[00:00:01]
WHO I WILL CALL THE NOVEMBER 12,
[1. CALL TO ORDER]
20, 20 ROAD CURRICULUM, BOARD MEETING TO ORDER.AND, UM, I SORT OF JOTTED DOWN WHO I KNOW IS HERE.
WE DO HAVE A QUORUM WE'RE AT THE MOMENT.
I DON'T HAVE VISIBILITY TO DOUGLAS OR WALTER.
I SUSPECT THEY'LL CATCH UP WITH US.
WOULD YOU AGREE WITH THAT, AMANDA? HEY, DOUG.
SO, UH, WITH THAT, UH, AMANDA, ARE WE IN COMPLIANCE WITH THE
[2. FOIA – PUBLIC NOTIFICATION OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT]
VOYA? OKAY, GOOD.AND THEN I THINK I HEARD BEFORE WE GET GOING, UH, ERIC, DID YOU WISH WHITNEY TO MAKE SOME COMMENTS? YEAH, BECAUSE WE COULDN'T BELIEVE THAT.
I WANT TO INTRODUCE YOU TO WHITNEY AND REPLANT TO OUR NEW, UH, CHIEF FINANCIAL OFFICER.
I'M NOT REALLY SURE WHAT THE OFFICIAL TITLE, BUT I'LL LET HER INTRODUCE HERSELF TO YOU AS THE BOARD.
HE'LL BE CLEAR ON A LOT OF HER OVER THE NEXT SEVERAL MONTHS.
UM, MY NAME IS WHITNEY, OF COURSE, I'VE JUST JOINED THE BEAVER COUNTY TEAM OVER THE LAST MONTH.
AND, UH, CERTAINLY HAVE ENJOYED MY FIRST FEW WEEKS ON BOARD TO GET TO KNOW EVERYONE AND ALL OF YOUR VARIOUS BOARDS AND YOUR COMMITTEE, AND JUST THE MANY WONDERFUL THING THAT BUFORD DOES FOR ITS CITIZENS.
SO I'M VERY HAPPY TO BE ON BOARD, JUST A LITTLE BIT ABOUT MYSELF OR TO COME INTO BEFORE I WAS A CFO FOR BULLOCK COUNTY, GEORGIA FOR SEVEN YEARS, UM, KIND OF GOT MY FEET WET THERE IN COUNTY GOVERNMENT AND LEARNING THE RIGHTS AND THAT I'VE HEARD OF THAT.
I HAVE A BACKGROUND IN AUDITING WITH THE STATE OF GEORGIA OR LOCAL COURTS OF EDUCATION, UH, COLLEGES AND UNIVERSITIES.
I'VE KIND OF A BROAD SKILL SET WHEN IT COMES TO ACCOUNTING AND FINANCE.
AND I AM HAPPY TO CERTAINLY HERE AND LOOKING FORWARD TO MEETING.
I I'M, I'M HOPING SOMEDAY SOONER AND LATER WITHOUT RAIN AND EVERYTHING THAT THE BOARD WILL ACTUALLY BE ABLE TO GET TOGETHER IN PERSON.
SO, AND WHILE WE'RE DOING THIS, UM, I KNOW THAT, UH, HE'S RAYMOND WILLIAMS IS ON THE CALL OR ON THE WEBEX.
AND I THINK I'VE INFORMED THE BOARD BEFORE THAT THE, UH, QUARTERLY REPORTS, FINANCIAL REPORTS THAT WE'VE BEEN RECEIVING HAVE BEEN, UH, NICELY DONE BY HAYES AND HAYES.
I DON'T THINK YOU EVER HAVE BEEN IN A BOARD MEETING.
YOU WANT TO QUICKLY INTRODUCE YOURSELF.
UM, UM, HAYES WILLIAMS. IF YOU EVER GET AN EMAIL FROM ME, IT COMES FROM THE SENDING.
I'LL BE BATTLING IT FOR THE NEXT 20 YEARS.
I WORKED FOR COUNTY GOVERNMENT, UH, GREW UP HERE WHEN THE COLLEGE OF CHARLESTON, UH, WORKED AT
AND I'VE STARTED HERE ABOUT, UH, IN, IN JANUARY, UH, THIS YEAR.
SO I'VE BEEN HERE ABOUT NINE MONTHS OR 10 MONTHS, BUT IT SEEMS LIKE A LOT LONGER.
SO, BUT I WAS ENJOYING WORKING FOR THE CAMPUS, VERY CHALLENGING.
AND I ENJOY BEING ABLE TO GIVE YOU ALL THE HORSES.
WELL, I THANK YOU FOR THE REPORTS.
THEY ARE GOOD, AND I AM VERY HAPPY WITH THEM.
SO I APPRECIATE YOUR EFFORTS THERE.
SO WITH NOW WE'LL MOVE TO APPROVE THE AGENDA.
[3. APPROVAL OF AGENDA]
SO DOES ANY BOARD MEMBER HAVE ANY COMMENTS OR QUESTIONS ABOUT THE AGENDA? IF NOT, I'LL ACCEPT A MOTION TO APPROVE THE AGENDA.UM, ANY DISCUSSION IF WE DON'T HAVE ANY, IF NOT, UM, UNLESS THERE'S AN EXCEPTION, UM, WE'LL, THE AGENDA WILL BE APPROVED.
ARE THERE ANY EXCEPTIONS HEARING? NONE.
SO NEXT ORDER OF BUSINESS IS THE APPROVAL OF
[4. APPROVAL OF MINUTES – October 8, 2020]
THE MINUTES FROM OUR OCTOBER 8TH MEETING, ASSUMING EVERYBODY'S HAD A CHANCE TO LOOK AT THOSE.DID ANY BOARD MEMBER HAVE ANY COMMENTS OR SUGGESTED CHANGES THEY WANTED TO MAKE? ALL RIGHT.
I WILL ACCEPT THE MOTION TO APPROVE THE MINUTES OF OUR OCTOBER 8TH MEETING.
[00:05:03]
HEY WALTER, HOW YOU DOING? THANK YOU A SECOND.UM, IF THERE ARE NO OBJECTIONS, WE'LL APPROVE THE MINUTES OF OCTOBER 8TH.
SO DOES ANY BOARD MEMBER HAVE ANY OBJECTIONS HEARING? NONE.
UM, SO AMANDA OR WHOEVER DO WE HAVE ANYONE WHO WISHES TO MAKE ANY PUBLIC COMMENTS AT THIS POINT? NOT AT THIS TIME.
SO NOW WE'LL GO INTO OUR DISCUSSION ITEMS. THE FIRST DISCUSSION ITEM IS
[6. Financial Report]
OUR FINANCIAL REPORTS FOR THE BOARD.FOR REMEMBER, WE'RE GOING TO LOOK AT THE RURAL AND CRITICAL LAND FINANCIALS.
AND THEN WITH THE WAY WE SET IT UP IS AT THE END OF A PARTICULAR QUARTER, LIKE IN THIS CASE, IT'S THE FIRST QUARTER OF FISCAL 21 AND SEPTEMBER 30TH.
AND WE GIVE, UM, THE FINANCE DEPARTMENT HAYES A COUPLE OF MONTHS TO PULL IT TOGETHER.
SO HE DID SEND OUT OR IN, OR EXCUSE ME, AMANDA DID SEND OUT, UM, A COUPLE OF REPORTS AND I'M GOING TO GO AHEAD AND ASK A HAYES TO WALK US THROUGH THOSE REPORTS.
UH, ONE, WAS IT JUNE 30TH, 2014, IT'S PRETTY SIMILAR TO THE ONE THAT Y'ALL SAW ON OUR PAPER.
IT SAYS BE ALLOCATED, UH, ACROSS THE DIFFERENT FUNDS TO THE AMOUNT OF, UH, $36,786, OR YOU HAD ALL YOUR EXPENDITURES.
UH, THEY WENT $3.8 MILLION, BUT YOU HAD, YOU HAD A CHANGE IN FUND BALANCE OF A NEGATIVE CHANGE OF A 3.7.
SO A 4.5 MILLION IN ENDING FUND BALANCE OF $774,000.
AND OF THAT SEVEN 74, APPROXIMATELY 650,000 WAS ENCUMBERED FOR THE FORT FREMONT PARK.
UM, SO YOU HAVE AN OBLIGATED, UH, UH, 30 OF ABOUT 125,000.
I LIKE TO POINT OUT THAT'S NOT BEEN AUDITED YET OR, OR IT'S LUMINARY.
AND I DON'T KNOW IF THE IS SUBSTANTIAL CHANGES TO IT.
I REALLY, UM, AND THAT LEADS US TO, UH, YOUR FIRST QUARTER OF THIS YEAR.
UM, UM, THE BIG NEWS THERE IS WE GOT YOUR, UH, YOUR BOND IS AT 25 AND IT CAME IN IN AUGUST OF 2020, UH, THAT, UH, THE, THE BOND RATE ON THAT WAS ONE OF THE LOWEST, UM, THAT BOND COUNCIL HAS EVER SEEN WAS ABOUT 1.9%.
UH, SO WE WERE VERY EXCITED ABOUT THAT.
UH, YOU CAN SEE YOUR, YOUR YEAR TO DATE EXPENDITURES, WHERE YOU SPENT 300, $8,000 ON THE SIERRA 9,000 ON FORT FREMONT.
AND YOU HAD, UM, UH, BOND BOND FEES OF ABOUT 105.
YOU'LL ALSO NOTICE THAT THERE'S A, A TRANSFER OF 4.2 MILLION IN THE PAST AND PARKS, UM, FUN.
AND, UH, THAT WAS AS A DIRECT RESULT OF RESOLUTION, UH, 2019 SLASH 49.
UM, THE PROJECT IS FOR THE WILDLIFE PRESERVE OF $1 MILLION.
THEY HAD KATYN MARSH, REGIONAL PRESERVE PLANNING, CONSTRUCTION OF $1 MILLION, THE PITNEY POINT, UM, PAINTING POINT PRESERVE PLAN PLANNING, WHAT COMMUNITIES PINEY POINT RESERVE PLANNING SLASH CONSTRUCTION OF $1 MILLION OR THE WHITE HALL PARK DESIGN AND BUILD A $500,000 BEFORE FORD SHELL RAIN PARK CLEANING CONSTRUCTION OF 250 IN THE PARK AT THE PARK PARK AT THE PARK PERFECT POCKET PARKS DESIGNS, LIKE BUILD A $480,000 FOR THAT.
THAT TOTAL IS THE 4.2 MILLION.
UM, SO YOU'RE, YOU'RE, YOU'RE BLESSED WITH, UH, UH, FUND BALANCES IN THE FIRST QUARTER OF ABOUT $21 MILLION.
UH, WE HAVE SOME ENCUMBRANCES THERE.
UH, WOULD YOU POINT AT $150 ON THE BELL TRACKS? AND ON THOSE 4,000 IN THE FORT FREMONT HAD ABOUT 340 IN YOUR OWN OBLIGATED FUND BALANCES ABOUT 20 MILLION AT THE END OF THE DAY.
UM, THAT'S KIND OF WHERE YOU ARE.
I THINK YOU'LL HAVE THE LONG BULLET TRACK THAT WAS, UH, YOU KNOW, A DEVELOPMENT AGREEMENT DIDN'T COME INTO PLACE UNTIL, UM, UNTIL OCTOBER THAT WILL BE REFLECTED ON THE NEXT QUARTERLY FINANCIAL STATEMENTS.
[00:10:05]
SO I WILL OPEN IT UP TO ANY, ANY BOARD PERSON WANT TO ASK A QUESTION THAT THEY WANT TO ASK.SO COUPLE OF THINGS, NUMBER ONE, AGAIN, I REALLY APPRECIATE THE REPORT.
IT'S CONCISE, IT'S DIRECT, IT'S EASY TO UNDERSTAND.
AND SO I, I AGREE WITH ALL THE NUMBERS AND WHAT I JUST WOULD WANT TO POINT OUT TO THE BOARD IS THAT, YOU KNOW, WE ARE, WE HAVE AGREED TO RECOMMEND CERTAIN PROJECTS TO GO FORWARD.
THEY'RE GOING THROUGH SOME, UM, DUE DILIGENCE STEPS OR WHATNOT.
SO WE HAVE SOME SOMEWHAT A COMMITTED IF THOSE PROJECTS GO THROUGH COMMITTED, UH, PROGRAMS ABOUT 1.2 MILLION.
SO WHEN YOU LOOK AT THE, THE BOTTOM LINE ON HAYES'S REPORT FOR THE SEPTEMBER 20 MILLION, 800,000, YOU KNOW, JUST SO YOU KNOW, WHAT FUNDS ARE AVAILABLE FOR US, FOR THEM, FOR FUTURE PROJECTS, IT'S ACTUALLY DOWN TO ABOUT 19 MILLION, 500,000, WHICH AT THE MOMENT IS PLENTY OF FUNDS, UH, TO KEEP US GOING FOR AWHILE, ALTHOUGH, UM, PROPERTIES AND PROJECTS GET TO BE MORE EXPENSIVE AS WE GO.
WE'LL SEE WHERE IT TAKES US AND WITH THAT, CAN I, I DON'T KNOW.
UH, I, I HAVE, YES, GO AHEAD, CHRIS.
UM, I HAVE A BOARD MEMBER AND I'M NOT SURE, BUT IN TERMS OF RESPONSIBILITIES ON BOARD, UH, ONCE THE FUNDS GET ALLOCATED TO THE PARKS, PASSIVE PARKS FACTION, UH, DAN, DOES THIS BOARD PLAY ANY ROLE IN LOOKING AT THE PLANS, UH, OR REVIEWING, WHAT DOES THE USE OF THOSE PROGRESSIVE PARKS OR IS THAT SOMETHING THAT'S DONE BY ANOTHER ENTITY? YEAH, SO THE SIMPLE ANSWERS THIS FLOOR HAS NO RESPONSIBILITY FOR THE PASSIVE PARKS, THIS 4.235 MILLION, UM, THAT WAS, UM, TRANSFERRED TO THE PASSIVE PARKS PROGRAM.
AS HE'S POINTED OUT, IT WAS MUCH EXPECTED FROM SOME NEGOTIATIONS AT WHEN I ON LAST FISCAL YEAR, EARLY ON IN, UH, 21 OR MAYBE LATE 2019.
BUT, YOU KNOW, THERE WAS A, UH, AN EFFORT TO BE SURE WE KNEW OF ALL THE FUNDS THAT WERE AVAILABLE OR WHAT WAS COMING DUE RELATIVE TO THE 2018 BOND REFERENDUM, BECAUSE THEY HAVE FINE REFERENDUM.
LIKE OTHERS SAID THAT UP TO 20% COULD BE USED ON PASSIVE PARKS.
THE CURRENT PROGRAM IS WHEN THOSE FUNDS ARE AVAILABLE, THEN WE SORT OF TRANSFER THOSE OVER TO THE PASSIVE PARKS PROGRAM.
AND SO AT THE MOMENT FOR OUR PURPOSES, THERE WILL NOT, THERE WILL NO LONGER BE ANY PASSIVE PARK CHARGES COMING TO THIS DOCUMENT.
WE SEE ONE SEES HISTORICAL ENCUMBRANCES ARE DEPLETED, OKAY.
ALTHOUGH I WILL SAY THAT, UM, STEPHANIE, WHO IS A MANAGER OF PASSIVE PARKS MANAGER, I MEAN, SHE'S DONE A GREAT JOB PLANNING THINGS OUT, MAKING A TRANSPARENT GETTING INPUT.
SO I THINK THE FUNDS ARE BEING WELL-SPENT.
IF I'M GOING TO ELABORATE ON A COUPLE OF THINGS FOR A BOARD MEMBER MARKET, UM, FIRST OF ALL, EVEN THOUGH YOU ALL DO NOT HAVE ANY KIND OF DIRECT OVERSIGHT, WE DO BRING THE PLANS FOR PAST THE PARTS TO THIS BODY DISH, FOR INFORMATION IN AN ADVISORY COMMENT ABOUT WHILE WE'RE AT WHAT WE'RE DOING.
SECONDLY, KEEP IN MIND THAT OUT OF ALLOCATION FOR THE, UH, FROM THE BOND OVER THE PAST AND PARKS, THAT'S JUST A RESOLUTION.
SO IF THERE WAS A HIGHER PRIORITY PURCHASE NEED THAT WE NEEDED TO PURSUE, THAT WOULD EAT INTO SOME OF THOSE FUNDS, THAT COUNTY COUNCIL HAS THE ABILITY.
IT WAS ONLY ABOUT A RESOLUTION TO, UM, MOVE THAT MONEY BACK INTO AN ACQUISITION SITUATION.
[00:15:01]
THAT I WAS WONDERING ABOUT.THAT WAS A GOOD, GOOD FOLLOW-UPS.
AND THEN BASED ON THIS, I HAVE SURE.
I GO, HOW LONG IS IT GOING TO TAKE THEM TO SEND THAT UNDER THESE PLANS? IS THAT MULTIPLE YEARS? YES.
WE HAVE LIKE A 10 YEAR PLAN GOING.
OUR NEXT PART OF THAT WE'LL BE FOCUSING ON, THERE'LL BE A LOT OF PRESSURE ACROSS THE DO, WILL BE, UH, THE PEPPER HALL, OTT RIVER PARK DOWN TO JASON, THE PEPPER HALL.
LOOK A LITTLE BIT FOR ONE YEAR EXPENDITURES.
AND I GUESS NOT TO GET TOO FAR AHEAD OF OURSELVES, BUT, UM, AS ERIC SAID, EVERY ONCE IN A WHILE, UM, STEPHANIE COMES TO A BOARD MEETING AND SORT OF UPDATES US WHERE SHE IS THE LAST, I THINK THE LAST TIME WE DID GET WAS THAT WHAT WE CALL OUR ANNUAL RETREAT MEETING THAT WE DO MARCH, APRIL WHEN IT'S APPROPRIATE.
AND SO, UH, CERTAINLY NO LATER THAN THAT TIMELINE, WE WILL ASK HER BACK TO REALLY GIVE US A FULL UPDATE, WHICH WILL INCLUDE DOUG TIMING OF HER PROJECTS.
AND THEN, UM, EITHER ERIC OR AMANDA, MAYBE YOU CAN HELP.
I GOT A COUPLE OF QUICK QUESTIONS FROM THE FINANCIAL REPORT THAT IS BASICALLY HAS NOTHING TO DO WITH THE FINANCES, BUT WHICH IN POINT I THOUGHT I SAW SOMETHING WHERE WIGEON POINT WAS GOING TO BE DONE AND MAYBE OPEN TO THE PUBLIC IN OCTOBER.
DO YOU KNOW THE STATUS OF THAT W POINT HAS DONE? AND BECAUSE OF COVID RIGHT NOW, WE'RE TRYING TO ADJUST TO HOW THE DO AN OPENING THERE.
I THINK STEPHANIE IS APPLYING OUT WITHIN THE NEXT FEW WEEKS TO DO WHAT SHE'S CALLING A SOFT OPENING, WHERE SHE AND FOLKS FROM THE OVERLAND TRUST WILL BE ON PROPERTY FOR SEVERAL HOURS TO THE PROPERTY AT THEIR LEISURE AND CONVENIENCE TO SEEING THE NEW FACILITIES.
BUT IT IS, IT IS SUBSTANTIALLY COMPLETE, IF NOT, AND JUST DRINK JUST BECAUSE IT'S ON THIS REPORT.
HOW'S, HOW'S THE FOR FREMONT, I THINK NOW IS GONNA BE THERE.
THERE'S AN EFFORT TO GET THAT DONE IN DECEMBER.
IT'S NOT GOING TO BE DONE IN DECEMBER BECAUSE WE HAD A LOT OF ISSUES WITH TRYING TO RELOCATE THAT TRAIN A SITUATION THERE THAT SLOWED THE PROJECT DOWN.
SO WOULD BE MORE LATE SPRING, EARLY SUMMER WHEN A BOARD THAT WE'RE HAVING A LOT OF ISSUES OUT THERE TOO WITH CONSTRUCTION, UH, VANDALISM AND PEOPLE THAT WERE WANTING TO GO AGE BECAUSE OF THE COVID SITUATION, UH, DISTURBING THE CONSTRUCTION SITE THAT WE'VE BEEN TRYING TO WORK THROUGH A MANAGER.
ANY OTHER QUESTIONS THAT ANY BOARD MEMBER WANTS TO MAKE OR ANYBODY ACTUALLY ON THE FINANCIALS, IF NOT, WE'LL MOVE ALONG.
SO WE'RE GOING TO GO TO THE GREEN PRINT
[7. Greenprint Update]
UPDATES AND AMANDA, COULD YOU HELP US ACTUALLY, WHAT I, WHAT I WANT TO ACCOMPLISH ON THIS SCREEN FOR AN UPDATE IS AT OUR LAST MEETING, WE WERE ANTICIPATING, WE LOOKED AT A TIMELINE FROM, UM, DESIGN WORKSHOP ABOUT WHEN THE GREEN PRINT WAS GOING TO BE READY IN DRAFT FORM FOR OUR BOARDS, STARTING TO REVIEW IT.AND I HAD ASKED VOLUNTEERS TO PARTICIPATE IN A SUBCOMMITTEE AND, UH, WALTER, DOUG, RYAN, AND BEET, YOU KNOW, AS PART OF THAT GROUP WAS MYSELF.
I HAD SENT OUT TO THAT GROUP, SOME INFORMATION, TRYING TO DO SOME PLANNING STEPS, BUT BECAUSE THINGS GOT DELAYED, I WAS HOPING THAT AMANDA CAN UPDATE US ON WHAT SOME OF THE KEY BENCHMARK DATES ARE SO THAT THE WORKING GROUP WILL KNOW WHEN WE CAN GET THE DRAFT REPORT AND START DOING OUR THING AND WHEN WE HAVE TO BE DONE.
UM, SO I, I TALKED TO ROB MERCHANT TODAY WHO TALKED WITH DESIGN WORKSHOP OR WAS TRYING TO TALK WITH THEM, UM, KINDA GOT A DRAFT, UM, SCHEDULED FOR NOW.
UM, SO THE DRAFT DOCUMENT FOR THE GREEN BRIDGE, JUST BE TO COUNTY STAFF TOMORROW, THE 13TH, THEN STAFF WANTS TO REVIEW THE DOCUMENT AND HOPEFULLY DISTRIBUTE TO YOUR GROUP, MICHAEL, BY, UM, THE 20TH.
IS THAT NEXT FRIDAY? UM, YEAH.
UM, THEN YOU GUYS CAN TAKE YOUR SUB COMMITTEE AND REVIEW IT.
UM, AND THEN THEY WOULD LIKE THE BOARD COMMENTS BY DECEMBER 9TH AND THEN FINAL REVISION TO THE PLAN BETWEEN DECEMBER 9TH AND THE 16TH,
[00:20:01]
AND THEN FINAL ADOPTION.IT'LL PROBABLY INTO JANUARY, YOU'RE READING BY JANUARY.
WE CAN LOOK AT ADOPTING THE GREENPRINT AT THE JANUARY MEETING.
SO I UNDERSTAND THAT AND THAT'D BE, THAT'D BE OKAY.
AND FOR THE SUBCOMMITTEE PURPOSES, I WILL, NOW THAT I HAVE THESE DATES, I'LL PROBABLY SEND OUT A NEW SORT OF PLANNING SCHEDULE JUST TO KEEP US COORDINATED.
AND THEN FOR THE REST OF THE BOARD, YOU KNOW, WHAT, WHAT I CERTAINLY WANT TO DO IS AS, AS THE WORKING SUBCOMMITTEE COMPLETES PUTTING TOGETHER COMMENTS FROM OUR PERSPECTIVE, AND WE HAVE TO TURN THEM BACK IN TO STAFF SLASH A DESIGN WORKSHOP, WHATEVER WE END UP SENDING IN, I W I WILL, UM, SEND THE BALANCE OF THE BOARD, THAT DOCUMENT, SO THAT AT LEAST YOU HAVE A CHANCE TO LOOK AT IT AND B START BECOMING FAMILIAR WITH IT.
SO THAT AS WE WORK THROUGH THE NEXT COUPLE OF WEEKS TOWARDS THE BOARD NEEDING TO TAKE OFFICIAL ACTION ON THE GREENPRINT TO ADAPTED, EVERYBODY WILL HAVE A LITTLE BIT MORE FAMILIAR WITH IT.
INPUT, IF YOU COULD REFRESH ME ON THAT HAS THE GREEN PRINT HAD SO FAR, I'M GONNA, I CAN SAY SOME THINGS, BUT ERIC, YOU WANT TO WEIGH IN.
AND I MEAN, WHAT IS, I KNOW DESIGN WORKSHOP HAS HAD THREE OR FOUR SPECIFIC PUBLIC WORKSHOPS ON THE GREEN PRINT DOCUMENT ITSELF.
GETTING INPUT HAS BEEN ON A WEBSITE FOR TWO OR THREE MONTHS WHERE PEOPLE CAN GO TO IT.
UM, THEN THE PLANNING DEPARTMENT HAD IN THE LAST TWO OR THREE WEEKS, UM, UH, UNIFIED WORKSHOPS WHERE PEOPLE HAD SAT BY AND TALK ABOUT THE COMPREHENSIVE PLAN, AS WELL AS THE GREEN PRINT.
SO THERE'S BEEN A LOT OF OPPORTUNITIES, BUT I HAVE NO WAY OF SAYING HOW MANY PEOPLE REALLY TOOK ADVANTAGE OF THOSE OPPORTUNITIES AND HAD A SAY KIND OF LIKE WHAT WE'RE DOING WITH THE, UM, WITH OUR LAST ROUND OF IN-PERSON OPEN HOUSES THAT WE HAD, UH, THREE WEEKS AGO.
NOW WE HAD ABOUT A HUNDRED PEOPLE SHOW UP OVER THE THREE-DAY PERIODS.
SO TOTAL, SO ABOUT 25, 30 PER LOCATION, WE DID THE TWO IN THE NORTHERN PART OF THE COUNTY, ONE OUT AT BURTON, WALES RECREATION, COMPLEX AND BURTON ONE OUT AT THE PENN CENTER IN ST.
AND THEN ONE AT BUCK WALKED HER DOWN SOUTH.
SO WE KIND OF FOCUSED ON THE MORE RURAL AREAS TO GET THEIR INPUT.
AND THAT GENERATED ABOUT, UM, ABOUT A HUNDRED TOTAL PEOPLE GIVING THEM.
BUT AS YOU SAID, THAT CHAIRMAN MATT NEWS, WE'VE DONE ONLINE SURVEYS FOR MANY MONTHS FOR PEOPLE TO BE ABLE TO LOG IN AT THEIR LEISURE OR FOR THE PROGRAM HAS EVEN SENT THOSE LINKS OUT TO THEIR VERY OWN CONSTITUENT LIST TO TRY TO INCREASE THAT PARTICIPATION.
ERIC, THE LAST TIME I THINK THE CONSULTING FIRM WAS IN, AND WE TALKED ABOUT THE SAMPLE SIZE OR THE SAMPLE COMPONENT, UM, THERE SEEMED TO BE A SOCIO-DEMOGRAPHIC BIAS TOWARD A CERTAIN PROFILE OF OPERAS.
AND THEY SAID THAT WAS QUITE A LOOK INTO TRYING TO MAKE THE SAMPLE FEEDBACK MORE DIVERSE.
I DON'T KNOW IF THEY, IF ANYTHING HAPPENED OUT OF THAT, ARE WE STILL GETTING THAT WEIGHTED BIAS OR AN OLDER CAUCASIAN MALE PROFILE? OH, WE DID.
TO TRY TO ALLEVIATE SOME OF THAT AS WE SENT IT TO OUR CONTACT LIST WITH UFC, UH, VIEW FROM MEMORIAL HOSPITAL, UH, THE, UH, UM, BOTH ASK THEM TO PRINT IT OFF TO THEIR PROFESSORS PATIENT.
AND WE GOT A LOT OF POSITIVE FEEDBACK BODY.
SO I DON'T KNOW IF PEOPLE RESPONDING.
WE'LL FIND THAT OUT ONCE WE SEE THE PLANET WHEN WE GET UP TOMORROW.
JUST CURIOUS, ANY OTHER COMMENTS OR DISCUSSIONS ON THAT ITEM? OKAY.
[8. R&C Application Process]
APPLICATION PROCESS.WHEN WE STARTED TALKING ABOUT THIS AT THE LAST MEETING, WHEN I ASKED ERIC TO
[00:25:01]
DO IS POSSIBLY GIVE US A LITTLE BIT MORE A DISCUSSION ON THE PROCESS.I THINK SOME OF OUR BOARD MEMBERS HAD SOME CONCERNS OR QUESTIONS ABOUT, UM, HOW DO WE, HOW DO WE KNOW ALL THE APPLICATIONS THAT WERE SUBMITTED AND, AND DO WE SEE THEM ALL? OR, OR HOW DO WE SEE THEM AND THERE THEIR WAY OF BEING SURE THERE'S NO SURPRISES, I GUESS.
SO I'M GOING TO JUST ASK ERIC TO SORT OF WALK US THROUGH WHAT, HOW THE PROCESSES IS MATURING AND WHAT WE CAN EXPECT AS A BOARD.
WELL, AND, AND AGAIN, THIS IS KIND OF A THING THAT DYNAMIC RIGHT NOW FOR US, BECAUSE IT'S ALSO NEW.
THE AGRICULTURE ORDINANCE HAS A SERIES OF ABOUT 11 STEPS THAT WE FOLLOW THROUGH.
TYPICALLY THE APPLICATION COMES DOWN TO THE STAFF, ACCORDING TO THE ORDINANCE, WE WILL NOT LAST THAN A QUARTERLY BASIS, GO THROUGH THOSE APPLICATIONS, DECIDE WHICH ONES ARE ELIGIBLE FOR CONSIDERATION BY THE BOARD.
IF YOU ALL WANT TO SEE, UM, ALL OF THE ONES THAT ARE ELIGIBLE AND INELIGIBLE, I'M OKAY WITH DOING THAT.
OR DO YOU WANT US TO SEND YOU THE ELIGIBLE ONES WITH A REPORT OF THE ONES THAT WE TURNED DOWN? I'M OKAY.
I'M ON THE JEALOUS FEEDBACK AS TO WALK.
DO YOU WANT TO SEE, YOU CERTAINLY DON'T HAVE TO MAKE A DECISION ON EVERYTHING, UH, OTHER THAN THE ELIGIBLE ONES.
UM, BUT IF YOU WANT TO HAVE THE REST OF THEM FOR INFORMATION, WE HAVE NO PROBLEM LETTING YOU ALL SEE WHO ALL TURNED 1:00 AM BECAUSE WE ARE HAVING AN ISSUE RIGHT NOW WITH ONE OF OUR JURISDICTIONS.
IF I MAY A CHAIR, MY MATTHEWS IS I THINK IT'S A GOOD OPPORTUNITY FOR US TO CONVEY TO THE BOARD RIGHT NOW.
YEAH, THERE'S A LOT OF, THERE'S A LOT OF SUPPORTIVE.
I MEAN, US POUTY LEVEL DISSIPATE IN THE PROGRAM, AND A LOT OF INTEREST IN THAT, PARTICULARLY IN THE PANEL BLOG, UH, THEY'RE KIND OF REDUCE SOME OF THEIR DENSITY REQUIREMENTS.
AND I WOULD ENCOURAGE YOU ALL TO THINK ABOUT WHAT BLOGS AND TURNS IN AN APPLICATION THAT YOU ALL KEEP IN MIND THAT THE BLOG CITIZENS ARE PAYING THE SAME THING TOWARD THE PROGRAM.
AS I UNDERSTAND IT AS REGULAR COUNTY CITIZENS.
AND JUST BECAUSE IT'S IN A MUNICIPALITY, I DON'T THINK MEANS THAT THAT MUNICIPALITY HAS TO PAY ANY MORE, BUT CERTAINLY WE'RE ALWAYS GOING TO LOOK FOR PARTNERSHIP BONDS AND SEE IF THERE'S AN OPPORTUNITY FOR MORE PEOPLE, OUR PARTNERSHIP WITH THE FUNDING OF PARTICULAR PROJECTS.
BUT I WOULD LIKE TO JUST GO AHEAD AND SAY THAT SO YOU ALL CAN BE THINKING ABOUT THEM, MOVING THEM FORWARD.
UM, MUNICIPAL PORT ROYAL OF BUFORD BLOCKED IN TOWN OF HILTON HEAD ISLAND RD, BALE RESIDENTS.
YOU HAVE TO SEE SOMEBODY HAVE A SEAT IN THE CAMP AND THE COUNTY NOW, YOU KNOW, IF THEY'RE, IF THEY'RE A CITIZEN IN THE COUNTY, THEY'RE PROBABLY PAYING THE SAME AMOUNT ON THAT BOND, UH, PAYMENT AS ANY OTHER UNINCORPORATED, UH, CITIZEN.
SO JUST KEEP THAT IN MIND, GOING FORWARD.
SO THE PROGRAM IS BASICALLY, UM, AS YOU ALL KNOW, WHENEVER YOU ARE CLASS, WE SEND THOSE POWERS.
SO THE TWO THAT WENT TO YOU ALL LAST MEETING, UM, WE DID NOT HAVE TIME TO GET THOSE ON THE NRC AGENDA, BUT THEY WILL BE GOING DOWN RC IN, UH, DECEMBER ON DECEMBER THE SEVENTH WITH A RECOMMENDATION OF A DENIAL OR TO NOT PURCHASE FROM YOU ALL.
AND THEN THE NATURAL RESOURCES COMMITTEE WILL DECIDE WHAT THEY WANT TO DO WITH THE, UH, UH, UH, FORRESTER CODECAMP BROWN PROPERTY AND THE PROPERTY AND BLOCKED IN THE CORNER OF TWO 78 AND BUCK WALKER PARKWAY.
SO THAT'S ABOUT THE OTHER, I MEAN, IT'S, UH, THE PROCESS IS PRETTY, SELF-EXPLANATORY THE ONE PIECE THAT WE DON'T HAVE A REAL GOOD GRASP ON RIGHT NOW IS WE'RE GOING TO GET TONS OF APPLICATION.
AND WHAT INFORMATION CAN WE CONVEY TO YOU ALL AS TO WHAT TYPE OF APPLICATIONS WE'RE SEEING? DO YOU WANT TO SEE ALL THE APPLICATIONS WITH THE LIST OF THESE ARE THE ONES WE'RE BRINGING FORWARD AND VEINS ARE THE ONES THAT WERE SUBMITTED WITHOUT IT.
I THINK THAT MIGHT BE CUMBERSOME, OR WE CAN GIVE YOU A REPORT OF THE ONES WE HAVEN'T TAKEN FORWARD WITH SOME MINOR DETAILS OF THE PROPERTY LOCATIONS AND THE DETAILS OF THE BE BOARD MEMBER, MAKING COMMENTS AND CHRIS.
UM, I JUST WANT TO MAKE SURE THAT, UM, YET I'M HEARING THE DIFFERENT PROPOSALS CORRECTLY.
UM, I PERSONALLY, THE IDEA OF HAVING A LIST OF THOSE THAT ARE ELIGIBLE AND ABLE TO LOOK AT THOSE THINGS ARE THE ONES THAT
[00:30:01]
THEY CONSIDER TO BE HIGH RANKING.UM, AS FAR AS THE ONES THAT ARE NOT ALLIED, I DON'T FEEL AGENCY THOSE CHOPS.
I WISH THEY WOULD JUST WANT TO MAKE A LIST OF, UM, YOU KNOW, THE NUMBER SUPPLIED THAT WERE CAUGHT ELIGIBLE AND THE FLOTATION, AND THEN THE REQUEST AMOUNT OR SOMETHING LIKE THAT.
UM, BUT, UM, MY, MY FOCUS IS ON A COMBINATION OF KNOWING WHAT WAS ALLERGY, BUT ALSO WHAT THE STAFF RANK, UM, PUTTING INTO BEING THE PRIORITY.
ANYONE ELSE? UM, YEAH, YEAH, GO AHEAD, JOHN.
UM, I THINK, I THINK WHAT ARE SAID ABOUT IT, THAT REPORT, PERHAPS SOMETHING THAT TELLS US THAT SO MANY DIDN'T MAKE THE CUT BECAUSE THEY MISSED ON ONE CRITERIA THAT CAME CLOSE.
SOME THAT CAME CLOSE AND SOME THAT WERE WAY TO GET THE NUMBERS LIKE THAT MIGHT HELP THE BOARD.
UH, RATHER THAN GOING THROUGH EVERY ONE, EVERY PROJECT DIDN'T MAKE IT.
DOES THAT MAKE SENSE? YEAH, WE'LL TRY, WE'LL TRY AND EVEN PUT UP THE AFFINITY MAP IN THERE.
SO YOU'LL KNOW EXACTLY WHERE THE PROPERTY LOCATED, UM, UM, AND WHAT IT WAS LIKE AND ALL OF THAT, SO THAT YOU'LL HAVE ALL RIGHT.
ANYBODY ELSE, COMMENTS, QUESTIONS BY, SO I'LL WEIGH IN.
UM, I, UH, I PERSONALLY WOULD ADVOCATE THAT THE BOARD BE GIVEN VISIBILITY TO ALL APPLICATIONS MAY, AND WE CAN TALK ABOUT IN A MINUTE, THE, UH, THE REPORTING OF THAT, BUT I THINK WE, THE BOARD SHOULD GET THE VISIBILITY TO ALL THE APPLICATIONS BEING MADE AND, YOU KNOW, SOME KIND OF SUMMARY OF THE REPORT LINE REPORT, NOT VERY EXTENSIVE BECAUSE FROM MY, FROM MY OWN EXPERIENCE, YOU KNOW, I HAVE, CAUSE WE ALL REPRESENT A CERTAIN DISTRICT.
AND WITHIN THAT DISTRICT, YOU KNOW, WE HAVE CONSTITUENCIES OF PEOPLE AND EVERY ONCE IN A WHILE, I'LL GET CONTACTED BY ONE OF MY CONSTITUENTS ABOUT PROJECT X, Y, Z, WHY DIDN'T GO FORWARD OR WHERE IS IT? SO I PERSONALLY ADVOCATE, AND I'M JUST TALKING AS MYSELF AT THE MOMENT AT THE BOARD, BE GIVEN THE OPPORTUNITY TO SEE THEM ALL SO THAT WHEN WE KNOW PROJECT XYZ, DIDN'T MAKE THE CUT.
IT'S PROBABLY BECAUSE OF, HEY, DIDN'T FIT OUR BASIC CRITERIA FOR A RURAL AND CRITICAL AND PROGRAMS. AND WE'LL KNOW THAT.
AND IF SOME, IF THAT PERSON, WHOEVER, WHEREVER DISTRICT THEY LIVE IN, IF, IF THEY MAKE CONTACT WITH YOU, AT LEAST YOU'RE A LITTLE BIT EDUCATED AS TO YEAH.
YOU KNOW, WE REVIEWED IT, BUT IT DIDN'T MEET SOME CRITERIA.
SO, SO WE NEED TO MAKE A SORT OF A SIMPLE REPORT THAT WE CAN CAPTURE THAT KIND OF INFORMATION FOR THE BOARD.
BUT THEN I ALSO HAVE A QUESTION MECHANICALLY IN THAT I WOULD BE A BIT CONCERNED THAT, UM, I WOULD NOT WANT THE BOARD TO BE PRESENTED WITH A LIST OF A QUARTER THAT SAYS, OKAY, HERE'S 10.
AS AN EXAMPLE, HERE ARE 10 APPLICATIONS.
THREE STAFF DECIDED NOT TO BRING FORWARD FOR, FOR WHATEVER REASONS.
THAT'S WHY WE KNOW THAT HERE ARE THE OTHER SEVEN HERE'S AND I WOULDN'T, IT'D BE HELPFUL TO US IF THEY PRIORITIZE THEM OR THE CONTRACT SERVICE PERSON PRIORITIZING THE SAY OF THE SEVEN HERE'S WHERE WE SEE THE PRIORITIES.
AND THEN THE BOARD GETS TO DELIBERATE ON THAT ONLY FROM A STANDPOINT, AS WE UNDERSTAND THE LISTS, WE UNDERSTAND THE PRIORITY, BUT IT'S NOT SOMETHING WHERE WE'RE GOING TO TAKE FORMAL ACTION FROM THEIR REPORT TO SAY THOSE SEVEN SHOULD MOVE FORWARD FOR DUE DILIGENCE OR SOMETHING LIKE THAT.
WE NEED TO HAVE THOSE PROJECTS THAT COME BACK TO US IN A SEPARATE, MORE DETAILED PACKAGE THAT WE NORMALLY SEE FOR US TO MAKE A SEPARATE DECISION ON THE SCOPE OF THAT PROJECT.
NOW, ONCE IT SORT OF FLUSH OUT OF IT TO AGREE, IT IS WORTHY OF OUR RECOMMENDATION TO GO HAVE FURTHER DUE DILIGENCE ON IT.
SO WE'RE GONNA HAVE TO WORK OUT THAT KIND OF REPORTING STRUCTURE, REPORTING FORMAT.
AND I, I, I DON'T KNOW, ERIC AND I HAVE NOT TALKED ABOUT THIS IN TERMS OF DOES THAT STUFF SAYS THAT REVIEW OF THAT LIST AND THAT THOSE APPLICATIONS, UM, SENSITIVE ENOUGH WHERE WE SHOULD DO IT IN EXECUTIVE SESSION.
AND SO I THINK WE DO NEED TO WORK OUT A FEW MORE RULES OF THE ROAD AROUND
[00:35:01]
THIS.AND CHRIS, YOU HAVE SOMETHING YOU WANT TO SAY, THE QUESTION MIGHT BE, OR SUGGESTION MIGHT BE THAT, UM, IF THERE'S A LIST OF ONES THAT DID NOT MEET THE CRITERIA, BUT THERE WAS A, AS ERIC WAS SUGGESTING, THERE WAS A MAP SHOWING THE LOCATIONS WITH JUST A FEW COMMENTS ON EACH.
AND WHEN YOU ASKED TO RE TO LOOK AT, BRING BACK AT THE NEXT MEETING, YOU KNOW, CERTAIN PROJECTS THAT WERE ONES THAT WE WANT TO HAVE MORE DETAILS IN TERMS OF PRIORITIZING, THAT WOULD ALSO GIVE ANY OF THE MEMBERS ON THE BOARD THE CHANCE TO SAY, WELL, I DON'T UNDERSTAND THIS ONE'S IN MY DISTRICT.
AND I'M NOT SURE WHY AND ASK FOR SPECIFIC ONES RATHER THAN TRYING TO HAVE THEM PREPARE ALL THE INFORMATION ABOUT ALL THE ONES THAT WERE TURNED DOWN.
SO, SO THERE MIGHT BE A WAY OF COMBINING, UH, GETTING A SUCCINCT SUMMARY AND THEN THE BOARD ABLE TO, UH, THE STAFF OR THE CONSULTANT PULL THINGS BACK OUT AND THE NEXT MEETING, RATHER THAN TRYING TO PREPARE ALL FOR EVERY FILE WHERE THE BOARD TO HAVE TO GO THROUGH EACH, JUST SO YOU ALL KNOW, WE DO THIS FOR REZONINGS ANYWAY, WE DO A PRETTY COMPREHENSIVE REZONING.
SO WE HAVE A PRETTY WELL ESTABLISHED FORMAT FOR PROVIDING YOU THE ANALYSIS ABOUT ENVIRONMENTAL IMPACTS AND THINGS LIKE THAT.
SO IT WOULD NOT TAKE MUCH FOR US TO MODIFY THAT, TO GIVE THOSE DETAILS TO YOU ALL FOR OUR ELIGIBLE APPLICATION, AS WE FEEL, UM, AGAIN, AS CHRIS HAD STATED, I DO NOT WANT TO BE DOING THAT FOR ELIGIBLE AND INELIGIBLE APPLICATION, BUT WE WILL CERTAINLY PROVIDE THE LOCATION NEVER MAKES.
AND IF YOU ALL WANT TO SEE THE APPLICATIONS, I HAVE NO PROBLEM WITH GIVING THAT TO YOU AS A PART OF THE PACKET AS WELL, WITH THE, WITH THE, UM, SUSTAINING MAP, SHOWING THE LOCATION OF PROPERTY WITH A BRIEF SYNOPSIS AS TO WHY THE, THE CONTRACTOR DID NOT FEEL THAT THAT SHOULD, UM, THAT, THAT THOSE WERE ELIGIBLE PROJECTS.
AFTER WE MEET, WE'RE GOING TO GIVE EVERYBODY A QUICK UPDATE WHILE WE'RE ON THE SUBJECT OF CONTRACTOR, UH, AT THE LAST MEETING, THE NATURAL RESOURCES COMMITTEE, UM, AND COUNCIL DECIDED TO REJECT ALL THE BUILDS ON THE RFQ.
UH, THEY ASK US TO ENTER INTO A TEMPORARY CONTRACT WITH THE OPEN LAND TRUST AND TO REISSUE THE BIBS, UH, THE BID PACKAGE OR THE RFQ RFP FOR THE PROGRAM.
AND ALL OF THAT IS IN PROCESS.
NOW OUR LEGAL DEPARTMENT HAS BOTH THE DOME AS THE, UH, TEMPORARY CONTRACT TO BE ABLE TO LAND TRUST.
AND THE NEW ARE E-LEARNING, WHICH, UH, WITH THE MODIFICATIONS THAT THE COUNCIL PASSED FOR US TO MAKE THAT PACKAGE.
SO WE SHOULD HAVE BE ABLE TO LAND FOR US.
OUR GOAL IS OUR LOCAL LAND TRUST BACK UNDER CONTRACT, UH, BY DECEMBER ONE, SO THAT WE WILL HAVE NOT JUST STAFF WORK IN THE PROGRAM, BUT WE ALSO HAVE THE LAND TRUST ASSISTING US AGAIN, UNTIL WE CAN GET BACK THROUGH THE RFP PROCESS AND SELECT A FULL-TIME, UM, OUT OF FULL-TIME CONTRACT, UM, IS CHASE YOUR CLARIFICATION THOUGH.
THE RFP WAS REVISED BEFORE IT WAS SENT BACK OUT SO THAT YOU MIGHT HAVE MORE CLARITY ON WHAT YOUR EXPECTATIONS ARE, RIGHT.
BUT YEAH, THE COUNCIL ASKED US TO DO THREE THINGS AND I PROBABLY WILL NOT REMEMBER THESE OFF THE TOP OF MY HEAD, BUT I'LL TAKE A SHOT ONE DAY TO LAMINATE TO, UH, NON-PROFITS ONLY, UH, BECAUSE THEY DID NOT WANT TO GET INTO A SITUATION OF A POTENTIAL ETHICAL CONFLICT BETWEEN SOMEONE DOUBLE-DIPPING USING THIS PROGRAM TO BUILD THEIR OTHER SIDE OF THEIR BUSINESS PORTFOLIO AS WELL.
THAT NEEDED TO BE A DEMONSTRATED, UM, A RECORD OF WORKING AND PARTNERING WITH OTHER, UH, FUNDING AND CONSERVATION PARTNERS, UH, IN THE STATE.
AND THEN THERE WAS ONE MORE AND I'M DRAWING A BLANK AMOUNT OF EXCLUSION AND EXCLUSION OF USING THE PROGRAM FOR WELLMAN'S MITIGATION AND CARBON CREDITS.
ANY OTHER DISCUSSION AT THE MOMENT? SO I'LL TRY TO WRAP THIS UP FOR MY, YOUR ISSUE.
AND SO ERIC, YOU DON'T HAVE TO GET UP AGAIN, BUT I THINK, UM, WELL, LET ME ASK THE QUESTION.
WHEN DO YOU THINK THE FIRST SORT OF FORMAL
[00:40:01]
REPORTING AND WHATEVER FORMAT YOU MIGHT WANT TO COME UP WITH AN I'M AND I'M ALWAYS, UH, I LIKE TO KEEP IT SIMPLE.SO WHATEVER'S THE EASIEST AND MOST SIMPLE WAY OF CREATING A REPORT FOR THE BOARD'S FIRST REVIEW OF THIS NEW PROCESS.
IS THAT SOMETHING, WHAT, WHAT WOULD BE THE FIRST TIME YOU THINK IT'S THE LOGICAL WITHIN THE ORDINANCE RESPONSIBILITY TO DO THAT IN JANUARY OF 2021.
SO, AND WHAT I, WHAT I'M GOING TO ENCOURAGE YOU TO DO IS THAT YOU DO THAT.
YOU BRING THOSE APPLICATIONS TO US IN SOME REPORTING FORMAT THAT YOU THINK IS EASY FOR YOU.
AND WHEN I SAY YOU, I KNOW IT'S AMANDA, UM, TO HELP PULL TOGETHER AND WE'LL TAKE A LOOK AT THEIR REPORT.
AND BESIDES TRYING TO MAKE A JUDGMENT AROUND THE MERITS OF THOSE PROJECTS WILL BE ABLE TO WEIGH IN ON THE STRUCTURE OF THE REPORTING AND, AND BE A LITTLE BIT MORE, HAVE A LITTLE BIT BETTER ABILITY TO GIVE YOU CONSTRUCTIVE, POSITIVE FEEDBACK ABOUT WHY WE LIKED IT OR WHY WE DIDN'T LIKE IT, OR WHAT WE WOULD WANT TO IMPROVE ON IT.
SO WE'LL LEAVE THAT IN YOUR HANDS FOR NOW AND APPRECIATE YOUR EFFORTS TAKING CARE OF THAT.
SO WITH THAT, WE HAVE SOME ACTION ITEMS. I'M SORRY, I'LL JUST DOUBLE CHECK.
I MAPPED OUT THE COMPOSITE REPORTING IS A BOARD READY TO MOVE ON.
[9. 2021 Schedule]
GOING TO OUR ACTION ITEMS, UH, NOW'S A GOOD TIME OF YEAR TO, UM, SORT OF ADAPT OUR MEETING SCHEDULE FOR NEXT YEAR.AND WITH THAT, I'LL ASK AMANDA TO PRESENT SOMETHING TO US, WHATEVER SHE WANTS TO PRESENT.
YEAH, I DID I SEND THIS OUT TO YOU ALL BY EMAIL? I CAN'T REMEMBER.
IT'S ALWAYS, IT'S JUST THE SECOND THURSDAY OF EVERY MONTH.
UM, IT DOESN'T LOOK LIKE, UH, AMY DATE THIS YEAR, FALL ON ANY HOLIDAYS THAT I COULD TELL.
UM, YOU KNOW, JANUARY, FEBRUARY 11TH, MARCH 11TH, APRIL 8TH, MAY 13TH, JUNE 10TH, JULY, AUGUST, SEPTEMBER NIGHT, OCTOBER 14TH, NOVEMBER 11TH AND DECEMBER 9TH.
UM, AS LONG AS EVERYTHING STAYS.
WE'LL HOPEFULLY HERE TWO 30 TO FOUR 30.
UM, IF WE STILL HAVE TO DO WEBEX, WE'LL BUILD A WEBEX.
AND SO WE'RE GOING TO MEET IN PERSON AGAIN.
UM, IF EVERYBODY'S GOOD WITH THIS, LIKE A THURSDAY, TWO 30 TO FOUR 30 WITH THE, LIKE HAVING CLASSES WITH HER FROM HERE, MAN.
SO WITH THAT, I THINK FOR SOME FORMAL ADOPTION, I JUST NEED SOMEONE TO TRY TO CRAFT A MOTION TO ACCEPT THAT PLAN MEETING SCHEDULE AS OUTLINED BY AMANDA.
CHRIS I'LL MAKE THE 20, 21 CALENDAR OF MEETINGS AS OUTLINED BY AMANDA, WHICH, WHICH IS MEETING SECOND THURSDAY OF EVERY MONTH, PHYSICALLY AT CRYSTAL LAKE PARK.
AND THE TIME IS BETWEEN TWO 30 AND FOUR 30.
AND THEN WE'LL TAKE THAT AS, AS THE MOTION.
AND WITH SECOND, ANY FURTHER DISCUSSION, IF NOT, UH, WE'LL APPROVE THIS.
IF THERE ARE NO EXCEPTIONS BY ANY BOARD MEMBERS, ARE THERE ANY EXCEPTIONS HERE? ANYTHING THAT'S ADOPTED.
UM, OKAY, SO THIS NEXT ONE IS, UH,
[10. Board Member Reappointments]
BOARD MEMBER REAPPOINTMENTS.SO THOSE ARE, THERE ARE, THERE ARE FORD GORDON MEMBERS.
I JUST WANTED TO BRING THIS UP TO GET THOSE BOARD MEMBERS WHOSE TERMS ARE EXPIRING IN FEBRUARY OF 2021 TO GET THEM, UH, SENSITIZED TO THIS COMING UP.
UH, THERE'S SOME STEPS THAT WE HAVE TO TAKE IN ORDER TO GET YOUR, UH, DESIRES ABOUT BEING REAPPOINTED OR NOT TO AMANDA, WHO THEN TAKES IT TO THE NATURAL RESOURCE COMMITTEE AND THEN COUNTY COUNCIL, AND
[00:45:01]
SORT OF THE, BEFORE FOUR TO BE FOUR BOARD MEMBERS WHOSE TERMS ARE ASPIRING IN FEBRUARY, 2021 ARE DOUG WALTER AND JOHN.NOW I KNOW THAT AMANDA HAS PROACTIVELY SENT EACH OF YOU A LETTER OF INTENT, WHICH IS A FIRST STEP IN FILLING THAT OUT TO EXPRESS YOUR DESIRE ABOUT BEING REAPPOINTMENT.
AND I'LL JUST GIVE ART, DOUG WALTER AND JOHN, AN OPPORTUNITY.
DO YOU UNDERSTAND THAT ANY PARTICULAR ISSUES YOU MIGHT HAVE WITH THAT? ARE YOU TRYING TO SAY HIS LETTER OF INTENT? OKAY.
ANY, ANY, UH, ANYBODY ELSE WANT TO MAKE ANY COMMENTS OR QUESTIONS ABOUT THIS? ALL RIGHT.
WITH THAT, WE HAVE COMPLETED OUR AGENDA.
UH, ANYBODY WANT TO ADD? YES, SIR.
I JUST GOING TO LET THE BOARD KNOW THAT WHILE I AM IN AN INTERIM ROLE, I STILL PLAN TO CARRY OUT THE MONTHLY MEETINGS HERE WITH WALL, UH, IN THIS CAPACITY, BUT NOTHING WILL CHANGE ABOUT THAT.
I STILL PLAN WITH FAITH INVOLVED WITH THE ROME CRITICAL LOUNGE PROGRAM.
ANYWAY, AND THEN, UM, THE OTHER THING IS WE DO HAVE ONE VACANCY.
WE WILL WORK WITH THE, UM, WITH THE COUNCIL MEMBER WITH THAT VACANCY TO TRY TO GET AN APPOINTMENT SCHEDULED AS QUICKLY AS WE CAN.
WELL, FIRST OF ALL, ERIC, CONGRATULATIONS, BEST OF LUCK.
AND THANK YOU FOR CONTINUING TO PARTICIPATE WITH US.
AND ACTUALLY I'M GLAD I KNOW ALICE IS IN THE ROOM AT THE MOMENT, TOO, THAT YOU KNOW, THAT THAT, UH, DISTRICT 10 PHYSICIANS WOULD VACANT PROBABLY OVER DAMN CLOSE TO A YEAR.
SO IT'D BE NICE TO GET THAT FILLED IF WE CAN MOVE ON THAT.
AND, UH, THANK YOU FOR WHAT YOU DO AS WELL AS AMANDA.
WHAT YOU DO CAUSE YOU YOU'VE BEEN WORKING HARD TO.
I THINK CHRIS HAD HIS HAND RAISED STAFF AND ERIC SPECIFICALLY FOR CONTINUING TO PROVIDE THE CONTINUITY WHEN YOU'VE GIVEN A WHOLE NOTHER NEW FULL-TIME JOB.
ANY OTHER COMMENTS OR WHATEVER FROM BOARD MEMBERS? IF NOT, I'LL TAKE A MOTION TO ADJOURN.
