[00:00:01]
CLOSED CAPTIONING PROVIDED BY BEAVER COUNTY, UH, THIS AFTERNOON.
AND, UH, CINDY, THANK YOU FOR SETTING THIS UP.
I DON'T THINK IT'LL TAKE VERY LONG TO GET THROUGH, UH, WHAT WE'RE GOING TO TALK ABOUT.
I NEED TO PULL IT UP ON MY COMPUTER THOUGH.
UM, WE'LL BE ORGANIZED CAUSE I DID NOT PRINT IT OUT ON HOW WE'RE MOVING FORWARD.
SO I NEED TO MINIMIZE, YOU CAN SEE ME.
CAN YOU SEE ME RIGHT NOW OR NOT? NO, WE'VE GOT A LOT OF COLORFUL LINES THOUGH.
I'M A REAL LOT BETTER LOOKING THAN ME.
THIS WAS THE FIRST TIME I'VE USED THIS.
I'VE ALWAYS USED ZOOM, SO THIS WILL BE A LEARNING PROCESS FOR ME, BUT OUR GET IT.
UM, SO LET ME JUST KIND OF GO AHEAD THEN AND JUST START TALKING AND I'M SORRY THAT YOU CAN'T SEE ME WHEN I CLOSE THIS ONE WINDOW.
I WOULD IMAGINE PROBABLY MY CAMERA IS ON, BUT I WOULD IMAGINE THAT WE'LL START WORKING AGAIN.
SO, UH, THIS IS THE SOLID WASTE AND RECYCLING FORWARD MEETING FOR THURSDAY, DECEMBER 3RD, 2020, UH, AT 2:00 PM.
UH, WE'RE HOLDING THIS MEETING VIRTUALLY IN ACCORDANCE WITH BUFORD COUNTY RESOLUTION 2020 SLASH ZERO FIVE, THE MEETINGS CLOSE TO THE PUBLIC.
UH, THERE WERE NO CITIZEN COMMENTS, UH, THAT WERE EMAILED TO YOU WHERE THERE CINDY? NO, THERE WERE NOT.
SO WE CAN MOVE RIGHT UP AND DOWN.
UM, AND WE CAN, UH, WE'RE IN THE LARGE, THIS AND WE CAN GO RIGHT INTO THE MEETING THEN.
[2. CALL TO ORDER]
AND FOREMOST, OUR CALL THIS MEETING TO ORDER.[4. APPROVAL OF MINUTES – April 2, 2020]
ANYONE HAVE AN OPPORTUNITY OR DID EVERYONE HAVE AN OPPORTUNITY TO LOOK, UH, AT THE MINUTES FROM OUR PREVIOUS MEETING? I KNOW WE'VE NOT MET FOR A LONG TIME.UM, AND UH, I REMEMBER THE MINUTES, UM, AND I APPROVE THEM, UH, HOPEFUL THAT ANOTHER, UH, HAD AN OPPORTUNITY AND THAT THEY COULD JOIN ME IN APPROVING THE MINUTES FROM APRIL 2ND.
SO I'M LOOKING FOR A SECOND TIME, NUMBER FOUR APPROVAL OF MINUTES FROM THAT MEETING.
UH, I DON'T HAVE MY SCREEN UP TO BE ABLE TO SEE EVERYONE.
[5. INTRODUCTIONS]
QUICK INTRODUCTION.SO I'M RANDY LOMI, UH, AND LET'S JUST GO AROUND EVERYONE.
THAT'S PARTICIPATING ON THIS CALL.
LET'S JUST GO THROUGH EVERYONE.
PLEASE ANNOUNCE YOUR NAME AND THE DISTRICT THAT YOU'RE IN.
SO FOR RECORDING PURPOSES, MIKE, BENNETT'S I'M WITH, I BELIEVE IT'S ON INC.
[00:05:07]
WE HAVE MORE, YEP.JENNIFER SHARP PORT ROYAL TEAM.
YOU WANT TO GO NEXT? OH, TRAIL.
OUR CHILL HORN IS ON AND SO IS ANGEL MORRISON KOSKIE.
I NEED TO TALK TO YOU OUR TRIAL MAY RIVER ROAD.
SO, UH, DOES THAT CONCLUDE EVERYONE THAT'S ON? OKAY.
UM, AND I, UH, THERE SHOULD NOT BE ANY PUBLIC COMMENTS SINCE THERE IS NO ONE, UH, OTHER THAN US ON THIS LINE, SO WE CAN, UH, MOVE EXPEDITIOUSLY THROUGH THAT, UM,
[7. UPDATES REGARDING MEETINGS WITH COUNTY COUNCIL (ALL)]
UPDATES REGARDING MEETINGS WITH COUNCIL.UM, DOES ANYONE WANT TO COMMENT ON MEETINGS THAT THEY HAVE HAD WITH THEIR, UH, COUNCIL MEMBER, UH, AS A PERTAINS TO WHAT WE'RE TALKING ABOUT HERE, THE SOLID WASTE AND RECYCLING.
OUR, OUR COMMENT, YOUR COMMENT, AND THEN MAYBE SOMEONE ELSE CAN, CAN ADD IT.
SO, UM, IN DISTRICT NINE TO MARK LAWSON, UM, AND I SEE HIM, UM, AND TALK TO HIM ABOUT, UH, THE PROBLEMS THAT PLAGUE US AS A PERTAIN STUFF, MANY ISSUES.
UM, SO I HAVE SPOKEN TO HIM, I CONTINUE TO SPEAK TO HIM.
I CONTINUE TO ASK HIM TO HELP US.
UM, SO MINE MINE'S LIKE TRYING TO START OFF.
UM, IT NEVER STOPPED IT'S ON ENCOMPASSING.
UH, I ALSO WENT AND INTRODUCED MYSELF TO OUR NEW CHIEF OF POLICE IN BLUFFTON, SPOKE TO HER ABOUT OUR INITIATIVES, UH, IN WHAT OUR GOALS ARE AS THEY PUSH FORWARD AND WHAT OUR CHALLENGES ARE, UM, TO MAKE HER AWARE OF THEM.
AND, UM, LAST BUT NOT LEAST, A COUPLE OF WEEKS AGO, I WAS AT CORNER PARK AND BLOCKED IN
UM, AND IT WAS A VERY BRIEF OWNER, BUT AGAIN, WE HAVE A BIG CHALLENGE AHEAD OF US, THEN WE JUST EXCHANGE PROMINENT.
SO PUBLIC AWARENESS, UH, YOU THINK YOU ALL SAW A PAPER TOWEL WHICH WERE STRIKING, PARDON ME, JANUARY DJ TANNER, OUR GERALD'S MOTHER.
AND SHE WRITES OR PLUGGED IN AND SHE WROTE AN ARTICLE THAT WAS NOT VERY COMPLIMENTARY, UH, TO OUR DECISION AS IT PERTAINS TO CLOSING, UH, THE CENTER.
SO OUR START OVER, UM, WITH THE JEAN TANNER PART OF IT.
SO GENE TANNER WROTE AN ARTICLE, UH, THAT WAS NOT COMPLIMENTARY OF OUR DECISIONS, UH, TO CLOSE, UH, THE COUPLE, UH, UH, CONVENIENCE CENTERS AND WITH, UH, OUR DECISION, UM, THAT WAS PASSED IN TERMS OF CHANGING SOME HOURS, SHE BECAME VOCAL AND IT MADE, UH, UH, THE NEWSPAPER, UM, OF WHICH, UH, THERE WERE, I RECEIVED SEVERAL COMMENTS, UH, IN REGARDS TO THAT.
SO WE JUST NEED TO KEEP PUSHING THE POSITIVITY OF IT ALL AND WHAT OUR ULTIMATE GOALS ARE.
SO, SO THAT, THOSE HAVE BEEN MY INNER REACTION SINCE WE'VE SPOKEN LAST.
UM, AGAIN, JUST MARK, UM, LIKE IT ALWAYS IS WITH MARK.
UM, AND THEN, UM, BRINGING THE CHIEF OF POLICE, UH, RECENTLY HIRED, WALKED IN UP TO SPEED AND, UH, AND SO FORTH AND SO ON.
SO DOES ANYONE WANT TO ADD COMMENTS, CONVERSATIONS, MEETINGS, ANYTHING THAT THEY'VE DONE, UH, IN REGARDS TO SOLID WASTE RECYCLING? UH, SINCE WE LAST SPOKE, UH, WAY BACK IN THE SPRING.
MIKE FROM TOWN OF HILTON HAD, UM,
[00:10:01]
I HAD, UH, IT WAS A WHILE AGO.I DID TALK TO, UH, JOSH GRUBER WHO IS NOW THE, OR IS GOING TO BE THE INTERIM, UH, TOWN MANAGER FOR HILL.
AND, UH, AS YOU GUYS MAY OR MAY NOT KNOW, STEVE RILEY IS, UH, SLANTED TO RETIRE, I THINK IN JUST A COUPLE OF WEEKS.
SO, UH, BUT, UH, WE DON'T ONE OF THE BIG THINGS THAT CAME UP FOR THE ISLAND WAS THE, I DON'T KNOW IF YOU GUYS ARE FAMILIAR WITH THE ARBOR NATURE, UH, LANDSCAPE DEBRIS CLASS TO TRANSFER STATION.
SO THAT WAS, THAT WAS A BIG, HOT BUTTON FOR US.
UM, YOU KNOW, AND SOMETHING TO BE VERY AWARE OF IS THAT THERE'S A LOT OF INFORMATION AND MISINFORMATION WITH ANYTHING THAT IT'S RELEASED, UH, ANY INFORMATION SURROUNDING TRASH SERVICES, CONVENIENCE CENTERS, ANYTHING LIKE THAT.
UM, AND WHEN THAT HAPPENS, OBVIOUSLY THERE'S A PR APPROACH BE MAINTAINED.
AND I THINK THAT REALLY APPLIES TO ANYTHING THAT WE VOTE ON.
THE ARBOR NATURE CAME OUT AND WE CAME OUT OF THE PAPER THAT IT WAS A CLASS TO LANDFILL BARGING IN MATERIAL.
I MEAN, NONE OF THAT STUFF WAS TRUE, BUT IT DID CAUSE QUITE A, QUITE A RIFF AND SO MUCH THAT I TALKED TO THE MANAGER MANAGER AND A LONG DISCUSSION ABOUT IT.
AND THEY WERE DOING A LITTLE BIT OF A CORRECTION ON THAT.
UH, THAT LANDFILL SENSE HAS NOT THAT THAT TRANSPORTATION IS NOT.
AND, UH, I DON'T THINK NORMALLY APPROVED AS OF YET.
I THINK THEY'RE STILL WAITING FOR THE HECK, LITERALLY A CONSTRUCTION.
I DON'T KNOW IF YOU GUYS ARE FAMILIAR THAT WILL AID AND ASSIST IN THE OVERFLOW FROM THE BUSINESS CONTRACTORS AT THE CONVENIENCE CENTER BUILDING THAT.
SO IF THAT YARBER NATURE LANDSCAPE AND TRANSFER STATION OPENS AROUND THE CORNER, WHEN THEY IMPLEMENT THE DECAL SYSTEM EDEN CENTER, IT'S REALLY A BENEFIT TO BE ABLE TO REROUTE THESE GUYS THAT WOULD TYPICALLY USE THE CONVENIENCE CENTER TO A LEGITIMATE COMMERCIAL, UM, TRANSFER STATION.
ALSO THEREBY LIMITING ANY TRAFFIC THAT WOULD HAVE REALIZED FROM THE DECAL SYSTEM AND THEN HAVING THOSE GUYS HAVING TO CHIP OFF, SO REALLY BENEFIT.
AND I HAD THAT MEETING AND THEN WE HAVE, UH, UH, I HAVE A MEETING WITH, UH, JOSH GRUBER NEXT WEEK AND TALK ABOUT SOME OF THE ISSUES AFTER THAT'S REALLY MOST OF THE WEEK THAT WE'D GO HOME.
HAVE THEY GIVEN ANY INDICATION AS TO WHEN THE HECK WE'LL MAKE A DECISION ON THAT? I AM NOT AWARE.
DON'T KNOW EXACTLY, BUT I BELIEVE IT'S SUPPOSED TO BE SOON.
I MEAN, IT WAS IN PROCESS TO BE PERMITTED INSPECTIONS WERE ONGOING AND SO I'M NOT FAMILIAR WITH WHAT'S LEFT TO DO, BUT I WOULD ASSUME IT WOULD IN THE NEXT MONTH, LITERALLY.
DOES ANYONE ELSE WANT TO ADD ANY COMMENTS? WELL, IF WE CAN JUST KEEP PUSHING THIS FORWARD BECAUSE WE MADE A BIG MOVE, IT WAS A BOLD, AND IT'S THE BEGINNING OF MANY BOLD MOVES TO BE, UH, UM, TO TAKE PLACE OVER THE NEXT SEVERAL YEARS.
SO THIS IS AN IMPORTANT BOARD THAT WE SERVE ON.
AND, UM, I JUST ENCOURAGE EVERYONE TO CONTINUE, UH, TO TALK TO YOUR COUNCILMAN AND, UH, INTO YOUR CITY HILTON HEAD OR TOWN COUNCIL FOLKS ARE MIRRORS, UH, JUST TO KEEP IT AT THE FOREFRONT.
SO IT'S A BIG DEAL TO A LOT OF PEOPLE.
[8. ELECTION OF VICE CHAIRMAN – REPLACES DAVID UEHLING]
HAVE AN OPEN SPOT AND WE NEED TO DISCUSS, UH, IF THERE IS ANYONE, UH, THAT WOULD LIKE TO BE NOMINATED, UH, FOR VICE CHAIR ON THIS BOARD, UH, BECAUSE IT'S A SPOT THAT WE NEED TO FILL AND IT, CINDY BROUGHT IT UP ONE OTHER TIME.AND, UM, IF POSSIBLE, IF THERE'S ANYONE ON THIS CALL THAT WOULD LIKE TO GIVE THAT TIME AND ENERGY, PLEASE SPEAK UP CINDY.
IF WE DO NOT HAVE ANYONE THAT WANTS TO FULFILL THIS, UH, VICE CHAIR, UM, HOW DO WE PROCEED FROM HERE? HOW, HOW DO WE MOVE FORWARD? UM, WE'LL POSTPONE TO THE NEXT MEETING AND MAYBE WE CAN REACH OUT INDIVIDUALLY.
UM, I HAVE TO CLARIFY THAT IT HAS TO BE ONE OF THE FOUR REMAINING, UM, VOTING MEMBERS OF THE BOARD, UM, NOT TO FEEL PRESSURE, BUT KIM, THAT WOULD INCLUDE YOU AND SALLY AND BILL AND LAWRENCE.
[00:15:03]
SO WE WILL PUT THAT ON THE AGENDA FOR, UM, UM, THAT I THINK IT'S LATE JANUARY WHEN WE'RE GOING TO BE, UM, BACK TOGETHER AGAIN, UH, VIA WEBEX.UM, SO, UM, MOVING ON, WE HAVE SOME REPORTS TO GO THROUGH.
[9. SWR MONTHLY REPORT OVERVIEW]
IT FROM HERE? POINT NUMBER NINE, UH, THE MONTHLY, UH, REPORT OVERVIEW.I WILL, I'M GOING TO DO, UM, NINE, 10 AND 11.
UM, AND WE'LL TRY TO GO THROUGH THIS VERY QUICKLY.
I DID NOT DO A POWERPOINT FOR TODAY.
UM, I'M JUST GOING TO KEEP IT VERY SIMPLE AND GIVE YOU KIND OF THE HIGHLIGHTS.
UM, THE, THE LAST BOARD REPORT THAT, THAT I ATTACHED TO YOUR EMAIL WAS UP TABOR.
UM, THERE HAVE BEEN BOARD REPORTS DONE EACH AND EVERY MONTH THIS YEAR.
AND IF YOU WOULD LIKE TO HAVE RE UH, COPIES OF THOSE REPORTS, PLEASE LET ME KNOW.
I'LL BE GLAD TO SEND THOSE TO YOU.
UM, I WANTED TO LET YOU KNOW, BACK IN JUNE IS WHEN WE ENDED FISCAL YEAR 20 AND OUR TOTAL WASTE TONS FOR THE FISCAL YEAR WERE 88,476 TONS OF WASTE THAT INCLUDED YOUR MUNICIPAL SOLID WASTE, YOUR C AND D AND YOUR LAND CLEAN DEBRIS, UM, COMPARED WITH THE SAME END OF YEAR FROM FISCAL YEAR 19, IT WAS A TOTAL OF 82, THREE 79.
SO IN ONE YEAR WE HAD A WASTE INCREASE OF JUST OVER 6,000 TONS.
UM, IN THE FIRST FOUR MONTHS OF THIS YEAR, WE'VE ALREADY GENERATED 32,509 TIMES.
SO AT THIS PARTICULAR RATE, WE COULD EASILY SURPASS 95,000 TIMES FOR FISCAL YEAR 21.
UH, WE'VE BEEN WATCHING THE PERCENTAGES BETWEEN RESIDENTIAL COLLECTION OF MSW.
UM, IT WAS HOLDING IN ABOUT 35%, UM, AT THE DROP-OFF CENTERS AND ABOUT 65% FOR CURBSIDE COLLECTION.
UH, WE'VE NOTICED IN OCTOBER THAT THAT'S TAKEN ANOTHER SLIGHT INCREASE, UH, TOWARDS THE CURB SIDE AND THIS PAST MONTH, LIKE I SAID, OCTOBER, UM, THE CONVENIENCE CENTER, UH, ACTIVITY AS FAR AS TONNAGE WAS 31 AND A HALF PERCENT IN TONNAGE COMING OUT OF CURBSIDE WAS 68 AND A HALF PERCENT.
SO EVEN THOUGH WE HAVEN'T GONE TO MANDATORY CURBSIDE, UH, IT LOOKS LIKE RESIDENTS ARE FINDING THAT ON THEIR OWN.
UM, AND THAT'S ENCOURAGING AS FAR AS BUDGETS ARE CONCERNED, BOTH FOR HAULING AND FOR DISPOSAL WERE AT 35 AND 36% RESPECTIVELY FOR THE FIRST FOUR MONTHS.
UM, OUR CONVENIENCE CENTER TRAFFIC WAS UP IN OCTOBER 8,000 VEHICLES OVER THIS TIME LAST YEAR.
UNFORTUNATELY, OUR RECYCLING RATES FOR OUR LOOSE COMMODITIES IS DOWN AROUND 6%, UM, THAT DOES NOT INCLUDE OUR BULK METALS OR THE OCC THAT WE BAIL FROM SHANKLIN OR ST.
THE MARKETS HAVE BEEN A LITTLE BIT BETTER.
UM, HOWEVER, WE'RE STILL IN THE RED BETWEEN REVENUES AND BILLING OUT FOR RECYCLING $71,785 SO FAR THIS YEAR.
ANY QUESTIONS ON THAT PORTION, BIG NUMBERS, THEY ARE BIG NUMBERS.
UH, AND WE'VE BEEN TRYING TO EXPLAIN THAT TO BOTH PUBLIC FACILITIES COMMITTEE AND THE COUNCIL THAT THESE ARE NUMBERS THAT WE HAVE NO CONTROL OVER.
UM, AND THEY DO KEEP ESCALATING.
I'D LIKE TO GO FROM THERE TO OUR RECYCLING COORDINATORS REPORT.
MIKE, HEY, SO JUST A QUICK QUESTION.
I DID SEE THAT THE RECYCLING SERVICES OR THE BUDGET EXPANDED YEAR TO DATE IS DOWN CONSIDERABLY.
IS THERE, AM I LOOKING AT THAT RIGHT? FISCAL YEAR THROUGH OCTOBER 43% OF THE BUDGET AS COMPARED TO FISH, THE FIRST COLUMN IS THE WHOLE YEAR.
THE SECOND COLUMN IS JUST THE FIRST FOUR MONTHS.
IF THERE'S QUESTIONS, PLEASE CALL ME.
[10. RECYCLING COORDINATOR REPORT]
COORDINATORS REPORT.THE FIRST THING I NEED TO LET YOU KNOW IS THAT ASHLEY JENKINS, UH, IS NO LONGER WITH BEAVER COUNTY.
[00:20:01]
WITH THE SOUTH CAROLINA DEPARTMENT OF COMMERCE.UH, HER LAST DAY WAS JUST BEFORE THANKSGIVING.
AND, UM, WE OBVIOUSLY WISH HER THE VERY BEST.
UH, SHE TOLD ME TO UNDERSTAND THAT SHE'S GONNA ALWAYS STILL CONSIDER AND, UM, SUPPORT THE BEAVER COUNTY INITIATIVES IN HER NEW POSITION.
UM, WE DO HAVE HER POSITION POSTED, UH, AND I'LL HOPE TO FILL IT VERY SOON.
YEAH, SHE WILL BE A LOST, THERE'S NO DOUBT.
WE DO HAVE A COUPLE OF APPLICANTS.
SO AS SOON AS I CAN GET THEM IN HERE, WE MAY HAVE A NEW POSITION FILLED BY THE NEXT MEETING.
UH, WE HAVE HAD ONE ELECTRONICS EVENT WAS SEPTEMBER 12TH.
UH, THERE WERE 847, UH, ATTENDEES, AND WE GENERALLY DID 35.94 TONS OF ELECTRONICS.
UH, THERE IS ANOTHER ONE COMING UP DECEMBER 12TH.
UH, REMEMBER THAT THESE ARE AT BOTH LOCATIONS AT ONE 40 SHANKLIN AND BUFORD AND AT NINE VINTON FIELD ROAD IN BLUFFTON.
UH, WE HAVE DISCONTINUED THE SHREDDING EVENTS FOR THIS YEAR CASE.
WE WERE AWARDED THREE GRANTS BACK IN AUGUST.
UH, WE HAVE A TIRE GRANT OF $4,750.
WE HAVE AN OUTREACH FOR SOLID WASTE GRANT OF 9,000, AND WE HAVE A USED OIL BRANT, 32,826.
UM, I WILL CONTINUE TO EXECUTE THOSE GRANTS MOVING FORWARD, AND WE HAVE JUST APPLIED FOR TWO POUND METAL PRIDE GRANTS THAT SHOULD BE AWARDED EARLY 2021.
UH, BOTH OF THEM WERE, UM, UP TO $10,000 AND WE HAVE ASKED FOR 10,000 IN BOTH THE LITTER GRANTS AND THE KEEP SOUTH CAROLINA, BEAUTIFUL GRANT, UH, ANY QUESTIONS WITH THAT TOPIC AND WHEN WILL, YOU KNOW, IF WE ARE GRANTED, UH, THOSE USUALLY COME IN IN JANUARY.
[11 VOLUNTEER COORDINATOR REPORT]
REPORT FOR ON THE ADOPT A HIGHWAY PROGRAM.UH, SHE SAYS THERE THEY ARE GOING STRONG.
THERE'S STILL 106 ACTIVE GROUPS.
AND THROUGH NOVEMBER THEY REMOVED 5,673 BAGS OF LITTER, WHICH IS 85,000 POUNDS.
UH, SHE SAID COMPARED TO LAST YEAR, UH, THE VOLUNTEERS ARE ONLY DOWN 76 BAGS ARE 5,700 POUNDS.
AND DUE TO COVID, SHE THOUGHT THAT WAS A PERFECT ACCOMPLISHMENT THAT THESE VOLUNTEERS ARE STILL OUT THERE DOING EVERYTHING THEY POSSIBLY CAN.
SO WE WERE AT 120 ACTIVE GROUPS.
I THINK THE MOST RECENT GROUP TO DROP WAS A RIVER BAND, WHICH WAS ON HIGHWAY ONE 70.
UM, THEY HAD SOME SAFETY CONCERNS DUE TO TRAFFIC AND HAVE, UM, ASKED THAT OUR TRAIL AND HIS CREW TAKE OVER THAT SECTION.
RIVER BAND IS THE SUBDIVISION RIGHT ACROSS FROM LIKE THE BURGER KING AND THE DUNKIN DONUTS AT ONE 70 AND TWO 78.
THAT, THAT ONE DIDN'T RING A BELL.
SO WITH THAT, OUR TRAIL CAN TAKE IT AND RUN WITH IT ALL.
I DID ASK OUR KIM, OUR NEW CHIEF OF POLICE, IF SHE WOULD TAKE, UM, MIKE'S OLD SECTION ON MAY RIVER ROAD.
UM, BECAUSE AS OF NOW, UH, IT'S NOT BEING PICKED UP IN IT.
THERE'S QUITE A BIT OF DEBRIS THERE AND SHE SAID SHE WOULD TAKE IT UP, UH, WITH, UH, MARK ORLANDO, IF WE COULD GET THEM TO STEP UP.
I THINK IT WOULD BE A WONDERFUL PUBLIC RELATIONS, YOU KNOW, TYPE OF COMMUNICATION AS YOU DRIVE BY BLUFFTON PD.
I MEAN, CAN'T DO MUCH BETTER THAN THAT.
SO I BELIEVE THAT'LL TAKE PLACE, THAT'LL ADD ONE GROUP BACK TO THE, TO THE ACT OF GROUPS AND UNIMPORTANT SCRATCH.
SO I GUESS ONE QUESTION FOR CINDY CINDY, WHEN WE LOOK AT SUCH AN INCREASE IN THE MSW, SO THE LANDFILL, IS THERE A WAY TO GET AN
[00:25:01]
UPDATED ASSESSMENT OF THE LANDFILL LIFESPAN WITH SUCH SIGNIFICANT INCREASES? I HAVE VERBALLY HEARD POSSIBLY FIVE YEARS.I KNOW THAT THEY HAVE TALKED ABOUT EITHER GETTING AN, UH, AN EXPANSION THERE, MAYBE VERTICAL OR A TRANSFER STATION SIDED.
UH, I HAVE NOT SEEN ANY ACTIVITY THAT THAT'S ACTUALLY BAD, BUT I CAN MAKE THAT REQUEST.
YEAH, I'D BE CURIOUS IS THAT'S GOING TO, I MEAN, THAT'S A SIGNIFICANT INCREASE AND THAT'S GOING TO DRASTICALLY CHANGE THE LIFESPAN NOW QUICKLY.
I KNOW WE'RE COMING TO THE END OF THE CONTRACT AND THE END OF THE LIFESPAN.
YES, WE ARE TONS WHAT, FROM AN ACREAGE PERSPECTIVE.
SO FOR PROJECTED 95, FIVE TONS MORE, I MEAN, HOW MANY ACRES IS THAT? WHAT DO WE, WHAT ARE WE TALKING? THAT'S A WASTE MANAGEMENT OPERATIONAL QUESTION, BUT I'LL REACH OUT TO MR. HIGHTOWER AND SEE IF I CAN GET THAT INFORMATION.
YOU KNOW, THE OTHER COMMENT IS GOING ONE RECALL IS A WHOLE DIFFERENT WORLD.
SO, UM, WOULD THEY, WOULD THEY NOT NEED TO GET SOME DIFFERENT TYPE OF APPROVAL? UM, IF THEY STARTED TO GO VERTICAL WITH HER, THERE'S OBVIOUSLY OPPORTUNITIES FOR DIFFERENT TYPES OF EXPANSION.
UH, I'M SURE THEY CONSIDERED ALL OF THOSE AND I'LL JUST NEED TO GET AN UPDATE.
WE HAVEN'T HEARD ANYTHING FROM THEM SINCE DECEMBER OF LAST YEAR.
UM, AND IT WAS JUST A LETTER THAT WE MIGHT BE DOING THIS, OR WE MIGHT BE DOING THAT.
UM, AND WE HAVEN'T HEARD ONE WAY OR ANOTHER.
I THOUGHT WE HAD SPOKE ABOUT, TALKED ABOUT THEM GOING ALONG WITH JASPER HAMPTON AND PRUNE COUNTY FOR THE LANDFILL.
THE LAST TIME WE HAD, UM, MEET MEETING TOGETHER, ALIVE MEETING TOGETHER.
WHEN WE GET DOWN TO NUMBER 15, I'LL GIVE YOU AN UPDATE ON THE WESTON AND SAMPSON REPORT.
OKAY, GOOD, GOOD QUESTION THOUGH.
[12. LITTER AND ENFORCEMENT REPORT]
ENFORCEMENT REPORT, UM, SANDY, DO YOU WANT TO HANDLE THAT ONE? ALSO? THAT'LL BE OUR TRAIL.OUR TRIAL IS OUR TRIAL WITH US, OUR TRAIL.
SO, CINDY, HOW DO YOU WANT TO MOVE FORWARD? UH, I'LL TRY TO FILL IN, I DON'T HAVE ANY NUMBERS FOR YOU.
UM, I WILL TELL YOU THAT OUR TRAIL HIT IT UP A REGIONAL CLEANUP.
THAT WAS JUST FROM BUFORD COUNTY STAFF PER COVID.
WE DIDN'T WANT TO GET WITH OTHER, YOU KNOW, DO A REGIONAL CLEANUP THIS TIME.
SO HE HAD STAFF 60 PEOPLE FROM PARKS AND REC ON SOLID WASTE AND RECYCLING AND PUBLIC WORKS.
UH, THEY DID TOUCH ROADWAYS AND ALL OF THE COUNCIL DISTRICTS COUNTY WIDE.
AND I DON'T HAVE THAT TOTAL FOR YOU.
UM, BUT WE CAN GET THAT FOR THE NEXT REPORT.
SO I REALLY APPRECIATE OUR TRAIL PUTTING THAT TOGETHER.
WE ALL APPRECIATE OUR TRIAL AND EVERYTHING HE AND HIS TEAM DO.
AND FOR OUR CHARLES, UH, FOR, FOR HIS SAKE, SINCE WE CAN'T HEAR HIM, I GUESS I JUST WANT TO MAKE PUBLIC RECORD AGAIN.
WE JUST NEED TO KEEP POUNDING ON LAW ENFORCEMENT.
UM, WE JUST NEED TO W IS, IS OUR NEW CHIEF SAID WHEN I SAID, WHAT ARE, HOW WILL YOU HANDLE, UH, DEBRIS THE BACK OF A CONTRACTOR'S TRUCK IF IT'S UNTETHERED, BECAUSE THAT'S HOW THE LAW IS WRITTEN.
THAT THAT IS SUBJECT TO A FINE.
AND SHE SAID THAT SHE WOULD INDEED ORDER THE TICKET TO BE WRITTEN THAT SHE WOULD STAY IN FROM.
SO I WOULD LIKE TO, I MEAN, COVID HAS CHANGED
[00:30:01]
SO MUCH, BUT I WOULD LIKE TO REALLY FOCUS ON THAT AND MAYBE OUR TRIAL, IF HE CAN HEAR ME, UH, WE CAN, UH, TRY TO TRY TO GET THAT, YOU KNOW, POSSIBLY DONE IN THE FIRST QUARTER.UH, PJ TANNER STEPPED UP AND HE, YOU KNOW, AGAIN, THIS IS ALL BACK PRE IN WHEN COVID JUST STARTED, BUT WE REALLY DID HAVE SOME MOMENTUM GOING.
AND, UH, AS OF WRITING TICKETS AND GETTING THE WORD OUT, UM, I REALLY, I'M NOT FEELING AS IF IT'S HAPPENING AT THE RATE.
AND I THINK THAT THAT WILL BE A HUGE DETRIMENT.
UM, I THINK IT WILL HAVE TO LITTER, UM, AND I THINK IT WILL HELP A TREMENDOUS AMOUNT FOR YOUR TRIAL.
SO, RANDY, I'D LIKE TO ALSO ADD THAT, UH, WE'VE ALREADY HAD TWO ADDITIONS TO LITTER OFFICERS.
UH, WE TOOK OUR TWO FOREMAN, DAYDREAM BROWN AND JOHN MILLEDGE WHO WERE AT THE DROP-OFF CENTERS EVERY DAY, THE CAPABILITY OF WRITING TICKETS.
WE JUST GOT TO KEEP MOVING IN THAT DIRECTION, BUT THAT'S GREAT.
[13. UPDATE CONVENIENCE CENTER CHANGES]
13.UM, SO UPDATE CONVENIENCE CENTER CHANGES.
Y'ALL, DIDN'T GET TIRED OF HEARING ME TODAY.
AND IF ANYONE HAS ANYTHING TO ADD, PLEASE DO, PLEASE DO.
IF YOU LIKE RAISE YOUR HAND, I'LL MAKE SURE THAT WE MAKE SURE WE DON'T HAVE YOU MUTED.
UM, WE HAVE BEEN PRESENTING TO PUBLIC FACILITIES COMMITTEE EACH MONTH AS THESE CHANGES HAVE GONE THROUGH, UM, OCTOBER 1ST WAS WHEN THE NEW TIMES, UH, WENT INTO EFFECT FOR THE CONVENIENCE AND ALL OF A SUDDEN OUR TRAIL IS AT YOU.
I HAD TO CALL IN ON THE PHONE.
I'LL I'LL WAIT UNTIL EVERYONE COME BACK TO ME.
UM, WE HAVE BEEN GOING TO PUBLIC FACILITIES EACH MONTH.
UH, THE NEW HOURS WENT INTO EFFECT IT'S SEVEN 30 IN THE MORNING TO 6:00 PM.
SO, UH, THEY ARE CLOSING ONE HOUR EARLY.
UM, SOME OF THE DATES OF OPERATION HAVE CHANGED FOR SOME OF THE SMALLER CENTERS, UH, BUT THAT WENT INTO EFFECT VERY SMOOTHLY IN OCTOBER.
UM, WE ARE NOW WORKING ON TRYING TO IMPLEMENT THE DECAL SYSTEM.
IF YOU REMEMBER, THIS IS ALL FROM THE ABBEY GOLDSMITH REPORT, UH, WE HAVE HIRED, UM, ANGEL MARCENE KLASKY.
SHE IS ON THE LINE AS OUR, AS OUR NEW BUSINESS MANAGER.
AND SHE IS LEARNING BY FIRE BECAUSE THE PHONES ARE RINGING.
THE EMAIL IS FULL, AND HONESTLY, SHE'S HAVING A DIFFICULT TIME TRYING TO GET THE DECALS OUT TO PEOPLE BECAUSE THEY ARE ASKING WHERE'S MY DECAL.
UM, I WILL LET YOU KNOW THAT THE ONES THAT ARE DONE ONLINE ARE PROCESSED VERY QUICKLY.
UH, THE FIRST BATCH THAT HAS GONE OUT WAS ABOUT 8,000 DECALS.
UH, WE HAVE ANOTHER 5,000 THAT ARE READY TO GO OUT.
AND NOW, UH, IF YOU DID A POSTCARD AT THE CONVENIENCE CENTERS TOOK APPLY, UM, THAT IS VERY TIME-CONSUMING.
AND THE FACT THAT WE HAVE TO MANUALLY ENTER EACH ONE OF THOSE.
UM, SO BEAR WITH US, WE'RE WORKING ON IT AS BEST AS WE CAN EACH PROPERTY, WE'LL GET ONE HARD THE ACCOUNT, AND THEN YOU GET AN ELECTRONIC COPY OF THAT DECAL IN THE EMAIL THAT YOU PROVIDE TO US THAT WAY, IF YOU HAVE A TENANT THAT YOU NEED TO SHARE, UH, WITH, OR IF YOU HAVE A FAMILY MEMBER THAT TAKES THE TRASH AND THE DIFFERENT VEHICLE, UH, YOU HAVE THE CAPABILITY OF SHARING THAT WITH WHOMEVER.
THAT ONE NUMBER IS ALL TIED BACK TO YOUR PROPERTY.
SO DEPENDING ON WHETHER COUNCIL, UH, CONFIRMS TWO VISITS A WEEK, OR IF THEY CHANGE IT TO THREE VISITS A WEEK, IT'S STILL FROM YOUR ONE ADDRESS.
UM, OBVIOUSLY AS THE CALLS CONTINUE TO INCREASE, YOU KNOW, WE HAVE BEEN A PROPONENT THAT THE TWO TIMES A WEEK IS ADEQUATE.
UM, BUT THAT'S GOING TO BE DETERMINED BY COUNCIL ON DECEMBER 14TH, WE'RE STILL SLATED TO BEGIN THIS PROGRAM JANUARY 1ST.
I KNOW THERE WAS SOME INFORMATION THAT WENT OUT IN THE ISLAND PACKET THAT HILTON HEAD WAS NOT GOING TO START UNTIL MARCH, AND THAT IS NOT ACCURATE INFORMATION.
SO THE DECALS ARE GOING TO GO ALL AT ONE TIME.
WE MAY, IF WE SEE THAT WE HAVE NOT GOTTEN EVERYBODY'S DECAL ISSUED, THEN WE MAY START THE SYSTEM, BUT IT
[00:35:01]
MAY BE KIND OF LIKE A SOFT OPENING THAT YOU DO SAY FOR A RESTAURANT.WE WANT TO MAKE SURE THAT WE DON'T LEAVE ANYBODY WITHOUT AN OPPORTUNITY FOR WASTE DISPOSAL.
UM, JANUARY 1ST IS ALSO THE CLOSURE OF GATE AND PRITCHER VILLE CENTERS.
SO THAT'S WHERE WE ARE WITH DECALS.
UM, I'M ANTICIPATING QUESTIONS.
I'M GLAD YOU TOUCHED BASE ON THAT.
I COULD TELL ME NOW FOR THE MARCH DELAY FOR THE DETAILS, BUT WHY DID THAT EVER SURFACE LIKE THAT? WHAT HAPPENED? WELL, THEY THOUGHT THAT THERE WOULD BE A BACKLOG OF TRAFFIC.
AND SO THE TOWN HAS VOLUNTEERED TO PUT IN AN ADDITIONAL ACCESS ROAD, BUT THERE'S GOING TO BE SOME DELAYS ON GETTING RIGHT OF WAYS AND THINGS LIKE THAT.
SO WE'RE GOING TO GO AHEAD AND IMPLEMENT, AND WE THOUGHT ABOUT A LOT OF DIFFERENT THINGS WE THOUGHT ABOUT MAYBE REVERSING THE TRAFFIC THROUGH THE CENTER SO WE COULD GO THE OPPOSITE WAY AND HAVE A, MORE OF A QUEUE UP LINE.
UH, BUT THAT HAS NOT YET BEEN FINALIZED OR DETERMINED, BUT WE, WE DON'T REALLY WANT TO DELAY, ESPECIALLY BECAUSE HILTON HEAD DOES HAVE A LOT OF CONTRACTOR NEEDS.
I WAS ON THE PHONE WITH THE TOWN ENGINEERING AND, UH, THERE, THEY THOUGHT THAT THERE IS GOING TO BE A DELAY TOO, BECAUSE THEY'RE TRYING TO REVAMP THAT TRAFFIC, OR THEY'RE TRYING TO GET THE TRAFFIC CIRCLE DOWN THERE IN ORDER TO HANDLE THE ARBOR NATURE TRAFFIC AND THE FLOW OF THE COMMUNITY CENTER AND THE FLOW OF THE AIR, MAKE IT MORE UNIFORM.
UM, BUT THAT'S NOT, NOT THE CASE.
YOU'RE STILL DEFINITELY MOVING FORWARD WITH THE DECALS.
AND, AND, UH, I CAN, I CAN DEFINITELY RELAY THAT TO THOSE GUYS.
TALK TO SOMEBODY JUST TO MAKE SURE THAT EVERYBODY'S ON THAT PAGE.
THERE IS A LITTLE BIT OF MISCONCEPTION.
LIKE I SAID, WE MAY TRY TO REROUTE COMPLETELY BACKWARDS AT THE CENTER, UH, TO FREE UP SOME, SOME QUEUING AREA.
UH, WE DON'T WANT TO CAUSE TRAFFIC PROBLEMS. WE DO WANT TO IMPLEMENT THE SYSTEM.
IT'S I THINK IT'S VERY WELL FOUNDED AND MUCH NEEDED IN ORDER TO BETTER, BEST USE OF THE TAXPAYER'S MONEY.
ANY OTHER QUESTIONS ON THE DETECTORS? I DON'T THINK SO.
WHEN ARE THEY GOING TO START CLOSING CONVENIENCE CENTERS, GAIT AND PRESSURE VILLE.
WE'LL CLOSE JANUARY THE FIRST.
UM, WHAT ABOUT THAT ONE IS IN BUFORD DOWN? WELL, I THINK IT'S GOLDBERG GOLDBERG HILL ROAD.
DOES THAT, IN MY OPINION, ANYTIME YOU GO INTO PARIS IS A BLOCK OF CARS, JUST ZIP IN THROUGH, AND IT'S DANGEROUS, RIGHT? GANG.
OH, I KNOW WHAT ELSE THEY'LL BE GOING TO THE SHANKLIN ROAD.
UM, CONVENIENCE CENTER, RIGHT? THAT'S OUR RECOMMENDATION BECAUSE THAT'S THE CLOSEST CENTER TO THAT AREA.
CINDY, I JUST WANT TO CONGRATULATE YOU.
AND THIS WAS AN ENORMOUS TASK THAT YOU TOOK ON, YOU KNOW, YOU AND DAVE DID A PHENOMENAL JOB AND, YOU KNOW, I THINK THIS DECAL SYSTEM IS THE WAY TO GO LIMITING THE HOURS, REGARDLESS WHAT JEAN TANNER HAS TO SAY ABOUT CONVENIENCE.
I THINK IT JUST MAKES ALL THE SENSE IN THE WORLD.
SO JUST THAT JUST BEING PRACTICAL WITH YOUR DECISION-MAKING, ESPECIALLY WHEN YOU START TALKING ABOUT THE GROWTH, YOU KNOW WHAT I MEAN? WE GOT TO GET A HANDLE ON THIS BEFORE IT COMPLETELY GETS OUT OF CONTROL.
I MEAN, TREMENDOUS AMOUNT OF HOURS ON THAT, SO THANK YOU.
OBVIOUSLY THERE'LL BE OBSTACLES THAT WILL COME UP THAT WE HAVEN'T THOUGHT ABOUT AND WE'LL CONTINUE TO TRY TO WORK THROUGH THEM, BUT IT IS OUR FIRST EFFORT TO TRY TO, TO GET SOME CONTROL.
[14. ENTERPRISE FUND ORDINANCE AND FEE STUDY]
MOVE INTO THE ENTERPRISE FUND ORDINANCE AND A FEE STUDY? I DO.UM, BACK WHEN WE MET IN APRIL, IF YOU REMEMBER, UM, THE BOARD GAVE RECOMMENDATION TO COMMITTEE AND TO COUNCIL TO GO INTO AN ENTERPRISE, UM, SET UP AND AN ORDINANCE.
[00:40:01]
HAS BEEN THROUGH THREE READINGS OF COUNSEL AND IT IS READY, IS READY.UM, WHAT THE MISSING PIECE OF THAT IS, IS THE ACTUAL FEE THAT GOES ALONG WITH IT.
UM, AND IF YOU REMEMBER, WHEN WE TALKED ABOUT THE ENTERPRISE FUND BACK IN APRIL, UM, OUR BUDGET FOR SOLID WASTE AND RECYCLING COMES OUT OF THE GENERAL FUND.
SO WHEN YOU GET YOUR TAX BILL, THERE'S NOT A LINE ITEM THAT SAYS HOW MUCH OF THAT GENERAL FUND IS YOUR SOLID WASTE.
UM, THAT MAY BE PART OF THE REASON THAT PEOPLE HAVE THE IDEA THAT THE CONVENIENCE CENTERS ARE FREE, UM, BECAUSE THEY CAN'T SEE THAT THEY'RE PAYING, BUT THEY ARE PAID.
SO THE ENTERPRISE FUND WILL BE SET UP.
HOPEFULLY IT'S JUST LIKE THE STORMWATER FUND AND THAT WHEN YOU GET YOUR TAX BILL, THERE WILL BE AN ACTUAL FIGURE ON THERE FOR SOLID WASTE ENTERPRISE FUND.
UM, WHAT WE DID IS WE WENT TO TISCHLER BUYS WHO DOES A LOT OF THE STUDIES FOR THE COUNTY AND THEY TOOK INTO ACCOUNT, UM, OUR CURRENT BUDGET.
UM, OBVIOUSLY WHAT WE THINK WILL BE INCREASED OPERATING COSTS, UM, SOME CAPITAL MOVING FORWARD AND THEY CAME UP WITH A PROPOSAL.
UM, THAT IS WHAT I SENT TO EACH OF YOU ON YOUR EMAIL, UM, THAT FACE STUDY SHOULD GO TO PUBLIC FACILITIES COMMITTEE IN JANUARY.
AND IF THEY FIND IT FAVORABLE, THEN IT WOULD MOVE ON TO COUNCIL.
SO WHAT WE'RE TRYING TO DISCUSS TODAY IS POTENTIALLY A BOARD RECOMMENDATION JUST AS YOU DID FOR THE ORDINANCE, UH, FOR THE FACE STUDY THAT GOES ALONG WITH IT.
UM, NOT TO GET TOO FAR INTO THE DETAILS OF THAT, CAUSE YOU ALREADY HAVE A COPY.
UH, BASICALLY IT'S, UH, PREDICTING THAT PER HOUSEHOLD EACH YEAR, THAT FEE WOULD BE $169 OR $14 A MONTH.
AND LIKE I SAID, THAT FEES ALREADY BEING PAID BY TAXPAYERS.
SO IF ANYBODY HAS ANY QUESTIONS, I'LL DO MY BEST.
OBVIOUSLY I DID NOT, UM, DEVELOP THE STUDY.
UM, THERE THERE'S TWO OPTIONS.
ONE IS EVERYBODY PAYS THE SAME THING.
UM, THERE'S ALSO THE OTHER ARGUMENT THAT SOME, SOME OF THE MEN MUNICIPALITIES MINUS HILTON HEAD, THAT THEY ALREADY PAY A COLLECTION FEE BECAUSE THEY DO HAVE A CONTRACT FOR CURBSIDE RECYCLING.
UM, SO IF THAT'S THE CASE, THERE IS A TIERED SLIDE IN THAT PRESENTATION THAT IF THEY WANT TO ARGUE, THE MUNICIPALITY GETS A LOWER FEE.
THAT MAY BE UNDER CONSIDERATION.
NOW WHEN WE GET THE DECALS ISSUE, IF WE FIND THAT SO MANY PEOPLE THAT ARE IN THE MUNICIPALITY ARE STILL USING A CENTER FOR OTHER THINGS, THEN OBVIOUSLY THAT ONE FIGURE APPROACH WOULD BE MORE CLICKABLE.
LIKE I SAID, UM, TISCHLER BIAS IS ACTUALLY GOING TO DO THE PRESENTATION, UM, AT THE PUBLIC FACILITIES MEETING.
IT'S USUALLY THE THIRD OR FOURTH, I THINK IT'S THE THIRD MONDAY OF THE MONTH.
BUT THAT, THAT SCHEDULE HAS NOT BEEN RELEASED.
BUT WHAT WE NEED TO DO AS A BOARD IS WE NEED TO PASS, UH, THE FEE STUDY ALONG.
SO WE NEED TO VOTE IN HER, CORRECT ME IF I'M WRONG, CINDY, WE NEED TO VOTE TO PASS THE FEE STUDY ALONG TO THE PUBLIC FACILITIES MEETING.
AND THAT WOULD BE OUR RESPONSIBILITY OR AM I INCORRECT? THAT WOULD BE CORRECT.
I LOOKED THROUGH ALL THE NUMBERS.
I MEAN, IT ONLY MAKES SENSE, YOU KNOW WHAT I MEAN WITH WHAT THE ENTERPRISE FUND HAS DONE AND HOW IT SHOULD HAVE IT BROKEN OUT SO THAT WE KNOW EXACTLY HOW MUCH, UH, WE ARE PAYING.
I MEAN, THIS IS JUST A NATURAL PROGRESSION, IN MY OPINION, AGAIN, OF, OF, OF, OF MOVING IN THE RIGHT DIRECTION WITH WASTE SOLID WASTE AND RECYCLING.
SO I WOULD PROPOSE THAT WE PASS THIS ALONG.
UM, I SEE, THERE'D NO REASON WHY WE WOULDN'T.
SO EVERYONE ON THE PHONE, PLEASE GOT HER ON THE, UH, UH, ON, ON THIS MEETING, PLEASE, PLEASE GIVE YOUR OPINION.
UM, AND, UH, AND THEN LET'S GO AHEAD AND PASS IT ALONG OR, OR FIND WHAT ELSE WE WOULD RECOMMEND TO DO WITH THAT.
SO, ALL RIGHT, RANDY, I'M GOING TO PUT YOU DOWN AS A YES.
I THINK IT SHOULD BE PASSED ALONG.
[00:45:02]
I THINK IT SHOULD BE PASSED ALONG.UH, KIND OF NEW TO THE GROUP SINCE JUNE, BUT NEVER ATTENDING A MEETING.
I TOOK A LOOK AT THIS AND, UH, I HAVE TONS OF QUESTIONS, UH, BUT I THINK IT'S PROBABLY GONE SO FAR.
UH, J WOULDN'T BE REALLY PERTINENT.
MY BACKGROUND IS I COME FROM A REVENUE AGENCY AND, UH, UM, WHAT, WHAT IS A HOUSEHOLD? I DON'T HAVE THAT DEFINITION IN FRONT OF ME.
YOUR HOUSE, WHETHER IT'S ONE OR THREE OR MORE BE A HOUSEHOLD.
WHAT ABOUT A TWO FAMILY HOUSEHOLD? I WOULD THINK, WELL, WOULDN'T IT BE PER CERTIFICATE OF OCCUPANCY BECAUSE MULTIPLE FAMILIES CAN WOMEN LIVE IN ONE DWELLING, BUT IT'S JUST, I MEAN, WE HAVE ON FILE, YOU KNOW WHAT I MEAN? EACH, EACH ONE IS A, IS A CEO.
MIKE, WHAT DID HE, WHAT DID YOU THINK, MATT, MIKE, WHAT WOULD YOUR COMMENT BEYOND THAT? WOULD YOU THINK IT WOULD JUST BE PER, YOU KNOW WHAT I MEAN? CERTIFICATE OF OCCUPANCY.
SO PER STRUCTURE, THAT'S FINE.
I MEAN, THAT WOULD, THAT WOULD ULTIMATELY MAKE SENSE.
YOU KNOW, OTHERWISE IT GETS A LITTLE CONFUSING WHEN YOU LOOK THROUGHOUT THE, IF YOU TRY TO STRETCH THAT DEFINITION OUT THROUGH THE FEET IN THIS LONNIE, ALSO YOU HAVE SOME, UM, FAMILIES, WOULD YOU HAVE THE GRANDMOTHER? YEAH.
THE SINO DAUGHTER AND GRANDKIDS, YOU KNOW, IN ONE HOUSE.
SO AGAIN, I'M NOT SURE THE ZONING CATEGORIES USE DOWN HERE, BUT, UH, I WOULD ASSUME THAT SOMEHOW IT'S BEING TIED BACK TO THE CLASSIFICATION OF THE PROPERTY AND WHO WERE MULTIPLE FAMILY, THAT THERE'D BE MULTIPLE LOANS ASSOCIATED WITH THAT TAX PARCEL.
YEAH, WE GOT SOME LIKE THAT, BUT FOR THE MOST PART WE HAVE, UM, IT'S LIKE BEING UP NORTH, UM, UM, ONE HOUSE WOULD, UM, GENERATIONAL, YOU KNOW, A GENERATIONAL FAMILY WHERE, LIKE I SAID BEFORE YOU GOT THE GRANDMOTHER, THEN THE SON OR DAUGHTER, AND THEN THE GRANDKIDS, YOU KNOW, LIKE DAD, WELL THAT'S OKAY.
BUT I'M TALKING ABOUT IT'S ILLEGAL TO FAMILY OR ILLEGAL MULTIPLE DWELLING, NOT AN APARTMENT COMPLEX.
I THINK THAT, THAT I STARTED WITH THIS STUDY WITH THE SAME NUMBER THAT WE USED FOR THE DECAL SYSTEM, WHICH WAS IN BUFORD COUNTY.
THERE WERE 92,000 RESIDENTIAL PROPERTIES.
SO YOU'RE TALKING ABOUT PER PROPERTY, NOT NECESSARILY DWELLING UNITS, BUT I'M WANTING TO CHECK ON THAT.
I WANT TO SAY THAT WAS THE STARTING POINT.
I HAVE TONS OF OTHER QUESTIONS, BUT IT'S REALLY NOT GERMANE TO VOTING ON THIS.
THE QUESTIONS, PLEASE PUT YOUR QUESTIONS DOWN BECAUSE I MEAN, KNOWLEDGE IS POWER AND I WOULD LIKE TO BE MORE KNOWLEDGEABLE AND IT SOUNDS LIKE SOME VERY VALID QUESTIONS.
I CAN PASS THOSE ON TO TISCHLER BICE, IF YOU HAVE SPECIFIC QUESTIONS AND I'D LIKE TO GET THOSE, I'D LOVE TO GET THOSE ANSWERED BEFORE PUBLIC FACILITIES IN JANUARY.
I JUST COME DOWN TO, IS THAT WHEN YOU TALK ABOUT OPERATING COSTS, DOES THAT INCLUDE OPERATING PERSONNEL OR THEY ACT CREATING PERSONNEL COST? I WOULD THINK IT WOULD BE OPERATING
[00:50:01]
NOT ONLY THE OPERATE THE CENTERS, BUT OBVIOUSLY IT WOULD BE OUR ENTIRE BUDGET, WHICH CURRENTLY IS 9.3 MILLION.UH, PROBABLY ESTIMATED TO BE MORE LIKE 10 MILLION NEXT YEAR AND JUST PULL THAT WHOLE FIGURE OUT OF THE GENERAL FUND.
BUT IT TALKS ABOUT, UH, SETTING ASIDE ANOTHER, UH, 25% FOR A 90 DAY OPERATING REVENUE BASED UPON YOUR SOLID WASTE OPERATING COSTS, OPERATING PLUS PERSONNEL FOR OPERATIONS, IT'S PERSONNEL OPERATING COST RESERVES AND CAPITAL NEEDS.
IT'S TOTALITY, RIGHT? IT'S EVERYTHING LOCALITY.
SO, AND WHICH WOULD MAKE SENSE AGAIN, YOU KNOW, FOR US TO PASS IT ON, BUT THOSE, ALL THOSE QUESTIONS, IF YOU COULD ARTICULATE THEM IN A QUICK EMAIL, UM, I THINK THAT'D BE GREAT.
CAUSE I'D LIKE TO, BEFORE I SPEAK, I WOULD LIKE TO KNOW THAT WHAT I'M TALKING ABOUT IS ACTUALLY MY THOUGHT PROCESS IS CORRECT AND I'M NOT UNDERSTANDING.
SO IF YOU SEND CINDY THOSE QUESTIONS, CINDY, COULD YOU GET A COPY OF THE ANSWERS? YEAH.
IT'S ALONG, UM, WHO, WHO IS LEFT THE BOAT, UH, SALLY, YOU WANT TO CHIME IN? SURE.
AND THE WAY WE'LL PUT THAT RECOMMENDATION TOGETHER AND IT'LL GO TO PUBLIC FACILITIES, I'M SURE.
AFTER THE PRESENTATION FROM TISCHLER BUYS PUBLIC FACILITIES, WE'LL HOPEFULLY HAVE OUR QUESTIONS ANSWERED.
AND PROBABLY SOME WE HAVEN'T THOUGHT OF, BUT YES, BILL, IF YOU'LL SEND THOSE TO ME, I'LL TRY TO GET THEM ANSWERED AS QUICKLY AS POSSIBLE.
SO WE CONTINUE TO PUT PRESSURE ON CINDY.
[15. WESTON AND SAMPSON FINAL REPORT]
TO THE WEST AND THEN SAMSON FINAL REPORT.IF YOU REMEMBER, ABBY GOLDSMITH DID THE REPORT AND, AND TOOK OUR OPERATING, UM, CURRENT SITUATION AND GAVE US RECOMMENDATIONS.
AND SOME OF THAT'S WHAT WE'VE USED TO TRY TO IMPROVE.
YOU KNOW, WHAT WE DO WITH THE CONVENIENCE WESTON AND SAMPSON TO FOUR COUNTIES, IT WAS BUFORD, JASPER, HAMPTON AND CARLTON, AND THEY, THEY TOOK A, UH, A REVIEW OF ALL FOUR OF US POPULATION.
WHAT KIND OF WASTE DISPOSAL WE HAVE AVAILABLE TO US NOW? UH, WHAT ARE OUR NEEDS MOVING FORWARD? AND WE GOT A FINAL REPORT FROM THEM IN AUGUST.
UM, HONESTLY WE HAVE CONCENTRATED MORE ON THE ABBEY GOLDSMITH REPORT, UM, BEFORE MOVING ON TO THE WESTMAN SAMPSON REPORT.
UM, IF ANYBODY WANTS A COPY TO SEND ME AN EMAIL, I'LL BE GLAD TO SEND THAT TO YOU.
UM, I CAN TELL YOU THAT WE HAVE NOT DONE A LOT WITH IT.
UH, WE'VE HAD ONE FOLLOW-UP PHONE CALL, UH, WITH ONLY JASPER IN COLLAGEN.
WE DID NOT HAVE A REPRESENTATIVE FROM HAMPTON.
UM, AND AS SOON AS WE, LIKE I SAID, AS SOON AS WE GET THROUGH WITH OUR OPERATIONAL, UH, CHANGES, WE'LL PROBABLY MOVE OVER TO THAT REPORT.
UM, MOST OF IT WAS NOT FAVORABLE FOR A TOTAL REGIONALIZATION.
UM, OBVIOUSLY BEAVER COUNTY HAS THE MOST POPULATION AND THE MOST NEEDS OF ANY OF THE OTHER THREE COUNTIES.
UM, I DO KNOW THAT COLLINGTON AND JASPER ARE INTERESTED IN ANYTHING THAT WE MIGHT DO.
SO I THINK THAT THEY ARE INTERESTED.
UM, AND AS A SIDE NOTE, I, I'M NOT SURE IF THIS IS INFORMATION THAT SOME OF, YOU KNOW, WHEN SOME OF YOU DON'T, DO YOU REMEMBER THE SUSTAINABILITY CAMPUS THAT WE TALKED ABOUT PROBABLY A YEAR OR SO AGO? UM, WANTED TO LET YOU KNOW THAT WE'RE MOVING FORWARD WITH THE FIRST STEP OF THAT, UM, TO SITE, UH, A MATERIAL RECOVERY FACILITY IN BLUFFTON.
UM, DAVE IS WORKING ON THAT AS WE SPEAK.
UM, THERE WAS SOME, UH, GEO BOND MONEY, $1.9 MILLION.
AND WE'D LIKE TO HAVE THAT FIRST PHASE COMPLETED BY AUGUST 1ST OF THIS YEAR.
WELL, 20, 21, WE'RE GOING TO HAVE TO HURRY.
UM, BUT WE HAVE HAD SOME VERBAL INTEREST FROM POLITAN AND JASPER IF THAT COMES TO PASS.
SO THAT'S, WE'RE WORKING ON THAT, THAT ALSO HAS BEEN
[00:55:01]
INITIALLY PRESENTED TO PUBLIC FACILITIES COMMITTEE.UH, BUT WE'LL BE GOING BACK TO THEM AGAIN IN JANUARY, ANY QUESTIONS? OKAY.
THE FIRST PHASE WILL BE NO MORE THAN PROBABLY A WAREHOUSE BUILDING WITH A VERY SMALL SORTING LINE TO HANDLE WHAT WE HAVE AT THE DROP-OFF CENTERS.
UM, IF YOU GO TO THE SYNERGY, NO, OUR RECYCLING MATERIAL IS, IS DUAL STREAM.
IN OTHER WORDS, IT'S ALREADY PRE SORTED BY CITIZENS.
SO AT THIS FACILITY, IT WOULD JUST BE THAT WE WOULD TAKE OUR OWN MATERIAL.
WE PROBABLY NEGATIVE SORT OUT ANY CONTAMINANT, UM, BALE IT AND THEN SEND IT TO MARKET.
WE'RE ALREADY DOING THAT WITH CARDBOARD, FROM SHANKLIN AND ST.
HELENA AT OUR SHANKLIN ROAD, UH, BAYLOR BUILDING, IT'S JUST, ALL OF OUR OTHER COMMODITIES ARE TIED INTO OUR CURRENT CONTRACT WITH WASTE.
AND WE HAVE AN OPPORTUNITY OBVIOUSLY TO GET OUT OF THAT CONTRACT, UM, ALL THIS FIRST.
WELL, I WOULD REALLY SUGGEST IS THAT THE TIPPING FLOOR REALLY BE LARGE ENOUGH.
I HAD A 100 TON PER DAY MERCK FACILITY AND IT GOT BACKED UP ON OCCASION.
IT CAN BE A DANGEROUS PLACE OPERATE, RIGHT.
OBVIOUSLY MOVING FORWARD WITH THAT VISION.
THE SECOND PHASE OF THAT WOULD POTENTIALLY BE TO EXPAND THAT BUILDING AND TAKE CURBSIDE SINGLE STRING, BUT WHERE WE'RE MORE CONCERNED RIGHT NOW WITH TAKING CARE OF OUR OWN.
YES, JENNIFER, LET ME MAKE SURE YOU'RE NOT MUTED.
CAN YOU HEAR US NOW? CAN YOU HEAR ME? YES.
[16. GLASSWRXSC (CHRIS FISHER)]
WITH THE GLASS RECYCLERS? UM, IN FACT, THAT WAS SUPPOSED TO BE IN OUR NEXT AGENDA ITEM.I DON'T SEE THAT CHRIS IS ON THE LINE.
WE'RE EXPERIENCING SOME TECHNICAL DIFFICULTIES TOO, CAUSE I JUST GOT KICKED OFF IN JUST FINE.
UM, JENNIFER WAS ASKING ABOUT WHERE WE ARE WITH THE GLASS.
UM, CHRIS FISHER, UH, HAD SAID THAT HE WOULD LIKE TO DO A PRESENTATION TODAY.
UM, I KNOW THAT HE HAS SUBMITTED TO US A CONTRACT TO TAKE OUR GLASS.
OBVIOUSLY THAT WOULD BE A CONTRACT THAT WOULD NOT BE JUST BETWEEN US AND GLASS WORK, SOUTH CAROLINA, BUT WASTE MANAGEMENT WOULD ALSO HAVE TO AGREE TO THAT.
UM, SO THAT IS IN OUR LEGAL DEPARTMENT RIGHT NOW FOR REVIEW.
UM, I HAVE HEARD SEVERAL DIFFERENT STARTING DATES POTENTIALLY FOR GLASSWORKS.
UM, I THINK THEY HAVE THEIR PERMITTING AND THEIR OCCUPANCY PERMIT, BUT I DON'T HAVE A START DATE FOR THEM RIGHT NOW.
WE'RE KIND OF IN A WHOLE PATTERN.
WAS THAT NOT GOING TO BE PART OF THE SUSTAINABILITY PART AT THAT LOCATION? THAT WAS THE HOPE.
UM, I'M NOT SURE THAT IT'S GOING TO TURN OUT TO BE IN ONE PARCEL AT THIS MOMENT IN TIME, BUT WE DO WANT TO USE GLASS WORKS FOR OUR GLASS.
I WAS GOING TO SAY I'LL GET BACK IN TOUCH WITH CHRIS FISHER AND SEE IF HE CAN JOIN US IN JANUARY.
[01:00:04]
I MISSED QUITE A BIT OF THE WESTERN SAMSON FINAL REPORT.WERE YOU ABLE TO GET THROUGH THAT CINDY? UH, DID, UH, BASICALLY I'LL BE GLAD TO SEND YOU A COPY OF THAT REPORT.
UH, WE HAVE NOT SPENT A LOT OF TIME WITH IT, UM, BECAUSE WE'VE BEEN CONCENTRATING ON THE GOLDSMITH REPORT.
UM, DO YOU HAVE SOME INTERIM ONE FOLLOW-UP PHONE CALL WITH COLLINSON IN JASPER? UM, AND WE'LL, WE'LL PURSUE THAT SOON.
AND AGAIN, SORRY ABOUT, UH, I CAN SEE NOW THAT I AM JUST A BUNCH OF LINES.
[17. PACKER TRUCK – FY21 BUDGET]
US, UH, I GUESS SINCE CHRIS IS NOT AVAILABLE, UH, WE'RE MOVE ONTO THE PACKER TRUCK, UH, THAT YOU'VE GOT, UH, IN THE 21 BUDGET.WELL, WE ACTUALLY DID NOT HAVE IT IN THE 21 BUDGET AND IT WAS ADDED BACK, UM, AS A NECESSITY.
OUR, OUR CURRENT PACKER TRUCK HAD 374,000 MILES.
AND SO, UH, WE WERE GIVEN AN EXTRA BUDGET LINE.
WE ANTICIPATED BEING HERE PROBABLY SHORTLY AFTER THE HOLIDAYS.
UM, AND WE WERE LOOKING FOR OUR OPERATIONS.
PEOPLE ARE STATIC WHEN IT'S DONE.
UM, CAROL, ARE YOU ON THE PHONE? ARE YOU ON THE, CAN YOU HEAR ME? WE HAVE TO CHECK OUR TRAIL BEHIND OUR CHARLES' HOUSE.
WE'RE GIVING YOU A HARD TIME, BUDDY.
CAN YOU SAY THAT? I SAID WE NEED TO CHECK BEHIND YOUR HOUSE.
SO WHEN THE PACK ON TRUCK SHOWS UP, SO WE NEED TO KEEP, KEEP, KEEP AN EYE ON IT.
SO I DON'T, I DON'T, I DON'T OPERATE THE PACKER TRUCK, BUT I'M SURE THE INDIVIDUALS THAT DO OUR GOOD STUFF.
IT'S A TRUCK THAT GOES TO OUR DROP-OFF CENTERS AND ESPECIALLY IN THE CONTAINER, THE CONTAINERS THAT HAVE BULKY WASTE AND C AND D WISE, IT PACKS IT IN THERE SO THAT WE DON'T HAVE SO MANY POOLS ON THE SIDE OF THE CENTERS ARE VERY COSTLY TO US.
OH, I KNOW WHAT YOU'RE TALKING ABOUT NOW.
I NEVER THOUGHT I NEVER THOUGHT OF IT AS BEING THE PACKER TRUCK.
SO THAT MOVES US OUT, ALONG TO, UH, WE HAVE NO PUBLIC, UH, UM, PURCHASE PARTICIPATION, SO THERE WILL NOT BE ANY PUBLIC COMMENTS.
[19. BOARD REQUESTS]
THE CALL IN TERMS OF BOARD REQUESTS, UH, NECESSITIES, ADDITIONAL COMMENTS, DOES ANYONE HAVE ANYTHING TO ADD? UH, YES.UH, JUST, I WAS ACTUALLY TEXTING CHRIS FISHER WITH GLASSWORKS.
UM, HIS INTERNET WENT DOWN AND, UH, HE DID SAY THAT HE HAS A PROJECTED OPENING A FEBRUARY 15, UH, AND THAT'S UM, AND THEN, UH, YEAH, MY ONLY, ONLY REQUEST WAS THE, UH, WAS JUST TO GET AN UPDATE OF LIFE AND ON THE LANDFILL WOULD BE THE ONLY THING.
AND I WOULD LOVE TO GET THAT WESTERN AND SAMSON.
WHY DON'T I JUST SEND THAT TO EVERYBODY? THAT'D BE GREAT.
AND, AND, AND I, I WANT TO ECHO, UH, RANDY'S SENTIMENT, CINDY, AND I KNOW THIS, YOU KNOW, ESPECIALLY THE DECAL SYSTEM AND, YOU KNOW, MOVING, MOVING FORWARD WITH ANY OF THIS, IT'S ALWAYS, THERE'S ALWAYS A BUNCH OF CONTROVERSY, CONTROVERSY AROUND, UH, YOU KNOW, SOLID WASTE, YOU KNOW, AND IT'S KINDA HARD TO PUSH THROUGH ON A BUNCH OF DIFFERENT LEVELS.
AND SO REALLY GREAT WORK ON, ON THE COUNTIES, YOU KNOW, LED BY YOU AND, YOU KNOW, DAVE, WHEN HE WAS PART OF IT.
UM, SO IT COULD WORK REALLY NICELY.
UH, KIM AND BILL, YOUR REAPPOINTMENT LETTERS WENT THREE PUBLIC FACILITIES ON NOVEMBER THE 16TH.
UM, AND THAT SHOULD FINAL APPROVAL ON THE DECEMBER 14TH COUNCIL MEETING.
AND YOU'LL BE GETTING THOSE LETTERS SHORTLY THEREAFTER.
AND WE'RE STILL LOOKING FOR A VICE CHAIR, SO WE NEED TO BE PUSHED TO THE NEXT TIME WE'RE TOGETHER, BUT PLEASE THINK ABOUT IT AND CONSIDER IT, UH,
[01:05:01]
TO ALL THOSE THAT IT'S APPLICABLE TO.AND, UH, OTHER THAN THAT, UM, CINDY, IS THERE ANYTHING YOU WANT TO ADD? NO, I JUST APPRECIATE THAT EVERYBODY, THIS NEW FORMAT, SO, UH, APOLOGIZE FOR, UH, UH, SOME OF THE TECHNICAL DIFFICULTIES THAT WE HAD OR THAT I HAD.
SO, SO I GUESS OUR NEXT MEETING THEN WILL BE SCHEDULED FOR, UH, JANUARY 28TH.
UM, WE, AT THIS POINT IN TIME HAVE NOT DECLARED IT TO BE VIA THIS FORMAT.
UH, BUT THAT, THAT DECISION WILL COME, UH, AS, UH, AS DEEMS AS, AS DEAN FIT.
SO, UM, IS THAT CORRECT? THE JANUARY 28TH? ANY THAT'S CORRECT.
WELL, WE LOOK FORWARD TO YOUR EMAILS AND, UH, I WISH EVERYONE A VERY MERRY CHRISTMAS AND A SAFE CHRISTMAS, YOU KNOW, AND IT CAN BE WITH YOUR LOVED ONES.
SO, AND, UH, LOOK FORWARD TO TALKING AND MEETING AGAIN.
HOPEFULLY NEXT TIME IN PERSON, THAT'D BE A WONDERFUL THING.
BUT, UH, OTHER THAN THAT, IF THERE ARE NO OTHER COMMENTS, I GUESS WE'RE ADJOURNED.
