WERE THAT THE COMMITTEE WAS IMPRESSED BY THE APPLICANTS WHO HAVE ALREADY EMBRACED THE CHANGES NECESSARY AND HAVE USED
STREAMING. >> A LOT OF OUR ORGANIZATIONS ARE NOW STREAMING THEIR ACTIVITIES OR AND OR PERFORMANCES AND SO THEY'VE INSPIRED A CHANGE A LITTLE BIT ABOUT HOW WE'RE GOING TO LOOK AT THINGS. AND SO A LOT OF THEM ARE BOARDING TAKEN UP, TAKING UP THE MANTLE SO TO SPEAK. AND WE LOOK FORWARD TO WORKING
WITH THOSE ORGANIZATIONS AND OTHERS LIKE THEM IN THE FUTURE. >> THANK YOU.
DREW, WOULD YOU MODEL. YES, SIR. MR. BROWN SUPPORT MR. HARKINS?
>> YES, MR. AMES? YES, MR. MRS.. YES.
MR. LENNOX? YES. MR. STANFORD? YES. MAYOR MCCANN? YES.
[12.c. Authorization of the Town Manager to execute the 2020 Palmetto Electric Cooperative, Inc. Rural Development Act Utility Agreement, for the Town-owned property at 355 William Hilton Parkway.]
7 0. THANK YOU, MR. KLUGER. THANK YOU, MR. BROWN.I DID SEE AUTHORIZING TOWN MANAGER TO EXECUTE A PALMETTO ELECTRIC CORPORATION RURAL DEVELOPMENT ACT UTILITY AMENDMENT TO THE TOWN HALL PROBABLY INCREASE FIFTY FIVE.
WILLIAM HUDSON MADE A MOVE FOR APPROVAL. >> THAT CONCERNED STANFORD.
ANY DISCUSSION ON THIS IN OUR DISCUSSION? MR. BROWN SUPPORT MR. HARKINS.
YES, MR. AMES. YES. THIS IS DR. YES.
MR. LONDON. YES. MR. STANFORD.
[12.d. Authorization of the Town Manager to execute the Addendum to the 2018 Palmetto Electric Cooperative, Inc. Rural Development Act Utility Agreement, extending the agreement until December 31, 2021.]
7 0, SIR. BOTH WERE TAKEN FROM THE TOWN MANAGER TO ON THE MIT ADDENDUM TO THE 2018 GENERAL ELECTRIC COOPERATIVE BOLD WORLD DEVELOPMENT ACT UTILITY AGREEMENT EXTENDING THE AGREEMENT UNTIL DECEMBER 30 FIRST 1ST TWENTY MOVE FORAPPROVAL SAM OK. >> ANY DISCUSSION ON THIS ITEM? >> CALL FOR BOTH MR. BROWN AND MR. PERKINS. YES. MR. AMES?
MR. LENNOX. YES. MR. STANFORD? YES. IN THERE. MCCAIN YES.
[12.e. Consideration of the Appointment of a Town Representative to the Beaufort County Economic Development Corporation Board of Directors]
7 0 SOME CONSIDERATION OF THE APPOINTMENT TO THE TOWN AT A TOWN REPRESENTATIVE TO THEBEAUFORT COUNTY ECONOMIC GLOBAL CORPORATIONS BOARD. >> SO MOVED TAKEN MR. BECKETT.
IS THERE A DEFINITE DISCUSSION ON HIS ITEM? NO DISCUSSION.
OVERALL, MR. BROWN, THE WHAT MR. HOPKINS IS MR. HAYNES. >> YES, MA'AM.
THIS IS BECKER. YES. >> MR. MANNIX? YES. MR. STANFORD? YES.
[12.f. Discussion of Request for Proposal for a Land Planner in the Stoney Community]
AND MAYOR MCKEON? YES. 7 0, SIR.>> DISCUSSION A REQUEST FOR A PROPOSAL FOR A LAND PLANNER IN THE STONEY COMMUNITY.
[01:35:01]
YES. SECOND QUESTION. YES.DR. OK. DISCUSSION. OH, NO DISCUSSION ON.
I'VE GOT MY DAVID. THIS. THIS ONE LEAVES ME MYSTIFIED.
WE'VE TALKED ABOUT THIS ON SEVERAL DIFFERENT OCCASIONS. >> WE'VE TALKED ABOUT ASSUMING A LEADERSHIP ROLE. PLANNING OPENS UP AVENUES FOR NEW IDEAS AND WE WEEK WE COULD BE LOOKING AT STONEY IN A CREATIVE WAY THAT RIGHT NOW WE'RE NOT.
AND SO I THINK THAT BY BY ACCELERATING THE PLANNING WE DO A COUPLE OF THINGS.
WE BETTER UNDERSTAND THE RAMIFICATIONS OF THE DIFFERENT SCADA GOP ALTERNATIVES.
WE HAVE A BETTER IDEA OF THE SIZE OF LOTS THAT ARE INDIVIDUALLY OWNED.
>> THE POTENTIAL THAT THEY MAY REPRESENT OR THE DOWNSIDE THAT ALTERNATE PLANS OF THE HIGHWAY OR OF A LAND PLAN MIGHT IMPACT THEM. AND SO I I I'M OF THE OPINION THAT THE PROPOSAL THAT THE COUNTY OFFERED US TO MOVE FORWARD WITH W L.A. ON A TIME SENSITIVE BASIS MAKES A LOT OF SENSE AND THAT BY SENDING OUT AN RFP ESSENTIALLY WHAT WE'RE DOING IS SAYING THAT ANY LAND PLANNING DECISIONS OR THOUGHTS WILL BE POSTPONED
UNTIL THE INDEPENDENT ENGINEER HAS DONE THAT WORK. >> AND I REALLY THINK THOSE THINGS HAVE TO GO HAND-IN-HAND IN ORDER TO OFFER BOTH THE COMMUNITY WRIT LARGE AND THE STONY RESIDENTS A FULL PACKAGE OF OPPORTUNITIES OR OPTIONS. AND SO I'M DISAPPOINTED.
I THINK THAT THERE IS A SORT OF UNMISTAKABLE APPEARANCE OF AVOIDING LEADERSHIP HERE AND
I DON'T UNDERSTAND. >> I'D LIKE I'D LIKE TO GET SOME ANSWERS ON THAT.
>> THANK YOU. ALWAYS INQUISITIVE BUT BUILT. >> DAVID.
SHERIFF DAVID, LET ME HAVE AN OPPORTUNITY TO SPEAK TO THAT. I'VE SPOKEN WITH REPRESENTATIVES FROM THE COUNTY ABOUT THAT PARTICULAR SUBJECT. THEY ARE CONFIRMING IT BUT THEY BELIEVE THAT THE CONTRACT WITH W. EH WAS LIKELY CLOSED OUT SOMETIME SHORTLY AFTER THE MASTER PLAN WAS DELIVERED TO THE MITCHELL MILL GROUP IN 2019 .
ADDITIONALLY, WE'VE ALSO SPOKEN TO OUR PROCUREMENT OFFICER AND THE SUBJECT MATTER OF THIS PARTICULAR CONTRACT IS NOT DIRECTLY RELATED ENOUGH TO THE EXISTING CONTRACT THAT WOULD HAVE BEEN SIGNED WITH WFLA IN THAT IT WAS BROUGHT ON BOARD TO PERFORM A MASTERPLAN SERVICE FOR THE MITCHELL VALE AREA. THIS IS A SEPARATE PROJECT IN A SEPARATE GEOGRAPHIC AREA.
SO WE'RE LISTENING TO OUR PROCUREMENT OFFICIALS. IF THE VALUE OF THIS CONTRACT IS GOING TO BE IN EXCESS OF TWENTY FIVE THOUSAND DOLLARS AND RIGHT NOW WE DON'T HAVE ANY REASON TO BELIEVE THAT IT WOULDN'T BE THEN WE MUST GO THROUGH THE COMPETITIVE PROCESS IN ORDER TO BE ABLE TO AWARD THIS CONTRACT. AND SO THAT'S WHY YOU HAVE BEFORE YOU TONIGHT OUR REQUEST FOR PROPOSALS THAT WE CAN PUT OUT TO THE PUBLIC TO ENSURE COMPLIANCE WITH THE TOWN'S PROCUREMENT REGULATIONS. THAT ANSWERS ADDRESSES DEC 2020 BUT NOT THE LEADERSHIP ISSUE OF HOW WE ARE GOING TO BEST SERVE THE STONY RESIDENTS OR SOLVE THE LAND PLANNING LAND USE OPPORTUNITIES OF THAT AREA. AND I'M JUST SAYING THAT IT WOULD BE NICE TO BE ABLE TO HAVE THESE THINGS GO HAND IN HAND.
BUT THAT IS NOT AVAILABLE. SOVIET BUT I WISH THAT WE HAD SHOWN GREATER LEADERSHIP IN THE REGARDS OF CONSIDERING OPTIONS SIX MONTHS TO GO. THANK YOU.
ALEX I AGREE. COUNCILMAN AMES, AS FAR AS THE THE OPPORTUNITY OR IN THIS CASE WHEN ALSO DESCRIBING AN OPPORTUNITY MISSED, I JUST WANT TO REMIND US ALL THAT WE
[01:40:07]
ADOPTED AS A MUNICIPALITY SOME GUIDING PRINCIPLES IN REGARDS TO THIS PROJECT AND TWO AND THREE ARE VERY RELEVANT TO THIS CONVERSATION AND THAT'S IMPROVING THE QUALITY OF LIFE IN THE STONY AREA AND NOT JUST THERE BUT THE ENTIRE ALLEN AND FLAG GATEWAY TO BEAESTHETICALLY PLEASING, SAFE AND FUNCTIONAL. >> AND SO ON.
AFTER SITTING ON THE TUESDAY MAY QUARTER COMMITTEE, YOU KNOW IT WAS IT WAS RECOMMENDED THAT WE GO IN THIS DIRECTION. AND YOU KNOW, TOWN COUNCIL TOOK A TOOK A VOTE ON THAT I THINK WAS BACK IN BACK IN MARCH. OK. SO WE'VE BEEN KIND OF SITTING IDLE TO A DEGREE AND QUITE FRANKLY I DON'T FEEL COMFORTABLE HAVING MY BACK AGAINST THE WALL TRYING TO MAKE A DECISION THAT IS SO IMPORTANT.
AND IT SEEMS AS IF NOT ALL OF US HAVE BEEN FOLLOWING THE GUIDING PRINCIPLES.
NOW I KNOW FOR A FACT THAT AS A TOOL YOU IS NOT GOING TO FOLLOW THEM BECAUSE THEIR BUSINESS IS TO BUILD ROADS BRIDGES NOT NECESSARILY TO BUILD COMMUNITY VIENNA THE COUNCIL HAD ADOPTED THOSE GUIDING PRINCIPLES AS MY UNDERSTANDING THAT THEY HAVE THE EXPECTATION THAT THE STAFF WOULD FOLLOW THEM IN THEIR INTERACTION WITHIN THIS PROJECT.
>> THAT HAS NOT BEEN PROVEN TO DATE AND I THINK WE NEED TO DO SOMETHING ABOUT THAT.
>> SO IF THE NEED FOR A LAND PLAN IT IS SOMETHING THAT THE COMMUNITY AND THE COUNCIL IS BEGGING FOR THEN I ETHICS STAFF NEEDS TO GET IN STEP WITH THAT IN IT THAT MEANS THAT WE HAVE TO HOLD BACK ON THE OVERSIGHT COMMITTEE WORK UNTIL WE GET A LAND PLANNER ON BOARD THEN SO
BE IT. >> THE TOP DOGS AT SC. YOU HAVE ALREADY SAID THAT THE TIMELINE CAN BE ADJUSTED I THINK IS UPON US AS POLICY MAKERS, AS LEADERS IN THIS
SITUATION TO STEP UP. >> THE COUNTY HAS DONE ALL THAT THEY CAN TO PUT US IN A POSITION TO MAKE THIS WORK. AND HAD WE MOVED A LITTLE QUICKER TO THREE OR FIVE, SIX
MONTHS AGO WE WOULDN'T BE HAVING THIS CONVERSATION. >> I'M NOT INTERESTED IN HAVING THIS CONVERSATION IN ANOTHER TWO MONTHS THREE MONTHS WHEN S THE DEAL T BRINGS FORTH WHAT THEY ARE PROPOSING AS THE BEST SOLUTION AND WE AS A TOWN HAVE NOT HAD EVERY OPPORTUNITY TO
PARTICIPATE. >> SO AGAIN I GO BACK TO OUR RESPONSIBLE TEAM, TO OUR CITIZENS TO ADHERE TO OUR GUIDING PRINCIPLES AND NOT NECESSARILY ADHERE TO ANY DEAL T IN ORDER AMBITIONS MAYBE THAT'S THE EFFORT THEY HAVE WORKING ALONGSIDE THEM.
>> AND I'LL STOP THERE. ANY OTHER DISCUSSION? MR. HAWKINS IS ON YOU WITH
ANYTHING EITHER OF OUR COLLEAGUES HAVE SAID? >> I THINK WE ALL AGREE THERE'S SOME COMMON GROUND HERE THAT THIS PROJECT WILL BE A LOT BETTER WITH GOOD LAND PLANNING FOR THE ST. LOUIS AREA THAT COMPLEMENTS THAT BUT DOES NOT CONFLICT WITH THE ENGINEERING SOLUTION OF CHOICE. THE CONUNDRUM WE'RE FACING HERE IS THAT I THINK MAYBE SOME OF US MAY THOUGHT IN THE PAST THAT THE GROUP THAT DID HELP WITH MITCHELL BUILD COULD SLIDE NICELY OVER WITHOUT GOING THROUGH THE PROCUREMENT PROCESS.
I IF THAT'S TRUE ENOUGH BUT THAT COULD BE AN THE CONUNDRUM THAT WE'RE FACED WITH NOW IS THAT THE TRAIN THE TRAIN IS LEAVING ON THE ENGINEERING SOLUTION FOR THE OPTION OF CHOICE FOR THE HIGHWAY. WE'VE ALL SAID NOT ALL BUT I THINK MANY OF US HAVE SAID IN
[01:45:05]
THE PAST I KNOW I HAVE THAT THIS SHOULD BE THERE SHOULD BE THAT THIS SHOULD BE A CAN GROWING EFFORT BETWEEN STONEY PLANNING AND THE ENGINEERING PLANNING AND HAD WE HAD THE LAND PLANNER ON BOARD NOW, WE WOULDN'T BE HAVING THIS DISCUSSION.AND I RESPECT THE FACT THAT WE SHOULD BE HAVING THIS DISCUSSION BECAUSE WE HAVEN'T SOLVED YET A ONE 1 PRAGMATIC THOUGHT I HAVE IS THAT I BELIEVE WE HAVE SOME VERY TALENTED PLANNING PEOPLE ON THE STAFF OF THE TOWN AND WHY CAN'T WE THROUGH OUR ASSISTANT TOWN MANAGER NOW ASK CAN DIRECT WHOEVER IS MOST QUALIFIED TO ON AN INTERIM BASIS TAKE A VERY VISIBLE LEADERSHIP ROLE ON THE PLANNING FOR IN STONY BRING IN COMMUNITY LEADERS THAT KNOW MUCH MORE ABOUT THIS AREA THAN I DO AND BEGIN THE PROCESS AGAIN CONCUR WITH WHAT'S GOING
ON. >> AND AT THE SAME TIME GO MAYBE ACCELERATE TO THE EXTENT WE CAN. GIVEN THE PROCUREMENT STRAITJACKET THAT WE'RE IN THIS SEARCH FOR THAT EXTERNAL LAND OR TO COME IN AND GUIDE US, WE WOULD BE MOVING IN THE RIGHT DIRECTION. THERE WOULD BE A HANDOFF WHEN THAT PERSON COMES ON BOARD.
BUT WE WON'T BE JUST SITTING HERE TREADING WATER. AND I WOULD HAVE FAITH WITH IT.
I WOULD I WOULD BELIEVE WE COULD HAVE A GOOD FAITH EFFORT IN A QUALITY EFFORT DRAWING ON AN INTERIM BASIS WITH SOME TOWN PLANNING EXPERTISE AND JOINING WITH AN INVITATION OUT TO OUR CITIZENS THAT COULD GUIDE US IN THIS AREA. IT'S NOT IDEAL.
I'LL GRANT THAT. I WISH WE WEREN'T HERE BUT WE ARE.
SO I PUT OUT THE CHALLENGE QUESTION TO US IS THAT A GOOD IDEA OR NOT?
>> I THINK YOU WERE CALLING ON ME TO MY ANSWER WAS TO SUMMARIZE WHAT WE'VE HEARD HERE THIS AFTERNOON. IT'S MY UNDERSTANDING THAT THE HOPE FOR USE OF THE L. A UNDER THE PRIOR CONTRACT IS NOT POSSIBLE. EVERYONE HAD ASSUMED THAT UNTIL THIS TIME AND NOW IT'S BEEN MADE CLEAR THAT WE DO HAVE TO GO THROUGH THE PROCUREMENT PROCESS. SOME OF THE CRITICISM THAT'S BEEN MADE IS NO DOUBT VALID.
BUT IT'S TIME FOR US TO MOVE FORWARD. AND SO POSSIBLY USING BILL'S SUGGESTION OF GETTING SOME BASIC DATA AND SO FORTH ASSEMBLED AND GETTING A PROCESS MOVING WHILE WE'RE GOING THROUGH A BIDDING PROCESS MAKES SENSE TO ME.
AND SO I SAY IT'S TIME FOR US TO MOVE FORWARD. THANK YOU.
>> THE SONICS I AGREE WITH GLEN WE'VE GOT WE'VE GOT A CONSULTING ENGINEER REVIEWING THE DOJ TEAM WORK THAT IS EXTERNAL TO DOJ. WHAT WE'RE PROPOSING HERE IS A LAND USE PLANNER EXTERNAL TO DOJ TO COME UP WITH SUGGESTIONS RELATED TO THE COMMUNITY SPECIFICALLY IN THE STONEY AREA AND GENERALLY ON THE ISLAND I THINK I THINK TO DELAY IT'S A MISTAKE AND THEN WHAT WE'RE TALKING ABOUT HERE IS THE RECOMMENDATION IS TO AUTHORIZE THE RELEASE OF AN RFP IF WE WANTED TO FIND SOME SPECIFICS THAT WE'RE LOOKING FOR THIS LAND PLANNER TO INCORPORATE INTO HIS RECOMMENDATIONS OR OPTIONS THAT'S THE PLACE WE DEFINE IT IF WE WANT TO MOVE SOME OF THE GUIDING PRINCIPLES INTO CONTACT THAT MAKES SENSE IN THE RFA THAT'S WHERE WE DO IT BUT WE DON'T HAVE THE RFP YET AND I THINK THAT'S THE WAY WE DEFINE THE ASSIGNMENT THAT WE'RE LOOKING FOR THIS LAND PLAN EARLY.
DO I THINK I THINK THE LANE IS ON A STAKE. TAMMY INSIDE WELL I THINK IT'S
[01:50:11]
UNFORTUNATE THAT WE ARE WHERE WE ARE. EVERYONE HAS SAID THAT AND I THINK THE I THINK I THINK THE WAY FRANKLY THAT BILL LAID IT OUT MAKES A LOT SENSE.I THINK THAT WE HAVE AN ABUNDANCE OF TALENT ON STAFF AND WE HAVE WORK THAT CAN BE DONE TO BRING THIS TOGETHER AND SO I I WOULD SUPPORT THOSE IDEAS.
I'M OK. >> DAVID, ONE OTHER QUESTION, SIR.
YEAH, WELL I WANTED TO PIGGYBACK ON WHAT BILL WAS SUGGESTING BECAUSE I THINK IT DOES HAVE MERIT BUT I RECOGNIZE THAT ONE OF THE CHALLENGES WE'VE HAD ALL ALONG IS HAVING PRODUCTIVE CONVERSATIONS WITH THE STONY RESIDENTS OF SELVES AND SO I'M JUST WONDERING WHETHER OR NOT AN ADJUNCT TO BILL'S SUGGESTION MIGHT BE THAT WE HIRE SOMEBODY ON A LESS THAN TWENTY FIVE THOUSAND DOLLAR BASIS TO KICK THE PROJECT OFF WITH STAFF INTERACTING WITH ESTONIAN COMMUNITY AND HAVE THAT PERSON HAVE SOME LAND PLANNING COMMUNITY RELATIONS BACKGROUND. SO BUT I WOULD GO ALONG WITH WHAT BILL'S SUGGESTING.
I'M JUST RECOMMENDING OR SUGGESTING THAT THERE MAY BE ANOTHER PART OF IT THAT WOULD HELP ANY COMMENT HERE AT I. MAY I? MR. MAYOR? YES. I THINK WHAT DAVID IS SAYING MAY COULD OH A NICE WRAPPER ON THE IDEA THAT SUGGESTS THAT I'M POSITING IN HER FOUR HUNDRED TWENTY FIVE.
>> IT MAY GIVE MORE CREDIBILITY TO THE PROCESS. IT MAY IT MAY GIVE GREATER DEPTH TO THE PROCESS. I DON'T KNOW. BUT IT FROM AN APPARENT STANDPOINT AND FROM A COMPETENCY STANDPOINT AND FROM THE COMMUNITY ACCEPTANCE STANDPOINT COMING UNDER THE RADAR FOR TWENTY FIVE COME SOMEONE FROM A FIRM THAT MAYBE FROM AFAR CAN BE A COACH IN THIS PROCESS TILL WE GET A FULL TIME PERSON.
I COULD LIVE WITH THAT. IT'S UNDER MY HIRE HIS PERSON AS AN INTERIM DO YOU GET THE FULL TIME. CAN WE JUST SAY NO NO ONE IS WE WE HAVE MISS X OR MR. Y IN OUR TOWN ON OUR INPUT IN OUR EMPLOY AND WE HAVE SOME VERY GOOD PEOPLE RIGHT TO TO LEAD THE
EFFORT. >> NOW WHILE WE ENGAGE IN THE SEARCH AND GIVE THEM THE WHEREWITHAL TO DRAW ON THE EXPERTISE, MAYBE OF AN EXTERNAL RESOURCE UP TO BUT NOT TO EXCEED TWENTY FIVE THOUSAND TO KEEP THIS PROCESS MOVING. AND THEN SPEND MORE MONEY TO GET A REGULAR CONSULTANT THAN JUST CLARIFY THAT WE'VE SETTLED.
>> YEAH. YEAH. IN OTHER WORDS WE WOULD SAY TO OUR TOWN. LET'S WE WE PAY TOWN PLANNER X WE JUDGE DOES IT AND WE SAY IT TIME PLAN OR X WORK WORK IN A RESPECTFUL CREATIVE WAY WITH WITH AND WITH THE STONEY COMMUNITY DRAW ON THE HISTORICAL EXPERTISE AND THE CURRENT INTEREST IN THE NEEDS OF THAT COMMUNITY. AND IN AND START COMING UP WITH A SOLUTION IN THE ME.
AND WHILE YOU'RE DOING THAT HERE'S A PIGGY BANK THAT YOU CAN USE TO TWENTY FIVE K.
ANY PROJECTS ON A NEED MONEY YOU CAN USE IT UP TO TWENTY FIVE K IF YOU DECIDE YOU REALLY NEED IT WHILE YOU'RE DOING THAT YOU'RE GOING YOU'RE CONCURRENTLY GOING OUT FOR THAT
FULL TIME CONSULTING LAND PLANT OR TO HELP WITH THIS PROJECT. >> WELL BILL YOU HAVE ME RIGHT UP UNTIL THE VERY END AND THEN OUR BILL JUST BECAUSE IF WE'RE GOING TO HIRE SOMEBODY FULL TIME IS GONNA BE HARD TO HAND THIS OFF TO THEM. BUT I THINK FROM WHAT I'VE HEARD FROM A NUMBER OF YOU, WHAT WE MIGHT BE ABLE TO DO IS UTILIZE THE EXISTING STAFF THAT WE HAVE NOW TO KIND OF LEAD THIS PROCESS SO THAT WAY IT CAN BEGIN ALMOST IMMEDIATELY FROM A TIMING STANDPOINT. BUT WE CAN LOOK TO UTILIZE THE SERVICES OF A THIRD PARTY POTENTIALLY FOR SOMETHING ALONG THE LINES OF A LOCAL DESIGN REP FOR THAT COMMUNITY.
SO TO BEGIN THE PROCESS, DO AN INITIAL EXISTING CONDITION EVALUATION AND MAYBE EVEN SOME
[01:55:03]
INITIAL CONCEPTUAL IDEAS WHICH WOULD ALLOW US TO STAY UNDER THAT TWENTY FIVE THOUSAND DOLLAR THRESHOLD BUT ULTIMATELY HAVE THE PROCESS CARRIED FORWARD BY STAFF AND THEN ULTIMATELY TOWN AND COUNCIL FOR ANY KIND OF ACTION THAT MAY BE NECESSARY TO CARRY OUT BUT THAT THAT'S WHAT SHE SAYS IN COMPLIANCE WITH A PROCUREMENT REGULATIONS ALLOWS US TO START BUT ALSO ALLOWS US TO ENGAGE THE SERVICES OF AN OUTSIDE FIRM TO ASSIST WITH THATUNDERTAKING. >> YEAH I I I FOR ONE COULD LIVE WITH THAT.
WE WE HAVE SOME VERY TALENTED FIRMS ON THE ISLAND THAT I THINK WOULD BE WILLING TO ROLL UP THEIR SLEEVES FOR NOT TO SAY TWENTY FIVE TO BE AN ADJUNCT FACULTY IF YOU WILL TO THE PROJECT. DO YOU THINK ALEX I CAN I CAN DEFINITELY LIVE WITH THAT.
>> I THINK A BREATH OF FRESH AIR SO TO SPEAK ADDED TO THE CONVERSATIONS WILL DEFINITELY HELP, YOU KNOW, NOT JUST THE STONEY COMMUNITY BUT THE COMMUNITY AT LARGE WITH THIS PROJECT. BY NO MEANS AM I CAUGHT UP ON ON THE MONEY AND WHEN WE'RE TALKING ABOUT THE LARGEST PROJECT IN THE HISTORY OF THIS TOWNSHIP.
ALL RIGHT. SO I THINK IT WOULD BE MONEY WELL SPENT AND I WOULD EVEN OFFER AS NOT TO BE HESITANT AND ENGAGING IN A CONVERSATION WITH ELIE IF THEY HAVE SOME INTEREST IN THIS. THIS LEAVES ON PART TIME POSITION THAT WE'RE DESCRIBING
AND SO I'M GOOD WITH IT. >> WHAT'S ON MY MIND? >> YEAH.
AND THE WAY ALEX PHRASED THAT I THINK IS EXCELLENT THAT WE COULD SWAG INTO A RELATIONSHIP WITH A W ALLY THAT WE KNOW WE TRUST. WE LIKE WHAT THEY SAY AND THEY
COULD BE THE PROFESSOR. DO YOU THINK GLENN? >> I THINK WE'RE ON THE RIGHT
PATH THERE. >> THESE CREATIVE IDEAS ARE GIVING US NOW THE OPPORTUNITY TO MOVE IMMEDIATELY, WHICH IS WHAT ALL WANT HERE. AND SO I SUPPORT THIS IDEA.
AND THE EXPENDITURE OF THE INITIAL UP TO TWENTY THOUSAND DOESN'T BOTHER ME BECAUSE AS ALEX POINTS THIS PROJECT IS SO BIG AND SO IMPORTANT TO THIS COMMUNITY, WE WANT TO MAKE SURE THAT IT'S DONE RIGHT. THANK YOU. THOMAS.
SO WE HAD A MOTION AND A SECOND BUT AT THIS POINT YOUR STAFF IS GOING TO CARRY THIS FORWARD AND WE'RE GOING TO BE BELOW THE PROCUREMENT THRESHOLD. I DON'T KNOW THAT THERE'S ANY ACTION ITEM FOR US TO VOTE ON OTHER THAN TO MAKE SURE THAT THERE'S A CLEAR UNDERSTANDING BETWEEN EVERYBODY ABOUT WHAT WE'RE GOING TO BE DOING AND HOW WE'RE GOING TO GO ABOUT DOING IT. AND IF THERE IS IF THERE'S A KNOWLEDGE OF HEADS AND STEAM, I SEE YOU JUMPED ON SO MAYBE DISAGREE. OH, YOU'RE I'M YOU YOU'RE STEVE YOUNG. YOU RUN FROM YOU. I HEARD SOMETHING DIFFERENT
WHICH WAS TO GET STARTED IN HOUSE IN LESS THAN TWENTY FIVE. >> BUT TO GO OUT TO BID IS WHAT I THOUGHT I HEARD. WELL THAT'S WHAT I CLARIFIED WITH BILL THAT I DON'T KNOW THAT WE COULD HAND THAT OFF TO SOMEBODY ELSE. YOU KNOW THE THOUGHT BEING OF STAFF'S GOING TO TAKE THE LEAD ON THIS. WE CAN ORGANIZE IT.
WE CAN THEN ENGAGE THE SERVICES OF A THIRD PARTY AS LONG AS IT REMAINS BELOW 25.
BUT THAT THEY WOULD CONTINUE TO CARRY THE PROJECT FORWARD BACK TO COUNCIL.
>> I THINK YOU WANT OUR VOTES TO GET YOU TO ALLOW YOU TO GO OUT TO BID.
>> MAYBE YOU HAVE A CONVERSATION TOMORROW AND THE NEXT DAY.
BUT I I HEARD A COMMITMENT TO GET SOMETHING STARTED. >> BUT STILL GO OUT AND FIND A
CONSULTANT WHO'S GOING TO SPEND MORE 25. >> AND WE CAN DO THAT.
THE PROBLEM IS IF THIS IS TO BE DONE CONCURRENTLY WITH THE INDEPENDENT ENGINEERING PROCESS TO GO OUT TO BID TO HAVE SOMEBODY UNDER CONTRACT AND THEN ENGAGE THEM IN THIS, THEY WILL NOT BE ABLE TO LINE UP THE SCHEDULE WITH THE INDEPENDENT ENGINEERING WORK THAT'S ALREADY UNDERWAY. NOW IF WE HAVE STAFF DO IT, WE MIGHT BE ABLE TO.
YEAH. DAVID, THINK THINK OF STAGE 1 AS CREATING THE BASE OF INFORMATION AND OPTIONS CONCEPTUAL OPTIONS FOR THE CONSULTANT TO GRAB A HOLD OF .
>> SO I AGREE WITH WHAT STEVE IS SAYING. I THINK TODAY'S ACTION SHOULD BE DOING STAGE 1 AS BILL HAS ENUMERATED IT BUT TAKE ACTION ON STAGE 2 WHICH IS A CONSULTANT DEPENDING ON WHAT'S HAPPENS IN STAGE 1 WE MAKE INCLUDE THAT THE RFP HAS TO BE
[02:00:01]
CHANGED OR NOT CONCLUDES AND STAGE ONE. BUT THE CONVERSATION ABOUT STAGE 1 MAY IMPACT THE RFP FOR STAGE 2 AND THE TIMING OF IT. I THINK STEVE IS RIGHT.>> YOU WOULD YOU HAVE TO BALANCE IT. STEVE HEARD EXACTLY WHAT I HEARD THROUGHOUT THE DISCUSSION. IT IS EVIDENT EVEN MORE SO BECAUSE SDL HAD MADE A STATEMENT A THEM THEMSELVES WERE LOOKING TO WORK WITH THE TOWN ON IRON A LAND PLAN. SO YOU KNOW SOMEONE TO TO TWO TO MOVE US FORWARD DOWN THE ROAD IS AND NECESSITY REGARDLESS. SO I HEARD THE EXACT SAME THING THAT STEVE HEARD AS TO LET'S MOVE FORWARD WITH THE STAFF. AND ASSISTED BY A FIRM EXPERT TO BE NOT NAMED UNDER THE 25 K AT THE SAME TIME WE GO OUT LOOKING FOR A LAND PLAN AND ESKOM AND STEP US THROUGH THE REMAINDER OF THE PROCESS BILL. YEAH.
SO I WOULD LIKE TO MOVE THIS ALONG. I WOULD MOVE THAT WE THROUGH THROUGH OR THROUGH JUDGE APPOINT A A STAFF MEMBER TO TAKE HOLD OF THIS PROJECT TO PUSH TO LET THEM KNOW THAT THEY HAVE AVAILABLE TO THEM OF FUNDS UP TO TWENTY FIVE THOUSAND TO BRING IN SUCH AN EXTERNAL PARTY WITH EXPERTISE IN THIS AREA AND CONCURRENT WITH THAT WE ADD THE LET'S SAY AT THE RIGHT TIME WHEN WE KNOW EXACTLY WHAT WE'RE TRYING TO DO WE WE GO AND GET A. WE GO OUT AND SEARCH FOR A FULL TIME LAND PLANNER DAVE.
YEAH. I'D NEVER WASTE AN OPPORTUNITY I GUESS IS MY ATTITUDE.
YOU HAVE THIS ON THE AGENDA. YOU HAVE AN ACTION ITEM. STAFF CAN START TALKING TOMORROW. STAFF YOU CONCLUDE BY CHRISTMAS THAT THEY STILL THE NEED TO CONSULT. YOU GOT TO RESCHEDULE THIS AND HAVE THIS CONVERSATION ALL OVER AGAIN. YOU'VE HAD THE CONVERSATION GIVE THE AUTHORIZATION TO HIRE A CONSULTANT IF YOU NEVER DO IT . NOTHING IS LOST BUT THEY HAVE TO RESCHEDULE THIS DOWN THE ROAD I JUST THINK IS LOST OPPORTUNITY FINALLY YOU SHOULD WE SHOULD PUT YOUR KEY OUT THERE SOME WORDS THOUGHTS YOU CAN PUT THEY GET THAT YOU ARE
HAPPY WE CAN GET SOME PEOPLE RESPOND BACK TO IT. >> BUT AGAIN MY FOOT ON THE GROUND BECAUSE WE'VE DONE THE INTERVIEW WE NEVER TO GO ALL THE WAY IF YOU HAD THE INTERVIEW I MEAN OUR MEDIA BODY SPEND ANY MONEY JUST A LITTLE BIT OF TIME AND I'M NOT NECESSARILY SAYING PUT THE RFP OUT TOMORROW. I'M JUST SAYING HAVE THE AUTHORITY DO IT AND HAVE THE CONVERSATION THE STAFF CONVERSATION IN THIS NEW LIGHT MAY SUGGEST SOME CHANGES TO THE RFP BUT GIVE THE STAFF THE AUTHORITY GO OUT FOR AN RFP WITHOUT HAVING TO COME BACK AND SPEND EVEN MORE TIME DELAY. I TOTALLY AGREE WITH WHAT STEVE IS SAYING AND I THINK WE'RE ALL ON THAT SAME WAVELENGTH IT LOOKS LIKE SO WE KEEP THE BALL
SHOULD YOU KEEP THE MOTION ON HERE THE WAY IT IS? >> I'LL LET THE STAFF WORK IN THE MEANTIME. ALL RIGHT. ALL RIGHT.
ALL RIGHT. DAVID, I SEE YOU LEAVING ALL YOU NEED A SEPARATE MOTION REGARDING THE FIRST PART OF THIS THE STAFF OR IS THAT SIMPLY A REQUEST OF JOSH AND
THE CONSULTANT THIRD PARTY CONSULTANT? >> IT'S STRICTLY AN IN-HOUSE REQUEST. DAVID. OK, WELL WE HAD A MOTION ON THE
TABLE. >> DON'T YOU? YES, WE DO.
