[1. CALL TO ORDER]
[4. APPROVAL OF AGENDA]
[5. APPROVAL OF MINUTES- OCTOBER 19, 2020]
[6. CFO REPORT - DISCUSSION AND PRESENTATION OF YEAR TO DATE FINANCIAL STATEMENTS OF THE GENERAL FUND FOR FY 2021]
[00:08:00]
[00:11:53]
80 PERCENT. VERY. I CAN DO IT.[00:11:56]
ALL RIGHT. >> ARE YOU GUYS READY FOR THE EXPENDITURE SUMMARY?
>> I HEAR ANY NICE SOUND AND GO THROUGH. ALL RIGHT.
AGAIN, WE'VE GOT THE TOP SHOWING A BALANCED BUDGET THERE.
ONE HUNDRED AND THIRTY MILLION THREE HUNDRED THOUSAND FOUR HUNDRED THIRTY DOLLARS.
THERE IS A CARRIER FOR THE GENERAL FUND. OVERALL THERE WAS A TWO POINT ONE MILLION DOLLAR CARRY OVER. BUT THE PIECE OF THAT THAT ACTUALLY PERTAINED TO THE GENERAL FUND WAS ONE MILLION THREE HUNDRED FIFTY TWO THOUSAND FOUR HUNDRED FORTY SEVEN DOLLARS. SO THAT BRINGS OUR TOTAL BUDGET FOR THE YEAR TO ONE HUNDRED THIRTY ONE MILLION SIX HUNDRED FIFTY TWO THOUSAND EIGHT HUNDRED SEVENTY SEVEN DOLLARS.
OUR EXPENDITURES TO DATE ARE THIRTY EIGHT MILLION TWO HUNDRED NINETEEN THOUSAND ONE HUNDRED AND TWENTY EIGHT DOLLARS AND WE CURRENTLY HAVE ENCUMBRANCES OF 10 MILLION
54000. >> I'M SO SORRY. GIVE ME JUST A MOMENT.
OK, RELEASES. ARE YOU ABLE TO SHARE YOUR SCREEN AT HOW CAN WE HAVE THE TWO PAGES THAT I HAD JUST A MINUTE AGO? YEAH.
THIS IS THE SECOND PAGE BUT LET ME SEE HERE IF I CAN SHARE IT'S FIGURE THAT OUT HERE IT'S GIVEN ME AN OPTION FOR SIGNING BUT I'M ALREADY SIGNED IN SEE HERE SARAH AT JUST THE SECOND PAGE OF THE THING AND IT WAS IN OUR PACKAGE I CAN'T BELIEVE I CAN SHARE THOUGH.
>> TELL ME IF YOU GUYS ARE SEEING IT NOW. WE ARE.
YEAH, SORRY. SO HOW DOES RECEIVING MESSAGES SAYING THAT IT WAS A DIFFERENT THING THAT I NEEDED TO SHARE CONFLICTING MESSAGES. ALL RIGHT.
I THINK EVERYBODY CAN SEE THIS. ALL RIGHT. OKAY.
SO BEFORE MY DAD RUDELY INTERRUPTED US, I APOLOGIZE. OUR ENCUMBRANCES AS OF THE END OF OCTOBER ARE 10 MILLION FIVE HUNDRED FIFTY FOUR THOUSAND SEVEN HUNDRED SIXTY FOUR WHICH KIND OF BRINGS OUR TOTAL BUDGET. IF YOU ADD THOSE TWO TOGETHER WHAT WE'VE SORT OF CONSUMED TODAY OR THE FUNDS THAT ARE SPOKEN FOR TODAY ARE AT FORTY EIGHT MILLION SEVEN HUNDRED SEVENTY THREE THOUSAND EIGHT HUNDRED NINETY TWO DOLLARS.
SO THAT LEAVES US A REMAINING BUDGET OF EIGHTY TWO MILLION EIGHT HUNDRED SEVENTY EIGHT THOUSAND NINE HUNDRED EIGHTY FOUR DOLLARS. SO WHAT DOES THAT MEAN IN TERMS OF A PERCENTAGE? WELL, WE HAVE EXPENDED OR HAVE SORT OF EARMARKED AND CONSUMED ALL IN JUST SHY OF 28 PERCENT OF OUR BUDGET AND AGAIN THE PERCENT OF THE YEAR COMPLETE IS THIRTY THREE POINT THREE PERCENT. SIBILA, THAT WE HAVE OUR GRAPH SHOWING EACH OF OUR EXPENDITURES SORT OF BY FUNCTIONAL AREA OF COUNTY GOVERNMENT IN TERMS OF THE SERVICES THAT WE PROVIDE SO THAT OUR GENERAL GOVERNMENT WHICH WOULD BE, YOU KNOW, COUNCIL FINANCE PURCHASING CLERK'S OFFICE, ALL OF THOSE THAT ARE IN YOUR ON YOUR GENERAL GOVERNMENT CATEGORY AND THEN BELOW THAT WE HAVE PUBLIC SAFETY PUBLIC WORKS, PUBLIC HEALTH, PUBLIC WELFARE, CULTURE AND RECREATION.
THEN THERE'S KIND OF AN OTHER CATEGORY WHICH REALLY IS MORE OF ECONOMIC DEVELOPMENT AND THEN CAPITAL PROJECTS JUST BELOW THAT. SO YOU'LL SEE THESE KIND
[00:15:03]
OF VERY BOUNDLESS MUCH LIKE THE REVENUES DO BASED UPON WHICH FUNCTIONAL AREA OF THE GOVERNMENT THAT WE'RE TALKING ABOUT. AND SO FOR THOSE WITH WITH THE 5 PERCENT THING THAT WE'VE GOT GOING ON AT THE BOTTOM, THE ONLY FOUR I REALLY FELT MAYBE NEEDED AN EXPLANATION WAS THE PUBLIC WORKS DEPARTMENT JUST BECAUSE THAT DOES LOOK A LITTLE BIT HIGH THERE RIGHT AT GOSH FIFTY NINE POINT SIXTY PERCENT THERE AND AGAIN BECAUSE MY FIGURES DO INCLUDE PURCHASE ORDERS. THERE ARE A LOT OF CONTRACTED SERVICES THOUGH WE ALREADY ISSUED THOSE FOR THIS YEAR. SO WHAT THAT DOES IS IT TEMPORARILY MAKES PUBLIC WORKS. LOOK, GOSH THEY WAY EVER EXPANDED THEIR BUDGET WHEN IN REALITY THAT FIGURE SHOWS PURCHASE ORDERS TO DATE. SO I BELIEVE THAT YOU WILL SLOWLY SEE THAT FIGURE LEVEL OUT AS THE YEAR PROGRESSES AND THEN FOR THE PUBLIC WELFARE PIECE. THAT IS A BIT LOWER AND THAT IS BECAUSE WE HAVE SOME FUNDS THAT ARE AWAITING AWARD. SO FOR THIS MONTH THE TOGETHER FOR B FOR PAYMENT HAS NOT GONE OUT. I UNDERSTAND THAT IS IN THE QUEUE FOR NOVEMBER.SO NEXT MONTH WHEN I'M PREPARING THE NOVEMBER FINANCIALS FOR YOU WILL HAVE KIND OF THE OPPOSITE ESPLANADE IT'LL LOOK HIGH AND HIGHER THAN EXPECTED BUT IT'S BECAUSE THERE ARE SOME LARGE PAYMENTS LIKE THAT THAT OCCUR ONE POINT IN THE YEAR NOT EQUALLY DISTRIBUTED OVER A TWELVE MONTH PERIOD. THE OTHER CATEGORY WAS A USE OF THE FUND BALANCE FOR THE BEAUFORT COUNTY ECONOMIC ECONOMIC DEVELOPMENT
CORPORATION. >> I'M FROM ESKO S GROWTH FUNDS EXCUSE ME.
SO THAT SORT OF EXPLAINS THAT VARIANCE THERE. AND THEN THE CAPITAL PROJECTS.
I THINK YOU GUYS KNOW THAT THAT JUST THE NATURE OF A CAPITAL PROJECT AGAIN, IT'S NOT SOMETHING THAT YOU CAN SAY OH IT'S A THIRTY THOUSAND DOLLARS EVERY MONTH OR TWELVE MONTH PERIOD THERE MAYBE HALF A MILLION DOLLARS WORTH OF CAPITAL PROJECTS IN ONE MONTH AND THEN NOTHING FOR A FEW MORE AND THEN A 5 MILLION USE THERE.
SO I'M JUST THROWING OUT BALLPARK FIGURES. YOU CAN SEE THE TOTAL BUDGET THERE IS IS NINE HUNDRED AND SIX THOUSAND FOR THE YEAR BUT I SAY THAT JUST TO ILLUSTRATE THE POINT THAT THOSE ALSO ASSUME AN EQUAL DISTRIBUTION THROUGHOUT THE YEAR.
DOES ANYONE HAVE ANY QUESTIONS FOR ME MR. CHAIRMAN? >> I DO KNOW FOR WHITNEY THIS IS OUTSTANDING. THIS IS SOMETHING THAT WE'VE BEEN LOOKING FOR FOR A LONG PERIOD OF TIME AS YOU GROW INTO THIS FROM THE FUNCTIONS THAT YOU HAVE THERE BECAUSE THOSE ARE THE BROAD BASED ONES. THE ONLY THING I WOULD BE LOOKING FOR IS IF YOU COULD ADD SOME OTHER ITEMS TO THOSE BROAD BASED ONES. AND SO IT WOULD BE THE FUNCTION . OK, SO WE KNOW WHAT THE BUDGET IS ADDING TWO MORE COLUMNS.
THE CARRYOVER AMOUNTS BY THOSE SPECIFIC FUNCTIONS AND ANY TRANSFERS THAT ARE DONE IN OR OUT OF THOSE PARTICULAR FUNCTIONS WOULD GIVE US A CURRENT BUDGET.
AND AND THEN WE HAVE THE EXPENDITURES AND ENCUMBRANCES BY FUNCTION WHICH WOULD GIVE US THE BALANCE AND THEN YOU HAVE THE PERCENTAGE SO OTHERWISE IT IS OUTSTANDING A CLEAR PICTURE OF WHERE WE ARE AND WHAT WE'RE DOING. OUTSTANDING.
THANK YOU VERY MUCH. >> YOU'RE VERY WELCOME AND I THANK YOU FOR THAT FEEDBACK THAT HELPS ME A LOT TO BE ABLE TO GIVE YOU GUYS WHAT YOU WANT TO SEE.
SO THAT IS VERY HELPFUL. >> THANK YOU. MR. FLEMING, GOOD.
YEAH. WHITNEY, OF COURSE I HAVE ANOTHER THING ONE AT ONE OF THE THINGS WE WORRY ABOUT YEAR TO YEAR IS THE CYCLE OF INCOMING VERSUS INCOME VERSUS OUTFLOW AND EXPENDITURES. AND SO WE KNOW THAT IT'S A WAVE AND I GUESS SOME INDICATION FROM YOU THAT THAT THAT THE BALANCE IN OUR CHECKBOOK THAT WE'RE NEVER EVEN CLOSE TO GOING BELOW WHERE SOME OFFSHORE THAT YOU KNOW, CURRENT CURRENT BALANCES ARE YOU KNOW, MAYBE JUST A LITTLE STATEMENT THAT THE CURRENT BALANCES ARE SUFFICIENT FOR TWO MORE MONTHS WORTH OF EXPENDITURES AT THIS RATE IT'S SOMETHING LIKE JUST JUMP IN REALLY QUICK.
>> ABSOLUTELY. THANK YOU. THAT BE.
IT'S FROM THE COMMITTEE GIVES US A GREAT DEAL OF CONFIDENCE IN WHAT YOU ARE DOING.
[00:20:07]
>> GREAT. THANK YOU. >> NOW JUST AS I AM OFF BY SAYING WE'RE DOING A GREAT JOB, THIS IS CERTAINLY YOU KNOW THAT COUNCIL DEPARTMENTS I MEAN THIS IS OUR INFORMATION THAT WE'VE REALLY BEEN LACKING FOR FOR A LONG TIME IS A GREAT STEP FORWARD AND I APPRECIATE THE WORK DEEPER INTO THIS. LOOKING FORWARD TO THE NEXT ITERATION AS WELL. FANTASTIC. WELL DONE.
AND KEITH, WE'RE MOVING ON. >> THAT BRINGS US TO THE ACTION ITEMS.
[7. CONTRACT AWARD RECOMMENDATION FOR RFP#030520 TO PROVIDE PHOTOCOPIER/MULTIFUNCTION PRINTER LEASE AND PRINT MANAGEMENT SERVICES TO BEAUFORT COUNTY]
ITEM NUMBER SEVEN I TRIED TO WORD RECOMMENDATION FOR RFP NUMBER 0 3 0 5 3 0 0 PROVIDE PHOTOCOPY OR SLASH AND BURN AND RELEASE AND PRINT MANAGEMENT SERVICES TO BEAUFORT COUNTY.I BELIEVE YOU, MR. THOMAS. >> YES, SIR. GOOD AFTERNOON, MR. CHAIRMAN.
FELLOW COUNCIL MEMBERS IN THE HALF IS KIND OF YOU A LITTLE HISTORY.
>> WE'VE BEEN WITH WE'VE HAD THE NEED FOR PHOTOCOPYING MACHINES AND DESKTOP COPY MACHINES EXCUSE ME PRINTERS. FOR A LONG TIME WE'VE BEEN WITH THE INCUMBENT KBR FOR THE PAST 10 YEARS. WE WERE DUE AROUND JUNE TO HAVE A NEW CONTRACT AND PUT IT OUT ON THE STREET FOR AN RFP AND GET SLOWED DOWN BY THE COVID 19 THAT INVOLVE YOU BASICALLY HAVING VENDORS COME AND VISIT. LOOK AT WHAT WE CURRENTLY HAVE. WE PROVIDED ALL THE VENDORS PARTICIPATING IN THE PROJECT IN RFP WITH A LISTING OF OUR CURRENT CHAINS, OUR CURRENT NEEDS AND WE ASKED THEM TO RESPOND AS QUALIFIED VENDORS TO WHAT THEY RECOMMENDED TO BE THE BEST AS FAR AS A LOOK DIFFERENT NEEDS. WITH THAT SAID, WE BASICALLY HAD NINETY SEVEN MULTI COMMUNAL CHAINS OVER THE BIG COMBAT MACHINES ANYWHERE FROM 30 PAGES PER MINUTE UP TO 60 OR MORE PAGES PER MINUTE. AND IT DOES SO THE MACHINES ARE OFF OR COLOR AND BLACK AND WHITE THE PRICE BASICALLY IS MADE UP ONE OF A FIXED COST THAT'S FOR THE ACTUAL LEASE OF THE MACHINES AND THEN THE COPY WHICH COVERS THE MAINTENANCE FOR BOTH THE COPY MACHINES AND THE DESKTOP PRINTERS.
>> IF YOU LOOK AT THE INFORMATION I PROVIDE IN YOUR PACKET WE HAD FIVE COMPANIES RESPOND THE INCUMBENT BASICALLY PROVIDED WITH THE BEST PROPOSAL FOR US AND THE CONTRACT IS BASICALLY GOING TO BE A THREE YEAR CONTRACT SUB TO APPROVAL BY YOUR COMMITTEE AND COUNCIL FOR A TOTAL OF NINE THOUSAND FOUR HUNDRED SIXTY NINE DOLLARS AND FORTY EIGHT CENTS.
THE REASON WHY THERE ARE A LOT MORE COST EFFECTIVE. THE OTHER COMPANIES A BEHALF OF THOSE DESKTOP PRINTERS AT NO COST TO US EXCEPT FOR THE MAINTENANCE OF DESKTOP PRINTERS. THEY ALSO HAVE A VERY GOOD RELATIONSHIP WITH CONOCO MELTON AND THEY WERE ABLE TO GET A VERY LOWER VERY MUCH LOWER ACTUAL FIXED LEASE COST.
WITH THAT SAID MEAN YOU CAN REVIEW THE PACKET I GAVE YOU. WE RECOMMEND THAT WE GO WITH KBR OFFER SOLUTIONS FROM SAVANNAH, GEORGIA FOR A THREE YEAR CONTRACT PERIOD WHICH WOULD ACTUALLY START. WE TALKED ABOUT YOU KNOW, WHEN ARE WE GOING TO GET THE MACHINES? WE'LL GET BRAND THE MACHINES AND OUR VENDOR BASICALLY SAYS THAT THEY CAN GET THEM HERE, START THE INSTALLATION BY JANUARY SO WE'LL GET NEW MACHINES, NEW UPGRADED MACHINES AND WILL HELP US OUT AS FAR AS OUR ORGANIZATION AND OUR WORK THEREBY KNOWS WHAT WAREHOUSE CAN BE WHEN YOU TRY TO DO YOUR WORK AND TRY TO MAKE COPIES IN YOUR MACHINES DON'T WORK LIKE WELL WE HAVEN'T HAD A PROBLEM WITH THIS COMPANY AND A VERY HAVE A VERY GOOD REFERENCE THERE ON THE SPOT AND WE HAVE ISSUES IF WE HAVE ISSUES WE DON'T HAVE A WHOLE LOT OF ISSUES THAT THEY NORMALLY GET HERE WITHIN OUR 2 JUST TO
FIX OUR MACHINES. >> WITH THAT SAID, SUBMIT TO YOUR QUESTIONS DAVE.
>> YOU SAID THIS IS A THREE YEAR CONTRACT. YES, SIR.
IS FIFTY SEVEN THOUSAND 950 628 PER YEAR. NO, SIR.
>> IF YOU LOOK AT THE BACK PAGE OF MY MEMO IT BASICALLY BREAKS IT DOWN TO THERE'S A COST FOR THE FIXED LEASE COST. THAT'S THE FIFTY SEVEN THOUSAND AN ESTIMATED COST FOR CARLSBERG FOR BLACK AND WHITE CANOPIES. RIGHT. AND THEN THE MAIN IT'S CAUSE YEAH THEY ALL ADD UP TO THE TOTAL THREE YEAR COST IS FIVE HUNDRED NINE THOUSAND FOUR HUNDRED SIXTY NINE DOLLARS AND FORTY EIGHT CENTS. IT'S ABOUT ONE HUNDRED SIXTY NINE THOUSAND EIGHT HUNDRED TWENTY THREE DOLLARS AND SIXTEEN CENTS PER YEAR.
AND KEEP IN MIND THAT THE ACTUAL AMOUNT OF COPIES WE MAKE THAT'S ESTIMATED THAT BASED ON
THE HISTORY THAT WE HAD PRIOR. >> RIGHT. OKAY.
AND IT DOES INCLUDE PROPERTY TAX. >> MR. CHAIRMAN, I'D LIKE TO
[00:25:03]
MAKE A MOTION TO APPROVE THIS ITEM BEFORE THE COUNCILMAN FALLING.>> WE HAVE A SECOND ANY SECOND NOW THIS SECOND. >> ALSO, MR. CHAIRMAN.
>> ALL RIGHT. SECONDED BY COUNCILMAN BURLESON TIMES WITHOUT ONE QUESTION REQUIRED. YES, SIR. GIVEN WHERE WE ARE WITH KIND OF IT IN THE STATE OF ITS COUNTY FACILITIES AND THINGS LIKE THAT, WOULD WE EXPECT TO SEE SOME SORT OF SAVINGS ON THE AMOUNT OF COPIES? I MEAN WE'RE NOT MAKING AS MANY
COPIES LAST MONTH. >> THAT WAS KIND OF SLOW DEATH. IS IT SCANNING EVERYTHING KEEP IT ON FILES THAT ARE MAKING COPIES. WE STILL HAVE NEED MAIL OUT COPIES OF THE INFORMATION DELIVERED TO THE PUBLIC BUT WE'RE NOT MAKING THERE AS MANY
COPIES AS WE DID BEFORE. >> ANY SENSE OF WHAT THE POTENTIAL SAVINGS MIGHT BE
WHERE WE WERE? >> I CONSIDER THIS TO BE A WORST CASE SCENARIO, RIGHT? DOES A ESTIMATE? THAT'S CORRECT. AND ANY OTHER QUESTIONS, COMMENTS, CONCERNS AND WE HAVE THEM. I LIKE THE IDEA THAT WE'RE MOVING MOSTLY TO THE DESKTOP. THAT'S THE INDUSTRY STANDARD NOW.
MOST INDUSTRY ARE MOVING AWAY FROM HIGH SPEED COPIERS. YOU KNOW YOU DON'T NEED THEM AS
OFTEN USED TO. SO GOOD JOB DAVE. >> OK, SENIOR FOR THE QUESTIONS WE GOT EMERGING ON A SECOND. DO WE HAVE ANY ROLL CALL VOTE SAYING NO HEAD SHAKING?
>> THIS ITEM WILL BE APPROVED WITHOUT OBJECTION. THAT'S PROBABLY IT WOULD LOOK FORWARD TO THE MOVE FORWARD TO THE KIND OF KEPT COMING TO COUNCIL.
[8. 2119-1808 WORK AUTHORIZATION OFF AIRPORT MITIGATION AND SUMMIT DRIVE MITIGATION-CA AMENDMENT 1]
>> YES, SIR. OK. ITEM NUMBER EIGHT WORK AUTHORIZATION OFF AIRPORT MITIGATION AND SUMMIT DRIVE MITIGATION DASH S.A. AMENDMENT 1 THAT IS GOING TO BE MR. FÉLIX AND I THINK OUR RIBAUT IS ACTUALLY GOING TO SPEAK TO THIS
GUY BILL. >> VERY GOOD. TAKE AWAY OUR HAPPY TALK ABOUT THIS. THANK YOU. THIS IS KIND OF ME AND THIS IS AN EASY ONE IN THAT IT IS AS WRITTEN IT'S 100 PERCENT FUNDED BY THE FAA BECAUSE CARES ACT.
>> SO WE'LL JUST JUMP RIGHT TO THAT. BUT WE ALWAYS BRING IT IN FRONT OF YOU OUT OF AN ABUNDANCE OF CAUTION AND JUST BECAUSE THE FULL AMOUNT IS ONE HUNDRED AND TWENTY THOUSAND DOLLARS IN CHANGE. SO WE DO WANT YOUR EYES ON THIS SO THAT YOU KNOW WHAT WHAT WE'RE DOING. BUT BASIC WHAT'S GOING ON IS THIS IS THE CONSTRUCTION ADMINISTRATION PART OF A AN OFF AIRPORT TREE MITIGATION PROGRAM THAT WAS PART TO THE ONGOING AIRPORT PROJECTS. WE ACTUALLY DID THAT.
THE TREE FOUR YEARS AGO AND THE MITIGATION WORK IS ALL BEEN DONE AND WHAT REMAINS IS JUST THE INSPECTION PART. SO THERE IS BASICALLY A QUALITY CONTROL ASPECT TO THESE PROJECTS WHERE THERE IS A SURVIVABILITY CLAUSE IN THE LANDSCAPE MATERIAL SO THAT WE MAKE SURE THAT WE COMPLY WITH THE TOWN OF HILTON HEAD IRELAND'S LAND MANAGEMENT ORDINANCE AND THEIR TREE REPLACEMENT PLAN. SO THAT'S WHAT THIS IS.
THIS COVERS IT. IT IS COMPLETELY PAID FOR BY THE FAA AT THIS POINT AT THE BOTTOM FALLS OUT TO THE FEDERAL GOVERNMENT. WE JUST LIKE TO MAKE SURE THAT
YOU ALL KNOW WHAT'S GOING ON. >> YOU GO. THANK YOU, JOHN.
ANY QUESTIONS FOR JOHN WRIGHT SAYING WE HAVE A MOTION I'LL MAKE THE MOTION MOTION BY
REPLACEMENT. >> WE HAVE A SENSE I THINK EMOTIONS ARE SO BY COUNCILMAN LLEWELLYN DO WE NEED A ROLL CALL VOTE FOR THIS? NONE.
THIS ITEM WILL BE APPROVED WITHOUT OBJECTION. >> THANK YOU, JOHN.
THANK YOU. OK. >> NEXT ITEM ON THE AGENDA CONTRACT AWARD RECOMMENDATION TO BOOT UP NO NOT MESSED UP MY AGENDA HERE.
[9. CONTRACT BETWEEN COASTAL EMPIRE MENTAL HEALTH AND DETENTION CENTER]
ALL RIGHT. CONTRACT BETWEEN COAST UMPIRE MENTAL HEALTH AND THE DETENTION CENTER. DAVE, WILL THIS BE YOU OR BILL ?>> I'M AVAILABLE. GOOD. TAKE IT AWAY, SIR.
THANK YOU AND GOOD AFTERNOON, EVERYBODY. THIS IS OUR ANNUAL CONTRACT COASTLINE MENTAL HEALTH. TO PROVIDE MENTAL HEALTH COVERAGE AT THE DETENTION CENTER. WE GOT A LITTLE LATE START ON THIS BECAUSE THERE WAS SOME NEW
[00:30:08]
PERSON APPLE DOWN AT COASTAL AND A CONTRACT HAD TO GO BACK AND FORTH BETWEEN THE ATTORNEYS A COUPLE OF TIMES. THEY HAVE STILL BEEN PROVIDING SERVICES.THEY DIDN'T STOP ANY SERVICES BECAUSE OF THE HOLD UP ON THE CONTRACT BUT THIS IS JUST OUR ANNUAL CONTRACT WITH THEM. WE'VE BEEN WITH COASTAL AND CONTRACT FOR THE LAST PROBABLY ABOUT THE LAST 20 YEARS TO PROVIDE SERVICES. THEY PROVIDE ABOUT 20 HOURS OF A ACTUAL PERSON INSIDE THE DETENTION CENTER TO DO ASSESSMENTS ON PEOPLE THAT ARE COMING IN AND THAT ARE ALREADY THERE THAT MAY HAVE MENTAL HEALTH ISSUES.
AS YOU CAN WELL IMAGINE, A LOT OF PEOPLE THAT ARE COMING IN OR NOT THEY GET SEEN OR NOT ALL HAVE MENTAL HEALTH ISSUES. BUT JUST MAY BEING IN A CRISIS OF BEING ARRESTED FOR THE FIRST TIME. SO LOTS OF TIMES THESE PEOPLE ARE JUST SEEN AND THEN CLEARED TO GO INTO THE REGULAR POPULATION AND THEY ALSO TAKE CARE OF ASSESSING PEOPLE NEED TO BE SENT OUT TO POSSIBLY TO THE MENTAL HEALTH HOSPITAL. THEY DO ALL THE PAPERWORK AND ROOT THEM OUT TO MAKE SURE THAT THEY GET THE HELP THAT THEY NEED IF THEY'RE IN SOME TYPE OF PSYCHOSIS OR CERTAIN ISSUES THAT MAY HAVE CAME UP THAT THEY'RE NOT ON MEDICATION OR THEY REFUSE TO TAKE THEIR MEDICATION AND THEY'RE HAPPY. THEY LOVE PSYCHIATRIC HELP.
SO THEY'LL HAVE TO BE SENT OUT . SO THIS IS OUR ANNUAL CONTRACT AND IT RUNS ABOUT FIFTY FIVE THOUSAND FOR THE 20 HOURS EACH WEEK THAT WE GET THE PERSON INSIDE OUR FACILITY AND THAT'S MUCH NEEDED. SO THANK YOU, PHIL..
>> QUESTIONS FOR PHIL MISCHIEVOUS, YOUR CLEVER. CAN I ASK FOR A QUESTION? YES, SIR. YEAH. THANK YOU.
MY MY COMMENT RELATES TO ANY KIND OF REPORTS. DO WE GET ANY KIND OF REPORTS FROM THE MENTAL HEALTH SAYING HOW MANY PATIENTS THEY ACTUALLY RECEIVE AND WHAT KIND OF TREATMENT IS RECOMMENDED AND ANY FOLLOW UP ON CALL AND PATIENT BACKLASH UNTIL AS FAR AS REPORTS THEY DO REPORT OUT ARE MET OLD DEPARTMENT AND TO THE ADMINISTRATION AT THE DETENTION. SO WE'RE WELL AWARE OF HOW MANY PEOPLE ARE SEEN AND PEOPLE ARE
SAYING THAT WE'RE ON SUICIDE WATCH AND ALL DIFFERENT TYPES. >> NO.
SO YES, THEY DO PROVIDE ALL THAT TO US. >> CAN YOU PROVIDE IT TO ME JUST AS YOU LOOK AT AND DO THEY MAKE ANY KIND OF RECOMMENDATION TO FURTHER HELP SOME OF THESE CLIENT TALES OR THEY JUST BASICALLY SEE THEM IN THIS MOVE ON?
>> WELL, AS YOU CAN IMAGINE IN THE ENVIRONMENT THAT WE'RE IN THE DETENTION CENTER WHERE WE'RE CONSTANTLY HAVING PEOPLE COMING IN AND GOING OUT A LOT OF GOOD REFERRALS TAKE PLACE WHILE THEY'RE INSIDE AND THEY ARE REFERRED TO COASTAL WHEN THEY GET OUT.
SO THE REFERRALS ARE THERE AND THEY ARE NOT EVERYBODY THAT COMES IN IS A COASTAL EMPIRE MENTAL HEALTH PATIENT BUT THEY MAY BECOME ONE AS THEY ARE ASSESSED WHEN THEY COME TO THE FACILITY. SO WHEN THEY GET OUT THEY BECOME ONE OF THEIR CLIENTS.
SO YES, THEY DO GET REFERRALS TO OTHER MENTAL THEN USE. >> THANK YOU.
I'D JUST LIKE TO GET A COPY OF A REPORT OF SOME NATURE, THAT'S ALL.
THANKS. >> YES. BE HAPPY TO PROVIDE MR. COLE
WITH HAS HIS HAND. >> I APOLOGIZE MUTE. PHIL IF YOU CAN PROVIDE THAT REPORTS ALL OF COUNSEL HAD A GREAT MY COWORKER. THANK YOU, MR. CHAIRMAN.
PHIL, THANK YOU FOR THAT REPORT. MY QUESTION IS IS 20 HOURS ENOUGH FOR OR THE TREATMENT NEEDED IN OUR CORRECTIONAL CENTER?
>> YOU KNOW YOU GET ME ONTO A SOAPBOX RIGHT NOW HOW HARD WE FOUGHT TO GET 20 HOURS WITHIN
[00:35:01]
OUR FACILITY YEARS AND YEARS AGO WE USED TO HAVE THE CLIENTS OR WE'D HAVE INMATES THAT WERE IN PSYCHOSIS OR HAVING AN ISSUE AND WE WOULD HAVE TO MAKE THE ASSESSMENT AND WE WOULD HAVE TO TRANSPORT THAT PERSON. WE ARE WE'RE DOWN TO COASTAL OR AS YOU CAN WELL IMAGINETRANSPORT ANY INMATE OUTSIDE YOUR FACILITY IS A DANGER. >> AND THAT'S WHY ARE WE DISCUSSING WITH COASTAL ABOUT COME TO THE FACILITY AND PROVIDING THE SERVICES INSIDE THE FACILITY SO THAT WE WOULD NOT HAVE TO TRANSPORT PEOPLE OUT.
SO TO ANSWER YOUR QUESTION 20 HOURS ENOUGH ON ABSOLUTELY NOT. >> WE COULD WE COULD USE 40 HOURS. WE COULD USE 160 HOURS. WE COULD USE A LOT MORE HOURS.
BUT WHAT I CAN GET BECAUSE THE OTHER ISSUE IS THAT COASTAL ALSO DON'T HAVE A NUMBER OF PEOPLE. I'M JUST DIRECTLY IN OUR FACILITY SO THAT'S 24 HOURS.
RIGHT NOW WE'RE VERY HAPPY BECAUSE IT PROVIDES US WITH SOME RELIEF.
THANK YOU, MR. O'KEEFE. >> ANY OTHER QUESTIONS? >> SEEING DO WE HAVE A MOTION,
A MOVE FOR ADOPTION? >> MR. CHAIRMAN, COSMIC NUMBER MAKES THE MOTION.
WE SECOND A SECOND COUNTS MY. >> WE NEED A ROLL CALL VOTE LOOKS LIKE NO SOME WOULD APPROVE THIS. AND THIS AUTHORITY. COUNTY COUNCIL FOR FINAL 20.
[10. RESOLUTION FOR GRANT MATCH FOR THE MILITARY INSTALLATION RESILIENCE PROJECT]
I'M SORRY. >> VERY GOOD. >> NEXT ITEM RESOLUTION FOR GRANT MATCH FOR MONDAY READS THANK YOU. GREAT MATCH FOR THE MILITARY INSTALLATION RESILIENCE PROJECT MISS WITNEY. YOU'RE BACK ON.
ALL RIGHT. JUST MAKING SURE EVERYBODY CAN HEAR ME THIS TIME.
OKAY. SO JUST A FEW WEEKS AGO WE WERE APPROACHED BY THE LOWCOUNTRY COUNCIL OF GOVERNMENTS TO PARTNER IN A 10 PERCENT MATCH WITH THE CITY OF BEAUFORT AND
PORT ROYAL FOR A GRANT FROM THE DOJ. >> THEY DIDN'T EXACTLY TELL US WHAT THE SPECIFIC PROJECT OR PERTAINING TO INFRASTRUCTURE BUT WE DO KNOW THAT IT IS IN SUPPORT OF THE MARINE CORPS BASE HERE IN BEAUFORT COUNTY AND IS JACOBS AT THE TIME THOUGHT THAT IT WOULD BE A GREAT THING FOR US TO DO, NEED TO PARTNER WITH THEM AND ASKED
FOR US TO FIND A FUNDING MECHANISM FOR THAT. >> AND SO OUR PROPOSAL WAS THAT IT COME 50/50 BETWEEN THE CONTINGENCY ITEMS THAT WE HAVE IN OUR BUDGET WITH COUNCIL AND IT WOULD BE SPLIT ACROSS TWO FISCAL YEARS COMING TO A TOTAL AMOUNT OF ELEVEN THOUSAND EIGHT HUNDRED SEVENTY EIGHT DOLLARS IN BOTH FISCAL 21 AND FISCAL 20 TO STAFF THINKS IT'S A GREAT THING TO PARTNER WITH OUR COMMUNITY IN SUPPORT OF THE MARINES IN OUR COMMUNITY.
AND SO WE'VE RECOMMENDED APPROVAL AND I'LL BE HAPPY TO ANSWER ANY OTHER QUESTIONS YOU
MAY HAVE. >> THANK YOU. REVENUE SOURCE FUNDS SO OUR PROPOSAL WAS THAT IT WOULD BE SPLIT BETWEEN THE CONTINGENCY ITEMS THAT ARE THAT ARE
AVAILABLE IN THE BUDGET. >> I BELIEVE THAT COUNCIL HAD PART OF THE HUNDRED THOUSAND DOLLARS IN CONTINGENCY FUNDS AND THAT WOULD BE OUR RECOMMENDED FUNDING MECHANISM FOR FISCAL 21. AND THEN OF COURSE IF HE DOES APPROVE THEN IN FISCAL TWENTY TWO WE WOULD ALREADY HAVE THE AMOUNT WE COULD BUDGET IN FISCAL 2010 FROM ANOTHER AREA THAT WOULD NOT HAVE TO COME FROM THE CONTINGENCY LINE ITEM VERY.
>> QUESTIONS FOR WHITNEY MR. CHAIRMAN, I'LL MOVE FOR APPROVAL GOOD MOTION BY COSMIC LAW AND WE HAVE A SECOND I WILL SECOND THAT SEGMENT BY COUNCIL ON PASS AROUND DISCUSSION DO WE NEED A ROLL CALL VOTE LOOKS LIKE NOW YOU'RE AGAIN WITHOUT OBJECTION.
THIS ITEM IS APPROVED. THANK YOU, WHITNEY. >> NEXT ITEM ON THE AGENDA ITEM
[11. ACCOMMODATIONS TAX (STATE 2%) BOARD RECOMMENDATIONS TO TOURISM-RELATED ORGANIZATIONS]
NUMBER ELEVEN WILL ACCOMMODATIONS TAX MORE REGULATION IS TWO TOURISMRELATED ORGANIZATIONS. THIS IS MR. ARMOR DIRECTIVE. >> THANK YOU, MR. CHAIRMAN AND COMMITTEE MEMBERS. I REALLY DON'T HAVE TO TELL YOU THE 2020 HAS BEEN A VERY
[00:40:02]
UNUSUAL YEAR. PARTICULARLY FOR US AND NONPROFITS.YOU GAVE US THE APPLICATION BUDGET LET'S CALL IT A MILLION THREE AND HAD TO EARN SIXTY
THOUSAND DOLLARS TO DISTRIBUTE WHICH IS ROUGHLY 20 PERCENT. >> SO OF THE 13 OR 14 YEARS I'VE BEEN ON THIS BOARD, WE'VE NEVER HAD TO BE AS DISCRIMINATING AS WE HAD THIS TIME TO STAY WITHIN THOSE LIMITS. AND I'D LIKE TO SPEAK ABOUT THOSE LIMITS AGAIN IN A MINUTE, BUT I THANK THEY ALL HAVE THE CHART IN FRONT OF YOU.
>> IS THAT A TRUE STATEMENT? THAT'S TRUE. WE GOT IT.
OK. WELL, YOU WHEN YOU LOOK AT THAT CHART YOU'LL SEE SOMETHING YOU'VE NEVER SEEN FROM US BEFORE. THAT'S A LOT OF ZEROS SPLITS.
>> WE JUST WE HAD TO BE VERY, VERY SPECIFIC IN I DON'T KNOW HOW TO DESCRIBE IT.
>> WE HAD TO JUST LOOK AT THIS MUCH HARDER THAN YOU EVER HAD TO LOOK AT IT.
AND WE'VE PRIORITIZED TO A LARGE EXTENT HEADS IN BEDS LIKE WE'RE SUPPOSED TO.
BUT EVEN MORE THAN NORMAL TO GET TO THE TO 60 JUST FOR FRAME OF REFERENCE I WENT BACK AND LOOKED AT THE LAST FIVE YEARS OF DISTRIBUTION AND THE AVERAGE RIGHT AT A HALF A MILLION DOLLARS. SO WE'RE WE'RE GIVING WAY LESS THAN 50 PERCENT RIGHT AT 50 PERCENT OF WHAT WE'VE GIVEN FOR THE LAST FIVE YEARS. I WILL TELL YOU HAVING BEEN A BOARD MEMBER FOR MANY CHARITIES IN THIS COUNTY, A LOT OF THESE SMALL CHARITIES ARE GOING TO BE HURTING BECAUSE THEY CAN THEY DEPEND ON THIS MONEY TO A LARGE EXTENT.
I GUESS I'M PREACHING TO THE BOARD. SO I HAD TWO REQUESTS.
ONE IS IT YOU APPROVE A RECOMMENDATION? AND THE SECOND IS I DON'T KNOW IF HAYES IS ON THIS CALL BUT HAYES AND I HAVE TALKED ABOUT FIRST QUARTER DISTRIBUTION FROM THE STATE. I AM GOING TO ADDRESS THAT AFTER YOUR THREE OR FIRST RESERVATION. WELL. OK.
THEN WHY DON'T WE LET ME JUST STOP IN AND SAY WE RECOMMEND YOU APPROVE OUR DISTRIBUTION SCHEDULE FOR TWO HUNDRED SIXTY THOUSAND DOLLARS AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS
QUESTIONS AT THIS POINT. >> COUNCILMAN, YOU THEM HI LARRY MACALLAN LARRY.
>> I HAVE A QUESTION ABOUT DETROIT'S A LITTLE TOO SMALL FOR MY EYES TO TO DISCERN THE INDIVIDUAL GRANTS. SO MY QUESTION IS I KNOW THERE WAS SOME TALK IN THE PAST AND YOU MAY HAVE ADDRESSED IT WITH THEIR REQUEST FROM THE NATIONAL HISTORICAL PARK RELATING TO RECONSTRUCT GENERA IN BEAUFORT AND I WAS WONDERING IF THAT WAS ONE OF THE ITEMS THAT WAS CONSIDERED HERE AND WHAT THE STATUS WAS WITH REGARD TO THAT .
>> YOU'RE TESTING AN OLD MEMORY, LARRY, BUT MY MEMORY SERVES AND THAT WAS LAST YEAR'S
REQUEST AND WE DID FIND THAT I DON'T REMEMBER THE AMOUNT. >> SO THEN YOU BELIEVE THAT THERE WAS NO REQUEST PRESENTED THIS YEAR FOR ANY CONSIDERATION FROM THAT GROUP IF YOU GIVE ME
A MINUTE. >> I SUPPOSE IF I MIGHT I SEE COMMUNITY JONATHAN A NUMBER OF JONATHAN STALWARTS ON OUR BOARD. GO AHEAD, JONATHAN NIDES BRIAN FLOWING AND SAYING ITEM NUMBER 14. OH, I'M SORRY.
THAT'S OKAY. HARRY I'D BIDEN NUMBER 14 MIGHT BE WHAT YOU'RE THINKING.
YEAH, I SEE THAT AND I SEE WHAT THEY REQUEST DID BUT IT APPEARS THAT THEY DIDN'T RECEIVE ANY CONSIDERATION OR ANY AMOUNT THEY PROBABLY HAD CONSIDERATION BUT THEY WEREN'T GRANTED ANY ANY ANY MONEYS. IS THAT IS THAT BECAUSE YOU JUST ONLY HAD THAT SMALL AMOUNT
OF MONEY AVAILABLE TO PROVIDE? >> THIS HAS BEEN REALLY SMALL AND I CAN ANSWER THAT QUESTION.
I'M ON THE BOARD AS WELL. >> OKAY. SORRY.
THAT WAS PRESENTATION BY BILLY KIZER LINKING THOSE PRESENTED TO US AND THEN DAY AT THE END OF THEIR PRESENTATION THEY SAID THAT THIS IS NOT THE PLACE FOR THEM.
AND SO THEY BASICALLY BACKED OUT OF THEIR THEIR APPLICATION FOR THOSE REQUESTS.
>> WHAT DID YOU UNDERSTAND? WHAT DID YOU UNDERSTAND THAT STATEMENT TO ME?
>> I'LL TAKE IT. >> WELL, AT THE END OF THE EASTER WEEKEND I HAVE TO DO
COMBAT DISTRIBUTIONS WITH MY INDICATED TO. >> WE CAN TAKE WHEN I ITEM FOR
GEORGE. OH, THANK YOU, GARY. >> HE IS PREGNANT.
>> I'M SORRY. MY MY MY NEIGHBOR AFTER THE EARTHQUAKE.
[00:45:01]
GIVE ME MY. GO PUT HIS DEVICE ON MUTE. >> THANK YOU.
COULD YOU. OK. COULD YOU COULD STOP.
COULD YOU START OVER PLEASE? THAT WAS VERY GARBLED. >> OK.
I DON'T THINK IT WAS ME. GARBLED AT THE CONCLUSION OF THE REASON.
ARE YOU HEARING ME? YEAH, I GOT IT NOW LOUD AND CLEAR.
>> AT THE END OF THIS AT THE END OF THE PRESENTATION WE HAD CONSIDERABLE CONVERSATION AROUND WHETHER WE WERE THE APPROPRIATE TO BE FUNDING THIS REQUEST AND HE AGREED.
IN FACT HE INITIATED BUT HE DIDN'T THINK WE WERE. HE WAS TRYING TO GET AT MONEY ELSEWHERE BY GOING THROUGH US AND WE TOLD HIM THAT WE WERE WE WEREN'T THE ARM TO DO THAT, OK?
>> AND HE HAS SUBSEQUENTLY COME BACK TO US AND ASKED IF WE COULD PROVIDE SOME INFLUENCE
AND HELP HIM FIND MONEY. >> AND FRANKLY I DIDN'T FEEL LIKE THAT WAS APPROPRIATE FOR
ME TO EMBRACE. >> OK, SO THEN IT'S SAFE TO SAY THAT THE COUNTY THIS YEAR HAS NOT MADE A CONTRIBUTION TO THIS NATIONAL HISTORICAL PARK THAT BE FAIR.
DOES ANYBODY HAVE ANY INFORMATION THAT WOULD INDICATE THAT WE HAVE MADE IT THROUGH ANOTHER VEHICLE SOMEWHERE? I DON'T KNOW THE ANSWER TO THAT.
OK. DOES THAT DOES ANYBODY JEREMY. GERALD, WE HAVE NOT.
I BELIEVE THAT SOME OF THESE ARE GOING TO BE BROUGHT UP IN THE APEX BACKED LOCAL ACCOMMODATIONS, THE LOCAL HOSPITALITY TAX. THERE'S AMPLE PAY THAT INCLUDED SOME 30 FIRST WE HAVE NOT RECEIVED ON THE APPLICATION YET.
I READ THEM YET. BUT IF THEY'RE ON THE LEFT THEY WILL DEFINITELY BE IN THERE FOR
APPROVAL BUT WE WILL LET OTHER THAN THAT EVERYBODY OKAY. >> THANK YOU.
THANK YOU. >> MR. CHAIRMAN, CAN I FOLLOW UP ON THAT REAL QUICK?
>> COUNCILMAN COMER AND THEN COUNCILMAN GLOVER. THANK YOU, MR. CHAIRMAN.
I'M GONNA ADDRESS THIS TO YOU WHO HAS A WE TALK ABOUT THIS EVERY YEAR WHO HAS OVERSIGHT ON THESE MONEYS, ARGUE THAT OVER HAYES WILLIAMS THE OVERSIGHT FROM THIS IS IS THE THIS IS THE STATE ACCOMMODATIONS TAX MONEY AND YET IT HAS ITS OWN COMMITTEE THAT IS CHAIRED BY BIG PHARMA AND THEY THEY AWARD TO INDIVIDUAL LIBERTY AS A PART OF THE STATE TO STATE A TAX.
>> THERE IS A 30 PERCENT GAGE TO THE DEMOS IN THE CHAMBERS BUT THAT PART OF THAT'S THAT STATUTE THAT'S NOT AWARDED BY THIS COMMITTEE THIS COMMITTEE AWARDS APPLICATIONS GIVEN TO
THEM INTERVIEWED EVERY YEAR. RIGHT. >> OK, SO SO I THANK YOU FOR THAT. SO MR. FARMER, IF YOU HAVE OVERSIGHT ANY OF THESE GROUPS THAT RECEIVED MONEY LAST YEAR, HAVE YOU RECEIVED RECEIPTS AND INVOICES TO SEE WHERE THE DOLLARS THE PUBLIC TAX DOLLARS WERE SPENT IF IT WAS FIVE THOUSAND YOU KNOW WHERE FIVE
THOUSAND WENT SO FORTH AND SO ON. >> YES, LET ME LET ME PUT A
CAVEAT ON THAT. >> IF THE FUNDS TYPICALLY ARE A PORTION OF A BIGGER BUDGET, WE DON'T NECESSARILY LOOK AT EVERY INVOICE THAT WAS CREATED . BUT ON THE SMALLER SPECIFIC GRANTS FOR EXAMPLE AND WE'RE PAYING FOR PRINTING. WE LOOK AT INVOICES FOR
PRINTING. >> SO LET ME ASK THIS SAYING THANK YOU FOR THAT.
THE TWO GROUPS ON HERE THAT ARE CHAMBERS OF OF COMMERCE NUMBER TWO GREATER BEAUFORT AND THEN NUMBER TWENTY ONE ARE THESE APPLICATIONS BASED ON DEMO OR IS SOMETHING ELSE SAY CHAMBERS?
>> ALL THESE MARKETING AND ADVERTISING OK WE ARE MENDOZA PART OF A LINE ITEM BUDGET OF THEIRS. RIGHT. GOTCHA SOME.
MR. CHAIRMAN, LET ME IN THIS BACK TO YOU. DO WE HAVE CURRENT CONTRACTS FOR NUMBER TWO AND NUMBER 21? I DON'T THINK YOU MEAN TWENTY ONE.
YEAH, BLACK THE BEAUFORT COUNTY BLACK CHAMBER OF COMMERCE THERE ARE YOU KNOW OK MAN MY NUMBER AND DIFFERENT BUT FOR DIFFERENT REASON. OK.
>> OK. MR. CHAIRMAN, DO WE HAVE CONTRACTS FOR BOTH OF THOSE?
NUMBER TWO, I'VE GOT GREATER DUE FOR PAROLE CBB YEAH. >> RIGHT.
CORRECT. AND THEN TO YOU SAID 21. YES.
BLACK CHAMBER BLACK CHAMBER NOW AND WE TALKED LAST MONTH I BELIEVE IT WAS ABOUT HAVING
[00:50:11]
THOSE GO THROUGH THE RFP PROCESS. >> OK.
THANK YOU SIR. FOR NEXT FISCAL YEAR BECAUSE WE'RE KNEE DEEP IN THE MIDDLE OF IT OF OUR FISCAL IS AT THIS POINT. COUNCIL TAKEOVER AND CHAIRMAN
RUSH ON THESE THESE AWARDS OUTSIDE OF THE STATUTES. >> THESE ARE ADDITIONAL AWARDS . THESE ARE NOT INCLUDED IN THE STATUTE.
AS IS PART STATE A TAX STATUTE THAT 30 PERCENT THAT'S GIVEN TO THE MOVES IN CHAMBERS.
THIS IS A SEPARATE AWARD FROM THE STATE FROM FROM THE FROM THE COMMITTEE.
THIS IS NOT PART OF THEIR 50 PERCENT BUT IT STILL IS A D OF 0.
>> CORRECT. CORRECT. OK, WE STILL DON'T HAVE.
WE DON'T HAVE AN ACTUAL CONTRACT. >> RIGHT.
BUT THIS IS OUTSIDE OF THEIR NORM WHILE PATIENTS WITH FRANKLIN NOT.
EXACTLY. EXACTLY. IS STILL IT'S STILL A GROUP NOT
UNDER CONTRACT. >> RIGHT. QUESTION FOR MR. FARMER HARRIS ALLIANCE. I HAVE ONE FOR HAYES PLEASE. HAYES THAT DECEMBER 30 FIRST DEADLINE. WHAT IS THE SOURCE OF FUNDING FOR THAT ONE?
>> DECEMBER 30 FIRST DEADLINE IS IS A WHOLE DIFFERENT AUTUMN MONEY.
SO THE SAME TAX MONEY COMES DIRECTLY FROM ZACH ON THE OR WE GET WE GET IT IN FOR CHECKS A YEAR TYPICALLY QUARTERLY CHECKS THE LOCAL OR STATE COME THROUGH OUR BUSINESS LICENSE AND THEN THEY'RE MONTHLY AND IF THE DECEMBER FUNDS ARE FROM THE LOCAL APPARENTLY ACCOMMODATIONS AND HOSPITALITY TAX LOAN WHAT'S THE PERCENT WHAT DOES THAT PERCENTAGE ON THAT WHAT DO YOU
MEAN WITH THE 2 PERCENT? >> IS THAT A 2 PERCENT FUND OR 3 PERCENT 400 PERCENT?
I THINK A COMBINATION OPPORTUNITIES BEING OR RIGHT. >> OK, THANK YOU, MR. CHAIRMAN.
IS YOUR COVER . CAN I GET A CHANCE? YES.
YES, SIR. THIS WAY IS A QUESTION, MR. WILLIAMS. LET ME MAKE SURE I UNDERSTAND. THERE WERE SOME APPLICANTS WHO PRESENTED ITS OWN THIS LIST AND I USED ALMOST 16 FOR AN EXAMPLE THE BRICK BAPTIST CHURCH AND MR. FARMER THOMAS SAID THE VENUE WAS NOT THE APPROPRIATE PLACE FOR HIS COMMITTEE. AND YOU SAID THAT THERE ARE OPPORTUNITIES FOR THIS GROUP OR NUMBER 14 TO COME TO THIS OTHER DEADLINE TO MAKE A REQUEST.
IS THAT WHAT I'M HEARING? >> YES, SIR. THAT WOULD BE CORRECT.
14 THROUGH 16 I THINK WOULD BE THE GO AT THE STATUTE REQUIREMENTS.
ALL RIGHT. SO MY QUESTION RAISING MY QUESTION IS DO YOU KNOW RIGHT OFFHAND WHETHER THEY HAVE SUBMITTED AN APPLICATION OR DO THEY KNOW THAT THIS IS WHAT THEY NEED TO DO? THAT'S MY CUE. I CAN CHECK INTO THAT COUNTS
AND GO OVER AND FIND OUT FOR YOU. >> COULD YOU MAKE SURE THAT.
AND I CAN TELL YOU RIGHT UP FRONT THAT THEY THEY WOULD DO WHATEVER'S NECESSARY.
SO COULD I. COULD YOU GUARANTEE ME THAT YOU WILL DO WHAT YOU CAN TO MAKE SURE THAT AN APPLICATION IS IN PLACE 0 O O REACH OUT TO AND IF YOU CAN AND CAN'T JUST LET ME
KNOW AND I'LL MAKE SURE ALL I'M GETTING IN THERE I WILL GET MS. >> I'LL GET IT SAYING THAT THEY'RE DOING HER OK. THANK YOU SIR. APPRECIATE IT.
I WORK WITH YOU. YES, SIR. THANK YOU.
MR. CHAIRMAN, SIR, TO FOLLOW UP ON MR. COVID STATEMENT AND WHAT MR. FARMER SAID, THESE SPECIFIC PROJECTS ARE OUTSIDE OF THE STATUTORY REQUIRE FOR THE DISTRIBUTION OF 2 PERCENT A TAX
FUNDS. >> IS THAT NOT CORRECT, MR. FARMER STILL?
>> OH, I'M SORRY. >> I THOUGHT YOU CAN RAISE TOO WELL EITHER ONE OF YOU IS NOT CORRECT THAT THESE ARE OUTSIDE OF THE STATUTORY REQUIREMENTS FOR THE DISTRIBUTION OF THE 2
PERCENT A TAX FUNDS. >> THAT IS MY BELIEF. OK SO THEN.
PIGGYBACKING ON WHAT MR. COVERT SAID IS IT NOT? THEN APPROPRIATE FOR US AS A BODY SINCE THIS IS A SPECIFIC PROJECT OUTLINED WITH A DOLLAR VALUE TO HAVE US BE ABLE TO
[00:55:06]
ASCERTAIN WHAT THE PROJECT STARTED OUT TO BE DONE. WAS IT DONE THAT PARTICULAR WAY? WAS THE EXPENDITURE FUNDS DONE IN ACCORDANCE WITH THE PROJECT? >> I DON'T I DON'T HAVE I DON'T KNOW THE ANSWER TO THAT.
I THINK PAGE. >> I THINK THOSE THREE COULD BE THEY COULD FOLLOW A RULE OF STATE APEX BECAUSE THE STATE TAX IS VERY SIMILAR TO THE LOCAL ACCOMMODATION.
WHAT THEY CAN SPEND THE MONEY ON I JUST DON'T KNOW IF THEY HAD THE MONEY TO PUT IT IN THERE BUT I CAN'T YOU KNOW WITHOUT HAVING THE STATUTE RIGHT IN FRONT OF ME AND I CAN TELL YOU ABOUT THE STATE ENLISTED THE LOCAL BUT NOT THE STATE AS MUCH I'D HAVE TO LOOK AT THE STATUTE BUT I'M NOT SURE WE COULD MOVE WORDS ON TO THAT FROM THERE.
BUT ONE THING THAT I DO WANT TO SAY I WANT TO TELL YOU ALL ABOUT THE FIRST QUARTER INSTALLMENT PLAN WE GOT THIS YEAR AND THIS IS KIND OF DIRECTLY GOING TO BE PART OF MR PALMER'S NEXT ASK. THEY'VE ASKED GIVEN STACY THOUSAND NOW WE HAD THEM BUDGETED FOR STATE A TAX FOR THE YEAR FOUR HUNDRED THOUSAND NOW WHICH IS CLEARLY HALF OF WHAT IT WAS LAST YEAR. AND THE REASON WAS WE DIDN'T KNOW WHAT KEVIN WAS BORN GO OK . SO WE'VE GOT OUR FIRST QUARTER DRAWING IN ON THE ACTUAL MAP WAS FOUR HUNDRED SIXTEEN THOUSAND DOLLARS WHICH IS ABOUT RIGHT.
>> IT WAS BUDGETED. OUR FEELINGS ARE THERE. AND JUST TO PUT IT IN PERSPECTIVE LAST YEAR FIRST ORDER DRAW FROM SOUTH CAROLINA WAS THREE HUNDRED AND ELEVEN THOUSAND. SO WE HAD A MARKET INCREASE OF ONE HUNDRED AND SIXTY THOUSAND NOW. I MEAN I BELIEVE THAT PARTIALLY BECAUSE PEOPLE CAN DRIVE AND GO ON VACATIONS NOW WHERE THEY DON'T HAVE TO FLY. HAS BECOME A VERY ATTRACTIVE PLACE BUT EVER THIS PRICE YOU'VE EVER SEEN FOR FIVE YEARS EVER IN THE AREA IS PROBABLY AROUND 300 THOUSAND IN WHAT MR. FARMER'S PROBABLY WILL END UP ASKING IS FOR ADDITIONAL FUNDING ABOUT TWO HUNDRED AND FORTY THOUSAND DOLLARS AND THEN WE'LL SEE THUNDER NEXT PERFORMER IS FINANCE IT IN EVERYBODY ELSE IT MEANS YOU DON'T GET IT.
YOU BELIEVE THAT WE'RE PROBABLY WON'T HAVE A NORMAL YEAR WHEN IT COMES TO A Z PARKING LOT HERE LITTLE OR NO YOU DON'T WANT TO AWARD THEM THE ADDITIONAL MONEY.
>> ADDITIONAL ISSUES FOR YOU, MR. FARMER, MISS WILLIAMS, STAY IN YOUR YARD.
WIND UP AT 10 THINGS ON THE STATUTORY I THINK WHERE WE ARE IS THAT THE SO-CALLED STATE 2 PERCENT IS MORE OR LESS NON-RECURRING YEAR BY YEAR AND I THINK THE STATUTORY PIECES WERE MOSTLY TALKING ABOUT OR IN THE 3 PERCENT SO-CALLED LOCAL A TAX.
SO MAYBE I MISUNDERSTOOD WHERE PEOPLE WERE GOING BUT I THINK THERE WAS SOME CONFUSION OVER
THAT. >> ALSO IT DOES SOUND LIKE WE OUGHT TO APPROVE THE ONE THAT HAS BROUGHT FORWARD BUT COME BACK LET THEM REVISIT THE FACT THAT THERE TRULY IS MORE MONEY
THAN WE THOUGHT THERE WAS. >> MR. SOLOMON COUNCILMAN FOLLOWING MR. SOLOMON YOUR HONOR, YOU STORM YOU AND IN THE MEANTIME, MR. CHAIRMAN, I HANDLE MY BUSINESS HERE.
>> YES, SIR. THANKS. LIKE MAKING A MOTION.
WE APPROVED THE LIST AS PRESENTED BY THE COMMITTEE THE BOARD AND ASK THEM TO MEET TO DISTRIBUTE ANOTHER TWO HUNDRED AND FORTY THOUSAND DOLLARS. THE CURRENT YEAR'S EXPECTED
REVENUE SECOND. WE HAVE A MOTION AND A SECOND. >> WE HAVE ADDITIONAL DISCUSSION. I DID SEE A THUMBS UP FROM MR. SOLOMON.
>> TWO THUMBS UP. HOLY COW. TAKING IT UP A NOTCH.
ANY FURTHER QUESTIONS, COMMENTS, CONCERNS? DOES THIS GO TO THE FULL
COUNCIL CHRIS? MR. I'VE SEEN NONE. >> DO WE NEED A ROLL CALL VOTE ? ALL RIGHT. STAYING ON ALSO WITHOUT OBJECTION. WE WILL MOVE THIS FORWARD TO THE FULL COUNCIL.
RIGHT. MR. CHAIRMAN, JUST FOR CLARIFICATION, I BELIEVE THAT THE DISTRIBUTION OF TWO HUNDRED AND SIXTY THOUSAND AS OUTLINED BY THE BOARD THAT IS A MATTER
THAT WOULD GO TO COUNTY COUNCIL . >> THE THE MATTER OF ASKING
[01:00:05]
THEM TO MEET TOGETHER TO DISTRIBUTE AN ADDITIONAL TWO HUNDRED AND FORTY THOUSAND DOLLARS THAT'S WITHIN THE COMMITTEE'S PURVIEW AND THEN THE RESULTS OF THAT WILL COME TO US AND WE FOR THAT ADDITIONAL LIST TO COUNTY WHICH WE ANSWER SAY IT EXACTLY THAT WAY. BUT CAN I ASK ONE QUESTION WHAT WOULD BE YOUR TIMING ON THAT? HOW QUICKLY FOR FIRM FOR MY PURPOSES MR. FARMER AND I APPRECIATE.I DON'T THINK REALIZE HOW MUCH WE APPRECIATE THE WORK THAT YOU DO.
BUT THANK YOU. DO WE REALLY, REALLY DO. AND THAT THAT YOU WE YOU DO IT AT YOUR PACE CONSIDERING COVE AND THE HOLIDAY IT IS AND EVERYTHING ELSE JUST YOU KNOW WHEN YOU CAN GET IT TO US. I DON'T IMAGINE WE'RE GONNA WANT TO SPEND THAT MONEY UNTIL AFTER THE FIRST OF THE YEAR JUST BECAUSE WE WANT THAT MONEY TO DO TO FERMENT A LITTLE BIT
IN THAT AND MAYBE READ SOME MORE MONEY IN THE ACCOUNT. >> IT WOULD BE IT WOULD BE GOOD SOMEWHERE AFTER THE FIRST OF THE YEAR TO HAVE THAT LIST. SO CAN I ASK YOU A QUESTION IN A SLIGHTLY DIFFERENT WAY? THAT TEAM HAS ALREADY TALKED ABOUT GETTING TOGETHER AND REDOING THE ADDITIONAL MONEYS. THE QUESTION IN MY MIND IS WHEN THE CURRENT SUBMISSION GO AHEAD AND BE CUT FOR CHECKS. OR WOULD YOU WAIT UNTIL WE COME BACK FOR A SECOND YET?
>> I GUESS MY QUESTION WOULD BE IS THIS THREE READINGS A PUBLIC HEARING THAT WILL BE REQUIRED
AT COUNTY COUNCIL. >> HOW ABOUT HAVE ANYTHING SAID YES.
>> AND AND SO THAT MEANS WE WOULDN'T GET TO APPROVE THAT LIST UNTIL AFTER THE FIRST OF THE YEAR ANYWAY. SO I KNOW FINAL APPROVAL. SO I'M KIND OF YOU KNOW, AS SOON AS YOU CAN GET IT TO US WE'LL TRY TO JOIN THE LIST UP. BUT I DON'T THINK WE'RE IN A POSITION TO GIVE THE ADDITIONAL MONEY UNTIL THE SECOND QUARTER COMES IN BECAUSE THE TOTAL IS
FIVE HUNDRED. >> YOU KNOW, AT THE END OF THE DAY WE WILL HAVE ASKED YOU TO
DISTRIBUTE FIVE HUNDRED THOUSAND. >> WE ONLY HAVE ONE HUNDRED AND TEN THAT WE'VE RECEIVED IN THE FIRST QUARTER. SO WE'RE GONNA HAVE TO WAIT UNTIL WE RECEIVE SECOND QUARTER IN ORDER TO MAKE THE DISTRIBUTION THAT YOU'VE SAID SO. SO TIMING IS ALL NOT URGENT AND NOT CRITICAL.
IT'S IMPORTANT THAT IT BE SOMEWHERE AFTER THE FIRST OF THE YEAR ANYWAY.
THIS IS A FINANCE COMMITTEE MEETING DECEMBER WHERE YOU'RE GONNA MEET IN THE SUMMER FRESH
NOVEL THE SECOND RECOMMENDATION TO YOU. >> BUT MY CONCERN IS FOR THE SMALLER NONPROFITS WOULD HAVE TO WAIT UNTIL FEBRUARY FOR ANY DISTRIBUTION.
>> JANUARY PROBABLY TAKE THREE READINGS AND A PUBLIC HEARING, OK.
>> WE NEED TO MOVE IT ALONG A LITTLE BIT. MR. SULLIVAN AND THEN MR. RODMAN ROCK RIGHT. CAN YOU HEAR ME NOW? OKAY, PERFECT.
THE TWO HUNDRED AND FORTY THOUSAND OF MEN ARE PREPARED THROUGH FINANCE OR COUNSEL.
I THINK WHAT MR. FARMER'S ASKING WHAT WOULD THE COMMITTEE WOULD LIKE IS IF WE CAN MOVE THESE THIS INITIAL I'M SORRY TURNER SIXTY THOUSAND AND GO AND MAKE THAT DISTRIBUTION.
WE ARE MAKING THIS RECOMMENDATION BASED ON THE GROUPS WE THINK WOULD PROVIDE THE MOST IMMEDIATE IMPACT TO OUR HOTEL AND LODGING RESTAURANT BUSINESS SO HE COULD DISTRIBUTE THAT THEY'D BE PERFECT AND THEN WE'D LIKE TO MAKE A SECOND RECOMMENDATION BASED ON ADDITIONAL TWO HUNDRED FORTY THOUSAND DOLLARS WHICH WOULD REQUIRE THE THREE READINGS. SO JUST TO BE CLEAR ON WHAT WE'RE ASKING AND RECOMMENDING
BEFORE COUNCIL JONATHAN MAYBE I WASN'T CLEAR THE FIRST LIST. >> TWO HUNDRED AND SIXTY THOUSAND THAT WILL NEED THREE READINGS AND A PUBLIC HEARING BECAUSE OF THE NUMBER OF MEETINGS THAT COUNTY COUNCIL WAS HAVING. IT WOULDN'T BE APPROVED UNTIL JANUARY AND COULDN'T BE CUT UNTIL THE JANUARY. I IMAGINE THAT THE FINANCE DEPARTMENT WOULD BE READY TO MAKE THOSE PAYMENTS IMMEDIATELY UPON THIRD READING OF COUNTY COUNCIL. THE SECOND SET OF TWO HUNDRED AND TWENTY THOUSAND DOLLARS.
WE WOULDN'T BE IN A POSITION TO PAY THAT UNTIL WE RECEIVED THE SECOND QUARTER REIMBURSEMENT FROM THE STATE OR INJECTION OF MONEY FROM THE STATE. AND SO IT'S WE'RE ALREADY A LITTLE LATE IN THE CYCLE. WE'RE GONNA BE RECEIVING THAT MONEY PROBABLY MID-JANUARY HERE. DOES ANYBODY KNOW WHITNEY HAYES WHEN WE RECEIVE SECOND QUARTER
THE SECOND QUARTER? >> I THOUGHT IT. HOPEFULLY WE'D HAVE IT BY THE
END OF JANUARY IF I WERE RIGHT. AND SO. >> SO IT'S NOT QUITE AS URGENT THAT WE GET THAT SECOND SET. BUT AS SOON AS WE GET THE REIMBURSEMENT FOR THE STATE WE'D LIKE TO HAVE THAT ORDINANCE IN PLACE THROUGH SECOND READING.
[01:05:05]
AND SO IT'S YOU KNOW, IT'D BE NICE TO MOVE THIS ALONG. DECEMBER FINANCE JANUARY 1ST AND SECOND READING AND THEN WHEN WE RECEIVE THE MONEY THEN THIRD, THIRD AND FINAL READINGTHAT WAS THE WAY YOU SEE IT. CHRIS THAT'S RIGHT. >> ALL RIGHT.
THAT'S GREAT. CALLING YOU CHAIRMAN I THINK YOU GUYS TREAT THE TWO SEPARATELY BECAUSE OF THE SMALL ONES AND THEY THEY MAY BE EARLY BUT FRANKLY IF WE TAKE IT UP AT FINANCE IN DECEMBER AND AGREE WITH IT, IT CAN CATCH UP AT SECOND READING AND THE TWO CAN
STILL GO OUT ON THE SAME SCHEDULE. >> WELL, THE SECOND ONE CAN CATCH UP WITH THE FIRST ONE AND SECOND READING WITH THE DATES YOU'RE TALKING ABOUT.
>> IF WE PASS IT IN DECEMBER FINANCE TO THE BANK AND LISTEN TO WHAT I JUST SAID A COUPLE OF MINUTES AGO ABOUT WHY THAT'S NOT REALLY ADVISABLE TO BE HONEST AND I'M SORRY BRIAN.
>> WELL, I TAKE THE TWO SEPARATELY THAT TREAT THE TWO SEPARATELY.
>> IT'S GOING TO BE BECAUSE OF THE INJECTION FROM THE STATE FOR THE FUNDS.
WE'RE NOT GOING TO HAVE THE CASH TO COVER THE TWO. ALL RIGHT.
[12. EXPENDITURE AUTHORIZATION FOR RECONCILIATION SERVICES BY HOLLAND AND BROMLEY]
LET'S LET'S PUT IT ON. >> ITEM NUMBER 12 IS OUR LAST ACTION ITEM EXPENDITURE AUTHORIZATION FOR RECONCILIATION SERVICES BY HOWARD AND BRONWYN WHITNEY.
YOU'RE UP AGAIN. >> DID WE PASS THAT MOTION? YES, SIR.
SO MY UNDERSTANDING IS BACK IN NOVEMBER OF NINETEEN A DECISION WAS MADE TO CONSOLIDATE SEVERAL OF THE COUNTIES SEPARATE BANK ACCOUNTS INTO ONE MASSIVE CONCENTRATION ACCOUNT.
>> AND PRIOR TO THAT CONSOLIDATION EACH OF THE ACCOUNTS INDIVIDUALLY FOR QUITE LARGE IN THEIR OPERATION HAVING NUMEROUS TRANSACTION EVERY MONTH.
>> AND SO IN THAT THOSE ACCOUNTS WERE COMBINED INTO ONE KIND OF CONCENTRATION TO GO MY UNDERSTANDING FROM STAFF IS THAT IT BECAME INCREASINGLY DIFFICULT EACH MONTH TO ACTUALLY PERFORM THE RECONCILIATION OF THAT BANK ACCOUNT.
AND SO AFTER A FEW MONTHS OF NOT BEING ABLE TO PROPERLY RECONCILE STAFF WENT TO OUR CURRENT AUDIT FIRM MODERN AND JENKINS FOR A RECOMMENDATION ON HOW TO MOVE FORWARD AND DUE TO INDEPENDENCE REASONS. MAULDIN AND JENKINS WAS NOT ETHICALLY ABLE TO PROVIDE ANY GUIDANCE FOR US BUT DID RECOMMEND ANOTHER FIRM OUT OF SAVANNAH BY THE NAME OF HOLLAND AND BROMLEY TO PROVIDE SOME ASSISTANCE WITH THAT AT THE TIME THE SCOPE OF WORK WAS TO RECONCILE THROUGH JUNE OF 2020. AND MISS JACOBS UNDER HER AUTHORITY AS ADMINISTRATOR AT THE TIME WAS ABLE TO AUTHORIZE THE ENGAGEMENT WITH HELEN AND BROMLEY. UNFORTUNATELY DUE TO THE COMPLEXITY OF THE ACCOUNT, THE ENGAGEMENT, THE SCOPE OF WORK INCREASED AND IT IS ACTUALLY INCURRING PENDING YOUR APPROVAL A COST OVERRUN ABOVE AND BEYOND WHAT IS UNDER THE ADMINISTRATOR AUTHORITY TO AUTHORIZE FROM A
SPENDING LIMIT. >> AND SO WHAT REMAINS IS TO FINISH OFF THE MONTH OF JUNE ALONG WITH BEST PRACTICES TO COUNTY STAFF AT A COST OF TEN THOUSAND FOUR HUNDRED DOLLARS.
SO STAFF IS ASKING THAT YOU WOULD ALLOW HOLLAND AND BROMLEY TO COMPLETE THEIR ENGAGEMENT FOR TEN THOUSAND FOUR HUNDRED DOLLARS IN OUR PROPOSED FUNDING SOURCE.
IS THAT IT WOULD COME FROM THE FINANCE BUDGET? WE HAVE HAD SOME C SAVINGS THIS YEAR DUE TO TURNOVER AND UNFILLED POSITIONS THAT COULD ABSORB THAT COST.
SO APPROVAL IS RECOMMENDED TODAY AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU HAVE
BUT YOU WERE IN A SO LONG. >> DO WE HAVE A MOTION ALL OF THIS?
>> CHAIRMAN MOTION MY COUNCILMEN GO AHEAD. WE HAVE A SECOND I'LL SECOND IT. MR. CHAIRMAN. BUT I HAVE A QUESTION.
>> SO I YOU KNOW, MY COUNCILMAN ELLING OTHER QUESTIONS, COMMENTS, CONCERNS IN EUROPE.
THANKS. >> I'M I'M A LITTLE CONCERNED THAT WE TOOK A STEP TOWARDS THIS CONSOLIDATION WITHOUT ANY ESTIMATION OF ITS RAMIFICATIONS.
AND I'M WONDERING IF THIS AMOUNT OF MONEY FOR RECONCILIATION SERVICES IS GOING TO BE REQUIRED YEAR AFTER YEAR AND FROM NOW ON. AND WOULD IT BE ADVISABLE TO SEPARATE THOSE ACCOUNTING AND IN WHAT WOULD BE THE RAMIFICATIONS OF THAT?
[01:10:02]
>> YES. SO HAZEN I ACTUALLY MET WITH MS. ROSE WHO HAS THE AUTHORITY TO OPEN AND CLOSE BANKING ACCOUNTS FOR BEAUFORT COUNTY.
WE ACTUALLY PETITIONED HER TO BREAK THE ACCOUNT BACK OUT SO THAT IT'S EASIER FOR SHOULD BE IN RECORD RECONCILING AGAIN SO THAT THIS IS PREVENTED IN THE FUTURE.
SHE IS AGREEABLE TO THAT AND WE YOU'RE WORKING TOWARD THAT SOLUTION WITH HER.
I DON'T KNOW IF THOSE SEPARATE ACCOUNTS HAVE BEEN REOPENED SINCE OUR MEETING ABOUT TWO OR THREE WEEKS AGO. BUT I DO KNOW THAT THAT WAS A COMMON GOAL THAT WE EACH SHARED . AND IN ADDITION TO THAT THERE WILL BE A GREATER COMMITMENT TO RECONCILING THESE ITEMS ON A WEEKLY BASIS ON THE PART OF OUR STAFF AND A COLLABORATIVE EFFORT TO PREVENT THIS FROM RECURRING AGAIN. SO I SHARED YOUR CONCERN ABOUT THAT BREAKING THOSE ACCOUNTS BACK OUT AND I SHOULD BE TO REPORT TO YOU HOPEFULLY IN THE NEXT COUPLE OF WEEKS WHETHER THOSE ACCOUNTS HAVE BEEN REOPENED.
>> THANK YOU. I APPRECIATE IT. AND AGAIN I SECOND THIS AND WE'LL SUPPORT IT EVEN THOUGH I AM CONCERNED ABOUT THE THE THE WAY IT WAS ALL HANDLED AND THE MONEY THAT'S BEING SPENT AT THE BOTTOM LINE IS WE NEED TO KNOW WHERE EVERY PENNY IS GOING AND IT NEEDS TO BALANCE THE CHECKBOOK NEEDS TO BE BALANCE AND THEREFORE RIGHT NOW WE NEED TO SPEND SOME EXTRA MONEY IN ORDER TO GET THE CHECKBOOK BALANCED TO SPEND EVERY PENNY
THAT'S REQUIRED. >> OTHER QUESTIONS, COMMENTS, CONCERNS, COUNSEL.
SO NOW WE NEED A ROLL CALL THE ALL RIGHT. SO MUCH I HAD SHAPING THIS ITEM IS APPROVED WITHOUT OBJECTION. VERY GOOD. ALL RIGHT.
[13. DISCUSSION DEBT BOOK SOFTWARE]
THAT TAKES US TO DISCUSSION ITEM SO WE CAN MOVE THROUGH FAIRLY QUICKLY ON ITEM NUMBER 13 DISCUSSION DEBT BOOK SOFTWARE SPITTING OUT TO YOU AGAIN.>> YES, I'LL BE QUITE BRIEF. IN THE ESSENCE OF TIME. BUT A FEW WEEKS AGO STAFF WERE APPROACHED BY A FIRM CALLED DEBT BOOK. THEY ARE A SOFTWARE PROVIDER.
THIS PROTECT PRODUCT THAT THEY'VE MADE. IN A NUTSHELL WHAT IT DOES IS IT TAKES ALL OF OUR ISSUANCES FOR DEBT THAT CURRENTLY ARE STILL OUTSTANDING.
>> IT COMPILES ALL OF THAT ISSUANCE INFORMATION WITH CORRESPONDING PRINCIPAL AND INTEREST PAYMENTS AND DUE DATES ETC. INTO ONE KIND OF HUB OR DASHBOARD KIND OF THE CATCHWORD FOR TECHNOLOGY THESE DAYS TO ENABLE A VERY QUICK VIEW OF TOTAL DEBT OUTSTANDING PAYMENT DUE DATES AND AMOUNTS IN FUNDING SOURCES. AND IT CAN DO A WORLD OF OTHER THINGS THAT OUT OF THE SAKE OF TIME THAT'S IT IN A NUTSHELL.
AND I REALLY THINK THAT THIS IS A USEFUL TOOL. AND NOT JUST MY DEPARTMENT.
IT'S SOMETHING THAT WOULD BE AVAILABLE TO THE TREASURER'S DEPARTMENT BECAUSE SHE IS THE ONE THAT PHYSICALLY HOLDS CASH AND MAKES THOSE PAYMENTS UPON OUR APPROVAL FOR RELEASE.
IT WOULD BE REALLY BENEFICIAL FOR THE AUDITORS DEPARTMENT SO HE CAN ACTUALLY SEE THE DEBT PAYMENTS COMING AND GOING AS WELL AS WE'RE CALCULATING MILLAGE RATES FOR DEBT FOR UPCOMING YEARS. YOU GUYS WOULD BE ABLE TO SEE IT IN CASE YOU EVER HAD ANY ISSUES OR QUESTIONS ABOUT OUR DEBT OUTSTANDING USES AND PAYMENTS.
SO I THINK IT'S A TOOL THAT WOULD WOULD BENEFIT MANY PEOPLE.
AND SO WE ARE RECOMMENDING APPROVAL OR NOT ACTUALLY RECOMMENDING APPROVAL.
I'M SORRY. WE ARE PLANNING TO MOVE FORWARD WITH THAT AND IN THE VERY FIRST YEAR THERE'S JUST A THREE THOUSAND DOLLAR SETUP FEE. AND THEN EACH YEAR AFTER THAT THERE IS AN ANNUAL MAINTENANCE FEE THAT FINANCE THE BUDGET. SO JUST WANTED TO LET YOU KNOW THAT THAT IS A TOOL THAT WE PLAN TO USE AND I'LL KEEP YOU UPDATED AS IS THAT PRODUCT
BECOMES ONLINE AND AVAILABLE FOR EVERYONE TO SEE REAL QUIET. >> FAIR TO SAY THAT COUNCIL WOULD HAVE GREATER VISIBILITY TO THE LEVEL OF DEBT AND DEBT PAYMENTS AND THINGS LIKE THAT AS WELL AS ACROSS THE FINANCE FUNCTION OF THE COUNTY MEANING THE AUDITOR, THE TREASURER, THE
PUBLIC AT LARGE. IT'S FAIR TO SAY IT'S GOOD. >> GOOD.
ANY OTHER QUESTIONS? COUNCILMAN MR. CHAIRMAN, REAL QUICK.
MR. RICHMAN RICHLAND, IS THIS SOMETHING THAT THE SCHOOL DISTRICT COULD ALSO BE A PART OF ? OR IS IT EXCLUSIVE FOR THE THREE ENTITIES YOU TALKED
ABOUT? >> SO WE HAD OUR DEBT ISSUANCE IN THERE IF THE SCHOOL DISTRICT WANTED TO PIGGYBACK ON THAT. THEY CERTAINLY COULD AND WE COULD COMBINE THEIR OVERLAPPING DEBT IN THERE WITH OURS AS WELL IT AS MANY USERS AS WE SO DESIRE CAN ACCESS IT.
SO THERE'S REALLY NO LIMIT PLACED ON THE NUMBER OF PEOPLE THAT THAT CAN VIEW IT OR OR USE
[01:15:03]
THAT INFORMATION. SO IF THE SCHOOL DISTRICT WANTED TO PARTICIPATE THEY ABSOLUTELY COULD HAVE YOU CONTACTED THEM TO SEE WHETHER THEY MAY BE INTERESTED?>> I HAVE A CAR WITH MISS CROSBY WEDNESDAY OF THIS WEEK TO DISCUSS THIS AND THE
FORENSIC AUDIT RESULTS THAT WERE PROVIDED LAST WEEK TO ME. >> AND AT THAT TIME I'LL GAGE HER INTEREST IN THEM AND GIVE HER PERMISSION IF SHE SO CHOOSES.
THANK YOU ONCE AGAIN, WHITNEY. THANK YOU. THIS IS EVOLVING USE OF TECHNOLOGY RIGHT ON THE MONEY. I SUPPORT YOU WITH NEGATIVE
PERCENT WITH GOING FORWARD WITH THIS TYPE OF TECHNOLOGY. >> ARE THE QUESTIONS YOUR
COMMENTS WITH COUNSEL? VERY GOOD. >> NO ACTION IS REQUIRED ON OUR
[14. UPDATE ON CARRYOVER BUDGET 2021 EXPENDITURES]
PART. ITEM NUMBER 14 UPDATE ON THE CARRYOVER BUDGET 20 20EXPENDITURES. >> SO IN YOUR PACKET SOMEWHERE AROUND PAGE 40 FIVE.
STARTING ON PAGE FORTY FIVE YOU WILL SEE KIND OF A LINE ITEM BY FUNCTIONAL AREA OF THE CARRYOVER BUDGET. AND I DON'T BELIEVE ANY OF THE AMOUNTS HAVE CHANGED SINCE OUR LAST UPDATE TO YOU. HOWEVER, HAYES AND I ARE COMMUNICATING WITH THE OTHER ASSISTANT COUNTY ADMINISTRATORS AND DEPARTMENT HEADS FOR ITEMS THAT ARE UNDER THEIR PURVIEW TO ENSURE THAT THESE ITEMS ARE INDEED COMPLETED BEFORE THE END OF FISCAL 22.
AND YOU'LL NOTICE THERE I MENTIONED EARLIER ABOUT THE GENERAL FUND PIECE ON PAGE FORTY SIX. THERE WAS ONE MILLION THREE HUNDRED THIRTY NINE THOUSAND EIGHT HUNDRED THIRTY SEVEN DOLLARS THAT WAS ROLLED TO THE GENERAL FUND FOR THIS CURRENT FISCAL YEAR AND TO DATE FUNDS HAVE EITHER BEEN EXPENDED OR EARMARKED WITH THOSE FOR ONE MILLION ONE HUNDRED SIXTY SEVEN THOUSAND EIGHT HUNDRED SIXTY NINE DOLLARS LEAVING SOME PROJECTS THAT HAVE NOT YET STARTED AT ONE HUNDRED SEVENTY ONE THOUSAND NINE HUNDRED SIXTY
SEVEN DOLLARS. >> AND THEN AGAIN BELOW THAT YOU HAVE A FEW OF YOUR OTHER FUNDS. YOU'VE GOT A SPECIAL REVENUE FUND THERE WHICH IS ACTUALLY COMPLETE. WE'VE GOT THE STORM WATER FUND WHICH AS YOU CAN SEE IS PRETTY
WELL UNDERWAY. >> THEY WERE CARRYING OVER TWO MILLION ONE HUNDRED AND FIVE THOUSAND DOLLARS THREE HUNDRED AND SEVENTY EIGHT HAVE EXPENSED OR ENCUMBERED ONE MILLION SEVEN HUNDRED TWENTY FOUR THOUSAND THREE HUNDRED EIGHTY THREE DOLLARS LEAVING PROJECTS YET TO BE STARTED ONLY IN THE AMOUNT OF THREE HUNDRED AND EIGHTY THOUSAND NINE HUNDRED NINETY
DOLLARS. >> SO WE ARE WORKING WITH THE OTHER DEPARTMENTS AND ASSISTED ADMINISTRATORS TO MAKE SURE THAT THESE FUNDS ARE EXPENDED PRIOR TO THE END OF THE YEAR AND ELECTION QUESTIONS IF YOU HAVE ANY LIKE YOU ANY QUESTIONS ON COUNCIL WE'RE GOING TO SIGN
[15. DISCUSSION – UPDATE ON THE INTERNAL AUDITOR]
ON. >> WE CAN MOVE ON. I REMEMBER 15 DISCUSSIONS SLASH
UPDATE ON THE INTERNAL AUDITOR . >> SO AT THE REQUEST AND I BELIEVE A FEW OF YOU A BID WAS PREPARED FOR INTERNAL AUDIT SERVICES TO THE COUNTY.
WE ACTUALLY ONLY HAD TWO FIRMS RESPOND. THEIR NAMES WERE BAKER TILLY AND ELLIOT DAVIS. I THINK INITIAL INTERVIEWS WERE PERFORMED BACK IN OCTOBER AND PRIOR TO MY ARRIVAL TV COUNTING. AND SO FOR MY BENEFIT.
SOME OF THE STAFF KIND OF REVIEW COMMITTEE FOR THIS PARTICULAR ITEM HELD SOME BRIEF INTERVIEWS WITH EACH OF THESE FIRMS IN NOVEMBER JUST SO THAT I COULD KIND OF GAGE THEIR READINESS AS WELL HAVING A BACKGROUND IN AUDIT MYSELF. AND SINCE THEN THE REVIEW TEAM HAS SUBMITTED THEIR SCORING SHEETS TO PURCHASING. AND WE'LL BE READY TO RECOMMEND TO YOU A FIRM TO MOVE FORWARD AT THE NEXT FINANCE COMMITTEE MEETING IN DECEMBER.
>> WELL, IF YOU HAVE ANY QUESTIONS. SESSION COUNSEL.
>> I WOULD IF IMAM SURPRISED ONLY TWO RESPONDED TO ANY IDEA WHY IT WAS SUCH A MEAGER RESPONSE. WHITNEY I DON'T KNOW TO BE HONEST SINCE THIS ALL OCCURRED
PRIOR TO ME ARRIVING. >> HOWEVER, I'LL BE HAPPY TO FOLLOW UP WITH DAVE THOMAS IN
PURCHASING AND FIND OUT FOR YOU WHAT HIS TAKE IS ON THAT RIGHT. >> IF YOU COULD THINK ABOUT HOW IT WAS ADVERTISED COMPARED TO THE ONES THAT YOU HAVE EXPERIENCE WORKING WITH AND SEE IF MAYBE THAT HAD SOMETHING TO DO WITH IT. THANK YOU.
DO DON'T HAVE ANY OTHER THOUGHTS SINCE YOU'RE SO ONLINE?
>> YES. NOW WE AS VENDOR REGISTRY AND WE ALSO USE THE LOCAL PAPER AND THIS S KIND OF BUSINESS OPPORTUNITIES. SO IT WAS PUBLISHED OUT TO A
[01:20:04]
LOT OF COMPANIES. WE ACTUALLY LOOK ON VENDOR REGISTRY AND TELL YOU THE NUMBER THAT LOOKED AT IT THE DOWNLOAD THE THE PROJECT OR THE RFP.YEAH, I THINK A LOT BECAUSE OF THE TYPE OF WORK THEY WERE LOOKING FOR AND PROBABLY IT'S NOT A BIG, BIG PROJECT. SO THAT MIGHT BE ONE REASON BUT OTHER THAN THAT THERE ARE A LOT OF PEOPLE LOOKED AT IT. WE JUST ONLY GOT TWO HITS. THAT'S IT.
THE ANSWER FOR YOU AND DAVE OUT OF CURIOSITY IF WE COULD SEE OR IF YOU JUST THE PROCESS OF WHAT THE NUMBERS ARE THE NUMBER FIRMS LOOK AT IT AT THE NEXT FINANCE PLANNING MEETING, I THINK THAT WOULD BE HELPFUL AND INTERESTING FOR US TO UNDERSTAND.
ABSOLUTELY NOT A PROBLEM. AWESOME. THANKS SO MUCH.
>> I WILL ADD JUST VERY BRIEFLY THAT GOVERNMENTAL ACCOUNTING IS A VERY DIFFERENT ANIMAL THAN YOUR REGULAR PUBLIC OR PRIVATE ACCOUNTING EXCUSE ME. AND SO A LOT OF FIRMS THEY ARE VERY SKILLED WHEN IT COMES TO TAX AND MAYBE EVEN AUDIT BUT NOT NECESSARILY AUDIT OF GOVERNMENTAL ENTITIES. I THINK THAT MIGHT BE WHY WE DIDN'T GET AS MANY FIRMS TO
RESPOND TO THIS PARTICULAR IT'S A DIFFERENT ANIMAL FOR SURE. >> THAT'S NOT REALLY WHAT WE'RE ASKING THEM TO DO AT THE END OF THE DAY I KNOW IT'S PUBLIC FUNDS BUT WHERE WE'RE GONNA BE ASKING THEM REALLY BASICALLY NORMAL ACCOUNTING PROCEDURES AND ACCOUNTING PRINCIPLES TO BE
APPLIED. >> AND SO I I I'M SURPRISED THAT MORE DID OR DIDN'T THINK THEY COULD WORK IN AND GET GET A BUMP OF TWENTY FIVE OR THIRTY THOUSAND DOLLARS FOR EACH OF THESE LITTLE TASKS THAT WE'RE GOING TO HAVE. BUT THANK YOU.
I APPRECIATE IT. MOVING ON. I WAS SIXTEEN FOR HONEST
[16. CAFR AUDIT DISCUSSION]
DISCUSSION. >> THAT'S ME. >> SO WE RECEIVED QUITE A LENGTHY LIST FROM MARTIN AND JENKINS WHO IS OUR AUDIT FIRM OF DOCUMENTATION ITEMS THAT THEY WOULD NEED TO PERFORM OUR AUDIT. I MEAN THAT IS THEIR PRELIMINARY LIST AS THEY AS THE AUDIT PROCEEDS. THERE MAY BE ADDITIONAL THINGS THAT THEY WOULD LIKE TO LOOK AT. SO WE'VE BEEN WORKING ON THOSE LAST FEW WEEKS OUR KIND OF WHAT I WOULD CALL OUR DROP DEAD DATE FOR ALL THIS DOCUMENTATION IS NEXT WEEK TO STILL FACILITATE A TWELVE THIRTY ONE COMPLETION AND SO STAFF MAINLY HAYES AND I ARE WORKING SORT OF AROUND THE CLOCK AND ON WEEKENDS TO COMPILE EVERYTHING THAT IS
NEEDED AND WORK. >> I WOULD SAY THAT WE'RE GETTING PRETTY CLOSE AND I DO KNOW THAT MARTIN AND JENKINS EXPRESSED A CONCERN ABOUT YOU KNOW BOTH HAYES AND I ANI THERE'S A LOT OF INSTITUTIONAL KNOWLEDGE THAT WE DON'T HAVE THAT THAT THE FORMER CFO HAD AND SO THEY DO HAVE SOME CONCERNS ABOUT THE TURNOVER THERE BUT THEY PROMISED THAT THEY WOULD DEPLOY THE REQUISITE NUMBER OF STAFF TO COMPLETE THIS ENGAGEMENT MARCH 31 AS LONG AS WE MET THEY ARE A DROP DEAD DATE FOR DOCUMENTATION. SO THAT IS OUR GOAL AND I HOPE THAT BY THE TIME WE MEET IN DECEMBER I WILL HAVE MORE OF A STATUS UPDATE FOR YOU IN TERMS
OF PROGRESS TOWARD COMPLETION OF THE AUDIT. >> BUT AT THIS TIME IT'S JUST STILL IN THE VERY MEN VERY ELEMENTARY PHASES. VERY GOOD QUESTION FROM ABOUT
THE STATUS WITH AUDIT. >> SO I ASSUME CERTAINLY HAVING TO WORK A LOT OF OVERTIME.
>> WHITNEY, IS THAT IS THAT WHAT I'M HEARING YOU ARE PUTTING IN 14 15 HOUR DAYS?
>> I WOULD SAY 14 OR 15. I DID WORK 10 HOURS ON VETERANS DAY LAST WEEK WITH THE REST OF THE STAFF WAS WAS ENJOYING THEIR HOLIDAY. WELL, WE ARE WORKING.
YES, SIR. >> WALTER, APPRECIATE YOUR EFFORT.
HAYES WE DO YOURS AS WELL. ON THE WHOLE STAFF BECAUSE IT'S IMPORTANT TO US THAT WE WE PROTECT THAT RECORD THAT WE HAD LAST YEAR BEING ABLE TO GET ALL THIS OUT ON TIME.
IT'S IMPORTANT TO GO TO HELP BUILD PUBLIC CONFIDENCE THAT WE WERE WILLING AS QUICKLY AS POSSIBLE TO GET THAT OUT INTO THE PUBLIC DOMAIN AND TO BE ABLE TO ANSWER QUESTIONS ABOUT IT. SO THANK YOU FOR YOUR HARD WORK .
AND WE LOOK FORWARD TO SEEING IT AS QUICKLY AS POSSIBLE. MOVING ON, NUMBER 17 DISCUSSION
[17. DISCUSSION OF THE BUDGET CYCLE]
ON THE BUDGET CYCLE WE'RE NOT SURE WE GOT THIS THING. >> ALL RIGHT.
YOU GUYS ARE GOING HIRED ME TODAY AGAIN, I'LL KEEP THIS BRIEF AND WE'RE COMING UP ON OUR 90 MINUTE KIND OF GOAL TIME. SO AS I EXPLAINED TO A FEW OF YOU DURING THE AGENDA REVIEW ,I AM VERY FAMILIAR WITH THE PROCESS THAT I USED IN MY DAYS WORKING FOR BULLITT COUNTY AND IN KIND OF A HIGH LEVEL OVERVIEW OF THAT FOR YOU IS THAT AFTER I CLOSED OUT THE YEAR OR SO SORRY THE MONTH IN DECEMBER, THE MONTH OF DECEMBER IN MIDDLE JANUARY AT THAT POINT IN TIME I WOULD DO A HIGH LEVEL REVIEW IN SORT OF A TREND ANALYSIS OF OUR REVENUES AND EXPENDITURES TO DATE TO TRY TO PROJECT FOR YOU WHERE I THINK
[01:25:01]
WE WERE LINED UP FOR THE CURRENT FISCAL YEAR AND I'D DO THAT FOR A COUPLE OF REASONS.ONE IS JUST A PERFORMANCE ISSUE OR PERFORMANCE STANDPOINT. I WANT TO BE ABLE TO KNOW IF THERE ARE ANY ISSUES WE NEED TO ADDRESS AT THAT POINT IN TIME. THE SECOND REASON IS BECAUSE WE ARE CHARGED WITH THE FINANCIAL POSITION OF THE COUNTY AND I WANT TO BE ABLE TO TO KEEP YOU GUYS APPRISED OF THAT AND I THINK THAT PROVIDING INTO YOUR PROJECTIONS IS A GOOD PIECE INFORMATION FOR YOU GUYS TO HAVE IN THE BACK OF YOUR MIND AND SORT TO GUIDE THE FRAMEWORK OF THE NEXT YEAR'S BUDGET CYCLE IN THE THIRD REASON OF COURSE IS BECAUSE WE ALL NEED RAINY DAY FUNDS AND LIKE MOST COUNTIES WE HAVE A PRETTY HEALTHY FUND BALANCE IN RESERVE THAT WE DEPEND ON DURING CERTAIN TIMES OF YEAR WHEN MAYBE REVENUE COLLECTIONS ARE SLOW AND THAT'S KIND OF OUR BUFFER AROUND THAT WE OPERATE ON AND SO I FEEL LIKE IT'S IMPORTANT TO GIVE YOU GUYS KIND OF SOME INSIGHT AND A PROJECTION THE BEST THAT I CAN ABOUT WHERE WE WILL WANT IT FOR THE CURRENT FISCAL YEAR. SO ALL OF THAT WILL OCCUR AROUND THE END MIDDLE THE END OF JANUARY AND THEN OF COURSE IN FEBRUARY I WILL TAKE THOSE PROJECTIONS IN SORT OF COME UP WITH WHAT I FEEL IS A IS A BIG ENOUGH BUDGET FOR THE NEXT YEAR AND I'LL DISTRIBUTE BUDGET INFORMATION PACKETS FOR REQUEST FOR ALL OF OUR DEPARTMENTS AND OUR EXTERNAL AGENCIES THAT WE FIND. AND I'LL ASK FOR THOSE TO BE RETURNED TO ME IN MARCH SO THAT I CAN BEGIN REVIEWING THOSE AND TO WHAT I HOPE WILL BE WITH A TEAM OF OTHER PEOPLE AND REVIEW ALL OF THE SUBMITTED REQUESTS FOR THE NEXT FISCAL YEAR.
HAVE A COUPLE OF BUDGET WORKSHOPS SO THAT YOU GUYS CAN TELL ME ABOUT YOUR INITIATIVES AND THE THINGS THAT YOU REALLY PLAN TO FIND IN THE NEXT YEAR THAT ARE OF GREAT IMPORTANCE TO YOU AND KEEP THAT IN MIND WHEN FORMING A TENTATIVE BUDGET THAT I WOULD LIKE TO PRESENT TO YOU GUYS THE MIDDLE TO END OF APRIL SO THAT WE CAN WORK OUT ANY AREAS THAT YOU WERE NOT PLEASED WITH OR DEVOTE A LITTLE MORE ATTENTION TO THOSE THAT ARE REALLY KEEPING YOU UP AT NIGHT.
AND THEN OF COURSE IN MAY AND JUNE WE WOULD HAVE OUR THREE MEETINGS TOWARD ADOPTION BEFORE THE END OF JUNE. SO THAT'S MY TENTATIVE BUDGET CYCLE FOR YOU GUYS.
>> I'M GOING TO PREPARE A FLOW CHART FOR YOU JUST BECAUSE I'M A VISUAL PERSON AND I THINK
THAT MAY HELP AS WELL BUT THAT'S IT IN VERBAL FORM. >> THANK YOU, RENEE.
THE GOAL I SHARE IS NO SPECIAL MEETINGS TO APPROVE THE BUDGET. THAT'S THE GOAL.
YES, SIR. WE'RE GOING TO DO IT. THIS IS NOT AN AS WE'RE GOING TO DO IT. ALL RIGHT. OTHER QUESTIONS, COMMENTS.
THOMAS? >> YES, SIR. I WENT TO A VENDOR REGISTRY AND GOT RECAP ON WHO LOOKED TO OUR DR. RFP FOR INTERNAL AUDITORS THAT WAS LIKE 502 HUNDRED NEWS , 19 DOWNLOADS AND 16 THINK PEOPLE POINTED IT OUT. SO IT'S THERE.
I WANT TO GIVE THE COUNCIL AND STAFF. THERE IS A PASSWORD AND I.D.
THAT YOU CAN GO INTO VENERATION. YOU ACTUALLY LOOK AT THE ANALYTICS YOURSELF. SO IF YOU WANT IF YOU GOT SOMETHING TO WRITE WITH OR I CAN EMAIL IT TO YOU WOULD SAY LET'S LET'S E-MAIL THAT LET'S NOT GIVE IT OUT PUBLICLY.
NO, I GOT AN E-MAIL TO YOU THAT WAY DOWN AND COUNCIL STAFF CAN LOOK AT IT FOR EACH SOLICITATION. WE DO IT. I'LL GIVE YOU THE ANALYTICS UP TO DATE ON WHO LOOKED AT IT, WHO DOWNLOADED AND HOW MANY WE RECEIVED.
[18. DISCUSSION FOR CHAMBER SUBMISSIONS OF EXPENDITURES RELATED TO ACCOMMODATIONS AND HOSPITALITY TAX AWARDS.]
TARGET THE. >> OK. AND THAT BRINGS US TO I REMEMBER 18 ESPECIALLY FOR CHAMBER SUBMISSIONS OF EXPENDITURES RELATED TO COMBINATIONS AND HOSPITALITY TAX RECORDS. OUT TO THIS OPERATOR QUICK.
WE TALKED AT OUR LAST MEETING ABOUT GETTING A SUMMARY SHEET ON TOP OF THE RECEIPTS IN THE BACK AND DOCUMENTATION AND THEN GETTING THAT INTO AN ORDINANCE .
WHAT THE ATTACHMENT THAT IS IN THE PACKAGE WAS PROVIDED BY ROB WELLS FROM THE BEAUFORT CBB IS THE REPORTS THAT HE RAN STRAIGHT OUT OF COMIC BOOKS. I DO KNOW THAT I WOULDN'T SAY THAT IT'S A PAINLESS EXERCISE TO DO. I WOULD SAY THAT IT'S MAYBE RELATIVELY PAINLESS MAYBE. I'M SURE ROBERT I MEAN AN EMAIL IT TELL ME WHAT IT'S PAINFUL OR PAINLESS. BUT YOU KNOW, THIS IS A FIRST BLUSH AS FAR AS I SUMMARY REPORT THAT WOULD SIT ON TOP OF THE RECEIPTS TO BE PROVIDED BY THE VARIOUS ENTITIES YOU GET FUNDS. AGAIN, THE DIRECTION THAT WE GAVE WAS MAYBE WE CAN USE THIS AS THE SUMMARY TEMPLATE, GET THE SENSE OF AN AUDIENCE AS FAR AS THE TEMPLE THAT WE WANT TO SEE AND THEN GO FORWARD. SO UNLESS THERE IS FEEDBACK FROM FROM COUNSEL AS FAR SOMETHING DIFFERENT THAT WE WOULD LIKE TO SEE, I WOULD SAY THE DISTRICT COME FORWARD TO THE DECEMBER FINANCE COMMITTEE AND THEN WE CAN GET THAT IN THE FORM OF A DRAFT ORDINANCE TO
THEN GET MOVE FORWARD TO COUNSEL WITH THAT. >> WENDY, DO YOU EVERYTHING TO ADD TO THAT? YOU GOT A THUMBS UP FROM COUNCILMAN COVER THUMBS UP FROM COUNCILMAN FLOWING THUMBS UP FROM COUNCILMAN PATRICK LOTS. MAYOR, IF SOMEBODY COMES OUT TO BE ABOUT YEA CHRIS AND I WOULD SAY THAT THIS COULD BE USED NOT ONLY FOR THE CHAMBERS BUT ANY OTHER PROJECT THAT IS BEING DEVELOPED FOR EITHER THE 2 PERCENT OR 3 PERCENT A TAX WITH

>> VERY GOOD. WITHOUT OBJECTION THIS IS APPROVED AS WELL.
MOVING ON TO CITIZEN COMMENTS WE HAVE TO. >> THEY'RE BOTH VERY LENGTHY.
THEY BOTH REQUESTED SPECIFICALLY TO BE READ AT FINANCE.
SO HERE WE GO. >> THIS ONE IS FROM LISA LEAKING BEHIND IRELAND'S
SUBMITTED 911 FOR NOW. >> IT SADDENS ME YOU DON'T TAKE ON ROLES OF PUBLIC SERVICE.
TAKE US AND COMMIT YOURSELVES TO THE BETTERMENT, PRESERVATION AND SERVICE TO COUNTY RESIDENTS. BUT SEVERAL OF YOU TURN AROUND AND ABUSE THE VERY POWER THAT WE THE PEOPLE GIVE YOU PRIVILEGED TO HAVE COUNTY RESIDENTS AND TRUST YOU WITH RUNNING THE BUSINESS OF THE COUNTY. BUT MAKE NO MISTAKE YOU HAVE
FOR US. >> YOU ARE ELECTED BY US TO SERVE US.
IT IS A PRIVILEGE, NOT A RIGHT. YOU ARE ELECTED AS PUBLIC SERVANTS, NOT ANOINTED AS BOURGEOISIE RULING BODY WHO DICTATE YOUR WILL UPON US MERE PEASANTS.
YOU ARE HELD ACCOUNTABLE TO US. TODAY WE THE PEOPLE ARE CALLING YOU OUT ON THE MISHANDLING OF COUNTY FINANCES AND YOURSELF ENTITLED RAISES. IT'S BAD ENOUGH THAT YOU ARE UNDER SCRUTINY IN JUNE FOR QUESTIONABLE PRACTICES OF THE LAST FOUR BANKERS INCREASES YOU. COUNTY COUNCIL HAVE GIVEN YOURSELVES IN THE MIDDLE OF A PANDEMIC. YOU READY TO GIVE YOURSELVES ANOTHER FIVE THOUSAND DOLLARS EACH WHILE B FOR COUNTY RESIDENTS AND BUSINESSES STRUGGLING YOU ENRICH
YOURSELVES WITH OUR TAX DOLLARS. >> IN OCTOBER WE LEARNED THAT YOU ALL VOTED TO OVERCHARGE ME FOR COUNTY RESIDENTS ON OUR PROPERTY TAXES.
THE PROPERTY TAX MILLAGE RATE VOTED IN WAS SIXTY FIVE POINT TWO BUT THE RATE THAT WOULD COVER COUNTY OPERATED OPERATING EXPENSES WAS ONLY SIXTY FOUR POINT TWO.
YET YOU PLAN TO OVERCHARGE THE RESIDENTS ANYWAY. MAYBE THAT'S WHY YOU THINK IT IS OKAY SHARON PAST MONTH TO QUIETLY GIVE SARAH BROCKETT TEN THOUSAND RAISE AFTER ONLY 18 MONTHS OF PLAN SARAH GOT A BACKGROUND PAY INCREASE OF 10000 HOURS THAT'S 13 PERCENT BRINGING HER TO EIGHTY FIVE THOUSAND HOURS PER YEAR IN THE MIDDLE OF A PANDEMIC WITH MONEY BEFORE COUNTY BUSINESSES STARTING OR CLOSING PERMANENTLY AND RESIDENTS LAID OFF SCRAPING BY AND SUFFERING. CHAIRMAN DEPARTMENT THIS IS REPREHENSIBLE BEHAVIOR.
HOW DARE YOU EVER TRY TO GIVE THE COUNTY AND ENRICH YOURSELVES IS A BORING THAT YOU SHARE AND PASSIONATELY WOULD CONSIDER PAYING FOR JUST FOR ANY COUNTY.
POINT OF ORDER. YES THERE ARE RICK IRA RULES FOR PUBLIC COMMENT THAT YOU CAN NOT ATTACK INDIVIDUAL COUNCIL MEMBERS ASKED THAT YOU DISCONTINUE THAT PARTICULAR
COMMENT. >> YOU'RE RIGHT. I THINK THE REST OF THAT'S NOT APPROPRIATE. PERMEATES. MOVE PAST THE NEXT ONE IS ROUGHLY THE SAME. THAT'S FROM BE BACK BLUFFTON. THAT IS IT FOR PUBLIC COMMENT.
IF ANY OF THE COUNCIL WANTS NEEDS TO BE FORWARDED TO THEM. IF YOU HAVE IDEAS I GUESS IT MIGHT NOT BE APPROPRIATE TO PUT IT OUT ON THE PUBLIC AIRWAVES LIKE THAT BUT I THINK THAT IT MIGHT BE IMPORTANT FOR US TO BE ABLE TO SAY THAT EACH OF US HAD TO READ IT.
THOSE TWO PUBLIC COMMENTS CAN YOU MAKE SURE THEY GET FORWARDED EVERYBODY? YEAH. WILL FLORIDA GO FOR THIS? THANK YOU.
RIGHT. ACTUALLY. YOU'VE GOT IT UP FOR THOSE
