[8.a. General Reports from Council]

8:00 WITH CURTIS AND STEVE AND MYSELF AND REPRESENTATIVES FROM THE COUNTY AND COUNTY LAW FIRM

AND A WHOLE HOST OF OTHER PEOPLE. >> CURTIS, TRY TO PUT THE GROUP TOGETHER WITH THE REPRESENTATIVE FROM THE COUNTY TO TRY TO SEE IF WE CAN COME TO ANY KIND OF ANY KIND OF SETTLEMENT ALONG THE WAY AND OUR SHERIFF'S BUDGETING PROBLEM. CURTIS OPENING A SUMMARY BOX TO THE COUNSEL FOR THE COUNTY ALMOST NOBODY WANTS AND THE COUNTY AND LARRY JUST TALKED ABOUT HOW MUCH THE SHERIFF'S BUDGET COSTS IN THEY WEREN'T WILLING TO SETTLE FOR ANYTHING UNDER FORMING.

WE WENT ON FOR A LITTLE WHILE AND THEN CURTIS CORRECTLY SO ENDED THE MEETING BECAUSE THERE WAS NO NO SETTLEMENT. AND I TOLD ALONG THE WAY THAT IF THERE WAS TO BE ANY KIND OF SETTLEMENT TALK I HAD TO COME FROM THE COUNTY. THIS IS NOT FAIR FOR US TO DO ALL THE WORK THAT THE COUNTY BECAUSE IT SPLIT NEVER COULD COME TO AN ANSWER ON ANYTHING ALL ALONE. I DON'T BELIEVE THAT ALL THE ANSWERS WILL BE SETTLED AS WE SAID TO THEM WERE EVEN DISTRIBUTED TO ALL THE COUNCIL MEMBERS.

THIS IS A CONVERSATION I DIDN'T FEEL THAT WAY WOLF. CURTIS LOVED THE CONVERSATION MIRTH RATHER FRUSTRATED. DON'T LET ME SEE HIM CAUGHT AND THAT'S WHERE WE'D HOPED THAT WE'D SEE THEM IN COURT. SINCE THAT TIME I HAVE TALKED TO A LAWYER ANOTHER TOWN MAYOR WHO IS THE LAWYER FOR ONE OF THE BIG FIRMS ON THE ISLAND AND HE SAYS I'LL TELL YOU WHO IT IS. HE ASK A DAY JOIN IN TO SIT WITH US BECAUSE THEY ARE BEING GROSSLY AFFECTED BY THE CHARGES THAT WILL COME OUT OF THE COUNTY ON A SURCHARGE FOR THE SHERIFF'S OFFICE. WE STEVE TALK ABOUT IT. WE TALK TO CURTIS CURTIS WILL BE TALKING TO THEM TOMORROW. SO WE ARE MAKING SOME PROGRESS THERE.

THE SECOND 9:00 MEETING TALKED ABOUT WHAT ALL THE TOWNS NEEDED IN THE WAY OF PROJECTS BECAUSE THE STATE HAS SOME EXTRA MONEY AND NOBODY WANTS TO SPEND IT. I HOPE YOU ALL GET AN EMAIL BETWEEN THE LAST TWO ON ONE TIME POTENTIAL CAPITAL CHARGES THAT WILL HAVE MONEY TO SPEND.

WE HAVE THAT. I WILL BE MEETING TOMORROW MORNING WITH SENATOR DAVIS TO GLOSS OVER MY NEEDS AND TO SMOOTH OUT ANY FEATHERS THAT WERE RUFFLED ON A 278 CAR.

WORK WITH ACCOUNTING AND EVERYTHING. BUT I WILL BE WITH TOM TOMORROW. I LOOK FORWARD TO BEING WITH TOM IN THE MORNING.

WE GO ON PRETTY SOON. EVERYBODY HAS TALKED TO THE CONSULTANT FOR THE PLANNING SESSION EXCEPT DAVID AND YOU'RE GOING TO YOU'RE GOING TO GIVE HER A CALL DAVE OR SOMETHING? YEAH, WE'RE SCHEDULED ON ON THE 30TH. I THINK OUR MEETING NEXT

TUESDAY IS A MATTER OF FACT. >> OK. AND AFTER YOU DO THAT, SHAWN WOULD LIKE TO CALL HIM TO SEE WHAT WE CAN SET UP FOR THAT WORKSHOP.

YOU WANT ME TO TALK? NOT SO LONG. OK.

OK. AND THAT'S ALL I HAVE, MR. ALLEN.

ALL RIGHT. OK. I'D LIKE MY MY PAGE HERE.

MISS HAWKINS OTHER TALENTS ARE THERE ANY GENERAL REPORT BESIDES THE MINE? I'M SORRY, TAMMY. YES. WELL, IN NO PARTICULAR ORDER.

>> BUT I WANT TO THANK MARK ALSO FOR HIS FRIENDSHIP AND GUIDANCE.

THIS HAS BEEN A WONDERFUL COUPLE OF YEARS BEING ABLE TO WORK WITH YOU AS A COLLEAGUE AND I HOPE TO SEE YOU AROUND TOWN AND TO AND BE FRIENDS. I I REALLY VALUE THAT.

SECONDLY, JUST A QUICK UPDATE ON SOMETHING THAT WE THINK BRIEFLY MENTIONED LAST MEETING WITH REGARD TO SANDALWOOD AND THE ISSUES THERE WITH THE HOUSING AUTHORITY.

I AM CONTINUED TO WORK ON THAT PROJECT AND I'M TRYING TO COORDINATE MANY EFFORTS THAT

[00:10:05]

ARE COMING OUT OF THE CONCERNS AT THAT PROPERTY AND THE WILL GIVE YOU FURTHER INFORMATION AT ANOTHER TIME. AND THEN ON A MORE PERSONAL NOTE, I WANT TO THANK THE FIRE AND RESCUE OF HILTON HEAD ISLAND. WE ARE SO INCREDIBLY BRETT WE'RE BLESSED WITH THE MOST THE BEST NOT THE MOST ANYTHING THE ABSOLUTE BEST OF FIRE AND RESCUE PERSONNEL WHO ARE ALSO THE MOST AMAZING HUMAN BEINGS THAT ARE SECOND TO ABSOLUTELY NONE. AND I'M GOING TO MISS A LOT OF NAMES, BUT IF YOU WILL JUST BEAR WITH ME. I'M READING A FEW NAMES OFF AND I APOLOGIZE TO ANYONE WHOSE NAME I MISPRONOUNCE OR ANYONE THAT IS EXCLUDED AT THIS TIME. BUT WE WILL BE WORKING TOGETHER IN THE FUTURE AS I TRY TO HELP OTHER PEOPLE UNDERSTAND THE IMPORTANCE OF HAVING A PLAN TO GET OUT OF YOUR HOUSE IN CASE OF AN UNEXPECTED EMERGENCY. SUCH AS A FIRE.

EVERYONE NEEDS A PLAN AND EVERYONE NEEDS TO KNOW HOW TO PUT THAT PLAN INTO EFFECT AND TO MAKE IT A REALITY IN THOSE MOMENTS BETWEEN LIFE AND DEATH. SO THANK YOU TO BRAD'S HANGDOG AND SISTER AND DANIELLE. PEACE TELL MANAGER STEVE RILEY ,TOM DUNN, CHRIS YATES.

JASON CASTNER. ADAM FRANK FRANK MAXWELL PETERSON.

DAVID BELL. JOHN EMERALD RENO PROJECT JACK JENKINS PHILIP CAMPBELL.

BRIAN NORBERT. CHAD MCCOY WILLIE FERGUSON COLLINS.

DANIELLE DANIEL ARCHER WILBUR CHRISTOPHER SAVAGE BENJAMIN FITZ FAITHFUL CHRIS BLANKENSHIP A ALEC HOW OR THE BASTION OF RANGO STEVEN GATES SEBASTIAN RANGO AGAIN THERE ARE SO MANY NAMES THAT I'M SURE I'M MISSING COLLIN FANNING TO EVERY FIREFIGHTER WHO IS A PART

OF THE HILTON HEAD ISLAND ELITE. >> THANK YOU FOR YOUR SERVICE.

THANK YOU FOR YOUR DEDICATION AND THANK YOU FOR SAVING LIVES EVERY SINGLE DAY.

PLEASE MAKE A PLAN EVERYONE HELPED THAT. ANYONE LISTENING TO THIS OUTSIDE OF THE AREA MAKE A PLAN ON HOW TO SAFELY GET OUT OF THEIR HOUSE IN AN EMERGENCY LIKE YOU CAN. AND AGAIN, THE GENERAL REPORTS MR. LENNOX, I JOIN IN SHARON'S COMMENTS SAYING WE DON'T KNOW WHAT I'M GOING TO DO WITHOUT WORK.

I CAME ON COUNCIL SIX YEARS AGO AND HE WAS MY MENTOR AND WANT TO LOOK TO THE RIGHT AND NOT SEE HIM. THAT'S GONNA BE A TOUGH ONE. MARK.

GOOD LUCK TO YOUR PARTNER. YESTERDAY AT NANCY FISHER'S INVITATION, NANCY IS THE EXECUTIVE DIRECTOR OF THE SANDBOX. I MET HER AT THE SITE OF THE SANDBOX BUILDING WHICH IS NEARLY COMPLETED AND AND TAUGHT IT IS SPECTACULAR.

IT TRULY TRULY WILL BE A MUSEUM FOR CHILDREN OF ALL AGES. I CAN'T WAIT TO SEE IT COMPLETED AND I CAN'T WAIT TO TAKE MY GRANDKIDS AND KIDS INTO THAT BUILDING.

VERY, VERY NICE JOB, NANCY. MR GRANT. >> I'LL BE QUICK.

MEMORY BECAUSE I DON'T WANT TO GET ALL THE MOTIONS. >> ALL RIGHT.

>> IT'S BEEN AN HONOR TO SERVE THE PEOPLE WARD 1 FOR THE LAST EIGHT YEARS.

TAKE MY WIFE AND KIDS MY MOM AND DAD FOR THEIR SUPPORT. I ALSO LIKE TO TAKE NATIVE LEADERSHIP FOR THE GUIDANCE AND INPUT AND I ALSO WANT TO SAY I'M VERY PROUD OF OUR FUTURE.

COUNCILMAN ELECT ALEX BROWN, YOU WILL BE A GREAT ASSET AND A GREAT PARTNER TO THIS COUNCIL AND I'LL LET HIM KNOW THAT I WISH HIM WELL. ALSO IT'S BEEN AN HONOR TO WORK WITH THIS COUNCIL AND PREVIOUS COUNCIL. I WILL CONTINUE TO BE ACTIVE IN SUPPORT OF THE LEADERSHIP OF THIS TYPE OF STAFF. OH MY GOD.

A COUPLE OF GUESTS TODAY IN AMBULANCES. I WAS SURPRISE BUT I'M THANKFUL FOR IT NOT BECAUSE YOU GAVE ME A GIFT BECAUSE I DON'T APPRECIATE BUT MY LAST WORD WOULD BE GREAT NOW THAT WE ALL CAN ENJOY WAS SHORT AT LEAST THE BUS ARE TAKEN CARE WITH

[00:15:06]

SAFE STREETS, STRONG INFRASTRUCTURE AND GOOD PAYING JOBS ALONG WITH AS AS LONG AS WE ALSO ADD BEAUTIFUL AMENITIES THAT ALL PEOPLE WHO LIVE ON THE HILL CAN ENJOY.

AND THAT'S MY FINAL WISH AND I THANK YOU GENERAL REPORTS FOR STOCK AND INTERGOVERNMENTAL.

[8.b. Report of the Intergovernmental Committee – Bill Harkins]

>> AS I BEGIN MY REMARKS I WOULD PUBLICLY LIKE TO ACKNOWLEDGE MY FRIEND MARK HE'S BEEN A TRUE RESOURCE TO ME. HE'S PROVIDED ME WITH THE OPPORTUNITY TO HAVE GREATER INSIGHT INTO HIS COMMUNITY. HE HAS BEEN VERY ACCESSIBLE TO ME AND DURING OUR TRAVELS I'VE HAD A WONDERFUL OPPORTUNITY OF MEETING HIS LOVELY WIFE AND CHILDREN AND HIS PARENTS AND I AM HONORED TO BE ABLE TO SAY I'VE WORKED WITH YOU SO GOD BLESS AND GODSPEED.

I'M SURE YOU'LL BE CONTINUING TO CONTRIBUTE TO THE COMMUNITY IN MANY WAYS IN TERMS OF THE INTERGOVERNMENTAL AS YOU RECALL. IN OUR LAST MEETING THE SANDALWOOD SITUATION WAS HIGHLIGHTED. I HAVE SINCE HAD THE OPPORTUNITY CONVERSATION WITH ANGELA CHILDERS WHO IS THE EXECUTIVE DIRECTOR OF THE BEAUFORT HOUSING AUTHORITY AND I EXPRESSED OUR HAPPINESS AND GRATITUDE FOR HER COMING BEFORE US. SHE ALSO SAID SHE WELCOMED THE OPPORTUNITY AND WOULD HOPE THAT WE COULD TRY TO WORK WITH HER IN THE FUTURE ON SOME SIGNIFICANT ACTIVITY.

ONE OF WHICH IS IF WE RECALL SHE USED THE WORD REPOSITIONING.

AND WHAT THAT MEANS AS I NOW KNOW WITH WITH HUD HOUSING IS THAT IN BEAUFORT COUNTY WE HAVE A PEN ALLOTMENT, IF YOU WILL OF TWO HUNDRED AND NINETY HOUSING UNITS.

WE ARE NOT ALLOWED TO EXCEED THAT. AND WE ARE NOT ALLOWED TO GO IN AND REDUCE THAT NUMBER WHILE WE'RE REHABBING A UNIT WHILE WE'RE TRYING TO CREATE A NEW UNIT. AND SO RICK, SHE'S REALLY CAUGHT BETWEEN A ROCK AND A HARD SPOT. I THINK AS DAVID AMOS COMMENTED SO APTLY AT THE LAST MEETING ON THIS SUBJECT THAT THAT THIS BUILDING THE USEFUL LIFE OF THIS BUILDING HAS HAS LONG SINCE LEFT HILTON HEAD AND IT IS HOUSING FOR PEOPLE AND IT'S HOUSING THAT SHOULD BE UPGRADED AT A MINIMUM BUT WE REPLACED AT A MAXIMUM. AND IN DOING THAT WE ARE THE HARDEST WITH THIS HUD RULING ON MAINTAINING A COMPLEMENT TO 90 WHICH REALLY PLACES A HARNESS ON OURSELVES THAT WE CAN'T ESCAPE. SO I'LL BE DISCUSSING THIS FURTHER WITH THE MAYOR. BUT WE HAVE THREE LEVELS OF GOVERNMENT INVOLVED HERE.

WE HAVE OUR LEVEL HERE IN HILTON HEAD. WE HAVE THE COUNTY AND AT THE FEDERAL LEVEL WE HAVE HUD AND THE RULES ARE GOING TO HAVE TO BE MASSAGED OR SET ASIDE FOR US TO DO ANYTHING SUBSTANTIVE AND SUBSTANTIVE. I BELIEVE WOULD BE ERECTING A NEW FACILITY SO LOOKING FORWARD TO TRYING TO PULL TOGETHER A A HATE A LOBBYING EFFORT WITH OUR DELEGATION THAT WILL TRY TO CREATE A PATH FORWARD THAT CAN SYSTEMICALLY AND RADICALLY HELP WITH THIS SITUATION. THANK YOU. THANK YOU.

MR. GRANT'S PUBLIC SERVICE NO REPORT. >> MR. AMES NO REPORT.

[8.d. Report of the Public Planning Committee – David Ames]

>> BUT I WANT TO TAKE A MOMENT TO MAKE MY OWN PERSONAL COMMENTS TO MARK GRANT.

>> I THINK MARK HAS TAUGHT ME WHY AND HOW A COUNCIL CAN WORK SO OFTEN OVER THE YEARS THAT

[00:20:02]

I'VE WORKED WITH MARK. HE HAS SEEN THE WORLD THROUGH A DIFFERENT LENS AND A LENS THAT GAVE ME INSIGHT AND THE OPPORTUNITY TO LEARN. AND SO I THINK MARK, I OWE YOU A SIGNIFICANT THANK YOU FOR WHAT YOU HAVE TAUGHT ME BECAUSE OF THE PERSON WHO YOU ARE AND THE CHARACTER THAT RESIDES WITHIN YOU. REVEREND ALSTON SAID SOMETHING ABOUT THE WISDOM TO GOVERN AND I SURE THINK YOU HAD THAT IN SPADES.

THANK YOU FOR YOUR SERVICE. THANK YOU. >> AND BEFORE YOU GO, YOU ALL PLAY PLAN THAT'S FLOATING AROUND SOMEWHERE BETWEEN YOURSELF.

THE COUNCIL ON PUBLIC PLANNING WHEREVER IT IS. I'D LIKE TO SEND IT BACK TO YOUR COMMITTEE TO BE LOOKED AT AGAIN. THERE'S BEEN SOME CONVERSATION ABOUT THE SCOPE OF THE PLAN HAS TO BE NARROWED. IT CAN'T YOU ALL WOULD WANT BOTH BILL MYSELF AND GOTTEN EMAILS FROM PEOPLE SAYING THEY DON'T WANT IT NEXT TO THEIR HOUSE. AND I THINK WE HAVE TO LOOK AT IT AS THERE.

ARE WE TRYING TO YOU TOO MUCH AT ONE TIME FOR WARD IS THAT SECTIONS THAT ARE WHAT WE SHOULD BE LOOKING AT IS THERE THE OLD PART OF THE WARD? THE WILDWOOD.

BUT I'D LIKE YOU TO TAKE A LITTLE LOOK AT IT. DAVID FORT COMES TO COUNCIL.

[8.e. Report of the Finance & Administrative Committee – Tom Lennox]

ALL RIGHT. WE WILL DO THAT. THANK YOU.

THANK YOU. THE SONICS STILL DUE TO THANK YOU.

>> THE FINANCE AND ADMINISTRATIVE COMMITTEE MET THIS MORNING WITH A SINGLE AGENDA ITEM AND THAT WAS A FOUR MONTH REVIEW OF REVENUES AND EXPENSES.

AND WITHOUT GOING INTO A LOT OF DETAIL, THERE WERE SOME TRENDS AS YOU WOULD SUSPECT THAT ARE UNFAVORABLE. BUT THERE WERE MORE TRENDS THAT WERE FAVORABLE AND I THINK WE ARE QUIETLY CAUTIOUS AND OPTIMISTIC ABOUT THE BALANCE OF THE YEAR.

IT WAS A GOOD REPORT BY JOHN TROYER. >> THANK YOU, TOM.

[10. Appearance by Citizens]

AGAIN, IT APPEARS BY CITIZENS. YES, SIR, WE DO. WE HAVE ONE PERSON TO EXPAND TO SPEAK AND THAT WAS MR. HOAGLAND . MR. HOLDEN.

ARE YOU ON YOUR LINE? >> YES, I AM. >> ALL RIGHT, DOUG.

AFTERNOON, MR. B'ELANNA. YESTERDAY I RECEIVED YOUR E-MAIL.

WILL YOU CALL ME STUPID? >> WHAT DO YOU BASE THAT ON? WHEN I CALLED YOU CORRUPT, THEY WEREN'T A FRAUD. BACK THAT UP WOULD PROVE SUCH AS A NEW DEMO ATX FUNDED CONTRACT. YOU AND FELLOW COUNCILMAN DAVID AMES JUST PROVED THEY MORE HOLES IN SWISS CHEESE AND ALLOWS FOR MORE ESCAPE AND A TAX TAKE HERSELF SPENDING BY BILL MILES. DO YOU DENY THIS BANKROLLING STICK TO DRAFTING CONTROLLED CONTRACT LAWYER DAVID TAKE US WITH JOSH GRUBER WALTON AFTER CURTIS CALLED PRIME AND WHO REPRESENTS THE AUDIT FIRM THE SAME CHAMBER FIRM WHERE WEBSTER ROGERS ALSO DID YOU AND AMY USED TAX MONEY ILLEGALLY TO BECOME CHAMBER MEMBERS VERSUS YOUR OWN MONEY? DO YOU DENY ANY OF THIS? MR. LENNOX NEVER REFERRED TO YOU HARKINS AND MCCANN AS A THREE STOOGES AND EVEN BUFFOONS WHO LIED AND COMMITTED FRAUD WHEN YOU ALL SAID THE ACCOUNTING YOU WERE SHOWED AT THE CHAMBER OFFICES IN A ONE HOUR INSPECTION WAS KOSHER.

IT WOULD BE IMPOSSIBLE TO CONDUCT AN AUDIT OF MILLIONS OF DOLLARS IN AN HOUR.

HOW IS THIS NOT A LOT. IS THIS HOW YOU RAN AUDITS WHEN YOU WERE IN YOUR BANKING CAREER ? YOU THINK THIS NEW CORRUPT GMO CONTRACT IS AGAINST A TAX LAW IN SOUTH CAROLINA? TURK REQUIREMENTS AND HOW WILL IT BE GOOD ENOUGH FOR STATE AUTHORITIES? SOUTH CAROLINA DEPARTMENT REVENUE, IRS AND THE TREASURY TO SEE WHERE AND HOW. MILLIONS HAVE BEEN SPENT ILLEGALLY AND USED AND HIDDEN BY BILL MILES AND A SECRET SAUCE. ARE YOU SURE THAT YOU AND AMES WON'T BE HELD LIABLE FOR THIS CORRUPTION WHEN THEY KNOCK ON YOUR DOOR? DOES THIS CONTRACT ALLOW YOU TO FULLY EXPECT TO HAVE ONE MILLION OF A TAX MONEY WENT OUTSIDE OUR COUNTRY TO CANADA TO DEVELOP AN APP AND A WEB SITE? DOES IT ALLOW US TO SEE HOW A TAX FUNDS WERE USED TO GENERATE SWINDLER MILES FOUR HUNDRED THOUSAND DOLLAR SALARY ONE POINT SEVEN MILLION DOLLAR HOME DOESN'T ALLOW US TO SEE HOW MUCH ILLEGAL ADVERTISING ON A MULTIMILLIONS WERE SOLD ON THE 8 TEST DEMO APP AND WEB SITE YOU DENIED IS A TAX WEBSITE. AN APP COULD BE OWNED BY THE TOWN AND NOT OWNED AND HIJACKED MILES IS SECRETLY PROFIT AND LAUNDRY MONEY AND WHAT HAPPENS TO THIS WEBSITE WITH A NEW DEMO IS HIGHER. DOES TOWN FUND ANOTHER MILLION AD BILL MILES? P.S. LEGALLY PROFITING AS A FEIBEL ONE DAY I SEE SIX NONPROFIT AND COMMITTING A HUMAN TAX EVASION. I COULD TELL YOU ANOTHER THING JOHN TROYER NEEDS TO BE A

[00:25:01]

PARENT FORENSIC AUDIT ON JOHN TROYER, JOSH GRUBER AND STEVE RILEY.

ALL KEEP ON UP. JUST APPROVING ALL THESE BUDGETS IS CRAZY.

DO YOU THINK 40 YEARS OF UNMITIGATED THEFT AND LACK OF PROPER BIDDING PROCESS TO GIVE OTHERS THE OPPORTUNITY TO OPERATE THIS DEMO LAWFULLY MAKES ANY SENSE? THIS IS ALL FAR FROM OVER. A FORENSIC AUDITS ARE IN HAVE TO HAPPEN.

THEY CANNOT GO ON LIKE THIS. AND IN FACT RELENTED. IN TRUTH.

IS THE STUPID ONE. THANK YOU SO MUCH. YOU'LL HAVE A GREAT DAY.

[11.a. Second Reading of Proposed Ordinance 2020-29 – Dirt Road Paving Zoning Amendments]

>> OKAY. I'M SERIOUS BUSINESS AND I LIVE IN A SECOND MEETING A PROPOSAL IN JUST 20 DAYS 2029. DIRT ROAD PAVING ZONING AMENDMENTS MOTION THIS TO GRANT

MISSILE. >> IS THERE A MR. SANFORD? ANY DISCUSSION ON THIS SET TO THANK MR. GRANT FOR HIS LEADERSHIP? OK.

LET'S HAVE THE VOTE. DID YOU CALL THE VOTE? I CERTAINLY WILL.

MR. GRANT SUPPORT MR. HARKINS? >> YES, MR. AMES. >> YES, MRS. BECKER.

YES, MR. LENNOX. YES. MR. STANFORD.

OR THE MOTION AND MAY OR MAY AGAIN. YES.

[11.b. Second Reading of Proposed Ordinance 2020-31 – Stormwater System Refunding Revenue Bonds]

7 0. SO THANK YOU. LOVING V..

READING A PROPOSAL IN ITS 20, 20, 30 1 STORMWATER SYSTEM REFUND REVENUE BONDS MOVE FOR APPROVAL. THAT GOT A PAY DISCUSSION DISCUSSION BY ANYBODY ON THIS?

>> NO DISCUSSION TO VOTE. CALL THE VOTE. MR. GRANT.

SUPPORT MR. MARQUEZ. YES, MR. AMES. YES, MRS. BECKER.

YES. MR. LAX? YES.

MR. STANFORD. OR THE MOTION AMERICAN? YES.

[11.c. Consideration of the Independent Engineering Review of the U.S. 278 Gateway Corridor Project]

7 0, SIR. HEY, LOOK AND SEE CONSIDERATION OF AN INDEPENDENT ENGINEER

REVIEW OF THE 278 CAR PROJECT. >> MOTION. BILL HAWKINS THE SECOND SECOND

MR. GRANT. >> OKAY. DISCUSSION WILL START WITH MR. MISS BECKY. SO I'VE HAD A LOT OF DISCUSSION OVER THE LAST COUPLE OF WEEKS ABOUT THIS. AND THERE'S A NUMBER OF THINGS THAT I STILL AM CONCERNED ABOUT THE 60 DAYS WE'RE ASKING FOR QUITE A BIT OF WORK. THE CONSULTANT IS TO LOOK AT THE PROJECT AS THE HE HAS CONSIDER THEIR ALTERNATIVES TO LOOK AT THE ADDITIONAL ALTERNATIVES THAT HAVE BEEN BROUGHT FORWARD BY CONCERNED CITIZENS TO LOOK AT ALTERNATIVES THAT MAY COME FROM HIS REVIEW AND ANALYSIS THAT MAY NOT HAVE BEEN CONSIDERED AND A MULTITUDE OF OTHER ASSIGNMENTS THROUGH THE SCOPE OF WORK.

THE 60 DAY TIMEFRAME TO ME SEEMS AMBITIOUS AND I DON'T NECESSARILY SEE ANY PROVISION IN HERE AS TO WHAT HAPPENS NEXT. GRANTED I'VE HAD CONVERSATIONS ABOUT THAT WITH OTHERS BUT I HAVE NOT I DON'T SEE ANYTHING FORMAL SO THAT CONCERNS ME AND THE OTHER PART THAT I SEE THE STACK OF THE SEC THE MEMORANDUM IT IS THAT THE TWO AT LARGE MEMBERS FROM HILTON HEAD WILL BE WILL BE APPOINTED BY MAYOR AND THAT'S GREAT.

>> BUT I THINK THE LAST TIME WE TALKED ABOUT THIS THAT IT WAS APPOINTED BY MAYOR WITH CONSULTATION FROM COUNCIL AND I DON'T SEE THAT AN OUTLINED IN THAT MANNER.

SO THOSE ARE TWO POINTS THAT I WANTED TO I WANTED TO BRING. AT THIS POINT AND ALSO TASK A CONDUCT UP TO FOUR VIRTUAL PROGRESS MEETINGS WITH THE OVERSIGHT COMMITTEE I'M NOT SURE IF THAT'S ALL THE INVOLVEMENT THE OVERSIGHT COMMITTEE IS HAVING IN THE PROJECT AS I READ THROUGH. I CERTAINLY WOULD LIKE TO SEE MORE COLLABORATION WITH THAT GROUP AND I WOULD INSTEAD OF UP TO FOUR VIRTUAL MEETINGS. I CERTAINLY THINK IT SHOULD BE A MINIMUM OF FOUR MEETINGS. SO THOSE ARE MY COMMENTS AT THIS TIME.

HAWKINS PROVE THIS. DOCUMENT I'M VERY HAPPY TO SEE THAT IT WILL ADDRESS THE

[00:30:14]

POTENTIAL OR THE REALITY OF CROSS ISLAND CONNECTIVITY. I LIKE THE IDEA THAT OTHER ALTERNATIVES THAT HAVE NOT ALREADY BEEN EXAMINED WILL BE EXAMINED.

>> I LIKE THE THE ANSWER OUT OF SAFETY WHERE EACH OF THE ALTERNATIVES WILL BE REVIEWED WITHIN THE CONTEXT OF SAFETY. I THINK THAT'S REALLY IMPORTANT.

AND AS I RECALL AT OUR LAST MEETING WHEN WE TALKED ABOUT THE APPOINTEES BY THE MAYOR TWO IN PARTICULAR THAT THE MAYOR THEN WAS OPEN TO CONSULTATION AND SUGGESTIONS FROM US AND I I ASSUME AND UNTIL CORRECTED OTHERWISE THAT THAT STILL PREVAILS.

IT'S ALL VERY MOVING. THANK YOU, MR. GRANT. >> OH, I JUST WANT TO MAKE SURE THAT WE FOLLOW THOSE GUIDING PRINCIPLES THAT OUR COMMITTING THAT IN PLACE EARLY IN THE YEAR IF WE FOLLOW THOSE GUIDING PRINCIPLES, I THINK THAT'S GOING TO BE RUBY.

WE'LL HAVE MUCH MORE TRANSPARENCY, MUCH MORE SUPPORT AS WE MOVE FORWARD WITH 270 COASTAL I SUPPORT THE CONCEPT SIMILAR THAT WAS BROUGHT UP BY THE OTHER COLLEAGUES IN TERMS OF MAKING SURE THAT COUNCIL HAS SUPPORT FOR WHOEVER TWO PEOPLE THAT YOU DECIDE TO PUT ON THE ON THE 270 CORRIDOR WITH THE ENGINEER. BUT AS WE MOVE FORWARD KNOW I THINK WE'RE GOING TO BE FINE. I JUST THINK WE JUST GOT TO CONTINUE TO BE MORE TRANSPARENT AND ENCOURAGE PEOPLE TO CONTINUE TO GET ACTIVELY ENGAGED AS WE MOVE THIS THING FORWARD. BUT THE REALITY IS WE HAVE TO DO SOMETHING BECAUSE THERE WAS A TRAFFIC ACCIDENT TODAY HELD UP THE WHOLE 270 QUARTER. SO WE CAN'T JUST LEAVE IT AS IS THERE WON'T WORK. SO YOU KNOW, I FEEL GOOD ABOUT WHAT THE STATES DO AND I FEEL GOOD ABOUT WHERE THE COUNTY'S MOVING AND I WILL CONTINUE TO SUPPORT WHAT'S GOING ON IN TERMS OF THE TOWN AND THE TOWNS THAT THAT'S THAT'S IT. THANKS.

THANK YOU. MAYOR. I'LL BEGIN BY THANKING THE COUNTY COUNCIL AND SENATOR TOM DAVIS FOR THEIR LEADERSHIP. I THINK WE ARE AND WE HAVE MADE PROGRESS. BUT THIS IS ANOTHER EXAMPLE OF HOW SEVEN MEMBERS OF COUNCIL CAN SEE THINGS THROUGH DIFFERENT PRISMS IN MY MIND. THE PURPOSE OF AN INDEPENDENT CONSULTANT IS TO LEGITIMIZE A PREFERRED ALTERNATIVE IN OTHER WORDS TO BUILD TRUST IN THE FINAL SOLUTION. DESPITE HDR AS BEING PERCEIVED BY SOME AS BEING TOO COZY WITH S.C. DOTY THE PROJECT CAN SUCCEED WITH OPEN COMMUNICATION BETWEEN HDR THE COUNTY TOWN AND OVERSIGHT COMMITTEE. BUT THE EFFORT WILL FAIL IN MY OPINION IF THE OVERSIGHT COMMITTEE ISN'T AN ENGAGED IN AN INTEGRAL ROLE. IN THAT SPIRIT I RECOMMEND THE FOLLOWING LANGUAGE. I HAVE RECOMMENDED THE FOLLOWING LANGUAGE DID NOT GET

INTO THE DRAFT. >> THERE WILL BE A WEEKLY ZOOM CALL WITH THE TWO COUNTY AND TOWN LEADS. I MADE THE RECOMMENDATION THERE THAT THERE BE TWO LEADS COUNTY AND TOWN LEADS AND AN OVERSIGHT COMMITTEE SELECTED MEMBER OVERSIGHT THAT AGAIN THERE WILL BE A WEEKLY ZOO MEETING CALL WITH A TWO COUNTY AND TOWN LEADS AND AN OVERSIGHT COMMITTEE SELECTED MEMBER OVERSIGHT COMMITTEE MEMBERS AND PUBLIC WILL BE ABLE TO OBSERVE SIMILAR TO THE PUBLIC'S OBSERVING A COUNCIL MEETING. THESE WEEKLY CONVERSATIONS NEED TO BE PUBLIC EVEN IF THEY ONLY LAST 15 MINUTES. I WOULD RECOMMEND ADDING A SENTENCE IN THE FIGHT AT THE END OF THE FIRST PARAGRAPH. THE LIMITS OF THE STUDY AREA WILL BE FROM THE MOSS CREEK LIGHTS TO AN EFFICIENT CONNECTION TO THE CROSS ISLAND PARKWAY ALSO RECOMMEND THE FOLLOWING. THE OVERSIGHT COMMITTEES SHOULD BE LIAISED WITH A CONSULTANT THROUGH THE THREE LEADS NOT THROUGH THE COUNTY STAFF.

THE OVERSIGHT COMMITTEE SHOULD SIGN OFF ON EACH TASK AS IT IS COMPLETED.

THIS CAN BE DOCUMENTED IN THE WEEKLY MEETINGS IN TASKS SIX HIGH LEVEL COST ESTIMATES CURSORY REVIEW. REASONABLE ALTERNATIVES AND HIGH LEVEL REVIEWED NEED

[00:35:05]

DEFINITION FOR THE PUBLIC'S BENEFIT AND FOR OUR BENEFIT AS COUNCIL MEMBERS IN TASK 6.

AGAIN INSERT AFTER OPERATIONAL AMITY ANALYSIS INCLUDING DOWNSTREAM IMPACTS INTERSECTIONS AND TRAFFIC FLOW. I THINK IT'S VERY IMPORTANT THAT WE UNDERSTAND HOW OUR DECISIONS ARE AFFECTING GUMTREE AND 278 AND THE SCHOOL INTERSECTION AS WELL.

TASK SEVEN STATES PROVIDE COORDINATION FOR RECOMMENDATIONS REGARDING LANDSCAPING, LAND USE, PLANNING ANESTHETIC CONCEPTS IN MY OPINION AND IT'S A STRONG ONE.

THE TOWN SHOULD BE UNAMBIGUOUSLY IN CHARGE OF LANDSCAPING SLASH PLANNING FOR THE GATEWAY CORRIDOR AND HAVE THAT WORK BEGUN AS SOON AS POSSIBLE.

IN SUMMARY THE PROGRAM PROPOSALS WE ARE VOTING ON TODAY DOES NOT IN MY OPINION ENGAGE THE OVERSIGHT COMMITTEE IN A MEANINGFUL WAY AND THEREFORE UNDERMINES THE VERY PURPOSE OF HAVING AN INDEPENDENT CONSULTANT AND THAT CITIZEN INVOLVEMENT.

>> THOUGH I AM INTERESTED IN HEARING WHAT OTHER MEMBERS OF COUNCIL WILL HAVE TO SAY

THANK YOU MR. STAMFORD. >> YES. THANK YOU.

IT'S MY UNDERSTANDING THAT WHAT WE ARE APPROVING HERE TODAY IS THE AGREEMENT BETWEEN THE TOWN AND COUNTY REGARDING EMPLOYMENT OF THE THIRD PARTY ENGINEER AS DISTINGUISHED FROM APPROVING THE SCOPE OF WORK OF THE THIRD PARTY ENGINEER. I THINK THAT MY COLLEAGUES HAVE MADE SOME EXCELLENT SUGGESTIONS ABOUT IMPROVING THE SCOPE OF WORK AND THE TASKS THEY PERFORM AND THE REPORTING FUNCTIONS FROM THAT. BUT I BELIEVE WHAT WE'RE DOING IS THE MEMORANDUM OF AGREEMENT BETWEEN THE TOWN AND COUNTY. I RAISED CONCERNS AT THE LAST COUNCIL MEETING ABOUT THAT AGREEMENT THAT IT APPEARED TO BE ONE SIDED.

THE FORM OF AGREEMENT THAT IS BEFORE NOW IS MUCH MORE COEQUAL AND GIVES CLEARLY AN EQUAL STANCE IN THIS PROCESS OF MOVING THE PROJECT FORWARD. THAT IS AN EQUAL STANCE BETWEEN THE TOWN AND COUNTY. AND I AM PLEASED WITH THOSE IMPROVEMENTS AND SO I SUPPORT SOOTHING THE MEMORANDUM OF AGREEMENT BETWEEN COUNTY AND THE TOWN AT IRELAND REGARDING EMPLOYMENT OF THE THIRD PARTY ENGINEER. THANK YOU.

LENNOX THANK YOU, JOHN. >> ALL THROUGH THIS PROCESS I HAVE REALLY NOT BEEN THE SKEPTIC THAT SOME HAVE BEEN. AS IT PERTAINS TO THE VOA TO THE COUNTY AND THE TOWN HOLDING THE COMMUNITY'S BEST INTEREST AS A PRIORITY I THINK THEY ALL DO AND I'M CONFIDENT OF THAT OCCURRING AND I LOOK BACK ON A COUPLE OF PROJECTS SMALLER IN SIZE, SIMILAR NATURE OF WORK THAT HAPPENED IN THE MOST RECENT THIS IS A FLYOVER. THERE IS NO CRITICISM NOW OF THAT FLYOVER BUT THERE WAS PRE CONSTRUCTION AND A LITTLE FURTHER BACK THE CROSS EXPRESSWAY. I DON'T KNOW WHAT THIS ISLAND WOULD BE NOW WITHOUT THAT CROSS ISLAND. AND THERE'S BEEN NO TALK ABOUT ANY DETRIMENT TO THE COMMUNITY ON EITHER ONE OF THOSE PROJECTS . I THINK THERE ARE SOME WELL-INTENTIONED AND VERY KNOWLEDGEABLE PEOPLE IN THE COMMUNITY THAT HAVE GIVEN UP THEIR TIME TO BECOME INVOLVED AND I THINK WE NEED TO ACKNOWLEDGE THAT IT HAS BENEFITED THE PROCESS. MOST RECENTLY COMMENTS HAVE BEEN MADE ABOUT AN INDEPENDENT SAFETY AUDIT OF WHAT I CHECK WITH JOSH AND OTHERS AND I'M TOLD THAT THE MOST RECENT SAFETY AUDIT OF THE 278 QUARTER WAS DONE IN 2016 AND THE FINDINGS FROM THAT AUDIT WERE INCORPORATED INTO THE ENVIRONMENTAL ASSESSMENT AND SAFETY RECOMMENDATION COMING OUT OF THIS PROJECT. CARMONA WAS ONE OF THE UNDERLYING I I FEEL I FEEL COMFORTABLE CONFIDENT AM IN PROCEEDING WITH THIS AGREEMENT. MR. GRUBER GOSH, I GUESS OUR MAYOR SCOTT, YOUR TWO COMMENTS NO COMMENTS REALLY JUST OTHER THAN WHAT YOU HAVE IN THE COUNCIL PACKET IS A MEMO THAT OUTLINES KIND OF WHERE WE STARTED WHERE WE'RE AT TODAY AS

[00:40:05]

INDICATED BY A NUMBER OF THE COUNCIL MEMBERS. >> WE DID MAKE SOME MODIFICATIONS TO THE MEMORANDUM OF AGREEMENT WITH THE COUNTY TO ADD SOME ADDITIONAL LANGUAGE IN THERE IF PASSED BY TOWN COUNCIL WE WOULD BE SENDING THAT DOCUMENT BACK TO THEM BECAUSE WE DID MAKE SOME MODIFICATIONS FROM WHAT WAS RECEIVED BY US. THE SCOPE OF WORK HOWEVER HAS REMAINED UNCHANGED FROM WHAT WE RECEIVED FROM THE COUNTY AND THEN THE EXHIBIT THAT'S ATTACHED TO IT IS THE CONTRACTORS RESPONSE TO THAT PROPOSED SCOPE OF WORK OUTLINING WHAT THE COST AND TIME COMMITMENTS WOULD BE BASED UPON THAT INFORMATION TAMMY.

>> SO AND SO JUDGE CLEARED UP A LITTLE BIT FOR ME BUT IN TERMS OF WHAT GLENN SAID IT WAS IN LOOKING BACK ON THE WHEREAS IS THE 1 2 THE FOURTH DOWN AS YOU MENTIONED.

>> HOWEVER, THE TOWN IS GOING TO HAVE FULL AND EQUAL PARTICIPATION IN OUR DECISION MAKE PROCESS REGARDING THE DEVELOPMENT OF A MUTUALLY AGREED TO SCOPE OF WORK.

I HAVE EYES. I TOOK THAT TO MEAN WHAT JOSH JUST MENTIONED THE ATTACHMENT THAT AT THAT ADDRESS WITH THE SCOPE OF WORK IS THAT WE'RE PURCHASING.

AND SO AM I CORRECT IN THAT WE ARE NOT REDEVELOPING DID ADDITIONAL OR DIFFERENT SCOPE OF WORK WHEN THIS IS AGREED TO? THAT'S WHAT WE ARE. THAT'S MINIMALLY WHAT WE'RE LOOKING AT THE CHANGES NOT TO COME, RIGHT? NO SIGNIFICANT CHANGES.

THE SCOPE OF SERVICE THAT THE CONTRACTOR FORM IS OUTLINED IN THE ATTACHED DOCUMENT.

IT'S A LETTER TO MR. KINCAID FROM MR. FÉLIX. RIGHT.

SO THAT'S WHAT WE'RE. THAT'S. SO THERE.

IS ARE NOT NECESSARILY FORTHCOMING WITH FROM FURTHER DISCUSSION WE CAN COUNT ON

MINIMALLY AS A BASELINE. >> WHAT WE HAVE RIGHT HERE. ALL RIGHT.

BUT THEN I WOULD CONVENE IN SENATE OPERATIONS LIKE MOTION TO ACCEPT THE CONFERENCE.

>> NO FOR BOTH. >> AND MR. GRANT. OK.

OK. DISCUSSION ON THIS. MISS BENNETT SPECTER SO.

>> SO MAKE. MY BIGGEST CONCERN WITH THIS IS THAT SOME RESIDENTS CONCERNS MAY BRING THEIR VOICES FORWARD . WHAT THEIR CONCERN HAS REVOLVED AROUND IS WHAT RELATES TO THE ORBIT NATURE TRANSFER STATION. AND I'VE GOTTEN I'VE GOTTEN CONFIRMATION IN EARLIER CONVERSATIONS. I JUST WANT TO MAKE SURE THAT EVERYONE HERE IS THAT THIS REALIGNMENT HAS NOTHING TO DO WITH THE ORBIT NATURE TRANSFER STATION THAT THAT IS A SEPARATE AND DISTINCT PROJECT THAT IS NOT PART OF ANY REALIGNMENT OR COSTS BEING SHARED BETWEEN THE COUNTY AND THE TOWN. AND THIS RELATES SOLELY TO THE CONVENIENT CENTER AND THE RESIDENTS OF THE ISLAND BEING ABLE TO USE THAT FOR THEIR DISPOSAL NEEDS. IS THAT ALL CORRECT? THAT IS CORRECT.

THANK YOU. AND THIS DISCUSSION IS GOING ON ALMOST AS LONG AS THE SHERIFF'S DISCUSSION. RIGHT. RIGHT.

RIGHT. THIS GREW OUT OF THE BUDGET. YES.

CONSIDERATION OF RECOMMENDATION ACCESSIBLE COVER OVERLOOKING THE TOWN BEACH PARK.

ANY. I WANT TO TELL ME MAKE A MOTION.

OKAY. BILL. >> MOVE FOR A VOTE.

THAT'S IT. DISCUSSIONS I'M. I'M HAPPY TO START THIS DISCUSSION AND I WANT TO THANK EVERYONE FOR THE ATTENTION AND THE ENTHUSIASTIC ENDORSEMENT OF THE PROJECT THAT IS IMPORTANT TO ALL PEOPLE WHO LOVE HILTON HEAD ISLAND'S BEACHES AND THE ENVIRONMENT. AND I AM ECSTATIC TO SEE THAT THERE WILL BE ACCESS AVAILABLE IN A VERY SHORT TIME AND I APPRECIATE THAT THIS IS HAPPENING.

THANK YOU ALL. >> MANY THOSE QUESTION ON THIS SECOND WHATEVER IT CAN BE SAID IS A GREAT, GREAT MOVE FORWARD. LOCAL CERTAINLY MR. GRANT SUPPORT MR. PERKINS.

YES, MR. AMES. YES. IS MRS. BECKER? ABSOLUTELY. YES. MR. LENNOX? YES. MR. STANFORD? YES.

MAYOR MCKEON? YES. SOUTHERN THERE A CONSIDERATION

[12.e. Consideration of a Recommendation – Palmetto Bay Business Park Proposals]

A RECOMMENDATION FOR A NAVAL BASE BUSINESS PARK PROPOSAL. >> MR..

MR. HAWKINS, I'D LIKE CREWS. NO, I'D LIKE THREE CREWS MYSELF FROM THIS ITEM.

OK. A VOTE TO 2 TO ADOPT THIS RESOLUTION TO A SECOND KNOCK

BLOCK GRANT. >> SENATOR. OK.

DISCUSSION. TO START WITH TAMMY IN A CORNER AGAIN.

I DON'T HAVE ANY COMMENTS. MR. LENNOX I DON'T HAVE ANY COMMENTS OTHER THAN I THINK THAT IT MAKES SENSE TO DO THE OVERALL PLAN FOR THAT ENTIRE CORRIDOR.

I RECOGNIZE IT WOULD HAVE BEEN NICE TO HAVE SOMETHING IN PLACE PERHAPS FOR THE ENTIRE CORRIDOR . BUT THIS MAY BE THE CATALYST WE NEED TO MAKE THAT CORRIDOR TAKE OFF. THANK YOU, MR. STANFORD. YES, I THINK THAT THIS PROPERTY WAS ACQUIRED BY THE TOWN MORE THAN TEN YEARS AGO FOR THE PURPOSE OF BEING SURE THAT THERE WAS A RATIONAL DEVELOPMENT OF THE PROPERTY INCLUDING PARTICULARLY A BUFFER ALONG PALMETTO ROAD AND RALEIGH ORDERLY DEVELOPMENT OF THE PROPERTY.

[00:50:07]

AND SO I SUPPORT PUTTING THIS OUT AND ASKING IS YOUR PROPOSALS CONCERNING PURCHASE?

THANK YOU, MR. AMES. THANK YOU, MAYOR. >> I APPLAUD THE TOWNS EFFORTS IN THE 90S WHEN THEY WERE BUYING PROPERTY TO SET IT ASIDE TO CONTROL DEVELOPMENT AND I THINK WE HAVE BENEFITED FROM THAT. BUT I HAVE RESERVATIONS THAT I'D LIKE TO SHARE FOR THE RECORD ABOUT THIS PARTICULAR SITUATION.

AND THIS WILL COME AS NO SURPRISE TO MY COLLEAGUES. IT'S PRUDENT TO HAVE A MASTER PLAN BEFORE PUTTING UP FOR SALE THE TOWN'S MOST VALUABLE LAND ASSETS A MASTER PLAN WILL LEVERAGE THOSE VALUABLE LANDS FOR THE BENEFIT OF THE ENTIRE AREA.

THE RFP AND THE EXISTING EXISTING COVENANTS COULD BE CHANGED TO REFLECT THE MASTER PLAN. THE ISLAND HAS A LOW OFFICE RENT BECAUSE OF A LACK OF DEMAND FOR COMMERCIAL SPACE. BUT THIS IS AN RFP FOR MORE OFFICES.

THE PALMETTO BAY AREA SHOULD TRANSITION TO A MIXED USE AREA INCLUDING HOUSING AND GATHERING PLACES FOR THE BENEFIT OF THE ENTIRE COMMUNITY. I'VE REGISTERED MY CONCERNS.

I'VE TALKED TO OTHERS ON COUNCIL. >> I DO BELIEVE THAT GIVEN THE SITUATION THAT WE FIND OURSELVES IN IT'S UNLIKELY THAT WE'RE GOING TO HAVE AN MASTER

PLAN FOR THIS AREA IN THE NEAR FUTURE. >> AND THIS MAY BE AN OPPORTUNITY TO LEVERAGE SOME LAND THAT WE DO HAVE AVAILABLE. THOUGH I WILL WITHHOLD MY VOTE UNTIL I HEAR WHAT OTHERS HAVE TO SAY. THANK YOU, MR. RAN YOUR

COMMENTS, SIR. >> I SUPPORT THIS CONCEPT. THE REASON WHY IS BECAUSE I BELIEVE THAT THIS MIGHT BRING IN SOME POSSIBLE HIGH PAYING JOBS TO OUR HOPEFULLY IT MIGHT BRING IN SOME SOME MEDICAL NEW MEDICAL CONCEPTS. I THINK AS A TOWN, YOU KNOW, WE HAVE WE HAVE AN OPPORTUNITY TO OPEN DOORS FOR NEW BUSINESSES AND I THINK WE SHOULD MAKE IT MAKE IT AVAILABLE. I'M HOPING THAT OUR COLLEAGUES CAN SEE IT AS THAT WAY.

WE OWN THE LABEL. WE DICTATE THE POLICY THAT GOES TO IT SO WE DON'T LIKE WHAT'S COMING OUT OF THERE. WE DON'T HAVE TO SELL IT SO I THINK THIS IS A GOOD INITIATIVES. YOU KNOW, WHEN THE TIME WHEN WE NEED BETTER HEALTH CARE I MEAN IT'S ALL RIGHT NOW IF YOU LOOK OF THE BLUFFTON THEY CONTINUE TO GROW ALONG 170 AND IN THE SUN CITY BLUFFTON PARKWAY AND I THINK THIS IS A STRONG INITIATIVE FOR US TO KEEP OUR MENTAL HEALTH FACILITY STRONG. WE'RE HELPING. SO YES, I'M I SUPPORT THIS CONCEPT. THANK YOU. HELPFUL.

>> CERTAINLY, SIR. MR. GRANT. YES.

MR. HURRICANE EXCUSE, SIR. MR. AMES, I WILL VOTE IN FAVOR .

>> MR. BECKER. YES, MR. LENNOX MAYOR. >> I THINK MARK MADE A VERY IMPORTANT POINT THAT THE TAIL END OF THIS WE ARE UNDER NO OBLIGATION TO ACCEPT OR NEGOTIATE WITH ANY OF THE RESPONSES TO THE RFP. THAT SAID, YES, MR. STANFORD OR

THE MOTION MAKER MCCANN. YES. >> 6 TO 1.

MR. HAWKINS RECUSING MR OKATIE BUT CONSIDERATION, DISCUSSION AND CONSIDERATION OR AGREEMENT

[12.f. Discussion and Consideration of the Agreement for the Interim Town Manager Between the Town of Hilton Head Island, South Carolina and Joshua A. Gruber]

FOR THE INTERIM TOWN MANAGER BETWEEN THE TOWN OF HILBERT ET AL.

S LINEUP AND JOSHUA GRUBER. >> MR. HAWKINS. I'D LIKE TO MAKE A MOTION TO

WHAT'S THIS? I NEED A SECOND BILL. >> MR. BALL.

MR. BALL. MR. GRANT. OK.

DISCUSSION IS NOT NARGIS. YES, I I THINK THERE IS SOME AMBIGUITY IN THE MINDS OF SOME THAT THE RELATIONSHIP THE FUTURE RELATIONSHIP BETWEEN THE TOWN ASSISTANT TOWN MANAGER AND NEW TOWN MANAGER IS NOT AS CLEAR AS SOME WOULD LIKE IT TO BE.

ESPECIALLY AS WE GO TO MARKET AND IN PEOPLE LOOK AT THE SITUATION.

SO I WOULD LIKE TO INSERT A SENTENCE WHERE OTHERS WILL DEEM IT APPROPRIATE THAT STATES THE

[00:55:05]

FOLLOWING UPON THE COMPLETION OF THE TOWN MANAGER SEARCH THE DEP THE DEPUTY TOWN MANAGER WILL REPORT DIRECTLY TO THE TOWN MANAGER AND WILL CONTINUE TO DO SO AT THE PLEASURE OF THE TOWN MANAGER. IT'S STATING THE OBVIOUS ARBITRARY PATH TO THE MANAGER BUT I DON'T KNOW THAT IT DOESN'T MEAN HARM. IF ANY COMMENT ON BILL'S COMMENT IF THAT'S AN AMENDMENT PROPOSED AMENDMENT I'LL SECOND IT.

OK. AMENDMENT OK. ANY OTHER COMMENT ON IT? NO COMMENTS THAN ANYTHING ELSE IN THE COUNTRY. A CONTRACT JESUS.

OKAY WE'LL HAVE A VOTE NOW BASED ON BILL'S AMENDMENTS TO DAVID'S SECOND.

WELL, THE MAKER OF THE VOTE THE SENATOR COULD JUST AGREE TO INCORPORATE THAT CHANGE AND WE

WON'T HAVE TO HAVE TWO VOTE. >> OKAY. >> YEAH.

AS THE MAKER OF THE MOTION I AGREE TO THE AMENDMENT THAT I MADE.

>> DAVID, SECONDS. >> RIGHT. OK, GOTCHA.

OK. ROLL CALL. YES, SIR.

MR. GRANT SUPPORT THAT MR. HAWKINS. YES, MR. H.

>> YES, MRS. DECKER. YES. MR. LENNOX.

YES. WE'LL SEE YOU AGAIN. THANKS, MR. STANFORD.

>> I SUPPORT MR. HARKIN'S MOTION AS AMENDED BY MR. HARKINS.

YOU'LL FEEL BETTER TELL YOUR NEAR ME. YES, I DO THINK THAT'S A UNANIMOUS VOTE 7 0. BUT THERE WAS NO EXECUTIVE SESSION TODAY, MR. ALLAWI.

NO, SIR. MY MOTHER WISHES ALL THE GOOD OF A GOOD HOLIDAY.

NOW IT'S MIDNIGHT. IT'S BEEN A TOUGH YEAR FOR EVERYBODY HERE.

BUT WE GOT THROUGH WITH THANKS FOR ALL THE PEOPLE THAT ARE IN THIS ROOM AND I REALLY APPRECIATE IT. MOTION TO ENJOIN SO
