[1. CALL TO ORDER]
ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC, WHICH IS STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.PUGLIA PUBLIC NOTICE OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT.
[4. APPROVAL OF AGENDA]
OF COUNCIL TO, UM, MAKE A MOTION TO APPROVE THE AGENDA.SOME OF THEM, MR. JIM, MR. DAWSON MAKES THE MOTION.
UH, MS. HOWARD MAKES THE SECOND, THIS WILL BE APPROVED UNANIMOUSLY WITHOUT ANY EXCEPTIONS.
[5. AGENDA REVIEW]
THE REVIEW OF THE COUNCIL AGENDA.THERE WILL BE A CHANGE IN THE COUNCIL AGENDA TO ITEM NUMBER 15, THE VERBIAGE.
UM, WE'RE GOING TO CHANGE THE FIRST THREE WORDS THEY'RE GOING TO BE REMOVED AND IT WILL DOWNSTATE ADOPTION OF AN EMERGENCY ORDINANCE TO REQUIRE INDIVIDUALS TO WEAR FACE COVERINGS.
SO THAT WILL BE THE CHANGE WITH THE AGENDA ITEM.
NUMBER 15, TAKE OUT THE FIRST THREE WORDS, INSERT ADOPTION OF AN EMERGENCY ORDINANCE.
UM, ANY OTHER COMMENTS REGARDING THE COUNCIL AGENDA OR NOT? I THOUGHT YOU SAID THAT, UM, THERE WAS GOING TO BE A COMMENT FROM THE COLT.
YOU'RE AGAIN, YOU'RE COMING OUT MUFFLED, BUT SHE'S WANTS TO TALK ABOUT ITEMS WHAT, 19 AND 21, 19 THROUGH 21, THE COASTAL CONSERVATION LEAGUE.
SO DURING THE COURSE OF THE COUNCIL, GLENDA, SHE WANTS TO SPEAK TO THOSE ISSUES AND BECAUSE THEY ARE PUBLIC HEARINGS, SHE WILL HAVE THE OPPORTUNITY AND WE WILL WE'LL KNOW.
OKAY, MR. RODMAN, IT'S, YOU KNOW, AT THE RISK OF BEATING A DEAD HORSE, LET ME SPEAK ONCE MORE TO ITEM 17, WHICH IS THE FIRST READING FOR A, UH, AN AMENDMENT TO THE STATE ACCOMMODATIONS.
UM, I'D HAVE NO PROBLEM WITH DOING THIS, BUT ESSENTIALLY WHAT IT DOES IS IT TAKES ALL OF THE ITEMS THAT ARE ALREADY APPROVED.
AND IT TAKES THE 32,000 THAT WE SPOKE ABOUT EARLIER AND SAYS, WE'RE GOING TO DO THAT.
AND IT MOVED IT OUT TO SIX WEEKS TO ACTUALLY BE DISTRIBUTING THIS MONEY, UH, TO THE PEOPLE, UM, THAT ARE GOING TO USE IT.
AND I THINK SOME OF THEM WILL WANT TO GET ON WITH PLANS.
SO MY SENSE IS THAT WE WOULD BE BETTER OFF TO MAKE THIS A AS THE FIRST AMENDMENT FIRST ORDINANCE STAND AND MAKE THIS JUST A REGULAR ORDINANCE THAT WE CAN DO EVERYTHING WE WANT TO.
UM, BUT HAVING SAID THAT I WON'T BRING IT UP AGAIN, BUT IT DOES SEEM TO BE A SIX WEEKS DELAY ON WHERE THERE'S NO, NOTHING IN DISPUTE WOULD MAKE SENSE FOR THE PEOPLE WHO ARE GOING TO HOPEFULLY USE THE MONEY TO BRING TOWARDS THEM.
ANY OTHER COMMENTS ABOUT THE AGENDA THAT WE'RE GOING TO CONDUCT ETHICS O'CLOCK COUNCIL, CONSTABLE ROLLING.
I THINK THIS ACCOMPLISHES THE GOAL STU WE'RE FORWARDING THE ENTIRE LIST AND I FULLY EXPECT, UH, FROM MR. FARMER STATEMENT THAT THERE WILL BE REVISIONS AT SECOND READING, WHICH WILL NOT DELAY ORDINANCE AND WILL ALLOW US TO CUT THE CHECKS IN THE SAME FASHION AND ALONG THE SAME TIMELINE.
SO HE WAS PRETTY CONFIDENT THAT HE COULD GET THOSE CHANGES TO US BEFORE SECOND READING.
AND I, I THINK WE SHOULD GO ALONG WITH THAT.
WELL, I, I UNDERSTAND THAT, BUT WE, THIRD READING WOULD BE AT THE END OF JANUARY, WHICH IS PROBABLY SIX WEEKS FROM TODAY.
UM, SO THAT WAS MY ONLY THINKING.
I, I KIND OF HATE TO SEE ORGANIZATIONS.
WE KNOW HOW MUCH THEY'RE GOING TO GET.
WE KNOW WHAT'S, WE'RE GOING TO DO WITH THE 32.
SO I DON'T KNOW WHAT WE DID BY A DELAY, BUT, UH, INTO MY COMMENTS.
[00:05:02]
UM, IS THERE ANY NEW BUSINESS THAT WE NEED TO DISCUSS AT THE CAUCUS AGENDA? SEEING NONE? I WILL NOW SEEK[EXECUTIVE SESSION]

UH, ITEM NUMBER 13 ARE MATTERS ARISING OUT OF EXECUTIVE SESSION.
THOSE MATTERS THAT ARE RISING OUT OF EXECUTIVE SESSION WILL BE MOVED TO THE COUNTY AGENDA FOR SOME ACTION, UH, AND PUT IN THE APPROPRIATE SECTION OF THE COUNCIL AGENDA.
UH, THE LAST ITEM WILL BE CITIZEN COMMENTS BEFORE WE ADJOURN AND MOVE INTO THE COUNTY COUNCIL AGENDA.
ARE THERE ANY CITIZEN COMMENTS THAT WE ARE AWARE OF? JUST THE COMMENT THAT I EMAILED TO YOU REGARDING THE ITEM FROM THE COUNTY COUNCIL.
WHEN WE HAVE THE COUNTY AGENDA THERE BEING NO FURTHER ACTION.
